[0:00] I will buy my own.
[0:02] [laughter]
[0:04] >> Okay, it is time to start.
[0:05] >> So the leather jacket
[0:09] banging the gavvel.
[0:12] >> Okay, we are going to [clears throat]
[0:14] start our meeting. Thank you to everyone
[0:16] who's here. We appreciate your
[0:18] attendance and um we are glad to see you
[0:22] here. Um the opening remarks are by me.
[0:25] Take a deep breath here for a second.
[0:27] Um, I just have been thinking so much
[0:29] with our the recent Fourth of July and
[0:33] America's 250th birthday. It's it's just
[0:36] been a really good reflection time for
[0:39] me. Especially when I was in school, I
[0:40] studied the foundations of the
[0:42] Constitution. It's something I'm really
[0:44] passionate about and I just want to
[0:47] express gratitude for the country we
[0:49] live in and the freedoms we have. And
[0:52] um, I'm really really happy that we live
[0:54] in Cash County. And with that, I will
[0:56] offer a prayer. If you'll all join me.
[1:00] Our father in heaven, we are so grateful
[1:02] for the many, many blessings that we
[1:04] have. And we're grateful, Father, for
[1:07] the opportunity that we've had to
[1:08] celebrate the birth of our country and
[1:11] for the great men who and women who
[1:13] fought so hard to give us those
[1:14] freedoms. We're grateful to live in this
[1:17] valley and for the beauty that we have
[1:19] and the neighbors that we have and the
[1:21] culture that is here. and we're grateful
[1:23] that we get to be a part of helping to
[1:26] govern and to make decisions that will
[1:28] help make this a better place for all
[1:29] who live here. We ask thee to be with us
[1:32] tonight. Help us to be kind and help us
[1:34] to have wisdom and thy guidance in all
[1:37] that we do and say. And we especially
[1:39] ask thee, Father, at this time when the
[1:41] world is in so much turmoil, that that
[1:43] would bless the leaders of nations and
[1:45] states that they would be use wisdom and
[1:48] good judgment themselves and that that
[1:50] we might be able to find more peace in
[1:52] this world. And again, we're thankful
[1:55] for all that we have and we express
[1:56] these things in the name of thy son
[1:58] Jesus Christ. Amen.
[1:59] >> Amen.
[2:00] >> Will you all please join me in the
[2:01] pledge of allegiance?
[2:04] I aliance to the flag of the United
[2:08] States of America and to the republic
[2:11] for which it stands. One nation under
[2:14] God, indivisible, with liberty and
[2:17] justice for all.
[2:22] [clears throat]
[2:22] >> All right.
[2:24] Does anyone would anyone like to make a
[2:27] motion about approval of the agenda? Do
[2:29] we need to make a an amendment to the
[2:30] agenda, Andrew, about the
[2:36] Um the opening the budget opening.
[2:39] >> Uh no, we can discuss that later.
[2:41] >> Okay, we'll discuss that later.
[2:43] >> Approve the agenda.
[2:45] >> It's been moved [clears throat] and
[2:46] seconded that we approve the agenda.
[2:48] Those in favor say I.
[2:49] >> I. Any opposed?
[2:51] >> Okay. What about the minutes? We have
[2:52] three different sets of minutes to go
[2:54] over.
[2:56] >> I didn't see anything specific in there.
[2:58] Does someone want to make a motion or
[2:59] did someone else see something I didn't?
[3:02] >> I didn't see anything. So, I'll make a
[3:03] motion we approve the minutes of the
[3:05] county workshop on the 23rd of June,
[3:08] council on the 23rd of June, and the
[3:10] board of canvasers on July 6th.
[3:15] >> Second.
[3:16] >> Okay. It's been moved and seconded that
[3:17] we approve the minutes that have been
[3:19] presented to us. Those in favor say I.
[3:22] >> Any opposed?
[3:24] >> Okay. Court of the county executive.
[3:28] Um, I have a single matter and it I'm
[3:31] going to turn the time over to Mr. Web
[3:34] to discuss the status of two of the
[3:37] interlocal agreements we're working on
[3:39] with Powder Mountain.
[3:43] [cough and clears throat]
[3:47] Kurt Web, deputy executive.
[3:50] Two of the ones that we're working on
[3:52] currently are the agreement with the
[3:55] sheriff's office. That's done on an
[3:57] hourly basis. It's been approved by both
[4:00] uh Weber and us. And we just thought we
[4:02] would keep you updated. If you've got
[4:04] any questions on how that works, I'm
[4:06] open to that.
[4:10] » Um do we have a copy of it that we can
[4:12] read and look at? Have you received
[4:14] that, Kir?
[4:14] >> We have one now. We can we can
[4:15] distribute and will
[4:16] >> play. Thank you.
[4:17] >> Okay. The other one is the health
[4:19] department and and I can get Jordan to
[4:21] weigh in on this. We were we thought we
[4:24] would have it by now. We haven't, have
[4:26] we? Do we have Weber's comments on it?
[4:29] Yep.
[4:30] >> We we've got it from the health
[4:31] department. We do not have it from
[4:34] county
[4:34] >> council. Yeah. That's all we're waiting
[4:36] for is for their approval. And that's on
[4:39] a fee basis. So, it's not costing us
[4:42] anything. They're reimbursed for on a
[4:44] fee basis for the services they perform.
[4:47] We just recently got, I'm extending this
[4:50] just to say for your information, we
[4:52] just recently got a proposed interlocal
[4:55] agreement from the development services
[4:57] department. Uh met just this afternoon
[5:00] with uh Eric and the uh representatives
[5:06] from our development services
[5:08] department.
[5:09] We're not happy with what they've
[5:11] written. So uh we will be working on
[5:14] that. Thank you.
[5:17] Thanks, Kurt.
[5:18] >> The other portion is just to advise you
[5:21] that we had another couple of meetings
[5:23] with the committees on the fire board
[5:27] and they're working through the various
[5:29] issues. There are a whole raft of issues
[5:33] still to be dealt with, but there is
[5:36] progress being made on that. We also
[5:40] received uh DNE's opinion with respect
[5:43] to um the Nixon Nixon gravel pit. Sandy,
[5:48] I think you and I got the copy. I think
[5:50] it ought to be circulated to the members
[5:52] of the council. And
[5:54] >> did I get it?
[5:54] >> Perhaps we'll want to deal with that in
[5:57] a executive session.
[6:00] >> I think that's probably a good idea.
[6:02] Okay. Um
[6:03] >> I I think that's everything I have to
[6:07] report today.
[6:09] Okay, thank you. Does anyone have any
[6:11] questions for the executive?
[6:14] I do know that when we met last um when
[6:16] we had our appropriations and we
[6:18] discussed the pro the fire district and
[6:20] Nolan had some questions that you asked
[6:22] him to write down. I really like that
[6:24] idea because he had some of the same
[6:26] questions that I did that we've talked
[6:27] about. But if we write it down, we can
[6:29] let everyone that that's going to save a
[6:31] little bit of heartache and time. It it
[6:33] would it I I think if it dealing with
[6:37] questions orally, Nolan, you you ask it
[6:39] and you you're not sure I've got the
[6:41] complete answer and I'm not sure I've
[6:43] got the complete question.
[6:45] >> No, I was clear as mud, man. So,
[6:47] [laughter]
[6:48] >> let's work on that though. Let's get
[6:49] some things down.
[6:50] >> The fault on the hearing party, not the
[6:54] party that he didn't get exactly what
[6:56] the questions are. But I I think the way
[6:59] we'd actually like to handle that is
[7:02] have the questions. We'll start
[7:04] numbering the questions. So it'll be
[7:06] question number one, question number
[7:08] two, so that we can kind of keep a
[7:10] running total of all of the questions
[7:12] that comes in and all of the answers
[7:14] that are given. And some of the
[7:16] questions we don't have the answers for
[7:18] immediately, but I got your two
[7:22] questions. Um,
[7:24] and we will be giving you a written
[7:27] answer to those questions.
