That's who we were looking for. That
nice young lady.
[0:08]
» All right. So, we'll start off then with
the um mayor's welcomes to everyone and
[0:13]
then we'll go to the consideration of
the approval of the agenda.
[0:17]
» So, move
>> second.
[0:21]
We'll call the
>> Otto. Hi.
[0:23]
» Lley.
>> Hi.
[0:24]
» Noah.
>> Hi.
[0:25]
» Pitman. I lately
>> I
[0:28]
» then we have the minutes of June 15th
and June 24th. Are there any questions
[0:32]
on those minutes?
>> So move second.
[0:37]
» Any further comments on the minutes?
[0:42]
» We'll call the role.
>> Lley I
[0:44]
» Noah I Titman.
>> Nighton. Hi
[0:47]
» Otto. Hi.
>> Next up we have consideration approval
[0:51]
of the consent calendar. Does anybody
have any comments on the consent
[0:54]
calendar?
[0:59]
Move to approve. Second.
Any further questions on the consent
[1:04]
calendar?
[1:08]
» Call the role.
>> Noah.
[1:09]
» Hi.
>> Hitman.
[1:10]
» Hi.
>> Nighton.
[1:11]
» Hi.
>> Otto.
[1:12]
» Hi.
>> Lley.
[1:12]
» Hi.
>> Next. Under business of the mayor, we
[1:16]
have three library board appointments.
Chris Hall is currently on the library
[1:20]
board and agreed to do another term. And
then we have two new library board
[1:26]
members. Jessica Gansth will be
replacing Cheryl Newagel and Angela
[1:30]
Holer will be replacing Terry Schmidt.
So Annette has kind of recommended those
[1:36]
three to the library board.
Any questions?
[1:41]
» So move to approve.
>> Second.
[1:47]
» We'll call the RO. Pitman. Hi. Night.
Hi. Otto. Hi. Lley. Hi. Noah. Hi.
[1:55]
We want to especially thank Cheryl and
Terry for their years of service on the
[1:58]
board and congratulations to the new
people.
[2:03]
Next up we have resolution 8426 and this
is approving amendment to the water use
[2:08]
agreement between the city of Charles
City and Bolero. Um Tyler, are you going
[2:14]
to take
>> Yeah, this is this is just a a six-month
[2:17]
agreement. So, uh for just continuing
the current rates with Bolero until we
[2:23]
get um the back our uh the uh the rate
study and decide on rates from there
[2:32]
just intended to be a stop gap.
[2:37]
» Questions on this?
>> So, move to approve.
[2:41]
» Second.
>> Further comments? Are we still tracking
[2:46]
for August
>> as of now? Yes.
[2:49]
» Would that be its own?
>> Yes.
[2:52]
» Okay. So, it be like a special meeting
or or wait
[2:56]
planning session or a special
>> Yeah. plan session
[3:03]
and then the outcome of that would then
go in fact at the beginning of the year.
[3:10]
» Yeah. Yeah. I think it would be up up to
council to decide. you don't really seem
[3:15]
to have a um a set time when you
typically do it. So could be on the
[3:22]
council.
[3:27]
Any other comments or questions?
[3:31]
Call the role.
>> Nie.
[3:33]
» Hi.
>> Otto.
[3:34]
» Hi.
>> Lley.
[3:35]
» Hi.
>> Noah. Hi. Fit.
[3:37]
» Hi.
>> All right. Next up then we have
[3:41]
discussion on the facade improvement
grab application for 413 North Main
[3:46]
which is Luke James and Company had some
alterations in that either were you
[3:52]
going to lead this or who was going to
take the lead on this? Uh Mark, do you
[3:57]
want to I guess
[4:02]
» basically we have there there was
work found and that and a new
[4:09]
application was filed.
>> I can jump in if Okay. So to start when
[4:16]
I when I applied for it, they had the
new signs Mason City come over and all
[4:21]
that we thought that we needed was the
letters, the the frame itself, the
[4:25]
construction from Quake Construction,
everything looked solid. It wasn't until
[4:29]
we had those strong winds come through
and one night we were leaving real late
[4:34]
and I he was parked on the other side
and I was looking at him and I looked up
[4:37]
and I said, "Uh, come here." you know,
and we noticed that it was it had to be
[4:42]
those winds that took it away from the
wall. And then so we called Steve Qu the
[4:46]
or Steve Hubert the next morning and he
came over and inspected it and found it
[4:51]
was dry rotted and like ready to fall.
