[23:49] studies course niis38, introduction to
[23:53] indigenous studies will assist in this
[23:55] part of our agenda.

[24:00] its first teacher because with this
[24:03] course, city college fully honors
[24:05] first peoples and more completely
[24:07] fills our college's commitment to
[24:09] diversity, equity and inclusion.

[26:22] commitment beyond the words to open up
[26:25] to native american studies and enrich
[26:27] and deepen your commitment to ethnic
[26:29] studies and what it means to broaden
[26:33] our awareness, understanding and deep
[26:36] relationship and responsibility
[26:37] together as human beings.

[26:43] really wonderful.

[26:47] conversations with really good minds

[27:35] and the first honors and recognition
[27:38] item is letter a, recognition of
[27:42] engineering club 2025 solar regatta
[27:45] victory.

[27:57] >> good afternoon, my name is keith
[28:00] mueller, I'm the advisor of ccsf's
[28:03] engineering club.
[28:04] we're one of oldest clubs on campus.
[28:08] we started as an advisor, I was
[28:10] advisor back in 2006 and we've been
[28:17] continuing on basically ever since.
[28:19] we live in the basement of the
[28:20] engineering club -- I mean the science
[28:21] building, I forgot.
[28:23] the science building, occasionally we go
[28:26] out and play and we like to
[28:27] go out and build things and we do
[28:30] enjoy going to different events in
[28:32] order to show off engineering projects
[28:37] and also robo games, something we've
[28:42] been doing for the past 8, 9 years
[28:45] which is the california solar regatta
[28:47] as you can see on the screen up above.
[28:50] what the solar regatta is, is
[28:54] basically a race between solar powered
[28:58] boats on a lake up near sacramento
[29:02] which espouses solar power, promotes
[29:03] it and it is something for colleges to
[29:06] compete against and so there are a
[29:08] number of colleges that enter the
[29:09] event, there is a speed competition,
[29:12] there is a slalom xe ising, endurance
[29:17] competition and presentation and we
[29:18] have been competing in this event
[29:20] for many years.
[29:21] to explain a little bit more about how
[29:22] we did this year, what was our theme
[29:25] are year and how we did if the overall
[29:27] events and would we compete against,
[29:29] I'm going to present the current
[29:30] president of the engineering club,
[29:34] aiden, so aiden?

[29:42] so, as he said, we have a theme and
[29:45] we've been doing this for a long time
[29:46] so we have fun with our themes.
[29:48] this year we wanted something iconic
[29:50] so as most of you can tell, we did
[29:54] lego.
[29:55] it was fun to design our boat to make
[29:57] it look like a lego boat, but yeah, as
[30:02] for our performance this year, as you
[30:04] mentioned, the three are a sprint, a
[30:06] slalom and endurance, our sprin,
[30:08] with came in first place again, we did
[30:12] that last year as well.
[30:13] that got us one of our trophies,
[30:17] another thing that we got a
[30:22] trophy was for our drive train,
[30:27] e we did well enough where they gave
[30:29] us a trophy for that,
[30:34] another one slalom, we have a
[30:36] boat that excels at slalom, we got
[30:38] first place in that, we beat second
[30:42] place by a goaded 15 seconds.
[30:45] we did really well on that one.
[30:48] the endurance one, we did come in
[30:50] second, that is mostly not due to us,
[30:52] that's because our batteries decided
[30:54] to not work twice.
[30:57] so, we ended up accidentally burning a
[31:00] battery.
[31:01] so, we did not get one for that but
[31:06] other parts -- other non-racing items
[31:09] are scored and ranked.
[31:11] one of them we did well on this year
[31:14] was art theming, we made our boat look
[31:16] like a lego boat so we got yet another
[31:21] one.
[31:22] I can't even -- and another one that
[31:25] we always do pretty poorly on, this
[31:28] year we decided to do again, put a
[31:30] little bit of effort was
[31:32] sustainability, so we did a lifetime
[31:35] impact analysis of our boat to see
[31:38] what was -- how good it was and they
[31:41] appreciated the effort.
[31:42] so, we got these as well as -- because
[31:45] we got all of these, we ended up
[31:47] winning the total overall regatta so
[31:50] we got another one.
[31:56] [applause].
[32:00] as you can see, that's a photo of our
[32:02] boat, we're kind of standing in the
[32:04] way of it, but that is our boat we got
[32:08] all of these trophies and as you
[32:12] can see, we're running out of space
[32:15] out here.
[32:17] that leaded me to one issue, mueller
[32:19] will talk about it.
[32:20] yes.
[32:21] >> we did a new display case.
[32:23] we now have 36 trophies, we have won
[32:27] this event 6 out of 8 times now.
[32:31] we are maybe the best and it's kind of
[32:37] -- I guess it's good but it's also
[32:40] pretty brutal.
[32:41] so, we just wanted to thank you for
[32:45] entertaining us and bingeing with us
[32:46] today and we wanted to show these
[32:50] trophies with you, since we are so
[32:52] famous, you may take a picture with us.

[36:13] honor of the 2025 academic senate of
[36:17] california community colleges' regina
[36:20] stanback stroud diversity award and I
[36:21] know it was short notice.
[36:22] I'm not sure if current academic
[36:25] senate president katia fuchs would
[36:28] like to come forward and be a part of
[36:31] making that presentation.
[36:32] >> I would never pass up an
[36:38] opportunity to celebrate shella, thank
[36:40] you, dr. Cooper wilkins for the
[36:44] introduction, I'm katia fuchs and the
[36:47] freshly minted academic senate
[36:49] president.
[36:50] a little bit of the regina stanback
[36:55] stroud award, so as educators, our
[36:57] challenge is to help as many of our
[37:00] students as possible reach their
[37:01] personal and academic goals.
[37:05] the regina stanback stroud testy award
[37:08] gives public recognition to the value
[37:09] the community college places on equity
[37:12] and diversity.
[37:13] this award seeks to publicly
[37:15] acknowledge a member of the faculty
[37:17] who consistently demonstrates
[37:18] commitment to the equity and diversity
[37:21] goals of the college.
[37:23] it recognizes the individual who
[37:24] performs in an exceptional manner to
[37:28] advance intercultural harmony, equity
[37:30] and campus diversity by making
[37:32] exceptional contributions to the
[37:34] college beyond their usual obligations
[37:37] and you couldn't do any better than to
[37:40] give this award to the amazing shella
[37:43] cervantes who is here with us and
[37:46] shella, I hand it over to you.

[38:19] presentation about the award, I will
[38:21] leave it to that and pass it to leslie.

[38:26] shella was a student of mine so I'm
[38:28] very happy today.
[38:31] brilliant, creative, compassionate and
[38:33] I want to stay with compassion and I'm
[38:35] going to be a little sentimental, it
[38:39] was khai who said revolutionary is
[38:42] guided by love, she opens many hearts
[38:46] the many spaces, she deserves it more
[38:48] than anyone that I know, she openers
[38:50] my heart and brings people together
[38:51] and we are so lucky to have her at
[38:53] this college.

[39:03] really great introduction.
[39:04] I'm going share with you some
[39:07] reflections on the stanback stroud
[39:09] award, if you didn't watch the video,
[39:13] it happened on my birthday, that was
[39:15] cool, the regina stanback stroud award
[39:19] describes the award -- so, regina
[39:22] stanback stroud stories the award as
[39:24] call to action and that those who are
[39:26] honored by it embody excellence and
[39:28] equity as well as make rigor
[39:33] inseparable from justice, regina
[39:35] stanback stroud in honoring me
[39:37] launched the african american
[39:40] resource center as a supported
[39:42] resource center and championing that
[39:44] the african american resource sent and
[39:45] her the women's resource center both
[39:47] be housed in the new student success
[39:49] building.
[39:51] she highlighted the importance of
[39:54] advancing facilities justice for
[39:55] students of color across cam pus and
[39:58] that equity minded facilities planning
[40:01] understands that environments are one
[40:02] of the conditions that make a
[40:05] significant impact on student success.
[40:07] what that actually looked like was
[40:10] mentoring faculty and students alike
[40:12] as well as truly listening to students
[40:14] when they did not have someone to go
[40:16] to.
[40:17] or when no one else was listening.
[40:19] when I think of this, this gives me
[40:22] unease because what I thought was one
[40:25] for students is yet again unfinished,
[40:30] contentious business.
[40:31] I think the part that many may have
[40:33] not taken into consideration in all
[40:35] the accomplishments that are being
[40:37] celebrated right now for me is that
[40:39] I'm a part timer and the many things
[40:42] that I'm being celebrated for were not
[40:46] mine to carry.
[40:48] as a part timer, my role, my
[40:50] influence, my time is limited.
[40:52] I know there is little chance my
[40:54] position will ever change despite the
[40:56] need for it.
[40:57] and yet at this moment and for as long
[41:00] as I've been here, I choose to give
[41:02] more and be more.
[41:05] who I am here at the college is
[41:09] inspired by measuring love and the
[41:12] journey for justice, a brown paper by
[41:15] shelley tang and sammy nunez,
[41:19] they share transformative and
[41:22] catalytic love, self-love, love other,
[41:24] love as a community practice and
[41:27] lastly love infused with power.
[41:32] as city of college of san francisco
[41:36] transforms yet bargaining I transform
[41:40] of catalytic love and I now call on
[41:42] others to do so as well.

[42:00] privilege to serve on the academic at
[42:03] the same time as regina stanback
[42:06] stroud, the statewide senate and I got
[42:08] to know her there.
[42:10] then I had the opportunity to know her
[42:12] once again when she was vice-president
[42:15] of instruction at skyline college and
[42:18] she recommended my hire as the dean of
[42:24] language arts and it was a wonderful
[42:26] opportunity to work with her.
[42:27] so, I know who she is and I know that
[42:29] you justly deserve this award, so
[42:31] thank you very much for all of your
[42:33] work and your enthusiasm and your
[42:38] love.

[42:43] opportunity to talk about your impact
[42:47] on my life.
[42:48] when I was a project survive mentor, I
[42:55] have lived through what it's like to
[42:59] have you guide me through a really
[43:01] difficult time in my life and empower

[43:08] I'm so -- you are so deserving of this
[43:10] award, so thank you, shella, for being
[43:12] at this college and continuing to give
[43:16] into it.

[2:20:37] individuals are under attack and I'm
[2:20:39] disappointed in things I'm seeing in
[2:20:43] the media targeting this person, it is
[2:20:45] unfair and I believe dr. Cortez will
[2:20:47] be something that will help push our
[2:20:50] college forward into a better future.

[2:22:51] professionals including community
[2:22:52] overall.
[2:22:53] right now ccsf needs a steady hand and
[2:22:55] a bold vision, we cannot afford more
[2:22:57] turn over in leadership.
[2:22:59] every delay affects students.
[2:23:01] our classes, our services, our future.
[2:23:03] approving this crack is not just about
[2:23:06] filling a position, it's about giving
[2:23:08] cshs csf the stability and [inaudible]
[2:23:11] it needs to thrive.
[2:23:12] as student chancellor, I urge you to
[2:23:14] move forward with confidence and
[2:23:16] approve the employment contract with
[2:23:18] dr. Cortez, let's give him a chance to
[2:23:21] lead ccsf in a stronger, more
[2:23:23] sustainable future and one last thing
[2:23:25] that I want to add about dr. Cortez,
[2:23:29] when we had the pleasure of having to
[2:23:32] give him a tour of our campuses and a
[2:23:36] can couple of our centers, he was
[2:23:38] engaging with students and really
[2:23:39] wanted the student input.
[2:23:41] students at the forefront, that's what
[2:23:44] we need, leadership with students a
[2:23:45] the forefront.
[2:23:46] advocating for the
[2:23:48] approval of dr. Carlos cortez's
[2:23:51] contract, thank you very much.

[2:24:16] press release announcing the
[2:24:17] appointment of dr. Carlos cortez as
[2:24:19] our next chancellor.
[2:24:20] I had the honor of serving on the
[2:24:22] hiring committee and reviewed all the
[2:24:25] c vehicles of a broadly talented pool
[2:24:27] of am kant but for me, one candidate
[2:24:30] stood out among the others, dr.
[2:24:32] cortez, now I'm not naive enough to
[2:24:34] believe that one person holds all the
[2:24:36] answers to the struggles we face as a
[2:24:38] college community but the reality is
[2:24:40] that we're in better shape than we
[2:24:43] have been for some time despite the
[2:24:46] narratives currently circulating.
[2:24:47] but I am hopeful that with the
[2:24:49] appointment of an experienced
[2:24:51] permanent chancellor, one with a
[2:24:53] proven track record of putting into
[2:24:55] practice policies and practice that
[2:24:57] reflect the values of ccsf and their
[2:25:00] community, we can embark on positive
[2:25:02] change for our college.

