[0:53]
for the board of commissioners August
27th, 2026. If we can please uh rise and
[0:57]
salute flag,
[1:07]
» one nation under God, indivisible with
liberty and justice for all.
[1:16]
» Uh prior to tonight's meeting, the board
held an executive session for legal
[1:19]
matters. [snorts] Um next up is citizens
to be heard. Is there anyone to be
[1:24]
heard?
>> Yes, ma'am. If you could come up to the
[1:28]
microphone and state your name and
address.
[1:32]
» We You can You can come up. I just need
your name and address.
[1:36]
» Susanna Mitchell. Mr. Young.
>> Good to see you.
[1:39]
» 205 Andrew Road,
Roseville, Pennsylvania 1 19320.
[1:45]
» Thank you.
>> I have been a 42y year resident of the
[1:49]
home I'm in that I just gave you the
address for. and I remember when you
[1:53]
started out as a
>> member
[1:55]
» few years ago now.
>> The reason I'm here tonight is to check
[1:58]
up and make sure I've been given the
proper information
[2:02]
behind my house which is a butts
hillside apartment complex is a is a
[2:08]
hill. That hill has trees on it. Right
now, there are fallen trees on it, and
[2:15]
there are two trees that are over 100 ft
high that have severely encroached on my
[2:21]
property. I am petrified one of those
trees is going to come down and take out
[2:27]
my house and possibly some of the other
town houses on Andrew Road because we're
[2:32]
town houses. So, naturally, we're next
to each other. I've made contact with
[2:37]
the apartment manager and her name is
Nancy. We have not talked directly, but
[2:42]
she's been very kind and leaving me
messages and telling me what she's
[2:47]
doing. And today, she left the message
that Kalen Township is going to make a
[2:53]
site inspection in September on this for
my concerns. So, I want to verify that
[3:01]
that is correct because this is very
serious. I want those trees down by by
[3:08]
winter. Every time we get a storm like
this or high winds and with the trees
[3:14]
that are down already, they're laying
behind those 100 foot high trees just
[3:19]
putting more weight on them. If they
come down, my house is the first one
[3:23]
they're going to take out. And so it's
this is critical to me as a 42-year
[3:29]
resident. Um, so does anybody know if
you're scheduled to make a side
[3:34]
inspection behind uh this property or
anything?
[3:40]
» Don, do you want to answer that?
>> Um, we can certain I'm not sure uh in
[3:46]
this moment, but we can certainly look
into that for you and get back.
[3:49]
» Okay. Okay. Um, if I can give you my
card and if we can communicate tomorrow,
[3:53]
so give me a call. I can take down your
contact information, give me a little
[3:56]
chance to look into it and we'll be
happy to to see what we can do.
[4:01]
» I am have been a past president and
treasurer and secretary of our
[4:05]
homeowners association which several
gear years ago we turned over to a
[4:11]
management company to to take care of
the HOA. I reached out to them first and
[4:15]
they informed me that this piece of
property land was indeed owned by
[4:19]
Hillside Apartments. I checked the deed
book. I know who the owners are, where
[4:23]
their address is, yada yada. So, I can
give you all that information and I
[4:27]
don't want to waste anybody's time. So,
that's why I'm here and
[4:32]
» I will do that. Thank you all so much
for listening to me.
[4:35]
» Bring it to our attention.
>> Is there any questions anybody else has
[4:39]
for me?
>> Okay.
[4:41]
» Thanks. Good to see you.
>> Thank you for your time. Thank you so
[4:43]
much.
>> Thank you.
[4:44]
» Yes, sir.
>> Yeah, if you just you need to come up to
[4:48]
the microphone because we are online.
>> Yeah, you can do it now.
[4:56]
» Just your name and address, please.
>> How you doing, everybody? My name is
[4:59]
Sean Donnelly. I live at uh 144 Lilac
Court. It's in the Meadows at Hillviews
[5:05]
of the 55 and older.
>> Okay.
[5:07]
» My property backs up to Moore Road.
>> Okay.
[5:10]
» Okay. We're having two slight issues
over there. I just want to get some
[5:13]
clarity on. Um throughout the spring, a
neighbor across the street from me is an
[5:19]
existing person who's lived there
probably for years. He lives there by
[5:22]
himself
and he has dogs. I don't know. I don't
[5:26]
know if he has a dog or dogs, but in the
springtime, I don't want to get into a
[5:31]
lengthy thing here. Something was going
on over there. He works a regular job
[5:36]
from like 6:00 to 3 or whatever. Then he
comes home and he cuts grass or he plows
[5:40]
or whatever, but he lives there by
himself. When he comes home,
[5:45]
he either brings the dog out
or
[5:50]
puts it right by the door and leaves.
And from the moment he leaves,
[5:57]
the dog starts barking
for hours. I'm not talking about an
[6:03]
hour. I'm talking about in the
springtime. There was times that dog
[6:06]
barked from 5:30 to midnight
>> on Tuesday because I stopped down at the
[6:14]
police station yesterday. Talked to a
officer by the name of Torres. Really
[6:18]
nice guy by the way. He's went through
everything with me.
[6:21]
And the night before
gentleman came home. I was standing on
[6:27]
my outside patio. I watched. He got in
his truck and he left at quarter of
[6:32]
five. The dog was barking when he left
as he was pulling out of the driveway
[6:39]
and continued to bark till 8:00 when he
pulled back in. I mean, constant
[6:44]
non-stop.
Yesterday,
[6:48]
same thing. 3:30 to 6:30.
So, the springtime I put up with I said,
[6:54]
you know, I said to my wife, it's my
wife Debbie. I said, maybe he got a new
[6:57]
puppy. he's trying to train him, blah
blah blah. I just let it go. It was a
[7:01]
pain in the neck, but I let it go cuz
when that happens, you can't have your
[7:05]
windows open. You know how you guys had
your windows open that nice night the
[7:08]
other night? Not in my house. I got to
close the windows, the doors, and put
[7:12]
the air on because of the noise from
that dog. Okay. And so the officer
[7:18]
yesterday tells me
I had a note. I says, "Look, I I was
[7:23]
going to put this in his mailbox." You
know, I said, "Hi, neighbor. I don't
[7:27]
know if you're aware of it or not, but
when you leave your dogs barking like
[7:30]
crazy, it's annoying. Blah blah blah. He
says, "Let me do something." And he
[7:34]
added his name and he wrote a little
note. If you could take steps to He's
[7:39]
not getting that note. I taped it to his
mailbox. He went to his mailbox twice
[7:44]
and left it there and it poured down
rain. So, that's done. [laughter] So, I
[7:48]
don't know. I don't know where to go
with this issue because he said officer
[7:54]
Torres
that that dog barking
[7:58]
is under the noise issue.
>> So
[8:02]
» that only is enabled from 10 at night to
7:00 in the morning.
[8:05]
» So yes sir, but however and we can I can
certainly talk to the police chief
[8:09]
tomorrow. So what you have to do is you
have to call unfortunately you have to
[8:13]
call the police while it's going on. So
the police enforce I I can enforce it as
[8:18]
a zoning officer, but the police have to
enforce it when it's occurring
[8:23]
» because I can't like I can't do anything
about it be if I'm not there when it
[8:28]
» I understand that. But here's the issue
though. So suppose I call up, he's
[8:32]
barking like crazy.
You come, he's home by then.
[8:38]
» Yeah. Well, it's a catch 22. But I when
we've had it happen in the past because
[8:42]
it's not a completely isolated incident
at some point we'll come and he'll be
[8:49]
barking and that's why we use the police
to do that. That's why the police help
[8:52]
us enforce that because the police are
unless they're on an emergency. The
[8:56]
police will come right away. They don't
come like an
[8:59]
» I want to try not to bother them for
trivial stuff like that. You know what I
[9:02]
mean? It's nonsense. But
>> that's why I was going to try to note
[9:05]
unless you want me to try to note again
but that one got soaked in the radar. I
[9:10]
he's not getting that.
>> Well, I would call the police when it
[9:12]
occurs.
>> Okay.
[9:13]
» And I would also keep track, keep a log.