He was worried it was going to happen
[4:55]
right then, you know. Um,
Leoo signs he would have had no reason.
[5:01]
He did all of his measurements from the
ground. all he thought he was doing was
[5:06]
putting metal letters on the on the
building. Wasn't until we determined
[5:11]
this was a a must, a safety hazard that
we had to address it. And
[5:18]
um from my understanding, I I understand
that there's some concerns about
[5:24]
setting a precedent of amending the
grant at this point. And I guess, you
[5:29]
know, just from a a personal
perspective, I I'm thinking that maybe
[5:32]
that's something that should be amen
allow amended in a situation like this.
[5:38]
You know, common people like us that
don't have a ton of money to to handle
[5:43]
these things when they come up. You
know, we need all we can can get in the
[5:47]
beginning to help us have a solid
financial start.
[5:51]
I guess that's where I'm at. Just to
clarify, so the council did approve a
[5:55]
slot approved grant for New James
Company for 13 North Main uh for $4,553.
[6:02]
That was half the project cost. That's
what you applied for. That was to do the
[6:07]
signage. Then you approved an amendment
to that grant that took out the Berkile
[6:12]
part and allowed for mini split to be
put in which had to be put in
[6:15]
requirement for food purposes. So that
was approved. And so this request now
[6:20]
after the workshop is what we're
requesting is you consider
[6:24]
increasing the amount 4553
to 10 the full 10,000. Um whether we
[6:31]
amend the current grant or
tear that one up. So money has been paid
[6:36]
yet on that one and then approve one for
10,000 instead. 4553
[6:44]
again. normally with that grant has to
be approved before you project can begin
[6:50]
to start reimbursing for that. Um that's
what we'll read about as far as setting
[6:55]
precedent. In this case, there was a
safety concern as well as the contractor
[7:00]
was able to do it right then and there.
If not, it was going to be three
[7:03]
projects later where it could come back
and do work.
[7:06]
» Yeah.
>> And she was scheduled July.
[7:11]
» And and it was one of those things. I
mean, I had to do it either way. It was
[7:14]
a safety concern. So I couldn't really
wait for, you know, this workshop. So
[7:21]
» Mark, you said we we have the option to
amend the previously amended agreement
[7:27]
or to create a whole new one. Based on
the discussion last time, they thought
[7:31]
it would be better if we just voided the
first grant and went with a new one,
[7:37]
which we did submit
>> for 10,000 because the project cost is
[7:42]
well over 20,000. And she can apply for
up to half that amount capp to 10,000.
[7:48]
» Cost is the same either way, whether you
do new or it's 10,000,
[7:52]
» right? Same same. You're either you're
either adding to the 4553 to make it
[7:57]
10,000 or we're just looking up 4553
agreement and doing a new one for 10
[8:02]
bucks because we have not uh given her a
check yet for the first grant. Was
[8:08]
waiting for funds to be available July
1st.
[8:15]
» Other comments discussion
>> my comments are remaining same as last
[8:21]
time. I'm I'm supportive of this. I
would like to see a new document
[8:27]
prepared
presented to the council.
[8:32]
Um yes, the we're very stringent and I
think we should be sending a clear
[8:38]
message to your board that um
if the work is started then the cost is
[8:45]
on the owner. This was had some unique
circumstances to it. For me though um at
[8:52]
a time where
we have a lot of economic uncertainty,
[8:57]
we have u a couple here that is
investing
[9:03]
not only themselves but they're
investing into the community. I I
[9:07]
personally like to see this go forward
and the full 10,000
[9:13]
that I think especially our work. Is
this the normal process I would like to
[9:20]
do? No.
>> And we do make sure when we talk to them
[9:24]
about the criteria for the grant that it
is a reimbursement that has to be
[9:28]
approved normally before
that work qualifies. Said this is a
[9:33]
special circumstance to consider.
>> Yeah, Mark definitely had that
[9:38]
conversation with me.
>> That was I perfectly understood that. I
[9:43]
just asked him to come back to y'all
because of the circumstances.
[9:52]
I agree with Patrick. I think it's
something we should buy in favor of.
