[4:00] the agenda started with item

[4:01] number 1.

[4:03] >> DR. Dudas: to the chair, item

[4:05] number 1 is a ordinance this is

[4:09] related to the convention center

[4:11] development project. This would

[4:15] authorizes the vacating of

[4:17] public right of way. It is

[4:20] total of.7968 acres and these

[4:23] are more commonly known as right

[4:27] of way on elm street, convention

[4:29] way, oprah, hatters alley,

[4:32] thorpe alley and sixth street in

[4:35] the central business district.

[4:37] These properties are proximate

[4:41] to the convention center so this

[4:43] would authorizes vacating the

[4:51] right of way and it would also

[4:51] authorizes the release and

[4:52] quit-claim of walkway ease

[4:53] easements that have been in

[4:53] place related to the millennial

[4:55] hotel. All their property will

[4:59] be needed for the public plaza

[5:00] that's part of the convention

[5:02] center redevelopment. The city

[5:06] will maintain ownership of the

[5:12] parcels.

[5:13] >> Councilmember Cramerding: any

[5:19] between this one and the next

[5:21] one eliminating the sky walks

[5:23] which originally were supposed

[5:26] to benefit businesses had a

[5:27] detrimental affect between this

[5:28] one and the next one it is about

[5:30] getting people out on the

[5:33] street, more people out in the

[5:34] more their frequenting

[5:35] businesses and more vibrancy we

[5:37] have downtown so I think this

[5:39] one and the next one are both a

[5:43] good thing.

[5:44] >> Councilmember Cramerding:

[5:45] seeing no other questions or

[5:47] comments we'll put item 1 on for

[5:49] passage. DR. Dudas, item number 2.

[5:51] >> DR. Dudas: to the vice chair,

[5:52] item number 2 this is a

[5:54] ordinance that would authorizes

[5:57] a funding agreement with the

[6:01] model group inc. This is funds

[6:03] from the city for two things.

[6:07] One is removal of the elevated

[6:09] pedestrian sky walk bridge above

[6:11] walnut street. This connects

[6:13] it's america tile building and

[6:15] U.S. Bank tower. It would

[6:18] provide funding for rests toker

[6:18] ration of the public right of

[6:21] way along walnut street and

[6:23] exterior facade and limited

[6:27] interior portions of those

[6:28] buildings. The ordinance

[6:31] includes the release acknowledge

[6:34] quit-claim of public walkway

[6:36] easements over the library

[6:38] building and it additionally

[6:41] authorizes the transfer and

[6:46] appropriation of $1,753,737 from

[6:48] the downtown south refer front

[6:50] fund to the department of

[6:51] community and economic

[6:52] development to be utilized for

[6:54] this purpose for the model group

[6:58] and finally the ordinance does

[7:00] declare these expenditures to

[7:02] serve a public purpose.

[7:03] >> Councilmember Cramerding:

[7:03] thank you, DR. Dudas. So we're

[7:04] all clear this was already

[7:06] approved by council. This the

[7:07] actual transfer of the funds

[7:10] along the lines what we already

[7:12] approved?

[7:19] >> DR. Dudas: that's correct.

[7:20] >> Councilmember Cramerding: any

[7:21] other questions from my

[7:24] another exciting project for

[7:26] those at home and my colleagues

[7:28] if anybody is interested in

[7:30] reading cincinnati's plan 2000

[7:31] which I just did it was very

[7:33] interesting. It was written in

[7:37] 1992 and the emphasis on both

[7:39] sky walks and department stores

[7:41] being critical from downtown.

[7:43] And the downtown has come a long

[7:46] way as well. We survived the

[7:47] closure of the elder beerman

[7:48] department store which this

[7:49] report which we said we could

[7:55] not do. Cued toes us.

[7:57] >> DR. Dudas: to the vice chair,

[7:59] item number 3 this is a moral

[8:01] obligation ordinance for the

[8:05] cincinnati health department it

[8:09] would authorizes the payment

[8:11] there are existing funds in the

[8:13] community health center

[8:15] activities fund to make this

[8:17] payment. The payment will go to

[8:19] group holdings, doing business

[8:22] as say owe group llc. They have

[8:24] been providing.

[8:26] Wide area network connectivity

[8:28] services essentially internet

[8:29] services for the health

[8:32] department and this will make

[8:38] that payment. Great, womb put

[8:40] item 3 on for passage.

[8:41] >> DR. Dudas: to the vice chair,

[8:42] item number 4 this is a

[8:47] ordinance that would authorizes

[8:50] payment of 2325 to the

[8:51] cincinnati parks department

[8:53] parks private endowment and

[8:54] donations fund which has

[8:56] existing funds to make the

[8:59] payment this is classified as a

[9:01] then and now payment to general

[9:05] factory supply. And out

[9:06] standings charges related to

[9:10] cables, adapters, and graffiti

[9:11] removal supplies purchased by

[9:16] the parks department.

