wishing to speak must sign in before the
[2:04]
meeting which is limited to three
minutes. Uh and I have Mr. Helix Gome.
[2:15]
» Good evening.
>> Good evening.
[2:18]
» I just want to talk real quick about the
flock alpr and other mass surveillance.
[2:22]
[clears throat]
A little bit of intro about me. My name
[2:25]
is Alex Gonzalez. I just moved here from
I say just moved down here from Dallas
[2:29]
about seven years ago. Uh, and never
never in any of that time have ever had
[2:34]
any issues of fear or crime or never
felt unsafe. Uh, but like many
[2:39]
Americans, I've only recently learned
about flock and mass surveillance AOPR
[2:42]
that's taken over uh many cities and
counties uh and all the laundry list of
[2:47]
abuse and issues that it has created.
Uh, these are violation of our Fourth
[2:51]
Amendment and civil liberties. And uh,
it should be as simple as that across
[2:55]
the board that they should never even
see the light of day, especially when
[2:58]
paid for by tax dollars. I spoke earlier
today with uh Secretary Miss Glover and
[3:03]
she clarified that we do not have a
contract with Flock or other AOPR to her
[3:07]
knowledge [clears throat] and for that
you guys should be praised.
[3:10]
Thank you for not moving forward with
the contract when approached by Flock in
[3:14]
2024. [clears throat] Thank you for your
wisdom and your transparency and looking
[3:18]
out for our community. I ask that you
make an ordinance to ban any such
[3:21]
AIdriven cameras, ALPR, unconsidered
mass surveillance technology from our
[3:26]
city moving forward, just as you did
with the last meeting regarding the data
[3:29]
centers, which is badass.
These two will ultimately go hand in
[3:33]
hand, which is why I think there's such
a hard and uh a hard and secretive push
[3:37]
for them. Of course, aside from the uh
billionaire's greed, the type of
[3:41]
surveillance that [clears throat] type
of surveillance will require an immense
[3:44]
data storage, especially when it's done
24 hours a day. Do you have two minutes
[3:49]
» via the cloud?
[clears throat]
[3:52]
» The leaders of these industries call for
a compromise between safety and privacy.
[3:56]
There's no such possibility. Please be
aware of their competitors coming in
[4:00]
behind them, namely Axon. They're most
wellknown for their police body cams.
[4:05]
[clears throat]
Um, and cities that have removed flock
[4:09]
due to the, you know, citizen complaint.
They've also moved forward with
[4:14]
replacing flock with axon cameras.
Um, so I just wanted to bring aware
[4:19]
bring that awareness to you guys. Um,
these companies are evolving rapidly
[4:23]
with all kinds of new technology for
surveillance, including drones.
[4:28]
Um, they're also getting a little bit
more devious, uh, and the ways that they
[4:32]
camouflage these cameras to make them
more discreet so the public don't know
[4:35]
about them or see them. Um,
[4:42]
uh, where am I at? Uh and just to finish
up uh some other companies to look out
[4:47]
for uh included Ben Limitu, Flock, Axon,
Plate Ranger, Mark 43, Deep Sentinel,
[4:55]
Motorola, also known as Vigilant,
Motorola bought out Vigilant. Um if we
[5:00]
really wish to lower our uh lower crime,
we must look within our education
[5:05]
systems, our businesses, our people.
There are no outward solutions. Thank
[5:09]
you.
>> Thank you.
[5:11]
» Thank you.
[5:16]
All right. Item number six, discussion
and possible action to approve the
[5:21]
minutes of the regular city council
meeting held on August 20th, 2026.
[5:33]
» If there is no discussion, any
discussion before I move forward.
[5:39]
Okay. If there's no discussion, I'd like
to move to approve the minutes of the
[5:43]
regular city council meeting that was
held on August 20th, 2026.
[5:49]
» Second.
>> All in favor?
[5:52]
» I.
>> Motion pass. Item [clears throat] number
[5:54]
seven, discussion and possible action to
approve the minutes of a special city
[6:00]
council budget workshop meeting held on
August 24th, 2026.
[6:08]
» [clears throat]
[6:11]
» discussion.
>> If there is no discussion on that, any
[6:13]
discussion? No.
>> I move to approve the minutes of special
[6:17]
city council meeting, special city
council budget workshop meeting that was
[6:22]
held on August 24th, 2026.
>> Second.
[6:26]
» All in favor?
>> Motion passed.
[6:30]
Consulting reports, code enforcement
report.
[6:36]
Good evening, mayor, council, staff, all
in attendance. Uh you do have the code
[6:41]
enforcement report in front of you all.
