[5:10]
Okay, I'm going [clears throat] call
this meeting to order this July the
[5:15]
20th, 2026.
Uh if we will, let's all have word of
[5:21]
prayer.
Our
[5:24]
gracious most heavenly father, we thank
you and praise you every day for all the
[5:29]
grace and glory that you give us. We
praise you for Jesus for taking our sins
[5:36]
at the cross. Father, we just pray that
we guide every day from our thoughts,
[5:43]
from our hearts to our minds to eyes to
our ears that we just follow Jesus in
[5:50]
everything that we do. We pray that this
meeting tonight will benefit the people
[5:55]
of this community. Father, just give us
the wisdom and give us the righteousness
[6:01]
that we need to just move this town
forward and that we could help the
[6:06]
people of this community in Jesus name
we pray. Amen.
[6:11]
» Amen.
>> Pledge allegiance. Salute. Pledge. I
[6:17]
aliance to the flag of the United States
of America and to the republic for which
[6:23]
it stands. One nation under the
indivisible with liberty and justice for
[6:30]
all.
[6:42]
» Okay. The first on the agenda is the
approval of the minutes. Uh 136.0.
[6:51]
» Move to approve.
>> Second.
[6:55]
» Jimmy with a motion to approve. John
second. All in favor say I. All oppose.
[7:04]
Motion carried.
[7:07]
Next is uh our financials 137.0.
[7:17]
» Make motion to approve.
>> I second.
[7:23]
Kathy Kathy has a motion to approve and
a second.
[7:29]
All in favor say I. I.
All oppose.
[7:34]
Motion carried.
Next is our reports.
[7:40]
And uh while we're looking at the
reports uh and I think this is a special
[7:49]
time that we need to I'd like to
recognize two members of our community
[7:57]
who have served 20 plus years uh on our
Camelville planning commission
[8:05]
which uh don't blame them that's a long
time they're stepping now. But I just
[8:12]
want to recognize them for and we as a
city, you don't know how much we
[8:19]
appreciate
for uh for you doing that. And Dwayne
[8:25]
Squires and if you would, Barry Blevens,
I'd like for both of you to come
[8:31]
forward, please.
[8:49]
right in a circle here or what have you.
But uh there's a flag for you for your
[8:56]
20 plus years.
>> And we look back to try to see exactly
[9:02]
and couldn't find it. So it's probably
we just know it's 20 plus. Yeah,
[9:08]
» that's good.
>> Yeah. And I appreciate it very much.
[9:13]
Appreciate you very much. appreciate
[9:26]
I know you
[9:36]
appreciate the opportunity
[9:41]
to
grow
[9:44]
here.
[10:10]
» Any uh questions on any of the reports.
[10:18]
If not, we'll move along.
[clears throat]
[10:22]
Um
139.0 is old business. Uh
[10:28]
139.1, we have no old business. So,
we'll move along to new business.
[10:37]
140.0.
And the first is 140.1
[10:44]
and that's an approval of resolution
26-02
[10:49]
from the Kentucky Transportation Cabinet
MOA
[10:54]
memorandum of agreement. So we're very
proud to have received this. Uh it's
[11:01]
around $458,000
[11:05]
in additional asphalt funding.
Uh we applied for this uh it's came
[11:13]
through uh it is designated to certain
streets that when we did this uh we had
[11:21]
to go down each street every 300 ft take
pictures and show the streets. So but
[11:28]
that is an outstanding
uh uh an amount of money. So, we're
[11:35]
going to hopefully get a lot of our big
projects that we know would take our
[11:42]
whole entire black top
just to do one or two streets and uh
[11:48]
this way we can get those major streets
out of the way and and move on. So, I'll
[11:55]
need uh if y'all approve it, uh we'll go
from there. Any
[12:06]
strings attached with this money?
>> Huh?
[12:08]
» Are there any strings attached? Is this
8020 grand or anything or is this full
[12:13]
funding?
>> It's full funding.
