map amendment, that would allow for housing in that particular area that is not currently allowed in,

So here's a testimony. I have not felt my mother's embrace in over two months is

our kidnapping by an undentified man. She is held at Corps Civic and California City
[33:10]
alongside other women of various ages, some as young as 20 and others as old as senior citizens
[33:17]
and wheelchairs. She and her fellow community members have experienced a few make conditions.
[33:22]
They are constantly cold and the building floods when there is a storm and tough bugs are narrow with no rail and has resulted in several woman falling and being sent to the clinic.
[33:35]
Many can not see the doctor and suffer from unrelated to unrated various conditions.
[33:42]
They don't always have access to water and when they do a taste heavily of chemicals and they often add sugar packages to make it drinkable.
[33:49]
This things and much more are being sober by several innocent lives who saw it out to this country and opportunity for the families.

To treat another human as less because of their place of origin or to call them.

I implore you to picture your mother, sister and grandmother in this conditions.

And he shared his testimony regarding what he had experienced while he was inside.

I arrived at our Golden State annex around the 11 A.M. after spinning three days in the ice holding tank.
[35:35]
We did not get to the dorm until 4 a.m. the next morning.
[35:39]
During this time, our witness and man being denied his heart medicine.
[35:43]
We were denitling water to drink, the detention center was built in, it did not have enough paid
[35:49]
orders to clean, so unpaid detainee were required to volunteer to force to live in the
[35:57]
unscennitarian environment. It also lacked sufficient clean supply, the chemical were overly
[36:03]
with it, and we had to use a garbage can as the press of water. The risk of infection was very high.

whose name is Leo, he was usually surprised that the doctors had messed up, they said my

doctors had messed up my veins when I went to the hospital.

I had a heart problem and a hernia.
[37:00]
I was suffering from chest pains, but it took about 10 days for them to take me to the hospital.
[37:06]
I had a negative experience.
[37:08]
In the ambulance, I felt like my veins were being ripped out.
[37:11]
After that, I always feel tired and I feel cold and unusual and I started to lose feelings in my hands.
[37:18]
When I told the doctor about this at California City, they started laughing at me and taking my claims and not taking my claims seriously.
[37:28]
When I was taken to the hospital, the facility staff kept all the info like the MRI results and prescription info.
[37:35]
I'm supposed to get a copy, but never receive a physical copy of my paperwork.
[37:41]
I was also supposed to get a check-up to two, but never did.
[37:47]
If anyone needs medical attention, they need to show, they need to throw themselves on the floor,
[37:52]
and act like you're dying, and not they'll not come to see you.
[37:56]
I don't want to be paralyzed or blind by the time I get out of here.

So basically this is a testimony from somebody who's in California City, who's suffering
[38:07]
gross medical negligence in California City.
[38:09]
And it's for this reason we're here to basically ask you and basically please please

please basically deny the permits and to close out the facility because it shouldn't be
[38:18]
operating especially since it's basically violating, you know, SB 29 and it's also
[38:22]
valid and it's not as operating without the permits.

permit for this type of business on the local laws.

The city has a responsibility to leverage and the city has a responsibility and leverage

and to suspend course civics operations, there are lots of reasons back in September,
[42:10]
there are a hundred books who went on a sit-in to protest the deplorable conditions.

There have been lots of testimony coming out on that, and I want to read one here to add to that.

So this is an anonymous testimony from someone detained at which has to remain anonymous out of fear of retaliation.

Things have been very unprofessional inside due to mishandling of some things like medication and court dates being postponed,
[42:38]
where people are detained inside for three to four months.
[42:42]
During my court hearing online, there was a screen that was black.
[42:47]
When it was supposed to show the judge and district attorney,
[42:52]
I'm concerned that I'm not even going to a real court hearing,
[42:56]
because I could not see the judge and DA.
[42:59]
I don't know if this was a TV issue inside California City,
[43:05]
or because it was a camera that was not working in the courts.
[43:07]
and I'm concerned because I've never been to a court where they did things like this.
[43:12]
In regards to medication, I went to CSI-Kiatras for my medication. I later found out that
[43:17]
the psychiatrist didn't put in the right order for my medications. So I did not receive my
[43:22]
psychiatric medication for days. I take psychiatric medication for my bipolar and schizophrenia.
[43:28]
The medical care is irregular. Sometimes I get my medication and sometimes I do not.
[43:34]
It has gotten to the point where it's been a couple of weeks and I don't get my education and the past
[43:40]
It's mostly been without meds for five to six days the staff at the detention center
[43:45]
Abuse their authority by sending you to the whole or to the solitary cell or people have blessed privileges
[43:51]
For example, I know someone who has sent to the whole because someone was coming and this person didn't want to give up his bottom bunk
[44:04]
So, yeah, it's clear that the impacts on individual lives is really big at California City,
[44:11]
but also the scale of this is so big that this weather, this SPR minor permit applies.
[44:17]
It seems really questionable.
[44:19]
This is the largest attention center in California that we're talking about,
[44:22]
2500 people are to be detained in this place.
[44:29]
And,
[44:32]
yeah, there's just a lot about the process that seems really unclear to me.
[44:37]
As we 29, this is supposed to be the second hearing for that, but the team, the legal team that I've spoken with has said that this 180 days is supposed to be here before hearing like this before a planning commission hearing.

