[3:55] want to say that this investment

[3:58] and our continued investment is

[4:00] critically important. One,

[4:03] can't imagine a thriving urban

[4:07] center without imbibing share.

[4:13] you look at the ridership of red

[4:15] bike and the diversity of

[4:19] incomes in which red bike

[4:21] serves, equity of transportation

[4:23] ream I is checked out. In fact

[4:27] I was actually very proud to see

[4:29] the diversity of ridership. And

[4:31] so I know that the mayor and

[4:33] councilmember jeffreys are

[4:34] working really closely with

[4:37] partners and thinking about

[4:38] sustainability and models that

[4:40] will work but proud to be very

[4:41] supportive of this.

[4:45] you. So first just to

[4:47] reiterate, this is not new

[4:49] money, this is current capital

[4:55] that was unutilized. To put

[4:57] this in context. Red bike been

[5:02] a round roughly ten years.

[5:04] 144,000 trips, 35% of those

[5:07] trips are with their go program.

[5:09] For those watching, the go

[5:11] program is the program where

[5:13] folks can pay $5 a month if are

[5:16] you on public assistance or some

[5:18] sort of assistance and use it

[5:20] unlimited, so 35% of the trips,

[5:22] 20% of the users on on the go

[5:23] program and that's a lot of

[5:26] equity thing you said. So, red

[5:29] bike lost their main sponsor, uc

[5:31] health a couple months ago. And

[5:33] they were struggling and as

[5:36] everyone knows voted to shut it

[5:38] down. And we as a city said,

[5:44] no, this is a public asset and

[5:44] we need to figure out the path

[5:45] forward. So, we pulled together

[5:47] a group of stakeholders to say,

[5:49] hey, how do we have enough

[5:51] funding for the next year?

[5:52] What does that look like?

[5:55] And that's $500,000 that is

[5:59] required. So between the city

[6:00] almost $200,000, $100,000 from

[6:04] metro, $100,000 from haile

[6:05] foundation. $25,000 from

[6:07] interact for health. $25,000

[6:10] from greater cincinnati

[6:10] foundation, $15,000 from duke,

[6:15] also we have raised over $35,000

[6:16] out of a 50 challenge for

[6:18] individual donations already.

[6:19] So there is going to be a

[6:20] fundraiser at the end of the

[6:22] month. So we're at the $500,000

[6:25] which is the first step. How do

[6:26] we stabilize, have enough

[6:29] funding for the year.

[6:30] Separately interact for health

[6:32] had offered and we have had a

[6:34] meeting for about a hour and a

[6:36] half with a consultant,

[6:38] non-profit consultant on friday

[6:40] who will help the organization

[6:44] and the stakeholder figure out

[6:45] the sustainable path forward.

[6:46] There are a lot of discussions

[6:48] about is this funded by a

[6:49] different organizations like

[6:52] metro or what's the city?

[6:54] Who owns the assets, things of

[6:56] that nature. All of which we

[6:58] need to assess and figure out by

[7:01] the end of the year but this

[7:04] basically gives us full year

[7:06] much operating support and to be

[7:09] clear about a third of revenue

[7:14] is covered by fare box value,

[7:15] people paying for it. But the

[7:17] biggest thing is roughly 20% of

[7:19] their users are on the go

[7:22] program, folks who use this as a

[7:22] primary means of transportation

[7:28] to get around. And right now

[7:30] that's a object. They will open

[7:33] up on 513 day. That's the plan.

[8:25] ultimate and the that's by

[8:26] OCTOBER, so by the end of the

[8:28] year so if you have funding

[8:29] through next APRIL, that gives

[8:31] you a little bit of time. But

[8:38] there are a lot of other

[8:38] stakeholders. The haile

[8:39] foundation has been a supporter

[8:40] and they are a hundred grand n.

[8:41] The other thing I would say to

[8:41] answer that is they have 72

[8:42] stations, if you just quickly do

[8:45] the math if there is $10,000

[8:48] sponsor per station, that, in

[8:49] theory would makeup the entire.

[8:51] So there are many ways for this

[8:54] to be a sustainable model. That

[8:57] would be $720,000 if you had

[8:59] $10,000 per station sponsorship.

[9:01] And that's just kind of simple

[9:04] math. There are many paths

[9:06] forward for red bike, but we

[9:09] just need the time to sort it

[9:10] out and this is not new money,

[9:13] it was already authorized 3 or 4

[9:17] years ago by council for

[9:17] capital. So.

[9:19] have any idea what happened

[9:24] between uc health and red bike?

[9:29] they have pulled back from

[9:30] sponsorships as almost

[9:33] of covid. I think most hospital

[9:35] systems are not sponsoring much

[9:37] of anything. They are not

[9:42] sponsoring any fill and to

[9:45] philanthropic activities is my

[9:45] understanding.

[9:48] add and I think you are right in

[9:49] terms of sustainability, you

[9:50] know it is from any out side

[9:52] specify when you look at the

[9:57] model set up in 2014 the was

[9:59] that this primarily would be a

[10:03] sort of full fee paying service,

[10:04] but when you look at the fact

[10:08] which I think is eligible, 35%

[10:13] of the ridership is on this go

[10:16] pass that that piece isn't

[10:18] sustainable we need to restruck

[10:19] to say this is a tool that's

[10:22] being utilized by folks and so

[10:24] the model has to look that way.

[10:26] One of the things when I said so

[10:27] councilmember jeffreys when we

[10:34] did this was like, yes, we have

[10:35] to save this and we have to be a

[10:36] path to sustainability. And

[10:36] every partner that I have talked

[10:37] to that's been at the table is

[10:39] in complete agreement about

[11:57] operation is in northern

[11:59] kentucky. So we have had a lot

[12:01] of conversations with northern

[12:05] kentucky of fill deality, others

[12:06] that they obviously need to be a

[12:08] piece of it. So, I think that's

[12:10] an important part to include

[12:14] northern kentucky in this as

[12:14] well.

[13:09] kentucky there is real

[13:11] opportunity there for some call

[13:33] ten years. And so, you know, I

[13:35] still want to thank them for

[13:36] that. I understand they can't

[13:39] do it forever, but a decade is a

[13:41] long time. And so that's

[13:42] wonderful. Quick question and

[13:45] it might be premature for this

[13:47] but before the financial issues

[13:49] occurred there was talk of

[13:51] expansion and neighborhoods like

[13:53] avondale and evanston, are they

[13:54] still, is red bike still talking

[13:55] about that?

