[6:21]
for the Blue Dog's program,
[6:23]
who's trying to $1,000,
[6:25]
and to pull out of the state's end,
[6:28]
we've run into that state's end.
[6:31]
That's the item that's most about it as much as possible.
[6:33]
I have one, it's the Blue Dog's now.
[6:35]
I mean, we add the funded discussion
[6:38]
and action approval to go into the executive sessions,

[8:31]

[8:51]
I know you've been on the team.
[8:52]
I've been on the team for four, four years now, like, I've been
[8:57]
and ran on this team all throughout high school and I made a day.
[9:01]
They voted me Mr. Tracking for you.
[9:03]
And you know, so I have was had to be had had to have a leadership role.
[9:08]
Yeah. Yeah. Yeah. Yeah. Say the example.
[9:11]
Thank you.
[9:13]
I would like some like. Don't jump on who don't want to raise your sales.
[9:17]
He's not on that.
[9:19]
Ladies first.
[9:21]
Hey, my name is somewhere hard now. I'll miss track and feel.
[9:25]
Oh, that's a first.
[9:26]
I'd like to thank you.
[9:29]
Just remember to have some runners right out here.
[9:31]
These things to see.
[9:33]
That's a good idea.
[9:35]
My name is Alzone Fools.
[9:36]
And I'm a bad little tear right now.
[9:41]
Come on.
[9:42]
Come on.
[9:43]
Come on.
[9:43]

[9:44]
Back up here.
[9:45]
I'm going to ask you.
[9:46]

[9:47]
Chairs here.
[9:48]
That's it.
[9:50]
I'm up here running and check all four years as well.
[9:53]
And we appreciate you all so much.
[9:55]
Thank you.
[9:56]
That's true.
[9:57]
That's a whole day.
[9:58]
I'm about to cry.
[10:01]
My name is Zachary.
[10:03]
I've been doing track all four years
[10:05]
that I've been into and I throw shopping disk.
[10:10]
Okay.
[10:11]
But that's what I did.
[10:13]
My name is Austin McWilliamson and I've been doing a trade for three years now.
[10:19]
What about the way you're behind me out there?
[10:22]
My husband might not be behind me.
[10:23]
I'm so excited about being.
[10:26]
Hi, my name is Jessica Taylor and the Treasurer.
[10:28]
I need a president for the Trade and Field team.
[10:31]
And again, thank you all.
[10:32]
You just don't know how much this would truly help the organization.
[10:37]
Okay.
[10:37]
We got this.
[10:38]
Ladies and gentlemen, I want to repeat.
[10:40]
You've got one of our workers in the south.
[10:41]
Hey, I'm doing.
[10:42]
I'm Jeremy Wilson.
[10:44]
I'm he coach of the track team.
[10:46]
And yeah, excuse our athletes.
[10:48]
They're a little nervous.
[10:50]
So first of all, our team first is lead by God.
[10:54]
Second is lead by the key.
[10:55]
It's so this is just an opportunity for them to kind of,
[10:58]
you know, get used to public speaking.
[11:01]
So we just ask for a little grace.
[11:02]
to get a merit badge for doing this, it's a good bounce to the end.
[11:07]
Hello everyone, my name is Strometria Gattie. I'm also one of the
[11:10]
helicopters on the track scene and I just want to say we appreciate
[11:14]
this donation from the bottom of my heart.
[11:19]
It's been hard, I've been here for eight years, I've been in the coach
[11:24]
it's been hard. I was trying to keep the program up and running and I
[11:30]
really appreciate it. They've been doing good things in the past couple of years. So we are greater appreciated for it.
[11:38]
Thank you.
[11:39]
You know what I said, Chief?
[11:42]
I'm just just, I'm going to say it's the first.
[11:44]
Yeah, I'm going to ask you do when you can.
[11:46]
When you had your game.
[11:47]
I'm going to sit about what I'm sitting about.
[11:49]
Captain, but this is my second.
[11:51]
It's my part time second job.
[11:54]
Because I like helping the kids.
[11:56]
Thank you.
[11:57]
this. We'll appreciate y'all for actually giving back into your own community from kids from the community.
[12:04]
There's money helps them out a lot. These kids not only excel on the track, but they excel in the community in their school.
[12:13]
I think this one might be close to valedictory. One or two.
[12:17]
I don't know, but they very well in your community.
[12:26]
So I know Mr. Cawson is missing the night.
[12:30]
He's known the widows.
[12:31]
But these kids travel nationally.
[12:34]
They've been ranked nationally.
[12:37]
And we just want to make sure they got everything they need
[12:40]
leading up to this track season.
[12:42]
Because they are a reflection of you.
[12:44]
So thank you.
[12:45]
Thank you.
[12:47]
Great.
[12:59]
Great.
[13:11]
I have to follow that.
[13:14]
One day when y'all grow up, you'll make the insurance.
[13:18]
I'd rather be running track.
[13:22]
Congrats.
[13:22]
That's great.
[13:24]
That's great.
[13:27]
Mayor Ladies and gentlemen, my name is Charlie Chandler.
[13:30]
I'm with Gallagher Insurance.
[13:31]
We handle all the cities insurance.
[13:34]
And the topic of the 90s, the workers compensation, I'll be back out here in December to go over the other lines of insurance.
[13:41]
So the workers compensation comes up October 1st.
[13:45]
And I did a five year look back just to give you a little idea of sort of where we've gone in the last five years.
[13:50]
Is the insurance market continues to stabilize.
[13:52]
It was, it was, it has not been a good year several years in the insurance market and we've seen rates go up.
[14:00]
And we actually saw a nice decrease January 1st on our other lines.
[14:04]
Our property, our auto liability, our equipment, and our general liability, all come up on January 1st.
[14:10]
And we saw a 19% decrease in that earlier this year, which was one of the first decreases we've seen in the long time.
[14:16]
The workers compensation I look back so in 2021 we were paying $120,000 a year for the
[14:22]
workers compensation and we have steadily gotten it down over the years. Our renewal this year
[14:27]
is $11,000. It's up $3,283 from last year. We lost a little bit of our safety credit because
[14:35]
they give us a credit every year. They do a three year look back on our claims and our claims were up a
[14:40]
little bit not not terrible but we lost a little bit of credit there. Or we would have had a
[14:45]
flat renewal, but it's a, this is for all our employees, our fire firemen, police officers,
[14:52]
all employees of the city, and it renews on October 1st, and then I'll be back out here and
[15:00]
And the board meeting in December to go over all of our other lines.
[15:06]
We've had a couple of clay larger claims. We did have a look back in 20 to tell you just a little idea of some of these claims.
[15:12]
We've had a $54,000 claim and $85,000 claim. We've had an $800,000 claim that happened in 2015.
[15:19]
So we're with the Mississippi Municipal Plan, who we've been with since we incorporated.
[15:25]
So, and they are designed just for city, they do cities, they do workers compensation for cities, and they also do our other,
[15:30]
our casually lines that come up later.
[15:33]
So, it's a good renewal, it's a fair renewal, and we're happy to see some stabilization in the insurance market,
[15:39]
where we just, it's been, it has not been a pretty market, especially on the property,
[15:45]
the last four, five years.
[15:46]
So, it is, everyone has seen the numbers.
[15:49]
It's the total premium, this year's 101,560 dollars and 72 cents.
[15:53]
Anybody got any questions on your work?
[15:55]
What's gone? Anybody?
[15:57]
We need a motion in a second.
[15:59]
I got a mishozy, and I got a misallot.
[16:02]
I got a misallot.
[16:04]
Just out of you, Bob.
[16:05]
Yes.
[16:06]
Sandra.
[16:07]
Yes.
[16:07]
Yes.
[16:08]
Yes.
[16:08]
Yes.
[16:08]
Yes.
[16:11]
We appreciate you.
[16:13]
Thank you.
[16:14]
See you in December.
[16:15]
Yes.
[16:16]
Thank you.
[16:17]
You'll need us.
[16:20]
You don't.
[16:20]
You don't.
[16:21]
to get us. Thank you.
[16:25]
Thank you.
[16:27]
Um, long.
[16:29]
Yeah, we're on.
[16:30]
Come on.
[16:38]
I know.
[16:39]
Good evening.
[16:40]
What was it down?
[16:41]
I didn't hear.
[16:43]
Okay.
[16:44]
Um,
[16:45]
so
[16:47]
we took the ads
[16:49]
last week on our soccer complex.
[16:52]
You'll see in your packet,
[16:56]
the certified bid tab.
[16:58]
We had three beds, hemp-filled construction, diversified contracting services, and Bernard and
[17:06]
Suns was the third bitter.
[17:11]
If you all remember hemp-ill and DCS did the first time, we had one other bitter.
[17:17]
The low bit was hemp-ill construction.
[17:21]
If you add, if you take the base bit and add all the alternates, they were low at 8,186.
[17:30]
6500 DCS was 8,771 for 23 and Bernard was 8,850,000.
[17:41]
So felt like we had good bids.
[17:45]
The first and second bid were within 7%.
[17:48]
So we felt good about that.
[17:52]
Over the last week, Nick Brad and I have been crunching numbers about which alternates.
[17:57]
we want to tell you kind of how that looks on the overall bond layout and our outlay and so I think at this point
[18:05]
we're probably need to get you.
[18:08]
But what we need to do is we need to have a motion to accept the bid.
[18:12]
Yeah.
[18:13]
Well, this is the thing.
[18:14]
Bro, we.
[18:15]
Well, because we may not accept all those all.
[18:18]
That's.
[18:19]
And that's what I want to I think we give through that and then maybe we'll we can have the correct number.
[18:25]
That's it.
[18:26]
Well, yes, yes.
[18:28]
Excuse me...
[18:30]
Call
[18:36]
a hand.
[18:38]
He's taken the shot for...
[18:40]
Oh, better move it no, not for the last,
[18:44]
wait, but that's the way.
[18:45]
That's the way of...
[18:46]
That's the way.
[18:51]
Of course, everything was right.
[18:53]
I think it's simple.
[18:54]
Okay, going down the day,
[18:57]
tonight, coming in,
[18:59]
you say, be with me.
[19:00]
Hey man, enter, come on.
[19:02]
before he gets started I will clarify this just looking at the bid tab that's in your document
[19:08]
if you remember we went over the list of alternates to see what those are just as a reminder
[19:14]
obviously we had the base bid at alternate one was the road out to south or road or the will
[19:21]
Creek. That was the 720,000 under Hempel. Alternate two was where we were placing rip
[19:29]
rat, our flex amount in lieu of rip rat. Alternate three was the parking lot lighting,
[19:35]
roadway lighting. Alternates four or five, six and seven were field lighting on all four fields.
[19:45]
Alternates. What was that? Eight for field one two and three. One two three and forward. That was for
[19:50]
solid side in lieu of spreegs, and then the two deductive alterments were removing the
[19:56]
asphalt from the roadways, if we took those. So, just kind of a reminder.
[20:04]
Yes, and so, from the beast badge plus the adultiness, we added on cost projections for,
[20:13]
there's some engineering, there's some testing, and there was a contingency amount,
[20:19]
we added into this as well, our restroom building was added into this, projectually called for
[20:28]
a maintenance building was added into this and then right away acquisition was added into this.
[20:32]
So that's why, well, at the top of this page, we're showing total project cost at $9,932,262,262,46.
[20:39]
And that's adding in some figures for all those other things. Things that would take
[20:44]
out of the first bid, we've added back some parts of that to some extent. Right. Um, so on the left
[20:51]
tank column is all the things we just talked about being added into that. On the right hand column,
[20:56]
would be the two, deduct bid options that were added, uh, which were for asphalt. That would be
[21:03]
a simply removed the asphalt from it. It was roughly 400,000. Yeah, 300 and I think 30,
[21:09]
3 and 48,000. Now, I may be no wish for 400,000, it's close to 400,000 for the two of them.
[21:14]
And if we just took that out and did the gravel, so it's more of that.
[21:18]
Those are the duck items, one and two.
[21:21]
That's right.
[21:23]
The main roads like the main roads that enter into the someplace are,
[21:29]
Yes, if right now in the base bed, it includes the asphalt all the way for it.
[21:34]
Oh, OK.
[21:35]
But if we were we set it up to where we could remove it if it came down to a money
[21:40]
It's you
[21:41]
You know and we can do it under a city project or something
[21:46]
And since those were added as D duck bid options in the bin on the right-hand column
[21:51]
But I've placed before you all is removing that cost from there, right?
[21:55]
So the city we're gonna do that. So go to the left-hand column. We added all the options
[22:00]
Plus all the other things that we added into there, you know, total price of costs at 9.9 million and some change, right?
[22:05]
We've got roughly $2 million of 2% money.
[22:09]
I know it's more than that.
[22:10]
We're just using $2 million as the amount that we have that's been recruited so far.
[22:15]
We're immediately taking out what would be the amount of money we need to keep on cash for reserve.
[22:21]
Like we talked about before.
