that's guys.
[0:09]

[2:01]
rise to the invitation and the pledge of
allegiance.
[2:06]
» [clears throat]
>> Let's pray. Heavenly Father, we thank
[2:08]
you for all your blessings and ask for
strength and wisdom as we go about the
[2:12]
business of the county. Thank you for
the recent rains. Lord, we thank you all
[2:16]
this in Jesus' name. Amen.
>> Amen.
[2:20]

To the republic for which it stands, one
nation under God, indivisible, with
[2:30]
liberty and justice for all.
Honor the Texas flag. I pledge
[2:35]
allegiance to thee, Texas. One and
indivisible,
[2:38]
with liberty and justice for
[2:50]
» Stay.
Stay.
[2:58]
» All right, let's do item number four,
review, discuss, and take action to
[3:01]
approve the previous meeting minutes.
Um, I entertain a motion for August
[3:06]
11th.
>> So moved.
[3:08]
» Second.
>> Motion is second. Discussion of August
[3:11]
11th meeting minutes.
No further discussion. All in favor, say
[3:15]
aye.
>> Aye.
[3:16]
» Okay.
Uh, Commissioner's Court meeting August
[3:19]
25th minutes.
>> So moved.
[3:21]
» Second.
>> Motion is second. Discussion.
[3:25]
All right. Uh, no further discussion.
All in favor, say aye.
[3:28]
» Aye.
>> Aye. And Commissioner's Court meeting of
[3:30]
August 31st, 2026.
>> Second.
[3:34]
» Motion is second. No further any
discussion.
[3:38]
No further discussion. All in favor, say
aye.
[3:40]
» Aye.
>> All right. Thank you all.
[3:42]
All right. Public comment. Any public
comments this morning?
[3:47]
What are interest rates going to do?
[3:50]
No comment, right?
Okay.
[3:56]
All right, recognitions and
announcements. Mr. Morrow, anything?
[4:00]
» I've been in my world.
[4:04]
» Mr. Morrow, take it.
>> No, our department's having their comida
[4:07]
cook-off
next week.
[4:10]
» This coming weekend?
>> No, Saturday 18th.
[4:12]
» 18th, okay.
>> So, anybody gets hankering to come help,
[4:18]
donate,
join us, come on down.
[4:21]
» Community center?
>> No, shirt to post.
[4:23]
» Post, okay.
>> What time?
[4:26]
Right here is a steak and um
and margaritas, I think.
[4:31]
I think it starts at
6:00, 7:00.
[4:35]
I think it's all day Saturday.
And we have chicken, brisket, beans.
[4:41]
» Sounds good.
All right, anything else?
[4:45]
» That's all I got.
>> All right.
[4:47]
Um
what's the saying? The rumor of my death
[4:50]
was greatly exaggerated last week.
>> Good timing.
[4:53]
» So, we did survive an 8-day Grand Canyon
trip.
[4:57]
We were right above the flood.
So, we were we were getting rained on
[5:03]
and we
uh we got a call the outfitter got a
[5:06]
call from their headquarters saying pull
over.
[5:09]
So, we pulled over and that's when the
flash flood hit. We didn't see it, but
[5:13]
we saw it the next So, they held us over
one night.
[5:17]
We just camped, which was fine.
And then got up the next morning and
[5:21]
they cleared us to go on through and
it looked like Kerrville. There's a
[5:25]
little tiny creek runs about 30 cubic
feet a second. It ran 30,000 cubic feet
[5:30]
a second.
And just
[5:32]
tore through Phantom Ranch, if you've
ever been to Phantom Ranch. So, as we
[5:36]
went downstream, there were pieces of
buildings.
[5:39]
They were worried about the rafts
getting torn up on the metal.
[5:42]
Couple of bridges that were in the water
uh
[5:45]
uh they had one body that they had to
one death and then I think they're
[5:49]
missing still a body somewhere in all
that debris. Big mess.
[5:53]
» The mess is sudden.
>> Hot one minute and cold freezing cold
[5:57]
the next.
So, just depends on
[6:01]
if you were getting rained on, the water
coming out of the bottom of the dam is
[6:04]
42°.
So, the water itself is cold.
[6:09]
It only warms up a degree every 15 mi.
So, the water you're getting hammered
[6:15]
with water in the rapids, so you're cold
from that and then it's raining on top
[6:19]
of you. So, it's
Yeah, there was some
[6:21]
some teeth-chattering days.
And then by the afternoon you'd be
[6:25]
sitting out in 102° heat. So, it was all
over the board.
[6:30]
We had a good time all things
considered.
[6:33]
I would have my own I would say if you
ever have a chance to go to the Grand
[6:37]
Canyon, that's the way to do it.
All right. Report to the city this
[6:41]
morning?
