[20:49]
logged in as a panelist?
[20:53]

[20:54]
ms. Esteban, will you please call the
[20:55]

[20:57]
heather brandt when she comes and with
[20:59]
the other trustees who are here.
[21:04]

[21:35]
you have a quorum.
[21:37]
>> thank you very much.
[21:40]
we start with the land acknowledgment
[21:48]
statement.
[22:07]
>> [inaudible].
[22:08]
>> thank you.
[22:10]
is there a way to send a message or to
[22:13]
put something on screen so they can
[22:14]
can see that there's a technical issue
[22:17]
and that we're fixing it and in a script
[22:22]
rather than in announcement?
[22:57]
>> [inaudible].
[22:58]
>> thank you, in the meantime, let me
[23:00]
acknowledge that we couldn't do
[23:02]
anything, we couldn't have this
[23:03]
meeting if it weren't for our
[23:06]
classified professionals.
[23:07]
we couldn't do much at this college
[23:10]
without our classified professionals.
[23:12]
so, we are truly grateful for them and
[23:14]
appreciate all the work that they do.
[23:15]
we're set.
[23:16]
thank you.
[23:24]
[applause].
[23:28]
student trustee brandt has now joined
[23:29]
and I would like to acknowledge her
[23:33]
presence.
[23:34]
today we have a special land
[23:38]
acknowledgment statement.
[23:41]
sarah moncada the instructor of
[23:43]
our first native american indigenous
[23:49]
studies course niis38, introduction to
[23:53]
indigenous studies will assist in this
[23:55]
part of our agenda.
[23:57]
we celebrate this new course and thank
[24:00]
its first teacher because with this
[24:03]
course, city college fully honors
[24:05]
first peoples and more completely
[24:07]
fills our college's commitment to
[24:09]
diversity, equity and inclusion.
[24:16]
adolfo velasquez will therefore read
[24:18]
the land acknowledgment statement and
[24:23]
ms. Moncada will speak after.
[24:28]
will you step up to the microphone,
[24:32]
please.
[24:36]
>> testing.
[24:49]
"we acknowledge that we are on the
[24:50]
unceded ancestral homeland of the
[24:51]
ramaytush ohlone who are the original
[24:52]
inhabitants of the san francisco
[24:53]
peninsula, as the indigenous stewards
[24:54]
of this land and in accordance with
[24:55]
their traditions, the ramaytush ohlone
[24:56]
have never ceded, lost nor forgotten
[24:57]
their responsibilities as the
[24:58]
caretakers of this place, as well as
[24:59]
for all peoples who reside in their
[25:00]
traditional territory, as guests, we
[25:01]
recognize that we benefit from living
[25:02]
and working on their traditional
[25:03]
homeland, we wish to pay our respects
[25:04]
by acknowledging the ancestors, elders
[25:05]
and relatives of the ramaytush
[25:06]
community and by affirming their
[25:07]
sovereign rights as first peoples."
[25:22]
>> thank you.
[25:23]
ms. Moncada?
[25:28]
>> [inaudible].
[25:44]
thank you very much for having me, any
[25:47]
name is sarah moncada, I carry apache
[25:53]
ancestry and [inaudible] ancestry on
[25:55]
my mother's side, I'm honored to dance
[25:58]
with these circles with you all today.
[26:00]
I come mere as a good guest so that
[26:03]
should you have an opportunity to
[26:06]
visit my territories, you will have an
[26:09]
opportunity to be a good guest in
[26:10]
return.
[26:11]
I want to thank you all for the
[26:12]
opportunity to stand on shoulders of
[26:15]
many people who have come together to
[26:20]
create an engaged action, the
[26:22]
commitment beyond the words to open up
[26:25]
to native american studies and enrich
[26:27]
and deepen your commitment to ethnic
[26:29]
studies and what it means to broaden
[26:33]
our awareness, understanding and deep
[26:36]
relationship and responsibility
[26:37]
together as human beings.
[26:38]
thank you for the opportunity to teach
[26:41]
its first course, it was really,
[26:43]
really wonderful.
[26:44]
we had really, really good
[26:47]
conversations with really good minds
[26:49]
and hearts in the room.
[26:51]
I look forward to the opportunity to
[26:54]
continue that work should that
[26:55]
continue and for the opportunity to
[26:57]
share it all with you more.
[26:59]
you're all welcome to come to the
[27:02]
class.
[27:03]
thank you very much in a time when we
[27:05]
feel constriction and walls and
[27:07]
barriers coming up around the
[27:08]
potentials that we have in our
[27:12]
continued education and higher
[27:13]
education arenas, it's wouldn't to see
[27:15]
the ongoing commitment to rather than
[27:17]
seeing the barriers dancing through
[27:19]
possibilities.
[27:20]
so, thank you.
[27:22]
>> thank you very much.
[27:26]
[applause].
[27:30]
we now turn to honors and recognition
[27:35]
and the first honors and recognition
[27:38]
item is letter a, recognition of
[27:42]
engineering club 2025 solar regatta
[27:45]
victory.
[27:48]
could we have the teacher step up to
[27:51]
the microphone.
[27:52]
>> yeah, I think we have --
[27:56]
>> thank you.
[27:57]
>> good afternoon, my name is keith
[28:00]
mueller, I'm the advisor of ccsf's
[28:03]
engineering club.
[28:04]
we're one of oldest clubs on campus.
[28:08]
we started as an advisor, I was
[28:10]
advisor back in 2006 and we've been
[28:17]
continuing on basically ever since.
[28:19]
we live in the basement of the
[28:20]
engineering club -- I mean the science
[28:21]
building, I forgot.
[28:23]
the science building, occasionally we go
[28:26]
out and play and we like to
[28:27]
go out and build things and we do
[28:30]
enjoy going to different events in
[28:32]
order to show off engineering projects
[28:37]
and also robo games, something we've
[28:42]
been doing for the past 8, 9 years
[28:45]
which is the california solar regatta
[28:47]
as you can see on the screen up above.
[28:50]
what the solar regatta is, is
[28:54]
basically a race between solar powered
[28:58]
boats on a lake up near sacramento
[29:02]
which espouses solar power, promotes
[29:03]
it and it is something for colleges to
[29:06]
compete against and so there are a
[29:08]
number of colleges that enter the
[29:09]
event, there is a speed competition,
[29:12]
there is a slalom xe ising, endurance
[29:17]
competition and presentation and we
[29:18]
have been competing in this event
[29:20]
for many years.
[29:21]
to explain a little bit more about how
[29:22]
we did this year, what was our theme
[29:25]
are year and how we did if the overall
[29:27]
events and would we compete against,
[29:29]
I'm going to present the current
[29:30]
president of the engineering club,
[29:34]
aiden, so aiden?
[29:38]
[applause].
[29:39]
>> thank you.
[29:42]
so, as he said, we have a theme and
[29:45]
we've been doing this for a long time
[29:46]
so we have fun with our themes.
[29:48]
this year we wanted something iconic
[29:50]
so as most of you can tell, we did
[29:54]
lego.
[29:55]
it was fun to design our boat to make
[29:57]
it look like a lego boat, but yeah, as
[30:02]
for our performance this year, as you
[30:04]
mentioned, the three are a sprint, a
[30:06]
slalom and endurance, our sprin,
[30:08]
with came in first place again, we did
[30:12]
that last year as well.
[30:13]
that got us one of our trophies,
[30:17]
another thing that we got a
[30:22]
trophy was for our drive train,
[30:27]
e we did well enough where they gave
[30:29]
us a trophy for that,
[30:34]
another one slalom, we have a
[30:36]
boat that excels at slalom, we got
[30:38]
first place in that, we beat second
[30:42]
place by a goaded 15 seconds.
[30:45]
we did really well on that one.
[30:48]
the endurance one, we did come in
[30:50]
second, that is mostly not due to us,
[30:52]
that's because our batteries decided
[30:54]
to not work twice.
[30:57]
so, we ended up accidentally burning a
[31:00]
battery.
[31:01]
so, we did not get one for that but
[31:06]
other parts -- other non-racing items
[31:09]
are scored and ranked.
[31:11]
one of them we did well on this year
[31:14]
was art theming, we made our boat look
[31:16]
like a lego boat so we got yet another
[31:21]
one.
[31:22]
I can't even -- and another one that
[31:25]
we always do pretty poorly on, this
[31:28]
year we decided to do again, put a
[31:30]
little bit of effort was
[31:32]
sustainability, so we did a lifetime
[31:35]
impact analysis of our boat to see
[31:38]
what was -- how good it was and they
[31:41]
appreciated the effort.
[31:42]
so, we got these as well as -- because
[31:45]
we got all of these, we ended up
[31:47]
winning the total overall regatta so
[31:50]
we got another one.
[31:56]
[applause].
[32:00]
as you can see, that's a photo of our
[32:02]
boat, we're kind of standing in the
[32:04]
way of it, but that is our boat we got
[32:08]
all of these trophies and as you
[32:12]
can see, we're running out of space
[32:15]
out here.
[32:17]
that leaded me to one issue, mueller
[32:19]
will talk about it.
[32:20]
yes.
[32:21]
>> we did a new display case.
[32:23]
we now have 36 trophies, we have won
[32:27]
this event 6 out of 8 times now.
[32:31]
we are maybe the best and it's kind of
[32:37]
-- I guess it's good but it's also
[32:40]
pretty brutal.
[32:41]
so, we just wanted to thank you for
[32:45]
entertaining us and bingeing with us
[32:46]
today and we wanted to show these
[32:50]
trophies with you, since we are so
[32:52]
famous, you may take a picture with us.
[32:54]
we hope you can join us in a photo
[32:57]
with our trophies here, thank you.
[33:01]
[applause].
[33:02]
>> and I am referring the request for
[33:08]
a bigger display case or another --
[33:10]
acting chancellor cooper wilkins.
[33:13]
>> come on, guys, let's get -- I think
[33:19]
we've done it over there.
[33:23]
yeah.
[33:24]
( taking photograph ).
[35:12]
[applause].
[35:52]
>> the meeting will come back to
[35:56]
order.
[35:57]
acting chancellor cooper wilkins, can
[35:58]
you present the next honors and
[36:01]
recognition?
[36:04]
>> yes, so we do have a recognition of
[36:11]
shella cervantes, she received the
[36:13]
honor of the 2025 academic senate of
[36:17]
california community colleges' regina
[36:20]
stanback stroud diversity award and I
[36:21]
know it was short notice.
[36:22]
I'm not sure if current academic
[36:25]
senate president katia fuchs would
[36:28]
like to come forward and be a part of
[36:31]
making that presentation.
[36:32]
>> I would never pass up an
[36:38]
opportunity to celebrate shella, thank
[36:40]
you, dr. Cooper wilkins for the
[36:44]
introduction, I'm katia fuchs and the
[36:47]
freshly minted academic senate
[36:49]
president.
[36:50]
a little bit of the regina stanback
[36:55]
stroud award, so as educators, our
[36:57]
challenge is to help as many of our
[37:00]
students as possible reach their
[37:01]
personal and academic goals.
[37:05]
the regina stanback stroud testy award
[37:08]
gives public recognition to the value
[37:09]
the community college places on equity
[37:12]
and diversity.
[37:13]
this award seeks to publicly
[37:15]
acknowledge a member of the faculty
[37:17]
who consistently demonstrates
[37:18]
commitment to the equity and diversity
[37:21]
goals of the college.
[37:23]
it recognizes the individual who
[37:24]
performs in an exceptional manner to
[37:28]
advance intercultural harmony, equity
[37:30]
and campus diversity by making
[37:32]
exceptional contributions to the
[37:34]
college beyond their usual obligations
[37:37]
and you couldn't do any better than to
[37:40]
give this award to the amazing shella
[37:43]
cervantes who is here with us and
[37:46]
shella, I hand it over to you.
[37:53]
>> I have two faculty that really want
[37:55]
o the say something.
[37:57]
I'm going to put a pause on that.
[38:02]
>> hi, alyssa messier, I am also in
[38:05]
women's and genders study ask here
[38:08]
with leslie simon from omens and
[38:11]
gender studies ask we want to be here
[38:13]
the celebrate shella and their amazing
[38:15]
work for our students and the college
[38:17]
and since katia so kindly gave a
[38:19]
presentation about the award, I will
[38:21]
leave it to that and pass it to leslie.
[38:24]
>> just a few words.
[38:26]
shella was a student of mine so I'm
[38:28]
very happy today.
[38:31]
brilliant, creative, compassionate and
[38:33]
I want to stay with compassion and I'm
[38:35]
going to be a little sentimental, it
[38:39]
was khai who said revolutionary is
[38:42]
guided by love, she opens many hearts
[38:46]
the many spaces, she deserves it more
[38:48]
than anyone that I know, she openers
[38:50]
my heart and brings people together
[38:51]
and we are so lucky to have her at
[38:53]
this college.
[38:57]
[applause].
[39:00]
>> so, I'm very glad to that have
[39:03]
really great introduction.
[39:04]
I'm going share with you some
[39:07]
reflections on the stanback stroud
[39:09]
award, if you didn't watch the video,
[39:13]
it happened on my birthday, that was
[39:15]
cool, the regina stanback stroud award
[39:19]
describes the award -- so, regina
[39:22]
stanback stroud stories the award as
[39:24]
call to action and that those who are
[39:26]
honored by it embody excellence and
[39:28]
equity as well as make rigor
[39:33]
inseparable from justice, regina
[39:35]
stanback stroud in honoring me
[39:37]
launched the african american
[39:40]
resource center as a supported
[39:42]
resource center and championing that
[39:44]
the african american resource sent and
[39:45]
her the women's resource center both
[39:47]
be housed in the new student success
[39:49]
building.
[39:51]
she highlighted the importance of
[39:54]
advancing facilities justice for
[39:55]
students of color across cam pus and
[39:58]
that equity minded facilities planning
[40:01]
understands that environments are one
[40:02]
of the conditions that make a
[40:05]
significant impact on student success.
[40:07]
what that actually looked like was
[40:10]
mentoring faculty and students alike
[40:12]
as well as truly listening to students
[40:14]
when they did not have someone to go
[40:16]
to.
[40:17]
or when no one else was listening.
[40:19]
when I think of this, this gives me
[40:22]
unease because what I thought was one
[40:25]
for students is yet again unfinished,
[40:30]
contentious business.
[40:31]
I think the part that many may have
[40:33]
not taken into consideration in all
[40:35]
the accomplishments that are being
[40:37]
celebrated right now for me is that
[40:39]
I'm a part timer and the many things
[40:42]
that I'm being celebrated for were not
[40:46]
mine to carry.
[40:48]
as a part timer, my role, my
[40:50]
influence, my time is limited.
[40:52]
I know there is little chance my
[40:54]
position will ever change despite the
[40:56]
need for it.
[40:57]
and yet at this moment and for as long
[41:00]
as I've been here, I choose to give
[41:02]
more and be more.
[41:05]
who I am here at the college is
[41:09]
inspired by measuring love and the
[41:12]
journey for justice, a brown paper by
[41:15]
shelley tang and sammy nunez,
[41:19]
they share transformative and
[41:22]
catalytic love, self-love, love other,
[41:24]
love as a community practice and
[41:27]
lastly love infused with power.
[41:32]
as city of college of san francisco
[41:36]
transforms yet bargaining I transform
[41:40]
of catalytic love and I now call on
[41:42]
others to do so as well.
[41:43]
thank you.
[41:47]
[applause].
[41:58]
>> congratulations, it was my
[42:00]
privilege to serve on the academic at
[42:03]
the same time as regina stanback
[42:06]
stroud, the statewide senate and I got
[42:08]
to know her there.
[42:10]
then I had the opportunity to know her
[42:12]
once again when she was vice-president
[42:15]
of instruction at skyline college and
[42:18]
she recommended my hire as the dean of
[42:24]
language arts and it was a wonderful
[42:26]
opportunity to work with her.
[42:27]
so, I know who she is and I know that
[42:29]
you justly deserve this award, so
[42:31]
thank you very much for all of your
[42:33]
work and your enthusiasm and your
[42:38]
love.
[42:39]
trustee chung?
[42:40]
>> and I can't pass off the
[42:43]
opportunity to talk about your impact
[42:47]
on my life.
[42:48]
when I was a project survive mentor, I
[42:55]
have lived through what it's like to
[42:59]
have you guide me through a really
[43:01]
difficult time in my life and empower
[43:04]
me and I've seen you in that space and
[43:08]
I'm so -- you are so deserving of this
[43:10]
award, so thank you, shella, for being
[43:12]
at this college and continuing to give
[43:16]
into it.
[43:18]
>> comments from other trustees?
[43:22]
well, thank you very, very much, and
[43:24]
find a nice place to put that award.
[43:30]
[applause].
[43:35]
>> we move to item 4, closed session.
[43:38]
first we need the approval of the
[43:41]
closed session agenda.
[43:42]
who moves to approve?
[43:47]
>> so moved.
[43:48]
>> trustee solomon moves to the
[43:49]
approve.
[43:50]
who seconds?
[43:51]
>> second.
[43:53]
>> second from vice-president zamora.
[43:55]
could we have a roll call vote, please.
[43:57]
>> student trustee brandt, your
[43:58]
advisory vote?
[44:10]
president martinez?
[44:11]
>> yes.
[44:12]
>> vice-president zamora?
[44:13]
>> aye.
[44:15]
>> trustee chisti?
[44:16]
>> aye.
[44:17]
>> trustee solomon?
[44:18]
>> aye.
[44:19]
>> trustee chung?
[44:20]
>> aye.
[44:21]
>> trustee mccarty?
[44:22]
>> aye.
[44:23]
>> the motion passes.
[44:24]
>> thank you.
[44:25]
we will recess to closed session and
[44:28]
we will reconvene back here at 6:00
[44:32]
p.m., thank you.
[44:38]
( meeting recesses to closed session ).
[44:48]
( meeting will reconvene at 6:00 ).
[2:19:15]
>> we have taken a brief recess from
[2:19:17]
closed session.
[2:19:20]
no reportable actions have been taken.
[2:19:21]
we would like to take public comment
[2:19:23]
on the closed session agenda items now.
[2:19:26]
is there any public comment on the
[2:19:29]
closed session agendas?
[2:19:30]
>> we don't have any.
[2:19:33]
>> 6a.
[2:19:36]
>> we have a lot.
[2:19:39]
first is angelica campos.
[2:19:50]
>> alright, I was not expected it to
[2:19:52]
be that soon.
[2:19:55]
hi, good evening, afternoon, board,
[2:19:56]
sorry, I am on the east coast so
[2:19:59]
it's a bit confusing.
[2:20:01]
I'm here tonight to speak to you all
[2:20:03]
in support of dr. Cortez, I as an
[2:20:09]
incoming student leader, student
[2:20:13]
trustee elect believe we do need to
[2:20:16]
support our college by approving dr.
[2:20:18]
cortez as the new chancellor.
[2:20:20]
I think again it's really important we
[2:20:22]
also support queer and latin voices
[2:20:29]
in the current climate we live in where
[2:20:33]
united states where queer latinx
[2:20:37]
individuals are under attack and I'm
[2:20:39]
disappointed in things I'm seeing in
[2:20:43]
the media targeting this person, it is
[2:20:45]
unfair and I believe dr. Cortez will
[2:20:47]
be something that will help push our
[2:20:50]
college forward into a better future.
[2:20:51]
thank you.
[2:20:56]
>> next is eddie escota.
[2:21:19]
next is luis miranda.
[2:21:35]
next is malinalli villalobos.
[2:21:47]
>> can you all hear me?
[2:21:50]
>> yes.
[2:21:51]
>> okay.
[2:21:54]
let me see, I'm trying to turn my
[2:21:57]
camera on, there is no camera.
[2:21:59]
alright.
[2:22:00]
okay, here we go.
[2:22:03]
saludos, good evening, my name is
[2:22:06]
malinalli villalobos, I serve as
[2:22:07]
student chancellor, I'm here tonight
[2:22:09]
to speak in strong support of approving
[2:22:13]
the chancellor employment contract
[2:22:15]
with carlos cortez, as student, we
[2:22:18]
know firsthand the importance of
[2:22:20]
consistent visionary leadership,
[2:22:21]
someone who understands the challenges
[2:22:22]
we face and the potential of what ccsf
[2:22:25]
can become.
[2:22:27]
dr. Cortez brings leadership in the
[2:22:30]
california community college system, a
[2:22:32]
deep commitment to equity, a strong
[2:22:34]
understanding of the unique needs of
[2:22:37]
diverse student population like ours.
[2:22:39]
he has spooned stabilize budgets while
[2:22:42]
expanding access which is something
[2:22:44]
ccsf critically needs.
[2:22:47]
he's also someone who listens to
[2:22:49]
student, faculty, to classified
[2:22:51]
professionals including community
[2:22:52]
overall.
[2:22:53]
right now ccsf needs a steady hand and
[2:22:55]
a bold vision, we cannot afford more
[2:22:57]
turn over in leadership.
[2:22:59]
every delay affects students.
[2:23:01]
our classes, our services, our future.
[2:23:03]
approving this crack is not just about
[2:23:06]
filling a position, it's about giving
[2:23:08]
cshs csf the stability and [inaudible]
[2:23:11]
it needs to thrive.
[2:23:12]
as student chancellor, I urge you to
[2:23:14]
move forward with confidence and
[2:23:16]
approve the employment contract with
[2:23:18]
dr. Cortez, let's give him a chance to
[2:23:21]
lead ccsf in a stronger, more
[2:23:23]
sustainable future and one last thing
[2:23:25]
that I want to add about dr. Cortez,
[2:23:29]
when we had the pleasure of having to
[2:23:32]
give him a tour of our campuses and a
[2:23:36]
can couple of our centers, he was
[2:23:38]
engaging with students and really
[2:23:39]
wanted the student input.
[2:23:41]
students at the forefront, that's what
[2:23:44]
we need, leadership with students a
[2:23:45]
the forefront.
[2:23:46]
advocating for the
[2:23:48]
approval of dr. Carlos cortez's
[2:23:51]
contract, thank you very much.
[2:23:55]
>> next is mary bravewoman.
[2:24:04]
>> good wantoning, trustees, I've
[2:24:06]
been at city college for 35 years and
[2:24:07]
I have experienced every high and
[2:24:10]
low ccsf has been through since 1990.
[2:24:12]
and this is just one of the reasons
[2:24:14]
that I was so thrilled to read the
[2:24:16]
press release announcing the
[2:24:17]
appointment of dr. Carlos cortez as
[2:24:19]
our next chancellor.
[2:24:20]
I had the honor of serving on the
[2:24:22]
hiring committee and reviewed all the
[2:24:25]
c vehicles of a broadly talented pool
[2:24:27]
of am kant but for me, one candidate
[2:24:30]
stood out among the others, dr.
[2:24:32]
cortez, now I'm not naive enough to
[2:24:34]
believe that one person holds all the
[2:24:36]
answers to the struggles we face as a
[2:24:38]
college community but the reality is
[2:24:40]
that we're in better shape than we
[2:24:43]
have been for some time despite the
[2:24:46]
narratives currently circulating.
[2:24:47]
but I am hopeful that with the
[2:24:49]
appointment of an experienced
[2:24:51]
permanent chancellor, one with a
[2:24:53]
proven track record of putting into
[2:24:55]
practice policies and practice that
[2:24:57]
reflect the values of ccsf and their
[2:25:00]
community, we can embark on positive
[2:25:02]
change for our college.
[2:25:04]
thank you, trustees, for making the
[2:25:06]
right choice for our college and our
[2:25:08]
community and for standing strong in
[2:25:10]
your values and not giving into the
[2:25:14]
trump dog whistles recently traded by
[2:25:22]
the press of a talented queer
[2:25:24]
educator, thank you.
[2:25:27]
>> next is asia duncan.
[2:25:39]
>> good evening, trustees.
[2:25:41]
my name is asia and I'm one the harvey
[2:25:47]
milk democratic clubbing I'm the v.p.
[2:25:49]
of the political action committee and
[2:25:51]
I'm here to voice my support for dr.
[2:25:54]
cortez as your next chancellor.
[2:25:58]
dr. Cortez is not only an accomplished
[2:26:01]
educator with a record of strong
[2:26:03]
leadership, he is a visionary who
[2:26:06]
understands the power of community
[2:26:11]
colleges as an engine of justice,
[2:26:13]
access and upward mobility for working
[2:26:16]
class students,
[2:26:18]
immigrants and lgbtq folks.
[2:26:22]
I believe city college deserves as
[2:26:25]
bold leader rooted in justice and I
[2:26:28]
believe dr. Cortez is that leader and
[2:26:29]
I urge you to move forward with
[2:26:33]
integrity and a vision of the future
[2:26:35]
to appoint dr. Cortez as your next
[2:26:38]
chancellor.
[2:26:39]
thank you the.
[2:26:43]
>> next is leslie simon.
[2:26:56]
>> good evening, trustees, vice
[2:27:03]
chancellors, I enthusiastically
[2:27:04]
support hiring dr. Cortez, I want to
[2:27:07]
address the chronicle's reapportioning
[2:27:10]
of cortez's invitation to [inaudible]
[2:27:15]
as a former ccsf omens and genders
[2:27:20]
studies chair and women in literature,
[2:27:22]
I'm familiar with the highly respected
[2:27:26]
poetry fiction of alice walker, I had
[2:27:31]
not learned that she had an affinity
[2:27:33]
with a known anti-semite which shocked
[2:27:37]
and disturbed me.
[2:27:39]
that year an invitation with walker
[2:27:42]
was withdrawn when the association
[2:27:44]
became known.
[2:27:46]
I am jewish and among my jewish
[2:27:48]
friends, there were mixed feelings
[2:27:52]
about the disinvitation, though even
[2:27:55]
among those of us who thought she
[2:27:56]
should be welcomed, there was the
[2:27:57]
understanding her recommendation of
[2:27:58]
the work of an anti-semite was
[2:28:00]
disturbing.
[2:28:01]
it is sad that so much is being made
[2:28:03]
of dr. Cortez's invitation to walker
[2:28:06]
also in 2022 which he subsequently
[2:28:11]
withdrew, walker's ex-husband a jew,
[2:28:13]
insists walker is not an anti-semite
[2:28:16]
herself.
[2:28:17]
even if she were, I ask you to think
[2:28:20]
about how english departments teach
[2:28:21]
the work of ts elliott, a known
[2:28:25]
anti-semite and a nazi
[2:28:28]
sympathizer, some of our greater
[2:28:31]
artist, writers and thinkers are
[2:28:34]
flawed, as we teach their work,
[2:28:35]
we have a responsibility to
[2:28:37]
share those flaws and allow our
[2:28:38]
students to make their own assessments.
[2:28:43]
censorship is ill advised, criticism
[2:28:44]
is not.
[2:28:45]
I look forward to welcoming carlos
[2:28:49]
cortez, a respected academic who I
[2:28:53]
believe will enrich the college and
[2:28:55]
will enrich challenging conversations.
[2:28:59]
>> next is robin pew.
[2:29:07]
>> hello, I'm robin pew, I'm business
[2:29:11]
faculty, the vice-president of aft 2121,
[2:29:15]
the a member of the academic executive
[2:29:18]
council, a voter in district 7, but
[2:29:21]
I'm here speaking to you today as
[2:29:25]
myself.
[2:29:26]
this institution exists to serve
[2:29:27]
students and this community.
[2:29:30]
this institution does not exist to
[2:29:31]
serve me as faculty, this institution
[2:29:34]
does not exist to serve you as
[2:29:37]
trustees.
[2:29:38]
instead, we are all here to serve this
[2:29:41]
institution and its mission.
[2:29:44]
and this very large incredibly
[2:29:49]
complex, beautiful, ugly falling down
[2:29:52]
brand new charging ahead, limping
[2:29:54]
along institutions that are still
[2:29:57]
recovering from external attacks that
[2:29:59]
were weaponized to
[2:30:05]
accreditation to shut us down, this
[2:30:08]
needs leadership and carlos has that
[2:30:10]
experience, he has a proven track
[2:30:12]
record of creating programs and
[2:30:14]
serving students like ours.
[2:30:16]
he has both the successful large
[2:30:19]
institution leadership experience that
[2:30:21]
we desperately need and he has also
[2:30:23]
been in the classroom which is an
[2:30:26]
important combination and something we
[2:30:28]
have been missing in our recent
[2:30:30]
leadership.
[2:30:31]
we are in a very challenging place
[2:30:32]
right now.
[2:30:33]
I don't have to tell you that, you
[2:30:35]
know.
[2:30:36]
and we need a proven leader with the
[2:30:38]
creativity to seek the path between
[2:30:40]
the rock and the hard place where we
[2:30:44]
are, so I urge you to approve dr.
[2:30:47]
carlos cortez for chancellor.
[2:30:48]
thank you.
[2:30:51]
[applause].
[2:30:52]
>> next is jen levinson.
[2:31:01]
>> good evening, my name is jen, I'm
[2:31:04]
english faculty.
[2:31:06]
I'm guessing that you may have read
[2:31:08]
the recent article by nanette
[2:31:14]
criticizing the board for your choice
[2:31:16]
to hire carlos cortez as our next ccsf
[2:31:18]
chancellor.
[2:31:19]
I think by now we're all familiar with
[2:31:23]
disingenuous anti-semitism claims
[2:31:24]
weaponized in an attempt to divide
[2:31:28]
and left in a justified state of
[2:31:30]
oppression of movements for human
[2:31:31]
rights.