So I'm urging looking into this.

But what you're trying to allow happen, which is the opening of the Detention Center is wrong,
[45:37]
Horse Civic is a criminal organization.
[45:41]
They are operating illegally.
[45:44]
They are the Tainees that they get are often apprehended illegally.

They're not given their rights.

The proof of this is last week, they had a hearing in Congress where the head of the
[46:01]
DHS, ICE, was asked about veterans that had been picked up.
[46:08]
And those veterans, one of them having a purple heart, was deported to North or South Korea.

Now, that person had a legal contract to be able to stay in this country, at a green card.
[46:23]
He was legal resident. He had done anything wrong. He just had the wrong color skin.

If you allow, of course, civic detention center to open your rubber stamping, that abuse of our rights.

America needs to stand up and stop this.

It's up to individuals at true level and your staff's level and the city council
[46:52]
levels to say, no, we're not going to do this.

Of course, civic wants to open a detention center.

Let them empty this out, pass all their permits and pass all their inspections.

And then they can start talking about bringing people in and the people that come in, let them have their legal rights.

You know, I want to say real quick that coming into this country illegally is equivalent to a parking ticket.

It's not that serious of an issue, and yet over 25 people have died in this country in detention centers.

It seems pretty harsh for a country to issue death sentences for a parking ticket, and if you want

to be a part of that, go ahead and improve the permit.

I don't want to be a part of it, and I will stand up and say, no, and I will continue

But the Kato Institute has reported their data has tracked the arrests between January and the end of July
[53:42]
and ISIS conducted over 16,000 street arrest of immigrants who had no criminal convictions,
[53:48]
no charges, no removal orders.

Their data tracks the arrest that do not include anyone
[53:54]
who is getting custody of any criminal justice agency.
[53:59]
Tom Homeman is quoted as saying ICE and Border Patrol
[54:02]
are detaining people, quote, based on the location,
[54:06]
their occupation, their physical appearance,
[54:09]
their actions like if the person walks away on quote.
[54:13]
ICE agents don't know the names of people
[54:15]
they're approaching on the street.
[54:16]
They are not targeting known criminals, they are racially profiling and targeting people
[54:21]
biggest on the color of their skin or what language they are speaking.

These arrest of immigrants or US citizens at work or on the street are the result of a
[54:32]
cruel quota system put in place by the federal government.

So the people being detained are not criminals, they are hardworking family members that are
[54:40]
being treated as criminals, except they are not given their due process rights.

we are all entitled to. The City Attorney and the City Council members take an oath to uphold
[54:51]
the US Constitution. I don't know if you take the same oath, but I would hope that all of us
[54:57]
as Americans would care about basic constitutional rights being upheld. Anything less is complicity.

All that is necessary for the triumph of evil is that good men do nothing. I am pleading with you