[22:22]
The instance that money goes up and down.
[22:24]
We're setting aside a cash.
[22:25]
We're going to hold on to it.
[22:26]
Going to make payments going forward, right?
[22:28]
So that leads me with one point
[22:30]
$1,000,000 in cash. They're about to get to the $9.9 million projection show. I need to issue $9,000,000 and $6,000 in bonds. I'm going to get about $100,000 in premium. I'm going to take out about $286,000 in costs. And that gives me $8.7 million. So if between the 1.1 in cash, plus $8.7, I can get back to the $9.9 million in fund. Everything that you guys are looking at. And then down there, the payments will come out roughly about $840,000.
[23:00]
dollars a year. Right inside, same methodology would have taken the deduct out of those two
[23:06]
bid options. So I don't only need about $8.6 million to borrow on top of $2 million in cash,
[23:12]
giving me to a closer to $800,000 a year in projections. So I did take these summaries.
[23:19]
I did run. We've got the latest updates for the full fiscal year of 2026. The 2% revenue is now
[23:27]
top to over a million dollars and what is generated. I act right around me about this earlier
[23:32]
and it's popped into my head. Swinging Bridge Festival generates a big uptick. It is
[23:39]
one of the biggest drivers of the two percent. It's in the numbers. You can look at the
[23:43]
data. I put a big forecast chart in there and every single year you see the jump in there.
[23:47]
So let's get that bigger and bigger because that's what's paying for these parks. It does
[23:50]
a really good job towards the park here. So it took those numbers fullcast them out through
[23:56]
2020, 2021, it shows that it should continue to generate mathematically decent amount of money
[24:05]
right. So we're over a million a year. So I wouldn't, I wouldn't be too hesitant about
[24:13]
80 and 40,000 in our payment or 80,000 in our payment. Either one of those options, I would not be hesitant
[24:17]
about, right? I think the revenues there, we're already pulling cash, we're keeping cash set aside.
[24:22]
There is some more cash here. That's not being fully allocated. I did go down the line of saying, okay, what will we pay for with finance where we pay for cash?
[24:31]
So some of the testing right away, those are those acquisitions. We have in the cash column. We just use cash pay for those.
[24:37]
If there are any changes in adjustments to maintenance building, restroom building, or if you guys have to take out that roadway to finish on the backside and add the detox out.
[24:47]
Now, the rest of that would just go towards those buildings that he had it on and we would have cash to do other things we have for a vice versa, right.
[24:54]
So we've kind of built in those editors into this.
[24:57]
Yes, we kind of laid it out.
[25:00]
Okay.
[25:00]
I think Ms. Howsey's first.
[25:02]
Ms. Primus is next.
[25:03]
But yeah, I'm going to go ahead and look for you.
[25:05]
We're being wrong.
[25:08]
We have a thing where you're saying that you have enough funding for the park,
[25:14]
but not in the background, the splash add,
[25:17]
we don't have the funding, we don't have another for that.
[25:21]
The buildings have the for the base.
[25:25]
So what we did was as part of this be it,
[25:27]
if you all remember, we pulled out,
[25:29]
that the splash pad was never in it.
[25:31]
That was going to be an additional position to it.
[25:34]
But we pulled out the maintenance building
[25:36]
and the concession restrooms,
[25:38]
because that was the driver of the cost.
[25:40]
We then, between Dexter and I and Nick and Julia just were kind of looking at the overall
[25:46]
after the biz came in and we put some budget numbers on what we're going to design to
[25:51]
four maintenance building for a rest room facility.
[25:55]
And also right away we built in another contingency built in some of that and that is in
[26:01]
the 9.93 to it.
[26:03]
So there is money there and in round figures for both buildings it's about 550,000.
[26:08]
So we've got some real money there that I think between us, as a city, being able to go out, do a little special design, and then maybe a lot of second contract, maybe change order it in if we get good pricing, so that we can have that.
[26:25]
And Nick included it.
[26:26]
Yeah, we did that's in the nine point.
[26:29]
No, no, no, no.
[26:29]
The plan's had to go to the United Out.
[26:31]
Like our final.
[26:32]
I'll be right out there.
[26:35]
Up, wait.
[26:36]
Good evening.
[26:37]
Oh, January through.
[26:39]
Today, nine months.
[26:41]
You're saying we've earned into percent over a million.
[26:45]
Well, from October of 2025 to September of 26,
[26:50]
the city is put into percent over one million dollars.
[26:53]
No prior to that, it was around 800.
[26:57]
It was, it was, it was, it was, it was, it was, it was, it was, and we don't, you know, we
[27:03]
mathematics not only go so far, right?
[27:06]
We don't have too much of history because the stupidity hadn't been around that long, right, but
[27:10]
mathematically it shows the numbers where we grow, I wouldn't, I didn't even dare bring that because
[27:14]
I don't want to be trusted, right?
[27:15]
This says you to get 1.3 million dollars, which I don't, we're just not going to stomach
[27:20]
down and say, let's throw that into that, right?
[27:21]
We're going to write off what we have, what we know we've had, and so it's been, it's
[27:27]
the top of the million dollars this year.
[27:29]
It did.
[27:31]
That's all.
[27:31]
Yeah.
[27:32]
Okay.
[27:32]
Okay.
[27:34]
Okay.
[27:35]
Correcting our record.
[27:37]
The deductions, we're going to do an awesome minimum in office.
[27:41]
What's the difference between this?
[27:43]
That the road coming out by a criteria?
[27:49]
That's had a development of one.
[27:51]
And then second one, second, the alternate two was we were replacing the rip wrap we have in there for flex amount in the ditches 24,000 dollars, I think, was on impulse bed, is that right?
[28:04]
Yeah.
[28:05]
The details.
[28:06]
Oh, you told me that he does.
[28:09]
Okay.
[28:09]
Deduct one was removing it from sour, no from Terry Road up there to it.
[28:15]
Deduct two was from the park out to the washed area.
[28:18]
Oh, the crate. That asshole. That's my. So this is, um, I mean, I mean, I was about 15 years.
[28:26]
Yes, man. Right. Yeah, in order to stay in the values, we would have to be to get all of these projects done.
[28:32]
We would have to get to that 15-year term line. Yeah. I would have liked to have been shorter.
[28:38]
But the iterations we ran over and over, I just couldn't get it to, you know, obviously.
[28:42]
If you want to do everything that was on that, then this is how we're going to get there.
[28:48]
Let me hear that. Thank you, Scott.
[28:49]
I'm not, and I've already shared my grievances with Ron.
[28:55]
You got to make it cheaper.
[28:57]
You got to make it cheaper.
[28:58]
You got to make it.
[28:59]
Please, that's all right.
[29:02]
You don't.
[29:03]
Ron, you did it.
[29:04]
Well, maybe anything more.
[29:05]
You raised all his pills.
[29:07]
Yeah.
[29:08]
Okay.
[29:09]
It's good.
[29:09]
Anybody else got a question?
[29:12]
Okay.
[29:12]
I got it, please.
[29:13]
You guys mean?
[29:14]
So, not to say,
[29:16]
Like I guess I'm just looking at the future overall. We had cooking to happen to us before right
[29:24]
and I know a lot of restaurants closed during that time party. We were type of insurance due to
[29:31]
hell. Like if they were to occur again and all the restaurants closed down and we were not getting
[29:37]
that revenue that we always get with that to shame. Um, maybe you, you know, I mean, you can happen.
[29:44]
Yeah, that's great question, that's correct.
[29:47]
So the first thing we're going to do is we're taking cash
[29:50]
that we have now.
[29:51]
And we're going to take one year's worth of payments
[29:53]
instead of the site.
[29:54]
So we've got at least a year of cash.
[29:56]
That's going to be hell.
[29:57]
We're going to sell fun that.
[29:59]
That's not a requirement for any.
[30:01]
I think that's just a responsible thing to do. We'll generate over $200,000 in excess cash each single year. So there'll be a component of that that would probably fell back in the fund and also generates a balance. You go to the first step and use that for some things kind of in there.
[30:17]
And then lastly, this, it has been conflict and city environment has been approved for municipal bond insurance. So the deal will actually be insured.
[30:26]
And there's a cost for that, right? So the cost has been added into this as well too.
[30:31]
So there is a, there is a bond insurance policy that has been approved for decisions, right?
[30:38]
So what happened is, from here, is that, is that, before I go to the next point, I'll make sure you're here.
[30:43]
Okay, yeah.
[30:45]
So from here, the next thing we're going to do is,
[30:49]
Ms. Greg's here as well, is,
[30:52]
we all approval, we're going to set this on a public offering,
[30:55]
We're going to disseminate the ranks farmers going to disseminate this public offering. We're going to set. We set a pricing date on September the 22nd.
[31:03]
That is a day one ever. We're asking investors to make their offer for purchase.
[31:07]
We'll receive those kids. We've kind of priced this thing. A little bit more conservative than when we started with.
[31:15]
And that's for a couple of different reasons. One because we don't, you know, we want to obviously.
[31:19]
Be good with cash flow. We don't want to accelerate things and make things cost a little bit more than
[31:23]
they need to. But we're going to get there on the 22nd on that day. We'll actually have what's
[31:30]
called a bond purchase agreement. Brad will have that executed and held an escrow. On
[31:35]
September the 22nd, the financing comes out the way that we have talked about a loan will
[31:40]
be constituted on that day. It has not been it's not been affected yet. Action tonight
[31:45]
It doesn't not affect the home here on the September 22nd on pricing day, that's when
[31:50]
you'll have a real long, that will be affected that will actually go between the city
[31:56]
and then invest it out there and say, we want to defund the pork project from there.
[32:02]
Anybody else?
[32:03]
Well, we have this house.
[32:04]
Okay.
[32:06]
It's great.
[32:06]
It'll get to come and slice them.
[32:08]
I hope not.
[32:09]
Thank you.
[32:10]
Thank you.
[32:11]
Thank you.
[32:17]
I want to say a few words. I'll put Nick Macon's five for a second. I'll bond insurance front.
[32:27]
Got a municipal bond insurance commitment that we need to get executed.
[32:32]
So I'll give you the background very quickly and then he'll explain why this make why you do this and why you don't.
[32:37]
Wow, this is a good idea. One, back in way back in December of 2024, I made sure Julia and John saw this in the initial resolution. One of the first things we did almost two years ago, we put in there that if it's advisable.
[32:51]
And I'll let Nick talk about when it is and isn't advisable, which is a dollars and
[32:55]
cents thing, but we authorize the Mayor Board of Honor and vote it on resolution that
[32:59]
included language.
[33:00]
It said, if it's advisable, we'll get a bond rating.
[33:04]
That was not advisable.
[33:05]
If it is advisable, the city can apply for a municipal bond insurance policy.
[33:10]
And looks like we're there, we're that municipal bond insurance policy makes sense, you pay
[33:14]
a little bit, but you save money over the time and you get the additional security, because
[33:19]
I was, I believe one of the skits was questions was, what if?
[33:23]
So if you don't mind just for a second, explain, you know, without, I don't know, but we have to get super technical,
[33:28]
but how do you factor in whether it's a good idea to get bond insurance or not?
[33:31]
You do it if it's smart, you don't do it if it's not smart.
[33:34]
Yeah, you've been thinking to hear us out there.
[33:37]
I'm sorry.
[33:38]
I'm not.
[33:38]
I'm a lady.
[33:39]
Yeah.
[33:40]
That's a really great question, right?
[33:42]
I mean, why do we get bond insurance, there's a mathematical formula that tells us what
[33:49]
the way she had Bonnie Sharon tonight. That's probably shocking to believe, but they're actually
[33:53]
it, right? And so Greg's ran the mathematical equation. I ran the equation and so there's two
[33:59]
ways that you can easy for a free, easy simplistic, there's two ways you can sell that you can do it
[34:03]
through a placement, which you can call a bank as a half. This is what I want you to, you know,
[34:07]
this is what I'm offering, we will, and to buy this deal, okay, Greg, or you do what's called a
[34:10]
public offer, right? The public offering world, you could obtain a underlying rating,
[34:16]
uh... hines county city of jackson has one uh... city of pearl has one
[34:21]
uh... there's a lot of these questions if he has underlying
[34:25]
uh... ratings on deal right
[34:27]
it's not advisable for barmond do that because you can spend money but multiple
[34:31]
times over and over again
[34:33]
and then you've conditions and meet that is if you didn't issue dead enough to do that
[34:37]
so
[34:39]
we can obtain a municipal bond insurance policy which then
[34:42]
creates a double-A rated piece of paper to be sold to the public, right? So these bonds as a public offering
[34:49]
will be equal to a double-A rated entity that's being sold out there. And the best is triple-A,
[34:56]
which there's nobody left triple-A in America anymore, right? So what that means is that
[35:03]
if you were a single-A, your rating was being that you're going to be going to charge a little bit more
[35:09]
because we're not sure what's going on with these people, right?
