[0:42] Good afternoon.
[0:43] So, this looks much more like that.

[0:47] Get out.
[0:47] And say it isn't acted on.
[0:49] 26-2003.
[0:51] Consider an act on a visit from U.S. representative magazine to discuss that built community private
[0:56] funding.
[0:56] for the verbal high school field health project,
[1:00] which any other action they are on,
[1:02] I don't think the emotions will hate me
[1:04] but set this point.
[1:06] I'll make a motion for the table.
[1:07] Second.
[1:07] From the vice president,
[1:08] the second, from Mr. Hullo, the favor.
[1:10] I do Mr. Magazina, coming over later,
[1:13] we'll take that top off the table.

[1:23] or a hawker's and pedals license

[1:27] citing and grouping to apply direct down a verbal,
[1:30] but they have any other action they're on.
[1:32] Most of the reports are on the health situation

[1:35] Second, the motion made by Mr. Beddon,

[2:12] Hello, Mr. Davis.
[2:14] Hi.
[2:15] Hi.
[2:16] Thank you.
[2:17] It's a late summer.
[2:18] I'm going to just drive that back.
[2:19] Oh, yeah.
[2:20] Number three, public comment.
[2:22] Anyone wishing to have a time?
[2:24] I have a stand-up over here at the lecture, please.
[2:31] No button to press this time.
[2:33] Please speak loudly and clearly for us if you could.
[2:36] And I'll take your name and address.
[2:38] I
[2:49] think it's Kea Mauer, and it is on $45 the payment and task help.
[2:54] Good evening, Town Council Members and President.
[2:57] Thank you.
[2:57] Welcome to the large Town Council meeting.
[3:00] nine questions in regards to the PAL report, which was mentioned at this meeting,
[3:05] so I find it up in perfect requests with Ms. Martin on July 29th.
[3:10] Received most of her funding, Ms. Martin on July 30th,
[3:14] and materials were provided on all of the staff. It contained the PAL proposal,
[3:20] which was written on January 14th, 2026, and forwarded short read-off on January 14th,
[3:27] 2015-2026. The PowerPoint also is very detailed. I have it here for you to see if you like.
[3:35] It mentions that fold, the field review will also include recordation and documentation
[3:42] of any above-ground features such as tone-wise, storage structures or foundations or other features
[3:50] It also mentions that quotes similar features are associated with 18th and 19th century agricultural landscapes,
[4:00] while others may represent traditional pieces of Native American ceremony and memory.
[4:07] End quote.
[4:09] The proposal then continues to describe various pieces of equipment and continues with testing methods.
[4:15] to determine the italic agriculture with implements and or other italic art of dance,
[4:23] grass or lead, characteristic of 17th and 18th century now,
[5:00] End quote. Halal continues with quote, on the presentation of the field review and mental
[5:06] detection survey, Halal will prepare a summary report that reports on the results, describes
[5:13] any cultural deposits that were observed. End quote. My question, I read the final report
[5:21] of Halal, and at the last meeting or stated that only the stone pies were ultimately assessed,
[5:27] but not the Stone Foundation or Coincred,
[5:31] Cal confirmed that they were ultimately instructed
[5:34] to only assess the Stone Pires.
[5:38] My question respectfully,
[5:40] who made the decision to turn down the original proposal,
[5:44] and given the significance of the Stone structure
[5:47] as described by Rhode Island principal archaeologist,
[5:51] Charlotte Taylor, in a letter via email to Mr. Gough,
[5:54] on January 14th, 2025, with the recommendation to remove property line by 25 feet. I asked
[6:04] respectfully why it was nothing done to protect these foundations. I will comprehensive plan
[6:11] and I brought the page that, when you solve the problem call, we will do this in response
[6:16] the board to report historic findings and to initiate
[6:22] preservation on page 219, chapter 10, which is the town council.
[6:28] I brought that page with me as a handout for easy reference.
[6:32] We know that this is only the third such stone foundation
[6:36] with the unusual nations in Rhode Island and needs to be preserved.
[6:43] Thank you for your attention.
[6:44] Thank you.
[6:46] Anyone else?
[6:50] We'll go to the number four.
[6:52] General Goodwilker, the Donna Burville.
[6:54] The question.
[6:56] So I'm here about point half.
[6:57] Am I waiting to see that?
[6:59] Well, if you want to talk on the, you come with e-bikes.
[7:02] Yeah.
[7:03] Yeah, when that comes up, you'll have a chance to speak that.
[7:05] Okay.
[7:07] Mr. Anderson.
[7:10] But six minutes ago, the week included for George Parker.
[7:14] This funeral is tomorrow at 10 in the voucher.
[7:18] He is our last World War II veteran in the world.
[7:21] It is 100th birthday party March 8th.
[7:24] I believe the top council date of graduation form.
[7:27] I have a picture of his collection of medals.
[7:30] If anybody wants to see it, this key basically was our living example of what
[7:39] that brings generation that you did in World War II up until a couple of weeks ago.
[7:46] And I just want to, I'm sure we'll do more for George Barber, keeps an incredible citizen
[7:52] of this community, as well as an unbelievable patriot.
[7:56] And I just want to make sure that everyone understands.
[7:59] We lost, we lost generation folks, and it's wait, just finished up in the few months.
[8:06] Thank you, Mr. Anderson, Mr. Bull.
[8:11] The viewing plaza are done at the Harrisville Pond.
[8:14] The DM, the Pavis were all installed today and they'll be finishing up tomorrow.
[8:21] They look fantastic.
[8:23] You get a chance.
[8:24] I think we'll walk by on sidewalk and see how nice that project is going.
[8:29] I add to that, that there will be an opportunity to have your name engraved in one of those
[8:34] for some nominal charge or that of childhood or weight for all posterity people will come
[8:41] there a hundred years ago.
[8:43] Who was Dennis Anders?
[8:45] You know that.
[8:46] And then he heard some people do it, sort of, supports the books.
[8:50] We're looking into that boss now and we'll set up some kind of program where people have been.
[8:57] I actually, this guy, they will come and do that instead of pulling it out of me.
[9:08] I'll let everyone know when you got her earlier.
[9:10] Oh, the congressman is not in.
[9:13] I was just, I'm a little bit early.
[9:15] That's fine.
[9:15] You're in about that.
[9:16] Well, I'm going to talk about it in general.
[9:18] Good and more fair.
[9:18] And then we've tabled your item.
[9:20] We're going to take it up once the congressman arrives.
[9:22] But a little bit early this evening, we met with Congress and magazine at the Burville High
[9:27] School athletic complex, which looks great speaking of papers, we have a section of papers
[9:31] that went in.
[9:33] that's down by the entrance to the complex.
[9:36] The congressman was there to take a look at the foundation
[9:40] for the field house that would be in to work on.
[9:43] He had supplied us with a $500,000 grant for that
[9:46] and what from the repeat this one comes in,
[9:48] but as well as the ADA complaint viewing clauses.
[9:52] So I'll sort of sit back a little bit more since he'll be
[9:56] on his way in, but that took place earlier in talking.
[10:00] Kids there this evening, it's great. It's been a very, very positive response. Every child that we spoke to is loving that field as other parents. I'm going to add, he got there just as a girl's cyber game was finishing in before he left. There was over a hundred big street football and children and something to do. Anything else for a good and welfare? All right. We want the number five consent agenda. Please note all items on the consent agenda show. We acted on it as one item.
[10:28] and the equivalent to taking the proposed action on each item individually.
[10:34] I make a motion that we wrote the consent agenda,
[10:38] mending item 267-4 to edit letters and implement.
[10:46] Thanks, and appreciation and regret.
[10:51] We have a motion to approve the consent agenda as presented with the exception of 267-4.
[10:57] with the additional pay thank you letter for Mr. Predigree, all those in favor.
[11:04] I'm going to type a second, right?
[11:05] Could I have a second?
[11:06] No, please.
[11:07] Well, it's in favor.
[11:07] I'd like to make you number six, petitions to be considered enacted on, 26-275.
[11:16] Consider an act of petition from Ryan Huto to consider amending parking restrictions on sales
[11:21] ad, or take any other action there on Mr. Huto.
[11:24] They want a milk settle that they're here will
[11:32] the record Mr. which only will need your name and address please
[11:35] My name is Brian Guteau. We're running on my three sales out pass for our
[11:40] If you need members of town council, I'm here to request a change the current parking restrictions on sale of Avenue of Pasco
[11:46] Specifically a section between 83 sales out and one 13 sales out
[11:51] At present this area is posted in no park at any time and I'm asking council to consider replacing the restriction with the four
[11:57] parking women. It was a half three hour in the initial, but my landlord already bailed
[12:02] asking me to amend it for four hour.
[12:06] Then we turned the day while continuing to prohibit overnight
[12:09] marketing. This request is based on the actual conditions we see from the street every day,
[12:12] multiple vehicles regularly park along the section of sales out and traffic you're still able to pass
[12:17] through the area. I've photographed my accident with me to submit as my exhibition A that shows
[12:23] existing signage to vehicles parked on the roadway and remain travel space.
[12:28] A four-hour limit would provide reasonable short-term parking for residents, visitors, caretakers,
[12:32] contractors, and delivery personnel. At the same time, for anybody overnight parking,
[12:36] it would prevent vehicles from being stored on the roadway and would preserve access
[12:39] for snow removal, street maintenance, and the emergency vehicle and other municipal services.
[12:44] I'm not asking the council to approve a change without proper review. I'm asking that the police
[12:50] Department of Public Works and any other appropriate town officials evaluate the roadway with
[12:55] traffic flow, visibility, emergency access, and proposed sign locations.
