your search She possibly get
[2:47]

such A delay Is this
[3:23]

he's he's 11 people just
[4:52]

which I got sorry i
[5:04]
didn't have the presentation
myself I I saw the crisis.
[5:20]
That's all that you Chris,
if you go for the 31st,
[5:55]
just come to the chase
to make sure this
[6:01]
microphone is turned on to.
[6:03]
Thank you OK, We're ready to
thank you all just for First
[6:16]

commission to order it.
[6:20]
We'll start out with the
numbers Please So thank you.
[6:36]
Would you join me for
the pledge allegiance
[6:46]
Is what you say Six, six.
[6:58]
Thank you So would you

[7:06]

[7:08]
Vice Mariner of DIA.
[7:09]
Americans and.
[7:10]
Yeah.
[7:11]
Thank you.
[7:12]
Thank you sir.
[7:14]
Item on the agenda is
the minutes from July 27
[7:18]
and the corrections
deletions additions
[7:24]
It's not Cheryl to say the
motion to approve the July
[7:29]
20 site Second motion session.
[7:33]
All those in favor right motion
passes Next item on the agenda
[7:40]
is personal deduction for I
would like to mention that we
[7:49]
have a new engineer on will
go to jail for doing this This
[8:03]
So we're really proud of that.
[8:05]
And which the legislature
are doing that.
[8:08]
That's the over the
limits of city council
[8:14]
here So we appreciate
his hard work
[8:18]
and what it took
for him to do this.
[8:20]
So please forward that and we
move on to the consent agenda
[8:29]
we have three items
on the consent agenda
[8:33]
The One he wants to
discuss I just want to Five
[8:40]
item C for budget correct?
[8:44]
That's correct So you agree that
it's fingerprint it's overtime
[8:50]
for police officers So yes it's
not ordinances on the audience.
[8:58]
Question to speak to the
item on the consent agenda So
[9:10]
hearing were present for
submitting a motion for action
[9:15]
to make a motion that
we have 70 U.S. seconds.
[9:21]
Motion was such a motion favor.
[9:24]
I First item on the
agenda items I do.
[9:32]
I want So this is kind of a
follow up to the conversations
[9:42]
So I really dive into it So
i'm looking at this budget.
[9:53]
So if you're looking
for make a suggestion
[9:56]
on potential future
agenda item, first of all.
[10:00]
So the floor since 2018, we
have decreased our village
[10:05]
rate once, twice, three times.
[10:07]
This elderly study for
Six out of the eight
[10:14]
that basically seven out of
the eight years including
[10:17]
the one that's coming up, would
be it would be an increase
[10:19]
So I'm bringing that up is that
we'll or actually decreased
[10:25]
our millage rate when the
economy was during the shutdown
[10:30]
So I just want to
give you something
[10:32]
that we really focused on for at
least around 2023 to about 2025.
[10:39]
So many of us on this board
have made many comments
[10:42]
that we were doing this
with with anticipation had
[10:46]
to potentially have increased in
order to put inflation was down.
[10:51]
So we've had 33.4%
inflation since 2006 years.
[10:56]
So what that means is that all
cost of goods and everything
[10:59]
was expensive So how
we do our business,
[11:02]
how we pay people everything
because everybody's
[11:05]
all employees.
[11:07]
So that's part of
the cost inflation
[11:10]
So why bring in the SOP
is because there are so
[11:14]
many different areas with your
So you have to vote military
[11:19]
But what I'm looking to is some
potential For example there's
[11:25]
an increase or there's
an increase on the budget
[11:29]
for this year that would
help pay for updated servers
[11:34]
to concentrate in
around cyber attacks
[11:37]
is becoming a big
issue Thank you.
[11:38]
So it have the cyber
attacks so IT departments
[11:43]
as we had this is just
an example for always
[11:46]
an increase of $70,000.
[11:48]
So this is going for and
that means some of the cyber
[11:50]
attacks Castleberry are
utilities and the fact,
[11:53]
the citizens scouts so
whatever posing here
[11:56]
is really hard to set up for
is while millage is currently
[12:04]
at its current rate to suspend
commissions pay until we can get
[12:09]
it back down and to
sustain that and to freeze
[12:14]
or maybe even doing away with
commission during this time
[12:17]
period And all I'm asking is
if the city manager maybe could
[12:20]
just take a look at what
it looks like compared
[12:22]
to the military How does
this factor maybe bring
[12:25]
it back to the commission.
[12:27]
So are you asking you suspended
what You feel on the military?
[12:35]
Correct.
[12:35]
OK.
[12:36]
Yes.
[12:36]
And then to do i don't know
requiring board just to rate
[12:52]
anything you do to change.
[12:55]
I change your salary You do it
by working increase or decrease
[13:01]
It's affected the work So
spending a salary that's
[13:12]
a different So maybe
get to what it would
[13:18]
look like a comparison Yeah.
[13:21]
Just because it's a
temporary millage.
[13:24]
Yeah.
[13:24]
Yeah Very good.
[13:26]
Yeah that's it.
[13:29]
Yes I have And I'm
not exactly sure what
[13:34]
i'm recommending We do.
[13:36]
I guess I want staff to
make a recommendation
[13:39]
but we received a communication
from our residents
[13:44]
Resident regarding this
was causing property damage
[13:48]
And so I went back and I read
the ordinance that was passed
[13:51]
in 2017 that created
Castleberry as a sanctuary
[13:56]
And I'm not proposing
that we shouldn't
[13:58]
be a bird sanctuary anymore
but my understanding
[14:01]
is is individuals.
[14:02]
Now we're able to file an
insurance claim against cities
[14:05]
insurance policy for
their property damage
[14:08]
and having an
effect on insurance
[14:10]
and is One thing insurance
companies don't like.
[14:12]
You to do is file claims.
[14:15]
So I don't know if we could just
get a relook at that ordinance
[14:19]
to see if there could be any
slight modification perhaps
[14:23]
in an instance where there's an
ongoing nuisance we could have
[14:27]
several county
capture or relocate
[14:30]
or just I don't I don't
know what I'm recommending
[14:34]
but if I were the residents
and I was continuing to state
[14:38]
property damage and there was
a city ordinance preventing me
[14:41]
from having the peaceful
enjoyment of my property,
[14:44]
that would be a problem for me.
[14:46]
So well, we could
make a discussion.
[14:53]
I don't suppose you could
tell from the ordinance copy
[15:02]
the drive if you still will
see the first section, which
[15:06]
states was because the
residents people Well,
[15:13]
we prefer to
protect the peacocks
[15:24]
So we responded that the
majority So let's not have that.
[15:39]
I don't know what the rest of
the commission wants to be.
[15:53]
Are we not concerned about
at all about insurance place
[15:56]
and the fact is this
could be an ongoing issue
[15:58]
if we continue to
just deactivate it,
[16:02]
making sure it's going
to be so we'll just have
[16:10]
to see if there's
a company like this
[16:20]
because we have a duty to Yes.
[16:23]
So so, so much time resolution
resolutions So city is to speak.
[16:52]
No question Yes.
[16:57]
So Section 4.6 of
the charter it does
[17:01]
say that no ordinance
can increase
[17:04]
the salary shall
become effective
[17:06]
until after the next election.
[17:08]
So it's possible
that there could
[17:11]
be a decrease for
we're going so we can
[17:19]
actually address it further.
[17:21]
I'm just looking at we're
looking at different areas
[17:23]
where you know, to residents
this again, if this is just
[17:29]
ridiculous oh, I
did protect your we
[17:38]
actually had to make it is one.
[17:43]
So but we also have Two
different things that we feel
[17:46]
that we would like to keep on.
[17:47]
My to do a village
right to increase
[17:51]
the police officers on that
decrease our city average.
[18:02]
That's why I just want to
see what it would look like.
[18:06]
It appears to decrease that.
[18:12]
Yes but I'd just say
thinking about this,
[18:17]
does the massive amount I
think really the problem
[18:28]
But we're before.
[18:35]
So I thought, you know,
this might be entirely.
[18:40]
it is what it is
for commissioners.