[35:11]
If you're in a double A, we feel a little bit more comfortable about what's happening,
[35:15]
how the finances are going to be, how things are going to get paid, how the revenue
[35:18]
systems are going to come in the play, right? So you're going to charge a little less, you get
[35:21]
in years ago down, interest rates come down a little bit, right? So we thought that mathematically
[35:25]
through the formula as well as qualitatively, it would be best to apply the insurance policy to this
[35:32]
so that we can drop the yields, get more efficient pricing, reduce the burden of a
[35:37]
much of cost to actually borrow money for the city.
[35:40]
That's that's that's that's that's long window way to say in that answer to the question
[35:43]
that's what we did, right?
[35:45]
So with that what I'm suggesting is Mr. Mayor and city attorney city clerk that the board
[35:52]
is previously approved in December of 2024.
[35:55]
I've got the resolution right there if anybody wants to see it that if it's advisable it
[35:59]
allows the mayor to sign off on a municipal bond insurance policy and I guess what I'm
[36:04]
that's what your municipal advisor is advising. So if we need to do that now, I thought we'd
[36:10]
cover that tonight, rather than have to scramble back later on.
[36:17]
I don't know who I am as mad. We'll do a little bit more.
[36:20]
He will connect a cup of dots for me.
[36:22]
Yes. They said the public auction, that's when you're basically telling everyone is okay,
[36:28]
you're out there. There's an offering document that will be sent out to
[36:34]
institutions, retail investors, anybody, right, we will see this document and they'll say, okay,
[36:40]
we'll see the Obama Park Project, Journal of Obligation, they're going to look at there's financial
[36:45]
information that will be disclosed, and investors on September 22nd is when we're asking investors
[36:50]
to tell us whether you want to make a purchase or not, and that rich rate or yield spread,
[36:56]
do we feel comfortable with making said purchase, right? So it's called the public offering
[36:59]
because we are agreeing to disseminate information, financial information about the city, to the public in order to obtain a loan.
[37:08]
You say a public offering, not a public option, right?
[37:11]
No, it's public offering.
[37:13]
And so you could have one buyer that can buy all of it, or you could have 25 buyers taken by each year.
[37:21]
You could have 15 buyers.
[37:22]
One buyer buys the first year, one buyer buys the second year, one buyer buys the third year.
[37:27]
And that gets us the most efficient price.
[37:28]
The market is...
[37:30]
And doing pretty well on public offerings. And Greg and I as group, we can go back and forth about this. We initially thought about doing a placement. We went back to the math on this. We feel really confident that a public offering is the better way to go. It's going to be, it's going to be a more efficient pricing for the city to get a better deal.
[37:47]
And my other question here, in case multiple people are we still going to be buying to just those 15 whatever years
[37:55]
I think it's no matter how many people that's involved.
[37:59]
Yeah, so yeah, the people's not really going to be known to the city, right?
[38:03]
I mean, you're going to have a trustee and you'll have an invoice to be submitted.
[38:07]
Julie is going to write the invoice in the trustee and trustee is going to find who owns the bonds.
[38:11]
I'm going to make payments to that, right?
[38:12]
They will be call option. They'll be added into this. I think 20 30 20 32 I think is our call option 20 31 after that date and I'll get that clarify after that date the city could refine hands refund restructure this loan and and you know pay off the rest of the principal and call the bonds from there.
[38:33]
Um, but as far as who the the bond holders really are, I mean, you know, we could even, you can always find that it's going to be banks of something some some sort somewhere.
[38:42]
I was just concerned with the fact that he was, you know, no, I mean, we're, we're like, what I've laid out in front of you is a principle schedule over years.
[38:51]
And we've already got the yield set, we've got coupon, we've got interest rates set. We're saying this is what this is how much we're offering to buy this is what you got to give us this or or we move on to somewhere else, right?
[39:03]
So I think the ultimate answer perhaps is not more than 15 years.
[39:06]
The number of people won't change the number of years.
[39:09]
The 15 years.
[39:09]
Yeah, 15 years.
[39:11]
Yeah, we're hard and fast.
[39:12]
That's set.
[39:13]
Yeah.
[39:13]
Go ahead.
[39:15]
To the most and include, accept the insurance from the bond as well as the lowest
[39:20]
be together or any number of seven.
[39:23]
We should do two separate motion.
[39:24]
We should accept that.
[39:25]
So I moved to accept the insurance included.
[39:29]
Hold on a second.
[39:30]
We know the cost of the bond insurance we already know.
[39:34]
Yes, I put it inside of here. It's it's based off of it's a.
[39:39]
It's a basis point based off of total debt service, right?
[39:43]
So the bond insurance cost is 60,000 on the on the left hand column.
[39:47]
I see it. It's estimated to be 60,000.
[39:49]
Fabio 183 and that will adjust based off of what the final debt service numbers are.
[39:53]
That's how the insurance is computed.
[39:55]
So a mathematical formula says if I pay that $60,000,
[39:59]
will my debt service drop?
[40:01]
Will my debt service increase?
[40:02]
And so we ran the model based off the yields,
[40:04]
which you get double a versus not.
[40:07]
So it tells us that spending $60,000 sees
[40:10]
overall on debt service city pay.
[40:13]
It pays for it, sir.
[40:14]
Yes, sir.
[40:15]
Yes, sir.
[40:15]
Thank you.
[40:16]
Thank you.
[40:16]
Thank you.
[40:18]
Yes,
[40:20]
sir.
[40:20]
First of all, we got a motion and said exactly what we're going to do now is we have a sign up on this, right?
[40:28]
Miss Johnson.
[40:30]
Yes.
[40:30]
What?
[40:31]
Okay.
[40:34]
So the things that's capable of matching, this is what we're going to operate and something.
[40:39]
That's what we're going to do.
[40:40]
Yes, man.
[40:40]
So we go with the left hand column.
[40:42]
The bonds issue amount is $9,065,000.
[40:46]
The payment schedule down at the bottom already has principal schedules or principal amounts already set into it interest may change a little bit because it may be a slight adjustment to a yield or a coupon somewhere from there right, but okay 15 years we've got to set that value before that document goes out the door.
[41:04]
It's just how you both.
[41:07]
Sanders.
[41:09]
Yes.
[41:10]
Yes.
[41:10]
Yes.
[41:10]
Yes.
[41:12]
Yes.
[41:13]
Yes, yeah, thank you. I think you did a good job
[41:20]
Now I need to do
[41:26]
Okay, this is what okay, okay, okay, okay, okay, just everybody just held on a sec
[41:36]
Well, what I was gonna do before I was gonna explain in the
[41:44]
In the 9.932, it's at the on the left-hand side of the mix.
[41:50]
Yes, it's playing.
[41:52]
Okay, on the next hand out, the 9.932, right, what's in that is far as the construction
[42:00]
cost, because this goes back to what we're actually going to award.
[42:04]
What we did when we looked at all the alternates and d-dogs, we removed added to the alternate
[42:12]
two, which is the flex amount.
[42:15]
In lieu of, we'd rather put the rip route, next to our both good with that.
[42:19]
I also removed the $70,000 roadway in parking lighting, which is alternate three.
[42:27]
Yeah, at alternate three.
[42:29]
That was $70,000.
[42:30]
This is round 100 grand that we pulled out.
[42:33]
My fault on the roadway lighting and parking lighting is
[42:37]
energy is going to run new lines there. We can have them put in their lights. They maintain
[42:43]
them. It's a monthly charge. We're not going to be using them that much. Plus, you're going
[42:47]
to have a lot of spillover from the field lighting as well. So all that being said, the total amount
[42:54]
did sub total is 8 million and 92,000 dollars. That's what the award subject to financing should
[43:03]
May, may, may, can feel to him feel construction.
[43:09]
8 million and 92,000.
[43:12]
Anybody else, any questions right now?
[43:15]
And I just, I'm will just have one thing or clarify with the engineer
[43:19]
that the removal of those alternate beds did not change the ultimate numbers
[43:24]
of the bidder.
[43:26]
I mean, it's still lowest and best so it doesn't subvert in any way.
[43:29]
So that was the best and the way the documents were set up as that the low bid would be established by the base bid plus any accepted
[43:39]
altruists.
[43:40]
And the deductive alternates are in there as well and it's the same thing.
[43:43]
It doesn't change the we did not accept the deductive all.
[43:47]
Okay.
[43:48]
All right.
[43:48]
I mean we're going to include the paving and our fault in that is Nick and I were talking about it.
[43:53]
Unless
[43:55]
whatever the board, you know, we'll obviously default to what they think, but if you look at next sheet on the two columns, it's basically $40,000 a year.
[44:05]
It's probably not going to be cheaper to pave this under a city project, plus it takes away from other paving that we need to do in the city anyway.
[44:13]
And if it's a gravel road, it's going to cost us more going to redo it, so I think we keep it in there and do it all in the time.
[44:21]
I think we're getting this.
[44:23]
So yes, yes, yes, yes.
[44:24]
Yes, man.
[44:26]
So I know we have to make the most of what the role is.
[44:31]
Or whatever we choose.
[44:33]
I mean, company we choose,
[44:35]
do we have to make the motion for the bid option?
[44:39]
Or here the left column and the right column?
[44:41]
No, I'll just.
[44:42]
Well, you do.
[44:45]
It's based off of if you guys are accepting the recommended lowest and best bid,
[44:50]
that includes all of the options.
[44:54]
It's the left calls.
[44:55]
Who's what it is?
[44:56]
That's what we all look like.
[44:57]
If you're not moving on the D-ducks out of there.
[45:00]
Um, and you're, you're, you're, saw lighting everything the roadways, your war that did as it is. That's the left ball.
[45:08]
I mean, I like the left town because I know it's on cross border from back.
[45:13]
But, uh, did I have a question?
[45:15]
Yeah, she got one. Go ahead.
[45:16]
Just to recap, which one of you all professionally recommend to the woman?
[45:23]
I think the left call is what I do.
[45:25]
I mean, if, and that's what he and I were emailing today, if it moved the needle,
[45:31]
But $40,000 on a $800,000 buy and payment and it's going to cost more plus we need that asphalt that $400,000
[45:39]
for the basketball money this year to pay for city streets and we're getting a good price there, so okay, so I guess motion to be
[45:50]
That we will take to accept the lowest in best. I must take to accept the lowest in best in left with the left power.
[45:59]
That's important. I don't want it to Himpill with the finding that it constitutes the lower the motion is to award.
[46:06]
Yeah. The bid to Himpill with the finding that that constitutes the lowest in best.
[46:11]
What is that? In the in the in the.
[46:14]
I'm sorry. You mentioned that to me. I let that excuse me.
[46:19]
Can there's approval final date by Anson?
[46:22]
Can you get a higher option?
[46:27]
The motion is to accept the lowest and best bid for the Nature Park and Soccer Field Complex in the amount of, now,
[46:33]
do I need to put the 8,186,5?
[46:37]
No, it's going to be.
[46:37]
In the amount of $8 million and $92 from Hempill construction, pending approval of final financing.
[46:48]
I think that's that nothing. 19.
[46:51]
That's good.
[46:52]
Yeah, she did.
[46:53]
Oh, don't.
[46:55]
I don't. I don't.
[46:59]
So that's not it.
[46:59]
Nobody's out of my emotion.
[47:01]
She might be sick.
[47:02]
Thank you.
[47:04]
So, uh,
[47:05]
That's true.
[47:06]
It's just that you build on the hand.
[47:09]
Yes.
[47:10]
Sand.
[47:11]
Yes.
[47:12]
Strange. Yes.
[47:13]
It's mad.
[47:14]
Yes.
[47:14]
It's gives him.
[47:17]
Yes.
[47:18]
It's dry.
[47:19]
What's your question?
[47:21]
But we want to give you your votes.
[47:24]
I'm sorry.
[47:24]
Thank you very much.
[47:26]
Yes.
[47:27]
Okay.
[47:27]
I'm a sad.
[47:28]
Yes.
[47:28]
Okay.
[47:29]
Now go ahead.
[47:31]
Mr. Great.
[47:34]
Mr. Chairman.
[47:35]
Yes.
[47:35]
As far as the final numbers.
[47:40]
So next on the 20 second,
[47:42]
we're going to give the final numbers from you.
[47:45]
What?
[47:46]
What do you foresee?
[47:48]
Could it be a drastic change in the numbers?
[47:51]
as far as, you know.
[47:55]
Well, hey, we wish we all had to make a crystal ball.
[48:00]
We really don't know until we get into the market.
[48:04]
But also we look at what's going on in the market.
[48:09]
And if we see a lot of volatility,
[48:11]
we're going to come to the end because we're going to come to y'all
[48:14]
and say hey, this may not be the best day to go out in the market.
[48:20]
So we look at all those factors and we want to, we want to have a level playing field when we go to market, you know, we feel good about it because we are already marketing by our Mississippi
[48:34]
To the people that we deal with. So it looks good on the 20% that I think we're going to have a really good result.
[48:45]
Okay. Thank you, Greg. How long have you been doing this, but since you were born?