[2:25:08] community and for standing strong in
[2:25:10] your values and not giving into the
[2:25:14] trump dog whistles recently traded by

[2:27:04] support hiring dr. Cortez, I want to
[2:27:07] address the chronicle's reapportioning
[2:27:10] of cortez's invitation to [inaudible]
[2:27:15] as a former ccsf omens and genders
[2:27:20] studies chair and women in literature,
[2:27:22] I'm familiar with the highly respected
[2:27:26] poetry fiction of alice walker, I had
[2:27:31] not learned that she had an affinity
[2:27:33] with a known anti-semite which shocked
[2:27:37] and disturbed me.
[2:27:39] that year an invitation with walker
[2:27:42] was withdrawn when the association
[2:27:44] became known.
[2:27:46] I am jewish and among my jewish
[2:27:48] friends, there were mixed feelings
[2:27:52] about the disinvitation, though even
[2:27:55] among those of us who thought she
[2:27:56] should be welcomed, there was the
[2:27:57] understanding her recommendation of
[2:27:58] the work of an anti-semite was
[2:28:00] disturbing.
[2:28:01] it is sad that so much is being made
[2:28:03] of dr. Cortez's invitation to walker
[2:28:06] also in 2022 which he subsequently
[2:28:11] withdrew, walker's ex-husband a jew,
[2:28:13] insists walker is not an anti-semite
[2:28:16] herself.
[2:28:17] even if she were, I ask you to think
[2:28:20] about how english departments teach
[2:28:21] the work of ts elliott, a known
[2:28:25] anti-semite and a nazi
[2:28:28] sympathizer, some of our greater
[2:28:31] artist, writers and thinkers are
[2:28:34] flawed, as we teach their work,
[2:28:35] we have a responsibility to
[2:28:37] share those flaws and allow our
[2:28:38] students to make their own assessments.
[2:28:43] censorship is ill advised, criticism
[2:28:44] is not.
[2:28:45] I look forward to welcoming carlos
[2:28:49] cortez, a respected academic who I
[2:28:53] believe will enrich the college and
[2:28:55] will enrich challenging conversations.

[2:29:41] institution and its mission.
[2:29:44] and this very large incredibly
[2:29:49] complex, beautiful, ugly falling down
[2:29:52] brand new charging ahead, limping
[2:29:54] along institutions that are still
[2:29:57] recovering from external attacks that
[2:29:59] were weaponized to
[2:30:05] accreditation to shut us down, this
[2:30:08] needs leadership and carlos has that
[2:30:10] experience, he has a proven track
[2:30:12] record of creating programs and
[2:30:14] serving students like ours.
[2:30:16] he has both the successful large
[2:30:19] institution leadership experience that
[2:30:21] we desperately need and he has also
[2:30:23] been in the classroom which is an
[2:30:26] important combination and something we
[2:30:28] have been missing in our recent
[2:30:30] leadership.
[2:30:31] we are in a very challenging place
[2:30:32] right now.
[2:30:33] I don't have to tell you that, you
[2:30:35] know.
[2:30:36] and we need a proven leader with the
[2:30:38] creativity to seek the path between
[2:30:40] the rock and the hard place where we
[2:30:44] are, so I urge you to approve dr.
[2:30:47] carlos cortez for chancellor.

[2:31:08] the recent article by nanette
[2:31:14] criticizing the board for your choice
[2:31:16] to hire carlos cortez as our next ccsf
[2:31:18] chancellor.
[2:31:19] I think by now we're all familiar with
[2:31:23] disingenuous anti-semitism claims
[2:31:24] weaponized in an attempt to divide
[2:31:28] and left in a justified state of
[2:31:30] oppression of movements for human
[2:31:31] rights.
[2:31:32] as a jewish person, I have said more
[2:31:34] times I can count in the past 19
[2:31:36] months, not in my name.
[2:31:38] this article also deploys common
[2:31:46] tropes, let not let the inflammatory
[2:31:51] attempt of character assassination to
[2:31:55] [inaudible] he has strategic planning
[2:32:00] that reduces disproportionate impact
[2:32:01] on the most marginalized student and
[2:32:03] is has secured the fund to implement
[2:32:05] those plans.
[2:32:06] in his interview, he talked about how
[2:32:08] at san diego community college I
[2:32:09] believe it was, he identified 7
[2:32:13] obstacles to student success, gathered
[2:32:15] from students themselves, housing,
[2:32:18] child care, jobs, transportation, food
[2:32:21] security, textbook affordability,
[2:32:23] mental health supporters.
[2:32:24] he raised over 200 million dollars to
[2:32:26] address those needs including 85
[2:32:28] million for housing and 100 million
[2:32:31] for direct student support.
[2:32:33] I'm incredibly heartened this board
[2:32:35] has found us a chancellor who I
[2:32:36] believe can lead the college with
[2:32:39] integrity in these times of rising
[2:32:41] fascism and make a real difference for
[2:32:44] students and the community.
[2:32:46] so, please stand firm in your choice.

[2:33:17] also queer, city college is now why
[2:33:19] I'm called doctor by my student, the
[2:33:21] doctorate was an organization
[2:33:24] leadership, I've taught leadership
[2:33:25] development at a graduate level.
[2:33:26] what I see in dr. Cortez is a
[2:33:29] leadership that we need to move
[2:33:31] forward, I see inspired leadership, I
[2:33:33] see the type of leadership I would use
[2:33:35] an example in those courses to my
[2:33:37] students to say this is somebody who
[2:33:39] can make a change, this is something
[2:33:44] body who has vision, the vision comes
[2:33:45] from listening to the to the people
[2:33:46] they serve, we need him and I thank
[2:33:48] you again for your choice.

[2:34:16] I'm an english faculty member and a
[2:34:18] leader of the latino education
[2:34:20] association here at city college,
[2:34:22] while others today have spoken to the
[2:34:24] recent article by nanette, I don't
[2:34:27] want to spend time on it, I'm heart
[2:34:30] broken that somebody leaked dr.
[2:34:35] cortez's to provoke that.
[2:34:42] it offered none of the complexity or
[2:34:45] depth that our community heard
[2:34:47] debiting from dr. Cortez during his
[2:34:49] extensive interviews.
[2:34:52] what he spoke about was thoughtful and
[2:34:54] forward looking, he staged about
[2:34:57] building strong pipelines from k-12 to
[2:34:59] community college.
[2:35:01] he talked about using on the ground
[2:35:04] data of centering leadership, that's
[2:35:06] the kind of vision that should guide
[2:35:09] this college, complex, student
[2:35:11] centered and rooted in care.
[2:35:12] as a latino educator and researcher of
[2:35:16] latino student experiences at city
[2:35:18] college, a hispanic serving
[2:35:20] institution, I must emphasize that our
[2:35:23] latino students are struggling.
[2:35:24] they make up 28% of our credit
[2:35:27] enrollment and for every 100 students,
[2:35:31] only 11 are completing their vision
[2:35:33] goal.
[2:35:34] we know from research including my own
[2:35:37] that representation matters.
[2:35:38] dr. Cortez is a first generation
[2:35:41] latino college student.
[2:35:43] his presence as chancellor would send
[2:35:46] a powerful message to our latino
[2:35:48] students that they belong, that they
[2:35:49] can lead and that education can
[2:35:52] transform their lives.
[2:35:53] at a time when so many of our students
[2:35:56] are navigating uncertainty, his
[2:35:57] leadership offers the kind of
[2:36:00] stability, understanding and bold
[2:36:01] vision that we urgently need.
[2:36:04] I'm excited to be in the audience
[2:36:05] today when the board of trustees votes
[2:36:07] him in.
[2:36:09] our students deserve this kind of
[2:36:11] leadership.

[2:38:04] at a time our community is so under
[2:38:07] attack right now, recently just
[2:38:09] yesterday, there were reports of ice
[2:38:11] attacking people.
[2:38:12] our communities are under attack, we
[2:38:15] need this visibility right now,
[2:38:16] particularly in leadership positions.
[2:38:18] I've been so moved by so many of the
[2:38:21] speakers before me, some things I venn
[2:38:23] learned about dr. Cortez that solidify
[2:38:26] my belief that this would be an
[2:38:28] excellent choice for city college.
[2:38:31] as former student, I took the ethnic
[2:38:35] and cultural minority studies I took
[2:38:39] lgbtq studies and these studies
[2:38:40] support my belief this would be the
[2:38:42] right direction, not only just by
[2:38:46] person alone but remember the
[2:38:48] chancellor has to have a vision that
[2:38:49] aligns with all of you and I believe
[2:38:51] that this is really the critical issue
[2:38:53] here and I hope you take that into
[2:38:56] consideration with your support and
[2:38:58] hopefully a vote yes.

[2:39:16] we represent 100 unions and 100
[2:39:19] union members in the city and county

[2:39:22] I was also born and raised here in the
[2:39:24] city and I'm the proud daughter of a
[2:39:28] professor and department chair,
[2:39:29] retired, I experienced first hand the
[2:39:31] stress of the accreditation fight and
[2:39:34] how that affected my family.
[2:39:36] I would not wish that upon anyone.
[2:39:39] the fight for free city college was my
[2:39:42] entry into local politics and I
[2:39:43] would hope this board would support
[2:39:45] the needs of the unions, the community
[2:39:48] and the students who have worked so
[2:39:50] hard for equity and justice at this
[2:39:54] institution.
[2:39:55] the chronicle article smearing carlos
[2:39:57] cortez was an attack on labor, this is
[2:39:59] part of a broader attack on labor
[2:40:03] where are being called all sorts of
[2:40:04] things.
[2:40:05] these are the peel that teach the
[2:40:08] class, clean the classes and respond
[2:40:10] to emergencies, we are vested
[2:40:12] stakeholders and we all support the
[2:40:14] approval of carlos cortez's contract.
[2:40:16] right now as I'm sure you know, labor
[2:40:18] is under attack federally.
[2:40:20] and unions are fighting back against
[2:40:23] cuts at all levels of government.
[2:40:24] the board of trustees of city college
[2:40:26] support the needs and wishes of the
[2:40:28] workers of city college and of the
[2:40:30] students and of the community who are
[2:40:32] all calling for approval of this
[2:40:34] contract.
[2:40:35] we have worked so hard to support the
[2:40:36] college and its programs and we will
[2:40:38] continue to do so.
[2:40:40] we will also be very disappointed if
[2:40:42] the elected officials who represent
[2:40:44] the college side with an austerity
[2:40:48] administration rather than with the
[2:40:49] workers, the students and the
[2:40:50] community.

[2:40:52] fight, I know I didn't, we did not
[2:40:55] forget the fight for free city college
[2:40:58] t the fight to keep free city college

[2:42:08] firefighters, emt's and paramedics of
[2:42:10] san francisco, and for the sake of the
[2:42:11] communities that we serve, we support
[2:42:18] your original choice of chancellor for
[2:42:22] san francisco city college.

[2:42:27] ssfd members than any other
[2:42:31] institution.
[2:42:32] dr. Carlos cortez has already proven
[2:42:35] his excellent ability to work with
[2:42:38] labor and across constituencies.

[2:42:46] board rooms, he's proven -- he's got a
[2:42:49] vision and track record of growing

[2:46:33] leadership, his teaching and his

[2:46:45] martinez in referring to the -- well,
[2:46:50] incoming chancellor let's say noted
[2:46:52] his commitment to programs for new
[2:46:56] americans, non-credit workforce
[2:46:57] development and older adults.
[2:46:59] I just want to highlight one part of
[2:47:05] that.
[2:47:06] dr. Cortez led the execution of a
[2:47:08] statewide study and report which was
[2:47:11] called the past, present and future of
[2:47:15] adult non-credit education in
[2:47:17] california from 1856 to 2018.
[2:47:22] he was well situated for doing that
[2:47:23] because he was the head of one of the
[2:47:28] colleges in san diego, the san diego
[2:47:30] college of continuing education which
[2:47:32] has the most robust offerings of free
[2:47:40] non-credit education in california.
[2:47:41] I believe it's an entire college
[2:47:44] devoted -- the college of continuing
[2:47:49] education.
[2:47:50] and since the program that we've had
[2:47:54] in city college has been lagging since
[2:47:58] it was decimated a few years ago,
[2:48:00] I'm opining this is one of the many
[2:48:03] hicks that he can champion along with
[2:48:06] all the other demands we've been
[2:48:07] hearing.

