Colorado. We honor elders past

present and future. And those

with Stewart and the slam
[2:59]
throughout generations. We

also recognize that government
[3:03]
academic and cultural
[3:03]
institutions were founded upon
[3:07]
and continue act exclusions.

And a Rea shares of indigenous

peoples made this

acknowledgment demonstrate a

commitment to working to

dismantle ongoing legacies of

oppression and equities and

release party this Thursday at

Broadway. They'll announcing

the first 40 bands in this

lineup. So the fun started

with Lucifer Festival and

we're continuing it with

Porchfest. All very exciting

finally about to break ground
[7:31]
on the Morrison Road
[7:32]
Construction this has been a
[7:36]
long time coming. This was
[7:37]
half included in the elevate
[7:39]
bond in 2017 half included in
[7:45]
the rise. Find and 2021 to
[7:45]
really get the full amount
[7:49]
that was needed to do full
[7:52]
reconstruction Morrison, for
[7:55]
pedestrian safety. This also
[7:57]
includes some really hard
[8:01]
community amenities, creating
[8:01]
some plazas and cultural
[8:02]
locations throughout the
[8:07]
Morrison Road Corridor. So
[8:08]
thrilled for that to begin.
[8:09]
It's going to be a huge
[8:11]
impact. That's a major
[8:13]
corridor. But I think it will
[8:17]
be well the pain. I do want to
[8:18]
share that on AUGUST, 12th. So
[8:19]
in just about a week and a
[8:21]
half, they'll be a public
[8:22]
meeting regarding the pardon.

This is where we'll also get

an update from the Broncos
[8:32]
ownership team about how their
[8:32]
plan has is transforming.

They've picked a new architect

since the last time we had a

public meeting and some of the

plan has changed quite a bit.

So I want to be able to make

sure folks have that on their

radar. That is Wednesday.

finally, this past Saturday,

we kicked off La alive. A

concert series in partnership

fantastic. The second and last

one will be AUGUST 15th. So in

just about 2 weeks to hope to

anniversary the King of

First, I wanted to start with

the polling that is being

hosted by my office on AUGUST

And so if you all the interest

in having public conversations
[12:46]
amongst other residents of
[12:49]
district 8 are having
[12:50]
one-on-one conversations and
[12:51]
the to talk about what's
[12:52]
happening in our neighborhood
[12:53]
in our district. I would
[12:54]
invite you all to attend. We
[12:58]
will be having food as well
[12:58]
and then bowling in between
[13:00]
those conversations that are
[13:01]
it's not a townhome, but it is
[13:04]
a town In addition to that, I
[13:08]
wanted to thank the members of
[13:09]
Sugar am e Church for the
[13:12]
invitation to the cookout this
[13:14]
weekend. It was also to
[13:15]
village 2020 for their
[13:17]
neighborhood cleanup Really
[13:18]
appreciate that. And then
[13:21]
shout out to the manual in my

alumni gathering as always, a
[13:24]
good time. We have the
[13:25]
opportunity to honor folks in
[13:26]
our community as well with
[13:27]
awards in some super proud to
[13:31]
be a thunder bolt and then
[13:31]
working do you have the
[13:32]
opportunity to attend Brick
[13:34]
city as well and so close that
[13:37]
the evening after that with
[13:40]
the blaze celebrating the
[13:41]
accomplishments of young men
[13:41]
in our communities and raising
[13:42]
money for scholarships. So we
[13:43]
had a good time this weekend
[13:47]
and shouted to my in turn j
[13:49]
for weathering all And then
[13:50]
finally, I'm gonna say much
[13:51]
because I will absolutely cry.
[13:53]
But, you know, COUNCILMAN
[13:56]
Theres my And so thinking
[13:57]
about the on this body without
[13:59]
her is just absolutely
[14:01]
devastating. I know you'll
[14:03]
continue to do incredible work
[14:03]
from wherever you are, because
[14:05]
that's who you are as a
[14:06]
person. But he will be sorely
[14:12]
missed on this body. Thank

