[0:00]
All right, good morning, everybody.
[0:03]
It is 8:30. Uh, I will note that we
have four out of five commissioner
present.
[0:07]
Mr. Tony is down in the cities today.
Please thank her for being selected.
[0:13]
[inaudible]
[0:17]
I am confident that with courage,
balance,
[0:20]
education, and your guidance, we can
achieve this goal,
[0:23]
the liberty.
[0:26]
Mr. Chair, yes.
[0:28]
It says tomorrow online.
[0:30]
If he is online, so I then indicated
if
[0:33]
a lot of additions on the gender you
would like to vote and then roll
call.
[0:38]
He does want to vote?
[0:39]
If there's an an addition.
[0:42]
Okay. Currently as it sits is fine.
[0:48]
How many voting?
[0:52]
Uh, does anybody have anything for
the consent agenda?
[0:58]
All right, do we have a motion to
approve the consent agenda?
[1:03]
I will make that second.
[1:06]
All in favor say aye. Aye.
[1:08]
All same sign? There are no opposed,
it's carried.
[1:12]
I approved the regular agenda. Do we
need discussion?
[1:15]
There's a removal. A removal? What's
one?
[1:17]
Page one, uh, Commissioner, Tony
cannot be here.
[1:22]
So we, uh, said we've moved that off
of the transfer budget.
[1:25]
It was specifically a transfer off
the agenda.
[1:28]
All right, Jerry. Could add one
closed session, please.
[1:32]
Closed session, so page three.
[1:39]
Anything else?
[1:41]
All right, Karen, do we have a motion
to approve?
[1:44]
So moved. Second.
[1:45]
We have a motion and a second.
[1:47]
Any discussion?
[1:48]
All in favor say aye. Aye.
[1:50]
All same sign, there are no opposed,
it's carried.
[1:54]
All right, uh, E1, Family Resource
Center.
[1:58]
Good morning, thank you,
Commissioners.
[2:01]
Um, we are happy to have Brenda share
a little bit more about the
[2:05]
Power Family Foundation.
[2:07]
you received a grant for $67,000 for
your services.
[2:11]
So we didn't have Brenda due to a
death in the family.
[2:16]
Good morning, everyone. Good morning,
Commissioners.
[2:20]
Uh, in 2018, the federal government
passed the Families
[2:23]
First Prevention Services Act, that
is a way to look at
[2:26]
how we provide
[2:30]
uh, protection services to children
and their families and look at
[2:33]
reducing the number of children of
color especially in
[2:36]
out of home placements.
[2:39]
And Family First Prevention Services
recognizes family resource centers
[2:43]
as a way to provide services to
strengthen families, prevent
[2:46]
out of home placements,
[2:49]
and to have the community take a
stronger state in raising our
[2:52]
children rather than looking at
social services and government
programs.
[2:58]
The Power Family Foundation has been
in Minnesota for almost five years,
[3:03]
uh, and they'll be ending their, um,
program here, but
[3:07]
Power Family will be taking that
over.
[3:11]
And their primary interest in
Minnesota was helping to, um, assist
[3:15]
communities and counties in
developing family resource centers.
[3:20]
We applied for a family resource
center exploration grant,
[3:23]
and we were granted that grant.
[3:26]
The next process will be looking at,
uh, developing a parent advisory
[3:30]
committee, that is kind of the heart
and soul of family resource centers,
[3:35]
are looking at families that would
actually use the services, uh, to be
[3:38]
part of the planning for the
services.
[3:42]
Uh, the exploration would be
contracting with, uh, Loop,
[3:46]
and we also already have paid a
consultants out of the Loop that are
[3:49]
interested in have done, uh,
community, um,
[3:53]
exploration grants before.
[3:58]
And we would look at our community's
response and do we feel we need
[4:01]
a family resource center?
[4:04]
Uh, family resource centers in our
community, um, feels strongly that
[4:08]
we would utilize that service.