>> I So you have a private
[9:18]
» spring, but I threw that one away.
>> I thought it was going to be over
[9:21]
because I guess the summer came. He put
his air on.
[9:23]
» Yeah.
>> And that stopped. I'm serious.
[9:26]
» The township can do what it can do, but
you also have private rights. So there's
[9:29]
private nuisance claims. Okay. So if you
if if the me and I'm not saying it
[9:33]
won't, but if the measures at the
township can take, don't abate the
[9:37]
issue. You have private rights. So keep
track of it, videotape it. Literally
[9:42]
keep a calendar what happened, when, how
long it occurred, and videotape and just
[9:47]
keep keep good records.
>> So the law hopefully at some point will
[9:51]
will protect you and help you. But you
have in addition to public rights, you
[9:54]
have private rights.
>> Yeah. Well, and that's the other thing
[9:58]
you call the SPCA. Yeah,
>> but the uh you you won't be bothering
[10:02]
the police. They we work cooperatively
doing that and that's kind of the best
[10:06]
resolution. Usually the noise complaints
I count on them to go they'll do a
[10:11]
police report then I can use it from a
zoning perspective. The police can cite
[10:14]
them too if it continues to happen.
Okay.
[10:17]
» But then I can use the police report
from a zoning perspective.
[10:19]
» I mean Officer Torres told me as soon as
I told him the address, he said he's
[10:23]
been cited before for the dogs running
loose or something. I've never seen
[10:27]
that. But I mean he's been cited before.
So for something, you know.
[10:30]
» Yeah.
>> Um
[10:33]
» the other issue I have is not a good
one. [laughter]
[10:38]
» My house backs up to more road. Okay. In
November of 2025, I called the police
[10:45]
department. Okay. About the speeding
that's going on on that road. Okay. I,
[10:51]
you know, I said, "Hey, why don't we do
this?" I said, 'Wh don't we get one of
[10:55]
the electronic boards, put it out there?
They came a week later, put the
[11:00]
electronic board out there. I don't know
if you're familiar with Moore Road, any
[11:04]
of you? They put it at the near the
bottom of the hill. It did nothing. They
[11:10]
left it there for a month. People were
coming over the top of that hill. They
[11:14]
drive on that road going 45 and 50 miles
an hour. And I'm not even exaggerating,
[11:21]
okay? The speed limit's 25.
>> I feel like I have a highway out back in
[11:26]
my house between the hours of 6:30 in
the morning and 9ine. 4 in the afternoon
[11:32]
to 6. It's the It's a cutth through rush
hour thing and it's insane. It's not
[11:38]
safe. First of all, I I see cars going
down that road going 60 at least.
[11:45]
» So, sir, we um the chief isn't here
tonight u yet. you had something you had
[11:50]
to attend. But um we in the last year,
the beginning of this year, we just
[11:55]
started a traffic unit.
>> Um so uh we've been going around
[11:59]
patrolling because we've had we get tons
of these complaints. Um so we um have we
[12:06]
will alert the chief to this road and
the traffic unit can start patrolling
[12:11]
that. Um okay. And uh
>> I mean when I made the initial report, I
[12:16]
gave him the times, you know what I
mean? And that's not to say they don't
[12:19]
do it in between, but that's the worst
times.
[12:21]
» So, finally, we are fully staffed and we
have the ability to to do these type of
[12:26]
things. And we have uh mobile boards
now, not just the the trailer, but the
[12:31]
little ones that we can put on a sign,
too.
[12:33]
» So, um we we will alert the chief to
this um to this issue on this road and
[12:39]
we'll put it on the list of roads to to
be looked at.
[12:42]
» Okay? because he had he had told me I
don't know if it was the chief or not
[12:46]
but he had said
>> something about these lines he was going
[12:49]
to try
>> with measures because they can't give
[12:52]
tickets because they don't have radar
guns
[12:54]
» so we can use different system but it it
takes multiple officers to operate it
[12:59]
that's why in the past we haven't been
able to do that um if the state and you
[13:04]
could help us with this if you contact
your uh state rep and senator get them
[13:08]
to allow local municipalities to use
radar we can have one officer doing um
[13:14]
uh speed uh citations versus having two
to three officers doing speed citations.
[13:21]
So um we will put it on the list and to
to look at but if you can also help us
[13:28]
by letting your legislators know that
you want us to have the ability to use
[13:32]
radar.
>> I was at Dan's office yesterday. I
[13:35]
talked to Bill.
>> Okay.
[13:36]
» He told me it's not going to pass again.
>> Yeah.
[13:39]
» So he said they've been trying for
years. So my my point to that is that's
[13:44]
never going to pass because evidently
people don't want it
[13:48]
on a certain side of that
Congress up there at the state, right?
[13:53]
They don't want it because they think
it's going to they're going to abuse it.
[13:57]
The police will abuse it to make money,
which I find ridiculous when we have
[14:00]
issues like I have going on. So here's
my thing. If it's never going to pass,
[14:08]
what's the other alternative? So, one
thing we have uh this board has done is
[14:12]
fully fund the police department, which
allows us to have a traffic unit. Um,
[14:17]
you know, it's taken us years to get to
this this place, and unfortunately, it
[14:21]
takes a lot of revenue to do that. The
police department's over 50% of the
[14:24]
township budget. Um, but we as a
collective group here have invested in
[14:29]
the police department in order to be
able to do that.
[14:31]
» I think that's great. But, see, in my
opinion,
[14:34]
that's that road's a quarter mile long,
that's all. And it's out of control. And
[14:40]
you know what? It's never going to
change because you know what? They know
[14:44]
that they can get away with it. I think
I think they know it.
[14:47]
» So, we can cite them. It just takes
multiple people to do it. So, uh we will
[14:51]
alert the chief. Will, uh um will the
chief be at the next meeting? Do you
[14:56]
think
>> he's expected to be here?
[14:57]
» Okay. So, if you want to come back to
the next meeting, which is uh the second
[15:01]
Tuesday of um September.
>> Um the chief will be here and maybe we
[15:07]
can report back to you. what what we're
going to do.
[15:09]
» I don't I don't know how you guys all
feel about that, but you know, you hate
[15:12]
to waste a police resource for that
being it's so involved, two officers,
[15:19]
lines, this that.
>> Has anybody ever thought if it's
[15:23]
feasible for speed humps over there?
>> So, there's a whole thing about with
[15:29]
PENDOT that uh you it is almost nearly
impossible to put a speed hump or speed
[15:34]
bump in.
>> That's road though, isn't it?
[15:36]
» It it is. But we have to follow Pendot's
regulations or we lose the liquid fuel
[15:40]
money for that road.
>> Oh, really? Yes.
[15:42]
» Cuz that's not what uh they said over at
Dan's office. Okay.
[15:46]
» Yeah. So, we have to follow Pendot
regulations.
[15:47]
» I mean, I was just thinking a little
6-in hump with a sign, it's over with.
[15:50]
You know, you don't even need police.
>> But yeah, there's there's whole
[15:54]
regulations to put one in. Okay. Um what
and that that takes and the other thing
[15:58]
is people come and ask us to do speed
studies and we don't want to do that
[16:02]
because typically when we do a speed
study the speed limit is actually
[16:06]
increased not decreased.
>> Okay.
[16:08]
» Um because you have to take the 85th
percentile of uh the speed that people
[16:13]
are traveling um and because that's
where most people feel safe driving. Um,
[16:19]
and PENDOT requires you then to take
that 85th percentile and move the speed
[16:23]
to that number. And typically it's up,
not down.
[16:26]
» Oh, I probably is. I mean, let's face
it, this the speed limit signs are
[16:30]
antiquated, right? They all said 25. But
when I see 25, I think 30 32 is good,
[16:37]
not 50.
You know what I'm saying? That's the
[16:41]
difference.
>> So, we will definitely uh add that to
[16:44]
the list. If you want to come back to
the next meeting, the chief will be here
[16:47]
and he can uh explain anything I didn't
explain.
[16:49]
» So, the second one in September,
>> that's the second Thursday of September.
[16:53]
» Right. Okay.