really quickly, I You know, we

have to have this technical

my resignation from council. I

said pretty much what I needed

to say in JUNE when announced
[14:56]
that that this was I was going
[14:59]
to need to do. But the main
[14:59]
thing that I wanted to add to
[15:02]
that tonight is just to say in
[15:05]
thinking back over the last 3
[15:06]
years and both how much I
[15:07]
love. I mean, you guys know
[15:09]
that I love my job. I really
[15:10]
do. I love being here with all
[15:13]
of you. It's been amazing,
[15:14]
it's there's elements of it
[15:17]
that are very hard. It's a
[15:19]
very hard time to be a public
[15:20]
figure. It's a very hard time
[15:21]
to be a public servant of any
[15:24]
kind. And that's that sort of
[15:27]
come home to me more and
[15:28]
having had a chance last 3
[15:31]
years to have like the deeper
[15:33]
and broader relationships with
[15:34]
a lot of our city employees
[15:35]
who just there's a ton of you
[15:35]
on the room, obviously because
[15:41]
that was our but it's not
[15:42]
getting any easier time to try
[15:44]
to do what government doesn't
[15:48]
have translate to the public.
[15:49]
And it's interesting to come
[15:51]
in here and full-time obsessed
[15:52]
with the city and county of
[15:54]
Denver and everything it does,
[15:56]
which Oscar, believe because
[15:58]
weekly, but my 4 year old and
[15:59]
I talking about earlier this
[16:03]
morning because she was
[16:04]
shocked to learn the red
[16:04]
rocks, a sleek city facility,
[16:05]
you know, and so we make a
[16:06]
list of like all the things
[16:06]
the city employees do. And we
[16:10]
talk about how that's we do
[16:13]
that from but basically a part
[16:14]
of resources that we all make
[16:15]
together. You know, like it's
[16:16]
this really basic government
[16:20]
stuff. And I just feel so
[16:23]
worried all the time about how
[16:24]
badly that translates to the
[16:25]
public. Like I just don't
[16:26]
think people know me. Know
[16:29]
they don't know the half of
[16:31]
what what we do in the city to
[16:32]
just make a place where
[16:34]
everybody can be safe. What
[16:36]
you want to raise kids. I
[16:37]
mean, I moved here because I
[16:38]
wanted to raise my kids here.
[16:39]
I'm not from here like almost
[16:40]
all of your from but not I'm
[16:44]
like the new girl on the dais
[16:45]
and it's getting harder and
[16:47]
harder because people perceive
[16:50]
the value of government.
[16:51]
There's like a real question
[16:52]
right now about just the value
[16:53]
of the project of like, are we
[16:56]
going to keep, you throwing
[16:58]
our lot together paying our
[16:58]
taxes and feeling happy about
[17:01]
what they go to all of that
[17:02]
has been under attack from so
[17:04]
many different angles for so
[17:06]
long. And I know that makes it
[17:07]
very difficult to be a public
[17:11]
worker in almost any position.
[17:13]
People have been, you the even
[17:14]
some of our public health
[17:17]
workers during covid face like
[17:18]
physical attacks like just
[17:18]
really I it's hard not there
[17:19]
to be one of the people trying
[17:22]
to hold the ship together
[17:23]
people are doing that every
[17:26]
day and so many little ways,
[17:28]
you know, my child reason had
[17:29]
this is the school's media
[17:31]
that, know, you're not getting
[17:33]
called anyway. That's all I
[17:34]
want to say. I just it's a
[17:38]
it's a rough time to to be in
[17:39]
the public And I'm really,
[17:40]
really sorry to be stepping
[17:43]
out of it because I love being
[17:45]
And I also know that, you
[17:47]
know, it's just a huge it's a
[17:50]
lot to carry. And so when you
[17:51]
leave, you feel like you're
[17:51]
like leaving that what other
[17:54]
people very able hands appear.
[17:58]
But it's a lot. So and I and I
[17:59]
all 12 of were best Laker
[18:02]
because bakers dozen I've ever
[18:03]
been part of I love you a lot
[18:04]

Councilmember parity and

announcements and one I want
[18:39]
to start with acknowledgement.

And I think a lot of you have
[18:41]
heard us talk about it. It's
[18:44]
been the news, but to
[18:46]
acknowledge the shooting that
[18:48]
happened in District 4 and it
[18:49]
took place in my district on
[18:51]
JULY 20th that resulted in 8
[18:53]
injured and one loss of life.
[18:56]
It was a tragic event that has
[18:58]
deeply affected our
[18:59]
neighborhoods and the families
[19:00]
and the victims. And I want to
[19:02]
extend my condolences to them
[19:05]
all. And there's really no
[19:10]
words that can ease that pain
[19:11]
community members have asked.
[19:13]
And I think that it's
[19:14]
appropriate also that we just
[19:16]
take a moment of silence to
[19:18]
recognize the loss of life,
[19:19]
not only in my district, but
[19:21]
in other districts and
[19:22]
individuals who are recovering
[19:23]
and healing. So if we could
[19:29]
just have a moment of silence.
[19:42]

swing band in the park on

number of different agencies

that will be there to also do
[20:19]
outreach and answer any
[20:20]
questions that people might
[20:23]

