just what they need to be in this
[0:25]
county. Thank you for your son Jesus who
died on the cross so that we can spend
[0:29]

[0:43]
to the standy
[0:50]
andice for
[0:54]
Texas.
[1:07]
» Okay, it's time we open this up to
citizen comments. We have anybody
[1:13]
wishing to make comment?
[1:17]
All right.
reports from county departments. I don't
[1:22]
think we have any. None. All right.
Regular resolution. Uh this is national
[1:28]
preparedness month. And uh I will lead.
We have quite a few representatives here
[1:36]
today because of this resolution. Is
that would y'all mind standing for us?
[1:43]
» Thank y'all for coming. Appreciate it.
This is uh National Preparedness Month
[1:50]
Resolution. Whereas National
Preparedness Month is observed annually
[1:54]
throughout the month of September to
promote emergency preparedness and
[1:58]
encourage individuals, families,
businesses, and communities to be ready
[2:01]
for disasters and emergencies. And
whereas Brown County recognizes that
[2:06]
natural disasters, public emergencies,
severe weather events, technological
[2:10]
incidents, and other hazards can occur
with little warning and may
[2:14]
significantly impact the safety, health,
and property of our residents. And
[2:19]
whereas preparedness begins with
individual responsibility and community
[2:22]
engagement through planning, training,
maintaining emergency supplies, and
[2:27]
staying informed about potential risks
and protective actions. And whereas the
[2:32]
Brown County Office of Emergency
Management, first responders, public
[2:36]
service safety agencies, healthc care
partners, volunteer organizations,
[2:40]
schools, businesses, faith-based
organizations, and community
[2:44]
stakeholders work year round to
strengthen community resilience and
[2:47]
emergency readiness. And whereas
National Preparedness Month provides an
[2:51]
opportunity to educate the public on the
importance of developing emergency
[2:55]
plans, building emergency kits, signing
up for local emergency alerts, and
[3:01]
participating in preparedness activities
that help reduce the impact of
[3:04]
disasters. And whereas the
commissioner's court of Brown County
[3:08]
encourages all residents to take
proactive measures to prepare
[3:11]
themselves, their families, pets, and
businesses for emergencies and to
[3:16]
support efforts that enhance community
preparedness and resilience. Now
[3:20]
therefore, be it resolved that the
Commissioner's Court of Brown County,
[3:23]
Texas, hereby proclaims the month of
September 2026 as National Preparedness
[3:29]
Month in Brown County and urges all
residents, businesses, and organizations
[3:34]
to participate in preparedness
activities and take steps to become more
[3:38]
resilient in the face of emergencies and
disasters. be a third war resolve that
[3:43]
the commissioner's court expresses its
appreciation to the first responders,
[3:47]
public safety personnel, health care
providers, volunteers, emergency
[3:51]
management professionals, and community
partners whose dedication contributes to
[3:55]
the preparedness, safety, and resilience
of our county.
[4:00]
There's the resolution in front of us.
I'd ask that we have a motion to adopt
[4:04]
the resolution.
Motion approved.
[4:08]
Uh we have a motion from Commissioner
Kelton. We have a second.
[4:14]
» Commissioner Chastain second. Any
discussion? All in favor, raise your
[4:18]
right hand.
Passes unanimously. Thank you. We
[4:22]
appreciate all that you all do out there
to keep us aware and keep us safe.
[4:31]
[clears throat] All right. The next item
on the agenda,
[4:35]
uh, and we have employee changes. I
don't think we have any to report today.
[4:39]
The burn ban, see no need to change
that, but anybody think any differently.
[4:44]
So, there's no action on the burn ban.
It will remain in place. And now we're
[4:48]
going to get to our normal business that
can be discussed and considered for
[4:51]
approval. And like I seem like I do all
the time, I'm going to change the order
[4:54]
up a little bit. I'm going to let y'all
know that we're not actually going to
[4:58]
take the action on the adoption of the
budget. Uh we have actually set another
[5:03]
hearing
for September the 23rd. So we'll have a
[5:07]
hearing on that date. It's already uh
has it been it'll be posted in the paper
[5:14]
on Saturday. Is that right? Yeah. And
then we'll actually at that time intend
[5:19]
to adopt that here uh budget after that
hearing. Um so if you're here for that,
[5:24]
I'm sorry. We're not going to talk about
that today. We're not going to do that
[5:27]
today. Next thing, the first item on the
agenda
[5:33]
under this portion is a consideration
and possible approval of an interlocal
[5:36]
cooperation contract with San Angelo
State University. We're going to move
[5:40]
that to the end because we're probably
going to have an executive session on
[5:44]
that a close session. So, we'll hold
that till the end. So, the uh first
[5:50]
thing that we're going to get to then
uh Commissioner Chastain, which one do I
[5:55]
need to do first? D. The first item then
is going to be consideration and
[5:59]
possible approval to purchase a 2021
Freight Liner truck tractor as prevented
[6:04]
presented by Commissioner Chastain 37.