[7:28] >> Thank you. And any other questions that
[7:32] you have involving that, I'm happy to
[7:35] work with Chief George to get the
[7:38] answers as best we can and we'll see
[7:40] that those go to the committees involved
[7:42] as well.
[7:44] >> Okay, Andrew, I just forwarded that
[7:47] Nixon memo to you if you want to send it
[7:49] to everybody. Okay. All right. items of
[7:52] Is that it for the executive? Is that
[7:54] >> Yes.
[7:55] >> Okay.
[7:55] >> Um Bear River Health Department revised
[7:57] interlocal agreement. Jordan
[8:03] » Jordan Matthysse, director of the Bear
[8:04] River Health Department. Um here again
[8:08] to talk about the interlocal agreement.
[8:10] Hopefully everyone was able to see the
[8:11] correct edits this time and that was my
[8:14] fault. I apologize for that. Um but I
[8:18] will run you through real quickly. Um
[8:21] those edits, I'm going to focus mostly
[8:23] on the the major edits. Um there's some
[8:26] real minor ones. Um we just in section
[8:30] two on page three, we just threw in the
[8:33] date of when uh we became a multi-count
[8:37] United Health Department. The United
[8:39] Local Health Department is important
[8:41] because that's the one that gives us the
[8:43] responsibility to oversee behavioral
[8:45] health services. Um in in the last
[8:49] rendition um we outlined some some
[8:52] duties for behavioral health. Uh we we
[8:55] failed to put in the public health
[8:57] duties. So that's what you're primarily
[8:59] seeing there is anchoring back to state
[9:02] code for both public health duties uh
[9:06] that are outlined in state code and then
[9:09] we also uh expanded some of the
[9:11] behavioral health duties that are
[9:13] outlined in state code as well. Um, do
[9:17] you want me to read through those or
[9:18] explain any of those to you? Those are
[9:20] all really just linking back to
[9:22] responsibilities in state code.
[9:25] >> Does anyone have any questions about
[9:26] that part?
[9:29] >> I was going to read something. I'd want
[9:30] something else than this read to me. So,
[9:32] [laughter] okay.
[9:33] >> Have bedtime story.
[9:34] >> All right. Um, that that is the biggest
[9:37] change right there as far as total
[9:39] number of words changed is is just
[9:41] really being clear on the the state
[9:43] code. Um in under section 4 in
[9:47] organization
[9:49] uh section 4.2 we add two exeicio
[9:54] members uh to the board. Uh one of those
[9:57] being the county executive for Cash
[9:59] County uh where Cash County has a
[10:02] separate form of government um so that
[10:04] we have both the the legislative and the
[10:07] executive branch representative for each
[10:09] county. And then where Utah State uh is
[10:14] the largest employer and also uh a huge
[10:19] community within our community, uh
[10:21] they're going to have an exeicio member
[10:24] uh appointed. Uh in talking to the
[10:26] president and his office, they've
[10:29] decided to have the emergency manager
[10:31] serve uh that that function. So, it'll
[10:34] be the emergency manager moving forward.
[10:37] Um
[10:39] in four on page seven 414123.
[10:44] Uh this was just a a minor change but a
[10:46] really important one. That that last
[10:50] part that says as necessary. This keeps
[10:53] the door open. We learned a lot in our
[10:55] first year uh going through this process
[10:58] and contracting with uh Bear River
[11:01] Behavioral Health. uh it it allows for
[11:05] us to change that contract with them as
[11:09] necessary, as we deem necessary and and
[11:12] without having to come back to the the
[11:15] governing bodies of each county. We it
[11:18] gives us some delegated authority to
[11:20] change those things as necessary. Um
[11:25] then we did add an exeicio seat to the
[11:29] ba uh the what we call the B hack which
[11:32] is the behavioral health advisory
[11:34] council. Um remembering that the
[11:36] behavioral health advisory council is to
[11:38] advise on the planning, operation of
[11:41] behavioral health programs. They act as
[11:43] a function of the county um of the
[11:46] counties and and so that advisory
[11:49] council. However, we found out as we
[11:52] started to to work on that council that
[11:54] the expertise on on the requirements in
[11:57] code for an area plan, we really did
[12:00] need um Bear River Behavioral Health to
[12:04] be at the table in those discussions
[12:06] because they've been doing it for so
[12:07] many decades um in our communities. And
[12:11] so, we were kind of blind in a portion
[12:13] of that. and we need that expertise, but
[12:16] we also can't have them having a vote on
[12:19] the advice that they're giving back to
[12:21] the counties on how to run the programs.
[12:23] So, yes, they're going to be in the
[12:25] conversations. They're going to have
[12:27] that, but the any votes on any advice
[12:30] that comes back to the counties from
[12:32] that advisory council will not involve a
[12:35] vote from them.
[12:38] Um so they will have an exeicio seat and
[12:42] then
[12:46] in uh we just have the the requirements for
[12:52] the behavioral health director who you
[12:54] appointed last time. Um that individual
[12:58] or their design will serve as the
[13:01] exofficial member of the Bhack. That was
[13:04] that's tied to the last one. And then
[13:06] the only other one um
[13:09] that we felt was important as we've gone
[13:11] through from a fee for service uh model
[13:15] for substance abuse uh treatment in our
[13:18] area to a capitated uh model under
[13:22] Medicaid. uh that required a the
[13:26] department to contract directly with
[13:28] Medicaid whereas Cash County was the one
[13:30] actually contracting with Medicaid
[13:32] before on behalf of the three counties
[13:34] under the former it this delegates that
[13:38] responsibility for us to execute that
[13:40] contract with Medicaid. So that's what
[13:43] 5222
[13:46] uh indicates is that we will take
[13:48] responsibility for for contracting
[13:51] directly with Medicaid for that and then
[13:53] communicating back to the counties what
[13:55] the Medicaid match requirement would be
[13:58] um and coordinating with the three
[14:00] counties on that budget request for for
[14:03] us to meet that match. Jordan, do you
[14:05] anticipate because of the capitation and
[14:07] that change from fee for service that
[14:09] our 20% match might be higher or like
[14:13] what do you anticipate with that? We we
[14:15] think that they'll there may So let me
[14:18] tell you in complete transparency right
[14:21] now Medicaid is charging us more upfront
[14:27] because they don't have exact they don't
[14:30] have great numbers and so we got some
[14:34] sticker shock when we first got the
[14:35] first bill. We fully anticipate that to
[14:39] level out and either stay where it's at
[14:42] or be right around where it's at.
[14:45] Possibly through a managed care model.
[14:47] The the theory is through a managed care
[14:49] model that you could actually see that
[14:50] go down because you're going to weed out
[14:53] some potential non-necessary treatment
[14:57] um in the Medicaid system. So,
[15:00] initially, I think we're gonna we're all
[15:03] going to say, "Whoa, the state's asking
[15:05] for a lot." What my understanding is in
[15:08] our conversations with them is they will
[15:11] reimburse us. If we overpay on the front
[15:14] end, then they reimburse us on the back
[15:16] end. But we were really I had a little buyer's
[15:21] remorse. I won't I won't lie. I'm like,
[15:23] did we do the right thing? And then when
[15:25] we got into it, they said, well, this
[15:27] should come back. and and really once we
[15:29] get some solid numbers, the the thing
[15:31] that we're struggling with is every
[15:34] other county in the state has been doing
[15:36] this for decades and we're jumping in.
[15:39] They all experienced it when they first
[15:41] jumped in and we're jumping in really late in the game. So, I I'm
[15:48] anticipating that it actually will
[15:50] either level off or go down a little
[15:52] bit. So,
[15:54] >> okay.
[15:56] Thank you. Those
[15:59] are the changes
[16:01] um that we're recommending to to the
[16:04] county for consideration.
[16:07] Um
[16:09] and
[16:13] » okay, does anyone have any questions for
[16:15] Jordan
[16:17] >> about this um interlocal agreement? I
[16:20] would entertain a motion then we need to
[16:22] move to accept it.
[16:23] >> Can I ask one question?
