[4:31] said evidently, I don't know because of

[4:33] MLK or what that [laughter] he could not

[4:39] see if I would pray tonight. So, this is

[4:41] the honor. I thank God for this honor to

[4:43] be here to do this tonight. Let us bow

[5:54] manager, the city council elected

[5:57] members, uh the city employees, the

[6:00] staff who are here in all capacities,

[6:03] and then the citizens like myself who

[6:07] are here, and even the media, our KFVS

[6:11] staff and all who are here tonight. We

[6:13] thank you that we are all here for the

[6:17] good Lord of our community of Cape

[6:20] Gerard, Missouri.

[6:22] So as we gather tonight, may we reflect

[6:25] your justice, Lord, your love, and your

[6:29] mercy in this meeting. from the time of

[6:32] what we're doing now in this invocation

[6:34] to you even as we do the pledge of

[6:37] allegiance as we embrace the emergency

[6:42] operations director's presentation that

[6:45] will be tonight Lord as we listen to any

[6:49] advisory applicants that will be

[6:51] appearing tonight as we listen to

[6:53] reports Lord even as the roll call is

[6:57] conducted and the asent consent agenda

[7:00] is presented, dear Lord. And as the

[7:04] bills come forth, especially the one

[7:06] discussing and appropriating the funds

[7:09] for our fire department, dear Lord, and

[7:13] even as we all

[7:15] have the happiest moment probably here

[8:03] So, we will begin tonight with a uh in

[8:06] our study session. Um, and we do have an

[8:10] item um to discuss during that session.

[8:13] It is uh regarding the joint emergency

[8:15] operations center and we have uh Sam H.

[8:19] Hearnden here tonight from the Cape

[8:20] County Emergency uh management center.

[8:23] He's the director. Thank you for being

[8:24] here, Mr. H. Hearnden. Uh thank you for

[8:26] having me this evening. Um what we have

[8:29] proposed and been working on for the

[8:30] last 6 months uh is a joint memorandum

[8:33] of understanding for uh the city of Cape

[8:36] City of Jackson Simo University in Cape

[8:38] Troto County to unify um their emergency

[8:42] operations centers in the event of a

[8:44] disaster uh or major event so that we uh

[8:48] can better serve the citizens of each

[8:50] community uh and the county as a whole.

[8:52] Um when we started working on this, we

[8:55] had found that we were very deficient um

[8:57] if we stood alone. Um but if we all

[8:59] worked together, uh we would be able to

[9:02] uh serve this community a lot better. Um

[9:04] it would give uh the cities

[9:07] opportunities to continue operating um

[9:09] with all of their staff as well as the

[9:12] county instead of each uh entity tying

[9:15] up their own staff with that disaster

[9:16] and not being able to continue with

[9:18] daily government operations. Um, this

[9:21] will also allow uh public service uh as

[9:24] far as police departments, fire

[9:25] departments to keep as much of their

[9:27] staff um working uh on the disaster or

[9:31] back to daily operations without tying

[9:33] up uh a lot of their staff in their

[9:35] operation centers. Uh in thisou

[9:39] um it it addresses um how we activate

[9:42] the operation centers. Um we have it

[9:45] broke down into four levels uh which was

[9:48] agreed upon by uh all of the the four

[9:51] emergency management directors um for

[9:53] SEMA University, Cape County, uh the

[9:56] city of Cape and the city of Jackson. Um

[9:59] it also addresses where that operation

[10:01] center will be. Uh currently the primary

[10:03] operations center will be the new county

[10:05] emergency operations center with our

[10:07] secondary um being the one uh at Cape

[10:11] Fire Station 3 uh in case um one was

[10:14] damaged, we do have a backup plan there

[10:16] as well. And it's also gives us the

[10:19] opportunity to share our personnel. Um

[10:21] something we found we were very

[10:22] deficient is is is if one entity tried

[10:25] to run an operation center on their own

[10:27] for a large period, we couldn't do it.

