[2:25] is Alex Gonzalez. I just moved here from I say just moved down here from Dallas

[2:29] about seven years ago. Uh, and never never in any of that time have ever had

[2:34] any issues of fear or crime or never felt unsafe. Uh, but like many

[2:39] Americans, I've only recently learned about flock and mass surveillance AOPR

[2:42] that's taken over uh many cities and counties uh and all the laundry list of

[2:47] abuse and issues that it has created. Uh, these are violation of our Fourth

[2:51] Amendment and civil liberties. And uh, it should be as simple as that across

[2:55] the board that they should never even see the light of day, especially when

[2:58] paid for by tax dollars. I spoke earlier today with uh Secretary Miss Glover and

[3:03] she clarified that we do not have a contract with Flock or other AOPR to her

[3:07] knowledge [clears throat] and for that you guys should be praised.

[3:10] Thank you for not moving forward with the contract when approached by Flock in

[3:14] 2024. [clears throat] Thank you for your wisdom and your transparency and looking

[3:18] out for our community. I ask that you make an ordinance to ban any such

[3:21] AIdriven cameras, ALPR, unconsidered mass surveillance technology from our

[3:26] city moving forward, just as you did with the last meeting regarding the data

[3:29] centers, which is badass. These two will ultimately go hand in

[3:33] hand, which is why I think there's such a hard and uh a hard and secretive push

[3:37] for them. Of course, aside from the uh billionaire's greed, the type of

[3:41] surveillance that [clears throat] type of surveillance will require an immense

[3:44] data storage, especially when it's done 24 hours a day. Do you have two minutes

[3:49] » via the cloud? [clears throat]

[3:52] » The leaders of these industries call for a compromise between safety and privacy.

[3:56] There's no such possibility. Please be aware of their competitors coming in

[4:00] behind them, namely Axon. They're most wellknown for their police body cams.

[4:09] due to the, you know, citizen complaint. They've also moved forward with

[4:14] replacing flock with axon cameras. Um, so I just wanted to bring aware

[4:19] bring that awareness to you guys. Um, these companies are evolving rapidly

[4:23] with all kinds of new technology for surveillance, including drones.

[4:28] Um, they're also getting a little bit more devious, uh, and the ways that they

[4:32] camouflage these cameras to make them more discreet so the public don't know

[4:35] about them or see them. Um,

[4:42] uh, where am I at? Uh and just to finish up uh some other companies to look out

[4:47] for uh included Ben Limitu, Flock, Axon, Plate Ranger, Mark 43, Deep Sentinel,

[4:55] Motorola, also known as Vigilant, Motorola bought out Vigilant. Um if we

[5:00] really wish to lower our uh lower crime, we must look within our education

[5:05] systems, our businesses, our people. There are no outward solutions. Thank

[7:21] starting off with weeds, high grass and looking for for those types of uh

[7:26] violations. in as such um she may see a violation from time to time going from

[7:33] uh activity to activity or complaint to complaint. So they may come up but if

[7:37] there are any questions or if you have any issues that you see out there we'd

[7:42] be happy to take a look at them address them and then bring that information

[8:26] working with Stellar Road for the drainage. This is the drainage uh grant

[8:31] that we're talking about right now. As you know, it's Stella Road, First

[8:35] Street, and Fourth Street. And they have finished up with um Stella Road so far

[8:41] and they're moving on to the next road, which will probably be First Street. We

[8:46] do have a upcoming uh meeting called September the 17th and

[8:53] that's with the general land office here at the city. So they'll be in person

[8:58] and then from there FEMA I did reach out to them. We have received the funds from

[9:04] them and that was the grant from the April storm from 2016. So that grant is

[12:17] we provided those to our code enforcement officer who then provided

[12:22] those names to the building official within safe build. And so at this time

[12:26] what you have in front of you is a it's a large packet but it's a complete

[12:31] packet of this process. And so, uh, the first part is, uh, the building's

[12:36] officials write up on the building itself. And as

[12:41] you go through the entire packet, it provides the minimum, uh, checklist

[12:45] standards that meet this uh, for the nuisance. And then as you proceed there,

[12:52] you'll see multiple pictures that were taken, the violation that occurred, um

[12:58] the the certified mail that went out and was received, and then the final letter

[13:04] that went out as well. Uh so we're all we're here today to um allow you to see

[13:10] what the what the condition is, what the report and write up is from

[13:17] from the building official and um to provide that with information to you all

[13:23] to make the best decision tonight.