[16:24] >> Yes, please. The other counties were
[16:25] sending it around electronically for
[16:28] signatures. Is that okay with Cash
[16:29] County?
[16:30] >> Yeah. Would you make sure that Janine
[16:32] gets my electronic notice of the
[16:34] meetings and and so forth?
[16:36] >> Yep.
[16:37] >> Okay.
[16:37] >> And Andrew has mine. So,
[16:40] >> okay,
[16:41] >> we're good.
[16:43] >> Okay. Make a motion on this.
[16:47] >> I will make a motion on the Bay River
[16:49] Health Department revise interlocal
[16:51] agreement that we approve that.
[16:53] I'll second that.
[16:55] >> Yeah. Can I the discussion? Sorry, I
[16:57] jumped the gun.
[16:59] >> Um, yeah, I see on 8B there's a
[17:04] that different or is that the same
[17:06] thing?
[17:06] >> This interlog agreement has to be
[17:08] approved by resolution.
[17:09] >> Oh, so we have to do it later in the
[17:10] meeting. This is just a presentation.
[17:12] Okay, that is confusing. Sorry. Okay.
[17:15] Then if if nobody has any further
[17:17] questions, we'll take that we'll resend
[17:19] that motion and take that vote later
[17:21] when we get to that portion of the
[17:22] meeting. Thanks for
[17:25] >> Okay. Um Craig Mallister, our revered
[17:30] treasurer.
[17:32] >> Well, no, I don't need to introduce
[17:33] myself, but Nolan said that uh didn't
[17:36] want to muddy the water. I'm going to
[17:37] muddy the water. Hopefully get a little
[17:40] rather than muddy. So Sandy, you asked
[17:44] We have to make a decision.
[17:48] >> That's why you wore a tie so you could
[17:50] necessarily
[17:50] >> for you Nolan.
[17:53] >> So I have to give the state a response
[17:57] of what we're going to do as our
[17:59] percentage.
[18:01] And so in box number one on the left
[18:05] there.
[18:07] >> So this is what all the other counties
[18:09] are doing as far as a percentage. And so
[18:12] you'll notice the Cash County were 85%
[18:14] title one, 8% title two, and 7% title
[18:20] three. So if you want to just be like
[18:22] everyone else, you leave it the same and
[18:24] we move on and then we get that money.
[18:26] But let me pose some things that I've
[18:28] learned in the past couple of days. So
[18:31] SRS can be sometimes confused also with
[18:34] P with our PILT money. They're both
[18:38] given for by Sheena Goodsil from the
[18:40] state. So as we look though highlighted
[18:44] in green on that box number one, there
[18:46] are many counties that do zero.
[18:49] Now the reason that I would entertain
[18:51] that we would want to change from eight
[18:53] to zero is that if you if you look on
[18:56] page two, let's go to page two and the
[18:58] kind of the salmon color.
[19:01] >> Will you Oh, you're going to tell what
[19:03] secure just give an overview of what SRS
[19:06] is,
[19:06] >> right? and and and hopefully we can get
[19:08] there. So, it's [clears throat] SRS is
[19:10] the Secure Rural Schools Act. And again,
[19:13] that training that was in your packet
[19:15] from pages 25 to 50 gives a really good
[19:18] training on there. So, if you have a
[19:20] chance, thank you, Andrew, for
[19:21] presenting that. It's much more
[19:23] thorough, but this is kind of the
[19:25] highlight type things that we have as a
[19:28] county to make a decision tonight so
[19:29] that I can respond if we're going to
[19:31] change that percentage.
[19:33] So, as you look, other counties are
[19:36] doing zero in title two. And title two
[19:39] is, if you look, special projects on
[19:43] federal land. Those have to be approved
[19:46] specially and succinctly. And in past,
[19:49] we've had Josh, I talked with um Matt,
[19:52] and we're not getting title two funds.
[19:55] So, when we're earmarking 8%, we're
[19:58] basically giving it to nobody.
[20:00] >> Yeah. So my recommendation on our
[20:02] meeting today is that we change that 8%
[20:04] and if we give a raise proverbally title
[20:08] three is county funds and if you look on
[20:10] page three those are typically going to
[20:15] our um search and rescue type stuff. So
[20:19] that's whether you choose as the county
[20:22] elected official to send those to search
[20:25] and rescue or if we choose to move them
[20:27] over to title one which is typically
[20:30] roads which I've highlighted and circled
[20:33] which we have a big expense and our
[20:36] expenses are always bigger than any
[20:38] money that we get. I would recommend
[20:41] that we move that 8% from getting
[20:44] nothing to getting something. That's
[20:46] what my whole output that we're trying
[20:47] to do. So if you like averages, we could
[20:50] leave it where it is. My recommendation
[20:52] is you move it one way or the other. In
[20:54] the middle of page one, it just talks a
[20:56] little bit about what it is. So these
[20:59] are forest service and it's money that
[21:02] comes on a 7-year rolling average. So
[21:05] it's collected from forest service and
[21:08] this is a copy from Sheena which is from
[21:11] the state of Utah which is estimating
[21:13] what next year's amount is. So 287
[21:17] if you look in that page on 25 to 50
[21:20] you'll see that there is one county that
[21:22] has an estimated 1908 25% which is um
[21:27] some not some I can't remember where it
[21:29] is M but anyway they get a huge amount
[21:32] but we don't have that option so it's
[21:35] not an option there's your $300,000
[21:38] total number Sandy that you're talking
[21:40] about but half of it is already being
[21:43] distributed to the school district and
[21:46] then half of it goes to the county. So
[21:48] the the election that we choose tonight
[21:52] will be the distribution that we will
[21:53] get next spring. That's an important
[21:56] component. But the PILT funds, not to
[22:00] confuse or muddy the water, will be
[22:01] money that we're going to get which is
[22:03] payment in lie of taxes. Those will be
[22:06] coming at the end of this month. So I'm
[22:08] trying not to muddy but separate. These
[22:11] funds that we're talking about first are
[22:13] monies that we're going to get next
[22:14] spring and it's approximately $287,000.
[22:19] So again, the reason for the timing of
[22:21] that I think is important is when the
[22:23] federal government's physical year is.
[22:25] So that's why the we have to make these
[22:28] and we don't have a Josh that's doing
[22:30] that. We don't have a Matt that is
[22:31] really understanding. So my
[22:33] recommendation stands I think you need
[22:35] to have a discussion on whether we move
[22:37] that first over or to the right or the
[22:39] left. The other thing that Sheena taught
[22:41] me is that the state and the government
[22:44] can sequester or hold back about 5.7%.
[22:47] So that's why they're always estimates.
[22:50] I apologize directly is not spelled the
[22:52] way I've got it. And there should be a
[22:53] closed parenthesy. It was late this last
[22:56] night when we when I kind of worked on
[22:58] this page two. So PILT just to bring
[23:02] information rather than a PowerPoint.
[23:04] Now you got something you can take. So
[23:07] these are our PILT monies. So, it's not
[23:09] really directly the SRS stuff, but these
[23:12] are the monies that we've got in box two
[23:14] for the past since 2021.
[23:17] Notice that it's been aboutund, you
[23:19] know, 7% of 4% or 4% of 3%. It's
[23:23] declining. So, I just estimated that our
[23:25] PILT money um for this year will be
[23:28] about 28,000. We don't know yet. They
[23:30] don't know yet. Sheena didn't know yet.
[23:32] She's still gathering information.
[23:34] back to the first thing again, roads is
[23:38] important and so I would encourage that
[23:40] we [clears throat] think about roads and
[23:42] then on the right side are the actual
[23:45] funds that we've received historically
[23:47] since 2022. Notice no title two. So I
[23:52] think we're giving those away if we
[23:53] allocate that. So page three, if you're
[23:57] interested, I've kind of covered it, but
[23:59] page three is just talking about where
[24:01] we as the county have used those. And
[24:03] you notice in the box on the right our we always have more road dues than
[24:09] what we're doing. So information my
[24:12] recommendation is that we have a
[24:14] discussion whether we move that 8%
[24:16] either to title one or title three and I
[24:19] would start that as a discussion if you
[24:21] guys could have that please.
