[0:49] 173 nineteen harps.
[0:50] agenda number, mv茶 places, bar.
[0:54] 24 people whose music people hang out by like the road like a truck.
[0:59] The girl there, she runs into the place and then runs backwards.
[1:04] Well, having noticed because she was like, we were going in.
[1:06] Think we should know where i handi-shirt, but the Beggen is said on things類,
[1:15] Yeah.
[1:16] I'll let China know.
[1:19] Yeah.
[1:20] I'll let China know.
[1:29] I think I was there for 20.
[1:34] Yeah.
[1:37] I think there's like him.
[1:38] There's like him.
[1:39] He's like me.
[1:45] He's like me.
[1:46] I think I know I can make it feel better.
[1:48] I do
[1:59] cannot move on so much and so I can taste a good brain bite of something.
[2:05] That is a good feeling.
[2:08] Yeah.
[2:08] That is a good feeling.
[2:11] That is a good feeling.
[2:13] That is
[2:17] a good feeling.
[2:31] All right.
[2:32] All right.
[2:33] Belled.
[2:34] I did just a visit by the way.
[2:35] It's past time.
[2:37] All right.
[2:38] All right.
[2:43] All right.
[2:44] What are you trying to connect to?
[2:46] Just the end.
[2:46] Okay, you're not just saying that apparently because we're on a different thing with my server, you know, we're not just
[2:54] here we go, sorry, it's like a certain, you know, with minutes right.
[2:59] So it's really into now.
[3:00] So if you can go through a review and connection on that word, I mean, I have not had this one.
[3:04] so.
[3:10] So I can talk to you.
[3:23] You got one.
[3:25] It's that every.
[3:27] You have a bag.
[3:29] You're in the infot.
[3:30] Yeah, everybody else still is.
[3:33] But never so that's.
[3:35] Thank you.
[3:36] Yeah.
[3:37] All right, it is 633, so we'll go ahead and start the meeting with the pledge of allegiance.
[3:45] Just time the flag is back open.
[3:49] I pledge allegiance to the flag of the United States of America, and to the Republic for which it stands.
[3:55] Why they shouldn't under God, indivisible with liberty and justice for all.

[5:31] The board does not wish to entertain comments by an employee's mental or physical health character or reputation during a public feeding.
[5:42] And we have minutes that are going around, the public minutes, we have public minutes from August 3rd.
[5:53] We'll start with those of people who had chance to review them.
[5:57] Yes, it was good.
[6:00] Is there a motion to approve the public minutes of August 3rd to move?
[6:05] Yes.
[6:05] is it on the system that was sent to and was to be corrected on you? That's true. I have, uh,
[6:12] do it. Um, let's hold off on that one for the effects. I had a number of corrections that I
[6:16] submitted just a couple of hours ago. I had been incorporated in yet. All right. So I have one more
[6:22] perhaps, yeah, the enclosures. And that is underground fall. Uh, um, the second period of
[6:29] this was more boring contractor.
[6:31] I did catch that one.
[6:33] Yeah, there's this time.
[6:34] Yep.
[6:35] Yep.
[6:35] That's how it is.
[6:36] So we'll hold that one up for next meeting.
[6:41] Oh,
[6:44] it was probably in bubble.
[6:46] And then we have the non-public minutes
[6:49] that people have changed the review that was yet.
[6:52] Oh, yeah.
[6:54] All right.
[6:59] And we have
[7:06] the non-public minutes from Monday, July,
[7:10] six, set number five, is there a motion to approve this, this minute, so
[7:17] won't move, but this second, second is to my hear. All is a favor, yes.
[7:24] Brain is not functioning yet today.
[7:30] Then for, uh, we have some corrected minutes. Those are already approved as amended. We use the sign that you so they will find.
[7:49] We have non-public limits for August 3rd sets 2, 3, 4, 5, 2, 3, 4, and 5.
[8:03] I have a correction to set one.
[8:05] So we'll hold off on that one.
[8:07] But is there a motion to approve sets 2, 3, 5 from non-public minutes sets 2, 3, 5 from Monday August 3rd to move?
[8:16] Let's move by Steve, seconded by Dan in all those of the favor.
[8:22] All right, those are approved.
[8:38] I would like to move that we end seal the non-public minutes of August 3rd since 345.
[8:48] I will pass those around.
[8:55] So, you know, which ones I'm referring to?
[9:16] You want to question number five?
[9:17] Yeah, I found a question on that and I'm going to let you know. Okay, I'm going to add an instrument.
[9:23] Then just if I get three and four, there you go.
[9:29] So, I'm new. What's the criteria for concealing?
[9:33] I'm sealing means that the so we go into non-public discuss issues that are non-public. However,
[9:40] sometimes the minutes are written in a sufficient way that there's no non-public information in
[9:45] minutes, the minutes may say, we discuss this topic without providing the details that make
[9:50] signal a public. So if the minutes themselves are public information, then we can
[9:56] unseal them and they become public minutes. So they're acknowledging that we discuss non-public
[10:00] things, but the minutes themselves can be made public.
[10:11] Okay, is there a motion to unseal sets three and not about a minute sets three and four from August 3rd that will win my sets moved by Steve second and by Dan all doesn't favor
[10:26] All right
[10:28] Let's see
[10:31] I'd
[10:42] say that brings us at 30s a moment.
[10:45] It's,
[10:54] you have a paper roll warrant of $17368 in two cents.
[10:59] A detailed warrant of $1,625.
[11:03] And they have, we'll be called a, it's a regular warrant.
[11:08] No, it's general warrant, whatever.
[11:12] $116,175 and $20, I can't even read my own head about it.
[11:20] $25, yes, there are most of them prove the warrant to move by Steve, so I can't
[11:26] buy any beach.
[11:26] There you have it.
[11:28] Any discussion?
[11:29] All those in favor, or it's approved.
[11:33] public input and announcements, public input.
[11:37] One, our technical three built into one.
[11:41] Just like to express gratitude and offer a giant
[11:43] thank you to the slide board, the singing veterans and all the
[11:46] friends and families of Bob and Canada became to the
[11:49] dedication of the community and training room with the
[11:50] safety complex on a Saturday.
[11:53] We feel it was a great success and thank you to everyone again.
[11:56] We also like to thank everyone who came to the such
[11:59] We had a really good turnout this year, it was a very well-attended lots of families, lots of interaction and was greatly appreciated in our life.
[12:08] And then finally, just to close a little ambulance, eight, our new Samuels is in service.
[12:12] It was infected last Wednesday by the state.
[12:15] Got it, sticker from the Bureau of the Immaculate and 35 minutes later when I was first called.
[12:21] So, now several times already, and as well as you.
[12:24] Thank you. Thank you. I appreciate that. Thank you.
[12:29] Any other problem with Ginnbert?
[12:31] Yes.
[12:32] Right.
[12:32] Right.
[12:33] I'm saying on that same theme, Saturday night,
[12:37] we're going to call it the town wall party.
[12:41] And that was a well attended event.
[12:44] And we're really nice event to bring.
[12:47] Recall and folks together.
[12:49] So I want to I would like personally to put us to the ones called
[12:52] or the bad of that, and it was supported by the talent and funds.
[12:57] So I think it was sponsored for a while.
[12:59] Awesome. Thank you. Unfortunately, I missed it. I was planning to go, but had a
[13:05] kind of a situation and a result.
[13:07] But I hear really good things about.
[13:09] I really appreciate the women's club for the stepping up and organizing that.
[13:17] And we also want to probably recognize Officer Doug Barnett.
[13:26] The recently completed said I'm very important training.
[13:29] The Federal Law Enforcement Training Center, physical security training program,
[13:35] is a 10-day course that equipped local officers with practical skills
[13:40] to assess security vulnerabilities and strength and security rules,
[13:44] our government buildings, houses and worship at other community sites.
[13:49] This helps the department better protect the public, reduce risk for crime, targeted tax,
[13:53] improve overall communities safety through better design, the security measures and
[13:58] informed of recommendations. The key topics and activities included security, legal
[14:04] considerations, risk management, access control, perimeter security, security design,
[14:09] guard pours operations, protective lighting, video laundry systems, and tree
[14:14] protection systems, IDDs, security assessment processes, computer
[14:19] vulnerability as a countermeasures, and various onsite and off-site assessment
[14:23] venues and student learning activities. This is a major, major training, and he is
[14:29] also been very helpful for us in assessing some of our facilities here already,
[14:34] But now, especially that we're looking at significant work regarding the town hall, that's going to come in very handy that you don't be greatly appreciate it.
[14:45] So thank you for doing that.
[14:48] And congratulations on completing that very prestigious transition.
[14:53] If I could, if I could, if I could, if I could.
[14:55] Yes, please.
[14:56] The fact that the sergeant was able to go to the flames.
