[3:59] 8, to enable the Authority Board to consider negotiations with Carson Goose Owner, LLC, and to give directions to its negotiator, John Raymond, Executive Director, regarding that certain real property known sells three, four and five at 200 400 South Main Street, Carson.
[4:21] The authority’s real property negotiator, will seek direction from the authority board regarding the status price in terms of payment for the property. Thank you. Uh, is there any. The authority met in closed session pursuant to Government Code Section 54956.8 regarding negotiations with Carson Goose Owner, LLC and to give direction to its negotiator, John Raymond, Executive Director, regarding certain real property known as cells three, four and five. [7:18] Consider approval resolution number 2612 CR. JPA. Creating the position of Chief Operating Officer. Mr.. To staff.. Move approval. Oh. Staff report. I’m sorry. Madam Chair. Did you want to pull that or. Okay, okay. Oh, okay. All right.
[7:45] Um, so, Madam Chair, the staff is proposing the creation of the position of a chief operating officer for the CRA. Um, and it would be, uh, someone operating at the level of the executive director, but who would be 50, 50% time. Um, and, uh, the CEO would assume a number of responsibilities for the CRA.
[8:17] Um, and perform or oversee complex financial, contractual, administrative duties and work with the city and CRA staff and the consultants, uh, responsible for facilitating, uh, the remediation and development of the site. Uh, CEO would largely be responsible for the points of connection connection between the CRA and the City of Carson, including, uh, the finance functions, land use functions, administration, and others.
[8:44] And, uh, there is a there is a, uh, the description of the duties in the staff report as well. Um, again, budget and accounting functions. Um, uh, community development functions, namely, uh, planning. Um, and projects, entitlements and projects that come through either the Cras or private developers on the site. Um, working with the, uh, the brokers and the attorneys on insurance renewals.
[9:17] Um, uh, other aspects like the CFDs, uh, and modeling the future O&M costs and then, um, uh, certain, um, authority administrative functions. Um, and, um, and that’s kind of it. So the, uh, the, the authority bylaws do allow for the board to create, uh, or elected or, um, authorize the appointment of, uh, additional employees.
[9:43] And we use that authority to create this, uh, this position here. And so there’s a resolution attached on the resolution does contain the description of duties. The the more complete description of duties that are just read from, um, in the staff report. Thank you, Madam Chair. That concludes my report.
[10:03] Thank you, Mister City. Uh, to the staff. I’m going to approve the adding of the name, the position, the new CEO. But I want to bring back, uh, this resolution because I’m I, I want to make sure everybody’s on board because a lot of these duties and responsibilities looks like this person is only
[10:23] going to be working 50% of his time. Uh, in the CRA. And a lot of these assignments, J.R., you’ll still be responsible. So I want to sit down and meet with, uh, you, along with, uh, our assistant city manager, and come up with a resolution that Moore identifies.
[10:44] So tonight I’m making, uh, would like to make a motion. And, yeah, that we add the position for the duties and responsibilities will come back at our next meeting in the form of a resolution. Once we all have time to sit down and talk about this. I did not get an opportunity to meet with you.
[11:00] So. So would this be to adopt this resolution or not? No. We just. Do not adopt the resolution. We’re not going to adopt the resolution. We’re just going to adopt the, um, move forward with adding a new position.
[11:16] But the duties and responsibilities will come back in the form of a resolution. Once, uh, we all have an opportunity to sit down and discuss them. And I haven’t had that opportunity. Okay. Well, um, can I. Sure. Yeah.
[11:39] Um, madam Chair, we we would have to come back, uh, anyway, because if you look at the finance section, we didn’t put anything in about a budget resolution or anything like that. That add. No, you know, add that. Um, and so that would, that would be coming back anyway. So yeah, I want to add the title, I want to add the body and then we’ll discuss the financial end of it.
[11:56] I knew that, but I want the, the, uh, title, the new position included in the bylaws and bring back a, the resolution which will detail discuss the financing of it and the duties and responsibilities.
[12:17] But I do want the, uh, position included tonight so that we can sit down as a because I have some other issues that are contingent upon us adopting this because the city manager has to do some rearranging of his staff also. So it’s important for us to have this position in place. The duties and responsibilities and the costs associated with coming back in the form of a resolution. So that’s my motion. Second. [14:17] Uh, sponsored by Carson Citizens Cultural Arts Foundation. Uh, the backpack giveaway will take place this Saturday, which is August 8th. It will happen at the South Bay Pavilion, Carson Mall. It will be in the center court near the food court. Um, and it will begin. The backpack giveaway will begin at 10 a.m.. Um, so first come, first serve.