[24:23] >> Craig you said we don't have the option
[24:24] of going back to the 1908 um original uh
[24:30] allocation. How come is that? Cuz I know
[24:32] some some counties do.
[24:34] >> There's only one county that does.
[24:35] >> Only one.
[24:36] And I think that was a
[24:37] decision that was made a long time ago
[24:40] and it's it's a it's you could either do
[24:43] all or none and and we we want some
[24:45] money because this is well over
[24:47] $und71,000.
[24:48] And also before we start the discussion
[24:50] on what to do with that money, I just
[24:52] want to say that this was something that
[24:55] was a big discussion at NAO when I was
[24:56] at Niko in February in Washington DC
[24:59] because the federal government had
[25:00] withheld SRS money for a couple of years
[25:03] and Niko lobbyed and got them to release
[25:05] it from 24 and and so they're trying to
[25:08] make it be something that's ongoing, but
[25:10] for right now they reauthorize it every
[25:12] year and and Nico's pushing pretty hard
[25:14] to get the counties so you can rely on
[25:16] that money. So
[25:18] >> again, if you want to go more in depth,
[25:20] you can go to that training that's 25 pages that I'm sure you all
[25:24] read.
[25:26] >> But it's good. It is actually good. Mr.
[25:28] Gunnel,
[25:29] >> so two questions. How did the eight get
[25:32] in title two? And if we decide to change
[25:34] it now, does that stand or have we got
[25:36] to do that every year?
[25:37] >> Each year, Sheena will send me an email.
[25:39] It just changed that they allowed that
[25:41] allocation in the last couple years. She
[25:43] didn't know when it changed, but she
[25:45] concurred saying that because I asked
[25:47] that direct question. Are we just losing
[25:48] money? And she says I would move it
[25:50] over. So I think
[25:52] >> so if we move it that will stand going
[25:55] >> it will stand for this year and then
[25:56] that would be the going one that would
[25:58] come forward for next year is what we
[26:00] have done in past. Yes.
[26:01] >> Okay.
[26:03] >> My recommendation would be title one.
[26:07] >> Okay. I did look at this PowerPoint too.
[26:10] I have a question about this might be
[26:11] the most jargony acronym laced uh
[26:15] presentation in the span of a few
[26:17] minutes I' I've been a part of but um it
[26:19] does say if the county share of the
[26:21] state payment is more than a 100,000 but
[26:24] less than 350 that's where we are right
[26:27] >> based on the estimate yes
[26:28] >> it says the county must allocate 15% to
[26:32] 20% of its share to title one two or
[26:34] three or a combination or sorry just
[26:37] title two and three or a combination of
[26:39] both. And then it says the total
[26:40] percentage allocated to two and three
[26:43] must be no less than 15 and no greater
[26:45] than 20.
[26:46] >> So based on though my conversation with
[26:49] Sheena and that's why table one
[26:54] that and that is what's very different.
[26:57] There are some places Grand that are
[27:00] doing 100% carbon that's doing 100%.
[27:02] Davis is doing 100%. So
[27:04] >> So is this actually a rule or is it a
[27:06] guideline? I
[27:07] >> I didn't write it. Tell me I didn't read
[27:08] this for nothing.
[27:09] >> I'm I'm glad that you read it because
[27:11] you brought more information because
[27:12] that's why I called Sheena several times
[27:15] to ask those questions, but she was the
[27:17] one that gave me the recommendation that
[27:19] if you're leaving it in that middle,
[27:21] you're just throwing the money away.
[27:22] >> Yeah.
[27:24] >> So, what it looks like is that the other
[27:26] counties are adding those two together
[27:28] and putting them in title three,
[27:31] >> which which is where you're getting that
[27:32] title three. But
[27:34] >> again, there are other counties that are
[27:36] doing 100% and none. So that's where I
[27:39] wanted to give you what other counties,
[27:40] so you're not on an island making this
[27:42] decision. I think 93 is not 100, but I
[27:46] think that's a safer bet than going
[27:49] >> I think I I think going title three to
[27:51] zero would be a mistake. I think
[27:54] search and rescue I I appreciate the the services, but I think we have a I
[28:00] always hear us talking about roads.
[28:02] Yeah,
[28:04] >> nobody has 93. Does anybody want to
[28:09] uh only 100? No one has 93%.
[28:13] >> You could be the only one
[28:14] >> for special anyway. And and you're you
[28:17] verified with Sheena that we can do
[28:18] that.
[28:18] >> She said that we do not have to. She
[28:21] said I just we need the county to give
[28:24] an election of what the county wants to
[28:26] do.
[28:27] >> Okay.
[28:29] Anybody want to uh make a suggestion or
[28:32] ask any more questions? We need to make
[28:34] a decision tonight because it has to be
[28:35] turned in by the 17th, right?
[28:39] >> I choose that we move it.
[28:43] >> Makes sense.
[28:45] >> Some money.
[28:46] >> I'd say we move it over to the title
[28:48] one.
[28:48] >> Title one.
[28:49] Yeah.
[28:51] >> Then what's the what's the breakdown
[28:52] then?
[28:53] >> It' be 93% to title one and and 7% to
[28:57] the title three. title three.
[28:58] >> You could also do a 90 and a 10, but
[29:01] there again, you're in your same only
[29:04] situation being the only one.
[29:06] >> Yeah,
[29:10] » I I would move that we uh take the title
[29:12] two 8% and move that to title one.
[29:16] >> I'll say
[29:17] >> and with the remainder of uh leaving
[29:19] title three at 7% for search and rescue.
[29:23] And I've also discussed with Matt
[29:25] Phillips and also with Britney and I
[29:27] think from the auditor and the finance
[29:30] we need to also look into this a little
[29:32] bit further because page three the pilt
[29:35] was being confused and so I think
[29:37] there's always some good things that we
[29:38] need to still learn on this too.
[29:41] >> Okay. I have a motion and a second that
[29:43] we move the title two money 8% to title
[29:46] one and leave our title three at 7%. Any
[29:50] further discussion?
[29:52] Those in favor say I.
[29:54] >> I. Any oppose?
[29:56] >> Okay. Thank you, Pra.
[29:59] Appreciate it.
[30:01] >> Okay. Public hearings. Does someone want
[30:04] to make a motion about the the public
[30:06] hearing that we need to schedule?
[30:09] I move that we schedule a public hearing
[30:11] for July 28th
[30:14] for resolution 2026-24
[30:16] resolution opening and amending the Cash
[30:18] County 2026 budget fifth amendment.
[30:22] >> Second.
[30:23] >> Okay, it's been moved and seconded that
[30:24] we schedule the public hearing for July
[30:26] 28th resolution 2026-24.
[30:29] Those in favor say I.
[30:31] >> I. Any oppose?
[30:33] >> Okay. Now, holding a public hearing
[30:38] on the budget opening, is there going to
[30:41] be
[30:42] a change on that, Andrew, or do we just
[30:44] go do it?
[30:47] >> So, this will be a bit confusing to
[30:49] explain, but do bear with me. So, three
[30:52] weeks ago, the council uh appropriations
[30:56] committee met and decided on an original
[30:59] amendment. So, that was the version that
[31:02] was posted uh and publicly noticed.
[31:05] That's the one that is available in
[31:07] resolution 2026-21 tonight. However,
[31:11] yesterday the appropriations committee
[31:12] met again in a special meeting.
[31:15] Essentially, the amendment that's before
[31:17] you in 26-21 is now moot. And both me
[31:21] and if I would like to also say the
[31:24] auditor would like to recommend that you
[31:26] don't pass 2026-21
[31:28] because the resolution you just set a
[31:31] hearing for would contain the updated
[31:33] amendments. And the reason why you can't
[31:35] just pass the new amendments tonight is
[31:38] Utah State Code under Title 17 says that
[31:40] you have to publicly notice the budget
[31:42] amendment for five days. And we haven't
[31:44] done that. So, long story short,
[31:47] don't pass 2026-21.
