[2:55] Good evening, ladies and gentlemen.
[2:56] I'd like to call to order the September 5th, 2026 City Council
[3:00] meeting to order. Please rise and pledge to the flag.

[3:08] and to the Republic for which it stands, one nation, under
[3:11] God, indivisible, with liberty and justice for all.
[3:15] And if we could stay standing for a moment of silence for those who protect us
[3:19] home and abroad.
[3:26] Thank you.
[3:30] If everybody could please mute your cell phones, it would be appreciated for
[3:33] tonight's meeting. I do not believe we-- Okay.
[3:38] Clerk, could you please call the roll?

[4:05] All present.
[4:06] Thank you. Participating this evening for the city council meeting, we have
[4:10] Counselor Avery and Counselor Roy.
[4:13] Also, I received a phone call this evening from Counselor McCullough.
[4:17] He was not able to make it because his wife's just getting out of the hospital.
[4:21] As you know, they just had a newborn daughter-
[4:24] Yeah
[4:24] ... Summer Rose
[4:27] Russo, that was born,
[4:29] and he's taking care of her tonight.
[4:32] So he asked that we just let him know that
[4:36] he would have been here. Okay, seeing none, we'll go now
[4:39] participate-- I mean, move into the mayor's orders.
[4:46] Thank you, President LaFlamme, esteemed-
[4:47] I'm sorry, Mayor, if I could. In compliance with the open meeting law, the city of
[4:51] Chicopee is broadcasting live and for future broadcast this meeting on Chicopee
[4:55] TV. Is there anyone in the audience or on Zoom
[4:59] taping this meeting?
[5:01] Seeing none, we'll move into the mayor's
[5:04] orders, briefings, and announcements.
[5:07] Thank you, President LaFlamme, esteemed city council members.
[5:10] I have numerous mayor's orders for your consideration this evening.
[5:14] I'll start with mayor's order one.
[5:15] It's the appropriation of $4,125
[5:19] to the police special account for bulletproof vests from the
[5:23] stabilization fund. I know that
[5:27] Captain Hitchcock is here,
[5:29] and you actually accepted the grant in your last meeting, and this is
[5:32] expending the fund so we can get reimbursement for the grant.
[5:36] Any questions about that?
[5:37] Any questions from the floor?
[5:39] Is there any question from Zoom? Seeing none, we'll move on to mayor's two.
[5:43] Thank you for your consideration.
[5:45] Mayor's order two is the appropriation of $87,500 to the following named
[5:49] account, planning special account,
[5:51] for the Massachusetts Gaming Commission Mitigation Funds.
[5:54] Again, taken from the stabilization fund.
[5:57] And similar to the order one,
[6:00] the grant was accepted at your last meeting.
[6:03] This is expending the funds so that we could get the reimbursement.
[6:07] Any questions from the floor?
[6:09] Any questions from Zoom? Seeing none, we'll move on to Mayor's Order Three.
[6:13] Thank you for your consideration. Mayor's Order Three.
[6:16] It's the appropriation of $3,000 to the following named account,
[6:20] health special account for rabies vaccine program from the
[6:23] available funds in stabilization.
[6:26] This is a partnership with the City of Chicopee, Teddy Bear Pools, and
[6:30] Second Chance Mobile Dog Clinic, who is actually
[6:33] providing low-cost vaccines for rabies here in the
[6:37] city of Chicopee, and we plan on doing fall, spring.
[6:41] I know the health director, Lisa Sanders, is here if you have any further
[6:44] questions.
[6:45] Any questions from the floor?
[6:47] Any questions from Zoom? Seeing none, we'll move on to Mayor's Order Four.
[6:52] Thank you for your consideration.
[6:53] Mayor's Order Four, it's the appropriation of
[6:55] $51.64. It's a water expense account for special
[6:59] services from water surplus. It's a prior year bill.
[7:04] I know the superintendent is here if you have any questions.
[7:07] Any questions from the floor?
[7:10] Any questions from Zoom? Seeing none, we'll move on to Mayor's Five.
[7:14] Thank you for your consideration.
[7:15] Mayor's Order Five is the appropriation of
[7:17] $9,398.45
[7:21] to the following named account, human resources special account for indemnification
[7:24] of police and fire.
[7:27] As you all know, we're self-insured, and those who are injured on duty, we pay
[7:30] their medical bills directly, and this is the appropriation.
[7:34] Any questions from the floor?
[7:37] Any questions from Zoom? Seeing none, we'll move on to Mayor's Six.
[7:40] Thank you for your consideration.
[7:42] Mayor's Order Six, order that the City Council accept the
[7:44] $7,649 in donations to the Chicopee
[7:48] Senior Center. These donations for the
[7:53] meals for our older adults for the month of August.
[7:57] Any questions from the floor?
[8:00] Any questions from Zoom? Seeing none, we'll move on to Mayor's Order Seven.
[8:04] Thank you for your consideration.
[8:05] Mayor's Order Seven, an order that the City Council accept an in-kind donation of a
[8:09] photo booth for National Night Out at Szot Park.
[8:12] That was a value of $620 from SSC Rentals
[8:16] LLC.
[8:18] Again, a donation for National Night Out.
[8:21] Thank you. Any questions from the floor?
[8:24] Any questions from Zoom? Seeing none, we'll move on to Mayor's Order Eight.
[8:29] Thank you for your consideration.
[8:30] Mayor's Order Eight,
[8:32] be it ordered that the City of Chicopee, through its Department of Public
[8:36] Works, is hereby authorized to exceed three years for an
[8:40] intermunicipal agreement with the Town of Ludlow for joint use of
[8:43] portions of the Ludlow sewage system.
[8:47] This is the betterment project that we had done for Bluebird Acres to
[8:51] allow people to stay in the mobile home park, the manufactured
[8:55] housing park on Bluebird Acres. We need to extend that contract,
[8:59] and they are asking for a five-year agreement.
[9:01] The superintendent is here to answer any questions.
[9:05] And just to clarify, the five-year agreement is to allow us
[9:08] to align our contract with the terms with their contract with
[9:13] Springfield Water and Sewer, where their sewer is sent to.
[9:17] This will allow for a much
[9:20] better
[9:22] correlation between the two contracts.
[9:25] Any other questions from the floor? Any questions from Zoom?
[9:30] Seeing none, we'll move on to Mayor's Order Nine.
[9:33] Thank you for your consideration, and thank you, Superintendent.
[9:36] Mayor's Orders Nine and Ten go together.
[9:37] Order that the City Council accept the Fiscal Year 2025 Edward
[9:41] Burns Memorial Justice Assistance Grant, the JAG Grant, from the
[9:45] Commonwealth of Massachusetts Executive Office of Public Safety, in
[9:49] the amount of $31,342,
[9:53] and Mayor's Order Ten is the appropriation to spend it from
[9:56] stabilization.
[9:58] Any questions from the floor?
[10:00] Any questions from Zoom?
[10:02] Seeing none, we'll move on to Mayor's Order 10.
[10:05] Oh, you did 10 in together?
[10:06] I did.
[10:07] Okay, thank you. Okay, any other questions, Mayor?
[10:10] I just have one more that I wanted to share,
[10:14] before I conclude the mayor's briefing.
[10:17] I'd like to take a moment to remember Barbara Boron.
[10:21] She was a lifelong resident who passed away on September 9th,
[10:25] surrounded by her loving family.
[10:28] Barbara was
[10:30] a beautiful, kind soul, a devoted wife, a mother,
[10:34] grandmother, great-grandmother.
[10:36] She was a communicant of St. Stanislaus Basilica,
[10:40] and she spent many years working in the hospitality industry right here
[10:44] in Chicopee.
[10:45] And if any of you who knew Barbara, you couldn't say no to her.
[10:49] She was a strong advocate for the Hooky Wow golf
[10:53] tournament, and I know that at one point they were
[10:57] actually filling over, I believe, three golf courses.
[11:01] Just an amazing person who loved Chicopee,
[11:05] and
[11:07] she's also part of a
[11:10] wonderful family with a deep connection to our community.
[11:14] Her husband, Frankie Boron Jr., many of you know, he's a
[11:18] code enforcer that works for the health department.
[11:20] And her son, Frankie III, is also a member of our building
[11:24] commission, a building commissioner, assistant commissioner.
[11:29] And they both have dedicated
[11:32] time and service here to the City of Chicopee.
[11:35] So on behalf of the city, I want to extend my sincere condolences
[11:39] to the Boron family, to Frank and Frank III.
[11:44] And I also
[11:46] want to take a moment to, as we consider all
[11:50] of us, of keeping them
[11:52] in our thoughts and prayers during this difficult time,
[11:56] and hope that they find comfort in the many memories that they've shared with
[11:59] Barbara,
[12:00] and that we've all shared with Barbara. She will be missed.
[12:05] She was a sweetheart
[12:06] who loved life,
[12:08] she loved her family, and she loved the city of Chicopee.
[12:11] May she rest in peace. Thank you.
[12:13] Thank you.
[12:15] I just want to announce that our school liaison, Grace
[12:19] Goldfield, is on Zoom this evening.
[12:22] And lastly, can I ask for a moment of silence in the name of Barbara Boron?
[12:32] Thank
[12:41] you.
[12:41] Thank you.
[12:43] We will now move into public input.
[12:45] Public input is limited to three minutes or less.
[12:48] Is there anyone in the audience for public input?
[12:51] If so, state your name and address for the record, please.
[12:54] You'll have three minutes.
[13:04] Thank you. Derek Dobis, 70 Post Road.
[13:06] It's been about two weeks since the Chicopee Conservation Commission
[13:10] approved a notice of intent for our municipal airport,
[13:13] WMDC, to build an 8,000-foot fence
[13:17] around the Slate Conservation area.
[13:20] There's no good reason for the fence in my purview.
[13:23] There's been no lawsuits that they've disclosed.
[13:26] They say they have no plans for development.
[13:31] And there's really been no dialogue.
[13:33] I first heard of this issue back when I was on the city council in December
[13:37] of 2020. So we're approaching six years
[13:41] on the Slate Conservation area issue, and there's
[13:45] just been no dialogue from the WMDC board
[13:48] members. We have three WMDC board members
[13:52] from Chicopee. We have Marie LaFlamme, we have Ed
[13:56] Cepiel, and we have a Shubek who lives close to
[14:00] me. And they really haven't been willing to meet with
[14:04] any of the neighbors, any of the abutters.
[14:06] Now, I understand that some residents, including myself, our position is
[14:10] that the land is conservation land.
[14:12] It should be placed into conservation, and I understand the airport board, their
[14:16] position is that the whole thing should be developed for business.