[13:58] think the sentiment first is

[14:00] they have to get up and running

[14:02] with their current footprint and

[14:03] then the question becomes how do

[14:05] you expand. But it is almost

[14:08] like a business come out of, you

[14:11] you have to reorganize and then

[14:13] focus on what you have today and

[14:15] then I think candidly the

[14:16] challenge with and red bike

[14:19] would say this,s that they

[14:21] expanded the capital allowed

[14:23] them to expand but didn't have

[14:26] the operating to expand the

[14:28] dangs. You want to make sure

[14:32] that they have the operating

[14:33] dollars to continue.

[14:52] Department of the agriculture.

[14:57] The grant is $400,000 to divert

[14:59] food loss and waste from

[15:03] landfills and to increase food

[15:05] recovery, transformation and to

[15:09] create compost. The ordinance

[15:10] also identifies the required

[15:14] grant match of $100,000. There

[15:17] is existing green cincinnati

[15:18] sustainability initiatives

[15:19] funding that will be utilized

[15:26] for the grant match.

[15:27] >> Councilmember Owens: this

[15:28] quite exciting. Moving, it is

[15:29] good to see recommendations

[15:31] being crossed off in our green

[15:32] cincinnati plan. One of the

[15:35] goals being to decrease food

[15:37] going to the landfill 50% by

[15:39] 2030. And so with just 6 years

[15:41] to go we're well on our way, I

[15:43] believe, in doing that. Making

[15:44] progress.

[15:46] fantastic. I hope we're average

[15:48] able to leverage parner already

[15:49] took this great work. I think

[15:50] about last mile and a the work

[15:53] they are doing. So that sounds

[15:54] great. Councilmember anna albi?

[15:56] to emphasize how important this

[15:57] work is not just the

[15:58] sustainability piece but when we

[16:02] talk about addressing food

[16:04] insecurity my staff toured the

[16:06] free store just to morning and

[16:09] nag atly the averages is 1 in 7

[16:11] families are food insecure.

[16:13] Cincinnati is actually higher

[16:17] than that. And one in 4

[16:18] children are food insecure in

[16:20] our region. I want to highlight

[16:23] the work of this and other food

[16:24] security initiatives.

[16:55] program for each of the specific

[16:58] grants received for the western

[17:01] hills viaduct into the specific

[17:03] matching accounts. It then

[17:07] accepts and appropriates

[17:09] $3.5 million from hamilton

[17:13] county as their portion of the

[17:16] match. Furthermore, the

[17:20] ordinance amends prior ordinance

[17:24] 8-2022, which reconciles the new

[17:27] schedule of payments to be

[17:29] received. And then finally,

[17:31] there is a transfer and

[17:33] appropriation of $8.2 million

[17:37] from the transit infrastructure

[17:39] fund, grants fund to the better

[17:41] than hills viaduct transit grant

[17:43] which is also part of the

[17:46] funding for the project.

[18:24] of way acquisition related to

[18:26] major preventive maintenance

[18:31] viaduct. The various capital

[18:35] accounts are created by this

[18:37] ordinance.

[20:14] And so last year they asked for

[20:16] money from a fema grant, and so

[20:18] we met with morgan sutter and

[20:21] she's really just so fantastic

[20:23] at this whole grant writing

[20:24] process. So what happened last

[20:26] year is they needed to have and

[20:28] she can explain this better but

[20:30] I think a disaster plan or some

[20:34] kind of plan in place before

[20:34] they could apply for the money.

[20:34] And some more began pulled all

[20:37] of that together. It got

[20:39] approved. And so now the city

[20:41] is in a position where they can

[20:42] actually go after this fema

[20:43] grant. I should say I would

[20:45] like to make a friendly

[20:46] amendment, this doesn't

[20:51] necessarily have to be done by

[20:52] the office of environment and

[20:53] sustainability, it might be done

[20:56] by dote. So I would like to

[20:59] amend this and say we move that

[21:01] the administration apply for

[21:05] this grant, apply for the fema

[21:06] funding rather than oes t might

[21:08] be oes but this makes it, it is

[21:10] up to the administration how

[21:11] this happens and morgan knows

[21:14] how to do this. And I should

[21:16] also mention that we have to see

[21:20] how much the 25% match would be.

[21:24] My understanding is that it is

[21:30] about $87,000, but we don't have

[22:39] mayor, it is an absolute

[22:47] some of our partners that work

[22:48] with us on the consistent basis

[22:50] Like it is the current response

[22:51] thing to do. I think as we

[22:53] heard about it we were all like,

[27:13] to council and a rental

[27:15] improvement fund that would help

[27:17] to not only improve

[27:19] affordability but increase

[27:21] wealth and increase proved

[27:23] building stock, reduce evictions

[27:26] as well. So these are tangible

[27:27] resource that is can help

[27:29] stabilize housing, increase

[27:30] affordability. And making sure

[27:32] the law department has

[27:33] everything they need to be

[27:36] responsive is quite critical. A

[27:38] city that grows certainly is one

[27:40] that thrives. And so cincinnati

[27:42] being one of the few

[27:43] metropolitan cities in the

[27:45] country that doesn't currently

[27:47] have a crane downtown, a crane

[27:48] in the sky. And so as we look

[27:52] to the convention center

[27:53] district something coming a line

[27:53] we certainly see that change

[27:55] soon. We want to make sure that

[27:56] we're seeing those impacts in

[28:00] our neighborhoods as well.

[28:03] Thriving neighborhoods, also has

[28:04] to mean that we're continuing to

[28:06] reach the goals of the green

[28:09] cincinnati plan, our carbon

[28:10] blueprint, and it is paramount

[28:12] into achieving becoming the 21

[28:15] century that we want to be. One

[28:17] where we want to proper

[28:19] protecting the environment is at

[28:21] the top of the list but

[28:22] establishing policies and

[28:22] creating conditions to make sure

[28:25] that we're going after all of

[28:27] the leveraged fell reasonable

[28:27] doubt granted possible right now

[28:30] because this is the time. And

[28:33] it also supports an emerging

[28:35] green economy which will attract

[28:36] and retain talent in the city

[28:39] and this region. Fifty-two

[28:41] neighborhoods which know all

[28:43] have different needs, but

[28:44] certainly doing our best to make

[28:46] sure we're reaching those needs

[28:48] from rivelment, climate,

[28:50] education perspective, we want

[28:51] all neighborhoods to certainly

[28:55] drive. And then finally, you

[28:56] know it is one of the most

[28:58] important jobs we have on city

[29:00] council, managing our budget.