[31:50] I would just wait until two weeks from
[31:51] now to do 24.
[31:54] >> So, we will not hold the public hearing
[31:56] tonight on that. Or do we still need to
[31:57] hold the public hearing?
[31:59] >> Well, if you want to consider or vote
[32:02] down 2026-21,
[32:04] you would still need to hold the public
[32:05] hearing as a formality.
[32:08] >> Or at least that's what I would
[32:08] recommend.
[32:11] >> Okay? even if it is ultimately moved
[32:14] >> because that's what the public was
[32:16] noticed so therefore they have the right
[32:17] to comment on it.
[32:19] >> Correct.
[32:20] >> All right. So we will do that then.
[32:21] Let's go ahead and hold the public
[32:22] hearing on 7B resolution 2026-21
[32:27] the opening of the Cash County budget.
[32:29] Is there anyone here from the public
[32:30] that is here to speak to us about this
[32:34] budget opening?
[32:37] [snorts]
[32:38] >> Okay. Okay. So, I'm going to move
[32:40] >> to close public hearing.
[32:41] >> Second.
[32:42] >> It's moved and seconded that we close
[32:43] public hearing. And I'm sorry, this is
[32:45] confusing.
[32:46] >> Yeah. Is this 88?
[32:49] >> No, this is 7B.
[32:52] >> But it
[32:53] >> pertains to 8.
[32:54] >> It pertains to 8A.
[32:56] Are you here to speak about 8A?
[32:59] >> Yes.
[33:02] » Yeah.
[33:03] >> This is this would be the time for you
[33:04] to speak.
[33:05] >> Please. So, sorry about the motion to
[33:07] close public hearing. We're going to
[33:08] open that back up. Do I need to do that
[33:09] by motion?
[33:11] >> Resend.
[33:12] >> We didn't vote on it.
[33:14] >> We can resend the motion if you'd like.
[33:15] >> No, that's We didn't vote on it. So,
[33:17] well,
[33:18] >> I resend.
[33:19] >> And I accept res
[33:22] >> and I a Richie Call. I'm the head of the
[33:25] department of theater arts at Utah
[33:27] State. I'm here representing Nick
[33:28] Morrison, the director of the school of
[33:31] Kane School of the Arts. Um, and I
[33:34] apologize. I if it is better for me to
[33:37] come back at a different time for a
[33:38] public hearing, I I I can do that.
[33:41] >> You know what, Richie? The the um detail
[33:44] that you're here to talk about is not
[33:46] even on our this isn't the one. It's
[33:49] really confusing because we had a couple
[33:50] of appropriations meetings and the the
[33:53] only thing that was noticed on this for
[33:55] this meeting was the public works and
[33:57] the airport. the the I know the one that
[34:00] you're here to speak about and that
[34:01] won't be considered until the 28th.
[34:05] >> Okay.
[34:05] >> Because it's not here.
[34:07] >> So, is now a good time to talk about
[34:08] that or
[34:10] >> it's it's probably not appropriate
[34:11] because it's not it but we'll and I and
[34:14] I apologize. This is I'm still a little
[34:15] confused too because we've had a couple
[34:18] of different
[34:19] >> iterations of this budget opening. But
[34:22] we will clear it all up next on the
[34:24] 28th. Please come and hear. Thanks.
[34:27] for letting me join you for
[34:28] >> Yeah, we just we just scheduled the
[34:30] public hearing for July 28th and that
[34:31] will be the time.
[34:32] >> The version that was noticed just had
[34:34] capital projects and airport on it. So
[34:36] what you have to say wouldn't pertain to
[34:38] that. So yeah,
[34:39] >> thank you so much.
[34:40] >> Okay. Thank you.
[34:44] Okay. Okay. So now we can go to the 8B
[34:48] the resolution approving the reddrafted.
[34:50] >> I think we need to close public hearing.
[34:52] Now we can have the motion to close
[34:53] public hearing.
[34:54] >> Close the public hearing and I will
[34:55] second that.
[34:56] >> Okay. Moved and seconded that we close
[34:58] public hearing. Those in favor say I.
[35:00] >> I. Any opposed? Okay. Curt's down there
[35:03] just shaking in his boots because we're
[35:04] of our procedures, right?
[35:07] >> No. [laughter]
[35:08] >> I
[35:10] We're getting through this. We're doing
[35:11] it. Okay. 8B. Then that now we can
[35:15] discuss and talk about the resolution
[35:16] approving the reddraft of multi-county
[35:18] united local health department
[35:20] interlocal agreement. Does anyone have
[35:22] any further questions for Jordan or does
[35:24] someone want to discuss that before we
[35:26] take a motion to vote on that?
[35:29] >> Sorry. Do we still need to vote
[35:33] or do we or you just leave it with the
[35:35] ADA?
[35:35] >> Yeah, we'll just continue that.
[35:37] >> Okay. Sorry.
[35:38] >> No,
[35:40] it's all there.
[35:41] >> I made a motion earlier on resolution
[35:43] 2026. I'll suspend the rules and make a
[35:46] motion. We approve resolution 2026-22
[35:50] approving the reddrafted multi-county
[35:52] United Local Health Department
[35:53] interlocal agreement.
[35:58] » Second.
[35:59] >> Okay. It's been moved and seconded that
[36:00] we approve [clears throat] resolution
[36:02] 2026 that we suspend the rules [cough]
[36:04] and approve resolution 2026-22
[36:07] about the multi-county [clears throat]
[36:08] United Local Health Department
[36:10] interlocal agreement. Is there any
[36:11] further discussion? Those in favor say
[36:14] I. I.
[36:14] >> I. Any opposed? [clears throat]
[36:17] Okay. Thank you, Jordan. We got that
[36:18] passed. Okay. Um 8 C. I'm going to turn
[36:23] some time over to Andrew to talk about
[36:24] the um resolution 2026-25.
[36:44] All right. Good evening, council. The
[36:47] resolution before you is resolution
[36:48] 2026-25
[36:50] establishing the Cash County Regional
[36:52] Recreation Center feasibility study
[36:54] committee to oversee and direct
[36:56] countywide recreation initiatives. Quite
[36:58] a mouthful.
[37:02] So, a little bit of background and the
[37:04] resolution's objectives. So, the
[37:06] proposed resolution itself would
[37:08] establish an internal legislative study
[37:10] committee of the county council. It
[37:11] would um to essentially
[37:15] guide how uh discussion and what the
[37:20] county has hired for consultants so far
[37:23] uh regarding study initiatives for a
[37:27] county recreation system. So, Cash
[37:30] County entered into a contract in
[37:32] January of 2025 with VCBO. Um, I'm not
[37:36] sure why there was random bolding in my
[37:38] uh presentation. I apologize. Uh, this
[37:40] came as a result uh for more of a
[37:43] community demand for indoor pool and
[37:46] turf activities as well as uh other
[37:49] ancillary recreation activities. Uh it
[37:52] was coupled then with the then announced
[37:55] closure of uh the Logan Recreation
[37:58] Center, but some situation has has
[38:00] changed with that. But um anyway,
[38:03] essentially this resolution will put
[38:05] together a specialized committee uh that
[38:07] would direct the consultants that we've
[38:10] hired. Up till this point, it's been
[38:11] rather a bit of an ad hoc committee and
[38:13] it's made some progress and I'm I'm not
[38:15] trying to discount that by any means.
[38:17] This would just be formalizing things
[38:19] and essentially setting a goal uh a
[38:22] structure and going from there. But
[38:26] yeah, looks like my PowerPoint did not
[38:29] convert over uh rather well. So I
[38:31] apologize. Uh so under this committee,
[38:35] it would direct VCBO to essentially who
[38:39] are essentially doing that the
[38:40] feasibility study and give input to
[38:42] them. This would evaluate what the
[38:44] county's needs are. uh what its current
[38:46] facility capac capacities are and for
[38:49] its multiple uh mostly city facilities.
[38:52] Uh the physical constraints and and
[38:54] long-term factors of of a countywide
[38:56] recreation model and the committee would
[39:00] also be charged with the objective of
[39:02] delivering a feasibility report.