[9:58]
It's unusual circumstances. Maybe we're
fortunate the wind came and we noticed
[10:02]
it and it was taken care of before heavy
letters were put up there again and when
[10:07]
it did fall. Um,
[10:12]
as long as we're everybody's well aware
that we typically don't do that, but I
[10:17]
think if it comes up again, we just got
to look at each situation. I don't know.
[10:20]
So, sign [clears throat]
>> the way Britney drafted that resolution
[10:25]
and we would be approving the new
application that's in the packets
[10:29]
tonight. So, I feel like that's a clean
way to handle it. Thank you.
[10:32]
» Yeah, I know. I was probably the most
vocal opponent for this at that time.
[10:38]
Um,
since since I've thought about it
[10:41]
longer, I'm on board with it. But what I
think we need to do is maybe make some
[10:45]
adjustments in our application process
uh that that can bring in like emergency
[10:51]
acts where we can amend it if it's an
emergency act, you know, kind of protect
[10:57]
protect us from that precedent that I
was talking about before because I could
[11:01]
see this happening uh down the line
after word gets out. Oh, they did the
[11:06]
work and then they let them bring it in
and get a grant after the fact. Well,
[11:10]
they not realizing this was an emergency
situation. I think I'd like to have that
[11:16]
language added into the application that
and then I think that would probably
[11:20]
protect us from the president.
[clears throat]
[11:23]
» I think that makes a lot of sense. And I
mean, like Mark said, I haven't gotten
[11:28]
any money yet at this point. So, if
that's something y'all could come up
[11:31]
with, I'd fill that out beforehand.
>> Yeah. other council questions?
[11:36]
» No, I mean I think this is this is a
situation where there was some you know
[11:41]
obviously some unforeseen circumstances
and we've we've never come across
[11:46]
anything like this. So I think I'm I'm
not opposed to that suggestion just to
[11:50]
have an emer like if it needs to be
spelled out um something for
[11:56]
emergencies.
I I don't know if that gets us into
[12:00]
muddy waters where somebody could say,
"Well, I I think it's an emergency." And
[12:03]
then we're still we still end up having
to make a decision. Oh, it is or it
[12:06]
isn't,
>> but it will still make it a little bit
[12:08]
more clear like this is definitely, you
know,
[12:11]
» yeah,
>> a last minute emergency situation as
[12:13]
opposed to somebody having it done for
six months
[12:17]
emergency.
>> Yeah.
[12:20]
» And council controls the criteria for
the program. So, Chris, any other
[12:24]
comments?
>> Nope. I think it's great. All right.
[12:27]
Thank you. I want to take minutes. Thank
you. Opening business at Charles City.
[12:31]
It's a big investment and we're we're
behind you. So, I'm behind you.
[12:36]
» Thank you.
>> Absolutely.
[12:38]
» This will end up like we just had a
culture entertainment district grant
[12:41]
meeting. This will effect if if
approved, this will effectively use up
[12:45]
all the funds already this fiscal year.
So, we had three culture entertainment
[12:49]
district grant
>> projects reviewed and approved. So the
[12:53]
45,000 year mark for fiscal year 2627
will be down to $236.
[13:00]
» But that's how many projects we got
going on.
[13:02]
» And your fiscal year is until October 1.
>> It's your fiscal year from now.
[13:06]
» It's our fiscal year.
>> So six days in
[13:09]
» more grants for a year. We're going to
be having this discussion year.
[13:13]
» Yeah.
>> My only concern and I I'm very
[13:16]
supportive of the project. But I wonder
how many previous projects have found
[13:20]
problems and decide, oh, I can't go back
for more money and how many future
[13:24]
projects are going to say, "Darn, I
didn't know that was going to happen."
[13:28]
» So, I think whether you guys think we're
setting a precedent or not, I think we
[13:33]
are.
>> Even if we put it in the wording, I
[13:37]
don't know if that's a good idea because
like Phoebe, like you said, it's going
[13:41]
to muddy the waters pretty
>> turbulently, I think. So I I'm totally
[13:47]
in support of your project, but I can
see where this is could be a problem.
[13:51]
And like I say, I feel bad if there were
over the last six or seven years, if we
[13:55]
got other projects, we said, "Darn, I
could have used more money, but I can't
[13:59]
get any more money
>> with the cost of everything today. Most
[14:04]
projects probably use the full 10,000."
