[17:06] » Um Commissioners, uh this item is the proposed 10-year lease and Chapter 380
[17:11] Economic Development Agreement with the Red River Riding Association.
[17:16] Um under the agreement, the city is leasing um, the rodeo grounds with the
[17:21] additional 5 acres as discussed. And um, it is also laid out in exhibit A of the
[17:28] agreement. Um, and the annual lease payment is uh,
[17:32] $1 a year. In exchange, the association has several economic development
[17:37] obligations. They're required to host a minimum of six public events each year,
[17:42] including the annual rodeo and other community events that promote

[17:51] responsible for operating and maintaining the facility at their
[17:55] expense, maintaining the required insurance coverage, and complying with
[17:59] all applicable laws and regulations. They're also responsible for capital
[18:04] improvements and maintenance, with any permanent improvements being city
[18:08] property, and also um, approved by the city um, before construction.
[18:15] Overall, this agreement provides a much greater accountability than the city has
[18:20] today, while supporting an organization that brings visitors, supports local
[18:25] businesses, and provides recreational opportunities for our community. And
[18:30] staff recommends approval.
[18:42] » I'm looking to I'm sorry, but as I'm looking at So, does this Do we We ended
[18:46] up giving them the extra acreage, correct?
[18:49] » Yes. There was additional 5 acres. >> drawing here in the red line?
[18:54] » Yes. >> That's the way that's We're going to
[18:55] accommodate that. >> Yes, sir.
[18:58] And we will have a survey done. Uh, we just couldn't have the survey completed
[19:03] prior to this meeting time. >> And they will be responsible for fencing
[19:08] it to separate it. >> separation
[19:10] » Yeah.
[19:16] » Do you need a motion to pass this to approve this?
[19:18] » Yes, sir. >> Um
[19:20] Uh I move that we >> I'm not before you do that.
[19:23] » Go ahead. >> Uh you guys everybody is you know you
[19:26] all are happy. >> Yes.
[19:27] » Okay. And it's not going to you're not going
[19:30] to scratch anything. Okay, now.
[19:32] » Pretty much. >> Okay.
[19:35] » I move that we accept uh the new contract with the Red River
[19:39] Riding Association. >> Second.
[19:43] » Further discussion.
[19:46] » None. Uh all those in favor say aye.
[19:49] » Aye. >> Motion passes unanimously.
[19:53] » And thank y'all for everything you do for our community.
[19:55] » And everybody that worked hard on this patience patience wins, I've heard.
[19:59] » Lindsay, will that be signed today? >> While they're here?
[20:04] » Um I think uh I think we can do that without the mayor here. Uh
[20:10] » Um hm.
[20:13] » Okay. >> You can sign that this week.
[20:27] » Um so then it may we've moved on to item eight discuss and take action necessary
[20:32] to appoint applicants or nominees to the Bourbonnais Development Corporation
[20:37] board.
[20:40] » Um so there's two um applications in your packet. Um we have currently we
[20:46] have two vacancies um on the BDC board. Um there's also additional applications
[20:53] that we have received that is not in your packet. That's what's kind of two
[20:59] um what's what's still on your place. Um
[21:03] but those are for for your consideration uh for appointment to the VDC board.
[21:10] So, between these four applicants
[21:14] There's six. And there's two in your packet on page
[21:19] um >> There's two for the development on.
[21:21] » Yes.
[21:24] The first two that we've received, yes. >> So, do you need a motion with two names
[21:30] or
[21:32] Is it two out of four? I know I see two that serve development
[21:39] board. So, there are four names and four
[21:43] applicants. >> There's six.
[21:45] » Six applicants. >> So, there's two in your packet that's on
[21:49] page It says page 195, but and there's there's four that are loose.
[21:56] Um >> So, we need to make a decision between
[22:01] these six people. >> Yes, sir.
[22:14] » I Yeah. That's and and
[22:17] don't get me wrong, I understand
[22:22] the quandary that we're in.
[22:26] » We've got six really I I flipped through the names six names that I know in this
[22:31] town. They're all very good people.
[22:35] And we've got to pick two of them. I don't know that I want to do that in
[22:39] open forum. >> Is it a time stamp of when the
[22:42] applications were submitted? >> You have two in your two in your packet
[22:46] that have been submitted for a while.
[22:49] » Right. >> So, in my eyes
[22:52] they're the first two together. >> Yeah, the first and we the oldest
[22:58] the oldest applicants. >> Two in the packet were received
[23:03] I think those two together.
