change quite a bit over the over the years and I contribute a lot of that to you and thank
[9:58]
you so much for sort of stewarding this council for as long as you have and you've really

done a lot for our city, you've done a lot for neighboring cities, the county and community
[10:09]
around us so it's just been a huge honor to work with you and I'm so proud of you of all
[10:16]
the things you do all the time you put in. I remember talking to you like thinking, how
[10:20]
she do. It's kind of crazy, but it just goes to show your unwavering dedication and if anybody
[10:30]
wants to learn a little bit about service, just look at this woman next to me. It's pretty remarkable.

For me, it's been a wild four years to say the least. I'm really honored to have
[10:49]
of a tumultuous time over the last four years.

Things were very uncertain.

But I knew I wanted to be a part of Capitola

and moving forward and getting out of a time like that.

So I'm really so glad that I did.

I felt a council member tonight here with me

and those that have served prior.

We've really been able to accomplish a lot of things.

and I'm so proud to be part of Capitol's history and I wasn't going to bring it up, but
[11:24]
Nick did. I did get to meet Biden, which is pretty cool. I've learned so much during my
[11:31]
term on council. I'm so grateful for this opportunity. I want to thank my council mates,
[11:37]
the city staff, public works, or police department. Everybody that goes into making this city
[11:44]
tick and work and be the beautiful amazing place that we all get to call home. It's it's been a
[11:53]
really humbling nice experience to be a part of such a great team and and and all of those in the
[12:01]
community that have supported me and continue to support me in my endeavors and during this time
[12:07]
well wishes to those moving forward in your service to capital A I look forward to the future. Thank you

Well, I apologize. I'm not going to be as grief. But I will try to be as grief as I can. This might be the longest that I've ever spoken all in one span in my eight years on council.

As my time as a capital city council member, Mayor comes to a close. I've been reflecting not only on the past eight years, but on all my memories and experiences in our beloved city. I feel very fortunate to have come from a long line of people who have cherished capital.

not only for what it has become, but what it has the potential to be.

I've lived here for nearly 20 years, though my family has called
[12:58]
capital home for four generations, proudly serving through our police
[13:02]
department, the central fire district, so-called elementary school district, and now the city council.
[13:09]
Serving our community has been the honor of a lifetime.
[13:12]
And I'm deeply thankful to the residents of capital for trusting me with this responsibility.
[13:17]
These past eight years have been transformative for our city and marked by challenges, major projects, and collective accomplishments.
[13:24]
The past four years, in particular, as mentioned, have been particularly challenging.
[13:30]
We face a global pandemic, felt the impacts of nationwide social unrest, based catastrophic storms that were worse than anything our city has seen in 40 years,
[13:38]
and made difficult decisions made more difficult by the spread of misinformation and disinformation on social media.
[13:45]
But in the face of these challenges, we as the city showed our resilience, our strength, and our commitment to equity, inclusivity, and progress.
[13:53]
I truly believe that no one person accomplishes anything alone, and there are so many things that we can be proud to have accomplished together.

Here are a few of the things that I am most proud to have been a part of since being elected in 2016.
[14:07]
Taking part in the campaign for funding, the groundbreaking and the grand opening of our new
[14:11]
capital of Branch Library, campaigning for Measure F in 2018, which has since provided funding
[14:17]
for our jetty flume and more for pairs, all of which were completed ahead of schedule.
[14:21]
Adding youth seats to our city's boards, committees and commissions, working with then candidate
[14:26]
eventbrooks, and advocating for a dedicated children's fund that now supports vital program
[14:31]
services and scholarships, supporting the Gabrielle Local Government Fellows Program and
[14:35]
beginning the youth mayor for a day program. Completing tangible improvements to our
[14:39]
city's transportation infrastructure, including the Capital Avenue sidewalk project, repairs
[14:44]
to storm damaged infrastructure on Park Avenue. Clares Avenue improvements, new sidewalks
[14:50]
on Kennedy and the Lower Pac-Cova lots and over 24,000 linear feet of roadway treatments.
[14:56]
That's over six miles, nearly 24% of all of capital.
[15:14]
We've worked to enhance equity and inclusion in our city through the overhaul of our community grant program process, and initiating a code of conduct, and implicit bias training for council members, commissioners and staff, and alignment with our commitment to fostering a more inclusive capital.