[39:04] Specifically, VCBO would be the one
[39:06] putting the report together, but
[39:08] ultimately this resolution would outline
[39:11] specifics such as things like a
[39:13] potentially estimated budget, um some
[39:15] potential locations,
[39:17] um what what a countywide recreation
[39:20] system would even look like. So, this is
[39:22] all very preliminary. This is not saying
[39:25] the county is going to establish
[39:26] anything right now. Again, this is all
[39:28] just prelim preliminary study.
[39:31] Um the committee itself would have a uh defined composition. So there would
[39:39] be one to three county council members
[39:41] on it. Uh no more than two of the
[39:42] members can represent any portion of the
[39:44] county seat. That way we have at least
[39:46] one council member. Uh if there is two
[39:49] or three then there is at least one
[39:51] outside of Logan or in the event there
[39:54] is three I apologize but then there
[39:56] would be advisory members. This would be
[39:59] split up geographically so that the
[40:01] whole county is involved. One would be
[40:03] from the county seat which in this case
[40:05] is Logan. One from the unincorporated
[40:07] count area of the county, two from
[40:10] municipalities of the north north of the
[40:11] county seat and two from municipalities
[40:13] south of the county seat. So that way
[40:15] you have a a good geographic mix.
[40:20] the duties and procedures of the
[40:23] committee itself. Uh committee would
[40:25] select a chair uh perform all other
[40:28] duties as needed, assign uh how do I say
[40:32] it? Elect other officers and go from
[40:35] there.
[40:37] The meetings themselves would be open to
[40:39] the the public under the OP OPMA and
[40:43] again the role of this committee is
[40:46] strictly limited to investigative
[40:48] advisory and planning activities. This
[40:50] would not be taking official legislative
[40:52] act action from this committee. Um and
[40:56] at once the committee would be
[40:58] established under this resolution, the
[40:59] committee would give regular progress
[41:01] reports to the county council.
[41:03] But ultimately its deadline to deliver a
[41:06] finalized report would be March 21st of
[41:09] 2027. So there is some some timeline to
[41:12] this instead of wind up let go and
[41:15] hopefully something comes back at some
[41:17] point. So anyway, does anyone have any
[41:20] questions or concerns?
[41:22] >> Does this resolution outline the
[41:24] appointing authority? Like who appoints
[41:27] those members?
[41:28] >> I did not specify that. So since this is
[41:30] a internal legislative committee, um I
[41:33] felt it was most appropriate for the
[41:35] county council to appoint via resolution
[41:37] the members of the of the committee
[41:39] because this would not technically be
[41:40] executing
[41:42] uh the business of the county in the way
[41:43] that say like the planning commission
[41:44] does. This would just be something for
[41:46] the county council to be advised on.
[41:53] » Anybody else have questions for Andrew
[41:55] or things you want to discuss?
[41:57] >> I'll just mention that I had some people
[42:00] talk to me today who felt this was
[42:02] something the council was doing to set
[42:05] there was going to be a recreational
[42:07] scene and there was concern about taxes
[42:10] and everything else. So, please let the
[42:12] public know this is a deeper dive into a
[42:16] committee who is looking at that.
[42:17] There's no decision that that's going.
[42:20] It's no taxes are being used or anything
[42:23] yet. So, it's just the deeper dive if I
[42:25] may explain that way. Are you good with
[42:27] that?
[42:28] >> Just maybe to add to that, the the money
[42:30] that funded the study was approved from
[42:32] wraps tax. This was before my time on
[42:34] the council, which the R stands for
[42:36] recreation. So this is money that's
[42:38] specifically allocated for this that has
[42:41] already been allocated to a study. I
[42:43] think the purpose of this is just to
[42:45] provide more clarity and direction for
[42:48] the group that was hired to do the study
[42:50] so they can have geographic
[42:52] representation in the advice that they
[42:56] receive
[42:59] » and hopefully more clarity as it comes
[43:01] to it. like we talked about who's
[43:03] responsible,
[43:04] >> who's gonna
[43:05] >> and and
[43:06] >> manage it and everything.
[43:07] >> Yeah, Andrew alluded to this, but there
[43:09] has been a group that has been meeting.
[43:11] Some of them are here tonight. And so,
[43:13] uh I think it's important to recognize
[43:15] their efforts are appreciated and it has
[43:17] advanced it forward, but I think it has
[43:20] more more weight if this group of people
[43:23] is officially appointed by the council
[43:26] and is representative. So, I think
[43:28] that's just the next step to formalize
[43:30] it.
[43:32] And the date is
[43:34] >> March 1st, 2027. We'll have
[43:37] >> a report to the county council
[43:40] >> with what action may be taken. And I I
[43:44] want to say that I support this because
[43:46] I've been a part of that ad hoc
[43:48] committee and it's been hard to come to
[43:50] any conclusions and partly because
[43:53] there's no clarity about who's a voting
[43:56] member of that like who's going to help
[43:58] make those decisions. And um I think
[44:01] this will
[44:03] clarify for VCBO. It'll be a group that
[44:06] can say because they don't know which
[44:08] direction to go. They they're they were
[44:09] hired to give us a recommendation, but
[44:11] they they need some direction. So
[44:14] I I would support this the formation of
[44:17] this committee,
[44:20] but we need to take a motion on that
[44:22] because it's a resolution or and this is
[44:24] the first reading of it if you want to
[44:26] continue it.
[44:30] » And this one doesn't require suspending
[44:32] the rules. Yeah. So, I'll make a motion
[44:35] that we approve resolution 2026-25
[44:40] establishing the Cash County Regional
[44:42] Recreation Center Feasibility Study
[44:44] Committee.
[44:44] >> Second.
[44:46] >> Okay, it's been moved and seconded that
[44:47] we approve resolution 2026-25.
[44:50] Um, is there any further discussion?
[44:53] Those in favor say I.
[44:55] >> I. Any opposed?
[44:56] >> Nay.
[44:57] >> Okay.
[44:59] All right. Um, number nine is still
[45:02] pending and I would move that I don't
[45:04] know, it's not a motion, but can we
[45:06] table can we just table this for now
[45:08] until um some things are resolved and so
[45:10] it's not going to keep showing up on our
[45:13] um is that have to be a a formal motion?
[45:16] >> I would suggest for if you want to take
[45:18] that action, I would suggest a motion to
[45:20] table.
[45:21] >> Okay.
[45:22] >> Indefinitely.
[45:23] >> Would someone feel comfortable doing
[45:25] that [clears throat]
[45:25] >> indefinitely or can we give it a 90day?
[45:28] >> That's up to you.
[45:30] I'm hoping
[45:30] >> I don't want Yeah. I don't want it
[45:32] tabled to where we forget about it.
[45:34] >> Yeah. So, I will make a motion that we
[45:36] table this for up to 90 days.
[45:41] >> Okay.
[45:41] >> Resolution
[45:42] >> we pass it right now.
[45:46] » 2026.
[45:48] >> Okay. Do I have a second on that?
[45:50] >> I'll second that.
[45:51] >> Okay. Okay. It's been moved and seconded
[45:52] that we table resolution 2026-06
[45:55] for up to 90 days before we look at it
[45:58] again on our agenda. Um, any further
[46:01] discussion? Those in favor say I. I.
[46:04] >> Any opposed?
[46:06] >> Okay. All right. Other business. We're done with the main business of
[46:11] this meeting. I'm really happy. Um, the
[46:13] Hide Park Hometown Days Parade. Um, is
[46:16] there
[46:18] anybody that knows they can make that
[46:19] parade? It's this Saturday
[46:22] besides Mark.
[46:24] >> I won't. I'll have my own entry.
[46:26] >> You'll have your own entry.
[46:27] >> Be there for the county council.
[46:28] >> So, do we not need a county entry for
[46:30] that? I have a family reunion that day.
[46:33] Is anyone else planning to be there?
[46:35] >> Okay. So, we are not
[46:37] >> miss a great one.
[46:38] >> I know. I know.