[23:08] » Okay, and
[23:16] Sharma, does he have their time is exploration expired?
[23:20] » Well, they they could be renewed, huh? Or a new person added, you know, in
[23:25] their place. >> One applicant doesn't have what board
[23:28] they want to be on. Not one selected.
[23:32] » But also the the newer ones
[23:37] probably just found out there was vacancies, so
[23:41] » Yeah. So, sounds like those others have been
[23:44] kind of uh considering it for a while.
[23:48] I like you know, if we're going to do this, I
[23:53] going with the eight applicants. If those guys put in the application and
[23:56] they're qualified first, then I think I By the fall, yes. Unless we know
[24:04] something They got a wreck, they got a speeding
[24:07] ticket on the way over here or something.
[24:10] They should be the ones that we should look at.
[24:14] » [laughter]
[24:16] » I make a motion that I make a motion that we select
[24:19] Steven Stubblefield and
[24:24] Josh. >> Joey B Watney.
[24:26] » Joey B Watney. My motion is that we appoint them to
[24:31] uh to the
[24:34] » I'll second. >> Further discussion?
[24:39] » I guess my only thing I would say is I I want those other four guys to know
[24:44] I would agree against them. It was just we
[24:47] we're not picking we're not We're we're going by the only way we
[24:51] can. >> These two put in before we can.
[24:52] » These two put in before we had >> These two put in before we had the
[24:56] issues we had with the BBC, so >> Yeah.
[24:59] » Okay, so then
[25:00] » They can turn around in October. And theirs will be on file.
[25:05] » Right. Okay. We can do that. All All those We I got a second,
[25:10] correct? >> And we are at the question phase.
[25:13] » Yes. >> Yeah.
[25:15] And it's important to date
[25:18] date stamp these things, too, because I think What is the What is the holding
[25:22] time? A year that they stay on file? Because folks We don't want folks to
[25:27] kind of get turned off because if they put in for and that's why it's critical
[25:32] that we go back with aged on these uh as a final shot. So, I'm I'm good.
[25:40] » All those in favor, please say aye. >> Aye.
[25:43] » Aye. >> Motion passes unanimously.
[25:48] Congratulations. Is Stella here?
[25:51] Is Stella here? >> Mhm.
[25:53] » Okay.
[25:59] Okay. Focus.
[26:04] Item nine, second reading,
[26:08] discuss and taking the action necessary regarding the resolution number 810.
[26:17] A resolution of the Board of Commissioners of the City of Burt
[26:20] Burnett, Texas, authorizing the Burt Burnett Development Corporation's
[26:24] expenditure of up to $35,000 for business-related expenses,
[26:31] providing for two separate readings in the compliance with section 505.158,
[26:37] Texas Local Government Code, and providing an effective date.
[26:44] » Um so, Mayor and Commissioners, this is the second reading that's required as uh
[26:48] Mayor Pro Tem just said. Um
[26:51] under chapter 505 of the Texas Local Government Code, um the BDC has approved
[26:58] to this incentive, conducted the required public hearing, and entered
[27:01] into a performance agreement with uh Ink and Beam.
[27:05] Uh the incentive provides a reimbursement of to $35,000 for eligible
[27:10] business-related expenses, primarily the purchase and installation of equipment
[27:15] needed to expand the company's operations.
[27:18] Uh this agreement is performance-based, uh meaning reimbursement is only made
[27:22] for approved eligible costs, and the business must satisfy the terms
[27:26] of the agreement, including the required performance measures and clawback
[27:30] provisions if those obligations are not met.
[27:34] Um and staff recommends approval. I know Stephen is here if you have any
[27:39] questions.
[27:51] » Um that's that that will get to item 10, which will be the action part of it.
[27:55] » No, item nine is to approve the resolution. Item 10 is the budget
[28:00] amendment needed to um authorize the
[28:05] uh the expenditure. >> Is there another reading required, or or
[28:08] is this the final reading? >> This is the final reading, yes.
[28:12] » I'm I move that we approve resolution number 18.
[28:15] » Second.
[28:18] » Question. All those in favor say aye.
[28:22] » Aye. >> Motion passes.
[28:25] So now do we get to item 10, discuss and take any action necessary regarding
[28:30] the Burnet Development Corporation's budget amendment to transfer from the
[28:35] money market account to the line item economic incentives for $35,000
[28:42] to fund the Ink and Beam incentive agreement.