[18:42]
I will be prepared to be
with you on our next meeting
[18:47]
but I'm not sure if
this with any of you
[18:50]
all just basic budget
revenues for the facilities
[19:02]
Budget Workshop was concerned.
[19:05]
The public service
was because right.
[19:14]
You archaeological
draft unpredictable
[19:20]
Sure We still need to the budget
related to the public service.
[19:28]
That's franchise fees.
[19:30]
Also also we should 42 other.
[19:42]
So the budget so given that to
the budget to the general fund
[20:03]
to balance you are $300,000.40
so what salaries security city
[20:20]
you be so to offset each fund
we'll talk about we can move
[20:37]
on a resolution 2635 five you
read that by resolution 26-355,
[20:48]
a resolution of the city
commission of the city
[20:51]
of Castleberry, Florida
accepting the annual
[20:53]
Comprehensive financial
Report for Fiscal year,
[20:57]
September 30 2025,
[20:59]
providing for conflict
severability effective date
[21:05]
The Finance to forward
commissioners city manager may
[21:22]
hear of citizens and all in
a panel take I note director
[21:26]
for the City of Castleberry I
want to take this opportunity
[21:30]
to thank you their financial
statements for the fiscal
[21:33]
year end September 30th, 2025.
[21:37]
This statements are
more than just numbers
[21:40]
that reflect our
collective priorities,
[21:42]
our social public resources
and our commitment
[21:45]
to transparency account of
sound financial management.
[21:50]
I would also like to take a
moment to recognize and thank
[21:53]
my staff for their hard work,
dedication, and commitment
[21:56]
throughout the years.
[21:58]
Without people impossible to
accomplish that many tasks
[22:03]
and responsibility for us.
[22:05]
I am so that our
support and teamwork.
[22:10]
I appreciate the fact that the
city manager has said to me
[22:15]
this effort and to
continue to be reliable
[22:19]
and financially sound
statements for the city
[22:23]
open one, including
this of this process
[22:27]
and help us achieve this
important milestone I really
[22:30]
appreciated And that coach,
Mr. Andrew Pearson and manager
[22:36]
of so our auditing
he's be ready to accept
[22:41]
financial help
Thank you very much
[22:50]
mr. Mayor of the Commission.
[22:51]
Thank you.
[22:51]
You.
[22:52]
So I'm here to kind of go
over the results of the audit
[22:55]
for fiscal year 20
So just starting out,
[23:02]
there was a separate letter
provided to the commission I'm
[23:07]
going over the items, the key
items here is that the audit
[23:11]
adjustments are identified.
[23:13]
And this is the direct
result of the finance chief
[23:17]
and all that doing just
an excellent job preparing
[23:19]
everything for us So starting
off with that deliverables,
[23:23]
we start off with the
Independent Auditors Report.
[23:26]
So you've got a
for result, which
[23:27]
is called unmodified opinion.
[23:29]
So once again, a credit
to your financing The next
[23:33]
is the Yellow report or
report on internal controls.
[23:37]
What's or no findings
inside of internal controls.
[23:40]
So once again, an
excellent job by your team.
[23:44]
Same thing for your report.
[23:46]
Compliance for the
major federal program.
[23:49]
So for your friends.
[23:50]
Oh, there were no findings
related to the federal Finally,
[23:56]
we have two other items that are
required for the floor statutes.
[24:01]
So the first is the Salmon
Fish Report That's compliance.
[24:04]
And that was also
clean and safe.
[24:07]
Management letters, you know,
management letter comments.
[24:09]
So that's moving on to kind
of the financial highlights,
[24:16]
just some of the things to find
out there's a lot of numbers
[24:19]
here and I'm not going to go
through each one individually,
[24:21]
but just One of the
things that to know
[24:23]
is the unrestricted position.
[24:25]
You're in a positive
unrestricted position for both
[24:28]
your governmental and business
type activities for fall,
[24:32]
and that you have positive
change in that position over
[24:36]
or both governmental
business types.
[24:40]
Next is the governmental funds.
[24:42]
Now, as you see here once again,
you have a positive on a sign
[24:48]
balance of 14.4 million.
[24:50]
So that's really good.
[24:51]
There was a change of change
in balance of a -2.5 million.
[24:56]
But if you take a look
here, based on the budget,
[24:59]
your budget $5.6
million decrease
[25:02]
and you only had a
2.5 million decrease.
[25:05]
So that's 3.1 million
difference from the budget
[25:09]
in the positive direction.
[25:11]
So that's that's
all I have for you.
[25:15]
Question so we're just your
thoughts are financial position.
[25:26]
We have won the government award
many years in a role because we
[25:31]
have a staff Yes I just like
to state for the record,
[25:37]
we in My balance, just reminder
during this period committee,
[25:47]
I fulfill literature
something like $2 million
[25:51]
to complete the work was
funded As we progress So strong
[26:04]
improvement things
Three questions,
[26:12]
comments So six still subject to
the finance to develop policies
[26:24]
and procedures and also
the procedures that make it
[26:28]
so we don't have to report
Thank you to all the audience,
[26:38]
everyone in the audience wishing
to speak to us 2645 all right.
[26:51]
Thank you very close the
portion of the meeting I do
[26:57]
have a question I
guess my question is
[27:00]
why did you say from September
first through the second one,
[27:05]
why.
[27:06]
So long So it was not that issue
or auditors, the core of our
[27:19]
what's required by the
larger previous firm go
[27:25]
through the conversion process
required a more used to first.
[27:39]
This is the quickest we
could just talk Sure sure.
[27:55]
We approve resolution 26 3585
Comprehensive Finance Report
[27:59]
for fiscal year 20 as presented
second motion as follows
[28:05]
in favor removing
the resolution 2635
[28:12]
$6 word to resolution 26-3586.
[28:21]
A resolution of the City
Commission of City of Castle
[28:23]
for Florida repealing
the capital asset Policy
[28:26]
adopted for a resolution
14 DoorDash two 670 zero.
[28:31]
The entirety and
adopting New Castle
[28:34]
set policy providing for
conflict severability effective
[28:38]
date all provided through
speak Good evening again.
[28:46]
Commission Our
city manager, Mayor
[28:48]
and citizens Vladimir Ortega,
Finance Director for the city.
[28:52]
The this policy was
adopted on October 27 2014.
[28:57]
The resolution 14 DoorDash 2670.
[29:01]
The motion 2635 86 is to
adopt the revise capital
[29:05]
assets policy.
[29:06]
And we resolution 14 2670
and providing finance
[29:12]
for such assets, including that
such as the monetary assessment
[29:18]
in accordance with City 96, the
exception to this interim year
[29:29]
the city's subtotals
applicable 2616
[29:34]
and that inventory drains
into sections one and two.
[29:38]
See excuse me, can you just what
does definitions section four
[29:44]
expand it with terms tagging
assets was expanded in there
[29:49]
capitalization of
access interest
[29:51]
donations related to art and how
to handle those capital assets.
[29:55]
Categories were added and
include intangibles assets
[29:58]
software, purchase software
and establish a threshold.
[30:01]
$60,000 space underneath
Gaspe 96 policy capital asset
[30:06]
estimated useful life was
updated and as a summary instead
[30:10]
of as detailed is a attractive
guidance and improvement
[30:13]
for a maintenance work.
[30:14]
Further refine and detail.
[30:16]
And there were
other minor changes
[30:18]
on purpose in the policy.
[30:20]
The city manager
and finance director
[30:22]
recommend approval of resolution
26, 3586 and the Capital Asset
[30:27]
policy as presented today.
[30:30]
Thank you Any questions?
[30:31]
Set up?
[30:34]
Just a comment really.
[30:36]
You know, I requested
the Red light.
[30:38]
So I could actually see
what exactly changed.
[30:40]
And it really is minimal.
[30:42]
Mostly just housekeeping again.
[30:44]
So I just appreciate
you taking the time
[30:46]
to recognize the
housekeeping needed to occur
[30:48]
and getting it
modernized for us.