No,
[14:07]
» she didn't originally.
>> No, not originally, but doesn't take
[14:10]
long to get up to that.
I mean most of them do not take the
[14:16]
10,000 don't they majority
>> I'd say probably 60% do
[14:24]
» 60% pick the will ask for the full
10,000
[14:31]
» yeah I guess we only
they should have asked if they should
[14:35]
have been bold or you know worst that
y'all can say is no we can't do it but
[14:41]
I'm going to ask
So reason why I'm I'm I feel okay with
[14:46]
this one. This happened in the process
of putting the sign up. It's not you
[14:51]
know these other things
project was totally completed and signed
[14:55]
off on this hasn't even been completed
yet. Hadn't been completed yet at that
[14:59]
point. So when you caught this emergency
so something like that could be
[15:03]
understand.
>> Many other projects have had that same
[15:06]
thing as to
but they didn't come back. If they would
[15:10]
have came back, maybe we would have had
this discussion earlier, but we didn't.
[15:13]
So,
[15:16]
» so my other but so the other thing that
again this is not pertain to this,
[15:21]
» but if we're talking about 45,000 total
for the two,
[15:25]
that's four projects a year. We may want
to think about that as we go into what
[15:30]
we're going to prove for next year, too.
>> Yeah, that's true.
[15:32]
» Because that's not very many projects if
they're all coming in for 10,000. That's
[15:36]
not very many projects. So that's not
the has nothing to do with tonight's
[15:40]
discussion, but just going forward.
>> Very few projects now are coming in
[15:44]
under the $20,000 mark.
>> Yeah. So what was the amount that we
[15:48]
what was the amount we set aside for the
the projects outside of of Main Street?
[15:53]
Still
>> we need to get on that
[15:59]
mark.
>> I've had three people ask the last two
[16:01]
weeks where we are at.
>> So that will be on an upcoming
[16:08]
I mean it was so
thought we had
[16:10]
» I think we had 25
started low just not sure how that
[16:16]
» which was seven we're talking about.
>> Y
[16:21]
» All right. Any other discussion or a
motion?
[16:23]
» Oh well I make a motion to approve the
second
[16:26]
» grant with changes.
>> So you make a motion to approve the
[16:30]
$10,000 grant proposal.
>> Yes. Are are the updated grant
[16:34]
application. That's the 10 C resolution
8526.
[16:39]
» Okay, Patrick, you seconded that.
>> Any further discussion?
[16:46]
» Call the role.
>> Otto.
[16:48]
» Hi.
>> Lley.
[16:49]
» Hi.
>> Noah.
[16:50]
» Hi.
>> Pitman.
[16:51]
» Hi.
>> Night.
[16:52]
» Hi.
>> Did you have a good first weekend?
[16:55]
» We did.
>> We did. It was we were open for three
[16:59]
hours Thursday night and we think we
counted 593 people in three hours in
[17:04]
there and yeah when we got the financial
start we needed so
[17:09]
» very good
>> and then this will help and I I just
[17:12]
feel yeah I feel good
>> very investing in Charles City.
[17:18]
» Yeah. Thank you.
>> Appreciate it.
[17:20]
» Thank you. Yeah. Thanks for this and all
of your help Tyler Britney Brad. Yeah. I
[17:26]
It's It's been crazy to me to see the
support for this project
[17:33]
» and the community's reaction to it and
it it's just awesome. I think it's going
[17:38]
to be a good thing for our community. I
really do.
[17:40]
» Yeah.
>> So, thank you for
[17:43]
making an exception here
>> and being reasonable and understanding
[17:47]
and I really really appreciate it.
>> All right. Thanks.
[17:51]
» Thank you.
>> Thanks.
[17:56]
We have resolution 8626
and this is the transit agreement with
[18:04]
city and north Iowa area council of
governance for the transit system.
[18:09]
Previously approved the agreement with
circle K. This is approving the
[18:14]
agreement with North Iowa.
>> Yep. And uh it's two agreements. Nothing
[18:18]
changes except um except for adding
another bus on the county side, but it
[18:25]
doesn't affect
doesn't affect our our operations.
[18:34]
» Questions on this one?
>> You said it adds another bus.
[18:37]
» They did. They're adding another bus on
the county side. So, there be two. Yeah.
