[0:01] We will go ahead and get started. I'll call this meeting of the Chamblee City Council to order.
[0:06] The clerk will call the roll. Mayor Brian Mock. Here. Mayor Pro Tem Jimmie first. Here. Councilmember John Mesa. Here. Councilmember Leslie Robson. Here.
[0:16] Councilmember Paul Stovall. Here. Councilmember Elmer Vai. Present.
[0:21] All right.
[0:23] We will do the pledge of allegiance. It looks like we have a shortage of leaders tonight. So with our JROTC
[0:31] team leaders in the Pledge of Allegiance this evening.
[0:55] That was the best.
[0:57] You know, I got to say in the 12 years I've been sitting up here,
[1:02] and that's the best I've ever heard it.
[1:04] I mean, that was pretty powerful right there.
[1:12] Right, I need somebody to approve the agenda, please.
[1:15] Motion to approve the agenda?
[1:16] Second.
[1:17] Motion and a second to approve the agenda.
[1:19] Submitted any discussion?
[1:21] All in favor?
[1:23] And that is unanimous.
[1:24] That will take us down to our lifeline council dog this evening.
[1:30] We have Neptune joining us this evening.
[1:36] We have in addition to Neptune, we have another dog with us tonight.
[1:40] This is Naldo.
[1:41] So lifeline, Naldo, I believe he's been in fosters since, Naldo has been in fosters
[1:46] since Hurricane Helene.
[1:49] We have a very robust foster program with many ways to foster be it a dog for the
[1:54] the day, which you take a dog out for the day,
[1:57] or a weekend warrior, which is a few days,
[1:58] or more long-term foster options like Naldo over here.
[2:03] Again, we have one of the biggest foster programs
[2:05] in the country, and really,
[2:07] if you want to get to know a dog
[2:09] and you're not ready to adopt,
[2:11] or if you just want to help us out
[2:12] because you definitely need it,
[2:15] fostering is a great way.
[2:16] So yeah, we decided to bring two pups here tonight,
[2:18] and Neptune over here is three years old
[2:21] from our DeKalb County location just down the street.
[2:26] He's been out on so many dog for the day programs.
[2:28] He's really popular with our team and volunteers
[2:31] in the community alike.
[2:32] And yeah, we are just so excited to bring these pups out
[2:37] and show the community what we're all about.
[2:39] So yeah, and I believe we also have some fliers
[2:41] who are curious about adopting Naldo.
[2:43] And you can check out more about Neptune on our website
[2:46] at dekabanimalservices.com slash adopts.
[2:49] I love it how many how many dogs we have right now? Fortunately, we're up to 611 dogs
[2:54] The amount of dogs coming in has surged the past month. We don't know what exactly it's from
[3:03] but unfortunately we have some days where more dogs come in than dogs who get adopted or fostered
[3:08] and it really does create a strain on our shelter team and our staff
[3:11] so having opportunities like this where we can show you what we're going through
[3:15] and all these amazing, wonderful pups who need a home
[3:17] really make us super grateful.
[3:20] So, yeah.
[3:21] On a positive note, we have cleared up the ability
[3:26] for the county to build additional shelters.
[3:29] Yes.
[3:30] So ribbon-cutting is soon, I can't remember.
[3:32] Yes, Thursday too.
[3:33] Thank you.
[3:34] Yes, this Thursday we'll be having our ribbon-cutting
[3:36] ceremony for our pet neighborhood.
[3:38] We invite you all to join us.
[3:40] We'll be building additional kennels for these pups
[3:44] and we are really excited for that opportunity.
[3:47] I mean, and the pups are even more excited, as you can tell.
[3:51] Really, anything that helps us
[3:52] with our current capacity issues just means so much to us.
[3:57] And so, yes, we invite you all to join us this Thursday
[3:59] at 2 p.m., right down the street
[4:01] at 3280 Chambley Dunwoody Road
[4:03] for our exciting ribbon-cutting ceremony.
[4:05] And additionally, for residents of DeKalb County,
[4:07] we have many different resources to help your pets
[4:10] like a free food bank on the 4th Friday of every month.
[4:13] and low-cost spay and neuter and vaccine mobile clinics.
[4:18] So yeah, thank you again.
[4:20] All right, so for those watching at home,
[4:22] we have 611 dogs in our shelter just down the street
[4:28] that need homes.
[4:30] This has become a monthly tradition
[4:33] of bringing council dogs in, we call them council dogs,
[4:37] to showcase these,
[4:39] and I think most of the ones that you brought
[4:40] have gotten adopted as a result of bringing them here and folks seeing them, but $611 dollars
[4:48] in the shelter and that number just keeps going up every time you come.
[4:51] Yes it does.
[4:52] It does, unfortunately.
[4:53] So we've got to get some of these dogs in home, so if you're looking for a friend,
[4:58] we can surely tell you where to find one right down the street at the DeKalb Animal
[5:03] Shelter.
[5:04] I do have one request.
[5:07] once we have the ribbon cutting I'd like to have you guys come back and talk
[5:11] about the plans and what's happening at the shelter what the expansion is going
[5:15] to look like and just give everybody the hope you guys bring every single day
[5:18] yes we would be more than happy to provide that yes we're a lot of our
[5:23] people reach out to your people thank you thank you thank you guys
[5:51] Okay,
[5:54] next up on the agenda this evening, we have recognition of our Shambly High School
[6:01] JROTC, the Shambly High School JROTC recognition earlier this month.
[6:08] Shambly High School JROTC male raider team participated in the 2024 Georgia State Championships
[6:15] competitions, competing against 70 teams.
