[1:58] The bus stops churn and
[1:59] equipment program and the
[2:00] hybrid bus fleet upgrade
[2:01] program.

[2:06] presented on JANUARY 14th to
[2:09] the finance audit and
[2:10] administration committee and
[2:14] was supposed to be on the
[2:14] JANUARY 26th board agenda
[2:16] that was rescheduled due to
[2:16] weather.
[2:17] We are seeking the
[2:19] application for these two
[2:19] projects.
[2:21] Under the campo call for
[2:23] projects, which is basically
[2:26] a competition for federal
[2:27] transportation funds
[2:29] eligible follow roadways,
[2:30] transit, multimodal
[2:32] improvements and safety
[2:32] enhancements.
[2:33] There are three different
[2:34] categories that we would
[2:35] like to apply under, and
[2:37] they are the service
[2:39] transportation block grant,
[2:40] transportation alternative
[2:41] set aside and the carbon
[2:42] reductions program.
[2:45] The first project is the
[2:47] CapMetro bus stop street
[2:48] furniture and equipment
[2:48] program.
[2:50] We are seeking funds to
[2:53] install 120 bus stop
[2:56] shelters and 76 priority
[2:58] transit stops.
[3:00] It is a little over
[3:01] 8.1 million and if awarded
[3:02] we would commit to a match
[3:05] of approximately a little
[3:06] over 1.6 million.
[3:08] the second is the hybrid bus
[3:11] fleet upgrade program.
[3:13] This is for the purchase of
[3:14] 18 diesel electric hybrid
[3:17] buses to replace our
[3:18] electric fleet and it
[3:19] supports our state of good
[3:21] repair goals.
[3:22] The total project cost is
[3:24] $27 million, and if awarded
[3:27] we commit to a local match
[3:28] of $5.4 million.

[5:04] Albert the great catholic
[5:06] church, 12100 is on metric,
[5:07] there was a bus stop shelter
[5:09] that was just placed there
[5:10] within the last two weeks,
[5:12] and also one on parmer or
[5:14] near parmer at parmer
[5:15] elementary, but I would just
[5:17] remind you specifically that
[5:21] at braker and metric there
[5:23] is still a flat beverage for
[5:24] route 392, and I would ask
[5:26] you to recognize as well
[5:27] that the trashcans as I have
[5:30] mentioned before are being
[5:32] removed from CapMetro's
[5:33] bus stops, specifically
[5:35] north plaza and rundberg.
[5:36] And there are trashcans that
[5:42] have been removed from 392
[5:45] stop by [Indiscernible],
[5:46] rotter ham and shropshire,
[5:47] so while you are asking for
[5:49] more amenities, the question
[5:50] is why is it that you're
[5:52] unilaterally allowing the
[5:57] staff to remove those from
[5:58] the bus stops?

[6:00] to make the system more
[6:01] equitable.

[6:07] northeast of U.S. 183 the
[6:08] system is actually

[6:38] funds that you receive are
[6:39] from the federal highway
[6:40] administration and your
[6:42] systems, as my comments are,

[6:46] civil rights act of 1964,
[6:47] which prohibits
[6:48] discrimination based on
[6:49] race, color, national
[6:51] origin, and your system is
[6:52] inequitable as it relates to
[6:54] the bus stop shelters and
[6:54] amenities.

[10:15] on behalf of the CapMetro
[10:17] team working on improving
[10:18] our fare programs.
[10:19] I hope for your health and

[10:26] I am here today to present
[10:29] on who topics, the day past
[10:33] retirement and the farebox
[10:33] replacement.