[12:15]
» Awesome.
>> Yeah. So, Sharon approved and Jimmy
[12:20]
second. All in favor say I.
>> All oppose.
[12:25]
Motion carries.
And then next is uh
[12:32]
140.2
approval of a resolution 26-03
[12:39]
application for Kentucky Office Homeland
Security Grant and that's for uh fire
[12:46]
equipment. Uh we applied last year on it
and came really close
[12:53]
uh almost to getting it last year, but
hopefully this year we're confident
[12:59]
enough maybe uh we can obtain this
funding this year. Uh and it's for
[13:07]
rescue water rescue um equipment.
[13:16]
You just need a motion to approve.
>> Yeah, I move
[13:23]
» Jimmy with a motion to approve
>> phase second. All in favor say I. I.
[13:30]
» All oppose.
Motion carried.
[13:35]
And uh the next is approval of
resolution 26-04
[13:41]
emergency management plan.
[13:46]
» I think that was the email. The plan was
actually emailed out to all of
[13:52]
the emails or board that was PDF, right?
>> The emergency management plan that was
[13:58]
emailed last week or I think
>> yeah last week or the week. That's
[14:04]
something that's more than one PDF.
>> Yes, that was it probably. Yes.
[14:08]
» I'll make a motion that we
[14:16]
» second.
>> Donnie
[14:19]
stand with a motion to approve. Donnie
second. All in favor say I.
[14:25]
» All opposed.
Motion carried.
[14:30]
Uh
next is uh appointments of the ethics
[14:35]
board. We have
um
[14:40]
three that are
actually expired.
[14:47]
One um
be Cody Jerry, Debbie Wimworth, and of
[14:54]
course u the late Philan Burch. he was a
chairperson.
[15:01]
Um,
I've talked with several people on on
[15:05]
this and uh the ones that um
I would like to replace for those three
[15:13]
individuals uh Jeremy Wood being an
attorney. Um it's always good to have an
[15:20]
attorney on every board or anything
else. He's agreed to serve another
[15:26]
attorney.
Um, brother Chapman Bean, uh, who's a
[15:32]
good individual in this community. He's
fairminded and I think he'll would be
[15:38]
great to have on this. And uh I've asked
uh to take uh Phil Allen's place as
[15:48]
chairperson
um as uh Mitch Bailey, which Mitch used
[15:54]
to be chief police here, retired colonel
state police. He's I know he's very
[15:59]
familiar with ethics and uh the rules
and procedures of hearings and so forth
[16:06]
and u and he'll play it straight down
the line. So I think he'll be good for
[16:14]
that.
>> What was the last name?
[16:18]
» Bean.
>> Bean.
[16:19]
» B A N.
>> Is that right?
[16:22]
» Yes. And I have to replace
Drury.
[16:33]
» Do you need a motion?
>> Yes.
[16:35]
» I'd make a motion for the three
gentlemen to be appointed.
[16:39]
» Okay.
[16:42]
» Kathy,
I got swimmers here in this.
[16:47]
[laughter]
[16:50]
Okay.
So John with the motion, Kathy second.
[16:55]
All in favor say I.
>> All oppose.
[16:59]
Motion carried.
Uh [clears throat] next is 140.5
[17:06]
the appointments to the housing
commission.
[17:10]
And what this is, they all have
expired their terms with the housing and
[17:18]
they're just asking for us the city to
approve them to be reappointed.
[17:26]
Uh, and there Jennifer [clears throat]
uh, uh, Rasgens, Chris Christina Shley,
[17:34]
Frank Kwell, and Lisa Gupton,
their current ones on that board along
[17:41]
with myself. Um,
so they're just asking our approval
[17:47]
because they they would all like to
serve another term on that board.
[17:54]
So I made a motion.
>> Okay.
[17:57]
» Recommended
>> Heather with a motion to approve.
[18:03]
» Second.
>> Yeah. Sharing second. All in favor say
[18:07]
I.
>> I.