[18:42]
Was that a driver?
[18:47]
» The
>> No, it sounded to me like they were
[18:50]
using um they were splitting two of
their part- timers up to do that. So,
[18:55]
» okay.
>> It sounded like everything was
[18:58]
» Is this like the same route? Just two
two of the same bus going up to along
[19:03]
the same route
>> that it typically goes per day. Who do
[19:08]
we know? It it just incre It it just
increases the um
[19:16]
» I do I know this is probably because of
the dialysis. So it's like one of them
[19:21]
directly like one only goes directly
there and the other goes that direct
[19:26]
route
>> on this but if it was from what I heard
[19:30]
um they're going to get a diialysis
route going to Mason City and then that
[19:34]
driver is actually going to pick up some
Mason City routes while he is waiting
[19:38]
» waiting
>> and so there'll be reimbursement from
[19:41]
that way and then drive them back.
>> Okay.
[19:44]
» Okay. So the way
>> about I know I just know they've had
[19:51]
» driver issues before and I don't want to
spread our drivers too thin that we're
[19:54]
not enough drivers for our local
>> but it's it's ri it's that's just
[19:59]
» I'm just talking about the people
>> actual driver
[20:03]
» people in the driver's seat are we going
to have enough of them?
[20:05]
» Yeah
>> we've had Yeah that's been a problem.
[20:08]
» Yeah.
>> We're adding another bus that means
[20:11]
we're going to have another driver. It
sounds like we're fully staffed and then
[20:15]
some.
>> And everyone is super willing. So that's
[20:21]
» Yeah, I we have really uh great drivers
on staff right now and so we want to,
[20:27]
you know, keep them not over overwork
them where they're like, oh,
[20:33]
» I heard you said there was two part-
timerrs, right, that are kind of split
[20:37]
the hours.
>> Yeah.
[20:39]
» So this Did I hear this correctly? It's
going to help some of those that are on
[20:43]
dialysis.
>> Yes, it will.
[20:45]
» Yeah, that's very positive.
>> Yes, absolutely.
[20:48]
» Sure.
[20:52]
» All right.
>> So, we just need to
[20:56]
» need a motion.
>> I'd make a motion to approve.
[20:59]
» Second agreement.
[21:03]
» Any other comments? Honestly,
[21:09]
» all rollley.
>> Hi. Noah.
[21:11]
» Hi,
>> Pitman.
[21:12]
» Hi,
>> Nighton.
[21:13]
» Hi, Otto.
>> Hi.
[21:17]
» All right. Next seven, we have
resolution 8726
[21:20]
and this is for vacation of certain
streets, alleys, or grounds to send it
[21:25]
to planning and zoning for their
consideration and recommendation.
[21:30]
So, this is just a a piece of that um of
the property going to Hall that um that
[21:39]
uh he's requested as no productive use
for the city. It's um and it can only
[21:45]
really be accessed by by the adjacent
property owner. So,
[21:51]
just
so just needs to go to P&Z next and then
[21:55]
it would come back
or August
[22:02]
We retain the easement. So I will move
to approval.
[22:06]
» Second that.
>> Yeah, we're originally moving.
[22:15]
» Any other discussion on this one? When
will meeting?
[22:19]
» They will meet on the first Wednesday of
August. So then it'll come back to you
[22:23]
after that.
[22:27]
Further questions
to call the role.
[22:31]
» Noah i. Fitman. Hi. Nighton. Hi. Otto.
Hi.
[22:34]
» Lley.
>> Hi.
[22:38]
» All right. Then next we have a
resolution 8826 approving the final plat
[22:43]
survey for
auditor's parcel B being part of all
[22:49]
that other stuff. Why does it follow the
numbers? Yeah. So, this is one that came
[22:54]
to planning and zoning. Um, essentially
it was just splitting uh parcels up on
[23:01]
the land. Um, the house and the building
splitting from tillable land. Um, so we
[23:08]
just recommend approval of the minor
subdivision based on its compliance with
[23:12]
the city's unified development
ordinance, subdivision regulations,
[23:17]
and the recommendation of the planning
and zoning commission. Okay.
[23:24]
questions here.
>> P&Z, look at this. There was really no
[23:29]
feedback. There was unanimous unanimous
approval for this.
[23:34]
» Yep.
[23:40]
Comments.