[15:00] That's a training. In person, I know they offer them remotely, but the ability to pair in person and experience
[15:08] everything that Fletzi has to offer is a big deal. And I'm sure we got a lot out of it in the
[15:14] the residents of Brooklyn. I'm going to benefit from it. So who goes to side of the program?
[15:19] How does what you learn get transferred to other officers? Does this, is this something
[15:25] train the trainer to train our other local, or is it just him that that learns there?
[15:30] So some of the bigger federal programs require or ask that you stay on to your department for a certain number of years
[15:39] and then give back to what you've learned. I do not know if let's see is that such an animal.
[15:47] I know most of them do. I don't believe that dark has any intentions of quite a cool case.
[15:53] But yeah, most of the larger programs that are occupied by the federal government, it is a time to come to it.
[16:01] And is this something that he took the coalition to do? Or is this something that he was sent by the town?
[16:08] To be questioned, a lot of departments leave it up to the employees to do research to see what train best suits them.
[16:18] They will then run it by a, you know, a second in command or even the chief to see if that's something that will sign off on, because I believe it was a two week course sentence that course.
[16:30] Okay, and also it's it's 10 days away from here.
[16:33] So I mean, let's go pay a salary.
[16:35] So it's has to be something that gets signed off on.
[16:38] Does it have a cost?
[16:40] Most of the federal programs of most of them are free to the law enforcement.
[16:45] So, shouldn't you have any major agenda?
[16:47] Who would be encouraging another one to go next year?
[16:50] Is this something we want to build?
[16:52] Insanational knowledge?
[16:53] To believe that I should do praying went to one remotely recently
[16:57] That was just a week line and I just held it onto a new answer.
[17:01] So, they were in the pipeline and it worked.
[17:03] Okay, good, great.
[17:07] I also wanted to read a letter from Lieutenant Administrator Andrea.
[17:12] Thanks to Brandon.
[17:14] I'd like to take a moment on behalf of the Town Hall staff and residents, or do you either read it.
[17:20] No, no.
[17:20] Yeah, I'll read it.
[17:21] On behalf of the Town Hall staff and residents of our community, to thank Brendan for stepping up,
[17:26] stepping up to the plate and volunteering this time to take the minutes,
[17:29] Eric select word meetings during the months when I did not have an assistant.
[17:34] He did an outstanding job carefully consistently and was great attention to detail,
[17:38] is willing to step up and help our town when we need it is very much appreciated.
[17:43] Now that we have someone else taking over those responsibilities, we wanted to make sure we
[17:48] took the opportunity to publicly say thank you. Your service to the town in more areas than one
[17:55] has made a real difference and we are grateful for the time and effort you gave to our community.
[18:00] Thank you, Brendan, for everything you did. Sign day and day again. What should that
[18:13] other public
[18:14] announcements. The historic society is going to be dedicating their barred to clearance
[18:20] far-will. The ceremony will be held on October 3rd for that. So Mark your calendars.
[18:33] Yes, yes, yes.
[18:40] Another thing that there's sergeant that is offering is a
[18:47] citizens response to active shooter events. This is a one to two hour training that equipped
[18:54] civilians with clear practical strategies enabling individuals to respond effectively and
[19:00] confidently in active shooter situations. This is open to the general public. Probably good, you know,
[19:08] the training for workplaces and attendees and educational institutions, faith-based community
[19:13] organizations based on vulnerable populations and caregivers. The training will be held on Thursday,
[19:20] September 3rd, at 630 p.m. at the Brooklyn Safety Complex, which is this room right here.
[19:28] So thank you, Sergeant Frenet, for offering that and please members of the public,
[19:36] but that interest you please, please show up for it. I actually attended one,
[19:41] And earlier one that he did, I think last year, which was really informed that I greatly appreciated it.
[19:49] Are there any other public announcements?
[20:00] Seeing none, then we will move on.
[20:02] We have the appointment of Kyle Wattring to the Recreational Commission.
[20:06] So the Recreation Commission right now is down to two individuals who are left on our Recreation Commission.
[20:13] Carla is offered to step up. He was at the last meeting as some very
[20:17] programming questions. He's always taken a strong interest in it in the
[20:22] recreation commission, recommends his appointment to this position.
[20:26] So unless there's any concerns here, I'm looking for a motion to
[20:30] and then also our intention to point him to the
[20:34] Carl Reckling to the recreation commission and then in our next
[20:38] meeting, we'll make that a point but pending, you know,
[20:41] against whether we receive. So move the lead by Steve, second and by Dan, you need the
[20:47] session, all those in favor. And thank you for that time for stepping up and we do have
[20:52] some more open positions on the recreation patient, for people who are interested in doing so.
[20:59] Keeping on with the recreation commission from my went. One of the two people that we have
[21:05] on the recreation mission is Ivonne.
[21:09] Ivonne puts her last day in Koudiris.
[21:12] Here is, thank you.
[21:15] Ivonne is the manager for the, for the, for the grove.
[21:20] Then at late Patana Poe,
[21:24] before she's going to continue to do that
[21:26] through the end of next summer.
[21:28] However, she needs to step down from that.
[21:31] We are looking for somebody to take over
[21:32] grow manager position. This is a paid position, but we need somebody who's going to volunteer for
[21:39] that fairly soon so that they can spend next summer training with Yvonne to figure out how to do
[21:46] this and understand it. Anyone that's interested in that position, please reach out to town hall.
[21:54] There's a very job in the description. I don't know that we have a job description for that yet.
[21:59] we should put one together.
[22:01] I know he Von has some fairly good documentation for it,
[22:05] but we should make sure that there we have that.
[22:24] You're on to old and new business.
[22:27] You have an update on town hall.
[22:31] So, team engineering has now provided us with a finalized design, has the engineering seal on it.
[22:41] And as I think, so these are finalized.
[22:44] These have been shared with the select board.
[22:46] I assume that the building official has seen them as well.
[22:50] So, these are going up for to look at, but they're finally the input that the more it needs.
[23:00] So we've already approved more and to do the second phase of the contract that was in our last meeting.
[23:09] So that should be moving forward at this point.
[23:13] In the other town hall up there.
[23:14] But then in his email to us, John Turner, would I copy all that emailing impact that stood?
[23:19] He's asking about meeting with a contractor and he suggested following north points to review the design and make sure to understand what the vision is.
[23:28] execution and he says still in their opinion is still in a full basement demolition so they can't
[23:36] create a floor framing plan. So this is something that said that board needs to think about going forward
[23:42] to see what direction are we going to go with his recommendations here. No, north point is was not
[23:48] contracted to do any of this. So I think that we should hold off on that point, but it is something
[23:54] that was still need to look at one thought.
[23:56] But it was more, and then we've contracted to do that.
[23:59] Or, yes, so we need to review this with more.
[24:04] And we should get back to them and just say,
[24:06] you know, more and it's doing this assuring work.
[24:09] So we can get together with them.
[24:10] That's all been approved.
[24:11] What we do need to do, however, is the next phase, phase three,
[24:17] which would be opening up the selective and or full basement,
[24:23] the first floor demolition.
[24:25] I'm so thinking was the floor framing
[24:26] to start to see what the structural issues are.
[24:29] That's a separate issue.
[24:32] And we should talk to more and about that as well.
[24:37] It makes sense for them to let's see
[24:39] what the estimate comes back for it is.
[24:42] Where are we getting a estimate to that?
[24:45] We'll get an estimate for more and
[24:47] and based on where that is on our purchasing policy.
[24:50] And our time frame, see her as well, because we do need to, you know, we need to get that down to where it's saved.
[24:59] So I understand the shoring here, yep, was to, so we can get rid of the temporary.
[25:05] Yes, sorry, yes, yes, yes, yes, this would give it the temporary.
[25:09] But could be cement.
[25:11] I didn't.
[25:12] So I suppose.
[25:13] It's a separate thing.
[25:14] So one issue is the roofing, you know, so this addresses that.
[25:19] Yes.
[25:19] The next thing though is we know that there are significant weight restrictions in the building
[25:26] because of the layout and the way of the things inside the walls and the floors and the ceiling.
[25:34] So we want to need to open those areas up to see exactly what's in there.
[25:39] So he can design a solution that allows the weight limits to be appropriate for a building of that use.
[25:48] So this that's unrelated to the roof. Yeah, so this can be the week limits for the
[25:54] The first floor and the second. Oh, yes. Okay, so I guess my
[26:00] Best you did see if can you remember the time when John Turner came and presented to the board
[26:06] And he shows that background with the different percentages of all by living floor framing is feeling and some of them were way off
[26:14] these shorts is the part that they're referring to here.
[26:17] Yeah, yeah, yeah, we're just like, right, yeah.
[26:21] But if
[26:25] what's like we're thinking about this prior to
[26:30] North Point developing a full up facility, no.
[26:34] So North Point is looking at design and just the interior.
[26:38] He had to get rid of the walls and put in new walls and
[26:41] and redesign the interior of it because we have to get the place,
[26:45] get the building anyway. We have to get the building to figure out structurally what's going on. That's one thing.