[29:02] It is no small task but

[29:04] certainly the principles of

[29:06] transparency, accountability and

[29:07] responsibility should always

[29:08] apply. And so that certainly

[29:11] leads to more growth and

[29:12] sustainability. And so while

[29:14] we're facing a deficit and arp a

[29:16] funds are running out. Fiscal

[29:18] responsibility is now more

[29:20] important than ever. And

[29:23] taxpayer dollars are not free.

[29:26] And so competitive process that

[29:27] is demonstrate return on

[29:30] investment is how we should

[29:30] allocate taxpayer dollars

[29:32] because it is the right thing to

[29:35] do. And so by demonstrate this

[29:36] discipline and principled

[29:37] approaches I think we can once

[29:42] again help establish trust in

[29:45] government.

[29:46] >> Councilmember Jeffreys: luck

[29:47] of the draw it doesn't matter.

[29:48] I will go through each bucket

[29:51] and highlight a couple. So,

[29:54] public safety think all of us

[29:56] agree job number 1, 2, 3, we

[29:58] need to fully fund recruit

[30:00] classes for police, fire, I call

[30:02] it call out alternative response

[30:06] to crisis too which is very and

[30:08] that pedestrian safety is here

[30:10] as a priority for me. But then

[30:12] also street rehab. We heard

[30:13] from the survey that's one of

[30:15] the top issues for folks, that

[30:17] we need to take care of our

[30:19] streets. On thriving

[30:22] neighborhoods call out a couple

[30:23] here, stormwater management

[30:25] given the recent storms in

[30:29] particular I think we need to

[30:30] look at green stormwater

[30:32] infrastructure, bioswales,

[30:33] gardens, things in strategic

[30:35] areas in particular. I think

[30:36] that's particularly important

[30:39] given what we have seen

[30:40] recently. A couple other things

[30:42] that all of us would agree o

[30:44] human services fund at 1.5%, I

[30:47] think we can all agree on that.

[30:55] think we need to invest in the

[30:59] work that the vice mayor and

[31:02] councilmember parks on urban

[31:03] leads futures program. They

[31:05] just had graduation and I think

[31:07] that's one area that we need to

[31:09] invest and have conversation

[31:11] with the county. They did I did

[31:12] talk to the urban league, they

[31:16] did get funding from sent for

[31:19] brown send a for brown we need a

[31:20] conversation.

[31:23] Between the city and county on

[31:24] what's the going funding for

[31:26] that because that program is

[31:27] fantastic. And then on the

[31:29] second bullet on that, providing

[31:32] some relief around property tax,

[31:35] whatever that looks like.

[31:38] Economic development

[31:38] organizations untilly fun

[31:39] african-american chamber,

[31:41] cintrifuse, et cetera. I did

[31:45] call out investing in

[31:46] efficiency, left that vague I

[31:47] don't know what that means but I

[31:50] think we highlighted that as a

[31:53] council multiple times. Fiscal

[31:54] sustainability, this is the year

[31:57] that we have to as we all know

[32:00] get to a structurally sound

[32:01] budget, with the futures

[32:02] commission work we don't know

[32:03] what that looks like. We have

[32:06] to keep that a little vague

[32:07] because we don't know what that

[32:09] is. Increase the pension

[32:11] contribution. I think all of us

[32:12] have that on there. It is

[32:17] another one. And then last,

[32:18] excellent equitable service

[32:21] delivery, litter abatement has

[32:25] ton evens criesed I invest in

[32:26] dps weeks continue to hear that

[32:27] from residents. Continue the

[32:30] work to improve the csr program

[32:33] which is great work already

[32:35] going on. Under way as its. So

[32:37] and then I did call out the

[32:38] deferred maintenance on the

[32:39] schedule of the cincy on track.

[32:41] So a couple highlights. Thank

[32:47] you for the opportunity.

[32:47] >> Councilmember Harris: thank

[32:50] you. Starting with public

[32:51] safety, I would like to

[32:54] highlight youth and young adults

[32:55] shelter and homelessness

[32:57] prevention to keep people off

[33:00] the streets and support people

[33:02] in need that thousands of

[33:05] cincinnati children who are

[33:06] currently experiencing

[33:08] homelessness and providing

[33:11] support for them now is a wise

[33:13] investment to put them on the

[33:17] right track. Thriving

[33:19] neighborhoods, youth arts

[33:21] programs to foster growth and

[33:24] set children up for success.

[33:27] Arts programs particularly those

[33:28] aimed at youth have been shown

[33:31] to improve the lives of

[33:36] countless people. And these

[33:39] programs provide a productive

[33:39] space for children when they are

[33:44] not at home or in school.

[33:46] Growing economic opportunities.

[33:49] Of course our jobs futures

[33:53] program which is really doing

[33:55] well I'm -- we're so happy about

[33:57] it. We're so proud. So, what I

[34:01] have listed is jobs training

[34:03] programs aimed at give giving

[34:05] all people access to economic

[34:08] self sufficiency. Also, youth

[34:10] youth job opportunities,

[34:12] particularly ones which will

[34:16] give young people a powerful

[34:18] cultural experience that will

[34:22] strengthen them. In terms of

[34:26] fiscal sustainability,

[34:28] , money

[34:31] spent on grant writing is just a

[34:36] great return on investment. I

[34:39] if I'm correct I think that we

[34:42] went from like $2 million a

[34:44] couple years ago to last year we

[34:48] actually got $600 million in

[34:52] grants. So if we are able to

[34:55] increase the number of grant

[34:59] writers just logically we will

[35:03] increase the amount of money to

[35:06] get grants. I think that that

[35:08] would be an investment and it

[35:13] will pay off twofold. Excellent

[35:15] and equitable service delivery.

[35:18] Keeping seniors in their homes

[35:19] through programs aimed at

[35:25] supporting low income seniors.

[35:28] I love organizations like, what

[35:30] is it?

[35:33] Pwc, people working

[35:35] cooperatively. And there are

[35:39] other organizations. While

[35:43] people age it is best if they

[35:45] can stay in their own homes.

[35:51] And it is a healthy place to be.

[35:52] That's it.