[48:51]
I'm not going to say that. I'm going to bring in a moment.
[48:53]
But you served at Times County School of District for many years. How long?
[48:58]
20. And then you got out started making real money.
[49:02]
Okay.
[49:04]
Okay.
[49:05]
Okay.
[49:05]
Amazing.
[49:06]
Thank you.
[49:07]
Okay.
[49:10]
So we got a motion set.
[49:11]
We got it.
[49:12]
Yes.
[49:13]
Yes, see it. And the audio is going to be played.
[49:17]
Okay, we'll be on the door play.
[49:19]
It's the Dante's and the floor up.
[49:21]
Go to the,
[49:22]
Get ready to do it.
[49:25]
Did I say the in the you've had it?
[49:26]
No, sir.
[49:27]
I thought we were doing that, but the next meeting.
[49:30]
I went out and moved into that.
[49:31]
So yeah, I mean,
[49:33]
uh,
[49:34]
the way it works.
[49:36]
And all the floor.
[49:37]
I just said,
[49:37]
I've got these in the morning.
[49:38]
We're going to be playing.
[49:49]
I'll make a motion, I'll call you.
[49:53]
Thank you.
[49:55]
Thank you.
[49:56]
Thank you.
[49:57]
Thank you.
[49:58]
We need that.
[49:59]
This part.
[50:00]
This is a motion.
[50:03]
Oh, no.
[50:03]
Don't move.
[50:04]
Let's give some.
[50:05]
Make your motion.
[50:10]
Okay, raise your hand if you agree.
[50:13]
Thank you guys for allowing me to, you two in the bench.
[50:26]
Unfortunately, due to a scheduling conflict,
[50:28]
we couldn't give these two words out the last of our ceremony
[50:33]
to the two volunteer they have to stop for with the bamboo dogs.
[50:38]
This is Clark and Officer Hans.
[50:43]
September.
[50:47]
Yeah.
[50:52]
Yeah.
[50:52]
Yeah.
[50:52]
It shouldn't happen.
[50:54]
Hey.
[50:55]
I do.
[50:55]
I do.
[50:57]
I do.
[50:59]
Yes.
[51:00]
Can you want to get some pictures?
[51:02]
Yes.
[51:03]
That's why that science, that's not a standard picture, okay?
[51:07]
I don't know, that's a bum.
[51:15]
I'm going to share that.
[51:16]
I'm going to share that.
[51:17]
I'm going to share that.
[51:18]
I'm going to share that.
[51:18]
That's a bum.
[51:22]
It's a bum.
[51:24]
It's a bum.
[51:25]
Okay.
[51:25]
You're going to go ahead.
[51:27]
Get going.
[51:27]
Go ahead.
[51:28]
Three on.
[51:30]
One.
[51:33]
Good job.
[51:33]
Thank you.
[51:34]
Congratulations.
[51:35]
Thank you.
[51:35]
Thank you.
[51:35]
Let me go.
[51:38]
I'll have another chance.
[51:39]
So, you know, such a great job.
[51:42]
Programming, you've been avoiding everyone else.
[51:46]
So we're going to avoid something.
[51:48]
We're going to go there.
[51:49]
Thank you.
[51:50]
Thank you.
[51:50]
I'm glad to have you.
[51:52]
Thank you.
[51:55]
Thank you.
[51:56]
Thank you.
[51:56]
Thank you.
[51:57]
Thank you.
[51:59]
Yes.
[52:01]
We're presenting to you, Justin Gord, a great recognition
[52:05]
because you're outstanding leadership, dedication and commitment to the youth of the city of fire, through the moonwalk, from the program, your vision, hardware, and willingness to lead by example, create opportunities for young people to learn, grow, feel confident, and connect with their beliefs.
[52:25]
You took the time to recognize and celebrate every violin to your...
[52:32]
Now, it was your key, is our finish to recognize you, but sincere appreciation for all your service to the people in the community.
[52:40]
on my way to five.
[52:45]
That's what I feel.
[52:46]
That's what I feel, that's what I feel.
[52:47]
I don't have any chance on that.
[52:53]
Okay, I agree.
[52:55]
That's what it means.
[52:59]
Thank you.
[53:00]
We're sorry.
[53:03]
We're sorry.
[53:05]
Thank you.
[53:06]
Thank you.
[53:10]
Thank you.
[53:11]
Thank you.
[53:12]
Thank you.
[53:24]
Let's do this.
[53:26]
Professor.
[53:28]
Not a change.
[53:29]
This time.
[53:32]
Let's get back to our business here.
[53:34]
Wait a minute.
[53:36]
Yes, sir.
[53:37]
Okay.
[53:37]
Let's go to.
[53:39]
Ms.
[53:40]
Gipsen, go ahead and take that for us.
[53:41]
Well, due to a family emergency, the owner of the company could not make it, however he stated that any questions that you guys have, if you take some personal leave and add some of those questions, and at this time, the sign of why it is still currently out, but that's due to another issue with energy.
[54:03]
Yes, ma'am, I know, right.
[54:04]
Well, he thinks this energy.
[54:06]
So that's what the maintenance deal is to keep the sign
[54:09]
lit and to keep the sign going.
[54:11]
So you want to just put it on hello, too.
[54:13]
We see what's going on with the energy.
[54:15]
Yes, sir.
[54:15]
What's that?
[54:16]
Is that the okay?
[54:18]
What was, you was trying to use it all the time?
[54:20]
Oh, yes, ma'am.
[54:22]
Yeah, yes, I'll just deny it.
[54:23]
Do they provide a copy of the draft maintenance agreement
[54:25]
to provide to us to review?
[54:27]
Yes, sir.
[54:27]
It's in the thank you.
[54:29]
I'll see you, sir.
[54:31]
If you'll do such a job, you'll take a look at that.
[54:35]
I mean, I see the marketing material, but I haven't seen the agreement yet, but he can email it to you if you want it.
[54:43]
That would be fantastic.
[54:44]
Okay, thank you.
[54:46]
You need to see that before we do it.
[54:48]
Okay, right now we're going to put on this video.
[54:51]
If that was one, life is open for you.
[54:55]
Right.
[54:55]
We're going to put it on.
[54:57]
We're going to put it on.
[54:58]
We're going to put it on.
[55:01]
So he said he's going to give the board down there.
[55:04]
I don't know what to say.
[55:06]
I didn't do that.
[55:06]
Yeah, no.
[55:07]
We've been.
[55:08]
We know, I'm an energy specialist.
[55:10]
I don't like this.
[55:11]
I think I'll wait.
[55:12]
What do they got?
[55:13]
Energy is just saying.
[55:14]
It's so right now, as far as customer service goes,
[55:16]
he went out.
[55:17]
He checked for the ticket even when he went out.
[55:20]
I've been out twice in a question.
[55:23]
Another ticket on it.
[55:24]
Myself, the income and power was still too low.
[55:27]
Like I said, and this doesn't give people a problem.
[55:29]
That's ours.
[55:30]
So here you can get this.
[55:33]
I do talk to I.
[55:35]
I.
[55:35]
I'll have to talk to.
[55:37]
Okay.
[55:38]
Okay.
[55:38]
I'm going to.
[55:41]
Next.
[55:43]
It was.
[55:44]
It was.
[55:45]
There is.
[55:46]
Awesome.
[55:47]
We know that.
[55:48]
It's.
[55:49]
It's.
[55:49]
We don't know.
[55:50]
We don't know.
[55:51]
Because we don't.
[55:52]
So.
[55:54]
So.
[55:54]
Once.
[55:55]
We're.
[55:56]
We should.
[55:57]
Okay.
[55:58]
because when you came out that that's the only thing that he could see which was the
[56:03]
issue and he just came out free and everything, you know, just because it was out.
[56:09]
That's true. But he did discover that it was out. You need to try and figure it out.
[56:14]
Okay, Ms. Jose goes in. She made this thing by the subscription, so this will be already
[56:18]
paid for the sign. Can you not just fix it and give us an invoice that we pay them to fix the sign?
[56:24]
But what it does out again, you know, you know, really save us money if we do it that way or
[56:31]
Well, not be charges on air rates to make some cares, but we don't know what the repairs are good
[56:36]
We had time for three years. It was
[56:40]
$4,000 for 35 38,000 for about thirty nine. So he's asking us to
[56:50]
You really make this feed. Is there something that is really enough for science?
[56:56]
Well, if I ever had a time that made me to before I don't.
[56:59]
I don't think so.
[57:00]
I, I am concerned. I personally don't like the fruits and services.
[57:04]
Because, you know, you do your research.
[57:07]
That's how a lot of those, you know, broke.
[57:08]
And I don't know that they have like $300 in love.
[57:11]
This is a triple source of this is.
[57:12]
So I'm just a little company with pan
[57:14]
or it's a spiritual or a sign, well now it's rather that we, you know, as a real, to fix the
[57:21]
sign, I think that would, and then in the terms of the end, we can, we're trying to sort
[57:28]
of send the answer to my door fares, if it does become an issue where these common heavens
[57:33]
will come out of the sign, maybe it will be economical to answer to the main screen, but I think
[57:38]
initially, he should just pay him to this side.
[57:42]
Well, I did actually the question of Ottoman standards, what does other cities do, as far
[57:49]
as like having those lawyers say light up? Not too many cities have the size they light up to
[57:56]
that magnitude. So it was, he said this would ever, the board won't. He was just making a recommendation
[58:01]
for this to say that as many as far as labor coming out is different things as in the
[58:08]
package, but maybe he can explain it better than I can, you know, I'm not the owner of the company,
[58:14]
but maybe he can explain it better than I can, but I can't. So fix it and then just build it.
[58:19]
Well, he ever came out without paying or you paid anything. Okay, so we need to bite for energy and
[58:25]
we'll get that done this week, I promise. Okay. Yeah, I would like to hear what he has to say. Okay,
[58:31]
that's fine. Okay, so I'll take care of that. I know somebody to go. Okay.
[58:36]
Well, what we're going to you, Nancy, Mr. Sler.
[58:39]
We have two proclamations.
[58:42]
The people are not here, so it won't be an in-person presentation, but we're asking for approval
[58:48]
as far as to be able to present these.
[58:50]
Is that one year's been?
[58:52]
Okay.
[58:52]
Now, we're going to go to A, and I'll just see a motion a second.
[58:55]
I think it does matter to make the motion one.
[58:58]
And second, Mr.
[59:02]
Gipson.
[59:03]
Okay.
[59:03]
Ms. Johnson.
[59:04]
Yes.
[59:04]
Yes, the Sandra. Yes, Yes.
[59:07]
That's my Yes, this gives him. Yes, of course.
[59:09]
Yes, and it's not, and then G would be the second one in almost any motion.
[59:13]
And a second by this gives him the car prime.
[59:16]
Just how you own that. Yes, so does it, yes.
[59:22]
Mr. things, yes, this man, yes, yes, so it's, yes,
[59:25]
aproximadamente. Yes, yes, yes, yes, yeah, yes.
[59:27]
Yes, okay, because go down to the,
[59:31]
Cassina gender, uh, of dropping on a all the way through eight. I didn't ask. It's been pulled from the end of it out, if there's now, I don't just like, okay, that is out. So, I don't know if anybody has wanted to pull out, I need a motion to say.
[59:50]
It's just how you vote on that.
[59:56]
Yes.
[59:57]
Okay.
[59:57]
Sanders.
[1:00:00]
This is mine. Yes. This gives them their carcin, business out. Okay, let's move down to you, the consent agenda, the all discussion act. Okay, we got there budget here. I'd like a motion, a second motion.
[1:00:15]
Say, please.
[1:00:16]
Okay.
[1:00:18]
Mr. Amos and I'm going to go with this out. Next, she was a little bit faster. We got a motion, a second. It's John's ID vote on.
[1:00:26]
Um, what's going on?
[1:00:28]
This is, I'll pray.
[1:00:30]
Yes, ma'am, but the fiscal budget for 2026.
[1:00:33]
That'd be turned in on 15.
[1:00:35]
Are we going to go?
[1:00:36]
We won't be right, Jax.
[1:00:39]
Okay.
[1:00:40]
I should play.
[1:00:41]
I mean, we got a most second.
[1:00:42]
I just need to, yes, or that basis.
[1:00:47]
No, I think I'm, I was just going to comment to clarify one thing about the adoption of the budget.
[1:00:52]
Is this, the adoption of the budget does not reflect any
[1:00:56]
expenditure approvals, you know, for example, if you adopt a budget that includes a number for
[1:01:00]
street paving, that's not the same thing as approving the payment for street paving. That
[1:01:05]
happens at a subsequent meeting, whether it's considered center gender or an individual thing.
[1:01:09]
So just that was something I'd be a number of elected officials that asked me to clarify,
[1:01:14]
and it can be included in the minutes if the board wants when they approve the minutes next month.
[1:01:19]
I want to see if we can add that attached to the motion.
[1:01:24]
We'll make the motion.