[2:31:32]
as a jewish person, I have said more
[2:31:34]
times I can count in the past 19
[2:31:36]
months, not in my name.
[2:31:38]
this article also deploys common
[2:31:46]
tropes, let not let the inflammatory
[2:31:51]
attempt of character assassination to
[2:31:55]
[inaudible] he has strategic planning
[2:32:00]
that reduces disproportionate impact
[2:32:01]
on the most marginalized student and
[2:32:03]
is has secured the fund to implement
[2:32:05]
those plans.
[2:32:06]
in his interview, he talked about how
[2:32:08]
at san diego community college I
[2:32:09]
believe it was, he identified 7
[2:32:13]
obstacles to student success, gathered
[2:32:15]
from students themselves, housing,
[2:32:18]
child care, jobs, transportation, food
[2:32:21]
security, textbook affordability,
[2:32:23]
mental health supporters.
[2:32:24]
he raised over 200 million dollars to
[2:32:26]
address those needs including 85
[2:32:28]
million for housing and 100 million
[2:32:31]
for direct student support.
[2:32:33]
I'm incredibly heartened this board
[2:32:35]
has found us a chancellor who I
[2:32:36]
believe can lead the college with
[2:32:39]
integrity in these times of rising
[2:32:41]
fascism and make a real difference for
[2:32:44]
students and the community.
[2:32:46]
so, please stand firm in your choice.
[2:32:47]
thank you.
[2:32:52]
[applause].
[2:32:53]
>> next is eric christians.
[2:33:01]
>> I want to congratulate your
[2:33:04]
decision to hire the new chancellor,
[2:33:06]
you made an excellent choice, you have
[2:33:09]
picketed somebody student centered
[2:33:10]
hastening a prover track record and
[2:33:12]
I'm speaking to somebody that's a
[2:33:15]
returning adult to city college who's
[2:33:17]
also queer, city college is now why
[2:33:19]
I'm called doctor by my student, the
[2:33:21]
doctorate was an organization
[2:33:24]
leadership, I've taught leadership
[2:33:25]
development at a graduate level.
[2:33:26]
what I see in dr. Cortez is a
[2:33:29]
leadership that we need to move
[2:33:31]
forward, I see inspired leadership, I
[2:33:33]
see the type of leadership I would use
[2:33:35]
an example in those courses to my
[2:33:37]
students to say this is somebody who
[2:33:39]
can make a change, this is something
[2:33:44]
body who has vision, the vision comes
[2:33:45]
from listening to the to the people
[2:33:46]
they serve, we need him and I thank
[2:33:48]
you again for your choice.
[2:33:53]
>> next is marlan vasquez.
[2:34:08]
>> okay, good evening, board of trustees,
[2:34:11]
my name is dr. Marlan vasquez,
[2:34:16]
I'm an english faculty member and a
[2:34:18]
leader of the latino education
[2:34:20]
association here at city college,
[2:34:22]
while others today have spoken to the
[2:34:24]
recent article by nanette, I don't
[2:34:27]
want to spend time on it, I'm heart
[2:34:30]
broken that somebody leaked dr.
[2:34:35]
cortez's to provoke that.
[2:34:42]
it offered none of the complexity or
[2:34:45]
depth that our community heard
[2:34:47]
debiting from dr. Cortez during his
[2:34:49]
extensive interviews.
[2:34:52]
what he spoke about was thoughtful and
[2:34:54]
forward looking, he staged about
[2:34:57]
building strong pipelines from k-12 to
[2:34:59]
community college.
[2:35:01]
he talked about using on the ground
[2:35:04]
data of centering leadership, that's
[2:35:06]
the kind of vision that should guide
[2:35:09]
this college, complex, student
[2:35:11]
centered and rooted in care.
[2:35:12]
as a latino educator and researcher of
[2:35:16]
latino student experiences at city
[2:35:18]
college, a hispanic serving
[2:35:20]
institution, I must emphasize that our
[2:35:23]
latino students are struggling.
[2:35:24]
they make up 28% of our credit
[2:35:27]
enrollment and for every 100 students,
[2:35:31]
only 11 are completing their vision
[2:35:33]
goal.
[2:35:34]
we know from research including my own
[2:35:37]
that representation matters.
[2:35:38]
dr. Cortez is a first generation
[2:35:41]
latino college student.
[2:35:43]
his presence as chancellor would send
[2:35:46]
a powerful message to our latino
[2:35:48]
students that they belong, that they
[2:35:49]
can lead and that education can
[2:35:52]
transform their lives.
[2:35:53]
at a time when so many of our students
[2:35:56]
are navigating uncertainty, his
[2:35:57]
leadership offers the kind of
[2:36:00]
stability, understanding and bold
[2:36:01]
vision that we urgently need.
[2:36:04]
I'm excited to be in the audience
[2:36:05]
today when the board of trustees votes
[2:36:07]
him in.
[2:36:09]
our students deserve this kind of
[2:36:11]
leadership.
[2:36:12]
thank you so much.
[2:36:17]
[applause].
[2:36:18]
>> next is melissa hernandez.
[2:36:28]
>> hi, good evening, honorable
[2:36:31]
trustees, my name is melissa, the
[2:36:34]
co-president of the harvey milk
[2:36:37]
democratic club, I'm here to lend my
[2:36:39]
voice in support of the appointment of
[2:36:41]
dr. Cortez.
[2:36:42]
dr. Cortez is a respected chicano
[2:36:46]
scholar, former community college leader
[2:36:47]
and a fierce advocate for equity,
[2:36:51]
reinvestment and academic freedom all
[2:36:53]
of which makes city college special.
[2:36:56]
I won't spend too much time singing
[2:36:59]
his praises eh as I'm sure you heard a
[2:37:03]
lot here today.
[2:37:06]
I believe city college will continue
[2:37:09]
to serve the city of san francisco,
[2:37:14]
and also on a personal level, I think
[2:37:17]
dr. Cortez will serve people like my
[2:37:20]
little sister who is a full time
[2:37:24]
student here and who has been for a
[2:37:26]
few years and I hope you will
[2:37:29]
support him.
[2:37:30]
thank you.
[2:37:34]
>> next is michael rapay.
[2:37:42]
>> hello, good evening, president
[2:37:44]
martinez and trustees, my name is
[2:37:47]
michael, the co-vice-president of
[2:37:48]
police cal affairs for latino
[2:37:51]
democratic club here in san francisco.
[2:37:53]
and I have to say how incredibly proud
[2:37:56]
I am right now to be standing in front
[2:37:59]
of you speaking in support of dr.
[2:38:03]
cortez.
[2:38:04]
at a time our community is so under
[2:38:07]
attack right now, recently just
[2:38:09]
yesterday, there were reports of ice
[2:38:11]
attacking people.
[2:38:12]
our communities are under attack, we
[2:38:15]
need this visibility right now,
[2:38:16]
particularly in leadership positions.
[2:38:18]
I've been so moved by so many of the
[2:38:21]
speakers before me, some things I venn
[2:38:23]
learned about dr. Cortez that solidify
[2:38:26]
my belief that this would be an
[2:38:28]
excellent choice for city college.
[2:38:31]
as former student, I took the ethnic
[2:38:35]
and cultural minority studies I took
[2:38:39]
lgbtq studies and these studies
[2:38:40]
support my belief this would be the
[2:38:42]
right direction, not only just by
[2:38:46]
person alone but remember the
[2:38:48]
chancellor has to have a vision that
[2:38:49]
aligns with all of you and I believe
[2:38:51]
that this is really the critical issue
[2:38:53]
here and I hope you take that into
[2:38:56]
consideration with your support and
[2:38:58]
hopefully a vote yes.
[2:38:59]
thank you so much.
[2:39:05]
>> next is rosa shields.
[2:39:10]
>> good evening, my name is rosa
[2:39:12]
shields, I'm the political director of
[2:39:14]
the san francisco labor council.
[2:39:16]
we represent 100 unions and 100
[2:39:19]
union members in the city and county
[2:39:21]
of san francisco.
[2:39:22]
I was also born and raised here in the
[2:39:24]
city and I'm the proud daughter of a
[2:39:28]
professor and department chair,
[2:39:29]
retired, I experienced first hand the
[2:39:31]
stress of the accreditation fight and
[2:39:34]
how that affected my family.
[2:39:36]
I would not wish that upon anyone.
[2:39:39]
the fight for free city college was my
[2:39:42]
entry into local politics and I
[2:39:43]
would hope this board would support
[2:39:45]
the needs of the unions, the community
[2:39:48]
and the students who have worked so
[2:39:50]
hard for equity and justice at this
[2:39:54]
institution.
[2:39:55]
the chronicle article smearing carlos
[2:39:57]
cortez was an attack on labor, this is
[2:39:59]
part of a broader attack on labor
[2:40:03]
where are being called all sorts of
[2:40:04]
things.
[2:40:05]
these are the peel that teach the
[2:40:08]
class, clean the classes and respond
[2:40:10]
to emergencies, we are vested
[2:40:12]
stakeholders and we all support the
[2:40:14]
approval of carlos cortez's contract.
[2:40:16]
right now as I'm sure you know, labor
[2:40:18]
is under attack federally.
[2:40:20]
and unions are fighting back against
[2:40:23]
cuts at all levels of government.
[2:40:24]
the board of trustees of city college
[2:40:26]
support the needs and wishes of the
[2:40:28]
workers of city college and of the
[2:40:30]
students and of the community who are
[2:40:32]
all calling for approval of this
[2:40:34]
contract.
[2:40:35]
we have worked so hard to support the
[2:40:36]
college and its programs and we will
[2:40:38]
continue to do so.
[2:40:40]
we will also be very disappointed if
[2:40:42]
the elected officials who represent
[2:40:44]
the college side with an austerity
[2:40:48]
administration rather than with the
[2:40:49]
workers, the students and the
[2:40:50]
community.
[2:40:51]
we did not forget the accreditation
[2:40:52]
fight, I know I didn't, we did not
[2:40:55]
forget the fight for free city college
[2:40:58]
t the fight to keep free city college
[2:41:00]
and we will not forget this vote.
[2:41:01]
thank you.
[2:41:07]
>> next is alex cough.
[2:41:18]
>> good evening, san francisco city
[2:41:19]
college, board of trustees, my
[2:41:22]
name is alex, the president of san
[2:41:25]
francisco firefighters local 798.
[2:41:27]
I'm here to speak in support of your
[2:41:31]
original choice, your first choice,
[2:41:32]
the right choice, dr. Carlos cortez.
[2:41:36]
hundreds of our members who are now
[2:41:40]
firefighters, emt and paramedics
[2:41:42]
attended san francisco city college
[2:41:46]
obtain their emt, paramedic licenses
[2:41:49]
and firefighter 1 certificates along
[2:41:52]
with attend a multitude of other fire
[2:41:55]
science classes.
[2:41:56]
our members respond now to the
[2:41:58]
communities all over the city, to
[2:42:01]
medical emergencies and structure
[2:42:02]
fires every single day.
[2:42:05]
for the sake of the future
[2:42:08]
firefighters, emt's and paramedics of
[2:42:10]
san francisco, and for the sake of the
[2:42:11]
communities that we serve, we support
[2:42:18]
your original choice of chancellor for
[2:42:22]
san francisco city college.
[2:42:24]
the institution that educates more
[2:42:27]
ssfd members than any other
[2:42:31]
institution.
[2:42:32]
dr. Carlos cortez has already proven
[2:42:35]
his excellent ability to work with
[2:42:38]
labor and across constituencies.
[2:42:43]
he has experience in classrooms and
[2:42:46]
board rooms, he's proven -- he's got a
[2:42:49]
vision and track record of growing
[2:42:52]
student enrollment and enhancing
[2:42:56]
programs.
[2:42:59]
he's proven his student centered
[2:43:02]
leadership and he has active roots in
[2:43:03]
social welfare and education policy.
[2:43:08]
and he's already proven the ability
[2:43:10]
and willingness to build partnership
[2:43:13]
with community leaders.
[2:43:15]
he's already proven his commitment to
[2:43:18]
economic, racial and gender equality.
[2:43:21]
you've all already as a board made the
[2:43:26]
right choice and please we ask you to
[2:43:29]
stand firm in your choice.
[2:43:30]
our members along with the san
[2:43:33]
francisco communities that we serve
[2:43:35]
all deserve a high quality chancellor
[2:43:38]
to lead and to continue to grow and
[2:43:43]
improve san francisco -- or city
[2:43:45]
college of san francisco, thank you
[2:43:47]
very much.
[2:43:49]
>> next is ronald gonzalez.
[2:44:01]
>> hello.
[2:44:02]
can you hear me?
[2:44:05]
sorry, hello, can you confirm --
[2:44:06]
>> we can hear you.
[2:44:08]
>> awesome, thank you.
[2:44:15]
welcome on behalf of the mission
[2:44:19]
center, I'm the president of the
[2:44:22]
association there and I have a
[2:44:23]
question for the board of trustees,
[2:44:25]
can I move to go ahead and start the
[2:44:28]
voting in favor or no?
[2:44:31]
but you can probably answer later, but
[2:44:36]
I want to go ahead and get this voting
[2:44:39]
started.
[2:44:40]
go ahead and approve the process and
[2:44:43]
dr. Cortez, just a reminder, we are the
[2:44:45]
students are going to keep you
[2:44:47]
accountable, hold you accountable and
[2:44:48]
we're going to be in your office if
[2:44:50]
you're not on the field or -- we read
[2:44:56]
a lot about you, heard about you and I
[2:44:58]
think we are fortunate to have you as
[2:45:01]
our next chancellor and I would love
[2:45:04]
to continue working with you in person
[2:45:06]
now and here in san francisco but be
[2:45:11]
sure that if things change and things
[2:45:14]
are not coming out as expected, you're
[2:45:17]
going hear from the students and with
[2:45:19]
all the love and with all the respect
[2:45:21]
and we want to learn from you, teach
[2:45:24]
us you how to be better leaders, let
[2:45:27]
us -- show us how you achieved all
[2:45:31]
those goals and what else have you
[2:45:33]
done to improve the lives of students
[2:45:36]
from san diego.
[2:45:37]
so, we want to see that here in san
[2:45:39]
francisco and again welcome, I hope we
[2:45:42]
can get started with the voting and
[2:45:46]
remember, we look forward to working
[2:45:48]
with you, however, we will keep you
[2:45:51]
accountable.
[2:45:52]
we will check and make sure that what
[2:45:55]
was proposed and what was told in
[2:45:57]
interviews do happen.
[2:45:59]
this is our livelihood, it's
[2:46:03]
important for us and we're happy
[2:46:04]
you're here, so thank you so much,
[2:46:06]
take care.
[2:46:08]
>> next is harry bernstein.
[2:46:23]
>> thank you.
[2:46:24]
you've heard a number of things about
[2:46:29]
dr. Cortez's scholarship, his
[2:46:33]
leadership, his teaching and his
[2:46:36]
advocacy for colleges.
[2:46:38]
he's been at many different
[2:46:41]
institutions.
[2:46:42]
I was going to note that president
[2:46:45]
martinez in referring to the -- well,
[2:46:50]
incoming chancellor let's say noted
[2:46:52]
his commitment to programs for new
[2:46:56]
americans, non-credit workforce
[2:46:57]
development and older adults.
[2:46:59]
I just want to highlight one part of
[2:47:05]
that.
[2:47:06]
dr. Cortez led the execution of a
[2:47:08]
statewide study and report which was
[2:47:11]
called the past, present and future of
[2:47:15]
adult non-credit education in
[2:47:17]
california from 1856 to 2018.
[2:47:22]
he was well situated for doing that
[2:47:23]
because he was the head of one of the
[2:47:28]
colleges in san diego, the san diego
[2:47:30]
college of continuing education which
[2:47:32]
has the most robust offerings of free
[2:47:40]
non-credit education in california.
[2:47:41]
I believe it's an entire college
[2:47:44]
devoted -- the college of continuing
[2:47:49]
education.
[2:47:50]
and since the program that we've had
[2:47:54]
in city college has been lagging since
[2:47:58]
it was decimated a few years ago,
[2:48:00]
I'm opining this is one of the many
[2:48:03]
hicks that he can champion along with
[2:48:06]
all the other demands we've been
[2:48:07]
hearing.
[2:48:08]
thank you very much for your selection.
[2:48:13]
>> next is kathy burick.
[2:48:22]
>> good evening, trustees, I can't
[2:48:24]
believe we're having this conversation.
[2:48:27]
for there to be any question about the
[2:48:29]
qualifications of this man and who and
[2:48:31]
what he represents at a time when
[2:48:36]
lgbtq, latinx are being
[2:48:41]
trivialized, annette, she has not had
[2:48:43]
written I don't think one trustworthy
[2:48:47]
article of city college from the
[2:48:48]
beginning of the accreditation so how
[2:48:51]
on earth -- everything she's written
[2:48:53]
has been biased, a lot of it has been
[2:48:55]
inaccurate, to have any doubt in your
[2:48:57]
mind, there is too much integrity
[2:49:00]
among you to base your decision on
[2:49:03]
anything that annette azmof has to say
[2:49:07]
in the chronicle.
[2:49:08]
I don't know who her editor is, they
[2:49:10]
have been unfriendly, unfair and
[2:49:12]
untruthful since the beginning of the
[2:49:20]
accreditation scandal, don't give into
[2:49:22]
your -- I won't say bullshit.
[2:49:24]
[applause].
[2:49:25]
>> next is maria rodriguez.
[2:49:35]
>> hello, good evening, my name is
[2:49:38]
maria rodriguez ramirez, I'm here
[2:49:40]
speak on behalf of the city dream
[2:49:43]
program in support of carlos cortez
[2:49:46]
and moving forward with the contract
[2:49:51]
as our new chancellor.
[2:49:53]
the work that we're doing at city
[2:49:55]
dream is very critical in this time
[2:49:58]
and even more than that, we are really
[2:50:01]
in need of institutional support.
[2:50:03]
when I speak of institutional support,
[2:50:05]
I speak of action that is really
[2:50:07]
needed at the leadership level.
[2:50:09]
what this means in terms of the new
[2:50:12]
chancellor coming in is hope.
[2:50:14]
hope that we can really be an
[2:50:17]
established center to widen the
[2:50:19]
resources that we are really needing
[2:50:21]
to us.
[2:50:22]
when thinking about the leadership our
[2:50:24]
students are in need of, they need
[2:50:26]
someone who will listen to them, that
[2:50:28]
will lead them and that will also
[2:50:29]
learn with us and this is something
[2:50:31]
that I really do believe carlos will
[2:50:33]
be bringing to the table to really
[2:50:35]
allow our students to flourish, have
[2:50:38]
the resources they need to be
[2:50:40]
successful in their steps and to be
[2:50:42]
able to feel like they have a sense of
[2:50:45]
belonging here on campus, that's
[2:50:47]
something that's hard for us to do on
[2:50:48]
behalf of the whole campus community
[2:50:50]
if we're not receiving that backing
[2:50:52]
from the chancellor themselves.
[2:50:53]
and that's the vision that we really
[2:50:55]
want to make sure that does come to
[2:50:58]
fruition through this new chancellor
[2:51:00]
and why we do urge the approval of the
[2:51:05]
contract for carlos cortez to be our
[2:51:07]
new chancellor, it's something our
[2:51:09]
students have been advocating for is
[2:51:11]
to simply be heard, to simply be seen,
[2:51:14]
that is something they felt during the
[2:51:16]
time of the interview process and
[2:51:18]
things like that because they were one
[2:51:21]
of very, very few candidates that
[2:51:24]
mentioned undocumented students and
[2:51:25]
what they had done in previous
[2:51:27]
institutions to really have this
[2:51:29]
support for students through the
[2:51:31]
institution themselves and not just
[2:51:33]
solely relying on people that do this
[2:51:36]
labor but be able to equip them and be
[2:51:38]
able to provide them with the
[2:51:42]
resources needed to [inaudible]
[2:51:48]
>> that concludes public comments.
[2:51:53]
>> are any of the commenters that you
[2:51:56]
called on before present?
[2:52:00]
>> one more time, eddie escoto.
[2:52:09]
>> yes, I'm eddie, I just wanted to
[2:52:14]
say that I was as a student, I was
[2:52:17]
present for all the interviews of all
[2:52:21]
of the candidates for chancellor and
[2:52:24]
cortez was the on the one who had in
[2:52:28]
mind everybody's benefit.
[2:52:29]
the student, the faculty,
[2:52:32]
administration, everybody's benefit.
[2:52:33]
he was the only one who had a clear
[2:52:36]
picture going forward.
[2:52:38]
it's very obvious he has already
[2:52:41]
proven in many other places as
[2:52:43]
everybody else has already said and I
[2:52:45]
just want to say that students are not
[2:52:48]
blind, we see, we can see, we see what
[2:52:50]
the best choice is and yes, please,
[2:52:54]
board, you've already taken it this
[2:52:56]
far, bring it home and just vote
[2:52:59]
carlos in already.
[2:53:00]
thank you.
[2:53:01]
>> next is tj miaki.
[2:53:08]
>> hi, board, trustees, ironically
[2:53:11]
I'm not going to be speaking about
[2:53:14]
possible chancellor cortez, so you
[2:53:15]
guys can breathe for a moment.
[2:53:17]
I wanted to -- and I wish chancellor
[2:53:20]
bailey was here because I wanted to
[2:53:21]
say that he renewed my faith in what a
[2:53:24]
chancellor could be as a student
[2:53:29]
attending since 2019.
[2:53:31]
the lack of student centered
[2:53:34]
chancellor leadership on campus has
[2:53:36]
been ridiculous.
[2:53:37]
I've had them ignore me completely,
[2:53:41]
not respond to my e-mail, not have
[2:53:44]
assistants get back to me, mitchell
[2:53:47]
who introduced himself to me the first
[2:53:49]
time I met him did.
[2:53:51]
I really appreciate it and I look
[2:53:52]
forward to whatever happens with the
[2:53:54]
new chancellor.
[2:53:55]
I did want to say last year, august
[2:53:58]
29, 2004, I came and spoke to you guys
[2:54:02]
about ada issues.
[2:54:03]
I have come back several times over
[2:54:05]
the last few months and bringing them
[2:54:08]
up.
[2:54:09]
right in this building on the front
[2:54:12]
door, that door still does not work,
[2:54:15]
okay.
[2:54:16]
so, as of monday, I'm going to have to
[2:54:18]
file with the u.s. Department of
[2:54:20]
justice civil rights division an ada
[2:54:22]
complaint because I have video going
[2:54:24]
back five years of this door not
[2:54:26]
working.
[2:54:27]
as a student leader, tried to work
[2:54:29]
with the facilities person to find out
[2:54:31]
what the process was, could never get
[2:54:33]
a response.
[2:54:34]
why ada issues are not priority for
[2:54:37]
facilities to fix is criminal on this
[2:54:41]
campus.
[2:54:42]
so, I'm going to be doing that and I
[2:54:45]
can't believe I have to do that.
[2:54:47]
I tried to work on this as a student
[2:54:51]
leader, I tried to work on this as a
[2:54:54]
student at large, this is ridiculous,
[2:54:55]
there's no excuse why that door is not
[2:54:56]
fixed and the other ada issues on
[2:54:59]
campus are not taken care of and they
[2:55:01]
should be prioritized, thank you.
[2:55:04]
>> next is alyssa messier.
[2:55:08]
>> I'll be very quick.
[2:55:09]
I just wanted to say I was so hopeful
[2:55:15]
when I saw the chronicle article which
[2:55:18]
said that dr. Cortez was incoming as
[2:55:21]
our new chancellor.
[2:55:22]
I just -- my heart soared until I
[2:55:25]
clicked on the article and saw what
[2:55:28]
was inside.
[2:55:30]
I particularly want to say as a jewish
[2:55:33]
woman that the weaponization of
[2:55:37]
anti-semitism in this case is
[2:55:40]
despicable and want to also say in
[2:55:42]
line with my sisters jen and leslie
[2:55:46]
who have already spoken on this that
[2:55:50]
as a omens and genders studies
[2:55:54]
instructor, as someone who has taught
[2:55:56]
these things for a long time, the fact
[2:55:58]
that alice walker has some
[2:56:00]
questionable views lately does not
[2:56:03]
remove the many, many years she's had
[2:56:08]
of her work for feminism and
[2:56:15]
particularly for woman-ism which is
[2:56:19]
something she create sod the idea that
[2:56:21]
dr. Cortez would be attacked for not
[2:56:23]
knowing this small thing that few
[2:56:24]
people know about as opposed to all of
[2:56:26]
the work that walker has done was just
[2:56:32]
extremely upsetting to me to see that
[2:56:38]
happen.
[2:56:39]
I have been through a lot of leaders
[2:56:41]
at city college and a lot of
[2:56:42]
chancellors at this point, many, many
[2:56:48]
years.
[2:56:49]
I took notes at the forums and I just
[2:56:52]
was looking back at the many notes
[2:56:53]
that I took when dr. Cortez was here
[2:56:56]
and if you could see it, there are
[2:56:58]
little stars and things underlined and
[2:57:00]
a lot of really wonderful things.
[2:57:02]
he talked about enrollment growth in a
[2:57:04]
way that seems serious and to have
[2:57:06]
some ideas, he talked about non-credit
[2:57:08]
in a way that valued non-credit, in a
[2:57:12]
way I've never heard at this college
[2:57:14]
for a dozen years.
[2:57:15]
it was amazing.
[2:57:17]
dr. Cortez is the right choice.
[2:57:18]
thank you.
[2:57:22]
>> next is luis miranda.
[2:57:32]
next is brianna smith.
[2:57:46]
>> I will just say as my name is brianna
[2:57:52]
smith, the president of the black
[2:57:54]
student union and we are in complete
[2:57:58]
support of carlos cortez.
[2:58:00]
>> thank you.
[2:58:01]
any other speakers?
[2:58:20]
>> that concludes public comment.
[2:58:22]
>> the board will recess to closed
[2:58:26]
session, we will return shortly to
[2:58:27]
report on our vote.
[2:58:29]
it shouldn't take very long, we have
[2:58:30]
to go upstairs and down.
[2:58:31]
okay, thank you.
[2:58:36]
(meeting recesses into closed session).
[3:07:08]
>> we are back in order.
[3:07:09]
as president, I made a mistake and the
[3:07:13]
mistake that I made is that I did not
[3:07:17]
call for the student trustee's
[3:07:18]
advisory vote before we recessed to
[3:07:19]
closed session.
[3:07:20]
so, we will now do that, we will call
[3:07:23]
for trustee -- student trustee heather
[3:07:26]
brandt's advisory vote and then we
[3:07:27]
will go back to closed session.
[3:07:32]
sorry.
[3:07:33]
trustee, can you call for the vote,
[3:07:36]
please.
[3:07:37]
>> may I know the motion?
[3:07:39]
>> 6a.
[3:07:46]
>> it's 6a, number 6a.
[3:07:50]
>> is it a--
[3:07:52]
>> approval of the chancellor employment
[3:07:59]
contract with carlos cortez, we're
[3:08:00]
taking the student advisory vote,
[3:08:03]
that's all we're doing.
[3:08:04]
heather, are you online?
[3:08:18]
>> student trustee brandt, your
[3:08:19]
advisory vote?
[3:08:26]
>> yes, can somebody text --
[3:08:29]
>> I did.
[3:08:31]
>> the mistake again is that before we
[3:08:34]
recessed into closed session to take a
[3:08:38]
vote of the trustees who are present
[3:08:41]
here, we did not take the advisory
[3:08:43]
vote of the student trustee.
[3:08:46]
she cannot go to closed session to
[3:08:48]
vote so we always take an advisory
[3:08:50]
vote first, so that's why we all came
[3:08:53]
back and then we'll go back up.
[3:08:55]
we're getting our steps in.
[3:09:00]
it's on 6a.
[3:09:08]
>> I guess I have a question, maybe we
[3:09:11]
can ask legal counsel to the clarify
[3:09:15]
whether procedure-wise can we have --
[3:09:18]
in terms of this voting for a closed
[3:09:21]
session item publicly by a student
[3:09:26]
trustee, what are the rules and
[3:09:27]
processes around that.
[3:09:28]
I don't think -- yeah, so I want to
[3:09:29]
understand that.
[3:09:35]
>> is counsel present?
[3:09:39]
well, instead of taking a vote, is
[3:09:43]
this a possibility, could we just ask
[3:09:48]
student trustee heather brandt to
[3:09:52]
express her opinion on 6a.
[3:09:59]
that's what all the comment was on.
[3:10:04]
then we're going to go back into
[3:10:06]
closed session to vote on it.
[3:10:09]
pardon?
[3:10:10]
>> [inaudible].
[3:10:21]
>> we're voting on 6a because that's
[3:10:25]
what all the public comment was taken
[3:10:28]
on.
[3:10:29]
when the student trustee reminded us,
[3:10:31]
she texted us and reminded us we had
[3:10:33]
not taken her advisory vote, both
[3:10:36]
because of my forgetfulness and
[3:10:39]
because we owe it to student trustee
[3:10:41]
heather brandt to take her vote on
[3:10:43]
that.
[3:10:44]
I see student trustee heather brandt's
[3:10:47]
hand up.