[10:29] We couldn't staff our own. um if we had

[10:32] to go more than probably 12 to 14 hours,

[10:35] um staff would get fatigued, uh need to

[10:37] go home, uh things like that. But if we

[10:39] can share our resources, we can continue

[10:42] those operational periods and allow

[10:43] people to go home, tend to their

[10:45] families, um get rest, uh tend to their

[10:48] normal daily duties as well. Um so that

[10:52] was the big driving force uh was giving

[10:54] us the opportunity to continue um

[10:57] operational periods without having to um

[11:00] keep people working uh 24 48 hour

[11:03] stretches uh if need be depending on the

[11:05] disaster. Um it also outlines in here um

[11:09] required trainings to make sure that all

[11:11] personnel working in the operation

[11:13] center um at least have minimum training

[11:16] to understand what they're doing to

[11:18] better support um those folks that are

[11:20] out doing search and rescue um helping

[11:23] out in the community um during a

[11:25] disaster. So it it it helps us make sure

[11:28] that we have trained people um to better

[11:30] serve those that are helping out in our

[11:33] community. Uh it also puts in here um

[11:36] who's required to open the EOC uh and

[11:40] then the chain of command of events uh

[11:42] in a disaster to make sure that all

[11:45] community uh members are taken care of.

[11:48] Um Chief Morris did an excellent job

[11:50] helping out um with getting this put

[11:53] together, making sure the language uh

[11:55] supported what was best for the citizens

[11:57] of Cape uh as well as the citizens uh of

[12:00] the rest of the county. Um, so, uh,

[12:03] kudos to him for his his work and in

[12:05] helping get this put together to make

[12:07] sure, uh, we were doing things

[12:08] correctly, uh, to benefit everyone. Um,

[12:12] as far as the other agencies, this has

[12:14] already been approved by uh, Cape

[12:16] County, uh, the city of Jackson and Simo

[12:19] University. So, you're our last stop uh,

[12:21] in getting this uh,ou put in place. So,

[12:24] is there any questions or comments?

[12:28] » Yeah, I'll start. Can you just um line

[12:31] out a little bit the process, how long

[12:33] you guys have been working on this and

[12:34] and um Sure. Obviously

[12:36] » Uh so we started on this uh shortly

[12:38] after

[12:40] um the Delta tornado back on in April of

[12:43] last year. Um we had started kind of

[12:46] discussing it beforehand, but nothing

[12:48] formally was put together. When the

[12:50] Delta tornado hit, uh we had several

[12:52] folks uh from from different agencies,

[12:55] some from City of Cape, some from the

[12:56] county, and some from the city of

[12:58] Jackson. uh at the operation center. Um

[13:02] we were able to help each other with

[13:04] resources uh to kind of help that

[13:06] response down in Delta and uh watch out

[13:08] for the citizens of Cape when that

[13:10] looked like it was going to come through

[13:11] the city of Cape. Uh and at that time we

[13:14] kind of made the decision that we

[13:15] couldn't handle it alone. Uh we needed

[13:17] each other cuz if it would have hit the

[13:19] city of Cape, nobody would have had the

[13:21] resources to stand on their own uh to

[13:23] help the citizens. So, uh, we started

[13:25] putting it together then, um, started

[13:27] putting things in writing over the

[13:29] summer. Um, and we've we've put through

[13:31] a few drafts to make sure that all the

[13:33] language was correct, sent it to, uh,

[13:35] all the entities to make sure that their

[13:37] legal staff could look at it, um, to get

[13:39] the document we have now.

[13:41] » And you, just a quick followup, um, you

[13:43] kind of touched on it. I was just going

[13:45] to ask regarding last spring and and the

[13:48] Delta tornado and um if if this had been

[13:51] in place then, how might things um have

[13:54] looked differently?

[13:56] » Uh we would have been able to get

[13:57] resources here quicker. Um especially if

[13:59] we need to bring in state resources that

[14:01] would all come through my office. uh and

[14:03] instead of having uh the city of Cape

[14:06] looking for their resources, city of

[14:07] Jackson, each entity looking on their

[14:09] own, we would all be in the same room

[14:10] making the same decisions on what we

[14:12] need to bring in so we can get resources

[14:14] here quicker. Uh we would be able to

[14:16] communicate with the unified command out

[14:18] in the field uh to make sure we were

[14:20] helping them and supporting them in

[14:22] anything that they needed. uh and it

[14:24] would have helped us um putting together

[14:26] better donations management, volunteer

[14:28] management to get help and donations to

[14:30] the citizens that need them quicker. Uh

[14:33] instead of all that just kind of going

[14:34] wherever uh and having mixed messaging

[14:37] on how to get the help that they need,

[14:38] we'd be able to get that one unified

[14:40] message uh out to everyone.