It's a little extensive as can be noted
[6:45]
on the summary page. Uh the
the activity that took place for the
[6:51]
most part was the uh for trash and
accumulation of waste, tall grass and
[6:57]
weeds, and for junk vehicles being
declared a public nuisance. Those were
[7:02]
the top areas that um we're focused on
it seems like this month. Uh just as a
[7:08]
reiteration, we do we are um asking that
our code enforcement officer um align
[7:16]
the strategic
process of code enforcement with
[7:21]
starting off with weeds, high grass and
looking for for those types of uh
[7:26]
violations. in as such um she may see a
violation from time to time going from
[7:33]
uh activity to activity or complaint to
complaint. So they may come up but if
[7:37]
there are any questions or if you have
any issues that you see out there we'd
[7:42]
be happy to take a look at them address
them and then bring that information
[7:45]
back to you all.
>> Thank you.
[7:48]
» Thank you.
>> All right. Thank you.
[7:54]
Grant works reports.
Miss Glover
[8:01]
» for the grant reports opera we have uh
in the pre-closeout
[8:07]
for the opera. All documents are um have
been completed. I have finished with uh
[8:14]
grant works with that and our next thing
with opera will be the treasur report on
[8:18]
April the 30th of 2027.
Midmod has started um the process of
[8:26]
working with Stellar Road for the
drainage. This is the drainage uh grant
[8:31]
that we're talking about right now. As
you know, it's Stella Road, First
[8:35]
Street, and Fourth Street. And they have
finished up with um Stella Road so far
[8:41]
and they're moving on to the next road,
which will probably be First Street. We
[8:46]
do have a upcoming
uh meeting called September the 17th and
[8:53]
that's with the general land office here
at the city. So they'll be in person
[8:58]
and then from there FEMA I did reach out
to them. We have received the funds from
[9:04]
them and that was the grant from the
April storm from 2016. So that grant is
[9:11]
officially closed out as well. That's
60,000.
[9:16]
» 60,000.
>> Yeah.
[9:17]
» 60,000.
>> Awesome.
[9:19]
» Any questions,
>> ma'am. Thank you.
[9:21]
» You're welcome.
>> Thank you.
[9:24]
» All right. LJA report.
[9:29]
» Good evening. Good evening.
>> All right. Another pretty busy month for
[9:34]
permits. We had a bunch of approvals.
The review queue is finally getting a
[9:38]
little bit smaller.
Um, next up I have actual two action
[9:43]
items for y'all. The first one is we are
finalizing the design and bid package
[9:47]
and we would like to request the
authorization to advertise and bid the
[9:51]
um drainage improvements at Brierbrook.
And then the second one is we are
[9:56]
finalizing the bid package for the road
repairs phase three. So we would also
[10:00]
like to request authorization to
advertise and bid that project as well.
[10:05]
» Is it on the agenda?
>> No, it's in my report. So if you yeah on
[10:11]
this second page or third page sorry.
[10:17]
» So um
we will
[10:24]
hold off on that until September 17th.
>> Okay.
[10:29]
» Um and then we'll we'll revisit it.
Okay.
[10:32]
» All right.
>> But thank you for uh being proactive and
[10:36]
getting it done.
>> Sure thing. And then one more question
[10:39]
kind of more of a discussion and I think
mayor you've talked about it for the
[10:43]
plat that we did for Callahan Road. I
know y'all want to change the name and I
[10:46]
think your original request was for
Nathan Brookshire but they're requesting
[10:49]
to shorten it to Nathan. Are y'all okay
with that shortening?
[10:54]
» Yeah.
>> Yeah.
[10:59]
» Okay.
Just want to make sure so we can bring
[11:02]
that to the next council meeting as
well. So
[11:05]
» all right. Any other questions?
>> No, ma'am. Thank you.
[11:09]
» Thank you.
[11:14]
» [snorts]
>> Item number eight, discussion and
[11:17]
consideration regarding 4022 4022nd
Street, Second and a half street to
[11:24]
determine when whether the structure
meets the definition of a dangerous
[11:28]
building to be considered a nuisance and
or item number two, if the structures
[11:35]
are dangerous and therefore a nuisance,
remediation may be required. All right.
[11:42]
And so we have a presentation.
Uaining.
[11:51]
Okay, that's fine. Miss Vaughn is
abstaining.
