[1:36] about something that's not on your agenda yet, but will be in the next

[1:41] month or two. It's regarding the uh veterans um tax exemption that was

[1:46] passed by the state recently recent. I also have a kind of a fact

[1:52] sheet that I'll pass to you. May approach the bench, sir.

[2:08] » Well, I'm basically here to respectfully ask the board to opt into the Lor's uh

[2:14] new property tax exemption for veterans who've been rated 100% u permanently and

[2:19] totally disabled as a result of their military service. Um, as you see,

[2:22] there's a one page of references and links to everything. I think it also be

[2:26] webinar. Lots of stuff on the way in there.

[2:30] Thank you for mentioning 911. I remember exactly where I was on my way back from

[2:34] my first deployment. Um halfway between Hawaii and San Diego, not knowing if

[2:39] they're going to get turned right back around after being gone for, you know,

[2:42] six months. Um but so thank you for for mentioning that. So I recently retired,

[2:47] moved up here. Um my wife grew up here. Um her father, Michael Tullik, has been

[2:52] a doctor up here for a long time, also a military vet. Um, and when we were

[2:56] weighing options about where we were going to go after leaving sunny San

[2:59] Diego, um, one of the things that attracted us, uh, to this community was

[3:04] a sense that Canton values service, community, and the people who choose to

[3:08] put down woods here. Adopting this exemption would be a meaningful way to

[3:11] demonstrate those values. The number of veterans who qualify for this benefit is

[3:16] very small. It's not every veteran. Just a small fraction earned that 100% right

[3:20] in. That's not something you want to earn. dress a 100% permanent and total

[3:25] service connected disability rating is not simply a recognition that someone

[3:28] once served in uniform. It reflects a determination by the Department of

[3:32] Veterans Affairs that the veteran has endured a lot more than just some bumps

[3:35] and bruises, but some lifealtering experiences or ailments. New York

[3:39] created this exemption to recognize that sacrifice. In fact, the state initially

[3:43] went further. The governor and legislature act to make this benefit

[3:46] mandatory statewide before the laws were sub subsequently amended to restore

[3:50] local discretion which which I which I agree with. I believe that history is

[3:55] important. It demonstrates the underlying public policy judgment.

[3:58] Providing a full property tax exemption to our most severely disabled veterans

[4:01] is an appropriate way for New York communities to recognize their service

[4:04] and sacrifice. Now that decision is entrusted to communities like ours. I

[4:10] hope Kant chooses to say yes. There's also a broader benefit to doing so.

[4:14] Communities across upstate New York are competing to attract families,

[4:17] professionals, retirees, entrepreneurs, and people who will become active

[4:21] members of their communities. Veterans are extraordinary population to attract.

[4:25] They bring leadership experience, professional skills, civic engagement,

[4:28] families who enroll in our schools, customers for local businesses,

[4:31] volunteers for community organizations who often want to continue serving long

[4:36] after they take off uniform. I've been here just almost exactly a year and I'm

[4:40] on the village board, board of hoopsters, coach basketball, lacrosse,

[4:43] and I'm inclined to get even more involved once I get to know the

[4:46] community even better. Imagine the message that this can

[4:49] imagine the message can send. If you serve your country, if that service left

[4:54] you permanently and totally disabled as determined by the VA, and you were

[4:57] looking for a community in which to raise your family, retire, start a

[5:00] business, or begin the next chapter of your life, Hampton wants you here. That

[5:04] is a powerful statement about the what kind of comm community we want to be,

[5:07] especially as the county seat of St. Lawrence. I recognize that the board

[5:10] also has responsibility to taxpayers and must consider the fiscal impact of any

[5:14] exemption. I would encourage the board to determine how many properties in our

[5:17] jurisdiction would actually qualify and what the true fiscal impact would be. My

[5:21] expectation is that would be quite small.

[5:24] um then weight that cost against the policy priority and what this represents

[5:28] and against the long-term value of making cannon one of the communities in

[5:30] New York known for actively welcoming veterans and their families. This isn't

[5:35] simply about reducing someone's coffee tax bill. It's about deciding what we

[5:38] value as a community. New York has given Kant the opportunity to make that

[5:41] choice. I respectfully access court to opt in to the full property tax

[5:44] exemption for veterans rate 100% permanent total through their military

[5:48] service. I hope we choose to be a community that doesn't merely say

[5:51] support veterans, but it demonstrates it through our actions. Thank you for your

[6:13] life as has my husband Bill. I hope that can proceed this way to support the real

[6:19] property tax form RB-458A

[6:24] alternative exemption. This law covers 100% property tax

[6:29] exemption for 100% permanently and total disabled veterans.