[30:50]
Thank you There should be just
something that I overlooked
[30:55]
Hopefully there is something
important to administratively
[31:00]
and it's got to be with
these folks maybe 6 or 8.
[31:05]
You just mentioned the
government accounting
[31:07]
standards for of housing.
[31:10]
So we have the ball and one
of the systems they decided
[31:13]
the software subscriptions
should be treated
[31:19]
absolute minimum threshold for
any software You came to us this
[31:31]
that we learned
from our new office.
[31:35]
You can so the threshold that
we set a threshold of 50,000
[31:41]
on this policy, we only have
to treat significant security
[31:47]
software purchases with
this ministry of high level
[31:55]
staff to one or
bulk of this policy
[32:00]
What we see is pretty rough.
[32:04]
So the audience wishes to
speak to resolution 2635 six
[32:22]
So you refresh we print
resolution and 26 3586
[32:30]
to capitalize the policy is
almost all those in favor.
[32:37]
Okay That motion passes and move
side of the agenda The public
[32:47]
hearing first reading
before the keys.
[32:52]
Oh, I'm sorry Just
speaking your first favor.
[32:58]
Ordinance 26 1637 Yes.
[33:06]
Ordinance 26-1637.
[33:09]
An ordinance of
the City of Casper,
[33:11]
Florida Repeal ordinance 40
2-130 and establishing a new
[33:17]
search providing for conflict
severability and then effective
[33:21]
date of Do you want
to speak to that
[33:25]
your department Good evening.
[33:32]
This is being
brought forth to you
[33:36]
to increase our currency of
$25 per you search to $75.
[33:44]
This fee has not been
increased since its inception
[33:47]
back in 2000 12.
[33:52]
So there is about approximately
an hour's worth of staff time,
[33:56]
but it's taken to generate
this report This is done.
[33:59]
We received three more
multiple requests every month
[34:04]
from various title companies
for this for basically
[34:07]
every real estate transaction
that occurs in the city,
[34:10]
whether it's resident
or commercial Last year,
[34:16]
just click here We processed
815 requests compared
[34:23]
to 486 in fiscal year 2011.
[34:27]
So there's been a steady
increase each year
[34:29]
in the the time to do it.
[34:30]
Unfortunately has not decreased
We said so far this fiscal year
[34:37]
through August 4th, we've
already processed 737 requests,
[34:42]
which means we're
on a trajectory
[34:44]
to exceed last year's.
[34:47]
It is something that we
have to generate actually
[34:51]
a public record to produce
to people, which is why we're
[34:54]
able to charge a special
service fee for this
[34:59]
And it is not
unreasonable In fact, it
[35:01]
is in line with all of our
sister cities in the area
[35:04]
right now.
[35:06]
I know where springs
charges $80 is
[35:11]
right around there as well, 75.
[35:14]
So if you have any questions,
please let me know.
[35:17]
This is the first rate
that we'll be coming back
[35:19]
for our public services So your
questions Audience So anyone
[35:27]
in the audience for six weeks?
[35:29]
26, 16 37 six right.
[35:43]
I forgot to mention
that this is anticipated
[35:45]
that the revenue generated will
be the $61,125 Audience 2663.
[36:04]
Second motion session 30 Now
we're the public hearing OK.
[36:14]
Carrie.
[36:14]
2635 yes Resolution
number 260 357.
[36:24]
A resolution of city commission
of the City of Castle.
[36:26]
First Florida, relating to the
delivery and funding of street
[36:30]
lighting services, with the city
approving the street lighting
[36:33]
assessments and street lighting
assessment roll for fiscal year
[36:36]
2026 2027, determining that
certain real property especially
[36:43]
benefited by street
lighting services
[36:45]
ratifying and confirming the
full monetary rate resolution
[36:49]
providing the
methods of collection
[36:51]
and providing for conflict.
[36:53]
Severability and
effective date The notice
[36:56]
of public hearing
for this resolution
[36:58]
was advertised to
the Orlando sentinel
[37:00]
on Thursday, July ninth 2026.
[37:05]
Commissioners of
public Works Director
[37:07]
will be part to come speak to
the Evening Commission The city
[37:15]
manager of record district
office Resolution 2635 79
[37:24]
is to Animal Street
lighting Assessment motion.
[37:27]
And this is the final step
in the process of enacting
[37:32]
for the next fiscal year This
assessment is, how city operates
[37:37]
maintains and improves the
street lighting It applies
[37:44]
to city life, but
it does not provide
[37:46]
funding for you this morning
to schedule previously approved
[37:51]
increases to street lighting
assessment study done back
[37:54]
in July of 2023 and
going from $45.25 for you
[38:03]
to which is 52, 46,
40 $46.49, 60 with.
[38:13]
So with that any
questions requested So
[38:25]
the answers ordinance
speaks 2635 second city
[38:39]
closed that portion
motion for action
[38:44]
resolution 2630 five seconds.
[38:49]
The motion seconded in favor
Those opposed motion passes.
[38:56]
No two other items So
we have a presentation
[39:05]
for you this evening.
[39:08]
Discussion of initiatives
related to the safe streets
[39:11]
planning Grant agreement
for special projects,
[39:16]
measures to introduce this
presentation Good evening.
[39:25]
There are two issues, three
Special projects Manager
[39:28]
for public Works Department.
[39:30]
This agenda item
requested in consideration
[39:33]
to review and discuss efforts
resulting from a recent road
[39:37]
safety audit conducted for 36.
[39:40]
It will also seek some
feedback on recommend ations
[39:43]
that will be submitted.
[39:44]
A report to duty to assist with
upcoming roadway improvements
[39:50]
that coincide with the recently
awarded 20 grant received
[39:54]
from every step, we But first,
I would like to give you
[39:58]
a little background to kind of
get you up to speed because it's
[40:01]
been a little while
since we talked
[40:03]
about this so I'm just going to
step through things real quick.
[40:08]
So just because we made a
deal, forget okay, So in 2022,
[40:21]
major player, landowner,
local agency partners
[40:23]
applied for and received a safe
streets and roads for all grant
[40:28]
to develop efficiency
action plans for the region
[40:31]
and the agency action
plans As you may be aware,
[40:35]
were intended to provide
strategies to eliminate
[40:38]
gaps in serious injury crashes
on the region's roadways
[40:44]
in 2024.
[40:45]
City Commission adopted the
Castleberry Vision Single Action
[40:49]
Plan, a resolution 24
DoorDash 3418, which
[40:54]
among other valuable
information and action items
[40:58]
identified locations
within the city
[41:00]
with high number of cities
dangerous crashes with state
[41:05]
report 36 being the highest
So following completion
[41:08]
of decisions action
plans, Metro Rail endorsed
[41:11]
received an additional
six for a funding order
[41:15]
to further initiatives The
subsequent City Commission
[41:20]
approved an agreement
with Metropolitan
[41:22]
to fund a road safety
secret for day six,
[41:26]
with the goal of identifying
potential countermeasure
[41:29]
strategies to improve
safety measure.
[41:32]
Orlando hires officers and
peers to contract with them
[41:36]
to facilitate
completion of this work
[41:39]
and they will be set
in a second to discuss
[41:43]
the methods and efforts they use
to complete the groups to be so.
[41:51]
At this time, I would like to
address the city's de defense
[41:58]
status for is a
first year to begin
[42:02]
the review and the facilitated
discussion that will hopefully
[42:05]
lead to project recommendations
for Mayor The Commission
[42:15]
needs to solve domestic fears.
[42:17]
And I guess was a
few obstacles for 36.
[42:21]
So just to give you a little
bit of project background
[42:26]
so the existing conditions,
so I'll skip over those just
[42:29]
a lot more time for
us to discuss some
[42:31]
of the recommendations that talk
about next, what comes after So
[42:37]
a little bit about background,
but before we jump on this,
[42:40]
just wanted to kind of define
what a road safety audit is
[42:44]
The federal Highways defines
it as a formal safety
[42:46]
examination of an
existing future
[42:49]
by independent types of
searching keyword that we're
[42:54]
going to get out of this.
[42:55]
What is the law When we did
the road safety audit with out
[42:59]
in the field of variety
of disciplines, engineers,
[43:03]
planners see.