[3:10:49]
>> yes, sorry, let me know if you're
[3:10:51]
ready too obtain my vote as I'm not
[3:10:53]
able to participate in closed session.
[3:10:55]
I just wanted to be clear that in the
[3:10:58]
past when we've opened up the
[3:11:00]
chancellor search, the student trustee
[3:11:01]
has had an advisory vote and so I
[3:11:03]
wasn't sure why this would be any
[3:11:06]
different but I don't want to -- it
[3:11:09]
sounds like there's some sort of
[3:11:11]
discussion happening that I can't
[3:11:12]
fully hear in the room.
[3:11:13]
please let me know when you're ready
[3:11:16]
for my vote.
[3:11:17]
>> the chair has already ruled.
[3:11:19]
ms. Esteban, can you take the student
[3:11:21]
trustee's advisory vote? Student
[3:11:23]
>> trustee brandt, your advisory vote?
[3:11:26]
>> can you please state what exactly
[3:11:29]
I'm voting for.
[3:11:30]
I know we're on item 6a, but typically
[3:11:32]
there's a motion and then -- so --
[3:11:35]
>> can we pull up the motion on the
[3:11:38]
screen and I will read it.
[3:11:43]
>> the recommended action is that the
[3:11:44]
board of trustees approve the
[3:11:47]
appointment of dr. Carlos cortez
[3:11:49]
effective july 1, 2025 to serve as
[3:11:52]
chancellor of city college of san
[3:11:55]
francisco.
[3:11:56]
that's what you are voting on.
[3:11:57]
>> thank you.
[3:11:58]
I appreciate the clarity and my vote
[3:12:00]
is yes or aye.
[3:12:01]
>> thank you very much.
[3:12:03]
we will now recess to closed session
[3:12:06]
to take the vote we were up there to
[3:12:07]
take originally.
[3:12:08]
sorry for the inconvenience.
[3:12:14]
(meeting resumes into closed session).
[4:54:39]
>> we are reconvening from closed
[4:54:43]
session.
[4:54:44]
we shall be make a motion to extend
[4:54:46]
the time of the meeting.
[4:54:49]
>> so moved, I move that we extend
[4:54:53]
the business meeting to 10:00 for now?
[4:55:03]
10:30?
[4:55:04]
11:00.
[4:55:05]
>> thank you.
[4:55:06]
>> is there a second to the motion?
[4:55:07]
>> second.
[4:55:08]
>> motion by vice-president zamora,
[4:55:11]
second by trustee chisti to extend the
[4:55:15]
meeting until 11:00.
[4:55:16]
let's take a vote on, that starting
[4:55:20]
with the student trustee.
[4:55:21]
>> student trustee brandt, your
[4:55:24]
advisory vote?
[4:55:25]
>> aye.
[4:55:27]
>> president martinez?
[4:55:28]
>> yes.
[4:55:29]
>> vice-president zamora?
[4:55:30]
>> aye.
[4:55:31]
>> trustee chisti?
[4:55:32]
>> aye.
[4:55:33]
>> trustee wong?
[4:55:34]
>> yes.
[4:55:35]
>> trustee solomon?
[4:55:36]
>> yes.
[4:55:37]
>> trustee chung?
[4:55:38]
>> aye.
[4:55:39]
>> trustee mccarty?
[4:55:40]
>> aye.
[4:55:41]
>> the motion passes.
[4:55:42]
>> thank you, the meeting is extended
[4:55:45]
until 11:00.
[4:55:46]
no reportable action was taken during
[4:55:49]
closed seg, therefore we will remove
[4:55:51]
item 6a from the open session agenda
[4:55:54]
and continue with the rest of the
[4:55:59]
meeting.
[4:56:01]
we now move to item 6b, approval of
[4:56:05]
employment agreements with college
[4:56:07]
executives.
[4:56:08]
who will move the resolution?
[4:56:10]
>> so moved.
[4:56:13]
>> trustee zamora, vice-president
[4:56:15]
zamora moves, who will second?
[4:56:16]
>> second.
[4:56:19]
>> was that trustee chisti will second.
[4:56:25]
okay, we need to take a roll call vote.
[4:56:27]
>> student trustee brandt, your
[4:56:29]
advisory vote?
[4:56:30]
>> aye.
[4:56:31]
>> president martinez?
[4:56:32]
>> yes.
[4:56:33]
>> vice-president zamora?
[4:56:36]
>> I just wanted to point out public
[4:56:39]
comment.
[4:56:40]
>> thank you very much.
[4:56:42]
we will -- let not take the vote on
[4:56:44]
that.
[4:56:45]
let's take trustee questions or
[4:56:50]
comments and then we'll take public
[4:56:53]
comments.
[4:56:54]
any trustee comments on item 6b?
[4:56:57]
any public comments?
[4:57:00]
>> we don't have any public comments
[4:57:03]
on item 6b.
[4:57:04]
>> okay, then let's go ahead with the
[4:57:14]
motion.
[4:57:15]
the vote on the motion.
[4:57:16]
>> student trustee brandt, your
[4:57:21]
advisory vote?
[4:57:22]
>> aye.
[4:57:23]
>> president martinez?
[4:57:24]
>> yes.
[4:57:25]
>> vice-president zamora?
[4:57:26]
>> aye.
[4:57:27]
>> trustee chisti?
[4:57:28]
>> aye.
[4:57:29]
>> trustee wong?
[4:57:30]
>> yes.
[4:57:31]
>> trustee solomon?
[4:57:32]
>> yes.
[4:57:33]
>> trustee chung?
[4:57:34]
>> aye.
[4:57:35]
>> trustee mccarty?
[4:57:36]
>> aye.
[4:57:37]
>> the motion passes.
[4:57:38]
>> thank you, we move to item 6c,
[4:57:40]
adoption of resolution number -- I'm
[4:57:44]
sorry?
[4:57:47]
>> [inaudible].
[4:58:02]
>> we can take public comments
[4:58:05]
under item 8, that's when we can take
[4:58:08]
public comments.
[4:58:12]
yeah, the item's been removed from the
[4:58:17]
agenda.
[4:58:18]
>> [inaudible].
[4:58:24]
>> I apologize for that but there's
[4:58:26]
not much I can do about it.
[4:58:32]
>> it's disrespectful.
[4:58:37]
>> let's move now to item 6c.
[4:58:40]
>> president martinez, there is an
[4:58:42]
item I need to read associated with
[4:58:45]
item 6b.
[4:58:46]
>> I'm sorry, thank you.
[4:58:54]
>> chancellor -- acting chancery
[4:58:56]
cooper wilkins?
[4:58:57]
>> this is an oral summary for the
[4:59:02]
executive contracts up for item 6b,
[4:59:04]
with the agenda item 6b, the board is
[4:59:07]
being asked to approve the two year
[4:59:10]
contract for david yee in the position
[4:59:12]
of vice chancellor for academic and
[4:59:14]
institutional affairs.
[4:59:16]
the two year contract would run from
[4:59:18]
july 1, 2025 to june 30, 2027.
[4:59:21]
the annual salary for the position of
[4:59:24]
vice chancellor for academic and
[4:59:27]
institutional affairs is 249 thousand
[4:59:31]
234 dollars with health and welfare
[4:59:34]
benefits consistent with
[4:59:35]
administrators of the district.
[4:59:40]
with the second agenda item, 6b, the
[4:59:43]
board is being asked to approve a two
[4:59:47]
year contract for patrick acawa many
[4:59:51]
the position of associate vice
[4:59:55]
chancellor for it/chief technology
[4:59:59]
officer.
[5:00:00]
the two year contract would also run
[5:00:05]
from july 1, 2025 to june 30, 2027.
[5:00:06]
the annual salary for the position of
[5:00:08]
associate vice chancellor for it/chief
[5:00:11]
technology officer is 238 thousand 503
[5:00:14]
dollars with health and welfare
[5:00:18]
benefits consistent with
[5:00:19]
administrators of the district.
[5:00:20]
>> thank you.
[5:00:21]
are we now ready to move to item 6c?
[5:00:26]
>> president martinez, is there a way
[5:00:27]
for us to just jump to 8a first, I
[5:00:30]
think members of the public even
[5:00:31]
though we can cannot share with
[5:00:33]
things, perhaps they have something to
[5:00:35]
say to us.
[5:00:36]
>> for members of the public and the
[5:00:38]
onuses that are outside, trustee chung
[5:00:41]
has suggested that we move item 8,
[5:00:45]
public comments, up to this point in
[5:00:46]
the agenda.
[5:00:47]
is there any objection?
[5:00:50]
>> sorry, really quickly, chair, I had
[5:00:54]
my hand up regarding the current item
[5:00:55]
we're on.
[5:00:57]
>> sorry, say it again.
[5:00:58]
>> I had my hand up.
[5:00:59]
>> yes, I see you.
[5:01:00]
>> okay, thank you, my apologies, so I
[5:01:03]
think before moving if I can speak, is
[5:01:05]
that okay?
[5:01:06]
>> what are you going to speak on?
[5:01:08]
>> current item we're on, 6b.
[5:01:11]
>> 6 become, -- 6b, we're going to
[5:01:16]
move the order of the agenda to item
[5:01:20]
8, public comments at which time
[5:01:22]
members of the audience can make
[5:01:24]
public comment on tenses not on the
[5:01:26]
agenda but at this point, student
[5:01:31]
trustee brandt has comments she would
[5:01:33]
like the make.
[5:01:37]
is that correct?
[5:01:38]
>> yeah, we just
[5:01:39]
voted on 6b but then information was
[5:01:41]
provided.
[5:01:42]
I don't know if that changes anything
[5:01:43]
or if we need to vote again, at least
[5:01:46]
when I click on 6b, the contract only
[5:01:50]
shows a template, it doesn't have the
[5:01:51]
titles or the dollar figures has were
[5:01:54]
mentioned by dr. Cooper wilkins, so I
[5:01:56]
don't know if we need to revote on not.
[5:01:59]
>> counsel, can you share an opinion.
[5:02:02]
>> yes, thank you, student trustee
[5:02:03]
brandt, I had my hand up for the same
[5:02:09]
reason is the brown act does not
[5:02:12]
require that oral summary to occur
[5:02:13]
before the board vote, so
[5:02:17]
now the acting chancellor has reported
[5:02:19]
out, we should take an additional vote
[5:02:22]
on item 6b.
[5:02:23]
>> thank you, ms. Esteban, will you
[5:02:24]
take that vote once again please.
[5:02:29]
>> student trustee brandt, your
[5:02:30]
advisory vote?
[5:02:31]
>> aye.
[5:02:33]
>> president martinez?
[5:02:34]
>> yes.
[5:02:35]
>> vice-president zamora?
[5:02:36]
>> aye.
[5:02:37]
>> trustee chisti?
[5:02:38]
>> aye.
[5:02:39]
>> trustee wong?
[5:02:40]
>> yes.
[5:02:41]
>> trustee solomon?
[5:02:42]
>> aye.
[5:02:43]
>> trustee chung?
[5:02:44]
>> aye.
[5:02:45]
>> trustee mccarty?
[5:02:46]
>> aye.
[5:02:47]
>> the motion passes.
[5:02:48]
>> we are now moving to item 8, we
[5:02:52]
will come back to item 6c.
[5:02:55]
item 8 is public comments.
[5:02:57]
we will take public comments on items
[5:03:00]
not on the agenda
[5:03:05]
received, we will listen to public
[5:03:07]
comment but cannot respond or act on
[5:03:09]
these items because they are not on
[5:03:10]
the agenda.
[5:03:11]
there's a two limit time limit, ms.
[5:03:14]
esteban, are there any pub luck
[5:03:16]
comment for items not on the agenda.
[5:03:18]
>> yes, we do.
[5:03:19]
the first one is ramona coltz.
[5:03:39]
>> can you hear me?
[5:03:41]
>> a little louder.
[5:03:43]
>> I can be loud, let me turn my
[5:03:45]
volume up.
[5:03:47]
grand evening, my name is dr. Ramona
[5:03:52]
coltz, a part time faculty member, on
[5:03:55]
october 22, 2020, our strand stroud
[5:04:03]
awardee and I came before the board of
[5:04:05]
trustees asking that the women's
[5:04:07]
resource center being located in the
[5:04:09]
new student success center.
[5:04:10]
you responded, you heard us and many
[5:04:13]
students including from the black
[5:04:14]
student union.
[5:04:15]
we had several meetings with the
[5:04:18]
company kitchell, they made changes to
[5:04:20]
the floor plan and added square
[5:04:23]
footage for the aarc, for the african
[5:04:26]
american resource center and the wrc
[5:04:28]
to have dedicated space in the new
[5:04:32]
student success center, thank you.
[5:04:33]
the new student success center is the
[5:04:35]
new front and center face of the
[5:04:37]
college.
[5:04:38]
there are pansies not to put the aarc,
[5:04:41]
african american resource center, in the
[5:04:44]
new student success center.
[5:04:46]
the african resource center is part of
[5:04:49]
the associated students, not an
[5:04:51]
academic program, counseling or
[5:04:52]
retention center.
[5:04:53]
there's a difference between retention
[5:04:54]
sent and he iser resource centers.
[5:04:57]
the aarc should not be merged with
[5:04:59]
other programs or centers tucked away
[5:05:02]
in mub with two other programs.
[5:05:04]
it's not what students want.
[5:05:06]
more support is needed to keep the
[5:05:08]
faculty advisory position molded dell
[5:05:11]
which provides supervisory support and
[5:05:13]
allows students to have the autonomy
[5:05:16]
in their student led space for student
[5:05:20]
meet-ups.
[5:05:21]
the african american resource
[5:05:22]
center has not had a formal roll out
[5:05:24]
for students to know about it nor has
[5:05:27]
it been included in
[5:05:30]
ccsf publications or print materials
[5:05:31]
for students to find as other centers
[5:05:34]
have.
[5:05:35]
at a time when black history is being
[5:05:38]
erased for revision history, dei and
[5:05:41]
the critical race theory disked, we
[5:05:44]
need to stand firm on our commitment
[5:05:46]
to black students and all students.
[5:05:49]
their educational safe haven is the
[5:05:51]
city college of san francisco.
[5:05:54]
listen to students, listen to student
[5:05:58]
readers, please, let's wait for the
[5:05:59]
[inaudible].
[5:06:00]
thank you.
[5:06:03]
>> next is jing shi.
[5:06:05]
>> if I may take a moment, I want to
[5:06:07]
read to those in person, if I may,
[5:06:11]
president martinez, in person requests
[5:06:12]
for public comment on this item here,
[5:06:14]
please submit a written request to
[5:06:17]
address the board using the form
[5:06:19]
supplied by the board liaison, if you
[5:06:22]
would like to make public comment.
[5:06:34]
>> who is the next person.
[5:06:36]
>> next is emily farson.
[5:06:46]
>> who's next after that?
[5:06:48]
>> next is charlie kooey.
[5:06:54]
next is brianna smith.
[5:07:00]
>> thank you so much.
[5:07:02]
my name is brianna smith, I am the
[5:07:04]
current president of the black student
[5:07:06]
union here at ccsf I'm also a student
[5:07:09]
worker with project survive.
[5:07:11]
I'm also a student worker at the
[5:07:14]
african american resource center, I'm
[5:07:16]
a student leader here on campus, I'm
[5:07:18]
here the request that the african
[5:07:20]
american resource center still be put
[5:07:22]
in the student success center as was
[5:07:25]
promised and agreed to by the board
[5:07:27]
back in 2020.
[5:07:28]
I think it's important as though this
[5:07:31]
idea of putting all of the things that
[5:07:34]
are black things in one space is
[5:07:36]
problematic because she should be
[5:07:39]
expanding student faces especially
[5:07:41]
from marginalized students.
[5:07:42]
the board did also make a commitment
[5:07:43]
back in the february to support
[5:07:46]
marginalized students against the
[5:07:47]
attacks that were coming in from the
[5:07:50]
administration, the trump
[5:07:51]
administration, I think this is
[5:07:52]
inclusive of that support that was
[5:07:55]
promised.
[5:07:56]
and when we take away resources and
[5:07:57]
spaces, we're not supporting students,
[5:08:00]
so, as a black student, as a black
[5:08:03]
leader here on campus, as a student
[5:08:05]
parent, I think it's important we have
[5:08:07]
more spaces spread out throughout
[5:08:10]
campus, autonomy spaces that are
[5:08:12]
student led that help promote student
[5:08:14]
leadership.
[5:08:15]
if you think about the history of
[5:08:17]
ccsf, our student leaders come from
[5:08:20]
the resource centers, these are people
[5:08:22]
who come and become student trustees,
[5:08:23]
these are people who come and be on
[5:08:25]
the board, these are people who come
[5:08:26]
back and teach at the college.
[5:08:28]
and as we're talking about
[5:08:30]
enrollment and we need to make our
[5:08:32]
school look attractive to those who
[5:08:34]
already feel like they are ousted from
[5:08:36]
the city of san francisco.
[5:08:37]
those are our black students, those
[5:08:40]
are our marginalized students to
[5:08:42]
putting us in spaces where we are in
[5:08:45]
one would've is similar to the model
[5:08:47]
happening in the city for us rather
[5:08:48]
than a new model we're supposed to
[5:08:51]
stand as an innovative college,
[5:08:54]
promoting global leaders and citizens
[5:08:56]
and having the next generation of
[5:08:58]
board members that may be here.
[5:08:59]
as we talk about that, I think it's
[5:09:02]
important as we talk about expansion,
[5:09:04]
it means spreading our wings, having
[5:09:07]
voices in the student success center
[5:09:09]
representing all of the diverse
[5:09:11]
students on campus.
[5:09:12]
thank you very much.
[5:09:13]
>> next is abigail bornstein.
[5:09:20]
>> so, I wanted to talk about opeb.
[5:09:24]
this is a follow-up from a discussion
[5:09:28]
back in september 12, so, in the
[5:09:36]
budget, there was a request made on
[5:09:40]
september 12th and there just hasn't
[5:09:42]
been the follow-up which was basically
[5:09:46]
that on page 18 of the budget after
[5:09:51]
the 1% payroll notation of 2020, an
[5:09:55]
additional sentence stating "in
[5:09:58]
october 2023, the board of trustees
[5:10:00]
were presented four scenarios and
[5:10:02]
voted to pay the service cost from
[5:10:05]
this point forward".
[5:10:07]
so, that was requested in september, I
[5:10:10]
believe trustee chisti asked about
[5:10:13]
that as well because all we had was
[5:10:15]
what happened in 2020 but the board
[5:10:17]
had taken a different vote in 2023 and
[5:10:21]
so that should be noted on page 18 and
[5:10:26]
especially since we keep having
[5:10:28]
different administrators come in and
[5:10:29]
out, I think it's really important
[5:10:32]
that we include that in the actual
[5:10:35]
wording and it was supposed to come
[5:10:37]
back in january and it just -- it
[5:10:40]
didn't come back, that's what we were
[5:10:44]
told, it's okay, we're bringing this
[5:10:46]
back in january and it didn't come
[5:10:49]
back.
[5:10:50]
I'm reminding that language needs to
[5:10:52]
go back in if we're going to talk
[5:10:54]
about that.
[5:10:55]
thank you.
[5:10:56]
>> next is harry bernstein.
[5:11:08]
>> good evening.
[5:11:12]
I'm just reminding you that last year,
[5:11:14]
I think it was I'm pretty sure
[5:11:17]
it was april of 2024.
[5:11:21]
you had an interesting presentation, I
[5:11:25]
believe then vice-president martinez
[5:11:28]
had asked for information to be
[5:11:32]
parented about the older adults
[5:11:34]
department.
[5:11:35]
so, you had dean kedae, the department
[5:11:40]
chair, calvin young and faculty member
[5:11:43]
judy hubble were here and they made
[5:11:45]
their presentation for 30-40 minutes
[5:11:48]
and it went on for another 20 minutes
[5:11:51]
of your questions and the public
[5:11:54]
comments.
[5:11:55]
the one thing that they made very
[5:11:58]
clear was the program had been
[5:12:03]
literally decimated losing 90% of its
[5:12:07]
programs and faculty, which way
[5:12:11]
forward.
[5:12:12]
they needed a needs assessment to find
[5:12:13]
out how many people in the general
[5:12:15]
public do they serve, city college
[5:12:20]
serves the entire adult population of
[5:12:22]
san francisco.
[5:12:23]
what do they need?
[5:12:26]
so, in fact, there was even a
[5:12:28]
follow-up question from a member of
[5:12:31]
the board to see that that happened.
[5:12:34]
now, I can't be here for that but
[5:12:37]
later in program, 14c I think is --
[5:12:42]
there's a needs assessment, a contract
[5:12:45]
that was for almost 100 thousand
[5:12:47]
dollars from west ed consulting
[5:12:49]
research services for the adult
[5:12:51]
education program needs assessment.
[5:12:52]
I am just encouraging, I know that
[5:12:58]
david yee is interested in something
[5:13:00]
like this but it seems that there
[5:13:03]
should be a possibility of doing a
[5:13:05]
needs assessment for this tiny
[5:13:09]
fraction of the programs that serve
[5:13:13]
the older adult program and not just
[5:13:17]
what survives for sacramento as adult
[5:13:21]
education.
[5:13:22]
thank you.
[5:13:23]
>> next is mary bravewoman.
[5:13:31]
>> thank you, trustee chung, for
[5:13:33]
reminding us to put in our comment
[5:13:35]
cards when you have already heard
[5:13:36]
from us.
[5:13:38]
this college community and the number
[5:13:39]
of people that are standing back
[5:13:43]
there, multiply them by tens, they
[5:13:46]
represent the entire college community
[5:13:48]
and we waiting for months, this is an
[5:13:51]
embarrassment.
[5:13:52]
I don't understand what the hold-up is.
[5:13:55]
I know you're going to tell us you
[5:13:58]
can't tell us anything and I'm not
[5:14:00]
directing this at all of you, that
[5:14:02]
you're not going to tell us anything
[5:14:03]
that came out of closed session but
[5:14:06]
this is a travesty and I don't
[5:14:09]
understand why there is a lack of
[5:14:15]
leadership and direction.
[5:14:16]
we have a clear choice in front of us.
[5:14:22]
I'm going to refrain from swearing
[5:14:25]
right now, everybody right here, each
[5:14:26]
one of those people back there
[5:14:28]
represent the voters of the city.
[5:14:30]
we voted to put you in this seat to
[5:14:33]
help lead your college in a good
[5:14:36]
direction.
[5:14:37]
you heard from the community.
[5:14:38]
you heard from students, you heard
[5:14:40]
from faculty, what the actual fuck is
[5:14:44]
the hold-up?
[5:14:45]
this is an embarrassment, you guys can
[5:14:49]
have the rest of your meeting, we're
[5:14:53]
done.
[5:14:54]
>> that concludes public comments.
[5:14:56]
>> thank you.
[5:15:04]
we now return to the regular order of
[5:15:06]
the agenda.
[5:15:11]
action items 6a, adoption of
[5:15:15]
resolution number 2025-08 in
[5:15:16]
recognition of asian american pacific
[5:15:19]
islander month.
[5:15:20]
who will move the resolution?
[5:15:23]
>> I will move 6c.
[5:15:24]
>> second.
[5:15:27]
>> moved by vice-president zamora,
[5:15:30]
seconded by trustee chung.
[5:15:33]
acting chancellor, is there any
[5:15:35]
comment from the chancellor's office
[5:15:36]
on this one?
[5:15:43]
>> I think just the importance of
[5:15:47]
recognizing, you know, important
[5:15:49]
members of our college community and
[5:15:51]
this opportunity that we have to offer
[5:15:55]
this celebration and support.
[5:15:56]
>> thank you.
[5:15:57]
are there any trustee questions or
[5:16:00]
comments?
[5:16:01]
trustee chung?
[5:16:02]
>> I think I've mentioned this in
[5:16:04]
previous resolutions and I appreciate
[5:16:07]
that the same way that we make land
[5:16:10]
acknowledgment statements every
[5:16:11]
meeting, the same way that we take the
[5:16:13]
time to pass a resolution during that
[5:16:16]
time of month to celebrate, to be
[5:16:20]
present, to remember the struggles of
[5:16:24]
marginalized communities in the past,
[5:16:26]
I think what I hope for is -- and we
[5:16:31]
will see this in later resolutions
[5:16:34]
where we improved on it, added more
[5:16:39]
substantial information especially
[5:16:40]
information that is local to our
[5:16:44]
college, to our city as well as things
[5:16:47]
that are substantive of the time.
[5:16:51]
I know I didn't have a ton of capacity
[5:16:53]
-- I know we talk about this concept
[5:16:55]
about just because you're a member of
[5:16:57]
the community doesn't mean the
[5:16:58]
burden's on you to do the work.
[5:17:01]
I hope there's allies, but I
[5:17:04]
understand when allies feel the need
[5:17:06]
that they're like, I can't -- I need
[5:17:08]
to make space for the person in that
[5:17:13]
community to speak but I'm hoping
[5:17:16]
because we're going to have a whole
[5:17:18]
year between now and the next time we
[5:17:25]
pass this resolution if we can give
[5:17:26]
ample time to our asian american
[5:17:27]
studies faculty who are experts in
[5:17:28]
this topic and the history especially
[5:17:31]
local to city college to write a
[5:17:34]
resolution that is even more
[5:17:36]
meaningful.
[5:17:37]
thank you.
[5:17:41]
>> are there any other trustee
[5:17:45]
comments?
[5:17:46]
student trustee brandt?
[5:17:48]
>> thank you so much.
[5:17:50]
as is often the case when resolutions
[5:17:53]
are drafted, I was just curious
[5:17:56]
who was spoken with or how this
[5:18:01]
resolution was drafted.
[5:18:02]
there's particular individuals that
[5:18:04]
come to mind for me when I think about
[5:18:06]
the asian american pacific islander
[5:18:10]
community, particularly dr. Palita,
[5:18:12]
and I know the college has previously
[5:18:18]
had vasa conferences which did not
[5:18:21]
take place for the first time this
[5:18:25]
year in I don't know how long.
[5:18:26]
I hope the resolved would include
[5:18:29]
while we're recognizing our asian and
[5:18:35]
pacific islander students and
[5:18:36]
community intentionality about putting
[5:18:38]
funds towards supporting a vasa
[5:18:41]
conference.
[5:18:42]
>> thank you the.
[5:18:43]
any other trustee comments?
[5:18:48]
is there any public comment?
[5:18:49]
>> we don't have.
[5:18:52]
>> vice-president zamora?
[5:18:58]
>> yeah, just, I think this has been
[5:19:00]
mentioned before in prior meetings,
[5:19:01]
but -- and I know it's difficult with
[5:19:06]
the administration's bandwidth but
[5:19:08]
having these types of resolutions at
[5:19:11]
the beginning of the actual month as
[5:19:13]
opposed to the end of the month would
[5:19:16]
be helpful and frankly would allow us
[5:19:20]
to celebrate it much earlier and be
[5:19:22]
intentional around that.
[5:19:24]
>> thank you.
[5:19:25]
I've made this request before that
[5:19:29]
they not come at the end of the month
[5:19:30]
which means they have to come at the
[5:19:32]
end of the prior month in order for us
[5:19:35]
to celebrate them.
[5:19:36]
trustee solomon?
[5:19:40]
>> right, and as trustees, we can
[5:19:42]
request that, it's also our
[5:19:43]
responsible to do it, it's really not
[5:19:44]
the administrator's responsibility
[5:19:54]
only, they are a month ahead.
[5:19:56]
>> are there any public comments on
[5:19:59]
this?
[5:20:00]
okay, ms. Esteban, roll call vote,
[5:20:02]
please.
[5:20:03]
>> student trustee brandt, your
[5:20:05]
advisory vote?
[5:20:06]
>> aye.
[5:20:07]
>> president martinez?
[5:20:08]
>> yes.
[5:20:09]
>> vice-president zamora?
[5:20:10]
>> aye.
[5:20:11]
>> trustee chisti?
[5:20:12]
>> aye.
[5:20:13]
>> trustee wong?
[5:20:14]
>> yes.
[5:20:15]
>> trustee solomon?
[5:20:16]
>> aye.
[5:20:17]
>> trustee chung?
[5:20:18]
>> aye.
[5:20:19]
>> trustee mccarty?
[5:20:20]
>> aye.
[5:20:21]
>> the motion passes.
[5:20:22]
>> thank you, we move to action item
[5:20:24]
6d, adoption of resolution 2025-09,
[5:20:31]
supporting the recommendations of the
[5:20:33]
free city college oversight committee.
[5:20:36]
who will move the resolution?
[5:20:39]
moved by trustee wong, seconded by
[5:20:41]
trustee solomon, any trustee comments
[5:20:42]
or questions?
[5:20:45]
>> trustee chung?
[5:20:49]
>> sure, I'll present, so student
[5:20:51]
trustee brandt and I are on the free
[5:20:56]
city college overside committee and so
[5:21:01]
I think folks know about my history of
[5:21:04]
working on the legislation in 2019 at
[5:21:06]
city hall for free city, so last year,
[5:21:09]
there was the change in the city
[5:21:13]
budget that reduced funding for free
[5:21:16]
city college from I think it was about
[5:21:18]
16.9 million dollars to 9.3 and then
[5:21:21]
this coming fiscal year as was
[5:21:26]
budgeted in the previous budget, 7.2
[5:21:29]
million dollars.
