[0:58]
the wrong right oh okay we'll try again
authorizing pursuant to New York general
[1:08]
municipal law 62 appropriate from the
building repair Reserve open the public
[1:14]
hearing
[1:17]
sir anyone here to speak to the public
hearing
[1:21]
[Music]
[1:27]
so the topic of tonight's meeting is the
position of county administrator or lack
[1:34]
thereof or what the future may bring for
it I guess essentially is gonna be a
[1:42]
brainstorming such session I guess we
have a few options and probably some I
[1:51]
don't know about I know in the past
there's been full-time chair people past
[1:57]
there's been administrators a few other
things as well as far as how we would
[2:04]
like to proceed in the future beyond the
first of the year I think is mostly what
[2:10]
we're gonna be focused on I believe we
have the rest of the remainder of this
[2:17]
year
[Music]
[2:22]
handled we have somebody kind of filling
in in the day-to-day I'm gonna be
[2:31]
working on the budget with Wynn hmm
and of course you're welcome to object
[2:35]
to my opinion on that but I'll open this
up to the legislators anybody that has
[2:40]
anything to say to it mr. Bennett yeah I
think it's time that we probably taken
[2:51]
move an interim and appointed interim
and have somebody's the canactually take
[2:57]
and make some decisions and everything
and act as an administrator or as the
[3:01]
head of the government right now for us
I think that would be a good move as
[3:06]
we're going forward I know it's only
interim is temporary but young we need
[3:12]
somebody that Department has you can go
to get a definite answer from and
[3:16]
something you know rather than have to
go through two or three different people
[3:19]
to get to that point for the rest of
this here
[3:30]
no any question is that part of the
recommendation is there would be someone
[3:36]
basically here kind of had a full-time
basis during the work day is that what
[3:40]
your that would have authority to
[Music]
[3:48]
somebody here you know pretty much you
know day to day basis in Hillman
[3:53]
full-time basis yes be given authority
by the Chairman to act as an as a
[3:59]
temporary interim administrator so with
the with this individual essentially
[4:06]
fill the shoes of say our past County
Administrator I mean what they'll not
[4:15]
but they would play that role full-time
not just be somebody for the department
[4:20]
heads to go to or I mean is it
administrators a lot more than that
[4:24]
they'll you know work on the budget on
the budget and work on the day to day
[4:31]
basis too because he'll we still have
those department has have to answer to
[4:35]
somebody or get answers from somebody I
think we need somebody in there pretty
[4:39]
much on a full-time basis until we
decided which direction we're going to
[4:43]
actually head okay mister diddie oh yeah
I would support Joe Bennett and what he
[4:52]
does
people that are lying to come in its
[4:57]
interim and I think we need to use them
right away
[5:02]
we can't wait any it shouldn't be
waiting I guess the important point if
[5:26]
we're going to talk about specific
people we need to go to executive
[5:28]
session that's not emotional no I'm not
honey I'm just saying if we people want
[5:37]
to talk about specific ideas new objects
of specific people we go to executive
[5:42]
session we can't be talking about I
don't you know I think we've wrestled
[5:56]
with that yeah going with an
administrator in part at least an in
[6:04]
terment
in part because we have our department
[6:08]
heads that ideally would step up one of
them would step up into the position and
[6:15]
familiarity with the county and the
operations would be beneficial but they
[6:20]
have their own full-time position it's
that that they have to do their work for
[6:26]
so it's always been kind of a rub
well on how to move them up but then
[6:35]
make sure that their own department
stays functioning well and I've always
[6:42]
said it that we take our best department
heads stick them into another department
[6:48]
because they do so well on their own
department and then they get ruined
[6:51]
to some extent and it causes chaos if we
move one of them over we have to give
[7:01]
them our full support that's the only
way it ever works so I mean those are
[7:07]
just my comments on the situation for
right now charlie
[7:29]
we need going they don't do that
[7:38]
[Music]
well yeah so if we were to take a
[8:34]
current employee make them in term
administrator they would move from their
[8:39]
position to the administrator position
then we would have to fill somehow the
[8:45]
position they left and then at after the
first of the year whatever path we may
[8:51]
go maybe they're the new County
Administrator from there on out and
[8:54]
that's fine and if they're not and what
do we do we fire them or the person to
[8:59]
filter our job behind them or shuffle
things around it makes things kind of
[9:03]
sticky in a lot of situations mr.
Bennett yeah I'd like to make motion
[9:07]
we're going to executive such a short
executive session for um to discuss
[9:13]
personnel matters second discussion all
in favor any opposed
[9:20]
okay you want to invite anybody in your
attorney please
[9:29]
okay we feed her she's on the fifth or
the second floor we need Lisa a charge
[9:37]