[14:20] But that doesn't mean that there can't be dialogue, that there can't be
[14:23] negotiation. I know my councilor, Councilor Shumsky, is working very hard to try to
[14:27] talk to both sides. I support that.
[14:30] And so I'm just asking the airport officials to talk to the abutters, talk to
[14:34] the neighbors. Let them know what you want to do with the property.
[14:38] If a deal can't be reached, so be it, but there should
[14:42] be dialogue.
[14:44] I believe the WMDC board members are making themselves look
[14:47] guilty of something by refusing to talk to the neighbors.
[14:51] There's no reason
[14:53] why they can't talk to the neighbors.
[14:55] Originally in 2021, if the council didn't block it, it was going to be a
[14:58] 1.2 million square foot building.
[15:00] This has to be the largest development in Chicopee.
[15:03] And they weren't going to talk to the public at all.
[15:07] They definitely weren't willing to talk to the council. So I think that's wrong.
[15:11] There should be dialogue. These board members should be willing to talk to the city
[15:14] council. They should be willing to talk to the public.
[15:16] And so I came tonight to ask for dialogue. Please talk to the neighbors.
[15:20] Please talk to the city council. Thank you.
[15:22] Thank you. Is there anyone else for public input?
[15:33] Sue Nimcheck, James Street 362.
[15:37] It's lovely seeing you here, Derek.
[15:39] My ears and antenna are way up. I will be following what
[15:42] happens, okay? Because communication is everything.
[15:46] And I find silence is deafening, whether it's in planning
[15:51] or anything physically going to happen to
[15:54] infrastructure or transportation roads or neighborhoods or streets or
[15:58] anything, has a lasting impact.
[16:01] And if there's no communication everywhere, you're spot on,
[16:06] especially amongst councilors that you serve on various zoning
[16:09] committees, et cetera, and different types of committees.
[16:13] And where does the public fit in all of this when we come to do
[16:17] a three-minute input? I call it insight, because
[16:21] again, 24/7,
[16:23] the public usually knows what's happening in an area.
[16:26] And if a councilor doesn't understand that, they're really missing out, and so
[16:30] does the public. And we have an astute young member who's
[16:34] newly inquiring about everything out there.
[16:37] We have a core of integrity with High Five Joe.
[16:41] We have, wherever she is today, maybe up in Zoom, a Jessica
[16:45] Avery.
[16:46] Okay.
[16:47] And we have potential,
[16:50] and sometimes I think it scares committees or the
[16:53] council or maybe the mayor's office, okay,
[16:57] simply because maybe it's not part of the agenda or what I call
[17:01] the push. And when there's silence and not everything is
[17:05] known, what's the level of understanding?
[17:08] Not knowing much or little to nothing at all is really, really dangerous because
[17:11] the impact is forever. Level of questions,
[17:16] not many, if any, questions, if none at all.
[17:19] And my SOS,
[17:21] sometime, one time,
[17:23] single time.
[17:25] No inquiries all the time. And if you have that capability on
[17:29] everything, guess what? You do it all the time because this is not a job.
[17:33] This is a duty
[17:35] to service, to represent. Because when people leave
[17:39] the podium in committee meetings or planning board meetings or whatever, I look at
[17:43] their faces, they are freaking shocked.
[17:46] How can they cram in three minutes of their lifetime of a particular area or
[17:50] neighborhood and it's going to be changed and nothing they say
[17:54] is considered? Or I've met heads of departments and they go to meetings
[17:58] and it's totally discounted or not even recognized.
[18:02] There's your expertise.
[18:05] So at which point, you know that saying I made, not a spade or a shovel goes into
[18:08] the ground before until everything is known?
[18:12] That's not only a physical aspect, but it's also the process.
[18:15] And I know the quarterly tax thing was passed and everything.
[18:19] And that meeting back in October was a freaking fiasco
[18:26] And only afterwards did I realize relationships and everything and what was the
[18:30] push. And I'll count down for you, Frank.
[18:33] Thank you.
[18:33] Okay.
[18:33] Three, two, one.
[18:34] Three, two, one, Frank. Thank you.
[18:36] Is there anyone else here for public
[18:38] input?
[18:45] My name is Anne Lutrovitz. I live at 134 Mountain View
[18:49] Street.
[18:51] And we're here tonight on behalf of more than 100 families to
[18:54] ask you to protect public safety by
[18:58] requiring comprehensive traffic, pedestrian safety,
[19:02] emergency access, infrastructure, and environmental
[19:06] studies before the proposed 23-home subdivision
[19:10] on a portion of 340 Pendleton Avenue
[19:14] and Mountain View is allowed to proceed.
[19:17] We also represent the many residents who have attended planning meetings and
[19:21] conservation committee meetings, submitted comments,
[19:25] signed petitions, and repeatedly spoken out against this
[19:29] development. The packets before you include our letter of
[19:32] opposition, a petition, project maps, a
[19:36] summary of our concerns, and our requests for studies that must
[19:40] be completed before this project proceeds any further.
[19:44] This is not a minor addition to an existing neighborhood.
[19:48] It's a project that would introduce 23 new homes and
[19:52] potentially more than 200 additional vehicle trips
[19:56] each day into a small residential area that already
[19:59] faces traffic and safety concerns.
[20:02] The subdivision would rely on a single access point, a
[20:06] paper road that would serve as both the entrance
[20:10] and the exit onto Mountain View Street.
[20:13] That one access point would carry residents,
[20:17] visitors, delivery vehicles, school transportation,
[20:21] service vehicles, and emergency responders.
[20:24] It would place a substantial new burden on a road and
[20:27] neighborhood that
[20:29] were not designed for this level of activity.
[20:32] We understand that the developer maintains that they have the right to
[20:37] move forward and that the applicable rules and regulations are
[20:40] being met. But technical compliance is not the end of the city's
[20:44] responsibility. Tonight, we are asking you to consider the
[20:48] real-world impact on people who already live in this
[20:52] neighborhood. What happens in this single access road is
[20:56] blocked by an accident,
[20:58] fire, a fallen tree, severe weather, a utility
[21:02] problem, or another emergency? What happens when more than 200
[21:06] additional vehicle trips a day are added to an already overcrowded
[21:10] road? What happens to children walking near streets with no
[21:14] sidewalks, to older residents, and to the families who
[21:18] must use this road every day?
[21:20] We have raised these concerns repeatedly, but we have not received a
[21:24] meaningful response from the Planning Commission or the Conservation
[21:28] Commission. But the Conservation Commission people
[21:32] did ask us to come here and talk to you.
[21:35] That is why we're asking the City Council to take action now.
[21:39] Please come and see the site for yourselves.
[21:44] Thank you.
[21:44] Thank you very much. Is there anyone else in the audience for public input?
[21:54] My name is Robert Gelinas. I live on 150 Mountain View
[21:58] Street, and this is a follow-up on what she said.
[22:02] I have
[22:03] spent some time looking and finding information, so I'm going
[22:07] to read this information that I have.
[22:11] It's not just about the wetlands, it's about including
[22:14] traffic safety, noise, and neighborhood disruption.
[22:19] Under the Massachusetts Wetlands Protection
[22:23] Act, the commission or committee must consider
[22:27] safety impacts, stormwater changes, flooding risk
[22:31] to abutters, but here's the one that affects us,
[22:34] alteration of existing neighborhood patterns and
[22:37] cumulative impacts.
[22:40] If the only access road would funnel construction traffic,
[22:45] heavy equipment, or long-term vehicle flow into
[22:48] a quiet residential street,
[22:52] the
[22:53] committee can reject the street option.
[22:58] I'm going to read here from the Chicopee Wetlands
[23:01] Ordinance,
[23:03] Chapter 272, Section
[23:05] 10.58. The city can grant
[23:09] relief and allows a bridge over a
[23:13] section of the wetlands instead of the paper street.
[23:19] And I have to say,
[23:23] that street was built in the 1950s.
[23:26] These are homes
[23:28] that were built for the officers at Westover in the
[23:31] 1950s. The street is narrow.
[23:35] You can only get one car by if there's cars parked on either side
[23:39] of the road. The street is in bad condition,
[23:44] and the only access to these
[23:48] 23 units is through this street. Who's
[23:52] going to fix and repair all of
[23:57] that street after these developers have
[24:00] left,
[24:02] right? I find
[24:04] that they're going with the easiest solution, the cheapest solution
[24:08] for them, which is to open up this paper street that's
[24:12] been there since the place was built,
[24:16] right?
[24:17] If
[24:19] they have the ability to build a small
[24:23] access bridge over a section of the wetlands onto Pendleton
[24:27] Avenue, that would be a lot
[24:29] more common sense
[24:35] And that's, I guess, all I have to say.
[24:38] Thank you.
[24:39] Is there anyone else in the audience for public input?
[24:43] Is there anyone else in the audience for public input?
[24:45] Is there anyone on Zoom for public input?
[24:48] Is there anyone else on Zoom for public input?
[24:51] Seeing none, I'll take a motion to close public input.
[24:52] Motion to close public input.
[24:54] Motion made and second to close public input. Roll call, please.
[24:57] President LaFlamme?
[24:57] Yes.
[24:58] Avery?
[24:59] Yes.
[25:02] Avery?
[25:05] Yes.
[25:06] Roy?
[25:08] Yes.
[25:09] Arriaga?
[25:09] Yes.
[25:10] Brooks?
[25:10] Yes.
[25:11] Goff?
[25:11] Yes.
[25:12] Falkir?
[25:12] Yes.
[25:13] Pasternak?
[25:13] Yes.
[25:14] Chumsky?
[25:14] Yes.
[25:14] Scushane?
[25:15] Yes.
[25:15] Gerard?
[25:16] Yes.
[25:16] Piniak Costello?
[25:18] Yes.
[25:19] 12 yes.
[25:20] And the motion passes. Any communications?
[25:22] None.
[25:23] Minutes?
[25:24] September 3rd.
[25:25] Councilor Goff.
[25:27] I'm sorry, what date?
[25:29] September 3rd.
[25:30] Motion that the minutes from September 3rd
[25:33] be approved this evening.
[25:35] Motion being seconded that we accept the minutes for September 3rd,

