[2:30] revisited our discussion from the previous meeting relating to uh the

[2:35] makeup of the board of control. Uh we had a discussion on that and um I will

[2:42] move forward with Mr. Butler and Miss Schroeder in um drafting legislation.

[6:17] school. The Brooklyn Cares Foundation holiday wish program has started. If

[6:36] The tenative grand reopening for the main gymnasium is Saturday January 3rd,

[6:42] 2026, 4:40 and 6:30, there's a boys and girls

[6:47] varsity double header. A couple facility updates. The transportation garage on

[6:51] Hurricane Ellie has been freshly painted. Beginning at spring break next

[6:55] April, the sidewalk in front of the board of education entrance, the gold

[7:00] lot will be closed to pedestrian traffic. Construction will begin on the

[7:04] board office and the per performing arts center. Uh there should be no impact to

[7:09] the traffic flow at arrival or dismissal entering or exiting on bid off road. Uh

[7:15] there will be a construction trailer that will be moved onto the grassy area

[7:20] directly in front of the board and treasurer's office during construction.

[7:24] Um, safety fencing will isolate the entire area to prevent sidewalk traffic

[7:28] use and it will extend to the grass area in front of the auditorium.

[7:34] A couple up dem up upcoming uh dates to remember. November 26th through 28th is

[7:41] the Thanksgiving holiday break. December 4th, there's a music performance at the

[7:45] senior center at 11:00 a.m. December 5th, Polar Express parent night out, 6

[7:50] pm. December 7th, Brooklyn Chamber Holiday Tree Lighting from 5 to 7:00

[7:56] p.m. December 13th, holiday concert extravaganza. That's an all day event.

[8:02] Uh, the next school board meeting will be November 18th at the Early Childhood

[8:05] Center at 6:15. And that concludes my report.

[8:16] just before our committee of the whole council meeting today at city hall.

[8:20] Together, they discuss their three action items that they are working on.

[8:23] They are as follows. Engage the youth through quarterly contests, possibly

[8:27] through our newsletter mailer. Have the youth on a non Have the youth sit in on

[8:32] a non- voting position on some of the sitting committees in the city. and

[8:36] engage the youth through events from spring through fall using the open space

[8:40] the city has as well as our connections with other local government entities

[8:44] such as the library and the school. The committee expects to meet next in

[8:48] January of 2026. Nothing is scheduled for next month. And that concludes my

[9:00] » Thank you. Good evening. Good evening everyone. This morning we had a meeting

[9:04] at the schools about leaf raking for senior residents. You can still sign up

[9:08] through the senior center through November 18th. The actual leaf raking

[9:13] will take place on November 25th. It will be performed for the first half of

[9:17] the day by eighth graders and then the afternoon from members from the winter

[9:21] sports teams. Thank you to Dana for helping Chico and helping Santa to make

[9:25] sure that he's properly retired for sleigh ride around Brooklyn which will

[9:30] be on December 12th and December 13th. Thank you also to the voters who took

[9:35] the time to either vote by mail or in person. 22.75%

[9:39] of eligible Brooklyn voters voted. Uh as Councilman Mosley mentioned, uh

[9:45] Brooklyn Cares with the help of the Brooklyn Chamber of Commerce will be

[9:49] doing their annual tree lighting on Sunday, December 7th by the Brooklyn

[9:53] Senior Center. It's actually kind of a fundraiser for Brooklyn Cares also uh at

[9:58] that time with the trees. Uh you can contact Susie Marquis in regards to

[10:02] that. Speaking of Susie Marquis, she asked me to will a message about this

[10:07] Friday, November 14th. This Friday will be Ruby Bridges Walk to School Day. Join

[10:13] us as we celebrate courage, equality, and the power of students to make a

[10:17] difference. We'll honor Ruby Bridg's inspiring legacy by walking to school

[10:21] together in unity. Meeting location will be the Brooklyn Early Childhood Center

[10:25] at 4480 Ridge Road, which is the old library location. They will depart from

[10:30] there at 7:30 and head down Hurricane Alley to Rodon, arriving at Rodon and

[10:36] Hurricane Alley about 7:40 a.m. and then they will proceed south on Rodon to Bid

[10:42] off and finish at Brooklyn City Schools. Any weather related changes will be

[10:47] shared via parent square on Thursday evening, November 13th. All children are

[10:53] welcome to attend. The event honors Ruby Bridges who in 1960s 1960 became the

[10:59] first black child to integrate an all-white school in New Orleans.