[46:40] >> The whole block.
[46:41] >> Good luck with that.
[46:41] >> It's as long as Lewon's.
[46:43] >> If anybody um figures out they can come
[46:46] at the last minute, join Mark in his
[46:48] >> Yeah. you're happy to have any friends
[46:50] there.
[46:50] >> Okay. North Logan Pioneer Day parade.
[46:54] Who do we have that wants to go to the
[46:56] North Logan parade? It's
[46:58] >> the same time as Logan.
[46:59] >> It's the same time as Logan. We have to
[47:01] move the fourth. We have to split.
[47:04] >> I actually have an entry in the Logan
[47:07] Pioneer Day parade. And so it'd be nice
[47:10] if you guys wanted to join me or so that
[47:13] we don't have to have a county a county
[47:15] entry and um my entry. But
[47:20] >> is anybody is anybody
[47:22] >> I'm available but my work is still on
[47:24] that day. It's not a holiday for my
[47:26] work. So
[47:26] >> okay, let's talk about the North Logan
[47:28] parade first. Is anyone specifically
[47:29] planning to attend the North Logan
[47:31] parade?
[47:32] >> My answer is the same as it is for the
[47:34] hide park one. I my own entry entry.
[47:37] >> Okay.
[47:38] And then the Logan Pioneer Day parade. I
[47:40] have an entry already put in for that
[47:41] one. So, why don't we just say if if you
[47:44] want to join one of those parades, join
[47:45] Mark or I. And um that would be great.
[47:49] And I think that's all the parades until
[47:50] we get to USU's homecoming for the
[47:52] summer.
[47:53] >> Has a parade.
[47:54] >> When?
[47:54] >> It's on the 18th at 3 p.m.
[47:57] >> Oh, no. How'd we miss that?
[47:58] >> Bula defending a city. So,
[48:00] >> at 3:00 in the afternoon.
[48:02] >> Yeah. I think it's their there
[48:03] celebrations that day from 3 until 10 at
[48:06] night. It's usually a couple days, but
[48:08] it's one day this year. That one is
[48:10] about a block long, but it's [laughter]
[48:12] >> okay. Everybody wants to go to
[48:13] >> Mel Heights has one, too.
[48:15] >> Oh, yeah. When's the trout? When is
[48:16] Trout Days in Paradise?
[48:18] >> Well, River Heights is August 15th.
[48:20] >> That's the end of
[48:21] >> Trout and Berry Days is the last day in
[48:24] August, I believe.
[48:25] >> Trooper Heights is August 15th.
[48:28] >> Yeah.
[48:28] >> Do they have a parade?
[48:30] >> Yeah.
[48:30] >> Okay. [clears throat] Oh, yeah. I've
[48:31] done that one before. Okay. All right.
[48:33] We'll keep on tap top of that.
[48:35] Providence has one coming up too.
[48:37] Sauerkraut days.
[48:39] >> When is that?
[48:43] » Come on, Kurt. When is it? You live in
[48:45] Providence?
[48:46] >> I was asleep.
[48:47] >> George, you guys live in Providence.
[48:50] >> Sauerkraut days.
[48:52] >> Providence. Sauerkraut days.
[48:54] >> That perked him right up.
[48:56] >> That sauerkraut talk.
[48:58] >> Those I know those small towns, the
[49:00] smaller towns in the county. It's really
[49:02] nice to support and to be there when we
[49:04] can. So, let's get that on our list.
[49:07] >> It's the their parade is on Friday,
[49:10] August 14th.
[49:11] >> Wow.
[49:12] >> And River Heights is the 15th.
[49:13] >> It's the 15th.
[49:14] >> Okay. Well, look at 15's on a Sunday,
[49:18] isn't it? They having a parade on
[49:20] Sunday.
[49:25] Is it?
[49:29] I can't get to my Let's see. The 15th's
[49:32] a Saturday, the 14th's a Friday.
[49:34] >> Yeah.
[49:35] >> Okay.
[49:35] All right. Let's get to council
[49:37] member reports. I'm hungry. Mark, you
[49:39] want to start?
[49:40] >> Uh, sure. Um, so I thank you for
[49:44] excusing my absence for the last council
[49:46] meeting where I was out of town, but um
[49:50] there will be a more formal presentation
[49:52] on that visit coming through the um
[49:55] county's
[49:57] um economic opportunity advisory
[50:00] presentation. So I'll save that for
[50:03] later. Uh so the one thing that I did
[50:05] want to report or talk about tonight is
[50:08] um
[50:11] three four weeks ago maybe don't
[50:14] remember the exact date but anyway um
[50:16] there was the kickoff meeting for this
[50:19] year's round of outdoor recreation
[50:23] initiative applications and that process
[50:26] uh state it's through the state grant
[50:29] program for regionally significant
[50:32] outdoor recreation projects. projects.
[50:34] Um Cash County had multiple projects
[50:37] that were beneficiaries of that program
[50:40] last year. Um kickoff meeting was good.
[50:43] There was announcement there's a bit
[50:45] more funding available this year and uh
[50:48] the period the application period opened
[50:51] on the 15th or opens on the 15th
[50:54] tomorrow and goes to September 15th. So
[50:58] look for some discussion mostly led by
[51:02] Landis at this point for some of the
[51:05] things that Cash County would
[51:08] specifically look at as well as um other
[51:11] communities in the county will probably
[51:13] be bringing up some information to one
[51:15] or all of us members of the council to
[51:19] consider. Um but in the north region
[51:24] um you know we're one of multiple
[51:27] counties that are will have submissions
[51:30] for this funding. So, this is a great
[51:32] way to, at least my perspective, a great
[51:36] way to enhance what we can do with um
[51:40] some of the open space properties that
[51:42] are out there as well as um long-term
[51:47] plans with some of the projects we've
[51:49] talked about like the Cold Water Ranch
[51:52] Road
[51:53] >> and others. So, this is a good
[51:56] opportunity for us to look
[51:57] >> taking the lead. Um he he is as nature
[52:01] he and I are both members.
[52:03] >> Okay.
[52:03] >> Um of that committee. So yeah he and I
[52:05] will be working on it but where it's uh
[52:08] his opportunity for it to be a day job
[52:10] he will be leading it most of it. Yes.
[52:14] >> Uh that's it.
[52:16] >> I don't have anything. Catherine,
[52:19] >> um
[52:21] just the rodeo. You mentioned that that
[52:25] we have three four that confirmed for
[52:29] the rodeo
[52:29] >> for Friday night.
[52:36] » okay,
[52:36] >> Mark, were you a yes or no?
[52:38] >> Yeah, I was I responded to that.
[52:40] >> Okay,
[52:41] >> I will be there.
[52:42] >> And I have all the I have the flags and
[52:44] the the banners to decorate the trucks.
[52:46] So, we'll do get that done before the
[52:48] rodeo starts. I'll do the decorations.
[52:52] >> Okay. Yay. Thanks.
[52:55] >> Okay.
[52:56] Nolan.
[52:58] >> So, um last Thursday, planning and
[53:01] zoning. Um short-term rentals were
[53:04] brought up for them to make a policy on.
[53:08] There's a lot of questions. Um there's
[53:10] also the subdivision thing. So, I
[53:14] offered that maybe we could have a
[53:16] workshop on that so that we could help
[53:18] them with what the council is thinking
[53:20] so that it doesn't sit like a ping pong
[53:22] come back and forth on us on the
[53:23] short-term rentals. So, that's something
[53:25] to think if we want to do that as we try
[53:28] to help the planning and zoning come up
[53:30] with some areas on the short-term
[53:32] rentals and also the subdivision so that
[53:35] we align what we would like to see
[53:36] there.
[53:38] >> I think that's a good idea. Okay,
[53:40] >> that's all I have.
[53:41] >> Keegan,
[53:42] >> um Mark talked a little bit about the
[53:44] economic opportunity board, but is it
[53:47] state law that's restricting elected
[53:50] officials from being on that board now?
[53:52] So,
[53:53] >> um that was probably our last meeting.
