what we're dealing with on appointments

there. I don't have any anything to
[2:20]
suggest an action on uh tonight. I do
[2:24]
have um a report on our efforts ongoing
[2:28]
with Powder Mountain and I would ask
[2:30]
that you allow my deputy Mr. Web to give
[2:35]
you an update on
[2:38]
excuse me that's [snorts] not Powder
[2:40]

health department.

director of the Bear River Health
[3:22]
Department. So, we've been in
[3:24]
discussions with uh Weaver Morgan Health
[3:26]
Department. Um just some historical
[3:30]
background with regards to Powder
[3:33]
Mountain. We've already had some um I
[3:37]
would call them uh gentleman's
[3:39]
agreements with with them on food
[3:41]
service for for Powder Mountain for
[3:44]
years. um meaning it was really
[3:47]
expensive for us to pay for a ski pass
[3:49]
and ski to the ones that were in um Cash
[3:53]
County. So, we just said, "While you're
[3:54]
doing the others, go ahead and take care
[3:56]
of the others and permit them." So,
[3:58]
they've been doing that for years. But
[4:00]
now that the development's growing, uh
[4:02]
we did feel like it was appropriate to move towards a a formal interlocal
[4:07]
agreement between
[4:09]
um between the two agencies for public
[4:13]
health uh programs and and regulations
[4:16]
um of the development. Um so the
[4:20]
duration it the you have a copy of this
[4:23]
and on page three
[4:26]
well let me go on page two um the the
[4:31]
things that we're really delegating um
[4:34]
and asking them to take care of are food
[4:37]
service any on-site wastewater
[4:40]
permitting um public swimming pools and
[4:43]
spas general public health complaints
[4:45]
and emergency um response
[4:48]
Uh that would be something like say in
[4:50]
the development there's a diesel spill,
[4:53]
we would expect them to address that
[4:55]
rather than us addressing that. Um as
[4:58]
well as they would address any of the
[5:01]
fees. Um they would also be responsible
[5:04]
for any grievance or appeals to permits
[5:07]
or things like that. Um and then the
[5:11]
other question was can we really
[5:13]
delegate legal action? The answer was
[5:16]
probably not. and that we would um we
[5:20]
would each have responsibility for um
[5:23]
legal representation
[5:25]
um and but that we would coordinate. So
[5:28]
if somebody's not if somebody's actually
[5:31]
breaking public health law in Cash
[5:33]
County, we're going to have to take care
[5:35]
of that, but it's probably going to be
[5:37]
picked up by them. And so then there's
[5:40]
going to be that coordination and
[5:41]
handoff uh with us. Uh section four
[5:45]
talks about the funding. Um there is no
[5:48]
exchange uh between the parties with
[5:50]
regards to to any sort of money. Um all
[5:55]
these things are based off a permit. Um
[5:58]
and so uh all the food, swimming pools,
[6:03]
wastewater, they're all based off of a
[6:05]
permit. Uh the only thing
[6:08]
>> according to their fee schedule. Yeah,

that's what I was going to ask because
[6:10]
it just says the fees will be decided by
[6:12]
the board of set by the board of health.

there should not be any exchange of any

sort of funds between the parties. Uh

that's that's the gist of it. where it's
[6:59]
at currently is they had some other
[7:02]
priorities. The attorneys in in Weber
[7:04]
County had some other priorities said
[7:06]
that they would get their redlinined
[7:08]
version back to me tomorrow. Um so I'm
[7:11]
anticipating that. But the things that
[7:13]
they said that would be in there was
[7:16]
some language from their risk uh from
[7:19]
their insurer that they wanted to be put
[7:21]
in there that would cover them by their risk insurance. So it it seems
[7:27]
like it is more administrative changes
[7:29]
that they just need to feel feel
[7:31]
comfortable with with regards to theirs.

It has been reviewed by Cash County
[7:35]
Attorney's Office and given the green
[7:38]
light as it stands right now. So I'll
[7:42]
get those changes over to them once I
[7:44]
have them.

restaurant tax for 2025.

Elma Burgess, uh, Cash County, uh, grant
[9:18]
administrator. So, the fairgrounds
[9:20]
received a an award in 2025 for $25,000.
[9:24]
Uh, this was to support their suicide
[9:27]
and mental health awareness. Um, they
[9:30]
had asked for those funds for a concert
[9:32]
in the park. Uh, the reason that we're
[9:35]
coming uh this evening is because that
[9:38]
is going to change a little bit for this
[9:40]
uh coming year. um instead of a concert
[9:43]
in the park, they're going to they have
[9:46]
found a uh organization. It's called One
[9:49]
Degree of Separation.
[9:51]
They provide uh suicide prevention
[9:53]
training and uh comedy along with
[9:58]
lifesaving education.
[10:00]
So, this award in 2025,
[10:03]
um they need to spend that by December
[10:05]
31st, 2027. and they want to change from
[10:09]
the concert in the park to this um other
[10:12]
training program. And that anticipated
[10:16]
that it will be held uh later this fall
[10:19]
around August, the end of August. And
[10:22]
they anticipate the event to be about
[10:24]
$10,000. They have spent some of the
[10:26]
money from that award. Um approximately
[10:30]
half of it has been spent. So they have
[10:32]
that those funds available. So, they're
[10:35]
just asking um for a change in scope, if
[10:38]
you will, and just wanted to get
[10:40]
approval from the council if uh if you
[10:44]
desire to approve that. And Bart is here

affair weekend and um they did have an

event but this other one would be for
[12:01]
this year but they didn't apply for
[12:03]
another um award.

premise is that comedy is often a venue
[12:45]
that um anything can be discussed. And
[12:49]
so they're trying to lead the by example
[12:52]
in discussing potentially taboo topics
[12:55]
in an open type forum. So I didn't know
[12:58]
much about it either. I guess I still
[13:00]
don't. But
[13:01]

other events too at the rivers or is it

a standalone?

event in Spanish Fork just a few weeks
[13:41]
ago and some of our committee members
[13:44]
went down to this event. Uh Jill
[13:47]
MacArthur from Bear River Health
[13:49]
Department and and some others and come
[13:52]
back um quite impressed with what they
[13:56]
had seen down there. Um we're still kind
[13:59]
of playing with this. They do have an
[14:01]
event scheduled for um August 29th
[14:05]
and that's kind of our target. But the
[14:09]
goal, my goal would be to try and
[14:14]
um do this event when we can target some
[14:18]
influencers, you know, the people that
[14:20]
um can get them into to uh school
[14:23]
assemblies and businesses and those
[14:26]
things to expand the reach because uh
[14:30]
any of you that have known me for very
[14:32]
long know that this is a a passion of
[14:34]
mine, suicide, mental health awareness.
[14:36]
this um and I you know it's important
[14:40]
that we get the word out. So whether we tie in with this event at the
[14:45]
Riverwoods or we do something um later
[14:49]
on is still a little bit up in the air.
[14:52]
Um we're just asking for the change of uh funding or or permission on our
[15:00]
wraps application. So we have a little
[15:02]
bit of mobility to to kind of figure
[15:04]
that out and go whichever way works out
[15:08]
best.