>> Yep.
[16:55]
» Thank you all for listening. Sorry it
was took that long.
[16:57]
» Mr. Donley, I just want to stress the
point that you're not wasting police
[17:02]
resources. The police are there for
public safety. This is clearly a public
[17:06]
safety issue.
>> Well, I mean, if they were short-handed
[17:08]
or whatever, you know, that's what I'm
talking about. I got the impression that
[17:11]
that's what was happening last couple
years. So you don't want to take that
[17:14]
away for that.
>> But we still want to make sure the
[17:16]
public is safe and has the quiet
enjoyment of their home with the
[17:20]
unfortunately the dog as well. So
>> Okay. Thank you.
[17:23]
» Thank you. Thanks everyone.
>> Thank you.
[17:25]
» Anybody else for public comment? Anybody
online?
[17:30]
» Just a question. Is Commissioner Evans
online? He
[17:33]
» is not.
>> Okay. I just want to make sure before we
[17:36]
do any roll call votes. Okay. Um no
presentations. So, next up is township
[17:42]
solicitor.
>> Thank you. The first thing is a public
[17:45]
hearing to consider an amendment to
chapter 74 and chapter 120. Um, so we
[17:50]
had to advertise tonight's hearing in
the daily local on August 19th, 2026.
[17:55]
And I sent a copy of the ordinance for
public inspection to the law library in
[18:00]
the Daily Local on August 18th. I think
I explained this uh amendment to the
[18:05]
board at a prior meeting. Um, in working
with Ry, we realized that chapter 74,
[18:10]
which is your driveway code has an
appeal provision that allowed somebody
[18:14]
who disagreed with an interpretation
rendered by Ry or LOL to you, which
[18:18]
doesn't really make a lot of sense. So,
we changed that section 7410 to say that
[18:23]
if you disagree with that
interpretation, you still have the right
[18:25]
to appeal it, but that appeal will have
to be filed as a local agency appeal
[18:29]
before the Chester County Court of
Common Please. So, that's the first
[18:32]
section. And then the second section um
is changing the property maintenance
[18:36]
code appeal provision. So again, you're
going to appeal um instead of right now
[18:41]
it's worded that you appeal to the COG
board of appeals, which that's really
[18:45]
more set up for building code appeals.
We've taken that out now, same thing
[18:49]
that the appeal method is actually
through the district court because your
[18:53]
property maintenance code is enforced in
a summary criminal matter. So those
[18:57]
citations are filed with the district
justice and if they go to the district
[19:00]
justice hearing and the district justice
finds them liable for a property
[19:04]
maintenance violation, they have the
right to appeal that to the court of
[19:06]
common police. So we're just modifying
those appeal provisions that really
[19:10]
should have been that way from from the
outset. So pretty uh straightforward,
[19:14]
very limited scope amendment. Happy to
answer any questions.
[19:17]
» Any questions from the board?
>> Any questions from the public?
[19:24]
I don't see any hands raised online
either. Um, all right. Then I will
[19:28]
entertain a motion to approve ordinance
2026-09
[19:31]
amending driveway section 7410 and
property maintenance section 10 120-2.
[19:38]
» So moved. Second.
>> Figure that one out.
[19:41]
» Yeah. So, uh, moved by Commissioner
Kennedy, second by Commissioner Thomas.
[19:46]
Uh, any
>> third?
[19:47]
» Yeah. Close third. Any other comments?
Seeing none, all those in favor say I. I
[19:52]
opposed. Motion carries 40.
>> Next up, uh, revised land development
[19:57]
for 4533 West Lincoln Highway.
>> So, I have a motion. Um, they are here
[20:03]
represented by Gina Gerber. They also
have their engineer, Chris Daly. This is
[20:06]
an approved plan that's already been
constructed and some of the the way in
[20:12]
which things were constructed differed
from how the plan was approved. So, they
[20:16]
came back with a formal request to
modify their final plan approval. So,
[20:20]
it's a 26.59 acre parcel. It's at 4533
West Lincoln Highway. They uh started
[20:27]
this process out through conditional use
approval for a recreational use. In
[20:32]
2020, the board granted preliminary
final subdivision plan and then the uh
[20:37]
the property was actually developed in
accordance with those plans. It's known
[20:40]
now as the campus. Um there the changes
that are made to the plan are outlined
[20:46]
on page two. So, relocated and amended
orientation of angled parking spaces to
[20:51]
the west side of the property. Added
seven parallel parking spaces on the
[20:55]
eastern driveway. Removed two parking
spaces near the northeast corner of the
[21:00]
rear building. relocated three exterior
lights from the western side of the
[21:05]
property to the opposite side of the
driveway in closer proximity to the turf
[21:09]
field to avoid conflict with the
rightway of the gas pipeline and
[21:14]
changing impervious cover by actually
reducing it by 3,23 square ft. Uh the
[21:19]
township engineer reviewed the
application, issued a review letter
[21:23]
dated August 18th, 2026. Planning
commission reviewed this on June 16th
[21:28]
and recommended approval. So the
proposed decision would grant the
[21:33]
approval to the modifications to the
plan. Uh require them to comply with any
[21:37]
outstanding comments in Arrow's review
letter. Um having them to have to record
[21:42]
this plan. So we want to make sure that
the plan that's of record is what's
[21:45]
actually been built. U reimburse the
township for any outstanding fees. And
[21:50]
uh that's it really. So I don't know if
you have any questions for the
[21:53]
applicant, their council or their
engineer. But again, as far as the
[21:56]
township is concerned, I think they're
satisfied with the plan being ready to
[22:00]
be approved by you.
[22:04]
» Any questions from the board?
>> You guys have anything you want to say?
[22:13]
» I will say it it is a very nice
facility. So, it looks very nice and um
[22:18]
it's a great addition to the township.
So,
[22:21]
» using white or yellow paint for
striping? Somebody's got to ask a
[22:24]
question. [laughter]
[22:27]
» We're thinking pink.
>> Pink. Oh, love it.
[22:30]
» The color of your shoes, Gina.
[laughter]
[22:33]
» All right, then. I will entertain a
motion to approve the amended final
[22:38]
subdivision land development plan.
>> So moved.
[22:41]
» Second.
>> Moved by Commissioner Mullen, second by
[22:44]
Commissioner Thomas. Any further
questions or comments? Any comments from
[22:48]
the public?
Seeing none, all those in favor say I.
[22:52]
I. opposed. Motion carries. 40. Thank
you.
[22:56]
» Thank you.
>> Thank you very much.
[22:59]
» Anything else, Kristen?
>> That's it. Thank you much. Uh, next up,
[23:03]
Township Engineer Barley Chief Road
Bridge Repair. Take care, Kristen.
[23:09]
» Next time, bring the truck that's
unmarked.
[23:15]
» Good evening. I'm Aaron Vonhawk from
Gilmore and Associates. Um, as you were
[23:19]
aware, uh, our office submitted, um,
solicited, uh, requests for proposals
[23:26]
for emergency bridge repairs for Barley
Chief Road. Um, we received proposals
[23:30]
from three of the four contractors on
August 17th. Um, upon review of the
[23:37]
proposals, we are recommending the award
of the repair contract to McCarthy
[23:43]
Masonry and Concrete for in the amount
of $78,085.
[23:49]
Um, our original estimate was between um
125,000 to 190,000. So, it came in well
[23:56]
below that.
>> Does that include the alternate one as
[24:00]
well? Yes, that also. Yes, I'm sorry.
That does include um so it's the bridge
[24:04]
repairs. It uh repair of the footings
and the abupments as well as um cleaning
[24:10]
and painting select structural beams.
>> Okay. And what's the time frame on them
[24:15]
beginning this?
>> Um it's our understanding they would be
[24:19]
available to start assuming we get all
the paperwork in line and the emergency
[24:23]
permit approved uh by the end of
September.
[24:25]
» Okay.
>> Um and we estimate that it would take um
[24:28]
I believe we have two months in for the
contract time.
[24:32]
» So that would be like the end of
November.
[24:34]
» Okay.