[39:30] And again, just see them grow into something amazing, because they're already good
[39:33] and I just want to see it grow even bigger than it already is.
[39:36] And again, having other cities come to us, I get very good
[39:39] feedback about our golf
[39:42] course. So again, it is not my intent in any negative
[39:46] way. It is just positive growth, good conversation with the golf
[39:49] course.
[39:51] Great answers. I really enjoyed our conversation, and I thought it went very well.
[39:54] Thank you.
[39:54] Thank you. Councilor Brooks.
[39:56] Yeah. Thank you, Mr. President. I agree.
[39:58] I think the golf course is an invaluable asset for the city of Chicopee.
[40:03] I just want to be clear with folks, it's likely never going away.
[40:07] We'd have to replicate that amount of land somewhere
[40:11] within Ward 6. And Sam, if you've got some
[40:15] that's about 55 acres, you let me know, because
[40:19] unless Slate Road's on the table, but I think we heard tonight that's probably not.
[40:24] The golf course is a viable entity in the city of Chicopee. It earns money.
[40:28] They do well. The one knock on the golf course that I think is always
[40:32] a concern with residents and councilors is it's weather dependent, and that
[40:36] is very much true.
[40:38] But this year, if you look and compared our municipality receipts to that of
[40:42] Springfield, with one course, we are far and ahead of their both combined
[40:45] revenues. So it tells us, and it tells me,
[40:49] that Chicopee Country Club is a place where people want to go play.
[40:53] You have three municipal golf courses within a
[40:57] 17 or 20-minute ride. People choose Chicopee.
[41:01] Not discounting all the folks who come from Worcester, the Cape, because it's such
[41:05] equitably priced golf course and golf experience.
[41:08] So,
[41:10] I think that they did a great job presenting.
[41:12] I only
[41:13] think that we're going to grow more and more.
[41:15] And it'd be a nice case study to see what the
[41:18] ancillary revenue raised across all nonprofits over the course
[41:22] of a fiscal year are. In talking to folks with the Boys and Girls Club and the
[41:26] Reigns, on average,
[41:28] most nonprofits are in that $15,000 to $20,000 range
[41:32] of monies cleared from using the golf course to have a tournament there.
[41:36] So, it has an immeasurable effect on the community in and of itself.
[41:40] So, thank you very much.
[41:42] Councilor Balkier.
[41:44] Yeah. Thank you very much. Just to echo some of my colleagues' comments,
[41:48] I was also at that meeting, and I found it informative.
[41:52] It's my understanding that in the vicinity, we have approximately 53 golf
[41:56] courses.
[41:57] And what the team at Chicopee Country Club has
[42:01] done and is doing is extraordinary with the
[42:05] competition.
[42:06] And furthermore, it looks like the irrigation bond
[42:11] is going to be coming off the books, I believe, for '28.
[42:15] And that's in the vicinity of over $100,000 a year.
[42:19] And also, the golf cart leases.
[42:23] So it looks like, unless the weather turns against us,
[42:27] if we have a halfway decent summer going forward, that
[42:32] based on a couple of the line items that are no longer going to be outstanding,
[42:36] and with the care and diligence of the crew that's running that,
[42:41] we have a home run. And I'm in favor
[42:44] of helping the golf course as much as we can. Thank you.
[42:48] Thank you.
[42:49] Councilor Gerard.
[42:50] Thank you, President LaFlamme.
[42:53] I also had the chance to review the minutes of that meeting,
[42:57] and I really would like to thank Councilor Arriaga for bringing this
[43:01] forward and for expressing her
[43:06] ... need or willingness to learn how, or to see in the
[43:10] future how to grow that business and grow that golf course.
[43:14] And we all know that in society, things change on a daily
[43:19] basis. So, to sit back and let the business come to
[43:23] you without trying to figure out ways and ideas of how to increase
[43:27] business,
[43:29] we do have a great thing that's going up there, but
[43:33] the business changes from day to day, week to week, year to
[43:37] year. So it's great that we're keeping an eye on this and figuring out
[43:41] ways how to be creative and
[43:44] capitalize on some more revenue. Thank you.
[43:47] Thank you. Are there any other comments? Councilor Costello.
[43:50] Thank you, President LaFlamme. I was very happy that this
[43:54] meeting happened.
[43:57] I attended the meeting in person to see what
[44:00] was going on, and I appreciate all the
[44:04] facts that were presented to us from the
[44:07] golf
[44:09] staff
[44:10] and the board of commissioners for the golf course.
[44:14] It showed that there's a lot of effort
[44:18] on a regular basis put into our golf
[44:22] course to make it the best that it can
[44:26] be. What I did like about the meeting, again,
[44:30] is the transparency,
[44:32] the openness of what went on,
[44:35] and the fact that it was recorded and there are minutes.
[44:40] And I appreciate the fact that we had the chance to
[44:44] listen to what the golf course had to say,
[44:48] their management, and their moving forward with the
[44:52] proper vision and transparency. Thank you.
[44:55] Thank you. Any other comments from the floor? Any comments from Zoom?
[44:58] Seeing none, roll call.
[44:59] President LaFlamme?
[45:00] Yes.
[45:01] Avery?
[45:02] Yes.
[45:03] Roy?
[45:05] Yes.
[45:05] Arriaga?
[45:06] Yes.
[45:07] Brooks?
[45:07] Yes.
[45:08] Goff?
[45:08] Yes.
[45:09] Falkir?
[45:09] Yes.
[45:10] Pasternak?
[45:10] Yes.
[45:11] Shumsky?
[45:11] Yes.
[45:12] Couchaine?
[45:12] Yes.
[45:13] Gerard?
[45:13] Yes.
[45:13] Piniak-Costello.
[45:14] Yes.
[45:15] 12 yes.
[45:16] Motion passes.
[45:17] For favorable report, with a motion to postpone to the call of the
[45:21] chair from the ordinance committee.
[45:23] Be it ordained by the City Council that the code of the city of Chicopee for the
[45:25] year 1991, as amended, be hereby further amended as follows:
[45:29] 275-71, renewable energy.
[45:34] Councilor Couchaine.
[45:35] Motion that the ordinance be received and postponed to call of the chair.
[45:39] Motion made and seconded the favorable ordinance committee report be
[45:43] received and sent to the call of the chair. On the motion, please.
[45:46] Yep. It still has a few more steps to go before it gets to us.
[45:49] Thank you. Any other-- Councilor Costello.
[45:51] Thank you. I appreciate the fact that Councilor Couchaine
[45:55] had this on the ordinance agenda. This
[45:59] is huge.
[46:01] This is a big, big deal to have
[46:05] an ordinance with guardrails in the
[46:09] city of Chicopee dealing with renewable
[46:13] energy.
[46:15] But one thing that wasn't in the ordinance, and it was brought to
[46:19] my attention,
[46:20] was whether or not as a local
[46:25] government body, will we
[46:30] have public input?
[46:32] Will the public be notified when
[46:36] a battery storage facility is going to be proposed?
[46:40] I would like to have that in a discussion at
[46:44] some point. I was talking after the
[46:48] meeting with a Board of Health commissioner,
[46:52] and that was brought to my attention
[46:56] last night after the meeting. Thank you.
[46:59] Thank you. I'll just explain that at our last meeting,
[47:03] we came up with three processes, and in that order, and I made
[47:07] sure they were in that order, and that's why it was placed on file tonight.
[47:11] It was going to go to the planning, zoning, and
[47:14] to the ordinance committee back, which are plenty of
[47:18] public inputs.
[47:19] Okay.
[47:19] There'll be plenty of them.
[47:20] Okay.
[47:21] Thank you.
[47:21] Thank you.
[47:22] You're welcome. Any other comments from the floor? Any comments from Zoom?
[47:25] Seeing none, roll call.
[47:25] President LaFlamme.
[47:26] Yes.
[47:27] Avery?
[47:28] Yes.
[47:28] Roy?
[47:31] Yes.
[47:31] Arriaga?
[47:32] Yes.
[47:32] Brooks?
[47:33] Yes.
[47:33] Goff?
[47:34] Yes.
[47:34] Falkir?
[47:35] Yes.
[47:35] Pasternak?
[47:36] Yes.
[47:36] Shumsky?
[47:36] Yes.
[47:37] Couchaine?
[47:37] Yes.
[47:38] Gerard?