[11:56]
» Good evening again. Back [clears throat]
in April, we met with the um our other
[12:01]
legal council and asked them to help us
assist with preparing an um an ordinance
[12:06]
for substandard buildings. And so the
you all approved that and so there were
[12:12]
five um lot five properties that were
deemed a potential uh nuisance. And so
[12:17]
we provided those to our code
enforcement officer who then provided
[12:22]
those names to the building official
within safe build. And so at this time
[12:26]
what you have in front of you is a it's
a large packet but it's a complete
[12:31]
packet of this process. And so, uh, the
first part is, uh, the building's
[12:36]
officials
write up on the building itself. And as
[12:41]
you go through the entire packet, it
provides the minimum, uh, checklist
[12:45]
standards that meet this uh, for the
nuisance. And then as you proceed there,
[12:52]
you'll see multiple pictures that were
taken, the violation that occurred, um
[12:58]
the the certified mail that went out and
was received, and then the final letter
[13:04]
that went out as well. Uh so we're all
we're here today to um allow you to see
[13:10]
what the what the condition is, what the
report and write up is from
[13:17]
from the building official and um to
provide that with information to you all
[13:23]
to make the best decision tonight.
[13:28]
We do I mean we have some pictures but I
don't know if we want to bring up on the
[13:32]
big screen or not but you do have them
in front of you.
[13:37]
» [clears throat]
[13:45]
» That's all I have for this uh afternoon.
I don't believe that the
[13:51]
property owners is here tonight unless
they are here.
[13:55]
» No,
>> this was
[13:59]
» my mom's
>> Oh, uh All Van, that's your mom. Yes,
[14:04]
that's that's my mom. Okay.
>> She's 102.
[14:07]
» Yes, ma'am. I understand.
>> Okay.
[14:13]
[snorts]
>> So, um concern the public hearing, sir,
[14:19]
» do we open it up now or not?
>> So, we'll do that.
[14:25]
» We'll open it up right now at 7.
>> Just need to make the motion.
[14:28]
» It's 7.
>> So, we're good.
[14:30]
» I know. [laughter]
We open it up at 7:16
[14:34]
public hearing, right?
[14:55]
» Okay. There's no comments for public
hearing. We'll close it at 7:16
[15:04]
and now we can move on to board
discussion and action.
[15:10]
Um,
so this is uh one of the properties that
[15:15]
this program that falls in line with the
city's comprehensive plan to uh kind of
[15:21]
take care of some of the uh the uh older
houses that need to be uh torn down. And
[15:27]
so this is one of four that's going to
be coming before you all.
[15:32]
So we just need to make a decision on on
if we do want to tear it down the the
[15:39]
cost and everything which we would we
have in the budget to do. Okay. To tear
[15:45]
down the city's going to do it or our
contractor.
[15:49]
My recommendation is our contractor. Um
although the city does have the
[15:55]
equipment. So
that's kind of what I see.
[16:05]
» Do we know the difference in the cost
between the city doing it and the
[16:08]
contractor doing it?
[clears throat]
[16:11]
» Uh the contractor will probably be
higher. Yeah.
[16:19]
» But you say we do have the equipment,
>> but we could also
[16:22]
demolish it. the city could demolish it
and then have a contractor just haul it
[16:27]
off. That'll probably be the most
economical
[16:30]
economical way for the homeowner, for
the property owner.
[16:33]
» Yes, sir. And just and just so you all
know as well, um and just reference from
[16:39]
legal that in the event that it's uh
these costs are not paid back to the
[16:44]
city, then you know, unfortunately there
will be a lean on the property until
[16:48]
then.
[16:51]
So, we do the city does have the
equipment to demolish it.
[16:57]
» I don't know if if it was changed in the
past, but I think we did put something
[17:01]
in place when the city
[clears throat] demolished the building.
[17:05]
I think it was like a $3,000
fee. I think it was just like And I I
[17:13]
don't know. I don't know if that's
changed. Well, I mean, typically you
[17:16]
it's just a pass through expense. It's
you can work with the owner. If they can
[17:20]
do it themselves, that's fine as long as
the nuisance has been mitigated. In this
[17:24]
case, a substandard structure, but
>> that was the cost of the city tearing it
[17:27]
down and taking
>> I don't know where that number came
[17:30]
from. I assume there was an kind of an
assumption of what the time of staff and
[17:34]
» I think we actually put it in place.
>> Say that again.
[17:37]
» I think we we actually put that in
place.
[17:40]
» It was a long time ago though.
>> Yeah. Well, I can tell you as part of
[17:43]
this process, you have absolutely have
the right to do it yourself and assess a
[17:48]
cost for that, reasonable cause for that
or hire a third party contractor do it
[17:51]
and pass that cost along.
>> Yeah.
[17:55]
» Okay.
[17:58]
» What would be the liability
[clears throat] for the city to tear it
[18:00]
down for us to do it ourselves?