[9:20] says this item is for tables,

[9:22] cables and graffiti removal.

[9:49] the cincinnati recreation

[9:50] commission, the equipment and

[9:52] goods would be utilized at the

[9:54] hartwell recreation center to

[10:00] create a public technology lab.

[10:36] number 7 is a donation ordinance

[10:38] for the cincinnati recreation

[10:40] commission. The original

[10:43] version had identified the

[10:47] donation as $150,000 of in kind

[10:48] goods and servicesment the

[10:51] structure of the donation has

[10:53] changed slightly which

[10:55] necessitates the b version. So

[10:58] the b version still is a total

[11:02] of $150,000, but there is

[11:03] $61,000 of in-kind donations

[11:07] being provided to the city by

[11:10] playground equipment services,

[11:12] there is $89,000 of a monetary

[11:14] donation that is coming to the

[11:16] city from the reds community

[11:19] fund, the funds from the reds

[11:22] community fund will be deposited

[11:24] into a capital improvement

[11:27] project account to be utilized

[11:29] for the installation of a turf

[11:30] in fieldity bond hill correct

[11:35] craigs center.

[11:36] >> Councilmember Owens: thank

[11:37] you, MR. CHAIRMAN, I want to say

[11:38] that right where this is

[11:41] happening I had the opportunity

[11:44] to tour the jesuit academy that

[11:46] will be coming. It is an

[11:48] amazing collaboration of as the

[11:53] principal said like all of the

[11:54] great titans of the city who are

[11:55] helping to provide education,

[11:56] quality education for young

[11:58] people who might not necessarily

[12:01] have it. And so I'm excited

[12:02] about the partnerships and how

[12:04] that area is just, transformed

[12:06] and the school is going to be a

[12:07] mainly or success for young boys

[12:09] in the city.

[12:10] >> Councilmember Cramerding:

[12:14] >> Councilmember Albi: I want to

[12:15] highlight with this item and the

[12:16] previous item the importance of

[12:17] our rec centers being gateways

[12:19] into our community and I'm very

[12:20] grateful for activities beyond

[12:23] the classroom and the reds

[12:24] community fund of looking about

[12:26] how they can help improve these

[12:29] vital resources right in the

[12:31] case of technology lab, we know

[12:32] from covid how important it is

[12:35] to have access to internet, to

[12:36] support our kids learning and

[12:38] development, for adults work

[12:40] force being able to apply for

[12:42] jobs or whatever needs they

[12:44] have. And then for the baseball

[12:46] field, in field giving kids a

[12:48] fun, safe place to go, ride?

[12:49] Social security so important to

[12:51] have these resources, these

[12:52] activities and opportunities and

[12:54] I'm very grateful for both of

[12:55] these items and what it means

[13:00] for the city.

[13:00] >> Councilmember Cramerding:

[13:02] thank you both, well said, and

[13:04] thank you to our tremendous

[13:05] community partners and there is

[13:06] nothing we do as a city that

[13:09] makes us feel better than being

[13:12] proactive and giving kids

[13:14] engaged in a productive way

[13:16] instead of being reactive which

[13:18] we have to be sometimes. Great.

[13:25] item number 8 this is a

[13:27] ordinance from community and

[13:29] economic development this would

[13:31] execute a property sale

[13:34] agreement with 101 west fifth

[13:39] llc. This is related to the

[13:42] saks fifth avenue development.

[13:44] This specific ordinance would

[13:48] vacate and con say.0382 acres

[13:49] of public right of way which is

[13:52] a portion of west fifth street

[13:54] in the central business

[13:56] district. This would be a sale

[14:00] of that public right of way to

[14:03] allow for out door dining at the

[14:06] new development. Secondly, this

[14:08] ordinance executes a grant of

[14:12] easement in favor of 101 west

[14:13] fifth vote which would allow an

[14:14] even very muchment easement over

[14:17] a portion of race street in the

[14:19] central business district, the

[14:21] fair market value of the

[14:24] property is $92,000, fair market

[14:28] value of the easement is $2,900.

[14:31] The property sale is for 1

[14:33] dollar due to the economic and

[14:35] non economic benefits the city

[14:39] expects to derive from the

[14:44] development.

[14:45] .

[14:45] >> Carolyn Jones: last week

[14:47] there were about a than the city

[14:50] and the feedback was just

[14:52] overwhelm, on line and talking

[14:53] to people about.

[14:54] How great they thought our city

[14:57] was and the vibrancy of downtown

[14:59] and this is just another way to

[15:04] continue some of that vibrancy.

[15:06] Outdoor dining near the

[15:06] convention center and creates a

[15:09] live low hood in downtown and

[15:15] another mechanism to do that.