[43:06]
So details of all city
staff was approved,
[43:10]
even though the fire
department also really wanted
[43:14]
to look at the different
angles, different perspectives
[43:17]
to make sure that we're
covering everything
[43:23]
so the purpose of this
policy is really to build
[43:26]
on previous efforts
efficiency priorities,
[43:28]
as you mentioned
earlier, identify
[43:30]
some practical solutions steps
towards designing construction
[43:37]
So the process,
what we saw so far,
[43:39]
we analyze that safety
system, conditions
[43:42]
for crash data for data from
transit walk the corridor.
[43:47]
We have this part of the
events that you all have.
[43:53]
We engage with someone
The commissioners
[43:58]
work or president, so that one
we conduct the field review.
[44:03]
So far we've developed
preliminary recommendations
[44:05]
so far, so what we
want to guess here
[44:08]
is some goals What
you've developed.
[44:11]
You saw we submit
a report to you
[44:13]
to have these
thoughts and one thing
[44:17]
what we've got to see them
all come up with some process
[44:21]
elements of the
discourse, analysis
[44:23]
and provide some space and
recommendations for you
[44:27]
to use So a little bit about
the project or direction,
[44:34]
although there are some
areas where it goes up 4
[44:38]
or 5 miles in this direction.
[44:40]
So the cross section does very
varies between 45 miles an hour,
[44:47]
miles an hour north and south
of how much in terms of traffic
[44:52]
volume between 44,500 and
10,900 vehicles per day 22,000
[45:00]
direction, direction So just
a little bit about the safety
[45:07]
numbers between 2021 and
2025, there roughly 13
[45:12]
crashes almost equal for 606.
[45:17]
Out of those 18
involve somebody being
[45:20]
killed or severely injured.
[45:21]
So i out of those 18, five
were fatal crashes and 13
[45:29]
more serious injury crashes.
[45:30]
So we're having serious injury.
[45:32]
Those crashes that the people
were not able to walk away.
[45:35]
So these either loss of
limb or their license
[45:40]
seriously altered that
crash from looking at it
[45:46]
from the modal
standpoint, there were
[45:49]
19 crashes 25 crashes and
21 motorcycle crashes Now,
[45:53]
if you read this map
on the right, four out
[45:56]
of the five fatal
crashes involve
[45:58]
somebody outside of people.
[46:00]
So we wanted to make sure that
when we were looking at this
[46:03]
for when we looked at that,
we're really thinking about how
[46:06]
people outside of the vehicle
are able to move safely
[46:09]
from here The level
of traffic stress
[46:14]
was another metric that we used.
[46:16]
This is one of the uses
Evaluate how comfortable
[46:21]
people walking or
biking can also traverse
[46:27]
such a long range cycle.
[46:28]
If feel comfortable walking
for for very little comfort.
[46:33]
People often shy away from
the goal As you can see,
[46:37]
we have a levels of
traffic stress three
[46:41]
and above throughout the floor.
[46:42]
So tells us that people
really don't feel comfortable
[46:45]
walking Typically,
when we design this,
[46:51]
we're trying to
get to below also
[46:55]
to have access to and on below
is what we want to design for.
[46:59]
Similarly for bicycles, it was
a level traffic trucks for 40
[47:03]
or so not necessarily
comfortable for the bike
[47:09]
just a couple of
pictures that we
[47:11]
did as I mentioned, was a
motorist agency that went out
[47:18]
there Here you'll notice there
was a big drop off along a lot
[47:24]
of segments a lot of portions
of the corridor that don't have
[47:28]
handrail or pedestrian real.
[47:29]
So this presents a severe
risk for people that
[47:33]
might have visual
disabilities or fall into
[47:35]
or even saw a lot of
fights on the sidewalk
[47:38]
So any mistake
people can actually
[47:41]
fall into that dish You
do see a lot of things
[47:46]
here from what we out there,
utility poles traffic evidence.
[47:51]
So there was a lot
of evidence of people
[47:54]
hitting things along and about.
[47:58]
They also went out
there at night Talk
[48:01]
about street lights One
of the things I noticed
[48:04]
is that the roadway itself does
provide some somewhat sufficient
[48:08]
lighting, but when you
get to the sidewalk,
[48:10]
if there's not a private
property that does provide
[48:15]
a lighting for the sidewalk,
there is not So cars typically
[48:21]
have enough lighting, but
the pedestrians don't So here
[48:26]
for the recommendations I
noticed quarters of some that
[48:32]
have been studied quite
a bit here is just
[48:35]
show you project for us to
spend a little time on it.
[48:42]
One of the things that
I want to mention I
[48:44]
know there still, I think the
for the goals the project.
[48:48]
So the goals with project to
use has going on right now
[48:52]
and the idea was to supplement
some of the recommendations that
[48:56]
are in the goals with project.
[48:57]
So with some other portal ride
recommendations and some more
[49:01]
specific ones also So with
part of the goals of project
[49:06]
and reconfiguring delays to be
12 foot outside, inside lanes,
[49:12]
updating some
locations for perhaps
[49:16]
some needs and standards modify
some pedestrian clearance So
[49:23]
in section.
[49:23]
I think more on the
some small of the four
[49:29]
So in addition to
those recommendations,
[49:32]
we wanted to look at
this in three buckets.
[49:34]
The first one was
trying to do six poles.
[49:37]
So what we mean by those is
if you have different trouble,
[49:42]
pass the consequence along the
corridor where there's a vehicle
[49:45]
and another vehicle or vehicle.
[49:47]
And so that's the we wanted to
try to remove that exposure,
[49:51]
minimizing as much as
possible of the other bucket,
[49:54]
minimizing this.
[49:55]
So giving us a level
exposure of what can we do.
[49:59]
So minimize the likelihood of
somebody getting into a crash
[50:03]
And the last one, what you see
on the slide is minimizing,
[50:07]
lowering the severity.
[50:08]
So if and when that
happens can we make it
[50:11]
that everybody walks away?
[50:13]
We know that crashes are
not necessarily unavoidable,
[50:15]
but if that crash happens,
how do we minimize or any
[50:18]
of the people that are so
on the corridors so far,
[50:24]
we know that there's a shorter
service plan between 1792.
[50:28]
We have the drive we wanted
to another shared use path
[50:34]
either on one side or
both sides on the street
[50:37]
to make that pedestrian and
bicycle environment a little bit
[50:41]
more comfortable and safer off.
[50:44]
We've already spoken to links
and they've agreed in theory.
[50:51]
So combine and relocate bus
stops where we have cross.
[50:56]
So we want to make sure that
where people are getting off
[50:59]
the bus, that they don't
just get on the bus
[51:01]
and just cross as
they get off So
[51:03]
it's kind of sort of where we
want to place minimizing risk.
[51:08]
I mentioned earlier having
pedestrians really drop off
[51:11]
hazards once slight modification
that we're recommending instead
[51:17]
of the 12 foot lanes and
11 foot outside lane,
[51:20]
we would recommend an 11
foot outside lane, which
[51:22]
is what's before the transit.
[51:24]
And it's ten, 15 slightly.
[51:25]
So kind of minimize
minimizing that pavement
[51:28]
with so minimizing exposure.
[51:31]
A lot but also making a
little bit less comfortable
[51:34]
for people to to go faster
to see the 80 day assessment
[51:41]
recommendations for patients We
recommend going to assessments
[51:48]
throughout the entire floor and
see some of those deficiencies
[51:51]
that we saw out there.
[51:52]
And then again,
evaluating and investments
[51:57]
feel like as needed
throughout the floor for that
[52:00]
of the sidewalks So
on the severity side,
[52:05]
installing guardrail in the
fall to fix the objects,
[52:08]
look at located
within the chairs.
[52:09]
So if somebody runs off the
road that they hit a guardrail.
[52:13]
So the utility for so wherever
feasible and again, that
[52:18]
takes a little bit more studying
at this level within one,
[52:22]
we wanted to get you to look
into it so that we can see some
[52:28]
of those objects
So the second one
[52:31]
is implementing the first move.