[5:21:30]
and that proposal would undermine the
[5:21:34]
principal of free city college in
[5:21:36]
providing tuition, free enrollment
[5:21:39]
regardless of their background, income
[5:21:43]
or basically having education as a
[5:21:45]
fundamental right.
[5:21:48]
and during that time when we had a
[5:21:51]
meeting with then mayor's office, we
[5:21:54]
were informed that their intent was to
[5:21:57]
take any surplus money that we had and
[5:22:00]
also further reduce the program in
[5:22:03]
future years, so that only some
[5:22:05]
classes would be covered by tuition
[5:22:09]
free enrollment, so this is a meeting
[5:22:11]
between interim chancellor bailey and
[5:22:12]
I and the chief of staff for the
[5:22:15]
mayor's office.
[5:22:17]
so, since then, the budget cuts kind
[5:22:20]
of caught us off guard and we weren't
[5:22:23]
able to advocate on that this coming
[5:22:27]
year, the budget for the mayor's
[5:22:29]
office is combining out either friday
[5:22:34]
or monday and we want to see a budget
[5:22:40]
that restores the free city college
[5:22:43]
program.
[5:22:44]
and so our oversight committee, this
[5:22:46]
is a little bit behind, I wish we got
[5:22:48]
this earlier and we're working to
[5:22:50]
establish processes where we're on a
[5:22:53]
regular basis providing
[5:22:54]
recommendations and reviewing what's
[5:22:57]
-- yeah, reviewing and providing
[5:23:00]
recommendations sooner, so this was a
[5:23:03]
proposal offered by supervisor chan
[5:23:06]
who's also the budget committee at the
[5:23:09]
board of supervisors, so she offered
[5:23:10]
most of the language from this motion
[5:23:14]
that was adopted by our free city
[5:23:17]
college oversight committee.
[5:23:19]
and so she mentioned that we needed to
[5:23:25]
consider after the audits for previous
[5:23:30]
fiscal years, then they would be
[5:23:31]
willing to consider the addition of
[5:23:38]
indirect expenses from prior 2025-2026
[5:23:40]
fiscal year and then one of the most
[5:23:44]
important ones for me, number 2, was
[5:23:47]
bringing back our funding to
[5:23:51]
approximately 16 million dollars and
[5:23:53]
then compounded by cpi and future
[5:23:56]
years as opposed to 9.3 this year and
[5:24:00]
7.2 as originally budgeted and then to
[5:24:05]
consider students also made a
[5:24:09]
proposal, there were folks from smack
[5:24:15]
and other groups that came and
[5:24:17]
presented us a proposal on how to
[5:24:20]
potentially spend some of the surplus
[5:24:22]
dollars that had been provided by --
[5:24:25]
that had been there until it was taken
[5:24:28]
out from the free city college program.
[5:24:31]
so, we support that in years where the
[5:24:33]
city doesn't have budget deficit and
[5:24:38]
also to -- for point number 4, a
[5:24:41]
desire to change the language so that
[5:24:43]
there's a deficit trigger, so right
[5:24:46]
now there's flexibility for the city
[5:24:49]
when they want to reduce funding for
[5:24:51]
the free city college program, kind of
[5:24:55]
at their whim.
[5:24:56]
in a lot of the set asides we have at
[5:24:59]
the city level, there's a deficit
[5:25:01]
trigger where if the city's budget
[5:25:04]
goes below a certain amount, then that
[5:25:08]
the's when they may pause increases or
[5:25:13]
something to that effect and so
[5:25:16]
supervisor chan mentioned including
[5:25:17]
something like that instead of giving
[5:25:20]
more discretion to the city to have
[5:25:22]
that in there, and then for the city
[5:25:24]
to consider to reimburse student fees
[5:25:27]
and tuition both retroactively and
[5:25:30]
moving forward but not limited to
[5:25:32]
ongoing student debt fee, covering
[5:25:37]
health care, existing session in mou
[5:25:40]
appendix a, students who withdraw from
[5:25:42]
courses because students that have
[5:25:44]
withdrawn in past, they've ended up
[5:25:46]
having money that they owe to the
[5:25:49]
college.
[5:25:50]
so, if we get rid of that, we don't
[5:25:51]
have to do this retroactive
[5:25:54]
reimbursement of I guess unpaid fees
[5:25:57]
if they withdraw from their classes
[5:26:00]
and for number 6, for the city and all
[5:26:03]
entities involved in the
[5:26:05]
implementation for mou evaluation and
[5:26:08]
amend the language of use of punds and
[5:26:10]
adjustments in mou's, so going
[5:26:12]
forward, having an open conversation
[5:26:13]
how we want to do this, and I just
[5:26:17]
want to note, kind of throw the ball
[5:26:22]
at our -- dr. Lisa cooper wilkins was
[5:26:26]
there along with student trustee
[5:26:27]
brandt, so I want to if possible, if
[5:26:30]
trustee chung wouldn't mind allowing
[5:26:32]
more context to be added in case I
[5:26:34]
missed some stuff and I'm sure I did.
[5:26:35]
>> okay.
[5:26:38]
no, I think you were very thorough.
[5:26:41]
there's a smaller group, a subgroup
[5:26:44]
from the oversight committee that had
[5:26:46]
been meeting as a small equity I guess
[5:26:48]
group to look at equity -- potential
[5:26:53]
equity goals for the program to expand
[5:26:57]
its impact for other citizens in the
[5:27:01]
city and so there were also
[5:27:03]
recommendations that sort of aligned
[5:27:05]
with item 5 around other ways that
[5:27:09]
student support could be extended
[5:27:12]
through basic needs, addressing basic
[5:27:15]
needs.
[5:27:16]
also thinking about ways to offer
[5:27:20]
maybe more structures that with
[5:27:23]
programmatic elements to free city
[5:27:25]
similar to other promise programs at
[5:27:27]
other institutions but essentially the
[5:27:29]
item said -- trustee wong covered 1-6
[5:27:33]
are things that were discussed in
[5:27:35]
those subcommittees and brought
[5:27:36]
forward and discussed holistically as
[5:27:38]
an oversight committee so those are
[5:27:40]
the recommendations that are being
[5:27:43]
brought forward to this board to
[5:27:44]
support as well.
[5:27:46]
>> are there any trustee comments or
[5:27:49]
questions?
[5:27:50]
okay, trustee chung?
[5:27:51]
>> yes.
[5:27:52]
I wanted to take the time and again
[5:27:55]
echo the gratitude -- the underlying
[5:27:58]
gratitude to trustees historically and
[5:28:01]
as well as administrators working on
[5:28:03]
this, I want to thank supervisor chan
[5:28:06]
for her leadership in this.
[5:28:08]
I mean, as far as allies who
[5:28:11]
understand the importance of city
[5:28:12]
college, thank you so much, supervisor
[5:28:16]
chan.
[5:28:17]
I also want to thank the grass root
[5:28:22]
non-profit coalition that has also
[5:28:24]
advocated for this, particularly the
[5:28:26]
students.
[5:28:27]
I think trustee wong had touched on
[5:28:29]
this but the students, the historical
[5:28:34]
courage of coleman advocates and
[5:28:35]
the fellows that they recently brought on.
[5:28:40]
I mean, I only heard second hand how
[5:28:45]
incredible and how moving they were
[5:28:47]
and how effective they were, so thank
[5:28:49]
you so much, please, if there's anyone
[5:28:51]
else to also relay that to them.
[5:28:56]
and I want to take the time to
[5:29:01]
thank vito mendes who was the mentor
[5:29:04]
for those students and supported
[5:29:05]
them and the overarching idea of
[5:29:09]
empowering but holistically caring for
[5:29:13]
them and seeing over them, thank you,
[5:29:16]
vito, for doing that.
[5:29:17]
>> trustee chisti?
[5:29:18]
>> I want to echo some of those
[5:29:20]
statements, thank you, trustee wong,
[5:29:26]
and I'm grateful to supervisor chan
[5:29:30]
for bringing us to where we are.
[5:29:32]
I am specifically interested in number
[5:29:35]
6 and I guess I had a follow-up
[5:29:37]
question for the deficit trigger too.
[5:29:40]
what is the amount where that trigger
[5:29:45]
happens in general?
[5:29:46]
because think -- they're projecting
[5:29:51]
a deficit right now.
[5:29:52]
>> I think the intent was to keep the
[5:29:55]
motion broad so that there's space to
[5:29:57]
have the conversation between dcyf and
[5:30:01]
our administrators so have that
[5:30:04]
operational discussion and bring it
[5:30:05]
back to the larger bodies for final
[5:30:08]
say or recommendation or feedback.
[5:30:11]
>> and I think the other thing and you
[5:30:14]
started to allude to this, trustee
[5:30:17]
wong, is that already plans have been
[5:30:21]
made to have meetings align better
[5:30:25]
with the city's budget process because
[5:30:29]
we're obviously well behind the curve
[5:30:30]
this year in making some of these
[5:30:33]
recommendations but recognizing that
[5:30:35]
they're going to be critical periods
[5:30:37]
in the year where they'll have to be
[5:30:40]
oversight meetings to, one, monitor
[5:30:41]
where the budget is and then to be
[5:30:43]
able to make recommendations that will
[5:30:46]
have impact before the budget is
[5:30:48]
formulated.
[5:30:49]
>> and then for number 6, is there a
[5:30:53]
timeline that was identified for this?
[5:30:56]
because I think it alludes to
[5:30:58]
modifications around changes to the
[5:30:59]
use of funds, so is that within a
[5:31:03]
year, is that -- was there a proposed
[5:31:05]
timeline for has?
[5:31:06]
>> so, there is a new timeline for
[5:31:09]
dates for this upcoming year that
[5:31:13]
better align with the budget
[5:31:15]
formulation process.
[5:31:16]
also there is a set of recommendations
[5:31:21]
that are sort of scaled I guess is the
[5:31:26]
word I want to use so -- I don't know
[5:31:29]
that it matches whatever the city's
[5:31:31]
trigger point is but there are sort of
[5:31:35]
baseline budgetary needs that have
[5:31:37]
been outlined plus some additional
[5:31:39]
considerations for some of these other
[5:31:43]
recommended uses of the funds that are
[5:31:50]
based -- aligned also with our
[5:31:52]
enrollment growth projections, both
[5:31:55]
our most I guess ambitious growth foes
[5:32:00]
versus what we think will be baseline
[5:32:01]
that also help to think about how
[5:32:04]
funding at various levels could be
[5:32:06]
utilized.
[5:32:07]
so, I think it is meant to offer some
[5:32:11]
flexibility with what the city's
[5:32:15]
budgetary challenges are as well, so
[5:32:17]
washes we can think about skillfully
[5:32:20]
funding our students but also offering
[5:32:22]
additional support.
[5:32:23]
>> and then what about the money in
[5:32:25]
the reserve, was there any discussion
[5:32:28]
about that, has that been clawed back?
[5:32:30]
>> that is a very still unclear
[5:32:35]
discussion until I think the final
[5:32:37]
audits are finished.
[5:32:39]
there still isn't a lot of clarity yet
[5:32:42]
around both unspent funds and what if
[5:32:45]
any is left in the reserve.
[5:32:47]
>> okay, thank you for that.
[5:32:48]
I wanted to again offer the more we
[5:32:52]
can be in loop with some of these
[5:32:54]
discussions that -- and just from my
[5:32:56]
own experience of previously working
[5:32:59]
at dcyf and overseeing the free city
[5:33:01]
program, if I can help with this
[5:33:03]
process in any way, I wanted to
[5:33:05]
reiterate that.
[5:33:08]
>> any further trustee comments or
[5:33:11]
questions?
[5:33:12]
any public comments?
[5:33:13]
>> yes, we do.
[5:33:14]
first is alyssa messier.
[5:33:20]
>> next is mary lee hearn.
[5:33:30]
>> good evening, earlier today, I was
[5:33:35]
with our students, a good number of
[5:33:37]
them in front of city hall protesting
[5:33:44]
against the fact that this program,
[5:33:48]
free city, has not been fully funded.
[5:33:51]
the students are very aware and feel
[5:33:53]
that they've been ripped off which
[5:33:56]
they have been with greater than 50%
[5:34:00]
of what had been promised being
[5:34:06]
withdrawn.
[5:34:07]
now, most of the stories today had to
[5:34:11]
do with students coming into an
[5:34:15]
academic situation who thought that
[5:34:20]
they never would have had that
[5:34:23]
experience had it not been for free
[5:34:25]
city.
[5:34:26]
other students talking about the fact
[5:34:27]
that they couldn't afford to take, you
[5:34:31]
know, more than x amount of classes
[5:34:34]
because of the cost.
[5:34:36]
so, I would like to thank all those
[5:34:39]
who have been working on this.
[5:34:41]
I appreciate that.
[5:34:42]
they appreciate it I'm sure, but what
[5:34:47]
I would like to see happen is that you
[5:34:51]
keep students informed as you go
[5:34:55]
along, that what is being done and
[5:34:58]
that you are definitely working on it
[5:35:01]
because they are very concerned right
[5:35:04]
now and we need to shore up our
[5:35:07]
students, we need to the say we're
[5:35:10]
right there behind you and we're
[5:35:11]
trying to get this done, so
[5:35:12]
anything that can be done to expedite
[5:35:15]
it would I'm sure be very -- students
[5:35:20]
would be very grateful, but please be
[5:35:23]
aware that there are many students who
[5:35:25]
are very concerned right now.
[5:35:26]
thank you.
[5:35:29]
>> next is michael adams.
[5:35:41]
>> hello, everyone, thank you for your
[5:35:42]
patience.
[5:35:43]
I too was at city hall with students
[5:35:46]
and some of you passed through I'm
[5:35:50]
sure.
[5:35:51]
I won't repeat everything you've heard
[5:35:54]
about the anxiety, the uncertainty,
[5:36:00]
the questioning projecting the worst
[5:36:05]
case scenario so folks are preparing
[5:36:07]
themselves for not being able to come
[5:36:10]
to school.
[5:36:12]
and they're wise enough to anticipate
[5:36:15]
potential in the process that it will
[5:36:18]
fail.
[5:36:19]
we just sat through you all going to a
[5:36:21]
closed meeting and coming back with
[5:36:25]
for us nothing but questions and not
[5:36:28]
an answer to what we thouk you were
[5:36:30]
going -- so, things happen
[5:36:35]
and we appreciate your perseverance and
[5:36:38]
your courage to sticking together when
[5:36:40]
stuff happens.
[5:36:44]
it's sometimes unexpected.
[5:36:49]
the thing that keeps coming to mind to
[5:36:51]
me is and what else.
[5:36:53]
free city is one source of potential
[5:36:57]
support but I think I've mentioned
[5:36:59]
before, I come from midwest colleges
[5:37:02]
and I get mail every month from the
[5:37:05]
foundations asking for money.
[5:37:06]
I don't hear anything about the city
[5:37:10]
college of san francisco foundation as
[5:37:14]
a potential source along with free
[5:37:16]
city.
[5:37:17]
if we put all of our hopes in one
[5:37:20]
basket and there's another one kind of
[5:37:23]
waiting out there by the curb that
[5:37:26]
hasn't been stimulated to participate
[5:37:30]
and the last time I looked online, the
[5:37:33]
last two years of reports of the
[5:37:36]
foundation are missing.
[5:37:38]
the information is old, so I would
[5:37:42]
plead with you all to use free city as
[5:37:48]
a core but think about other pathways
[5:37:54]
to raising money for this institution.
[5:37:57]
it just makes sense and we're all
[5:38:00]
subject to those mailers that go out
[5:38:04]
very friendly, hi, alumni, send us
[5:38:06]
some money, you know.
[5:38:07]
and the stories that we hear about at
[5:38:11]
city hall from the stories are
[5:38:15]
powerful stories to deliver a message,
[5:38:17]
not just to free city, but to the
[5:38:19]
foundation and any other sources that
[5:38:22]
we can think about, so thank you for
[5:38:26]
what you're doing and we're here to
[5:38:30]
help.
[5:38:31]
>> that concludes public comment.
[5:38:32]
>> thank you very much.
[5:38:39]
okay.
[5:38:40]
ms. Esteban, roll call vote, please.
[5:38:41]
>> student trustee brandt, your
[5:38:42]
advisory vote?
[5:38:43]
>> aye.
[5:38:44]
>> president martinez?
[5:38:45]
>> yes.
[5:38:46]
>> vice-president zamora?
[5:38:47]
>> aye.
[5:38:48]
>> trustee chisti?
[5:38:49]
>> aye.
[5:38:50]
>> trustee wong?
[5:38:51]
>> yes.
[5:38:52]
>> trustee solomon?
[5:38:53]
>> yes.
[5:38:54]
>> trustee chung?
[5:38:55]
>> aye.
[5:38:56]
>> trustee mccarty?
[5:38:57]
>> aye.
[5:38:58]
>> the motion passes.
[5:38:59]
>> thank you.
[5:39:00]
we now move to the adoption of 6e, the
[5:39:03]
adoption of resolution 2025-10 in
[5:39:06]
recognition of pride month.
[5:39:08]
I believe the resolution is being
[5:39:11]
moved by trustee chung and seconded by
[5:39:16]
trustee solomon.
[5:39:17]
would you like to address this
[5:39:20]
resolution before we take questions or
[5:39:24]
comments?
[5:39:26]
>> yes, do you want to move in and
[5:39:30]
then I'll reverse.
[5:39:36]
>> I wanted to move it but with some
[5:39:41]
amendments that supplement and take
[5:39:43]
nothing away with what's very good and
[5:39:45]
what's there.
[5:39:46]
so, if I could proceed, hopefully what
[5:39:48]
I sent to ms. Esteban was easy enough
[5:39:52]
to follow but I can walk through it as
[5:39:56]
well.
[5:39:57]
so, the first -- just in order from
[5:39:59]
the top of the resolution to the bottom
[5:40:04]
of the resolution, in the -- okay.
[5:40:14]
in the 7th whereas, in whereas that
[5:40:17]
starts with whereas city college a hah
[5:40:20]
a proud tradition of combining culture
[5:40:24]
and education and I think there's an
[5:40:26]
extra in there, and sorry, in 1989, the
[5:40:34]
addition is lgbt, studies faculty jack
[5:40:37]
collins created the first freestanding
[5:40:41]
lgbt studies department in the nature,
[5:40:44]
it's in addition of those five words,
[5:40:47]
lgbt studies faculty jack
[5:40:51]
collins, everything else stays the
[5:40:54]
same.
[5:40:56]
the next amendment is to add a
[5:41:00]
whereas, after the whereas that's
[5:41:01]
about -- that starts with the whereas
[5:41:04]
the college's queer resource centers
[5:41:06]
empowers and unites lgtqia+
[5:41:11]
students, an additional whereas
[5:41:14]
that is taken from the resolution that
[5:41:22]
we passed on june 22, 2023, and I
[5:41:27]
thought it was important to put that
[5:41:31]
in there because what we said back
[5:41:33]
then is we're going to do this every
[5:41:36]
year, just as a reminder to us of what
[5:41:39]
we did make a commitment to two years
[5:41:46]
ago.
[5:41:47]
the next amendment is to delete the
[5:41:48]
next whereas and just to replace it
[5:41:51]
with whereas the first annual flag
[5:41:56]
raising -- pride flag raising ceremony
[5:41:58]
was held in 2024, the new whereas
[5:42:04]
includes that we voted on that.
[5:42:08]
so, just to cut out a little
[5:42:11]
repetition.
[5:42:12]
and then the final one which came from
[5:42:16]
trustee chung is -- sorry, trustee
[5:42:18]
chung gave us the jack collins
[5:42:21]
language.
[5:42:22]
then a final resolved, finally
[5:42:25]
the board of
[5:42:27]
trustees of city college of san
[5:42:29]
francisco strongly reaffirms its
[5:42:30]
commitments as resolved in its june
[5:42:33]
22, 2023 resolution, honorees the city
[5:42:35]
college of san francisco's lgbtqia+
[5:42:42]
community for their ongoing courage
[5:42:43]
and compassion and offers its
[5:42:44]
profound thanks for to them for making
[5:42:45]
our world a better place.
[5:42:49]
>> trustee chung, do you have anything
[5:42:50]
to add?
[5:42:51]
>> I just want to thank trustee
[5:42:55]
solomon for being a wonderful ally to
[5:42:59]
our community and dinging all these
[5:43:03]
amendments and letting me second it.
[5:43:05]
>> vice-president zamora?
[5:43:06]
>> I would like to thank both trustee
[5:43:08]
chung and trustee solomon for bringing
[5:43:11]
this forward.
[5:43:17]
>> trustee mccarty?
[5:43:20]
>> and I would like the thank them for
[5:43:21]
bringing it forward the month before
[5:43:22]
so we can have this for the full month.
[5:43:25]
>> any other trustee comments?
[5:43:26]
trustee chisti?
[5:43:29]
>> I think we worked on it together
[5:43:31]
in 2023, so thank you so much for
[5:43:33]
bringing this forward and I'm excited
[5:43:35]
for our flagging raising ceremony
[5:43:38]
which was beautiful last year and I'm
[5:43:41]
excited for it for this year.
[5:43:44]
>> any other trustee comments?
[5:43:47]
I would like to thank you for adding
[5:43:49]
the name of jack collins who
[5:43:54]
originated the lgbtq studies.
[5:43:56]
I had the privilege of also working
[5:43:58]
with him as did many of us at that
[5:44:00]
time and so it's good to see him
[5:44:03]
finally acknowledged, a lot of hard
[5:44:05]
work, thank you very much.
[5:44:06]
are there any public comments?
[5:44:09]
ms. Esteban, can you take the vote
[5:44:11]
please.
[5:44:12]
>> student trustee brandt, your
[5:44:13]
advisory vote?
[5:44:14]
>> aye.
[5:44:15]
>> president martinez?
[5:44:16]
>> yes.
[5:44:17]
>> vice-president zamora?
[5:44:18]
>> aye.
[5:44:19]
>> trustee chisti?
[5:44:20]
>> aye.
[5:44:21]
>> trustee wong?
[5:44:22]
>> yes.
[5:44:23]
>> trustee solomon?
[5:44:24]
>> aye.
[5:44:25]
>> trustee chung?
[5:44:26]
>> aye.
[5:44:27]
>> trustee mccarty?
[5:44:28]
>> aye.
[5:44:29]
>> the motion passes.
[5:44:31]
>> we now move to the approval of the
[5:44:33]
minutes, are there any corrections to
[5:44:34]
any of the minutes, if so, please
[5:44:38]
specify the meeting date and
[5:44:43]
corrections.
[5:44:44]
seeing none, is there a motion to
[5:44:45]
approve the minutes of april 24, 2025.
[5:44:51]
>> we have one public comment,
[5:44:54]
abigail bornstein.
[5:44:55]
>> thank you, sorry.
[5:44:59]
>> so, for the umpteenth time, one of
[5:45:04]
my written public comments was left
[5:45:06]
off, which one this time, it was the
[5:45:11]
april 24th 10a budget update, at this
[5:45:15]
point, this leaving off of my written
[5:45:18]
comment feels intentional and I will
[5:45:21]
read it back into the record and ask
[5:45:23]
the board to approve the april 24th
[5:45:26]
minute with the addition of my written
[5:45:28]
comment which was left off.
[5:45:30]
so, item 10a budget update, 137 words,
[5:45:34]
when did the board receive the slides
[5:45:36]
with the draft budget assumptions, this
[5:45:38]
was not posted for the
[5:45:40]
public until sometime today.
[5:45:42]
on occasion, this last minute upload
[5:45:44]
may happen but it has now become
[5:45:46]
common place.
[5:45:48]
as either madeline or harry states a
[5:45:51]
place holder agenda is released on
[5:45:54]
monday but only shortly before the
[5:45:56]
actual meeting on thursday do the
[5:45:58]
attachments appear.
[5:45:59]
if these assumptions were shown at the
[5:46:02]
pgc budget committee on tuesday, why
[5:46:05]
weren't they posted on tuesday instead
[5:46:08]
of last minute today.
[5:46:09]
you state that you receive bead
[5:46:11]
feedback from the pgc budget committee
[5:46:13]
but provide no insight into that
[5:46:15]
feedback.
[5:46:16]
were they supportive of the
[5:46:17]
assumptions, asked for change, we never
[5:46:19]
share the actual feedback with the
[5:46:21]
board which would be educational.
[5:46:23]
what was the position of the pgc budget
[5:46:26]
committee on the assumptions?
[5:46:28]
again, I ask that the minutes be seconded
[5:46:30]
and my written comment included in the
[5:46:35]
minutes, thank you.
[5:46:36]
>> that concludes public comments.
[5:46:39]
>> with that amendments, is there a
[5:46:41]
motion to approve all three of the
[5:46:43]
sets of minutes?
[5:46:45]
>> so moved.
[5:46:46]
>> is there a second?
[5:46:49]
>> second, but if I may add to the
[5:46:52]
discussion.
[5:46:53]
>> yes.
[5:46:54]
>> I wonder, and again, I completely
[5:46:57]
understand, all our staff are so
[5:47:00]
overworked, they're so overworked, we
[5:47:03]
don't have enough staffing.
[5:47:04]
I can relate, I'm in workers comp,
[5:47:07]
we're two secretaries short and I'm so
[5:47:10]
tired, but I hope perhaps maybe we can
[5:47:14]
just double check to make sure if
[5:47:15]
there are any other written public
[5:47:19]
comment tobies make sure they're added
[5:47:20]
if we can conditionally approve these
[5:47:22]
minutes, that would be wonderful,
[5:47:24]
thank you.
[5:47:25]
>> and if with that, that would be
[5:47:30]
delegated to interim chancellor
[5:47:32]
bailey, thank you.
[5:47:36]
alright.
[5:47:37]
are we ready for the roll call vote?
[5:47:41]
>> student trustee brandt, your
[5:47:42]
advisory vote?
[5:47:43]
>> aye.
[5:47:45]
>> president martinez?
[5:47:46]
>> yes.
[5:47:48]
>> vice-president zamora?
[5:47:49]
>> aye.
[5:47:50]
>> trustee chisti?
[5:47:51]
>> aye.
[5:47:52]
>> trustee wong?
[5:47:53]
>> yes.
[5:47:54]
>> trustee solomon?
[5:47:55]
>> yes.
[5:47:56]
>> trustee chung?
[5:47:57]
>> aye.
[5:47:58]
>> trustee mccarty?
[5:47:59]
>> aye.
[5:48:00]
>> the motion passes.
[5:48:01]
>> we're now at the constituent group
[5:48:03]
report, the first one is the student
[5:48:08]
chancellor's report, malinalli
[5:48:11]
villalobos.
[5:48:17]
I know that -- is he here?
[5:48:18]
thank you.
[5:48:43]
mr. Villalobos is also an the encore
[5:48:45]
convention so it's understandable.
[5:48:51]
>> can you hear me?
[5:48:52]
>> there you are, thank you.
[5:48:53]
>> yes, thank you.
[5:48:57]
saludos, good evening, ccsf community,
[5:49:00]
especially our amazing ccsf students,
[5:49:03]
I hope you're doing well this evening.
[5:49:09]
as student chancellor, I would like to
[5:49:10]
report on behalf of the associated
[5:49:12]
students this evening, I do want to
[5:49:14]
let you know that it's very
[5:49:20]
troublesome, it's very troublesome
[5:49:22]
wherein when we have student voices
[5:49:24]
not being heard.
[5:49:27]
it has been a very upsetting and
[5:49:33]
emotional night as far as with our
[5:49:39]
contract with the incoming chancellor,
[5:49:45]
dr. Cortez.
[5:49:48]
as stated earlier in public comment,
[5:49:51]
students overwhelmingly have shown
[5:49:57]
their support for dr. Cortez, and dr.
[5:50:00]
cortez, if you can hear us, be patient
[5:50:02]
with us as we're trying to figure
[5:50:04]
this out.
[5:50:05]
when you come in, there's a lot of
[5:50:07]
work to be done and students, don't
[5:50:11]
lose any hope.
[5:50:13]
our voices are strong and we will be
[5:50:17]
heard.
[5:50:18]
when we're not heard, we're going
[5:50:21]
to go ahead and take action.
[5:50:23]
every board member there was elected,
[5:50:25]
was elected with the support of
[5:50:28]
students during campaigns and we have
[5:50:32]
to restructure that and go back to the
[5:50:34]
drawing board and question board
[5:50:38]
members, if they deserve to be in
[5:50:40]
their elected positions, we'll go
[5:50:42]
ahead and do that.
[5:50:45]
as stated earlier in the public comment
[5:50:52]
, the advocacy for the african
[5:50:56]
american resource center needs to be
[5:50:59]
present by action and the action is
[5:51:02]
having the african american resource
[5:51:05]
center be moved to the new student
[5:51:10]
success center, there are no ands, ifs
[5:51:14]
or buts about it, the students have
[5:51:16]
spoken, the workers within those
[5:51:18]
spaces have spoken.
[5:51:19]
this has been years in the making.
[5:51:24]
we have to make sure we have the space
[5:51:26]
for the african american resource
[5:51:28]
center.
[5:51:29]
we have to make sure we have the space
[5:51:31]
for city dream
[5:51:34]
to be able to conduct the amazing they
[5:51:38]
do in their those spaces, we have to
[5:51:40]
make sure the resource center have
[5:51:42]
ample spaces to serve student/parent
[5:51:46]
needs and children as well.