[10:36] Before we get into depth I
[10:38] want to point out that these
[10:40] two items, while distinct,
[10:41] go hand in hand.
[10:45] They're linked.
[10:46] That perspective -- from
[10:47] that perspective we expect
[10:47] that customers will
[10:51] experience this as one
[10:51] change.
[10:52] That's important because
[10:53] we've been making strategic
[10:54] steps over the past few
[10:56] years to modernize our
[10:57] technology, improve the
[10:58] experience for our
[10:59] customers, and simplify the
[11:01] options when it comes to
[11:05] fares.
[11:06] Now, we'll start by talking
[11:07] about the day pass
[11:08] retirement and the farebox
[11:09] replacement, however, I want
[11:11] to provide you one piece of
[11:14] information out of order.
[11:15] Our fareboxes are 20 years
[11:19] old.
[11:22] Revenge of the sith, the
[11:24] ipad shuffle, the first
[11:25] video ever posted to
[11:26] YouTube.
[11:28] Technology has changed a lot
[11:30] since 2025 and considering
[11:32] the unfathomable advances in
[11:33] technology since the time
[11:35] our fareboxes were first
[11:38] installed, we have been able
[11:39] to identify and evaluate
[11:41] options for our customers to
[11:42] improve their experience and
[11:45] hopefully provide them more
[11:45] value.
[11:47] You'll see that we're
[11:49] talking about time based
[11:50] versus account-based payment
[11:51] systems on this slide, and
[11:54] there are a lot of words.
[11:55] What's important to note is
[11:57] that we are currently
[11:58] operating both of these
[12:00] systems at once and our
[12:01] momentum is towards
[12:02] operating only one.
[12:05] That is for simplicity,
[12:06] efficiency and a better
[12:08] experience for our
[12:10] customers.
[12:11] If you use a paper pass
[12:15] today, you are using the
[12:15] time-based system.
[12:18] When you activate or dip the
[12:20] paper pass, a timer starts,
[12:21] and you are able to swipe
[12:23] that pass as valid fare
[12:25] media for the time that that
[12:26] timer is active.
[12:29] If you use a reloadable fare
[12:32] card or the umo app, you are
[12:33] using the account-based
[12:34] payment system.
[12:35] You pay per ride and you are
[12:37] capped at certain amounts,
[12:42] certain thresholds.
[12:44] That paper pass, when you
[12:47] activate it, you steadily
[12:47] lose value.
[12:49] I like to think of it as an
[12:50] hour glass.
[12:51] You can only buy a specific
[12:54] amount of sand and you only
[12:55] have a specific amount of
[13:00] time to use it.
[13:01] If you lose the pass, if you
[13:03] get sick, if you decide I
[13:05] would rather take an uber
[13:06] home, you lose value.
[13:09] However, in contrast the
[13:10] account-based payment system
[13:13] lets you put in only as much
[13:15] sand as you need at one
[13:19] time, and if you lose your
[13:21] phone or the reloadable fare
[13:22] card you don't lose the
[13:23] value that you've put in so
[13:25] long as you've registered.
[13:27] It's recoverable.
[13:27] Considered the benefits for
[13:29] our customers, we've been
[13:30] making strategic steps over
[13:32] the past few years to
[13:34] prepare for a full
[13:36] transition from the
[13:37] time-based payment system to
[13:38] an account-based payment
[13:38] system.
[13:40] We are now at the point
[13:41] where we will make a big
[13:44] leap and retire the
[13:45] time-based payment system
[13:47] for all of our fixed route,
[13:50] local and commuter services.
[13:51] Here is a simple summary of
[13:53] the changes we are proposing
[13:58] to the fare structure.
[14:00] Local and community fares
[14:02] will see a removal of the
[14:03] time-based products and the
[14:05] capping of the thresholds
[14:07] stated explicitly rather
[14:10] than as references to the
[14:11] time-based pass product.
[14:13] There's also clarifications
[14:16] made to make pickup a
[14:19] discrete fare and state that
[14:20] fare capping does not apply
[14:22] to that service, codifying
[14:23] our current practice while
[14:25] we explore options for fare
[14:26] capping on pickup.
[14:28] We've also added language to
[14:29] define the intervals for
[14:31] fare capping with a daily
[14:34] fare cap being assessed
[14:36] during the service day and a
[14:38] monthly fare cap being
[14:40] assessed during a calendar
[14:41] month.
[14:45] We conducted a title six
[14:45] fair equity analysis in
[14:46] accordance with our fare
[14:47] policy because we're
[14:48] changing out the system
[14:49] works.
[14:50] Title vi studies are used to
[14:52] calculate whether changes in
[14:55] policies, programs or
[14:57] services from organizations
[15:00] receiving federal funding do
[15:01] not discriminate against
[15:03] people based on race, color
[15:04] or national origin as
[15:08] required by the title vi of
[15:09] the civil right act of 1964.
[15:11] The key findings of the
[15:13] study we conducted showed
[15:15] that more than 97% of all
[15:17] trips made using the service
[15:19] would not see a fare change,
[15:20] with fewer than three
[15:22] percent of all trips
[15:23] affected.
[15:25] These are trips made with
[15:27] day passes, purchased with
[15:30] cash on our buses or at
[15:31] ticket vending machines.
[15:33] If you are a customer that
[15:35] currently pays with cash for
[15:37] day passes and you ride
[15:37] frequently, you will
[15:39] actually benefit by
[15:41] transitioning to the umo app
[15:43] or the reloadable fare card
[15:44] because you get access to
[15:47] daily and monthly fare
[15:47] capping.
[15:50] We studied the impact of day
[15:51] pass retirement on two
[15:53] groups as part of the fair
[15:55] equity analysis, minority
[15:56] customers and low income
[15:57] customers.
[15:58] They then looked to see
[16:01] whether those groups MAY see
[16:02] disproportionate negative
[16:04] impacts or if those groups
[16:06] wouldn't receive
[16:07] proportionate benefits.
[16:10] When we viewing the impacts
[16:11] to minority customers we see
[16:12] no disparate impact.
[16:14] The impact we do see is
[16:16] minor with a less than two
[16:17] percent difference in the
[16:18] impact between minority
[16:21] customers and non-minority
[16:22] customers.
[16:23] When reviewing the impacts
[16:24] to low income customers, we
[16:26] see no disproportionate
[16:27] burden either.
[16:31] The impact we do see again
[16:32] is minor with less than two
[16:33] percent difference in the
[16:35] impact between low income
[16:37] and non-low income
[16:38] customers.