Adam come from Wasatch Properties. So he

has ties there and uh before he met with

me he had they kind of had set something

center, too. Um, you know, we could hold

it inside or outside or

for people to feel comfortable to start

if they're struggling.

year 27. So last year you'll uh you know

you're reminded that this is what you
[23:52]
had authorized the application that was
[23:54]
approved by GOED later was uh retain and
[23:58]
recruit um which I can explain a couple
[24:00]
of activities here um update the
[24:04]
county's economic assessment and
[24:06]
strategy which was last done in 2020
[24:11]
and uh should be updated which will be
[24:13]
conducted later this year by the uh end
[24:15]
of Q127. seven and then a matching grant
[24:19]
for the airport that there is a call
[24:21]
sign for the airport LGU. Uh you'll
[24:23]
recall that Dr. Jones uh with S Swubar
[24:31]
oh goodness with a consultancy of a name
[24:34]
who I cannot pronounce right now from
[24:35]
memory. I can see it spelled. But
[24:37]
anyway, he had made a number of
[24:39]
recommendations to improve the
[24:41]
operational efficiency and fiscal
[24:43]
feasibility of the airport, of which the
[24:46]
county has undertaken several of those
[24:47]
steps in the last couple of years. And
[24:49]
you had set aside some money as
[24:51]
recommended by the CEO board, which for
[24:53]
the audio record and uh to remind you is
[24:56]
the county economic opportunity advisory
[24:59]
board aka CEO board. They are advisory
[25:01]
to you only. you have the ultimate
[25:03]
authority and they had recommended that
[25:05]
to the extent that you could utilize
[25:07]
that funding to help progress some of
[25:09]
those recommendations to do so. Um what
[25:14]
I' I've already mentioned that the
[25:15]
county's economic development assessment
[25:16]
and strategy uh will take place here
[25:19]
shortly will begin shortly and and go
[25:22]
through Q1 of 27 when it's expected to
[25:24]
be updated. A number of you will
[25:26]
obviously be uh sought out for input so
[25:30]
that you can give your guidance on what
[25:33]
your observations for the economy are,
[25:35]
where you'd like it to be, as well as a
[25:37]
number of other stakeholders throughout
[25:38]
the county. As far as the airport growth
[25:40]
goes, um this was envisioned and held
[25:43]
aside for the
[25:46]
selfserve fuel farm. Uh that was a
[25:49]
recommendation made
[25:51]
by Dr. Jones uh for reasons that I would
[25:55]
rather defer to the county executive if
[25:56]
he would like to expand on that is
[25:59]
likely going to go into next year and uh
[26:04]
I can speak more about that in another
[26:06]
subsequent slide.
[26:09]
Uh just a number of just photos of some
[26:12]
of the activity that has expanded in the
[26:14]
last calendar year that you're familiar
[26:16]
with. Shriber there in the upper middle
[26:18]
uh you may have heard is expanding in
[26:20]
Logan City. their production capacity
[26:23]
and that was approved with a a red tiff
[26:26]
which is a rural economic development
[26:27]
tax incentive financing. Uh it is the
[26:30]
state's contribution for increment tax
[26:32]
increment financing or tiff and uh did
[26:35]
not require county participation to uh
[26:39]
facilitate the company growing in our in
[26:42]
our county. Of course the airport you'll
[26:44]
notice Greenfield Meling was in there as
[26:46]
well as um Pepperage Farms etc. The CEO
[26:50]
board met recently and has proposed the
[26:52]
following for the subsequent year's
[26:54]
application which is due by September
[26:56]
1st. Um there are a couple of changes
[26:59]
this year that I'll speak about uh real
[27:02]
quickly in tandem with the next agenda
[27:03]
item. But before I do, the proposal is
[27:06]
to keep the contract with Bragg the
[27:08]
same. That is the same dollar amount
[27:09]
allocation for the last four years. Um
[27:12]
no inflationary adjustment or otherwise.
[27:15]
Um I'm going to skip over the special
[27:16]
projects. I'll come right back to that.
[27:18]
And I alluded to a moment ago, LGU, a
[27:20]
matching grant um that was approved this
[27:23]
last year was not able to move forward
[27:26]
because the project uh didn't have uh
[27:28]
sufficient full funding and the funds
[27:31]
alone from this grant would not be
[27:32]
enough. the CEO board, uh, which at any
[27:35]
time I invite council members Mark Herd
[27:38]
and Keegan Gerity to chime in if they'd
[27:41]
like as members of the board, uh,
[27:43]
recommended that another $18,000 be
[27:46]
allocated to that. Combined with fiscal
[27:48]
year 21's uh, unspent funds, that would
[27:51]
be a little over $30,000 to go towards
[27:53]
that same project to uh, fund a tank
[27:56]
replacement and other hardware necessary
[27:58]
for the self-s served fuel farm. Now to
[28:01]
come back to special projects. The first
[28:03]
couple of years of this uh grant program
[28:06]
a number of years ago in the west campus
[28:08]
of Bridgerland Technical College a a new
[28:11]
project or a new program was being
[28:13]
created called the business innovation
[28:16]
yeah business and innovation center led
[28:19]
by Mark Alexander and it was all about
[28:21]
helping entrepreneurs become market
[28:23]
ready and increasing their chance and
[28:25]
likelihood of surviving and growth. and
[28:29]
he did such a fantastic job and was able
[28:31]
to show year-over-year growth on job
[28:33]
numbers that you guys had decided to
[28:35]
fund it for a second year. And then
[28:37]
there was even consideration for a third
[28:39]
year, but he politely declined it having
[28:41]
secured funding elsewhere uh within
[28:44]
their institution
[28:46]
in order to keep the the program going.
[28:48]
You may and are likely aware of this,
[28:50]
but it's become so successful they
[28:52]
bought the old Hurf Jones building or um
[28:54]
Transchill building across the street
[28:56]
from West Campus and now completely
[28:58]
outfitted that into a super duper
[29:01]
expanded version of the business and
[29:03]
innovation center which they're now
[29:04]
branding the hub. And the idea is that
[29:07]
for up to two years, he helps these
[29:09]
entrepreneurs through guided mentorship.
[29:11]
Some of it is projects with one another
[29:14]
and requirements to to meet together and
[29:16]
as well as his own professional coaching
[29:18]
with he and his team to help them get
[29:20]
off the ground and help boost organic
[29:23]
homegrown businesses.
[29:25]
Well, as part of their expansion efforts
[29:28]
and the growth of the campus's other
[29:29]
programs, they're hoping to move the
[29:31]
commercial kitchen, which is still
[29:32]
located in the old West Campus location,
[29:35]
across the street into Herf Jones. But
[29:37]
as you can imagine, and anybody who's
[29:39]
ever opened a restaurant knows,
[29:41]
stainless steel and all of that kitchen
[29:42]
equipment is fairly expensive. So he's looking for a means of bridging a
[29:47]
gap of $80,000 to move that over. The
[29:50]
good news is he has 60 clients, that 6
[29:53]
clients that are using the commercial
[29:55]
kitchen to grow their homebased kitchen
[29:58]
uh business. So the um CEO board met and
[30:02]
I've met with Mark Alexander as a
[30:04]
follow-up since that CEO board meeting
[30:06]
and he's told me that specific number of
[30:07]
80,000 is a gap that he'd like to have
[30:10]
bridged and so that 20,500 is proposed
[30:13]
for there. At this point I'll pause
[30:16]
before going over the last slide which
[30:18]
is a series of recommendations that
[30:20]
forecast into the future.