[18:09]
» All oppose.
Motion carried.
[18:13]
Uh next is the approval of the water
sewer project for the emergency services
[18:19]
building.
[18:30]
This is the estimate to hook on to
what's currently on 55
[18:37]
to the location where the building will
be.
[18:48]
Is this the cost that was expected? Is
this
[18:52]
Yeah, it's basically what we had kind of
thought, you know, by looking at it
[18:58]
earlier and knowing that we'd have to
have a lift station and all that.
[19:02]
» Yes.
>> Yeah. It's half million dollars, which
[19:05]
this Well, it is a lot,
>> but it's within what you thought it
[19:11]
would be.
>> Yeah. Well, also too by
[19:15]
having that list station too, it will
also help the land beside it too
[19:22]
eventually if we needed to too to
additional.
[19:29]
» I'll
[19:33]
be paid for
>> we'll just have to pay for it. And
[19:37]
» I had a cushion and capital project. So
we'll just pay for it out of there
[19:42]
because it was not part of the
>> the project.
[19:45]
» No, it was not part of the project.
>> That's what I was saying. Part of the
[19:47]
project.
>> Yes.
[19:53]
» What was
>> f? Yeah. F of the motion to approve and
[19:59]
stand second. All in favor say I. All
oppose.
[20:04]
Motion carried.
[20:08]
Uh next is uh
140.7
[20:14]
the approval of water company purchases
[20:20]
and you can see you'll see the areas
there that's broke down
[20:27]
uh what's actually needed uh
in the
[20:34]
water treatment wastewater plant.
[20:41]
» Yes, ma'am. Get it?
>> Yes.
[20:42]
» And they all look like they're basically
within budget of all the things we
[20:45]
already voted for, right?
>> Yes.
[21:01]
» A second.
>> Okay. favor with a motion to approve and
[21:07]
a second. All in favor say I. I.
>> All oppose. Motion
[21:16]
resolution.
>> The what?
[21:19]
Resolution.
[21:23]
» Hang on.
[21:27]
» Yeah. Hang on.
>> Yes. It's It looks like it's a repeat,
[21:32]
but it's
It's an additional.
[21:35]
» Yeah, it's two different resolutions on
that one grant.
[21:41]
» There's two grants that apply for both
of them.
[21:44]
» This is also for rescue equipment.
>> This will be for trenching equipment. Be
[21:49]
like a trailer. So like if there's like
a a um
[21:55]
» Oh my goodness. [clears throat] What am
I
[21:58]
» like?
>> Yes. Yes. Yes. It'll have
[22:01]
» rescue.
>> Yeah. all the everything in it. So, um
[22:05]
that we had to have a second resolution
because it's two separate crises.
[22:10]
» Okay.
>> Okay.
[22:11]
» Second. [clears throat]
>> All right.
[22:16]
Jimmy with a motion to approve. Heather
second. All in favor say I. I.
[22:22]
» All oppose.
Motion carries.
[22:26]
uh session. At this time, we will need
to go into close the executive session
[22:35]
reference to KRS618.0
[22:39]
uh pertaining to uh real estate uh sale
or purchase. Um,
[22:54]
» we approved that resolution. We did the
resolution on it.
[23:00]
I would assume without Lonnie here it
may not be okay.
[23:05]
» I have a lot of questions.
>> You're talking about the emergency
[23:07]
management plan? Yeah.
>> Yeah. He sent me an email today. The
[23:11]
last time that that plan had been
revised was back in
[23:18]
I think around 2000. So, uh
he's going to redo this plan where we
[23:27]
have to have a resolution from the city
and the county
[23:31]
for it to be revised or whatever.
>> Put out my list of questions.
[23:36]
» Sure.
>> And they're not being answered, just to
[23:38]
be thought about.