Oh, I'm sorry. Do you have anything from
[6:43]
Terlingua?
>> Um I did want to thank Rio Grande
[6:46]
Electric Co-op for their hard work
through the
[6:50]
holiday weekend to restore power after
that microburst took out I think it was
[6:53]
like six power poles.
So, I
[6:55]
» The poles were back in place?
>> My understanding is the poles are back
[6:58]
in place, power's back on, and people
are not sweating anymore.
[7:02]
» And your shed got spun.
>> That's the least of my worries.
[7:07]
Yes, it did get moved but a lot of
things got moved.
[7:10]
» Apparently that was wind damage to the
electrical poles.
[7:13]
Really? That's what knocked the poles
>> Poles over was wind?
[7:15]
» No, yeah.
>> Yes.
[7:17]
» It was straight line winds. Straight
line winds. It was coming right off of
[7:19]
that big mountain.
>> Yeah. Yeah.
[7:20]
» And uh
I had a video of the
[7:24]
that big rental truck
just slammed that trailer with the wind
[7:28]
and all.
>> Almost took the van with it.
[7:30]
» Yeah, almost.
[7:33]
» Big wind.
>> Anything else in Terlingua?
[7:38]
Yes. Anything else on your end?
>> West County's fine.
[7:41]
» Yeah, everybody's happy. No no weather.
Drizzle. not enough rain. Don't show
[7:46]
this weekend. The gun show was this
weekend. Apparently it was very
[7:49]
successful.
People love coming out here.
[7:53]
We need an event center.
[8:01]
» Let's borrow some more money. All right.
All right. Report from City Alpine.
[8:05]
Well, I Alpine's not here today. So the
number eight County Judge items review
[8:09]
discuss and take action on the calendar.
We did that last meeting, didn't we?
[8:13]
» Uh yeah, the holiday calendar.
Have we done the the meetings, too?
[8:19]
They're all together. Yeah, okay.
>> Yeah.
[8:21]
» I thought maybe we had done one or the
other and that was why it was on there
[8:23]
twice.
>> Yeah, we're going to skip that one.
[8:26]
All right. Now we're on public financing
project for Terlingua
[8:29]
Park and Visitor Center. Uh we have a
couple of guests here um
[8:34]
to talk to us about the financing piece
of this deal.
[8:37]
» So my name is Will Smith. I was here
back in May
[8:39]
to present some options for you guys.
I'm a special public finance with the
[8:44]
financial advisor for the county. And we
took bids. If you'll I placed one of
[8:49]
these on everybody's spot. Um
If you'll turn to
[8:54]
page one. So September 3rd, which was
last week,
[8:58]
we competitively bid directly to banks
the tax note series 2026.
[9:03]
Um and approximately $2.5 million of
that will be to fund the park facility
[9:09]
and recreation and community use.
And while if you notice on the agenda,
[9:14]
the language discusses the ad valorem
tax, that's and and um
[9:19]
your
bond counsel is also here. He can talk
[9:22]
about that. But these are going to be
repaid through hotel occupancy tax. So
[9:26]
they will not they will not be paid
through the ad valorem even though they
[9:29]
are backed by that ad valorem pledge.
Um the final maturity on these is 2031
[9:35]
February 15th of 2031. and the county
received 10 bids from seven banks on the
[9:40]
note. Um and the bids vary
a lot and I've got a the next page kind
[9:46]
of tallies those bids. And then the
closing is scheduled if you approve this
[9:51]
this item today, the closing is
scheduled for October 7th and that's the
[9:55]
point at which proceeds will be
available and also the interest will
[10:00]
begin accruing.
Go flip to the next page. This is a
[10:03]
overview of the And And the reason it
says revised bids up at the top
[10:08]
we received bids twice for this. I think
you guys remember that. So these are the
[10:12]
final bids and the winning bid or at
least the lowest bid was Huntington Bank
[10:18]
and that's at a
4.1% interest rate which is it's uh
[10:24]
as you can see based on on the bids
received, that's a pretty good bid.
[10:28]
It's about nine basis points lower than
the second place bid from Webster.
[10:33]
Um two things I'll point out
the difference between the first place
[10:38]
bid and the and the fourth place bid and
the reason
[10:42]
that's important uh
is really because of alls and I'll talk
[10:46]
about that here in a second.
There's only $10,000 in interest.
[10:50]
So you can kind of see how tight those
bids were especially in that top five or
[10:53]
six.
Total debt service on the winning bid
[10:57]
would be $2.827
million. You see that
[11:00]
in the far right hand column.
