been a really good reflection time for

me. Especially when I was in school, I

studied the foundations of the
[0:42]
Constitution. It's something I'm really
[0:44]
passionate about and I just want to
[0:47]
express gratitude for the country we
[0:49]
live in and the freedoms we have. And
[0:52]
um, I'm really really happy that we live
[0:54]
in Cash County. And with that, I will
[0:56]
offer a prayer. If you'll all join me.

for the many, many blessings that we

the opportunity that we've had to

currently are the agreement with the

sheriff's office. That's done on an

hourly basis. It's been approved by both

on the the major edits. Um there's some

real minor ones. Um we just in section

two on page three, we just threw in the
[8:33]
date of when uh we became a multi-count
[8:37]
United Health Department. The United
[8:39]
Local Health Department is important
[8:41]
because that's the one that gives us the
[8:43]
responsibility to oversee behavioral
[8:45]
health services. Um in in the last
[8:49]
rendition um we outlined some some
[8:52]
duties for behavioral health. Uh we we
[8:55]
failed to put in the public health
[8:57]
duties. So that's what you're primarily
[8:59]
seeing there is anchoring back to state
[9:02]
code for both public health duties uh
[9:06]
that are outlined in state code and then
[9:09]
we also uh expanded some of the
[9:11]
behavioral health duties that are
[9:13]
outlined in state code as well. Um, do
[9:17]
you want me to read through those or
[9:18]
explain any of those to you? Those are
[9:20]
all really just linking back to
[9:22]
responsibilities in state code.

being the county executive for Cash

separate form of government um so that

we have both the the legislative and the

executive branch representative for each
[10:09]
county. And then where Utah State uh is
[10:14]
the largest employer and also uh a huge
[10:19]
community within our community, uh
[10:21]
they're going to have an exeicio member
[10:24]
uh appointed. Uh in talking to the
[10:26]
president and his office, they've
[10:29]
decided to have the emergency manager
[10:31]
serve uh that that function. So, it'll
[10:34]
be the emergency manager moving forward.

Uh this was just a a minor change but a
[10:46]
really important one. That that last
[10:50]
part that says as necessary. This keeps
[10:53]
the door open. We learned a lot in our
[10:55]
first year uh going through this process
[10:58]
and contracting with uh Bear River
[11:01]
Behavioral Health. uh it it allows for
[11:05]
us to change that contract with them as
[11:09]
necessary, as we deem necessary and and
[11:12]
without having to come back to the the
[11:15]
governing bodies of each county. We it
[11:18]
gives us some delegated authority to
[11:20]
change those things as necessary. Um
[11:25]
then we did add an exeicio seat to the
[11:29]
ba uh the what we call the B hack which
[11:32]
is the behavioral health advisory
[11:34]
council. Um remembering that the
[11:36]
behavioral health advisory council is to
[11:38]
advise on the planning, operation of
[11:41]
behavioral health programs. They act as
[11:43]
a function of the county um of the
[11:46]
counties and and so that advisory
[11:49]
council. However, we found out as we
[11:52]
started to to work on that council that
[11:54]
the expertise on on the requirements in
[11:57]
code for an area plan, we really did
[12:00]
need um Bear River Behavioral Health to
[12:04]
be at the table in those discussions
[12:06]
because they've been doing it for so
[12:07]
many decades um in our communities. And
[12:11]
so, we were kind of blind in a portion
[12:13]
of that. and we need that expertise, but
[12:16]
we also can't have them having a vote on
[12:19]
the advice that they're giving back to
[12:21]
the counties on how to run the programs.
[12:23]
So, yes, they're going to be in the
[12:25]
conversations. They're going to have
[12:27]
that, but the any votes on any advice
[12:30]
that comes back to the counties from
[12:32]
that advisory council will not involve a
[12:35]
vote from them.
[12:38]
Um so they will have an exeicio seat and
[12:42]
then
[12:46]
in uh we just have the the requirements for
[12:52]
the behavioral health director who you
[12:54]
appointed last time. Um that individual
[12:58]
or their design will serve as the
[13:01]
exofficial member of the Bhack. That was
[13:04]
that's tied to the last one. And then
[13:06]
the only other one um
[13:09]
that we felt was important as we've gone
[13:11]
through from a fee for service uh model
[13:15]
for substance abuse uh treatment in our
[13:18]
area to a capitated uh model under
[13:22]
Medicaid. uh that required a the
[13:26]
department to contract directly with
[13:28]
Medicaid whereas Cash County was the one
[13:30]
actually contracting with Medicaid
[13:32]
before on behalf of the three counties
[13:34]
under the former it this delegates that
[13:38]
responsibility for us to execute that
[13:40]
contract with Medicaid. So that's what
[13:43]