[35:53] >> Councilmember Albi: thank you

[35:53] so much. I first wanted to

[35:56] start by saying I started my

[35:58] morning reading through all your

[36:00] memos and heartened to see the

[36:01] overlap and how much we're on

[36:02] the same page looking at

[36:04] priorities for the future. With

[36:05] that had mind I will keep mine

[36:07] short. For when me I think big

[36:08] picture number one priority is

[36:10] making sure cincinnati is a safe

[36:11] place for people to be. For

[36:13] necessity that's are people paid

[36:17] enough to have a roof over their

[36:19] head, intoed, health care, and

[36:20] investing into programs

[36:21] supporting kids. So, with that

[36:23] in mind I want to highlight a

[36:27] few things. Under the

[36:28] beginnings response, really

[36:31] looking to invest more into vims

[36:35] systems liaison team that's care

[36:38] inn rum as I team. Survivors of

[36:39] gun violence a key group, sadly

[36:41] we're becoming a city of

[36:43] survivors so making sure our

[36:44] survivors have resources, access

[36:47] to social workers and mental

[36:49] health is really important.

[36:56] Also highlighting the need for

[36:57] funding for secure firearms

[36:58] store storage. We know 40% of

[36:59] the guns used in crimes right

[37:01] now are stolen out of cars. In

[37:04] addition secure firearm storage

[37:07] can help prevent unintended

[37:08] shootings a home and reduce

[37:11] firearm suicides. Keeping guns

[37:12] out of hands of folks who are

[37:14] going in a mental health crisis

[37:16] I want to highlight those. Of

[37:17] course making sure we're

[37:19] investing into community

[37:20] programs through boots on the

[37:21] ground, safe and clean, I think

[37:23] those are vitally important.

[37:25] And then to tag onto some of my

[37:27] comments earlier around foot

[37:28] food security, making sure that

[37:29] we're investing into groups and

[37:32] organizations that are getting

[37:33] food out into the community,

[37:36] food inn secured has gone up by

[37:37] 60% since covid ed covid and our

[37:39] office is connected with

[37:40] researchers who have found a

[37:42] direct cause and affect

[37:43] relationship between food

[37:44] insecurity and increased rates

[37:46] of violence. So trying to get

[37:48] people fed especially kids is

[37:49] really important. Last thing I

[37:51] wanted to highlight is

[37:51] communication, improved

[37:53] communication with our

[37:54] residents. We saw on that

[37:56] survey that we started 24

[37:59] process with that was like the

[38:00] number 4 area that residents

[38:02] would like to see improvement in

[38:05] is city communication. So, how

[38:06] can our city administration be

[38:08] looking into new formats and

[38:09] modes of communication including

[38:11] text messages so we can get

[38:12] people the information they

[38:13] need?

[38:14] That's a few highlights from me

[38:16] and thank you all.

[38:16] >> Councilmember Harris:

[38:18] councilmember anna albi, I mean

[38:19] considering that is your

[38:21] full-time profession and your

[38:23] expertise, I'm excited about you

[38:25] bringing that lens to this.

[38:27] Yep. Councilmember walsh?

[38:28] >> Councilmember Walsh: thank

[38:31] you, MR. CHAIRMAN. As we look

[38:33] ahead budget deficits lie on the

[38:34] horizon. The reason is simple,

[38:36] we have not grown enough to keep

[38:38] up with the demand for quality

[38:39] service delivery city of

[38:41] cincinnati. Cities that are not

[38:43] growing are dying. Now is the

[38:45] time to invest in ourselves and

[38:47] create pathways for new revenue

[38:48] and growth in our city. Our

[38:50] future depends pends on it. My

[38:51] budget priorities teak so go

[38:53] beyond business as usual and

[38:55] move cincinnati toward an

[38:56] aggressive all in growth

[38:57] meniality. Focus areas are on

[38:58] neighborhood economic

[39:00] development, fostering healthy

[39:02] and thriving small business

[39:04] ecosystem, downtown vitality,

[39:05] public safety and service

[39:06] delivery. Just a couple

[39:07] highlights here, the

[39:08] neighborhood economic

[39:09] development we need to increase

[39:13] capital funding for dced anarch

[39:15] by significance fund so we can

[39:17] be proactive in clear way to

[39:19] growth and development. Our

[39:21] downtown vitality we need

[39:22] funding for existing events and

[39:23] organization that is generate

[39:25] revenue and buzz downtown to

[39:26] make sure we're set up to

[39:28] capture each more national

[39:30] events and that and cite I

[39:32] havely about and that

[39:33] oktoberfest, black tech week and

[39:35] how we can support and develop

[39:36] it. On public safety side, it

[39:38] is vital to increase authorized

[39:39] strength of our fire department

[39:41] for the first time in nearly 20

[39:43] years to match increased demand

[39:45] for critical work we do,

[39:46] properly staffed in police and

[39:50] fire and prioritize fleet and

[39:51] equipment with long lead times

[39:52] so they are safe and prepared.

[39:53] I'm excited to work with my

[39:54] colleagues and the

[39:55] administration to craft a budget

[39:57] so we can be proud of that sets

[40:03] cincinnati up for success.

[40:04] >> Vice Mayor Kearney: well you

[40:06] know the ultimate goal is to

[40:08] help every resident and every

[40:12] neighborhood to thrive. And so

[40:13] we are so look at everything

[40:15] through a lens ever equity let's

[40:19] start by saying that. Under

[40:19] public safety three key things

[40:23] we have to reduce gun violence.

[40:25] It is out of control we to win

[40:27] that fight. And that

[40:32] establishing a robust monitor

[40:34] and far et got racial health and

[40:37] wealth gap and the aware railway

[40:40] funds are arc quibble across

[40:44] neighborhoods as the plan is.

[40:45] Third think I understander

[40:46] public safeties programs for

[40:48] youth that create mentor shies,

[40:49] recreation, career flower vagues

[40:51] and opportunities, education and

[40:54] tutoring support and conflict

[40:56] resolution training. Under

[40:57] thrive it's neighborhoods we

[41:01] have to promote community

[41:02] engagement cross all departments

[41:04] and in everything we do so that

[41:05] our community know that we're

[41:06] representing them, we're working

[41:08] for them and they are engaged in

[41:14] the problem solving decision

[41:15] make making process. We need

[41:16] funding for communities

[41:18] councils. We need to increase

[41:20] that nsp funding up to $10,000 a

[41:22] year. They do a lot, they do a

[41:23] lot for the city and it is a

[41:26] real struggle financially I'd

[41:28] like to get back to that level.