[13:00] If that review confirms that the parking can be allowed safely, then the current total
[13:04] prohibition should be reconsidered. They could pre-pand on necessarily restrictive when it reasonable
[13:09] and enforceable for all limits could address the needs to be looked at without creating CT problems.
[13:14] I respectfully ask the council to authorize and authorize the appropriate review and begin the process
[13:19] just augmenting the parking regulations,
[13:21] this section of sales and thank you for your time
[13:23] for consideration.
[13:24] So we've got to do this point.
[13:25] Okay, thank you very much.
[13:26] That was very concise and well said and well read.
[13:29] Thank you.
[13:30] Any before I, this almost I believe
[13:32] you're referring to our audience up to me,
[13:34] but do anyone have any questions
[13:35] for the petitioner at this point?
[13:38] No, it's pretty clear.
[13:39] And it's a nice picture in that.
[13:41] Do we need to refer to the administration
[13:42] before those ordinance?
[13:44] No, you can want to make what an ordinance, I'm sure.
[13:47] You know, we'll take care of it.
[13:51] I don't know if we need to wait for my next meeting to refer in order so we can submit
[13:55] to ordinances.
[13:56] At the same time, ask the administration to take a look at it.
[14:00] I'll make a motion that would refer to the registration ordinance.
[14:03] Second, motion to refer to this petition to both the administration and the court in
[14:07] some committee.
[14:08] And there was a second, although it was in favor, but I thank you very much for that.
[14:12] The clerk will reach out once it comes up out of ordinance and so forth.
[14:16] We'll let you know when it's way back on the agenda.
[14:19] All right, thank you very much.
[14:22] All right, number seven, unfinished,
[14:24] we don't think the color was painted, right?
[14:25] Okay, number seven, unfinished business
[14:27] we considered an acronym.
[14:28] We have none.
[14:29] Number eight, public hearings,
[14:33] 26-276, proposed amendments,
[14:35] the Revital Audences to Umbrella, Rhode Island,
[14:37] 2004, as amended, the section,
[14:40] 30-71, zoning district, uses amending the requirements
[14:44] for other outdoor, commercial recreation,
[14:47] in a indoor commercial recreation and F-by in an F-2 district.
[14:51] Please note that notice of the public hearing was advertised
[14:54] at one side at fall on August 2nd, 12th and 19th.
[15:00] On the homepage, you have the town council page of the town's website at www.verbal.org. First, we have a comments, input, recommendations from the ordinance committee, Mr. President. Yes, we look at this. The recommendation came from planning, evidently several years ago when they looked at the zoning, they neglected to consider the increasing need for indoor recreation.
[15:25] and they realize that not allowing that and the bombing zones would be not a wise idea.
[15:38] So they're suggesting they change that in the use of a special exception, which is
[15:43] that we're planning on their plan to get okayed.
[15:47] And it was a position on some committee that we totally agree with the planning board.
[15:53] and we truly suggest that the current Council
[15:57] approval of this application, we do.
[16:01] I'm about to be comments about recommendations
[16:04] from the administration, the solicitor of our manager.
[16:07] I was disappointed as well,
[16:09] we're getting a more detailed conversation.
[16:12] Generally speaking, what we're trying to do
[16:14] is give people more opportunity
[16:16] to take in those properties in a different way
[16:18] of regulation in one of the priorities
[16:21] that I think that's most interesting.
[16:27] Please note persons who wish to address by council,
[16:29] shall state their names and addresses,
[16:31] we'll want to see proponents.
[16:33] Many proponents here.
[16:35] We'll want to see opponents by any opponents
[16:37] of the proposed changes.
[16:39] I'll just close the public here.
[16:40] The motion includes public area.
[16:41] Do I have a second?
[16:42] Yeah, that can go to anybody's president.
[16:44] All those are in favor.
[16:45] All right.
[16:45] And I have council deliberation.
[16:47] Just a couple of minor changes,
[16:48] and they may hold sense in the world,
[16:50] so just do it.
[16:53] Unless there's anything else I consider a motion to adopt the amendments.
[16:56] We're going to move on to that second.
[16:58] Okay, let's give you a second.
[17:00] Well, then that motion to adopt the amendments to the revised and onus is the town of
[17:03] herbal Rhode Island 2004 as amended section 30-71 zoning district uses, amending the requirements
[17:10] for other outdoor commercial recreation and indoor commercial recreation and F5 and F2 districts.
[17:16] Is that any motion?
[17:16] Yes, it is.
[17:17] Thank you.
[17:18] a second. Yes, Mr. Wool, I was in favor.
[17:20] All right, I'm going to point it over here.
[17:22] We have a motion to adjourn this public hearing.
[17:24] A second. I think I'm the vice president.
[17:26] I was in favor. I'm at this point.
[17:29] I'd like to take up from the table item 26,
[17:31] cash, two, six, three. I'm the motion.
[17:34] I'll move. A second.
[17:36] I just think I was about to say I'm the vice president.
[17:37] I was in favor. All right, bye.
[17:41] Representative magazine, and thank you for being here today.
[17:43] To discuss the federal community,
[17:44] any strategic funding that you can supply to us for the bird and the life school field health project.
[17:49] Glory is yours Mr. Representative.
[17:51] Thank you.
[17:52] Thank you so much.
[17:52] Thank you.
[17:52] I'll be very quick.
[17:53] I'm not here today to talk about e-bikes.
[17:57] So don't ask it.
[17:59] But I just wanted to provide a quick update.
[18:02] I've been here for a month of the day making visits around the town.
[18:06] And just want to reiterate that the town of Robo is very important to me in my work representing
[18:16] I'm working as hard as I can to get as much federal funding back here to Rhode Island so
[18:21] that we get it.
[18:21] These are fair share if not a little bit more.
[18:24] And I want to continue working collaboratively with all of you to do that.
[18:28] So it's great to visit the high school with you all not long ago where we were able to secure
[18:34] half a million dollars of federal funding for the new field house coming off of another half a million dollars
[18:41] and federal funding that we're able to get for the viewing
[18:43] class up, you know, I pursued those grants
[18:48] at your request, not just because, I believe,
[18:51] that you sports are important, which I think they are,
[18:54] but also because I think community building is important.
[18:57] And, you know, it's my hope that those facilities
[18:59] will help bring people together for years to come,
[19:02] get people off their phones, maybe,
[19:04] and interacting with real-life people, young people,
[19:07] but also people of all ages.
[19:08] is forward seeing those projects advance.
[19:12] Looking forward, I'm currently working on a new grant proposal
[19:18] in conjunction with Senator Reid.
[19:20] We're working on this one together to extend a water line
[19:24] to the new senior housing development on Steer Farm Road.
[19:28] That's where NeighborWorks Blackstone Valley
[19:30] is developing a 64-unit senior housing development.
[19:33] We, of course, have a housing crisis in this state.
[19:35] the standards applied housing, particularly for seniors.
[19:39] And so that grant has now passed out of committee,
[19:43] and both the House and the Senate,
[19:45] and we're waiting for full floor action.
[19:47] But I'm hopeful that by the end of the year,
[19:50] we'll have some good news on that.
[19:52] We're going to continue to support the fire departments,
[19:55] as best we can in recent years, through the AFG.
[20:00] Catholics for a cochlear vehicle vehicle, 600,000 for the Pasco fire department, for a New Tanker vehicle, 300,000 for Arizona Harrisville, or a
[20:13] for breathing amberattxes and face mats. And we're going to continue to work the local fire departments on their Afghan grant applications again to help them maximize their
[20:22] chance of success in getting that back. And then finally, as I've talked about with
[20:29] with Dennis and others, I recognize the importance of well-one to this community and community health
[20:36] centers generally across the state, which are facing severe financial challenges. And so I'm going
[20:42] to continue to fight for the community health center grant program that has provided $2.5 million
[20:51] dollars a year for what we want to try to at least maintain if not expand that in addition
[20:56] to the rural health grants that I know you all are working on right out with your support as well.
[21:00] So I want to be supportive however I can. I'm also fighting hard to reverse the cost to
[21:05] medicaid and the affordable care act that I think have also created additional financial stress on
[21:10] well one and other health centers around the state. So stay tuned on that. We'll have some changes
[21:16] is coming next year.
[21:17] So just to wrap it up, you all know this already,
[21:21] but maybe for other members of the public who are here,
[21:24] tip with the way this works, and it was in the fall,
[21:27] we'll get together and we'll talk about
[21:29] what plumbing priorities for the town are.
[21:32] So I look forward when we get to October, November,
[21:35] hearing what the priorities are so that I can start working
[21:38] along the Senator Wade House on the next round
[21:40] of federal grant opportunities to help out the community.
[21:45] So that's the update. That's it. Thank you all for the partnership. I want to do everything I can to continue to bring back because I said at least your fair share if not a little bit for most federal funds.
[21:57] So, both represented in magazine, I want to thank you on behalf of not only the
[22:01] Founding Council and the Administration, but also the residents of Buribal floor.
[22:06] The work that you've been doing, you know, with us on a range of issues,
[22:09] we appreciate the collaboration.
[22:11] We look forward to continuing collaboration and will certainly be able to
[22:15] get you up for some opportunities in the fall.
[22:18] You know, the partnership between our federal delegation and the town certainly is valuable
[22:23] and allows us to leverage, you know, the residents.
[22:27] taxes, you know, and make them go so much further. And that's so critical in today's day and age with escalating costs on everything.
[22:34] Thank you, sir.
[22:35] Okay.
[22:42] We will now move back to the agenda of taping on item 26-277.