0, 0, 4, has been updated to

align with recent changes to
[21:33]
the tax return filing
[21:34]
frequencies do based upon
[21:35]
sales volumes that the state
[21:38]
of Colorado also adopted
[21:39]
Denver's filing frequency
[21:40]
should match the states as to
[21:42]
when taxes need to be filed to
[21:44]
create simplicity for the
[21:45]
business community. The
[21:46]
Department of Finance has also
[21:47]
updated the frequencies in
[21:48]
which occupational privilege
[21:51]
tax returns MAY be filed.
[21:52]
Updates are not expected to
[21:53]
result in any cost impacts to
[21:55]
the city. They MAY have very
[21:57]
minimal revenue. Receipt
[21:58]
timing impacts very small
[21:58]
businesses to file less
[22:01]
frequently if they elect to
[22:04]
change and according Dr m c 53
[22:06]

Commission. We had already

fixed. Classified service

recruitment for police and

fire when it comes to that and

really just putting things

where they belong, throughout

the charter and into ordinance

for putting that companion

ordinance through in this just

a good governance process. And

So I I started with this item

last week when it came before
[31:20]
us on first reading this item
[31:21]
out to represent a wake-up
[31:23]
call for the city with regards
[31:25]
amount of money we're spending
[31:27]
in settlements. Settlements
[31:30]
again are not paid out of the
[31:31]
specific agencies budgets.
[31:31]
Instead, the funding is drawn
[31:32]
out of the liability claims
[31:35]
Special Revenue fund like
[31:36]
other special revenue funds.
[31:38]
That money can only be spent
[31:38]
on specialize uses in this
[31:41]
case paying out settlements.
[31:42]
However, when the fun is used
[31:44]
up, the city has to move money
[31:45]
over from the city's general
[31:46]
in order to continue to pay
[31:48]
out the claims. And so in
[31:49]
other words, every dollar that
[31:51]
we move can only be spent to
[31:53]
settle cases since was
[31:54]
inaugurated in 2023. Council
[31:57]
has approved 5 of these items
[32:02]
for a grand total of
[32:04]
34 million, 957,300 dollars,
[32:06]
$320. Excuse Each of these
[32:07]
dollars are Each of these
[32:08]
dollars are one less dollar
[32:11]
that we could use to fund city
[32:13]
staff city programs and city
[32:14]
services. This is a staggering
[32:15]
amount of lost opportunity
[32:16]
that could have been used to
[32:19]
find the badly underfunded,
[32:21]
temporary rental and utility
[32:22]
assistance program. And we
[32:23]
could have less in personnel
[32:25]
cuts last year. Among other
[32:28]
purposes. And so I would love
[32:28]
to see structural changes made
[32:31]
that would prevent the
[32:32]
settlements from the city
[32:34]
across all agencies from the
[32:35]
Department of Transportation
[32:35]
to the Denver Police
[32:39]

calling this council I wanted

to just add one other thing

for the consideration of
[32:52]
public about the amount of of
[32:54]
settlement funding that we've
[32:55]
seen spend, particularly on
[32:56]
public safety settlements. And
[32:59]
that is that that relates
[33:00]
directly how we handle
[33:04]
training internal policy and
[33:05]
discipline within the safety
[33:05]
agency. So the police
[33:06]
department, the sheriffs
[33:10]
department and currently at
[33:11]
the Office of the Independent
[33:12]
Monitor. And this is an
[33:15]
oversight board raised
[33:16]
repeatedly that they have a
[33:18]
disagreement with those
[33:18]
departments, about the scope
[33:21]
of I am and Co Bees Oversight
[33:23]
ordinance, which is supposed
[33:26]
to give them a chance to weigh
[33:28]
in on policy changes to the
[33:29]
disappearing processees in the
[33:30]
police and sheriff's
[33:32]
departments. And so
[33:33]
understanding that that's a
[33:33]
dispute. And there MAY be, you
[33:34]
know, different ways to
[33:36]
legally parse the language. I
[33:37]
don't think there's much
[33:38]
question from the point of
[33:40]
view of the people of the that
[33:41]
we want the independent
[33:43]
monitor. And this is oversight
[33:44]
board involved. Any time there
[33:45]
are internal policy changes.
[33:46]
And so to the extent that
[33:49]
that's not happening, that's a
[33:51]
concern that is potentially a
[33:52]
driver of these kinds of
[33:53]
settlements time. And that's
[33:54]
happened recently with moves
[33:55]
to education based
[33:57]
disciplinary policies in both
[33:59]
departments and also a new
[34:02]
taser policy within dpd. So
[34:03]
it's something to be aware of
[34:03]
that's an issue they care
[34:04]