[41:30] We need training for our

[41:32] community councils to increase

[41:34] parties payings. They do

[41:35] represent their communities but

[41:38] many voices are not heard and

[41:40] many people are not attending

[41:41] and not informed. And so we

[41:44] have to help our councils to

[41:46] reach a broader audience and to

[41:49] have more participation. And

[41:50] that does include councilmember

[41:52] anna albi mentioned the same

[41:54] thing, technical to provide

[41:57] communication to all residents,

[41:58] especially concerning things

[41:59] like meetings, 77 coming

[42:03] development proposals, a lot of

[42:04] community members say I didn't

[42:05] know that was going to happen, I

[42:07] didn't know that was coming

[42:08] here, I didn't know that was the

[42:11] plan. So we have to, we have

[42:12] the technology weeks have to

[42:14] find out how we can use it

[42:16] across the city, across all of

[42:18] our neighborhoods. And of

[42:20] course supporting housing first

[42:22] efforts to helps those those

[42:24] experiencing homelessness to

[42:25] have personal innocent housing

[42:29] and 24/7 wrap around services.

[42:32] Okay skipping down to growing

[42:34] economic opportunities, of

[42:35] course employment opportunities

[42:39] for adults and youth in programs

[42:40] councilmember PRESIDENT Pro tem

[42:41] parks already mentioned the

[42:45] really awesome building futures

[42:47] with our building trades which

[42:50] graduated their first cohort.

[42:52] We hope to increase that to many

[42:56] more u maybe 4 cohorts, up to 8

[42:58] cohorts per year so we get folks

[43:00] involved in really lucrative

[43:05] jobs so that's so important.

[43:08] Support such as mid wet con,

[43:10] midwest week and other things

[43:12] that increase opportunities that

[43:14] training and growth and hot tech

[43:16] field. That is brings more

[43:18] youth and that population

[43:19] growing and younger and so

[43:21] that's really important that we

[43:23] support those. Beings

[43:25] furthering the equitable

[43:27] development policy that council

[43:30] passed in FEBRUARY of 2023, so

[43:33] that our minority and women

[43:35] contractors get into that

[43:36] clubhouse. I get a bite it

[43:38] happen he will that they get a

[43:42] chance to compete and grow. Of

[43:47] course, we have as to grow our

[43:49] wbe and mbes. In terms of

[43:50] fiscal sustainability many have

[43:51] mentioned this already, but a

[43:53] plan to address the city's

[43:54] budget deficit, correct the

[43:59] short falls and pension fund,

[44:00] and of course equitably disperse

[44:02] any balance that we're holding

[44:05] in reserve. And filely under

[44:07] excellent and equitable service

[44:10] delivery weeks have to track and

[44:11] a transparent and easily

[44:14] accessible manner across all zip

[44:16] codes and neighborhoods

[44:19] expenditures of city funds where

[44:21] tax abatements are being given,

[44:25] the number and amount of related

[44:28] and commercial tax abatements

[44:29] and of course affordable housing

[44:30] for individuals and families

[44:34] whose annual income is at our

[44:35] below area median income.

[44:41] you, MR. CHAIRMAN. And it has

[44:42] been said, most things have

[44:44] already been saids as MISS Anna

[44:47] albi ants vice mayor and I think

[44:48] PRESIDENT Pro tem parks pointed

[44:53] out, the we all seem to be

[44:55] geared toward the same thing,

[44:57] thank you for the small smooth

[45:01] process that you have put in

[45:04] place, very, very briefly

[45:07] housing assistant, think we all

[45:09] know that people are stable in

[45:13] housing then all the other

[45:15] mitigating circumstances and

[45:17] factors that contribute to

[45:19] homelessness get eaten up s to

[45:21] spike. I will use that

[45:22] terminology. But keeping people

[45:24] in their homes, PRESIDENT Pro

[45:26] tem parks talked about the fact

[45:29] our seniors being able to do

[45:32] what we can to make sure if they

[45:34] choose to to stay in their homes

[45:36] they are able to do that. One

[45:38] of the you have heard me say

[45:40] this from this platform before

[45:44] as we get older in life one of

[45:48] the worse things to be focused

[45:52] on is first of all health and

[45:56] resources, so that leads me into

[45:58] our definitely our amazing

[45:59] retired city employees that we

[46:03] make sure that we adequately

[46:08] funding the pension. Of course

[46:13] teen employment, just be frank

[46:16] about something, yes, we do need

[46:20] to improve and sus stain our

[46:22] police and fire, but I'm also

[46:24] looking to see what we can do

[46:27] different in the recruiting

[46:29] proper cease to make more

[46:33] attractive to come to

[46:33] cincinnati. Ladies and

[46:37] gentlemen, we are battling our

[46:41] suburban areas to retain police

[46:43] and firemen and they are leaving

[46:46] to go to our suburban area, blue

[46:51] ash, madeira, the montgomery,

[46:52] independent ya'll hill. They

[46:55] are going there. So we have to

[46:57] be intentional about making sure

[46:58] our recruiting process they

[47:00] comes to our amazing first

[47:03] responders are addressed. Of

[47:06] course like you said, teen --

[47:09] excuse me youth violence is

[47:11] something that we want to make

[47:12] sure we're addressing. And then

[47:17] let me say this our rising 15

[47:17] business economic development

[47:21] for our rise rising 15, the 15

[47:23] most underserved communities in

[47:27] the city, we have to make sure

[47:28] we're looking to make sure that

[47:31] we're providing some avenue of

[47:34] economic development, boots on

[47:34] the ground programs for people

[47:36] that are getting done every day

[47:39] out there in the trenches. And

[47:41] then our present infrastructure.

[47:49] just round us out. I want to

[47:51] thank the office of performance

[47:52] and data analytics, I think the

[47:53] work they have been doing with

[47:56] all the departments to bring

[47:58] them through the performs

[48:02] management process, the ashlee

[48:03] community resilience kips that

[48:05] are in alignment with the.

[48:07] And the community surveys and I

[48:09] think that we're seeing a lot of

[48:11] overlap in our priorities

[48:13] because the data is being

[48:14] presented in a way that is

[48:17] clear. So I wanted to call that

[48:18] out. Public safety again,

[48:19] continue prioritization of

[48:22] police and fire recruit class.

[48:27] We're battling both attrition

[48:30] and hiring. Full support for

[48:32] adhering to the cincy on track

[48:34] plan. I think that's important

[48:37] at the city manager laid out a

[48:38] pathway. And so want toking

[48:39] support that. And then

[48:41] maintaining funding for

[48:43] pedestrian safety projects.