Bridgerland is doing is amazing and the
[30:29]
amount of small businesses they can help
[30:32]
in in that for $20,000. I think that's a
[30:35]
pretty big bang for the buck um for to

affect small businesses in this county,

which we all like to see. I'd like to
[30:42]
see um if we're going to do economic
[30:45]
development to help the the smaller
[30:47]
businesses, too. So, I like that.

September 1st, but there are a couple of
[31:14]
changes. One of those changes is the
[31:17]
next agenda item, but I'm going to leave
[31:18]
this here for a moment because I want to
[31:19]
go back to the last slide. But um
[31:22]
council members uh Keegan and Mark as
[31:25]
well as executive George Danes need to
[31:28]
be removed from the CEO board. Goed has
[31:31]
um updated their administrative rules
[31:33]
and one of those rules is they no longer
[31:35]
want to have any elected official or an
[31:36]
official that could possibly vote on the
[31:39]
recommendations that come before you and
[31:41]
this body as county council um be on
[31:44]
that advisory board. Um that change has
[31:47]
already been implemented in Cash, excuse
[31:49]
me, in Rich County. Uh Boxelder, uh
[31:51]
we're still working on as well because
[31:53]
all three of the counties here in the
[31:55]
Bragg Service Area had a member of the
[31:57]
legislative branch that was a part of
[31:58]
that. Uh for reasons that I think you
[32:00]
guys have well noted repeatedly that you
[32:02]
like to have a member. Um one of the
[32:05]
things that I've ensured with them that
[32:07]
you could have an exeicio that doesn't
[32:09]
vote. Uh but again all of our meetings
[32:11]
are always public and so any of you all
[32:14]
of you would be welcome to the CEO board
[32:15]
meetings where you could get a feel for
[32:17]
the robust discussion that takes place
[32:20]
with the group on various economic
[32:22]
development updates. At this point I
[32:24]
would defer to Keegan or Mark if you'd
[32:27]
like to opine or say anything further
[32:30]
about that.

function than what we as council members

and the separate executive fulfill. But
[32:53]
it's a it's a rule from the state that's
[32:55]
one size fits most.

that member would like to be excused and
[33:29]
that'll be four members that need to be
[33:31]
replaced. Now, I don't have any
[33:32]
suggestions for you this evening. The
[33:34]
CEO board discussed some folks in their
[33:36]
last meeting. Um, I think we still need
[33:39]
to met those out according to how they'd
[33:41]
like to. Uh, I will tell you that Brian
[33:44]
Carver, formerly with Bragg, now with
[33:46]
JUB Engineering, has been the vice chair
[33:48]
for the last couple of years, while
[33:50]
Councilman Mark Herd has been the chair.
[33:52]
He now is the chair, and they're waiting
[33:54]
to assign a vice chair until we get
[33:56]
those other seats occupied with folks.
[33:59]
um for the time being because of the
[34:01]
quantity of folks that you've had on
[34:02]
that board, we can still operate and
[34:04]
still have uh enough that meet the state
[34:07]
requirements, you've had in excess of
[34:10]
those five minimum seats. So, um you now
[34:13]
have five seats with the four vacancies.
[34:16]
They've also as part of those
[34:17]
administrative rules updated that the
[34:19]
terms are no longer two years, they are
[34:20]
four years. And so, I will come before
[34:23]
you uh before long. I'd like to do it in
[34:26]
the next month if you would permit. uh
[34:29]
come before you with some names for your
[34:30]
consideration and approval and thereby
[34:34]
reestablished a staggered times and
[34:36]
terms so that some would end uh you know
[34:40]
two years in between the others. Uh any
[34:43]

or the CEO or board members to consider

transparent process here in these public

meetings since this grant was
[35:26]
established a number of years ago in
[35:29]
2020. But now GOED would like to see
[35:31]
that actually codified. And so I would
[35:34]
like to work with attorney uh Dane
[35:36]
Murray to put together at least a
[35:39]
rudimentary contract that addresses
[35:40]
things that I believe well I know some
[35:42]
of you and I don't know if all of you
[35:44]
saw certainly council members uh Keegan
[35:47]
Mark and I believe executive Danes may
[35:49]
have received an email from James Dixon
[35:52]
about six or eight weeks ago that noted
[35:54]
what some of those expectations are to
[35:56]
be in a contract. Overarchingly you need
[35:58]
to have an objective. what is it that
[35:59]
you want to accomplish from economic
[36:01]
development goals for the county and
[36:03]
then what are some metrics to make sure
[36:05]
that you're holding me accountable in
[36:07]
this function that I serve for you. So
[36:09]
we will need to have that adopted and as
[36:11]
part of the application that gets
[36:12]
submitted September one as well. So with
[36:15]
your permission I'd like to reach out to
[36:18]
attorney Danes and get something like
[36:20]
that put together for your review.
[36:23]
Okay. Then the last element are just
[36:25]
some future recommendations that the CEO
[36:27]
board has suggested um that you know
[36:31]
again they're an advisory board to you.
[36:33]
have the ultimate authority in what
[36:35]
I uh submit on your behalf in the
[36:37]
application for each year's annual
[36:39]
funding.
[36:40]
uh some of those and I'll read them
[36:42]
aloud here for the benefit of the audio
[36:44]
recording. Following an update of the
[36:46]
strategic plan, renew the living on edge
[36:48]
marketing or branding campaign that was
[36:50]
engaged some 10 years ago roughly.
[36:53]

>> Yeah. Probably has a very different
[36:58]
meaning than living on the edge. Um all
[37:01]
right. The second one is study of
[37:03]
economic impact of specifically league

sports and outdoor recreation. I noticed

that you have an agenda item related to
[37:09]
recreation centers this evening. I say
[37:11]
nothing more, but you know there is a
[37:13]
significant um tourism aspect to league
[37:17]
sports if you have the facilities for it
[37:19]
and the season. The third one is
[37:21]
continued progress on furthering the
[37:23]
airport upgrades which you've seen last
[37:25]
year and this year. Next one is
[37:27]
horizontal up infrastructure or capital
[37:29]
improvements. This would be akin to like
[37:31]
extending water, sewer, uh broadband,
[37:34]
electricity, things of that nature that
[37:37]
might make bare ground or green field
[37:40]
attractive to commercial investment. The
[37:43]
next one, small business or
[37:45]
entrepreneurial revolving loan funds to
[37:47]
recapitalize those payments. Uh some
[37:50]
folks might know this is like a micro
[37:51]
fund, a microloan fund. uh there's a way
[37:54]
that uh payments could also become
[37:57]
future principal to then loan out again
[37:59]
in the future and kind of repeat the
[38:01]
cycle. This would go along with what
[38:03]
chair Sandy mentioned about
[38:04]
entrepreneurial support. And then the
[38:07]
last one is targeted corporate
[38:08]
recruitment campaign. So like Logan on
[38:10]
the edge, but this one is are there
[38:12]
particular industries that you would
[38:14]
like me to go out and specifically go
[38:16]
target and woo to Cash County? Maybe
[38:19]
it's food processing, value ad
[38:21]
processing, or something of that nature.

introduction given the metrics, uh,

demographics, um, you know, supply chain

elements of our community and tell them
[39:26]
that we'd really like them to be here."