I want to read a testimony from someone who is currently being held in California City
[56:04]
in the ice detention facility.
[56:06]
And you said, while I was that golden annex, I developed a large access, the size of a tennis ball on one of my glutes.
[56:15]
I asked for medical help and was given a patch to cover the absets.
[56:19]
Before, during and after transport from GSA to California City, the Teaching Facility,
[56:26]
on September 4, 2025, I was forced to sit for 10 hours, mostly waiting around to be processed.
[56:32]
And it was during that time that the absets burst and it was bleeding and I was bleeding everywhere
[56:38]
I developed three more absets almost immediately. One on my left blue
[56:43]
On my inner thigh and on my right leg the infection made me have chills fever sweating and immense pain
[56:51]
I've asked for help multiple times during the intake, but was asked for only for my personal information
[56:58]
When I when I finally saw the nurse
[57:01]
I showed her the blood and the infected area and the nurse told me that they didn't have the supplies to clean my infected skin and I would and I would have to wait at least two days to see a doctor six weeks
[57:16]
and I didn't see a doctor. Finally I saw nurse during that process the guards began to
[57:24]
do the tiny way, the tiny count and I had the nurse to take my vitals. It was the only
[57:33]
thing that she could do at the time. It wasn't until two months after I arrived at California
[57:38]
city that I finally was given an antibody. But the wound was actually never checked out or treated.
[57:44]
The antibiotics did help fight the infection.
[57:48]
I continue to develop abscess throughout my body,
[57:52]
including on my knees, inside my nose,
[57:55]
and they bleed and are very painful.
[57:57]
Since the Ravana California City,
[57:59]
I have asked multiple guards for medical assistance
[58:01]
about 10 to 12 times.
[58:04]
I have eight documented instances where I've asked
[58:07]
for medical aid and was denied.
[58:09]
They eventually took blood work, took an X-ray,
[58:12]
And the chest X-ray because they thought that I may have tuberculosis.
[58:16]
When I acquired a biomarker, I was told that if the doctor didn't ask to see me, that I was fine.
[58:21]
I still never got my results.
[58:24]
I have developed severe itch and through all my body, and I have to use the Comps to scratch my leg.
[58:29]
It's very painful, and I feel like the itch and it's similar to when you get chickenpox, but I don't have chickenpox.
[58:35]
This has taken a psychological toll on me.
[58:39]
It feels important to mention that at the times when me and other detainees ask for medical care,
[58:49]
they are taken to the medical area, but forced to sit in way. Sometimes for hours,
[58:54]
only to be told that the doctor won't be able to beat him.

I'm a San Francisco resident, and I'm here to oppose the use of this facility as a detention center by Khor Civic.
[1:06:45]
About a month ago, my sister and her husband went to their routine green card interview in San Francisco.
[1:06:51]
The initial part of their application had been approved by USCIS.
[1:06:56]
I used to tame my brother in law during this interview and he remains inside California City today.
[1:07:03]
It's impossible to put into words the nightmare this has been for our family.
[1:07:07]
It took over 24 hours just to find out where he was.
[1:07:11]
And when we learned it was California City, we were devastated.
[1:07:14]
We found articles and lawsuits calling this place hell on Earth.
[1:07:19]
My brother-in-law is navigating an immigration civil offense, not a criminal offense.
[1:07:26]
Housing him and a former prison is wrong and inhumane.
[1:07:30]
My sister is not able to drive because she's disabled and there's no public transportation
[1:07:35]
to this facility and she cannot easily visit her husband.
[1:07:40]
My nephew is six months old and his first Thanksgiving was spent traveling seven hours
[1:07:46]
through the Mahave Desert to play Peacaboo with his father behind Plexiglas.
[1:07:51]
This is my nephew's life story now and my brother-in-law is missing his son's most precious
[1:07:57]
bonding and developmental milestones. Not to mention the scars this will leave and the recovery will
[1:08:04]
take when he's home. Children should never be separated from their parents and there are countless
[1:08:10]
studies on early childhood trauma and its life long impacts.
[1:08:15]
This is intergenerational trauma being created right now.
[1:08:21]
As much of a nightmare as this has been for my family.
[1:08:25]
For us, this is just a small window into the horror for families who face language barriers
[1:08:30]
who are detained for many months or years.
[1:08:34]
For families without lawyers or resources to navigate these complex systems.
[1:08:40]
the terror and the unknown. Your father, your brother, your mother, your sister, your daughter