[48:45] Under thriving neighborhoods,

[48:46] continuing to fund our community

[48:48] development corporations: they

[48:51] have been doing incredible work

[48:53] and inn creation support for

[48:55] neighborhood business districts,

[48:57] nbdip, those are tools that both

[49:00] community councils and cdcs use

[49:02] and help support economic

[49:03] centers of neighborhoods. And

[49:06] then our continued supports for

[49:07] the affordable housing leverage

[49:09] fund. Under growing economic

[49:10] opportunities I think that we

[49:11] need to be thinking and

[49:14] investing in revenue generating

[49:16] events and so this year we have

[49:19] blink, we have potential forbes

[49:22] 30 under 30, we have black tech

[49:23] week, we have events that are

[49:24] drawing folks to our city,

[49:26] potential residents, potential

[49:29] new businesses and so supporting

[49:31] those are important to me.

[49:32] Asking for continued support for

[49:36] the black developers conference.

[49:38] It was wonderful hit last year,

[49:40] we served over 500 people.

[49:41] We're coming back this year to

[49:44] do more. And particularly

[49:46] around housing and having tracts

[49:47] for not only small developers

[49:49] for folks who are investors and

[49:50] folks in construction

[49:51] management. So we have learned

[49:53] so much about tailoring this to

[49:55] make it more a fruitful event.

[49:56] Physical sustainability. We

[49:59] have all said it. We have to

[50:01] implement a path forked and I

[50:03] think we're ready for that work.

[50:07] I want to prior tied leveraged

[50:09] for high return on investment,

[50:11] so for me thinking about

[50:13] organizations like redi,

[50:15] african-american chamber, cincy

[50:18] tech, cintrifuse, film cincy

[50:19] they have come to us, they have

[50:21] shown us for every dollar that

[50:26] we invest they are doing 3, 4 in

[50:28] return. And then again our

[50:31] laser focus on our pension

[50:33] solution. And then actually

[50:34] under equitable service and

[50:36] delivery, like 5 bullet points I

[50:38] want to highlight is just

[50:40] support technical and personal

[50:43] investments. We want to ensure

[50:44] permitting, zone ago

[50:45] professionals and contracting is

[50:46] done in a timely manner and

[50:50] efficient manner for our

[50:52] partners. So for folks we did a --

[52:15] the mayor's office at some point

[52:17] but how are going to fund them.

[52:19] Give me more detail and how you

[52:21] plan to fund those things. Some

[52:22] sayings e saying excellent

[52:23] equity, it is just equity,

[52:25] either are you going to help

[52:26] people get out poverty for

[52:28] $25,000 or plus or minus

[52:29] children out of poverty into

[52:30] upper mouth mobility in

[52:32] cincinnati or you are not. Tell

[52:34] me what you are going do do,

[52:35] what are you going do do you,

[52:37] how will you fund it. Shawn

[52:39] had a experience with you like

[52:40] the fact that are you work with

[52:43] the urban league. That's a

[52:44] wonderful said r safety net

[52:46] lot are community and it needs

[52:47] to be continued to be partnered

[52:51] councilmember parks you want to

[52:52] health department homeless

[52:53] individuals. I would like to

[52:54] you ask a component for people

[52:56] who are homeless who have been

[52:58] banded from homeless shelter who

[53:00] cannot get no homeless shelter

[53:01] because they are band for

[53:02] whatever reason. The city needs

[53:04] to track them because they lost

[53:09] in the sauce. Consider that

[53:11] when considering that. Thank

[1:10:55] I think we're going to push our

[1:10:56] food innovation programs along.

[1:10:58] We'll be a fresh food market,

[1:11:00] that's always going to be number

[1:11:01] one. At our core we're a

[1:11:03] grocery store making sure as the

[1:11:06] market district gross grows we

[1:11:08] stay true to our values.

[1:11:10] >> you have a lot of new things.

[1:11:12] Talk about any new vendors,

[1:11:13] parking garage.

[1:11:15] >> oh, my gosh the parking

[1:11:16] garage when we talk about

[1:11:17] parking it is not good. But it

[1:11:20] is good now, we have the findlay

[1:11:22] garage. You know we talk to a

[1:11:23] lot of people and we often hear

[1:11:25] I would come more if it was he's

[1:11:26] together park. And guess what,

[1:11:28] it is easier now. We have the

[1:11:29] findlay garage that's just

[1:11:31] across the street from the

[1:11:33] market house, 500 spots. So if

[1:11:35] parking was ever a issue for

[1:11:39] people, now it is no longer a

[1:11:42] issue. We have suite names

[1:11:44] coming in the next month and new

[1:11:46] findlay launch residents this

[1:11:47] sum irrelevant. A lot more

[1:11:49] outdoor market vendors and even

[1:11:51] a commoner farmers comes up this

[1:11:51] season.

[1:11:55] I ream I enjoyed seeing on your

[1:11:58] website that you could send a

[1:11:59] message to jim scott and in fact

[1:12:01] I thinking that you went to

[1:12:01] visit him.

[1:12:22] loved by our community. I just

[1:12:24] walked the route and the signs

[1:12:30] big banners, little kids made

[1:12:31] signs, and he's here.

[1:12:36] came down here. It was

[1:12:38] emotional. His wife is in the

[1:12:41] backseat as she should be with a

[1:12:43] pageant sash and she's got a

[1:12:46] crown on. I could not be

[1:12:47] happier that he made it here

[1:12:48] today.

[1:13:06] happening today at cincinnati

[1:13:08] parks but what's going to be

[1:13:09] happening over the court of the

[1:13:11] entire season. Jason, how the

[1:13:12] heck are you?

[1:13:15] Good to see you. So what are

[1:13:16] parks doing for opening day.

[1:13:20] >> always a great day to be out

[1:13:21] for opening day and opening day

[1:13:23] takes place in so many parks, so

[1:13:26] we're here in piatt pushing the

[1:13:29] oldest park in 1817, you were

[1:13:31] just a junk pup. It became a

[1:13:35] park in 1868 given to us by john

[1:13:37] piatt. Who were great back

[1:13:40] there. John was a steamboat

[1:13:42] building irrelevant and federal

[1:13:43] court judge. What a gift to the

[1:13:44] city, right?