[11:03] Margaret Bernstein, an award-winning community advocate and literacy

[11:07] champion, will speak to the fifth and sixth graders after the walk. There will

[11:12] also be a story walk that will be given to the to the library to be used at

[11:15] Marquort Park. Thank you to partnership for safe routes to schools and the

[11:20] Brooklyn community. This project is grantf funded. In this meeting's edition

[11:24] of where is ready where is ready kilowatt uh little progress. We got one

[11:29] fixture added on Treymore. They did it. They never told us they did it. Uh

[11:34] Northcliffe where they were supposed to be completely done but somehow missed

[11:37] one. We put in another work request for another fixture. Um kind of going on a

[11:43] little different track today in regards to First Energy. had a call this

[11:47] afternoon from a resident on Wo Avenue about the power going on and off

[11:52] constantly about 10 11 times last night. Please report these things directly to

[11:57] First Energy. Um it sounds like almost like Lakewood where they always had

[12:02] problems with power flickering in and off. I actually attended their meeting

[12:06] out Lakewood Civic Auditorium. Even the people from First Energy said

[12:10] report every instance. So, just be kind of every time it flickers, get on the

[12:16] phone and call it in or do an email. Just report it. Just be a pain to them.

[12:22] Um, two other things. A little bit later this afternoon, a little bit before this

[12:27] meeting, I learned uh that Fran Barrett, wife of Regis Barrett, has passed away

[12:32] this afternoon. Uh, Regis was a council person for Brooklyn and a longtime just

[12:37] integral part of Brooklyn. And also my condolences to the family and friends of

[12:42] Ir Bogner. Uh she passed a few weeks ago. She was a super super friendly nice

[12:47] lady that lived lived at the end of IRA. Her husband was a firefighter John

[12:52] Barnar. And that concludes my report. >> Thank you, Councilman Mosley.

[13:01] report tonight just as Councilman Siltritz did by thanking those who voted

[13:05] this past general election, either by voting early, voting by mail, or voting

[13:10] at your polling station on voting day. I appreciate those who voiced their

[13:15] opinion at the ballot box. Uh, tonight is also the second reading of our

[13:19] capital improvement budget. I always go out of state to visit family for the

[13:24] Thanksgiving holiday and I will not be here when I expect there to be a vote

[13:28] next next meeting. Um I did want to publicly thank the directors for their

[13:33] input during the budget session and state that I do support the budget. Um

[13:38] lastly, tomorrow, November 11th, is Veterans Day. I would like to thank all

[13:42] of our servicemen and women who have served our country and wish them a happy

[13:45] Veterans Day. And that concludes my report.

[14:26] we call family and friends, including Adam and Benjamin Browski. Also, happy

[15:33] my thoughts, especially as I watch news, it isn't an easy time to serve into in

[15:38] the military and it must be very difficult. I'm a mom, so I will say it

[15:44] especially for their mothers. Um, so they're always in my thoughts, but

[15:49] especially around Veterans Day. Um, I also would like to thank Mr. Regguzz. I

[15:56] have a suggestion for retirement. I think you could write city finance

[16:03] simplified. I'm not sure it would be a best seller.

[16:07] Um, but it it would be a good read. I appreciate you making it simple for

[16:13] those of us who don't have a deep understanding of city finances. So,

[16:33] congratulate not only the local candidates who who won their seats, but

[16:39] also to those who ran. Um, it is difficult to run for any election. Um,

[16:46] local elections can be just as difficult as state or national because you are

[16:52] expected to get out and knock on people's doors every day for weeks on

[16:57] end. So, congratulations to those who persevered through the election cycle

[17:03] and it is so important to vote locally. So, thank you to those um voters who

[17:09] also voted with us. And that concludes my report.

[18:00] condolences to the family of longtime resident Irma Bognar. Um Irma, as

[18:05] Councilman Sertz mentioned, was the widow of retired firefighter John

[18:10] Bognar. Irma was very well known to many in Brooklyn as a good neighbor and

[18:15] friend, and she was also a very talented seamstress who helped many residents

[18:20] with their sewing needs. She was very bright, had a quick wit, and just a

[18:25] wonderful sense of humor. She lived a full and joyful life, passing at the age

[18:30] of 95 on her husband John's birthday. U may her memory be a blessing. And my

[18:35] condolences also to the Barrett family on the passing of Fran Barrett. I didn't

[18:40] know that. So, thanks um Andy for sharing that.