Uh and this is this will be important I
[11:04]
think here in a second but the call
feature on the winning bid is they're
[11:09]
callable at any time. You can call them
whenever you want. But before February
[11:13]
of 2028 you're going to pay a full basis
or really 100 basis points uh
[11:18]
kind of a penalty on that. After
February of 2028 they're callable at par
[11:23]
which means that you save all the
interest that you wouldn't pay after
[11:25]
that point. So it's a little over a year
and you can pay these off without any
[11:29]
interest.
Without any interest penalties.
[11:34]
Um
if you'll flip to the next page, this is
[11:37]
just a a listing of all the banks that
were solicited during this. Uh and it's
[11:44]
pretty typical. We do, depending on, you
know, where we are and that sort of
[11:48]
thing,
anywhere from 75 to 100 banks we'll
[11:51]
solicit this to. Uh we got 10 bids and
like I said, that's that's a we we've
[11:55]
done a couple of different ones like
this for counties in in West and Central
[11:59]
Texas and 10 to 15 bids is pretty
typical that so we were pleased with the
[12:03]
number of bids that we got, especially
with the interest rates that we got.
[12:07]
Um the next page is your debt service
schedule comparison and this just
[12:10]
compares Huntington Bank to Amegy Bank
um because the call feature on the Amegy
[12:15]
Bank was the lowest bid with a anytime
call and so you notice the difference
[12:21]
between those two winning bids is about
$10,000.
[12:25]
Um
and so and then at the bottom of that
[12:28]
you see your proposed sources and uses.
The par amount of 2.57 million, that
[12:32]
$70,000 is for uh
cost of issuance
[12:36]
and then deposit to the project fund
we're estimating about $2.5 million.
[12:42]
Um the last page I have here is just a
timeline. Um today is the 8th. We're
[12:48]
the uh board is uh considering this
item. If you approve this item, we will
[12:53]
close this on October 7th and funds will
be available at that point.
[12:57]
And I can answer any questions that you
might have on the side of this.
[13:02]
» Well, you and I talked about this
earlier. I I think in this case I I
[13:06]
think we we
I I would change my thinking on what we
[13:10]
should do.
I think
[13:12]
what we
[13:15]
We we already we know that the whole
projects the the sum of all the projects
[13:20]
of this series is going to be about $5
million for what we have in the
[13:22]
planning.
This covers about half of that.
[13:26]
Um
if it if the construction bids come in
[13:32]
um greater than that, I think the
motivation for me would be if it's a
[13:37]
marginal amount, say it's a 10%,
we probably have that in tourism because
[13:41]
I didn't take all of the tourism money
for
[13:45]
for the construction of this.
So, I think we got a little cushion. If
[13:49]
it comes in way above 5 million, sort of
like the lodge did
[13:53]
at at the park here, I think we have to
either scale back or reconsider the
[13:56]
project. So, I I guess where I am is
these guys have done a lot of work. I'm
[14:02]
I'm going to
I'm going to recommend that we go ahead
[14:04]
and fund.
We put it in the bank, we'll earn We're
[14:07]
going to earn 3.
9 on the money.
[14:11]
So, our spread is between the interest
rate on the note and what we're earning.
[14:15]
Uh it's callable in '28, so we can pay
it out if if if worst scenario happens
[14:22]
and we don't do the project because it
comes in too high or we'll just pay the
[14:25]
debt back.
[14:29]
Which we can do in '28
at no cost to us.
[14:33]
Um
>> We don't really know the exact cost of
[14:36]
the
>> We don't know yet and I but I think it
[14:38]
also
it in some ways it also kind of forces
[14:42]
us to
keep a cap on the spending.
[14:48]
So, I at this stage of the game, we've
come pretty far on this. My
[14:53]
recommendation is that we go ahead and
proceed with the issuance of the debt.
[14:58]
Um as everybody understands, this is not
going to affect our interest and sinking
[15:01]
because the source rate we're pledging
ad valorem, but we're using hotel money
[15:07]
to pay it back, so it doesn't hit our
interest and sinking rate.
[15:11]
So, the worst thing can happen is that
we'll pay
[15:16]
interest for a year
at the difference between our investment
[15:20]
rate and the note rate.
We'll have the money in the bank ready
[15:23]
to do the project.
[15:27]
Um
you know, the we we probably could write
[15:32]
a check for most of but I just didn't
want to drain tourism to zero to build
[15:37]
these projects.
[15:40]
The The The only thing that's that's got
me
[15:43]
I mean, you you can't even build an
outhouse today
[15:47]
less than $75,000.
The structural costs are ridiculous.
[15:53]
But, that's the one thing that
makes me nervous is what these bids will
[15:57]
look like, but we'll just have to deal
with them when they come in.
[16:00]
And if they're too much, then we'll
scale the projects back.
[16:03]
I mean,
[16:06]
it's it's the visitor center in
Terlingua that's probably the scale one.
[16:10]
That.