So we have a vehicle that we're going to
[6:11]
discuss here BNC in a minute. Uh took
[clears throat] it in to get worked on
[6:16]
and the repairs are going to be 20
$25,000
[6:20]
to 2012
2012 International. I just checked on
[6:25]
some new. So, we're going to I'm want to
purchase a 2021
[6:31]
Freight Liner for a cost of $47,000.
All right. So, we have a motion from
[6:38]
Commissioner Chastain
as he just laid out to purchase a 2021
[6:42]
Freight Liner truck tractor. Do we have
a second? We have a second. We have
[6:47]
second from Commissioner Reed. Any
discussion? All in favor? Raise your
[6:51]
right hand. Passes unanimous. without a
precinct one fund.
[6:55]
» No doubt.
>> All right. So, the next item on the
[7:00]
agenda that we're going to consider is
item B and it's consideration and
[7:02]
possible approval to declare as surplus
a 2012 international truck tractor.
[7:08]
» So, that the 2012 International is one
that needs repair. I want to declare
[7:13]
surplus.
>> Okay.
[7:17]
Motion.
>> We have a motion from Commissioner Jane,
[7:19]
a second from Commissioner Treywick. Any
discussion on that?
[7:24]
Okay. All in favor, raise your right
hand. All right. That passes
[7:27]
unanimously.
All right. Now, we're going to see. Is
[7:31]
that correct? All right. Consideration
and possible approval to the list to
[7:34]
list the declared surplus of 2012
International Truck Tractor, which we
[7:38]
just did on govdeealss.com. That's
presented by Commissioner Chass.
[7:43]
» Yeah, we're just going to list it on gov
deals and sell it.
[7:48]
Hopefully get about 10,000. I don't see.
>> Okay. We have a second on that motion.
[7:54]
We have a second from Commissioner
Kelton. Any discussion on that? Okay.
[7:59]
All in favor, raise your right hand.
None opposed. Passes.
[8:04]
[snorts] All right. We are now on item E
and that is a consideration and possible
[8:08]
approval to install a private line on
County Road 33 by Zephr Water Supply
[8:13]
Corporation. That's presented by
Commissioner David 33.
[8:16]
» Yes. Uh Clei.
So they're coming in. I have we have
[8:22]
sent them back out to it was kind of
dropping some so they went back out as
[8:27]
did that built up like
>> okay so I want to pass through make a
[8:34]
motion to approve that on 334.
>> All right we have a motion from
[8:39]
Commissioner Reed second by Commissioner
Treywick. Any discussion? All in favor
[8:44]
raise your right hand. Passes
unanimously.
[8:47]
We have another private line to be
installed on County Road 367.
[8:51]
» Yes, this one's another cle that they'll
be cutting. Uh they have not done this
[8:55]
one yet, so we'll stand above that. The
guys on those room will watch to be sure
[9:01]
nothing come back out. Make a motion to
approve that county road 37.
[9:08]
» All right, we have a motion for
Commissioner Reed. Is there a second?
[9:12]
Second from Commissioner Kelton. Any
discussion? All in favor ready to write
[9:16]
in that passes.
All right.
[9:22]
Now we are on item G. Consideration
possible approval for the purchase of a
[9:26]
van for Brown County Afterlife Extension
Office. This is slated to be presented
[9:31]
by Commissioner.
[9:36]
He has found a
live
[9:47]
of an extension agent for how long now?
>> For uh a year.
[9:51]
» A year.
>> Yes, sir.
[9:53]
» So, that money should have been that was
in the budget. So, that would help buy
[9:59]
the thing. So, I let him take over.
>> All right. Good to have you.
[10:03]
» Yes, sir. Glad to be here. Uh so uh
found a van I know request in the budget
[10:08]
on uh replacing the van that we had
which is a 2008 has 110,000.
[10:14]
Uh there's some issues going on with it
on a safety standpoint really on the AC
[10:22]
kids around in that van. Um, and so we
did find I went and searched and found
[10:29]
one. Uh, hard to come by on especially
passenger van, everything else that is
[10:34]
basically a cargo van. Uh, but we found
this one in Miniola at a dealership Dow
[10:41]
Autolex uh for 532125
[10:47]
and I can submit that on the uh quarter
estimate.
[10:53]
It has a
>> It is a used. It has 9,000 miles on it.
[10:58]
» 9,000 answer. 9,396
miles on it. Uh, and if we went and
[11:05]
looked at a new van, those things first
to try to get one is hard to come by,
[11:11]
but we're looking at like 65,000
or up for a brand new van. And that's
[11:16]
just a basic line of one. Uh, so
locating this one, this is a 12
[11:20]
passenger van. uh very similar to the
one that we have now. Um with there's
[11:27]
other than it being newer, it's pretty
much the same just newer and better
[11:34]
conditions.
>> What year is it?
[11:36]
» It's a 2025.