So, that's that. That's the annual
[39:30]
report. Um, council members, I really
[39:32]
appreciate again the time to to give

this to you each year and to take away

from you uh your guidance and how you
[39:38]
might want me to start working on an

application between now and the next

[43:24]
partner with Jones Simpkins. Uh we'll go
[43:26]
over the audit quickly tonight. Um, our
[43:29]
firm based here in Logan, Utah, just
[43:30]
about a mile west of here, had the
[43:32]
opportunity to work with the county on
[43:34]
its uh, financial statement audit again
[43:36]
this year. I presented it um, two weeks
[43:39]
ago to the audit committee. We had a
[43:40]
lengthy discussion about um, various
[43:44]
information in your financial
[43:45]
statements, how the county did, and the
[43:47]
reports that we issued today. I'll just
[43:48]
go over those reports really quickly.
[43:51]
Um, we issue four reports in a
[43:53]
governmental audit in in this case at
[43:55]
least. Uh the first is found on page
[43:57]
one. Uh it's a auditor's report that
[44:01]
includes our opinion um regarding the
[44:04]
fairness of the presentation of the
[44:06]
financial statements, the information in
[44:07]
the financial statements. Um that
[44:10]
opinion is across all opinion units. The
[44:12]
county has multiple opinion units. Um
[44:14]
these financial statements include
[44:17]
um 20 separate funds um which are a set
[44:21]
of self-balancing accounts. There's your
[44:22]
general fund, CCC CCCOG fund, and then
[44:26]
several non- major funds. There's um
[44:30]
>> two custodial funds that are included.
[44:32]
Um there's your entitywide governmental
[44:34]
activities, and then your aggreate
[44:37]
aggregate discreetly presented component
[44:38]
units, which is which consists of three
[44:40]
component units, the health department,
[44:41]
the airport, and the NPIC. So that first
[44:45]
report on page one encompasses all of
[44:49]
those opinion units. And as you can see
[44:51]
in in the very first second paragraph of
[44:54]
page one, we issue an opinion that these
[44:56]
financial statements are presented in
[44:58]
accordance with generally accepted
[44:59]
accounting principles. That's based on
[45:01]
the audit that we performed in
[45:03]
accordance with generally accepted
[45:04]
auditing standards which include
[45:06]
performing risk assessments. Uh focusing
[45:09]
on the riskiest areas. Um we'll use
[45:11]
sampling approaches to less risky areas
[45:14]
or to smaller areas. Uh we'll look at uh
[45:17]
supporting documentation for your larger
[45:19]
more significant risky items. Um we also
[45:23]
look at the county's design of its
[45:25]
internal controls, the functionality of
[45:26]
those controls, whether or not we see
[45:28]
any deficiencies or weakness in the
[45:30]
controls or in the design or function of
[45:32]
those controls um and u and then and
[45:38]
then report based on materiality. Uh
[45:40]
materiality is um an interesting term
[45:44]
but basically what it means is if
[45:46]
something is being omitted from these
[45:47]
financial statements and a reasonable
[45:49]
user of the financial statements were to
[45:51]
change their opinion um based on the
[45:55]
understanding that something was omitted
[45:57]
that would be considered material. Um
[46:01]
as of as I mentioned earlier we didn't
[46:03]
identify anything that would be
[46:04]
considered material that's been omitted
[46:06]
from these financial statements. So
[46:08]
that's the first uh auditor's report.
[46:09]
The second one is um on page 104
[46:14]
um which is a report that's issued in
[46:17]
accordance with governmental accounting
[46:19]
standards or governmental auditing
[46:20]
standards [clears throat]
[46:22]
um where we we will let you know if we
[46:24]
identified any weaknesses or
[46:25]
deficiencies in your controls or any
[46:28]
non-compliance with grants or other
[46:30]
agreements um throughout our audit
[46:33]
process. And I'll get to that later, but
[46:35]
I just quickly we did not have any
[46:36]
findings this year and I I'll highlight
[46:38]
that in a little bit. Um the third
[46:40]
report is um on page 106. It's a report
[46:45]
regarding the county's compliance with
[46:48]
um specific federal audit compliance
[46:51]
requirements um associated with federal
[46:54]
expenditures. Um when the county spends
[46:56]
more than a million dollars in federal
[46:58]
funds, it's required to have what's
[46:59]
called a single audit in accordance with
[47:02]
the uniform guidance which which is
[47:03]
issued by the Office of Management and
[47:05]
Budget or the White House. Um, we are
[47:09]
required to test 40% of your federal
[47:12]
expenditures. You have 14 million in
[47:14]
federal expenditures across all units
[47:16]
this year. Um, we tested three programs
[47:20]
actually all at the health department
[47:22]
this year. Um, and we have no findings
[47:24]
related to those. Those were uh the WIC
[47:26]
program, substance abuse, and an um
[47:29]
epidemiology grant. And then finally on
[47:32]
page um 113, the state of Utah requires
[47:35]
us to test the county's compliance with
[47:38]
various compliance requirements and
[47:40]
statutes, various state law items. Um
[47:44]
those there are certain requirements
[47:46]
that we test every year like your
[47:48]
budget. Are you are you passing a
[47:50]
budget? Are you passing amendments
[47:52]
appropriately? Are your expenditures
[47:54]
exceeding your budget? Things like that.
[47:56]
Um and then certain things that rotate
[47:58]
um whether or not your cash management
[48:01]
process is is appropriate. Um we have no
[48:04]
findings with with that um state
[48:06]
compliance um requirement. Um if you'll
[48:09]
turn to page 109, it's basically a
[48:12]
summary of what it's it's called the
[48:14]
schedule of findings of end question
[48:15]
costs. Um it's basically a summary of
[48:17]
what I just went over and all the
[48:20]
different um
[48:22]
uh reports that we've issued. It lets
[48:24]
you know that we've um issued unmodified
[48:27]
opinion on your financial statements and
[48:29]
that we've identified no no um
[48:32]
weaknesses that would be considered
[48:34]
material weaknesses in your internal
[48:35]
controls or in your controls over
[48:38]
compliance with your federal programs
[48:40]
and we haven't identified any
[48:41]
significant deficiencies. Um that's an
[48:44]
improvement from last year. Last year we
[48:45]
had one material weakness and one
[48:46]
significant deficiency. Um, I mentioned
[48:50]
this in our audit committee meeting, but
[48:52]
the county's policies and procedures
[48:53]
have always been really well written and and in really good shape. Um, the
[48:58]
material weaknesses and deficiencies
[48:59]
have been because of a significant or
[49:02]
material adjustments that were required
[49:03]
to bring these financial statements to a
[49:06]
material correct position. Um, those adjustments weren't required this
[49:09]
year and I attribute a lot of that to
[49:12]
your your team. We work a lot with Matt,
[49:14]
Britney, um, in the finance department,
[49:17]
um, and then Craig in the treasur's
[49:18]
office and then several other groups
[49:20]
within throughout the county. Um, but we didn't have any significant
[49:25]
adjustments this year. Um, and uh, I
[49:30]
think a lot of it was was attributed to
[49:32]
just turnover that was happening.
[49:34]
There's been quite a bit of turnover the
[49:36]
last few years, some changes um, in in
[49:38]
how the uh, county has approached its
[49:40]
financial reporting.
[49:42]
um the roles and um so I think that was
[49:46]
what was causing most of it, but your
[49:48]
policies and procedures have always been
[49:49]
good and so no findings there this year.
[49:52]
Um and I think I'll leave it at that as
[49:55]
far as the highlights of how the county
[49:57]
did county had a good year. Um, when you
[50:00]
look at the county as a whole and you
[50:02]
include all of its assets and its
[50:03]
liabilities, including like its capital
[50:05]
assets, which would be like roads,
[50:06]
buildings, and things like that, you
[50:08]
added $3 million roughly to the bottom
[50:10]
line. Um, from like a budget basis, um,
[50:14]
were more break even. So, your your
[50:17]
expenditures pretty much matched the
[50:19]
revenues that came in if you're looking
[50:21]
at it more like a cash basis or or a
[50:23]
budget basis. So, um, uh, property taxes
[50:27]
and and sales taxes were pretty big
[50:30]
increases this year, but you had
[50:31]
expenses go up as well. Um, open space
[50:34]
purchases, things like that. So, all the
[50:37]
break even year from a budget
[50:38]
perspective.