[26:51] Yeah, just that structurally sound. The end, we've kind of got open floor plants there that we can then build
[26:57] new office space. The point is focused on the design part. So, so I understand my structure.
[27:03] I guess my thought is that earthquake comes in here and says, oh, you're
[27:08] you're restructuring out the inside of this building. It's going to cost you $5 billion.
[27:12] But if we build a new town out, that'll be $5 billion.
[27:16] You might decide, oh, we're going to toss that building,
[27:22] and maybe rebuild a new one.
[27:24] It's time to decide.
[27:25] Wait for this.
[27:25] Sure.
[27:26] I'm wondering if maybe something detailed,
[27:31] reconfiguring of the basement might be premature
[27:34] to what our final vision is for the town hall.
[27:40] So the reason I'm going to need to do this now, because we don't, in order to estimate the cost of, okay, what if we renovate the, the Daniels Academy, in order to do that, we have to make sure that it's structurally sound.
[27:54] So the only way that we know exactly what the issues are and how to resolve it is to open up the floors. So this is all part of the process of figuring out how much it would cost to renovate your building.
[28:05] I think all he's saying at this point is, we're not offering them to make even payers.
[28:11] Yes. Oh, we're not offering them to vote, but another section of the building,
[28:14] to say, oh my god, hopefully no skeletons come jumping out of here.
[28:18] Oh, awesome. This looks like we're going to go this path. Oh, yes, yes, yes.
[28:22] Yeah. Oh, good work. Yes. I'm doing repairs. That's doing me now. Oh, my god. Oh, my god.
[28:27] Yes. Good. My reason when you were saying the basement is I was thinking, oh, no, they're
[28:30] going to pour new things or what? No, no, no, no. It's demolition. It's not.
[28:35] Oh, okay. All right. All right, can you mark this for that? Yes. All right. Cool. I'm good with that thing.
[28:42] Yeah, we do need to get an answer for that. So we can authorize that that phase three to move forward.
[28:48] Yeah, I mean, I mean, anything else.
[28:51] I mean, I mean, I mean, I mean, I mean, I mean, you business.
[28:57] Yeah, I mean, I mean, I mean, I mean, I mean, I mean, I mean, you business.
[29:05] all we've got them now. So North Point sent me an email earlier this week, which I also
[29:12] put it in, you know, not get there. Maybe not. Oh, yeah, I think there's no point.
[29:22] Good to see you. So yes, it's towards the back of your packet. They have some information that they
[29:29] need from us. And I think that based on this discussion we just had, we really need to have a
[29:34] how I sit on meetings to try and answer some of these questions that they want and so, you know,
[29:40] other for them to proceed. For example, they're looking at what we estimate the tone growth
[29:45] to be over the next couple of years, because they have to factor that into the whole design of
[29:50] whatever they're going to propose for like 10 years or 20 years, more to say. See here, we did review
[29:57] and position and a few open but have not received.
[30:00] The board projections for like 2031, 2036, 2041, 2046. So they're giving you different phases and stages that they need information from basically projections. So that they can do their design work. So this is going to take some kind of a sit down for us in this course so that we can provide them with the information that they need in order to proceed pretty much.
[30:24] All right, it seems that the way that they're reporting there biweekly, I mentioned this
[30:30] line, the way they report there biweekly progress. To me, it begs a conversation, not just
[30:37] a list of years what we did, because there are questions that come up and it would be good if there
[30:41] was a way that we could interact with them, especially because we're on a short timeline. If we have
[30:48] questions on their list or they want clarification, it might be better if we had a way every
[30:53] couple weeks actually have like a zoom call. So I'm sort of, you know,
[30:57] traveling in here every two. Well, they don't go slower. If they could do that.
[31:01] Well, you need to tell me what you would like because they're willing to come back to do
[31:04] either a team meeting or to drop by whatever. That's what they said at the kickoff
[31:09] meetings. So you need to tell me how often do you want to have a face to face,
[31:13] nothing with them. So I can arrange it. So do you want them to come to the
[31:18] it, whether you're a select board meetings, or what do you want to get to all special meetings?
[31:23] A special construction meeting, what on the off Monday?
[31:27] Because I kind of got the feeling for instance, in her emails that Tina was a little confused
[31:32] on what we wanted with the roof flooring that she said, this isn't part of it, but I remember
[31:38] when we interviewed them, I'm talking about what we would get at playing. Can you guys take
[31:42] what that are too? So I think there's some ambiguity in the way that we're dealing with them.
[31:48] It might be better served that we just talked to.
[31:52] I don't know.
[31:53] It's just an idea.
[31:54] And I also had the opinion that she wanted to see all of the drawings that we had from
[31:59] team engineering.
[32:00] That's why it was sent to her pretty much.
[32:03] So I saw that email to an I was, I'm be concerned about it.
[32:07] So we really need to have a sit down and I don't know some of these things.
[32:11] But again, as I said before, we also need to come up with answers to a lot of the questions
[32:16] that she asked.
[32:17] are we going to be moving to a lot more online services in the future, the online
[32:23] field as opposed to physical walking and stuff. These are things that we really need to
[32:27] sit down and iron out. Yeah, some of those things are, you know, question more for some of the staff.
[32:34] Yes. But maybe we should have a sit down meeting with them, maybe with us, the staff,
[32:41] Yeah, and north point. And for now, I don't know if all the whole slippery needs to be here or not. I think the interested parties and I'm should be there. And if it's at least three of us, then we'll schedule is a meeting, but it just a specialized one just talked on north point. I'm good with that, or you know, so I would like to be sorry. Yeah, maybe we could go ahead and propose some dates. Something something something this week, probably.
[33:14] I'm going to suggest something, something after two o'clock in the afternoon because the town hall, you know, there are public hours in it too.
[33:26] So for town hall staff, maybe two thirty years, something might work best. My suggestion.
[33:32] But Mars, all of the questions about your family makes an opto at the same tomorrow, but I think once you have that solution needs time.
[33:40] Yeah, that works for me.
[33:44] No, I guess.
[33:45] Yeah, that would be so bad.
[33:47] It was a little good.
[33:48] Two zero wins the afternoon after two.
[33:50] Not two.
[33:51] We're the first one.
[33:52] When's the earth?
[33:53] Sorry, sorry.
[33:54] Not two.
[33:54] But when's the earth?
[33:55] Sometimes if you're two.
[33:57] All right.
[33:58] So three of us are open for that.
[34:00] Why don't you go ahead and schedule that with them and let us know because we will delete the post that is a select board meeting in 24 hours and there it is.
[34:09] So we're kind of at that juncture already with Mr. Turner's playing for the ceiling.
[34:14] And we had talked to North Point about maybe reviewing these things.
[34:19] Yeah, so we need to decide do we want them to actually renew this or are we good with it the way it goes.
[34:24] I think that's a good conversation to have with them directly to see what they would do if they were to review it.
[34:30] Yeah. Well, what would it cost? Yeah. Yeah. What's that for? All right. Let me get it. Let's pass the
[34:38] new little testering.
[34:42] I don't think there's anything that gets past your Google.
[34:46] All right. There's everything else I'm going to fill up, mate.
[34:54] You see, hawkers and peddlers, or, or, and so we have an application here.
[35:04] I'm going to have to do the environmental LLC, you know, I'm sorry, yes, just skip that for a second. Yes, what time is the dedication for Climbs Barwell on the October 30th.
[35:14] I'll talk a third.
[35:15] You may it's going to wait after you, but we have that, but fine.
[35:19] Yeah, thank you. Sorry, thank you.
[35:23] Adaptive environmental LLC has put in an application for our offers and pendolors license.
[35:37] There's a fee of $25 per day or $100 per week per person selling and the intention is they will go around door to door to the residents of town.
[36:07] I'm trying to remember what it is that they are selling.
[36:16] We have the idea that the ordinance needs to be updated.
[36:22] Yeah, because I know the thing that's not in the ordinance is the requirement of identification.
[36:29] Yeah
[36:29] It does require some identification of the vehicles still be using but
[36:36] Yeah, so we did update that kind of interesting to the drivers the same year go we've done
[36:44] Right, but the national
[36:46] and then the app to home environmental is pest control services.
[36:53] Oh,
[36:55] there we go.
[36:59] Okay, according to the website, that's what, that's what they did.
[37:04] So is there a motion on this permit application or discussion?
[37:11] What's the part about the identification?
[37:14] We have in the handsport so far.
[37:17] So we updated the last year, well, we're going to do it per person. I know we did that, but do we have what's missing in there already at the end, but the photo ID or anything. It doesn't have that in and so this application, we have no, we have IDs.
[37:30] All the persons who will be working. And that is when I had a discussion with Chief Hebert about it. And he's saying, yes, we should be required by any. So that evening they get a call, they don't know who they're looking for. Yeah, pretty much.