And I've experienced firsthand the harsh values of immigration detention, spending two and a half years in detention,
[1:09:41]
including three-and-a-half in California City, somebody actually spoke, they made a comment.
[1:09:50]
The earlier testimonies, I was the one that was taken to administrative segregation for
[1:09:59]
not moving from books, and I would talk about the reason why later, my experience has given me
[1:10:10]
unique perspective on the needs for reform and the importance of prioritizing human dignity.
[1:10:18]
I'm here today to show, you know, to show my story and advocate for change in California City.
[1:10:25]
Since the opening, you know, that they did without proper permits, you know, that they weren't even ready.
[1:10:31]
They were understaffed and these led to a lot of the issues that are going on.
[1:10:39]
You know, I experienced significant delay to be attentive, and then when being attended in that regard healthcare.
[1:10:54]
I was dealing with a hand injury that happened at a period of facility, and despite trying to get medical attention, I faced delays and misunderstandings and even fell ignored by staff.
[1:11:06]
I tried to advocate for myself and others and found the complaint, but it didn't make any changes.
[1:11:16]
A lot of this is a bureaucratic issue, but we won't get into that.
[1:11:22]
The next issues that we were experiencing was the treatment that we suffered from staff.
[1:11:30]
And that goes from officers, free staff, nurses, doctors, and administration.
[1:11:39]
I have personally been involved and have documented situations where all of the both have been disrespectful and confrontational.
[1:11:49]
When you try to speak up with it,
[1:11:55]
you try to speak up about the complaints get twisted and just to get twisted to justify their actions.
[1:12:03]
It's like the system is more focused on protecting itself than our treating people with dignity and respect.
[1:12:10]
The next is retaliation that have experienced retaliation after speaking out and is particularly
[1:12:17]
frustrating when there are people in those higher positions that user training and experience
[1:12:25]
to find ways to plan it for people for exercising the right to report concerns, they are
[1:12:31]
trying to cite it and intimidate us.

maybe like saying, hey, this Domino's could be here. I don't know. But there's a group. There's

all these people that want to help and that if you have questions or if you want more information

for approximately 10 years, the difference between McFarlane and Baker's field and Cal City is

the difference between night and day. They're in incredible stories of problems that we've been

documented throughout the United States and this intention center. Previously, one of the family members
[1:19:14]
head upon one very important thing. If you go and visit in Cal City, which is very difficult
[1:19:20]
to do compared to the other ones, there's only 18 little screens with, you know, plexiglass
[1:19:26]
between it, it's very hard to communicate through it. People do not have a chance to touch or
[1:19:32]
or hug or a baby to, you know, a person to be with them. They are being held as prisoners at
[1:19:41]
level three prison. This is a detention center. There's supposed to have a chance to get an opportunity to look into the possibility of becoming a legal citizen here.
[1:19:55]
the international actually as said that the Cal City situation by course city is actually classified
[1:20:03]
as torture in a way of physical, lack of medical situation and mental. The whole situation
[1:20:11]
is unheard of for punishment for just normal type of things. I could go on and tell you
[1:20:21]
even worse things than you heard. There's already two people that had died and a couple of suicides at
[1:20:26]
temps already. The previous speaker, a couple of them, mentioned something. Cal City could make a difference.
[1:20:35]
This particular detention center should not even be in operating right now. These people are being tortured
[1:20:43]
without due process. They have not done to permits. They have not done anything. The structure
[1:20:50]
is not been looked into. Plus all the terrible things we're going on. As a planning commission,
[1:20:57]
you should stop right now. If this was another business, a hospital working on or whoever
[1:21:03]
didn't even have permission and you had any of any one of these violations, it would be put
[1:21:09]
down. So stop the situation right now. If not the proper permits, make sure that they've done
[1:21:18]
that and go from that. Cal State could be the first step in this nation and making a difference
[1:21:25]
in this deterioration of ghoul odds that are taking place for our fellow people in the world.

For example, I was quite civic allowed to operate
[1:22:19]
without proper permits at an incomplete application with the city.

Why is this allowed to happen under the watch of California City

elected officials and what can be done about this on a state level?

and festive bugs, people are denied access to food,

water, medical care, medication, and legal counsel.

People have been on hunger strike to protest conditions.

This abuse and deadly violence is all very well documented
[1:23:42]
as people were mentioning.

We should not be normalizing this violence,

and I know that you do not want to do that either.

And I know that as leaders in California City,

you do not want this staining the name of the city.

The Corset that became more of a formal facility in the sense of formality for the
[1:33:37]
profit making billions of dollars a year at the expense of the pain and the harm that they

exercise against hundreds and thousands of people. It would be great if you commissioners
[1:33:50]
will take the time to read time after time. Many different offices that have reduced reports of the
[1:34:00]
uses in terms of lack of medical attention, extended hours, months, and weeks of isolation.

Every level of labor abuse that you can imagine, it would be great if you would take
[1:34:20]
the time to understand and to know that course civic is a corporation, a private
[1:34:25]
for proper corporation that is after the money, and that is sadly taken advantage of cities
[1:34:35]
isolated that are selling a product, and this case for civic selling a product to isolated
[1:34:42]
communities. California City can do better, should do better, must do better, and you as
[1:34:50]
missioners have the responsibility to at least be on the right side of history and say go get a permit, do things right, and bring a true process of transparency and accountability to all members of your community. Thank you.