But,
[16:12]
you know, we want to try to plan for the
next 25 years.
[16:15]
25, 30 years. We've had Red the Cellar
about 30 years.
[16:18]
» But, but this game is just we're coming
out of Terlingua here.
[16:22]
» This is both
>> both projects.
[16:24]
» Yeah, both of them.
>> So,
[16:25]
» Okay.
>> we've kind of put a cap of $5 million on
[16:27]
both projects.
>> Yeah.
[16:29]
» The idea was about $3 million.
Call it two and a half each. Let's just
[16:33]
go with that number. With a $5 million
cap, we borrowed half of it. We put 50%
[16:38]
equity in the deal.
And we're done. And both projects are
[16:42]
complete.
[16:46]
» Both projects meaning in the bunkhouse?
>> No, bunkhouse is separate. That's on
[16:50]
LHTC. So, this is for the visitor center
in Terlingua and the train station
[16:56]
remodel and depot.
>> Right.
[16:58]
» In Marathon.
>> And the Marathon is fine.
[17:03]
» Yes.
>> Correct.
[17:04]
» That's all part of it.
>> I mean, we've done well in tourism this
[17:07]
year, so we're going to put another half
million dollars in reserve in tourism.
[17:13]
Who knows what tourism is going to do
next year with all the controversies of
[17:16]
the border wall, but so far the fall
looks pretty robust.
[17:20]
So, um
my recommendation to the court is that
[17:24]
we go ahead and proceed and put this bid
out.
[17:27]
» This is a dumb question, Paul. $3,000
fee for a
[17:31]
Huntington Bank?
>> Mhm.
[17:33]
» That probably doesn't move my effective
rate up that much, does it?
[17:36]
» That'd move it 19 basis points.
>> No, sir.
[17:38]
» Okay.
Or 10?
[17:40]
» Yeah.
Nine basis.
[17:43]
» Nine basis points.
>> Okay. Yeah.
[17:45]
» Person second.
>> That didn't move it that much.
[17:49]
» I mean, it is some, but it's not.
>> Right.
[17:52]
I don't think we Unless they want to be
generous and charge us no fee.
[17:57]
» Yeah. No offense to any bankers in the
room, but have you ever known a banker
[18:01]
to be generous?
I haven't.
[18:03]
» Well, I have.
>> I was just teasing anyway. They're
[18:05]
generous people. They're generous
individuals.
[18:08]
» They are generous individuals, and
having been in their shoes at my I
[18:11]
understand that.
>> Me and you both.
[18:12]
» Yeah.
>> That's right.
[18:13]
» Ben Love taught me um never give away
your fee.
[18:17]
» Yeah, that's right.
>> Okay.
[18:19]
» that just so the court knows. I was a
banker for a long time. So, in in the
[18:23]
retail. So, I'm talking about myself,
too.
[18:26]
» Self-deprecating.
>> Yes.
[18:29]
» It's not the same business as it was 30
years ago.
[18:31]
» It is not.
>> No.
[18:33]
Okay.
Um so, I'll make a motion. I My
[18:37]
recommendation is that we proceed with
issuing the um
[18:41]
the debt in the amount of uh $2.5
million for
[18:45]
for the purpose of the building
two visitor centers, one in Vermilion,
[18:49]
one in Marathon.
>> Marathon.
[18:51]
» Second.
>> Roll call.
[18:56]
» Second is a discussion.
>> Are you choosing a bid?
[19:00]
» Yeah, which one?
>> Yeah, I'm sorry, and I would recommend
[19:02]
the bid of uh Huntington Bank.
>> Okay.
[19:04]
» Yeah.
>> Sorry.
[19:05]
» No, it's good.
>> Everybody understands that we we can't
[19:10]
we can do anything we want, but we pay
it off before February of '28. So,
[19:14]
that's a
little over a year and a half.
[19:17]
Um
[19:20]
we would pay a little bit of a premium,
which we wouldn't do.
[19:25]
Otherwise, it's at par.
[19:31]
» Well, if we ain't done it by the end of
May, we're not going to do it.
[19:33]
» That's correct.
I'll go back to the drawing board, can
[19:36]
you?
[19:40]
Live down there.
All right, I've got a motion and a
[19:43]
second. If there's no further
discussion, all in favor say aye.
[19:47]
» Aye.
>> All right, no one's opposed. The deal's
[19:50]
done.
Uh anything on the legal side we need to
[19:54]
» Stack of documents for y'all to sign.
>> Okay.
[19:56]
» Stack.
[19:59]
And a notary with
>> I
[20:02]
» Uh do you have a formal order on top of
that?
[20:04]
» Um just the one that we provided.
>> Okay, that'll work.
[20:09]
» Provided you sign the stack.
>> Okay.
[20:11]
» All right.