[47:38] Yes.
[47:39] Piniak-Costello.
[47:39] Yes.
[47:40] 12 yes.
[47:41] And the motion passes.
[47:43] We have a favorable report from the ordinance committee.
[47:45] Be it ordained by the city council that the code of the city of Chicopee for the
[47:48] year 1991, as amended, be in hereby further amended as follows: Delete
[47:52] chapter 278-3, loitering, and
[47:55] insert in place thereof chapter 278-3,
[47:59] loitering, an ordinance prohibiting loitering in public places.
[48:03] Councilor Couchaine.
[48:04] Motion that the ordinance be received, take its second reading, and be enrolled and
[48:06] ordained.
[48:07] Motion made and seconded that the ordinance committee report be received, take its
[48:10] second and final reading, and be enrolled and ordained. On the motion, please.
[48:13] I'll defer to the maker.
[48:15] That'd be you.
[48:17] Thank you.
[48:19] This was brought forward, so the couple that I brought forward was requested
[48:24] from some of the departments in Chicopee, whether it's the library-
[48:28] Mr. President, you need a motion to allow you to speak.
[48:30] Call the president to speak.
[48:32] Motion made and second to allow the
[48:35] president to speak.
[48:36] Roll call.
[48:37] President LaFlamme?
[48:38] Abstain.
[48:38] Avery?
[48:39] Yes.
[48:41] Roy?
[48:43] Yes.
[48:43] Arriaga?
[48:45] Yes.
[48:46] Brooks?
[48:46] Yes.
[48:47] Goff?
[48:48] Yes.
[48:48] Salchier?
[48:49] Yes.
[48:49] Pasternak?
[48:50] Yes.
[48:50] Shumsky?
[48:51] Yes.
[48:51] Cushane?
[48:52] Yes.
[48:52] Gerard?
[48:53] Yes.
[48:53] Piniak-Costello?
[48:54] Yes.
[48:55] 12 yes.
[48:56] Thank you. And
[48:58] the motion passes. Regarding this here is, a couple of the department heads
[49:02] called me, and they were having issues with behind the library, behind
[49:05] the hub over here behind City Hall here,
[49:09] and other areas. It gives us a tool for the police department can work with
[49:14] and try to help the people, but also have tools to do what's necessary.
[49:17] Because people were going into work, and there were some people sleeping on the
[49:21] stairs as they were going in. They had to go actually wait for someone to remove
[49:25] them to do that. So we're not here to hurt anyone, but we're trying to keep it
[49:29] safe for everyone. That's why I want to thank
[49:32] our attorney for working on this. He looked with other cities and towns, what they
[49:36] do, and this is what we came up with.
[49:39] Thank you. Any other comments from the floor? Any comments from Zoom?
[49:42] Seeing none, roll call.
[49:43] President LaFlamme?
[49:44] Yes.
[49:44] Avery?
[49:46] Yes.
[49:47] Roy?
[49:49] Yes.
[49:49] Arriaga?
[49:50] Yes.
[49:50] Brooks?
[49:51] Yes.
[49:51] Goff?
[49:52] Yes.
[49:52] Salchier?
[49:53] Yes.
[49:53] Pasternak?
[49:54] Yes.
[49:54] Shumsky?
[49:54] Yes.
[49:55] Cushane?
[49:55] Yes.
[49:56] Gerard?
[49:56] Yes.
[49:57] Piniak-Costello?
[49:57] Yes.
[49:58] 12 yes.
[49:59] And the motion passes.
[50:00] Move a favorable report from the Ordinance Committee.
[50:02] Be it ordained by the City Council that the code of the City of Chicopee for the
[50:05] year 1991, as amended, be hereby further amended as follows: Add
[50:09] Chapter 278-7, Camping, an ordinance prohibiting
[50:13] camping on public property.
[50:15] Councilor Cushane.
[50:16] Motion that the Ordinance Committee report be received, the ordinance take its
[50:18] second and final reading, and be enrolled and ordained.
[50:21] Motion made and seconded the Ordinance Committee report be received, take its
[50:24] second and final reading, and be enrolled and ordained.
[50:29] I would defer to the maker, but to save some time.
[50:31] So this is just another
[50:33] add to the loitering ordinance about camping.
[50:36] You've seen in a lot of communities over the years it's been an issue.
[50:38] There have been some hot spots in the city, so this, again, will give the police a
[50:42] tool in their toolbox to help take care of this.
[50:44] And again, like I said, it's not hurting people, just things have to be done the
[50:47] right way in the right place.
[50:49] Thank you. Any other comments from the floor? Any comments from Zoom?
[50:52] Seeing none, roll call.
[50:53] President LaFlamme?
[50:54] Yes.
[50:54] Avery?
[50:55] Yes.
[50:55] Roy?
[50:58] Yes.
[50:58] Arriaga?
[50:59] Yes.
[50:59] Brooks?
[51:02] Out of chair.
[51:02] Goff?
[51:03] Yes.
[51:03] Salchier?
[51:04] Yes.
[51:05] Pasternak?
[51:05] Yes.
[51:06] Shumsky?
[51:06] Yes.
[51:07] Cushane?
[51:07] Yes.
[51:08] Gerard?
[51:08] Yes.
[51:09] Piniak-Costello?
[51:09] Yes.
[51:10] 11 yes, one out of chair.
[51:11] And the motion passes.
[51:13] Move a favorable report from the Ordinance Committee be it ordained by the City
[51:15] Council that the code of the City of Chicopee for the year 1991, as amended, be it
[51:19] hereby further amended as follows: Add to Chapter 243, Section
[51:22] 25, E-Bikes and Non-Human Powered Transportation,
[51:26] 25, Non-Human Powered Transportation.
[51:30] Councilor Cushane.
[51:31] Motion that the Ordinance Committee report be received, the ordinance
[51:35] take its second and final reading, and be enrolled and ordained as amended.
[51:39] Motion that the Ordinance Committee report take its second and final reading, and
[51:42] be enrolled and ordained.
[51:44] As what did you say?
[51:46] As amended.
[51:46] As amended. On the motion, please.
[51:47] On the motion. In the committee, we amended, through the clerk's office, that
[51:51] number 26 would read, "A fine of $100 will be assessed for any violations to
[51:55] the Chapter 243-25," and I appreciate the
[51:59] clerk's office correcting my spelling. I got the highlight.
[52:04] Thank you. Any other comments from the floor? Councilor Costello.
[52:08] I want to thank Councilor Cushane for this
[52:13] particular-
[52:14] I wasn't even told that was in there
[52:14] ... ordinance. This is a topic that many of my
[52:18] constituents have discussed with me.
[52:21] And I'm glad that we're taking action in regards
[52:25] to making our streets and sidewalks safer.
[52:30] Thank you.
[52:30] Thank you. Any other comments from the floor?
[52:33] Any comments from Zoom? Seeing none, roll call.
[52:36] President LaFlamme?
[52:37] Yes.
[52:38] Avery?
[52:39] Yes.
[52:40] Roy?
[52:42] Yes.
[52:43] Arriaga?
[52:43] Yes.
[52:44] Brooks?
[52:44] Yes.
[52:45] Goff?
[52:45] Yes.
[52:46] Salchier?
[52:46] Yes.
[52:47] Pasternak?
[52:47] Yes.
[52:48] Shumsky?
[52:48] Yes.
[52:49] Cushane?
[52:50] Yes.
[52:50] Gerard?
[52:51] Yes.
[52:51] Piniak-Costello?
[52:52] Yes.
[52:53] 12 yes.
[52:54] And the motion passes.
[52:55] Move the favorable report from the Ordinance Committee be it ordained by the City
[52:58] Council that the code of the City of Chicopee for the year 1991, as amended, be it
[53:01] hereby further amended as follows: Chapter
[53:04] 243-34, add to Chapter
[53:07] 243-34, Section A.
[53:10] Councilor Cushane.
[53:12] Motion that the Ordinance Committee report be received, and the ordinance take its
[53:15] second and final reading, and be enrolled and ordained as amended.
[53:18] Motion made and seconded the Ordinance Committee report be received, take its
[53:21] second and final reading, and be enrolled and ordained as amended.
[53:24] On the motion, please.
[53:25] The amendment was the word reasonable was eliminated and actual was placed in
[53:29] thereof. Because depending on who's doing the clearing, which
[53:32] probably won't be anybody because there's not enough staff, but that person will
[53:36] make a different hourly rate than another person.
[53:38] So actual costs versus
[53:41] some fictitious costs.
[53:43] Thank you. Any other comments from the floor?
[53:45] Any comments from Zoom? Seeing none, roll call.
[53:48] President LaFlamme?
[53:49] Yes.
[53:49] Avery?
[53:50] Yes.
[53:51] Roy?
[53:53] Yes.
[53:53] Arriaga?
[53:54] Yes.
[53:54] Brooks?
[53:55] Yes.
[53:56] Goff?
[53:56] Yes.
[53:56] Salchier?
[53:57] Yes.
[53:58] Pasternak?
[53:58] Yes.
[53:58] Shumsky?
[53:59] Yes.
[53:59] Cushane?
[54:00] Yes.
[54:00] Gerard?
[54:01] Yes.
[54:01] Piniak-Costello?
[54:02] Yes.
[54:02] 12 yes.
[54:03] And the motion passes.