[22:51] proposed amendments to revised rental ordinances,
[22:54] town of Burville, Rhode Island 2004,
[22:56] as amended, chapter 26 entitled traffic and vehicles
[22:59] by repealing section 26-4,
[23:03] use of recreational vehicles and other vehicles
[23:06] on public and private property and its entirety
[23:09] and replacing it with 26-4,
[23:11] use of recreational vehicles,
[23:14] electric bikes, and other vehicles
[23:15] on public and private property.
[23:17] Please note that notice of the public hearing
[23:19] I'm going to advertise in the one-sided call on August 19th, 2026, and voice it on the
[23:24] homepage and the town council page at the town's website at www.bernal.org. First off,
[23:30] is any comments input recommendations from the ordinance committee, Mr. Vice President?
[23:36] Yes, thank you, Mr. President. We had looked at this many times over the past several months.
[23:45] The ordnance as stated was written long before e-bikes are heard about.
[23:51] So we had a glitch in our ordnance at the time that didn't include e-bikes.
[23:55] And due to a rational complaint from residents with some youngsters writing unsafely, especially
[24:03] in the village of Pasco and other concerns, we decided to take a look at that and make
[24:10] e-bikes are part of our ordinance and we looked at state law and that had a lot to do with what we
[24:18] decided to do. I won't get into the laws to do much except to say this. Young people under the age
[24:26] of 16 are not allowed by state law to ride on state roads and that would include all state roads.
[24:34] It does say highways, the highways of a very broad definition on the state law.
[24:41] So, if you run to 16 and you're riding an e-bike on state roads, you're breaking the law.
[24:50] We included that in our own, its baton roads as well.
[24:55] It's difficult to get anywhere in variable without traveling on a state road.
[25:00] Individuals from 16 are should be licensed by state law, operate e-bikes. I don't believe people
[25:08] know that. I don't think they need to be registered, but a license is necessary to operate
[25:14] an e-bikes on roads in rural. After that, I'll just say our recommendation was with past
[25:20] this, including some changes, and with help from the police chief, there was instrumental
[25:26] on hoping us fashion this ordinance, we solely recommend that the Council votes an affirmative
[25:34] for the suggestion. Thank you, Mr. Vice President. I want to be commenting with recommendations
[25:39] from the administration and the solicitor, the chairman and the chief of police on today.
[25:45] So let me start. Are we considering the well-turned-in of the polls in here?
[25:49] we're going to be going with the original work that proposed the work.
[25:59] Yeah.
[26:02] Yeah.
[26:02] Yeah.
[26:03] How about you, Charles?
[26:05] Well, it should.
[26:06] It was the most I was the best part of this animation.
[26:10] It's probably sure we're talking about the same thing that we know about.
[26:14] So I will talk to some of the coronal issues here and as the colonel to come talk about
[26:19] what he's to do, what the problem is all around, and you know, let this, you know, this
[26:26] got the foundations, we'll do what they've blessed, the force to deal with the problems.
[26:32] Generally speaking, as Mr. Kluset said, we already have to take a look at the ordinance, but
[26:38] and I think originally when we were trying to manage the bikes, the bike symbols for the e-mikes,
[26:45] and to the importance that there wasn't suggested, there's already a state law about bike symbols.
[26:51] So it doesn't really matter whether it's endless importance or not.
[26:55] So I think the recommendation is to take the bicycle pieces out of them,
[26:59] because it really doesn't take a different, simply irrelevant,
[27:01] except we can do it anyway under the student.
[27:04] We're not suggesting we're going to be doing that in the future.
[27:08] I don't think anything changes much at all.
[27:11] It involves the first use of this phrase.
[27:15] So that being said, we're also going to look for a picture of a section
[27:19] of the original ordinance, which has removed the bicycles
[27:22] from the original ordinance.
[27:25] Most of them are published.
[27:27] Now, the ultimate is out there.
[27:30] So now it has been available.
[27:36] So I was asked to speak to the issue of what we faced relative to the proliferation
[27:43] of new bikes, statewide, but specific to our communities, and what we really experienced
[27:52] on a growing scale, on numerous complaints relative to particularly those of the D-A-H-16
[28:02] on e-bikes operating within ASCO, Harrisville, and a rate that, or a manner that disrupts the
[28:13] traffic flow industry, and that's putting it mildly. We have had complaints of juveniles
[28:19] writing their e-bites with the flow of the traffic, blocking the flow of the traffic from
[28:26] the CVS, Dunkin Donuts area of Pasco, disrupting patron flow there. And the problem for us as
[28:36] far as the force is on this issue is that there really is no regulation that speaks to properly
[28:44] enforcing e-bikes. They have basically the same rights as us. So when this was spoke to that
[28:53] when it was presented, the ordinance language was initially developed, bicycles was included.
[28:59] I was against that. I did not want to treat bicycles as the same as e-bikes, simply because
[29:06] our calls for service are focused on those operating e-bikes and a pretty reckless man
[29:13] And the typical response is our people respond, engage with those that were disrupting traffic,
[29:23] putting motorists, safety at risk, putting their own safety at risk.
[29:29] And so our officers would speak to those involved, having not witnessed the behavior itself.
[29:35] And if we don't witness the behavior, we're in a position where it's incredibly difficult for us to enforce.
[29:41] So the pattern became speak with deals involved and then to either agree to knock it off or to disperse.
[29:50] and what would happen is offices would leave the area and then the same call for the
[30:00] I am in support of this language that addresses key bikes for those under the age of 16. I am not looking to address bicycles in the same minutes as all. So that's why we spoke to a change in the language of that. I believe this ordinance gives. Who's the part of the enforcement tool that is necessary to end this behavior of destructing
[30:29] motorists driving down the roadway and having those that pull out on their equites
[30:34] in front of them in Blake Motor, block the motorists from traveling down the roadway.
[30:42] Again, the motorists are concerned about their own safety, and we are equally concerned
[30:48] that those that are engaged in this reckless behavior and an age under the age of 16
[30:55] I'm a vehicle that we believe is too powerful for someone at age to be operating on, on a roadway, never mind the sidewalk.
[31:07] So that's why women's support in this language. I think it gives us the tool to curb this behavior and the tool that many other communities are looking forward as well because their experience is the same as what we're talking about.
[31:25] Thank you.
[31:26] Thank you.
[31:27] Anything else in the administration?
[31:30] No, not any.
[31:30] Okay.
[31:32] Please note, persons who wish to address the council,
[31:35] she'll stop the name.
[31:36] She'll state the name and addresses.
[31:38] We want to see proponents,
[31:40] people who are in favor of these proposed changes.
[31:55] Hi, guys.
[31:56] I'm Katie Halzer.
[31:57] 82 Kennedy Lane.
[31:58] having zero Rhode Island my property but the bike path so I know I heard a lot
[32:06] about the streets but I didn't really hear anything about the bike path. Let me
[32:12] just I live on the bike path I witness it day in and day out I hear it day in and
[32:19] day out all hours of the day does not matter what time of day it's at night
[32:24] sometimes we can hear him screaming by. I actually had an incident with my grandson almost back
[32:30] here. Okay, he was coming, he was working down with foster, I don't know if you guys are familiar
[32:35] with that at all, but my grandson, we were out walking, my grandson was up ahead of us as kids are,
[32:42] especially in my community, and he was off my foster street and a kid was coming off of foster
[32:47] and buzzed around the corner and my grandson literally jumped back to prevent from getting hit.
[32:56] So that's one incident.
[32:57] Another incident, my husband and I were walking and we were walking.
[33:02] And one of the kids come buzzing by and one of the kids, I say, I'm lonely, you don't.
[33:10] And I have to say, I stay.
[33:12] And the kids transform.
[33:14] They've been moving away. Seriously, I did nothing wrong. So my big concern is the white
[33:24] calf as well. And they, and if they're a courteous, you know what I mean, if they're a
[33:29] person buzzing by on the grass, that's fine. I'm okay. I'm not okay with it because they
[33:35] don't belong to the above. At least they'd be a courteous. Then majority of them are not
[33:40] So, there's a huge concern for me, living on the bike path and using it pretty much daily and not able to enjoy it anyway.
[33:50] We strategically, we strategically time our, especially now kids are in school, we're better at it, but I mean when it's easy, of course, but we strategically time our walks because the kids are going to be in school now.
[34:04] So that is a major concern for me and I did have people come to me at UICU wave and addressed to me and we said, you know, they were concerned before we'd even went in, they were concerned about the bite path going in and I was like, we don't have a problem with the bite path going as long as it's maintained and it doesn't become a hangout and someone's only here not because he's exactly the day.
[34:27] There is provision in this ordinance that does not allow e-bikes down property, including
[34:34] them like that.
[34:35] Okay.
[34:36] So I mean, I'm just putting it out.
[34:38] You know what I mean?
[34:39] It's hard to catch them because you're not there at the time.
[34:42] But even if you put some stakes out because I know I've asked that because there is one house
[34:47] up beyond my property.
[34:49] And because of me, I call the town and said, you're going to put a stop sign right there
[34:53] before that they didn't go over to their house because somebody's going to get killed and they did what it happened.
[35:00] All of the kids will be gone or whatever, but someone's going to get killed. And I'm going to be witness to say that migrants are almost that hit by a single mic. Okay, I don't know what. So, so as Mr. Rossinger said, there is language in this for both ordinance and speaks to the white path as well as as well as any other town property. You know what you're saying? Just echoes the complaints that we hear almost on a daily basis.
[35:28] as the how the bite, e-bites are operating.
[35:33] Quite frankly, that bite got, I was in here with this field,
[35:38] but I've run it multiple, multiple times.