[37:43] Yeah. And new citizens are about identifying the vehicles.
[37:47] I'm saying, they have the current application identifies the vehicles will play making a lot of number.
[37:53] It's not even a sign on the side of the street.
[37:55] Oh, no, I mean, in the application, that's what they're vehicles.
[37:58] they're going to use to do.
[38:03] Is there a motion regarding the permit?
[38:07] We've done the, um, we're using a company,
[38:13] to take a, if that can since status is,
[38:17] I'm not sure what sort of review.
[38:19] It's usually like so, so all right. So when I, when I got out of college, I did some direct sales.
[38:26] And, um,
[38:28] So, multiple familiar with it, that's why I pushed last time when we updated that we do it with a person because that's the standard everywhere else and we should collect that, but the reason why you want to have this is because when you have a procedure for it,
[38:46] We've got their photo ID, we've got some information that they build on a phone, it's good.
[38:54] And there's not any companies going to do that.
[38:56] We've got to equal soliciting in town right now.
[38:58] I don't have no arguments with anything like that.
[39:00] You might be counting on the app, but that's not all.
[39:03] But on the other hand, as soon as we're collecting money, we're essentially unleashing these people on to citizens who don't have no trespassing signs.
[39:12] and probably the bare minimum that we should do on them as a Google search.
[39:18] The reason for that is sometimes you're going to find something like back in the game,
[39:22] the full of fresh, well, back in the day of the full of fresh company,
[39:26] was always the news for very aggressive sales tactics and a lot of interactions with the police,
[39:32] especially in Vermont.
[39:34] And because of the result of this, they stopped permitting them in the area.
[39:40] They're going to fight a lot of companies aren't going to have any reputation whatsoever.
[39:44] But again, if you're going to collect an application for somebody and you're going to say,
[39:49] we're off the rise and you guys are going to town.
[39:52] At minimum if there is a problem and somebody comes back to us and says, hey,
[39:55] you had these guys come in here, we'd like to say, well,
[39:58] at least Google the company to see whether or not they had a good reputation.
[40:03] I'm guessing we have.
[40:05] Well, I just go good then. This is what I'm saying.
[40:09] The split renews. Some customers have good to say about them.
[40:13] Sometimes they kind of sound like every company in terms of, yeah, especially when they
[40:19] would go door to door selling something. Yeah. So, I think in, you know, we start
[40:25] part of our procedure is currently, but we may want to update that that's a thing that we do.
[40:30] It's something that we do when we interview people work for positions in town for a lot of the every time we do it
[40:36] We can do a little piece of go on a great resume with the Google search and go oh, okay
[40:42] What's down if you're doing that in other avenues. Well, yeah, with within the laborer loss. Yeah, whatever
[40:51] All right, but that's gonna be our next topic because I'm dating the pevelers
[40:59] So is there a motion under this application?
[41:05] It's all about the form, right?
[41:07] Then fill that in the form.
[41:08] It needs to be approved or disapproved by the select work.
[41:11] They're out of thoughts.
[41:13] They've paid.
[41:14] I make a motion to approve the application.
[41:16] I submitted.
[41:17] Move by Jerry.
[41:18] There's second.
[41:20] Second by Dan.
[41:22] Any further discussion?
[41:24] All those in favor?
[41:26] As opposed, four to one with an opposed to it.
[41:33] So that is approved.
[41:35] Next topic is the Hockers and Pennlers license itself.
[41:43] So I don't know if people had a chance to review this.
[41:45] We actually just updated this here in November.
[41:52] Back, as was brought up in here by Andrea, we should be requiring individual ID and,
[42:02] and, obviously, other things that we wanted to modify, what it is they're selling.
[42:06] Yes.
[42:09] Requirements, permit, application.
[42:11] What are you paddled?
[42:14] I mean, I don't know.
[42:15] I don't know.
[42:16] Whatever.
[42:18] It doesn't require the name date of birth and social security, remember, if any person
[42:24] who's doing this silly, I think we should require a vote of their driver's licenses or
[42:33] their ID, bringing up the protection, and socials. So I said, you have the Social Security
[42:43] Network, but it says the platforms have seen the TAC attached.
[42:47] Yes.
[42:47] Yeah.
[42:48] We have it.
[42:49] You don't want to publish the Social Security, you've answered that.
[42:52] It's there.
[42:52] We want to add another section between like permit application and exceptions, to require
[43:06] of the K-L-A-R-S, and K-L-A-R-R-R-R-R-R-R-R-R-R,
[43:11] and require copies of the photo, I-Ds.
[43:18] Well, couldn't that be going to go into requirements instead of having any new section?
[43:23] Does there's any round requirements here?
[43:25] So the requirements, though, no Hawker Pettler,
[43:28] where I generate vendors shall go about the streets sidewalks
[43:31] or from door to door of the town of Brooklyn
[43:34] for the purpose of selling or soliciting
[43:36] the sale of any goods,
[43:38] where's our merchandise or any service without first receiving
[43:41] approval of a permit from the town administrator
[43:44] or his designated need.
[43:49] So
[43:55] it says, so the requirements really they have a permit.
[43:59] And so I'm thinking the permit should require
[44:03] copies of photo IDs. Yeah. Right.
[44:12] Right. So the permit we should have the ID and the permit should say,
[44:16] well, it can be on the permit itself because when you photo copies of the IDs, that's going to
[44:21] separate. Oh, but we could put it in the text of the ordinance. Oh, okay. And what was the other thing that we want it
[44:30] what it is they're selling, oh yes. We can modify the permit itself for that.
[44:38] Add in business tax address, lots of data activity, location of activity.
[44:49] And I would say we could add some sort of a description.
[44:53] and get services being sold.
[45:13] Are there any other changes that we want to write for the ordinance?
[45:17] So we, as we just did, we approved their application. Yes, right? Yes.
[45:23] And where does it go from here now that we voted and approved it?
[45:28] There was not a policy or procedure before, but when I talked with Chief Heber, he says,
[45:35] once they're approved, all of the applications should come to his department, so that they'll
[45:39] have it on file, anything happens. So that's what's going to be done now.
[45:43] Yeah, I'm wondering if I see that it just says they're air for four weeks. When you're
[45:51] in, if we also add in the policy that the folks that are showing up here,
[45:56] check in with the police department at the beginning of the day. So each day. Yeah, so is that typical? Yes. So as they're up in the neighborhoods and people, they're going to call the PD and the PD's going to go, they checked in.
[46:12] This is what they're providing. Yep, he'll legit. So, so you know, okay, in my former job that we actually had, we had a board that had these things hanging on.
[46:22] So, we have everybody know that, yes, yes, yes, ma'am, they're out in the stable and today they check in with those businesses who they are.
[46:32] So, yes, yes, yes, I was going, you know, I'm not a tricky flop at that.
[46:36] That's exactly where I was going with it.
[46:39] All right, I would put that in the policy like between display of permit and violations at the end and just say something to the effect that.
[46:52] Yeah, they did every morning make a bunch of challenges. They were here. This is where we're going.
[46:58] Some language to require a check in at the police department.
[47:05] That's a start of each.
[47:07] At the beginning of each day.
[47:16] I didn't catch this when we reviewed it the last time.
[47:20] But I should have.
[47:22] And probably we want to make that sort of statement in the application itself as well.
[47:27] system is to reiterate that did you guys record total IDs as well. Yes, in that with the
[47:32] PDF, the TVs have lied to the police. We know the ID ID ID is in also. Over them. Yes. Oh,
[47:40] they had a they had a ton of better idea on their person. And it had an expiration date on it
[47:47] in an issue of state. Well, okay, that's different than what we were asking for here. Yeah, I don't think
[47:52] we have the way I was all to make those care. Oh, okay. Yeah, I don't think we have the way of
[47:56] making individual IDs. But the next thing I was going to raise there was that it does say that
[48:05] we have to have a permit and you're required to display the permit. What? So do we have an actual
[48:11] permit? Well, this is still having to create a permit.
[48:17] That's the application for the
[48:20] Oh yeah, yeah, I'm not sure if we have an actual permit to give them to this flag.
[48:25] You're a credit for falling in.
[48:28] So we'll have to come up with something by tomorrow to this and see, we'll be going to them.
[48:33] In principle, in principle, this could serve as the very same way.
[48:38] I think something that you would be carrying around.
[48:40] Yes, I do have some more official stuff here.
[48:43] Yeah, you stamped on.
[48:46] But we don't want them to put their social security numbers up.
[48:49] Oh, I don't want to record display that.
[48:50] That's the concern there, but some sort of repair it.
[48:56] We can do it in homes because we have a lemonade machine.
[48:58] So we'll then type something along the lemonade to give it to them.
[49:01] The name, the name of the company that they represent and the duration of the permit.
[49:06] That's correct.
[49:08] Yeah, per person.
[49:09] Because we have a list of all the persons from this company.
[49:12] And as a copy of their idea already.
