[10:49] She was a strong advocate for the Hooky Wow golf

[10:53] tournament, and I know that at one point they were

[10:57] actually filling over, I believe, three golf courses.

[11:01] Just an amazing person who loved Chicopee,

[11:07] she's also part of a

[11:10] wonderful family with a deep connection to our community.

[11:14] Her husband, Frankie Boron Jr., many of you know, he's a

[11:18] code enforcer that works for the health department.

[11:20] And her son, Frankie III, is also a member of our building

[11:24] commission, a building commissioner, assistant commissioner.

[11:29] And they both have dedicated

[11:32] time and service here to the City of Chicopee.

[11:35] So on behalf of the city, I want to extend my sincere condolences

[13:10] approved a notice of intent for our municipal airport,

[13:13] WMDC, to build an 8,000-foot fence

[13:17] around the Slate Conservation area.

[13:20] There's no good reason for the fence in my purview.

[13:23] There's been no lawsuits that they've disclosed.

[13:26] They say they have no plans for development.

[13:31] And there's really been no dialogue.

[13:33] I first heard of this issue back when I was on the city council in December

[13:37] of 2020. So we're approaching six years

[13:41] on the Slate Conservation area issue, and there's

[13:45] just been no dialogue from the WMDC board

[13:48] members. We have three WMDC board members

[13:52] from Chicopee. We have Marie LaFlamme, we have Ed

[13:56] Cepiel, and we have a Shubek who lives close to

[14:00] me. And they really haven't been willing to meet with

[14:04] any of the neighbors, any of the abutters.

[14:06] Now, I understand that some residents, including myself, our position is

[14:10] that the land is conservation land.

[14:12] It should be placed into conservation, and I understand the airport board, their

[14:16] position is that the whole thing should be developed for business.

[14:20] But that doesn't mean that there can't be dialogue, that there can't be

[14:23] negotiation. I know my councilor, Councilor Shumsky, is working very hard to try to

[14:27] talk to both sides. I support that.

[14:30] And so I'm just asking the airport officials to talk to the abutters, talk to

[14:34] the neighbors. Let them know what you want to do with the property.

[14:38] If a deal can't be reached, so be it, but there should

[14:42] be dialogue.

[14:44] I believe the WMDC board members are making themselves look

[14:47] guilty of something by refusing to talk to the neighbors.

[14:51] There's no reason

[14:53] why they can't talk to the neighbors.

[14:55] Originally in 2021, if the council didn't block it, it was going to be a

[14:58] 1.2 million square foot building.

[15:00] This has to be the largest development in Chicopee.

[15:03] And they weren't going to talk to the public at all.

[15:07] They definitely weren't willing to talk to the council. So I think that's wrong.

[15:11] There should be dialogue. These board members should be willing to talk to the city

[15:14] council. They should be willing to talk to the public.

[15:16] And so I came tonight to ask for dialogue. Please talk to the neighbors.

[16:34] newly inquiring about everything out there.

[16:50] and sometimes I think it scares committees or the

[16:53] council or maybe the mayor's office, okay,

[17:08] Not knowing much or little to nothing at all is really, really dangerous because

[17:11] the impact is forever. Level of questions,

[17:16] not many, if any, questions, if none at all.

[17:25] No inquiries all the time. And if you have that capability on

[17:29] everything, guess what? You do it all the time because this is not a job.

[17:43] their faces, they are freaking shocked.

[17:54] is considered? Or I've met heads of departments and they go to meetings

[17:58] and it's totally discounted or not even recognized.

[18:08] the ground before until everything is known?

[18:26] And only afterwards did I realize relationships and everything and what was the

[18:54] ask you to protect public safety by

[18:58] requiring comprehensive traffic, pedestrian safety,

[19:02] emergency access, infrastructure, and environmental

[19:06] studies before the proposed 23-home subdivision

[19:10] on a portion of 340 Pendleton Avenue

[19:14] and Mountain View is allowed to proceed.

[19:17] We also represent the many residents who have attended planning meetings and

[19:21] conservation committee meetings, submitted comments,

[19:25] signed petitions, and repeatedly spoken out against this

[19:29] development. The packets before you include our letter of

[19:32] opposition, a petition, project maps, a

[19:36] summary of our concerns, and our requests for studies that must

[19:40] be completed before this project proceeds any further.

[19:44] This is not a minor addition to an existing neighborhood.

[19:48] It's a project that would introduce 23 new homes and

[19:52] potentially more than 200 additional vehicle trips

[19:56] each day into a small residential area that already

[19:59] faces traffic and safety concerns.

[20:02] The subdivision would rely on a single access point, a

[20:06] paper road that would serve as both the entrance

[20:10] and the exit onto Mountain View Street.

[20:13] That one access point would carry residents,

[20:17] visitors, delivery vehicles, school transportation,

[20:21] service vehicles, and emergency responders.

[20:24] It would place a substantial new burden on a road and

[20:27] neighborhood that

[20:29] were not designed for this level of activity.

[20:32] We understand that the developer maintains that they have the right to

[20:37] move forward and that the applicable rules and regulations are

[20:40] being met. But technical compliance is not the end of the city's

[20:44] responsibility. Tonight, we are asking you to consider the

[20:48] real-world impact on people who already live in this

[20:52] neighborhood. What happens in this single access road is

[20:56] blocked by an accident,

[20:58] fire, a fallen tree, severe weather, a utility

[21:02] problem, or another emergency? What happens when more than 200

[21:06] additional vehicle trips a day are added to an already overcrowded

[21:10] road? What happens to children walking near streets with no

[21:14] sidewalks, to older residents, and to the families who

[21:18] must use this road every day?