It raises private attendance to the services included in the

was an operating contrary to this spirit of SB 29.

We understand that the city has put in work and effort in combing through applicable local laws
[1:39:56]
and state laws to confirm next steps and we do appreciate that. Meanwhile,

Corsovic opened and began operating them lawfully without any such care.
[1:40:05]
Corsovic's rapid and shoddy opening is directly related to the terrible conditions inside.
[1:40:10]
From day one, the cells were dirty and medical care was negligent.
[1:40:15]
Disability rights advocates, there are an organization that's actually charged with monitoring facilities just like this.
[1:40:21]
They personally inspect the facility recently.
[1:40:23]
They toward the facility.
[1:40:24]
They spoke with orthodic staff.
[1:40:26]
They talked to people who were detained there.
[1:40:29]
And they issued a report finding that orthodic bill to provide access to medical medical care.
[1:40:34]
Utilized solitary confinement and necessarily also maintain staff who harassed detained people and failed to meet basic needs related to food water and clothing and we're happy to provide that part should you like to review it.
[1:40:48]
There has separately also been a lawsuit followed against Pacific on conditions alone.
[1:40:53]
That lawsuit is challenging the constitutionally inadequate medical care discrimination against people with disabilities and interfering with people's rights to hire and consult with their attorneys.
[1:41:04]
And if there's any doubt about these conditions, we're happy to provide any documentation you may need.
[1:41:11]
Members of the Planning Commission, I know that you're good people, and I trust that you are equally offended by the way people are being treated in this facility.

And while these moments can make people feel helpless, we trust in your leadership in this moment.

We trust in you holding courseific accountable to apply for a conditional use permit.

I want to acknowledge that we just heard from three people who are currently detained in
[1:53:42]
core civic before recess.
[1:53:46]
Planning Commissioner, you mentioned that it was indistinguishable to hear one of the community
[1:53:49]
members who was sharing his stories of the abysmal conditions inside.
[1:53:54]
These stories remind me when I was 17 years old and my parent was detained in an eye facility
[1:53:59]
here in California.
[1:54:01]
and human treatment, deplorable conditions with everyday life.
[1:54:06]
No access to medical care, no access to family, no access to legal counsel.
[1:54:12]
People who constitutional rights are being violated, left and right.
[1:54:18]
And so I just wanted to honor the stories we heard from a mother, we heard from a 15-year-old
[1:54:23]
senior man who has retained and heard all his life and been deported.
[1:54:28]
Many people here on this call are you're wondering why people are calling in from around California because this impacts our entire state.
[1:54:36]
Core Civic is operating the largest private prison or private detention facility in California without a valid business license and conditioners permit since April I believe this year.
[1:54:48]
If they are operating without adherence to local and state laws was happening behind these prison walls.
[1:54:55]
Since June 6th, 10,000 Californians, according to Department of Homeland Security, have been arrested during mass immigration rates and in-discriminate arrest conducted by mass heavily armed federal agents, I work places on our streets and in our neighborhoods.
[1:55:14]
And even in sensitive locations like schools, hospitals, and churches, guns, drawn at pastures in downing Los Angeles, California.
[1:55:23]
Federal agents are arresting Californians based on the color of their skin, the language
[1:55:28]
to speak, and the type of work that they do. We're seeing federal agents every attacking,
[1:55:34]
arresting and retaining Californians without identification without biological warrants,
[1:55:41]
and without regard for our constitutional rights. Our mothers, our fathers, our grandparents,
[1:55:46]
our siblings, our co-workers, and our neighbors are being hunted and arrested in our streets,
[1:55:53]
across Los Angeles and California, by the authoritarian government by his secret police force,
[1:56:00]
and being transferred to California City, where their rights are being violated, left and right,
[1:56:06]
and are forced to live in a business condition that no human being on God's Green Earth should ever have to be subjected to.
[1:56:14]
We are here to respectfully urge you to exercise your power and enforce California, cities,
[1:56:20]
municipal codes, and protect public safety for all of us by requiring that core civic
[1:56:26]
follow the law and apply for conditionally use permits and keep them accountable. We, the
[1:56:33]
people of California choose dignity and justice. Core civic, the billion dollar private
[1:56:37]
prison corporation will always choose profit, over health and safety, over the local economy,
[1:56:43]

we have a congregation that's over in Ridgecrest.