[2:48:47] article of city college from the
[2:48:48] beginning of the accreditation so how
[2:48:51] on earth -- everything she's written
[2:48:53] has been biased, a lot of it has been
[2:48:55] inaccurate, to have any doubt in your
[2:48:57] mind, there is too much integrity
[2:49:00] among you to base your decision on

[2:50:07] needed at the leadership level.

[2:50:12] chancellor coming in is hope.
[2:50:14] hope that we can really be an
[2:50:17] established center to widen the
[2:50:19] resources that we are really needing
[2:50:21] to us.
[2:50:22] when thinking about the leadership our
[2:50:24] students are in need of, they need
[2:50:26] someone who will listen to them, that
[2:50:28] will lead them and that will also
[2:50:29] learn with us and this is something
[2:50:31] that I really do believe carlos will
[2:50:33] be bringing to the table to really
[2:50:35] allow our students to flourish, have
[2:50:38] the resources they need to be
[2:50:40] successful in their steps and to be
[2:50:42] able to feel like they have a sense of
[2:50:45] belonging here on campus, that's
[2:50:47] something that's hard for us to do on
[2:50:48] behalf of the whole campus community
[2:50:50] if we're not receiving that backing
[2:50:52] from the chancellor themselves.
[2:50:53] and that's the vision that we really
[2:50:55] want to make sure that does come to
[2:50:58] fruition through this new chancellor
[2:51:00] and why we do urge the approval of the
[2:51:05] contract for carlos cortez to be our
[2:51:07] new chancellor, it's something our
[2:51:09] students have been advocating for is
[2:51:11] to simply be heard, to simply be seen,
[2:51:14] that is something they felt during the
[2:51:16] time of the interview process and
[2:51:18] things like that because they were one
[2:51:21] of very, very few candidates that
[2:51:24] mentioned undocumented students and
[2:51:25] what they had done in previous
[2:51:27] institutions to really have this
[2:51:29] support for students through the
[2:51:31] institution themselves and not just
[2:51:33] solely relying on people that do this
[2:51:36] labor but be able to equip them and be
[2:51:38] able to provide them with the
[2:51:42] resources needed to [inaudible]

[2:54:20] justice civil rights division an ada

[2:54:24] back five years of this door not

[2:54:29] with the facilities person to find out
[2:54:31] what the process was, could never get
[2:54:33] a response.
[2:54:34] why ada issues are not priority for
[2:54:37] facilities to fix is criminal on this

[2:54:45] can't believe I have to do that.

[2:54:54] student at large, this is ridiculous,

[2:54:59] campus are not taken care of and they

[2:55:50] as a omens and genders studies
[2:55:54] instructor, as someone who has taught
[2:55:56] these things for a long time, the fact
[2:55:58] that alice walker has some
[2:56:00] questionable views lately does not
[2:56:03] remove the many, many years she's had
[2:56:08] of her work for feminism and
[2:56:15] particularly for woman-ism which is
[2:56:19] something she create sod the idea that
[2:56:21] dr. Cortez would be attacked for not
[2:56:23] knowing this small thing that few
[2:56:24] people know about as opposed to all of
[2:56:26] the work that walker has done was just
[2:56:32] extremely upsetting to me to see that
[2:56:38] happen.

[2:56:56] and if you could see it, there are
[2:56:58] little stars and things underlined and

[2:57:04] way that seems serious and to have
[2:57:06] some ideas, he talked about non-credit
[2:57:08] in a way that valued non-credit, in a
[2:57:12] way I've never heard at this college

[5:04:28] to have dedicated space in the new

[5:04:33] the new student success center is the
[5:04:35] new front and center face of the
[5:04:37] college.
[5:04:38] there are pansies not to put the aarc,
[5:04:41] african american resource center, in the
[5:04:44] new student success center.
[5:04:46] the african resource center is part of
[5:04:49] the associated students, not an
[5:04:51] academic program, counseling or
[5:04:52] retention center.
[5:04:53] there's a difference between retention
[5:04:54] sent and he iser resource centers.
[5:04:57] the aarc should not be merged with
[5:04:59] other programs or centers tucked away
[5:05:02] in mub with two other programs.

[5:05:08] faculty advisory position molded dell

[5:05:38] erased for revision history, dei and
[5:05:41] the critical race theory disked, we

[5:05:46] to black students and all students.

[5:07:06] union here at ccsf I'm also a student
[5:07:09] worker with project survive.
[5:07:11] I'm also a student worker at the
[5:07:14] african american resource center, I'm
[5:07:16] a student leader here on campus, I'm
[5:07:18] here the request that the african
[5:07:20] american resource center still be put
[5:07:22] in the student success center as was
[5:07:25] promised and agreed to by the board
[5:07:27] back in 2020.
[5:07:28] I think it's important as though this
[5:07:31] idea of putting all of the things that
[5:07:34] are black things in one space is
[5:07:36] problematic because she should be
[5:07:39] expanding student faces especially
[5:07:41] from marginalized students.
[5:07:42] the board did also make a commitment
[5:07:43] back in the february to support
[5:07:46] marginalized students against the
[5:07:47] attacks that were coming in from the
[5:07:50] administration, the trump
[5:07:51] administration, I think this is
[5:07:52] inclusive of that support that was
[5:07:55] promised.
[5:07:56] and when we take away resources and
[5:07:57] spaces, we're not supporting students,
[5:08:00] so, as a black student, as a black
[5:08:03] leader here on campus, as a student
[5:08:05] parent, I think it's important we have
[5:08:07] more spaces spread out throughout
[5:08:10] campus, autonomy spaces that are
[5:08:12] student led that help promote student
[5:08:14] leadership.
[5:08:15] if you think about the history of
[5:08:17] ccsf, our student leaders come from
[5:08:20] the resource centers, these are people
[5:08:22] who come and become student trustees,
[5:08:23] these are people who come and be on
[5:08:25] the board, these are people who come
[5:08:26] back and teach at the college.
[5:08:28] and as we're talking about
[5:08:30] enrollment and we need to make our
[5:08:32] school look attractive to those who
[5:08:34] already feel like they are ousted from
[5:08:36] the city of san francisco.
[5:08:37] those are our black students, those
[5:08:40] are our marginalized students to
[5:08:42] putting us in spaces where we are in
[5:08:45] one would've is similar to the model
[5:08:47] happening in the city for us rather
[5:08:48] than a new model we're supposed to
[5:08:51] stand as an innovative college,
[5:08:54] promoting global leaders and citizens
[5:08:56] and having the next generation of
[5:08:58] board members that may be here.
[5:08:59] as we talk about that, I think it's
[5:09:02] important as we talk about expansion,
[5:09:04] it means spreading our wings, having
[5:09:07] voices in the student success center
[5:09:09] representing all of the diverse
[5:09:11] students on campus.

[5:09:24] this is a follow-up from a discussion
[5:09:28] back in september 12, so, in the
[5:09:36] budget, there was a request made on
[5:09:40] september 12th and there just hasn't
[5:09:42] been the follow-up which was basically
[5:09:46] that on page 18 of the budget after
[5:09:51] the 1% payroll notation of 2020, an
[5:09:55] additional sentence stating "in
[5:09:58] october 2023, the board of trustees
[5:10:00] were presented four scenarios and
[5:10:02] voted to pay the service cost from
[5:10:05] this point forward".
[5:10:07] so, that was requested in september, I
[5:10:10] believe trustee chisti asked about
[5:10:13] that as well because all we had was
[5:10:15] what happened in 2020 but the board
[5:10:17] had taken a different vote in 2023 and
[5:10:21] so that should be noted on page 18 and
[5:10:26] especially since we keep having
[5:10:28] different administrators come in and
[5:10:29] out, I think it's really important
[5:10:32] that we include that in the actual
[5:10:35] wording and it was supposed to come
[5:10:37] back in january and it just -- it
[5:10:40] didn't come back, that's what we were
[5:10:44] told, it's okay, we're bringing this
[5:10:46] back in january and it didn't come
[5:10:49] back.
[5:10:50] I'm reminding that language needs to
[5:10:52] go back in if we're going to talk
[5:10:54] about that.

[5:11:17] it was april of 2024.
[5:11:21] you had an interesting presentation, I
[5:11:25] believe then vice-president martinez
[5:11:28] had asked for information to be
[5:11:32] parented about the older adults
[5:11:34] department.
[5:11:35] so, you had dean kedae, the department
[5:11:40] chair, calvin young and faculty member
[5:11:43] judy hubble were here and they made
[5:11:45] their presentation for 30-40 minutes
[5:11:48] and it went on for another 20 minutes
[5:11:51] of your questions and the public
[5:11:54] comments.
[5:11:55] the one thing that they made very
[5:11:58] clear was the program had been
[5:12:03] literally decimated losing 90% of its
[5:12:07] programs and faculty, which way
[5:12:11] forward.
[5:12:12] they needed a needs assessment to find
[5:12:13] out how many people in the general
[5:12:15] public do they serve, city college
[5:12:20] serves the entire adult population of
[5:12:22] san francisco.
[5:12:23] what do they need?
[5:12:26] so, in fact, there was even a
[5:12:28] follow-up question from a member of
[5:12:31] the board to see that that happened.
[5:12:34] now, I can't be here for that but
[5:12:37] later in program, 14c I think is --
[5:12:42] there's a needs assessment, a contract
[5:12:45] that was for almost 100 thousand
[5:12:47] dollars from west ed consulting
[5:12:49] research services for the adult
[5:12:51] education program needs assessment.
[5:12:52] I am just encouraging, I know that
[5:12:58] david yee is interested in something
[5:13:00] like this but it seems that there
[5:13:03] should be a possibility of doing a
[5:13:05] needs assessment for this tiny
[5:13:09] fraction of the programs that serve
[5:13:13] the older adult program and not just
[5:13:17] what survives for sacramento as adult
[5:13:21] education.

[5:16:57] the community doesn't mean the
[5:16:58] burden's on you to do the work.

[5:17:06] that they're like, I can't -- I need
[5:17:08] to make space for the person in that
[5:17:13] community to speak but I'm hoping
[5:17:16] because we're going to have a whole
[5:17:18] year between now and the next time we
[5:17:25] pass this resolution if we can give
[5:17:26] ample time to our asian american
[5:17:27] studies faculty who are experts in
[5:17:28] this topic and the history especially
[5:17:31] local to city college to write a
[5:17:34] resolution that is even more
[5:17:36] meaningful.