[1:13:47] And so all the years later, 200

[1:13:48] years later we're in the parks

[1:13:50] celebratings opening day. They

[1:13:52] had support back in the day.

[1:13:54] Once opening day days I at love

[1:13:58] people are focus on the solar

[1:13:58] euclid. Will you being ale

[1:14:00] shall aim to go a park and watch

[1:14:00] it.

[1:14:03] >> anywhere in the city, right?

[1:14:04] That's what makes parks so

[1:14:06] great. Ten% of the city is park

[1:14:08] land. So 5,000 acres of the

[1:14:09] city's 50 through acres are

[1:14:11] parks, so you can go to any

[1:14:13] park. We have a couple specific

[1:14:15] events. In mount airy we have a

[1:14:18] great event with the observatory

[1:14:19] training and education about

[1:14:21] eclipse on eclipse monday the

[1:14:23] eighth you can go to the

[1:14:25] moerlein house on the event lawn

[1:14:27] there will be a big day we'll

[1:14:29] have special glasses can view it

[1:14:31] with. There will be like

[1:14:32] planetarium type stuff and

[1:14:33] interactive stuff. It will be a

[1:14:35] great day. Have a beer or

[1:14:36] sandwich, come on the lawn and

[1:14:37] learn about the eclipse and hang

[1:14:40] out and watch it.

[1:14:41] >> krohn conservatory change

[1:14:43] willing the show for the season.

[1:14:45] >> absolutely we're finishing up

[1:14:47] the spring show which has been

[1:14:47] successful and everybody has

[1:14:50] lovered it. The butterfly show

[1:14:52] is starting MAY 11, cincinnati

[1:14:53] traditions like people get most

[1:14:56] excited about to come see

[1:14:58] butterflies. Each year we do a

[1:15:00] different installation. This

[1:15:01] year it is butterflies in

[1:15:04] states. So I have haven't I

[1:15:06] cannot wait to see what our team

[1:15:08] cooked up. There will be normal

[1:15:10] put flies which are amazing plus

[1:15:12] all kinds of space related

[1:15:14] things, eclipse, it will be a

[1:15:15] heck of a show. All summer

[1:15:16] until AUGUST.

[1:15:17] >> I have questions about that I

[1:15:19] will wait and go and ask them

[1:15:19] there.

[1:15:42] a new playground, paths. We put

[1:15:53] will have the grand opening on

[1:15:55] friday, APRIL 26, 11:00 A.M. So

[1:16:02] energy and excitement to

[1:17:01] knot. As sixth

[1:17:01] sixth year in

[1:17:04] the parade, a break due to

[1:17:07] covid. A bat water theme and

[1:17:09] our employees will be having

[1:17:10] inflatable baseballs and bats,

[1:17:13] so it is quite a little party

[1:17:16] scene. But it is really a

[1:17:18] teamwork effort. Our design and

[1:17:20] built the float on their own

[1:17:22] time. This year we like to show

[1:17:24] our support for the city and

[1:17:26] reds. So we're very happy about

[1:17:26] that.

[1:17:27] >> why are you so involved in

[1:17:29] the parade?

[1:17:30] >> well.

[1:17:32] >> because you can?

[1:17:34] >> because we can, because it is

[1:17:35] there. Actually waterworks has

[1:17:38] been around since 1817 and pre

[1:17:40] dates a lot of things you think

[1:17:41] of in cincinnati. So our roots

[1:17:43] run deep here, we like to

[1:17:45] support the city. We're the

[1:17:48] oldest municipally owned utility

[1:17:49] in the state of ohio and so old

[1:17:51] in fact that back when we

[1:17:52] started in the early 18 hundreds

[1:17:55] the water was transported

[1:17:55] through wooden pipes.

[1:17:56] >> interesting.

[1:17:58] >> I think that's very bizarre.

[1:18:00] >> I was about to ask, do you

[1:18:03] have still have wood than pipes?

[1:18:05] >> we have section of that in

[1:18:08] our little make shift museum.

[1:19:26] order. So there were color

[1:19:29] coded maps designed by a graphs

[1:19:31] designer and that's one way they

[1:19:32] are keeping everybody in line.

[1:19:35] than 150 entries and if you are

[1:19:40] playing along at home, I counted

[1:19:45] 20 marching band, 4 nobody

[1:19:46] marched, do lippy and 9 entries

[1:19:48] with at least one horse. So if

[1:19:53] am, you will not be disappointed

[1:19:57] with the 105 findlay market

[1:20:00] parade as we head to great

[1:20:01] american ball park and we host

[1:20:04] the national this afternoon.

[1:20:08] >> did you know that 3 of the

[1:20:11] bands are actually super bands,

[1:20:15] they played up of like other

[1:20:15] bands.

[1:20:16] >> multiple schools. I did

[1:20:19] notice that. I was going

[1:20:21] through the list earlier, who do

[1:20:25] we have here we have rozzi's as

[1:20:28] we usually do. They do the

[1:20:30] fireworks for the reds games and

[1:20:32] they start off ahead of everyone

[1:20:34] else, shooting off a few flames

[1:20:37] and fireworks to make sure every

[1:20:38] cyst out of the street, on the

[1:20:38] sidewalks.

[1:20:41] >> I wanted to to add something

[1:20:43] to that. This summer we found

[1:20:45] them preparation for riverfest

[1:20:48] under a tent wiring the

[1:20:50] explosives along five bars and

[1:20:53] there were about 10,000 to

[1:20:56] 12,000 fireworks then for a 30

[1:20:58] minute show. And I was

[1:21:01] interested in the fact that rows

[1:21:05] I's rozzi's has interest in a

[1:21:07] fireworks fact friday in hitly

[1:21:09] and get some from there and some

[1:21:11] in wilmington ton.

[1:21:12] >> you know this because you

[1:21:14] used to do a lot of stores on

[1:21:15] rozzi's when you worked for

[1:21:16] cincinnati public radio.

[1:21:19] >> that's right. I have moved

[1:21:22] on. So just a quick pitch I

[1:21:23] know bill you are a cincinnati

[1:21:26] public radio, I have moved

[1:21:28] downstairs in the same building

[1:21:30] as we see the entries behind us,

[1:21:33] so I work for cet think tv

[1:21:35] public television where worry

[1:21:37] embarking on a new effort and we

[1:21:39] can talk more about that later

[1:21:43] journalism we're taking a deep

[1:21:44] dive into the housing crisis.

[1:22:08] sidewalk and staling safe for

[1:22:10] the entire event.