[4:12]
are really looking at community
providers, not necessarily
[4:15]
government services, but more looking
at our community partners such as
[4:22]
Excuse me, Right Water Health, um,
local early childhood family
education
[4:26]
programs, uh, perhaps United Way, our
on-house program and looking at
[4:31]
having a hub for families to kind of
have one-stop shop.
[4:37]
Um, the grant is a two-year grant.
The first year would be the primarily
[4:41]
the researching and the community
needs assessment and then the
[4:45]
second year would be looking at where
to go from there.
[4:49]
Uh, Power Family is having a few, uh,
funds left in Minnesota, even
[4:54]
after they've given those would be,
uh, largely buy-
[5:00]
other family foundation. So if our
community did look uh at the
[5:05]
family resource center felt that we
needed to develop one
[5:07]
they could look for the
implementation grant later on.
[5:12]
Um, just some highlights quickly
[5:15]
in looking at uh the outcomes.
[5:18]
A study on the longitudinal analysis
of family resource
[5:22]
centers and the cost benefits to
child welfare agencies
[5:26]
is that there's a 292% return on
investment
[5:30]
for every dollar invested in a child
family services resource
[5:35]
center
[5:36]
the county child welfare system saved
200, or $2.92
[5:42]
for every dollar invested.
[5:44]
And there was a 62.84% reduction in
substantiated
[5:48]
child maltreatment cases
[5:50]
uh between uh 2015 and 2018.
[5:54]
And so this morning we're looking at
um asked from the
[5:57]
board approval to accept this grant
[6:00]
and do a community needs assessment.
[6:05]
Any questions?
[6:08]
I'll make motion. Second. Second.
[6:11]
Questions?
[6:13]
Questions to the board?
[6:14]
Just a comment from me.
[6:16]
Uh, this is, I super excited that you
received this grant.
[6:19]
Um, it's definitely a need in our
community,
[6:22]
so I'm excited to see what
[6:24]
what comes of the needs assessment
the first year.
[6:27]
Thank you.
[6:28]
All right, we have a motion and a
second. Any further discussion?
[6:31]
So is this, this doesn't overlap
anything. This is a
[6:36]
a new initiative or is this
reallocating resources or
[6:42]
or what?
[6:43]
It's a gap, I believe.
[6:44]
Yes, it would be a gap. There
wouldn't be any um,
[6:50]
reallocation of resources. It's just
support for families,
[6:55]
um, especially kinship families. So
we're looking at adoptive
[6:59]
families and families that take
custody,
[7:02]
uh, serving around the teenage years.
That gets to be a very
[7:05]
challenging period of time.
[7:07]
And within a family resource center,
there are supportive
[7:11]
services that we could provide
[7:12]
such as functional family uh therapy
and parents as teachers,
[7:17]
but that would be provided by the
community. And then medical
[7:21]
assistance through the Family's First
Prevention Services Act
[7:24]
would pay for those services.
[7:26]
Uh, so it's really like a gap
analysis to see what services
[7:30]
are missing and how we can better
coordinate existing and new
[7:34]
services so that families just have
to go to one place
[7:38]
instead of having to call all these
different agencies.
[7:43]
Any other questions?
[7:45]
All in favor say aye.
[7:47]
Aye.
[7:48]
Opposed, same sign. Hearing none,
motion is carried.
[7:51]
Thank you. All right.
[7:53]
Uh, I zone in green school
[7:55]
Thank you, Mr. Chair. Uh, Carlton
Redshaw, I'm here for
[7:58]
our Green School grant. Um,
[8:00]
to purchase a refrigerator and
signage for a food share program
[8:05]
to reduce food waste as well as
magnetic garbage can lids to
[8:09]
recover recyclable materials.
[8:10]
I'm asking that we approve this
grant.
[8:14]
All right, we have a motion.
[8:15]
I'll make that motion.
[8:16]
Second.
[8:17]
Second. Any discussion?
[8:20]
All in favor say aye.
[8:21]
Aye.
[8:22]
Opposed, same sign. Hearing none,
motion is carried.
[8:25]
Thank you.
[8:28]
Uh, good morning, Commissioners.