>> All right, very good.
[20:14]
All right, thank you all.
[20:18]
All right, number 10.
Um
[20:21]
we're not ready to do 10 yet on the
bunkhouse.
[20:24]
Uh we've got the plans. I'll bring them
in
[20:26]
at the next meeting. Um
we need to get that one out for bid, and
[20:31]
that we'll talk about that on the 22nd.
>> Mhm.
[20:34]
» Okay.
All right, Rowan Bridge.
[20:39]
» Morning.
[20:41]
» [clears throat]
>> Good morning.
[20:43]
» Morning.
>> Uh we had
[20:45]
I had a couple of guys go to Odessa and
bring back our our
[20:50]
flatbed loader,
and I moved it to a Veterans Edition,
[20:55]
where I'll be using it where we will be
using it.
[20:58]
Uh still working on Veterans Edition.
Uh we started mowing again the marathon
[21:05]
trying to get it ready for the uh
cook-off
[21:09]
in a week or so.
Uh we're hauling some grade five to the
[21:13]
Marathon.
Uh
[21:15]
we're preparing a couple of streets to
do some paving over there.
[21:19]
Okay.
Also,
[21:22]
I had uh
one of one of uh
[21:28]
one of the gooseneck trailers was full
of tires and we hauled it to El Paso
[21:32]
plus a
uh 10-yard dump truck.
[21:36]
So, I had two two guys go to El Paso
to Tres Pecetas for
[21:42]
for the tire re-stuffing and all the
tires were out of the yard.
[21:47]
They're out of Marathon, they're out of
uh Alpine and Terlingua.
[21:51]
» Thank you.
>> And what about the steel and trailing?
[21:56]
» They're working on it.
[21:59]
» Okay.
>> They they came by on
[22:02]
They came by last week on Saturday. They
They loaded up and they hauled one load.
[22:08]
And then they said they were going to
come back sometime this week.
[22:13]
» You got about one load left in Marathon?
Good.
[22:17]
All right, good.
>> All right, good.
[22:19]
» And we're we're very focused on Veterans
Addition, though, right? Somebody needs
[22:24]
to go there and blame it.
>> Yes.
[22:25]
» Not the double triple windrows all
>> Well, we're working on that.
[22:29]
» What did that cost us on that? Turk,
>> What did that
[22:32]
What did that repair job cost us?
What did you say? On the motor grader?
[22:37]
The motor grader?
>> On the motor grader, I have uh
[22:41]
I don't remember. I don't think the
bill's come in yet.
[22:44]
» Actually, it's in the payables for
today. Um it was the one that the AMC
[22:50]
was out.
>> Yes.
[22:51]
» Uh $2,441.39.
>> Oh, cheaper than I thought. It was
[22:57]
» We didn't have to replace the ECM.
There was just a little hole, shorted
[23:03]
uh a vibration.
It's been running good. I mean
[23:08]
but we're all fingers crossed.
>> Okay.
[23:10]
» And also I had a
the gentleman come work on our 10-yard
[23:14]
dump truck. The one that I don't know if
you heard about it or not, but it's
[23:19]
electrical shortage
uh
[23:21]
burnt the wires from the
from top of the cab underneath the cab
[23:27]
to the battery box.
And from the
[23:30]
from the battery box all the way back to
the end of the nine nine pin
[23:36]
socket in the back of the truck.
It's repaired.
[23:43]
And I got it I I received a bill for an
invoice coming and I think it's like
[23:47]
1,200 and something dollars.
We bought the parts.
[23:52]
We we supplied the parts for him and he
did the labor.
[23:56]
» And the other one?
>> The other one I'm having them problems
[23:59]
trying to locate the
hydraulic pump.
[24:03]
The the people that I were talking to
will not take
[24:07]
payment over the phone.
So I've got a couple other numbers that
[24:11]
I need to call today and
and see if I can locate one.
[24:15]
» I'll give you the richest number and if
you can't
[24:18]
if you're having trouble and he'll he'll
help us get it.
[24:21]
» Okay.
Sounds good.
[24:24]
» Okay.
Anything else?
[24:26]
» Uh no sir. No no
permit requests
[24:30]
at this time.
That's all I have for for this week.
[24:35]
» Nothing for emergency management this
morning. The treasurer's office?
[24:39]
» Good morning. Um
I don't have any reports to present, but
[24:43]
I do have one announcement. Uh
this month uh September is open
[24:48]
enrollment for our medical insurance.
Um
[24:52]
so you have all this month to add
uh make changes to the policy, add
[24:58]
dependents, drop dependents.
Um,
[25:01]
everything like that. New, uh, or new
rates will take um, come
[25:07]
Our new rates will be effective October
1st.
