[4:56] also known as the ENRED grant. [clears throat] The purpose of the ENRED

[5:01] grant is to enhance economic development and leverage regional resources in this

[5:05] capacity. Projects that are eligible for this grant include investment in local

[5:10] businesses, feasibility studies, tourism initiative, private investment

[5:15] attraction, and town promotion. administration would like council's

[5:18] support in using this grant to possibly revitalize our downtown district. The

[5:23] grant would not fund the actual remodeling of our downtown. Rather, it

[5:28] would fund the strategic work to develop a framework of standards and incentives

[5:32] in motivating businesses to align. The goal is to create a vibrant exciting

[5:36] business core to attract investors and new business. The grant was open for

[5:41] submission as of October, sorry, August 24th, 2026 and closed November 19th,

[5:46] 2026. Applications are reviewed in December and January with decisions for

[5:51] funding occurring in February and March of 2027. The NRED grant is a matching

[5:56] grant, meaning we would need to have 50% of the project funding and the grant

[6:01] would match it. Administration is seeking council approval to explore

[6:04] options and quotes for initiatives that would align with the ENRED program

[6:09] funding and the opportunities to revitalize our downtown. Administration

[6:13] will bring the findings back to council for consideration and possibly to

[6:17] include into the 2027 budget discussion.

[6:26] » has the town ever applied for this grant or is a brand new grant? Um, councelor

[6:30] Diaz through Mr. Mayor, we did apply for the grant. I believe it was in 2025 and

[6:36] that funded the alchemy study that the town undertook for economic development.

[7:25] The Alberta Community Partnership, also known as the ACP Grant, is a grant to

[7:31] support regional collaboration and capacity building initiatives. The towns

[7:35] of Lamont and Bruterheim administrative administrative staff discussed

[7:40] collaboratively applying for the ACP grant to create a water leak detection

[7:45] program to identify and address water losses within the municipal water

[7:49] distribution system before they result in significant infrastructure damage,

[7:54] financial costs or unnecessary environmental impact. The town of

[7:58] Bruterheim would be the managing partner responsible for applying for the grant

[8:02] funding and completing the financial reporting for this project. The maximum

[8:06] amount for the ACP grant, [clears throat] pardon me, is $150,000

[8:11] with municipalities responsible for 10% of the actual cost of the project. This

[8:16] would be a maximum of $15,000 for municipalities with our portion of

[8:21] financial commitment not to exceed 7,500 and the other half funded by the town of

[8:26] Lamont. Our portion would be funded through the utilities infrastructure

[8:30] life cycle maintenance reserve. [clears throat] In consultation with our

[8:33] public works staff, we believe we will be well below the maximum threshold

[8:40] [clears throat] concerns. Uh the

[8:44] o sir what's your uh what's your concern

[8:49] on this? >> So it's not a concern. It's uh it's

[8:52] really prudent for municipalities to do a due diligence practice on leak

[8:56] detection throughout their uh their infrastructure typically every 10 years

[9:02] and it just so happens that this is year 10 for me. So it it should happen. It's

[9:07] a good practice to ensure that anything that is leaking that is not detectable

[9:11] by flow meters at least we're picking it up with ultrasonic and we can catch it

[9:15] before it becomes a big problem. So >> So it' be a good thing.

[9:19] » Yeah. Um I'll give you an example. It is public knowledge. Uh when I was in

[9:23] Bonacord, uh approximately $72,000 was being disposed of, just thrown away, um

[9:31] from leaks that we caught in the first year that I was there. So So that's

[9:35] money that just went out the door. >> So So it's I'm not suggesting that's

[9:39] what we have. We have a very very tight system here from what I can see from

[9:44] what we purchase and what we distribute to the town residents. Um, but again

[9:49] with that being said, the smallest ones can turn into bigger ones.