uh indicates is that we will take
[13:48]
responsibility for for contracting
[13:51]
directly with Medicaid for that and then
[13:53]
communicating back to the counties what
[13:55]
the Medicaid match requirement would be
[13:58]
um and coordinating with the three
[14:00]
counties on that budget request for for
[14:03]
us to meet that match. Jordan, do you
[14:05]
anticipate because of the capitation and
[14:07]
that change from fee for service that
[14:09]
our 20% match might be higher or like
[14:13]
what do you anticipate with that? We we
[14:15]
think that they'll there may So let me
[14:18]
tell you in complete transparency right
[14:21]
now Medicaid is charging us more upfront
[14:27]
because they don't have exact they don't
[14:30]
have great numbers and so we got some
[14:34]
sticker shock when we first got the
[14:35]
first bill. We fully anticipate that to
[14:39]
level out and either stay where it's at
[14:42]
or be right around where it's at.
[14:45]
Possibly through a managed care model.
[14:47]
The the theory is through a managed care
[14:49]
model that you could actually see that
[14:50]
go down because you're going to weed out
[14:53]
some potential non-necessary treatment
[14:57]
um in the Medicaid system. So,
[15:00]
initially, I think we're gonna we're all
[15:03]
going to say, "Whoa, the state's asking
[15:05]
for a lot." What my understanding is in
[15:08]
our conversations with them is they will
[15:11]
reimburse us. If we overpay on the front
[15:14]
end, then they reimburse us on the back
[15:16]
end. But we were really I had a little buyer's
[15:21]
remorse. I won't I won't lie. I'm like,
[15:23]
did we do the right thing? And then when
[15:25]
we got into it, they said, well, this
[15:27]
should come back. and and really once we
[15:29]
get some solid numbers, the the thing
[15:31]
that we're struggling with is every
[15:34]
other county in the state has been doing
[15:36]
this for decades and we're jumping in.
[15:39]
They all experienced it when they first
[15:41]
jumped in and we're jumping in really late in the game. So, I I'm
[15:48]
anticipating that it actually will
[15:50]
either level off or go down a little
[15:52]
bit. So,

But let me pose some things that I've

learned in the past couple of days. So
[18:31]
SRS can be sometimes confused also with
[18:34]
P with our PILT money. They're both
[18:38]
given for by Sheena Goodsil from the
[18:40]
state. So as we look though highlighted
[18:44]
in green on that box number one, there
[18:46]
are many counties that do zero.
[18:49]
Now the reason that I would entertain
[18:51]
that we would want to change from eight
[18:53]
to zero is that if you if you look on
[18:56]
page two, let's go to page two and the
[18:58]
kind of the salmon color.

[19:06]

thorough, but this is kind of the
[19:25]
highlight type things that we have as a
[19:28]
county to make a decision tonight so
[19:29]
that I can respond if we're going to
[19:31]
change that percentage.

So, as you look, other counties are
[19:36]
doing zero in title two. And title two
[19:39]
is, if you look, special projects on
[19:43]
federal land. Those have to be approved
[19:46]
specially and succinctly. And in past,
[19:49]
we've had Josh, I talked with um Matt,
[19:52]
and we're not getting title two funds.
[19:55]
So, when we're earmarking 8%, we're
[19:58]
basically giving it to nobody.

[20:02]
meeting today is that we change that 8%
[20:04]
and if we give a raise proverbally title
[20:08]
three is county funds and if you look on
[20:10]
page three those are typically going to
[20:15]
our um search and rescue type stuff. So