[1:01:25]
The location for time to see the budget.
[1:01:28]
The oil that I had on last week with the great funding.
[1:01:33]
The over time, great funding for the following station.
[1:01:37]
Were you able to check that down this court?
[1:01:42]
No, ma'am.
[1:01:43]
I've not been able to receive an answer on a solid number.
[1:01:49]
number. I think that's one thing real fast. We just closed that grant this morning. We just got that grant closed. Is that the one sheep in the business? Okay, because we just closed one out this morning. So.
[1:02:03]
Thank you for taking me to the friends with all the families that have been seen.
[1:02:12]
You should be glad for me to join me.
[1:02:16]
Thank you.
[1:02:22]
Now I corresponded with somebody a couple of weeks ago about what we received over the past year.
[1:02:31]
No.
[1:02:33]
Does it pay me that we've received every moment?
[1:02:35]
Right. Well, those are, but those are not a promise for the next year.
[1:02:46]
I have not received anything for the upcoming fiscal year. I mean, the numbers, the money that we have received over the past year is in the general fund in the line item for that grant.
[1:03:07]
No, man, I said I never received any documentation of an amount to put in the upcoming fiscal year budget.
[1:03:16]
So what line did you go to, you know, zero zero zero one zero zero two four zero. I believe, but let me double check. That's just for memory.
[1:03:38]
Yes,
[1:03:52]
ma'am, that's correct.
[1:03:59]
Well, if you look on the bull copy of the budget that you have from last year, I made from last week.
[1:04:07]
It's on the revenues page. Let's see that's one.
[1:04:12]
Are you in the folder?
[1:04:14]
I'm on the, yes ma'am, the full, the full budget, not just the PowerPoint presentation.
[1:04:20]
One, two, three.
[1:04:25]
The sixth page.
[1:04:29]
It's the homeland. Sorry, the, it says grant, Mississippi Office of Highway Safety.
[1:04:46]
to what we've received in this current fiscal year.
[1:04:54]
And the 52 is what we plan on receiving?
[1:04:57]
Well, it's what I mean, we can't plan on it.
[1:05:00]
We hope to.
[1:05:03]
But I mean, we can't.
[1:05:04]
We can never guarantee because this is.
[1:05:07]
This is a grant that they don't give us a total amount at one time.
[1:05:14]
You know, as our officers work.
[1:05:16]
The chief and assistant chief submit the paperwork for the over time to the organization and then they reimburse us, you know, in small amounts.
[1:05:31]
Okay.
[1:05:38]
Best estimate.
[1:05:40]
Okay.
[1:05:41]
I mean, that on revenues, that's all we can do.
[1:05:45]
It's just how do you go to this.
[1:05:47]
But yes, I'm before I answer, I know you're a district, well, don't drink the milk. Did you add
[1:06:01]
addition that attorney and if it's mostly, well, I made the level. I can assist to put that in the
[1:06:08]
minutes as a finding, if you like, and then you all can approve them when the minutes are
[1:06:11]
approach to your next meeting. If you want, I was just going to suggest, I mean one way to do that would
[1:06:18]
be to put it as a finding in the minutes when you would make the budget, when you adopt the
[1:06:23]
budget, just make it a finding and therefore when we want our system as craft with the minute,
[1:06:27]
sometimes you know I can help with these legal terms and we can do it that way and then when you
[1:06:32]
all prove it. That way, I mean effectively the same thing. It's a finding and then you have your motion
[1:06:36]
in second and vote to Dr. Bodry.
[1:06:41]
Oh, I say it.
[1:06:43]
Ms.
[1:06:56]
Gibbs.
[1:06:57]
Ms. Gibbs.
[1:06:58]
Ms. Gibbs.
[1:06:58]
Ms. Gibbs.
[1:07:00]
Okay.
[1:07:00]
Ms. Gibbs, there's no response.
[1:07:03]
Mr. Gibbs, what's happening?
[1:07:03]
In case you didn't even give me an opportunity to finish the next one.
[1:07:09]
Okay.
[1:07:09]
But okay.
[1:07:10]
You can give me a response.
[1:07:12]
Thank you.
[1:07:13]
Yes.
[1:07:13]
Good. No.
[1:07:14]
Just raise your hand.
[1:07:15]
Yes.
[1:07:16]
Thank you.
[1:07:17]
Okay. Let's give you a response.
[1:07:23]
Okay, so we're going to move your B on here at the plane's dock at 188,000, 3,703 dollars and 20 cents from off.
[1:07:30]
This is the 19th, the 2nd September, I need to invite you to have a question. We need a motion, the 2nd, please.
[1:07:39]
Motion. Motion. OK, Mr. Chris makes a motion. 2nd by.
[1:07:44]
Mr. James, Mr. Johnson, you vote on me.
[1:07:47]
Yes.
[1:07:48]
Sanders.
[1:07:49]
Yes.
[1:07:50]
Mr. James? Yes.
[1:07:50]
Ms. Matt? Yes.
[1:07:51]
Ms. Gibson? Yes.
[1:07:52]
It's Carlson. Yes, sir. Yes, sir.
[1:07:54]
Thank you. Thank you. Thank you. Thank you. Thank you.
[1:08:00]
Good evening Mayor and board. As can for approval for a pay increase from 1267 to 1319 hourly for firefighter
[1:08:10]
Jamarian Oliver. After successful completion of his EMT license and driver operator certification, this is basically a firefighter tier 3 level. We have four different tiers.
[1:08:20]
five five.
[1:08:21]
Ocean said.
[1:08:21]
So move.
[1:08:22]
Okay.
[1:08:23]
That would be Ms. Allen.
[1:08:24]
You'd be as John's.
[1:08:26]
It's John's.
[1:08:27]
How do you vote?
[1:08:28]
Yeah.
[1:08:28]
The Sanders.
[1:08:29]
Yes.
[1:08:30]
Yes.
[1:08:30]
Yes.
[1:08:31]
Yes.
[1:08:34]
Thank you, man.
[1:08:35]
Okay.
[1:08:36]
These next three are mine also.
[1:08:38]
We had a lieutenant exam about a month ago.
[1:08:41]
And these are the three firefighters that successfully completed the exam.
[1:08:45]
These are brand new positions with the fire department.
[1:08:49]
These are lootinates, but lootinates have been around for a while, but these are actually for the rescue.
[1:08:54]
So basically when we get that lighter truck, these guys will already be in the rank they needed to be, you know,
[1:08:59]
grab operator certified to operate these big expensive items.
[1:09:04]
Maybe we're not starting with the yes.
[1:09:06]
So this is for approval to promote firefighter Bobby Kelly to the position of lootinate after succession,
[1:09:12]
successful completion of the lootinate exam, and an hourly rate of 1535 effective October 1st.
[1:09:18]
But his album makes a motion.
[1:09:20]
It reads made a second.
[1:09:22]
It's just like he books.
[1:09:23]
Yes.
[1:09:24]
Sanders.
[1:09:24]
James.
[1:09:26]
Yes.
[1:09:26]
Yes.
[1:09:27]
Yes.
[1:09:29]
The next one is approval to promote firepider Kevin Kendrick to the position of
[1:09:34]
Lieutenant at for successful completion of a Lieutenant's exam and an hourly rate of 1489
[1:09:38]
effective October 1st.
[1:09:40]
And his amount is going to be lower than the other two because he hasn't been working
[1:09:44]
here as long.
[1:09:45]
Other two guys have been here for a while.
[1:09:46]
I can't remove exactly the wording, but tell me because they're going to raise and then
[1:09:57]
they're not going to increase.
[1:09:59]
No, ma'am, the fire of department has specifically has it written in their policy that if they
[1:10:08]
have got a raise within the last six months or a promotion like this, then they're not
[1:10:13]
eligible for the cost of living race.
[1:10:16]
However, this race is larger than the cost of living race.
[1:10:22]
It's twice as much.
[1:10:23]
Yeah, any time we've done a promotional period,
[1:10:25]
a promotional period has been 10%,
[1:10:27]
so any of these guys listed on here
[1:10:29]
are not eligible for the cost of living,
[1:10:32]
because they're moving up a rank.
[1:10:34]
So I'm not sure whether or not they, is that right?
[1:10:36]
We have a motion, somebody's happy with that.
[1:10:39]
Somebody's happy with that.
[1:10:40]
You're second.
[1:10:41]
Oh, there's no.
[1:10:42]
you, but it's going to be awesome. Yes, Ms. Allen. Yeah. Okay. Let's go to the third one, please. All right.
[1:10:47]
The last one is approval to promote firefighter Austin Brown to the position of Lieutenant after
[1:10:52]
successful completion of a Lieutenant's exam at an hourly rate of 1535 effect of October 1st.
[1:10:59]
Good afternoon, ladies' motion. Second five. Carson. Carson. Carson, thank you.
[1:11:04]
It's just how you go.
[1:11:06]
Yes.
[1:11:07]
Yes.
[1:11:07]
Yes.
[1:11:09]
Awesome.
[1:11:10]
Yes.
[1:11:11]
Yes.
[1:11:11]
Thank you.
[1:11:12]
And also just to note these three firefighters that just got promoted there on all three different
[1:11:17]
shifts.
[1:11:18]
So these A.B. and C.
[1:11:20]
There's not like there's three of them on one shift.
[1:11:22]
Thank you.
[1:11:23]
Okay.
[1:11:24]
Number eight.
[1:11:25]
The approval of the supplement agreement with that adds
[1:11:28]
And I guess I guess it's a
[1:11:32]
On the construction on the David's road of bridges at right to the thing
[1:11:37]
Is that sound I'm not she
[1:11:39]
Thanks, but that right
[1:11:43]
I know you weren't he was not asleep. He was not asleep. I was asleep. Okay, so that question. I'm so okay. I'm gonna ask the question. He's a breed going to be ready this week
[1:11:56]
Come on give me a break
[1:11:58]
Well, I'll tell you, like it's another way to size going on.
[1:12:02]
That is going to be off the road.
[1:12:04]
Go ahead.
[1:12:04]
Unfortunately, we've had a lot of evening rain.
[1:12:07]
Uh, asphalt was scheduled for this week.
[1:12:09]
Got pushed off to next week because of the rain.
[1:12:11]
You can't put asphalt on top of wet.
[1:12:15]
They're same thing we had having on side wheel road.
[1:12:17]
We have our new breeze.
[1:12:18]
We don't want that.
[1:12:19]
So I'm okay with the way.
[1:12:20]
I hope you guys are as well.
[1:12:21]
So we can get that proper product.
[1:12:23]
You know, foot with pants.
[1:12:25]
Uh, man.
[1:12:30]
But again, structures complete dirt has been placed at both abutments on both ends of the
[1:12:35]
brain.
[1:12:36]
Everything is ready to go minus the area as far at this point.
[1:12:39]
They've done the compacts and on it, they've tested it.
[1:12:42]
Everything's ready to go minus the area as far at this point.
[1:12:45]
So hopefully we can get a small down as soon as it drives them to put it on.
[1:12:49]
So that's where we are.
[1:12:49]
I need a motion.
[1:12:50]
I have a question.
[1:12:51]
Yes, ma'am.
[1:12:52]
So the 67-24 is in addition to over in a bubble with the bid was.
[1:12:57]
Yes, ma'am.
[1:12:59]
Yes, ma'am.
[1:12:59]
So when they got into it, they found a pipe coming from David's role that wasn't seen.
[1:13:05]
It was hidden basically.
[1:13:06]
So it wasn't functioning properly.
[1:13:07]
But if you know, there's a drain at that little shop in here.
[1:13:11]
I don't know if it is those buildings right when you come to the light, you're looking at
[1:13:15]
the buildings.
[1:13:15]
The little drain box there that pipe runs down into the creek that wasn't seen.
[1:13:19]
So they had to make the adjustments to put that back in properly, had to get some more rock
[1:13:23]
for that side as well.
[1:13:25]
So some things had to be purchased and added on to make it work properly.
[1:13:28]
I don't want to do it.
[1:13:29]
And I do it right.
[1:13:30]
Yes, sir.
[1:13:31]
Okay.
[1:13:32]
Motion.
[1:13:33]
Thank you.
[1:13:33]
I think that was missed.
[1:13:35]
Yes.
[1:13:36]
And miss Johnson.
[1:13:38]
Oh God.
[1:13:38]
That's okay.
[1:13:39]
Go ahead.
[1:13:40]
Okay.
[1:13:40]
Miss Johnson.
[1:13:41]
Yes.
[1:13:42]
Okay.
[1:13:43]
Yes.
[1:13:44]
Yes.
[1:13:45]
Yes.
[1:13:45]
Yes, yes, yes, yes, yes and this is out. Yes, thank you. We're going to go to you
[1:13:52]
We've got special events deal and I pray that I think what this is for this is for them. You have to rally
[1:14:02]
Okay
[1:14:04]
Okay, so H
[1:14:06]
Yeah, it's going to be September's 23rd. It'd be tear-hasked
[1:14:10]
Unity bow which is a wall up in Petland. I think Seminole we had last year
[1:14:15]
Right, we should especially even have a session on this.