>> I have a random question and this is
[24:39]
just
what was Jurich doing with $100,000 over
[24:44]
I mean it's like were they
[24:48]
» I don't have time to do it but I'll do
it for that price for that price.
[24:52]
» Yeah. Okay. See what sticks.
>> Yeah. In the dark. I don't I don't want
[24:57]
to do it, but I'll do it for an extra
hundred grand.
[25:00]
» Yeah. Yeah. I'm not sure. It was It was
excessively high.
[25:03]
» Yeah. So,
>> all right. Any questions on on this?
[25:08]
» I I do have one question. This is a
temporary repair.
[25:11]
» Yes. Correct.
>> And how long will the temporary repair
[25:16]
last until we need to actually replace
the bridge? I mean, we would recommend
[25:21]
starting the process of
>> searching for grants and
[25:26]
starting the design process
>> sooner rather than later.
[25:28]
» Two to three years uh by the time we
receive money.
[25:33]
» Well, yeah. I mean, it should it should
hold up for that long at least. So,
[25:38]
» it's right around the corner from my
neighborhood. So, that that's why I'm
[25:41]
concerned because that that's a a route
for us to go.
[25:44]
» Yes.
>> Looking forward to have it reopen.
[25:47]
» Yes. That's how I get to work every day.
[laughter]
[25:49]
» Yeah, he's right up the street.
>> Yeah, detours are no fun.
[25:54]
» Don, did you have something?
>> No, we'll just start immediately looking
[25:57]
into grant funding opportunities in
order to uh completely replace the
[26:01]
bridge. Okay.
>> But having it reopened will be a welcome
[26:04]
uh change for that area.
>> Any questions from the public?
[26:11]
» Right. Seeing none, I will entertain a
motion to award the Barley Chief Road
[26:16]
Bridge Emergency Repair Contract to
McCarthy Masonry and Concrete in the
[26:21]
amount of $78,85.
[26:26]
I'll
>> second.
[26:27]
» Okay.
>> Uh moved by Commissioner Kennedy, second
[26:29]
by Commissioner Thomas. Any further
questions or comments?
[26:34]
» All right. All those in favor say I.
>> I.
[26:36]
» Opposed? Motion carries 4.
Gota' be quicker on that draw.
[26:42]
» I know.
>> I know. He was seeing his neighborhood.
[26:45]
I wanted to give him the benefit.
[laughter]
[26:47]
» Um, on to directory reports. Uh, first
up, Mquis.
[26:53]
» Good evening.
>> Good evening, commissioners. Uh, Michael
[26:56]
Sero, chief EMS, uh, downtown, well,
Nicholas Fire Department. Uh, couple
[27:02]
things I'm going to cover. We're almost
back up to full staff, uh, with
[27:06]
staffing. uh we had some individuals go
on to say nursing or other fields and we
[27:11]
always encouraged to go on further uh in
the field so we're happy for them but we
[27:16]
also brought on some very experienced uh
medics and AMTs to fill those spots so
[27:21]
we're very happy uh with who we brought
on I want to bring up community uh
[27:26]
education we've been just expanding that
uh each month uh with Nicholas Skull as
[27:32]
our uh director of doing so uh October
3rd East Township uh filled up within 24
[27:39]
hours uh for CPR. We still have a few
slots in the afternoon. So, if anybody's
[27:45]
listening uh feel free to come out. Uh
to that addition, we are expanding not
[27:49]
only into humans, canines. Uh so, our
director uh wanted to get the public
[27:55]
involved in something that everyone
cares about, and that's dogs. Uh so, I
[27:59]
did reach out to Thorndale Animal
Clinic. We will have a veterinarian as
[28:03]
well as a nurse practitioner,
mannequins, and anyone for the public to
[28:07]
come out. I believe it's October 10th.
Don't hold me to that. That'll be
[28:11]
posted. Uh for the public to come see
how to do emergency care on their dogs.
[28:15]
Uh we'll be doing human CPR as well. Uh
but if you really want to get the people
[28:21]
out there, bring the dogs. Uh so, anyone
interested, please spread the word. Uh
[28:26]
we'll be there doing that.
Um,
[28:30]
» as far as everything going, uh,
daytoday, it's good. Uh, we got the two
[28:34]
new trucks. Everyone's fully staff. We
still have the chase. Uh, and we're
[28:38]
looking to maximize how to cover the
community, uh, with the least amount of
[28:43]
resources, so we're not overspending,
but we are giving the emergency care in
[28:47]
the shortest amount of time. Uh, so
going forward, we have a great plan.
[28:51]
Everyone, you know, will keep you
apprised. Uh and then finally, I wanted
[28:55]
the police chief to be here uh for this,
but we can follow up with him. There's a
[28:59]
problem in this country when it comes to
302s. Uh that's involuntary commitments.
[29:04]
Uh we have been overutilized
improperly transporting patients uh that
[29:10]
have no choice under the law because
it's a civil arrest warrant. Uh but to
[29:15]
be taken to the hospital to be seen by a
physician, that's a 302, right? I have
[29:21]
no authority as a medic to do that. a
doctor, a judge, uh, and a police
[29:24]
officer can do so. We cannot. Uh, so
we've been put in a spot with some
[29:28]
pretty dangerous individuals that I
don't feel it's proper to sedate when
[29:33]
it's easier to handcuff and drive uh, to
a police department or to a hospital.
[29:37]
Now, I know the argument is we're under
staff, but you also have mutual aid
[29:40]
throughout your community. I was a cop
for almost 10 years. I know how it
[29:43]
works. Uh we're losing the ability to
cover emergency calls
[29:49]
» by taking somebody that hasn't, you
know, said something wrong to their
[29:52]
spouse and now we have to take them. We
also have medics and EMTs have been
[29:56]
stabbed because these people aren't
being searched. It is a involuntary
[30:02]
commitment is a civil arrest warrant. Uh
so going forward, I just want to put on
[30:06]
your radar. We're gonna have direction
for our people just to keep everyone
[30:10]
safe that we need to and we will work
with the police department. We're not
[30:14]
throwing them under the bus here, but it
has to be a two-way street.
[30:18]
» Uh outside of that, do you have any
questions for me?
[30:23]
» On the subject of mental health, I mean,
I know that they were they did they
[30:28]
actually get the facility over at
Westchester over
[30:31]
» uh New Haven.
>> Yeah.
[30:32]
» But they have to go to a hospital. They
cannot go to New Haven until they're
[30:35]
discharged from a hospital.
>> Discharged. Okay. And you still have to
[30:38]
transport between location two.
>> And the physician has 2 hours to
[30:42]
evaluate and yes, 302 or no, let them
go.
[30:46]
» Uh so I I can't tell I can tell you the
amount of people I've transported over
[30:50]
the years. Maybe two of them got 302 if
you want the truth. Uh there's just no
[30:55]
space for these people, no resources.
So, not to take up more of your time,
[31:00]
but this is very near and dear to us,
and we don't want our providers stabbed,
[31:04]
killed, uh, when they don't have to be.
They really don't. So, we're showing up
[31:08]
on every scene as supervisors to make
sure this is correct right now. Uh,
[31:14]
going forward, we're going to put
something on paper just so you guys are
[31:17]
aware. Okay,
>> understood. Thank you. Yeah.
[31:20]
» Okay. Thank you.
>> Thank you.
[31:23]
» Uh, next up, fire department chief
[31:31]
All right. Good evening.
>> Again, apologies for not being in person
[31:35]
last month.
[31:40]
Uh I have a couple milestones uh to
cover for uh June and July. Uh I'd like
[31:45]
to first recognize past Chief Dan Doni
who achieved 29 years. Uh Lieutenant
[31:51]
Zach McFiggins 10 years. and one of our
newest members, Christian Romeo,
[31:56]
achieved his uh one year
>> uh within the last two months. Um so
[32:01]
we're happy to see some new and and old
uh year creeping up on the years, not
[32:06]
necessarily age. [laughter] I don't want
that taken the wrong way. Um other than
[32:13]
that, um as you know, uh the squad did
go in service in the beginning of July.
