proposed 10-year lease and Chapter 380

Economic Development Agreement with the
Red River Riding Association.

Um under the agreement, the city is
leasing um, the rodeo grounds with the
[17:21]
additional 5 acres as discussed. And um,
it is also laid out in exhibit A of the
[17:28]
agreement.
Um, and the annual lease payment is uh,
[17:32]
$1 a year. In exchange, the association
has several economic development
[17:37]
obligations. They're required to host a
minimum of six public events each year,
[17:42]
including the annual rodeo
and other community events that promote
[17:46]
tourism and gen- generate economic
activity for Burkburnett. They're
[17:51]
responsible for operating and
maintaining the facility at their
[17:55]
expense, maintaining the required
insurance coverage, and complying with
[17:59]
all applicable laws and regulations.
They're also responsible for capital
[18:04]
improvements and maintenance, with any
permanent improvements being city
[18:08]
property, and also um, approved by the
city um, before construction.
[18:15]
Overall, this agreement provides a much
greater accountability than the city has
[18:20]
today, while supporting an organization
that brings visitors, supports local
[18:25]
businesses, and provides recreational
opportunities for our community. And
[18:30]
staff recommends approval.

providing an effective date.

into a performance agreement with uh Ink
and Beam.

Uh the incentive provides a
reimbursement of to $35,000 for eligible
[27:10]
business-related expenses, primarily the
purchase and installation of equipment
[27:15]
needed to expand the company's
operations.

Uh this agreement is performance-based,
uh meaning reimbursement is only made
[27:22]
for approved eligible costs, and the
business must satisfy the terms
[27:26]
of the agreement, including the required
performance measures and clawback
[27:30]
provisions
if those obligations are not met.