kind of found myself in the role of
[56:42]
assisting the
[56:45]
fire board and the county council with
[56:47]
their uh effort to create the fire
[56:51]
district and to move forward. Um,
[56:54]
there's a number of subjects that are
[56:56]
all in active consideration and I I
[56:59]
think if I walk through them in the list
[57:01]
that there's there. First of all, the
[57:03]
fire district status and the board. Um,
[57:09]
in the course of trying to
[57:12]
uh amend the bylaws,
[57:17]
we went back and forth about issues of
[57:20]
selection of the board members. Um,
[57:24]
there was some turmoil. Um, Amy Hugi
[57:27]
resigned. We um asked attorney Mark
[57:32]
Anderson, who's experienced with to pick
[57:36]
it up and and my directions and request
[57:39]
was that he go back to the beginning and
[57:41]
see what we needed to do to fix the
[57:44]
fireboard. His initial report to me was
[57:47]
we we have a fundamental problem with
[57:50]
the way the fireboard
[57:53]
is organized. The statute requires
[57:58]
an appointment process for all fireboard
[58:01]
members. What we had allowed to happen
[58:05]
uh was that for example when a mayor was
[58:09]
replaced by a new mayor, we just assumed
[58:12]
that the new mayor became the
[58:14]
replacement on that. So that
[58:18]
disqualified two of our board members.
[58:22]
uh Lindseay Peterson's selection didn't
[58:25]
follow the statutory rules either. So
[58:29]
because of those problems, his
[58:32]
recommendation to me was that we
[58:36]
reconstitute the board and we go through
[58:38]
the process of selecting the board
[58:42]
members again because you can't pass
[58:46]
bylaws without the board being in place.
[58:50]
So that's that's the fundamental. So we
[58:52]
have to kind of start over. Um the
[58:56]
process and I appreciate Andrew helping
[58:59]
me with this. The process for
[59:01]
appointment the board is set out in the
[59:03]
statute and it requires that you
[59:06]
advertise for 30 days.
[59:09]
And so to get a jump on that process,
[59:14]
we have started the advertising as of
[59:18]

[59:23]
um for
[59:25]
uh people to apply to that board.
[59:29]
The way that will then work is I will
[59:32]
make u
[59:34]
a proposed set of appointments to the
[59:37]
county council and the county council
[59:40]
with with the advice with your advice

and consent then I will appoint members.
[59:45]
we'd have to hold the period open for 30
[59:48]
days. So until that time, we don't have
[59:52]
a board that can take action. The two
[59:56]
county council members who are members
[59:59]
of the board, Dave Ericson and Katherine
[1:00:02]
Bu do not need to go through that
[1:00:04]
process.
[1:00:06]
So they they are appropriate board
[1:00:09]
members. Um I believe that Larry
[1:00:12]
Jacobson would also be u went through
[1:00:16]
the correct process and so he's also an
[1:00:19]
appropriate board member. But rather
[1:00:22]
than worry about that
[1:00:26]
what we've done is requested that uh
[1:00:30]
people apply and so I will come back at
[1:00:33]
the end of 30 days with a proposal to
[1:00:37]
make appointment. It is my intent,
[1:00:41]
not a decision, but it's my intent to
[1:00:44]
ask the mayors who have been serving and
[1:00:47]
who were elected to those positions to
[1:00:50]
serve on the fire board. Um, and the
[1:00:54]
fireboard group has suggested that we
[1:00:58]
enlarge the number of mayors and so I
[1:01:02]
will come back with a list that matches
[1:01:05]
what they had proposed in their bylaws,
[1:01:08]
but the bylaws will have to be approved
[1:01:11]
after we have legal appointments to the
[1:01:13]
board.

Okay, with respect to the budget, of the current county fire department

which we anticipate could be as early as
[1:04:44]
October or as late as sometime next
[1:04:46]
year. But until that time, the county
[1:04:49]
fire budget will govern their budget.

Um, the levy, provided we get a legal
[1:04:59]
board appointed
[1:05:01]
by the August September period, they
[1:05:04]
will be in a position to set the levy
[1:05:06]
for the 2027 tax year. We're we're our
[1:05:12]
schedule is such that unless there is a
[1:05:14]
problem, we think we will make that
[1:05:17]
standard. [clears throat] And right now
[1:05:21]
the U north committee and the south
[1:05:24]
steering committees are working to work
[1:05:27]
on that budget. They're they're meeting
[1:05:30]
and they're actively involved in doing
[1:05:32]
it. We haven't stopped the process while
[1:05:35]
we get this board problem straightened
[1:05:37]
out. But um I spent
[1:05:42]
six hours beginning at 9:00 until about
[1:05:45]
2:30 today working with the south
[1:05:47]
committee. That's the third or fourth
[1:05:49]
meeting I've attended there. I've I've
[1:05:52]
also attended meetings in the north. So
[1:05:55]
they're actively working on their budget
[1:05:59]
on what the levy will be, what personnel
[1:06:02]
are needed. Uh, Chief George has been
[1:06:05]
involved with that and been very helpful
[1:06:07]
to everyone and I must say he's he's
[1:06:11]
done a very good job of providing
[1:06:13]
information that's helping them decide
[1:06:16]
how the fire district would operate and
[1:06:19]
what the alternatives are.
[1:06:23]
Um, it it also says establishment of a
[1:06:27]
county municipal services tax. Let me
[1:06:29]
explain what we're talking about there.
[1:06:33]
Um,
[1:06:34]
right now
[1:06:37]
the fire district or the county fire
[1:06:40]
department covers all of Cash County
[1:06:44]
outside of Logan. Now, some of the
[1:06:46]
cities have contracted to provide
[1:06:49]
services to obtain their services from
[1:06:52]
Logan City or other cities, but the fact
[1:06:55]
the matter is is everything outside of
[1:06:57]
Logan is um
[1:07:01]
involved in the fire district. But
[1:07:04]
there's a there's a taxation problem in
[1:07:07]
that if you're in a city, you're paying
[1:07:11]
taxes to the city for your municipal
[1:07:14]
fire department and you're paying a
[1:07:17]
county um taxes for the county fire
[1:07:21]
department. So there's there's two
[1:07:23]
levels of taxation
[1:07:25]
that are occurring. But if you're in the
[1:07:28]
unincorporated area, you're not paying
[1:07:31]
the same amount that a person in the
[1:07:33]
city is, but you're receiving the same
[1:07:35]
service.
[1:07:37]
So for example, if you live within the
[1:07:40]
boundaries of Mend City, you're paying
[1:07:44]
um Mend City uh 400 mil, 300 mil,
[1:07:50]
something like that on your property
[1:07:52]
taxes that would go and you're also
[1:07:54]
paying an assessment with your water
[1:07:56]
bill every month for fire and EMS
[1:08:00]
service.
[1:08:05]
But residents of Manden city are also
[1:08:08]
paying the county tax. People who live
[1:08:12]
right outside the boundary of Mendon are
[1:08:15]
paying the county but not paying
[1:08:17]
anything toward the city. But the city
[1:08:19]
covers both areas equally.
[1:08:23]
So that's that's a problem. And what
[1:08:26]
we're proposing is that the county levy
[1:08:30]
a municipal services tax that's roughly
[1:08:34]
equivalent to what citizens inside the
[1:08:38]
city pay for fire service.
[1:08:43]
So so that it would equalize between the
[1:08:46]
incorporated and the unincorporated
[1:08:48]
areas. So that if you're in the Mend
[1:08:51]
fire area, which includes both Mend City
[1:08:55]
and the area around Menden, you'd pay
[1:08:59]
roughly the same amount. Not exactly,
[1:09:02]
but roughly the same amount. The same
[1:09:04]
thing would be uh around Paradise. If
[1:09:09]
the same situation exists there, there
[1:09:12]
are more citizens in the Mend fire area
[1:09:15]
that live outside of Mendon than live in
[1:09:18]
Mendon. But Mendon serves the whole
[1:09:21]
group equally. Same thing with Paradise.
[1:09:25]
Same thing with your area Nolan is
[1:09:28]
you're covered by either Wellsville or
[1:09:31]
High. Same situation. So what we would
[1:09:34]
do with the municipal services tax is we
[1:09:37]
would take the unincorporated area and
[1:09:40]
levy a tax that's roughly equivalent to
[1:09:43]
what you would pay if you were within a
[1:09:45]
city. Now we'll determine
[1:09:48]
the council will determine what level of
[1:09:51]
that is but that gives us a mechanism to
[1:09:54]
equalize the two groups.
[1:09:57]