[32:18]
It was a very rapid process. Um, but
we're finally happy to see that in
[32:23]
service and it's been uh running a lot
as you could see. Um,
[32:30]
other than that, the only thing from my
report again that I included for this
[32:33]
month, um, in the main note section, um,
and again more so for Commissioner
[32:39]
Evans, um, out of the 10 automobile
accidents that responded to in July,
[32:45]
seven of which were on our Route 30
bypass, which wish we could put some
[32:48]
speed bumps up there. cuz I love them
going by me at 90 mph.
[32:53]
» Endot took care of that. They're just
inverted.
[32:55]
» Oh, yeah. They're they're potholes.
>> Yeah.
[32:57]
» So, the vehicle hits them and swerves
into us. Got it. Um so, yeah. I mean,
[33:04]
it's we're getting to the point um of We
hate to leave anybody up there, but from
[33:11]
a fire company and even EMS, once
there's no services for us, we're
[33:16]
getting off as quick as we can. um just
cuz it's so unsafe for us up there. I I
[33:22]
realize it's there's no
>> nothing we can necessarily do. Uh it's
[33:26]
just unfortunately it's what
civilization has come to of I got to get
[33:31]
to point A or from point A to point B in
the fastest time possible. Don't get in
[33:36]
my way. M
>> um and unfortunately we I think last
[33:41]
either last week or week before we had
to close a section of Reeseville Road uh
[33:46]
for for an incident and it got to the
point where our fire police uh were
[33:52]
basically ready to leave because they
were getting screamed and cursed at uh
[33:56]
just for keeping a roadway closed for
our safety. And this is a daily
[34:00]
occurrence. Um, unfortunately
just no humility anymore out of people.
[34:07]
» Yes.
>> Is there a possibility? I know it's
[34:10]
PennDOT and right now they're not high
on my list
[34:13]
of people I like, but if there is an
accident on the bypass, is there any
[34:17]
possibility of just blocking it at the
um,
[34:20]
you know, the ramp behind you and at
least clearing the the traffic there and
[34:25]
having everybody else route off?
>> So, we do our best. It's a matter of so
[34:30]
I mean obviously we don't have paid fire
police.
[34:32]
» Mhm.
>> So they're coming from 10 15 minutes
[34:36]
away and they're only allowed to run
blue lights which is essentially a
[34:40]
courtesy light in the state of another
we talk about speed. The blue light law
[34:44]
was introduced in 1985 and it hasn't
been changed since. So we're not an
[34:49]
emergency vehicle. You you can we you
don't have to pull over. You don't have
[34:55]
to do anything. It's just like, hey,
yeah, we're we're there blinking behind
[34:58]
you. Um, so we can't get there like say
an emergency vehicle. So, it's a matter
[35:04]
of getting those people to the station
to get our traffic control unit uh or
[35:10]
direct to the scene. Um, so that's the
problem. It just takes time.
[35:15]
» Um, and we try and the resources we do
have, we we do try and get obviously a
[35:22]
unit to the scene to mitigate the
incident. And if we can leave something
[35:26]
back to potentially deal with the
traffic, that's great. But unfortunat
[35:31]
like at the end of the day, our the
we're there for the incident and the
[35:34]
incident mitigation. Um
I know during certain hours where you
[35:39]
talk about pendot the pen on the route
30 bypass, they have the the safety
[35:43]
patrol vehicle.
Um, what blows my mind is for a little
[35:49]
fender bender, they are legally not
allowed to move it off the bypass, but
[35:54]
they have a tow truck capability.
[35:59]
» So, they just got to move it to the
side.
[36:00]
» They can't even touch the vehicle until
it blows my mind. But, it would solve a
[36:07]
lot of safety concerns and where they
can just move it. Uh, so that's what
[36:13]
we're faced with. I I wish wish there
were answers, but there are definitely
[36:18]
more pressing issues in Harrisburg that
[36:23]
» well, [laughter]
others think they're more pressing, but
[36:27]
yeah. So that's um it's just like I said
the where you talk about speed and
[36:32]
radars, the blue light laws and things
like that for emergency vehicles have
[36:36]
been
>> have been brought up to uh legislators
[36:40]
and it's kind of like eh we don't want
to
[36:45]
so
yeah
[36:50]
trying to make it a a lightarted
presentation.
[36:54]
Uh but other than that that's all I
have. Um, again, it's a shame the police
[36:58]
chief's not here, but I want to thank
him, his staff, and obviously the staff
[37:02]
of the township for uh everything
putting together National Night Out. It
[37:06]
was a blast. And we're really looking
forward to uh being there for Town
[37:10]
Community Day,
>> which I know is coming up in two weeks,
[37:13]
» September 12th.
>> So,
[37:16]
the 12th.
>> All right. Well, thank you very much.
[37:19]
» Thank you.
>> Thank you.
[37:20]
» Um, next up, building and life safety.
>> Uh, thank you, commissioners. Uh before
[37:25]
I go over my report real quick, uh I'd
ask you to indulge me for a minute. You
[37:30]
know, uh some of the components of our
department unfortunately don't always uh
[37:36]
don't always receive some recognition
just by the nature of some of the work
[37:40]
we do when it comes to property
maintenance and some of the inspections.
[37:44]
So, uh tonight, I'd like to take a
minute to acknowledge one of our
[37:48]
employees, uh in the department. Um, and
I'll get into why, but we're proud to
[37:54]
recognize Aaron Hooper, property
maintenance, and housing inspector, for
[37:57]
the professionalism, courtesy,
compassion he consistently shows our
[38:03]
community. Since joining the department
um in two uh 2023, Aaron has made a
[38:09]
positive impact and continues to grow in
his role, most recently taking on the
[38:14]
position of assistant zoning officer.
Recently, a resident reached out after
[38:18]
an inspection to describe Aaron as a
gentleman and just a really good guy,
[38:23]
praising him for being on time, polite,
and efficient. That kind of feedback
[38:28]
speaks volumes about Aaron's commitment
to serving the residents with respect
[38:32]
and dignity. Uh, I'd like to thank Aaron
for his dedication and for representing
[38:38]
the township so well. Uh, and Aaron's
here with
[38:49]
He also gives a great tour of the
township [laughter]
[38:54]
» and he is here 100% under duress just so
[laughter]
[39:01]
» but Oh yeah and he puts furniture
together fantastic.
[39:04]
» Oh wow.
>> Uh but I but I do appreciate it. Like I
[39:08]
said that that kind of feedback uh you
know as a director just says volumes.
[39:12]
Again, it's a difficult situation u
dealing with so many different people
[39:17]
sometimes in in uh emotionally charged
situations and Aaron has stepped up
[39:22]
every step of the way for the last three
years. So again, thank you very much.
[39:26]
» Thank you Aaron.
>> Thank you Aaron. Thank you very much.
[39:29]
» Uh the rest of my report commissioners,
you have obviously the the department
[39:33]
has maintained a high level level of
operational activity across all aspects
[39:38]
of the department. Uh a couple
highlights under training and community
[39:43]
risk reduction. Um
over the year up and through July, staff
[39:49]
has attended 635
uh hours of uh different fire training
[39:56]
across several different disciplines.
And so far we've uh conducted nine
[40:01]
outreach activities that include fire
prevention
[40:05]
um employee uh or staff fire safety
training. Um other than that,
[40:13]
any questions for me?
>> Any questions for Rick?
[40:18]
» Thank you.
>> Uh next up, public works. Johnny,
[40:22]
» she'll have to stay.
>> Uh good evening, commissioners.
[40:24]
» Hello.
>> How's all doing?
[40:26]
» Uh short, sweet. Um couple storms came
through. Um
[40:33]
work hours guys are here 73 and you know
police call they go out clearing trees
[40:38]
and stuff from several roads. So last
month we had six call outs guys
[40:42]
responded to
>> um pretty much general maintenance
[40:46]
around the township. They've been doing
keeping the swells clean um inlets keep
[40:51]
keeping them open so you know we're not
flooded out. I think um keeping the
[40:55]
underpasses clean. We haven't had as
many uh flooding situations in the past,
[41:00]
so phone hasn't been ringing, so I mean
that's a good thing. Um drains are open.