[14:42] And when they’re all gone, they’re all gone. But they are wonderful backpacks, computer bags. They will be stuffed with, uh, school supplies, uh, and all of the wonderful things to help our residents. You must be a Carson resident. Let me say that you must be a Carson resident.
[15:03] Um, but it’s all in the effort. Uh, as the mayor does annually, uh, along with our nonprofit to help the parents in preparing for supplies for the kids schools. So please be there. [15:56] Of visual? If we can. I don’t know if it’s a drone or whatever it is to give a visual from the beginning to the end of where we have in our construction of the actual street itself. Oh, the street. Yeah, the street.
[16:09] So that residents at home can see there are things that have happened and are still happening at that site. So just to give them an update for the next meeting. Uh, yeah, I could do that. Um, you have some of it in your, um, in the in the packet on the Leonardo, the, um.
[16:28] but that they, uh, the contractors started Langston in their system. They post, like, 60 pictures a day, something like that. I mean, there’s like ten, tens of thousands of pictures. Uh, I did pull together a collection, uh, last week for public works for use in the CIP book and all that. So there, um, uh, I’ve got a bunch of good photos.
[16:50] Um, let me see if they’re still running the drone. Okay. Um, and I haven’t seen the drone video since. I think January. Um, but if we if if we have that out, I can put it up on the, on the screen.
[17:06] But just to bring an update for this body as well as the community. Yeah. I’ll say they they see us. Yeah. They want to say, well what do they do. They, you know, we don’t see nothing movement because most people keep saying that pile of dirt seems to not move. It’s the same location, but it’s moving. It’s there’s some things happening there so.
[17:21] Well so, so and I know this is not agenda, but just. Sorry. Um, sorry. Um, um, one of the things that’s going to happen, um, before the rainy season is, um, we’re we’re going to go put 18in of base, which is crushed concrete down on the road to protect the road when it rains.
[17:49] And it’s the same base that’s part of the road. Right. So there’s, um, the the final road design is 24in of base. We’re going to put the first 18in down. And those piles of the crushed concrete is going to start to go down when. Okay.
[18:09] Um, when that goes and uh, and again, um, we’re getting it in a little early, um, because we want to protect the road. Um, especially if there’s going to be other construction on the site, um. Not to. Tear it up. And, and if you recall, the back in November, December, January, when it was raining a lot, everything was just a soupy, sloppy mess.
[18:30] We don’t want, you know, we don’t want to have spent, you know, tens of millions of dollars in and be back to, you know, to, to that kind of condition. So, um, so that’ll be noticeable, uh, pretty soon. Thank you. All right. And last I have I know it’s early, but mark your calendar. Carson.
[18:45] August of 28th, from 10 to 1 at Dallas Park, doing a food giveaway courtesy of Venice Clinic is fresh fruits and vegetables that I do. I think I always I normally start around June, but because of other issues, as we starting a little bit later, but August the 28th from 10 to 1 at Callus Park,
[19:04] fresh fruits and vegetables give away a college park courtesy of Venice Clinic. So come on out, come get your bags. So you’re guaranteeing to take away at least two large grocery bags of fruits and vegetables when you come out. Thank you. Okay. Anyone else? Um. Yes.
[19:28] I just wanted to announce that we’re having the annual community night out on this coming Wednesday. And here at the Carson Sheriff’s Station across the street. It’ll go from 5 to 8, and there’ll be many vendors out there. There’ll be little zoo animals, and, uh, they’ll be doing tours of the, uh, of the sheriff’s station.
[19:54] So it’s open to the public to come on out. It’s a it’s an annual event, but it’s also a national event. So it’s it’s August 5th, whatever Wednesday is, because I guess they hours is on Wednesday. Most cities are on Tuesday, but ours is on Wednesday, I guess because the city council meeting or something. So yeah.
[20:13] So our national, uh community night out this coming Wednesday. Thank you. Um, just want to give a shout out for my MPP and board member, the white linen was awesome. You also just had a backpack giveaway Saturday. Yes, you did 300 backpacks.
[20:40] Um, and also the Clean and Green Festival, our first in the city was awesome. I mean, they were just blown away. The sanitation district. I serve as the vice chair of the foundation, and, uh, he just he they were just blown away. You know, the many of the people came. We had over 500, the largest that they’ve had.
[21:00] And it was a very informative a lot of kids and parents came. So it was a great event. Uh, probably going to tie it into one of our events because it was it was. No, no, it’s whatever that, uh, Earth Day, Earth day, green day, Earth Day. So we’re going to be talking about that.
[21:19] But the staff at the sanitation district was very pleased. And I think we’ll have another meeting before my, um, prayer breakfast. I can’t remember the date. That’s why we’ll have another meeting. I think it’s September 9th.