[25:10]
Uh,
on the first payroll of the month, but
[25:13]
it's a very minimal, like for our side,
what we're responsible for, it's a very
[25:18]
minimal change, like couple dollars
difference, maybe.
[25:22]
Um, but you have all this month to make
any changes. Uh, Mindy Seahorn,
[25:27]
um,
who is our representative, she will be
[25:32]
here on Wednesday, the 16th,
uh, in Commissioner's Courtroom to
[25:38]
process any changes, um, if you wish to
use her,
[25:44]
uh, want to come in and talk to her
about options or anything like that. But
[25:47]
you still have the whole month, but
Mindy will be here on the 16th for
[25:51]
» Is this when you can do dental and
vision, too?
[25:54]
» No, sir. This is medical only. Um,
vision and dental will be in November,
[26:00]
and, uh,
the new plan is effective, uh, in
[26:03]
December for
um, vision and dental.
[26:07]
» And if you don't want to do anything,
make any changes, you do nothing?
[26:11]
» You do nothing.
>> Okay. I'm good at that.
[26:13]
» [laughter]
[26:16]
» Perfect.
All right, nothing else on the treasure.
[26:19]
» No, sir.
>> All right, comptroller.
[26:22]
» Okay. Uh, first up is the invoices that
that we did have POs for,
[26:29]
and the total on that is going to be
45,343.35.
[26:35]
And going back to one of the items that
Johnny was talking about, we did get all
[26:40]
of the invoices from Trace Pocettus,
and, um,
[26:45]
no, I'll take that back. This one This
one has
[26:48]
Yeah, this has all of them. 44,392.25.
And in total, we came in I think we were
[26:55]
about $10,000 or so below what we had
originally estimated for that. So
[27:03]
Yes.
>> When we take When we take tires to them,
[27:07]
they still charge us though, right?
>> Yes, but they charge us by the pound.
[27:11]
» Got you.
>> They're not charging for the trip, so
[27:13]
that does
save some.
[27:16]
So, do we have any questions on the um
invoices for purchase orders?
[27:23]
» The office chair for the district
clerk's office.
[27:28]
How long is Tayshaun been here?
[27:32]
I'm ready to go.
I second your motion for the purchase
[27:36]
orders.
Okay, motion to approve the invoices
[27:40]
with purchase orders.
>> Second. I'll make for a second.
[27:42]
» Second.
>> Discussion. All in favor say aye.
[27:46]
» Aye.
>> Aye.
[27:48]
» All right, without purchase orders.
>> Okay, for those without purchase orders,
[27:53]
we have a total of $95,232.92.
[27:59]
There is one item on that list that is
on hold. It's the Axon Enterprises on
[28:04]
the first page. It's for 15040
and that is for the Sheriff's
[28:08]
Department's
body cam
[28:12]
tasers.
And Ronnie is looking, he's not sure if
[28:17]
he wants that paid out of his abandoned
account this year. So, I've got that on
[28:22]
hold waiting to hear back from him.
[28:25]
But other than that, everything is
pretty standard.
[28:31]
» I'll entertain a motion.
>> I'll move.
[28:34]
» Second.
>> Motion and second. Purchase order
[28:37]
payables with no purchase orders.
Discussion. All in favor say aye.
[28:41]
» Aye.
>> Aye.
[28:44]
» Okay, and the last
next to the last actually last of the
[28:48]
expenses.
These are expenses that were paid
[28:51]
between the last Commissioners Court and
today.
[28:55]
For a total of 83,869.23.
[29:01]
So these are our our recurring type
payments.
[29:04]
» I'll move.
>> Second.
[29:07]
» Motion a second discussion.
All in favor say I.
[29:11]
» I.
>> I.
[29:12]
» I.
>> All right and
[29:14]
last one we've got the budget
adjustment.
[29:16]
Uh report most of these are line item
adjustments. The first one is to cover
[29:20]
some expenses for Red Ribbon Week and
that's a line item adjustment. Um the
[29:25]
second one is for the Operation Lone
Star Grant for the current year
[29:30]
and those are some
of the fees that they
[29:34]
turned into the office of the governor.
Um
[29:38]
we have added our our done some line
item adjustments out of the
[29:44]
election workers line
due to the additional
[29:49]
work required on the election this year.
Uh
[29:53]
our elections administrator felt like
that she was going to need to use
[29:56]
Jessica for more hours in September. So
we have
[29:59]
we have shifted that to to cover some
additional time for Jessica.
[30:05]
Um the next one
the budget adjustment for OLS. This is
[30:08]
an actual budget adjustment. That grant
takes effect on September the 1st. So it
[30:14]
is within this fiscal year and that that
grant has been awarded. So this is a
[30:19]
budget adjustment to show the additional
revenue and expense related to that
[30:25]
grant.
