[2:36] to do the overcast which I didn't realize at the time with liability to the city and whatnot. So

[2:44] that's our main truth. I apologize for that. When we were received the form to take the liability

[2:49] The county cannot take and sign that liability form cup in cover, which can't.

[2:58] But we can lease that structure.

[3:02] And when we lease it, then we cover injuries, maintenance, all things like that.

[3:06] And so I want to come to the City Council to see if that was an option.

[3:10] I know that a lot of folks in the head of the director of my marina here, cast them out,

[3:15] they're going to appreciate them coming out.

[3:17] Folks really enjoy that and appreciate the ability to come into the library because the library is built a little close to the road.

[3:26] And so when we're looking at making that access, it would have been real steep to get up to the landing and then up to the doors.

[3:32] And so this way it makes a lot, it's just level and it makes a handier to get in from people.

[3:37] So what we did, I was told that by our insurance, if we lease that property from you, then it's covered.

[3:43] And so I didn't know if there was a discussion or questions or thoughts on that.

[31:00] psychovention and awareness month. And if you'll entertain me for just a moment,

[31:04] I will read this aloud and then have just a couple of points that I would like to talk about.

[31:10] So a population by the Marin City Council of Castell, City, Utah,

[31:14] proclaims September, 2026 to be suicide prevention and awareness month.

[31:18] Whereas the state of Utah has consistently been in the top states for suicide deaths since 2012,

[31:24] currently 11th in the nation versus 2025 reporting of 7th and whereas carbon,

[31:28] and marine and grant counties,

[31:30] often lead the state of Utah and suicide deaths for capital,

[31:35] and whereas people who lose their loved ones to suicide

[31:37] are 30% higher risk of ending their love by suicide

[31:41] as they lack of coping mechanism and run behavior,

[31:43] and whereas the risk of suicide can be reduced

[31:45] through awareness, proper evidence-based training,

[31:48] including safe messaging, educational resources and treatment,

[31:52] and whereas according to the American Foundation

[31:54] for suicide prevention statistics,

[31:55] 6. Suicide is the first leading cause of death among Utah's ages 15 to 24, 2nd, 2025.

[32:02] The 2nd leading cause of death among the ages 25 to 34, no change from 2025.

[32:08] 2nd for ages 35 to 44, no change, 4th for ages 45 to 54, no change, 6th for ages 55 to 66,

[32:17] which has the highest rate of suicide in 2025 and 17th for ages 65 and older, 18th and 2025.

[32:26] Where our suicide has a ripple effect that affects everyone, suicide is everyone's business,

[32:31] talking about suicide does not plant the idea of self-harm and suicide is one of the most

[32:35] preventable deaths that can be eradicated by one, learning the warning signs of depression and

[32:40] suicidal ideation, to know how and when to ask about one's suicidal thoughts,

[32:45] three being aware of life-saving measures such as safe storage of

[32:49] firearms and medications and four familiarizing ourselves with the resources

[32:54] available locally such as 4 corners community behavioral health state

[32:58] wide such as the live on Utah and nationwide such as calling or testing 980 the

[33:03] suicide and crisis lifeline. Now therefore Casadell and Peter and Danny

[33:08] M. Wagner on this 13th day of August 2026 do here by proclaim September 2026

[33:14] to be suicide prevention and awareness month in the city of Castell and encourage all residents of Castell City to recognize

[33:20] how serious suicide is and the steps each of us can take to protect those around us from this preventable tragedy,

[33:27] one with devastating generational and community-wide effects. So it is important to note that not only do I work for

[33:35] for corner's community behavioral health, I also sit on the board for the American Foundation for Suicide Prevention

[33:39] And one of my roles on the board is to promote a couple of different activities that really

[33:46] bring the hopeful message first to the Cybervention and the health and resources to our communities

[33:53] of carbon and immigrant counties.

[33:56] So for the first event, we are holding a Cadillac vigil on roles to the Cybervention Day.

[34:02] That's on September 10th every year.

[34:04] We will be hosting it at the Huntington City Park at 7 o'clock p.m.

[34:09] And we will be providing very operated candles.

[34:13] It's an opportunity to bring the community of lost survivors together

[34:17] in a stigma-free, tally-free environment where they can talk about how their loved ones lived

[34:23] and the impact that they made in the world while they were amongst us.

[34:27] All of them remember that even though they are not here with us physically,

[34:30] their light still shines on for us to remember that.

[34:36] The second event that we do every year, this is our 13th annual Southeast Utah hook walk,

[34:43] that takes place on Saturday, September 12th at the price of Peace Gardens.

[34:47] It is free event, both of these events are free to the community.

[34:50] But yet it's another opportunity to bring a lost survivor community as well as those

[34:56] experience of mental health crisis survived a suicide attempt and the family

[35:01] and friends that walk beside them every day supporting them through their

[35:05] struggles. It's an opportunity to fundraise money that comes right back to our

[35:10] community by way of educational programs such as a suicide prevention training

[35:14] called toxic lives that I can present to any organization for free and provide

[35:19] medication lock bags, excuse me, gun locks, gun cases as well as biomedicine hand

[35:43] Some of the other things that we use that that money for is when there is a

[35:47] situation where there is a cleanup. After a suicide we have funds available to

[35:52] help the family take care of that because not always the sometimes insurance companies

[35:58] don't always have, there's a lot of policy attached to their homeowners or their vehicle

[36:03] insurance to cover that.

[36:04] So the hope is a lot of carbonate-riching counties which is under the umbrella for the full

[36:07] funders meeting here below, it can help provide that.

[36:11] And then we also provide a service for when we learn of a suicide mind you, HIPAA is really

[36:18] strong at play here.

[36:19] So, when I hear of a community member who has lost her life to suicide by relative or friend or family,

[36:25] we have what's called a take care package.

[36:28] And it's simply a little box that we put together that has no book, a pen.

[36:34] It has silly things like breathments and tissues and hand sanitizers,

[36:38] because as you are probably well aware when you are in the depths of grief

[36:43] and are prepared for funeral, you have family coming in and out.

[36:46] You're not, your body is not strong enough to fight off germs, right?

[36:51] So those little things, just to help make sure that you're taking care of your own personal

[36:55] health while you were breathing, but it also includes a personal message from me as a survivor

[37:00] of suicide loss.

[37:01] I know firsthand what it's like to

[37:06] live in this world as a survivor.

[37:10] And knowing that you're not alone is one of the most valuable resources that we can have.

[37:15] So, this proclamation comes with no requests for money whatsoever.