Well, they're really I'll tell you
[18:06]
again, I didn't I wasn't part of this
process, but there is a case out of
[18:09]
Dallas that pretty much says they have
30 days statutoily to appeal the all's
[18:14]
decision today. So, I would recommend
that any order to demolish a structure
[18:18]
wait until that 30-day period for for
appeal has expired. And if it does, then
[18:23]
you really have no exposure to
liability.
[18:32]
» All right.
>> Decisions. Decisions.
[18:39]
» Is that it?
We need a motion to demolish the
[18:44]
building.
>> Is there an order?
[18:45]
» Yes.
>> Actually, this was voluntary. This was
[18:50]
voluntary. Oh,
>> y'all have an agreed voluntary
[18:53]
demolition agreement.
>> So, really, you just have to bless that
[18:56]
agreement.
Okay.
[19:01]
» All needs a motion now to bless the
agreement.
[19:05]
» The motion to
>> that's the best case for y'all. We
[19:09]
basically have a property owner is
willing to do it just doesn't have the
[19:11]
means to do it and agrees to us tearing
it down on their behalf.
[19:15]
» I'll make a motion that we approve the
demolition agreement.
[19:19]
A second.
>> Miss
[19:25]
all the woman. Uh,
>> which one?
[19:28]
» McDade.
>> Okay. All in favor?
[19:32]
» I
>> Okay. The motion pass.
[19:37]
It's good. We hadn't done one of those
in a long time. So, relearning the
[19:41]
process, right?
>> Yes. And just just if I could just add
[19:44]
real quickly, sir, we're going to there
will be three more um coming up next
[19:48]
agenda as well that you you'll be
prepared for that one.
[19:52]
» Okay. Thank you, sir.
>> Yes, sir.
[19:55]
» All right. Item number nine, discussion
possible action to approve uh Brookshire
[20:01]
Public Works renovation.
>> The cost estimate. [clears throat]
[20:05]
» Yes. Hello. Good evening again.
>> Something on screen there.
[20:09]
» Yes, we do. So you do have the cost
estimate in front of you, the proposal
[20:12]
for the entire demolition to build the
um offices back there for the employees
[20:19]
in public works, but also to create a
break room. Uh didn't bring the current
[20:24]
breakroom with us, but if you have seen
any of our buildings in open space and
[20:29]
particularly the public works one, the
the break room is just an open space in
[20:34]
the heat. And so we want to try to get
them um in some air condition and also
[20:40]
utilize a space where they can do um
reports and any the technological work
[20:45]
that might need to be done from the
public work side. What we do have is a
[20:49]
design here on the screen. We do have a
project total cost. Um but today we want
[20:56]
to ask for a not to exceed budget if if
that's okay with the council and the
[21:01]
mayor. Um we would uh mayor if you don't
mind I'd like to share with the with the
[21:06]
council the the breakdown of what we
identified sir. And so
[21:12]
you have the amount in front of you. In
addition to that it does um we have
[21:20]
92,000 from this fiscal year
appropriated for this project and then
[21:26]
we also have it appropriated again for
next fiscal year at 154,000.
[21:31]
And so thought process was because the
amount that's there and we don't know
[21:37]
what's behind those walls, we want to
try to see if we can fit a little
[21:41]
contingency in there to ensure that we
don't have to come back to do a change
[21:44]
order. However, we will only be charged
by this contractor for the work that's
[21:49]
being done.
So if we can u make our way to the
[21:54]
screen here. Currently on the left hand
side what we have is uh office space and
[22:00]
we we just have two desks there
currently and where the to the top side
[22:05]
of the of the left side of the page that
is just being utilized for storage at
[22:11]
this time of equipment. So the the
thought was to turn that into a whole
[22:15]
another office uh for the superintendent
and or administrative assistant and then
[22:20]
we'd have enough room um below that for
supervisors to come in and do reports
[22:25]
and any research that might need to be
done. As you uh depart from the bottom
[22:30]
left portion of the building and enter
the first door, that'll be a hallway
[22:35]
going north. That's that open space
there is actually a hallway and that
[22:39]
square above it is where the restrooms
are at currently. So those would be the
[22:43]
restrooms and then another door coming
into the break room there. As you see
[22:48]
wide open space, table, chairs, and the
north portion of that image would be a
[22:53]
stove, sink, and counter space as well
for them for lunch purposes.
[23:01]
If you have any questions, be happy to
entertain them.
[23:04]
» I have a question.
>> Yes, ma'am.
[23:06]
Is this the only company
[23:11]
that we have?
>> So, this is a byboard company.
[23:15]
» I'm I'm very familiar with board.
>> My question is, do we have anyone else
[23:23]
besides this company?