look at all of that before it goes into
[1:10:41]
effect.

So do you anticipate this will be an
[1:10:48]
increase for the citizens like in Mendon
[1:10:51]
or outside of Mendon or will it be a
[1:10:55]
decrease?

service they want. Our rough
[1:11:02]
calculations
[1:11:04]
are that it will be pretty close to the
[1:11:07]
same but the revenue will be
[1:11:10]
reallocated. That is the the amount of
[1:11:12]
money we spend on fire will be roughly
[1:11:15]
the same the total dollar spent but it
[1:11:19]
will be reallocated
[1:11:21]
be between who's paying it. For example,
[1:11:25]
I have a property in Logan City
[1:11:30]
and another property that's in Cash
[1:11:32]
County. I just got my notice of
[1:11:34]
valuation
[1:11:36]
on my Cash County uh
[1:11:40]
notice. I have a thing called the Cash
[1:11:43]
County Fire Fund.
[1:11:45]
That fund doesn't exist on my Logan
[1:11:47]
City. So that
[1:11:50]

has increased the bill, but they're no

to see differences in their property

my cash county general fund has gone

down. That is what I pay
[1:12:36]
to the cash county general fund has gone
[1:12:40]
down because you've separated the fire
[1:12:43]
to just the unincorporated. So, one has
[1:12:45]
gone down and one has gone up. Joanne,

going to see a pretty good tax increase.

district. The fire district includes the
[1:14:49]
cities and the unincorporated area where
[1:14:52]
our municipal services levy if you
[1:14:55]
choose to do this will only include the
[1:14:58]
unincorporated county. So essentially,
[1:15:01]
if you take a mendon citizen, he's going
[1:15:04]
to have his a portion of his fire and
[1:15:06]
EMS costs going to be paid through the
[1:15:09]
city general fund and a portion is going
[1:15:12]
to be paid the cash county and they're
[1:15:14]
going to put those two together to take
[1:15:16]
care of the citizens in Mend. The
[1:15:20]
citizens who live in the men fire area,
[1:15:23]

>> are now going to pay a a municipal
[1:15:27]
services levy to Cash County
[1:15:30]
and the county.
[1:15:33]
So, so they will be roughly equivalent
[1:15:35]
and and that money will come to Cash

County and we will go to Mend and say,

"Mend, you need to provide equivalent
[1:15:44]
fire service for those unincorporated
[1:15:46]
citizen that are in the Mend fire area
[1:15:50]
that are not within your city that and that will be money under your
[1:15:55]
control to do that with."

arrangement predicated on the assumption
[1:16:03]
that all the cities will continue to
[1:16:06]
participate

or are there is there a possibility that
[1:16:10]
some may say we don't want to contribute

to this district anymore we can do it

ourselves and would that change the
[1:16:18]
calculation by which all the other
[1:16:20]
participating cities would pay into it?

The the answer is is because we're using
[1:16:25]
vouchers, it won't change much because
[1:16:28]
if for example, North Logan said we want
[1:16:32]
out of the fire district. Okay, that
[1:16:35]
means we would no longer they would no
[1:16:38]
longer pay into this fire fund, but we
[1:16:40]
wouldn't be giving them a voucher for
[1:16:42]
the money that was collected from them
[1:16:44]
either.
[1:16:47]
>> So, it's up to them to decide how they
[1:16:49]
want to reallocate.

>> We only have one city that seems to be
[1:16:54]
considering that right now and and it's
[1:16:57]
really up to them what they choose to
[1:16:59]
do. That that city is um buying the

services from Logan. We're going to turn
[1:17:05]
over virtually everything we collect to

that city in a voucher because we're not
[1:17:11]
providing fire service to them. So if
[1:17:14]
they feel like they're better off to be
[1:17:16]
out, it's not going to change the
[1:17:18]
financial metrics that we're working
[1:17:21]
with because we're not planning on using
[1:17:23]
the money collected in that city to run
[1:17:27]
the fire district.

It's the operation. We would be taking
[1:17:32]
that money and giving it back. I've got
[1:17:35]

that's a year and a half of the budget
[1:17:45]
for the prospective fire district. And

money that's coming in is going to go

fire district. So, they're going to get
[1:18:15]
almost all of the money that's collected

in Smithfield will go back to

[1:18:21]
and and so forth.

meeting of the fire board. I don't know
[1:19:19]
who it's it constitutes right now, but
[1:19:22]
it's scheduled for August 6th. Um,

it it will still be in open public
[1:19:28]

issued, one of the proposals on the

budget amendment is

um was not done through the correct uh
[1:24:23]
process that we have in code and
[1:24:25]
requirement from state law. So in the
[1:24:28]
meantime, we can get that fixed. But
[1:24:30]
what I'm trying to say is
[1:24:32]
uh I would heavily advise you all to
[1:24:36]
specifically
[1:24:37]
uh amend resolution 2026-24
[1:24:40]
by replacing the original exhibit A with
[1:24:43]
the revised exhibit A. Uh the revised
[1:24:45]
version removes item six as uh it's it
[1:24:49]

public works budget. The appropriations
[1:26:35]
committee uh approved that and we bring
[1:26:37]
that uh to you today tonight uh for your
[1:26:41]
consideration. Uh number one would um uh
[1:26:45]
remove from from being constructed the
[1:26:49]
uh proposed uh fuel canopy at the Hyram
[1:26:52]
Roadshed um for a savings of $175,000
[1:26:59]
to the general fund and $58,800
[1:27:02]
to the municipal services fund. Uh are
[1:27:05]
there any questions that I can answer on
[1:27:07]
number one?
[1:27:10]
And this was approved a couple years
[1:27:12]
ago. No,
[1:27:13]