that's whether you choose as the county
[20:22]
elected official to send those to search
[20:25]
and rescue or if we choose to move them
[20:27]
over to title one which is typically
[20:30]
roads which I've highlighted and circled
[20:33]
which we have a big expense and our
[20:36]
expenses are always bigger than any
[20:38]
money that we get. I would recommend
[20:41]
that we move that 8% from getting
[20:44]
nothing to getting something. That's
[20:46]
what my whole output that we're trying
[20:47]
to do. So if you like averages, we could
[20:50]
leave it where it is. My recommendation
[20:52]
is you move it one way or the other. In
[20:54]
the middle of page one, it just talks a
[20:56]
little bit about what it is. So these
[20:59]
are forest service and it's money that
[21:02]
comes on a 7-year rolling average. So
[21:05]
it's collected from forest service and
[21:08]
this is a copy from Sheena which is from
[21:11]
the state of Utah which is estimating
[21:13]
what next year's amount is. So 287
[21:17]
if you look in that page on 25 to 50
[21:20]
you'll see that there is one county that
[21:22]
has an estimated 1908 25% which is um
[21:27]
some not some I can't remember where it
[21:29]
is M but anyway they get a huge amount
[21:32]
but we don't have that option so it's
[21:35]
not an option there's your $300,000
[21:38]
total number Sandy that you're talking
[21:40]
about but half of it is already being
[21:43]
distributed to the school district and
[21:46]
then half of it goes to the county. So
[21:48]
the the election that we choose tonight
[21:52]
will be the distribution that we will
[21:53]
get next spring. That's an important
[21:56]
component. But the PILT funds, not to
[22:00]
confuse or muddy the water, will be
[22:01]
money that we're going to get which is
[22:03]
payment in lie of taxes. Those will be
[22:06]
coming at the end of this month. So I'm
[22:08]
trying not to muddy but separate. These
[22:11]
funds that we're talking about first are
[22:13]
monies that we're going to get next
[22:14]
spring and it's approximately $287,000.
[22:19]
So again, the reason for the timing of
[22:21]
that I think is important is when the
[22:23]
federal government's physical year is.
[22:25]
So that's why the we have to make these
[22:28]
and we don't have a Josh that's doing
[22:30]
that. We don't have a Matt that is
[22:31]
really understanding. So my
[22:33]
recommendation stands I think you need
[22:35]
to have a discussion on whether we move
[22:37]
that first over or to the right or the
[22:39]
left. The other thing that Sheena taught
[22:41]
me is that the state and the government
[22:44]
can sequester or hold back about 5.7%.
[22:47]
So that's why they're always estimates.
[22:50]
I apologize directly is not spelled the
[22:52]
way I've got it. And there should be a
[22:53]

[22:56]
night when we when I kind of worked on
[22:58]
this page two. So PILT just to bring

these are our PILT monies. So, it's not

really directly the SRS stuff, but these
[23:12]
are the monies that we've got in box two

know, 7% of 4% or 4% of 3%. It's
[23:23]
declining. So, I just estimated that our
[23:25]
PILT money um for this year will be
[23:28]
about 28,000. We don't know yet. They
[23:30]
don't know yet. Sheena didn't know yet.

She's still gathering information.

back to the first thing again, roads is
[23:38]
important and so I would encourage that
[23:40]

[23:42]
then on the right side are the actual
[23:45]
funds that we've received historically
[23:47]
since 2022. Notice no title two. So I
[23:52]
think we're giving those away if we