[18:44] Um council had a budget meeting last Monday, November 3rd at 6:00 p.m. The

[18:49] focus was on the general fund. Um our agenda was as follows. Uh 2025 general

[18:55] fund projection revenue commitments, the 2026 general fund revenue and

[19:01] commitments, general fund financial forecast updates, key takeaways and

[19:06] going forward. And again, thank you um to Mr. Reguz for all the preparation.

[19:12] Um, we do appreciate the work that goes into it.

[19:15] I would like to express my heartfelt thanks to the residents of Brooklyn for

[19:19] their support in the recent election. I'm deeply honored to have earned the

[19:23] opportunity to continue to serve you on council. Your trust and confidence

[19:28] really mean a great deal to me and I will continue to work hard on behalf of

[19:32] our community. I'd also like to recognize everyone who put their name

[19:36] forward to run for office. It takes courage, commitment, and a genuine love

[19:40] of community to step into public service. Congratulations to Councilman

[20:27] Uh tomorrow is Veterans Day, a day set aside to recognize the men and women

[20:31] who've served in our armed forces. To our veterans here in Brooklyn and across

[20:36] the nation, thank you. Your service, courage, and sacrifice have protected

[20:41] our freedoms and strengthened the foundation of our democracy. Whether you

[20:46] served in times of conflict or peace here at home or overseas, your

[20:52] commitment to something greater than yourselves reminds us what true service

[21:21] helping them transition back to civilian life. As a council and as a community,

[21:26] may we continue to support our veterans, not just on this day, but throughout the

[21:31] year, by ensuring access to resources, by showing our gratitude, and keeping

[21:37] their stories alive for future generations. To all who have served,

[21:45] are deeply grateful. And that completes my report. We'll move on to the mayor's

[21:49] report. >> Thank you. Uh in honor of Veterans Day

[21:52] tomorrow, uh city hall in all city buildings will be closed. Uh however, on

[21:56] Wednesday at 8:30 a.m., we will have a Veterans Day breakfast over at the uh

[22:01] senior center. All are welcome to and encouraged to attend. There we will

[22:04] share a breakfast together and also honor those who are so needed to be

[22:08] honored. Following that, we will have a coffee with the mayor where I'll give

[22:11] updates on what's going on around the city and of course answer any questions

[22:14] that anyone may have. But as many have already said, we are very grateful for

[22:18] our veterans and I will echo those sentiments. Couple of updates on what's

[22:21] going on in the city of Brooklyn. Uh we continue the planning phase of our

[22:25] recreation center nitorium upgrade. As it currently stands, we will be well

[22:30] within the budget for this project, which council set uh during our capital

[22:33] budget work session uh last year. The anticipated start date is still March

[22:37] 2026 and they hope to have things wrapped up in January of 2027. Uh the

[22:43] Veterans Memorial Park upgrade continues. The pavilion work is almost

[22:46] done. It's really starting to take shape over there. So even though it's cold and

[22:49] snowy outside, I would encourage residents to take a look at it. Um it

[22:52] looks beautiful and by this time next year, it'll all be housed and it'll be

[22:55] warm inside because there's going to be heaters in there. Uh the master plan

[22:58] citywide survey is now closed. Uh the milling that was sent out a couple of

[23:02] weeks ago was a huge success. we saw our partic participation numbers increase

[23:06] dramatically. Uh so thank you to the residents who took the time to complete

[23:09] that survey as we continue uh the planning for the city of Brooklyn in the

[23:13] future. Uh the currently the county planning commission is compiling that

[23:16] data and we're set to meet later this year where they'll present that. Once we

[23:21] have that data, of course, we'll show share it with council and the rest of

[23:23] the city as we endeavor to update our uh master plan for 2025. Uh the town homes

[23:29] that we've been discussing for the last couple of years now, uh that work is

[23:32] underway. They've cleared away the trees that need to be cleared and the grading

[23:35] work has begun. Uh they're now working on all the logistics for that and we

[23:39] would anticipate seeing buildings coming out of the ground uh when the weather

[23:42] breaks in the spring. Uh the Brock Memorial Park is the last of our parks

[23:46] to receive an upgrade. The old equipment has been removed and the new equipment

[23:50] is being installed. That installation should be complete sometime around

[23:53] Thanksgiving. And then the last piece of the Memphis

[23:57] Road Diet is finally complete. the signal service installed the final turn

[24:00] arrow uh going into the library left into the library heading west that was

[24:04] installed last week of all days on election day uh that they picked to do

[24:08] that but there was a limited interruption so we we're grateful that

[24:10] that left turn arrows in there and I'm sure Mary can echo that sentiment from

[24:14] the library as well and also once again I do want to wish all her veterans a

[24:18] happy Veterans Day tomorrow and congratulations to Mrs. Poocci Mr.