[5:20:51] trustee brandt and I are on the free
[5:20:56] city college overside committee and so
[5:21:01] I think folks know about my history of
[5:21:04] working on the legislation in 2019 at
[5:21:06] city hall for free city, so last year,
[5:21:09] there was the change in the city
[5:21:13] budget that reduced funding for free
[5:21:16] city college from I think it was about
[5:21:18] 16.9 million dollars to 9.3 and then
[5:21:21] this coming fiscal year as was
[5:21:26] budgeted in the previous budget, 7.2
[5:21:29] million dollars.
[5:21:30] and that proposal would undermine the
[5:21:34] principal of free city college in
[5:21:36] providing tuition, free enrollment
[5:21:39] regardless of their background, income
[5:21:43] or basically having education as a
[5:21:45] fundamental right.
[5:21:48] and during that time when we had a
[5:21:51] meeting with then mayor's office, we
[5:21:54] were informed that their intent was to
[5:21:57] take any surplus money that we had and
[5:22:00] also further reduce the program in
[5:22:03] future years, so that only some
[5:22:05] classes would be covered by tuition
[5:22:09] free enrollment, so this is a meeting
[5:22:11] between interim chancellor bailey and
[5:22:12] I and the chief of staff for the
[5:22:15] mayor's office.
[5:22:17] so, since then, the budget cuts kind
[5:22:20] of caught us off guard and we weren't
[5:22:23] able to advocate on that this coming
[5:22:27] year, the budget for the mayor's
[5:22:29] office is combining out either friday
[5:22:34] or monday and we want to see a budget
[5:22:40] that restores the free city college
[5:22:43] program.
[5:22:44] and so our oversight committee, this
[5:22:46] is a little bit behind, I wish we got
[5:22:48] this earlier and we're working to
[5:22:50] establish processes where we're on a
[5:22:53] regular basis providing
[5:22:54] recommendations and reviewing what's
[5:22:57] -- yeah, reviewing and providing
[5:23:00] recommendations sooner, so this was a
[5:23:03] proposal offered by supervisor chan
[5:23:06] who's also the budget committee at the
[5:23:09] board of supervisors, so she offered
[5:23:10] most of the language from this motion
[5:23:14] that was adopted by our free city
[5:23:17] college oversight committee.
[5:23:19] and so she mentioned that we needed to
[5:23:25] consider after the audits for previous
[5:23:30] fiscal years, then they would be
[5:23:31] willing to consider the addition of
[5:23:38] indirect expenses from prior 2025-2026
[5:23:40] fiscal year and then one of the most
[5:23:44] important ones for me, number 2, was
[5:23:47] bringing back our funding to
[5:23:51] approximately 16 million dollars and
[5:23:53] then compounded by cpi and future
[5:23:56] years as opposed to 9.3 this year and
[5:24:00] 7.2 as originally budgeted and then to
[5:24:05] consider students also made a
[5:24:09] proposal, there were folks from smack
[5:24:15] and other groups that came and
[5:24:17] presented us a proposal on how to
[5:24:20] potentially spend some of the surplus
[5:24:22] dollars that had been provided by --
[5:24:25] that had been there until it was taken
[5:24:28] out from the free city college program.
[5:24:31] so, we support that in years where the
[5:24:33] city doesn't have budget deficit and
[5:24:38] also to -- for point number 4, a
[5:24:41] desire to change the language so that
[5:24:43] there's a deficit trigger, so right
[5:24:46] now there's flexibility for the city
[5:24:49] when they want to reduce funding for
[5:24:51] the free city college program, kind of
[5:24:55] at their whim.
[5:24:56] in a lot of the set asides we have at
[5:24:59] the city level, there's a deficit
[5:25:01] trigger where if the city's budget
[5:25:04] goes below a certain amount, then that
[5:25:08] the's when they may pause increases or
[5:25:13] something to that effect and so
[5:25:16] supervisor chan mentioned including
[5:25:17] something like that instead of giving
[5:25:20] more discretion to the city to have
[5:25:22] that in there, and then for the city
[5:25:24] to consider to reimburse student fees
[5:25:27] and tuition both retroactively and
[5:25:30] moving forward but not limited to
[5:25:32] ongoing student debt fee, covering
[5:25:37] health care, existing session in mou
[5:25:40] appendix a, students who withdraw from
[5:25:42] courses because students that have
[5:25:44] withdrawn in past, they've ended up
[5:25:46] having money that they owe to the
[5:25:49] college.
[5:25:50] so, if we get rid of that, we don't
[5:25:51] have to do this retroactive
[5:25:54] reimbursement of I guess unpaid fees
[5:25:57] if they withdraw from their classes
[5:26:00] and for number 6, for the city and all
[5:26:03] entities involved in the
[5:26:05] implementation for mou evaluation and
[5:26:08] amend the language of use of punds and
[5:26:10] adjustments in mou's, so going
[5:26:12] forward, having an open conversation
[5:26:13] how we want to do this, and I just
[5:26:17] want to note, kind of throw the ball
[5:26:22] at our -- dr. Lisa cooper wilkins was
[5:26:26] there along with student trustee
[5:26:27] brandt, so I want to if possible, if
[5:26:30] trustee chung wouldn't mind allowing
[5:26:32] more context to be added in case I
[5:26:34] missed some stuff and I'm sure I did.

[5:26:41] there's a smaller group, a subgroup
[5:26:44] from the oversight committee that had
[5:26:46] been meeting as a small equity I guess
[5:26:48] group to look at equity -- potential
[5:26:53] equity goals for the program to expand
[5:26:57] its impact for other citizens in the
[5:27:01] city and so there were also
[5:27:03] recommendations that sort of aligned
[5:27:05] with item 5 around other ways that
[5:27:09] student support could be extended
[5:27:12] through basic needs, addressing basic
[5:27:15] needs.
[5:27:16] also thinking about ways to offer
[5:27:20] maybe more structures that with
[5:27:23] programmatic elements to free city
[5:27:25] similar to other promise programs at
[5:27:27] other institutions but essentially the
[5:27:29] item said -- trustee wong covered 1-6
[5:27:33] are things that were discussed in
[5:27:35] those subcommittees and brought
[5:27:36] forward and discussed holistically as
[5:27:38] an oversight committee so those are
[5:27:40] the recommendations that are being
[5:27:43] brought forward to this board to
[5:27:44] support as well.

[5:28:11] understand the importance of city

[5:28:26] students.

[5:28:29] this but the students, the historical
[5:28:34] courage of coleman advocates and
[5:28:35] the fellows that they recently brought on.
[5:28:40] I mean, I only heard second hand how
[5:28:45] incredible and how moving they were
[5:28:47] and how effective they were, so thank
[5:28:49] you so much, please, if there's anyone
[5:28:51] else to also relay that to them.
[5:28:56] and I want to take the time to
[5:29:01] thank vito mendes who was the mentor
[5:29:04] for those students and supported
[5:29:05] them and the overarching idea of
[5:29:09] empowering but holistically caring for
[5:29:13] them and seeing over them, thank you,
[5:29:16] vito, for doing that.

[5:29:20] statements, thank you, trustee wong,
[5:29:26] and I'm grateful to supervisor chan

[5:29:32] I am specifically interested in number
[5:29:35] 6 and I guess I had a follow-up
[5:29:37] question for the deficit trigger too.
[5:29:40] what is the amount where that trigger
[5:29:45] happens in general?
[5:29:46] because think -- they're projecting
[5:29:51] a deficit right now.
[5:29:52] >> I think the intent was to keep the
[5:29:55] motion broad so that there's space to
[5:29:57] have the conversation between dcyf and
[5:30:01] our administrators so have that
[5:30:04] operational discussion and bring it
[5:30:05] back to the larger bodies for final
[5:30:08] say or recommendation or feedback.
[5:30:11] >> and I think the other thing and you
[5:30:14] started to allude to this, trustee
[5:30:17] wong, is that already plans have been
[5:30:21] made to have meetings align better
[5:30:25] with the city's budget process because
[5:30:29] we're obviously well behind the curve
[5:30:30] this year in making some of these
[5:30:33] recommendations but recognizing that
[5:30:35] they're going to be critical periods
[5:30:37] in the year where they'll have to be
[5:30:40] oversight meetings to, one, monitor
[5:30:41] where the budget is and then to be
[5:30:43] able to make recommendations that will
[5:30:46] have impact before the budget is
[5:30:48] formulated.
[5:30:49] >> and then for number 6, is there a
[5:30:53] timeline that was identified for this?
[5:30:56] because I think it alludes to
[5:30:58] modifications around changes to the
[5:30:59] use of funds, so is that within a
[5:31:03] year, is that -- was there a proposed
[5:31:05] timeline for has?
[5:31:06] >> so, there is a new timeline for
[5:31:09] dates for this upcoming year that
[5:31:13] better align with the budget
[5:31:15] formulation process.
[5:31:16] also there is a set of recommendations
[5:31:21] that are sort of scaled I guess is the
[5:31:26] word I want to use so -- I don't know
[5:31:29] that it matches whatever the city's
[5:31:31] trigger point is but there are sort of
[5:31:35] baseline budgetary needs that have
[5:31:37] been outlined plus some additional
[5:31:39] considerations for some of these other
[5:31:43] recommended uses of the funds that are
[5:31:50] based -- aligned also with our
[5:31:52] enrollment growth projections, both
[5:31:55] our most I guess ambitious growth foes
[5:32:00] versus what we think will be baseline
[5:32:01] that also help to think about how
[5:32:04] funding at various levels could be
[5:32:06] utilized.
[5:32:07] so, I think it is meant to offer some
[5:32:11] flexibility with what the city's
[5:32:15] budgetary challenges are as well, so
[5:32:17] washes we can think about skillfully
[5:32:20] funding our students but also offering
[5:32:22] additional support.
[5:32:23] >> and then what about the money in
[5:32:25] the reserve, was there any discussion
[5:32:28] about that, has that been clawed back?
[5:32:30] >> that is a very still unclear
[5:32:35] discussion until I think the final
[5:32:37] audits are finished.
[5:32:39] there still isn't a lot of clarity yet
[5:32:42] around both unspent funds and what if
[5:32:45] any is left in the reserve.

[5:33:51] the students are very aware and feel
[5:33:53] that they've been ripped off which
[5:33:56] they have been with greater than 50%
[5:34:00] of what had been promised being
[5:34:06] withdrawn.
[5:34:07] now, most of the stories today had to
[5:34:11] do with students coming into an
[5:34:15] academic situation who thought that
[5:34:20] they never would have had that
[5:34:23] experience had it not been for free
[5:34:25] city.
[5:34:26] other students talking about the fact
[5:34:27] that they couldn't afford to take, you
[5:34:31] know, more than x amount of classes
[5:34:34] because of the cost.
[5:34:36] so, I would like to thank all those
[5:34:39] who have been working on this.
[5:34:41] I appreciate that.
[5:34:42] they appreciate it I'm sure, but what
[5:34:47] I would like to see happen is that you
[5:34:51] keep students informed as you go
[5:34:55] along, that what is being done and
[5:34:58] that you are definitely working on it
[5:35:01] because they are very concerned right
[5:35:04] now and we need to shore up our
[5:35:07] students, we need to the say we're
[5:35:10] right there behind you and we're
[5:35:11] trying to get this done, so
[5:35:12] anything that can be done to expedite
[5:35:15] it would I'm sure be very -- students
[5:35:20] would be very grateful, but please be
[5:35:23] aware that there are many students who
[5:35:25] are very concerned right now.

[5:35:46] and some of you passed through I'm

[5:35:54] about the anxiety, the uncertainty,
[5:36:00] the questioning projecting the worst
[5:36:05] case scenario so folks are preparing
[5:36:07] themselves for not being able to come
[5:36:10] to school.
[5:36:12] and they're wise enough to anticipate
[5:36:15] potential in the process that it will
[5:36:18] fail.
[5:36:19] we just sat through you all going to a
[5:36:21] closed meeting and coming back with
[5:36:25] for us nothing but questions and not
[5:36:28] an answer to what we thouk you were
[5:36:30] going -- so, things happen
[5:36:35] and we appreciate your perseverance and
[5:36:38] your courage to sticking together when
[5:36:40] stuff happens.
[5:36:44] it's sometimes unexpected.
[5:36:49] the thing that keeps coming to mind to
[5:36:51] me is and what else.
[5:36:53] free city is one source of potential
[5:36:57] support but I think I've mentioned
[5:36:59] before, I come from midwest colleges
[5:37:02] and I get mail every month from the
[5:37:05] foundations asking for money.
[5:37:06] I don't hear anything about the city
[5:37:10] college of san francisco foundation as
[5:37:14] a potential source along with free
[5:37:16] city.
[5:37:17] if we put all of our hopes in one
[5:37:20] basket and there's another one kind of
[5:37:23] waiting out there by the curb that
[5:37:26] hasn't been stimulated to participate
[5:37:30] and the last time I looked online, the
[5:37:33] last two years of reports of the
[5:37:36] foundation are missing.
[5:37:38] the information is old, so I would
[5:37:42] plead with you all to use free city as
[5:37:48] a core but think about other pathways
[5:37:54] to raising money for this institution.
[5:37:57] it just makes sense and we're all
[5:38:00] subject to those mailers that go out
[5:38:04] very friendly, hi, alumni, send us
[5:38:06] some money, you know.
[5:38:07] and the stories that we hear about at
[5:38:11] city hall from the stories are
[5:38:15] powerful stories to deliver a message,
[5:38:17] not just to free city, but to the
[5:38:19] foundation and any other sources that
[5:38:22] we can think about, so thank you for
[5:38:26] what you're doing and we're here to
[5:38:30] help.