[52:33]
So what that is is
with technology,
[52:35]
this really happens
late at night time
[52:39]
when there's less
traffic People tend
[52:41]
to speed a lot more The main
line typically has between just
[52:46]
largely on the side streets
we get the green on the left
[52:50]
is a car a couple on
side streets would
[52:53]
just technology does
is somebody is going
[52:57]
to speed above the
speed limit it will
[52:59]
get them the rest of the stuff.
[53:01]
So for some to slow down cut off
So we're recommending consider
[53:09]
technology this for
those The other one
[53:15]
is to change the
target speed, design
[53:17]
speed and forces speed
to 40 miles an hour
[53:19]
for the entire corner.
[53:21]
So the thought
behind that one was
[53:23]
want to have something that's
a little bit more predictable.
[53:26]
Some areas that are 45,
some areas that a 40 line
[53:30]
recommendation, but
more importantly
[53:32]
we realize that additionally
this hit at 45 or 50 miles
[53:36]
an hour the outcomes
are to be more severe
[53:40]
So we wanted to figure
out what was the speed
[53:43]
still provides a certain
level of protection
[53:46]
or reduces the severity
of those crashes,
[53:49]
but still maintain
some level of mobility.
[53:52]
So 40 is what we felt was
something that you might find
[53:55]
palatable without
a lot of pushback
[53:59]
for that time in the entire
war to coordinate the signal up
[54:05]
to the new target,
the posted speed So
[54:06]
what that means
is we'll have size
[54:09]
of tell drivers to
five just for the speed
[54:12]
because the portal is 40 miles.
[54:15]
So what happens is the 40 miles
an hour you'll get rough So fast
[54:22]
drivers the motor driver forces
The other thing was to evaluate
[54:27]
the ability of like, this takes
a little bit more on the side
[54:32]
with the cyclists for 48
2020s so year for this
[54:38]
and you missed that signal.
[54:40]
You have to wait for those three
minutes before you give you
[54:43]
So we wanted to see if there
was another way to get some.
[54:46]
If you cycle makes a
little bit slower sometimes
[54:49]
you have some more will
have slight limits to get
[54:53]
people to wait for
that instead of just
[54:57]
taking you go that one off.
[55:01]
Before I get into the
specific recommendations,
[55:03]
I want to just pause for second
to see if anybody has questions
[55:06]
comments, feedback before I do
that i'm for 36 specifically,
[55:13]
but there are roads
that I drive on that.
[55:16]
I sometimes feel like if an 18
wheeler early bus or something
[55:20]
is coming up alongside me, I
feel like you're practically
[55:22]
in my late So do you know
how you those things are
[55:27]
and how that fits in?
[55:29]
I and so why let me
talk about the list.
[55:33]
Most of the length
bus or an 18 wheeler
[55:36]
or just any of those massive
things that feel like they're
[55:38]
encroaching upon my life.
[55:39]
I'm sure they're not, but
they feel like they are So
[55:42]
for I can't speak for
those because I just don't
[55:46]
specifically look for 36 of
usually the bus with the mirrors
[55:51]
on almost Right.
[55:54]
So that's why they require
11ft on the outside lane,
[55:56]
which is where the
force typically travels.
[55:58]
Appreciate it.
[55:59]
Says.
[55:59]
So if you look at most design
manuals of Florida Design, Metro
[56:04]
specifically, you'll
see that they allow
[56:06]
ten foot lanes on the inside
and on the outside of the lane
[56:11]
on the outside, when
transit is present
[56:13]
is required because
oftentimes buses
[56:18]
inside having
essentially the most
[56:20]
cars So typically have a
little installing six circuit.
[56:34]
You have two buses to
get away because they're
[56:41]
coming to the street.
[56:43]
So they're going to and for
36 right now certain sections
[56:54]
they are 48 for
lights that if it's
[56:58]
a corridor like the
buses that's also
[57:04]
the way that the buses stops.
[57:07]
So based on that, they're
going to look like.
[57:10]
So if they get to one
of their sections,
[57:12]
they have to go to travel 11.
[57:18]
I understand that the 11 foot
to ten, no say, oh, no no.
[57:24]
The is not the travel
space I'm talking
[57:30]
about the ones the
what's this study
[57:37]
out 36 I like that portion.
[57:40]
So yes So the turn is
maybe always is also.
[57:48]
But what I'm recommending is
for so awesome the lane stays
[57:55]
the way it is, which is
literally the 11 foot lane
[57:57]
is the plaintiff's vehicle.
[58:00]
So that's one of
my memories right?
[58:07]
So five inches of.
[58:13]
So I was talking about the bus.
[58:14]
I don't know I just love
for like close to i,
[58:24]
I drive a fairly large vehicle
I'm hypersensitive to it.
[58:27]
But it just sometimes
I feel like,
[58:29]
oh my gosh, which makes me want
to swerve over a little bit,
[58:32]
you know So I am in
favor vitalized by us
[58:38]
And that's typically the idea
is to just do the feel a little
[58:42]
more gradual, slow down.
[58:43]
So you do you know, I mean, I
don't drive for 36 that often.
[58:50]
But I feel like
every single time
[58:52]
I do, I see no less than
three people just darting
[58:57]
across, not at a crosswalk.
[58:59]
And you know, I appreciate that
recommendation to move the bus
[59:03]
stops closer to crosswalks.
[59:04]
I don't know what that does to
slow traffic because a bus is
[59:07]
not stopping closer
to an intersection
[59:10]
So I don't know how
that impacts that.
[59:13]
But I don't Any
other recommendations
[59:16]
on how we prevent people
darting across the street
[59:19]
where they're not supposed to
have a question on the course.
[59:26]
You keep mentioning
guardrails and sidewalks
[59:29]
because the sidewalks
especially in the south, for 36,
[59:33]
you have three, four, five feet.
[59:35]
And then you have the ditch
in many of those areas.
[59:39]
If you were to increase only
because of the limited space
[59:42]
that you have commercial
property in the actual right
[59:46]
of way, you can go
ahead and you can do it
[59:48]
eight and ten wide
sidewalk by default.
[59:51]
That's going to
require you to have
[59:53]
to do some sort of
retention retention
[59:56]
wall for that
guardrail that you're
[59:59]
looking to do on the sidewalks.
[1:00:01]
If the person doesn't
slip into the ditch
[1:00:03]
So before we even go down
to that message to someone
[1:00:08]
to actually go and
do retaining walls
[1:00:10]
should the conversation just be
just cover the drainage ditches
[1:00:13]
and do the proper piping for it?
[1:00:15]
I agree that that's
another expensive one.
[1:00:18]
That was one part
of the conversation
[1:00:20]
that we first started
talking about.
[1:00:22]
Recommendations with
city staff that want to
[1:00:25]
actually got thrown off what
we should recommend changes
[1:00:30]
throughout the entire board
But I know with the 21 million
[1:00:34]
that you all that might
not go a long way.
[1:00:37]
So it was what can we
do in the meantime ?
[1:00:41]
We know that, again, this
is going to be something
[1:00:43]
that a lot more study.
[1:00:45]
So what usually comes after
the second piece of it is
[1:00:51]
the designers are
going to have to figure
[1:00:53]
out what can implement this.
[1:00:55]
So what you know, what
if you don't actually
[1:00:59]
So that's sort of what you see.
[1:01:03]
So that's that's a big
A, big recommendation.
[1:01:08]
The proposed change for
parking on the street like Lane
[1:01:19]
and the county line is a
storage of stormwater storage
[1:01:27]
in the center of that road
familiar with the ditches
[1:01:36]
on both sides.
[1:01:37]
But there is a culvert
a large culvert
[1:01:42]
that was put in there
from the county line
[1:01:47]
all the way down to
lane in the center.
[1:01:50]
Median So for sure water
storage, just so you know,
[1:01:57]
because i used to travel
that road every day
[1:02:00]
while I was putting it out.
[1:02:02]
So that's but this has
been a of our projects
[1:02:09]
for a long i serve on
so the plan orlando
[1:02:16]
back and this has been
something I've been
[1:02:21]
harping on for quite some time.