[5:51:50]
as I'm finishing up my last few days
[5:51:53]
as student chancellor, I want to
[5:51:55]
congratulate the incoming executive
[5:52:00]
student council for this new academic
[5:52:03]
year, congratulations to angelica pam
[5:52:07]
poes for becoming our new student
[5:52:10]
trustee, heather brandt for becoming
[5:52:11]
our student chancellor and myself as
[5:52:14]
student vice chancellor.
[5:52:15]
I do want to finish up, I know I'm out
[5:52:18]
of time, I want to finish up with a
[5:52:20]
few seconds to share.
[5:52:23]
on behalf of the students of the san
[5:52:26]
francisco community college district,
[5:52:27]
I want to extend a heartfelt
[5:52:30]
appreciation to heather brandt, your
[5:52:33]
leadership, advocacy and unwavering
[5:52:34]
commitment to representing the student
[5:52:36]
voice have made a lasting impact.
[5:52:38]
these last few years, you brought
[5:52:41]
thoughtfulness, energy and integrity
[5:52:43]
to every discussion in your
[5:52:46]
contributions will continue to inspire
[5:52:47]
students throughout the many years to
[5:52:50]
come.
[5:52:51]
gracias, thank you for your dedicated
[5:52:53]
service, you truly made a difference in
[5:52:55]
students' lives, that is the work that
[5:52:58]
the students have been putting forward
[5:53:00]
for the last two years, thank you, I
[5:53:02]
appreciate you, even when the board
[5:53:04]
does not get it together, you have
[5:53:06]
been one of the only people there that
[5:53:08]
students can count on, so I appreciate
[5:53:11]
you and with that, I leave my hat to
[5:53:14]
the next student chancellor, heather
[5:53:16]
brandt, thank you, everybody, thank
[5:53:17]
you, all the students for being able
[5:53:19]
to support me these last two years as
[5:53:22]
student chancellor and as
[5:53:30]
student trustee previously.
[5:53:31]
thank you.
[5:53:32]
>> very good.
[5:53:33]
we now turn to the student trustee's
[5:53:37]
report.
[5:53:42]
student trustee brandt, you're muted.
[5:53:44]
>> I'm trying to unmute, are you able
[5:53:48]
to hear me?
[5:53:49]
>> yes.
[5:53:50]
>> I'm going to try to keep it within
[5:53:51]
time, this is my last and
[5:53:54]
final report.
[5:53:56]
I was trying not to get emotional.
[5:54:05]
well, I apologize for
[5:54:09]
coming in late tonight, I was
[5:54:11]
experiencing audio challenges earlier
[5:54:13]
and hopefully those have since been
[5:54:15]
involved, I too am in new york and
[5:54:18]
encore and I wish I could be in person
[5:54:19]
with you all.
[5:54:21]
I sit here tonight having recently
[5:54:23]
wrapped up the 2024-25 academic year
[5:54:26]
and my second and final term as your
[5:54:30]
student trustee and want to express my
[5:54:33]
deepest gratitude for the honor of
[5:54:36]
serving students at the city college
[5:54:38]
of san francisco representing a
[5:54:40]
vibrant, diverse and resilient student
[5:54:41]
body has been one of the humbling and
[5:54:45]
transformative experiences of my life.
[5:54:47]
over the paster two years, I have
[5:54:49]
advocated for student needs on a
[5:54:51]
number of issues and make no mistake,
[5:54:54]
there's so much more to be done as we
[5:54:56]
have heard from city dream, the family
[5:54:58]
resource center and the african
[5:55:01]
american resource center with regard
[5:55:02]
to the use of space.
[5:55:03]
I did not, have not and will not ever
[5:55:05]
shy away from speaking truth to power
[5:55:09]
including calling out
[5:55:11]
atrocities that continue to take
[5:55:13]
place in palestine, I thank this board
[5:55:15]
for their support which came in the
[5:55:17]
form of a cease fire resolution.
[5:55:19]
my voice at this table has come from a
[5:55:21]
place of lived experience, a deep love
[5:55:24]
for ccsf and our community college
[5:55:30]
system as well as a recognition that
[5:55:31]
equity and access are not abstract
[5:55:32]
ideals but urgent necessities.
[5:55:35]
this journey has not been without lots
[5:55:37]
of struggle and personal hardship.
[5:55:39]
I want to share in the hopes of
[5:55:42]
building understanding of what life is
[5:55:43]
and can be like for our students, over
[5:55:46]
the course of the last two years, my
[5:55:49]
mother was placed on hospice as her
[5:55:52]
alzheimer's advanced, my siblings and
[5:55:56]
spouse were diagnosed with different
[5:55:58]
stages and forms of cancer and have
[5:55:59]
has had to go radiation, chemotherapy
[5:56:04]
and various procedures, I lost two of
[5:56:06]
my first cousins who were in their
[5:56:09]
30's, the one to brain kans and her
[5:56:11]
the other to khakis, if you know
[5:56:13]
anything about coming from latino
[5:56:16]
family, our cousins is like our
[5:56:20]
siblings too.
[5:56:21]
I mourn the ongoing loss of palestine
[5:56:25]
where many of my loved onuses continue
[5:56:27]
the fight for survival.
[5:56:28]
all of this while navigating
[5:56:30]
the demands of life while I work to
[5:56:33]
raise my three children holding down
[5:56:35]
two part time job, attending school
[5:56:37]
full time to help ot with our ftes
[5:56:40]
numbers, there were times the weight
[5:56:44]
felt unbearable and I questioned
[5:56:46]
whether I could carry the
[5:56:47]
responsibilities of this role and
[5:56:49]
still show up fully for my family and
[5:56:51]
community but with the support of my
[5:56:53]
peers and the ccsf family, I kept
[5:56:56]
showing up, I leave this role
[5:57:01]
proud, not just of accomplished but
[5:57:07]
the persistence and heart that it took
[5:57:09]
the get here and to carry me through
[5:57:11]
through.
[5:57:12]
as I prepare to step away from the
[5:57:17]
seat, I await what lays ahead for me,
[5:57:21]
it is a great pleasure the introduce
[5:57:24]
your incoming student trustee for the
[5:57:27]
25-26 academic year angel koe campos,
[5:57:31]
she brings a wealth of knowledge and
[5:57:34]
experience in community advocacy,
[5:57:37]
coalition bid, having previously
[5:57:39]

[5:57:41]

[5:57:43]
chancellor, a current representative
[5:57:46]
within participatory governance, a
[5:57:47]
former member of the free city
[5:57:49]
oversight committee as well as having
[5:57:51]
held various roles other the years
[5:57:53]
within the student senate for
[5:57:56]
community colleges, ultimately
[5:57:57]
concludes her time in the organization
[5:57:58]
as president.
[5:57:59]
she currently serves on the boards of
[5:58:02]
san francisco young dams and the
[5:58:06]
harvey milk club, her background is
[5:58:12]
deeply engaged in justice and
[5:58:14]
inclusion.
[5:58:15]
I have full confidence she will lead
[5:58:17]
with integrity, compassion and advice,
[5:58:19]
please welcome her with the same
[5:58:22]
encouragement and collaboration that I
[5:58:24]
have been so fortunate to receive.
[5:58:26]
to student, I hope you never forget
[5:58:28]
your voice matters, you belong in
[5:58:31]
every room where decisions are made.
[5:58:33]
to those who continue this work, thank
[5:58:35]
you, thank you for believing in
[5:58:37]
student leadership and for your
[5:58:39]
commitment to keeping ccsf a place
[5:58:42]
where opportunity begins and futures
[5:58:44]
are transformed.
[5:58:45]
thank you.
[5:58:47]
>> thank you very much.
[5:58:49]
and now we come to the academic senate
[5:58:52]
president's report.
[5:59:02]
>> good evening, everyone, exactly one
[5:59:04]
week ago today, we came together to
[5:59:07]
celebrate the achievement of our
[5:59:09]
students at our annual commencement
[5:59:11]
ceremony, this year our student peek
[5:59:14]
speaker was especially moving,
[5:59:16]
commencement reminds us why we have
[5:59:17]
been here for 90 years and why it is
[5:59:20]
critical we continue to be here for
[5:59:22]
decades to come.
[5:59:24]
also last week as happens every year,
[5:59:27]
the academic senate seated a new
[5:59:29]
council.
[5:59:30]
we were glad to see some new faces and
[5:59:32]
welcome back some familiar ones and
[5:59:34]
grateful to those who cycled off the
[5:59:36]
council this year.
[5:59:38]
the academic senate represents faculty
[5:59:40]
voice in all matters concerning the 10
[5:59:45]
plus 1 and I would like to underscore
[5:59:47]
the value of the campus that would
[5:59:49]
like to step up to run for executive
[5:59:53]
council.
[5:59:56]
as we continue to navigate a series of
[5:59:57]
complex realities in the coming year,
[5:59:58]
the work of the academic senate will
[5:59:59]
remain as important as ever.
[6:00:00]
my name is katia fuchs, a math faculty
[6:00:02]
and I stand before you today again as
[6:00:05]
the newly elected academic senate
[6:00:09]
president.
[6:00:10]
during my time serving in the academic
[6:00:12]
senate and now as senate president, I
[6:00:15]
am very conscious of the purpose and
[6:00:17]
value of open and inclusive processes.
[6:00:21]
when we honor the process, we create a
[6:00:24]
culture of accountability and trust.
[6:00:27]
this is crucial to the work of any
[6:00:30]
successful team and that's what we are
[6:00:33]
here, a team.
[6:00:34]
tonight you could have closed the loop
[6:00:36]
on a crucial process, one that would
[6:00:39]
have put us on a path to credible and
[6:00:42]
stable leadership, a key facet of
[6:00:44]
providing an excellent learning
[6:00:45]
environment for each and every one of
[6:00:48]
our students and maintaining our
[6:00:53]
accreditation.
[6:00:54]
I thought I would fill you in on some
[6:00:56]
important business that the executive
[6:00:58]
council has done since our last
[6:01:00]
meeting.
[6:01:01]
we endorsed an enrollment philosophy
[6:01:05]
we are proud of.
[6:01:07]
it prioritizes a holistic student
[6:01:11]
centered approach towards enrollment
[6:01:12]
management and program support.
[6:01:14]
the adult education program through
[6:01:16]
your plan and an updated two year
[6:01:19]
comprehensive program review process
[6:01:21]
which will provide tools and support
[6:01:22]
to reflect on the way we currently
[6:01:24]
serve our students and collectively
[6:01:25]
plan for a future centering student
[6:01:28]
success.
[6:01:29]
as a body, we feel these tenses move
[6:01:31]
our institution forward in servicing
[6:01:33]
our students and our broader community.
[6:01:36]
our meeting also featured a budget
[6:01:39]
update from bc dr. Ligoso which came
[6:01:42]
directly on the heels of a budget
[6:01:45]
flavored report from robin pew from
[6:01:50]
aft, it highlighted the importance of
[6:01:53]
ongoing dialogue and constructive
[6:01:55]
engagement to get to a place of mutual
[6:01:57]
understanding and consensus.
[6:02:00]
and thus I conclude my first ever
[6:02:03]
report before you, though summer is a
[6:02:06]
relatively quiet time on our campus,
[6:02:08]
there is work to be done as we're
[6:02:11]
recharging getting ready for the full
[6:02:13]
steam of the academic year.
[6:02:14]
I will continue to come before you to
[6:02:18]
speak to and celebrate the faculty in
[6:02:24]
my role as senate president this year.
[6:02:28]
>> will michael snider be making a
[6:02:31]
report?
[6:02:32]
thank you.
[6:02:33]
>> michael asked me to deliver his
[6:02:35]
report for him.
[6:02:37]
I would like to thank -- I would like
[6:02:39]
to begin by thanking interim chancellor
[6:02:41]
bailey for his leadership and support
[6:02:43]
over the past year.
[6:02:45]
his presence at classified senate
[6:02:48]
meetings, his encouragement of
[6:02:50]
classified voices in governance and
[6:02:51]
his participation in events like the
[6:02:55]
holiday breakfast, toy drive and
[6:02:57]
graduation ceremonies have been
[6:02:58]
greatly appreciated.
[6:02:59]
and most of all, we thank him for
[6:03:02]
leading the college through difficult
[6:03:04]
times.
[6:03:05]
we wish him all the best in his next
[6:03:08]
chapter.
[6:03:09]
I'll skip over michael's next comments
[6:03:13]
which were welcoming dr. Cortez.
[6:03:16]
at our may meeting, our final session
[6:03:17]
before the fall, we certified the
[6:03:18]
results of the classified senate
[6:03:21]
elections, a heartfelt thank you to the
[6:03:23]
election committee for their time and
[6:03:25]
effort.
[6:03:26]
I also want to acknowledge and thank
[6:03:28]
all our outgoing senators, your
[6:03:30]
commitment over the past two years
[6:03:31]
made a real and lasting impact and we
[6:03:35]
sincerely hope to welcome you back in
[6:03:36]
the future.
[6:03:38]
congratulations to our newly elected
[6:03:40]
senators for the 25-27 term, blane
[6:03:46]
augustine and jeffrey kelley and
[6:03:50]
congratulations to suzanne, maria and
[6:03:53]
tanya who will continue her role for a
[6:03:55]
second term.
[6:03:56]
finally thank you to all classified
[6:03:58]
professionals if for your continued
[6:04:01]
support and confidence in re-electing
[6:04:03]
me as classified senate president for
[6:04:05]
a second term.
[6:04:06]
it is an honor to serve and advocate
[6:04:08]
for our community.
[6:04:10]
as we head into summer, here's a
[6:04:13]
reminder ore seize candy fundraiser
[6:04:16]
will continue through december supporting
[6:04:20]
the classified senate development
[6:04:21]
and the toy drive.
[6:04:23]
this month's classified governance
[6:04:28]
spotlight award goes to cecilia,
[6:04:31]
educational credential training in
[6:04:32]
human resources, an active member of
[6:04:39]
the pgc member, it contributes
[6:04:42]
manfully to the work of the college,
[6:04:44]
we thank her for her dedication and
[6:04:46]
service.
[6:04:47]
thank you, michael snider, classified
[6:04:49]
senate president.
[6:04:50]
>> thank you.
[6:04:52]
we now move to the service employees
[6:04:56]
international union local 1021
[6:04:57]
president's report.
[6:04:59]
>> hi, can you hear me?
[6:05:01]
>> yes.
[6:05:02]
>> okay, good.
[6:05:04]
evening, board of trustees, seiu is
[6:05:06]
pleased to see we have finally got our
[6:05:10]
tentative agreement regarding our wage
[6:05:12]
for the fiscal year 24-25 on the
[6:05:15]
agenda for your approval.
[6:05:17]
however, it is concerning that the
[6:05:19]
process has taken this long.
[6:05:20]
>> it doesn't make sense to me that so
[6:05:23]
much excessive money is being spent on
[6:05:25]
the law firm and we still are not
[6:05:28]
completely done with negotiations on
[6:05:30]
our full reopener.
[6:05:33]
so that's that.
[6:05:34]
now with the stuff that went on
[6:05:38]
tonight which is don't understand
[6:05:41]
what's going on, a what on earth is
[6:05:42]
happening here.
[6:05:43]
you've published your choice for
[6:05:44]
a permanent chancellor, seiu has been
[6:05:48]
trusting your process, hasn't had
[6:05:49]
conversations with you all, letting
[6:05:51]
you go ahead and do your thing for
[6:05:54]
once, right, and not interfering.
[6:05:57]
but now we have some doubt.
[6:06:00]
after you went into closed session
[6:06:02]
tonight for the third time, we
[6:06:05]
expected a brief discussion but it
[6:06:08]
lasted much longer without any
[6:06:11]
explanation.
[6:06:12]
it's clear you could have sought some
[6:06:13]
of that expensive legal advice to
[6:06:15]
provide us with information that is
[6:06:18]
sharable.
[6:06:19]
labor is not a mood for your bullshit
[6:06:21]
and you are pissing us all off in a
[6:06:23]
bad way.
[6:06:24]
this does not look good, you guys, it
[6:06:27]
doesn't.
[6:06:28]
so, figure out from the law firm what
[6:06:30]
you can share and get a message out
[6:06:36]
there.
[6:06:38]
good night.
[6:06:39]
>> thank you.
[6:06:41]
american federation of teachers local
[6:06:44]
2121 president's report.
[6:06:51]
administrator's association co-chair's
[6:06:55]
report?
[6:06:57]
the department chair council
[6:06:58]
president's report and I understand
[6:07:00]
that madeline mueller will be
[6:07:04]
reporting.
[6:07:20]
>> [inaudible].
[6:07:27]
you didn't want to hear that anyway.
[6:07:32]
darlene at the last minute said she
[6:07:34]
couldn't make it, she had a speech but
[6:07:36]
she wanted to give her speech next
[6:07:39]
time, she said improvise, okay.
[6:07:42]
but to keep a few issues as we started
[6:07:45]
the meeting a year ago, grades were
[6:07:49]
due and I don't know if you noticed
[6:07:51]
out here, a lot of us were getting --
[6:07:54]
making sure that all those thousands
[6:07:57]
of grades went in today absolutely no
[6:08:01]
later than 5:00 because wilbur said
[6:08:04]
so, this has taken a lot of energy
[6:08:06]
from a lot of faculty and grades are
[6:08:09]
very difficult because students as we
[6:08:12]
know tonight, life happens, things
[6:08:16]
happen and they want extensions and
[6:08:18]
it's just very hard to make these kind
[6:08:21]
of judgments.
[6:08:22]
it's a crucial time for all the
[6:08:25]
faculty.
[6:08:26]
but we got them, I think we got
[6:08:27]
everything in by 5:00.
[6:08:30]
also will
[6:08:35]
wilbur had another way of looking
[6:08:39]
at ghost students, but our real
[6:08:41]
student would are online and then stop
[6:08:44]
coming and we have to be careful in
[6:08:46]
the future not to confuse the bots and
[6:08:49]
the fakes and the cabals that are out
[6:08:54]
with students who really start and
[6:08:56]
want to conclude, then as you get
[6:09:00]
closer, then life happens and people
[6:09:01]
stress and so forth so we have to make
[6:09:04]
sure we don't intermingle our real
[6:09:07]
students have a hard time and need to
[6:09:11]
get fresh starts with the absolute
[6:09:14]
fake folk.
[6:09:15]
but I'm glad we're having that
[6:09:16]
conversation and we are, the chaises
[6:09:17]
are all having that conversation right
[6:09:20]
now.
[6:09:21]
then I wanted to thank whoever really
[6:09:24]
put this wonderful booklet together
[6:09:26]
for the graduation ceremony.
[6:09:28]
I've been on the committee for many
[6:09:30]
years and I designed the process in
[6:09:33]
the 70's, but it's -- this is
[6:09:36]
spectacular and especially about the
[6:09:39]
90th anniversary.
[6:09:40]
you maybe all were there and, yeah,
[6:09:43]
you were, but try to get people that
[6:09:45]
you know to look over this booklet
[6:09:48]
because it has some really wonderful
[6:09:50]
history in it going back the to 90
[6:09:55]
years, before my time barely.
[6:09:58]
and then I wanted to share with you
[6:10:04]
this evening a booklet, raise your
[6:10:05]
hands, how many of you have this?
[6:10:06]
nobody?
[6:10:07]
good.
[6:10:08]
then I'm going to give you one
[6:10:11]
if we ever have another break, I have
[6:10:14]
one with you and you'll have to look
[6:10:17]
at page 90, I won't tell you why, it
[6:10:21]
is an normative book that was written
[6:10:27]
for our 70's anniversary, very
[6:10:28]
complete, lots of pictures.
[6:10:29]
you know, any time we have these tense
[6:10:30]
meetings, I think we have to recollect
[6:10:31]
the school has a long history and
[6:10:36]
there's been interesting moments, so I
[6:10:40]
want to have a chance maybe now or a
[6:10:44]
little later that you all get a copy
[6:10:45]
of this.
[6:10:49]
>> chair mueller, if you can stay here
[6:10:51]
for a moment, does it have anything in
[6:10:54]
that book about charter day?
[6:10:57]
>> [inaudible].
[6:11:00]
>> but is it included in the history so
[6:11:05]
when we have it, we can remember
[6:11:07]
that it's a commemoration we need to
[6:11:11]
celebrate?
[6:11:12]
>> [inaudible]
[6:11:13]
>> thank you.
[6:11:16]
>> [inaudible].
[6:11:34]
>> thank you.
[6:11:35]
>> pardon my ignorance, what is
[6:11:37]
charter day?
[6:11:44]
>> can you come to the microphone.
[6:11:48]
>> we have -- I have to go back into
[6:11:50]
my boxes and we're reading some
[6:11:53]
materials about it but we still don't
[6:11:55]
have the exact charter language.
[6:12:01]
uc berkeley was the first charter
[6:12:03]
school way back and subsequently when
[6:12:05]
the schools became real, they had a
[6:12:07]
charter and we used to have charter
[6:12:11]
days, april 17th which we haven't had
[6:12:12]
for a while.
[6:12:13]
so, maybe we can resurrect that for
[6:12:17]
the 90th, I don't know.
[6:12:18]
>> it's kind of like a birthday.
[6:12:20]
>> yes, but anyway, as I say, I don't
[6:12:22]
want the interrupt the meeting but
[6:12:24]
I'll let you one of these, these are
[6:12:28]
very informative.
[6:12:29]
>> and now we turn to item 10,
[6:12:31]
chancellor's report.
[6:12:32]
do you have a report?
[6:12:37]
>> I know it's late, I wanted to take
[6:12:39]
a moment to again thank everyone who
[6:12:41]
was a part of last week's commencement.
[6:12:45]
there was an incredible commencement
[6:12:48]
committee working really hard behind
[6:12:49]
the scenes, more than 65 volunteers
[6:12:53]
and I was just reminded after
[6:12:55]
madeline's comments that we even
[6:12:57]
engaged one of our librarians to help
[6:13:02]
with the archival information and
[6:13:03]
photostats that appear in the
[6:13:05]
commencement booklet.
[6:13:06]
there were a number of fobs who were a
[6:13:08]
a part of the platform party and
[6:13:11]
everyone has an interesting role and a
[6:13:13]
very diverse real to play, but all of
[6:13:15]
that came together to celebrate an
[6:13:18]
incredible milestone for our students,
[6:13:20]
many of whom it can take many years
[6:13:24]
for them to reach that incredible
[6:13:29]
achievement, we awarded almost 3
[6:13:30]
thousand certificates at this time and
[6:13:33]
graduated a little over 500 students
[6:13:36]
on thursday and so many thanks again
[6:13:38]
to all the folks who played a really
[6:13:41]
pivotal role in that.
[6:13:42]
it's not just an achievement for the
[6:13:45]
students but many of us walk alongside
[6:13:49]
those students a long time before
[6:13:51]
they're students and until they reach
[6:13:53]
this milestone, so it's an achievement
[6:13:55]
for the community as well as the
[6:13:56]
students, I want to thank everyone for
[6:13:58]
that and I also just want to -- I
[6:14:02]
don't know if reassure is the right
[6:14:05]
word, I'm definitely hearing the
[6:14:07]
voices that are speaking about student
[6:14:10]
spaces and trying to engage as many
[6:14:12]
folks in conversation to address those
[6:14:16]
concerns, the thoughts, the ideas that
[6:14:18]
are coming forward, so I just wanted
[6:14:20]
to again reassure folks that their
[6:14:22]
voices are being heard and doing our
[6:14:25]
very best to incorporate everyone's
[6:14:28]
perspectives as we make
[6:14:30]
decisions about moving forward.
[6:14:31]
thank you.
[6:14:33]
>> thank you.
[6:14:37]
>> we're now at presentations and
[6:14:40]
discussions, accreditation update a,
[6:14:44]
would you lead us off please.
[6:14:47]
>> we have avc charles here to prepare
[6:14:51]
some details but I know she is not
[6:14:53]
feeling well so I have a few
[6:14:56]
comments from her if she is not still
[6:14:59]
online.
[6:15:00]
she wanted to -- is she?
[6:15:01]
>> I am.
[6:15:02]
>> thank you, avc charles.
[6:15:08]
>> you do have my written report but I
[6:15:11]
would like to highlight that the
[6:15:13]
commission is meeting next wednesday
[6:15:14]
and thursday, the time has come, it
[6:15:16]
felt like forever and now it is almost
[6:15:19]
here.
[6:15:20]
we are receive their determination
[6:15:23]
regarding our sanction within 30 days
[6:15:25]
of that meeting, so we will know soon.
[6:15:29]
and then I would also like to
[6:15:31]
highlight that whatever the commission
[6:15:33]
decides as we all know, we need to
[6:15:36]
base our budget decisions on realistic
[6:15:40]
assumptions about enrollment, revenue
[6:15:43]
and expenditures to ensure that we
[6:15:45]
have solid financial footing from here
[6:15:47]
on out and I know -- we all know that
[6:15:51]
but it's worth saying again and again.
[6:15:53]
happy to answer any questions,
[6:15:55]
otherwise, also happy to have you move
[6:15:57]
on so you can finish your meeting soon.
[6:15:59]
>> thank you, trustees, any questions?
[6:16:04]
I don't see any questions.
[6:16:06]
thank you for signing on when you're
[6:16:08]
not feeling well.
[6:16:09]
we all wish you good health.
[6:16:11]
>> thank you so much.
[6:16:13]
I really appreciate that.
[6:16:16]
>> and let's move now to the budget
[6:16:19]
update.
[6:16:20]
item 12.
[6:16:26]
>> thank you, president martinez,
[6:16:31]
trustees, colleagues, here and online,
[6:16:33]
the first item is our 311q which is
[6:16:37]
the third quarter report that we file
[6:16:39]
with the state and it's really an
[6:16:42]
alignment of what you previously saw
[6:16:44]
in our monthly financials.
[6:16:48]
the revenues are tracking as expected.
[6:16:51]
a little bit low because this is for
[6:16:54]
the month ended march so we don't see
[6:16:56]
all of our property taxes as well as
[6:16:58]
parcel taxes in there which you will
[6:17:00]
see in the next report which is the
[6:17:04]
april monthly.
[6:17:06]
the expenditures and we're trying
[6:17:07]
to align that, the current process as
[6:17:10]
it's employed here at city college is
[6:17:13]
that we don't do the adjustments for
[6:17:16]
the parcel tax until the end of the
[6:17:17]
year, so hence the quarterly reports
[6:17:19]
we send to the chancellor's office
[6:17:22]
include the parcel tax expense which
[6:17:24]
at the end of the year, we transfer to
[6:17:27]
the parcel tax.
[6:17:29]
in the future, we're going to set it
[6:17:31]
up right from the beginning of the
[6:17:33]
fiscal year so that the 311 will align
[6:17:36]
with the monthly reports.
[6:17:40]
everything is tracking as you will see
[6:17:47]
will also occur in the april monthly
[6:17:49]
financials.
[6:17:50]
>> shall we take all the reports and
[6:17:52]
then --
[6:17:53]
>> yes, that would be good.
[6:17:55]
the next item is the monthly
[6:18:00]
financials, so the end of april, and
[6:18:03]
here we do include and have received
[6:18:07]
the second portion of our property
[6:18:10]
taxes, so generally we receive about
[6:18:16]
50 plus percent in december, another
[6:18:19]
45% in april and then about 5% in
[6:18:24]
close-outs in june timeframe.
[6:18:26]
so, you see that our revenues are up,
[6:18:32]
you'll see that we also received the
[6:18:34]
second half of our parcel tax and so
[6:18:37]
when you then compare the revenues to
[6:18:43]
our expenditures, we see a sizable
[6:18:47]
difference between what we brought in
[6:18:49]
versus what we're paying out.
[6:18:53]
that of course -- the bulk of our
[6:18:55]
property taxes of the local monies
[6:18:57]
just came in and, you know, we'll now
[6:19:02]
just be seining revenues from the
[6:19:04]
apportionment so that we'll now just
[6:19:06]
be seining revenues from the
[6:19:07]
apportionment so that will slow down
[6:19:09]
we expect to receive our revenues
[6:19:10]
because in the may revise, the
[6:19:13]
governor noted he will fully fund the
[6:19:16]
scff and then our expenditures will
[6:19:18]
continue at the same pace so we still
[6:19:21]
expect to be at a surplus which you'll
[6:19:24]
see in the following report.
[6:19:29]
and so then I'll transition to the
[6:19:36]
budget update.
[6:19:38]
thank you, shawn.
[6:19:41]
or the second slide first, please,
[6:19:43]
number 2.
[6:19:44]
and this is just to provide some
[6:19:47]
context.
[6:19:48]
we are presenting to you as per board
[6:19:51]
policy what the shape of the tentative
[6:19:53]
budge will look like, so this will be
[6:19:56]
a very, very preliminary draft report
[6:19:59]
just to kind of show where we expect
[6:20:02]
to be.
[6:20:07]
we will bring a more in-depth
[6:20:08]
analysis and discussion and reports to
[6:20:10]
you at the june committee of the whole
[6:20:14]
meeting and then of course at the
[6:20:18]
end of june present to you the
[6:20:21]
tentative budget for
[6:20:23]
acceptance which will allow them to
[6:20:30]
begin spending july 1, what I'll be
[6:20:33]
presenting is various scenarios for us
[6:20:34]
as an institution to really understand
[6:20:37]
the types of decisions we will have to
[6:20:39]
make and the potential impact those
[6:20:42]
decisions will have in the out years.