[5:40:37] collins created the first freestanding
[5:40:41] lgbt studies department in the nature,
[5:40:44] it's in addition of those five words,
[5:40:47] lgbt studies faculty jack
[5:40:51] collins, everything else stays the
[5:40:54] same.
[5:40:56] the next amendment is to add a
[5:41:00] whereas, after the whereas that's
[5:41:01] about -- that starts with the whereas
[5:41:04] the college's queer resource centers
[5:41:06] empowers and unites lgtqia+
[5:41:11] students, an additional whereas
[5:41:14] that is taken from the resolution that
[5:41:22] we passed on june 22, 2023, and I
[5:41:27] thought it was important to put that
[5:41:31] in there because what we said back
[5:41:33] then is we're going to do this every
[5:41:36] year, just as a reminder to us of what
[5:41:39] we did make a commitment to two years
[5:41:46] ago.
[5:41:47] the next amendment is to delete the
[5:41:48] next whereas and just to replace it
[5:41:51] with whereas the first annual flag
[5:41:56] raising -- pride flag raising ceremony
[5:41:58] was held in 2024, the new whereas
[5:42:04] includes that we voted on that.
[5:42:08] so, just to cut out a little
[5:42:11] repetition.

[5:49:27] it has been a very upsetting and
[5:49:33] emotional night as far as with our
[5:49:39] contract with the incoming chancellor,
[5:49:45] dr. Cortez.
[5:49:48] as stated earlier in public comment,
[5:49:51] students overwhelmingly have shown
[5:49:57] their support for dr. Cortez, and dr.
[5:50:00] cortez, if you can hear us, be patient
[5:50:02] with us as we're trying to figure
[5:50:04] this out.
[5:50:05] when you come in, there's a lot of
[5:50:07] work to be done and students, don't
[5:50:11] lose any hope.
[5:50:13] our voices are strong and we will be
[5:50:17] heard.
[5:50:18] when we're not heard, we're going
[5:50:21] to go ahead and take action.
[5:50:23] every board member there was elected,
[5:50:25] was elected with the support of
[5:50:28] students during campaigns and we have
[5:50:32] to restructure that and go back to the
[5:50:34] drawing board and question board
[5:50:38] members, if they deserve to be in
[5:50:40] their elected positions, we'll go
[5:50:42] ahead and do that.
[5:50:45] as stated earlier in the public comment
[5:50:52] , the advocacy for the african
[5:50:56] american resource center needs to be
[5:50:59] present by action and the action is
[5:51:02] having the african american resource
[5:51:05] center be moved to the new student
[5:51:10] success center, there are no ands, ifs
[5:51:14] or buts about it, the students have
[5:51:16] spoken, the workers within those
[5:51:18] spaces have spoken.
[5:51:19] this has been years in the making.
[5:51:24] we have to make sure we have the space
[5:51:26] for the african american resource
[5:51:28] center.
[5:51:29] we have to make sure we have the space
[5:51:31] for city dream
[5:51:34] to be able to conduct the amazing they
[5:51:38] do in their those spaces, we have to
[5:51:40] make sure the resource center have
[5:51:42] ample spaces to serve student/parent
[5:51:46] needs and children as well.
[5:51:50] as I'm finishing up my last few days
[5:51:53] as student chancellor, I want to
[5:51:55] congratulate the incoming executive
[5:52:00] student council for this new academic
[5:52:03] year, congratulations to angelica pam

[5:54:21] I sit here tonight having recently
[5:54:23] wrapped up the 2024-25 academic year
[5:54:26] and my second and final term as your
[5:54:30] student trustee and want to express my
[5:54:33] deepest gratitude for the honor of
[5:54:36] serving students at the city college
[5:54:38] of san francisco representing a
[5:54:40] vibrant, diverse and resilient student
[5:54:41] body has been one of the humbling and
[5:54:45] transformative experiences of my life.
[5:54:47] over the paster two years, I have
[5:54:49] advocated for student needs on a
[5:54:51] number of issues and make no mistake,
[5:54:54] there's so much more to be done as we
[5:54:56] have heard from city dream, the family
[5:54:58] resource center and the african
[5:55:01] american resource center with regard
[5:55:02] to the use of space.
[5:55:03] I did not, have not and will not ever
[5:55:05] shy away from speaking truth to power
[5:55:09] including calling out
[5:55:11] atrocities that continue to take
[5:55:13] place in palestine, I thank this board
[5:55:15] for their support which came in the
[5:55:17] form of a cease fire resolution.
[5:55:19] my voice at this table has come from a
[5:55:21] place of lived experience, a deep love
[5:55:24] for ccsf and our community college
[5:55:30] system as well as a recognition that
[5:55:31] equity and access are not abstract
[5:55:32] ideals but urgent necessities.
[5:55:35] this journey has not been without lots
[5:55:37] of struggle and personal hardship.
[5:55:39] I want to share in the hopes of
[5:55:42] building understanding of what life is
[5:55:43] and can be like for our students, over
[5:55:46] the course of the last two years, my
[5:55:49] mother was placed on hospice as her
[5:55:52] alzheimer's advanced, my siblings and
[5:55:56] spouse were diagnosed with different
[5:55:58] stages and forms of cancer and have
[5:55:59] has had to go radiation, chemotherapy
[5:56:04] and various procedures, I lost two of
[5:56:06] my first cousins who were in their
[5:56:09] 30's, the one to brain kans and her
[5:56:11] the other to khakis, if you know
[5:56:13] anything about coming from latino
[5:56:16] family, our cousins is like our
[5:56:20] siblings too.
[5:56:21] I mourn the ongoing loss of palestine
[5:56:25] where many of my loved onuses continue
[5:56:27] the fight for survival.
[5:56:28] all of this while navigating
[5:56:30] the demands of life while I work to
[5:56:33] raise my three children holding down
[5:56:35] two part time job, attending school
[5:56:37] full time to help ot with our ftes
[5:56:40] numbers, there were times the weight
[5:56:44] felt unbearable and I questioned
[5:56:46] whether I could carry the
[5:56:47] responsibilities of this role and
[5:56:49] still show up fully for my family and
[5:56:51] community but with the support of my
[5:56:53] peers and the ccsf family, I kept
[5:56:56] showing up, I leave this role
[5:57:01] proud, not just of accomplished but
[5:57:07] the persistence and heart that it took
[5:57:09] the get here and to carry me through
[5:57:11] through.
[5:57:12] as I prepare to step away from the
[5:57:17] seat, I await what lays ahead for me,
[5:57:21] it is a great pleasure the introduce
[5:57:24] your incoming student trustee for the
[5:57:27] 25-26 academic year angel koe campos,
[5:57:31] she brings a wealth of knowledge and
[5:57:34] experience in community advocacy,
[5:57:37] coalition bid, having previously
[5:57:39] served as associated student council
[5:57:41] of ocean president, student
[5:57:43] chancellor, a current representative
[5:57:46] within participatory governance, a
[5:57:47] former member of the free city
[5:57:49] oversight committee as well as having
[5:57:51] held various roles other the years
[5:57:53] within the student senate for
[5:57:56] community colleges, ultimately
[5:57:57] concludes her time in the organization
[5:57:58] as president.
[5:57:59] she currently serves on the boards of
[5:58:02] san francisco young dams and the
[5:58:06] harvey milk club, her background is
[5:58:12] deeply engaged in justice and
[5:58:14] inclusion.

[5:59:27] the academic senate seated a new
[5:59:29] council.
[5:59:30] we were glad to see some new faces and
[5:59:32] welcome back some familiar ones and
[5:59:34] grateful to those who cycled off the
[5:59:36] council this year.
[5:59:38] the academic senate represents faculty
[5:59:40] voice in all matters concerning the 10
[5:59:45] plus 1 and I would like to underscore
[5:59:47] the value of the campus that would
[5:59:49] like to step up to run for executive
[5:59:53] council.
[5:59:56] as we continue to navigate a series of
[5:59:57] complex realities in the coming year,
[5:59:58] the work of the academic senate will
[5:59:59] remain as important as ever.
[6:00:00] my name is katia fuchs, a math faculty
[6:00:02] and I stand before you today again as
[6:00:05] the newly elected academic senate
[6:00:09] president.
[6:00:10] during my time serving in the academic
[6:00:12] senate and now as senate president, I
[6:00:15] am very conscious of the purpose and
[6:00:17] value of open and inclusive processes.
[6:00:21] when we honor the process, we create a
[6:00:24] culture of accountability and trust.
[6:00:27] this is crucial to the work of any
[6:00:30] successful team and that's what we are
[6:00:33] here, a team.
[6:00:34] tonight you could have closed the loop
[6:00:36] on a crucial process, one that would
[6:00:39] have put us on a path to credible and
[6:00:42] stable leadership, a key facet of
[6:00:44] providing an excellent learning
[6:00:45] environment for each and every one of
[6:00:48] our students and maintaining our
[6:00:53] accreditation.
[6:00:54] I thought I would fill you in on some
[6:00:56] important business that the executive
[6:00:58] council has done since our last
[6:01:00] meeting.
[6:01:01] we endorsed an enrollment philosophy
[6:01:05] we are proud of.
[6:01:07] it prioritizes a holistic student
[6:01:11] centered approach towards enrollment
[6:01:12] management and program support.
[6:01:14] the adult education program through
[6:01:16] your plan and an updated two year
[6:01:19] comprehensive program review process
[6:01:21] which will provide tools and support
[6:01:22] to reflect on the way we currently
[6:01:24] serve our students and collectively
[6:01:25] plan for a future centering student
[6:01:28] success.
[6:01:29] as a body, we feel these tenses move
[6:01:31] our institution forward in servicing
[6:01:33] our students and our broader community.
[6:01:36] our meeting also featured a budget
[6:01:39] update from bc dr. Ligoso which came
[6:01:42] directly on the heels of a budget
[6:01:45] flavored report from robin pew from
[6:01:50] aft, it highlighted the importance of
[6:01:53] ongoing dialogue and constructive
[6:01:55] engagement to get to a place of mutual
[6:01:57] understanding and consensus.
[6:02:00] and thus I conclude my first ever
[6:02:03] report before you, though summer is a
[6:02:06] relatively quiet time on our campus,
[6:02:08] there is work to be done as we're
[6:02:11] recharging getting ready for the full
[6:02:13] steam of the academic year.
[6:02:14] I will continue to come before you to
[6:02:18] speak to and celebrate the faculty in
[6:02:24] my role as senate president this year.

[6:02:51] his participation in events like the
[6:02:55] holiday breakfast, toy drive and
[6:02:57] graduation ceremonies have been

[6:02:59] and most of all, we thank him for
[6:03:02] leading the college through difficult
[6:03:04] times.

[6:08:16] happen and they want extensions and
[6:08:18] it's just very hard to make these kind
[6:08:21] of judgments.
[6:08:22] it's a crucial time for all the
[6:08:25] faculty.
[6:08:26] but we got them, I think we got
[6:08:27] everything in by 5:00.
[6:08:30] also will
[6:08:35] wilbur had another way of looking
[6:08:39] at ghost students, but our real
[6:08:41] student would are online and then stop
[6:08:44] coming and we have to be careful in
[6:08:46] the future not to confuse the bots and
[6:08:49] the fakes and the cabals that are out
[6:08:54] with students who really start and
[6:08:56] want to conclude, then as you get
[6:09:00] closer, then life happens and people
[6:09:01] stress and so forth so we have to make
[6:09:04] sure we don't intermingle our real
[6:09:07] students have a hard time and need to
[6:09:11] get fresh starts with the absolute
[6:09:14] fake folk.

[6:12:31] chancellor's report.

[6:12:37] >> I know it's late, I wanted to take
[6:12:39] a moment to again thank everyone who
[6:12:41] was a part of last week's commencement.
[6:12:45] there was an incredible commencement
[6:12:48] committee working really hard behind
[6:12:49] the scenes, more than 65 volunteers
[6:12:53] and I was just reminded after
[6:12:55] madeline's comments that we even
[6:12:57] engaged one of our librarians to help
[6:13:02] with the archival information and
[6:13:03] photostats that appear in the
[6:13:05] commencement booklet.
[6:13:06] there were a number of fobs who were a
[6:13:08] a part of the platform party and
[6:13:11] everyone has an interesting role and a
[6:13:13] very diverse real to play, but all of
[6:13:15] that came together to celebrate an
[6:13:18] incredible milestone for our students,
[6:13:20] many of whom it can take many years
[6:13:24] for them to reach that incredible
[6:13:29] achievement, we awarded almost 3
[6:13:30] thousand certificates at this time and
[6:13:33] graduated a little over 500 students
[6:13:36] on thursday and so many thanks again
[6:13:38] to all the folks who played a really
[6:13:41] pivotal role in that.
[6:13:42] it's not just an achievement for the
[6:13:45] students but many of us walk alongside
[6:13:49] those students a long time before
[6:13:51] they're students and until they reach
[6:13:53] this milestone, so it's an achievement
[6:13:55] for the community as well as the
[6:13:56] students, I want to thank everyone for
[6:13:58] that and I also just want to -- I
[6:14:02] don't know if reassure is the right
[6:14:05] word, I'm definitely hearing the
[6:14:07] voices that are speaking about student
[6:14:10] spaces and trying to engage as many
[6:14:12] folks in conversation to address those
[6:14:16] concerns, the thoughts, the ideas that
[6:14:18] are coming forward, so I just wanted
[6:14:20] to again reassure folks that their
[6:14:22] voices are being heard and doing our
[6:14:25] very best to incorporate everyone's
[6:14:28] perspectives as we make
[6:14:30] decisions about moving forward.