[1:02:23]
But there were at
least two addresses
[1:02:27]
because like it
was said earlier,
[1:02:29]
it's out there for people
trying to cross that road.
[1:02:36]
So without crosswalk So
I'll just so this is, again
[1:02:47]
the project what they're
recommending as part
[1:02:50]
of their recommendations
of advice
[1:02:52]
some more crosswalks those are
on just largely by the way,
[1:02:55]
those are not on the main line
This is the that goes with some
[1:03:01]
of the recommendations
that they asked
[1:03:03]
for a site specific locations.
[1:03:07]
One was to remove two off lane.
[1:03:09]
So this is what
would also come off
[1:03:11]
would also be a really a lot
of times they see a problem
[1:03:14]
where it's a cool lane.
[1:03:16]
And with this
intersection you have
[1:03:18]
to turn it comes up again at the
right past the intersection So
[1:03:23]
what they're recommending
is for locations to remove
[1:03:27]
that continuous turn
lane and just maybe
[1:03:30]
make it a dedicated
like a sidewalk.
[1:03:32]
If you're going to
the 30, you turn off.
[1:03:35]
And once you get to the
past, the intersection
[1:03:39]
will start off again.
[1:03:40]
So that's part of the project
are recommending that they're
[1:03:45]
really really applications of
the recommended mobile place,
[1:03:52]
which are extensions on the side
streets of a couple locations
[1:03:56]
also the reasons I think you
might have mentioned this,
[1:04:01]
they're recommending 3002
locations along the border
[1:04:05]
So to supplement some of
these recommendations,
[1:04:07]
we thought there of some other
site specific recommendations.
[1:04:11]
The first one is at
Lake Holly So what
[1:04:16]
I'll show you is, is just
an example of the concept
[1:04:19]
just so you'll be able to
visualize what we're thinking,
[1:04:21]
what we're talking about, just
so i this whole mission field
[1:04:27]
is proposing that resort island
on the north west corner.
[1:04:33]
So we're recommending extending
the median parcel across a lot
[1:04:37]
of this will incentivize
people to slaughter turns
[1:04:42]
as they're turning off of
436 onto the side street.
[1:04:45]
And also gives a
little more comfort
[1:04:48]
as they're waiting in there
That's across the street.
[1:04:51]
So if somebody has a
mobility impairment.
[1:04:53]
And they don't make it all
the way through during the war
[1:04:56]
phase, you haven't actually
have some kind of a refuge
[1:04:59]
for them to wait before
making a decision
[1:05:02]
on And also where that also is
on the south southwest coast.
[1:05:08]
Also having a mobile
Just don't forget,
[1:05:12]
we use a statement distance
from the intersection
[1:05:14]
is a little bit tighter
So for the whole road,
[1:05:20]
we actually came up with
two recommendations.
[1:05:22]
The first one place
to go to concept.
[1:05:29]
So duty also has a Breeze Island
is a proposing road What we're
[1:05:35]
proposing is
alternate number one
[1:05:36]
is of matched up with
another recycling
[1:05:39]
point on the other side.
[1:05:40]
And then again,
extending the the median
[1:05:44]
as a second alternative.
[1:05:45]
We thought it might be better to
actually change or reconfigure
[1:05:49]
that corner altogether and make
such a feel a little bit more
[1:05:53]
complex when we were
out there, we saw people
[1:05:56]
taking that at high speed
So that's one of the things
[1:06:01]
I've said.
[1:06:02]
What can we do to make it a
little bit more comfortable
[1:06:05]
for people that are
crossing the So that's
[1:06:13]
one is provide
pedestrian features
[1:06:15]
facilitation
surrounding corridor.
[1:06:17]
So this is just kind of concern
about having more crosswalks
[1:06:22]
So we know this is not
the perfect scenario
[1:06:25]
for existing average
crosswalks which is about 2000.
[1:06:29]
So this would reduce it to about
1,200 feet off the crosswalks
[1:06:33]
don't mark crosswalks.
[1:06:35]
So again ideally, you would have
one every 600ft, but you know,
[1:06:40]
that would not be palatable and
feasible But at least that gets
[1:06:44]
us a little bit closer to what
would be something so some
[1:06:48]
somebody would want to walk
and they it'll be a way
[1:06:52]
to incentivize folks to use
more crosswalks instead of just
[1:06:56]
going from there
right across with
[1:07:00]
20 yards from the crosswalk.
[1:07:01]
So and so this is an
example of what we're
[1:07:07]
thinking about with Beacon.
[1:07:09]
So we specifically
said we wanted
[1:07:11]
to have a staggered
crosswalk And the reason
[1:07:14]
why this is staggered is
it forces the pedestrians
[1:07:17]
to look in a direction
kind of traffic
[1:07:20]
crossing from side to side.
[1:07:23]
You get to the median,
you have to look
[1:07:25]
in traffic before you cross.
[1:07:27]
The idea is to have some make
sure that people are looking so
[1:07:33]
directional because
across just so 44 of I
[1:07:40]
want to see if your feedback
on the recommendation
[1:07:43]
So for questions i'll be
more I have a question
[1:07:48]
for you on that last crosswalk
that we just saw If there's
[1:07:53]
a person that's in that
middle area It's exactly
[1:08:31]
That would be my reservation
especially be interested
[1:08:39]
in trying to create OK.
[1:08:42]
Thank you for so
what a pleasure.
[1:08:51]
Let's go on out there
right now for the living
[1:08:55]
in the little bolsters.
[1:09:00]
Making people turn off.
[1:09:03]
It's helpful for the bottle.
[1:09:05]
How many times i've been passed
by somebody using the term
[1:09:15]
so you turn like three blocks I
still need to put one bulk of it
[1:09:28]
a little because there's a long
stretch that are still them
[1:09:41]
This whole thing, it's
always been something else.
[1:09:45]
Hard for years,
but it was working
[1:09:50]
for we talked about
turtles Oh so,
[1:10:01]
so you i'm using the term foot
So the next step with this
[1:10:21]
is a small piece of finalized
recommendations based
[1:10:23]
on a feedback address food,
the audit report to FDA
[1:10:28]
to for their approval and
recommendations The draft report
[1:10:33]
has already been submitted
The staff recommends
[1:10:35]
are looking at right now.
[1:10:37]
And once they get once we get
to kind of rough that off.
[1:10:41]
So Deputy one of the things
we're going to see processing
[1:10:47]
the facility owner
ask for swaps or what
[1:10:51]
they will be
implementing you know,
[1:10:54]
what they're not expecting.
[1:10:56]
And so the process actually
puts them on notice
[1:11:01]
The city know what
like for once we get
[1:11:06]
this will develop a process.
[1:11:08]
Like I mentioned,
the cost analysis
[1:11:11]
you finalize order important
provide sensitivity
[1:11:15]
That's speak cost because
you have so much money,
[1:11:23]
you it's difficult back to.
[1:11:27]
So that's where you know what
you've got what you've got
[1:11:31]
is great.
[1:11:33]
But the cost analysis is so the
other questions I guess really
[1:11:47]
is the 36.
[1:11:53]
Yes 30 Is any of that
going to be included
[1:11:59]
The 436 course side Right.
[1:12:07]
Well, the good thing
I told you about this,
[1:12:16]
it's more complicated Thank you.
[1:12:25]
Thank you so so I on the
agenda citizens comments.
[1:12:48]
This is time during
the commission
[1:12:52]
meetings and citizens are able
to address this first question.
[1:12:57]
So since my use is time
to submit or have an issue
[1:13:01]
or make inquiries on topics the
not on the current agenda as
[1:13:08]
well the Commission staff may be
available for after the meeting.
[1:13:16]
The trust and any
comments used to speak.
[1:13:20]
Please raise your hand.
[1:13:24]
Not asking for the microphone
before starting your comments.
[1:13:30]
Provide your name and address
and you have 20 minutes ready.