I AMC has done done their work on it and
[23:46]
recommended it. So I would move to
approve resolution uh 8826.
[23:52]
Second.
>> Any other comments?
[23:59]
» Call the role.
>> I
[24:02]
[clears throat] ly.
[24:06]
» And then next we have resolution 8926.
And this is to set a public hearing on a
[24:11]
proposed ordinance amending the Charles
City UDO to amend standards for approval
[24:16]
of variances related to dimensional
requirements.
[24:20]
» Yes. So, this is the one we talked about
um a little bit beforehand, just uh
[24:27]
aligning our standards with what was
passed in the state. Um setting a
[24:31]
practical difficulty standard for area
variances
[24:37]
instead of the undue hardship which is
what currently exists.
[24:47]
» Any questions on this one? Have we
encountered any of this since they made
[24:50]
the the change at state level?
>> Yeah. So, we did have one uh variance
[24:56]
request that went to ZVA and we we
applied the practical difficulties thing
[25:01]
to it.
>> Okay.
[25:03]
» Well, we just didn't have it.
>> Yeah. Just
[25:11]
was also unanimous with this meeting
last week.
[25:17]
» Yep. I'd move to approve the resolution.
>> Second.
[25:25]
» Any other comments?
[25:29]
» Call the role.
>> I
[25:33]
Noah.
>> Hi.
[25:34]
» Pitman.
>> Hi.
[25:37]
» Right. Then we'll consider a motion to
enter into close session.
[25:40]
» Should we do other business?
>> Do I should have moved that? Do you
[25:45]
want?
>> We probably should. Yeah. That's
[25:47]
probably a good idea. Yeah. Let's move
down to number 11.
[25:51]
[clears throat]
Anybody receive any miscellaneous
[25:53]
correspondence?
Brad, anything for you to report?
[25:59]
Britney, anything for you tonight?
>> Um, just that we have some Monday
[26:03]
meetings some more coming up. July 13th
um is our next it's a planning session,
[26:09]
but it's on a Monday. Um, so and then we
have Monday, July 20th as our regular
[26:16]
meeting.
And then Wednesday, July 29th will be
[26:22]
our last cleaning session of July.
All at 6:00, but yeah, it's three
[26:29]
Mondays in a row and then a Wednesday.
So,
[26:36]
and we'll just split the room um for
next Monday. So we'll have just a small
[26:42]
project going just but
other than that I don't have anything
[26:49]
but
I don't rent anything for a report.
[26:52]
» Um well we have Bracket Street is now
complete. Uh so that'll be a um they
[26:59]
have a pay request coming in for the
next meeting and then uh Iowa Lane
[27:04]
begins tomorrow with uh the removal and
flatter main reroute on Wednesday.
[27:14]
» We'll take a look at that over the
weekend and we've done some serious
[27:19]
grading.
>> A lot of grading.
[27:22]
» Yeah. When will that be essentially shut
off to the public? That was widely used
[27:28]
during the 4th of July.
>> Well, we had shut we had shut off part
[27:34]
um part of the access to it. Um
>> but it's open today.
[27:40]
» Yeah.
>> So question is when are we going to
[27:42]
close it for?
>> I think once the street once lane gets
[27:49]
finished. Yeah.
>> So can they do the lane? where they do
[27:53]
granular. Aren't those signals tied
together all this?
[27:57]
» No, they're going to they're going to do
lane and they're g because because the
[28:02]
issues with grand they they just they
were going to do lane now
[28:07]
» so they can take down those signals on
lane without affecting the signals on
[28:10]
Grand.
>> Yes.
[28:13]
I guess I'm assuming I'm supposed to
roll down at that point. I'm just hoping
[28:18]
the ones on grand still work because
they're taking on the on if I recall
[28:23]
correctly, they said those would still
work correctly. They they just said they
[28:27]
wouldn't be able to tie in with the ones
if they would put new ones at lane. They
[28:31]
wouldn't tie in with those because there
wasn't enough distance, but there won't
[28:35]
be anything at lane if from my
understand
[28:40]
the operation of the ambulance.
>> Yeah. Yeah.
[28:43]
» Because I did throw the railroad under
the bus this morning.
[28:47]
And I said something about, well, the
grand one isn't going to happen until
[28:51]
October because the railroad did not
over did not
[28:55]
» didn't get the pieces in
>> order the parts even though we talked
[28:58]
about this last October.