establishing the Cash County Regional
[36:52]
Recreation Center feasibility study
[36:54]
committee to oversee and direct
[36:56]
countywide recreation initiatives. Quite
[36:58]
a mouthful.
[37:02]
So, a little bit of background and the
[37:04]
resolution's objectives. So, the
[37:06]
proposed resolution itself would
[37:08]
establish an internal legislative study
[37:10]
committee of the county council. It
[37:11]
would um to essentially
[37:15]
guide how uh discussion and what the
[37:20]
county has hired for consultants so far
[37:23]
uh regarding study initiatives for a
[37:27]
county recreation system. So, Cash
[37:30]
County entered into a contract in
[37:32]
January of 2025 with VCBO. Um, I'm not
[37:36]
sure why there was random bolding in my
[37:38]
uh presentation. I apologize. Uh, this
[37:40]
came as a result uh for more of a
[37:43]
community demand for indoor pool and
[37:46]
turf activities as well as uh other
[37:49]
ancillary recreation activities. Uh it
[37:52]
was coupled then with the then announced
[37:55]
closure of uh the Logan Recreation
[37:58]
Center, but some situation has has
[38:00]
changed with that. But um anyway,
[38:03]
essentially this resolution will put
[38:05]
together a specialized committee uh that
[38:07]
would direct the consultants that we've
[38:10]
hired. Up till this point, it's been
[38:11]
rather a bit of an ad hoc committee and
[38:13]
it's made some progress and I'm I'm not
[38:15]
trying to discount that by any means.
[38:17]
This would just be formalizing things
[38:19]
and essentially setting a goal uh a
[38:22]
structure and going from there. But
[38:26]
yeah, looks like my PowerPoint did not
[38:29]
convert over uh rather well. So I
[38:31]
apologize. Uh so under this committee,
[38:35]
it would direct VCBO to essentially who
[38:39]
are essentially doing that the
[38:40]
feasibility study and give input to
[38:42]
them. This would evaluate what the
[38:44]
county's needs are. uh what its current
[38:46]
facility capac capacities are and for
[38:49]
its multiple uh mostly city facilities.
[38:52]
Uh the physical constraints and and
[38:54]
long-term factors of of a countywide
[38:56]
recreation model and the committee would
[39:00]
also be charged with the objective of
[39:02]
delivering a feasibility report.
[39:04]
Specifically, VCBO would be the one
[39:06]
putting the report together, but
[39:08]
ultimately this resolution would outline
[39:11]
specifics such as things like a
[39:13]
potentially estimated budget, um some
[39:15]
potential locations,
[39:17]
um what what a countywide recreation
[39:20]
system would even look like. So, this is
[39:22]
all very preliminary. This is not saying
[39:25]
the county is going to establish
[39:26]
anything right now. Again, this is all
[39:28]
just prelim preliminary study.
[39:31]
Um the committee itself would have a uh defined composition. So there would
[39:39]
be one to three county council members
[39:41]
on it. Uh no more than two of the
[39:42]
members can represent any portion of the
[39:44]
county seat. That way we have at least
[39:46]
one council member. Uh if there is two
[39:49]
or three then there is at least one
[39:51]
outside of Logan or in the event there
[39:54]
is three I apologize but then there
[39:56]
would be advisory members. This would be
[39:59]
split up geographically so that the
[40:01]
whole county is involved. One would be
[40:03]
from the county seat which in this case
[40:05]
is Logan. One from the unincorporated
[40:07]
count area of the county, two from
[40:10]
municipalities of the north north of the
[40:11]
county seat and two from municipalities
[40:13]
south of the county seat. So that way
[40:15]
you have a a good geographic mix.
[40:20]
the duties and procedures of the
[40:23]
committee itself. Uh committee would
[40:25]
select a chair uh perform all other
[40:28]
duties as needed, assign uh how do I say
[40:32]
it? Elect other officers and go from
[40:35]
there.
[40:37]
The meetings themselves would be open to
[40:39]
the the public under the OP OPMA and
[40:43]
again the role of this committee is
[40:46]
strictly limited to investigative
[40:48]
advisory and planning activities. This
[40:50]
would not be taking official legislative
[40:52]
act action from this committee. Um and
[40:56]
at once the committee would be
[40:58]
established under this resolution, the
[40:59]
committee would give regular progress
[41:01]
reports to the county council.
[41:03]
But ultimately its deadline to deliver a
[41:06]
finalized report would be March 21st of
[41:09]
2027. So there is some some timeline to
[41:12]
this instead of wind up let go and
[41:15]
hopefully something comes back at some
[41:17]

meeting where I was out of town, but um
[49:50]
there will be a more formal presentation
[49:52]
on that visit coming through the um
[49:55]
county's
[49:57]
um economic opportunity advisory
[50:00]
presentation. So I'll save that for
[50:03]
later. Uh so the one thing that I did
[50:05]
want to report or talk about tonight is
[50:08]
um
[50:11]
three four weeks ago maybe don't
[50:14]
remember the exact date but anyway um
[50:16]
there was the kickoff meeting for this
[50:19]
year's round of outdoor recreation
[50:23]
initiative applications and that process
[50:26]
uh state it's through the state grant
[50:29]
program for regionally significant
[50:32]
outdoor recreation projects. projects.
[50:34]
Um Cash County had multiple projects
[50:37]
that were beneficiaries of that program
[50:40]
last year. Um kickoff meeting was good.
[50:43]
There was announcement there's a bit
[50:45]
more funding available this year and uh
[50:48]
the period the application period opened
[50:51]
on the 15th or opens on the 15th
[50:54]
tomorrow and goes to September 15th. So
[50:58]
look for some discussion mostly led by
[51:02]
Landis at this point for some of the
[51:05]
things that Cash County would
[51:08]
specifically look at as well as um other
[51:11]
communities in the county will probably
[51:13]
be bringing up some information to one
[51:15]
or all of us members of the council to
[51:19]
consider. Um but in the north region
[51:24]
um you know we're one of multiple
[51:27]
counties that are will have submissions
[51:30]
for this funding. So, this is a great
[51:32]
way to, at least my perspective, a great
[51:36]
way to enhance what we can do with um
[51:40]
some of the open space properties that
[51:42]
are out there as well as um long-term
[51:47]
plans with some of the projects we've
[51:49]
talked about like the Cold Water Ranch
[51:52]
Road

opportunity for us to look
[51:57]

he and I are both members.