>> So, moving forward, we've been we've
[23:27]
been um directed to identify a new
byboard vendor. Yes, ma'am. For uh
[23:34]
preacher projects. So yes, there are
additional ones. We reached out and
[23:38]
we've have a listing of those particular
uh byboard vendors that we can still
[23:42]
reach out to the the for any quotes
moving forward that that is the process
[23:49]
that will be will be taken outside of
this vendor.
[23:57]
» That was my question. Thank you.
Can we get other proposals or is this
[24:03]
the only one we can get for this?
Usually typically it's three
[24:10]
different companies.
Is there a possible way to get two other
[24:14]
ones?
>> So with the by board, you don't need you
[24:19]
don't you're not required. It's a state
state program, right? Correct.
[24:22]
» You're not required to get a a different
company. You can go with one
[24:26]
» board satisfy our procurement laws
>> by going out and doing the bidding on
[24:30]
our behalf.
>> Okay. Okay.
[24:32]
» Now, you could get a different byboard
jock which would be a different
[24:36]
contractor.
>> Yes, you could do that as well. Yeah. To
[24:40]
answer your question, this is a two-part
yes and no answer. Right. Uh more
[24:45]
importantly that you know and I know we
we did instruct um Miss Batista to do
[24:52]
that moving forward, but because of this
because of the I think the importance of
[25:00]
helping public works improve the morale
and the working conditions over there
[25:04]
that we I thought that it would be a
good idea if we could move forward with
[25:08]
this one. We've reshed the building. We
added a canopy over there to uh cover
[25:14]
the equipment. And so,
you know, we want we hope that uh we
[25:20]
could get this one pushed through to
help the morale, help them get good
[25:23]
working environment over there, you
know.
[25:25]
And I agree with that, ma'am.
>> But going I'm hearing going forward.
[25:32]
» Absolutely.
>> Okay.
[25:33]
» Yes, ma'am.
>> You discussed that, correct?
[25:35]
» Yes, sir.
>> Yes, sir.
[25:36]
» I don't have a problem with
>> Yeah, I can make the motion then.
[25:40]
» Yes, ma'am. You may.
>> I move that we accept
[25:45]
the uh public works renovation cost
estimate as presented.
[25:52]
» I'll second. All in favor?
>> I
[25:56]
» motion pass
[26:03]
up again, huh?
>> Yes, sir. [laughter]
[26:06]
» Think they put them back to back to
back.
[26:09]
discussion and possible action to
approve the installation of security
[26:12]
cameras locks at the BEC
in the EOCC which is the Brookshire
[26:19]
Economic Development Building in the
Emergency Operations Center building the
[26:24]
amphitheater and Hov Park.
>> Perfect. So, there's a lot of um
[26:28]
locations there. We do have some images
just so that just in case anyone like to
[26:33]
know where these cameras are going. The
first one we could look at is the
[26:37]
emergency operations center. All four
corners of the outside of the building
[26:41]
and the inside of where the inventory is
being held.
[26:46]
» We just need to know that they're camp.
>> Sure. So they'll be they'll be all over
[26:51]
the building.
>> Yeah.
[26:53]
» At all locations.
[27:00]
» So
>> and yes, ma'am.
[27:02]
» I just have a question.
>> Yes. questions. Who's going to be
[27:06]
monitoring the
>> have access to the camera systems?
[27:10]
» Yeah. Turn on.
>> So, we have a a third party company
[27:13]
currently that monitors them. Okay.
>> And and um and administration
[27:24]
[laughter]
[27:27]
» four actually.
[27:33]
Are you talking about the current
company that we use here?
[27:36]
» Yes, it all.
>> Yes, sir.
[27:38]
» Yes, sir.
[27:42]
» It's for the the um product and the
infrastructure itself.
[27:48]
» We've already approved
>> equipment installation.
[27:50]
» Yeah.
>> Uh do you have details on what type of
[27:54]
cameras there are?
>> I believe they're in the proposal there.
[28:04]
under hardware, materials, and and labor
>> for each one. There's three um there are
[28:11]
three proposals in here. So, each one
would have its own the hardware that is
[28:15]
going to be in place there.
It looks like for
[28:20]
Gresham Promax 16 POE, that's the camera
itself.
[28:43]
Mayor, you sit in on all this.
[28:49]
» Well, I'm ready to make a motion.
[28:54]
I move that we approve the installation
of security cameras locks at the BEDC
[29:00]
and EOCC buildings, the amphitheater and
Hov Park.
[29:05]
» Second.
>> All in favor?
[29:08]
» I
[29:11]
motion pass.