[54:35] Motion that the Ordinance Committee report take its second and final reading, and

[55:47] Yes. Arriaga?
[55:48] Yes.
[55:48] Brooks? Yes. Goff?

[1:01:20] Pasternak?
[1:01:21] Yes.
[1:01:21] Shumsky?
[1:01:22] Yes.
[1:01:22] Cushin?
[1:01:23] Yes.
[1:01:23] Gerard?
[1:01:24] Yes.
[1:01:24] Piniak- Costello?
[1:01:25] Yes.
[1:01:25] 12 yes.
[1:01:26] And the motion passes.
[1:01:27] I have a favorable report from the ordinance committee to strike from the following
[1:01:30] and schedule parking regulations, Simonock Circle parking
[1:01:34] prohibited.
[1:01:35] Councilor Cushin.
[1:01:36] Motion to the ordinance committee report be received, ordinance take a second and
[1:01:38] final reading, be enrolled and ordained.
[1:01:41] Motion that the ordinance committee report take its second and final reading and be
[1:01:44] enrolled and ordained. On the motion, please.
[1:01:46] I'll refer to the maker.
[1:01:49] That's you.
[1:01:50] No.
[1:01:50] I know it's me. I was going to wait for him to actually call on me, though.
[1:01:53] But thank you.
[1:01:53] Councilor Brooks.
[1:01:55] Yes, Mr. President. This just cleans up an issue with some old
[1:01:59] signs. One had been knocked down by a vehicle.
[1:02:01] This just cleans that whole area up and the sign's no longer needed.
[1:02:04] Thank you. Any other comments from the floor? Any comments from Zoom?
[1:02:08] Seeing none, roll call.
[1:02:08] President LaFlamme?
[1:02:09] Yes.
[1:02:09] Avery?
[1:02:11] Yeah.
[1:02:11] Roy?
[1:02:14] Yes.
[1:02:15] Arriaga?
[1:02:16] Yes.
[1:02:16] Brooks?
[1:02:17] Yes.
[1:02:17] Goff?
[1:02:18] Yes.
[1:02:18] Balkier?
[1:02:19] Yes.
[1:02:20] Pasternak?
[1:02:21] Yes.
[1:02:21] Shumsky?
[1:02:22] Yes.
[1:02:22] Cushin?
[1:02:23] Yes.
[1:02:23] Gerard?
[1:02:24] Yes.
[1:02:24] Piniak-Costello?
[1:02:24] Yes.
[1:02:25] 12 yes.
[1:02:26] Motion passes.
[1:02:27] I have a favorable report from the ordinance committee to add to the following and
[1:02:30] schedule parking prohibited here to corner, Riverview Terrace.
[1:02:34] Councilor Cushin.
[1:02:35] Motion that the ordinance committee report be received, take its second and final
[1:02:37] reading, be enrolled and ordained.
[1:02:39] Motion that the ordinance committee report take its second and final reading, be
[1:02:42] enrolled and ordained. On the motion, please.
[1:02:44] I'll defer to the maker.
[1:02:46] Councilor Balkier.
[1:02:47] Yeah. Thank you, Mr. President.
[1:02:50] Yes. We have a public safety concern
[1:02:53] in this particular street.
[1:02:54] Mm.
[1:02:55] Apparently,
[1:02:57] people, if they park,
[1:03:00] they obstruct the view of the
[1:03:03] line of sight of the stop sign.
[1:03:06] So I did bring Councilor LaFlamme.
[1:03:10] I also got the engineer also to give us some
[1:03:14] perspective on this. So the sentiment is that by
[1:03:18] putting
[1:03:19] prohibited parking here to corner, that's going to help alleviate that
[1:03:23] spot, so sign of sight hopefully is going to be okay and people
[1:03:27] will see the stop sign, and we won't have further issues there. Thank you.
[1:03:31] Thank you. Any other comments from the floor? Any comments from Zoom?
[1:03:34] Seeing none, roll call.
[1:03:35] President LaFlamme?
[1:03:36] Yes.
[1:03:36] Avery?
[1:03:37] Yeah.
[1:03:38] Roy?
[1:03:41] Yes.
[1:03:42] Arriaga?
[1:03:42] Yes.
[1:03:43] Brooks?
[1:03:43] Yes.
[1:03:44] Goff?
[1:03:45] Yes.
[1:03:45] Balkier?
[1:03:45] Yes.
[1:03:46] Pasternak?
[1:03:46] Yes.
[1:03:47] Shumsky?
[1:03:47] Yes.
[1:03:48] Cushin?
[1:03:48] Yes.
[1:03:49] Gerard?
[1:03:49] Yes.
[1:03:50] Piniak-Costello?
[1:03:50] Yes.
[1:03:51] 12 yes.
[1:03:52] And the motion passes.
[1:03:52] I have a favorable report
[1:03:55] from the ordinance committee
[1:03:57] to add to the following and schedule parking prohibited Hampden
[1:04:01] Street.
[1:04:02] Councilor Cushin.
[1:04:03] Motion that the ordinance committee report be received, ordinance take its second
[1:04:06] final reading and be enrolled and ordained as amended.
[1:04:09] Motion that the ordinance committee report take its second and final reading and be
[1:04:12] enrolled and ordained as amended. On the motion.
[1:04:15] On the motion, as amended to read Hampden Street East, outside from the Mule Ave
[1:04:18] northerly to Casino Ave, parking prohibited.
[1:04:24] Thank you. Any other comments from the floor?
[1:04:26] Councilor Brooks.
[1:04:27] Yeah. This is in my ward.
[1:04:30] Much thanks to the city engineer, Doug Ellis, who helped craft this.
[1:04:35] He's been excellent in responding to any traffic
[1:04:38] concerns I've had with placing signage.
[1:04:41] This will allow for a very saturated area where there's
[1:04:45] no off-street parking for a lot of rental units on Hampden, but
[1:04:48] it does impede the beginning and end of
[1:04:52] the day with school buses and people parking on lawns
[1:04:56] to pick up their children rather than following the pickup cadence that
[1:05:01] BOAS put in place. So this will hopefully satisfy the neighbors,
[1:05:05] and the other benefit is providing additional public safety to the
[1:05:09] students and family of BOAS school.
[1:05:12] Thank you. Any other comments from the floor? Any comments from Zoom?
[1:05:15] Please call the roll.
[1:05:16] President LaFlamme?
[1:05:17] Yes.
[1:05:17] Avery?
[1:05:18] Yeah.
[1:05:19] Roy?
[1:05:22] Yes.
[1:05:23] Arriaga?
[1:05:23] Yes.
[1:05:24] Brooks?
[1:05:24] Yes.
[1:05:25] Goff?
[1:05:25] Yes.
[1:05:26] Balkier?
[1:05:26] Yes.
[1:05:27] Pasternak?
[1:05:27] Yes.
[1:05:28] Shumsky?
[1:05:28] Yes.
[1:05:28] Cushin?
[1:05:29] Yes.
[1:05:29] Gerard?
[1:05:30] Yes.
[1:05:30] Piniak-Costello?
[1:05:31] Yes.
[1:05:32] 12 yes.
[1:05:33] And the motion passes.
[1:05:34] I have a favorable report from the ordinance committee to add to the following and
[1:05:37] schedule disabled parking, 158 Crescent
[1:05:41] Drive. Oh, motion to deny.
[1:05:43] Councilor Cushin.
[1:05:44] Motion that the ordinance committee report be received, the ordinance
[1:05:50] defeated this evening.
[1:05:52] Motion made and second that the ordinance committee report be received and the
[1:05:56] committee report defeated this evening. On the motion, please.
[1:05:59] This motion. Per engineering department-
[1:06:00] The ordinance
[1:06:01] ... when they went out,
[1:06:02] there's no handicap-accessible entrance to this building, so they're not
[1:06:05] comfortable putting a handicap parking space next to stairs.
[1:06:09] Thank you. Any other comments from the floor? Any comments from Zoom?
[1:06:12] Seeing none, roll call.
[1:06:13] President LaFlamme?
[1:06:13] Yes.
[1:06:14] Avery?
[1:06:15] Yeah.
[1:06:16] Roy?
[1:06:19] Yes.
[1:06:20] Arriaga?
[1:06:20] Yes.
[1:06:21] Brooks?
[1:06:21] Yes.
[1:06:22] Goff?
[1:06:22] Yes.
[1:06:23] Balkier?
[1:06:23] Yes.
[1:06:24] Pasternak?
[1:06:24] Yes.
[1:06:24] Shumsky?
[1:06:25] Yes.
[1:06:25] Cushin?
[1:06:26] Yes.
[1:06:26] Gerard?
[1:06:27] Yes.
[1:06:27] Piniak-Costello?
[1:06:28] Yes.
[1:06:28] 12 yes.
[1:06:29] And the motion passes.
[1:06:30] I have a favorable report from the ordinance committee to add to
[1:06:34] the following and schedule parking prohibited Front Street.
[1:06:37] Councilor Cushin.
[1:06:38] Motion that the ordinance committee report be received, the ordinance take its
[1:06:40] second and final reading, be enrolled and ordained.
[1:06:42] Motion that the ordinance committee report take its second and final reading and be
[1:06:45] enrolled and ordained. On the motion, please.
[1:06:47] I'll defer to the maker.
[1:06:50] Councilor Balkier.
[1:06:51] Yeah. Thank you, Mr. President. Yes.
[1:06:53] This is an area right directly in front of Chicopee
[1:06:57] Electric Light.
[1:06:59] My councilor to my right, Councilor Pasternak, informed me that
[1:07:04] he had heard some issues that had taken place In front of
[1:07:08] the CEL, people unfortunately have been parking and almost been
[1:07:12] getting clipped
[1:07:13] right in front of Chicopee Electric Light.
[1:07:18] I got on this situation. I spoke with Doug Ellis.
[1:07:22] So the sentiment is to have no parking in
[1:07:26] front of Chicopee Electric Light, because there is a parking lot there, and this
[1:07:30] way here, we won't have a public safety issue. Thank you.
[1:07:34] Thank you. Any other comments from the floor? Any comments from Zoom?
[1:07:37] Seeing none, roll call.
[1:07:38] President LaFlamme.
[1:07:38] Yes.
[1:07:39] Avery.
[1:07:40] Yes.
[1:07:41] Roy.
[1:07:42] He'll be happy.
[1:07:44] Yes.
[1:07:44] Arriaga.
[1:07:45] Yes.
[1:07:45] Brooks.
[1:07:46] Yes.
[1:07:47] Goff.
[1:07:47] Yes.
[1:07:48] Zalchir.
[1:07:48] Yes.
[1:07:49] Pasternak.
[1:07:49] Yes.
[1:07:50] Chumsky.
[1:07:50] Yes.
[1:07:50] Cushin.
[1:07:51] Yes.
[1:07:51] Gerard.
[1:07:52] Yes.
[1:07:53] Piniak.
[1:07:53] Yes.
[1:07:54] 12 yes.
[1:07:54] And the motion passes.
[1:07:55] We have a favorable report from the ordinance committee to add the following in
[1:07:58] schedule.
[1:07:59] Parking prohibited this side of the street, Cox Street.
[1:08:03] Councilor Cushin.
[1:08:04] Motion that the ordinance committee report be received, ordinance take its second
[1:08:06] and final reading, be enrolled and ordained.
[1:08:08] Motion that the ordinance committee report take its second and final reading, be
[1:08:11] enrolled and ordained. On the motion, please.
[1:08:13] I defer to the maker.
[1:08:14] Thank you. Councilor Goff.
[1:08:17] Yeah, this will clean up
[1:08:19] some
[1:08:20] safety issues. There was a new
[1:08:24] rule put in by the housing authority about parking on their property,
[1:08:28] and so it diverted all of the parked
[1:08:32] cars onto all the side streets on both sides.
[1:08:36] And if one car can barely make it down, when
[1:08:40] one car tries to take the corner and another one's coming
[1:08:44] down, we're lucky so far there hasn't been an accident.
[1:08:47] But this is going to clear up at least that one street for
[1:08:51] now.
[1:08:53] Thank you. Any other comments from the floor? Any comments from Zoom?
[1:08:57] Seeing none, roll call.
[1:08:58] President LaFlamme.
[1:08:59] Yes.
[1:09:00] Avery.
[1:09:01] Yes.
[1:09:01] Roy.
[1:09:05] Yes.
[1:09:05] Arriaga.
[1:09:06] Yes.
[1:09:06] Brooks.
[1:09:07] Yes.
[1:09:07] Goff.
[1:09:08] Yes.
[1:09:08] Zalchir.
[1:09:09] Yes.
[1:09:09] Pasternak.
[1:09:10] Yes.
[1:09:10] Chumsky.
[1:09:11] Out of chair.

