[3:19] But as you know, the data center is being built over there in Perry Township, thus there's

[3:27] activity within that JED and we have collected so far through June 30th, we've collected just

[3:37] over $39,000 in that JED and then we need to, it'll be split, $30,000 to us in around

[3:48] around $9,000 or around $8,000 to Perry.

[5:12] increased from $44,000 in 2022 to $140,000 in 2025.

[5:19] A majority of that increase over that time are from the general fund having to cover the

[5:26] parking lot or parking dex fund.

[5:29] The parking dex fund doesn't have enough cash or cash flow to cover the entire expenditure

[5:36] of the real estate taxes on those two facilities.

[5:39] So over the last several years, the ZARA Fund covered 49,023,68,024 and 106,025 of the

[5:51] parking deck fund because they don't have enough cash for that fund.

[5:55] This year, we anticipate covering about 144,000 and deck funds for real estate.

[6:02] But we knew that and we have appropriated that.

[6:06] But the thing that we didn't appropriate for was that we took over the Civic Center last year during the year.

[6:15] And so the real estate taxes on the Civic Center are our responsibility this year.

[6:24] And it's $175,000. So that's asking for the $200,000 appropriations to cover the two real estate payments

[6:34] that we made for the Civic Center this year.

[15:29] The people who enforce these laws, the Cancun Police Department, have a track record

[15:34] of abuse and civilian deaths going back decades.

[15:39] Many of you have surely seen the viral video in the last few weeks of a Cancun Police

[15:44] officer traumatizing a young glass boy who was simply existing on his own front porch.

[15:49] The child managed to remain home while the officer abused him repeatedly.

[15:56] The community calls out for justice and accountability, not just for this child,

[16:02] but for every black and brown child who CPD has traumatized in this way.

[16:08] CPD has done this and worked again and again and again and again.

[16:15] We can clearly see that agenda item 17 on discharging firearms will be used more harshly

[16:22] against black and brown people than people who look like me.

[16:28] The Kansas City Council has the legal and moral authority to restrain the Kansas Police

[16:34] Department, but it has repeatedly refused to do so.

[16:38] You can pass ordinances that restrict what officers are allowed to do and set consequences

[16:44] when they do not. You can tie funding for the department to adherence to these expectations.

[31:11] So a new line, a new meter, a valve, a backflow, and a bypass roll-in store installed in this building at a cost of $41,087.06.

[31:23] Given that this was an immediate repair, we were unable to open a purchase order in time before they could complete the work.

[31:32] So we're asking for this to be approved as a moral obligation ordinance in order to make their payment.

[31:40] We're not needing any additional appropriations or anything at this time, we're going to use previously appropriated capital funds for this expense.

[32:40] Brown to the Remediation Program, which covered 75% of the cost.

[32:46] To date, if you go out to the site, what the building has been demolished, the property

[32:51] has been sensed and the environmental assessment has been completed.

[32:55] All that we need to do now is to do soil remediation at the project site.

[33:04] To estimate for this is 150,000.

[33:08] However, according to Mr. Hyman, it's been brought to his attention that

[33:12] Ordinance 122, 2025 is not included in the biennial reauthorization ordinance.

[33:19] So that's why we're coming back here to ask for the additional appropriations because