>> Okay. In Orlando, I went through
[23:41]
conducting a lot of emergency management
sessions. We all knew that it's not the
[23:45]
broad overview, but the details that
make all the difference. This is a broad
[23:50]
overview for the state, but the
community needs details. Being Red Cross
[23:54]
in Kentucky, when the last tornado hit,
I was at TCHS where people were sent
[23:59]
that needed to be evacuated. The
superintendent didn't know what to do.
[24:02]
Teachers were there. They did not know
what to do, but some wanted to be in
[24:06]
charge and made wrong decisions. No
information was shared and the place
[24:09]
became inundated with clothes that were
not needed. Several restaurants had an
[24:14]
abundance of food with few there to eat
it. Where were people who evacuated
[24:19]
could it be known well in advance of an
emergency, not at the last minute? Who
[24:23]
will receive and care for them so they
know what to do? Some type of police or
[24:27]
magistrate needs to be there. The plan
mentions September County School's
[24:31]
transportation directors being the ESF
director. Does he manage all
[24:35]
transportation during an emergency? Does
that include road crews? Has county
[24:40]
transportation and the city street
department been trained on what to do?
[24:43]
Do they just clear roads? Do they help
each other? And if so, when the city and
[24:48]
county work together, who's in charge?
Do the police and sheriffs have specific
[24:53]
duties so as not to get in each other's
way? Does that happen? Does each fire
[24:58]
department know what to do depending on
where the emergency is? Magistrates left
[25:03]
love to help. Are there duties for them?
Is TH's emergency management plan not?
[25:09]
Now, I learned today that they are
reviewing theirs. So, it's probably a
[25:12]
good thing I asked them. Are there
budgets or vans that could help with
[25:16]
patients? Where would they be taken? The
same with nursing homes and assisted
[25:20]
living. Schools have to have separation
plans for chemical spills, gas, etc. Are
[25:26]
those plans known? At the last
tornadoes, there was mass confusion with
[25:31]
traffic getting in the way going to
look. Could there be individuals placed
[25:35]
in advance of a hit area to keep people
out of the area as best as possible? Was
[25:40]
there a meeting of the departments after
the last tornado to talk about what went
[25:45]
well and what needed looking into? Are
there any plans for animals? An old
[25:50]
emergency plan held vet names and
numbers and names of lots of people most
[25:54]
of no longer exist. Red Cross had
information on people who were
[25:59]
temporarily house animals. It would be
good to generate something similar to
[26:03]
that along with this broad overview. It
would be nice if we could be better
[26:08]
informed with details and I'll send it
to
[26:11]
» Okay, I can answer every bit of that for
you if you like for me. Uh there is an
[26:18]
emergency management book that's about
that thick
[26:23]
» and you can read through it. Everything
you talked about is in there
[26:28]
» in your old book.
Well, but yeah, it's old book, but it's
[26:34]
like everything. It needs to be revised
with new locations, but everything from
[26:39]
you're talking about from dead people,
you know, mass u
[26:46]
transportation, all this, water, food,
every bit of this is in there. The only
[26:53]
one thing that you did say and I was not
involved in any of this last tornado
[27:01]
stuff or anything. I I wasn't a part of
that, but I'm well equipped with
[27:06]
emergency management. One thing that was
not done that should have been done, I
[27:13]
asked two times for it to be done, and
I've never seen a report this day on it,
[27:20]
is an after
uh
[27:24]
cash after event
followup, like you said, anytime that
[27:32]
you have anything like that, that's just
like our Fourth July. I've already met
[27:36]
with all of our people and I have all
that laid out to meet with the Fourth
[27:44]
July board and Jason to what went bad,
what went good. So, but that needs to be
[27:52]
done after any casualty or event like
that because you never learn until you
[28:00]
find out. There was communication
problems the last time. There was all
[28:05]
kinds of problems. I agree with that. I
wasn't a part of it. Uh but I know about
[28:10]
it. I I was around and uh you know, we
put a lot of things in place now. All
[28:18]
our communications now, all of that's
tiptop. If if it took three of our
[28:23]
towers out, we can still operate. We can
still do all this. But all of that is
[28:32]
this man's position right here. He is
the emergency management director for
[28:39]
the city and county. Now, when we talk
about disaster, if it's a county event
[28:47]
that h that takes place or a county
disaster,
[28:51]
the the county judge and emergency
management should be the one in charge
[28:58]
of the county coordinating things
together. If it occurs in the city, then
[29:05]
it should be my responsibility along
with emergency management. One thing we
[29:10]
are going to do in this new emergency
management building we had, we're going
[29:16]
to have an emergency management
operation center. Uh that and I think
[29:24]
there's things that need to be trained
on that. We need to have classes on
[29:28]
that. But again,
it's not my responsibility. We have an
[29:34]
emergency management director. I'm not
saying anything bad with Ron. I mean, he
[29:39]
had inherited a lot from back, but and
it takes time and time to go through
[29:44]
this to revise all these just like we
did our policies and procedures and all
[29:50]
that. But you're absolutely right. that
uh there needs to be an an after report
[29:59]
uh because
our
[30:04]
when this last time happened, our guys
was going in the county. We was getting
[30:09]
people from everywhere.