[13:28] We do I mean we have some pictures but I don't know if we want to bring up on the

[18:14] decision today. So, I would recommend that any order to demolish a structure

[18:18] wait until that 30-day period for for appeal has expired. And if it does, then

[18:23] you really have no exposure to liability.

[20:29] particularly the public works one, the the break room is just an open space in

[20:34] the heat. And so we want to try to get them um in some air condition and also

[20:40] utilize a space where they can do um reports and any the technological work

[20:45] that might need to be done from the public work side. What we do have is a

[20:49] design here on the screen. We do have a project total cost. Um but today we want

[20:56] to ask for a not to exceed budget if if that's okay with the council and the

[21:01] mayor. Um we would uh mayor if you don't mind I'd like to share with the with the

[21:06] council the the breakdown of what we identified sir. And so

[21:12] you have the amount in front of you. In addition to that it does um we have

[21:20] 92,000 from this fiscal year appropriated for this project and then

[21:26] we also have it appropriated again for next fiscal year at 154,000.

[21:31] And so thought process was because the amount that's there and we don't know

[21:37] what's behind those walls, we want to try to see if we can fit a little

[21:41] contingency in there to ensure that we don't have to come back to do a change

[21:44] order. However, we will only be charged by this contractor for the work that's

[21:49] being done. So if we can u make our way to the

[21:54] screen here. Currently on the left hand side what we have is uh office space and

[22:00] we we just have two desks there currently and where the to the top side

[22:05] of the of the left side of the page that is just being utilized for storage at

[22:11] this time of equipment. So the the thought was to turn that into a whole

[22:15] another office uh for the superintendent and or administrative assistant and then

[22:20] we'd have enough room um below that for supervisors to come in and do reports

[22:25] and any research that might need to be done. As you uh depart from the bottom

[22:30] left portion of the building and enter the first door, that'll be a hallway

[22:35] going north. That's that open space there is actually a hallway and that

[22:39] square above it is where the restrooms are at currently. So those would be the

[22:43] restrooms and then another door coming into the break room there. As you see

[22:48] wide open space, table, chairs, and the north portion of that image would be a

[22:53] stove, sink, and counter space as well for them for lunch purposes.

[31:21] establishing the procedure for applying for a variance for a commercial fence

[31:25] variance. And then the next section standards for variance which establishes

[31:30] standards for consideration of such relief. It's really stolen out of zoning

[31:35] laws. But uh since we're dealing kind of with use issues and y'all don't have

[31:39] zonia, it made sense to adopt something that has a triedand-true uh set of

[31:44] standards for consideration. That's it. It's more of a housekeeping matter

[35:02] I know in the past you you were not allowed to have an RV on your property,

[35:10] but going over with the with the mayor a few days ago,

[35:15] somewhere it was revised. Um, don't know when it was revised, but

[35:20] it was revised. My whole intention [clears throat] was to

[35:27] stop people from getting cited to actually make my whole goal. Okay, let

[35:33] me vent a little bit. I I have to I'm sorry. I I have to

[35:38] because we are we are growing and we're only getting warehouses

[35:44] and businesses in this community. We're not getting residential homes. And my

[35:51] whole goal is to make life better for our community, the citizens that's

[35:54] actually here. And if you choose to get an RV, I don't see why you couldn't have

[35:59] an RV. That was my whole goal of having it on here [cough] along with everything

[36:02] that took place in the past when when the floods came and you could not, you

[36:07] know, you could live in your house and it so much easier for you to actually

[36:11] get an RV while your house was being renovated. So that that was my whole

[36:17] thought on on this ordinance along with our code enforcer actually going through

[36:25] and enforcing the codes that we actually have on record. And I did not want our

[36:32] community to actually or the people in our community with RVs to actually get

[36:36] cited for something that I personally think they should be able to have on

[36:39] their property. So that was the goal behind this right here. Now, we spoke

[36:44] with the mayor. You can have it. And I spoke with um our attorney David [cough]

[36:51] about this.

[36:56] » I can I did look at this. We talked a little bit about this. Um I mean, you

[37:01] have options if y'all want to allow it. I didn't realize you were thinking about

[37:05] temporary housing during like a renovation project, but I mean I I don't

[37:10] see why that >> was during a natural uh a disaster.

[37:17] kind of bend the rules if there's a declared emergency or something. So, we

[40:06] They're going to have to remove the AC unit from the roof and move it to the

[40:10] ground and then put whole new system in. Upgrade the system. It was below

[40:16] capacity in the first place. So they're going to upgrade it to the right

[40:20] capacity as well.