[1:14:20]
Yes, yes.
[1:14:21]
Okay, I need a motion set.
[1:14:22]
You melded out to everybody.
[1:14:24]
Okay, not just.
[1:14:25]
I need a motion in a second.
[1:14:27]
Second. Who made first?
[1:14:30]
Is that him?
[1:14:30]
Is that him?
[1:14:31]
And Miss Gibson's second.
[1:14:33]
Yes.
[1:14:33]
Yes.
[1:14:34]
Yes.
[1:14:36]
Mr.
[1:14:37]
Yes.
[1:14:38]
Miss.
[1:14:38]
Miss Matt?
[1:14:40]
Yes.
[1:14:40]
Miss Gibson.
[1:14:41]
Yes.
[1:14:41]
Carson. Yeah, thank you. What's the new into Bowling? It's like we had last year.
[1:14:47]
Oh, well, what is it? Everybody came in. We did cheers and got cheered real hard.
[1:14:52]
And then everybody was there.
[1:14:53]
But it says, eh, eh, eh, eh, eh, eh, eh, eh, eh, eh, eh, eh, eh, eh, eh, eh.
[1:15:00]
It was like a kick off for the school year for ball season and they had a pep rally and just a unity bowl.
[1:15:15]
to get into community and the students.
[1:15:18]
Again, who else in the place where I was staying was already there.
[1:15:22]
And that's what it is, and he's around it.
[1:15:24]
What's your favorite thing, right?
[1:15:25]
Okay, so we're going to see what else we got.
[1:15:27]
Hey, a library thing, I'll call it.
[1:15:30]
Thank you.
[1:15:31]
Okay.
[1:15:31]
We're going to do a mass mass down as part of your reading.
[1:15:34]
I'll ask you to give them a close session, please.
[1:15:40]
Yeah.
[1:15:43]
Saturday, September the 12th, that's this Saturday.
[1:15:45]
We have the second annual turkey trot.
[1:15:48]

[1:15:53]
Sickle Cell Foundation.

[1:16:52]
as domestic awareness,
[1:16:53]
October 10,
[1:16:54]
20.
[1:16:55]
In 26.
[1:16:56]
And you can add that to the.
[1:16:58]
Okay.
[1:16:58]
Exactly.
[1:16:59]
I get a good permit.
[1:17:00]
I mean, that,
[1:17:01]
October.
[1:17:02]
October 10,
[1:17:03]
20.
[1:17:04]
I think I'll make a permit.
[1:17:06]
Okay.
[1:17:07]
You know, we do it.
[1:17:09]
We don't have every year, man.
[1:17:11]
I know.
[1:17:12]
Where's it going to be?
[1:17:13]
10.
[1:17:13]
At the church this time, I can think of the name of the church.
[1:17:22]
Country woods?
[1:17:23]
No, crossroads.
[1:17:25]
Crossroads.
[1:17:27]
Okay, I know the old thing about them.
[1:17:29]
Okay, okay.
[1:17:30]
Okay, we all be this.
[1:17:31]
We have a faster way.
[1:17:33]
Okay.
[1:17:34]
We're first.
[1:17:35]
Back.
[1:17:38]
Right.
[1:17:40]
So if it's okay, we're going to go in close session.
[1:17:42]
Yeah, you, um, Mayor, guess what'd you say Ms. Johnson?
[1:17:48]
Um, did you announce open enrollment for the city?
[1:17:53]
With that start.
[1:17:54]
Open enrollment.
[1:17:54]
Does that start?
[1:17:56]
Uh, well, that's, I mean, that's for employees only.
[1:17:59]
It's not a public announcement, but it's next week.
[1:18:02]
I believe.
[1:18:03]
That's just for, uh, HR's topic to do.
[1:18:05]
She's about to, she's saying now.
[1:18:08]
Okay.
[1:18:09]
Okay.
[1:18:09]
Well, it's very, it's in public. I mean, I think we need to do this.
[1:18:14]
We're standing. Come on out of the way.
[1:18:18]
That's what you're doing. I'm joyous, again, from the Ashley Parks subdivision.
[1:18:24]
Like first, I have an update on what happened this past week with the developer to appear in court too.
[1:18:30]
Yes, sir. So, Mr. Dan.
[1:18:35]
Thank you.
[1:18:35]
Thank you.
[1:18:37]
Thank you.
[1:18:39]
I'm going to the court then.
[1:18:44]
So, we're hoping to get home to the court then.
[1:18:46]
We'll not worry if you sign everything to go.
[1:18:49]
To give Mr. Chairman if you can.
[1:18:51]
So, for the next court then.
[1:18:53]
Mr. John, you didn't think any of that.
[1:18:54]
From what I understand,
[1:18:55]
And the service was made on, personally, but the notice of it had something where they wanted
[1:19:03]
to re-notism.
[1:19:05]
And so therefore, they're serving new notice on and from to peer again.
[1:19:07]
And that's what we'll have the warning issue if you don't show.
[1:19:10]
If you do show at that point, I assume I think it's set for a pre-trail conference or it may
[1:19:15]
be set for trial.
[1:19:16]
I can't remember which one.
[1:19:16]
But either way, if it's a pre-trail conference, they'll set it for trial, if it's set
[1:19:20]
for trial, then I'll have that a trial that day.
[1:19:24]
Oh, okay.
[1:19:24]
Thank you, Ricky.
[1:19:25]
except for trial that day. Okay, so set for trial. He's being reserved again. If he doesn't show
[1:19:32]
for trial, the judge will issue a rest warrant for failure to appear in court.
[1:19:38]
For that doctor, he's back to say, we were told we won't. We don't think he's so
[1:19:42]
even, but because his back to say, we just haven't given him the benefit of the damage that he'd been.
[1:19:48]
Do you want to make sure you've got proper service on him? Yeah, that's exactly it.
[1:19:52]
but this law we have to do it again.
[1:19:54]
So before we end that dad and just makes it all,
[1:19:58]
what we can do, and what was on his face.
[1:20:00]
Yeah, sometimes.
[1:20:01]
You can cure it just with corrects in the notice
[1:20:03]
and reserving.
[1:20:04]
So that's the way to do it.
[1:20:05]
Otherwise, it's having to do it after the fact
[1:20:07]
if you don't have that T cross to a high dotted
[1:20:09]
just right, it's a lot harder than fixing it on the front of the end.
[1:20:13]
I don't think so, but of course, those reciruses.
[1:20:15]
So everything's a really good thing.
[1:20:17]
No way to go.
[1:20:18]
I think it's going to have to be going to be bad.
[1:20:21]
I would just like to add that in the event if he decides he don't want to appear.
[1:20:27]
He don't want to cooperate with the city.
[1:20:29]
The pot holes have gotten out and could be over there.
[1:20:33]
We've had somebody running there at our tour and up, it's really bad.
[1:20:38]
I'm asking that the city will consider to adopt this road and maintain it, patch it up
[1:20:44]
until you can get some funds from the legislature when they adjourn again in January.
[1:20:50]
to get some funding to help pave that road. We talk about just one road here. Because apparently he
[1:20:56]
don't want it. Apparently he don't care and he's not trying to work. He didn't work with us and
[1:21:01]
seemed like he's not working with the city. I had trouble with both five years because I'm not,
[1:21:06]
I mean, I couldn't, you didn't come to see us and I'm called. Yeah, so that's, there's a whole lot.
[1:21:11]
I know. Yeah, it's nice. It's a nice way to work. Yeah. I know. I know. There's some loop,
[1:21:16]
So it's we can do something that I mean, I'm just asking you to consider it.
[1:21:21]
I've been going to say that in the very start, we're going to try to help y'all and try
[1:21:24]
to use what we have and that's in before we can tap that road, it's got to become
[1:21:29]
dropped.
[1:21:30]
I mean, that's not what I was, that's not what I was waiting, that's staying low, please
[1:21:34]
ma'am.
[1:21:35]
I promise.
[1:21:36]
I'm not making this step up.
[1:21:37]
You can check it, I'm not, it's just the way it is.
[1:21:42]
I was there, nobody else here in this room was there, I was there.
[1:21:46]
And I did vote for it because he pleaded for us to let him have a private vote.
[1:21:51]
And that's exactly what it is.
[1:21:54]
And I think now there's a lesson learned from it by allowing a developer to come in and to do something like that.
[1:22:02]
And then here's on the back end.
[1:22:05]
The homeowners having to come to the city to plead to get help.
[1:22:10]
Because he fell to do what he should have done.
[1:22:18]
I'm not speaking about them. I'm just saying it's a lesson learned that it shouldn't have been seen as not right. Yeah, I can show you on the contrary when it says to me, but I guarantee it. Okay.
[1:22:40]
I thought he was being charged for the violation of the city's ordinances. He was being served in a municipal court.
[1:22:48]
prosecuted on those.
[1:22:55]
I mean, that should be an option as well, certainly. I just did. I don't recall
[1:22:57]
that you'll have done that yet.
[1:23:03]
And this, why would we, the circumstances? I mean, there's, I mean,
[1:23:09]
there are some other options in addition to prosecution of the city court. I mean, it's one
[1:23:13]
of those things where you have dual remedy. I mean, there's a civil remedy before the board that's
[1:23:17]
an option as well as the criminal remedy. I mean, violation of his own ordinance is considered a
[1:23:22]
misdemeanor community. It gets you municipality. That's why he's being prosecuted in city court.
[1:23:31]
You want to set it for, I'm talking about 21-19-11 hearing, I presume, the typical process that we go through for cleaning private property, that's something that you could do, but you know, you have to undertake the cost of cleaning whatever the news, the reason the term nuisance, but it's really public minutes, I think is what the statute uses.
[1:23:55]
I'd have to see whether or not fixing a road falls within that.
[1:24:00]
It's typically for rundown buildings and things
[1:24:03]
that nature overgrown grass.
[1:24:05]
The, for example, Lake Ridgley,
[1:24:06]
there was a gentleman here at the other night.
[1:24:08]
That falls within a potential 21, 19, 11-meter.
[1:24:12]
We can look and see, unless you
[1:24:14]
can Zach, have already worked on that, Dexter.
[1:24:16]
Thank you, Dexter, excuse me.
[1:24:19]
Same issue was going on in a road in Madison.
[1:24:22]
Mayor and Boyle got with the homeowners association
[1:24:24]
from that neighborhood that they had a circle street in that neighborhood of private neighborhood.
[1:24:27]
What they came up with was the city foot of the field, but they made a necessity for the home owners.
[1:24:32]
So the home owners had to pay back the field of the street. So all street repairs were made,
[1:24:37]
but it was paid back through the home owners over a certain amount of years. So I don't know this
[1:24:43]
job want to do, but you know, this we had to do in that case because it was still a private road.
[1:24:52]
Yeah, we're not sure who's wrong, right now. Now, here's why. Here's why. So, okay, lady.
[1:25:01]
Going through it on the land roll, it says Mr. Chapman. So, Hans County may not have been caught up on it.
[1:25:07]
I don't know. Mr. Chapman said he's an on the roll. He says he got paperwork to prove it. So, of course, we told him to bring it to court with him when he comes.
[1:25:13]
I don't know who owns a road. I just know what Hans County says. We'll see when we get the court.
[1:25:19]
But like I see it, that was the only option we had in Madison.
[1:25:22]
Of course, they will be up to y'all if y'all decided to do that.
[1:25:24]
So we have to work and see, and then,
[1:25:29]
then, or this is valid in column of excuses.
[1:25:34]
You're saying with the title code that it doesn't just divide,
[1:25:40]
I guess, for a plugin here,
[1:25:43]
for us to declare to be sensitive.
[1:25:45]
I mean, that's not what I'm saying.
[1:25:47]
So when someone violates an ordinance inside city,
[1:25:51]
you can prosecute the violation of that ordinance,
[1:25:53]
the same way you would like a traffic citation.
[1:25:57]
You issue a citation for violating the ordinance, whether it's the no smoking ordinance
[1:26:00]
or street development ordinance, whatever it may be,
[1:26:03]
curfew ordinance, I mean, you don't have one, but those type things.
[1:26:06]
And then they're served with citation and noticed of appearing court of summons,
[1:26:10]
just like you would with a traffic ticket.
[1:26:12]
And then eventually you can be set for trial.
[1:26:14]
Or you can plead guilty.
[1:26:16]
And then if you're set for trial, there can be a penalty of up to a thousand dollars
[1:26:20]
and ninety days in jail.
[1:26:21]
So that's, it's a criminal penalty, and so the, the, the remedy is that people want to
[1:26:27]
cure themselves and not have the, and it can be as ongoing violations each separate day
[1:26:32]
constitutes a separate offense. So in other words, you know, $1,000 a day, $9,000 a day.