[6:16:33] the first item is our 311q which is
[6:16:37] the third quarter report that we file
[6:16:39] with the state and it's really an
[6:16:42] alignment of what you previously saw
[6:16:44] in our monthly financials.
[6:16:48] the revenues are tracking as expected.
[6:16:51] a little bit low because this is for
[6:16:54] the month ended march so we don't see
[6:16:56] all of our property taxes as well as
[6:16:58] parcel taxes in there which you will
[6:17:00] see in the next report which is the
[6:17:04] april monthly.
[6:17:06] the expenditures and we're trying
[6:17:07] to align that, the current process as
[6:17:10] it's employed here at city college is
[6:17:13] that we don't do the adjustments for
[6:17:16] the parcel tax until the end of the
[6:17:17] year, so hence the quarterly reports
[6:17:19] we send to the chancellor's office
[6:17:22] include the parcel tax expense which
[6:17:24] at the end of the year, we transfer to
[6:17:27] the parcel tax.
[6:17:29] in the future, we're going to set it
[6:17:31] up right from the beginning of the
[6:17:33] fiscal year so that the 311 will align
[6:17:36] with the monthly reports.
[6:17:40] everything is tracking as you will see
[6:17:47] will also occur in the april monthly
[6:17:49] financials.
[6:17:50] >> shall we take all the reports and
[6:17:52] then --
[6:17:53] >> yes, that would be good.
[6:17:55] the next item is the monthly
[6:18:00] financials, so the end of april, and
[6:18:03] here we do include and have received
[6:18:07] the second portion of our property
[6:18:10] taxes, so generally we receive about
[6:18:16] 50 plus percent in december, another
[6:18:19] 45% in april and then about 5% in
[6:18:24] close-outs in june timeframe.
[6:18:26] so, you see that our revenues are up,
[6:18:32] you'll see that we also received the
[6:18:34] second half of our parcel tax and so
[6:18:37] when you then compare the revenues to
[6:18:43] our expenditures, we see a sizable
[6:18:47] difference between what we brought in
[6:18:49] versus what we're paying out.
[6:18:53] that of course -- the bulk of our
[6:18:55] property taxes of the local monies
[6:18:57] just came in and, you know, we'll now
[6:19:02] just be seining revenues from the
[6:19:04] apportionment so that we'll now just
[6:19:06] be seining revenues from the
[6:19:07] apportionment so that will slow down
[6:19:09] we expect to receive our revenues
[6:19:10] because in the may revise, the
[6:19:13] governor noted he will fully fund the
[6:19:16] scff and then our expenditures will
[6:19:18] continue at the same pace so we still
[6:19:21] expect to be at a surplus which you'll
[6:19:24] see in the following report.
[6:19:29] and so then I'll transition to the
[6:19:36] budget update.
[6:19:38] thank you, shawn.