[6:34] While on the surface this may seem like a lot of veterans would qualify, in

[6:39] reality only a few in our town and village would be actually eligible. I

[6:45] think there are only five or less in the village and 10 or less in the entire

[6:50] town. >> Yeah, I think I think you're right. It's

[6:52] about it's about a dozen. We've we've we've already looked at both. So, go

[6:56] ahead, Julie. >> Okay. Thanks. I'm going to go back a few

[6:58] years and remind everyone that veterans, active duty, and reserve men and women

[7:04] have made huge differences in the quality of life here in Kansas, New

[7:07] York. My husband Bill served for 30 years in

[7:12] the Army Corps of Engineers and during that time the ice storm. I'm sure that

[7:17] most of you will remember that days on end with no power, no traffic

[7:23] allowed on our roads, farmers without power trying to milk their cows by hand,

[7:29] and no help coming from anywhere. I do not know, Jim, if you had a generator or

[7:34] not, but it was certainly an emergency situation for many, many farmers.

[7:41] My husband, as a member of this community, took it upon himself to

[7:47] contact his resource that drunk. Within hours, there were many generators on

[7:52] blackbed truck on their way to Bangor County. And not only did those men

[7:57] deliver the generators to farmers, they also taught them how to set them up and

[8:02] use them. Really important when you are not familiar with generators at all.

[8:08] He also contacted FEMA when it became apparent

[8:13] that larger entities like hospitals needed much larger generators which were

[8:19] not in supply.

[8:22] and Bill contacted another that Tom Kley very well known in this village.

[8:30] Tom arranged for all of those volunteer military men to be housed at St.

[8:35] Lawrence University facilities during the time period that they were here was

[8:39] like about a week and Tom also made sure that they were fed as well.

[8:45] None of these men were paid for this. They all very willingly volunteered and

[8:51] pitched in to a community in crisis. That is what our military does. And not

[8:57] only do our military people step up in a crisis, they also organize and volunteer

[9:02] in multiple community projects. Remember the playground at the

[9:07] elementary school when that was built? Many, many people volunteered to help in

[9:13] this communitywide endeavor. And many were veterans or reservists, including

[9:18] my husband and Tom Kople. Many of our veterans, active duty and

[9:23] reservist, volunteer many hours sharing their expertise in our community. My

[9:28] husband does not have a 100% disability rating. He does have a disability rating

[9:34] due to exposure to Asian orange, which will certainly cause his demise.

[9:40] And no, he did not go to Vietnam. He was exposed right here at home on Fort Drum

[9:46] during his many years of service there. I sincerely hope that the town and

[9:51] village of Kansas as well as the school district vote to opt in on form RP-458A

[9:59] alternative extension. It seems like such a small thing to do for our

[10:03] veterans who have been so generous with their time and expertise making canen a

[10:08] better place to live. Thank you for Lindsay.

[10:25] Same house. The thing is is I live on the Morley Potan Road. A real bad curb.

[10:38] stop signs. last week almost a really bad accident took down the sign. But the

[10:45] point is is when there's an accident there, someone's going 50, you know, and

[10:50] so it's benefits fatalities there and maybe a four-way stop

[10:58] would be a a better thing because it's a 95% of accidents can be prevented. So,

[11:05] and uh sometimes, you know, the people that have to witness these accidents,

[11:10] it's trauma for them, you know. So, anyways, thank you.

[11:23] Canton in uh 1990 when I got out of the military.

[11:30] Uh, I was one of the unfortunate people that was uh poisoned by the United

[11:42] the drinking water problem. I'm sure many of you are aware of that. There's a

[11:46] lot of litigation going on right now about uh

[11:51] about that. I uh I called the assessor here today because I got my uh I got my

[11:58] tax uh my school tax uh bill and uh I guess with the new assessment that they

[12:06] did uh my uh my school tax went up uh from

[12:12] roughly $1,400 to $2500. It's uh it's quite a little expense. Uh

[12:21] my brother-in-law, he uh he just recently went through the

[12:27] Agent Orange thing and he got uh he got a 90 I think he got a 90% approval.