[1:26:37]
And so, you know, the idea is prosecuted in court for violation of the ordinance. That's why you
[1:26:42]
have the ordinances, and she will hopefully appear in court after being served and try to correct
[1:26:49]
remedy so we don't have all this jail time and fine tag it over him.
[1:26:57]
Put him in jail. You
[1:26:58]
criminally fine him and put. Okay, it's not a question. Okay, go ahead, miss. Okay, it's a question.
[1:27:08]
One more thing is far is, does the cleaner need it? Okay, so when you said declared a new set, there's
[1:27:17]
there's a couple of things. 21, 1911, which is the statute that you'll normally use, some people
[1:27:22]
or cleaning private property, the term in the statute is public minutes.
[1:27:28]
It looks sounds like you all looked into, I mean, that process is typically used for
[1:27:32]
dilapidated houses, for example, river and grass.
[1:27:35]
And what you do is you spend sitting money to cut grass or remove a dilapidated house.
[1:27:40]
And then you put a lean on the property.
[1:27:42]
And therefore, when the property is sold for taxes or sold to somebody else, you collect
[1:27:47]
the lean.
[1:27:48]
I don't know if that is allowable under this for two reasons.
[1:27:51]
I mean, one, you're talking about paving a street, not
[1:27:58]
that, yeah, it's probably probably
[1:27:59]
the point I'm trying to make is whether or not paving a street is contemplated by the
[1:28:03]
statute that talks about removing dilapidated houses. And secondly, this is not going
[1:28:08]
to be a piece of real estate that's going to sell. And so that remedy of putting a lean
[1:28:13]
attached to, it's not like a home, you know, that's going to sell. You know,
[1:28:20]
I don't
[1:28:26]
know
[1:28:27]
just to catch the holds up, is that something that we can't do, we get re-inversed,
[1:28:32]
but I don't know, laying on on the private road.
[1:28:34]
Well, as I say, I would need to see whether or not that's something the statute
[1:28:38]
contemplates and you've got to set it for hearing 15 days in advance and all that.
[1:28:41]
It's not something you do tonight, certainly.
[1:28:43]
But as I say, it's a practical matter.
[1:28:45]
I don't know how much you estimate it would cost to fix the road, Dexter.
[1:28:48]
But I mean, next thing I was going to get it.
[1:28:50]
But I mean, let's just say it's, I don't know, $20,000 or something.
[1:28:53]
I could be totally rebuilt.
[1:28:54]
So I'm just throwing numbers out of the air.
[1:28:56]
I mean, you know, because I'm not in the, so I mean, you put a $50,000 lean on a road that is not in the real estate market, really realistic clear, ever going to be bought or sold.
[1:29:08]
It's just a risk. You can do it. I mean, could you do it? If assume that it's allowable to do that, certainly you could put a lean on, you know, for that cost on a piece of property, but as I say it,
[1:29:18]
don't really get bought sold in the open real estate in America like homes and things. It's just
[1:29:21]
thinking it's very unlikely. It seems very risky, but you could legally put a lien on it if
[1:29:26]
it's allowable under the statute. Can't do it tonight though because you've got to set it for
[1:29:29]
public hearing 15 days in advance and all that. I'd like to look into seeing whether or not
[1:29:35]
pay even a road is something that's allowed under the statute. So I'll be happy to let you on
[1:29:40]
and then you're on a set of rehearsing and and and and move forward with it that way.
[1:29:44]
Come up here, George. Okay, this gives us our lead.
[1:29:48]
I know you're not finished, but we've got to go to close.
[1:29:54]
I have to pull my calendar up. I mean, I don't know if y'all've got another meeting and two.
[1:30:04]
You mean, we should have it ready. You mean, they're just the researchers to whether or not it's allowable, certainly.
[1:30:09]
And then the second thing about whether a public nuisance, which is this is sometimes we talked about this, is whether you institute a lawsuit for the creation of a public nuisance, which is like a tort.
[1:30:22]
It's like suing somebody for hit the back of your car. So when we use that term nuisance, we could be talking about the 21-19-11 remedy, which is the one we've been discussing for the last few moments,
[1:30:31]
or actually filing a lawsuit against somebody for creating a new sense.
[1:30:37]
But you have the same practical problem if there's coverage available from the defendant.
[1:30:41]
I mean, could we potentially sue him for it?
[1:30:43]
Y'all can authorize our office to sue him, sure.
[1:30:48]
But would there be, you know, the funds there are insurance coverage to pay for any judgment?
[1:30:54]
Are you going to incur legal fees? I don't know. That's a risk.
[1:30:57]
But you could do it.
[1:30:59]
It's just I want you to be a vase of risk.
[1:31:00]
obviously that's not something we can undertake. I guess we, I wouldn't think you
[1:31:05]
want to undertake that tonight either, but that is an option as well. I think
[1:31:10]
probably the next step I think is a good idea is to report back to y'all in
[1:31:13]
two weeks about the legality of doing it this way.
[1:31:18]
Okay, Mr. Susan.
[1:31:21]
What's next?
[1:31:22]
Well, do you guys be willing to do your A to A being willing to discuss the
[1:31:35]
Let me just talk to them about that, because really, it truly, this is something that happened before homes were built in there, and I don't see a reason why we should it, because this may have created this problem.
[1:31:48]
the homeowners wouldn't in there when a lot of this was created and as he
[1:31:54]
continued to build homes it just got worse. So I think it's not fair to homeowners
[1:31:59]
to have to assess something that you have a developer who still has or
[1:32:03]
rogue at ease don't pay the taxes on that's going to eventually trickle off
[1:32:08]
somewhere who don't show up for court and then turn around next homeowners to assess
[1:32:13]
the cops and he has become safety issue as well I'm going back to work something
[1:32:22]
next to him he said he did not on the road but he had paperwork to prove that so he
[1:32:28]
can't send you to paperwork he didn't come to you a copy that way we can just go ahead
[1:32:34]
say no that's not the answer no that's not the answer yeah he's not our friend and
[1:32:38]
You know, he said he'd got to be operated. He said some other choice worries is a wave actually it went up for auction
[1:32:45]
The road for two years. He didn't pay the taxes on that road
[1:32:49]
So this is a man who's not doing nothing so you know before these homes
[1:32:54]
I don't know
[1:33:01]
So if it goes up for auction and let's say no one buys it then what happens?
[1:33:06]
It's a long to heal.
[1:33:08]
We'll go to the state after so long.
[1:33:11]
But what's pretty good to us for a dollar.
[1:33:13]
That would be better then.
[1:33:15]
So I mean like how we find that?
[1:33:17]
How we find that out?
[1:33:18]
So we we're working with and I promise you I'll make
[1:33:21]
not believe it would work.
[1:33:22]
I don't have.
[1:33:23]
We're in the fact that he'll testify.
[1:33:25]
We called to state to try to find some stuff that we're going through.
[1:33:28]
Can't be trying to find some stuff out.
[1:33:29]
So we're trying to get all of our notes in the room.
[1:33:31]
So we'll be ready to record when he does your work.
[1:33:35]
We just want to be able to combat that best we can as well as we get things. We said those things that that communicates with us
[1:33:41]
We're trying to get it really as best we came to a hold up with 21 17
[1:33:51]
And really be able to run with it like we need to that. Oh, so
[1:33:56]
case 22
[1:33:59]
Okay, anybody else wants to say something not
[1:34:05]
final for the youth council. So we're going to try to get them started with the council. So 2016
[1:34:11]
frontier has to register to be a part of the bar in the council. I know some of the signing
[1:34:18]
legal here tonight. Yes, sir. You will. Okay. That's probably maybe here. Okay. We need a motion
[1:34:23]
site going close. Hello. Good afternoon. Good afternoon. Okay. It was.
[1:34:30]
Alan, Christian, Warner, Alan, and now we're going Alan and then there's the episode. Okay everybody raise your hand and we'll go back to that. Thank you.
[1:34:40]
I'll go ahead and do it.
[1:34:53]
So what do we got?
[1:34:54]
I can't say that.
[1:35:58]
But he has something to do with the project.
[1:36:03]
He has something to do with the project.
[1:36:06]
He has something to do with the project.
[1:36:46]
So they're working with some of the uncles.
[1:36:49]
Right. So they're all the uncles working with a friend and a couple of them.
[1:36:52]
Shout it out more.
[1:36:54]
Right.
[1:36:58]
I didn't like that.
[1:36:59]
So he's trying it all by a well.
[1:37:02]
He's very nice.
[1:37:03]
What are we going to do?
[1:37:04]
We're going to go to the studio and they're going to get you a roll.
[1:37:07]
So then as I want to see this while I was obviously starting to say.
[1:37:10]
But when you try to sue that thing.
[1:37:12]
So legal that we can't do this, thank you so much.
[1:37:15]
I don't see their decision.
[1:37:17]
Oh yeah, we can put things away.
[1:37:20]
I don't know if I can take it.
[1:37:22]
And I don't know if I can take it.
[1:37:25]
I can't take it.
[1:37:25]
I can't take it.
[1:37:26]
I can't take it.
[1:37:27]
You know, so we don't know.
[1:37:28]
Well, it doesn't spread.
[1:37:29]
I can't.
[1:38:00]
May be paying, that money. Well, that was one of those things. The transaction issue. It was warrant. The mail to show the economy.
[1:38:07]
Well, again, that was a problem with the baby. So if you go to the problem with the baby, where the warrant should finish about it.
[1:38:13]
Well, you're probably, I don't know.
[1:38:16]
One can't tell you the answer.
[1:38:19]
It's a process.
[1:38:20]
And that's why I have emails, I told they had an email, they had a mail.
[1:38:24]
that I don't have it. So I don't have a band for you.
[1:38:27]
Oh, the little little girl too.
[1:38:30]
I actually got them next to the sun.
[1:38:32]
Oh, hey, all right.
[1:38:33]
Right.
[1:38:34]
So we got there for what I read, but like you see,
[1:38:36]
so nobody's running a hand from you.
[1:38:39]
I think you run a hat.
[1:38:40]
I think you do the way you show up here to mean the way you know it.
[1:38:43]
Well, do you know what I'm just saying?
[1:38:44]
Because if I don't this all, it didn't need to be this.
[1:38:47]
Right.
[1:38:48]
I think you're home.
[1:38:49]
Just straight.
[1:38:50]
So if I'm making it, no one's apparently on your side to slide.
[1:38:53]
I got you. I got you. I get you. I get you. I made it. You come to me to change you.
[1:39:01]
Yes. You do in your life. You make, you know I say energy for them. I didn't get in life.
[1:39:06]
Yeah, but I know why I live and I know why I work. I know why I live and I only have to, I run with you.
[1:39:11]
You run like you'll be coming up for my life. You come on.
[1:39:14]
Don't let me go.
[1:39:16]
But on its own leave, on a life you could all
[1:39:18]
first deal and they could all that they would.
[1:39:30]
A board of all of them invited to go into executive session to discuss one item involving the job performance of specific employees or two items rather and two more items regarding potential litigation.
[1:40:06]
So I would be glad to be a scientist.
[1:40:09]
It's a private role.
[1:40:11]
He's a little bit funny.
[1:40:13]
The first year we all never were able to go into the old doctors.
[1:40:16]
They looked at him.
[1:40:18]
They looked at him as a hard work.
[1:40:20]
So he didn't have to be like him.
[1:40:23]
That was in one more fact, not the day he's ate.
[1:40:26]
He didn't have to eat.
[1:40:27]
I don't know.
[1:40:29]
He's eating.
[1:40:36]
I can't find something.
[1:40:41]
I'm not going to talk about the update.
[1:40:45]
The facial cells.
[1:40:47]
We have to pay it.
[1:40:48]
They have the line of street.
[1:40:50]
They need to support the audience.
[1:40:53]
They have to get it or away.
[1:40:55]
They have to get it.
[1:40:56]
They have to get it.
[1:40:56]
That's how I'm saying.
[1:40:58]
There's another negotiation.
[1:41:00]
You go to the town.
[1:41:01]
You go to the town.
[1:41:01]
You are without the bridge.
[1:41:03]
You go to the city of the city of the city.
[1:41:04]
I think that's private.
[1:41:06]
When we need this business.
[1:41:07]
It's clear that you don't know what to do.
[1:42:41]
Yeah, what you're learning at all look at them.
[1:42:44]
You're spending bad food.
[1:42:47]
You're learning the long long stuff.
[1:42:49]
You're relaxing it.
[1:42:53]
Do you work?
[1:42:55]
Are you?
[1:42:58]
No.
[1:42:58]
No, I think they probably know you can't see it.
[1:43:01]
This isn't funny.
[1:43:02]
I haven't been going for a very long time.
[1:43:05]
I don't think they speak to them.
[1:43:06]
How old are you?
[1:43:08]
You like that?
[1:43:39]
You can't say it from the people, you can't talk to the audience.
[1:43:43]
So, how can you do it?
[1:43:44]
Very good.
[1:43:45]
Thank you.
[1:43:47]
So, please, please, please, please.
[1:43:54]
And then, please, please, please.