[53:56] Um
[53:56] >> yeah,
[53:57] >> a new a new chair was elected. So,
[53:59] >> who was it?
[54:00] >> Um Brian
[54:01] >> Brian Carver will be the was the vice
[54:03] chair now will be the chair.
[54:05] >> But, uh I'm sorry.
[54:08] >> No, go ahead. I I should have reported
[54:10] on this, but yeah. So, it was my
[54:13] privilege to serve as the chair, and
[54:14] yes, we as elected officials are being
[54:16] kicked out of that. Um, they don't want
[54:19] our our awareness to be a priority. Did
[54:23] I say that out loud? So, [laughter]
[54:26] >> that's pretty blunt. Well, I'm leaning
[54:28] on that this body has always liked to be
[54:30] in tune and aware of all the things that
[54:32] are coming for us requesting funds and
[54:35] this now pulls us back from that a step
[54:38] which uh you know there there's some
[54:41] good reasons. There's pros and cons but
[54:43] >> there's still public meetings.
[54:44] >> Yes, it's all very public. It's all very
[54:46] open and so that'll be fine. That also
[54:48] means that we will be receiving a uh
[54:52] well we will have the opportunity to
[54:54] make wholesale re or appointments to
[54:58] that board because now everybody's terms
[55:01] are up or Keegan and I have been pulled
[55:04] out. So um that'll be coming in the
[55:06] future meeting where there'll be a
[55:10] request for prop uh appointments.
[55:13] >> Yeah. And I guess just to segue off
[55:15] that, there are a few boards that we
[55:17] will want to consider names for. Airport
[55:19] Authority Board, Economic Opportunity
[55:22] Board, and then the recently established
[55:25] recreation board. So, um should probably
[55:28] come with names in mind for that.
[55:32] >> Do we put out like applica accept
[55:34] applications to the public?
[55:36] >> I'm not sure has it depends on the
[55:38] entity. Um when it comes to I know the
[55:42] specifically one of the bodies in
[55:44] categories of appointments has to have
[55:46] notice but for now everything you
[55:48] consider I don't think so
[55:50] >> and then the last thing I'll mention is
[55:52] the audit committee met today um to
[55:54] review the audit that will be uh the
[55:57] whole council will have the opportunity
[55:58] to review that in the coming weeks
[56:03] >> that it
[56:05] got a new chair too I guess
[56:07] >> yes yes we did Keegan okay Joanne
[56:10] >> is Keegan the new chair
[56:12] >> the new chair the audit committee.
[56:13] >> It was a desperate move, but [laughter]
[56:15] >> it's a step up. I promise.
[56:17] >> Well, I have a kind of a question.
[56:19] >> Why does this budget amendment keep
[56:22] coming up every month? Can you explain
[56:24] that?
[56:25] >> I'll try, Joanne, and then andrew can
[56:27] help me. The way it's set up is that we do a budget amendment once a quarter.
[56:32] We're supposed to do one once a quarter.
[56:34] If there's anything that deviates from
[56:35] our budget, we will consider it once a
[56:37] quarter. in the past in the past month
[56:40] or six weeks. There have been some
[56:42] things that have come up that such as
[56:45] the um what was the one that we had to
[56:48] vote on the last time that was there was
[56:51] one budget opening that we did. It was
[56:53] money that Matt needed to do something
[56:55] and we had to discuss it. There was a
[56:58] time there it was time sensitive. I
[56:59] can't remember what it was. I don't
[57:01] know.
[57:02] >> Anyway, so we've had recently some
[57:04] things that have come up that there were
[57:06] some things that the executive wanted us
[57:08] to consider. There were some um things
[57:10] that were brought to the attention of
[57:11] the appropriations committee, things
[57:13] that were time-sensitive that had been
[57:15] budgeted for that we needed to make a
[57:17] decision on. And so this is unusual to
[57:20] have this many budget openings and to
[57:22] and it it has been confusing. And so
[57:24] hopefully by the 28th we'll get that
[57:26] cleared up. The regular budget opening
[57:29] for this quarter is set to happen
[57:32] um September. We're not due to have a
[57:34] regular budget opening until September
[57:37] again. And that hopefully will get back
[57:39] on track to that once a quarter um
[57:41] budget opening.
[57:42] >> So I thought the budget was an annual
[57:44] thing where you
[57:45] >> the budget is an annual thing, but once
[57:46] we set it for the year, if something
[57:48] deviates at all from that for during the
[57:51] year, it has to be done in a budget
[57:53] opening and approved by the full
[57:54] council. So I think maybe an example of
[57:56] that was there was some expensive
[57:58] equipment that failed that needed I
[58:00] don't remember if it was a printer or
[58:01] something but
[58:03] >> it needed to be replaced and that had to
[58:05] be expedited.
[58:06] >> We also adjust our revenues as we get
[58:08] our tax we do um estimations really good
[58:12] estimations when we make the budget but
[58:14] as we get those tax actual hard numbers
[58:16] in then we get our revenues and we put
[58:18] those into the budget too.
[58:19] >> Oh okay.
[58:20] >> Yeah. And hopefully we'll get back to
[58:21] just doing that once a quarter. This is
[58:24] a little messy right now, but we'll get past it and um hopefully not
[58:28] be too confused.
[58:30] >> Well, thanks for that. The only report I
[58:32] have is I attended the UX Zoom meetings
[58:35] and the ones in Salt Lake and they were
[58:38] very informative.
[58:40] >> Perfect.
[58:41] >> That WOOI one was fun.
[58:42] >> I You know what? I missed that one, but
[58:44] I was on the
[58:47] Yeah.
[58:47] >> Yeah.
[58:48] >> Everyone hates Willie.
[58:51] >> Good thing Casey's not here. Okay, I'll
[58:52] just be really quick. Um, we had an
[58:54] appro we've been having appropriations
[58:56] meetings to try and hopefully clarify
[58:58] some of these budget opening events. Um, has everyone done their BOE
[59:03] training that is online?
[59:05] >> Started it.
[59:07] >> Okay.
[59:08] >> Just check on it.
[59:09] >> Have you done it?
[59:10] >> No.
[59:11] >> Another month.
[59:12] >> I know we haven't. But let's let's make
[59:14] a goal to get it done before our next
[59:16] meeting if we can.
[59:17] >> How long is it?
[59:18] >> Two hours.
[59:21] [clears throat] But you don't have to
[59:22] sit in two-hour block. I think you can
[59:24] do parts of it. Okay. But it's so it's
[59:26] important that we all get it done or
[59:28] we'll be out of compliance with the
[59:29] state. Um
[59:33] » um Dane and I attended the UAC justice.
[59:36] No, you weren't. You didn't get to go.
[59:37] Sheriff Jensen and I were there at the
[59:39] UAC Justice Summit. That was really
[59:41] helpful. Um we had a meeting of the
[59:43] criminal justice coordinating council
[59:45] here in our county and there's some some
[59:48] good things happening with the health
[59:49] department. We're going to we're hiring
[59:52] a case worker to help with the warm
[59:54] handoffs to people who are exiting the
[59:56] justice system. I think we're going to
[59:57] be able to make a real difference here
[59:58] in our county. Um, last time in the
[1:00:01] appropriations meeting or not
[1:00:03] appropriations when um, Katherine and I
[1:00:05] met with the executive Monday, we talked
[1:00:07] about our budget timeline and I think
[1:00:10] he's going to clarify that with the
[1:00:11] auditor and it's time to start um,
[1:00:14] looking at the things that we need to to
[1:00:16] pass the next year's budget because
[1:00:19] we're all happy about that. And I think
[1:00:22] that's about it. Um, those are very uh,
[1:00:25] informative meetings on Monday mornings.
[1:00:27] this Monday there won't be one but most
[1:00:28] Mondays we meet with the executive and
[1:00:31] um that's been really helpful. So any
[1:00:35] and I that's all I have. Anybody want to
[1:00:38] make a motion to adjurnn?
[1:00:39] >> Move to move to adjourn.
[1:00:42] >> Second we journ. All in favor say I. Hi.