[35:41] It is not designed to accommodate that type of apparatus
[35:45] in that setting at all.
[35:47] And it says, right now, the plane has
[35:49] gained no motorized vehicles.
[35:52] Well, now that it does have improved,
[35:53] now it includes e-bikes that were available 10 years ago.
[35:58] But I also mentioned, well, we lose both heads and other gas powered bicycles,
[36:05] can you go buy a slurs? It was already in that one, it's built and up and down that.
[36:10] I know they do, and I've walked that many times that you've probably seen the
[36:13] good value of your house, and I've seen the same behavior because when they go
[36:18] all by duck pond, they get almost trails up there and it's wide open.
[36:22] go there. As you guys all, someone has already stated, it's not even there enjoying their
[36:29] e-bites. It's getting them from point A to point B, and that's it. And it's getting them from
[36:33] Harrisville, Pasco, Pasco, they have whatever. But the bite path is their main dragon, and out of
[36:39] going from Harrisville to Pasco, and so on. So I'm very concerned, and someone is going to get killed.
[36:46] Mr. Wolf, it's unfortunate. This was put in as a walking trail.
[36:51] somewhere along the line it's not being called light pass. It was never the
[36:56] intent to be a light pass.
[37:00] Unfortunately, that's what it got used for. I love it.
[37:03] I love it. And like I said, now that Steve addressed us saying, and you're
[37:08] concerned, I'm trying to go around to everybody about what's that. We said point
[37:12] Billy, I don't have a problem with that as long as it's going to be maintained and
[37:16] it's not going to be hang out until recently if wasn't that bad, but now we know it's almost
[37:23] not even enjoyable. Like I said, we're going to strategically plan our walls.
[37:27] So just to put the language, just for your notification, C2, let us read, it's in the record.
[37:34] We get electric bicycles and parts of the recreation areas. It's up in designated parking areas.
[37:38] No person shall ride, they'll move or trun with electric bicycles within any town,
[37:43] own park or recreation area including trails, past, playgrounds, picnic areas and open
[37:49] green spaces.
[37:50] So it is dressing.
[37:52] All right.
[37:53] Thank you.
[37:54] All right.
[37:55] Another one of the subtle change to this is we also put in that they can't ride a half
[38:02] hour before dawn or a half hour after dusk.
[38:06] I know I've witnessed it myself nine o'clock at night driving down the road with no lights
[38:12] on there.
[38:12] And everybody, they're going to run into that little thing to keep on talking more on the main streets eyes
[38:18] Don't you see? Yeah, we're going to have the proponents proponents
[38:23] My name is DGIS, I'm 2434, I just have a question. I read an article in the
[38:32] Barney Barney, and I taught this author included four wheelers and ATVs, and that's my concern
[38:40] And everything the team just said, I would agree with ATV.
[38:45] We already had the order to slow that.
[38:47] You do have it.
[38:48] We did this because e-bikes just recently became the fashion.
[38:52] 10 years ago, we didn't have e-bikes.
[38:55] So we decided we had to add e-bikes.
[38:58] So it mirrors what the other things control as well.
[39:02] It's just a mirror image, but it pulls e-bikes.
[39:05] So what you're saying is true, well aware of the problems
[39:09] you have my gaza with the sandbanks and the four wheelers going up and down there and doing that
[39:14] for years. We've been living there for 40 years. We've been part of this movement. I remember going
[39:20] with a police officer and a council member named Mel Goodrow for us to solve in the 80s to address
[39:26] that issue. So I think we're all well aware of what's going on down in your community.
[39:34] And Mr. Best, just so you understand, definitions in this ordinance to be one motor vehicle's motorized vehicle,
[39:40] including any motor vehicle or motorized vehicle of any kind, including limited to recreation vehicles,
[39:45] fault terrain vehicles, motorcycles, dirt bikes, minibikes, mopeds, go carts, motorized scooters,
[39:50] or cycles, stand-up motorized scooters, motorized vehicles, snowmills, clogged cycles,
[39:55] of those quiet cycles or any other vehicle deemed unsuitable for.
[40:00] By the word happened to me. They have a proponents here. Opponents. Still proponents. No proponents.
[40:08] No proponents. Opponents? Aye.
[40:15] My name is, it's Patrick and I live on 204 sales Avenue, which is e-bike central.
[40:24] I'm looking at the material that was included in the agenda package and the ordinance is not saying anything about under 16 or before does
[40:35] graph for us. Is there a full copy of the ordinance somewhere that we can refer to?
[40:44] You got a code for operator that proposed fault it. Yeah. So V, I would say that's the
[40:50] immediate operation by those. It's under the age of 16. No person under the age of 16
[40:56] shall operate a motorized vehicle or electric bicycle without a burden. Violet is of this
[41:02] This provision will face penalties as outlined in some section I of this section.
[41:06] It's made for the employment of the employee.
[41:11] We have any other proponents for those changes, proponents.
[41:16] And we want to de-opponents.
[41:19] Opponents are
[41:28] reminded that we need your name and record.
[41:30] Name your address for the record please.
[41:32] My name is Luke Ferrer.
[41:33] And I live at 50 short road passcode.
[41:36] Thank you.
[41:36] Um,
[41:40] I'm a practitioner at high school, I just recently graduated middle school top, wore
[41:45] in my class.
[41:47] I own a class two e-bike and I use it for many things.
[41:51] I have two long jobs on gyms.
[41:55] That's okay.
[41:55] So you can slow down.
[41:56] That's okay.
[41:57] Take a deep breath.
[41:58] Do a great.
[42:00] Do an absolutely great.
[42:05] I have two long jobs.
[42:09] Okay.
[42:11] You got the long jobs in.
[42:12] And what else do you want?
[42:14] Yes, without my you like I'd be looking into where I could go
[42:20] Never use the odds. Yeah, it's
[42:25] okay, buddy. Take your time. There's no rush yet. We're in the no time limit
[42:30] They'll get paid by the outweigh out the smoothies
[42:33] You got it, right?
[42:36] So you get the all going from from your house over on the lake to all their parts of town. Yes, where you wouldn't be able to do it
[42:43] If you didn't have to eat one. Yes, okay
[42:45] okay um they might give me freedom like or I just have a regular mouth
[42:51] bike yeah so where I could go is very limited my friend lived like a couple
[42:56] miles up hail from me yeah um
[43:04] I'm sure the e-bike helps you get out those hills
[43:08] easier and I'll
[43:12] leave rides anymore go to my friend's house and make some more
[43:16] convenient for my parents and me. I can get places to try to go. I always wear a
[43:23] compliment and I follow traffic laws like and just we know the laws for this
[43:29] but it's hard like to stay on the sidewalk. Slow down by going when I go past and
[43:35] go on the like I always try to go like all the way to the end or in the grass
[43:42] of passing people?
[43:47] Luke, I want to say I'm only composing a
[43:49] software a minute and you know look at your notes there but I want to say that you
[43:55] are unfortunately the kids that are being penalized by the battle
[44:04] unfortunately and there's no other way to say it but you know some kids in this
[44:09] community and I don't think it's just our community by any stretch. I think the
[44:12] Colonel can speak to this as he probably talks to the other chief police chiefs of police
[44:17] around the state and throughout the country the advent of these of these vehicles has
[44:22] been incredible because it does open up your ability to get further you know where you
[44:27] can't normally get on a pedal like but unfortunately we are in a scenario right now where goods
[44:37] These stewards of the road, goods stewards of their e-likes are paying a price because
[44:42] of, I don't know if it's a minority or a majority quite honestly because I think everybody
[44:47] here is unfortunately experienced these bad hours.
[44:53] When we go by you and maybe I go on by you, I probably don't notice you because you're probably
[44:58] Bangalore's. Bangalore's.
[45:00] I think it's like a lunatic. So I just want to say that to give you a chance to propose yourself there. Yeah. All right. My name is Barfar. I'm a father. I also live at the show road pass go. Some people here probably know me. I've done a lot of things around town. I just wanted to say a couple of things. So we in this community, the history of not
[45:30] punishing those.
[45:31] to do the right thing because of people that do the wrong thing.
[45:36] And you can go back to your Second Amendment resolution.
[45:41] We look at the state law and say, you know, something we're not going to,
[45:45] not that we're not going to follow state law, but we're not going to go out and
[45:48] actively force the state law.
[45:52] Because we believe in the freedoms, we believe in the rights of people.
[45:55] I understand state law, I read the whole state law,
[45:59] know that you have to be 16 years old yet. I think the police department can use
[46:06] those state laws at their discretion to go after the ones doing the wheelies
[46:11] down to the over. To go after the dirt because it's honestly not really the
[46:17] e-bloods. It's the dirt ones whether they're the electric or whether they're
[46:21] gasped. I watched the kids sit on a two-stroke dirt bike and see guys park them
[46:25] on without a care in the world. When I was a kid we were hiding them
[46:28] those things. So it's raised a couple of things we can propose that could go along, that
[46:37] we could refer back to the ordinance on committees and add a couple things, maybe take a couple
[46:41] things out. Use the state law, you could add in to officer discretion any act that is unsafe,
[46:49] they can take it, you know, and if it's a misdemeanor ticket, they don't have to witness it.
[46:54] You can go by the Britain testimony or our testimony, but witness you can add in a requirement
[47:03] for e-bike, bicycle, safety course that are available online and they're free and
[47:07] have to carry a license.
[47:09] And I know I understand it actually bucks state law, but that's what we do about it.
[47:15] We go with common sense.