Number two, um, in the the 2026 Cash

County budget, we had a line item in

there for the airport fuel farm that was

based on the assumption that they would

get a $1.1 million grant from uh from
[1:27:44]
Wraps. That proved to be a little
[1:27:47]
optimistic. Uh, WAPS declined to to fund
[1:27:50]
that. I think that was the appropriate
[1:27:51]
decision. Uh and so for number two, we
[1:27:54]
would ask that we remove uh that $1.1
[1:27:57]
million uh fuel farm uh expense as well
[1:28:02]
as the the grant revenue which we're not
[1:28:04]
going to receive.
[1:28:08]

Number three. Number three, four and
[1:28:16]
five all deal with the fixed guideway
[1:28:20]
tax. Now, this is something the Cash
[1:28:21]
County Council uh approved several years
[1:28:24]
ago. It's a sales tax that can be used
[1:28:28]
uh either for transportation uh or for
[1:28:31]
public safety or any combination uh
[1:28:33]
thereof, but the appropriate uh name for
[1:28:36]
it is fixed guideway. Number three, uh
[1:28:40]
we've gone back and
[1:28:43]
with with the benefit of additional
[1:28:45]
hindsight and with the benefit of more
[1:28:47]
months of of those appropriations under
[1:28:50]
our belt, we realize that we uh
[1:28:52]
undersshot the amount of fixed guideway
[1:28:54]
tax that we uh think we're going to
[1:28:56]
collect. We think in fact that we're
[1:28:58]
going to collect uh more fixed guideway.
[1:29:01]
And we realized that uh in the 2026
[1:29:04]
budget that we approved last fall, we
[1:29:06]
didn't quite have the allocation set
[1:29:09]
appropriately between public safety and
[1:29:11]
fixed guideway. So number three will
[1:29:15]
increase uh the amount estimated for the
[1:29:18]
fixed guideway revenue for 2026 to
[1:29:22]
8,961,936.
[1:29:29]
That's for 202. That's what we received
[1:29:32]
in 2025.

uh, deals with just the transportation

that 40% of it goes to transportation.

That is that is unchanged. What number
[1:30:06]
four proposes to do though is to uh
[1:30:10]
allocate uh
[1:30:12]
70% of that transportation portion to
[1:30:17]
COG
[1:30:18]
and allocate 30% of that transportation
[1:30:23]
portion uh to uh county use, county road
[1:30:27]
department, public works department use.
[1:30:33]
This is basically
[1:30:34]
>> so just to be clear of the 40 of that
[1:30:36]
slice of the pie that slice is going to
[1:30:39]
be
[1:30:40]
>> 7030 of that 40 will be be allocated.

12% of the total tax comes to the county
[1:30:51]
and 28% goes to COG if you look at it as

stream. But um uh I I think I like the
[1:31:04]
you know the 40% that we're allocating
[1:31:06]
to transportation 70% of that would be
[1:31:09]
COG. 30% of that would would be uh
[1:31:13]
staying with the county.

passed a budget assuming how much we

were going to receive. We now believe
[1:31:42]
that that was low. We believe that we're
[1:31:45]
the correct amount of what we think
[1:31:47]
we're going to receive in 2026 would be
[1:31:50]
8,961,000.

[1:31:57]
the budget to increase that expectation
[1:32:00]
to 8,900,000.

capital projects for roads and for the

airport without funding those two things

from our general fund.

That that's the goal we have of trying
[1:32:59]
to move the guideway monies that are
[1:33:02]
limited to transportation
[1:33:04]
to take out some of the transportation
[1:33:07]
things that we typically put in our
[1:33:09]
general fund.

Yeah, that fixed guideway money can be
[1:33:15]
used for the the design, the
[1:33:17]
maintenance, the construction of uh of
[1:33:20]
those transportation airport uh or or
[1:33:23]
roadways.

Number uh five, following up on what
[1:33:29]
George just said, as you will probably
[1:33:32]
well remember, every year Cash County
[1:33:34]
takes from its general fund and supports
[1:33:37]
the Cash County Airport, C Logan Cash
[1:33:39]
County Airport. Well, with the fact in
[1:33:43]
mind that we can actually pay for that
[1:33:45]
out of the fixed guideway tax, what
[1:33:48]
number five proposes to do is go back
[1:33:51]
and undo the the general fund allocation
[1:33:54]
that we made last fall and replace that
[1:33:58]
with with $200,000
[1:34:00]
coming out of fixed guideway. So, that's
[1:34:03]
going to be a $200,000 savings to the
[1:34:06]
general fund, which is is very
[1:34:09]
desirable. and we'll we'll replace it
[1:34:11]
with that fixed guideway revenue.
[1:34:14]
>> And because we're
[1:34:17]
basically the county is now responsible
[1:34:19]
for their portion which went from
[1:34:21]
100,000 to 200,000, we've now found a
[1:34:25]
funding stream through the guideway to
[1:34:27]
take care of that.

uh we did not carry forward um from the 2024 budget the appropriation that

we need to pay for the feasibility study
[1:35:30]
for the recreation center that was uh
[1:35:33]
awarded and appropriated from wraps in
[1:35:36]
2024. We're now ready to pay that bill.
[1:35:40]
So we need to reauthorize that in the
[1:35:42]
2026
[1:35:44]
uh budget. And that's what number seven
[1:35:46]
and number eight do.
[1:35:51]
Number nine, also uh a small ministerial
[1:35:54]
uh clerical item. Uh we had the same
[1:35:57]
issue with $2,826
[1:36:00]
of ARPA money that was previously uh
[1:36:03]
authorized, but needs to be rolled
[1:36:05]
forward into 2026 so that it can be
[1:36:07]
spent on the TV translator equipment.
[1:36:14]
All right. Now we move into um some
[1:36:17]
items for the sheriff. You may remember
[1:36:19]
that the last time that that that we
[1:36:21]
were discussing the budget uh that that
[1:36:24]
I had mentioned that we needed to
[1:36:25]
replace the uh the fire control panel uh
[1:36:28]
in the jail. Um if I can steal a line
[1:36:33]
from Cool Hand Lo Luke, what we had here
[1:36:36]
was a failure to communicate.
[1:36:39]
Uh the sheriff uh had had given us
[1:36:42]
instructions and we just misunderstood
[1:36:43]
them.
[1:36:44]
Um, number 10 proposes to go back and
[1:36:48]
roll back that mistake that we made in
[1:36:50]
the June uh, budget opening. What we had
[1:36:53]
thought we were doing was taking money
[1:36:56]
from subscriptions and memberships, from
[1:36:58]
fuel, from professional and technical
[1:37:01]
and special department supplies, and we
[1:37:04]
had thought that we were uh allocating
[1:37:06]
those to the fire control panel. That
[1:37:08]
was that was a misunderstanding on our
[1:37:09]
part. That 133,000 in fact needs to go
[1:37:13]
to repair and maintain patrol vehicles.
[1:37:16]
So number 10 rolls back that mistake.
[1:37:18]
Number 11 puts that 133,000 uh where the
[1:37:22]
sheriff actually needs it so he can he
[1:37:24]
can maintain his his equipment.
[1:37:28]
Then that gives us number 12, which is
[1:37:31]
where we ask for $110,000
[1:37:34]
for that fire control panel that we had
[1:37:37]
previously discussed.
[1:37:39]
That comes out of the improvements
[1:37:41]
budget.
[1:37:41]