[6:20:47]
slide number 12 please.
[6:20:49]
I'm going to start from the back with
[6:20:51]
the assumptions and then walk you
[6:20:57]
through the scenarios.
[6:21:00]
and so I listed the major assumptions
[6:21:03]
here and tried to compile it into one
[6:21:06]
sheet rather than listing assumptions
[6:21:10]
for each scenario because some of the
[6:21:13]
varian -- variance is in those yellow
[6:21:19]
line items, we're assuming cola, 2.3%
[6:21:21]
of course for upcoming year as per the
[6:21:27]
governor's may revise, the following
[6:21:28]
numbers are really the statutory
[6:21:31]
increases for the department of finance
[6:21:34]
which also was adopted by school
[6:21:37]
services and employed by the
[6:21:39]
chancellor's office.
[6:21:40]
so, I put those in there and they'll
[6:21:44]
affect the calculations in the out
[6:21:48]
years.
[6:21:49]
hold harmless funding will remain at
[6:21:51]
the 166.7 million over the next four
[6:21:54]
years.
[6:21:55]
we will also continue to have to pay
[6:21:57]
back that 1.8 million, so we have I
[6:22:01]
think five more years, it's going to
[6:22:05]
take us 13 years to repay the
[6:22:08]
overpayment from
[6:22:15]
[6:22:16]
for 25-26, we did not include the
[6:22:19]
deficit factor because that's also was
[6:22:21]
outlined in the governor's may revise
[6:22:29]
he will fully fund the scff.
[6:22:31]
the state of the state, the state of
[6:22:34]
the nation and of course we'll have a
[6:22:37]
new governor in the next 18 months, so
[6:22:41]
it's unclear -- I guess there's quite
[6:22:43]
a bit of uncertainty so I built a 1.6%
[6:22:48]
deficit factor in 26-27 and then the
[6:22:51]
following two years as well.
[6:22:54]
on the enrollment growth, I examined
[6:22:58]
various factors from 3% to 3% year
[6:23:03]
over year, to 6% and then 9% and the
[6:23:06]
intention really was to see how we
[6:23:09]
might be able to optimize the
[6:23:12]
restoration authority that ends in
[6:23:15]
25-26 and then of course in the
[6:23:18]
following year of 26-27 is when the
[6:23:22]
growth authority kicks in that limits
[6:23:24]
really the amount of ftes that will be
[6:23:29]
counted towards the scff for us and
[6:23:32]
anything over and above that would be
[6:23:38]
unfunded ftes.
[6:23:40]
based on the scenarios, I estimated on
[6:23:45]
a productivity ratio of 15 which is
[6:23:48]
very high for this institution, the
[6:23:53]
number of faculty positions required
[6:23:56]
to achieve the ftes goals at those
[6:24:01]
varying ranges and then I used an
[6:24:05]
average adjunct faculty or
[6:24:08]
compensation base of 20 thousand, I
[6:24:11]
previously talked about 150 thousand
[6:24:12]
for full timers but I ratcheted that
[6:24:17]
down and to calculate what the
[6:24:19]
increased cost might be to really
[6:24:24]
achieve the ftes target, additional
[6:24:27]
ftes targets.
[6:24:29]
15 is probably pretty high and I say
[6:24:33]
that because historically our
[6:24:34]
institution at least this the last few
[6:24:37]
years has only achieved about 13.3.
[6:24:41]
so, if I were to bring that down to
[6:24:45]
13.5 for example from 15, that would
[6:24:48]
add an additional 11% ftef and/or
[6:24:54]
result in cost so this is an
[6:24:57]
optimistic picture, even with the
[6:24:59]
optimistic picture, you can see in the
[6:25:01]
scenarios we have a lot of work to do.
[6:25:03]
we need to engage in a lot of
[6:25:06]
discussions with colleagues in the
[6:25:08]
college community to see how we might
[6:25:12]
be able to not only optimize
[6:25:14]
restoration but of course ultimately
[6:25:16]
get us back to more solid financial
[6:25:22]
footing.
[6:25:24]
I listed for 26-27 the -- at least
[6:25:30]
calculated loss incentive funding,
[6:25:33]
about 7.3 million, and that will of
[6:25:35]
course factor into the minimum funding
[6:25:38]
that the state provides us,
[6:25:41]
essentially that gap, the hold
[6:25:43]
harmless gap.
[6:25:48]
the adult education program committed
[6:25:52]
1.2 million in additional funding for
[6:25:54]
us to put on non-credit courses and
[6:25:58]
the 400 thousand is the unrestricted
[6:26:01]
match required for us to be able to
[6:26:05]
take advantage of categorical funds
[6:26:08]
and ftes.
[6:26:10]
at this point in time, I have a tbd
[6:26:16]
there for seiu non-represented and
[6:26:19]
administrative salary increases for
[6:26:25]
25-26.
[6:26:26]
aft and dcc have settled, this is the
[6:26:28]
year of the contract, that's 2% for
[6:26:32]
25-26.
[6:26:33]
in the out years, I didn't put any
[6:26:38]
salary increases to again highlight
[6:26:40]
the impact of certain decisions we're
[6:26:46]
going to make, obviously we'll be
[6:26:47]
working on that in the out years,
[6:26:48]
particularly since we know the
[6:26:49]
contracts are going to renew next year.
[6:26:53]
I listed again some of the major
[6:26:58]
increases, health and welfare, we have
[6:27:03]
a rate of about 5.8% and that's sort
[6:27:06]
of like a combo rate because our
[6:27:09]
health plans renew calendar year
[6:27:11]
based, so half the rate is associated
[6:27:14]
with the previous year and then the
[6:27:16]
second half is with the new year or
[6:27:19]
new rate increase.
[6:27:28]
the biggest item was the increases in
[6:27:31]
the utility, it's stepping down to
[6:27:33]
just under 16 to get back to 11, I
[6:27:35]
think that was the attempt of sfpuc to
[6:27:39]
get us in alignment institutional
[6:27:40]
rates back in alignment with
[6:27:42]
commercial rates.
[6:27:43]
last year for example, we benefited
[6:27:44]
from about a 5.8% rate increase.
[6:27:48]
it's still high but -- I listed
[6:27:54]
elections every other cycle here and
[6:27:56]
the next cycle, you know, there's
[6:27:59]
three trustees, three of you going up
[6:28:02]
for re-election and two years later,
[6:28:06]
four.
[6:28:07]
all other operating expenses, we
[6:28:09]
pegged at about 2%.
[6:28:11]
we did build in contingency for
[6:28:15]
retirement incentive and you'll see
[6:28:17]
that in some of the scenarios.
[6:28:22]
slide number 10 please.
[6:28:26]
so, this scenario here, so I'm
[6:28:31]
starting really sort of like worst
[6:28:34]
case if you will in terms of
[6:28:39]
financial picture but perhaps the
[6:28:40]
highest case in terms of increasing
[6:28:43]
ftes, so this scenario assumes a 9%
[6:28:51]
increase for 25-26 to be able to take
[6:28:53]
advantage of the restoration.
[6:28:58]
we have approximately as of the last
[6:29:00]
report from the chancellor's office,
[6:29:03]
we had about almost 6 thousand ftes in
[6:29:08]
restoration of which about 4300 is in
[6:29:13]
the credit side, about 1100 in cdcp
[6:29:20]
and about 500 in non-credit and about
[6:29:25]
100 in the special admin, so 6
[6:29:32]
thousand, the value is about 35 million.
[6:29:35]
so, meaning that even if we could do
[6:29:39]
9%, that's still a far cry from
[6:29:43]
taking advantage of the
[6:29:46]
restoration of 6 thousand.
[6:29:47]
so, you can see if we were to do that
[6:29:51]
in 25-26.
[6:29:53]
while that might increase the 01:47:09
[6:29:54]
base,
[6:29:59]
depending on where the ftes falsest,
[6:30:03]
if it's credit, if it's non-credit, we
[6:30:05]
will get the full value, but you can
[6:30:07]
see that because of the cost, it would
[6:30:11]
drive us into a deficit in 25-26 and
[6:30:17]
that's at the 15% -- at the 15
[6:30:22]
productivity level.
[6:30:23]
you know, again, if I were to ratchet
[6:30:26]
it down to 13.5 which is more in
[6:30:29]
alignment with how we have achieved
[6:30:37]
efficiencies, that would add another
[6:30:42]
11% to the cost.
[6:30:43]
it would be 12 million in additional
[6:30:47]
adjunct salary costs.
[6:30:48]
and then you can see that by 28-29, we
[6:30:53]
will have totally wiped out the
[6:30:58]
reserves.
[6:30:59]
understand that at this point in time,
[6:31:06]
the surplus for 24-25 and the result
[6:31:11]
in reserve levels are the best they've
[6:31:13]
ever been in the last ten years.
[6:31:15]
the flip side of that of course is
[6:31:18]
that means that it took us ten years
[6:31:21]
to re-establish that.
[6:31:23]
so, it wasn't just a few years ago
[6:31:27]
that the reserves were so low that the
[6:31:31]
district had to take back some of the
[6:31:35]
opeb contributions, 21 million, to
[6:31:36]
even get above the state chancellor's
[6:31:41]
required reserve balance revenue or
[6:31:45]
reserves.
[6:31:46]
and I mention that because we want to
[6:31:48]
be very careful as we step through
[6:31:53]
this.
[6:31:54]
frankly I think 9% additional growth
[6:31:56]
might be very difficult to attain for
[6:32:00]
a host of reasons including what's
[6:32:04]
happening at sfusd.
[6:32:06]
of course besides the additional costs
[6:32:09]
and then there may be facilities needs
[6:32:13]
that we may not be able to have.
[6:32:16]
when I look at our schedule, we are
[6:32:21]
completely full between the hours of
[6:32:25]
8-1, so, that's the highest demands
[6:32:28]
for both faculty and students.
[6:32:30]
we have white space if you will after
[6:32:33]
1:00 until we begin evening classes,
[6:32:37]
but -- so we need the carefully
[6:32:40]
examine our schedule to see how we
[6:32:42]
might be able to take advantage of the
[6:32:45]
time slots and then besides that, are
[6:32:48]
we able to attract enough faculty or
[6:32:54]
maybe even increase the load for
[6:32:57]
adjunct, carefully monitoring that so
[6:33:01]
we don't go over 67% and/or maybe
[6:33:05]
overload to be able to achieve that.
[6:33:09]
this 9% is a very optimistic target
[6:33:14]
that has some very serious cost
[6:33:19]
consequences.
[6:33:20]
slide number 8, please.
[6:33:23]
and this one I'm looking at a 6%
[6:33:29]
increase in ftes and so that would
[6:33:34]
mean about -- on the 15 thousand,
[6:33:41]
about 900 ftes.
[6:33:43]
the associated cost with that is about
[6:33:46]
7.2 million on the adjunct.
[6:33:49]
and you could see again that by year
[6:33:53]
4, 28-29, if everything else stays the
[6:33:58]
same, that again the fund balance will
[6:34:01]
be wiped out.
[6:34:06]
one of the discussion items at the
[6:34:09]
budget committee was, well, perhaps we
[6:34:11]
can bump it one time in 25-26 to take
[6:34:16]
advantage of the restoration meaning
[6:34:19]
that you're going to put on classes
[6:34:22]
in 25-26, but then reduce them in
[6:34:26]
26-27 just to be able to take
[6:34:28]
advantage of the restoration, 01:51:48
[6:34:29]
but
[6:34:34]
there are serious consequences for
[6:34:44]
that, there are ped gsh pedagogical
[6:34:50]
impact, if we have to hire people that
[6:34:52]
we only hire them basically for one
[6:34:55]
fiscal year and then they have to go
[6:34:58]
away.
[6:34:59]
then you're looking at what is the
[6:35:01]
impact on students, so if I have
[6:35:04]
additional let's say 900 ftes, let's
[6:35:07]
say that translates to 30 section, it
[6:35:15]
will be more than that, that's quite
[6:35:23]
a number of sessions, if we bump them
[6:35:26]
up like that and take them away the
[6:35:28]
next year, what's that going to do to
[6:35:33]
student completions, to the success
[6:35:35]
and for them to be able to attain
[6:35:40]
their goal.
[6:35:42]
we have to have discussions and
[6:35:46]
collaborative kind of discussions and
[6:35:48]
be thoughtful on how we're going to
[6:35:50]
deploy our resorts so we don't find
[6:35:54]
ourselves in three, four years having
[6:35:56]
to tap the opeb funds if we can even
[6:36:01]
do that at this point in time because
[6:36:03]
the opeb funds have grown again but I
[6:36:05]
think the trust may not allow us to do
[6:36:07]
that in the future.
[6:36:08]
I think that was a one-time event last
[6:36:12]
time.
[6:36:13]
slide 6, please.
[6:36:17]
this one just displays what a year
[6:36:22]
over year increase -- how that might
[6:36:25]
impact our finance system.
[6:36:26]
this is 3%, so that's roughly 350 to
[6:36:32]
500 every year over the next five
[6:36:38]
years and you can see that too
[6:36:40]
will wipe out the reserves in four
[6:36:44]
years, so again I know that through
[6:36:48]
enrollment management, they're working
[6:36:49]
up on what the future targets might
[6:36:53]
be, ftes goals.
[6:36:54]
they're looking at how productivity
[6:36:57]
might be increased by assigning
[6:37:02]
classes with students to larger
[6:37:04]
classrooms rather than putting them
[6:37:06]
into classrooms that limit the seats.
[6:37:07]
there's also -- we're looking at for
[6:37:15]
example as I mentioned using
[6:37:19]
categorical funds.
[6:37:20]
the chancellor's office is beginning
[6:37:23]
-- yeah, they have begun to mandate
[6:37:26]
the change in the methodology as to
[6:37:29]
how we account for our ftes and it is
[6:37:31]
going to be required by next year.
[6:37:33]
my estimate is just by us changing
[6:37:36]
that, that we might be able increase
[6:37:39]
our ftes by maybe 1 to maybe 1.5
[6:37:47]
percent, when you look at a whole
[6:37:49]
host of these things, we might be able
[6:37:51]
to -- at least in this coming year,
[6:37:53]
25-26, not only meet the 3% but
[6:37:56]
perhaps meet the stretch goal of 5%.
[6:37:59]
certainly as we go into the out years,
[6:38:01]
you want to seriously consider how we
[6:38:03]
continue that, it can't be just ftes
[6:38:07]
growth, it has to be a combination of
[6:38:09]
things but also a lot of focus on
[6:38:11]
expenditure reductions to be able to
[6:38:15]
maintain that fiscal stability.
[6:38:18]
slide 4, please.
[6:38:23]
and this slide 4 is the 3% growth
[6:38:26]
that we built into the budget for
[6:38:30]
25-26, that's also in alignment with
[6:38:33]
enrollment management targets for
[6:38:38]
25-26.
[6:38:39]
when implemented and this is really
[6:38:41]
the one that we propose to move
[6:38:44]
forward with, with this particular
[6:38:45]
one, at least in the preliminary draft
[6:38:52]
is a small surplus but even with this,
[6:38:53]
you know, we project that if
[6:38:56]
everything else stays even, because
[6:38:58]
our top line revenues will stay the
[6:39:01]
same, we're going to see column
[6:39:04]
movement, we're going to see increases
[6:39:07]
in major accounts like health and
[6:39:10]
welfare, increases in utilities, that
[6:39:14]
by next year, it's going to drive us
[6:39:20]
negative, 2.2 million deficit and then
[6:39:22]
of course the number gets larger in
[6:39:25]
the out years.
[6:39:26]
so, we have a lot of work to do and
[6:39:31]
that factors in that contingency for a
[6:39:35]
retirement incentive where we budgeted
[6:39:37]
approximately 25 thousand dollars for
[6:39:40]
about 50 positions, we're going to be
[6:39:44]
able to attract 50 retirees, it's
[6:39:50]
really not certain at this point.
[6:39:53]
I think traditionally we've seen about
[6:39:58]
20-25 positions or so retire from the
[6:40:00]
college on an annual basis.
[6:40:02]
if that's the case, we might be able
[6:40:04]
to take advantage of that and then
[6:40:09]
hopefully take that contingent forward
[6:40:11]
into the out years to then again try
[6:40:15]
to attract additional retirements.
[6:40:19]
if we can lower the head counts
[6:40:21]
through attrition like that, I think
[6:40:24]
that would certainly help us in terms
[6:40:27]
of someone made a comment earlier that
[6:40:30]
I think -- was it early, maybe it was
[6:40:32]
the budget committee that we have fo
[6:40:34]
structural deficit.
[6:40:35]
that's far from it.
[6:40:37]
when you look for example and I define
[6:40:40]
the structural imbalance or really as
[6:40:44]
our percentage of compensation to
[6:40:46]
either expenditure or revenues, and I
[6:40:50]
think I shared these statistics
[6:40:52]
before, the chancellor's office did a
[6:40:54]
study just for us where they compared
[6:40:59]
our compensation on the unrestricted
[6:41:01]
general fund to the general fund in
[6:41:05]
comparison to statewide averages, so
[6:41:07]
in the unrestricted, we're running
[6:41:12]
about 88-89%, statewide average is about
[6:41:15]
87%.
[6:41:16]
when it comes to the general fund,
[6:41:17]
we're running about 90 and the
[6:41:23]
statewide average is about in the low
[6:41:24]
80's, like 80 -- I think it was 82-83,
[6:41:28]
so that's not sustainable.
[6:41:29]
we need to be able to shift from
[6:41:32]
really the compensation area into the
[6:41:36]
non-personnel area to effect a lower
[6:41:39]
percentage of compensation to total
[6:41:41]
expense and/or total revenues.
[6:41:44]
so, this scenario here is what we
[6:41:49]
would likely come back with in more
[6:41:53]
details at the june committee of the
[6:41:56]
whole meeting and go over this in
[6:41:59]
depth and I would like to at that time
[6:42:03]
discuss in further detail the
[6:42:06]
restoration versus growth authority
[6:42:08]
and the impact on our budgets and then
[6:42:16]
of course then bring to you a
[6:42:20]
tentative budget for acceptance at the
[6:42:23]
end of the june meeting.
[6:42:27]
so, really this is sort of the next
[6:42:32]
steps placed in the context early on,
[6:42:36]
right, that's meet with not only --
[6:42:39]
well, begin the meeting with our budge
[6:42:41]
committee, we have a special meeting
[6:42:44]
set for tuesday the 10th, so two days
[6:42:46]
prior to the meeting -- the committee
[6:42:49]
meeting of the whole, so that they
[6:42:51]
will have additional input.
[6:42:55]
we scheduled two additional meetings
[6:42:57]
so they could continue to participate
[6:42:59]
in the budget development.
[6:43:00]
I know last year the meetings were
[6:43:03]
cancelled.
[6:43:04]
I don't think that served us well as
[6:43:06]
an institution, we want to highly
[6:43:08]
encourage our budget committee members
[6:43:09]
to meet during the summer.
[6:43:13]
during the committee of the whole
[6:43:16]
meeting, we'll hopefully be able to
[6:43:18]
flush out in much greater detail this
[6:43:21]
framework of going towards fiscal
[6:43:25]
stability and it will be closely tied
[6:43:28]
to our program review including
[6:43:33]
vitalization or revitalization
[6:43:39]
criteria.
[6:43:40]
and then as I said, we'll hopefully be
[6:43:44]
able to finalize that and bring to you
[6:43:45]
at the end of june the tentative
[6:43:51]
budget.
[6:43:52]
with that, I'm certainly open to your
[6:43:55]
questions.
[6:43:56]
>> it's 11:00, we need a motion to
[6:43:57]
extend the meeting.
[6:43:58]
I move we extend the meeting until
[6:44:01]
midnight.
[6:44:02]
>> thank you, is there a second?
[6:44:03]
>> second.
[6:44:04]
>> moved by trustee -- vice-president
[6:44:07]
zamora, seconded by trustee chung.
[6:44:12]
>> student trustee brandt, your
[6:44:13]
advisory vote?
[6:44:14]
>> aye.
[6:44:15]
>> president martinez?
[6:44:16]
>> yes.
[6:44:17]
>> vice-president zamora?
[6:44:18]
>> aye.
[6:44:22]
>> trustee chisti?
[6:44:23]
>> aye.
[6:44:24]
>> trustee wong?
[6:44:25]
>> yes.
[6:44:26]
>> trustee solomon?
[6:44:27]
>> sure.
[6:44:28]
>> trustee chung?
[6:44:29]
>> aye.
[6:44:30]
>> trustee mccarty?
[6:44:31]
>> aye.
[6:44:32]
>> the motion passes.
[6:44:33]
>> thank you.
[6:44:35]
>> so, we are now at the point where
[6:44:38]
we can have trustee questions or
[6:44:41]
comments.
[6:44:42]
trustee, any questions or comments?
[6:44:43]
trustee chung?
[6:44:47]
>> I want to thank vc ligoso for
[6:44:52]
taking on our input and also the work
[6:44:57]
that obviously got us to the plan
[6:44:59]
of the collective vision of growing
[6:45:02]
and thank you for hearing us out on
[6:45:04]
the idea of taking advantage the
[6:45:07]
restoration authority.
[6:45:08]
I think the piece that I imagine all
[6:45:12]
our trustees are agreeing to is we
[6:45:14]
want a balanced budge so the matter
[6:45:17]
is, you know, and I think this was
[6:45:20]
somewhat flushed out in a little bit
[6:45:23]
more detail in the enrollment packet,
[6:45:30]
the strategic enrollment management
[6:45:31]
scenario for how to do this but I
[6:45:38]
think there is -- you know, -- there
[6:45:44]
has to be a way for us, we've been
[6:45:47]
doing it for a long time, there has to
[6:45:48]
be a way for us still to be
[6:45:52]
innovative, for example, when you
[6:45:55]
joined our college, you corrected
[6:45:58]
something that we've been banging our
[6:46:00]
heads on the wall about, about how so
[6:46:02]
much of the funding -- so much of the
[6:46:07]
expenditures that came out of
[6:46:10]
unexpended fund didn't need to come
[6:46:12]
out of there, they come out of
[6:46:20]
uncategorical funds, we have to bolster
[6:46:22]
revenue for the college, we have
[6:46:24]
to do it through free city, through
[6:46:28]
fundraising because it's not okay to
[6:46:31]
balance our budget on the backs of our
[6:46:38]
workers.
[6:46:39]
I understand the rationale behind
[6:46:41]
using the percentage to -- as one
[6:46:47]
method of seining whether or not we
[6:46:49]
are sustainable, but it is very -- it
[6:46:55]
is a lens has doesn't lend to, one,
[6:46:59]
the cost of living here in the city,
[6:47:02]
it doesn't lend to what other
[6:47:05]
expenditures other districts are
[6:47:07]
spending on.
[6:47:09]
you know, are they spending it on
[6:47:11]
rent, I don't know, I don't know how
[6:47:13]
they're getting the percentage they're
[6:47:15]
getting to average out to around 80%
[6:47:19]
of their expenditures going to
[6:47:24]
personnel.
[6:47:25]
but I'm hoping
[6:47:31]
the plan -- I hope the pgc
[6:47:34]
budget committee can meet and
[6:47:36]
recommend a plan that is a little bit
[6:47:38]
more detailed and bridges that
[6:47:42]
strategic enrollment plan and helping
[6:47:44]
us understand how we're going to
[6:47:47]
balance the budget and as you had
[6:47:50]
mentioned where we're relying on the
[6:47:53]
academic senate to understand we're
[6:47:59]
not compromising on the able for the
[6:48:00]
students to complete or to interrupt
[6:48:04]
their educational plan but rather in
[6:48:09]
the vision of what is -- what are
[6:48:12]
those few sections that will help them
[6:48:14]
that we can add for that one year,
[6:48:17]
which specific strategic sections that
[6:48:19]
will have high productivity but will
[6:48:22]
also help students finally fulfill the
[6:48:24]
rimers they need to continue along
[6:48:27]
their educational plan.
[6:48:30]
so, thank you for providing these
[6:48:34]
scenarios and I look forward to the
[6:48:37]
balanced budget we're going to vote on.
[6:48:42]
>> vice-president zamora?
[6:48:44]
>> thank you.
[6:48:47]
just some feedback, thank you, I
[6:48:50]
really appreciated seeing the
[6:48:51]
different scenarios,
[6:48:55]
that was helpful to
[6:48:57]
envision some options.
[6:49:00]
kind of to trustee chung's point, and
[6:49:06]
it just came to me, but the
[6:49:11]
restoration authority, I've heard in
[6:49:14]
the past that sometimes we plan for a
[6:49:17]
particular course for students and
[6:49:19]
this is just me repeating what I heard.
[6:49:23]
but we don't think out the next class
[6:49:27]
so they can't complete whatever it is
[6:49:29]
they're trying to do and I'm almost
[6:49:33]
wondering if there is a possibility in
[6:49:38]
this restoration authority option to
[6:49:40]
see if there are particular classes
[6:49:46]
that need, maybe not need, but that
[6:49:48]
students need to
[6:49:51]
complete a certain track and whether
[6:49:53]
maybe that's a narrowing of that
[6:49:55]
particular option.
[6:49:56]
I don't know, I'm just kind of spit
[6:49:58]
balling here but it kind of came to
[6:50:01]
you as you were mentioning that.
[6:50:09]
maybe something that you could look
[6:50:11]
into.
[6:50:12]
>> other trustees?
[6:50:14]
and we'll go to public comments in
[6:50:16]
just a moment.
[6:50:17]
you mentioned that the pgc budget
[6:50:20]
committee will meet in the summer.
[6:50:21]
>> yes.
[6:50:23]
>> is it possible -- the board usually
[6:50:27]
does not meet in the summer in the month
[6:50:30]
of july.
[6:50:31]
would you let us know as you go
[6:50:36]
through this with the pgc committee if
[6:50:39]
there are times that it might be
[6:50:41]
helpful for the board to meet so we
[6:50:43]
can plan our time away efficiently and
[6:50:47]
effectively, just in case we need --
[6:50:50]
or even in june if we need another
[6:50:52]
meeting or two in june, I'm recalling
[6:50:58]
how important the budget workshops
[6:51:02]
were in our understanding and the
[6:51:03]
community's understanding about the
[6:51:04]
budget but this is a different
[6:51:06]
dimension, this is a dimension about
[6:51:08]
how do you do educational planning,
[6:51:14]
classes, student support services, so
[6:51:16]
that they meet with the budget, so
[6:51:18]
that there's an integration of those
[6:51:22]
two and I like this because this is a
[6:51:24]
first start but that may be something
[6:51:27]
that really needs to be flushed out
[6:51:31]
so we know that when you're talking
[6:51:35]
about ftef, what the strategies are
[6:51:41]
that are being talked about in terms
[6:51:44]
of the assignment of those
[6:51:46]
to certain places because perhaps they
[6:51:50]
present more opportunities for growth
[6:51:53]
with a lower cost for example, so I'm
[6:51:57]
glad this is beginning to happen.
[6:52:00]
one of the things that was presented
[6:52:03]
to us in a prior presentation was the
[6:52:08]
possibility of the district
[6:52:10]
reorganization as a cost saving -- to
[6:52:13]
find some efficiencies.
[6:52:17]
if that is something that is being
[6:52:20]
worked on, it would be helpful if as
[6:52:27]
the conversations are proceeding, that
[6:52:28]
we are kept informed so that we have a
[6:52:31]
better understanding and are more
[6:52:36]
prepared when things come to us for a
[6:52:38]
final recommendation if you would.
[6:52:39]
anyone else?
[6:52:42]
is there any public comment?
[6:52:44]
>> yes, we do, the first one is
[6:52:48]
abigail bornstein.
[6:52:55]
>> so, when I look at the multiyear
[6:53:03]
budget assumptions, I find them
[6:53:09]
offensive, I can't describe the
[6:53:10]
feeling I have when I look at them, we
[6:53:13]
have 380 full time faculty when you
[6:53:16]
count this year's resignations and
[6:53:18]
retirements, the assumption here will
[6:53:20]
bring that count down on to roughly
[6:53:25]
300 full time faculty.
[6:53:27]
well, at the same bringing the head
[6:53:31]
count from roughly 600 to possibly
[6:53:34]
over 800 or more, the committee
[6:53:37]
work does not decrease, the curriculum
[6:53:39]
work does not decrease for full time
[6:53:42]
faculty, the workload increases in
[6:53:44]
the remaining full time faculty,
[6:53:46]
pretending that you can change out a
[6:53:48]
full time faculty for two or three
[6:53:50]
part time faculty is so very offensive.
[6:53:53]
the lack of recognition of the work
[6:53:55]
that full time faculty do is out right
[6:53:58]
offensive.
[6:53:59]
on top of that, full time faculty are
[6:54:02]
currently working ot a non-except tif
[6:54:05]
wages which are 1500 to 2 thousand
[6:54:07]
dollars each mother non-competitive,
[6:54:10]
right now, no other employees at this
[6:54:11]
school are asked to work at such a
[6:54:14]
non-competitive wages.
[6:54:16]
then, then we put assumptions down
[6:54:20]
showing zero percent for salary
[6:54:24]
increases.
[6:54:25]
again, offensive.