[47:19] So, there's one more thing going on out of the blue, like two or three weeks ago, maybe
[47:24] it was right after I saw you post on Facebook, I got a random text from a woman who I coached
[47:31] her son in basketball, and she goes, I just want to let you know something, and she goes,
[47:37] I just got a text from somebody I coached with that said, do you know Luke Fowell?
[47:43] And she says, yes, I do like his father cooks my son and he was on his team.
[47:50] My daughter just fell on the bike path and Luke Farrer pulled up, whipped out his first
[47:56] aid kit and helped this little girl to skin her knee, put a bandaid on it, and then wrote
[48:02] on his merry way, pedaling the whole look.
[48:06] He worked his butt off to get this e-bike and to be able to go to his friend's house and
[48:12] to be able to go to his girlfriend's house and to be able to go to his random one jobs
[48:17] around the town.
[48:18] It's doing the right thing.
[48:20] Go out to the ones doing their work, come up with a different way, please.
[48:25] That's fine.
[48:25] I agree.
[48:27] Thank you.
[48:28] Mr. Front.
[48:29] Luke, I want to thank you very much.
[48:30] It's not easy to get up.
[48:32] I'm talking from the very end.
[48:33] You did a great job.
[48:35] You did a great job.
[48:37] Thank you.
[48:37] So, um, of any other opponents here, okay, no, you're going to get beat by the young guy behind. Oh, okay, please, I just like to say, we're just before you, just need your name in the address, please.
[48:53] every pocket he will put once by a worker.
[48:59] I just like to say in the press this year for me, and for me,
[49:02] I've only met the
[49:06] provision.
[49:10] It's just a good kid.
[49:13] And as you said, the bad apples.
[49:16] Well, all are getting rid of the bad apples because
[49:18] possibly setting up a registry in town.
[49:24] How many evokes do they have?
[49:26] the 1950s, designed e-bikes, where you can put it on the street, you've got to come down
[49:33] you've got to license, pass the world test, and then you can hold on your way. Possibly
[49:39] even get insurance, it's very cheap for stuff like that. You have a formula side by side
[49:46] cost, we $75 a year for $25,000 worth of liability. And that's what I'm afraid of. I don't want
[49:54] me coming to my house like I did one night, I pulled over to the right.
[50:04] No lights, no reflector in the front. He almost ran into my mailbox. And then he swore at me, but I'm not seeing him. But I think it was on a bicycle.
[50:20] And now recently, I've taken photos of three individuals who don't come up. He'll roll the other, what the roll would any more? I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know. I don't know.
[50:30] because they know I got pictures of who they are, but then they saw another one
[50:35] today, but yesterday, come down the hill, but he had a home and goggles on. That's the other thing.
[50:42] None of them have hardly any scientific equipment. That's mandatory. When you're on a motorcycle,
[50:47] no one rides the air, but like that open face, you should have glasses on it, at least in a minute.
[50:54] So that would add a little more bite to it. And with the registry,
[50:59] people like this young man, would still be able to operate like they like to, and they
[51:08] still be able to do it illegally on the road. At least on town roads. I understand
[51:14] in his state regulations, he just had to keep to up to state roads, and I can appreciate
[51:18] that till speed limits are higher, traffic is higher. But I didn't think I'd be up here
[51:25] they defended them but up because I said pitches to the major about a couple of kids and
[51:34] they haven't been around since that a lot of people talked and were not or identified
[51:39] them. A lot of times that's all it takes. I had kids doing donuts 40 years ago in the
[51:44] section of the hill and whiffle. As this is going to start, I call the police to the pub.
[51:52] They found out who it was, two days later, they were done, not that they didn't drive
[51:58] anyone, but at least the police once said, look, you guys got to cut this stuff up,
[52:06] but
[52:06] that's the way they handled stuff in this town.
[52:09] I was at an accident that I caused, not too many years ago, that West, Brook and Round
[52:24] up. I started going through the intersection on blind spot and my guy was such dense. I couldn't see the
[52:31] truck, pick up such strong. Off to the side and I just pulled out slowly, just kind of didn't go
[52:39] fast either, T-bombing. So we were settling all that up and the cop is telling you all, you're going
[52:45] to have to pay a fine and be ready and be responsible for this biolization sector, except for some young guy
[52:50] from Snoop with a sports car or like a Honda with the long pipes on and stuff like that.
[52:58] He says, oh, he's still around.
[53:00] What do you mean?
[53:01] He says, yeah, he says, we're going to have to him a few weeks ago because he's wrapping his pipes off all around town.
[53:09] He told me, we catch you doing it again.
[53:13] You're going to be a violation.
[53:15] You're going to cite you for it.
[53:16] As this man said, you know, I've been on a scene on a road by police in my snowmobile.
[53:23] They knew where I was coming from, and they just let you go on your merry way.
[53:28] But it's the bad habit because it caused the problem, like if they had seen me going up
[53:32] the road 40 miles an hour, that's not necessary.
[53:37] I was going from a house to a trail, and they know that, common sense.
[53:42] So I think if we were to deal with this a little more
[53:51] thoughtfully, we don't even have a Roth instead of being
[53:54] no. We're going to stop you now, you know what I mean?
[54:08] I live on 178 Union Avenue, Pasco.
[54:12] Thank you. What's your last name?
[54:14] Was she? Was it?
[54:16] Was she?
[54:17] Was she?
[54:18] I think it's just unfair that the like bad, the reckless drivers are not obeying the rules
[54:27] and the good kids that are just trying to go to the fence house, the fence house, on
[54:31] the sidewalk, going underneath the speed limit is getting penalized for all the bad actions
[54:37] that the other kids are doing. Sometimes I just go on a little bit less to my friends house
[54:43] and I'm getting penalized for all the bad kids in the center of town doing
[54:47] realies and then the middle of the grid and I'm not respectful again I always
[54:52] on the sidewalk, always obeying the rules.
[55:09] I can tell you I can probably write down right now about a dozen and a half of the students and kids that are constantly in the center of town. I'm very involved with youth sports in town. I can name you all with all of them. You will never find either.
[55:29] one of my boys in the center of town. They ride to their friend's house, they'll ride to spring
[55:34] lake during the summer. Eason will ride to where his nanoworks to have lunch with her. It's just
[55:41] the shame that this quarter group of kids that are being reckless and endangering a lot of people
[55:48] are going to cause problems for the kids that just want to have fun with their friend's house and
[55:53] respectful. I'm going to stay at home. I'm sorry, I stay at home when I work. So I cannot
[55:58] always get Houston to his friend's house during the day, and it's a shame for him to just have to sit
[56:02] around. So this gives him the opportunity to make a little job to him. So I hope that he'd be
[56:08] considered a strict, you know, the Newwater Peninsula. Thank you.
[56:15] Your mother opponents here. Your mother opponents are students by the law.
[56:23] My son is not here with us, but I just can't grab us a slew of, grab us a slew of,
[56:28] three zero five jobs on our own, thank you.
[56:31] My son, Cameron, lives in Glendale, we live over here in Glendale, and that's his main source
[56:39] of transportation has gone from Glendale, up to Harrisville, up to Pasco, almost all of
[56:46] his friends live in Pasco, every one of them.
[56:49] They don't typically come out this way because it's really nothing to do out in this area.
[56:55] So he has an e-bike.
[56:57] He also has an e-dirt bike as well, and he typically rides the e-dirt bike if they get it.
[57:04] That's probably a little more high profile than the e-bike that he rides.
[57:11] But he does follow the rules.
[57:12] Well, whatever the rules are.
[57:14] other than being on the road. He's not supposed to be on the road with it. He'll be in rapid
[57:20] roads. He's not weaving in and out of the traffic. He's not doing wheelies. He doesn't even know how
[57:25] to do wheelies on the bike. He doesn't do any of that. And I know whoever that was, that's full class,
[57:31] was talking about like the kids that hang out in the fourth part of town in Pasco. Those are the kids
[57:44] the right thing is like one or two or three of those kids are probably not doing the right thing.
[57:49] They're doing Whaley's past problem brewing or you know past sidewalk or whatever over there.
[57:55] Down the main road right there. They're doing Whaley's and we've been in it out of traffic.
[57:59] They're up and down the freaking sidewalk all that stuff. I get it. There's a couple. There's like
[58:06] maybe five or less kids that are actually the problem that everybody here sees. There's only five kids.
[58:13] It's a guarantee that are actually causing the problem in the sound.
[58:18] There's not very many.
[58:19] Most of the kids are very respectful when they're writing their electric motor transportation.
[58:27] Let's be honest, we were all pushed into this.
[58:29] This is what we were pushed into.
[58:32] We were forced into electric modes of transportation and this is what we have.
[58:38] We have electric e-bites, we have clutch or dirt plates, and they're so easy to get, you can get them on the Amazon, you can get them everywhere.
[58:47] You order it and it's at your door in the day or two, and you can go out riding on an electric bike everywhere.
[58:56] And it is what it is. This is what we were pushed into, electric vehicles. This is what all of our kids are riding, because this is what we were pushed into.
[59:04] This is what we have. This is what we do. Nobody's riding bicycles anymore. If they will, they are. But not as banking.
[59:13] You know, with the whole thing of riding on the bike path with electric vehicles, I get that.
[59:19] Like, yeah, do you want to go on the road instead? Instead of taking the bike path to the, you know, shoot down past the taco shop and go down that way, pass village.