that there is a need for more

park space downtown. But at

the same time this summer, I

have spent hours and hours and
[35:16]
hours with my constituents in
[35:17]
district 5 who have e-mailed
[35:19]
me who come to office hours,
[35:20]
who had conversations with
[35:24]
Parks and rec and who have
[35:26]
really struggled. I'll give
[35:28]
you 2 specific examples of how
[35:33]
the first one the scooters? So
[35:34]
we have in district 5 and I
[35:35]
suspect that you all have seen
[35:39]
this in your districts as well
[35:40]
in your parks, a number of
[35:42]
young who are as I refer to
[35:42]
cause. And I can say this
[35:45]
because I have teenagers,
[35:47]
feral teenagers running around
[35:48]
all summer long, right? And
[35:49]
what they're doing is they're
[35:50]
driving their e-bikes through
[35:52]
our parks. They're ripping
[35:55]
apart graphs in JUNE, young
[35:56]
child who was playing on a
[35:57]
playground Robinson Park was
[35:59]
almost hit and injured by one
[36:00]
of these bikes. Now I'm gonna
[36:01]
tell you right now this is the
[36:02]
responsibility of their
[36:05]
parents. However, when this
[36:06]
kind of behavior is happening
[36:09]
in a park, it is also the
[36:11]
responsibility of our park
[36:12]
rangers to ensure that it does
[36:14]
not continue. And
[36:16]
unfortunately, my residents
[36:16]
have been told by Parks and
[36:17]
Rec park Rangers directly.
[36:20]
There is not the staffing. To
[36:22]
enforce it. There is not the
[36:24]
budget to put up signage to
[36:26]
bring awareness to it. So
[36:28]
that's the first issue. Second
[36:31]
issue I was going to announce
[36:32]
that. But instead I'm going to
[36:33]
an announcement but also
[36:34]
mentioned it right now. A fair
[36:35]
park is celebrating its 30th
[36:39]
anniversary this year. And
[36:40]
that's really exciting. We're
[36:41]
going to a proclamation us all
[36:43]
see it in a couple of weeks.
[36:45]
Really looking forward to
[36:46]
celebrating the 30th
[36:47]
anniversary of major park,
[36:48]
which is going to happen on
[36:50]
AUGUST 22nd from 05:00pm to
[36:51]
08:00pm in Major Park. This is
[36:52]
something that happens every
[36:54]
year. There's food trucks. The
[36:55]
Denver Municipal Band will
[36:56]
play hundreds of neighbors
[36:58]
come out and enjoy community
[37:00]
together. What they won't
[37:04]
enjoy is a bathroom because
[37:06]
Parks and Rec has told our
[37:07]
office the registered
[37:08]
neighborhood organization and
[37:10]
all of the residents who have
[37:12]
called him that they are not
[37:13]
the dollars or the staffing to
[37:16]
be able to put Porta potties
[37:16]
in Mayfair Park or several
[37:21]
other parks. In District 5. I
[37:22]
know that this is happening
[37:25]
across everyone's districts.
[37:25]
I'm just only going to speak
[37:27]
for Emmys. I statements only
[37:27]
speak for district 5 because
[37:30]
that's what I know about here.
[37:31]
This is a problem because what
[37:33]
my residents came to me and
[37:37]
there were not wrong. Is that
[37:40]
the dollars that they're
[37:40]
paying in taxes are not coming
[37:41]
back to them. They are not
[37:42]
getting the return on
[37:44]
investment that they deserve
[37:45]
for what they are being
[37:48]
charged to live in our city
[37:49]
when there are young families
[37:52]
with kids when there are
[37:52]
elderly families and they
[37:57]
can't access a room for a 30th
[37:58]
anniversary celebration in one
[38:03]
of our parks. Not ok. And so
[38:05]
what we're looking at here in
[38:06]
this ordinance is a transfer
[38:08]
of dollars in the park legacy
[38:08]
funds. The Parks Legacy Fund
[38:13]
was voted on by the voters of
[38:18]
Denver is a 0, 2, 5%, to 5
[38:20]
sales tax that goes directly
[38:22]
to funds the maintenance of
[38:24]
our parks. The acquisition of
[38:25]
more Parkland, et cetera. And
[38:25]
that's what we're talking
[38:26]
about here tonight. 3 million
[38:28]
dollars to acquire more
[38:30]
Parkland. And that is a really
[38:31]
worthwhile saying that we
[38:36]
should be doing. But it is at
[38:39]
the expense providing services
[38:39]
to our residents who are
[38:42]
paying these taxes. And that
[38:43]
is where the problem lies.
[38:46]
This is an administration that
[38:48]
focuses on major projects and
[38:50]
not on the needs and the value
[38:51]
for their dollar for the
[38:53]
residents of our city. And so
[38:55]
I'm going to be a No tonight
[38:56]
because I want to make sure
[38:57]
that the point is me that this
[39:01]
is not okay that our residents
[39:02]
are not happy with this, that
[39:03]
they do not believe that they
[39:05]
are getting the value for
[39:06]
their dollar and they should
[39:07]
been there right. And so I'll
[39:09]