And I mean, I just want to echo some of the things
[1:57:30]
that everybody else is saying on one hand,
[1:57:32]
in terms of the conditions in Cal City,
[1:57:34]
we have a decant who has gone over to the detention center
[1:57:41]
to visit folks and has noted the abysmal conditions.
[1:57:44]
And in addition to that, it's having an impact, not just on California City, but on the surrounding region as well.
[1:57:53]
We have, I think, Michael's Ridgecrest, a Spanish speaking congregation that has been meeting there.
[1:58:01]
There was thriving and is now on the brink of disappearing essentially, people are too scared to go outside,
[1:58:08]
because they know that this detention center is in Eastern Kern County and in relatively
[1:58:16]
nearby. So it's not just impacting Cal City, it's impacting the entire region. And as a
[1:58:25]
person of faith, I mean, I'm a Christian for us, the belief that Jesus says, when you welcome
[1:58:35]
stranger you welcome me. That word that's used, it's actually the same root word of xenophobia,
[1:58:44]
xenos, and Greek, and the Bible. And so in our own faith tradition, this is something that
[1:58:51]
is essential that we are not antagonizing those who are, well, we're welcome the stranger,
[1:58:59]
you're welcome the foreigner, not to persecute them.
[1:59:04]
And so I just plead with you.
[1:59:08]
I've been to Cal City.
[1:59:10]
I've seen actually the condition of the buildings
[1:59:13]
that you have there.
[1:59:15]
And like I've been to Coyote Cafe, had a great breakfast there.
[1:59:19]
I know that they would never serve muddy water there,
[1:59:22]
and that would never be allowed by your city.
[1:59:24]
And so I asked that you would hold all structures
[1:59:27]
to the same standards that you hold everything else and not allow this detention center
[1:59:33]
which is under a horrible conditions. This is everybody's mention to operate within your community.

My father is 60 years old. He's not a, he's not supposed to be there. He's, he doesn't get his medicine.

whenever he gets his medicine to his medicine if he's too high or too low, he's been
[2:00:31]
hospitalized, he's been hospitalized, about three times he got there, I think he got through
[2:00:36]
the August, he got through the August, and he's been hospitalized three times, he's recently
[2:00:40]
changed him to a new dormitory, the conditions are really bad, there's no dormitory, there's no water,
[2:00:47]
the toilet stone flesh, there's no water, the toilet stone flesh, they really don't care about you
[2:00:55]
They're like, if you're in there, they don't care about you at all.
[2:00:58]
They just treat you like animals,
[2:00:59]
cause like, that's what they think you are.
[2:01:01]
They treat you like animals, cause they think you have no feelings.
[2:01:05]
People have died.
[2:01:06]
There's four people that have died due to them,
[2:01:08]
not having a medication in there.

I'm going to tell you the following.

I'm August 29th, 2020 phase, we're transferred with us.

Our private noise to our lawyers or families or ourselves, upon arrival, we were padded down in a sectioning
[2:15:05]
a truce of way where our private's were touched and wrote, I found never felt so uncomfortable in my life.
[2:15:12]
Having multiple officers everywhere we were padded down sectioning, private's were touched for the yard,
[2:15:19]
a private's were touched for the medical. It's a very military camp I would say is not even a detention facility.
[2:15:27]
The medical neglect is rampant.
[2:15:32]
I have back follows and I ask for a back raise and I'll soon be told that they don't provide that there.
[2:15:39]
I've heard a thousand people grow without less for over two weeks.
[2:15:44]
Another one went to medical and man down because he had severe stomach pains and couldn't even walk.
[2:15:50]
Upon arrival to medical, it told him that he could buy the medicine himself, a commissary.
[2:15:55]
He said that he was a severe family he needed help and they gave him two options.
[2:16:00]
It's all the other.
[2:16:00]
You go to the solitary attic or we take you back to yourself.
[2:16:05]
But he was forced to go back to himself because he was thrown with solitary confinement
[2:16:10]
by the medical personnel and officers there.
[2:16:14]
People's sightness were discontinued.
[2:16:17]
People were going through really hard times because they couldn't function without the
[2:16:23]
conference, property was lost since day one, upon transfer from out of that place, one
[2:16:32]
detainee asked for a sample that was missing for his property and sent facility staff
[2:16:37]
50 told them that they were going to look for it, but never did. Then all of a sudden we
[2:16:42]
accidentally got pepper sprayed and left it to a holding tank for over 2 hours and that's
[2:16:47]
when we were taking out and changed and finally a nurse came and asked us to bring water. That's
[2:16:52]
We talked about that until we were a pepper spread and choking, we had to hang on the windows
[2:16:57]
and tell them that we were choking and the holy taste because we were a pepper spread.
[2:17:03]
The wherers fix out against these people and the facility, that's where a lot of people
[2:17:08]
are remaining in anonymous, if you notice, because retaliation is mandatory, they're going to
[2:17:14]
come for you, they're going to take you to the home, they're going to find a reason to take
[2:17:17]
you to the home, whether you're in the shower late or count or anything.
[2:17:21]
Speaking of cows, there's excessively a lot of cows
[2:17:24]
there, six count cents in which we're locked in ourselves
[2:17:27]
we're over two hours, there are numerous officers
[2:17:31]
walking counting, like they can't count 80 or so
[2:17:34]
individuals in every pot, and the way I see it as a way
[2:17:39]
for them to take a break because they're being overly
[2:17:41]
worked,