[49:14] So we could do that tomorrow.
[49:16] And give it to them.
[49:18] Some might also want to add that we'll drop in with Chief Hebert on.
[49:26] So,
[49:29] in circumstances where the police station gets called calls that,
[49:35] we've got no trespassing signs up, they've come two times this week,
[49:39] you know, wasn't no good.
[49:41] Or, hey, I had a guy on my door.
[49:43] I can have to tell him no more than once.
[49:46] When I was doing things, the sales guy in the morning would tell you that you're going to be in this community for a couple of weeks, don't forget that.
[49:55] You always have one guy who just went there and it was, you know, he was going to go whole hard on everybody.
[50:02] And then the police would come around at some point and be like, hey, you guys are going to wrap up for the day.
[50:05] more or five complaints and this is not or managing today. If we have a whole town's worth of
[50:10] the business and but if there's nothing in here for them to point down, I don't know how much
[50:16] they're able to do. All right, we'd be saying, you know, we reserved the right for two words of sin
[50:22] the, you know, C. Applicant for the permit. But this is a good thing in here that says, you know,
[50:27] violation that needs on violating the provisions of the ordinance, you know, and it gives you the basic thing,
[50:32] It doesn't give you all that many provisions that explain the things that you could violate and some things would be somebody who has a no trespassing sign up.
[50:40] Yeah, I can't knock that. Not even once to see where I get it.
[50:44] If someone tells you no.
[50:46] You have to let me get there again.
[50:48] That's it for that.
[50:49] We don't include that.
[50:51] No, some of that good behavior does come with the daily check-ins.
[50:56] You would check in and if everybody was good, the officers would send you on your way.
[51:00] maybe if you were getting a little tough to be like hey guys try to tell we only got one or two
[51:04] but try to tone it down and you know we'll be good today so that does kind of foster that relationship
[51:10] as well but we should have that then the other thing I would include is as part of it we don't have
[51:17] we probably don't have a policy on how we approve the issue but when we develop policy and how we
[51:23] approve these you know one of the top steps is going to be brutal and the top thing I think
[51:30] But you should find out a lot about places through Google.
[51:32] And if you go home company and you just find a bunch of news articles that are saying,
[51:37] we had a bunch of problems with these folks in our community tied up the cops a lot,
[51:43] this is a privilege.
[51:45] We don't always have to take people's money and allow them to pass through the people in our town.
[51:51] So, when we do, we're going to have people from the town come back on us and say,
[51:56] hey, you approved this, did you check them out?
[52:00] And we, you know, we'd like to have a policy in place where we did check them out.
[52:04] We did it for our policy and we had that as opposed to what all we didn't check them out at all.
[52:08] We just took the check and they're saying to turn their word and sent them on their business.
[52:12] And oh, kiss by the way, we don't even have a policy on how we improve this thing.
[52:16] So, you know, just you know, something should work on.
[52:19] So, this is an ordinance that we have described.
[52:23] It's not, it's not a procedure.
[52:28] For example procedure would be something
[52:30] And different from the ordinance is, you know, how do you grow about the step by step? And part of that procedure would involve doing a background check of some sort on the, we don't really have a procedure for this, but maybe something to think about.
[52:53] And then early in the end, a question or a moment.
[52:57] Two things.
[52:57] One of my main is you said earlier, who is proposed by the kind of
[53:03] Instrator or his doesn't mean to remove the his
[53:06] Go home.
[53:07] The general agenda.
[53:09] I'm going on.
[53:11] Where does that say it?
[53:13] I saw.
[53:13] I'm going to require.
[53:14] I'm going to require most of that.
[53:17] Yes.
[53:19] By attendance rate or does it mean?
[53:21] Thank you.
[53:22] that that he gets. The other one is if you're going to require a photo and he's now
[53:29] do you need social security numbers? That's an issue where people are sensitive now about
[53:35] social security numbers.
[53:39] So what does the long have in there? What's going to have a daughter's
[53:42] license? Well, you've got to have some sort of photo ID. A lot of things require a photo ID of some
[53:50] And I'm sorry, I need to some state law that says you're not, yeah, I don't think there's any state law.
[53:58] I don't think you're required to have it, overall.
[54:00] It's just being in life if you have one.
[54:05] There are a lot of things you can't, if you don't have a photo ID.
[54:09] Just listen to my phone, why are those things?
[54:11] And as it said, Jerry, when he's got into the little rickety, you guys required them to provide a photo ID. Yes. Okay.
[54:21] That couldn't, couldn't perform. They couldn't solicit without them. Well, I know you guys provided a night. Oh, no, no, date.
[54:29] It was clear when a record show up at the police station saying, we're going to, you know,
[54:35] our company wants to do this in Guantile.
[54:38] Yeah, so we'd be like, here's the packet,
[54:41] here's the requirement you must meet.
[54:43] Okay, and when you're ready,
[54:45] everybody comes in at the same time.
[54:47] And, you know, and, you know, they would bring them in
[54:50] and, you know, 10, 12 at a time.
[54:52] Okay, maybe process them.
[54:53] Oh, and then we'd begin their photo away.
[54:55] And was that?
[54:55] And then you would make an additional
[54:56] and give you more than five, I see.
[55:01] A lot of good improvements to that.
[55:03] Yeah.
[55:05] Everything else under this, under the hawkers and headlights license, simply that we have.
[55:12] And so we'll get in that day, the graph version of those change is our next meeting.
[55:19] Thank you.
[55:21] Hello, Vincent.
[55:22] It pisses me off.
[55:24] Mr. Chairman, does that need a message?
[55:25] We have to go around the time meeting.
[55:27] I don't think so.
[55:29] I believe this led board can do it.
[55:32] Didn't we did it last time?
[55:34] It's right. Yes, yeah, because we didn't know it. That's for the
[55:41] entire practice. It's a new thing though. Here we're just adding to a current ordinance that might be
[55:48] out differently. Oh, if the ordinance was passed by town meeting, we could need to go to town meeting,
[55:53] but if it was the most slick for it, then it's I'm likely to believe it. Thank you.
[55:57] All right, we've been on to Chris Palm Day, I'm update.
[56:04] Here's Palm Day, removal has begun and just about finished.
[56:11] I'm really sorry.
[56:13] This is going.
[56:14] Yeah, they started on Monday and they should be finished.
[56:16] sometime next week, yeah, I'm very pleasantly shocked and had me with this. Is there any other updates on
[56:34] Pierce Bond again?
[56:37] Yeah, so I asked a question. So I was over there and I looked at what they did and it
[56:45] they will move the damn, and then under the damn there appears to be a footing.
[56:49] This is they're going to remove the footing as well, is that the idea?
[56:53] Because it seems to me like it's dot.
[56:57] But I don't know, maybe there's more for them to do.
[57:00] It's something on the back that's going to have some other people come and we'll be able to work.
[57:03] Oh, yes.
[57:04] I said, well, I asked for you.
[57:05] It's the project.
[57:06] Yeah, yeah, yeah.
[57:07] Because it's done to me.
[57:10] But from the inside from them, we're hoping there are stuff there.
[57:13] So, yeah, well, there was like moving the team and then there was the renovation of the concrete structure.
[57:22] Oh, yeah.
[57:23] Yeah.
[57:23] I think that's there.
[57:24] Yeah.
[57:25] Oh, okay.
[57:25] Got it.
[57:26] Yep.
[57:28] Yeah.
[57:28] That's still there.
[57:30] Another aspect of this is because we, we got out, we put out received a $500,000 bond for this.
[57:38] And we're now expecting the cost, including the sister, which is still ahead.
[57:42] and that's still going out for a bit, but I think we have a couple of bits or a couple of
[57:48] instruments already. But anyway, we're expecting the total cost of this really committed about half
[57:54] of what we expected. She knows. She's very nice. But that raises the question then of what do you
[58:00] do with the rest of the money? And if you go ahead, according to a million dollars left over from this
[58:05] bond, there are two things that we can do with that. Okay, one is we can use that money to pay
[58:12] on the bond. So perhaps we'll get it paid off in five years instead of ten years in a foreign.
[58:18] The other option that's out there just to discuss is if we were to go for another bond,
[58:25] say town hall bond next year down meeting, but we could do is take the funds that we have
[58:34] for this and apply it towards that project. As long as it's approved in an
[58:40] or an article at town meeting.
[58:42] But as the town approves it,
[58:44] you can take the funds in the leftover from this one article,
[58:47] and then you can reduce the size of the other
[58:49] Warren article for the town fund.
[58:51] Interesting.
[58:53] Now, my feeling personally is that we see just
[58:55] using to pay down the current one,
[58:57] because I think that as a layer of complexity
[58:59] to the whole town hall discussion,
[59:02] that I don't think we're going to need when we're discussing
[59:05] a topic that's complex to begin with.
[59:08] Yes, I'm personally in favor of just let's just pay off the pierced on day on one early review something at them. Yes, it would be nice to report a positive savings to the town.