[30:28]
And then a line item adjustment for some
fuel for emergency management and fuel
[30:32]
for road and bridge.
[30:37]
» I'll move.
>> Second.
[30:41]
» Motion and I don't what Red Ribbon Week
notice that.
[30:44]
» Red Ribbon Week is the
kind of the same out of drugs that the
[30:48]
Sheriff's Office goes out to the school.
Um, and they have a a week uh
[30:54]
um
events events
[30:57]
» Can we use that opioid money for that?
>> I would think you could.
[31:01]
» we could, too.
Something.
[31:04]
I'd rather use the Sheriff's money
first.
[31:08]
» But yeah, they normally they'll have
like, you know, little giveaways that
[31:12]
that go to the kids.
But it's in honor of a I believe it was
[31:17]
a Border Patrol agent
that was killed undercover a number of
[31:21]
years ago.
>> All right, motion and a second. All in
[31:24]
favor say aye.
>> Aye.
[31:27]
» All right, anything else from cultural?
>> Just trying to to work on getting
[31:31]
through the the year end, getting the
new bank account information
[31:36]
uh set up and good to go.
Um,
[31:39]
one that Celina had had looked at the
ambulance grant. We do probably need to
[31:44]
put into a separate interest-bearing Not
right now, it's in our general fund
[31:48]
account.
Um, but I think we're going to wait and
[31:51]
open that and do it as of October 1st
and
[31:53]
so that we're not having to shuffle
things around too much.
[31:57]
» And we'll put that on the agenda for
September 22nd.
[31:59]
» Yeah, put it in a separate account.
>> Approve opening a new bank account.
[32:04]
» Okay, I'll put that on the agenda. Yeah,
I I want to isolate that interest and
[32:08]
not have
>> given the time frame on that grant, it's
[32:10]
it's better to have it in its own
account.
[32:14]
» I got a request. Yes, sir.
Um, I'd like to see about getting Johnny
[32:18]
a credit card. We're
do not know the limit to where he can uh
[32:24]
can go forward and buy parts
when we need a special for these trucks.
[32:30]
Instead of chasing parts, instead of
chasing POs, he can bring it in as soon
[32:35]
as he orders it.
Um
[32:40]
But
>> Is that holding it up?
[32:44]
» I think that if it if it goes above that
then, you know, he can
[32:48]
probably get an emergency PO or
whatever.
[32:52]
But um
>> Are you thinking he's still going to PO
[32:56]
and then just pay for it with a credit
card? Or are you saying
[33:00]
» Like some some of the stuff that he
needs a part right then. You know what I
[33:03]
mean? He can order it and then they'll
they'll give him a
[33:07]
an invoice right then and he can bring
it in.
[33:10]
But that's
or he buys stuff that that we need to
[33:14]
keep rolling.
I mean I'm I'm having truck sit
[33:19]
because
>> Yeah, we're waiting on part of what we
[33:20]
can get.
>> We're waiting.
[33:22]
» Any ideas on what we could do to
streamline that? Could he still get a I
[33:26]
guess my question is could you still get
>> Well, on the on the one the other day
[33:30]
the the issue was
>> I'm not We're not going back. We're
[33:33]
going forward, okay?
>> No, but I'm just using that as an
[33:36]
example, Reuben. That that would have
been an emergency PO. It was not the PO
[33:40]
that was holding anything up.
I mean we weren't
[33:43]
» But he needed to be able to to be able
to buy it.
[33:45]
» The issue was he did he needed to come
in and pick up the credit card
[33:50]
to make the purchase.
So, I think that's what they're they're
[33:54]
looking at is that he has his own credit
card and doesn't have to come check out
[33:57]
a credit card.
>> Yeah.
[33:59]
But see at that on that I didn't have
the total.
[34:04]
» But he didn't have the total.
>> I had no choice to tell him that he just
[34:07]
didn't have the total.
We had to chase stuff down.
[34:12]
I mean he just he needed to have a
credit card with him and be
[34:17]
We've had it before.
>> Yeah.
[34:19]
» I understand that because we had it
before it got it makes it right today,
[34:23]
but
I mean it
[34:25]
» I mean it would help out a lot.
>> Oh, hell yeah.
[34:27]
» From from my point of view.
>> Yeah, I mean I don't have a problem with
[34:30]
it as long as you make sure that you get
invoices.
[34:35]
Now obviously when you buy it that we
get a invoice. If you can get a PO ahead
[34:39]
of time that's better, but if you don't
and you buy it with an invoice and get
[34:43]
the invoice and we get to see those as
they come through.
[34:46]
» See a a lot of the the vendors will will
not send any
[34:51]
any money.
Uh I mean if I if I ask for a PO,
[34:56]
they'll hold off
for a little while to make sure that the
[34:59]
PO's cleared before they send the the
part.