[1:13:07] Councilor Gerard
[1:13:09] Thank you, Mr. President. I think after I got elected, this might have been my
[1:13:13] second order of business, and I really didn't know what I was doing.
[1:13:17] And I reached out to former Councilor Labrie and President LaFlamme,
[1:13:21] and I really appreciate their guidance and their help
[1:13:26] guiding me through this process. And I'm very happy to see
[1:13:31] that this street is now going to be a one-way.
[1:13:34] It was being used as a cut-through after
[1:13:38] school got out.
[1:13:39] The buses were driving on part of people's lawns,
[1:13:43] and there was a lot of speeding. So for the
[1:13:47] residents' sake, and everybody on that street, I'm thrilled that
[1:13:51] this is going to
[1:13:52] now take place. Thank you.
[1:13:54] Thank you. Any other comments from-- Councilor Cuscheine.
[1:13:57] I have to give credit to our city engineer, too.
[1:13:59] He did a lot of work on this to make sure that every single city department and
[1:14:02] chief and whoever matters on a one-way was referred to, and they
[1:14:06] all supported this to be a one-way.
[1:14:09] Thank you. Any other comments from on the floor? Any comments from Zoom?

[1:14:47] enrolled and ordained. On the motion, please.
[1:14:49] This is a Mass DOT project.
[1:14:52] They are paying for everything but the installation of the signs.
[1:14:54] Thank you. Any other comments from the floor?
[1:14:57] Councilor Gerard.
[1:14:58] Yes. I'd just like to take a moment and thank our city engineer, Doug Ellis,
[1:15:03] for his work and his efforts on this.
[1:15:05] As Councilor Cuscheine mentioned, that the
[1:15:10] Mass DOT and the state is going to be funding most of this project.
[1:15:14] And
[1:15:15] it was a pretty
[1:15:17] bad intersection with some bad accidents, so
[1:15:21] this is going to be great to have a four-way stop here. Thank you.
[1:15:24] Thank you. Any other comments from the floor? Any comments from Zoom? Seeing none.
[1:15:27] Roll call.
[1:15:27] President LaFlamme?

[1:15:40] Yes.

[1:15:42] Yes.
[1:15:42] Piniak-
[1:15:43] Yes.
[1:15:43] 12 yes.
[1:15:44] And the motion passes.
[1:15:45] A favorable report from the ordinance committee to add to the following and

[1:16:23] Gerard?
[1:16:24] Yes.
[1:16:24] Piniak-
[1:16:25] Yes.
[1:16:25] 12 yes.
[1:16:26] And the motion passes.

[1:16:43] Same DOT project.
[1:16:44] Thank you. Any comments from the floor? Any comments from Zoom? Seeing none.
[1:16:48] Roll call.
[1:16:49] President LaFlamme?
[1:16:50] Yes.
[1:16:50] Avery?
[1:16:51] Yeah.
[1:16:52] Roy?
[1:16:55] Yes.
[1:16:55] Arriaga?
[1:16:56] Yes.
[1:16:57] Brooks?
[1:16:57] Yes.
[1:16:58] Goff?
[1:16:58] Yes.
[1:16:58] Falkir?
[1:16:59] Yes.
[1:16:59] Pasternak?
[1:17:00] Yes.
[1:17:00] Chumsky?
[1:17:01] Yes.
[1:17:01] Cuscheine?
[1:17:02] Yes.
[1:17:02] Gerard?
[1:17:02] Yes.
[1:17:03] Piniak-
[1:17:03] Yes.
[1:17:04] 12 yes.
[1:17:04] And the motion passes.
[1:17:06] Be it ordered that the Recreation and Resort Casino and
[1:17:10] Gaming Committee meet to discuss park improvements at Fairview Memorial
[1:17:14] Park.
[1:17:14] Councilor Costello.
[1:17:16] Yes.
[1:17:18] On the motion, I'm requesting a meeting-
[1:17:21] You make a motion first
[1:17:22] ... Yeah. I make a motion that the
[1:17:25] Recreation and the Resort Casino and
[1:17:29] Gaming Committee meet to discuss the park improvements
[1:17:33] at Fairview Memorial Park.
[1:17:36] Hold on. Let me just second it, and then you can-
[1:17:38] Yeah. Sorry about that
[1:17:40] ... continue. Motion that the order be received and sent to the Recreation
[1:17:45] and Resort Casino and Gaming Committee. On the motion, please.
[1:17:49] Yeah. Thank you, President LaFlamme.
[1:17:51] On the motion, this has been discussed before.
[1:17:53] We've had constituents from Fairview come in in the
[1:17:57] past. I think even in the winter of 2026,
[1:18:02] we had them come in at a subcommittee meeting to discuss
[1:18:06] park improvements at Fairview Memorial Park.
[1:18:09] So I'm asking that we get that updated to see what the
[1:18:13] status is in regards to Fairview Memorial
[1:18:17] Park. Again, this is constituent
[1:18:20] driven.
[1:18:22] Many constituents have come to me and asked me the
[1:18:26] status of the
[1:18:28] improvements at Fairview Memorial Park. Thank you.
[1:18:31] Thank you. Any other comments from the floor? Any comments from Zoom?

[1:18:52] And the motion passes.
[1:18:54] Be it ordered that Allstate Auto Max LLC, doing business as Best
[1:18:58] Car Best Deal, 400 East Main Street, Unit D, be called before the City of
[1:19:02] Chicopee License Committee and the City Council to discuss the licenses held
[1:19:06] by Allstate Auto Max LLC.
[1:19:09] Councilor Brooks
[1:19:10] Make a motion that the order be received and referred to License Subcommittee for a
[1:19:14] public hearing.
[1:19:14] Motion made and second the order be received and sent to the License Subcommittee
[1:19:18] for a public hearing. On the motion, please.
[1:19:20] We'll take it up in committee.
[1:19:21] Thank you. Any comments from the floor? Any comments from Zoom?
[1:19:24] Seeing none, roll call.
[1:19:25] President LaFlame.
[1:19:25] Yes.
[1:19:26] Avery?
[1:19:27] Yes.

[1:19:30] Yes.
[1:19:31] Arriaga?
[1:19:31] Yes.
[1:19:32] Brooks?
[1:19:32] Yes.
[1:19:33] Goff?