All I your concerns are more

about parts generally as

opposed to this particular
[39:41]
acquisition. And I would say
[39:41]
high that, you know this these
[39:45]
funds are just 4 capital
[39:46]
expenditures, not operating
[39:48]
expenditures and expenditures
[39:49]
like providing additional park
[39:53]
Rangers services are. And this
[39:56]
is actually boy the first time
[39:58]
that any funds have been
[39:59]
expended District 10. And so
[40:03]
the Parks Legacy Fund has has
[40:04]
purchased areas and many other
[40:07]
sections of the city. This is
[40:08]
district ends first
[40:11]
opportunity have a purchase. I
[40:13]
still think that it's a very
[40:14]
good purchase and I will be
[40:16]
voting for it. So thank you,

that, you know, these folks

are important and the way that

we vote talks about our values
[40:38]
and earlier this year, I

talked extensively about a 7.9
[40:43]
million dollar project that
[40:48]
was slated for district 11 for
[40:50]
a maintenance shop
[40:52]
conveniently parks decided to
[40:54]
slash that project by 5.4
[40:56]
million and divert that money
[40:59]
elsewhere outside of District
[41:02]
11 in Montbello and Green
[41:04]
Valley Ranch. And we're
[41:08]
getting a 2.5 million middle
[41:09]
Tuff shed in Green Valley
[41:12]
Ranch, whereas closer to
[41:16]
downtown. They're getting a
[41:18]
13.3 million dollar
[41:23]
maintenance facility with 79
[41:23]
workstations innings or Brent
[41:27]
amount of amenities. And none
[41:28]
of that for a majority
[41:32]
community of color. And so
[41:36]
this capital I acquired meant
[41:37]
is important, but capital can
[41:39]
also be utilized on building
[41:43]
the very buildings that we
[41:45]
need. So I am very happy to
[41:51]
vote no on in a way to push
[41:53]

very easy to say. See the lack
[42:19]
of parks and park maintenance
[42:20]
facilities in the far
[42:21]

inappropriate use of these

funds. But I also agree with

Mike colleagues that there

there are some basic services
[42:39]
that aren't getting I have had
[42:43]
a request to for restrooms to
[42:47]
be open recently. An
[42:48]
observatory park, apparently
[42:49]
all restrooms now close to
[42:52]
02:00pm. Because we don't have
[42:55]
the personnel to to do better
[43:00]
than that. The conditions of
[43:00]
our restrooms are very
[43:03]
frequently, atrocious. It's
[43:04]
basic stuff. What are our
[43:08]
parks replace where our
[43:11]
families gather bold young in
[43:13]
between. We've got figure out
[43:15]
a way to get these basic
[43:18]
services funded. You know, I
[43:19]
keep saying the same thing we
[43:20]
the past year have come up
[43:24]
with large dollar items. 4
[43:25]
major projects. And that's
[43:28]
great that the projects on my
[43:30]
mind were we're needed an end.

We'll make our city a better
[43:35]
place to be this new park in

just not an empty building

sitting there, not for the

long-term use. Understand you

projected for tick needed

dollars to turn into a park.