[16:41] farebox replacement, but
[16:43] before I do, I want to note
[16:44] that this year will be the
[16:48] 20th anniversary of the
[16:50] nintendo wii.
[16:52] Our farris boxes --

[16:59] replaced.
[17:01] They are no longer party r.
[17:01] Supported by the
[17:03] manufacturer and a new
[17:04] system will lower our
[17:05] ongoing costs of good
[17:06] repair.
[17:09] Knowing that an account an
[17:10] based payment system
[17:11] improves the customer
[17:11] experience and therefore
[17:13] planning for the retirement
[17:16] of the time-based payment
[17:17] system, we made the
[17:18] strategic decision to align
[17:20] the farebox replacement and
[17:21] day pass retirement.
[17:24] Our new validaters offer
[17:25] improved payment options
[17:27] that allow for fare capping
[17:29] such as the fare card and
[17:31] recently tap to pay, though
[17:34] tap to pay is only daily
[17:37] fare capping.
[17:38] There we go.
[17:40] The new fareboxes will still
[17:42] accept cash as payment for
[17:43] single rides.
[17:45] We do encourage customers
[17:49] who pay with cash to use a a
[17:51] reloadable fare card or the
[17:53] umo cap that ensures they
[17:54] will receive maximum value
[17:56] with daily and monthly fare
[17:57] capping.
[17:59] At the upcoming board
[17:59] meeting on the 23rd we
[18:01] will be asking the board to
[18:02] approve these fare structure
[18:03] changes.
[18:05] If approved, we will end all
[18:08] purchases of day passes
[18:10] starting MARCH 1st and
[18:11] sales of day passes on buses
[18:16] and tv ms, ticket vending
[18:17] machines, in early MAY and
[18:19] stop accepting paper parses
[18:22] on our buses JUNE 1st.
[18:23] Installation of the new
[18:24] fareboxes would span roughly
[18:26] from JUNE 1st to SEPTEMBER 1st and we
[18:29] expect to end our paper pass
[18:30] exchange program at the end
[18:31] of the calendar year.
[18:33] The exchange program is
[18:34] still in development.
[18:36] We expect to launch it
[18:38] before JUNE.

[20:16] in the context of title vi
[20:18] of the civil rights act of
[20:19] 1964, which prohibits
[20:20] similar education based on
[20:21] race, color, national
[20:22] origin.

[20:26] fare equity analysis on page
[20:28] nine of 86.
[20:30] However, it is disingenuous
[20:31] for your staff member to say
[20:32] that fewer than three
[20:33] percent of the trips are
[20:34] affected.
[20:36] Especially for people who
[20:37] MAY take more than two trips
[20:38] a day or twice a day.
[20:40] I want to remind you that
[20:44] cap remap JUNE 3rd, 2018,
[20:45] eliminated north, east,
[20:46] west, connectivity so
[20:47] starting there you already
[20:48] know that people have to
[20:50] take more than two buses to
[20:52] get anywhere if you are
[20:53] northeast of U.S. 183.
[20:55] I want you to recognize that
[20:58] your origins and
[20:58] destinations survey from
[21:01] 2023, there's a good article
[21:03] in the austin monitor by
[21:05] nina hernandez, OCTOBER 6,
[21:06] 2023, that specified that
[21:08] african-american riders are
[21:09] the most transit dependent
[21:11] and it went up to 88%.
[21:14] So the question is did you
[21:16] actually analyze what impact
[21:17] this would have on
[21:18] african-americans in
[21:18] particular?
[21:19] And then the immigrants that
[21:22] are northeast of U.S. 183
[21:24] and the hispanic riders too.
[21:27] I want to remind you that it
[21:28] was MARCH 25, 2024, when
[21:30] your service analysis
[21:35] manager jennifer govea said
[21:36] if a passenger needs three
[21:38] vehicles to get to their
[21:38] destination they're counted
[21:39] three times.
[21:42] So you are double and triple
[21:42] counting the minority
[21:43] population and specifically
[21:45] she said, quote, this is
[21:47] part of our federal funding
[21:49] allocation and our formula
[21:51] for receiving funds from the
[21:53] fta, unquote, federal
[21:53] transit, administration.
[21:57] I do want you to recognize,
[21:57] MR. Chair, that this does
[22:00] have a disparate impact on
[22:01] african-americans and low
[22:04] income riders a
[22:04] disproportionate burden.
[22:06] If you are asking people to
[22:07] pay 1 fiscal year $25 per
[22:12] ride, that's $1.25, 250 for
[22:13] just going on two buses
[22:15] before they even get to
[22:15] work, that's about five
[22:16] dollars.
[22:17] They have to get back,
[22:18] that's about ten dollars
[22:20] round trip.
[22:21] That's more than the actual
[22:22] commuter pass.
[22:24] I want to remind you that
[22:25] the commuters also ride free
[22:28] on game days when the train
[22:29] is too full and they can't
[22:34] even get to the farebox on
[22:35] the 803 metro rapid.