[12:34] Uh unfortunately, I've been 100% dis disabled for uh

[12:40] almost 12 years now. Uh

[12:46] my brother-in-law, he's he's lived here all his life. He used to work up at

[12:51] Reynolds back in the heyday of Msina. And uh he's always had this uh

[12:59] he always had this he's never had a good thing to say about St. Lawrence

[13:02] University and their tax exemption that they have.

[13:07] Uh I I haven't looked into it. I think I I

[13:12] probably will, but uh I I hope if you uh if you take take

[13:18] this up, I I hope that you will look at some of that uh some of the other tax

[13:23] exempt uh status that's that's going on around here. And uh

[13:31] like uh like like some of these people have said, how many people are you

[13:36] talking about? How many people are 100% disabled?

[13:40] poisoned by their uh poisoned by the service that they gave 20 years to.

[13:47] And they wouldn't they they wouldn't even they would when they found out they

[13:51] wouldn't even notify. They wouldn't they never notified the

[13:56] people that got poisoned when they got poisoned.

[16:15] two of his funds by projecting out if we were to spend all the appropriations. I

[36:07] our liberties embodies the principles of limited government and a republic

[36:11] dedicated to rule by law and whereas September 17 2026 marks the 239th

[36:17] anniversary of affirming of the constitution United States of America by

[36:21] the constitutional convention and whereas it is fitting a proper

[36:25] to accord official recognition for this magnificent document and its memorable

[36:29] anniversary into the patriotic celebrations which will commemorate it.

[36:34] And whereas public law 915 guarantees the issuing of a proclamation

[36:40] each year by the president of the United States of America designating September

[36:44] 17 through 23 as Constitution week. Now therefore, I

[36:51] Jim Smith by virtue of the for authority vested in me as town Canton supervisor

[36:58] do hereby proclaim the week of September 17 through 23 as constitution week and

[37:04] ask our citizens to reaffirm the ideals of the framers of the constitution

[37:10] ideals well that that the framer's constitution had in 1787 by vigilantly

[37:17] protecting the freedoms guaranteed to us through this guardian of our liberties.

[39:54] temporary supported county Justice Court applied for justice court assistance

[39:58] program grants enhancing operations court supporting municipal building

[40:02] projects and justice court of Canton has a heavy case load because of the

[40:07] presence of two colleges St. Orange County Jail within its jurisdictions in

[40:11] the doge court resolving in December 2012 merging with town and learn justice

[40:17] system court system uh operates at a high degree of

[40:21] efficiency despite the constraints faced by a community where 65%

[40:26] of its property is tax exempt and whereas the Canton justice court system

[40:31] could improve its efficiency by using a grant through the justice court

[40:35] assistance program that would upgrade space operations supplies and equip

[40:39] equipment. Whereas the town justice court is directed to share the grant

[40:43] applications. So the town supervisor uh share with the town board prior to

[40:49] submission and for approval with the understanding that Canton justice court

[40:53] will continue to stay within the parameters of the grant. Now therefore

[40:57] all done again authorizes the Canton town port to apply for JCAP grant in the

[41:03] 26 27 grant cycle up to $30,000. We've always been pretty successful with

[41:12] these and uh it has uh helped with some of the things in the building. I mean

[41:18] the lift that goes from the lobby up to there that was done through a JCAP

[41:23] grant. So, um, we have a motion to >> have they submitted

[41:29] what they want to do for a project for this round.

[41:33] » Uh, if they were depending on what they were working, uh, that's the max that

[41:38] they can apply for is the 30,000. >> I was just curious if they indicated to

[42:58] they've tried one in the fall. Um the 15 resolutions that you have before

[43:05] you are very similar to ones that you see in the spring. Um there is maybe one

[43:12] or two in there that wouldn't even pertain to the town of Canton, but as a

[43:17] town board, uh we could support them uh in support of other townships within the

[43:24] state that do have water and and sewer. That's one of them. But of the 15 that

[43:34] there are that are there and you've seen, uh, do you want to discuss any of

[43:39] them individually? Do we want to vote on them individually

[43:43] or do we want to vote on them as a package?