[14:42] » Okay.

[14:44] » Yes. Mr. uh Mr. Mr. H. Hearnden is would

[14:48] would this EOC be similar to like the

[14:51] jock or the SEMA that's set up like an

[14:53] at Skeleton, the National Guard, how

[14:55] they have essential elements um for when

[14:59] you know let's say the new mattered

[15:02] NMSSC hit. So they would obviously we

[15:05] would be beyond our local capabilities

[15:08] and and SEMA or guard would have to come

[15:11] in. Would it be something that they

[15:13] could just uh fill into have the same

[15:16] kind of template that they have there?

[15:17] Sure. So, uh in the document it outlines

[15:20] that all entities in the county need to

[15:22] operate under emergency support

[15:23] functions model which is the same as the

[15:26] state um at our operation center. The

[15:28] state does have a table there. So, in

[15:30] the event we have a disaster and we need

[15:32] them, they've already got a seat at the

[15:34] table. They've got a phone line

[15:35] dedicated to them to where they can go

[15:37] ahead and help us secure resources

[15:39] quicker. Um, and we'll still have to

[15:41] input it through our processes online,

[15:43] but it will give us opportunities to get

[15:44] them in faster and get resources here,

[15:47] uh, and give them a seat at the table to

[15:48] help make decisions.

[15:49] » Fantastic. One other, and that is, are

[15:51] you familiar with the Southeast

[15:52] Healthcare Coalition? Yes. What we do

[15:54] here? Okay. So, they'll they'll be able

[15:57] to

[15:57] » Correct. So, they have seat they have a

[15:59] seat at the table as well. So, they're

[16:01] uh in our mass care function. Uh,

[16:03] they're one of the pieces that we bring

[16:04] in to help us in the mass care and

[16:07] public health uh both.

[16:17] trainings for the staff, correct? Yes.

[16:19] » So, where are we at on that? And and

[16:22] what's that look like moving?

[16:23] » So, so how that works uh is we put

[16:25] together um shortly a uh after

[16:28] Christmas, we sent out to the uh other

[16:30] EMDs and agreed upon um the required

[16:32] trainings in that timeline. So we've

[16:36] uh of benchmarks that we want to see and

[16:38] it will be up to um the emergency

[16:41] management director over that entity. Um

[16:43] so Chief Morris would be the one to make

[16:45] sure that the correct people for the

[16:47] city of Cape um get the training that

[16:49] they need uh and help uh communicate

[16:52] that back to us and then when we start

[16:53] doing joint trainings um later on this

[16:55] year making sure the right people are

[16:57] invited uh that need to come into those.

[17:02] You know, I'll just I'll just say um

[17:04] having been on the city council, I have

[17:07] [snorts] learned that there is a massive

[17:09] amount of training and preparation that

[17:12] goes on for emergency management

[17:15] involving

[17:17] dozens and dozens of different

[17:19] organizations, right? Um and this is

[17:21] this is primarily just um more of a

[17:25] helping with the organization, right?

[17:27] Correct. In the midst of

[17:29] » Correct. It's helping us make sure that

[17:30] we're providing the best service for the

[17:32] communities. Um, instead of each entity

[17:35] operating in its own silo trying to get

[17:37] resources and fighting against each

[17:38] other, now we're all working together

[17:40] for the same common goal. Uh, it also

[17:43] allows us to share personnel. So, if the

[17:45] city of Cape's public works director is

[17:48] there, for instance, they would be able

[17:49] to help us uh kind of manage public

[17:51] works for for other entities. so they

[17:53] could either get rest or uh make sure

[17:56] that their uh operations are working

[17:58] correctly before they come in and do a

[18:00] period. So it just allows us to share

[18:01] our resources and our personnel um to

[18:03] better serve the community.

[18:06] » Y is the foot or the staff not the

[18:08] footprint the staff is it is it uh using

[18:11] staff that's already employed or is this

[18:14] new jobs and how big is that?

[18:16] » So this is all people that are already

[18:18] employed. Um so it would bring in people

[18:20] that that all these entities already

[18:21] employ. Uh some of them are volunteers,

[18:24] some of them are outside organizations,

[18:25] healthcare coalitions, uh public health,

[18:28] um Red Cross, they all have uh positions

[18:31] in those functions and they would all

[18:32] come in as well and we'd work together.