[1:22:14] ever entries in past years, I

[1:22:16] think it was a year or two they

[1:22:18] had to cut 40 entries because

[1:22:21] they wanted to keep it to 2

[1:23:59] is a chance for us to celebrate

[1:24:01] the optimism of the season. And

[1:24:04] this is a day you can't spent

[1:24:05] any place else.

[1:24:07] >> we do need to thank a number

[1:24:11] of people including city cable,

[1:24:13] campbell media, tbnk, cincinnati

[1:24:14] parks, cincinnati recreation

[1:24:17] commission, and of course the

[1:24:18] cincinnati transportation and

[1:24:19] engineering department for

[1:24:21] providing us with that

[1:24:23] cherrypicker, bucket truck so we

[1:24:25] can get those smooth aerial

[1:24:28] views of the parade.

[1:24:37] parade focus the 1999 reds team.

[1:24:41] As it 25th anniversary as a team

[1:24:43] for that year brought brought in

[1:24:48] 2 million fans and the team went

[1:24:50] 96-67, just barely missing the

[1:24:53] play offs. And the grant grand

[1:24:58] margin challenges are from that

[1:25:00] year. Difficult my try young

[1:25:01] and poke I reece. They will

[1:25:02] becoming up as we look down the

[1:25:05] street we see the honor,

[1:25:06] cincinnati police department,

[1:25:09] carrying the flags of the united

[1:25:11] states, state of ohio, and city

[1:25:23] cincinnati police and some of

[1:25:28] their family members. Chief and

[1:28:12] the city of cincinnati human

[1:28:13] services career pathways

[1:28:14] initiative program.

[1:28:16] >> and lots of people are

[1:28:18] interested in finding a job.

[1:28:20] And throughout the year you have

[1:28:20] lots of jobs.

[1:28:23] >> we do. We do we're career

[1:28:24] pathways, the city of cincinnati

[1:28:26] has never had recruiting, so

[1:28:30] with this initiative that mayor

[1:28:30] pureval and city manager long

[1:28:32] put in the place about a year

[1:28:34] and a half ago, it allows me to

[1:28:36] go out and partner with all the

[1:28:40] area high schools, colleges,

[1:28:41] universities, tech schools, work

[1:28:43] force development and tell them

[1:28:44] about our jobs that we have.

[1:28:46] >> and so if people are in high

[1:28:48] school and trying to figure out

[1:28:50] what do I want to do, like I

[1:28:52] wonder what skills they would

[1:28:53] need and of course it would

[1:28:54] demend on the job.

[1:28:57] >> it would, our brachia jobs

[1:29:00] out into three tiers, tiers 1 is

[1:29:03] part-time, season 58 jobs,

[1:29:05] co-op, intern opportunities and

[1:29:08] seasonal positions. Tier 2

[1:29:10] would be our school to work

[1:29:12] because there are a number of

[1:29:13] jobs that the city of cincinnati

[1:29:14] has where you can just graduate

[1:29:15] from high school and come right

[1:29:17] on into the city. And then of

[1:29:20] the third fear is our jobs that

[1:29:23] require the degree, licensing,

[1:29:24] or certification.

[1:29:26] >> yeah, I know people are going

[1:29:28] to be tuning in because it will

[1:29:29] be replaying all year round but

[1:29:32] in terms of summer, there is

[1:29:33] aquatic positions.

[1:29:35] >> a number of aquatic

[1:29:38] positions. We are in desperate

[1:29:42] need of lifeguard, we have I am

[1:29:43] g a that 23 pools to choose

[1:29:45] from, we provide a uniform, we

[1:29:46] provide training for you. So

[1:29:48] come on out. Here is the other

[1:29:51] thing we have head guard, we

[1:29:54] have pool monitor, we have pool

[1:29:55] managers and pool supervisor

[1:29:56] position that is we need filled.

[1:29:59] So we partner with again the

[1:30:00] area high schools and colleges

[1:30:02] for that. Also we do have our

[1:30:05] summer youth program, youth 2

[1:30:07] work, that's out of the

[1:30:08] recreation commission. And we

[1:30:10] go around to the local high

[1:30:11] schools we hire on police

[1:30:14] cadets, fire cadets and other

[1:30:15] various cities jobs where

[1:30:16] students can work.

[1:32:56] baseball team. Engine 5, they

[1:32:58] have been leading open opening

[1:33:00] day since the first one they

[1:33:01] started off with horses and

[1:33:04] steam pom manierer, over 200

[1:33:04] plus firefighters and their

[1:33:06] families joining us and it will

[1:33:08] be a great event. Make sure you

[1:33:10] watch the ball game here, where

[1:33:12] you will see another 200

[1:33:14] firefighters holding the

[1:33:15] american flag during the

[1:33:21] national anthem.

[1:33:56] In any given time I feel like we

[1:34:00] are kind of on a major baseball

[1:34:02] league schedule. 112 games a

[1:34:03] year and sometimes double

[1:34:06] headers, but we have got

[1:34:09] programs going on constantly,

[1:34:11] summer day camps presidents

[1:34:13] gearing up for summer, getting

[1:34:14] pools ready to go for folks,

[1:34:17] swim lessons accompanying our

[1:34:21] pools, swim team, we have e

[1:34:23] sports. You are looking for

[1:34:24] something to do, whether you are

[1:34:27] a kid, teen, adults, seniors,

[1:34:29] look for cincinnati recreation

[1:34:30] commission, we have so many

[1:34:32] different programs to serve the

[1:34:32] community.

[1:34:34] >> we heard from hems which

[1:34:35] leads to the question, do you

[1:34:37] have enough staffing?

[1:34:38] >> well, can you ever have

[1:34:41] enough staffing?

[1:34:41] right?

[1:34:46] We are continuing to recruit and

[1:34:48] we are going to -- it is looking

[1:34:50] good. I will put it that way

[1:34:52] without giving out too much

[1:34:52] information. We always have

[1:34:54] positions open, whether it is at

[1:34:56] the center level, whether at the

[1:34:59] at the offices near downtown, or

[1:35:01] whether it is our aquatic

[1:35:03] centers. So I think the bi-big

[1:35:05] can he the pools and aquatics

[1:35:08] but last year we did open 196

[1:35:10] our pools. Bringing those folks

[1:35:12] back and continue to have folks

[1:35:14] like jude out resulting for us

[1:35:16] and getting dollars and our life

[1:35:20] guard academy keep that's going.