[6:54:26]
if we cannot have all employees
[6:54:27]
working with competitive wages and
[6:54:31]
within 10-15% of a competitive range
[6:54:33]
with everyone, then we have a
[6:54:35]
structural problem.
[6:54:40]
as long as the spendable reserve
[6:54:41]
percentage above 5%, is that going
[6:54:42]
to be a passable multiyear budget?
[6:54:44]
is that all you're considering?
[6:54:48]
accjc is watching this, the state
[6:54:50]
financial office is watching this,
[6:54:54]
these assumptions cannot stand, we
[6:54:56]
cannot continue to treat the full time
[6:54:57]
faculty in this offensive,
[6:55:00]
disrespectful and a discounted labor
[6:55:04]
manner.
[6:55:06]
these assumptions are offensive.
[6:55:07]
thank you.
[6:55:09]
>> next is susana atwood.
[6:55:19]
>> susana atwood, there's going to be
[6:55:28]
lots of ongoing discussions on all
[6:55:31]
these scenarios I think, I think there
[6:55:33]
might be missing revenue at the top
[6:55:35]
two that's going to make these figures
[6:55:37]
look a little bit better, the part
[6:55:41]
time faculty, reimbursements and the
[6:55:43]
moving other of indirect cost from the
[6:55:47]
categorical, there are places that we
[6:55:49]
can make this look a little better
[6:55:51]
than it is, overall, what I tried to
[6:55:53]
do is look at which of the -- the
[6:55:58]
fifth scenario is the one that dr.
[6:56:00]
ligoso spoke to which is that you just
[6:56:03]
go up next year and then down after
[6:56:07]
that, back to where you were before,
[6:56:08]
there is an inverse relationship
[6:56:12]
between which scenario helps narrow
[6:56:14]
that gap we're trying to narrow and
[6:56:17]
which scenario looks better
[6:56:20]
financially.
[6:56:24]
that scenario at the back
[6:56:27]
of the napkin is the worst ones with
[6:56:34]
narrowing the gap but it is similar or
[6:56:36]
a bit better in making us look
[6:56:38]
financially well.
[6:56:41]
I would recommend if you have the time
[6:56:42]
and I know you folks have lots of
[6:56:44]
things to look at, when the recording
[6:56:48]
is up from the pgc budget that
[6:56:51]
happened on tuesday, there were
[6:56:55]
detailed assumptions for each of these
[6:56:57]
four scenarios and I found that more
[6:56:59]
helpful to be able to look at what
[6:57:02]
each one was but nonetheless, we're
[6:57:05]
going to have to have further
[6:57:08]
discussions and figure out if there's
[6:57:11]
places where we can't find more
[6:57:13]
revenue that would apply to all of the
[6:57:18]
scenarios.
[6:57:19]
after we close the year, we always
[6:57:20]
find a little bit, a couple of million
[6:57:23]
more, so it will be ongoing and pgc
[6:57:28]
budget will be talking about it.
[6:57:32]
>> that concludes public comment.
[6:57:33]
>> thank you very much.
[6:57:38]
are there any -- we went past that,
[6:57:41]
the consent items are next.
[6:57:43]
are there any public comments on the
[6:57:46]
consent items?
[6:57:48]
>> yes, we do.
[6:57:50]
first one is abigail bornstein.
[6:58:01]
>> so, I'm speaking on 15a.
[6:58:02]
and I wanted to say that I am
[6:58:11]
absolutely all for reopeners.
[6:58:14]
I think it's important to have
[6:58:18]
reopeners on contracts to maintain
[6:58:20]
competitive wages.
[6:58:21]
and to keep all the employees within a
[6:58:27]
10-15% competitive range of one
[6:58:28]
another.
[6:58:29]
I think that's important.
[6:58:30]
but if we're having reopeners, we're
[6:58:35]
making wage decisions based on well
[6:58:37]
they got this so we should get that,
[6:58:40]
this one got this so I should get
[6:58:42]
that, that is not how you handle
[6:58:45]
budgets.
[6:58:46]
that is not good -- financing, when I
[6:58:49]
looked at the chancellor's contract,
[6:58:51]
it was like if they get this, I get
[6:58:54]
that.
[6:58:55]
if they get that, I get this.
[6:58:56]
that is not how we should be budgeting.
[6:58:59]
we should be looking at competitive
[6:59:04]
wages.
[6:59:05]
we need tok to be looking at not just
[6:59:07]
competitive wages but also within the
[6:59:10]
whole school structure that everyone
[6:59:11]
has the competitive wages, whatever
[6:59:13]
that may be within a 10-15% range and
[6:59:17]
that is how we peg these wages.
[6:59:21]
I'm also concerned that we're going to
[6:59:22]
go into contract negotiations for
[6:59:24]
multiple years and we do not have a
[6:59:26]
multiyear plan.
[6:59:30]
I wanted to point this out is we
[6:59:33]
literally did a reopener to say they
[6:59:35]
got this so we should get that.
[6:59:39]
and we had some pretty big blinders
[6:59:43]
because the two years before, we had
[6:59:45]
0%, 0% so, the years we chose, but I'm
[6:59:47]
just saying in either way, I'm okay
[6:59:50]
with the reopener if it has to do with
[6:59:52]
competitive wages and also keeping
[6:59:54]
everyone within that same range.
[6:59:55]
we need to stop doing the this for
[6:59:58]
that, I got this, you got that.
[7:00:00]
we have to look at competitive wages
[7:00:03]
and within the same range.
[7:00:04]
thank you.
[7:00:07]
>> next is andre spear man.
[7:00:15]
>> can you hear me?
[7:00:16]
>> yes.
[7:00:17]
>> great.
[7:00:18]
my name is andre and I'm the field
[7:00:22]
representative with seiu, 1021
[7:00:25]
working closely with the employees urn
[7:00:27]
the leadership of maria salazar-colon.
[7:00:34]
we are very excited about the
[7:00:36]
possibility that you will follow
[7:00:37]
through on the hire og the chancellor
[7:00:39]
that everyone seem to be excited
[7:00:42]
about, chancellor cortez, I'm sure
[7:00:44]
there's things that happened many
[7:00:46]
closed session we're not privy too, we
[7:00:48]
hope that you will continue on the
[7:00:52]
path towards finding a conclusion of
[7:00:53]
that contract.
[7:00:55]
we are encouraging you to approve our
[7:00:59]
contract that's item 15a that's gone
[7:01:00]
through the process of negotiations,
[7:01:03]
the back and forth and the give and
[7:01:09]
take.
[7:01:10]
we also encourage the district to take
[7:01:11]
a closer look at who they may be using
[7:01:15]
as their lead negotiator, we spent
[7:01:17]
quite a bit of time explaining things
[7:01:21]
that were simple to understand bah the
[7:01:25]
lead negotiator seemed to not
[7:01:26]
understand it or drag us backwards, so
[7:01:30]
we're hoping you'll reconsider who may
[7:01:33]
lead you in your negotiations with
[7:01:36]
seiu 1021.
[7:01:37]
I'm not sure about the other labor
[7:01:41]
groups and who they had as their lead
[7:01:44]
negotiator.
[7:01:45]
we also encourage you to take a look
[7:01:47]
at -- as you look at your scenarios,
[7:01:50]
also remember that workers have costs
[7:01:53]
that are not simply static but are
[7:01:59]
subject to scenarios outside their
[7:02:00]
control and so we hope that you remain
[7:02:03]
competitive as we look at our 25-26
[7:02:07]
reopener in terms of the fiscal year
[7:02:09]
coming up, so we encourage you to
[7:02:13]
engage the classified employees also
[7:02:15]
in your scenarios and how best to
[7:02:17]
balance the budget and remain fiscally
[7:02:21]
responsible and you remain competitive.
[7:02:22]
thank you so much.
[7:02:24]
>> next is maria salazar colon.
[7:02:36]
>> can you guys hear me again?
[7:02:37]
>> yes.
[7:02:39]
>> so, I'm going to tell you guys
[7:02:42]
something, well, for that big mouth
[7:02:45]
that's always in there, I really wish
[7:02:49]
that colonizer, abigail dumbstein
[7:02:52]
will shut her damn mouth and not speak
[7:02:55]
on seiu items, we don't need her
[7:02:57]
permission when it comes to our
[7:02:59]
negotiations but as usual she doesn't
[7:03:01]
have a clue and is dumber than a bag
[7:03:03]
of rocks and has no place whatsoever
[7:03:07]
in our damn business.
[7:03:10]
but she continues to have a fixation
[7:03:12]
on stirring up her bullshit when it
[7:03:16]
comes to seiu, maybe she should go do
[7:03:19]
math or maybe shut the fuck up.
[7:03:23]
she needs to go focus on
[7:03:27]
[inaudible], I'm sick of her
[7:03:31]
shit.
[7:03:33]
shut the fuck up.
[7:03:36]
>> president martinez, we have to be
[7:03:40]
mindful of whatever comments are being
[7:03:42]
made.
[7:03:43]
>> you guys constantly let her and
[7:03:44]
other people go up there and attack
[7:03:47]
seiu all day every day when it comes
[7:03:49]
to these board meetings and nobody
[7:03:52]
stops her from saying anything, nobody
[7:03:55]
corrects her, I've had enough of it,
[7:03:59]
enough.
[7:04:00]
I'm serious.
[7:04:01]
so, until you guys put her in her
[7:04:04]
place or someone has a conversation
[7:04:06]
with her, don't tell me how to speak.
[7:04:16]
good-bye.
[7:04:17]
>> that concludes public comments.
[7:04:20]
>> thank you.
[7:04:28]
>> does any trustee wish to pull an
[7:04:30]
item for discussion and a separate
[7:04:32]
vote in the consent items.
[7:04:34]
>> president item, there is a an
[7:04:36]
item, 14d, that I believe trustee
[7:04:40]
wong wants to address.
[7:04:42]
>> for 14d, I need that for a
[7:04:45]
separate vote so that way I can
[7:04:47]
abstain on it, I'm not able to vote
[7:04:49]
for that one for obvious reasons.
[7:04:51]
>> is that 14d?
[7:04:53]
>> 14d.
[7:04:55]
>> approval of no contract extension
[7:04:58]
with west ed?
[7:05:01]
>> no, children's council.
[7:05:07]
14e?
[7:05:09]
>> 14d.
[7:05:12]
>> maybe it got updated because
[7:05:16]
sometimes there's a slight change.
[7:05:19]
I can move fast so I didn't get to
[7:05:23]
thank our finance staff for the
[7:05:25]
different scenarios that were
[7:05:26]
provided so that way we can see some
[7:05:29]
of the potential opportunities and
[7:05:31]
challenges that we may face going
[7:05:33]
forward and just give us a perspective
[7:05:36]
view on what may be forthcoming and
[7:05:41]
how we can potentially overcome some
[7:05:43]
of those things and I want to comment
[7:05:45]
a little bit about the sexier iu
[7:05:49]
reopener too, just glad as somebody
[7:05:51]
who used to be a field representative,
[7:05:54]
I'm glad we're able to have that give
[7:05:58]
and take and too bad the process
[7:06:01]
didn't move sooner.
[7:06:02]
I think a lot of times service sector
[7:06:07]
employees do get -- are not fully as
[7:06:11]
fully appreciated, when I worked at
[7:06:13]
hospitals in san francisco, a lot of
[7:06:19]
times the disparity between the
[7:06:21]
service sector workers and the other
[7:06:23]
staff at the hospital, so I think it
[7:06:24]
is important to recognize the
[7:06:26]
importance of getting cola increases
[7:06:29]
and appropriate cola increases and
[7:06:31]
adjustments to them especially as we
[7:06:33]
have rising costs of living in the
[7:06:39]
city.
[7:06:42]
I'll leave it at that.
[7:06:43]
>> does anyone wish to push any item
[7:06:44]
for a separate discussion and vote?
[7:06:48]
trustee chung?
[7:06:50]
>> I don't know if it's -- I'm going
[7:06:52]
to go in order to make it easier on me
[7:06:55]
if that's okay.
[7:06:57]
I think 14b, I want to make a comment
[7:06:59]
on it, so not a separate vote.
[7:07:04]
>> 14 -- say it again.
[7:07:07]
>>itis the approval of course and
[7:07:08]
program actions recommended by the
[7:07:10]
curriculum committee.
[7:07:11]
>> can you make that -- we agreed if
[7:07:13]
we just want to comment, it might be
[7:07:15]
good the put it in a report.
[7:07:16]
>> at the end of the meeting?
[7:07:18]
>> yeah.
[7:07:19]
>> okay, we can absolutely do that.
[7:07:20]
>> thank you.
[7:07:21]
>> I do want to point -- or I have
[7:07:27]
questions about -- sorry, just quickly
[7:07:30]
again I'm just scrolling in order, the
[7:07:32]
thing that we usually do for employees
[7:07:38]
that are retiring and are we also
[7:07:40]
doing that in reports?
[7:07:42]
we're going to do that in reports,
[7:07:43]
okay.
[7:07:44]
>> yes.
[7:07:47]
>> as usual, I have questions about
[7:07:55]
16a, I know you're so excited.
[7:08:02]
I also have questions about 17b.
[7:08:09]
that's the terracon consultants inc.
[7:08:14]
and I have -- 17e, I'm sorry I didn't
[7:08:15]
catch this earlier and again thank you
[7:08:20]
for avc vasquez for bringing this to
[7:08:22]
the committee as a whole by I didn't
[7:08:24]
catch it until now, the attachment
[7:08:28]
that's attached, the exhibits are
[7:08:32]
blank.
[7:08:38]
>> okay, are you asking to have these
[7:08:41]
pulled or just discussion?
[7:08:42]
>> well, I mean, unless we can see the
[7:08:46]
contract -- unless that can be pulled
[7:08:47]
up on to 17e, I imagine that would
[7:08:50]
have to be tabled.
[7:08:51]
>> okay.
[7:08:54]
well, then let's -- 17e, why don't we
[7:08:58]
pull that for discussion.
[7:08:59]
>> okay.
[7:09:00]
>> and separate vote.
[7:09:01]
>> okay.
[7:09:04]
>> and 17b, the terracon consultants,
[7:09:08]
is that just for --
[7:09:09]
>> I have questions, but yes, I'm
[7:09:13]
willing to pass it.
[7:09:14]
>> that's just for discussion?
[7:09:15]
>> yes.
[7:09:16]
>> I'm sorry, president martinez,
[7:09:21]
anything that -- the consent calendar,
[7:09:24]
anything that anyone has discussion or
[7:09:27]
questions about should be pulled from
[7:09:29]
the consent calendar.
[7:09:30]
>> okay, thank you.
[7:09:31]
>> the calendar approval is just a
[7:09:34]
pro forma approval of the items that
[7:09:35]
are there, but if a board member has
[7:09:38]
questions about any of those items,
[7:09:40]
they really should pull that off the
[7:09:42]
consent calendar.
[7:09:43]
>> thank you for that correction.
[7:09:45]
at one point when we were talking
[7:09:49]
about meeting efficiencies, perhaps
[7:09:53]
we were guided in the wrong direction
[7:09:55]
and being told this is one way of
[7:09:58]
doing a meeting efficiency, so we will
[7:10:01]
pull these tenses for discussion.
[7:10:02]
>> I think that when I hear trustee
[7:10:05]
chung saying is a couple of them she
[7:10:09]
has comments about which she can make
[7:10:10]
in the board report, but --
[7:10:13]
>> my pronouns are they/them.
[7:10:15]
>> I am so sorry, that was -- it's
[7:10:18]
just late and I made a mistake on that.
[7:10:21]
but what I heard trustee chung talk
[7:10:26]
about is if trustee chung has comments
[7:10:29]
about something but not questions, she
[7:10:31]
could -- I'm sorry, I'm going to stop
[7:10:35]
talking at this point.
[7:10:36]
comments could be made in the board
[7:10:39]
report but questions about a particular
[7:10:41]
item on consent calendar should be
[7:10:44]
taken off consent calendar to be
[7:10:45]
discussed separately.
[7:10:47]
>> so, for 14b, you have questions?
[7:10:57]
but you do not want to pull it for a
[7:11:00]
separate vote, is that accurate?
[7:11:02]
>> yes, that is correct.
[7:11:05]
well, no, 14b, I can hold to my report.
[7:11:07]
>> okay.
[7:11:08]
>> but 16a, 17b and 17e.
[7:11:09]
>> okay.
[7:11:22]
>> for discussion and I guess also a
[7:11:23]
separate vote is what I'm hearing from
[7:11:29]
counsel.
[7:11:30]
>> 16b for discussion and separate
[7:11:35]
vote.
[7:11:37]
>> 16a, 17b, 17e.
[7:11:40]
>> yeah, you're going a little fast,
[7:11:44]
sorry, 16a, discussion.
[7:11:45]
>> yes.
[7:11:46]
>> okay.
[7:11:49]
17b, you have questions.
[7:11:50]
>> yes.
[7:11:51]
>> okay.
[7:11:55]
and 16a -- let's go back, discussion
[7:11:58]
and separate vote or just discussion?
[7:12:04]
>> just discussion.
[7:12:05]
>> okay.
[7:12:08]
16b, you have just questions.
[7:12:12]
so we'll pull that --
[7:12:13]
>> no, I heard 16, so just -- so, 16a,
[7:12:23]
17b, 17e.
[7:12:26]
>> 16a, 17b and --
[7:12:27]
>> 17.
[7:12:32]
>> I know, 16a, 17b, then you listed
[7:12:36]
another one.
[7:12:37]
>> and then 17e.
[7:12:38]
>> okay.
[7:12:40]
so, on each one, let's go through
[7:12:44]
slowly, 16a, you want -- you don't
[7:12:47]
want a separate vote?
[7:12:48]
>> no, I just have questions.
[7:12:53]
counsel mentioned if we're discussing
[7:12:55]
it, we should pull it out separately
[7:12:57]
and vote on it as well.
[7:12:59]
>> so it's a discussion and separate vote
[7:13:01]
so we'll pull it.
[7:13:03]
17b.
[7:13:04]
>> correct.
[7:13:05]
>> same thing?
[7:13:06]
>> yes, let's just do that for all of
[7:13:09]
them to follow counsel.
[7:13:10]
>> anyone else have anything they want
[7:13:13]
to pull for discussion and separate
[7:13:17]
vote?
[7:13:21]
alright.
[7:13:22]
>> madam president, if I make a motion
[7:13:26]
that we approve the consent items that
[7:13:28]
have not been pulled for discussion, I
[7:13:32]
also would like to point out that
[7:13:36]
student trustee heather brandt has her
[7:13:38]
hand up.
[7:13:39]
>> thank you.
[7:13:41]
>> my apologies, I don't want to derail
[7:13:43]
what we're doing, I'm hoping at some
[7:13:45]
point we can take a bile break.
[7:13:48]
>> we have a half hour to go but let's
[7:13:52]
take a 10 minute bile break and then
[7:13:54]
we're going to have to extend.
[7:13:58]
is that okay with everybody?
[7:14:01]
alright.
[7:14:02]
ten minutes.
[7:14:04]
( meeting in recess ).
[7:22:30]
>> we are back in order.
[7:22:33]
hearing no other requests to either
[7:22:35]
pull for discussion and separate vote
[7:22:39]
or just report in your regular
[7:22:44]
reports, let's go ahead and move the
[7:22:46]
resolutions, is there a motion to
[7:22:47]
approve the resolutions we have not --
[7:22:50]
that we have not pulled?
[7:22:51]
>> so moved.
[7:22:52]
>> second.
[7:22:53]
>> thank you.
[7:22:54]
roll call vote.
[7:22:57]
>> student trustee brandt, your
[7:22:59]
advisory vote?
[7:23:00]
>> aye.
[7:23:01]
>> president martinez?
[7:23:02]
>> yes.
[7:23:03]
>> vice-president zamora?
[7:23:04]
>> aye.
[7:23:05]
>> trustee chisti?
[7:23:06]
>> aye.
[7:23:07]
>> trustee wong?
[7:23:08]
>> yes.
[7:23:09]
>> trustee solomon?
[7:23:10]
>> aye.
[7:23:11]
>> trustee chung?
[7:23:12]
>> aye.
[7:23:13]
>> trustee mccarty?
[7:23:14]
>> aye.
[7:23:15]
>> the motion passes.
[7:23:16]
>> now we'll discuss item 16a,
[7:23:23]
trustee chung?
[7:23:25]
>> we're going to have a callback to the
[7:23:29]
tennis ballets conversation.
[7:23:32]
no, and maybe we might not have to
[7:23:35]
bother, I don't know if vc ligoso can
[7:23:40]
answer this.
[7:23:44]
for badminton, the shuttle cox, why
[7:23:48]
are they categorical?
[7:23:53]
aren't they included with tennis balls?
[7:23:57]
the equivalent to -- the shuttle cox
[7:24:01]
that badminton team uses or it's on
[7:24:04]
here, we can find this, one second.
[7:24:10]
yes, in line 54, why is it -- or line
[7:24:19]
55, I'm sorry, this is the trouble with --
[7:24:23]
it's one of those lines but it
[7:24:25]
says, yes, the shuttle cox are for
[7:24:29]
badminton team is a categorical, I
[7:24:31]
thought that was the whole point about
[7:24:37]
the tennis balls that had to be
[7:24:40]
unrestricted, the tennis nets were
[7:24:41]
categorical but the tennis balls were
[7:24:44]
not.
[7:24:45]
>> I think one was a supply item
[7:24:49]
whereas another one was the equipment
[7:24:51]
item, the one was an equipment item
[7:24:56]
where the tennis balls was a supply
[7:24:58]
item and these badminton items are
[7:25:01]
also supply items so they qualify as
[7:25:05]
restricted lottery funds and
[7:25:07]
instructional supply.
[7:25:08]
>> got it.
[7:25:10]
okay.
[7:25:11]
and then in the unrestricted funds for
[7:25:13]
the -- so, I noted a couple of these
[7:25:19]
hicks, I'm glad we get catering and we
[7:25:24]
feed employees, but there's one item
[7:25:27]
that was unrestricted but came
[7:25:29]
specifically for -- the catering for
[7:25:31]
the summer food program for the
[7:25:33]
financial aid office.
[7:25:34]
why was that unrestricted instead of
[7:25:37]
-- like, is it because the financial
[7:25:40]
aid office, nothing funded through the
[7:25:43]
financial aid office can be funded
[7:25:45]
through anything categorical?
[7:25:49]
>> I don't believe the financial aid
[7:25:52]
office has any categorical.
[7:25:59]
that's really sort of like indirect.
[7:26:02]
>> I see.
[7:26:03]
>> so, that's presumably why that was
[7:26:07]
funded like that.
[7:26:08]
>> I see, thank you for that.
[7:26:13]
>> I had one more, I should have
[7:26:15]
written this down but it will probably
[7:26:17]
come to me at the next purchase order,
[7:26:19]
thank you so much for answering my
[7:26:23]
questions.
[7:26:24]
>> yes, vice-president zamora?
[7:26:26]
>> I just want to take note that I did
[7:26:30]
notice the numbered line items and I
[7:26:33]
very much appreciate it, thank you.
[7:26:37]
>> yes, trustee chung?
[7:26:38]
>> sorry, president martinez, I
[7:26:40]
remember it now, it was -- I noticed,
[7:26:42]
so when it comes to copies, copying
[7:26:46]
paper, when it's a specific
[7:26:48]
department, it is able to fund through
[7:26:50]
categorical funding but when it's the
[7:26:53]
duplicating department, I assume all
[7:26:55]
duplications by the department are in
[7:26:57]
service to a specific department or
[7:27:02]
program, would it not be beneficial to
[7:27:04]
be specific and that way we can pay
[7:27:06]
for it through categorical funding?
[7:27:14]
>> so, generally the institutional
[7:27:16]
copying that comes to our copying
[7:27:17]
department is funded through u funds,
[7:27:20]
some of the categorical may have
[7:27:23]
special needs, so hence they purchase
[7:27:26]
their own plus there may be available
[7:27:29]
funds for them.
[7:27:30]
they want to ensure they spend down
[7:27:32]
the entire restricted allocation, so
[7:27:34]
we don't have any unspent that we have
[7:27:37]
to return.
[7:27:38]
sometimes they may be special kind of
[7:27:42]
paper needs, you know, that we don't
[7:27:44]
normally accommodate.
[7:27:46]
our general paper that we purchase for
[7:27:49]
copying is the 20 pound probably stark
[7:27:52]
white kind of paper and that's our
[7:27:56]
standard here just for straight
[7:27:59]
copying and that's what we supply to
[7:28:02]
our user departments but if there is
[7:28:05]
special needs and there's categorical
[7:28:07]
funds available, then likely they'll
[7:28:10]
use that to be able to purchase that.
[7:28:13]
>> so, are you ready to move the item?
[7:28:19]
>> yes, I'll move item 16a.
[7:28:27]
>> I second.
[7:28:28]
>> okay.
[7:28:31]
let's take the roll call vote on
[7:28:35]
that.
[7:28:36]
>> student trustee brandt, your
[7:28:39]
advisory vote, please.
[7:28:41]
>> aye.
[7:28:42]
>> president martinez?
[7:28:43]
>> yes.
[7:28:44]
>> vice-president zamora?
[7:28:45]
>> aye.
[7:28:46]
>> trustee chisti?
[7:28:47]
>> aye.
[7:28:48]
>> trustee wong?
[7:28:49]
>> yes.
[7:28:52]
>> trustee chung?
[7:28:53]
>> aye.
[7:28:54]
>> trustee mccarty?
[7:28:55]
>> aye.
[7:28:56]
>> the motion passes.
[7:29:00]
item 17b, trustee chung?
[7:29:01]
>> yes, and excuse me if I missed any
[7:29:05]
detail on this, but there isn't quite
[7:29:09]
an explanation for why it's going to
[7:29:15]
take longer, why it was originally 22
[7:29:19]
months and then -- did I pull the
[7:29:23]
right agenda item?
[7:29:25]
>> I think the 22 month to additional
[7:29:29]
duration is for 17e.
[7:29:36]
that is completely correct.
[7:29:37]
I did not need to pull this item, I'm
[7:29:40]
sorry for that, trustees, my
[7:29:42]
colleagues.
[7:29:43]
can I move 17b.
[7:29:46]
>> is there a second.
[7:29:47]
>> second.
[7:29:48]
>> okay.
[7:29:49]
let's take the vote.
[7:29:51]
>> student trustee brandt, your
[7:29:53]
advisory vote?
[7:29:54]
>> aye.
[7:29:57]
>> president martinez?
[7:29:58]
>> yes.
[7:29:59]
>> vice-president zamora?
[7:30:00]
>> aye.
[7:30:01]
>> trustee chisti?
[7:30:02]
>> aye.
[7:30:03]
>> trustee wong?
[7:30:04]
>> aye.
[7:30:05]
>> trustee solomon?
[7:30:06]
>> yes.
[7:30:07]
>> trustee chung?
[7:30:08]
>> aye.
[7:30:09]
>> trustee mccarty?
[7:30:10]
>> aye.
[7:30:11]
>> the motion passes.
[7:30:12]
>> 17e.
[7:30:13]
>> returning to you, avc vasquez, so
[7:30:17]
--
[7:30:18]
>> go ahead, please ask your question.
[7:30:19]
>> yes, so I was wondering why the
[7:30:26]
construction -- the second piece of the
[7:30:29]
project is taking -- or I guess in
[7:30:33]
totally, the original contract was 22
[7:30:35]
months and now it's 30 months and
[7:30:39]
could you provide a little bit more of
[7:30:41]
an explanation for that.
[7:30:43]
>> yes, so, on the first part under
[7:30:47]
the bold authorization, there's a one
[7:30:50]
and a two, when we made the
[7:30:53]
selection rudolph and sletten, there
[7:30:55]
were two contracts we were going to
[7:30:58]
go into is, one was going to be a
[7:31:01]
preconstruction service agreement that
[7:31:02]
they were able to start soon
[7:31:09]
afterwards and give other
[7:31:13]
additional support to streamline the
[7:31:14]
design a little bit and that was just
[7:31:19]
997 thousand, they've been under that
[7:31:20]
contract and working with us and
[7:31:24]
getting pricing and estimates for that.
[7:31:27]
as part of that process, they were
[7:31:31]
given the item 2 which is -- what was
[7:31:34]
going to be the future construction
[7:31:36]
services agreement which is the
[7:31:37]
contract for them to build a project,
[7:31:41]
some of these parameters we
[7:31:43]
established because we wanted a fair
[7:31:45]
playing field and at the time, the
[7:31:47]
project was not designed in its
[7:31:55]
totality, so we made the item 2a, a
[7:31:58]
construction fee, we had the different
[7:32:02]
firms what 2a would be as a percentage
[7:32:03]
of a fee which is a cost of the
[7:32:08]
construction, item 2b which was base
[7:32:10]
on a consistent 22 month schedule that
[7:32:12]
all of them had so it would be about an
[7:32:15]
even playing field for everybody submitting
[7:32:16]
submitting on the 22 month schedule.
[7:32:19]
as part of -- and also item c which
[7:32:22]
was a rate of insurance would be
[7:32:25]
1.51% and item d, those will all be
[7:32:30]
consistent as they submitted as part
[7:32:32]
of this initial submittal for the
[7:32:34]
construction manager at risk.