[1:19:34] Yes.
[1:19:35] Pasternak?
[1:19:35] Yes.
[1:19:36] Chumsky?
[1:19:36] Yes.
[1:19:36] Cuccine?
[1:19:37] Yes.
[1:19:37] Gerard?
[1:19:38] Yes.
[1:19:38] Piniaga Castell?
[1:19:39] Yes.
[1:19:40] 12 yes.
[1:19:40] And the motion passes.
[1:19:41] Be it ordered that the process for running criminal records checks and
[1:19:45] the confirmation of suitability
[1:19:49] occur prior to any applicant being permitted to apply for any license that a
[1:19:53] background check is required. No application is to be accepted or
[1:19:57] processed unless the results are certified by the police department as
[1:20:01] acceptable.
[1:20:03] Councilor Brooks
[1:20:05] Thank you.
[1:20:06] Make a motion that the order be received
[1:20:10] and sent to the Ordinance Committee for a public hearing.
[1:20:13] Motion made and second the order be received and sent to the Ordinance Committee
[1:20:16] for a first reading in a public hearing. On the motion, please.
[1:20:19] On a motion. Currently, our process is slightly flawed.
[1:20:22] We require all car dealerships and
[1:20:26] other license holders to have their CORIs run and verified prior.
[1:20:31] What we don't currently have is anything in place for hawkers and
[1:20:35] peddlers. So if somebody applies for a hawkers and peddlers
[1:20:38] license-
[1:20:39] ... we could grant it-
[1:20:41] ... as we have historically in the past, without your background record check
[1:20:45] coming into play.
[1:20:46] So this will hopefully reset the standard so that it's
[1:20:50] equal across the board that before any application is accepted, the
[1:20:54] CORI has already been completed, and we know that the individual or individuals are
[1:20:58] suitable to operate a business or work for a certain entity in the city.
[1:21:03] Thank you. Any other comments? Does anybody else?
[1:21:06] Shane, if you could, when you bring it, it's not in the proper ordinance
[1:21:11] writing, so when you do it, do it in committee.
[1:21:13] Okay. Absolutely.
[1:21:14] Rewrite it to make it-
[1:21:15] Yep
[1:21:15] ... into an ordinance.
[1:21:15] I'll work with the law department on that.
[1:21:16] Please. Councilor Cuccine.
[1:21:18] Friendly amendment to the maker for when you rewrite it.
[1:21:22] The five and 10 years, it goes back from the adjudication or when they
[1:21:26] were released from custody. So if-
[1:21:27] We'll get to that other night.
[1:21:28] Yeah.
[1:21:28] We're not on that order yet.
[1:21:29] Sorry.
[1:21:30] We're not gonna-
[1:21:31] I just wanted to-
[1:21:31] I know you wanna go, but let's hold on.
[1:21:33] Okay, so this one here and you'll talk to have it rewritten-
[1:21:36] Right
[1:21:36] ... into an ordinance.
[1:21:37] Right.
[1:21:38] Thank you. Any other comments from the floor?
[1:21:40] Any comments from Zoom? Seeing none, roll call.
[1:21:42] President LaFlame.
[1:21:43] Yes.
[1:21:43] Avery?
[1:21:44] Yes.
[1:21:45] Roy?
[1:21:48] Yes.
[1:21:49] Arriaga?
[1:21:49] Yes.
[1:21:50] Brooks?
[1:21:50] Yes.
[1:21:51] Goff?
[1:21:51] Yes.
[1:21:52] Salchier?
[1:21:52] Yes.
[1:21:52] Pasternak?
[1:21:53] Yes.
[1:21:53] Chumsky?
[1:21:54] Yes.
[1:21:54] Cuccine?
[1:21:55] Yes.
[1:21:55] Gerard?
[1:21:56] Yes.
[1:21:56] Piniaga Castell?
[1:21:56] Yes.
[1:21:57] 12 yes.
[1:21:58] And the motion passes.
[1:21:59] Be it order that a representative from the police department meet with the Rules
[1:22:02] Committee to explain the CORI process to the
[1:22:05] subcommittee and what standards are applied to each application utilizing
[1:22:09] the current state policy regarding suitability of potential
[1:22:13] applicants to include the five and the 10-year look back for
[1:22:17] misdemeanors, five years, and felonies, 10 years,
[1:22:20] understanding that there are several felonies that will automatically
[1:22:24] disqualify a potential applicant.
[1:22:26] Councilor Brooks.
[1:22:27] Make a motion that the order be received and referred to the Rules Subcommittee for
[1:22:31] a public hearing.
[1:22:32] Motion made and second the order be received and sent to the Rules Subcommittee for
[1:22:35] a public hearing. On the motion, please.
[1:22:36] On the motion. The background check process in Massachusetts is
[1:22:40] fairly difficult and somewhat convoluted.
[1:22:43] But roughly 15 years ago, Deval Patrick had
[1:22:47] revamped the CORI system so that
[1:22:50] an employer could only consider, or an entity could only consider,
[1:22:54] felonies that occurred within the last 10 years or
[1:22:58] misdemeanors within the last five as disqualifiable offenses.
[1:23:02] And I'll qualify that by saying that the CORI process has
[1:23:05] three very distinct silos. There's A, which are acceptable
[1:23:10] crimes committed, if any crime is really acceptable.
[1:23:13] B, there's those that it leaves it to the discretion of the entity or
[1:23:17] the employer. And then there are what is categorized as C,
[1:23:20] non-starters. Those are things like sexual assault or
[1:23:24] felony murder or some other horrific crime that would make anybody
[1:23:28] ineligible to work in a public-facing role.
[1:23:32] What's not clear, and Councilor Cuccine referenced it, what are we using
[1:23:36] as that
[1:23:37] marker point? Are we using the date of conviction? Date of release?
[1:23:41] I just want some clarification so that we can publicize this so applicants
[1:23:45] know that if they've turned their life around, there may be something kind
[1:23:49] of still in the closet a little bit that could affect their ability to work with
[1:23:52] the city in some capacity. So I'm hoping that this clears it all up,
[1:23:57] gets everything standardized so that we don't have licenses that are being then
[1:24:00] pulled back in because the CORI comes back bad a month after they've already
[1:24:04] been in operation. I want to avoid that. That's not a great look for the city.
[1:24:09] Mr. President?
[1:24:10] Yep.
[1:24:11] Is this item, through the chair to Councilor Brooks, is this
[1:24:15] item related to number 42?
[1:24:17] It is.
[1:24:18] So should the item go to-
[1:24:19] Well, it is and it isn't. This is more of an operational definition of what
[1:24:23] the CORI process is.
[1:24:25] We will memorialize the CORI process in item number 42
[1:24:29] in ordinance.
[1:24:30] Okay.
[1:24:31] But this is more for an overview for those who don't deal with CORIs every day,
[1:24:35] that these are the standards that the Commonwealth sets forth.
[1:24:39] It's more of an informational meeting, because I don't think the general public
[1:24:41] knows this information either.
[1:24:44] So should it go to ordinance instead of rules? That's my point.
[1:24:47] It's a rules discussion as far as I'm concerned because-
[1:24:50] Okay
[1:24:50] ... they're talking about the practices internal to the police department.
[1:24:54] We're not creating an ordinance to
[1:24:56] essentially manage what the police department does with respect to
[1:25:00] CORIs and how they run them. We're asking to change the ordinance to say, "Hey,
[1:25:04] let's run everybody before they receive a license." And this second
[1:25:08] one is, "Okay, we're gonna explain to you what the process is." I thought it
[1:25:12] was better suited in rules, but I'm amenable to have it go anywhere.
[1:25:15] Well, if you're gonna
[1:25:17] Again, Councillor Brooks, if you're going to talk about CORIs and
[1:25:21] ordinance, maybe you do both of the same committee. That's my suggestion.
[1:25:24] I'm fine with that if the chair of ordinance is up to-
[1:25:26] That's up to you. Just making a suggestion
[1:25:27] ... okay with that.
[1:25:27] Fine. But I agree with you, it is just information.
[1:25:29] Okay, guys, we're not going to-- Hold on.
[1:25:30] Let's go
[1:25:32] one at a time. Okay, you all set?
[1:25:35] She wants to change his motion.
[1:25:37] Okay. You want to change the motion?
[1:25:38] It's a friendly amendment if he wants to have it go to ordinance.
[1:25:40] He's making a friendly amendment to send it to ordinance.
[1:25:42] Sure.
[1:25:43] Okay, so friendly amendment. So we can just do one.
[1:25:46] Okay. Sure.
[1:25:47] Any other comments from the floor? Any comments from Zoom?
[1:25:50] Just Councilor Cusche.
[1:25:52] Since it's going to come to me anyway, I'll speak at it in committee.
[1:25:54] But for those who don't know, there's a big push in the state right now for a CORI
[1:25:58] sealing. So that's something we're going to have to deal with, too, because now
[1:26:01] you're not going to have access to that information when they seal their CORI
[1:26:05] checks.
[1:26:05] We'll see that in ordinance.
[1:26:08] Mr. President, the proper form, I believe, would be just a motion
[1:26:11] to send it to ordinance. You don't need to amend anything, just a motion to send to
[1:26:14] ordinance and vote.