that being a park with that

person? Any public use their

parking if we acquire. Then at

that point, no, it would not

be public. Just wanted for

information on purchases

definitely have concerns. I

want to make sure that we get

parkway guess Iif and there

across the city. But I also

think this will be really

important to these residents

7, 1, of their biggest

concerns is enough park space

for all the new high rises in

this area has added quite a

bit density. And so for those

reasons, all be supportive of

helping people in district 10

that we've been able to

identify actually move forward

know if that was provided to

us. So I don't know. You have

that information. The parks
[52:23]
per capita in each district.
[52:24]
We've asked about it in
[52:24]
committee. And so just
[52:27]
following up on that. Yes, and
[52:30]
fouled back up with district.
[52:33]
10. He's one of our lowest 2.5
[52:35]
per 1000 and our citywide
[52:38]
averages between 9 and 10. So
[52:39]
this us. Lisa mention a huge
[52:40]
priority for us to close a 5
[52:42]
minute walk gap in it and our
[52:44]
value in one of our densest
[52:45]
and the lowest per capita
[52:46]
area. So those are 2 key Park
[52:52]
service, nexus metrics in
[52:53]
Although concerns, but from
[52:54]
parks system perspective in
[52:55]
the growth of the city, it's
[52:57]
those are think the main
[52:59]
things we're trying so and
[53:00]
haven't been able to find a
[53:03]
property over 15 years. Thank

One other question and make

because it was mentioned that

this is for that the Capitol

in Parks, legacy capital

permit fun. But it's special

parks, the Special Revenue

utilized for maintenance of

parks and upkeep of our

current parks. I mean, yes, I

is what it was meant for

capital acquisitions and the

that we need to start working

them into the 5 year plan. We

already have lots of

commitments under capital

plan. So it's not something

that can start tomorrow. I
[55:29]
expect probably and early 2028
[55:32]
starting that community kind
[55:34]
conversation about what is the
[55:38]
character and desired park
[55:39]
character. But the detailed
[55:41]
design and implementation have
[55:41]
to follow in out here. So we
[55:43]
don't have those projected
[55:45]
just yet, ok, thank you. And

if you could stay for a

second, I have couple just a
[55:49]
little to that. Having served
[55:49]
on park related committee for
[55:51]
the Bond. I sort of saw a lot

of those pipelines We have to

there's a lag by nature,

many properties we currently

on the plans to be a park,

whether their designated yet

or not that are not yet built

construction of that park is

bond project. But it's not

coming from the Parks Legacy

Fund and it really concerns me

being shared up here with you

Entertainment business is an

adult entertainment

businesses. This came forward
[1:04:19]
folks in the industry
[1:04:20]
expressed concern on their
[1:04:20]
kind of their rights to
[1:04:24]
privacy insensitive spaces.
[1:04:25]
And so again, thanking the
[1:04:27]
Department of Licensing
[1:04:31]
consumer protections for
[1:04:32]
taking the time to meet with
[1:04:34]
folks and hearing that out and
[1:04:35]
coming forward with this
[1:04:36]
amendment. And so I ask for
[1:04:42]
support of this. Thank
[1:04:43]

quickly in support of us as

It's a learning for me to know

more about some of the work

really so much that could be

doing about their work
[1:05:02]
conditions, which are often
[1:05:04]
just sometimes really fraught
[1:05:05]
experience. A lot of danger in
[1:05:07]
the workplace more so than a
[1:05:09]
lot of other occupations. A
[1:05:11]
lot of ways a lot of
[1:05:12]
shenanigans, for lack of a
[1:05:13]
better word. So I just want to
[1:05:14]
thank my colleagues for
[1:05:15]
working with the aclu and
[1:05:18]
moving this amendment. Then
[1:05:19]
also some members my office
[1:05:21]
team who who supported that
[1:05:24]
work and was just a very, very
[1:05:26]

sizing. How could this bill is
[1:07:15]
the process that excise a
[1:07:18]
license licensing or
[1:07:19]
protection have gun to really
[1:07:22]
kind of look clea at their
[1:07:24]
process this was one that I
[1:07:26]
could get entirely comfortable
[1:07:26]
with. And that was the
[1:07:33]
04:00am. A provision. I think
[1:07:35]
we're not quite there yet data
[1:07:36]
that demonstrates that things
[1:07:39]
could safer with the leader
[1:07:40]
exit time. I think what I
[1:07:43]
would be interested in is if
[1:07:45]
we can somehow step our way
[1:07:47]
into this, particularly a
[1:07:49]
pilot, geographic locations
[1:07:51]
like where's this actually
[1:07:53]
being desired by which
[1:07:56]
sectors? And let's start
[1:07:58]
little bit more narrowly that
[1:07:59]
I think my future interest in

this tonight, though, I think

this bill needs pull that

section of being up until

and discussion that I had with

of concerns around good
[1:11:01]
neighbor agreements. I voted

no on publication. I had every
[1:11:06]
intention of voting. No,
[1:11:08]
assuming that this change is
[1:11:09]
made, I think that this really
[1:11:10]
resolve the challenges and
[1:11:11]
concerns of my residents all
[1:11:15]