[9:56] » So, I would almost in my opinion be silly not to do this. So, I think

[10:17] » right? So we what they do is they tie on to either a hydrant or mainline valve

[10:22] and they do cross connection sonic or sonar if you will and they look for

[10:26] sound. So it's it's a very very sophisticated uh system compared to 10

[10:31] years ago. It's really come a long way. So these guys are out in industrial they

[10:35] got shell cow they can leak test anything from water to hydrocarbon. So

[10:45] » I think it's great. in my uh experience like yourself uh uh fire hydrants at

[10:51] Shell when I was there we're talking 10 closer to 15 years ago was a million

[10:55] dollars repair just without even looking at it and then I'm sure our costs would

[11:31] committee of the whole. Administration is seeking direction regarding the

[11:35] implementation of a council committee of the whole. The primary purpose for a

[11:40] committee of the whole is a way to informally deliberate and discuss items

[11:44] of interest and make recommendations to bring forward for council decisions. The

[11:49] advantage is that the deliberations are held separately, thus making more

[11:52] efficient use of the subsequent council meeting time. administration requests

[11:57] direction on whether council would like to proceed with establishing a committee

[12:00] of the whole and if so how it should be scheduled. The MGA does not provide

[12:04] legislation on committee of the whole per se. It is up to council discretion

[12:08] how these meetings proceed and are created as a committee of council. Um

[12:13] some options to consider the committee of the whole could be held as part of

[12:18] the regular council meeting. They can be held as a separate meeting on a

[12:21] different day. And if you are having a separate meeting on a different day, you

[12:26] could choose to live stream or not to live stream. Um, some of the surrounding

[12:31] municipalities that that do have committee of the whole, county includes

[12:35] a committee of the whole within their normally scheduled council meeting. The

[12:40] village of Riley include a committee of the whole as a separate meeting and they

[12:44] don't live stream those, but they do live stream the regular meetings. um the

[12:49] village of Andrew do not live stream their meetings, but they do have one

[12:53] meeting a month, regular council, and then one one committee of the whole

[12:57] meeting. So, it would be up to council how you would like to do that. Um what's

[13:01] prompting bringing committee of the whole forward

[13:04] at this point in time is we have a lot of bylaws and policies to review and dis

[13:10] discuss and get council direction on and having a separate meeting to freely

[13:15] discuss different ideas and different things you'd like to implement to ask

[13:20] some questions maybe create some some different procedures that could all flow

[13:25] very nicely in a committee of the whole and at the end of it you would agree on

[13:29] recommendations ations and at your next council meeting when the that particular

[13:34] section comes up we have the recommendation from committee of the

[13:37] whole and then you could vote. >> What uh question is there a time line on

[13:42] this to be formed? >> Not at all. It is completely

[13:46] » why I'm bringing that up is because we have one absent and one coming. So it

[13:50] might you know like we would be speaking on their behalf to uh send them to

[13:55] another meeting which they might have issues about. So, deputy mayor,

[14:36] basically coming together to to discuss items on an agenda as as you would a

[14:42] regular council meeting with the largest difference being that you don't make

[14:45] actual decisions. You're you're making recommendations to bring back to council

[14:49] for a decision. >> Is there a cost to the town? the cost of

[14:52] the town would be the same as a regular council meeting. So, because they're an

[14:56] in town meeting, according to our our council remuneration bylaw, the charge

[15:01] would be for council the exact same as it would be for a regular council

[16:06] under the stars stemming from a resolution at our August 19th council

[16:10] meeting. Administration has explored the feasibility and cost associated with

[16:14] hosting a familyfriendly outdoor movie event for the community. The proposed

[16:19] event would be a double screening of Toy Story 5 and Indiana Jones: Raiders of

[16:24] the Lost Arc. Upon council approval, the event will take place at the Egggrounds

[16:29] on Saturday, September 12th, 2026, and operate in a drive-in movie format where

[16:34] a large screen will project the film while attendees can dial in the audio

[16:38] while seated comfortably inside their vehicles. A community resident has

[16:42] donated the use of the required equipment. Council and administration

[16:46] will volunteer to assist with operating and overseeing the event. The screening

[16:50] would begin at approximately 900 p.m. dusk and conclude between 12 and 1:00

[16:54] a.m. Based on the combined runtime of the two film, the total licensing cost

[16:59] for the two movies is $871.50. Administration is proposing a budget for

[17:04] the movie under the stars event not to exceed $1,100, which can be used from

[17:09] our miscellaneous events budget and would leave a balance of $728.28.