workshop on that so that we could help

them with what the council is thinking

so that it doesn't sit like a ping pong

come back and forth on us on the
[53:23]
short-term rentals. So, that's something
[53:25]
to think if we want to do that as we try
[53:28]
to help the planning and zoning come up
[53:30]
with some areas on the short-term
[53:32]
rentals and also the subdivision so that
[53:35]
we align what we would like to see
[53:36]
there.

on that this body has always liked to be

in tune and aware of all the things that

are coming for us requesting funds and

this now pulls us back from that a step

which uh you know there there's some

good reasons. There's pros and cons but
[54:43]

open and so that'll be fine. That also

means that we will be receiving a uh
[54:52]
well we will have the opportunity to
[54:54]
make wholesale re or appointments to

that board because now everybody's terms

are up or Keegan and I have been pulled
[55:04]
out. So um that'll be coming in the
[55:06]
future meeting where there'll be a
[55:10]
request for prop uh appointments.

that, there are a few boards that we

will want to consider names for. Airport
[55:19]
Authority Board, Economic Opportunity

Board, and then the recently established

If there's anything that deviates from

our budget, we will consider it once a

quarter. in the past in the past month

or six weeks. There have been some
[56:42]
things that have come up that such as
[56:45]
the um what was the one that we had to
[56:48]
vote on the last time that was there was
[56:51]
one budget opening that we did. It was
[56:53]
money that Matt needed to do something
[56:55]
and we had to discuss it. There was a
[56:58]
time there it was time sensitive. I
[56:59]
can't remember what it was. I don't
[57:01]
know.

>> Anyway, so we've had recently some
[57:04]
things that have come up that there were
[57:06]
some things that the executive wanted us
[57:08]
to consider. There were some um things
[57:10]
that were brought to the attention of
[57:11]
the appropriations committee, things
[57:13]
that were time-sensitive that had been
[57:15]
budgeted for that we needed to make a
[57:17]
decision on. And so this is unusual to
[57:20]
have this many budget openings and to
[57:22]
and it it has been confusing. And so
[57:24]
hopefully by the 28th we'll get that
[57:26]
cleared up. The regular budget opening
[57:29]
for this quarter is set to happen
[57:32]
um September. We're not due to have a
[57:34]
regular budget opening until September
[57:37]
again. And that hopefully will get back
[57:39]
on track to that once a quarter um
[57:41]
budget opening.

>> So I thought the budget was an annual

thing where you
[57:45]
>> the budget is an annual thing, but once
[57:46]
we set it for the year, if something
[57:48]
deviates at all from that for during the
[57:51]
year, it has to be done in a budget
[57:53]
opening and approved by the full
[57:54]
council. So I think maybe an example of
[57:56]
that was there was some expensive
[57:58]
equipment that failed that needed I
[58:00]
don't remember if it was a printer or
[58:01]
something but
[58:03]
>> it needed to be replaced and that had to

be expedited.

>> We also adjust our revenues as we get

our tax we do um estimations really good
[58:12]
estimations when we make the budget but
[58:14]
as we get those tax actual hard numbers

in then we get our revenues and we put
[58:18]
those into the budget too.

Sheriff Jensen and I were there at the

UAC Justice Summit. That was really

helpful. Um we had a meeting of the
[59:43]
criminal justice coordinating council
[59:45]
here in our county and there's some some
[59:48]
good things happening with the health
[59:49]
department. We're going to we're hiring
[59:52]
a case worker to help with the warm
[59:54]
handoffs to people who are exiting the
[59:56]
justice system. I think we're going to
[59:57]
be able to make a real difference here
[59:58]
in our county. Um, last time in the
[1:00:01]
appropriations meeting or not
[1:00:03]
appropriations when um, Katherine and I
[1:00:05]
met with the executive Monday, we talked
[1:00:07]
about our budget timeline and I think
[1:00:10]
he's going to clarify that with the
[1:00:11]
auditor and it's time to start um,
[1:00:14]
looking at the things that we need to to
[1:00:16]
pass the next year's budget because
[1:00:19]
we're all happy about that. And I think
[1:00:22]
that's about it. Um, those are very uh,
[1:00:25]
informative meetings on Monday mornings.

this Monday there won't be one but most
[1:00:28]
Mondays we meet with the executive and
[1:00:31]
um that's been really helpful. So any