[59:33] gas and pedal that way where there really is no wear or ride to get to Astro from
[59:40] where you're going and the same thing yeah these skids go to spring lake they
[59:44] go to all these different fishing spots all over town they all pull each
[59:49] other hang out with each other and say hey it's where we're gonna be like and they
[59:54] have to find different places to go where they don't think they're gonna get
[59:58] trouble
[1:00:00] Obviously, Duncan Donuts was one of those areas where they thought they could hang out, but they couldn't see the S, that whole area. They couldn't go there. Some of the kids started hanging out in,
[1:00:14] you know, the pavilion, with libraries, stuff like that. Then they, now they're on that road, just hanging out, hiding from everyone. But they just want to hang out. They don't want any trouble, right?
[1:00:28] from the police or any other residents in the area they just want to be kids
[1:00:37] really well we're just going to do what they do it is what it is like we
[1:00:46] moved out
[1:00:46] here to have like a little more sense of freedom we moved out here 10 years ago
[1:00:51] we moved here from one socket I know how that school system is as that's a
[1:00:57] This is the system that I grew up in.
[1:00:59] I didn't like it.
[1:01:01] I was forced to join the military when I turned 18,
[1:01:03] right after September 11, school never worked out for me.
[1:01:08] I'll never work out for me.
[1:01:10] That's the path that I had been taking.
[1:01:13] I know how those kids are in one socket,
[1:01:17] and the kids here are wonderful.
[1:01:19] Why not in those kids?
[1:01:20] The kids in Providence are not these kids.
[1:01:23] They're different kids.
[1:01:24] They're good kids.
[1:01:25] Most of these kids, 99.9% of them are good kids.
[1:01:30] The kids that you guys see like doing wheelies
[1:01:33] and weaving in and out of traffic
[1:01:35] and like, it's a select few group of kids
[1:01:39] that are just ruining it for everybody.
[1:01:43] It's not everybody.
[1:01:44] It's not all, it's just a very tiny little few group.
[1:01:50] It's a small group.
[1:01:53] So I don't speak in both of those.
[1:01:55] No, you did great. You did great. Thank you. Any other opponents here?
[1:02:02] Eric, none. I was in a motion to close the public hearing. So,
[1:02:07] maybe by that case, the president said, I mean, this is not all, but it was his favorite.
[1:02:10] I have town council graduation. Before we get deliberating, I think they do want to make a point
[1:02:19] and I'm going to talk a little bit maybe with Colonel and Colonel, like, correct me upon
[1:02:23] long. If we do want to give prior to this, if we had one, you know, I wanted to go after
[1:02:30] the bad apples. Would you say that your hands were a bit tied in terms of what you were
[1:02:35] able to do? Yeah, very much so. Does this, does this, does this propose change the ordinance,
[1:02:41] give you what you think you need to go after those bad apples in the back? Yes, and you know,
[1:02:50] Our people are very good with mentioned by the gentleman,
[1:02:53] they kind of know the fact about our ability to speak to people
[1:02:58] and change the behavior.
[1:03:00] That hasn't worked here.
[1:03:02] And we're not engaging, I'm sure, with kids like Luke,
[1:03:06] when we're having those conversations at all.
[1:03:10] We're engaging with those that are basically listening to us
[1:03:16] and then going right back to the same behavior.
[1:03:18] This language would change that behavior.
[1:03:23] This ordinance gave us the tool to deal with that behavior.
[1:03:30] But what I was saying was, is that our people are very good at exercising their discretion,
[1:03:36] in realizing the difference between those that show no respect for how you're supposed to operate either on the roadway,
[1:03:44] from the blank pass, versus those that do, and I think promised you that our
[1:03:54] engagements are not this young gentleman here, or is any other person you're
[1:04:02] similar to him. And that's not my focus. And just as I said in my opening
[1:04:08] and we marched, originally, bicycles were included in this.
[1:04:12] And I was dead set against that,
[1:04:15] because I think that's the answer.
[1:04:19] We're looking for a tool.
[1:04:21] I think the people that have fallen victim
[1:04:24] to this type of behavior are also looking
[1:04:29] for the same tool to be enacted to end this
[1:04:32] as far as blatant disregard
[1:04:36] or whether it's the motorist just driving down the roadway,
[1:04:40] person walking on the bike path,
[1:04:42] or person walking on our sidewalks,
[1:04:44] that are confronted with this type of heat.
[1:04:47] We're not looking at the impact
[1:04:49] this type of a young bell.
[1:04:51] Should we recall what you're saying,
[1:04:52] that there are tools to engage,
[1:04:54] where we can engage as opposed to just trying
[1:04:57] to talk our way through.
[1:04:58] Right.
[1:05:00] The, you know, the procedures of the behavior or patrol officers as they have passed by a Luke or an Easton or a Travis, would it be fair to say that that behavior is going to be the same, but you're not really looking at those kids because they're not causing trouble. I know a people, and I also know our volume of call for service. One, our people want no part of it. And two, you don't have time to waste
[1:05:29] with the maybe their calls for service they're engaging with those that that
[1:05:36] are bringing their behavior to the attention where someone picks up the phone
[1:05:39] it calls us and asks for help. This gives us the ability to help staff call.
[1:05:47] Thank you. Before I continue to apply now I want to open up the rest of the
[1:05:51] council. I have this way, President. Yes, I was going to say before President
[1:05:58] and ask the police chief on his opinions. I was going to say that police usually has a lot
[1:06:05] of discretionary ability and they use their common sense as many of you mentioned common
[1:06:09] sense on who to look for. They were powerless to do anything about these bad actors. This
[1:06:16] gives them the opportunity to do that and hopefully bring this dangerous situation under control.
[1:06:20] The fear we had as council members is this, one of our main tenets of a council
[1:06:27] is to protect the health and welfare of this community.
[1:06:31] It would be a shame if one of those young people would kill doing stupid tricks
[1:06:36] in mainstream pastoral and killed by a motorist.
[1:06:39] How would any of you feel if you were the motorist to hit that child and he died or she died?
[1:06:45] It's important, even though it's important for us to look at this,
[1:06:49] is typical to separate the good guys from the bad guys, but that's what the police do.
[1:06:54] They do it all the time. If warnings needed, I'm sure they'll give that. If it's more serious,
[1:07:00] some shows up, take it to the next step.
[1:07:04] The chief and I talked along with my committee with
[1:07:07] happens to these two people to my right about looking at this, giving the year and looking at the
[1:07:13] possibility of making changes within that period of time, am I correct?
[1:07:18] So I really appreciate, especially the young people coming here, how difficult it is for
[1:07:25] young person to get up in front of a group of people.
[1:07:28] And I really admire your ability to get up there.
[1:07:31] You did a great job.
[1:07:33] But on the other hand, just trust us to say this, when not after the good guys, we just want
[1:07:41] to control the bad actors. And there's a level of responsibility that is lost here, and that's
[1:07:47] parental involvement. Parents are not being parents anymore. It would be a shame if a parent
[1:07:56] didn't know what was going on with their child, and he continues this behavior. Perhaps the
[1:08:02] parents is ignorant of it. This would give them an opportunity to police to notifying the parents
[1:08:07] what they're doing and perhaps the parents can interject and maybe force them to act in response
[1:08:14] from rare. So please believe us when we're telling you it's not a point to go after the good kids.
[1:08:23] I lived up in the woods for years. I know what it's like to try to get around this town on a bicycle
[1:08:28] even when I was a kid and that was a long time ago. But let me tell you, to almost guarantee the police
[1:08:36] chief in the police officers used to permit us the discretion when it comes to
[1:08:40] these things. I appreciate the input.
[1:08:44] When I was down the line here, Mr. Wolves, one of the things that's not in this
[1:08:48] ordinance, but we discussed that live. Fortunately, the police department doesn't
[1:08:52] have the means, but to have a safety class where the seatbikes get registered in
[1:08:58] the driver gets some trained. Maybe some group in the future can take that on. Maybe the
[1:09:08] school department can offer something. I don't know.
[1:09:12] I've witnessed it myself, a child
[1:09:18] who's under 16, right through a stop sign at the intersection near the assembly.
[1:09:28] That's
[1:09:28] it happens. So if we could train these kids to to provide more safely. And I got a discreet
[1:09:35] with you in the back. There's more than five. Many more than five.
[1:09:40] Oh, there's a lot of kids that hang out. But if they're, I see them driving from all the
[1:09:44] people, Mel, I see them driving down all the town. They all go to Pasco, but there's more than five.
[1:09:52] There's a lot to hang out, but there's a link. I can't have any. I can't have any, I can't have any,
[1:09:58] This is the house of deliberation.
[1:10:00] So, yeah, any other thing, you know, some of those kids roll 16, right? They're throwing that out. Yeah, I'm dead. Right. They're 16, 17 years old. I'm sorry, I just we've given public. I've got to just maintain these rules here. Counts of deliberation. Anymore of the say, I'll keep talking. No, no, no, no, we have we've closed that. Sorry, boom, we're over 16. Okay. They should have a light. So we want to keep talking about 16 years old. Okay. Some of those kids that you're talking about are still a duke. Mission will do. No, sorry. I'm sorry. I'm sorry.
[1:10:30] Mr. Andrews, they all, those are the ones that are not doing the right bit.
[1:10:37] I think we do it all at grants, we all at grants, just being able to go ahead.
[1:10:40] I mean, it did not prove to me what was pretty well said by Colonel and Mr. Rossum.
[1:10:46] It's not at all washed on me when the kids and parents have showed up here tonight,
[1:10:51] and they're the ones that are not in the process.
[1:10:53] And that's always kind of been the one we grew up to get.
[1:10:57] Unfortunately, in this town, we can stuff, have to induce up in our ordinances,
[1:11:01] is required with state law all the time,
[1:11:05] what the work for housing from them.