[1:13:39]
My name is Jubal 1311 Drive
and i'm bringing up the subject
[1:13:46]
of when I first
wrote Construction
[1:13:51]
but it's been put
in the roundabout
[1:13:53]
with speed bumps that
are in there just
[1:13:58]
the neighbors like a block
away from me around six
[1:14:02]
m damage to their cars.
[1:14:06]
My front end was knocked out.
[1:14:08]
I was going 12.
[1:14:11]
And what happens is I
am and the roundabouts
[1:14:17]
are so be there's no signs.
[1:14:21]
So I should have letters from
six of my neighbors, which
[1:14:26]
i'm I'm just for you to put it.
[1:14:32]
So you can go around
this roundabout 25
[1:14:35]
miles an hour You
went around the block
[1:14:37]
from about a 25ft traverses.
[1:14:41]
You got to go like that If
you go over 50 spaces here,
[1:14:49]
people that are with you're
going 20 miles an hour 15 to 25.
[1:14:56]
My car, it's my shops are going.
[1:15:01]
So my front is i
wheels is breaking.
[1:15:04]
I drove here but
I'm very careful.
[1:15:08]
I can't drive back
across the street.
[1:15:15]
There's susie about so we all
see i stop the damage to my car
[1:15:37]
But before I do that I can't
do this across the street
[1:15:43]
Just get right Get
into other people.
[1:15:54]
It is pretty small.
[1:16:05]
So One of four to today Your
spaces choose is at 1255.
[1:16:25]
Drive.
[1:16:27]
So also my truck station myself.
[1:16:32]
OK Please don't drive This
becomes trucks Thank you
[1:16:48]
Please do you like to
next person Everyone
[1:17:04]
else Let's start with six place.
[1:17:20]
I will say i have
a large vehicle.
[1:17:22]
So to speak, in my vehicle
But they are closest
[1:17:25]
and i think that's intentional.
[1:17:26]
But I will around this.
[1:17:29]
I'm going to go forward to that
rental and I'm pretty sure.
[1:17:32]
I don't know if that
ratio is to make it
[1:17:34]
over, especially that last one.
[1:17:36]
It's just very steep.
[1:17:39]
The rest and resting
was really cool.
[1:17:41]
I would it seems newer
and for interested to hear
[1:17:46]
from the police and
from the fire department
[1:17:48]
how that interacts
with emergency vehicles
[1:17:51]
and if it's going slow
them down or how to
[1:17:54]
And I wonder if
people catch on to it.
[1:17:57]
But there are not first
coming because I'm used to.
[1:18:01]
Oh, there's going to be
a car coming I think.
[1:18:05]
Oh, well, it's
just like, why are
[1:18:07]
they going to be
more inclined to just
[1:18:10]
run it without consequence.
[1:18:11]
So interesting I'm just, again
from this first responder
[1:18:16]
perspective for
interested in then
[1:18:19]
I slightly do anyone else
see forward name and address
[1:18:35]
for the record So 3
2 drive My comment is
[1:18:48]
to be there since both street.
[1:19:02]
So before we got there.
[1:19:05]
Hopefully exactly this
comment is for research Ma'am,
[1:19:13]
could you please
give us your name
[1:19:15]
and address for
the record please?
[1:19:17]
Mitchell lester, thanks a lot.
[1:19:21]
Thank you Because there's
way before I got here,
[1:19:30]
sorry So again on behalf of the
people, thank you Anyone else ?
[1:20:04]
Hello, my name.
[1:20:05]
Excuse me.
[1:20:06]
Colleen Queen Mary Circle.
[1:20:09]
I'd like to speak just
briefly on the peacocks
[1:20:11]
to go into longevity I
have had over 70 years.
[1:20:15]
I've been here most like likely
for whole subdivision was part
[1:20:21]
of where they were part
of the Cassowary Estate
[1:20:25]
part of the barn, and the horses
were there Just the lifestyle
[1:20:28]
that was created in that
area I want you to know
[1:20:32]
that the sandhill
cranes are excuse me
[1:20:34]
I'm going to talk about
them to the people.
[1:20:37]
Actually, come on over here.
[1:20:39]
They go back in
their weight coats.
[1:20:42]
So they are part of
horse It just looks like
[1:20:45]
area So they have a lot of noise
at 6:00 at night They are crazy.
[1:20:53]
The occurrence and so
are the now tonight.
[1:20:58]
And so are some noisy birds.
[1:21:00]
I think they're egrets or
something that scream at 5 a.m.
[1:21:03]
in the morning so
they create something
[1:21:07]
wonderful in our community.
[1:21:10]
The nights or take
advantage of just
[1:21:12]
being there a place
that's quiet and rolling
[1:21:17]
and noisy But I'd rather
hear that silence.
[1:21:21]
No animals at all So I think
that things need to you know,
[1:21:26]
really be discussed on this
because this quality of life
[1:21:31]
issue for the community
and for the area.
[1:21:34]
So i just hope that you
all will be going on.
[1:21:39]
If you get rid of sandhill curse
use me to get rid of peacocks
[1:21:44]
then.
[1:21:45]
Oh, well, maybe we should
get rid of sandhill cranes
[1:21:48]
Oh, maybe we should do this.
[1:21:50]
So I think that it's kind of
like it's a bird sanctuary,
[1:21:55]
and we are very blessed
to have some pretty
[1:21:57]
pretty birds over there
My kids, my grandkids.
[1:22:00]
We lock.
[1:22:01]
We go see them when they come
visit They are part of our area
[1:22:05]
So I just think that they
see very seriously about.
[1:22:10]
Thank you.
[1:22:11]
Thank you.
[1:22:13]
Anyone else So One of
the five south slightly
[1:22:28]
I'm in favor of holidays
We moved in 23 years ago
[1:22:33]
when we looked at our property
there was a gorgeous view
[1:22:38]
is beauty on the lot.
[1:22:40]
We chose We were hopeful that
our field instead our home
[1:22:44]
did not drive them out.
[1:22:46]
It did not.
[1:22:47]
The only thing that has driven
these animals off these wild
[1:22:51]
has been construction and
hurricane We were devastated
[1:22:55]
for the last
hurricanes came through
[1:22:57]
and our peacocks went away
to come allow to come back.
[1:23:01]
They came back very, very happy
to have These are wild in this
[1:23:06]
is their neighborhood, not ours
They were their first family
[1:23:11]
tree that we are going to
be finally an insurance
[1:23:14]
claims against the city.
[1:23:16]
So wild animals.
[1:23:17]
So people can now start going
for the squirrels that do damage
[1:23:21]
in their houses, their breasts.
[1:23:22]
They get up in their attics the
nice little teeny tiny hands
[1:23:26]
that love electronic house You
destroy your computer This is
[1:23:33]
there are ways to prevent
peacocks from attacking
[1:23:36]
your car There are
ways for people
[1:23:38]
to keep peacocks on your side.
[1:23:41]
The lady has kept the garden
herself slightly spruce.
[1:23:46]
They go away.
[1:23:47]
Classically, but that's okay.
[1:23:49]
We need to remember that
they were here first.
[1:23:53]
There, allowing this in
their neighborhoods So we
[1:23:56]
need to get a little
bit of respect here.
[1:23:59]
We had a bird sanctuary for
a reason Next slide, please.
[1:24:03]
Sandhill cranes protected
owls, protected woodpeckers,
[1:24:07]
all of which live
in this neighborhood
[1:24:09]
So we need to be
careful with this.
[1:24:11]
Thank you.
[1:24:12]
Thank you so what else ?
[1:24:29]
Very nice thing.
[1:24:30]
Them will close up for
some meeting Friends
[1:24:36]
report for just a quarter.
[1:24:44]
Again, a what we
do for such policy.
[1:24:51]
There is a simple control
Also some clarification there.
[1:24:58]
My experiences.
[1:24:59]
One of the consequences
of the bird bird
[1:25:04]
sanctuary our city
to service animal
[1:25:11]
was to respond to
lady complaints.
[1:25:17]
All chickens So this
difficulty to go through.
[1:25:27]
OK so we really wanted to do
something for our thinking court
[1:25:46]
I just want to let
the public know
[1:25:48]
that we have our food truck.