[21:20] We have raised these concerns repeatedly, but we have not received a

[21:24] meaningful response from the Planning Commission or the Conservation

[21:28] Commission. But the Conservation Commission people

[21:32] did ask us to come here and talk to you.

[21:35] That is why we're asking the City Council to take action now.

[22:14] traffic safety, noise, and neighborhood disruption.

[22:19] Under the Massachusetts Wetlands Protection

[22:23] Act, the commission or committee must consider

[22:27] safety impacts, stormwater changes, flooding risk

[22:31] to abutters, but here's the one that affects us,

[22:34] alteration of existing neighborhood patterns and

[22:37] cumulative impacts.

[22:40] If the only access road would funnel construction traffic,

[22:45] heavy equipment, or long-term vehicle flow into

[22:48] a quiet residential street,

[22:52] the

[22:53] committee can reject the street option.

[22:58] I'm going to read here from the Chicopee Wetlands

[23:01] Ordinance,

[23:03] Chapter 272, Section

[23:05] 10.58. The city can grant

[23:09] relief and allows a bridge over a

[23:13] section of the wetlands instead of the paper street.

[23:23] that street was built in the 1950s.

[23:26] These are homes

[23:28] that were built for the officers at Westover in the

[23:31] 1950s. The street is narrow.

[23:35] You can only get one car by if there's cars parked on either side

[23:39] of the road. The street is in bad condition,

[23:44] and the only access to these

[23:48] 23 units is through this street. Who's

[23:52] going to fix and repair all of

[23:57] that street after these developers have

[24:00] left,

[24:02] right? I find

[24:04] that they're going with the easiest solution, the cheapest solution

[24:08] for them, which is to open up this paper street that's

[24:12] been there since the place was built,

[24:19] they have the ability to build a small

[24:23] access bridge over a section of the wetlands onto Pendleton

[24:27] Avenue, that would be a lot

[40:19] unless Slate Road's on the table, but I think we heard tonight that's probably not.

[40:24] The golf course is a viable entity in the city of Chicopee. It earns money.

[40:28] They do well. The one knock on the golf course that I think is always

[40:32] a concern with residents and councilors is it's weather dependent, and that

[40:36] is very much true.

[40:38] But this year, if you look and compared our municipality receipts to that of

[40:42] Springfield, with one course, we are far and ahead of their both combined

[40:45] revenues. So it tells us, and it tells me,

[40:49] that Chicopee Country Club is a place where people want to go play.

[40:53] You have three municipal golf courses within a

[40:57] 17 or 20-minute ride. People choose Chicopee.

[41:01] Not discounting all the folks who come from Worcester, the Cape, because it's such

[41:04] a

[41:05] equitably priced golf course and golf experience.

[41:08] So,

[41:10] I think that they did a great job presenting.

[41:12] I only

[41:13] think that we're going to grow more and more.

[41:15] And it'd be a nice case study to see what the

[41:18] ancillary revenue raised across all nonprofits over the course

[41:22] of a fiscal year are. In talking to folks with the Boys and Girls Club and the

[41:26] Reigns, on average,

[41:28] most nonprofits are in that $15,000 to $20,000 range

[41:32] of monies cleared from using the golf course to have a tournament there.

[41:36] So, it has an immeasurable effect on the community in and of itself.

[41:48] I was also at that meeting, and I found it informative.

[41:52] It's my understanding that in the vicinity, we have approximately 53 golf

[42:01] done and is doing is extraordinary with the

[42:05] competition.

[42:06] And furthermore, it looks like the irrigation bond

[42:11] is going to be coming off the books, I believe, for '28.

[42:15] And that's in the vicinity of over $100,000 a year.

[42:19] And also, the golf cart leases.

[42:23] So it looks like, unless the weather turns against us,

[42:27] if we have a halfway decent summer going forward, that

[42:32] based on a couple of the line items that are no longer going to be outstanding,

[42:36] and with the care and diligence of the crew that's running that,

[42:41] we have a home run. And I'm in favor

[1:22:40] fairly difficult and somewhat convoluted.

[1:22:43] But roughly 15 years ago, Deval Patrick had

[1:22:47] revamped the CORI system so that

[1:22:50] an employer could only consider, or an entity could only consider,

[1:22:54] felonies that occurred within the last 10 years or

[1:22:58] misdemeanors within the last five as disqualifiable offenses.

[1:23:02] And I'll qualify that by saying that the CORI process has

[1:23:05] three very distinct silos. There's A, which are acceptable

[1:23:10] crimes committed, if any crime is really acceptable.

[1:23:13] B, there's those that it leaves it to the discretion of the entity or

[1:23:17] the employer. And then there are what is categorized as C,

[1:23:20] non-starters. Those are things like sexual assault or

[1:23:24] felony murder or some other horrific crime that would make anybody

[1:23:28] ineligible to work in a public-facing role.

[1:23:32] What's not clear, and Councilor Cuccine referenced it, what are we using

[1:23:36] as that

[1:23:37] marker point? Are we using the date of conviction? Date of release?

[1:23:41] I just want some clarification so that we can publicize this so applicants

[1:23:45] know that if they've turned their life around, there may be something kind

[1:23:49] of still in the closet a little bit that could affect their ability to work with

[1:23:52] the city in some capacity. So I'm hoping that this clears it all up,

[1:23:57] gets everything standardized so that we don't have licenses that are being then

[1:24:00] pulled back in because the CORI comes back bad a month after they've already

[1:24:04] been in operation. I want to avoid that. That's not a great look for the city.