[41:06]
Um still working on Fisherville, you
know, putting the uh inlets and uh storm
[41:11]
water work in ahead of the uh road
program that's going to happen soon. Um
[41:18]
a resident came in um last month
complaining about uh the speeding and
[41:23]
people going the wrong way in Carver
Court. So, um I think we have the
[41:27]
paintings of we did all the paint work
up there just to inform them that you
[41:31]
know go up one way, come out the other
way. We put the no parking for um
[41:37]
for sight lines and everything so the
residents can um you know not park in
[41:43]
places where they're not supposed to be
parking. So hopefully that helps out
[41:46]
with future stuff.
>> That looks nice. Great job.
[41:50]
» Thank you.
>> They're thinking me. [laughter]
[41:53]
» What's that? No, I'm just kidding.
That's what they're thinking. Yep.
[41:56]
» Uh and uh we received our K Cabota that
we had approved for for roadsides uh
[42:03]
snowing um snow removal. Comes with um
>> roadside plow. Okay.
[42:08]
» Um it comes with a blower in the front
for sidewalks and um parks and stuff
[42:13]
like that. So
>> that's a nice addition that we have. The
[42:16]
ones we had is, you know, it's costing
us, you know, some money. So it's going
[42:20]
to be put on municipal bid soon. But
this is the new one that's going to take
[42:24]
its place.
>> Does that cut grass as well?
[42:26]
» Yes, that back end that back is for the
roadides and everything like that. So,
[42:30]
yeah,
>> that's cool.
[42:31]
» Are we expecting snow [laughter]
>> since last year? Yeah.
[42:36]
» So, yeah. Um, but that's it for my
report. If you got any questions for me.
[42:42]
» Thank you. Any questions for John?
[42:46]
» Thank you.
>> Next up, Engleside Golf Course. Hi,
[42:49]
Nicole.
>> Thanks. Hello. Hi, Nicole.
[42:52]
» I can't leave yet.
[laughter]
[42:56]
» He's got an inspection.
[43:00]
» Hello.
>> Hi. Um, yeah, as uh Johnny mentioned,
[43:04]
there were a lot of storms in July, so
the golf course was hit hard as well.
[43:08]
Um, and a lot of trees came down. Johnny
helped with a few, which was very, very
[43:14]
helpful, and we appreciate Johnny and
his staff. Um, but uh it did affect uh
[43:20]
the amount of golf we could do. We still
somehow pulled off 3,000 rounds of golf
[43:25]
and
>> hit 100k for the for the fourth straight
[43:28]
month. Um so we still somehow did that
with all the storms and with the u
[43:36]
Canadian smoke that came through last
month um that affected golf as well. So,
[43:42]
in July, we um we did our foot golf
tournament. Um I think some of you were
[43:48]
there um to see it. And uh that that
went really well. In fact, um it's going
[43:56]
to expand in 2027 to possibly three
different foot golf events. Um it's just
[44:04]
a popular thing and uh our flexibility
and ability to provide that type of
[44:10]
outing for the non-golfers um is
something I enjoy to doing. So um that
[44:16]
was fun. Uh we also had our summer camp
which went really well. Uh 20 kids uh up
[44:23]
from eight last year. So it was a big
big turnout. Um and the kids had a lot
[44:29]
of fun. Um that als those types of
things also impact our revenue because
[44:33]
we kind of move the golf course into a
you know providing a service type of of
[44:39]
situation instead of a revenue driving
um thing which is which is fine with us
[44:44]
because it's a lot of fun. Um and it's
good for the for youth golf. um also
[44:49]
started the high schools uh Church Farm
and Collegium um just started back up
[44:55]
and uh so their seasons kick off uh in
the next few weeks actually, but they've
[45:01]
been practicing since last month. Um
>> uh yeah, that's uh pretty much
[45:09]
everything that we're going through. Um
the rain has prevented the the well from
[45:16]
being um installed. Unfortunately, where
we want to dig the well is in a very low
[45:22]
area
that stays really wet and this is a very
[45:25]
big machine that has to get out there.
Um and we don't really want it to get
[45:30]
stuck out there. So, um for the time
being, we're we're on pause until next
[45:36]
week. Um he was hoping to bring the
machine out this week, but it rained a
[45:41]
lot today. Um so he'll probably bring
the machine out uh either Monday and
[45:46]
Tuesday and start drilling by the end of
next week. Um and that's just to test to
[45:51]
test to see if uh there's water. And um
once that's done, uh we should be have
[45:58]
we should have a full pond, which will
be nice.
[46:02]
» That would be nice.
>> And uh
[46:04]
» I like that hoodie. I need to come in
and get that that you're wearing.
[46:08]
» It's a good one.
>> Yeah,
[46:09]
» this is a good one. We have a lot of
really cool merchandise the
[46:13]
» in the last couple years. Yeah.
>> Take you back a little bit.
[46:18]
» Trying to think of what else. Not much
else. Um
[46:24]
that's it. All the kids are going back
to school, so our staff is cut in half.
[46:29]
But, uh, you know, we're covering, you
know, I'll I'll cashier a few nights a
[46:34]
week and it's no problem.
>> Any questions for Nicole?
[46:40]
» Yeah. Where are we on the meadow
planning?
[46:42]
» Oh, yeah. I got an email about it today.
Um,
[46:46]
so, uh, I think they had an issue with,
uh, the contractors. Um, I wasn't privy
[46:53]
to it all somehow, but they had some
sort of issue with the contractors, so
[46:58]
they had to put it back out to bid a
second time, so it delayed a couple
[47:01]
weeks. Um, but I just got an email, I
think few hours ago about it. So, they
[47:08]
have a contractor and they're scheduling
the meetings with the contractor and the
[47:13]
site um, uh, soon. So, we'll meet he'll
look at the site and he'll prepare the
[47:20]
first few sprays and um it'll be one,
two, maybe three sprays and then they'll
[47:25]
seed this fall.
>> So, we're all marked out still. All the
[47:31]
little white pin flags are out there
marking out um our me our five acres of
[47:37]
meadow. Um and I'm excited to get that
done and I'm excited to plan the next
[47:42]
five acres. So,
Sounds great. It'll
[47:47]
» pick up.
>> Okay. Thank you, Nicole.
[47:49]
» Of course. Thank you.
>> Um, community enhancement.
[48:00]
» Hello.
Um,
[48:04]
I can't drive and talk at the same time.
Sorry. [laughter]
[48:07]
Um,
so
[48:11]
July, we had a lot of events. It was
really fun. Um, I feel like that was a
[48:16]
long, long time ago at this point. Uh, I
think some of the highlights certainly
[48:21]
were Art in the Park. They were Liz just
it was amazing this summer and people
[48:27]
were coming back for the second year,
families and adults and just you guys
[48:33]
should come sometime. It's really fun.
Um, so that was a big July uh happening.
[48:40]
The other fun thing we did was um
for our summer series movie nights, we
[48:46]
were trying to tie them into America
250. So the first It's hard to find
[48:51]
movies that tie in to America 250, it
turns out, that are appropriate for kids
[48:55]
and families. Um, so we did National
Treasure and it was a beautiful night
[49:00]
and we set up um a treasure hunt
beforehand that was like historic and
[49:07]
they got to solve puzzles and try to
find and then we had uh gold bar boxes
[49:11]
full of treats that people won at the
end. So, everybody had a really good
[49:15]
time. Uh, small turnout, I think, not
the most new and exciting film, but
[49:22]
everyone who came enjoyed it a lot. So
that was really cool. Um, beyond that,
[49:30]
planning for National Night Out, which
as everyone know went really well. Um,
[49:36]
and now it's all community day. So we
are in a really good spot for community
[49:41]
day, which um is on September 12th this
year from 4 to 8 o'clock. Uh, we just
[49:48]
got a band now, so tons of great
sponsors. uh really showed up,
[49:55]
especially all the engineering firms,
which I appreciate. Um I've got posters
[50:00]
if anybody has any where they can hang
some. I'll keep printing them out. The
[50:03]
banners uh have been put up around town
at this point. So, lots of food vendors
[50:09]
this year, too, more than usual. So,
that should be good. But, yeah,
[50:13]
[clears throat] we're we're in business.