[8:30]
Um, I'm coming forward looking for
approval of the Houghton
[8:33]
County B Management area.
[8:35]
It has been stripped of its local
fiscal responsibilities.
[8:40]
It's just for supporting and
[8:42]
recovering grant funds for noxious
wheat treatments.
[8:46]
I'll make that motion.
[8:47]
We have a motion and a second.
[8:50]
Second.
[8:51]
Any discussion?
[8:53]
All in favor say aye.
[8:54]
Aye.
[8:55]
Opposed, same sign. Hearing none,
motion is carried.
[8:58]
Thank you.
[8:59]
Transportation.
[9:00]
Good morning.
[9:01]
Um, requesting approval to enter into
a land lease for the FDL
[9:04]
that we had discussed previously.
[9:06]
This is the land lease that we had uh
discussed previously at
[9:10]
the on Airport Road, uh, for
[9:11]
for the FDL to put in their driveway
to the compost facility
[9:15]
in via a 50-year land lease.
[9:17]
Uh, the county attorney has approved
the contract and so has
[9:21]
um, FDL's attorney and they have also
approved it.
[9:25]
I'll make the motion.
[9:26]
And a second.
[9:29]
We have a motion and a second. Any
discussion?
[9:32]
All in favor say aye.
[9:33]
Aye.
[9:34]
Opposed, same sign. Hearing none,
motion is carried.
[9:37]
[chair gavel]
[9:38]
Uh, the second item I have is approve
the transfer of
[9:41]
jurisdiction that we held a public
meeting, a public hearing
[9:44]
in Thompson Township uh last
[9:46]
Tuesday. Uh, with so that we'd be
transferring of the two front
[9:49]
end roads along the US 61 North and
South and then the old US 61
[9:54]
and then we would exchange that for
the North portion, North two
[9:57]
miles of Erickson Road.
[10:00]
Thank you.
[10:00]
[chair squeak]
[10:02]
So no.
[10:03]
No, sir.
[10:06]
a second.
[10:08]
Any discussion?
[10:09]
Is it, um,
[10:10]
are we transferring like
[10:13]
maintenance values from one to the
other?
[10:18]
So we had agreed to transfer them and
as is condition
[10:21]
because we had worked up, uh,
[10:23]
we had worked up estimates for both
all three roads
[10:27]
and then also Ericsson Road, uh,
[10:28]
to dis to to see what the cost would
be
[10:30]
and the costs were pretty comparable,
so we that is why
[10:32]
we decided to transfer and as is
condition.
[10:38]
All right.
[10:40]
All in favor say aye.
[10:41]
Aye.
[10:42]
All same, sorry.
[10:43]
number.
[10:44]
Thank you.
[10:45]
Oh, one more thing.
[10:46]
Uh especially for Mark, Cosat 61 will
not be open today because of the
weather.
[10:51]
We that that weather has pushed us
behind in paving.
[10:54]
So um, hopefully the weather clears,
and we'll get it paved sometime this
week and
[10:58]
we'll get it off.
[11:01]
Uh
[11:02]
Thank you.
[11:05]
H2 alcohol beverage license.
[11:07]
Mr. Cherry projects
[11:09]
he proposes electing to add a
consumption and display permit
[11:12]
they currently already have on whole
on sale licenses.
[11:15]
If they choose to close the clubhouse
in the winter,
[11:20]
They have a golf simulator in a
different building,
[11:22]
and you can use consumption and
display.
[11:24]
So.
[11:25]
[laughter]
many.
[11:26]
I'll second.
[11:27]
I second.
[11:28]
Any further discussion?
[11:30]
All in favor say aye.
[11:31]
Aye.
[11:32]
Hi.
[11:33]
All same, sorry.
[11:34]
Thank you.
[11:35]
[crowd]
[11:36]
All right, we want you to go in close
session.
[11:38]
I'll make that motion.
[11:39]
I'll say it.
[11:41]
All in favor say aye.
[11:42]
Aye.
[11:43]
We will make no motion.