[1:25:50]
That's to surprise 46 design.
[1:25:53]
And out here like concord Park
and also to advise the public
[1:25:58]
again that are qualified for
candidates for city commission
[1:26:02]
seats one, two and three
begins on Monday, next Monday
[1:26:09]
August 17th through Friday.
[1:26:11]
Each day for business hours
through Friday and for that
[1:26:16]
reason, on that
Friday, the 21st will
[1:26:18]
open City Hall for the purposes
of qualifying only seven.
[1:26:22]
I have to, if anyone is
interested in running,
[1:26:25]
they need to contact me
either by phone or via email
[1:26:31]
as soon as possible so we can
get to the right direction.
[1:26:35]
Thank you so the other
pickups we had on for some
[1:26:47]
is just go to you.
[1:26:55]
Your favorite just
to fly one city
[1:27:02]
luncheon Yeah just
the other day and I
[1:27:13]
I didn't know that I wanted.
[1:27:15]
So what property and
build houses spread
[1:27:18]
it's very nice to V does the
good job Yeah, same thing
[1:27:30]
with a few guys Very
stress or sanctuary
[1:27:36]
We also have communities
to each class.
[1:27:40]
I think that's what guys
reserve for So yes so really,
[1:27:56]
I just want to say this to you.
[1:27:58]
That's amazing that I
Desjardins is an asset.
[1:28:05]
Definitely.
[1:28:05]
And it's definitely what
happens with the city.
[1:28:15]
So he's doing great.
[1:28:16]
He's been doing a great job.
[1:28:17]
He was always a kudos And
then One other thing, too, I
[1:28:21]
just want to add on to
the financial report There
[1:28:23]
was a there's 18
reports an audit
[1:28:27]
started to come back the same.
[1:28:30]
So that's about how
will you respond
[1:28:37]
to the city and your language?
[1:28:46]
You know, the report,
it's just i've always
[1:28:49]
said that it is the way
the city is is actually
[1:28:54]
makes our job easy does
such fantastic job Yeah.
[1:29:04]
In terms of the
financial audit also.
[1:29:06]
Congratulations.
[1:29:07]
Good job I serve this
most recent year along
[1:29:10]
with some commissioner
Phil Pepper
[1:29:12]
and Michael on the audit
selection committee.
[1:29:17]
So we were taking our fees
for various financial firms
[1:29:22]
and wanted to become
our new auditor
[1:29:25]
And the fact that this
year was so delayed
[1:29:29]
was certainly a
factor in us deciding
[1:29:31]
to recommend to the
commission your reported
[1:29:35]
to and sort of going forward.
[1:29:37]
So I share your concern
about the delays
[1:29:41]
that we have there I also
wanted to share that I spoke
[1:29:46]
with Donna today and I
went through my filing
[1:29:49]
to front for my seat.
[1:29:52]
I just cannot in good faith
ask citizens to vote for me
[1:29:57]
for a four year term because
I have some other service
[1:30:01]
things that I want to pursue.
[1:30:03]
And I'm not confident that
I would be able to fulfill
[1:30:06]
the entire four year term.
[1:30:08]
So I just don't feel
it's the right thing
[1:30:11]
to ask voters to vote
for Back into my seat
[1:30:14]
when I and I'll be
able to fulfill.
[1:30:17]
But I will continue to fulfill
the rest of my term with 110%
[1:30:22]
for it's been a real honor
to be on the commission
[1:30:26]
and work with you some
get some understanding,
[1:30:30]
know you have a lot
more power than I do
[1:30:36]
So you saw how to do
the same thing to i'm
[1:30:42]
going to have so
much fun with that.
[1:30:44]
The work.
[1:30:46]
Thank you.
[1:30:46]
Seriously former
commissioner for towards
[1:30:50]
the end her career July 29th.
[1:30:54]
We actually have this chamber
for great Chamber of Commerce.
[1:31:00]
What it's like to hobnob
very well attended
[1:31:03]
actually raised $20,000.
[1:31:06]
And that money actually goes
to the small scholarships
[1:31:11]
within our community as well.
[1:31:12]
So this actually honors close
to 40 million candidates.
[1:31:19]
Some people from the
community came out
[1:31:22]
was very appreciative of just
being some of these candidates
[1:31:25]
when we're one state.
[1:31:29]
We also hosted all a speaker
at the Casper Chamber
[1:31:35]
and pretty much field
was like Where do you see
[1:31:39]
yourself five years from now?
[1:31:40]
So ten years from now?
[1:31:42]
It's amazing how many people
lives over here that's 5 or 10
[1:31:49]
or 15, 20 year.
[1:31:51]
Somebody i told I never
had a five year plan put me
[1:31:53]
where you need me.
[1:31:54]
And said, I'll do
what I need to do,
[1:31:56]
figure it out And
then after that,
[1:31:58]
we also have county policy
canceled after presentation.
[1:32:03]
The sense of self OK, so
this is what they did.
[1:32:07]
Their public
information officer,
[1:32:09]
visa holders council president.
[1:32:14]
And she created the
Stanford self stake,
[1:32:18]
which means all the state
or thursday to decide
[1:32:22]
to go for a we to
see them before day
[1:32:26]
workweek up to what happens.
[1:32:29]
You just invites
events at your office
[1:32:31]
if they're just blasting usage
here something on Stanford
[1:32:36]
people enjoy the person
give it a work break
[1:32:40]
in what's going on as well.
[1:32:41]
So it really takes
off the the it just
[1:32:45]
starts introducing the week and
some of the employees there,
[1:32:48]
which is great.
[1:32:49]
And then we had a presentation
by Kelly for short OK.
[1:32:53]
So do do we have
to you about it?
[1:32:55]
Here's and that's
the biggest issue
[1:32:58]
is trying to get the message
across that they don't
[1:33:02]
provide resources to people.
[1:33:03]
That's the biggest
misconception It's a handout
[1:33:07]
to so many hours of
volunteer work that they must
[1:33:10]
do to be able to qualify for.
[1:33:13]
But most important to
which even if you're not
[1:33:15]
part of the program
to go see full,
[1:33:19]
there's a lot of other
items that they offer
[1:33:22]
and a lot of it's just fine.
[1:33:24]
Essential services.
[1:33:26]
Well, a lot of education
with finances Many times
[1:33:31]
you tell people you have a
people that would actually apply
[1:33:33]
for a full 95 of those
people would not even
[1:33:38]
qualify because One last
item so over the edge
[1:33:43]
that they really afford to
be part of the program I
[1:33:47]
first when I joined.
[1:33:48]
So many years ago
the conversation
[1:33:50]
was providing affordable
housing that conversation helped
[1:33:54]
because we are various
county to building
[1:33:58]
now we more to
sustainable scalable
[1:34:02]
housing for to the point
that you find overseas.
[1:34:05]
So we received they received
grants from the Kansas
[1:34:10]
got $3.2 million.
[1:34:11]
And it only went to
40 stations that we're
[1:34:15]
happy to see that actually
has their books perfect for.
[1:34:19]
And so it was with a lot of
that money that was places
[1:34:23]
from that grant goes into
developing these clinics instead
[1:34:26]
of just one fill in house
every so often it's like a hold
[1:34:31]
So that was so telling
Appreciate that.
[1:34:35]
Like one of little tried
county board hopefully
[1:34:47]
get a lot of people relations
at the church with the onset
[1:34:57]
of the luxury advocacy is
going to be in the forefront
[1:35:04]
about what happens with
the mandatory we're going
[1:35:12]
strong voice go see
whatever policies
[1:35:21]
this is The more you
have to have voice
[1:35:28]
or and it doesn't pass.
[1:35:31]
It's not going to go away.
[1:35:34]
So efficacy is going to be a
big part of all of my push.
[1:35:40]
That's to be involved, people
involved and getting our message
[1:35:54]
So that's a productive
we go because we're
[1:36:08]
done Just about
done so Yeah, I can
[1:36:37]
I just Yeah I just want to do.
[1:36:40]
I don't want to life.
[1:36:42]
I don't want to try OK so it's
kind of hard because Yes It's