[59:19] Yeah, so when you approve to have the number, we know the question of half of that.
[59:24] So we give it to them. It's a public input on this.
[59:27] Mr. Brendan. So we're in my finance hat. Yes.
[59:30] Nice to meet you.
[59:32] Okay. You can use the money to pay it down.
[59:35] Yep.
[59:36] You cannot wait.
[59:36] Pretty neck.
[59:38] Because you bought a bar, a 10 year bond.
[59:42] And people who bought it are expecting a quarter.
[59:45] So that's not like a mortgage word.
[59:48] Okay, well, what you can do is put it into a fun.
[59:51] Yeah.
[59:52] It's just very fun.
[59:53] And for the first two years, it gains interest.
[59:58] So that's the next.
[1:00:00] In 2020, we have 50,000 dollars out of the lawn. You can pay it out of that account.
[1:00:07] Yeah. Oh, interesting. And next year, pay the 60,000 out of 60, whatever the, whatever the, how many years you can get those 60,000 out of the remaining 200,000 or whatever.
[1:00:18] And then you pay what's left over full there, right?
[1:00:22] Okay, well, thank you for that clarification, I appreciate that.
[1:00:26] Believe that we can get three years of interest out of it, but that's it.
[1:00:30] And we can go past three years, you can't get any more interest out of the money for the bot.
[1:00:36] There's a hard limit on that.
[1:00:39] Maybe we use it to pay for the first five years of payments of the bot.
[1:00:43] That doesn't mean that five years from now we're certainly going to be making these bond payments.
[1:00:46] Okay, but we'll know about it while in advance.
[1:00:51] Honestly, but it makes sense.
[1:00:55] We don't have to write that decision right now.
[1:00:58] But I don't want to throw that out there and let you move along it.
[1:01:02] All right, anything else I'm going to put your spot down?
[1:01:06] All right.
[1:01:09] We'll get into policy reviews though.
[1:01:12] We have a request from the ambulance department
[1:01:18] improve the sale of our old ambulance that we've just be placed in.
[1:01:23] Basically, I'm looking to be your authorization to sell the ambulance six.
[1:01:27] I don't know.
[1:01:28] No, I don't know why.
[1:01:29] Because I haven't put it up for sale yet.
[1:01:31] Because I need your authority and put it up for sale.
[1:01:34] I need your authorization.
[1:01:36] The 2009, so forward at 450 XLT, it's 95,000 miles.
[1:01:42] It's 4,600 engine hours.
[1:01:45] I've already talked to Director Scott over at BQW. He doesn't want it. And we think we're a pretty confident we can get more money on a sale than we could have off on trade and we're very flat.
[1:02:01] So we might have to put it off the sale. But in order for me to do that, I need the authorization from the select board to start that process.
[1:02:07] We'll do a similar process of the fire department did and I'll put it out through the various
[1:02:11] contacts, request the sealed bid. We'll open the sealed bid 30 days from when I can get it published
[1:02:17] as the light board meeting and go from there. That's my suggestion unless you have something else
[1:02:24] you want to do. I will tell you I have two ambulance vendors who have been reaching out to me during
[1:02:30] this process that they're interested in once already selling. They're interested because that's
[1:02:35] if they do, they go by old audiences and either use them for parts or they refurbish them and then do other things.
[1:02:43] Yeah, guys, my question won't be what happens to the money once once we receive it.
[1:02:49] So I have a question on that, yes.
[1:02:51] Doesn't it seem so, it's long.
[1:02:54] No more?
[1:02:56] Well, that established the revolving fund. It was very specific.
[1:03:00] any revenue raised by the Ambulance Service passed to go into that fund.
[1:03:06] That's the thing, that we ain't ever evolving fund where we put our
[1:03:10] mason contract planation, which is where we bought the Ambulance Out-Up.
[1:03:15] And that's kind of where I was thinking about. Right, but I guess the question is, does that apply
[1:03:20] towards the sale? I don't know, this was a 2009, so the purchase before that morning was
[1:03:28] established as you are already in the war itself was done in 2019. This ambulance was purchased
[1:03:35] and paid for over three years from 2009. So it was paid for by 2009. Okay, so the ambulance
[1:03:42] predates the revolving fund. It does. So there's there's will be. But the sale doesn't. The sale doesn't
[1:03:49] sell. Well, but it's not a sale of something that was purchased through the revolving fund.
[1:03:54] But it was, but it was, but it was, but it was, but it was, but it was revenue being generated by the end of my body.
[1:03:59] So, so that would be argument, I think, I don't know if it could provide.
[1:04:02] That's crazy.
[1:04:03] This is where I miss being in the academy because the old town reports have to be right here.
[1:04:09] Reach back and grab and see exactly what is we don't have to make that.
[1:04:12] We don't have to make that.
[1:04:13] We don't have to make that decision today.
[1:04:14] But let's go back and keep your off the earth.
[1:04:16] Nation today, if I could sell it or not.
[1:04:18] He backed away.
[1:04:18] But my inclination was really to put the extra funds in it's very powerful.
[1:04:21] And then you need to go towards the next ambulance, which will ask to me.
[1:04:25] And if we're all good with that, then let's move forward that.
[1:04:28] And so what we need is a motion to sell ambulance number six with the proceeds to go to the ambulance
[1:04:37] revolving fund to move second, moved by a jerry second and by Steve in a discussion, all those
[1:04:45] favor. Thanks for that was easy. Thank you. You expect to
[1:04:50] fund. I wasn't sure I talked away.
[1:04:56] I'm sorry to say that moving on into policy
[1:05:00] reviews. Personnel policy. So at our last meeting is that we start taking
[1:05:04] up the person policy again, but we did not specify. Hey, for this meeting, let's
[1:05:08] do the next chapter for it. So that assignment wasn't really made. So I want to
[1:05:15] just for our next meeting, we review pages 31 through 40 because we review it through page 30 last
[1:05:23] time. So if we review 31 through 40 for our next meeting and then that will leave less than 10 pages
[1:05:29] left. That's the finished this policy. Okay. Great. All
[1:05:39] right. I stipend policy. Do you have that?
[1:05:43] We have one last thing. I'll be all set of that. All right, so we'll hold that off for the next
[1:05:47] meeting.
[1:05:51] We've done town hall updates, so there's nothing further in our hall is that on your
[1:05:55] points. Because it's too, too different facts. That's it, so that's okay. I don't want you to
[1:06:03] even enter there and I'm why is the project. Okay, all right, so we've we've covered that down next is the
[1:06:10] IP. I've been working on the IT budget for that sort of speech. And what I'm kind of
[1:06:26] see, I've got data that's a little bit, only slightly, as a data in the last year. I don't
[1:06:36] know that we've really replaced many PCs this year.
[1:06:40] Yeah.
[1:06:41] Yeah.
[1:06:42] Okay.
[1:06:43] So we basically haven't done that much this year.
[1:06:46] But we do need to look at what's left in the budget.
[1:06:48] And if there's budget left to do some of the things that we were planning to do this year.
[1:06:53] Or you think there's not going to be budget for that.
[1:06:56] And so I think what we basically would say the side for that is there was, but then we
[1:07:01] get to move. Oh, and there were a lot of IT expenses signings on the
[1:07:06] that mission to that whenever we have a right to know requests that requires
[1:07:11] innovation, some way back when that's not a part of people's contracts. So that's a
[1:07:16] separate charge each time they have to do a deep dive. So that's the information
[1:07:21] that we need. So these things kind of fit into the idea. In addition to that, what's left,
[1:07:27] I see us that have to be thinking about or play.
[1:07:30] We're facing the servo for the tone and all, because that servo is failing.
[1:07:35] Yes, I think that was in this year. I think that was in this year.
[1:07:37] Yes.
[1:07:39] That hasn't been looking at for the retainer of what's left in the budget.
[1:07:42] Okay, so you're hoping to do the telephone server this year.
[1:07:46] I think that would be great.
[1:07:49] Yeah.
[1:07:49] I'll take that into consideration.
[1:07:54] So for most critical needs for next year, if we can replace the town hall server this year, then there are 13 PCs that are quite old, mostly a town hall that we need to look at.
[1:08:12] There's a couple of things like one police department would be a meal section, and a couple of others around that we need to look after replacing fears,
[1:08:24] a couple of servers as well, and then need to replace there's one is like a secondary server kind of in a police department and that's over and we're at the fire department that are on the, you know, they're at a point where they need to be replaced.
[1:08:42] Right, and so we make one of the budget for those next year.
[1:08:48] There's something else.
[1:08:49] One of the things I spoke to Sharon about is the fire department serve on these severe case as well.
[1:08:56] As well as a tone home.
[1:08:58] So we talked about the grant funding for the tone home.
[1:09:02] That we could possibly transfer its fence for the tone home server to the grant funding
[1:09:07] and then take the rest of the money from the budget to use for the fire department server.