[6:19:43] number 2.
[6:19:44] and this is just to provide some
[6:19:47] context.
[6:19:48] we are presenting to you as per board
[6:19:51] policy what the shape of the tentative
[6:19:53] budge will look like, so this will be
[6:19:56] a very, very preliminary draft report
[6:19:59] just to kind of show where we expect
[6:20:02] to be.
[6:20:07] we will bring a more in-depth
[6:20:08] analysis and discussion and reports to
[6:20:10] you at the june committee of the whole
[6:20:14] meeting and then of course at the
[6:20:18] end of june present to you the
[6:20:21] tentative budget for
[6:20:23] acceptance which will allow them to
[6:20:30] begin spending july 1, what I'll be
[6:20:33] presenting is various scenarios for us
[6:20:34] as an institution to really understand
[6:20:37] the types of decisions we will have to
[6:20:39] make and the potential impact those
[6:20:42] decisions will have in the out years.
[6:20:47] slide number 12 please.
[6:20:49] I'm going to start from the back with
[6:20:51] the assumptions and then walk you
[6:20:57] through the scenarios.
[6:21:00] and so I listed the major assumptions
[6:21:03] here and tried to compile it into one
[6:21:06] sheet rather than listing assumptions
[6:21:10] for each scenario because some of the
[6:21:13] varian -- variance is in those yellow
[6:21:19] line items, we're assuming cola, 2.3%
[6:21:21] of course for upcoming year as per the
[6:21:27] governor's may revise, the following
[6:21:28] numbers are really the statutory
[6:21:31] increases for the department of finance
[6:21:34] which also was adopted by school
[6:21:37] services and employed by the
[6:21:39] chancellor's office.
[6:21:40] so, I put those in there and they'll
[6:21:44] affect the calculations in the out
[6:21:48] years.
[6:21:49] hold harmless funding will remain at
[6:21:51] the 166.7 million over the next four
[6:21:54] years.
[6:21:55] we will also continue to have to pay
[6:21:57] back that 1.8 million, so we have I
[6:22:01] think five more years, it's going to
[6:22:05] take us 13 years to repay the
[6:22:08] overpayment from
[6:22:15] 8 years ago.
[6:22:16] for 25-26, we did not include the
[6:22:19] deficit factor because that's also was
[6:22:21] outlined in the governor's may revise
[6:22:29] he will fully fund the scff.
[6:22:31] the state of the state, the state of
[6:22:34] the nation and of course we'll have a
[6:22:37] new governor in the next 18 months, so
[6:22:41] it's unclear -- I guess there's quite
[6:22:43] a bit of uncertainty so I built a 1.6%
[6:22:48] deficit factor in 26-27 and then the
[6:22:51] following two years as well.
[6:22:54] on the enrollment growth, I examined
[6:22:58] various factors from 3% to 3% year
[6:23:03] over year, to 6% and then 9% and the
[6:23:06] intention really was to see how we
[6:23:09] might be able to optimize the
[6:23:12] restoration authority that ends in
[6:23:15] 25-26 and then of course in the
[6:23:18] following year of 26-27 is when the
[6:23:22] growth authority kicks in that limits
[6:23:24] really the amount of ftes that will be
[6:23:29] counted towards the scff for us and
[6:23:32] anything over and above that would be
[6:23:38] unfunded ftes.
[6:23:40] based on the scenarios, I estimated on
[6:23:45] a productivity ratio of 15 which is
[6:23:48] very high for this institution, the
[6:23:53] number of faculty positions required
[6:23:56] to achieve the ftes goals at those
[6:24:01] varying ranges and then I used an
[6:24:05] average adjunct faculty or
[6:24:08] compensation base of 20 thousand, I
[6:24:11] previously talked about 150 thousand
[6:24:12] for full timers but I ratcheted that
[6:24:17] down and to calculate what the
[6:24:19] increased cost might be to really
[6:24:24] achieve the ftes target, additional
[6:24:27] ftes targets.
[6:24:29] 15 is probably pretty high and I say
[6:24:33] that because historically our
[6:24:34] institution at least this the last few
[6:24:37] years has only achieved about 13.3.
[6:24:41] so, if I were to bring that down to
[6:24:45] 13.5 for example from 15, that would
[6:24:48] add an additional 11% ftef and/or
[6:24:54] result in cost so this is an
[6:24:57] optimistic picture, even with the
[6:24:59] optimistic picture, you can see in the
[6:25:01] scenarios we have a lot of work to do.
[6:25:03] we need to engage in a lot of
[6:25:06] discussions with colleagues in the
[6:25:08] college community to see how we might
[6:25:12] be able to not only optimize
[6:25:14] restoration but of course ultimately
[6:25:16] get us back to more solid financial
[6:25:22] footing.
[6:25:24] I listed for 26-27 the -- at least
[6:25:30] calculated loss incentive funding,
[6:25:33] about 7.3 million, and that will of
[6:25:35] course factor into the minimum funding
[6:25:38] that the state provides us,
[6:25:41] essentially that gap, the hold
[6:25:43] harmless gap.
[6:25:48] the adult education program committed
[6:25:52] 1.2 million in additional funding for
[6:25:54] us to put on non-credit courses and
[6:25:58] the 400 thousand is the unrestricted
[6:26:01] match required for us to be able to
[6:26:05] take advantage of categorical funds
[6:26:08] and ftes.
[6:26:10] at this point in time, I have a tbd
[6:26:16] there for seiu non-represented and
[6:26:19] administrative salary increases for
[6:26:25] 25-26.
[6:26:26] aft and dcc have settled, this is the
[6:26:28] year of the contract, that's 2% for
[6:26:32] 25-26.
[6:26:33] in the out years, I didn't put any
[6:26:38] salary increases to again highlight
[6:26:40] the impact of certain decisions we're
[6:26:46] going to make, obviously we'll be
[6:26:47] working on that in the out years,
[6:26:48] particularly since we know the
[6:26:49] contracts are going to renew next year.
[6:26:53] I listed again some of the major
[6:26:58] increases, health and welfare, we have
[6:27:03] a rate of about 5.8% and that's sort
[6:27:06] of like a combo rate because our
[6:27:09] health plans renew calendar year
[6:27:11] based, so half the rate is associated
[6:27:14] with the previous year and then the
[6:27:16] second half is with the new year or
[6:27:19] new rate increase.
[6:27:28] the biggest item was the increases in
[6:27:31] the utility, it's stepping down to
[6:27:33] just under 16 to get back to 11, I
[6:27:35] think that was the attempt of sfpuc to
[6:27:39] get us in alignment institutional
[6:27:40] rates back in alignment with
[6:27:42] commercial rates.
[6:27:43] last year for example, we benefited
[6:27:44] from about a 5.8% rate increase.
[6:27:48] it's still high but -- I listed
[6:27:54] elections every other cycle here and
[6:27:56] the next cycle, you know, there's
[6:27:59] three trustees, three of you going up
[6:28:02] for re-election and two years later,
[6:28:06] four.
[6:28:07] all other operating expenses, we
[6:28:09] pegged at about 2%.
[6:28:11] we did build in contingency for
[6:28:15] retirement incentive and you'll see
[6:28:17] that in some of the scenarios.
[6:28:22] slide number 10 please.
[6:28:26] so, this scenario here, so I'm
[6:28:31] starting really sort of like worst
[6:28:34] case if you will in terms of
[6:28:39] financial picture but perhaps the
[6:28:40] highest case in terms of increasing
[6:28:43] ftes, so this scenario assumes a 9%
[6:28:51] increase for 25-26 to be able to take
[6:28:53] advantage of the restoration.
[6:28:58] we have approximately as of the last
[6:29:00] report from the chancellor's office,
[6:29:03] we had about almost 6 thousand ftes in
[6:29:08] restoration of which about 4300 is in
[6:29:13] the credit side, about 1100 in cdcp
[6:29:20] and about 500 in non-credit and about
[6:29:25] 100 in the special admin, so 6
[6:29:32] thousand, the value is about 35 million.
[6:29:35] so, meaning that even if we could do
[6:29:39] 9%, that's still a far cry from
[6:29:43] taking advantage of the
[6:29:46] restoration of 6 thousand.
[6:29:47] so, you can see if we were to do that
[6:29:51] in 25-26.
[6:29:53] while that might increase the 01:47:09
[6:29:54] base,
[6:29:59] depending on where the ftes falsest,
[6:30:03] if it's credit, if it's non-credit, we
[6:30:05] will get the full value, but you can
[6:30:07] see that because of the cost, it would
[6:30:11] drive us into a deficit in 25-26 and
[6:30:17] that's at the 15% -- at the 15
[6:30:22] productivity level.
[6:30:23] you know, again, if I were to ratchet
[6:30:26] it down to 13.5 which is more in
[6:30:29] alignment with how we have achieved
[6:30:37] efficiencies, that would add another
[6:30:42] 11% to the cost.
[6:30:43] it would be 12 million in additional
[6:30:47] adjunct salary costs.
[6:30:48] and then you can see that by 28-29, we
[6:30:53] will have totally wiped out the
[6:30:58] reserves.
[6:30:59] understand that at this point in time,
[6:31:06] the surplus for 24-25 and the result
[6:31:11] in reserve levels are the best they've
[6:31:13] ever been in the last ten years.
[6:31:15] the flip side of that of course is
[6:31:18] that means that it took us ten years
[6:31:21] to re-establish that.
[6:31:23] so, it wasn't just a few years ago
[6:31:27] that the reserves were so low that the
[6:31:31] district had to take back some of the
[6:31:35] opeb contributions, 21 million, to
[6:31:36] even get above the state chancellor's
[6:31:41] required reserve balance revenue or
[6:31:45] reserves.
[6:31:46] and I mention that because we want to
[6:31:48] be very careful as we step through
[6:31:53] this.
[6:31:54] frankly I think 9% additional growth
[6:31:56] might be very difficult to attain for
[6:32:00] a host of reasons including what's
[6:32:04] happening at sfusd.
[6:32:06] of course besides the additional costs
[6:32:09] and then there may be facilities needs
[6:32:13] that we may not be able to have.
[6:32:16] when I look at our schedule, we are
[6:32:21] completely full between the hours of
[6:32:25] 8-1, so, that's the highest demands
[6:32:28] for both faculty and students.
[6:32:30] we have white space if you will after
[6:32:33] 1:00 until we begin evening classes,
[6:32:37] but -- so we need the carefully
[6:32:40] examine our schedule to see how we
[6:32:42] might be able to take advantage of the
[6:32:45] time slots and then besides that, are
[6:32:48] we able to attract enough faculty or
[6:32:54] maybe even increase the load for
[6:32:57] adjunct, carefully monitoring that so
[6:33:01] we don't go over 67% and/or maybe
[6:33:05] overload to be able to achieve that.
[6:33:09] this 9% is a very optimistic target
[6:33:14] that has some very serious cost
[6:33:19] consequences.
[6:33:20] slide number 8, please.
[6:33:23] and this one I'm looking at a 6%
[6:33:29] increase in ftes and so that would
[6:33:34] mean about -- on the 15 thousand,
[6:33:41] about 900 ftes.
[6:33:43] the associated cost with that is about
[6:33:46] 7.2 million on the adjunct.
[6:33:49] and you could see again that by year
[6:33:53] 4, 28-29, if everything else stays the
[6:33:58] same, that again the fund balance will
[6:34:01] be wiped out.
[6:34:06] one of the discussion items at the
[6:34:09] budget committee was, well, perhaps we
[6:34:11] can bump it one time in 25-26 to take
[6:34:16] advantage of the restoration meaning
[6:34:19] that you're going to put on classes
[6:34:22] in 25-26, but then reduce them in
[6:34:26] 26-27 just to be able to take
[6:34:28] advantage of the restoration, 01:51:48
[6:34:29] but
[6:34:34] there are serious consequences for
[6:34:44] that, there are ped gsh pedagogical
[6:34:50] impact, if we have to hire people that
[6:34:52] we only hire them basically for one
[6:34:55] fiscal year and then they have to go
[6:34:58] away.
[6:34:59] then you're looking at what is the
[6:35:01] impact on students, so if I have
[6:35:04] additional let's say 900 ftes, let's
[6:35:07] say that translates to 30 section, it
[6:35:15] will be more than that, that's quite
[6:35:23] a number of sessions, if we bump them
[6:35:26] up like that and take them away the
[6:35:28] next year, what's that going to do to
[6:35:33] student completions, to the success
[6:35:35] and for them to be able to attain
[6:35:40] their goal.
[6:35:42] we have to have discussions and
[6:35:46] collaborative kind of discussions and
[6:35:48] be thoughtful on how we're going to
[6:35:50] deploy our resorts so we don't find
[6:35:54] ourselves in three, four years having
[6:35:56] to tap the opeb funds if we can even
[6:36:01] do that at this point in time because
[6:36:03] the opeb funds have grown again but I
[6:36:05] think the trust may not allow us to do
[6:36:07] that in the future.
[6:36:08] I think that was a one-time event last
[6:36:12] time.
[6:36:13] slide 6, please.
[6:36:17] this one just displays what a year
[6:36:22] over year increase -- how that might
[6:36:25] impact our finance system.
[6:36:26] this is 3%, so that's roughly 350 to
[6:36:32] 500 every year over the next five
[6:36:38] years and you can see that too
[6:36:40] will wipe out the reserves in four
[6:36:44] years, so again I know that through
[6:36:48] enrollment management, they're working
[6:36:49] up on what the future targets might
[6:36:53] be, ftes goals.
[6:36:54] they're looking at how productivity
[6:36:57] might be increased by assigning
[6:37:02] classes with students to larger
[6:37:04] classrooms rather than putting them
[6:37:06] into classrooms that limit the seats.
[6:37:07] there's also -- we're looking at for
[6:37:15] example as I mentioned using
[6:37:19] categorical funds.
[6:37:20] the chancellor's office is beginning
[6:37:23] -- yeah, they have begun to mandate
[6:37:26] the change in the methodology as to
[6:37:29] how we account for our ftes and it is
[6:37:31] going to be required by next year.
[6:37:33] my estimate is just by us changing
[6:37:36] that, that we might be able increase
[6:37:39] our ftes by maybe 1 to maybe 1.5
[6:37:47] percent, when you look at a whole
[6:37:49] host of these things, we might be able
[6:37:51] to -- at least in this coming year,
[6:37:53] 25-26, not only meet the 3% but
[6:37:56] perhaps meet the stretch goal of 5%.
[6:37:59] certainly as we go into the out years,
[6:38:01] you want to seriously consider how we
[6:38:03] continue that, it can't be just ftes
[6:38:07] growth, it has to be a combination of
[6:38:09] things but also a lot of focus on
[6:38:11] expenditure reductions to be able to
[6:38:15] maintain that fiscal stability.
[6:38:18] slide 4, please.
[6:38:23] and this slide 4 is the 3% growth
[6:38:26] that we built into the budget for
[6:38:30] 25-26, that's also in alignment with
[6:38:33] enrollment management targets for
[6:38:38] 25-26.
[6:38:39] when implemented and this is really
[6:38:41] the one that we propose to move
[6:38:44] forward with, with this particular
[6:38:45] one, at least in the preliminary draft
[6:38:52] is a small surplus but even with this,
[6:38:53] you know, we project that if
[6:38:56] everything else stays even, because
[6:38:58] our top line revenues will stay the
[6:39:01] same, we're going to see column
[6:39:04] movement, we're going to see increases
[6:39:07] in major accounts like health and
[6:39:10] welfare, increases in utilities, that
[6:39:14] by next year, it's going to drive us
[6:39:20] negative, 2.2 million deficit and then
[6:39:22] of course the number gets larger in
[6:39:25] the out years.
[6:39:26] so, we have a lot of work to do and
[6:39:31] that factors in that contingency for a
[6:39:35] retirement incentive where we budgeted
[6:39:37] approximately 25 thousand dollars for
[6:39:40] about 50 positions, we're going to be
[6:39:44] able to attract 50 retirees, it's
[6:39:50] really not certain at this point.
[6:39:53] I think traditionally we've seen about
[6:39:58] 20-25 positions or so retire from the
[6:40:00] college on an annual basis.
[6:40:02] if that's the case, we might be able
[6:40:04] to take advantage of that and then
[6:40:09] hopefully take that contingent forward
[6:40:11] into the out years to then again try
[6:40:15] to attract additional retirements.
[6:40:19] if we can lower the head counts
[6:40:21] through attrition like that, I think
[6:40:24] that would certainly help us in terms
[6:40:27] of someone made a comment earlier that
[6:40:30] I think -- was it early, maybe it was
[6:40:32] the budget committee that we have fo
[6:40:34] structural deficit.
[6:40:35] that's far from it.
[6:40:37] when you look for example and I define
[6:40:40] the structural imbalance or really as
[6:40:44] our percentage of compensation to
[6:40:46] either expenditure or revenues, and I
[6:40:50] think I shared these statistics
[6:40:52] before, the chancellor's office did a
[6:40:54] study just for us where they compared
[6:40:59] our compensation on the unrestricted
[6:41:01] general fund to the general fund in
[6:41:05] comparison to statewide averages, so
[6:41:07] in the unrestricted, we're running
[6:41:12] about 88-89%, statewide average is about
[6:41:15] 87%.
[6:41:16] when it comes to the general fund,
[6:41:17] we're running about 90 and the
[6:41:23] statewide average is about in the low
[6:41:24] 80's, like 80 -- I think it was 82-83,
[6:41:28] so that's not sustainable.
[6:41:29] we need to be able to shift from
[6:41:32] really the compensation area into the
[6:41:36] non-personnel area to effect a lower
[6:41:39] percentage of compensation to total
[6:41:41] expense and/or total revenues.
[6:41:44] so, this scenario here is what we
[6:41:49] would likely come back with in more
[6:41:53] details at the june committee of the
[6:41:56] whole meeting and go over this in
[6:41:59] depth and I would like to at that time
[6:42:03] discuss in further detail the
[6:42:06] restoration versus growth authority
[6:42:08] and the impact on our budgets and then
[6:42:16] of course then bring to you a
[6:42:20] tentative budget for acceptance at the
[6:42:23] end of the june meeting.
[6:42:27] so, really this is sort of the next
[6:42:32] steps placed in the context early on,
[6:42:36] right, that's meet with not only --
[6:42:39] well, begin the meeting with our budge
[6:42:41] committee, we have a special meeting
[6:42:44] set for tuesday the 10th, so two days
[6:42:46] prior to the meeting -- the committee
[6:42:49] meeting of the whole, so that they
[6:42:51] will have additional input.
[6:42:55] we scheduled two additional meetings
[6:42:57] so they could continue to participate
[6:42:59] in the budget development.
[6:43:00] I know last year the meetings were
[6:43:03] cancelled.
[6:43:04] I don't think that served us well as
[6:43:06] an institution, we want to highly
[6:43:08] encourage our budget committee members
[6:43:09] to meet during the summer.
[6:43:13] during the committee of the whole
[6:43:16] meeting, we'll hopefully be able to
[6:43:18] flush out in much greater detail this
[6:43:21] framework of going towards fiscal
[6:43:25] stability and it will be closely tied
[6:43:28] to our program review including
[6:43:33] vitalization or revitalization
[6:43:39] criteria.

[6:43:44] able to finalize that and bring to you
[6:43:45] at the end of june the tentative
[6:43:51] budget.

[6:45:52] innovative, for example, when you
[6:45:55] joined our college, you corrected
[6:45:58] something that we've been banging our
[6:46:00] heads on the wall about, about how so
[6:46:02] much of the funding -- so much of the
[6:46:07] expenditures that came out of
[6:46:10] unexpended fund didn't need to come
[6:46:12] out of there, they come out of
[6:46:20] uncategorical funds, we have to bolster
[6:46:22] revenue for the college, we have
[6:46:24] to do it through free city, through
[6:46:28] fundraising because it's not okay to
[6:46:31] balance our budget on the backs of our
[6:46:38] workers.
[6:46:39] I understand the rationale behind
[6:46:41] using the percentage to -- as one
[6:46:47] method of seining whether or not we
[6:46:49] are sustainable, but it is very -- it
[6:46:55] is a lens has doesn't lend to, one,
[6:46:59] the cost of living here in the city,
[6:47:02] it doesn't lend to what other
[6:47:05] expenditures other districts are
[6:47:07] spending on.
[6:47:09] you know, are they spending it on
[6:47:11] rent, I don't know, I don't know how
[6:47:13] they're getting the percentage they're
[6:47:15] getting to average out to around 80%
[6:47:19] of their expenditures going to
[6:47:24] personnel.
[6:47:25] but I'm hoping
[6:47:31] the plan -- I hope the pgc
[6:47:34] budget committee can meet and
[6:47:36] recommend a plan that is a little bit
[6:47:38] more detailed and bridges that
[6:47:42] strategic enrollment plan and helping
[6:47:44] us understand how we're going to
[6:47:47] balance the budget and as you had
[6:47:50] mentioned where we're relying on the
[6:47:53] academic senate to understand we're
[6:47:59] not compromising on the able for the
[6:48:00] students to complete or to interrupt
[6:48:04] their educational plan but rather in
[6:48:09] the vision of what is -- what are
[6:48:12] those few sections that will help them
[6:48:14] that we can add for that one year,
[6:48:17] which specific strategic sections that
[6:48:19] will have high productivity but will
[6:48:22] also help students finally fulfill the
[6:48:24] rimers they need to continue along
[6:48:27] their educational plan.