they want us to have three cells, but they'll

provide cleaning materials, sanitation, disinfectant,

for example, there's none exist in there, they only

past the requirement of SB 29, which mandates that any business
[2:18:35]
license permits or other instrument, authorized and
[2:18:38]
immigration attention, definitely must include two public
[2:18:42]
hearings and provide the public with 180 days. This hearing does not
[2:18:47]
need that requirement. Anything short of that fails to satisfy the laws
[2:18:51]
intent of transparency and meaningful public participation.
[2:18:55]
But I'm really moved by the people who were able to show up, you know, really last minute because this hearing was scheduled very last minute because we are really worried with the direction that this decision is going and we are here tonight to urge you to use your authority to protect the community.
[2:19:18]
At a minimum, the city must require a core civic to apply for the correct permit, a conditional use permit.
[2:19:27]
Any permit previously associated with the facility does not apply.
[2:19:31]
As it formally operated as a state present, immigration processing center could not be grandfathered into prior permits or contract.
[2:19:40]
There is currently a pending lawsuit against California City and, of course,
[2:19:44]
with challenging this exact violations, violations of SB-29, and the city's failure
[2:19:51]
to follow required local legal and public processes before we opening this facility
[2:19:57]
as an in-equation detention center.
[2:19:59]
The California City Council has attempted to downplay this issue by claiming its
[2:20:04]
a federal matter, or that they've said that they've visited the facility and it looks
[2:20:10]
fine to them. This is not solely a federal issue. It's also a matter of local authority
[2:20:17]
and the enforcement of local law. The city has both authority and the discretion to deny
[2:20:24]
a condition on this permit, because as you heard from testimonies of the testimonies,
[2:20:29]
that this is not what our community need.
[2:20:32]
Our urge to exercise our power and the interest of transparency, accountability, and human dignity.
[2:20:40]
I'm here pleading again, pleading you the planning commission to take immediate action
[2:20:46]
and enforce California's cities, municipal codes, and protect public safety.
[2:20:51]
Failure to act enables a lawful conduct and allow human right violations to continue unchecked.
[2:20:58]
As you've heard from numerous types of morning, since our lovely detainee, people in August of this year,
[2:21:05]
hundreds of complaints from detainee individuals that are using etiquette have documented deplorable conditions,
[2:21:12]
ongoing abuse, neglect, retaliation, UN, the California City Health Department, the legal and ethical obligation to enforce our local order and protect the community that is affected by this facility.
[2:21:28]
I play with you once again, that you will sound the right side of history, and exercise our power
[2:21:35]
to hold course over the count of rule, because no one in no corporation is above the law.