[1:09:11] because the grant fund is specifically edible, you know, whatever we need it for the town hall, you know, the serve of falls on a bath.
[1:09:21] What great funding are you talking about?
[1:09:23] I'm funding that we took the expenses from for the town on move.
[1:09:27] The 100 and a month,000.
[1:09:29] Those were for, you know, 10 on use of whatever the county is.
[1:09:34] So we could use those funds.
[1:09:36] Yeah, so that is an option that we're looking at because the library server feel the other day
[1:09:43] And I don't want this server that why that's on all in particular to feel and even the issues
[1:09:48] We've been having with it lately. We definitely need to replace the server at its own home
[1:09:54] Yeah, what we'll do is put it in service to all
[1:09:57] Well, I think so if my memory
[1:10:00] Certainly, right, it was about many years.
[1:10:03] It was the typical like three to seven years for a server.
[1:10:08] And told Molly's week past that.
[1:10:11] Now, so let's say that's typical behavior.
[1:10:13] Now, we get back to the question we had earlier of,
[1:10:17] what's online services are we going to offer in the future?
[1:10:21] And this is the server most likely that it's going to be asked to do that work.
[1:10:26] So, it's not just replacing, it's actually planning for the future a little bit.
[1:10:31] Oh, bad. Yes.
[1:10:34] So, what's not just think of it as a replacement? We'll think of it as the next generation.
[1:10:41] Right? So, that we might want to get rosy more involved. We might want to actually think about it instead of just replacing.
[1:10:48] Yeah, all the PLA is involved because we've had a couple. I've had a couple of meetings with him.
[1:10:52] So what he's doing right now, he asks me to give authorization for equal to give him access
[1:10:58] to our service, but environment and tone-hall.
[1:11:01] So he can basically do a review of both service to see what can be archive, what can be put
[1:11:07] to the cloud, what can be uploaded to SharePoint, to make room on whatever new server that
[1:11:13] we're going to get, because that will server with need to accommodate whatever future growth
[1:11:18] the tone has.
[1:11:19] but if we transfer all of this fall in conclusion that we have on the all servers,
[1:11:23] until I'm a real server when it's not necessary, then that would kind of defeat the purpose.
[1:11:28] So he's just going to be doing a clean up over in this couple of weeks of both servers. That's what
[1:11:33] that we can move forward.
[1:11:38] Okay, but basically right now, we're doing some ketchup. That's why it's in the CIP, but then
[1:11:44] there's going to be regular update cycles from there that just goes into our normal budget,
[1:11:48] But we're kind of doing some cleanup right now.
[1:11:54] On the issue of a core and computers, I started the research of, I heard about Dell offering
[1:12:02] to least companies, computers I understand they have a special plan for government agencies.
[1:12:08] I started the research on that last week.
[1:12:11] So I'm hoping to get you back information so that you can make a decision as to whether or not we should go
[1:12:16] by, or at least, to see what's the best option for the talent here.
[1:12:22] And the part of it's also the software, as well.
[1:12:25] And the hardware is one thing the software is another thing as well.
[1:12:30] So that's what we have for the IT part, the other item that we have for the capital improvements
[1:12:36] playing was the town hall renovation.
[1:12:38] So what I'd like to do is, we managed to get this to a point.
[1:12:42] I've got a few questions kind of iron out of it a little bit, but I'd like the next meeting to have
[1:12:51] proposals for the site where to approve for our submission to the capital improvements plan.
[1:12:56] Michelle has asked for these inputs about a month ago. She did not provide a deadline for the
[1:13:02] inputs, but it's been a month so far as so. I'm going to try to wrap it out. Get us a
[1:13:08] but we can wrap this up at our next meeting.
[1:13:21] So town meeting date, we need to select our date
[1:13:26] for the town meeting for next year.
[1:13:31] I'm going to propose March 20th.
[1:13:33] So this is a Saturday.
[1:13:36] It's a week after, it's a week and a half after the elections.
[1:13:42] Because Paulus always does their town meeting the Saturday after the elections, so it's suggesting that we do ours a week after Paulus.
[1:13:50] I've already confirmed with our town attorney, Chris Dressier, that he is available and he's already put that date on his calendar.
[1:13:58] So he can be present for our town meeting, which was the request that our last town meeting that we scheduled as such that he could be present.
[1:14:05] How do we do it last year?
[1:14:07] We did it last year on the same of the Saturday and we did it in the election, so it was the same time as Hollis, and I don't remember if it's Hollis or some other town, but he had some other conflict.
[1:14:18] Well, should I say more, are you there? Oh, that's nice to see you. Yes, I think that's all. I think so.
[1:14:23] So that's actually a turning for several thousands.
[1:14:30] So, if it's good, is there a motion then to set March 28th,
[1:14:36] 2027 as the day for our town meeting.
[1:14:39] So moved.
[1:14:40] So moved by Jerry seconded by Dan in discussion.
[1:14:44] All those in favor.
[1:14:45] That is set.
[1:14:48] I'm going to do your backup features.
[1:14:51] Yeah, so I'm going to suggest a snow date at March 27th, which is the following Saturday
[1:14:57] iPhone Saturday.
[1:14:58] That's a very good point.
[1:15:00] It was in here. So is there a motion to set the snow day for town meeting to March 27, 27, 27, so moved.
[1:15:09] By Steve section by Jerry, the discussion of those, the favor, that is.
[1:15:15] So I do remember last year that our day ran over, right? So we, yes, we continued it onto the snow day.
[1:15:23] Yeah, but we had discussed maybe we still do we still want to do it that way
[1:15:30] Like if we were we don't want it to come to we don't want it. He's not
[1:15:36] No, yeah
[1:15:37] There were some technical difficulties. There were some technical. There were also some some big topics
[1:15:43] He took up a lot of discussion now this one we're gonna have town hall
[1:15:47] The discussion topic so right there. It's a big one
[1:15:52] I just remember there's a one week separation. Maybe people were thinking we shouldn't have done a one week separation.
[1:16:00] But like the continuation for of that meaning two weeks.
[1:16:04] Two weeks was rough.
[1:16:05] Oh yeah.
[1:16:07] That's past year was two weeks, right?
[1:16:09] And what's in be there or something?
[1:16:11] I was only to confirm with the schools that's available those two days.
[1:16:15] Okay.
[1:16:16] All right.
[1:16:16] So it's changed and if that's not.
[1:16:18] So we could make that reach out for the schools and verify those dates are kept.
[1:16:23] I don't think they could do that advance.
[1:16:24] Then I guess we'd meet that 27-bit continuation of the 20-bit.
[1:16:28] Well, right now it's a snow day.
[1:16:30] But we could use the snow day to continue our action if we need to.
[1:16:33] But hopefully we want it to be too.
[1:16:36] All right.
[1:16:37] It was not a necessity that these would be multi-day affairs.
[1:16:39] No, no, no, no.
[1:16:42] One dance.
[1:16:43] It was one evening, it's only went to two, you didn't.
[1:16:49] I think on to the next topic, which is budget scheduling.
[1:16:53] Time to start putting together our budgets.
[1:16:56] We asked the department best to book together their budget.
[1:17:00] Now, we normally do my three days of budget hearings in the fall.
[1:17:07] As usual, our meeting is in November.
[1:17:11] We'll wait October, November and for that.
[1:17:16] So what I'm thinking is if we start the budget hearings on October 26th,
[1:17:26] then we could set October 16th as the deadline for the partners put in their budgets
[1:17:32] that gives the town hall staff a week to put them well.
[1:17:40] beginning. Because we want to have all of the department budgets again for we start the hearing,
[1:17:47] so that we know what the big picture is before we start that being into the details.
[1:17:52] Does that work? Or just I will not be here that will ask me to go.
[1:17:59] All right, but it's, but don't go on for going for two or three meetings. So we'll just schedule
[1:18:04] for later,
[1:18:08] it's fine.
[1:18:13] The
[1:18:20] next aspect of that is whether or not we want to set goals for targets for the budget proposals.
[1:18:38] So, the sled board is, well, sometimes we've set targets, and sometimes we have it.
[1:18:46] You know, in the past we've, you know, there have been some sled boards who have said there
[1:18:50] and said, we want to see budgets that are flat to declining.
[1:18:53] And that was the target that we asked for.
[1:18:56] And we usually didn't quite get to do, but it was the target.
[1:19:01] The schools, they do set targets.
[1:19:03] Like in the budget committee, you'll set a target.
[1:19:05] like we want to see a certain percentage increase in the budget and the school kind of
[1:19:14] say come back and says, you know, here's the things that we would like to do. Here's the
[1:19:18] things that we could settle for doing in order to meet this thing, but you can kind of
[1:19:23] see what not going to be able to get done, but you also get to see, okay, the things that
[1:19:28] can get done, you can sit there and also say, oh man, we don't need to know those things,
[1:19:32] Or maybe there's, you know, there's something important here and we can make adjustments to it.