[29:14]
» Okay. [clears throat]
Item number 11, discussion of possible
[29:19]
action to declare the old benches from
Hov Park as surplus property and
[29:25]
authorize the city to donate the benches
for use at the soccer field at the
[29:30]
hangar
40105th
[29:34]
Street. So we have u new benches going
in at Hov Park. So, we have a set of uh
[29:42]
two set of benches that are still in
pretty good shape that I thought it
[29:47]
would probably be a good idea if we can
donate those to the hanger for the
[29:51]
soccer field. They're they're surplus at
this point.
[29:56]
» Okay.
>> Pictures are there. Before you can just
[30:00]
get rid of public
[30:13]
» discussion on that.
>> Sounds good to me.
[30:16]
» Sound good. We can do if we can do that
then I'm all for it.
[30:22]
» Okay. And I move [laughter]
to declare the old benches from Hov Park
[30:28]
as surplus property and authorize the
city to donate the benches for use at
[30:34]
the soccer field at the hangar.
>> I second.
[30:37]
» All in favor?
>> I.
[30:40]
» Motion passed.
>> Number 12, discussion and possible
[30:44]
action to revise fence ordinance. Mayor
Pro Tim Green.
[30:50]
M to
>> Mayor Council. Um, we had a discussion
[30:53]
last meeting and I kind of rolled my
eyes, I think, at Eric a little bit. So,
[30:57]
we talked about it and I just I think
it's better to have a a procedure in the
[31:02]
ordinance itself if you're going to
grant people relief like you did on
[31:05]
commercial fences. So, I just stole a
provision that you had in your use uh
[31:09]
chapter 50 and put in two new sections
in your commercial fence ordinance. The
[31:15]
first being 10368 which is um variance
request review standards. Basically just
[31:21]
establishing the procedure for applying
for a variance for a commercial fence
[31:25]
variance. And then the next section
standards for variance which establishes
[31:30]
standards for consideration of such
relief. It's really stolen out of zoning
[31:35]
laws. But uh since we're dealing kind of
with use issues and y'all don't have
[31:39]
zonia, it made sense to adopt something
that has a triedand-true uh set of
[31:44]
standards for consideration. That's it.
It's more of a housekeeping matter
[31:52]
» and that's all I want.
>> I have you don't have it, but she does.
[31:55]
» I think I said CG on it.
>> Not 100% necessary. It was just kind of
[32:00]
a follow-up house cleaning matter.
>> Is there any action that need to be
[32:05]
taken? Yeah, I think you just a motion
to approve the revised ordinance would
[32:08]
be
>> a question.
[32:09]
» Absolutely.
>> Um 10 366A
[32:14]
um
[32:19]
um requiring all of our fences or
company commercial property that has
[32:24]
fences right now requiring all of them
to do them within two years. Is that
[32:28]
legal? Can we do that without having to
pay pay them for that? have to complete
[32:32]
the a project an authorized commercial
fence project within two years
[32:36]
» for for pre-existing
>> here I let me pull it up and see exactly
[32:41]
what you're talking about
>> for non-conforming fences
[32:43]
[clears throat]
can we require all of them with to
[32:47]
change their fences to the new
>> no you're talking I mean yeah the cities
[32:53]
can require nonconforming structures
like that but you either have to fully
[32:58]
amateurize it mean it has to expire its
useful life or you have to pay them out,
[33:02]
» right?
>> So, I would I mean I don't think we're
[33:04]
in the business of doing that really
here in this city. It's more if you have
[33:07]
it there and we adopt a rule, we're
going to let you be.
[33:10]
» Okay.
>> Until it falls apart and then it is
[33:12]
grandfathering,
>> right?
[33:13]
» Yeah. Non-conforming is just a fancy
word for grandfather.
[33:15]
» Right. I just wanted [clears throat] to
clarify because this said that um all
[33:20]
non-conforming fences shall be removed
or modified to comply with the provision
[33:23]
of this article within two years of the
effective
[33:27]
article. [cough]
Sorry, mine's not.
[33:48]
» Um,
>> can you go back?
[33:51]
» Well, I I think I mean, yeah, I just
didn't I didn't review the entire
[33:55]
ordinance. something y'all adopted a
couple meetings back. But um
[34:00]
I mean do y'all want to do that?
>> I my opinion though.
[34:04]
» I think you're picking a fight with
that. But um
[34:07]
» right.
>> Can't we remove that part?
[34:09]
» I can. I think if the motion reflects
the adoption of the new variance
[34:13]
sections and removal of that subsection,
that'd be fine.
[34:16]
» Yeah.
>> And then we'll make sure E360 has the
[34:18]
updated version.
[34:23]
» So is that your motion, ma'am? That's a
motion.