[24:21] Tansky Mr. Certz and Mr. Bowski on your re-election and also Kelly's here

[24:25] tonight to Miss Crawl and also to Mr. Hubard on their election to the school

[24:38] which is on second reading. An ordinance authorizing the capital improvement plan

[24:42] for 2026 and declaring an emergency. Under new business, Ordinance 2025-24,

[24:51] which is on first reading, an ordinance amending exhibit A of Ordinance 2025-12

[24:57] providing for the compensation for the part-time, full-time, and administrative

[25:02] employees non-bargaining agreement of the city of Brooklyn. This is to

[25:07] accommodate the increase in the state minimum wage, which will be $11 in 2026,

[25:13] and also to accommodate the cost of living increases for our non-UN staff.

[25:20] Ordinance 2025-25, which is on first reading, an ordinance

[25:25] amending exhibit A of Ordinance 2024-27 entitled an ordinance to make

[25:31] appropriations for current and other expenditures of the city of Brooklyn,

[25:36] state of Ohio for the period January 1st, 2025 to December 31st, 2025.

[25:43] Ordinance 2025-26 on first reading. An ordinance to make

[25:48] appropriations for current and other expenditures of the city of Brooklyn,

[25:52] state of Ohio for the period January 1st, 2026

[25:57] to December 31st, 2026.

[26:04] Ordinance 2025-27 on first reading, an ordinance creating

[26:09] the Brooklyn Memphis Run East Tax Increment Financing Incentive District

[26:14] pursuant to sections 5709.4 40, 579.42, and 5709.43

[26:22] of the Ohio Revised Code declaring improvements to the parcels within the

[26:27] incentive district to be a public purpose and exempt from real property

[26:31] taxation, designating public infrastructure improvements to be made

[26:36] that will directly benefit such property. requiring annual service

[26:41] payments in lie of taxes, designating a municipal public improvement tax

[26:46] increment equivalent fund for the deposit of such service payments, and

[26:51] authorizing compensation payments to the Brooklyn City School District and

[26:55] Polaris Career Center Joint Vocational School District and declaring an

[26:59] emergency. And this piece of legislation relates to the property where the town

[27:04] homes will bit be built, which is across from the library.

[27:09] Next, ordinance 2025-28, also on first reading, an ordinance

[27:15] creating the Brooklyn Memphis Run North Tax Increment Financing Incentive

[27:45] requiring annual service payments in lie of taxes, designating a municipal public

[27:51] improvement tax increment equivalent fund for the deposit of such service

[27:55] payments, and authorizing compensation payments to the Brooklyn City School

[27:59] District and Polaris Career Center Joint Vocational School District and declaring

[28:04] an emergency. And this relates to the property that's at the corner of Memphis

[28:09] and Rodone across from the Westbrooks. Ordinance 2025-29

[28:15] on first reading. An ordinance creating the Brooklyn Memphis Run South Tax

[28:20] Increment Financing Incentive District pursuant to sections 5709.40,

[28:26] 579.42, and 579.43

[28:30] of the Ohio Revised Code, declaring improvements to the parcels within the

[28:35] incentive district to be a public purpose and exempt from real property

[28:39] taxation. designating public infrastructure improvements to be made

[28:44] that will directly benefit such property. Requiring annual service

[28:48] payments in lie of taxes designating a municipal public improvement tax

[28:54] increment equivalent fund for the deposit of such payments service

[28:58] payments and authorizing compensation payments to the Brooklyn City School

[29:02] District and Polaris Career Center Joint Vocational School District and declaring

[29:07] an emergency. And this relates to the property on Rabbit Run. And for all

[29:14] three of these pieces of legislation, we will have a public hearing scheduled for

[29:18] November 24th uh prior to our council meeting.