[7:32:36]
what's changed from the 22 month to
[7:32:40]
the now revised 30 month is the
[7:32:43]
drawings, details, all that
[7:32:45]
information is now complete and in
[7:32:48]
their analysis of the construction
[7:32:53]
timeframe, they've shared with us that
[7:32:58]
the initial construction schedule that
[7:33:00]
was prepared was not adequate, so we
[7:33:03]
did a lot of review research
[7:33:06]
confirming of that schedule and
[7:33:07]
understanding how they were going to
[7:33:09]
build it.
[7:33:11]
the concrete walls as part the project
[7:33:15]
and we acknowledged that the
[7:33:17]
construction schedule that we
[7:33:18]
initially had without a complete set
[7:33:20]
of documents for fair, equal pricing
[7:33:22]
across the board for anybody
[7:33:25]
submitting the proposals was short 8
[7:33:27]
months and that's where we're coming
[7:33:29]
to the board to acknowledge that the
[7:33:34]
actual duration should have been 30
[7:33:35]
months at the time if we had a more
[7:33:40]
complete project pansies completed and
[7:33:42]
be able to have had our estimate give
[7:33:45]
us that analysis, so that's why we're
[7:33:49]
-- they prorated it at the same 22
[7:33:52]
month schedule for 30 months, a little
[7:33:55]
bit less, but we did acknowledge our
[7:33:58]
construction duration was short 8
[7:34:03]
months.
[7:34:04]
>> it does -- and I did do the
[7:34:06]
calculation, it is right, it should
[7:34:08]
have came out to 19 million 900
[7:34:12]
thousand or so, a little bit about
[7:34:15]
that number, it's a little bit
[7:34:16]
discounted in a way but it seems like
[7:34:20]
-- I'm just trying to understand
[7:34:24]
because if what they had designed is
[7:34:28]
leading to them having a contract that
[7:34:31]
now costs 4 million dollars more, I'm
[7:34:35]
trying to --
[7:34:36]
>> yeah, no, I can clarify.
[7:34:38]
they have not designed this project,
[7:34:39]
this is a different model
[7:34:43]
than our design build projects.
[7:34:45]
the steam and the student success
[7:34:48]
center was a different model where we
[7:34:51]
had procured a design build team that
[7:34:55]
they -- the builder and the designer,
[7:34:58]
and this example, our architect tef is
[7:35:02]
under our -- under a contract with us,
[7:35:04]
and at the time of this contract,
[7:35:09]
there were drawings but not complete
[7:35:11]
enough where we could get a full
[7:35:17]
contractibility and we have made some
[7:35:19]
sunsets through our internal team to
[7:35:21]
review and develop a 22 month
[7:35:23]
schedule but after the documents were
[7:35:25]
completed enough to get a more
[7:35:27]
complete estimate and construction
[7:35:31]
timeline, the rudolph and sletten came
[7:35:33]
back with a longer schedule, we then
[7:35:36]
had to review and confirm that and we
[7:35:37]
were able to confirm that it was a 30
[7:35:43]
month schedule, they did not design
[7:35:46]
the buildings they took a design we
[7:35:48]
did independently of them.
[7:35:50]
>> I see.
[7:35:53]
is there -- was there any manner in
[7:35:55]
which we would have had a better
[7:35:56]
estimate that it was 30 -- it would
[7:36:00]
have taken a 30 month duration to construct
[7:36:04]
so it was factored in, in the bidding
[7:36:07]
process?
[7:36:08]
>> so, the bidding process was just as
[7:36:13]
in the document, the 2a, b, c and d
[7:36:17]
items , those were all fixed numberers
[7:36:21]
early on.
[7:36:22]
we did not have a complete
[7:36:24]
architectural set to be able to bid
[7:36:26]
all the details we have now and this
[7:36:28]
information comes back from us from
[7:36:30]
earlier this year where they
[7:36:33]
acknowledged that the duration of the
[7:36:36]
all the details if building
[7:36:41]
infrastructure would be a 30 month
[7:36:42]
schedule.
[7:36:43]
at the time we put the original
[7:36:46]
request for cmr, we did not have the
[7:36:48]
level of detail needed to establish a
[7:36:53]
more accurate 30 month schedule we
[7:36:55]
have now, that's about two years
[7:37:00]
later.
[7:37:01]
>> and so I think I'll have to think
[7:37:02]
about this a little bit more to figure
[7:37:04]
out the if there is additional
[7:37:08]
questions I can throw at you for
[7:37:10]
another agenda item in the future, avc
[7:37:14]
vasquez, as far as the attachment, the
[7:37:17]
exhibits that are blank.
[7:37:21]
>> yeah, so I was looking at that
[7:37:23]
when I heard during the break time and
[7:37:26]
I'm not sure, this was kind of a
[7:37:28]
document that was put together.
[7:37:31]
I think the initial amendment too but
[7:37:37]
the main substance of it was that
[7:37:42]
duration cost and the contract will
[7:37:45]
obviously come to the board once we
[7:37:47]
get the plan approval from dsa and
[7:37:53]
we're able submit a full contract, all
[7:37:54]
of the items will be included at that
[7:37:57]
time.
[7:38:00]
>> I mean, I think since it's
[7:38:05]
substantively within the summary of
[7:38:09]
the board agenda, it will make it to
[7:38:11]
the contract, so I'm --
[7:38:14]
>> yes, salute.
[7:38:17]
>> I'm going to move the item.
[7:38:19]
>> is there a second?
[7:38:20]
>> second.
[7:38:24]
>> student roust brandt, your advisory
[7:38:26]
vote?
[7:38:27]
>> aye.
[7:38:28]
>> president martinez?
[7:38:29]
>> yes.
[7:38:30]
>> vice-president zamora?
[7:38:31]
>> aye.
[7:38:32]
>> trustee chisti?
[7:38:33]
>> aye.
[7:38:34]
>> trustee wong?
[7:38:35]
>> yes.
[7:38:36]
>> trustee solomon?
[7:38:37]
>> aye.
[7:38:38]
>> trustee chung?
[7:38:39]
>> aye.
[7:38:40]
>> trustee mccarty?
[7:38:41]
>> aye.
[7:38:42]
>> the motion passes.
[7:38:43]
>> thank you, we're now
[7:38:45]
at the item committee reports.
[7:38:50]
>> I'm sorry, president martinez, item
[7:38:55]
14d.
[7:38:57]
>> item 14d, I appreciate the heads-up.
[7:39:01]
>> I have a procedural question.
[7:39:02]
>> yes.
[7:39:06]
>> thank you, trustee wong, for
[7:39:09]
identifying your abstention.
[7:39:10]
but I'm curious, does trustee wong
[7:39:12]
have to leave the room if there's
[7:39:14]
discussion or -- I just don't know
[7:39:17]
what that -- yeah.
[7:39:19]
>> that part might be addressed by
[7:39:22]
kathy.
[7:39:23]
I know that he can't participate in
[7:39:24]
the discussion but does he need to
[7:39:27]
also leave the room?
[7:39:28]
>> the proper -- I don't know whether
[7:39:30]
the source of the abstention or --
[7:39:34]
>> I can share, it's obvious, it is my
[7:39:39]
employer.
[7:39:41]
>> so, then you likely have a
[7:39:44]
financial interest in this particular
[7:39:45]
item and so, yes, the proper procedure
[7:39:49]
under the fppc is the recuse yourself
[7:39:52]
which is announce the financial
[7:39:54]
interest and leave the room while the
[7:39:56]
item is being voted upon and discussed.
[7:39:58]
>> I will leave the room right now,
[7:40:00]
somebody tell me when to come back in.
[7:40:02]
>> thank you.
[7:40:05]
>> before we move forward, I think it
[7:40:07]
would be appropriate for a motion to
[7:40:10]
extend the time of this meeting.
[7:40:11]
>> yes, I was going to ask for that
[7:40:13]
motion.
[7:40:14]
>> to I'm hoping 12:15.
[7:40:16]
>> second.
[7:40:17]
>> let's just put it to 12:30, we can
[7:40:20]
adjourn earlier.
[7:40:21]
>> I agree.
[7:40:22]
>> moved and seconded to adjourn the
[7:40:25]
meeting at 12:30, vice-president
[7:40:28]
zamora moved, seconded by trustee
[7:40:31]
chung.
[7:40:32]
>> student trustee brandt, your
[7:40:33]
advisory vote?
[7:40:34]
>> aye.
[7:40:35]
>> president martinez?
[7:40:36]
>> yes.
[7:40:37]
>> vice-president zamora?
[7:40:38]
>> aye.
[7:40:39]
>> trustee chung?
[7:40:40]
>> aye.
[7:40:41]
>> trustee chisti?
[7:40:42]
>> aye.
[7:40:43]
>> trustee solomon?
[7:40:44]
>> yes.
[7:40:45]
>> trustee mccarty?
[7:40:46]
>> aye.
[7:40:47]
>> the motion passes.
[7:40:49]
>> we will now -- is there any
[7:40:51]
discussion on this item?
[7:40:55]
will somebody move the item?
[7:40:59]
>> so moved.
[7:41:00]
>> second.
[7:41:01]
>> thank you.
[7:41:02]
will you call the roll, please.
[7:41:03]
>> sorry, please, we were extending
[7:41:05]
time, so not yet.
[7:41:10]
>> student trustee brandt, your
[7:41:12]
advisory vote?
[7:41:13]
>> aye.
[7:41:15]
>> president martinez?
[7:41:16]
>> yes.
[7:41:17]
>> vice-president zamora?
[7:41:18]
>> aye.
[7:41:19]
>> trustee chisti?
[7:41:20]
>> aye
[7:41:24]
>> trustee solomon?
[7:41:25]
>> yes.
[7:41:26]
>> trustee chung?
[7:41:27]
>> aye.
[7:41:28]
>> trustee mccarty?
[7:41:29]
>> aye.
[7:41:30]
>> the motion passes.
[7:41:31]
>> thank you.
[7:41:32]
we are now at committee reports and
[7:41:36]
can you pull it up.
[7:41:37]
item 20.
[7:41:42]
>> I think we're at 19.
[7:41:49]
>> informational items.
[7:41:50]
that's 19.
[7:42:03]
>> number 19a.
[7:42:04]
>> yeah, so trustees, these are all
[7:42:07]
items that have been brought before
[7:42:09]
you previously for a first read I
[7:42:13]
believe at the most recent committee
[7:42:18]
of all meeting, so we can start with
[7:42:21]
item 19a if there are any additional
[7:42:26]
questions about ap6.36, the course
[7:42:29]
auditing and auditing fees.
[7:42:31]
>> trustees, are there any comments or
[7:42:35]
questions?
[7:42:36]
any public comments?
[7:42:40]
okay.
[7:42:41]
since this is an informational items,
[7:42:42]
I'm assuming we do not have to take a
[7:42:46]
vote.
[7:42:48]
okay, item 19b?
[7:42:49]
>> this one is regarding student
[7:42:54]
activities and including a name change
[7:42:55]
to the associated students
[7:43:00]
organization ap5.01.
[7:43:04]
>> trustee, any questions or comments?
[7:43:07]
thank you, number 19c?
[7:43:11]
>> ap5.08 regarding credit card
[7:43:14]
solicitation on campus.
[7:43:16]
>> trustees, any questions or comments?
[7:43:22]
thank you.
[7:43:23]
now we go to number 20, I was trying
[7:43:25]
to get the to this one because it
[7:43:27]
notes that there's supposed to be a
[7:43:31]
report today.
[7:43:32]
number 20.
[7:43:39]
vice-president zamora, do you have a
[7:43:40]
report today?
[7:43:43]
>> unless folks would like me to add
[7:43:49]
additional context, I feel like we
[7:43:51]
covered this at the committee of the
[7:43:54]
whole and nothing has changed since
[7:43:56]
then, so just for expediency.
[7:43:59]
>> okay, thank you.
[7:44:04]
I will ask interim chancellor bailey to
[7:44:11]
in the next consultation about the
[7:44:16]
agenda that we remove this item unless
[7:44:20]
we inform him there's a need to have
[7:44:22]
it on the agenda, thank you.
[7:44:28]
okay.
[7:44:29]
trustee reports.
[7:44:31]
trustees, any reports?
[7:44:35]
I'll defer and go last.
[7:44:39]
anybody have a report, yes?
[7:44:42]
>> public comments on?
[7:44:45]
>> reports.
[7:44:47]
>> on reports?
[7:44:49]
okay.
[7:44:50]
could we go ahead and take public
[7:44:52]
comments on reports.
[7:44:54]
>> abigail bornstein.
[7:45:03]
>> so, I wanted to take a moment to
[7:45:07]
address the board.
[7:45:08]
I wanted to remind the board about
[7:45:16]
board policy 1.12.
[7:45:19]
board policy 1.12 and let me read this
[7:45:21]
to you, it is the standards of
[7:45:24]
decorum, the following may be ruled
[7:45:26]
out of order by the president's offer,
[7:45:30]
by the presiding officer, profanity,
[7:45:38]
obscenity and other offensive
[7:45:39]
language, I think we very clearly
[7:45:42]
witnessed that and yet I didn't hear
[7:45:43]
-- I want to say thank you to trustee
[7:45:46]
chisti but I didn't hear an out of
[7:45:48]
order and this was something the
[7:45:50]
president should have jumped on.
[7:45:51]
it is not acceptable, it is disgusting
[7:45:56]
language and I want you to know
[7:46:00]
immediately after that was spoken, I
[7:46:05]
received another vial, nasty, bullying
[7:46:09]
and threatening e-mail.
[7:46:10]
that is going to be going to hr but
[7:46:12]
someone at this school, this school
[7:46:14]
has got to address it, you are now on
[7:46:17]
notice we have a problem here.
[7:46:19]
we have a big problem here.
[7:46:21]
I should not be bullied, I
[7:46:25]
should not be threatened or have
[7:46:29]
disgusting language directed at me or
[7:46:30]
anyone at the school.
[7:46:33]
this is not the first time we've heard
[7:46:36]
things like this.
[7:46:37]
we have it almost after every single
[7:46:41]
board meeting, the type of language
[7:46:44]
that is inappropriate, the bullying
[7:46:46]
behavior that we witness, when I say
[7:46:49]
we, I mean every single one of you
[7:46:52]
board members have witnessed it and I
[7:46:53]
want you to think for a moment what
[7:46:59]
did you witness and what did you do.
[7:47:02]
what action did you take while that
[7:47:06]
was happening?
[7:47:09]
you heard it, I have another e-mail,
[7:47:14]
the school has got a problem and it
[7:47:15]
has to be addressed and this isn't
[7:47:18]
just towards me, it's towards many but
[7:47:20]
I have very specific language in here
[7:47:25]
which is disgusting, vial.
[7:47:29]
and saying, oh, I'm sorry, having
[7:47:31]
people say, oh, I'm sorry you had to
[7:47:34]
hear, that is not enough, the school has
[7:47:35]
to do something about this.
[7:47:38]
>> thank you for your comment, I wish
[7:47:41]
to offer my personal apology and
[7:47:43]
acknowledge that I was wrong in not
[7:47:46]
stopping it and it won't happen again.
[7:47:51]
yes, student trustee brandt?
[7:47:53]
>> yeah, thank you, sorry.
[7:47:55]
I was just trying to better understand
[7:47:59]
process and procedure and what that
[7:48:00]
has to do with board member reports.
[7:48:06]
>> I think we needed to take that
[7:48:10]
public comment because it was
[7:48:11]
necessary given the situation and it
[7:48:13]
may have been slightly out of order
[7:48:16]
but I think it was a comment that we
[7:48:18]
had to hear.
[7:48:20]
>> understood.
[7:48:21]
>> and acknowledged.
[7:48:22]
>> I was just curious, thank you.
[7:48:24]
>> thank you, okay.
[7:48:25]
board reports?
[7:48:29]
okay, I see vice-president zamora?
[7:48:31]
>> I just wanted to take a brief
[7:48:35]
moment to congratulate katia fuchs on
[7:48:39]
her election and all the new and
[7:48:42]
returning academic senate leadership.
[7:48:44]
I also wanted to congratulate michael
[7:48:48]
snider and all the and rushing senate
[7:48:50]
leadership on their elections.
[7:48:52]
I wanted to take a moment to thank
[7:48:57]
student chancellor malinalli
[7:48:59]
villalobos for all of his work, his
[7:49:03]
blood, sweat, tear, his passion and
[7:49:08]
always bringing that everywhere he
[7:49:10]
goes including here to the board.
[7:49:13]
I wish him luck in his next role.
[7:49:16]
I also want to welcome and
[7:49:21]
congratulate an jael ka campos, I have
[7:49:25]
berated with angelica on a number of
[7:49:27]
occasions and every single time
[7:49:29]
angelica has been a ray of sunshine and
[7:49:35]
open to hearing every point of view,
[7:49:37]
so I look forward to working with
[7:49:41]
angelica but finally I wanted to
[7:49:45]
personally thank and appreciate
[7:49:48]
student trustee heather brandt for a
[7:49:51]
number of reasons, not just because of
[7:49:53]
your role as student trustee but
[7:49:57]
because whether or not you know this or
[7:50:01]
have been told this, there's very few
[7:50:03]
people I have met in my life that have
[7:50:08]
exhibited the strength that you have,
[7:50:11]
like, you're tougher than nails, not
[7:50:15]
as tough as nails, you're
[7:50:17]
tougher than nails and frankly you had
[7:50:19]
confided in me a lot of what you
[7:50:23]
shared publicly today and
[7:50:29]
juggling any of the challenges
[7:50:33]
that most students at ccsf have is very
[7:50:40]
common but I feel like you're kind of
[7:50:45]
forged in the fire and I feel like
[7:50:50]
you've gone above and beyond and I
[7:50:52]
just would like you to know that, so I
[7:50:55]
wish you were here.
[7:50:57]
you're being amazing over an encore
[7:51:00]
along with our other students and
[7:51:03]
faculty and administration but I just
[7:51:05]
personally wanted to say it's been
[7:51:07]
such a pleasure getting to know you
[7:51:12]
and working with you and I look
[7:51:13]
forward to your new role as student
[7:51:15]
chancellor which I believe either
[7:51:17]
begins at the beginning of next month
[7:51:19]
or at the adjournment of this meeting
[7:51:21]
so I wish you luck.
[7:51:25]
>> I saw trustee solomon.
[7:51:29]
>> thank you, and I would like to
[7:51:32]
thank you, dr. Lisa cooper wilkins for
[7:51:34]
all the work you did so we could have
[7:51:37]
a beautiful commencement ceremony, it
[7:51:39]
was the highlight of the week, not
[7:51:41]
just the day, so thank you.
[7:51:46]
just wanted to remind people that
[7:51:48]
we've received an e-mail on may 27
[7:51:51]
about pride events, city college will
[7:51:53]
be participating in the pride parade
[7:51:54]
which is on sunday june 29 and
[7:51:58]
reporting time will be announced soon.
[7:52:01]
also something new, city college will
[7:52:02]
be tabling at the pride celebration at
[7:52:08]
civic center plaza on saturday
[7:52:09]
june 28 and sunday june 29.
[7:52:12]
if you can look up that e-mail,
[7:52:17]
there's somewhere where you can sign
[7:52:18]
up to the table or the parade
[7:52:21]
contingent.
[7:52:22]
there also is going to be the annual
[7:52:24]
flag raising on a date to be decided.
[7:52:28]
I think it might be as early as the
[7:52:30]
first week of june, so stay tuned.
[7:52:31]
thank you.
[7:52:33]
>> thank you.
[7:52:36]
and any other trustee reports?
[7:52:37]
trustee chisti?
[7:52:40]
>> thank you, president martinez.
[7:52:43]
I think everything has been said but I
[7:52:45]
want to take a few moments and really
[7:52:49]
center student trustee brandt and just
[7:52:51]
really thank you for all of your work
[7:52:52]
and your advocacy.
[7:52:56]
I've especially enjoyed working on our
[7:53:01]
annual iftars that are going on right
[7:53:03]
now and you're a force to be wrecked
[7:53:05]
with and everyone that I have talked
[7:53:07]
to has also mentioned like the
[7:53:10]
magnitude of your support, your
[7:53:13]
compassion and I personally have
[7:53:15]
always really appreciated when there's
[7:53:16]
a student that's reached out to me and
[7:53:19]
they're looking for connections that I
[7:53:21]
could connect them with you, so thank
[7:53:24]
you for -- I know that you have a lot
[7:53:26]
that you've dealt with on a personal
[7:53:28]
level but you still show up, you're
[7:53:32]
present, super articulate and just
[7:53:35]
really, really appreciate you and want
[7:53:37]
to thank you for your service.
[7:53:40]
>> other board reports?
[7:53:41]
trustee chung?
[7:53:46]
>> well, student trustee brandt and
[7:53:51]
vice chancellor -- sorry, chancellor
[7:53:55]
elect, student chancellor elect, you
[7:54:00]
know that I have always felt like you
[7:54:03]
were more deserving of
[7:54:05]
being a student trustee than I was.
[7:54:07]
before I took a run for it, I thought
[7:54:11]
you should have run and I am so
[7:54:18]
honored that you have been a member of
[7:54:21]
this board for two years.
[7:54:26]
you have been -- are -- you have
[7:54:31]
spoken out on things when so many of
[7:54:35]
us across this nation have been silent
[7:54:37]
about it.
[7:54:40]
and I really wish you had a vote on
[7:54:42]
this board.
[7:54:43]
I think you would have -- I think you
[7:54:47]
really would have changed the
[7:54:48]
trajectory and the work we do on this
[7:54:51]
board if you had a vote.
[7:54:52]
and with that said, I also want to
[7:54:55]
still take the time and highlight some
[7:54:57]
hinges on our board agenda because I
[7:54:59]
just want to state that I'm really
[7:55:03]
excited about -- I know it took
[7:55:06]
a minute for me to be excited about
[7:55:08]
this but there's no course work on ai
[7:55:10]
and cloud and cyber security that's
[7:55:12]
really exciting because when we talk
[7:55:14]
about the future and it's still
[7:55:16]
balanced with the wholistic view of
[7:55:19]
social work and health care and dental
[7:55:22]
assisting, so it's so exciting, thank
[7:55:23]
you so much for the academic senate
[7:55:26]
for doing that work.
[7:55:27]
we also have a new credit program in
[7:55:30]
climate change and response, that's a
[7:55:32]
new certificate of achievement, that's
[7:55:35]
really exciting to know that we're
[7:55:37]
going to be training those who are
[7:55:40]
going to be trying to keep this earth
[7:55:43]
alive for many generations.
[7:55:49]
and trustee chisti, you usually do
[7:55:52]
this honor of reading out those who
[7:55:54]
are going to be retired but I don't
[7:55:59]
know if any other trustee would like
[7:56:00]
to do that honor tonight.
[7:56:04]
>> you're up.
[7:56:05]
>> okay.
[7:56:06]
thank you.
[7:56:09]
let's see if we can expand this.
[7:56:18]
to dominique valerie would is a
[7:56:19]
faculty member at esl who has worked
[7:56:22]
here for 31 years, I know we're having
[7:56:26]
harold brown iii come back from
[7:56:28]
retirement, thank you for already
[7:56:30]
servicing our college for 38 year and
[7:56:32]
is still coming back from
[7:56:34]
retirement to help out our athletics
[7:56:41]
department, bruce ingram, part time
[7:56:47]
faculty if mathematics, 20 years and
[7:56:52]
six months, jimel, full time faculty
[7:56:55]
in business, 34 years and five months,
[7:56:59]
loft house, full time faculty esl, 27
[7:57:02]
years and 4 months, a -- michelle,
[7:57:10]
full time faculty and nursing, 40
[7:57:20]
years.
[7:57:22]
steven robertson, apprenticeship, 24
[7:57:25]
years.
[7:57:26]
john, visual media design, 29 years
[7:57:28]
and 4 months.
[7:57:33]
and andreas, buildings and grounds, 17
[7:57:37]
years.
[7:57:38]
and him potter, student affairs
[7:57:40]
division, two years and 8 months.
[7:57:41]
thank you so much for your service.
[7:57:44]
>> any other trustee reports?
[7:57:50]
I have a brief one.
[7:57:53]
I want to add my thanks to you, acting
[7:57:59]
chancellor cooper wilkins for a
[7:58:01]
wonderful commencement.
[7:58:02]
I really appreciated the innovation
[7:58:04]
and I'm going to the give them the
[7:58:06]
wrong name of the two honor lines,
[7:58:10]
next year, maybe after we've had this
[7:58:13]
practice, we'll do them a little bit
[7:58:16]
better.
[7:58:17]
and just appreciate your patience with
[7:58:18]
those of us on the platform, thank
[7:58:21]
you, and learning our ways.
[7:58:24]
and then I will report -- I will
[7:58:28]
comment on 13a.
[7:58:29]
as noted in the commencement booklet,
[7:58:32]
I appreciate we're celebrating the
[7:58:35]
90th anniversary of city college from
[7:58:36]
the date it was founded in 1935.
[7:58:39]
it was still part of the k14 district.
[7:58:45]
and I appreciate the change language
[7:58:47]
in the fourth button on the mission
[7:58:49]
statements, our programs and services
[7:58:52]
lead to the attainment of other
[7:58:55]
educational goals including learning
[7:58:56]
english as a second language and high
[7:58:59]
school completion both part of our
[7:59:01]
commitment to adult education which
[7:59:04]
acknowledges that some of our roots
[7:59:07]
are older, leslie smith, a retired
[7:59:12]
administrator researched origins
[7:59:15]
sharing that bishop alemany
[7:59:23]
initiated san francisco's first post
[7:59:27]
secondary instruction for newcomers
[7:59:29]
arriving in san francisco during the
[7:59:31]
1849 gold rush.
[7:59:33]
john sweat officially inaugurated
[7:59:36]
public adult education in 1856 and was
[7:59:40]
its first principal.
[7:59:41]
adult ed was part of the k-12 district,
[7:59:46]
it was k-14 district when city college
[7:59:49]
was founded.
[7:59:52]
when san francisco's split into two
[7:59:59]
districts in 1970, the san francisco
[8:00:01]
community college was established and
[8:00:04]
included adult education forming city
[8:00:06]
college.
[8:00:07]
so, in 2026, we have a potential 170th
[8:00:12]
anniversary to celebrate.
[8:00:14]
fitting because the biggest pool of
[8:00:16]
student who is matriculate to credit
[8:00:21]
instruction are non-credit, santa
[8:00:22]
clara university known as california's
[8:00:26]
molest post secondary institution was
[8:00:29]
founded in 1851, just five years
[8:00:32]
before.
[8:00:33]
uc berkeley, in 1868, stanford, 1885
[8:00:39]
and lowell high school was established
[8:00:42]
in 1956, the same year as adult education,
[8:00:45]
so let's know about that.
[8:00:47]
I think the mission statement really
[8:00:51]
in acknowledging that we have two
[8:00:53]
parts of our college that are really
[8:00:55]
important and also notice that there
[8:00:58]
were two presidents because we had two
[8:01:03]
divisions for a long time and that's
[8:01:05]
why we have a title of chancellor and
[8:01:10]
I noted it's accurate missing just the
[8:01:12]
last few years.
[8:01:14]
graduate students interviewed me in
[8:01:16]
late april as part of san francisco's
[8:01:19]
state university's ethnic studies oral
[8:01:21]
histories project to collect mel ris
[8:01:24]
of the dwindling numbers of the
[8:01:26]
veterans of the five month long
[8:01:28]
student strike led by the bsu and the
[8:01:34]
twlf.
[8:01:35]
bsu, black student's union, twlf,
[8:01:39]
third world liberation front, those
[8:01:40]
were the rest of our students who are
[8:01:43]
not african american, it was
[8:01:48]
latinos, chinese, all
[8:01:49]
of the rest of us, the student strike,
[8:01:52]
the longest in u.s. History as well as
[8:01:55]
the most inclusive led to the
[8:01:57]
establishment of the school now
[8:02:00]
college of ethnic studies.
[8:02:01]
the first of its kind in the u.s..
[8:02:05]
that was the origin of all of our
[8:02:09]
ethnic studies and we at city college
[8:02:12]
accomplished our ethnic studies pretty
[8:02:15]
much shortly after that.
[8:02:19]
this was also and continues to be a
[8:02:21]
keystone event in bringing diversity,
[8:02:23]
equity and inclusion into public
[8:02:25]
higher education.
[8:02:27]
and my experience in learning as much
[8:02:30]
outside the classroom as inside has
[8:02:32]
informed my opinion about the critical
[8:02:35]
role that student life plays in
[8:02:37]
student achievement.
[8:02:40]
finally I learned recently city
[8:02:42]
college is officially an hsi, hispanic
[8:02:46]
serving institution.
[8:02:49]
faculty acquired because they wanted
[8:02:50]
to attend a haku conference at a
[8:02:57]
reduced registration rate for hsi
[8:02:59]
colleges.
[8:03:00]
we should remember this when a new
[8:03:02]
federal administration is elected in
[8:03:03]
case we can qualify and apply for
[8:03:07]
federal funding allocated to hsi's and
[8:03:09]
it's in the millions, it's quite
[8:03:13]
substantial but I didn't know we were
[8:03:15]
an hsi until a faculty member inquired
[8:03:18]
so I want to appreciate that faculty
[8:03:20]
member for checking it out.
[8:03:21]
that's all I have for my report.
[8:03:23]