[17:13] 28. Benefits to the community include encouraging community participation and

[17:19] engagement, offering affordable family entertainment within the community,

[17:23] utilize community facilities and volunteer support, and create a unique

[17:27] outdoor recreation experience for residents of all ages.

[19:30] closed off area provide the lowcost amenity for local dog owners. The dog

[19:34] park would operate for a 4-week period from September 7th to October 7th, 2026.

[19:39] At the trial, public works will ensure garbage bin is placed on site for

[19:43] convenient dog waste bag disposal and costing for this program would include

[19:49] the temporary signage which is $42.50 plus GST, a waterproof outdoor dog bag

[19:56] dispenser, which is $48. Funds would be allocated from the miscellaneous events

[21:34] approval to fund a revised rental agreement from ASAP Traffic Inc. with an

[21:39] increased cost of $216 plus GST to account for the additions. The sign will

[21:44] be in place from September 1st to 30th with setup, delivery, calibration, and

[21:48] data delivery done by the company. The updated total submitted for council's

[21:52] approval is $1266 plus GST representing a $216 plus GST variant above the

[25:23] back of the newsletter every month will provide a current listing of local

[25:26] businesses, giving residents an easy way to see what services are available in

[25:30] town. The directory includes all new businesses and existing businesses

[25:34] holding a valid local business license, showcasing what's available in our

[25:39] community. The next section is for new construction. Development commenced at

[25:45] three sites for newly constructed homes. one in Burkside subdivision and two in

[25:50] Westwoodlands. Basements are in the process of completion and before long

[25:54] construction on the upper levels will commence. Administration continues to

[25:58] meet with investors regarding opportunities for development in

[26:01] Brutderheim and to facilitate connections between those interested in

[26:04] development and those having land for possible development. Our final section

[26:09] is around grant administration is working closely with Bob Baspelco,

[26:14] Northeast Alberta information hub and Lisa Ford, regional economic development

[26:18] specialist for jobs, economy, trade and immigration Alberta to gather

[26:22] information on possible grants to facilitate program and enhance business

[26:25] development in Bruterheim. >> Uh my

[27:29] park plans included trees as part of the landscaping. Trees currently growing in

[27:33] the community park were grant funded through Fortis Alberta naturalization

[27:37] grant and the green my city foundation grant. In the spring of 2026

[27:42] administration applied for the fortis Alberta community naturalization tree

[27:45] planting grant and received $2,500. In August we applied for the green my

[27:51] city foundation grant and we received confirmation that we were awarded the

[27:55] grant. These two grants totaling $5,000 allow us to purchase and plant trees in

[28:00] the campground and community park spaces. Administration is working

[28:04] closely with Green My City Foundation to maximize the grant. They will provide us

[28:09] with contacts for local tree nurseries that are affiliated with their

[28:12] organization. Through this partnership, we receive guidance and landscaping

[28:16] support from those who have expertise in selecting and planting trees native to

[28:20] our area and receive a discount on the trees purchased for our rooted in hope

[28:24] tree planting project. We received the funding from Fort Alberta and will

[28:29] receive the funding from Green City Foundation when the project is completed

[28:33] and final reporting is submitted. The date for our community tree planting and

[28:37] celebration will be set sometime after September 3rd, 2026, meeting with the

[28:42] Green My City Foundation Board Executive Director.

[29:25] collect on behalf of the province means we have to collect in total 2,85,93216.

[29:34] As an update to our tax collection status, we have currently collected 78%

[29:39] of our tax levy. This amount includes what we have collected from those on our

[29:43] TIP tax [clears throat] installment payment plan monthly payment program.

[29:48] From our tips program, we collect $45,6.93

[29:53] per month. We have $460,766.58

[30:00] remaining to collect in taxes for 2026. >> So, we're almost at 80% which is not a
