[11:21] to go down each street every 300 ft take pictures and show the streets. So but

[11:35] going to hopefully get a lot of our big projects that we know would take our

[11:42] whole entire black top just to do one or two streets and uh

[11:48] this way we can get those major streets out of the way and and move on. So, I'll

[15:38] great to have on this. And uh I've asked uh to take uh Phil Allen's place as

[15:48] chairperson um as uh Mitch Bailey, which Mitch used

[15:54] to be chief police here, retired colonel state police. He's I know he's very

[15:59] familiar with ethics and uh the rules and procedures of hearings and so forth

[16:06] and u and he'll play it straight down the line. So I think he'll be good for

[23:18] I think around 2000. So, uh he's going to redo this plan where we

[23:27] have to have a resolution from the city and the county

[23:31] for it to be revised or whatever. >> Put out my list of questions.

[23:38] be thought about. >> Okay. In Orlando, I went through

[23:41] conducting a lot of emergency management sessions. We all knew that it's not the

[23:45] broad overview, but the details that make all the difference. This is a broad

[23:50] overview for the state, but the community needs details. Being Red Cross

[23:54] in Kentucky, when the last tornado hit, I was at TCHS where people were sent

[23:59] that needed to be evacuated. The superintendent didn't know what to do.

[24:02] Teachers were there. They did not know what to do, but some wanted to be in

[24:06] charge and made wrong decisions. No information was shared and the place

[24:09] became inundated with clothes that were not needed. Several restaurants had an

[24:14] abundance of food with few there to eat it. Where were people who evacuated

[24:19] could it be known well in advance of an emergency, not at the last minute? Who

[24:23] will receive and care for them so they know what to do? Some type of police or

[24:27] magistrate needs to be there. The plan mentions September County School's

[24:31] transportation directors being the ESF director. Does he manage all

[24:35] transportation during an emergency? Does that include road crews? Has county

[24:40] transportation and the city street department been trained on what to do?

[24:43] Do they just clear roads? Do they help each other? And if so, when the city and

[24:48] county work together, who's in charge? Do the police and sheriffs have specific

[24:53] duties so as not to get in each other's way? Does that happen? Does each fire

[24:58] department know what to do depending on where the emergency is? Magistrates left

[25:03] love to help. Are there duties for them? Is TH's emergency management plan not?

[25:09] Now, I learned today that they are reviewing theirs. So, it's probably a

[25:12] good thing I asked them. Are there budgets or vans that could help with

[25:16] patients? Where would they be taken? The same with nursing homes and assisted

[25:20] living. Schools have to have separation plans for chemical spills, gas, etc. Are

[25:26] those plans known? At the last tornadoes, there was mass confusion with

[25:31] traffic getting in the way going to look. Could there be individuals placed

[25:35] in advance of a hit area to keep people out of the area as best as possible? Was

[25:40] there a meeting of the departments after the last tornado to talk about what went

[25:45] well and what needed looking into? Are there any plans for animals? An old

[25:50] emergency plan held vet names and numbers and names of lots of people most

[25:54] of no longer exist. Red Cross had information on people who were

[25:59] temporarily house animals. It would be good to generate something similar to

[26:03] that along with this broad overview. It would be nice if we could be better

[26:08] informed with details and I'll send it to

[26:11] » Okay, I can answer every bit of that for you if you like for me. Uh there is an

[26:18] emergency management book that's about that thick

[26:23] » and you can read through it. Everything you talked about is in there

[26:28] » in your old book. Well, but yeah, it's old book, but it's

[26:34] like everything. It needs to be revised with new locations, but everything from

[26:39] you're talking about from dead people, you know, mass u

[26:46] transportation, all this, water, food, every bit of this is in there. The only

[26:53] one thing that you did say and I was not involved in any of this last tornado

[27:01] stuff or anything. I I wasn't a part of that, but I'm well equipped with

[27:06] emergency management. One thing that was not done that should have been done, I

[27:13] asked two times for it to be done, and I've never seen a report this day on it,

[27:20] is an after uh

[27:24] cash after event followup, like you said, anytime that

[27:32] you have anything like that, that's just like our Fourth July. I've already met

[27:36] with all of our people and I have all that laid out to meet with the Fourth

[27:44] July board and Jason to what went bad, what went good. So, but that needs to be

[27:52] done after any casualty or event like that because you never learn until you

[28:00] find out. There was communication problems the last time. There was all

[28:05] kinds of problems. I agree with that. I wasn't a part of it. Uh but I know about

[28:10] it. I I was around and uh you know, we put a lot of things in place now. All

[28:18] our communications now, all of that's tiptop. If if it took three of our

[28:23] towers out, we can still operate. We can still do all this. But all of that is

[28:32] this man's position right here. He is the emergency management director for

[28:39] the city and county. Now, when we talk about disaster, if it's a county event

[28:47] that h that takes place or a county disaster,

[28:51] the the county judge and emergency management should be the one in charge

[28:58] of the county coordinating things together. If it occurs in the city, then

[29:05] it should be my responsibility along with emergency management. One thing we

[29:10] are going to do in this new emergency management building we had, we're going

[29:16] to have an emergency management operation center. Uh that and I think

[29:24] there's things that need to be trained on that. We need to have classes on

[29:28] that. But again, it's not my responsibility. We have an

[29:34] emergency management director. I'm not saying anything bad with Ron. I mean, he

[29:39] had inherited a lot from back, but and it takes time and time to go through

[29:44] this to revise all these just like we did our policies and procedures and all

[29:50] that. But you're absolutely right. that uh there needs to be an an after report

[29:59] uh because our

[30:04] when this last time happened, our guys was going in the county. We was getting

[30:09] people from everywhere. I think there was a problem with phone

[30:13] lines. It was at the Taylor County Fire Department when they didn't have enough

[30:19] phone lines. There was a lot of issues, but it's like everything else. We work

[30:24] those issues out over time, but it is a learning experience and uh believe me,

[30:31] we're we're going to be on top of it. We're going to get all this revised and

[30:37] uh so when anything happens, we'll be able to plug in and ABC go down the

[30:43] line. So, >> we've come because when I first came

[30:46] back, I went to an emergency management meeting which you weren't there or

[30:51] nobody even knew where emergency management book was. They had no idea

[30:56] what to do. It was >> well ask Ronnie to provide you or give

[31:01] you time to come in and look at it. Anybody can come in and look at it. It's

[31:06] open record just like anything else. there's

[31:11] nothing, you know, to be hid on it. Um, but yeah, I asked him to review it and

[31:17] sit down and when I was chief police here years ago, yeah, we used to have

[31:23] emergency management meetings. There were several of them, but uh we had it's

[31:29] been probably about

[31:34] three or four months, I think, since we've had one. So,