release some of the pressure
[1:11:54]
that we see particularly in
[1:11:56]
downtown during that time when
[1:11:58]
all bars and entertainment
[1:12:00]
business is let out and what
[1:12:03]
we've seen down there is, you
[1:12:04]
know, increase issues with
[1:12:07]
safety and violence during
[1:12:09]
that time. And so, you know, I
[1:12:10]
dent acknowledging that that
[1:12:12]
is the key area where we
[1:12:13]
thought this provide some
[1:12:13]
benefit. I think we're happy
[1:12:17]
to come back. It's this
[1:12:19]
amendment passes to come back
[1:12:21]
and see if right for smaller,
[1:12:23]
localized pilot at a later
[1:12:25]

think this it's been a subject

to some degree of public

attention MAY be no one really

has a licensing deal. There's
[1:13:18]
been a little bit of media and
[1:13:19]
all that. Could you take us 2
[1:13:20]
steps back and explain the
[1:13:23]
rationale. That's the
[1:13:26]
rationale of before provision
[1:13:28]
would sort of release the
[1:13:32]
pressure. People leaving. Yes.
[1:13:36]
So what we is when liquor
[1:13:37]
services required to end it to
[1:13:40]
lot of the bars we'll do or
[1:13:42]
their last call around one 31,
[1:13:42]
45. And then everybody leaves
[1:13:46]
the far-right it too. So what
[1:13:47]
that result in is kind of
[1:13:51]
competition of resources for
[1:13:52]
that ride home to find some
[1:13:55]
food. People are at kind of
[1:13:57]
there. He can talk staycations
[1:13:58]
and so they run into each
[1:13:58]
other funds into each other
[1:13:59]
and there and ends up being
[1:14:02]
some fights. And so what we're
[1:14:03]
hoping is that, you know, if
[1:14:05]
some bars would stay up until
[1:14:07]
2.30, in all cases, liquor
[1:14:08]
service was still required to
[1:14:11]
end at 02:00am. So what was
[1:14:11]
all that was going to be
[1:14:14]
extended was not any drinking
[1:14:17]
times, but just the additional
[1:14:18]
and hours of entertainment. If
[1:14:21]
some bars allowed people to
[1:14:22]
stay on keep dancing or, you
[1:14:24]
know, having some more
[1:14:26]
entertainment potentially
[1:14:27]
provide some options that
[1:14:30]
didn't include alcohol service
[1:14:31]
that that would stagger the
[1:14:33]
number of people in the time
[1:14:34]
since they're leaving and
[1:14:35]
reduce some of the incidents
[1:14:37]
of violence that we see. That
[1:14:38]
was the safety reason. I think
[1:14:40]
there are some other, you
[1:14:42]
know, beneficial reasons far
[1:14:44]
as far as you know, providing
[1:14:45]
additional entertainment
[1:14:48]
options and things like that
[1:14:50]
that I contribute to you know,
[1:14:51]
a thriving nightlife. But that
[1:14:54]
does with the key safety
[1:14:54]
reasons. So it was not a
[1:14:55]
change to alcohol service was
[1:14:58]
still in it, too. But then the
[1:15:00]
difference would be doors
[1:15:01]
closing on call service when
[1:15:03]
ended exact same time. So
[1:15:05]
create sort of a period where
[1:15:06]
hopefully people would leave
[1:15:07]
in waves instead of all at
[1:15:08]
once per Are you basing off of
[1:15:09]
other cities? Studies or where
[1:15:13]
did that idea? Come from there
[1:15:15]
isn't a lot of data around
[1:15:17]
other cities that have tried
[1:15:19]
this where they extend just
[1:15:20]
the entertainment and not the
[1:15:22]
drinking hours. There is some
[1:15:23]
data, although that also is
[1:15:25]
limited. But there is some
[1:15:27]
data that around when you
[1:15:30]
extend the drinking or looks
[1:15:31]
cities that have, you know,
[1:15:35]
extended hours of bars. That
[1:15:37]
sometimes sometimes say there
[1:15:37]
is data that they see
[1:15:38]
increased violence. And then
[1:15:41]
there's also data where they
[1:15:41]
have seen, you know, a
[1:15:42]
reduction in violence. So I
[1:15:44]
think there is some
[1:15:45]
conflicting data as well as
[1:15:47]
some completing of the data as
[1:15:49]
far as what we were proposing
[1:15:51]
with this, which was not to
[1:15:53]
extend any drinking hours but
[1:15:53]
only extend the entertainment.
[1:15:56]
So I think there is
[1:15:57]
opportunity if we can identify
[1:16:01]
the right locations, the right
[1:16:03]
timing all of that where we
[1:16:04]
can pilot and maybe someone,
[1:16:05]
you know, I mean, just telling
[1:16:06]
me that provide some of that
[1:16:06]
data. But there's really not a
[1:16:08]
lot out there on this
[1:16:10]
particular the details that we
[1:16:12]
were proposing. Okay. I mean,
[1:16:14]
it does make comments on sense
[1:16:14]
to me, but is better than
[1:16:16]
common sense. We all know
[1:16:17]
that. Do you all have
[1:16:19]
resources, though, if you were
[1:16:20]
to pilot this, how will you
[1:16:23]
will you be able created a
[1:16:24]
firm that our study that in a
[1:16:25]
way that everyone can be
[1:16:26]
confident feel like it's
[1:16:30]
meaningful, not on a total.
[1:16:32]
Yeah. I think that exploring
[1:16:34]
the pilot will give us an
[1:16:36]
opportunity to have some of
[1:16:37]
the more those stakeholder
[1:16:38]
conversations with residents
[1:16:39]
as well as businesses around
[1:16:40]
what a pilot could look like
[1:16:41]
in a way that would work for
[1:16:43]
them. One thing we didn't know
[1:16:44]
what this was, which
[1:16:46]
businesses would want to even
[1:16:47]
opt into doing something like
[1:16:48]
So this will give us an
[1:16:49]
opportunity to craft a in a
[1:16:52]
way that might we might see
[1:16:53]
more people act, more
[1:16:56]
businesses opt into it, but
[1:16:58]
will partner closely with dpd
[1:17:00]
the police department the
[1:17:02]
adoption of a pilot. If that
[1:17:02]
happens where we can track
[1:17:04]
some of the safety data look
[1:17:05]
at, you other pieces that
[1:17:08]
would be helpful to him.
[1:17:09]
Absent amendment. Would you
[1:17:10]
routinely look into that data
[1:17:11]
anyway to see how it's going
[1:17:13]
if this was just passed, as
[1:17:13]
Oh, absolutely, yes. Yeah. I