>> So they probably still
[11:41]
» I believe so. That would have to talk
with them uh to discuss that warrant to
[11:46]
see. Uh we just requested a quote from
them and they sent over.
[11:52]
» So we want to pay this out of out of the
salary.
[11:57]
» We do have leftover monies from our
budget that did not go to an agent
[12:03]
position uh due to not having an a
natural resource agent uh for the
[12:10]
basically
last budget year. Uh and so with that
[12:15]
money that was left over, that's what
we're looking at going towards it, this
[12:19]
van we can put on on gov deal or trade
in depending on what you know
[12:26]
recommendations on where we can get
more.
[12:29]
» So I will say I visited with the
assistant county auditor on this and
[12:33]
there are funds available to to do this
in this year.
[12:37]
» Oh yes.
>> Yeah. So that make that clear. This is
[12:40]
we're not budgeting this for next year.
So far
[12:45]
» yes that office
>> uh I'm not I can't tell you the exact
[12:49]
sources but there's plenty
>> some of that office
[13:00]
» we have
also that we have we have room in that
[13:06]
auditor that we budgeted for an auditor
[snorts]
[13:10]
independent audit not spent that money.
That money is there, too.
[13:16]
» Now, the last van we got, was that was
that not donated to
[13:20]
» uh we still had to pay for it. Um and I
believe, if I'm not mistaken, I think it
[13:25]
was 12,000,
[clears throat]
[13:28]
» but it was
[13:37]
a
motion. from Commissioner Chastain, a
[13:43]
second from Commissioner Trey W. Any
other discussion on it?
[13:47]
All in favor, raise your right hand.
[13:52]
» All right, appreciate it. Thank you for
coming.
[13:55]
» Yes, sir. [laughter] Very happy.
>> Yes, sir. Appreciate y'all.
[14:06]
» So,
I also
[14:15]
» Yes.
[14:21]
to do that adoption down.
[14:27]
» Yeah. So, so what so what I've mentioned
is today that we'll take no action on
[14:32]
the budget. We are looking to set a new
a new hearing and meet and a meeting to
[14:38]
adopt that on September the 23rd. That
would be at 9:00 a.m. And I would ask
[14:44]
for a motion to approve that new date to
to try to finish the budget.
[14:49]
» Yes, I'm sorry it would put that under
item H.
[14:54]
» It's for HNI. It's for the budget and
the tax. I'm sorry. Thank goodness.
[14:59]
» I just had one question. So
it's one of these things to be done by
[15:05]
regular
>> by scheduling it. It's considered a
[15:10]
regular meeting. What it can be done is
in an emergency meeting where we're
[15:13]
doing the very
[15:18]
» there's a lot there's a lot of attorney
general.
[15:22]
» So we're good. We're good. Sorry.
>> It's [laughter]
[15:29]
I need to be checked.
>> Yes, ma'am. That one's scheduled
[15:34]
regular. We're good to go.
[15:39]
I'll tell you what. I'll make a motion
to uh to to move those the hearings on
[15:44]
both the budget and the tax rate and
meeting to hopefully adopt those
[15:50]
September 23rd at 9:00 a.m.
>> second from Commissioner Reid. Any more
[15:56]
discussion?
>> Did you make the motion?
[15:59]
» Yes, ma'am. So, it's a Wednesday.
Now, why that date? I will say this
[16:04]
before we go. That date leaves us a
little room that we have a hiccup. We
[16:08]
have time to schedule another meeting
and get it done before the 30th, which
[16:11]
is when we got to have it done. 23rd.
>> Yes, sir.
[16:16]
» All right. So, we got a motion in a
second. Any other discussion?
[16:21]
All in raise your right hand. All right.
That passes.
[16:26]
All right. That said, now we're going to
talk about item A, which is
[16:29]
consideration and possible approval to
interlocal cooperation contract between
[16:33]
Angelo State University and Brown County
related to the use of Angelo State
[16:38]
Regional Security Operations Center
presented by Goldmith. I don't think we
[16:44]
have anybody here from Goldmith. Um,
so I can talk about it in general. It
[16:52]
probably wouldn't hurt for us to go into
executive session. This is uh it's
[16:57]
essentially cyber security is what this
is about. And uh it is a program that's
[17:04]
actually paid for by the state of Texas.
So the cost to us is zero. Um and if you
[17:13]
were to do this as a private company,
this would be hundreds of thousands of
[17:19]
dollars. So this is worth a lot. So with
that said, I think we do need to go into
[17:24]
executive session a little bit to talk
about it more specifically.
[17:27]
So the time is
149 and
[17:38]
149. Uh pursuant to provisions of the
open meetings act, Brown County
[17:42]
Commissioners Court will recess from
open session and convened convenient
[17:46]
executive session. This executive
session is being held to discuss matters
[17:51]
under section uh
551
[17:57]
um 076 of the
Texas government code uh to discuss
[18:03]
security devices or security updates.
Any action resulting from these
[18:09]
discussions will be considered in open
session following action.
[18:14]
Here's a