[28:49] » Um so, the BDC board has approved uh this budget amendment, and so now it's
[28:54] up for consideration for the for the BOC to approve.
[28:59] » I'll move that we approve moving money from the money market
[29:03] account to a line item for $35,000.
[29:09] » Discussion?
[29:13] All those in favor say aye. >> Aye.
[29:16] » Motion passes.
[29:25] Item 11, discuss attendance for the 414th annual
[29:31] Texas Municipal League conference and exhibition on November 11th through the
[29:37] 13th, 2026.
[29:43] » Um so, we're having to book all you know, do the registrations and book the
[29:48] hotel rooms on August 4th, uh which is in a week,
[29:54] about a week and a half from now. Uh so, we just need y'all to discuss
[29:57] who's going to attend so that we can get your cuz once
[30:02] once it opens, we got to at 10:00 in the morning on August 4th,
[30:07] we have to jump on it, so. I do we just need to know who's
[30:11] interested in attending. >> And this year it's in San Antonio.
[30:15] » Yes, sir.
[30:18] » San Antonio is a great spot, it's just a long way away.
[30:23] » Okay. >> I will not be able to go.
[30:26] » Okay. >> I'll get permission to go.
[30:30] » I will. [laughter]
[30:35] And I will be going.
[30:39] Okay. Earl, you said yes?
[30:43] » Yeah, I think so. >> He said tentatively, yes.
[30:49] » I'll be there, guys. >> Okay.
[30:53] » I think they're very good and they're very educational.
[30:56] At least the ones that I've been able to attend.
[30:58] I think we can get them all. >> and choose. Some are, some are you
[31:03] You just have to >> things and I've learned a lot.
[31:05] » Yes. >> It's helped me, although sometimes
[31:08] that's not evident. >> Yeah.
[31:10] » Uh and I'll try to I'll try to get an answer from the mayor to you
[31:16] today before the end of the business day.
[31:20] » Okay. >> And do you have plans to talk to Bill
[31:22] sometime? >> Yes. Yeah.
[31:24] » I heard you get extra credit.
[31:29] » Um Oh, so that gets us to
[31:32] item 12, commissioner comments.
[31:43] » Thank y'all for a long journey. But we're there. Y'all can move forward.
[31:52] » And don't stop coming just because you got what you want.
[31:55] » [laughter]
[32:02] » I think the comment I might want to make is that there is some things off of this
[32:05] agenda that this is pretty much the Monday meeting missing a few things. I
[32:11] know we were going to talk about charter review.
[32:14] So, that's going to get kicked to the August meeting. So, if you saw that and
[32:20] you're wondering why we're not What else? Some of your stuff, Mike?
[32:25] So
[32:27] And that's just because of open meeting laws and because we went from a Monday
[32:33] to a Friday week. So, that's part of the reason why. the consideration for the
[32:38] certificate of obligations, we had to put that on delay as well for the
[32:45] drainage project, the wasting line, and the fire truck purchase.
[32:51] » When are we coming back together? >> Um August 3rd is the next meeting
[32:57] that'll be primarily the budget hearing and
[33:02] setting the tax rate. Um and for the budget and then also
[33:09] Mike's public hearing on the zoning changes.
[33:13] Um we're having to put off the sale of the COs until August 17th um because of
[33:21] just the timing of having to reschedule those bond sales.
[33:28] » So some of those some of that stuff that got moved from Monday's meeting will
[33:32] fall on that August 3rd meeting. >> Yes.
[33:35] » But not all of it. >> Right.
[33:39] » I do want to apologize for for being sick, but I
[33:44] tried to make it and I just could not do it. I apologize.
[33:46] » Oh, no, no, but I do think that I and I've heard a few people that
[33:51] came to City Hall expecting there to be a meeting and unfortunately we did not
[33:55] have a quorum so it was canceled and I think the city did the best job they
[33:59] could to let everybody know, but it's kind of
[34:02] hard to when you something gets canceled at noon
[34:05] or I mean you find out at noon that you're you know, you you got to
[34:09] scramble. So we apologize if you came up here and we weren't but
[34:15] beyond our control.
[34:18] And I just look at anybody else has comment? Anybody want to
[34:24] I just need somebody to >> I think most of you are
[34:26] » I make a motion to join. >> Yeah.
[34:28] » I can >> Second.
[34:29] » Second. >> Third.
[34:32] » Thank y'all. >> This is history.
[34:34] » 420 >> For 24 minutes.
[34:39] » It really didn't let me start.