[18:34] » What's the frequency of your do you have

[18:36] like an annual big annual drill

[18:39] simulation

[18:40] uh that you put all these place all

[18:43] these uh seats at the table? Currently,

[18:46] not now, but with this new model that is

[18:48] slated for close to the end of the year

[18:50] uh in quarter 4, we'd like to get

[18:52] everybody together. Uh currently, we

[18:54] have each entity has been working on

[18:56] their own individually and bringing

[18:58] these people in and having different

[18:59] meetings and now we would just be able

[19:00] to have the one training and make sure

[19:02] everybody's working together.

[19:03] » So, is would the city manager and the

[19:05] mayor would they be part of that

[19:06] integration?

[19:07] » Uh yes. Yep. They'll be there.

[19:14] the our next meeting to to take this up

[19:16] and and have uh the the actual

[19:19] agreement, you know, to to verify and

[19:49] of cold weather. We're going to have

[19:50] cold weather this week. Um they're

[19:53] serving anywhere from 20 to 25 people a

[19:56] night uh when it gets down and cold and

[19:59] they get a they get dinner and they get

[20:01] a breakfast and um Cape Gerardo is a

[20:06] caring community and uh I think that's

[20:10] that that shows it and I just applaud

[20:12] all their efforts.

[20:14] » So I just want to get that out there.

[20:15] » Yeah, thank you for mentioning that.

[20:18] that has been a topic that we've been

[20:20] talking about for several years and um a

[20:22] number of churches and and other

[20:24] nonprofit organizations are contributing

[20:26] to that and there's a lot of um good

[20:28] organization that's happening with

[20:29] volunteers and with donations and and

[20:31] all of that. So um

[20:34] » I'd like to uh I'd like to put Tamika on

[20:36] the spot here as a park and Rex liaison

[20:39] from the council. I get get to keep a

[20:42] pulse on what all they're doing. And at

[20:44] the last meeting, Porch Initiative

[20:47] presented the park and Rex department a

[20:49] $5,000 check. And Tamika has founded

[20:54] kind of the chairperson for that porch

[20:56] initiative. They've done a lot of

[20:57] amazing things. Would you tell everyone

[21:00] [laughter]

[21:01] where that money came from and and and

[21:04] why did you give it to Park and Rex?

[21:06] Oh

[21:09] um well thank you. Um

[21:13] uh the porch initiative uh focus is

[21:16] housing education and wellness. Um

[21:19] housing been our uh one of our biggest

[21:21] components. Um I would have to say 90%

[21:25] of our funding is private donors not

[21:29] public dollars but we are working on

[21:31] strategic partnerships to enhance and

[21:33] leverage that. Um, since my tenure, I

[21:37] think Dan asked me, I've been with Porch

[21:38] 5 years. Um, the first thing the city of

[21:42] Cape has done for us is help house us

[21:46] and have different community members

[21:48] come in and we've partnered to volunteer

[21:50] being involved in family activities, um,

[21:52] youth activities in the summer, and it's

[21:55] just been a great partnership that has

[21:57] expanded. And the Kate Parks and Wreck

[22:00] is bar none. they show up and bring a a

[22:04] army of people to help um and they uh

[22:08] supported us in many ways and we receive

[22:10] donations and we don't just help it out

[22:12] with housing, we help out in our

[22:15] community in general. So, we use those

[22:17] funds. We have done it maybe the last

[22:19] three or four years um to support uh the

[22:21] city of Cape Parks and Recck. So, thank

[22:23] you. Um um and I'm glad we've been able

[22:27] to do that. And so, um, I'm just happy

[22:29] to say that a lot of work we've done by

[22:32] people that have invested in our

[22:33] community, whether you donate $5 or

[22:36] $50,000, it pours back into the

[22:38] residential as well as the city of Cape.

[22:41] Um, getting families involved. And so,

[22:44] and Scott and Doug, I don't know if uh

[22:46] Scott is here, but Doug, he he leads

[22:49] that department, but he got a team of a

[22:51] great troopers. And I thank you for you

[22:53] and your department for working with us

[22:55] to leverage our resources. And thank

[22:57] you.