[34:28]
» Second.
>> Second.
[34:31]
» Taylor.
>> Second.
[34:33]
» Taylor.
>> All in favor?
[34:35]
» I.
>> Thank you, sir.
[34:42]
» Item number 13, discussion and possible
action to revise recreational vehicle
[34:46]
ordinance. Mayor Pro Tim Green.
>> Mayor, council,
[34:51]
there's been a lot of talk about this
one. Yeah. Now, I asked for for this to
[34:57]
be on the agenda,
and
[35:02]
I know in the past you you were not
allowed to have an RV on your property,
[35:10]
but going over with the with the mayor a
few days ago,
[35:15]
somewhere it was revised.
Um, don't know when it was revised, but
[35:20]
it was revised. My whole intention
[clears throat] was to
[35:27]
stop people from getting cited to
actually make my whole goal. Okay, let
[35:33]
me vent a little bit.
I I have to I'm sorry. I I have to
[35:38]
because we are we are growing and we're
only getting warehouses
[35:44]
and businesses in this community. We're
not getting residential homes. And my
[35:51]
whole goal is to make life better for
our community, the citizens that's
[35:54]
actually here. And if you choose to get
an RV, I don't see why you couldn't have
[35:59]
an RV. That was my whole goal of having
it on here [cough] along with everything
[36:02]
that took place in the past when when
the floods came and you could not, you
[36:07]
know, you could live in your house and
it so much easier for you to actually
[36:11]
get an RV while your house was being
renovated. So that that was my whole
[36:17]
thought on on this ordinance along with
our code enforcer actually going through
[36:25]
and enforcing the codes that we actually
have on record. And I did not want our
[36:32]
community to actually or the people in
our community with RVs to actually get
[36:36]
cited for something that I personally
think they should be able to have on
[36:39]
their property. So that was the goal
behind this right here. Now, we spoke
[36:44]
with the mayor. You can have it. And I
spoke with um our attorney David [cough]
[36:51]
about this.
[36:56]
» I can I did look at this. We talked a
little bit about this. Um I mean, you
[37:01]
have options if y'all want to allow it.
I didn't realize you were thinking about
[37:05]
temporary housing during like a
renovation project, but I mean I I don't
[37:10]
see why that
>> was during a natural uh a disaster.
[37:13]
Okay. So, yeah, I mean, it's not
uncommon for cities to allow people to
[37:17]
kind of bend the rules if there's a
declared emergency or something. So, we
[37:20]
could put exceptions. You know, it right
now the way the code is written, it's
[37:23]
prohibited to even store one on your
lot. It has to be in a designated RV
[37:27]
park.
>> No,
[37:28]
» there's y'all are allowing people to
store
[37:31]
» the code is it's written that you can
have one on it at your property
[37:36]
» on a pad.
>> Oh, you can't live outside or behind
[37:38]
your house. You just can't live in it.
>> Okay. That's
[37:41]
» Yeah. So yeah, you can have one there.
>> Okay. I didn't see that in the article
[37:45]
dealing with RVs, but that's it's
probably somewhere. [cough]
[37:48]
» Just can't live in it.
>> Just can't you can't live in
[37:51]
» Well, I mean that that
>> that was the that was the thing that we
[37:55]
discovered, right? Is that and that was
his point is that the he wanted to say
[38:02]
that you can have an RV on your property
as long as you're not living in it. And
[38:08]
so we didn't think it was in there. We
read the ordinance. It's in there
[38:12]
» on the side of your house or behind your
house, you can have it. And that's what
[38:16]
» the the only other issue is do you want
to allow some sort of by right temporary
[38:21]
ability to stay in one of these things?
>> I think that's in there as well. Uh you
[38:24]
can live in there for 14 days for a
12-month period. And I think that was
[38:28]
probably put in there in case of a
disaster or something.
[38:31]
» Yeah.
>> Yeah.
[38:32]
» Well, really that applies more to the
standard dealing with RV parks and the
[38:36]
fact that we don't want people
permanently living in one of those.
[38:38]
That's the for the the old 14-day rule
when it comes to RVs and not living in
[38:42]
it for more than
>> I let me take a look at it.
[38:45]
» Yeah.
>> A little harder because I was really
[38:47]
looking at it from a little different
perspective. But um I mean if you want
[38:50]
to as a council we can just make sure
and sure that is 14 days enough is and
[38:55]
then
I think that's a reasonable
[38:58]
» last section of the ordinance. Yeah.
>> Last section of the ordinance. Yeah.
[39:03]
» Okay.
Then I guess there's
[39:06]
» let's table it.