[1:26:16] That's what we're going to do.
[1:26:17] Okay.
[1:26:18] That's on the floor right now to send it to ordinance.
[1:26:20] Well, it still is an amendment because the original motion was sent it to rules.
[1:26:24] Either way.
[1:26:25] So the amendment would be to send it to ordinance, which stops discussion about
[1:26:29] my amend-
[1:26:29] Of course, and opens his
[1:26:30] ... my motion. Right. So it's
[1:26:33] going to ordinance based on the amendment of what I originally
[1:26:37] proposed.
[1:26:37] But we need two.
[1:26:38] But you have to have two votes.
[1:26:39] You have to have two votes then.
[1:26:41] Correct.
[1:26:41] So if you do a motion to, just a motion to send it to ordinance, you just one vote.
[1:26:45] If you do have to do a motion to amend, you have to do a motion to amend and then
[1:26:48] approve the amended motion.
[1:26:49] To receive it.
[1:26:50] That's all.
[1:26:52] Note.
[1:26:53] I'm a lawyer. That's my job .
[1:26:54] Okay, so-
[1:26:55] Yes, the legalese is intriguing at the very least
[1:26:59] ... okay, so the-
[1:27:00] Okay
[1:27:00] ... we're going to do the first motion first was to send it to ordinance.
[1:27:04] We could just simply vote down my motion, and then Bill could make the
[1:27:08] second motion-
[1:27:08] There you go
[1:27:08] ... to go to ordinance, and then it's clean.
[1:27:10] So move first if it votes up for yourself.
[1:27:11] Okay. So why don't we just let what the attorney-- Let's ask the attorney one
[1:27:15] more time how he wants it done, please. And then he's responsible for it.
[1:27:20] Go ahead, attorney.
[1:27:21] The simplest way, in my opinion, would be just a motion to refer it
[1:27:25] to ordinance, and that's the only.
[1:27:27] You only have to do
[1:27:28] one vote.
[1:27:30] Okay. That's what's going to-
[1:27:32] Say it. Make it official.
[1:27:33] Just make-
[1:27:34] Motion that item number 43 refer to the ordinance subcommittee
[1:27:37] for a first reading in a public hearing.
[1:27:39] Motion made and seconded that item number 43 be referred to the ordinance committee
[1:27:43] for a first reading in a public hearing. On the motion, we're all set.
[1:27:46] We'll take it up in committee.
[1:27:47] Thank you.
[1:27:49] Roll call. Any other comments? Seeing none, roll call.
[1:27:51] President LaFlamme.
[1:27:52] Oh, I'm sorry. Did you have your hand up?
[1:27:56] Councilor, you want to speak? We'll take it up in committee. Thank you. You sure?
[1:27:58] Mm-hmm. I'm sorry. I didn't see your hand. You're fine. Okay.
[1:28:01] President LaFlamme?
[1:28:02] Yes.
[1:28:03] Avery?
[1:28:04] Yeah.
[1:28:05] Roy?
[1:28:07] Come on, chair.
[1:28:08] Yes.
[1:28:09] Arriaga?
[1:28:09] Yes.
[1:28:10] Brooks?
[1:28:10] Yes.
[1:28:11] Scaff?
[1:28:11] Yes.
[1:28:12] Balchir?
[1:28:12] Yes.
[1:28:13] Pasternak?
[1:28:13] Yes.
[1:28:14] Shumsky?
[1:28:14] Yes.
[1:28:14] Cusche?
[1:28:15] Yes.
[1:28:15] Gerard?
[1:28:16] Yes.
[1:28:17] Piniak-
[1:28:17] Yes.
[1:28:18] 12 yes.
[1:28:18] And the motion passes.
[1:28:20] We have a new application for a special permit under Section
[1:28:24] 58C4 of the municipal zoning ordinance for the purpose of a
[1:28:28] restaurant selling alcoholic beverages located at 424 Front
[1:28:32] Street.
[1:28:34] Councilor
[1:28:36] special permit.
[1:28:38] Councilor Balchir.
[1:28:40] I think, Mr. President, motion to receive the new special permit
[1:28:43] application, refer to the zoning, planning, building, and health
[1:28:47] department for a public hearing.
[1:28:49] Motion made and seconded the application for a new special permit be received and
[1:28:52] sent to zoning, planning, building, and health for a public
[1:28:55] meeting. On the motion, please.
[1:28:57] On the motion, we'll take to subcommittee, Mr. President.
[1:28:59] Thank you. Any comments from the floor?
[1:29:01] Any comments from Zoom? Seeing none, roll call.
[1:29:03] President LaFlamme?
[1:29:04] Yes.
[1:29:04] Avery?
[1:29:05] Yeah.
[1:29:06] Roy?
[1:29:07] They used to.
[1:29:08] Yes.
[1:29:09] Arriaga?
[1:29:10] Yes.
[1:29:10] Brooks?
[1:29:11] Yes.
[1:29:11] Scaff?
[1:29:12] Yes.
[1:29:12] Balchir?
[1:29:13] Yes.
[1:29:13] Pasternak?
[1:29:14] Yes.
[1:29:14] Shumsky?
[1:29:15] Yes.
[1:29:15] Cusche?
[1:29:16] Yes.
[1:29:16] Gerard?
[1:29:17] Yes.
[1:29:17] Piniak-
[1:29:17] Yes.
[1:29:18] 12 yes.
[1:29:19] And the motion passes.
[1:29:20] We have an application for a new auto detail license applied for by
[1:29:24] FNU Abdullah, 147 School Street.
[1:29:28] Councilor Brooks.
[1:29:29] Make a motion that the application for a new auto detail license be received
[1:29:33] and referred to the license subcommittee for a public hearing.
[1:29:36] Motion made and seconded new auto detail license be received and sent to
[1:29:40] the license committee for a public hearing. On the motion, please.
[1:29:43] Take it up with committee.
[1:29:45] Thank you. Any comments from the floor? Any comments from Zoom? All?
[1:29:48] President LaFlamme?
[1:29:49] Yes.
[1:29:49] Avery?
[1:29:51] Yeah.
[1:29:51] Roy?
[1:29:52] Because it's not one of our licenses.
[1:29:54] Yes.
[1:29:55] Arriaga?
[1:29:55] Yes.
[1:29:56] Brooks?
[1:29:57] Yes.
[1:29:57] Scaff?
[1:29:58] Yes.
[1:29:58] Balchir?
[1:29:59] Yes.
[1:29:59] Pasternak?
[1:30:00] Yes.
[1:30:00] Shumsky?
[1:30:00] Yes.
[1:30:01] Cusche?
[1:30:01] Yes.
[1:30:02] Gerard?
[1:30:02] Yes.
[1:30:02] Piniak-
[1:30:03] Yes.
[1:30:03] 12 yes.
[1:30:04] And the motion passes.
[1:30:06] And lastly, we have the election call for the November 3rd, 2026 state
[1:30:10] election.
[1:30:10] Councilor Shumsky.
[1:30:11] Motion to approve the election call for November 3rd,
[1:30:15] 2026 state election.
[1:30:16] Motion made and seconded that we accept the election call for the November 3rd,
[1:30:20] 2026 state election. Any comments from the floor?
[1:30:24] Any comments from Zoom? Seeing none, roll call.
[1:30:26] President LaFlamme?
[1:30:27] Yes.
[1:30:27] Avery?
[1:30:28] Yes.
[1:30:29] Roy?
[1:30:32] Yes.
[1:30:32] Arriaga?
[1:30:33] Yes.
[1:30:33] Brooks?
[1:30:34] Yes.
[1:30:35] Scaff?
[1:30:35] Yes.
[1:30:36] Balchir?
[1:30:36] Yes.
[1:30:37] Pasternak?
[1:30:37] Yes.
[1:30:37] Shumsky?
[1:30:38] Yes.
[1:30:38] Cusche?
[1:30:39] Yes.
[1:30:39] Gerard?
[1:30:40] Yes.
[1:30:40] Piniak-
[1:30:41] Yes.
[1:30:41] 12 yes.
[1:30:42] And the motion passes.
[1:30:44] That's it.
[1:30:45] Councilor Costello.
[1:30:46] Thank you, President LaFlamme. I just want to offer my personal
[1:30:49] condolences to the
[1:30:52] Boron family and their loss.
[1:30:57] That's a wonderful Chicopee family.
[1:30:59] They've done a lot for the citizens of Chicopee,
[1:31:03] and I hope that this is a
[1:31:08] time to remember a quality life. Thank you.
[1:31:11] Thank you.
[1:31:13] Councilor Gerard.
[1:31:15] Thank you, Mr. President. I just want to second Ms.
[1:31:18] Costello's
[1:31:20] comments about the Boron family. Geez, they were a tremendous family,
[1:31:25] and so
[1:31:26] willing and eager to help out Chicopee, any part of Chicopee and any
[1:31:31] thing that Chicopee was doing. And I really, really feel bad for
[1:31:35] that family. She was just a wonderful lady,
[1:31:39] and
[1:31:40] I hope she rests in peace. Thank you.
[1:31:42] Councilor Arriaga.
[1:31:44] That-
[1:31:44] Thank you. Councilor Roy.
[1:31:48] Yeah, I also want to offer my condolences to the Boron family.
[1:31:51] Been friends for many, many years,
[1:31:54] and
[1:31:55] I'm very sorry for your loss.
[1:31:59] And I also want to say, this is your city. Take pride in it.
[1:32:02] And please, please, please, if you see something, say something.
[1:32:06] And I also want to add that if you would also look up online
[1:32:11] FEMA for how do you prepare for natural disasters-
[1:32:13] Okay
[1:32:13] ...
[1:32:15] that would be very much appreciated. Thank you, sir.
[1:32:17] Thank you. Councilor Shumsky.
[1:32:19] Yes, I would like to also express my condolences to the Boron
[1:32:22] family. I've known them for a number of years, and my family
[1:32:26] has also. She was a wonderful person,
[1:32:30] and I hope that she rests in peace. I also would like to take the
[1:32:34] time to thank Ted and Barbara Hebert for their wonderful donation.
[1:32:38] Again, they're very dear friends of myself and my
[1:32:40] family. And finally, I would like to
[1:32:43] congratulate John Bullier on his retirement.
[1:32:47] He worked for the city for, I believe, 15 years,
[1:32:51] and I hope that he enjoys retirement. Thanks.
[1:32:55] Thank you. Councilor Balchir.
[1:32:57] Yeah. Thank you, Mr. President.
[1:32:59] I do want to offer my condolences also to the Boron family.
[1:33:02] May God bless them in their time of sorrow.
[1:33:05] I also want to thank John Bullier for his many years of service,
[1:33:09] and hopefully have a long, happy retirement.
[1:33:13] Writing up a proposal