>> I said sounds like I'm throwing the
[29:01]
railroad under the bus
>> because I am.
[29:06]
» Yeah.
>> Which I think they need to people need
[29:08]
to know this is a railroad problem, not
ours. Iberly agreed
[29:15]
to have a
>> because now we got military school being
[29:17]
in effect.
>> It's a you know they really and it's
[29:20]
their and it's their project. They
started the whole project and they were
[29:24]
not at the pre-construction meeting
either.
[29:26]
» Oh.
>> So anyway, just thought I'd throw a
[29:31]
little sideline in there.
>> Uh yeah. And then uh introduce Katie
[29:36]
Herd. She's our new communications
director. That's great.
[29:41]
» Welcome. Welcome aboard.
>> And she used Tyler's office last week,
[29:46]
but darn Tyler came back. So now she has
to have an office till we move over
[29:50]
here. So
>> yeah,
[29:52]
» but we she will stop in and see us
periodically.
[29:55]
» All right.
>> Yeah. Welcome Katie.
[30:00]
» Anything else, Tyler?
>> That's it.
[30:02]
Just to piggy back off of your uh off
the bracket street, I did go over and
[30:08]
talk to Chuck Connect about that.
Apparently they use sand down in the
[30:13]
bottom of it and he said they packed it
in good, but it was still kind of
[30:18]
nervous. So what's the recourse or
something if that were to collapse or
[30:21]
sink?
>> Well, there's um there's the uh um
[30:29]
whatever the uh warranty is. Oh, that's
okay. Yeah, there is a warranty. Okay.
[30:33]
Yeah.
Yep.
[30:38]
» Did Mark have anything much contact with
that project? Mark Crawford?
[30:42]
» Yeah. Yep. Mark manage that.
>> Good. Yes.
[30:50]
» Any board commissioner committee
reports?
[30:54]
» Just the uh planning zoning met last
week and the output was reviewed today.
[31:00]
Anybody
else?
[31:03]
» Was Mark alluded? We had that facade
meeting which I filled in for Phoebe on
[31:07]
that I believe because they needed so
many people there. So,
[31:11]
» thank you.
>> And I went through all the money as you
[31:14]
said earlier. So,
which is good and bad.
[31:18]
» It's good that we're have projects
going. It's unfortunately we don't have
[31:21]
money to keep projects going, but it's
the way it is.
[31:26]
» We, you know, there was a discussion at
that meeting Should we? One of the
[31:31]
projects was for $10,000 and part of the
discussion was, well, should we only
[31:35]
give that person $5,000 so we have some
money to give to somebody else? And the
[31:41]
discussion ended up being, why should we
penalize somebody who has a project on
[31:45]
the board just to save money for
somebody else who we may or may not have
[31:49]
a project. So, the group went ahead and
approved the full 10,000 to that
[31:54]
project. So,
[31:58]
» and that will all be on your claims list
on the 20th meeting. Mark sent all that
[32:02]
to me. So,
[32:07]
» all right. No further comments. Now we
will consider a motion to enter into
[32:11]
close session pursuant to Iowa code
chapter 21.51
[32:17]
I to conduct performance evaluations for
city administrator, city clerk, and city
[32:22]
attorney as requested in writing by each
party as considered necessary to prevent
[32:27]
needless and irreparable injury to
reputation.
[32:32]
» I'd make such motion.
>> Second. Before we vote on that, um I do
[32:38]
have written correspondence from the
three of us requesting that it does need
[32:41]
to be requested in writing. We are just
going to have a single close session for
[32:47]
all three evaluation and then when
that's completed, we'll come out and
[32:50]
take action on each separate
>> resolution is impacted. So, whatever
[32:54]
order we decide to go in, it's I guess
up to council, but it'll just be a
[32:59]
single post session.
>> Sounds good. That's what we've done
[33:02]
before. I think it's worked out pretty
well. So,
[33:07]
We have a motion.
Second
[33:11]
call to roll.
>> Otto. Hi.
[33:14]
» Lumley. Hi. Noah. Hi. Pitman. Hi. Right.
Hi. [clears throat]
[33:18]
» So, the way we've done this before is we
do Brad's evaluation first and Britney
[33:23]
will take notes.