projects budget.
[1:37:49]

both relate to to development services
[1:37:55]
trails. Um, number 13, the under state
[1:37:58]
law, we collect um fees from uh
[1:38:03]
homeowners that are requesting building
[1:38:05]
permits and we can use that fee revenue
[1:38:09]
only for services that relate to those
[1:38:13]
building permits, building inspections,
[1:38:15]
what have you. Uh, every so often we go
[1:38:18]
through and and true up our accounts.
[1:38:20]
And in this case, we realized that um uh
[1:38:23]
Mr. Phillips department uh had rendered
[1:38:26]
uh $61,500
[1:38:28]
of services uh in that effort in the
[1:38:32]
building permit phase that uh that his
[1:38:36]
department needs to be reimbured for. So
[1:38:38]
that allows us to take 61,000 out of
[1:38:41]
that highly restricted fund and move it
[1:38:44]
over to the general fund where uh
[1:38:46]
particularly to roads where it can be
[1:38:47]
more readily utilized.
[1:38:51]
Uh finally, number 14, uh Deep Canyon.
[1:38:56]
This is a project that we've been
[1:38:58]
working on for several years, and
[1:39:01]
previously Wraps had uh allocated
[1:39:04]
$100,000
[1:39:06]
to uh pave the Deep Canyon Trail Head
[1:39:09]
parking lot. Uh we need to do two things
[1:39:12]
here. We need to reauthorize that for
[1:39:14]
2026.
[1:39:16]
But in the entering uh intervening
[1:39:18]
several years, uh the costs for that parking lot have increased and we
[1:39:23]
think in fact instead of $100,000, we're
[1:39:26]
going to need 150. So this reauthorizes
[1:39:29]
the $100,000 from wraps and allocates
[1:39:33]
$50,000 from municipal services to
[1:39:36]
finish that uh that parking lot at Deep
[1:39:38]
Canyon.

most of that Deep Canyon money, of

And if the state wants to spend its
[1:40:24]
money that way, then we'll certainly won't say no.

Recreation Center feasibility study

committee. So, they would oversee and
[1:44:37]
direct countywide recreation initiatives
[1:44:40]
in terms of the study.

So, a little bit of background. During
[1:44:44]
the last county council meeting, it
[1:44:46]
resolution 2026-25
[1:44:49]
was passed that established the
[1:44:51]
recreation feasibility study committee
[1:44:53]
itself. The resolution set up and
[1:44:56]
defined a legislative study committee
[1:44:58]
composed of up to three members of the
[1:45:00]
county council as well as six advisory
[1:45:03]
members from geographically defined
[1:45:06]
areas in the county. uh this resolution
[1:45:08]
itself 26-26
[1:45:11]
would be the one that would appoint
[1:45:13]
members to the study committee so it can
[1:45:15]
conduct its business.
[1:45:18]
Right now the names that are currently
[1:45:19]
in the resolution uh again this is these
[1:45:24]
names are placeholders and can be
[1:45:25]
stricken and replaced with other names
[1:45:27]
if the county council so desires. But
[1:45:30]
right now, the current names listed in
[1:45:32]
the appointing resolution are are
[1:45:35]
council member Katherine Bu, council

he doesn't belong to a specific
[1:51:16]
municipality.

involved in their recreation site, runs

the softball program which is huge in

powers of the county council and one of
[1:52:27]
them essentially states the ability to
[1:52:30]
investigate um any matter of county
[1:52:33]
business or to contract external um
[1:52:37]
external parties for consulting on how
[1:52:39]
to best conduct certain county
[1:52:41]
businesses. Long story short, this would
[1:52:43]
be it says it in the resolution. It this
[1:52:46]
would be a legislative uh study
[1:52:48]
committee because ultimately what this
[1:52:51]
committee would be bringing back to the
[1:52:53]
county council would be a report and
[1:52:56]
recommendation for you all to consider.
[1:52:58]
So the idea being uh if the county
[1:53:01]
council wants to establish its own
[1:53:03]
committee to conduct or expedite its own
[1:53:06]
business, that is the business of the
[1:53:07]
county council. But um does that answer
[1:53:11]

halfway down and then have someone say
[1:54:34]
your process didn't didn't make for
[1:54:39]
public application. It was

how are you going to choose that

those together and this continuation of

experience. It sounded like and maybe

and we've been operating under that ever

since this whole thing with the fire

district came up and it needed to be
[2:01:40]
redone. Um so in my mind it was easier
[2:01:44]
to to peel the law enforcement piece out
[2:01:46]
because I can just deal directly with
[2:01:47]
the Weaver County Sheriff and and not
[2:01:49]
get it wrapped up in all the other
[2:01:50]
things. Um, so theou that I think you
[2:01:53]
have seen, um, he he did put a a value
[2:01:56]
to things if we needed those services
[2:01:59]
over there. Um, but I don't expect that
[2:02:01]
there's going to be anything that's
[2:02:02]
going to change in the way the process
[2:02:04]
has been working for the last 25 years
[2:02:07]
with any funding or any billing going
[2:02:09]
back and forth between Cash County andor
[2:02:10]
Weber County as it deals with law
[2:02:12]
enforcement services provided over
[2:02:14]
there. there's such just a tiny piece of Cash County in the Weber side that
[2:02:19]
would generate calls for service. Um,
[2:02:21]
and him looking back over I I I wanted
[2:02:24]
to be fair with him. I'm like, look and
[2:02:25]
see what the cost is. I don't want to
[2:02:27]
stick you with something that because
[2:02:29]
we're friends. Um, but he looked back
[2:02:31]
and looked at the addresses in the
[2:02:32]
geoence on where the people are mostly
[2:02:36]
in Powder Mountain from the Cash County
[2:02:38]
side and he can't come up with two or
[2:02:40]
three reports in the last 25 years that actually would be something for
[2:02:45]
them. Um, we already split search and
[2:02:47]
rescue calls between Cash and Weaver.
[2:02:52]
When somebody calls from the mountains,
[2:02:53]
it depends on which tower it hits off of
[2:02:55]
and which which search and rescue gets
[2:02:57]
called out. So, we share resources back
[2:02:58]
and forth already as it gets closer to
[2:03:01]
the border. Um, so I really don't
[2:03:03]
anticipate any cost coming from Weber um
[2:03:05]
by signing this. It just really lets us
[2:03:07]
work back and forth like we've done for
[2:03:10]
the last 25 years.

What really creates a bigger issue is we

can't get over there in any timely
[2:04:01]
manner in the winter. Um, and if an
[2:04:03]
arrest happens in at Powder Mountain,
[2:04:05]
it's in our county. They're part of the
[2:04:07]
first district, which is backing cash,
[2:04:09]
not in Weaver, which is the second
[2:04:11]
district. So, if there's a case over
[2:04:13]
there that needs an arrest made or
[2:04:14]
something, they can do the keep the
[2:04:17]
peace. We can always go over and do it.
[2:04:19]
But he's they will be the first
[2:04:20]
responders and they're happy to be a
[2:04:22]
good partner.

Is there, and maybe Kurt can answer

this, you or or Chad, is there any um

anything in here that addresses what if like there's two or three houses

that get built up there? They're in Cash