[6:51:18] that there's an integration of those
[6:51:22] two and I like this because this is a
[6:51:24] first start but that may be something
[6:51:27] that really needs to be flushed out
[6:51:31] so we know that when you're talking
[6:51:35] about ftef, what the strategies are
[6:51:41] that are being talked about in terms
[6:51:44] of the assignment of those
[6:51:46] to certain places because perhaps they
[6:51:50] present more opportunities for growth
[6:51:53] with a lower cost for example, so I'm
[6:51:57] glad this is beginning to happen.
[6:52:00] one of the things that was presented
[6:52:03] to us in a prior presentation was the
[6:52:08] possibility of the district
[6:52:10] reorganization as a cost saving -- to
[6:52:13] find some efficiencies.
[6:52:17] if that is something that is being
[6:52:20] worked on, it would be helpful if as
[6:52:27] the conversations are proceeding, that
[6:52:28] we are kept informed so that we have a
[6:52:31] better understanding and are more
[6:52:36] prepared when things come to us for a
[6:52:38] final recommendation if you would.

[6:53:13] have 380 full time faculty when you
[6:53:16] count this year's resignations and
[6:53:18] retirements, the assumption here will
[6:53:20] bring that count down on to roughly
[6:53:25] 300 full time faculty.
[6:53:27] well, at the same bringing the head
[6:53:31] count from roughly 600 to possibly
[6:53:34] over 800 or more, the committee
[6:53:37] work does not decrease, the curriculum
[6:53:39] work does not decrease for full time
[6:53:42] faculty, the workload increases in
[6:53:44] the remaining full time faculty,
[6:53:46] pretending that you can change out a
[6:53:48] full time faculty for two or three
[6:53:50] part time faculty is so very offensive.
[6:53:53] the lack of recognition of the work
[6:53:55] that full time faculty do is out right
[6:53:58] offensive.
[6:53:59] on top of that, full time faculty are
[6:54:02] currently working ot a non-except tif
[6:54:05] wages which are 1500 to 2 thousand
[6:54:07] dollars each mother non-competitive,
[6:54:10] right now, no other employees at this
[6:54:11] school are asked to work at such a
[6:54:14] non-competitive wages.
[6:54:16] then, then we put assumptions down
[6:54:20] showing zero percent for salary
[6:54:24] increases.
[6:54:25] again, offensive.
[6:54:26] if we cannot have all employees
[6:54:27] working with competitive wages and
[6:54:31] within 10-15% of a competitive range
[6:54:33] with everyone, then we have a
[6:54:35] structural problem.
[6:54:40] as long as the spendable reserve
[6:54:41] percentage above 5%, is that going
[6:54:42] to be a passable multiyear budget?
[6:54:44] is that all you're considering?
[6:54:48] accjc is watching this, the state
[6:54:50] financial office is watching this,
[6:54:54] these assumptions cannot stand, we
[6:54:56] cannot continue to treat the full time
[6:54:57] faculty in this offensive,
[6:55:00] disrespectful and a discounted labor
[6:55:04] manner.

[6:55:43] moving other of indirect cost from the
[6:55:47] categorical, there are places that we
[6:55:49] can make this look a little better
[6:55:51] than it is, overall, what I tried to
[6:55:53] do is look at which of the -- the
[6:55:58] fifth scenario is the one that dr.
[6:56:00] ligoso spoke to which is that you just
[6:56:03] go up next year and then down after
[6:56:07] that, back to where you were before,
[6:56:08] there is an inverse relationship
[6:56:12] between which scenario helps narrow
[6:56:14] that gap we're trying to narrow and
[6:56:17] which scenario looks better
[6:56:20] financially.
[6:56:24] that scenario at the back
[6:56:27] of the napkin is the worst ones with
[6:56:34] narrowing the gap but it is similar or
[6:56:36] a bit better in making us look
[6:56:38] financially well.
[6:56:41] I would recommend if you have the time

[7:31:45] playing field and at the time, the
[7:31:47] project was not designed in its
[7:31:55] totality, so we made the item 2a, a
[7:31:58] construction fee, we had the different
[7:32:02] firms what 2a would be as a percentage
[7:32:03] of a fee which is a cost of the
[7:32:08] construction, item 2b which was base
[7:32:10] on a consistent 22 month schedule that
[7:32:12] all of them had so it would be about an
[7:32:15] even playing field for everybody submitting
[7:32:16] submitting on the 22 month schedule.
[7:32:19] as part of -- and also item c which
[7:32:22] was a rate of insurance would be
[7:32:25] 1.51% and item d, those will all be
[7:32:30] consistent as they submitted as part
[7:32:32] of this initial submittal for the
[7:32:34] construction manager at risk.
[7:32:36] what's changed from the 22 month to
[7:32:40] the now revised 30 month is the
[7:32:43] drawings, details, all that
[7:32:45] information is now complete and in
[7:32:48] their analysis of the construction
[7:32:53] timeframe, they've shared with us that
[7:32:58] the initial construction schedule that
[7:33:00] was prepared was not adequate, so we
[7:33:03] did a lot of review research
[7:33:06] confirming of that schedule and
[7:33:07] understanding how they were going to
[7:33:09] build it.
[7:33:11] the concrete walls as part the project
[7:33:15] and we acknowledged that the
[7:33:17] construction schedule that we
[7:33:18] initially had without a complete set
[7:33:20] of documents for fair, equal pricing
[7:33:22] across the board for anybody
[7:33:25] submitting the proposals was short 8
[7:33:27] months and that's where we're coming
[7:33:29] to the board to acknowledge that the
[7:33:34] actual duration should have been 30
[7:33:35] months at the time if we had a more
[7:33:40] complete project pansies completed and
[7:33:42] be able to have had our estimate give
[7:33:45] us that analysis, so that's why we're
[7:33:49] -- they prorated it at the same 22
[7:33:52] month schedule for 30 months, a little
[7:33:55] bit less, but we did acknowledge our
[7:33:58] construction duration was short 8
[7:34:03] months.
[7:34:04] >> it does -- and I did do the
[7:34:06] calculation, it is right, it should
[7:34:08] have came out to 19 million 900
[7:34:12] thousand or so, a little bit about
[7:34:15] that number, it's a little bit
[7:34:16] discounted in a way but it seems like
[7:34:20] -- I'm just trying to understand
[7:34:24] because if what they had designed is
[7:34:28] leading to them having a contract that
[7:34:31] now costs 4 million dollars more, I'm
[7:34:35] trying to --

[7:34:38] they have not designed this project,
[7:34:39] this is a different model
[7:34:43] than our design build projects.
[7:34:45] the steam and the student success
[7:34:48] center was a different model where we
[7:34:51] had procured a design build team that
[7:34:55] they -- the builder and the designer,
[7:34:58] and this example, our architect tef is
[7:35:02] under our -- under a contract with us,
[7:35:04] and at the time of this contract,
[7:35:09] there were drawings but not complete
[7:35:11] enough where we could get a full
[7:35:17] contractibility and we have made some
[7:35:19] sunsets through our internal team to
[7:35:21] review and develop a 22 month
[7:35:23] schedule but after the documents were
[7:35:25] completed enough to get a more
[7:35:27] complete estimate and construction
[7:35:31] timeline, the rudolph and sletten came
[7:35:33] back with a longer schedule, we then
[7:35:36] had to review and confirm that and we
[7:35:37] were able to confirm that it was a 30
[7:35:43] month schedule, they did not design
[7:35:46] the buildings they took a design we
[7:35:48] did independently of them.
[7:35:50] >> I see.
[7:35:53] is there -- was there any manner in
[7:35:55] which we would have had a better
[7:35:56] estimate that it was 30 -- it would
[7:36:00] have taken a 30 month duration to construct
[7:36:04] so it was factored in, in the bidding
[7:36:07] process?

[7:36:13] in the document, the 2a, b, c and d
[7:36:17] items , those were all fixed numberers
[7:36:21] early on.
[7:36:22] we did not have a complete
[7:36:24] architectural set to be able to bid
[7:36:26] all the details we have now and this
[7:36:28] information comes back from us from
[7:36:30] earlier this year where they
[7:36:33] acknowledged that the duration of the
[7:36:36] all the details if building
[7:36:41] infrastructure would be a 30 month
[7:36:42] schedule.
[7:36:43] at the time we put the original
[7:36:46] request for cmr, we did not have the
[7:36:48] level of detail needed to establish a
[7:36:53] more accurate 30 month schedule we
[7:36:55] have now, that's about two years
[7:37:00] later.
[7:37:01] >> and so I think I'll have to think
[7:37:02] about this a little bit more to figure
[7:37:04] out the if there is additional
[7:37:08] questions I can throw at you for
[7:37:10] another agenda item in the future, avc
[7:37:14] vasquez, as far as the attachment, the

[7:59:23] initiated san francisco's first post
[7:59:27] secondary instruction for newcomers
[7:59:29] arriving in san francisco during the
[7:59:31] 1849 gold rush.
[7:59:33] john sweat officially inaugurated
[7:59:36] public adult education in 1856 and was
[7:59:40] its first principal.
[7:59:41] adult ed was part of the k-12 district,
[7:59:46] it was k-14 district when city college
[7:59:49] was founded.
[7:59:52] when san francisco's split into two
[7:59:59] districts in 1970, the san francisco
[8:00:01] community college was established and
[8:00:04] included adult education forming city
[8:00:06] college.
[8:00:07] so, in 2026, we have a potential 170th
[8:00:12] anniversary to celebrate.
[8:00:14] fitting because the biggest pool of
[8:00:16] student who is matriculate to credit
[8:00:21] instruction are non-credit, santa
[8:00:22] clara university known as california's
[8:00:26] molest post secondary institution was
[8:00:29] founded in 1851, just five years
[8:00:32] before.
[8:00:33] uc berkeley, in 1868, stanford, 1885
[8:00:39] and lowell high school was established
[8:00:42] in 1956, the same year as adult education,
[8:00:45] so let's know about that.
[8:00:47] I think the mission statement really
[8:00:51] in acknowledging that we have two
[8:00:53] parts of our college that are really
[8:00:55] important and also notice that there
[8:00:58] were two presidents because we had two
[8:01:03] divisions for a long time and that's
[8:01:05] why we have a title of chancellor and
[8:01:10] I noted it's accurate missing just the
[8:01:12] last few years.
[8:01:14] graduate students interviewed me in
[8:01:16] late april as part of san francisco's
[8:01:19] state university's ethnic studies oral
[8:01:21] histories project to collect mel ris
[8:01:24] of the dwindling numbers of the
[8:01:26] veterans of the five month long
[8:01:28] student strike led by the bsu and the
[8:01:34] twlf.
[8:01:35] bsu, black student's union, twlf,
[8:01:39] third world liberation front, those
[8:01:40] were the rest of our students who are
[8:01:43] not african american, it was
[8:01:48] latinos, chinese, all
[8:01:49] of the rest of us, the student strike,
[8:01:52] the longest in u.s. History as well as
[8:01:55] the most inclusive led to the
[8:01:57] establishment of the school now
[8:02:00] college of ethnic studies.
[8:02:01] the first of its kind in the u.s..
[8:02:05] that was the origin of all of our
[8:02:09] ethnic studies and we at city college
[8:02:12] accomplished our ethnic studies pretty
[8:02:15] much shortly after that.
[8:02:19] this was also and continues to be a
[8:02:21] keystone event in bringing diversity,
[8:02:23] equity and inclusion into public
[8:02:25] higher education.
[8:02:27] and my experience in learning as much
[8:02:30] outside the classroom as inside has
[8:02:32] informed my opinion about the critical
[8:02:35] role that student life plays in
[8:02:37] student achievement.
[8:02:40] finally I learned recently city
[8:02:42] college is officially an hsi, hispanic
[8:02:46] serving institution.
[8:02:49] faculty acquired because they wanted
[8:02:50] to attend a haku conference at a
[8:02:57] reduced registration rate for hsi
[8:02:59] colleges.
[8:03:00] we should remember this when a new
[8:03:02] federal administration is elected in
[8:03:03] case we can qualify and apply for
[8:03:07] federal funding allocated to hsi's and
[8:03:09] it's in the millions, it's quite
[8:03:13] substantial but I didn't know we were
[8:03:15] an hsi until a faculty member inquired
[8:03:18] so I want to appreciate that faculty
[8:03:20] member for checking it out.