[1:43:56]
And then, please, please, please.
[1:43:57]
Please, please.
[1:43:57]
You know what I get saying?
[1:43:58]
Whatever the whole circle, may you please.
[1:44:00]
Okay.
[1:44:01]
You can do this.
[1:44:02]
It's just like this.
[1:44:03]
You're brought down with me.
[1:44:05]
It's like a sentence.
[1:44:07]
So, all of them, so each detail,
[1:44:41]
That's how you see how I'm going to do it.
[1:44:44]
Seems like you don't have to worry about it.
[1:44:47]
It's going to be fun.
[1:44:49]
I think that's the way to do it.
[1:44:52]
It's going to be fun.
[1:44:53]
You don't want to be on the other side of the field.
[1:45:07]
I'm not a member of the council,
[1:45:18]
I'm not a member of the council.
[1:45:58]
You're going to be a bad boy.
[1:46:02]
And everything is messed up.
[1:46:06]
I'm just going to call you.
[1:46:09]
I think I'll let it out.
[1:46:12]
I'll just let it be.
[1:46:14]
I think I'll let it out.
[1:46:14]
I think I'll let it out.
[1:46:15]
I think I'll let it out.
[1:46:16]
You're going to get into a bar service.
[1:46:18]
Superstar services and the undercut.
[1:46:20]
I'll change key to the next one.
[1:46:22]
It's not your table.
[1:46:23]
But then, you're not enough.
[1:46:25]
You said.
[1:46:27]
You said.
[1:46:29]
You said.
[1:46:30]
You said.
[1:46:30]
I'm not the girl.
[1:46:31]
Your house is over.
[1:46:33]
That'll be.
[1:46:38]
I'm going to show you.
[1:46:39]
I'm going to show you.
[1:46:41]
I'm going
[1:47:03]
to show you.
[1:47:03]
All these.
[1:47:04]
There's.
[1:47:05]
How do you say.
[1:47:08]
Okay.
[1:47:08]
I'm going to show you.
[1:47:10]
You.
[1:47:11]
That's where you said.
[1:47:12]
Once I've grown, do you have to keep it there to serve up?
[1:47:15]
She can't be correct.
[1:47:16]
Get in cart and serves.
[1:47:18]
Do you have to keep your eyes open?
[1:47:21]
Sit.
[1:47:21]
Sit. You can only do this one side at a time.
[1:47:23]
Yeah, temporary stuff.
[1:47:25]
And I'll see if you're more fair about it.
[1:47:29]
And we both do that.
[1:47:31]
Do you know what?
[1:47:31]
Do you know what?
[1:47:31]
Do you know what?
[1:47:32]
We both do that.
[1:47:32]
Do you know what?
[1:47:33]
We both do that.
[1:47:34]
Do you know what?
[1:47:35]
Do you know what?
[1:47:37]
Do you know what?
[1:47:42]
That's to me, you have to get a snack.
[1:47:46]
You need something.
[1:47:50]
Uh, you go.
[1:48:03]
And you're ready to go home.
[1:48:07]
That's, you have to look at your home home home home.
[1:48:09]
Very good.
[1:48:10]
Very good.
[1:48:11]
Very good.
[1:48:13]
Very good.
[1:48:14]
I'll leave you.
[1:48:15]
You're going to go home.
[1:48:20]
This is my,
[1:48:21]
Anantura, hey, how's it going?
[1:48:24]
This is my home room.
[1:48:28]
When they started to call, they lost their music.
[1:48:31]
He said, hey, they're doing it.
[1:48:32]
They'll be always going, but he did not tell them.
[1:48:35]
Even though I have to repeat, they just said, it's preferable.
[1:48:38]
They said, it's actually going to do it.
[1:48:42]
Even though you may be doing it, they know he said,
[1:48:44]
I don't know how to do it, but I don't know how to do it.
[1:48:48]
He said, it's not, it's not.
[1:48:51]
It's like they did.
[1:48:53]
He did, he didn't do it.
[1:50:59]
You should have said that yesterday.
[1:51:02]
But everybody.
[1:51:03]
Everybody in the state have on a baby by his shoulders and that door is filled.
[1:51:08]
He's here.
[1:51:09]
So being a very normal day for me.
[1:51:12]
Yesterday, yesterday.
[1:51:14]
I'm afraid.
[1:51:15]
I'm afraid.
[1:51:16]
I'm afraid.
[1:51:16]
I'm afraid.
[1:51:17]
Whoever says that I would say,
[1:51:19]
well, now we'll be able to help you.
[1:51:21]
I'll say, you don't look good.
[1:51:24]
It's one thing.
[1:51:26]
It's six inches on my whole body.
[1:51:32]
Right?
[1:51:32]
Where it's?
[1:51:33]
for me.
[1:51:35]
That's what I mean.
[1:51:36]
They say they say they say it's not,
[1:51:43]
but that's what I do here back then,
[1:51:46]
so we can put a big-rowing child
[1:51:50]
and then they better toss her for me.
[1:51:54]
I'll take her with me,
[1:51:57]
but I'm telling you, so,
[1:51:59]
I'm going to say it.
[1:52:01]
I'm like, I get a hit.
[1:52:03]
That's the standard thing of you right here.
[1:52:05]
I'll be the road since the night.
[1:52:07]
Right there.
[1:52:08]
So, through me, I know the same thing now.
[1:52:11]
The door has a foot, the foot, the foot, the foot, the foot, the foot.
[1:52:14]
The door has a foot, the foot, the foot.
[1:52:14]
You should breathe.
[1:52:16]
I'm sorry.
[1:52:18]
I'm not going to do it.
[1:52:20]
I'm not going to do it.
[1:52:20]
I'm not going to do it.
[1:52:21]
I'm not going to do it.
[1:53:26]
There's no doubt. We have it and then that's what people started and and we think they go like this.
[1:54:43]
Well, that's how we got there.
[1:54:47]
Great, great.
[1:54:49]
Isn't that a local?
[1:54:51]
Yes, it's fine.
[1:54:54]
No man, no.
[1:54:56]
Hold on.
[1:54:59]
The lady's very distinct.
[1:55:01]
She's so lovely out there.
[1:55:03]
You know.
[1:55:06]
Well, maybe we could get sick, but I don't know.
[1:55:09]
Okay,
[1:55:15]
welcome.
[1:55:17]
In your game.
[1:55:19]
All you've had.
[1:55:21]
It's all for file.
[1:55:22]
Yeah.
[1:55:23]
In your game.
[1:55:25]
Good.
[1:55:29]
Good.
[1:55:30]
Good.
[1:55:30]
Good.
[1:55:31]
I'm.
[1:55:32]
I'm all.
[1:55:34]
Come in.
[1:55:35]
I'm all there.
[1:55:37]
I'm all there.
[1:55:37]
I'm all there.
[1:55:37]
I can't.
[1:55:39]
I can't.
[1:55:40]
I can't.
[1:55:40]
I can't.
[1:55:41]
I can't.
[1:55:42]
I can't.
[1:56:54]
How many children are they?
[1:56:56]
No matter who they are, they can be eight.
[1:56:59]
I don't know.
[1:57:01]
Eight, a part of Sushi is dead.
[1:57:05]
They have one party around them.
[1:57:07]
Yeah, I don't think it's here.
[1:57:09]
Yes, I said, no matter where they are, they are here.
[1:57:12]
So work with Sushi, you know, just so we can say,
[1:57:15]
I said, we don't know where they are.
[1:57:16]
No matter where they are.
[1:57:17]
They are all right.
[1:57:19]
We don't know.
[1:57:25]
I don't think we can.
[1:57:36]
The people see their feet, they have a bad blood, but when they take the smell out of that, they'll be thinking of this thing.
[1:57:42]
They say, well, they show it for everyone. They joke on a court court.
[1:57:49]
They don't come back anymore.
[1:57:50]
Right.
[1:57:51]
Now, just show them.
[1:57:53]
How big they are in your temple.
[1:57:59]
Here.
[1:57:59]
You know what I think?
[1:58:00]
I think we got lucky.
[1:58:02]
I think we got lucky.
[1:58:02]
You can see this, son.
[1:58:03]
Yeah.
[1:58:04]
We can see that.
[1:58:05]
We can see that.
[1:58:06]
We can see that.
[1:58:07]
We can see that.
[1:58:10]
We got so many people there.
[1:58:12]
You said right after.
[1:58:13]
I've got to say.
[1:58:14]
I've got to say.
[1:58:15]
You said.
[1:58:16]
You didn't do anything.
[1:58:17]
I said.
[1:58:18]
Well, I'll do whatever this is.
[1:58:54]
We found it's first name.
[1:58:56]
I don't know if you will.
[1:59:03]
I don't know.
[1:59:05]
I don't know.
[1:59:05]
They don't name it.
[1:59:08]
I don't know.
[1:59:12]
I don't know.
[1:59:14]
I don't know.
[1:59:15]
So my life, I don't even know.
[1:59:17]
She said,
[1:59:18]
I don't know.
[1:59:20]
I don't know.
[2:00:24]
minutes, men, we are now a Calhoun meeting.
[2:00:28]
It's a matter of, it's not a matter of bill receipts, let's go, let's go.
[2:00:30]
We think of, you all don't know what the other way, what you are exactly.
[2:00:36]
It's a little, you know, we don't see a, and we don't see anything.
[2:00:43]
That's all right.
[2:01:16]
I think we need to go with it.
[2:01:17]
I think we have to go ahead again.
[2:01:20]
That doesn't mean you're going to be able to tell me.
[2:01:21]
That was come all the time.
[2:01:24]
It's not going to be still about it.
[2:01:26]
But I would go.
[2:01:31]
And there was the two of you.
[2:01:33]
Just at our home.
[2:01:35]
You got to leave the people.
[2:01:38]
I'll leave the people.
[2:01:39]
I'll leave the people.
[2:01:40]
There's a present that I like that.
[2:01:41]
There's no corporations.
[2:01:43]
There's no people.
[2:05:16]
No, I told you, yeah, and you were afraid of that.
[2:05:20]
You got shit on my phone.
[2:05:23]
I said, hey,
[2:05:25]
don't do it.
[2:05:28]
Don't do it.
[2:05:30]
Okay, come on.
[2:05:31]
Say hello.
[2:05:33]
I know.
[2:05:33]
You've seen that.
[2:05:37]
You've been taking me out.
[2:05:39]
It's good.
[2:05:40]
It's good.
[2:05:41]
You've been taking me out.
[2:05:42]
You've been taking me out.
[2:05:43]
You've been taking me out.
[2:05:44]
That's great.
[2:05:45]
That's great.
[2:07:17]
I'll see you in the active, I think,
[2:07:20]
I think the characters throw away like you did.
[2:07:23]
And I can breathe and I operate, look, I can beat it.
[2:07:27]
And I got very blessed.
[2:07:28]
I'll take them all by the end.
[2:07:30]
It's Sunday, Friday night.
[2:07:33]
I do 7,
[2:07:36]
up. I do 7, so I do 7, 8, 7, but on the Saturday night we are doing this one, we're doing this.
[2:07:43]
O, what are you doing?
[2:07:46]
Yeah, what are you doing, I think we're calling.
[2:07:52]
5, 5, 5, 5, 5, and 5, and 5, 7, 5, 6, 95, and 7, and 6, that's 1, 7, 7, 7, 7, 8, 6, 10, 7, 8,
[2:08:01]
9, 8, 7, 7, 7, 8, 8, 9, 8, 7, 8, 7, 10, 8, 6, 9.
[2:14:37]
I invite you to tell me everything.
[2:14:44]
So, you can tell me before I'll explain.
[2:14:46]
We can explain.
[2:14:50]
I'm here.
[2:14:51]
Who's no.
[2:14:53]
I'm here.
[2:14:58]
Take all change.
[2:15:37]
We don't have any way of knowing if people are right. It's live streaming, but I see.
[2:15:46]
In executive session, the Board of all of them took two actions. One was to promote an employee from the fire department effective.
[2:15:54]
City Hall. So I'm sorry. Excuse me. I've got that backwards. Yeah, I need to correct you on this. Yeah. Sorry.
[2:16:02]
Yeah, we back up. Sorry. I'm sorry. This late y'all. So one was to promote an employee of City Hall to a promoted position
[2:16:12]
beginning October 1st and the other motion was to leave executive session and re-enter open session.
[2:16:18]
We had the other lady.
[2:16:19]
And the police department.
[2:16:21]
Oh, yeah. There's three oceans.
[2:16:23]
Then to raise the salary of a specific employee,
[2:16:26]
hold a position with the police department.
[2:16:29]
I'll do that.
[2:16:30]
Of course, no.
[2:16:30]
I see any legal.
[2:16:31]
Yes, no, no.
[2:16:32]
It's illegal.
[2:16:33]
I'm going to.
[2:16:34]
Okay.
[2:16:35]
I got the notes.
[2:16:35]
How about the purchase?
[2:16:37]
Go home.
[2:16:40]