I think there was a problem with phone
[30:13]
lines. It was at the Taylor County Fire
Department when they didn't have enough
[30:19]
phone lines. There was a lot of issues,
but it's like everything else. We work
[30:24]
those issues out over time, but it is a
learning experience and uh believe me,
[30:31]
we're we're going to be on top of it.
We're going to get all this revised and
[30:37]
uh so when anything happens, we'll be
able to plug in and ABC go down the
[30:43]
line. So,
>> we've come because when I first came
[30:46]
back, I went to an emergency management
meeting which you weren't there or
[30:51]
nobody even knew where emergency
management book was. They had no idea
[30:56]
what to do. It was
>> well ask Ronnie to provide you or give
[31:01]
you time to come in and look at it.
Anybody can come in and look at it. It's
[31:06]
open
record just like anything else. there's
[31:11]
nothing, you know, to be hid on it. Um,
but yeah, I asked him to review it and
[31:17]
sit down and when I was chief police
here years ago, yeah, we used to have
[31:23]
emergency management meetings. There
were several of them, but uh we had it's
[31:29]
been
probably about
[31:34]
three or four months, I think, since
we've had one. So,
[31:39]
any other questions on that?
>> Like I said, I'll give this to I'll talk
[31:44]
to him about some of the details that I
feel like.
[31:48]
» Yeah.
[31:51]
» Okay. I need a motion executive session.
>> Okay. And second,
[32:03]
» all in favor say I.
[36:32]
Sharon second.
>> Okay.
[36:40]
» Let me come out of the executive session
and then All right, Dan. Motion to come
[36:45]
out of executive session. Sharing a
second. All in favor say I.
[36:51]
» All oppose. Motion carried. Now,
>> but we recognize our new development.
[36:57]
» You came here tonight. Stand up.
[37:07]
» Speak a little bit.
[37:16]
» Very I feel very honored and grateful to
have the opportunity to serve our
[37:22]
community.
looking forward to working closely with
[37:26]
everyone here and likewise with the
fiscal court. I think that the campus
[37:32]
has just a tremendous amount to offer
anyone looking to call a place home and
[37:38]
we want to make sure we get our message
out there, tell our story. So, look
[37:44]
forward to it. official start date is
August 3rd, but I can I can tell you
[37:48]
that already working.
>> The second Friday, that is our schedule
[37:54]
period. Obviously, with volunteers, we
sometimes have to adjust that. We try to
[37:58]
to be as meaningful and thoughtful that
as we can doing so, but we'll always
[38:04]
make sure we have our notices out well
in advance to
[38:08]
wishes to join us.
[38:14]
Thank you.
[38:20]
» Motion to
>> Okay, then there's a motion to adjourn.
[38:25]
» Jimmy [laughter]
[38:29]
second. All in
>> favor say I.
[38:35]
Thank you.