Hi, good evening. My name is Reverend Deborah Lee, and I'm the co-director of a statewide
[2:21:55]
organization called Interface Movement for Human Integrity, and we bring together people
[2:22:00]
a faith, faith leaders, and people a faith people trying to live out their faith in a way of
[2:22:06]
integrity. And what does it mean to be a person of faith in the complex and challenging times that we live?
[2:22:12]
One of our core beliefs is that every person is a great, every person is a child of God.
[2:22:19]
Every person has dignity, and that has been evident in this call tonight. We've heard from
[2:22:23]
ever. We've heard from Jonathan. We've heard from Gabriel. We've heard from Monica about her father
[2:22:29]
and Raphael, from his mother, and we bring to mind a father who was snatched away from his six
[2:22:38]
month old at his green card appointment. So there are so many children of God that are living in
[2:22:44]
your community and are being deprived of their basic humanity. There's an elderly Vietnamese monk
[2:22:51]
who, you know, was detained from a monastery did not, does not speak much English.
[2:22:57]
He has memory problems, and he could not remember any of his contacts.
[2:23:01]
He has a daughter, but he didn't know how to contact her.
[2:23:04]
I was no information at all.
[2:23:06]
These are the people who are getting lost and harmed by this institution in your community.
[2:23:12]
I am haunted by the words and the letter that I received that said,
[2:23:15]
please, we need help.
[2:23:17]
We have no medicine, and we do not have enough food.
[2:23:21]
people are being denied religious services. They're being denied contact visits, just the basic
[2:23:27]
ability to speak with their loved one, not through glass and a broken phone. And you could
[2:23:32]
say the quality of the phone that we heard today. And being just being denied communication
[2:23:36]
in general, they're being denied letters that I have sent in. I could go on and on, but I just
[2:23:42]
want to say that the choice, you have a choice. And I probably, I'm guessing that many of
[2:23:47]
people to face and you have a choice. And I want to say, we are here to give you courage.
[2:23:53]
We are here to tell you that you're not alone and we all stand in this moment in history
[2:23:57]
to make courageous decisions. I want you to please hear the cries that you have heard tonight.

Jesus says that the greatest, I'm a Christian. I want to say that Jesus says that the greatest
[2:24:10]
two commandments are to love God with all your heart, with all your soul, with all your mind. And then
[2:24:14]
The second is to love your neighbor as yourself, and so I'm asking you to just love your neighbor,
[2:24:21]
and to decide with your neighbors, not the billionaire corporations who don't give a damn about you,
[2:24:26]
and who use their money to circumvent democracy in California.

When the legislature California already said that private detention isn't immoral business,
[2:24:35]
they threw their dollars at it, and they circumvent a democracy.
[2:24:38]
They don't care about Californians, they only care about their shareholders.

So asking you to side with the people, their voices will haunt you, their traumas will
[2:24:47]
haunt you.

But we are here to stand with you and you could join the lawsuits.

California City has already been sued twice.

together and build leadership of families and factor. So I'm very proud of all the folks
[2:28:53]
that share their story today to be able to share from inside of detention centers and speak out
[2:28:59]
against this issue. It's just really amazing that that that that that that's able to happen
[2:29:04]
that you all can hear from them. As somebody who's been detained in a core civic detention center,
[2:29:09]
I can attest that they're all the same, they're all for profit, they're all there to destroy
[2:29:16]
communities and give a vision of like a thriving economy where all it does is really devastating
[2:29:21]
people. And I think the cool part about which you are facing here today, all of the people
[2:29:27]
who can talk to you about these permits, if you are actually revoke a permit or a night as permit,
[2:29:33]
like Yalkin automatically be eligible to apply for heel funding.
[2:29:40]
Keele is a budget initiative that the D&D coalition helped pass
[2:29:44]
a dedicated $5 million to incentivize California localities to
[2:29:48]
divest from immigration detention by providing them funding to invest
[2:29:52]
in new industries and dignified jobs and economies.
[2:29:56]
As many as being held by the workforce development statewide,
[2:30:00]
And by denying these permits, you all can tap into this money and collaborate with local communities to envision how you can bring jobs that are not just good for the land, not just good for the future, not just good for your economy, but dignified well-paying jobs, and you can work with community to apply for this and it's a great opportunity to work to again envision with your local members, which we all want to see in California city. We keep being sold, right? But there's only this way of making a decision

money and this economy off of our backs and and we are saying no we don't want that it's clear here so again we are willing to work with you all to talk more about heal
[2:30:39]
to envision what can be done by tapping into this $5 million and work with and work out with the workforce development and that's all thank you.

But to me, it's really asking for the council for you to really do your job looking at local permitting to ensure that you're following the law, to make sure that transparency and democracy, you have so many people here that do not represent the values, of course, civic and I'm sure and I'm hoping that it doesn't represent the values that you hold, transparency and democracy and the impact that are going to have on your law,

economy and workers rights from people that work and those attention centers not only
[2:32:20]
the violation that happens for people that are detained but also from the own people that work
[2:32:26]
there and not to mention all the environmental impacts of course if they could be in there so
[2:32:32]
again I don't think there's much to say I'm hoping that you hear what people share today
[2:32:39]
And what they've been sharing all this time and that you listen and most important that you do your job.