mean, we were we would be

you know, if there was any
[1:17:21]
negative consequences of

something like this going

also just because of sheer

density of venues, sometimes

that creates additional
[1:20:36]
conflict just as you know, if
[1:20:36]
you have 20,000 people all
[1:20:37]
getting out on the street at
[1:20:39]
the same time, right at
[1:20:42]
02:00am. And don't want to go
[1:20:44]
home but can stay where they
[1:20:44]
You know, I just I think it
[1:20:47]
really makes sense for us to
[1:20:53]
not just have to opt into
[1:20:56]
conversations really took Li
[1:20:57]
downtown. Those conversations
[1:21:00]
should be norm. Instead of
[1:21:02]

bit on what Councilmember

Hines said. Molly, as you

know, this the piece about the
[1:21:48]
removing mandatory hearings
[1:21:50]
has been an issue of concern
[1:21:52]
for my residents as well. I
[1:21:53]
really appreciate that. You
[1:21:54]
guys are going to address this
[1:21:58]
in rules and I want to ask for
[1:21:59]
you. I think just want to make
[1:22:00]
sure that gets on the record
[1:22:08]
is that you look at context of
[1:22:09]
the location, right? Because,
[1:22:09]
for example, when you are in
[1:22:11]
the middle of Colfax, they're
[1:22:15]
our single-family homes right
[1:22:17]
behind rate. That's like the
[1:22:18]
businesses along Colfax finale
[1:22:20]
and single-family homes right
[1:22:22]
behind And so I just what
[1:22:23]
might be appropriate for
[1:22:25]
downtown where we don't have
[1:22:25]
any single family homes and we
[1:22:28]
don't have children trying to
[1:22:30]
sleep what is appropriate on
[1:22:31]
Colfax are I think going to be
[1:22:32]
different. And the reason why
[1:22:34]
I care about this is and why
[1:22:36]
my residents care about this
[1:22:39]
is because if there's an
[1:22:40]
automatic approval, if there's
[1:22:44]
no required hearing or might,
[1:22:46]
you know, volunteer residents
[1:22:50]
have to request a hearing. It
[1:22:52]
puts the onus on the victim
[1:22:54]
rate to be aware of it to make
[1:22:54]
the request that there be a
[1:22:55]
hearing to gather all the
[1:22:56]
signatures to do all the work,
[1:23:00]
which is not fair to them. And
[1:23:02]