[1:11:09] And I trust the criminal and his work
[1:11:11] that they're going to make sure their focus is on
[1:11:15] the ones who aren't here and the parents who are not here.
[1:11:20] And I think that's the best we can do.
[1:11:25] Anybody else?
[1:11:26] Before I entertain a motion,
[1:11:30] I will say that it's in white final comments
[1:11:32] it's my hope that if this does pass that we will see some action taken by verbal PD to
[1:11:44] which and that action will hopefully spread among the bad apples, you know, sort of like
[1:11:51] plucking the bad apples out of that barrel. You can keep the good apples going for a long time
[1:11:55] if you get those bad apples on. So my hope is that if this does pass tonight, that this gives the
[1:12:02] The burrow be the who most certainly has many other more important things to be doing.
[1:12:09] But as it's been said here tonight, this is important.
[1:12:12] It's going to become even more important if someone God forbid gets killed.
[1:12:17] So it's going to be my hope that what we potentially offer the police department tonight gives
[1:12:23] them the opportunity to sort of curtail some of this.
[1:12:27] It's not going to be loom.
[1:12:28] It's not going to be Easton.
[1:12:30] And it's not going to be these kids who are going to be looked at.
[1:12:34] It's going to be these bad actors who have been, as we said earlier, ruining it for the rest of everybody.
[1:12:45] All right.
[1:12:45] With that said, I'll entertain the motion.
[1:12:48] I'm going to close the public here.
[1:12:50] Second.
[1:12:51] Well, no.
[1:12:52] I need to.
[1:12:54] Now, let's have an emotion on either adopting or not adopting.
[1:12:59] The motion we do not be announced by General Ordnance on the roll-around of $2,000,000 for
[1:13:04] amended.
[1:13:05] Chapter 26 entitled to travel to vehicles for fuel in the section 265-4, Mr. Reptile's
[1:13:11] vehicles and other vehicles on public property in the section 265-6, and replacing it with
[1:13:16] section 26 for use of nuclear vehicles and other vehicles are completely inspired by the
[1:13:24] property being proposed all-terred.
[1:13:26] The work you said before.
[1:13:28] Great.
[1:13:28] We have a motion made by Mr. Aniston, do I have a second?
[1:13:31] Second.
[1:13:32] Second, Mr. Will.
[1:13:33] Any further discussion from Council?
[1:13:35] All those in favor?
[1:13:36] I and your post.
[1:13:40] Thank you.
[1:13:41] I want to thank everybody for coming out tonight.
[1:13:42] I want to thank everybody.
[1:13:44] Particularly our young people that came out tonight.
[1:13:47] You know, your parents as well,
[1:13:49] protecting time on your evenings.
[1:13:51] Come out and talk this evening.
[1:13:53] This is, you know,
[1:13:54] it's an important issue in this town right now.
[1:13:55] I'm hoping that we're going to put things on the right track so that you guys who are
[1:13:59] obeying the law you continue to do it and you won't even skip a beat in using your rebites.
[1:14:05] Most of those are public.
[1:14:07] We'll show you during the public hearing.
[1:14:09] Second that again.
[1:14:09] Thank you, my buddy.
[1:14:10] Sprena, all of the favor.
[1:14:11] All right.
[1:14:12] Thank you all for being here.
[1:14:15] Thank you, Ellen.
[1:14:16] Yes, we'll leave unless you want to stay for some more fun.
[1:14:47] Oh, you know, at least you have to solve it for the Ellen.
[1:14:48] So I want to take the discussions for you.
[1:14:56] Right.
[1:14:57] Right.
[1:14:57] Why are you murdered since?
[1:15:00] All right, we're going to move on to 26-278, location for a new victory-ling license from the Town of Burgl, doing business ads, the Town of Burgl. For possession stands to apply at 425 east ads.
[1:15:30] is going to be comfortable.
[1:15:31] Okay, it's going to be comfortable.
[1:15:31] Okay.
[1:15:32] So somebody has responsive
[1:15:34] management in the penalty
[1:15:37] for a license so I want to
[1:15:39] know what I'm doing.
[1:15:40] I want to find somebody to run
[1:15:41] the sessions at the source.
[1:15:44] I'm like so that's part of this.
[1:15:46] It's nice.
[1:15:48] Thank you.
[1:15:50] I want to leave comments
[1:15:51] input recommendations
[1:15:52] from the administration.
[1:15:54] Mr. Wood, to speak up a little
[1:15:55] more. Just become a bit more so I can hear you over that.
[1:16:00] A lot of the things just weren't I.
[1:16:03] It's just.
[1:16:04] All right, well said.
[1:16:06] I'm going to move on to see proponents.
[1:16:09] Do we and please don't I guess.
[1:16:13] Please don't any any one who wishes to address the health.
[1:16:17] I shall stay fair name and addresses.
[1:16:19] Have any proponents?
[1:16:21] Any opponents?
[1:16:24] I'll let you see an emotion, but what was public hearing?
[1:16:30] Who was that made by me?
[1:16:32] Miss Danes is in the battle.
[1:16:33] You guys back a week now.
[1:16:34] I like it.
[1:16:35] All is in favor.
[1:16:37] I passed town council liberation.
[1:16:39] All in.
[1:16:40] I'm worried.
[1:16:41] I want to say that the Patriots football.
[1:16:47] In session stand that may not be legal.
[1:16:49] I don't know, but their camera group.
[1:16:50] It's legal.
[1:16:51] It's legal.
[1:16:52] Good.
[1:16:52] Make it time.
[1:16:53] It's like that.
[1:16:54] A little bit.
[1:16:56] So, yeah, I mean, just for the edification of everybody, this is going to, you know, allow
[1:17:01] us to work not only on temporary, you know, work down there, but eventually once we get the
[1:17:08] snacks, shack, slash, press box, up and running, it's going to be a great addition to all of
[1:17:13] the programs down there at the new Reconfield complex.
[1:17:17] If not, there's any further discussion.
[1:17:19] I'll let it in a motion to grant a new
[1:17:21] visual relations to the town of Burville doing business
[1:17:24] as the town of Burville for a concession stands
[1:17:27] to apply for 25 East Ave Burville assesses
[1:17:29] about 144, a lot zero, two, three.
[1:17:33] Well, we're probably as long as all state
[1:17:34] of the earth has been that motion.
[1:17:36] Made by Mr. Battleons.
[1:17:38] It was the second by Mr. Anderson.
[1:17:40] All those in favor.
[1:17:41] Hi.
[1:17:42] Motion for Mr. Anderson, seconded by Mr.
[1:17:46] about all those in favor.
[1:17:47] All right.
[1:17:48] Number 9, new business to be considered an actinon 26-279
[1:17:53] considering act on a water tank was Mr. Sullivan.
[1:17:56] Well, the proposed days in the water product,
[1:17:58] are they going to act on their own?
[1:18:00] All right.
[1:18:04] Well, I'm sorry that you don't have the numbers on the
[1:18:08] end thing, but it's supposed to have the set of numbers.
[1:18:11] I haven't solved the details on the different alternatives.
[1:18:15] because do you want those notice we can post all of this
[1:18:18] so that we can speak that of the University?
[1:18:20] I know it's one I like a lot of costs.
[1:18:22] Yeah, I think that's the best.
[1:18:24] Unless there's any further discussion,
[1:18:25] I want to get a motion to table.
[1:18:26] A motion to table.
[1:18:27] Exactly.
[1:18:28] A motion made by the State of the System
[1:18:29] and the Vice President falls in favor.
[1:18:30] No, no.
[1:18:31] But move on to the 26-280.
[1:18:33] Consider an act on amending the house of softball field upgrades
[1:18:37] line in the fiscal year ending June 30th, 2027,
[1:18:41] capital improvement programs of housing
[1:18:43] or deal with it, upgrades and improvements
[1:18:46] or take any other action they're on.
[1:18:49] Like you voted this in the capital of Calvary,
[1:18:52] you eliminated it to solve a lot of tiniiness,
[1:18:55] scratches, no wonder, you know,
[1:18:57] often it no longer in the business,
[1:18:59] but the grant that we got from us to the island
[1:19:03] was made for a grown soft.
[1:19:05] So what I wanted you to do
[1:19:07] is basically fill out the money to terminology
[1:19:11] in the language of the capital.
[1:19:13] So that to to explore the code of softwares is a lot of
[1:19:18] because I think that has been listed in the money that has been
[1:19:23] needed for whatever cost will be now.
[1:19:26] It's not those softwares to be made.
[1:19:28] Thank you.
[1:20:00] Hearing none, auditing a motion to approve the internal fiscal year 27, CIP budget change for account number 010074-56145. How's it feel? Revising the description from how's the softball field upgrades, how's the field equipment upgrades and improvements, no change to the existing $25,000 appropriation funding source or total fiscal year ending 27, CIP budget.
[1:20:28] So, maybe I used to handle this, I used to battle all of those in favor, move on to 26-281
[1:20:35] to Theranac on adopting a 5-year capital group program, a taking action there on.
[1:20:41] Mr. Wood, I should have done this before, we just left off the table, which is what you're
[1:20:46] doing.
[1:20:46] This means that you want to do not delay the discussion, but maybe more so if we do not pay
[1:20:53] us for that.
[1:20:53] Second, it's just placeholder assembly change over the next point or so.
[1:20:57] We have a motion from Mr. Anderson to adopt the five-year capital program as presented.
[1:21:04] Second, Mr. Battleon, all those in favor.
[1:21:07] I'm sorry, you need a discussion for them, sorry.
[1:21:10] Okay, very none, all in favor.
[1:21:12] All right.