Any questions about that
[50:18]
» kind of food?
[50:22]
» Yeah. Well, of course, you know, Kell
Pizza will be there making their sausage
[50:27]
sandwiches and pizza, but um
additionally, we've got a uh taco truck
[50:33]
and somebody making soft pretzels on
site, which I'm excited about. Uh, of
[50:38]
course, cotton candy. Um, there's a guy
that does both cheese curds and acai
[50:44]
bowls. I don't know why, but you've got
your bases covered. So, um, looking
[50:50]
forward to that, too. Uh, and there's at
least there's at least four or five
[50:54]
other ones. There's quite a few. Um, so
[clears throat] it should be good.
[50:58]
» Any poutine vendors?
>> We've got cheese curds. That's about as
[51:04]
close as it gets. [clears throat]
[51:08]
» Any more questions for Abby?
>> I see the cotton candy lady.
[51:11]
» Any real questions for Abby? I
[laughter]
[51:14]
» cotton candy. Um,
>> all right. Thank you, Abby.
[51:18]
» Thanks.
>> Looking forward to it, Abby.
[51:20]
» Me, too.
So,
[51:22]
» do you need volunteers still?
>> We're in pretty good shape. I wouldn't
[51:26]
turn people away. Um, especially nobody
really likes to man the bounce houses,
[51:32]
[laughter] so that's always uh uh
something that we are in need of. But
[51:36]
people have been very responsive. Um, I
think most of the admin staff are coming
[51:41]
this year as they have the past couple
years. So, that's wonderful. Um, we're
[51:46]
[clears throat] in pretty good shape.
I'm not desperate, but I'm not I'm not
[51:50]
saying no.
>> Hey, Adam, we can go there and just pick
[51:53]
things up and put them down.
[laughter]
[51:56]
» Public works will all be there as well.
So, they may have that picking up
[52:01]
putting down covered for us.
>> You you should just enjoy yourselves.
[52:05]
» Okay.
[52:09]
» Thank you. Um the chief's not here, but
uh he has quite a few milestones on his
[52:14]
report. So just want to acknowledge
those people being that the chief's not
[52:19]
here. So you have uh Corporal uh Jason
Colulbertson with 26 years. Corporal uh
[52:24]
Drew Schiller with eight years. Corporal
Mike uh Michael Cabri, five years.
[52:30]
Detective Christopher I can't pron how
do you pronounce his last name? Trainer.
[52:35]
Trainey.
Uh five years. Uh, officer Christian
[52:41]
Jublonsky, two years, and officer Derek,
I'm gonna mess his name up with Neski,
[52:52]
one year. So,
>> sorry for butchering their names, but I
[52:55]
think they should be recognized even if
the chief wasn't here.
[52:58]
» Great.
>> So,
[53:00]
» um, next up, uh, finance department.
Jennifer.
[53:08]
Good evening, commissioners. Good
evening. [laughter]
[53:12]
» Um I have completed um month and July
finance report for your review. Um
[53:22]
hopefully you saw it in your packets.
Um and do you have any questions about
[53:28]
that?
>> Nope. All look pretty good. The only
[53:33]
thing um that that I always um
I had asked that we put the debt
[53:40]
obligation in there, but uh we don't
have what's still outstanding. We have
[53:44]
the payment but not the outstanding
balance.
[53:48]
» I'm working on getting access to that.
Okay. I will have that for the next
[53:52]
» if we can. Yeah. and whenever you can
get access to it, whenever you have the
[53:56]
ability to do that, if you can put that
on there because that's the, you know, I
[53:59]
know the the um 19 bond series uh
expires in 2032, so it'd be nice to know
[54:07]
what we still owe on that.
>> Yep, absolutely.
[54:13]
» Any other questions, Jim?
Good. All right, we have the checklist.
[54:20]
I'll entertain a motion to approve
checks number 46,244
[54:25]
to 56,
306 or 307, I'm sorry, and manual check
[54:31]
1120.
So moved.
[54:33]
» Second.
>> Moved by Commissioner Mullen, second by
[54:35]
Commissioner Thomas. Any further
questions or comments on the checklist?
[54:40]
From the public
none, all those in favor say I. I.
[54:45]
» Opposed? Motion carries 40.
Thank you uh to all the uh directors who
[54:51]
are here. Um we do appreciate your time
and uh that you uh continue to keep us
[54:57]
updated.
>> Uh next up, township manager
[55:02]
» with Coachville Area School District and
Cal Police.
[55:09]
» Good evening, Commissioners. Uh just a
couple items this evening. Uh the first
[55:13]
is the uhou between the downtown
township police department and school
[55:18]
district. This is a similar agreement to
one that was uh adopted or agreed to
[55:23]
about two years ago. Um it essentially
is uh the police will respond. It sets
[55:30]
uh the terms and conditions of the
agreement. Uh every two years we are
[55:35]
required to sign off on that. There have
not been any changes since the last time
[55:39]
uh the board has adopted thisou.
[55:44]
» Any questions about theou
[55:48]
questions from the public?
Seeing none, I will entertain a motion
[55:53]
for Chief Elias to sign theou with the
coach Area School District.
[55:57]
» Move.
>> Second.
[56:00]
» I'll second. Okay, you got there.
>> [laughter]
[56:03]
» Moved by Commissioner Kennedy, second by
Commissioner Mullen. Uh, all those in
[56:08]
favor say I.
>> I. Opposed. Motion carries 40. Next up,
[56:12]
emergency responder public safety drone
program.
[56:16]
» I will direct this agenda item to
Director Stackhouse. We did speak about
[56:22]
the drone program at the workshop
meeting earlier in August, but uh to add
[56:29]
to what we talked about before. Yeah,
not really. Just uh unfortunate, but I
[56:34]
guess timely. Uh 4:00 a.m. this morning.
Uh our police department had a uh had an
[56:40]
incident where they needed a drone. Um
they did call for us. Obviously, our
[56:45]
drone's not uh number one or nor the
places is very good in the dark. Um so,
[56:53]
uh we did they did contact Westchester.
Westchester has a you know a more modern
[56:58]
drone. Uh luckily they did find that you
know find that person that they were
[57:02]
looking for um you know prior to needing
it but it just shows the importance of
[57:07]
us having one um that can work across
all disciplines. So uh again we had you
[57:14]
know we did the presentation uh you know
no information has changed since then.
[57:19]
So left I just if there's any other
questions uh
[57:23]
deputy uh fire marshal Ryan Lewis is
actually online stuck in an airport
[57:28]
somewhere. So if there's any questions
for him he can certainly answer them
[57:32]
too.
>> There any questions about we did talk
[57:36]
about this last meeting.
>> Yeah we we decided blue thunder.
[57:40]
» Yes.
>> Y
[57:42]
» again I don't know what that is but
>> Oh god. [laughter]
[57:46]
» Sounds like a drink.
strong.
[57:50]
» Um, any question from the public?
>> Thank you.
[57:56]
» I will entertain a motion to purchase
the drone in the amount of $23,183.51.
[58:03]
» I'll move.
>> Second.
[58:05]
» Um, moved by Commissioner Thomas, second
by Commissioner Kennedy. All those in
[58:09]
favor say I.
>> I.
[58:11]
» Opposed? Motion carries 40.
I hope he's going somewhere fun in in
[58:17]
the afternoon.
>> He he is. I believe he's traveling to
[58:20]
one of the Carolinas, but uh his flight
was this afternoon when those storms
[58:24]
rolled through. Uh he did get a
different flight and then he text me
[58:27]
that that flight was he was stuck on the
plane.
[58:31]
» So, didn't I wasn't there a report that
one of the planes going to the Carolinas
[58:36]
to Charlotte blew their wheels?
>> That was earlier today. Yes. That was
[58:41]
actually I read that this it was on the
news this morning. Okay.
[58:45]
you you know he's only like 23. You
probably just terrified him. So if he's
[58:49]
not on the plane, [laughter]
>> he can hear you.
[58:52]
» We hope your plane has wheels.