[6:19] This annual competition showcases the top Raider JROTC teams in Georgia as they compete
[6:26] in complete five events.
[6:28] The team run, physical team test, PTT, cross country rescue, rope bridge and 800 pound
[6:35] tire flip.
[6:37] This team excelled placing second in both rope bridge and PTT events and fourth
[6:44] in the CCR. Overall they achieved third place in their tier marking the first
[6:51] time the team has reached this level in 20 years. Congratulations to our JROTC team.
[7:05] I'll tell you a little bit. I got a little bit more here about the
[7:07] about the Raiders JROTC Junior Reserve Officer Training Corps team as a
[7:14] high school program that focuses on building physical fitness teamwork and
[7:18] leadership through military-style events such as obstacle courses, rope bridges, and endurance
[7:24] challenges.
[7:26] The program aims to promote self-discipline and resilience, emphasizing personal growth
[7:31] rather than military training.
[7:33] It provides students with an opportunity to push their limits, support one another,
[7:38] and develop as leaders.
[7:40] greater teams complete compete against other JROTC teams at both local and
[7:47] national events offering a unique and engaging way for students to enhance
[7:51] their skills and foster team bonds. Glad to have you all with us this

[21:46] All remarks shall be addressed to the city council

[21:55] Limit remarks to three minutes,
[21:56] unless further time is granted by council.
[21:58] Not speak a second time until everyone wishing to speak has spoken once no one can speak more than twice
[22:05] Please do not speak unless you have the microphone and have been recognized anyone here wishing to address counsel this evening
[22:12] Don't
[22:15] be shy. You got something come on
[22:18] While I'm not speaking directly to you Caroline
[22:20] I noticed the last speaker that was at this microphone when the microphone was this far from her mouth
[22:27] there was no reverberation. So if you come up here and push this microphone down a little bit,
[22:32] it might help out my ability to hear.
[22:37] Leslie's saying she can't hear.
[22:41] Yep. Does this work?
[22:43] It's good.
[22:43] Okay.
[22:44] Beautiful.
[22:45] That's reverberation.
[22:46] Okay, Caroline, chest higher. You tell me.
[22:52] That's much too low. A little higher.
[22:54] How about I just don't use it?
[22:57] That's okay too.
[22:59] What you got?
[23:04] Caroline Chesson Leslie, is that all you need to know?
[23:07] Yes.
[23:08] My neighbor across the street, David Heyman, is very interested in additional parking downtown.
[23:15] And I know y'all are about to knock down 3510 through 3514.
[23:19] and it would be a very nice temporary parking lot until the new development across the street has public parking.
[23:27] And it would only be a temporary measure. I think that the events people could use it while they're waiting for the big new plaza across the street.
[23:38] So I think you ought to really consider it.
[23:43] We noted. Thank you. Anyone else here wishing to address Council?
[23:49] I do see our Commissioner here this evening. I would like to recognize you, Commissioner
[23:55] Robert Patrick. Thank you for joining us this evening. Did you want to say anything to Council
[24:01] this evening? Tell us anything that's going on. Anything good going on in the county we
[24:06] need to know about?
[24:10] There's no way it's not going to speak. This is no way. Mr.
[24:14] to speak. Mr. Mayor, thank you city council members. Thank you very much. Always a pleasure
[24:19] to be in Shandley. Of course, we have lots of good things going on with the county, but
[24:24] just wanted to stop by and say hi. It's been a while since I dropped by and we had a little
[24:29] conversation. So we'll see how things work out in the next year. You missed out on.
[24:35] We had our leader, we had our council dogs here this evening from the cab animal services.
[24:39] that's become a tradition. Every council meeting bringing in dogs and being recognized and I know
[24:46] we have our ribbon cutting coming up this week for the expanded animal shelter. In fact that's
[24:52] one of the ideas that I had suggested to county staff that we start working on stuff like
[24:55] that. There's also some other ideas and perhaps activating that soccer field that's there
[25:00] so that it's a benefit to all of our residents in DeKalb County. Different projects that I'm
[25:05] on within the county structure right now but as a as that moves forward I'll be
[25:10] coming back to you guys and talking with you and perhaps we can do a little
[25:12] cost-sharing on a project like that that I think many people would appreciate it very
[25:17] good exactly exactly but thank you it's good to see you thank you for being with
[25:22] us you got lucky and got one of our very short meetings this evening do
[25:29] we
[25:40] have executive session oh gosh mr. mayor let's bring a motion to enter into
[25:45] executive session for matters related to legal and financial motion to enter motion
[25:52] in a second to enter into executive session all in favor and that is unanimous
[26:06] mr. Mayor motion to exit executive session second motion in multiple
[26:11] seconds to exit executive session all in favor that is unanimous mr. Mayor
[26:21] a second to amend the agenda. Any discussion? All in favor? That is unanimous. Mr. Mayor,
[26:29] I motion to add an item to the agenda. Second. Motion in a second to add an item to the agenda.
[26:37] All in favor? That is unanimous. Mr. Mayor, I would like an motion to approve
[26:43] a settlement of the lawsuit styled City of Chambley, Georgia v. 013 acres of land
[26:48] at our civil action file number 24 CV 1017 in the DeKalb County Superior Court and the payment
[26:55] of $11,472.26 to the condom knees in return for condom knees release and dismissal with prejudice
[27:02] of the notice of appeal filed in the lawsuit. Second. Motion and a second to settle this item
[27:09] as so eloquently stated by council member by any further discussion all in favor and that is
[27:16] is unanimous. You motion to adjourn. Second motion and second to adjourn, all in favor.
[27:24] And that is unanimous. Thank you.