[1:19:37] So there's several different ways you can do budgeting here.
[1:19:40] But the finance committee has prepared an document, which was that in the back of the packet.
[1:19:45] You know, using that, we were not sure if I'm going to do it, but I have a date permission.
[1:19:50] Right now.
[1:19:51] Uh, I had meant for that three in the packet because it was definitely a subject for today.
[1:19:59] But if people have any chance to review it, maybe we take that effort on the next meeting at Stead
[1:20:03] And that's it.
[1:20:05] Okay.
[1:20:05] Then we'll do that.
[1:20:08] Hi.
[1:20:12] Yes.
[1:20:12] Yes.
[1:20:13] Brilliant.
[1:20:14] That's fine.
[1:20:15] Discuss it at the next meeting.
[1:20:18] One thing that I think is critical for you to decide no later than the next meeting is what your
[1:20:26] plans for 2020.
[1:20:28] Yeah.
[1:20:29] Because you have to get into the directors.
[1:20:31] Yes, to build into the budgets.
[1:20:33] Your salary guidance.
[1:20:35] And you also need to.
[1:20:39] Provide them with a plan on.
[1:20:42] Gas and diesel.
[1:20:43] Yep.
[1:20:44] Which.
[1:20:46] The finance committee.
[1:20:46] Look at that.
[1:20:47] We are giving you any.
[1:20:50] Patience.
[1:20:51] Because that wanted to just do.
[1:20:52] Right.
[1:20:52] So to discuss a little bit about the salary adjustments, what we do is at this point in time we usually do a survey of the other towns to see and in the industry it is a whole kind of see where things are going right now and it gives you a rough idea.
[1:21:08] For planning purposes, we usually tell the department has a little bit lower than that to put it into the budget.
[1:21:17] And the reason for that is that when the actual percentage will be decided in January several months later,
[1:21:27] and at that we're going to have a lot more accurate information from the other towns as to what they're doing and the economy may change and shift in that sort of thing.
[1:21:38] Whatever guidance we provide early on in the process, all of the 10 employees know what that
[1:21:43] guidance is, and they start kind of anticipating that, expecting that really.
[1:21:48] So it's a difficult number to adjust lower because expectations are there, but you can always
[1:21:54] increase it.
[1:21:56] So if we think it's maybe going to be a 3% we can set the guidance to a 2.5% and then in
[1:22:01] January we can increase it to 3% if that's what it looks like from there.
[1:22:06] But it's difficult to lower that number without disappointing a lot of people, so the little bit
[1:22:13] soft that's my impression of what we've done in the past
[1:22:18] But anyway, so we'll look at those numbers. I believe right the latest figures that I've heard is that they're coming in and around 3%
[1:22:27] 3.5% something like that so far
[1:22:30] Early on this year. I looked at online and looked at some of them. There's a couple that I have looked at over the last several years. I have been out of federal level that have been fairly good indicators, powers, lots of them and something.
[1:22:47] and the Society of Human Resource Management, SAHR, M,
[1:22:52] Geo Online, and Aspher, 2027, Bondicitis,
[1:22:56] and you look at what they are good resources.
[1:23:01] There are other ones in a little bit more detail,
[1:23:04] but they tend to, they're probably saying,
[1:23:07] three to three point two, that are a national level.
[1:23:12] Do you think that's different into consideration
[1:23:15] things like fuel costs that we're seeing right now that has threatened and it will cost up just everything in the society
[1:23:22] That is salaries all right and whether companies are going to change their guy their guidance on salaries based on have their business costs
[1:23:33] I don't know
[1:23:35] But we'll come back to reevaluated in January. This is just kind of an additional
[1:23:42] December, December, December, December, December, December, December. Okay, so you can. So, for your
[1:23:46] paycheck in January. Yes.
[1:23:51] Excellent. Yeah, thanks. Yeah, thanks. Thank you for the correction. We're going to do gas
[1:23:55] gardens, fuel gardens, for next next year. Yes. Can you say, we're not touching that one. I think I
[1:24:02] got one of those magic gate balls. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah. Yeah.
[1:24:07] them mix fluid.
[1:24:08] All right.
[1:24:10] Historically, in the adjusted the gas and diesel, almost right up to when we went public
[1:24:15] sessions on budgets.
[1:24:17] Yeah, I think at least two years, it was adjusted on the floor.
[1:24:22] Yeah.
[1:24:22] We did an adjustment, like the day before or on the floor of the meeting.
[1:24:27] Let's.
[1:24:28] So this is kind of just to get us in the general ball parks.
[1:24:30] And we've seen what the overall budget looks like.
[1:24:33] And so that was less sensitive to employees.
[1:24:37] All right.
[1:24:38] Anything else under budgeting?
[1:24:41] All right, reviewing the mail folder.
[1:24:51] Oh, Jesus.
[1:24:53] We have a notice of a hearing from the reporting board
[1:24:56] of adjustments.
[1:24:58] And notice is here why I'm given a hearing
[1:25:00] that be held at 7 p.m. on Wednesday, September 9th
[1:25:04] in the fire department meeting room located at Fort Bonne Street and with a high breads
[1:25:09] in option.
[1:25:10] Applicant William Leone is requesting a variance under section 603.02A and provides zoning
[1:25:17] ordinance to allow a 14 by 18 shed to be built approximately 15 feet from the front
[1:25:23] block line at the closest point at 18 feet to the next closest point where a 30 foot set
[1:25:29] is required for as a lot J16, 8 located at 60 Eastmond Drive, the
[1:25:34] existing of 2.109 acres. And there's a map here before that is on both
[1:25:43] Eastmond Drive as I said.
[1:25:55] We have,
[1:26:06] I'm not going to read this one out.
[1:26:08] So, we need to look a little bit further into this, but this is, that we've received a response from the State Department of Transportation for a request for meeting with them to discuss Mason Road for it.
[1:26:25] And I think there's some further discussion that we had there and some further follow up on that.
[1:26:30] Now,
[1:26:33] then we have a notice from which I don't even mentioned before from a sergeant
[1:26:38] thug for a net about the active shooter training that's available and we have a noop
[1:26:48] of the Brooklyn women's cloud.
[1:27:02] Read this, Brooklyn women's cloud this was offered the opportunity to host a 250th birthday
[1:27:08] block party and we said, yes, we knew we couldn't do it alone, but who to ask?
[1:27:13] Recall in community church reached out to us and offered to help and we found a great
[1:27:18] DJ, then all the first responders offered to have attention track the same day, then
[1:27:24] we asked a few vendors and a few community groups who said, yes, they reached out to the
[1:27:28] community and asked you to celebrate with us and you said, yes, and our little club may
[1:27:32] change this happen because each and every one of you helped to make this a once in the
[1:27:37] 150 year party. We're a 75 UK and thanks for having me saturday and great day being
[1:27:43] Brookline on behalf of our flat women's club and Andrea and Michelle go for us at that state.
[1:27:49] That's a door fault.
[1:27:52] That's the male folder and definitely if we have anything in the in the planning board,
[1:27:57] CBA problem.
[1:28:00] Uh-huh.
[1:28:01] How did you rent a CBA notice?
[1:28:04] Yes.
[1:28:05] No, that was a word of a test.
[1:28:08] No, that was, it was a, this is the end of the meeting.
[1:28:13] And the word of a test, when it says, that was only word of a test.
[1:28:18] Okay, that probably should have been the other quote, right?
[1:28:22] There we go.
[1:28:24] review items for the next select board meeting, so I've got the update for the
[1:28:29] hoppers and peddlers ordinance, the personnel policy, the stipend policy, the
[1:28:35] capital improvements plan, we're going to have our usual updates like we always
[1:28:41] there. Is there anything else, Chris pond, what was there Chris pond update and then
[1:28:48] on all that day. So we won't have you. So we won't have to respond that day. They say they're
[1:28:54] better. Yeah. Oh, have at least one more update. Yeah. Yeah. Yeah. Oh, the butchening was
[1:29:01] there. Something we need to for. Oh, yes, the budget. Thank you. Yes. Yeah. And so the
[1:29:05] set of project pilots.
[1:29:11] I mean, we'd have to have, um, um, compared to the phone, right after
[1:29:15] that. Yeah. I believe, fine. It's committatory. Look, so that. So the phone. Well, the
[1:29:21] It's going to be a very document for the finance for the for the
[1:29:30] Recommendations
[1:29:49] You can always add more things just letting me know
[1:29:53] All right, and given that I will move that we move into non-profit session first pursuit
[1:30:00] All right, say 91 dash, eight, calling free, rolling the world to A, come, no, no, no. Is that A compensation? See, repetition, L, legal, and potentially others. Is there a second?
[1:30:13] Second, second and by it, the roll call vote. Brian, yes, it is.
[1:30:16] There we go. See you next time.
[1:30:20] Thank you.
[1:30:20] We are now not...