>> Okay. Yeah, I don't even know if you
[39:09]
need to table it. If we if we verify
that those two things are permitted,
[39:12]
then are you okay with that?
>> We'll I'll double check and I'm sure
[39:16]
that's the case. And if that's fine,
then
[39:18]
» Okay,
>> I think that'll do it. Okay.
[39:19]
» All right. Thank you.
[39:24]
» Item number 14, discussion of possible
action to authorize a contractor to
[39:28]
install a new AC system at Hov's Park
Clubhouse.
[39:35]
» [clears throat]
>> So, this is a uh part of our ongoing
[39:38]
effort to improve the park. Uh the
clubhouse has been renovated already
[39:43]
inside looks really nice. Uh need the AC
system upgraded.
[39:49]
Now, one of the last two things that
need to be done over there, the AC, one
[39:54]
of them is AC and the other one's the
elevator, which is done coming already.
[39:59]
But uh the quote there is $11,539
$539.
[40:06]
They're going to have to remove the AC
unit from the roof and move it to the
[40:10]
ground and then put whole new system in.
Upgrade the system. It was below
[40:16]
capacity in the first place. So they're
going to upgrade it to the right
[40:20]
capacity as well.
[40:25]
And this 1,200
>> this $1,243
[40:31]
would like to authorize as well. That is
for a a uh security cage, theft
[40:36]
prevention cage around the uh around the
AC unit. Sorry, I didn't mention that.
[40:43]
» Okay. [clears throat]
[40:48]
» And that's it.
[40:52]
I move to authorize a contractor to
install a [clears throat] new AC system
[40:57]
at Hov Park Club.
>> And this is the contractor as presented
[41:02]
in the
>> Yes, ma'am.
[41:08]
» True Fix
>> AC and heating.
[41:11]
» Correct.
[cough]
[41:14]
» I'll second.
>> All in favor?
[41:16]
» I motion pass.
Item number 15, discussion possible
[41:21]
action to authorize a contractor to
replace the flower bed at city hall,
[41:26]
prroom trees on Highway 90, and add
flowers to all of the trees on Highway
[41:32]
90.
So, I think this was a request from
[41:36]
council
>> since we got the sprinklers working on
[41:39]
Highway 90 now.
>> Yes.
[41:41]
» Is to add flowers out there.
>> Yes.
[41:43]
» We noticed that the trees hadn't been
pruned in two or three years. So, they
[41:47]
need that. will also allow for sun, the
right sun to hit the flowers. And this
[41:53]
little um flower bed area where the
fountain is over here, that will be
[41:58]
redone as well at city hall.
>> Okay.
[42:01]
» Yeah.
>> And I see we already have the
[42:05]
contractor.
>> Yes, ma'am.
[42:07]
» All right, then. [clears throat]
Well, I'll make a motion.
[42:11]
» You're on a roll now. Keep going.
[laughter]
[42:15]
Okay.
[clears throat] I move we authorize the
[42:19]
contractor listed to replace the flower
bed which is Lasker and Sun Lawn.
[42:27]
The flower bed at city hall prone trees
on Highway 90 and add flowers to all
[42:32]
trees on Highway 90.
>> Motion.
[42:36]
» That's my motion. That's what I That's
my
[42:38]
» I'll second it. [laughter]
>> Okay. All in favor? I
[42:42]
» motion passed.
Last item discussion possible action to
[42:47]
approve holiday break calendar for
fiscal year 2026 2027.
[42:57]
» We have here
[43:10]
the same as last year.
>> Yes, same thing. The [clears throat]
[43:13]
calendar is the same from last year. Um,
we didn't change anything. The only
[43:17]
thing that we did do different last
year, the day before Thanksgiving. We
[43:22]
released at 12, but I didn't put that on
there.
[43:25]
» No, cuz we can just do that
>> because you can just automatically do
[43:28]
that as Miss V said. Y'all can give us
permission. But everything else is to be
[43:32]
posted and make sure that the public
know. Yes, ma'am. I move to approve the
[43:38]
holiday break calendar for fiscal year
2026 through 2027.
[43:45]
Second.
>> All in favor?
[43:48]
» Motion pass.
All right. The city council will meet in
[43:53]

» We're back.
Uh and the time is 8:45 p.m. Discussion
[1:43:49]
and consider action resulting from
executive session. There's no action. Do
[1:43:54]
we have any community announcements?
Miss Dun,
[1:43:57]
» don't be long. [laughter]
>> I love you, but don't be long.
[1:44:10]
» Turn it on.
[1:44:14]
» Turn it on.
>> She needs a new mic.
[1:44:15]
» No, she needs to turn it off.

Good evening, mayor and city councilman.