>> Yes, exactly.
[58:56]
» Okay. Um next up, uh pleot change of
contract or contact, I'm sorry.
[59:04]
» Thank you, commissioners. Um, as we're
continuing to update some of the, uh,
[59:08]
account information, uh, this is just,
uh, pleot in order to change the contact
[59:14]
form for that system requires, uh,
signing of the contact form application
[59:21]
and we actually have to submit the
meeting minutes, uh, from a board motion
[59:25]
and vote in order to change the contact.
Uh so it's a really administrative item
[59:31]
but there as an extra layer of security
they do require the actual meeting
[59:35]
minutes in order to change the contact.
So requesting uh to sign the contact
[59:41]
form and submit the meeting minutes for
this meeting
[59:45]
» which you require a driver's license for
to complete
[59:49]
» this one is not um actually no that it's
the liquid fuels.
[59:54]
» Okay.
>> Uh we will require the driver's license
[59:57]
for that. Everybody's copy
>> correct.
[1:00:00]
» Thank you for remembering.
>> Yes, I did.
[1:00:03]
» There any other questions on the
changing of contact?
[1:00:09]
» Seeing none, I will entertain a motion
for the township manager to sign the
[1:00:12]
pleat change of contact form.
>> So moved.
[1:00:15]
» Second.
>> Moved by Commissioner Mullen, second by
[1:00:18]
Commissioner Kennedy. Um, all those in
favor say I.
[1:00:22]
» I. Opposed. Motion carries 4. Next up,
police pension tax payment.
[1:00:28]
» Thank you, commissioners. Um, as we
enter budget season going through um our
[1:00:33]
obligations and we do have an
outstanding obligation to the for the
[1:00:37]
police pension. This is a tax payment in
the amount of $27,78158.
[1:00:44]
» Can you say that again so I can
>> $27,78158?
[1:00:51]
Uh it's a little different from normal
check run given the amount and I thought
[1:00:54]
it would be appropriate to put this on
as a separate agenda item for board
[1:00:57]
consideration and then to answer any
questions.
[1:01:00]
» There any questions for Don on this?
>> Get it done.
[1:01:06]
» Any questions from the public?
Seeing none, I will entertain a motion
[1:01:11]
to approve the police pension tax
payment of $27,781.58.
[1:01:18]
» So move second. Moved by Commissioner
Kenny, second by Commissioner Thomas.
[1:01:22]
All those in favor say I. I. Opposed.
Motion carries. 40 Z. Next up, approving
[1:01:29]
the moving of November and December
meeting dates.
[1:01:33]
» Thank you, commissioners. Uh, this is
the last item on my to-do list tonight.
[1:01:36]
We we discussed moving the um November
and December meeting dates. I think it
[1:01:43]
was in the July meeting. Um, wanted
everyone to go and just see if those
[1:01:47]
dates would work. It is open on the
township uh calendar. Uh this is uh due
[1:01:52]
to a conflict on the um the n the 12th
of November. Uh so we talked about
[1:01:59]
moving that to November 19th and then of
course from for the budget compliance we
[1:02:05]
have to advertise the township budget
for a period of 30 days. So, we would
[1:02:09]
therefore have to move the December
meeting date from December 10th to uh
[1:02:15]
December 17th in order to meet that
deadline. Um,
[1:02:20]
if the board approves this change, we of
course update it on the township
[1:02:23]
calendar and send out all necessary
advertisements in order to to make that
[1:02:28]
modification to the schedule uh legal.
And uh happy to answer any questions uh
[1:02:35]
regarding that change. Any questions on
the date change?
[1:02:41]
» Seeing none, I will entertain a motion
to approve the move meeting uh date
[1:02:46]
moves. So moved.
>> Second. Moved by Commissioner Mullen,
[1:02:50]
second by Commissioner Thomas. Uh all
those in favor say I.
[1:02:53]
» I. Opposed. Motion carries 40.
>> That's it.
[1:02:57]
» Thank you, commissioners.
>> Thank you. Uh no resolutions, minutes to
[1:03:01]
approve. Uh, I will entertain a motion
to approve the August 13, 2026
[1:03:05]
commissioner meeting minutes.
>> I have a quick question on the minutes
[1:03:11]
if this is the appropriate time.
>> Do we want to make
[1:03:14]
» Yeah. Um,
>> I mean, it's not it's it's let's approve
[1:03:17]
them and then I have a question.
>> It's not on this minute.
[1:03:21]
» Oh, it's it's regarding the conversation
that we had with the resident oxy
[1:03:24]
meeting.
>> Okay. In light of so in light of
[1:03:27]
tonight's conditional use meeting uh
looking at the minutes there's a
[1:03:31]
question or there's a comment made by
Mr. Walker about the back of the family
[1:03:35]
dollar. Uh is there any way that with
the conditional use coming up we can
[1:03:39]
have them start to you know clean up the
back
[1:03:44]
» Mr. Hel uh right after that meeting I
contacted Mr. home uh the next morning
[1:03:50]
and uh I believe it was had
>> cleared out perfect
[1:03:54]
» for now because they use that as a
dumping site and it's every other day.
[1:03:58]
» That's
a constant enforcement issue for
[1:04:03]
» Okay,
>> maybe you should put surveillance back
[1:04:05]
there because they use that for a
dumping field all the time. And do we
[1:04:10]
have a followup on uh Miss Vivian's uh
comment or question about the mechanics
[1:04:15]
running the illegal
>> or the
[1:04:19]
mechanic shop out of
>> So
[1:04:24]
well let's put
>> in process.
[1:04:26]
» Yeah, let's put it this way. We we
issued 10 violations in that
[1:04:30]
neighborhood
>> just about every month. Fairly
[1:04:38]
» that's that's way of saying we're active
in that neighborhood.
[1:04:42]
» Okay. Well, thank you.
>> So moved.
[1:04:46]
» Okay.
>> Second.
[1:04:48]
» Move. Yep. Minute approval was moved by
Commissioner Thomas, second by
[1:04:53]
Commissioner Kennedy. All those in favor
say I. I. Opposed. Motion carries 40.
[1:04:59]
There any additional business?
Seeing none, uh, is there any further
[1:05:05]
public comment? Mr. March,
>> commissioners and staff. Hello,
[1:05:11]
» George March meeting house road. I speak
this evening as the treasure of the old
[1:05:16]
Historical Society. A couple of issues.
First of all, thank you to Abby for her
[1:05:22]
support of the society. Uh the there's
an online payment system called Zephy
[1:05:28]
that the society uses for payment of
membership dues and other activities
[1:05:32]
that require payment in advance. And
Zephy works very closely with us in in
[1:05:38]
informing me of what these payments are
for because Zephy doesn't when it comes
[1:05:43]
back to me I can see it. It only says
Zephy received $25. It didn't tell me
[1:05:48]
who from or for what. So Abby is very
helpful in supplying that other
[1:05:53]
information so I could keep my records
correct. Secondly, thank you to Don
[1:05:57]
Bezol uh from the from uh the on behalf
of the president of the society uh Don
[1:06:03]
Coglin and myself as the treasurer for
all the efforts he's making with us in
[1:06:09]
uh getting the lease in place for the
old Historical Society to use a portion
[1:06:15]
of the count or the old meeting house,
the Ken meeting house. Uh, as as you all
[1:06:21]
are certainly aware, the that property
now is owned by the township and the Old
[1:06:27]
Kellan Historical Society used to have a
a lease with the uh former owners, but
[1:06:33]
we but we need to have one now for our
use of it. So, over the past month or
[1:06:38]
so, we've been working very closely with
Don here uh to get the language in that
[1:06:42]
lease uh that works out both for us and
for the township. So, thank thank you,
[1:06:46]
Don, very much.
Thank you.
[1:06:49]
» Thank you. Thank you.
>> Anybody else online have any comments?
[1:06:56]
All right. Seeing none, I will entertain
a motion to adjurnn.
[1:06:58]
» So moved by moved by everybody. Second
by everybody.
[1:07:03]
» All those in favor say I.
>> I.
[1:07:07]
» Thank you everyone.
