[2:05] Power Family Foundation.

[2:07] you received a grant for $67,000 for your services.

[2:11] So we didn't have Brenda due to a death in the family.

[2:20] Uh, in 2018, the federal government passed the Families

[2:23] First Prevention Services Act, that is a way to look at

[2:26] how we provide

[2:30] uh, protection services to children and their families and look at

[2:33] reducing the number of children of color especially in

[2:36] out of home placements.

[2:39] And Family First Prevention Services recognizes family resource centers

[2:43] as a way to provide services to strengthen families, prevent

[2:46] out of home placements,

[2:49] and to have the community take a stronger state in raising our

[2:52] children rather than looking at social services and government programs.

[2:58] The Power Family Foundation has been in Minnesota for almost five years,

[3:03] uh, and they'll be ending their, um, program here, but

[3:07] Power Family will be taking that over.

[3:11] And their primary interest in Minnesota was helping to, um, assist

[3:15] communities and counties in developing family resource centers.

[3:20] We applied for a family resource center exploration grant,

[3:23] and we were granted that grant.

[3:26] The next process will be looking at, uh, developing a parent advisory

[3:30] committee, that is kind of the heart and soul of family resource centers,

[3:35] are looking at families that would actually use the services, uh, to be

[3:38] part of the planning for the services.

[3:42] Uh, the exploration would be contracting with, uh, Loop,

[3:46] and we also already have paid a consultants out of the Loop that are

[3:49] interested in have done, uh, community, um,

[3:53] exploration grants before.

[3:58] And we would look at our community's response and do we feel we need

[4:01] a family resource center?

[4:04] Uh, family resource centers in our community, um, feels strongly that

[4:08] we would utilize that service.

[4:12] are really looking at community providers, not necessarily

[4:15] government services, but more looking at our community partners such as

[4:22] Excuse me, Right Water Health, um, local early childhood family education

[4:26] programs, uh, perhaps United Way, our on-house program and looking at

[4:31] having a hub for families to kind of have one-stop shop.

[4:37] Um, the grant is a two-year grant. The first year would be the primarily

[4:41] the researching and the community needs assessment and then the

[4:45] second year would be looking at where to go from there.

[4:49] Uh, Power Family is having a few, uh, funds left in Minnesota, even

[4:54] after they've given those would be, uh, largely buy-

[5:00] other family foundation. So if our community did look uh at the

[5:05] family resource center felt that we needed to develop one

[5:07] they could look for the implementation grant later on.

[5:12] Um, just some highlights quickly

[5:15] in looking at uh the outcomes.

[5:18] A study on the longitudinal analysis of family resource

[5:22] centers and the cost benefits to child welfare agencies

[5:26] is that there's a 292% return on investment

[5:30] for every dollar invested in a child family services resource

[5:35] center

[5:36] the county child welfare system saved 200, or $2.92

[5:42] for every dollar invested.

[5:44] And there was a 62.84% reduction in substantiated

[5:48] child maltreatment cases

[5:50] uh between uh 2015 and 2018.

[5:54] And so this morning we're looking at um asked from the

[5:57] board approval to accept this grant

[6:00] and do a community needs assessment.

[7:21] assistance through the Family's First Prevention Services Act

[7:24] would pay for those services.

[7:26] Uh, so it's really like a gap analysis to see what services

[7:30] are missing and how we can better coordinate existing and new

[7:34] services so that families just have to go to one place

[7:38] instead of having to call all these different agencies.