We've worked to address our housing crisis by launching a pre-approved ADU program, enacting
[15:34]
mobile home rent stabilization, breaking ground on two new 100% affordable housing developments,
[15:39]
and working with our planning commission to develop our recently approved six cycle housing
[15:43]
element. We've partnered with community-based organizations to meet the needs of our most vulnerable
[15:48]
in our community, administering a $500,000 seed dollar CDBG grant to provide food and transit
[15:54]
services to low income families and successfully administering CARES Act relief to support local
[16:00]
nonprofits and rental relief for small businesses. We supported our small businesses during
[16:05]
COVID by providing 33 temporary use permits that allowed outdoor dining retail and personal
[16:10]
services to continue operating safely, acted swiftly during the 2023 storms, partnering with the
[16:16]
county and small business owners to get building inspectors and assist businesses in reopening
[16:20]
and participated in the war-forking group breaking ground on more for pairs and joining the community
[16:26]
as we came together to celebrate the Grand Reopening of the Capital of Wurf.
[16:31]
Collaborating, compromising and building consensus with our friends at Bowton Bay culminating in their long-awaited
[16:36]
and much celebrated return to the Capital of Wurf.
[16:39]
The on my official duties, it's been a joy in my tenure on council to volunteer at the Capital of Foundation
[16:45]
car shows and golf tournaments, lead token booths at our art and wine festivals, serve as a judge
[16:50]
at our lighted boat parade, poor wine at our syphonstool events, represent our museum at local
[16:55]
history fairs, welcome more to our frienders to our bandstand, and generally be a part of
[17:00]
all that makes capital special. Public services have been an incredibly fulfilling part of my life.
[17:06]
I've loved every minute of it, connecting with residents, hearing their stories and working together
[17:11]
to solve challenges, and acting meaningful policy changes like our mobile home rent stabilization
[17:16]
where the impact is immediate and tangible has reinforced the importance of this work.
[17:22]
It's moments like that that remind me why I chose this path.
[17:26]
To our two newest council members, council members Jensen and Orbach, I'm confident that you
[17:31]
will find immense growth and fulfillment in public service just as I have.
[17:35]
Be prepared for challenges, for making mistakes and for facing tough decisions, but also
[17:40]
for the incredible rewards that come from serving
[17:42]
this remarkable community.

but I trust you will approach each decision

On a more personal note, I want to take a moment to think

and camaraderie have profoundly shaped my time on council.

Stephanie Harland first encouraged me to run for office,

served as a steady mentor, offered wisdom and guidance,
[18:07]
and helped me find my footing in my role during my early years.

Stephanie, you continue to be a true friend and I'm grateful for your support.

When I first considered running for council, Sam Story offered me valuable guidance. He asked
[18:21]
why I wanted to run and I shared that I wanted to be the voice of the people. He wisely reminded
[18:25]
me that the people often do not speak with one voice, and this hindsight has stayed with me throughout
[18:30]
my service. Often reminding me that the loudest or most influential voices do not necessarily
[18:35]
represent the voice of the majority and that it is crucial to seek out and consider the voices
[18:39]
we might not be hearing, ensuring that all perspectives are part of our decisions.
[18:45]
Mike Termini, whose example of leadership taught me how to run an effective meeting with confidence
[18:49]
in grace, showed me the art of staying composed under pressure, rolling with the punches and
[18:53]
standing firm in decisions, skills that have been invaluable in my time on council.

At Bautourf, I have come to truly and deeply value your straightforward approach in pragmatic
[19:04]
perspective. You've shown me what it means to take this, oh, I'm sorry. You've shown
[19:08]
me the power of unexpected partnerships and the important, important, important,
[19:12]
finding common ground, even in the face of differences.

Fargo, you have an uncanny ability to bring levity and perspective to the
[19:22]
toughest moments. You've shown me what it means to take this work seriously without

losing sight of joy and humor and humanity.

That balance is a gift, and I've learned a lot of it for you.

So, California government code section 54953 section C3 requires an oral summary before Council

takes action on executive compensation.

As already been stated, item 7A is an amendment to the fiscal year 2024 25 salaries schedule
[43:08]
to include increased economic benefits for employees in the department head group, the
[43:14]
manager as well as employees in the Association of Capital and Employees, the police officers
[43:20]
association, our mid managers, our confidential employees and our police captain bargaining
[43:25]
units. With a quick count, 25 city positions are receiving one-time equity adjustments
[43:32]
in differing amounts, including department heads and the city manager, who will be receiving
[43:37]
one-time equity adjustments in the amount of 8.75%, 3.61% and 4.3% dependent on the position
[43:46]
and as further explained in the staff report, that's my summary and your recommended action
[43:51]
is to approve, excuse me, a job to resolution which approves the new salary schedule consistent
[43:57]
again with the following agreements already approved back in June and July. The agreements
[44:03]
of our ACE employees, our POA,
[44:05]
mid-management, confidential employees,
[44:08]
the captains, and the Department of Compensation,
[44:10]
the benefits plan, and the city manager,

employment agreement.

They're not necessarily city groups, but it's important that the city has a voice