[1:21:13] 26-28-2, considering act on a resolution amendment in the verbal prevention action coalition,
[1:21:17] fiscal ending in June 30th, 1927, operating budget, as adopted on June 10th, 2026.
[1:21:22] or take any other action, they're on.
[1:21:31] I'm going to leave the mic.
[1:21:32] Yeah, when we did the regular budget,
[1:21:35] I heard we basically had two budgets,
[1:21:37] we were thinking about for this problem,
[1:21:39] one, it incorporated the two of the grade we were applying for
[1:21:43] and the senior general, this plunging,
[1:21:46] you know, it reflects the fact that we didn't get money.
[1:21:49] We did not get to do anything.
[1:21:50] So we need to amend the plunging,
[1:21:52] specifically, use those lines, probably.
[1:21:57] Any questions about the administration?
[1:21:59] Most of the money comes out by a full line of nine notes and I'm just wondering, I'm
[1:22:04] sure the credit was involved with the suit.
[1:22:07] Do we feel like we're sacked by seeing anything?
[1:22:09] Is there a difference?
[1:22:11] Are we kind of getting any good?
[1:22:12] People are getting it up.
[1:22:13] No, but we've found over the years as a bill of the fund to pay for this in case we lost
[1:22:19] the money, lost my grants.
[1:22:21] We do have some state grants that are smaller grants than we use.
[1:22:25] They have enough money in the,
[1:22:27] I'm going to get some to pay for this scenario.
[1:22:30] I'll be on the your to the,
[1:22:31] over the over the other.
[1:22:33] The answer your question,
[1:22:34] nothing is going to be changed.
[1:22:36] It's going to be necessarily.
[1:22:39] The compromise because.
[1:22:41] The motion.
[1:22:42] And we've had a pretty good chunk battle in four years.
[1:22:44] Just.
[1:22:46] Okay.
[1:22:47] Listen to discussion.
[1:22:49] I'll entertain a motion for doc resolution number 26-27.
[1:22:51] 27 verbal prevention actions,
[1:22:53] coalition, beat back and to replace the originally passed
[1:22:58] resolution, 26-22,
[1:23:00] the prevention action coalition, beat back.
[1:23:02] That was passed on June 10th, 2026.
[1:23:10] Anybody, Mr. Anderson?
[1:23:12] Mr. Anderson, the owing.
[1:23:15] First.
[1:23:15] Can I get someone, anybody from motion?
[1:23:18] So, Mr. Vice President, thank you a second.
[1:23:20] Second.
[1:23:20] Second, Mr. Brown.
[1:23:21] The end of the table is waking up.
[1:23:23] I like it.
[1:23:23] All those in favor?
[1:23:24] Uh-huh.
[1:23:24] Aye.
[1:23:26] All right.
[1:23:28] 26-283.
[1:23:29] First reading and proposed amendments of the Grimmerville General Audences Section 30-31.
[1:23:34] Soning districts and zoning maps by changing the zoning district approval, assesses map, 130
[1:23:40] lots, 05-305-405-505-605-705-805-805-905-905-905-905-606-5 from forming residential FI for
[1:23:49] as a federal residential R-40,
[1:23:50] but to just get to link a public hearing.
[1:23:52] Motion to schedule public hearing is called to chair.
[1:23:56] We have a motion to second the public hearing
[1:23:57] at the call of the chair made by Mr. Aniston,
[1:23:59] saying whether I'm a president, all those in favor.
[1:24:01] All right.
[1:24:03] 26-8-4, considering act on the Rhode Island World Health
[1:24:06] Transformation Program, and in action, they're on.
[1:24:09] Mr. Wood.
[1:24:11] So this is what Mr. Nurali and Mr. Anderson
[1:24:13] was talking about.
[1:24:14] The state has a fairly aggressive, well-mannered
[1:24:18] that's one of my federal government
[1:24:20] or rural health programs.
[1:24:22] In order for the town of Marble,
[1:24:26] you know, we've seen these funds,
[1:24:27] we have to be visiting an outlawed kid to re-pronged,
[1:24:32] sponsor the programs by the 30th of August.
[1:24:36] And this has only been put in a place
[1:24:39] mainly for three weeks at this time.
[1:24:42] It's only been one minute and three before we used to do this.
[1:24:45] So we've talked in the fire districts,
[1:24:47] we've talked about one. We think that well one is the proper reason I think the response of this
[1:24:52] program. It basically builds itself in the new year. The first year basically is
[1:25:00] So it's a future gives a program that all the party departments and all the entities that need the assistance for the health program and talk to them and work with one created a bigger program. That then becomes an application for the next year, which becomes the funding net business for the different things, if you know, it needs to talk about it. Once you talk about that, you were talking to netizen, but things like that are all part of them.
[1:25:29] potential carbon. I think one of the ones that cooperate is to coordinate and to follow
[1:25:35] their own dates are met with this as well. I don't think they're in a single nor do we want
[1:25:41] the other to think this is both a program for the future.
[1:25:45] I believe we're setting points as the deadline for the applicant was his August 30th.
[1:25:50] Well, once put the application yesterday with our blessing knowing that we're going to present this
[1:25:57] Because in my assessment, I've been on a couple of Zoom calls, and person that's the
[1:26:01] coordinator here is pretty impressed with that, because I think in my mind, nobody is equipped
[1:26:10] as we currently sit to do this, and well one will be the first one to tell you if you need
[1:26:14] to recruit the right talent to actually perform that role, to perform that role, that in essence
[1:26:20] is the convener and organizer of all entities to float what we think are. The
[1:26:29] gentlemen opportunity said we'll go into the pool for this case to start
[1:26:34] building up money into the next cycle. In this cycle there's 125 grand to
[1:26:38] cover the cost of going through this exercise and there's another 30 grand for any
[1:26:43] physical stuff that you went at. But and so very graciously well once agreed to do
[1:26:49] they're more disappointed as of one night. You know that because I'm chairman. And with the
[1:26:56] understanding that it may take a little bit of time to find the right person to do this,
[1:27:01] I don't think they're going to have that good job.
[1:27:05] No he wants to find something with the right skills
[1:27:08] that absolutely is going to make this thing happen that everybody's going to have their chance to
[1:27:13] get their stuff up for consideration. So we're literally in the top of the first
[1:27:18] ending of a very long. I don't think it's really any, we don't really need to take a motion on this,
[1:27:23] I don't believe, right? But I'll sit down. Why, I, you know, I'm going to look at the voting space.
[1:27:28] Stores, well, one is the, I'll make the motion that we all support that, well, what is the official
[1:27:35] applicant at the top, or what, you can only have one. You said we have a motion made by Mr. Anderson
[1:27:43] to offer the town councils and the Don Bergel support to, well, one has the sole applicant
[1:27:48] for this grant. Seconded is by the Vice President. All those in favor.
[1:27:53] I'm not. I mean, we do appreciate what one's activity in this and taking the
[1:28:00] bull by the horns, so to speak. On their enemies, we'll go ahead to that. I
[1:28:04] think that's the investigator on this.
[1:28:09] Okay, we move on to number 10. The ever-loanly
[1:28:12] town clerk communication begins to enact it on. Number 11 reports A through
[1:28:17] double A to be received. I'll have 15 emotions to receive reports A through
[1:28:21] double A, as presented. So, we'll set up.
[1:28:25] I'm going to show you by this event. I'll have a second. I'm going to put that
[1:28:27] this front. And I was crowned. Followed in favor.
[1:28:29] Hi. Hi. Number 12 additional new visits. We consider an act
[1:28:33] on 26-285 or press of executive session 8.
[1:28:37] Procress or executive session from Council President
[1:28:40] Donald A. Cox, the student who are now in open meetings.
[1:28:41] I'll have a subsection 42-46.
[1:28:44] That's 5-8-1 for discussion consideration.
[1:28:46] Actual relativism of a town manager,
[1:28:48] I think it's in Iran.
[1:28:50] Let us see what town manager pursuant to open,
[1:28:52] where I am, when folks, I'm sorry to,
[1:28:54] where I'm a little bit losing law.
[1:28:55] Subsection dash 42, 40-46-5-8-5.
[1:28:59] What is discussion consideration
[1:29:00] in action relative to the sale of real property
[1:29:03] at zero camp, Dixie, verbal assessors,
[1:29:05] Matthew or 9-0-146 or taking action in Iran.
[1:29:09] Subsection 42-46-5-8-5.
[1:29:11] of discussion consideration and action
[1:29:12] of all of this 120 people who main street verbal
[1:29:14] assessment map, 214, 1065, and 120 new street verbal
[1:29:21] assesses map 214, 1040 for one or taking the action
[1:29:25] there on, some section 42-46-5, and five of discussion
[1:29:29] consideration and action relative, the sale of real
[1:29:32] properties that should be redrived verbal assesses map 213,
[1:29:35] I'm 09010 in 018 and map 195, flat 014, we're taking the action they're on, subsection 42-46-586 with discussion and consideration and action relative.
[1:29:50] We're entering into an agreement with the prospective business, we're taking any action they're on, and finally 40, subsection 42-46-502.
[1:30:00] In addition, an action relative to litigate, Roberto Lacey beat on a verbal, at all cases, number PC-2-024-048 and PC-2-024-0 by 1-61 and kind of suits file by a ton of verbal, but take any other action they're on.
[1:30:36] We are reported. Okay. We are back in open session. At this point, I'll continue to move
[1:30:46] to seal the midst of an executive session
[1:30:49] of how many votes were taken about on?
[1:30:52] I don't know, I think the most time is still now,
[1:30:54] it's going to be exactly in session or yet.