[35:02]
» me could we not set up a PO for two
grand?
[35:06]
Against that.
>> again, when he when he called it was an
[35:09]
emergency order. So the the PO is not
the issue.
[35:13]
» Right. But I'm just thinking
>> The credit Okay. And then on some of
[35:17]
that stuff maybe some of those vendors
that I have like set up yet
[35:20]
like that uh
[35:24]
PTO pump that we're trying to chase
down. I mean we're trying to chase them
[35:27]
down.
>> And you don't know who the vendor is
[35:29]
going to be so it's going to have to go
on a credit card because we don't have
[35:31]
them set up with a W-9.
>> But we do it through travel.
[35:34]
» I'm sorry?
>> I said we got to do it with travel now.
[35:38]
» The only issue that I have with it is
I wouldn't want to see it within 2,000
[35:44]
and also get the invoice or the amount
at least as soon as possible
[35:49]
because if we are going over budget, we
need to make sure we have a budget
[35:54]
adjustment or a line item adjustment.
>> Well when he pays for it he's going to
[35:57]
get an invoice. It is going to get
emailed to him right away immediately.
[36:02]
Yeah.
So I mean
[36:03]
» So as long as as long as we get that in
to make any kind of budget adjustment,
[36:07]
we should be okay.
>> And we got to keep the
[36:10]
we got to keep the machine that they
have set
[36:11]
» it's you know getting it getting a
purchase order
[36:15]
if it's an emergency expenditure is not
the hold up.
[36:19]
It was it it's getting a credit card.
>> And credit card. All right, well I'm
[36:24]
let's work together and we'll get him a
credit card. I mean you gave me one for
[36:27]
those little biddling things, you know.
>> Yeah, you may need a little higher
[36:31]
credit limit.
>> Well, yeah, they got a $100 limit on
[36:33]
mine, so
>> I I and we we stretch it. We were
[36:35]
stretching it.
>> Yeah, he's going crazy. I'm just going
[36:37]
crazy with it.
[36:40]
All right.
>> He's over limit of the month.
[36:42]
» Yeah, we'll make that happen. We'll
figure it
[36:44]
» Thank you.
>> Okay. I think that makes sense. We got
[36:46]
to keep this thing rolling.
As long as Veterans Edition gets
[36:50]
graded
I have to get
[36:52]
» We're working on it as best as we can.
Just
[36:55]
» Can't leave here fast enough to get back
in that meeting.
[36:58]
All right. Anything else in the court?
>> One.
[37:01]
» There's nothing from tourism today. Uh,
Robertson surgery things.
[37:10]
Oh, okay. So, this is This is the
corrected one?
[37:13]
All right. Is it on the agenda?
>> Yeah.
[37:15]
» Okay. Well, then let's go back to that
one real quick.
[37:18]
Let's go back to the calendar, proposed
calendar, cuz heaven forbid we get this
[37:22]
wrong.
[37:25]
93 different opinions on the calendar.
So, what we did is we made the
[37:29]
adjustments. Uh, November is a 3-day
holiday for Thanksgiving. December is a
[37:34]
3-day holiday.
We got nothing in June.
[37:39]
Memorial Day in May.
Oh my god, we have 3 months where
[37:43]
there's no vacation days. What will we
do?
[37:48]
» What time period is that?
>> April,
[37:51]
June, and August.
[37:56]
» None at all.
>> Can we survive that? That is Easter.
[37:59]
» What's 26?
>> What's 26? 25?
[38:02]
» Easter is March 26th. Easter is on
>> Yeah.
[38:06]
» Okay. Uh, and then the Commissioners
Courts are outlined second and fourth
[38:11]
Thursdays of every month.
>> Except December.
[38:15]
» Except what?
>> December.
[38:17]
There's no second meeting in December.
Jenny, can you send that to me?
[38:22]
» No, I don't see us having a meeting on
the 22nd, but I guess we better put it
[38:26]
on the books.
Plus add the 22nd, but I can always
[38:29]
cancel it. I sure as the world will have
a some urgent need and it won't be on
[38:34]
the calendar.
So, I make a motion that we accept this
[38:37]
calendar with the addition of the 22nd
December.
[38:40]
» Second.
[38:44]
» All right, second. Any discussion?
Everybody happy with that?
[38:48]
All right, all in favor say I. I. Okay,
that's approved.
[38:52]
» We'll take it, Jerry.
>> All right, next meeting is 22nd. We're
[38:57]
not going to have a special meeting
since the budget's approved, so no
[39:00]
meeting next week. And our next meeting
is the 22nd.
[39:04]
Motion to adjourn. Looking for a second.
>> Second.
[39:08]
» All in favor say I. I. So, it's
adjourned.
