One issue undergo individual.
[4:10]
Limited injustice for
[4:14]
any announcements.
[4:17]
Miss Mr. President.
[4:21]
We have just one council mountains of prior engagement in
[4:24]
council council Lee was a farewell.
[4:27]
Farewelling counselor. Yes. At this time, new three members, would
[4:35]
you like to come out to the left side?
[4:36]
Here on your right.
[4:42]
Right. Yeah. Whatever side they want you stand outside for
[4:44]
like yep.
[4:48]
And Mr. President, can we take a, make a motion
[4:53]
to suspend the rules and take item 18 out oforder?
[4:55]
Second to take item 18, all in favor.
[4:58]
Aye. I opposed clerk, read item number 18. Item number
[5:02]
18. Mr. President is a petition of by Councilor. Michael
[5:04]
micas is president a petition.
[5:06]
Requesting a new open air parking license, quick auto center
[5:10]
Corp at 39 line street. Please note that this is
[5:14]
a brand, this.
[5:15]
Location does operate down the line. It has repair and
[5:19]
motor dealers on, on the lot. They're looking to do
[5:21]
an open air lot now. So.
[5:23]
This is actually a public hearing that was posted duly
[5:26]
in our local newspaper. So we're gonna have a public
[5:29]
hearing first.
[5:30]
Make a motion to open public hearing.
[5:33]
Second, the public hearing all in favor. Aye. Aye. Opposed.
[5:38]
This shit is
[5:41]
just hold the
[5:45]
a petition is
[5:46]
you petition is aye. Okay.
[5:50]
Potentially as if you'd like to come.
[5:51]
Forward, you can come here.
[6:03]
Just state your name. That's all records.
[6:08]
My name is Patricia.
[6:09]
Last name is Russia, R O C H a.
[6:12]
I'm speaking on behalf of Luciano. Quinella he's the.
[6:17]
Owner and president of quick auto center corporation.
[6:22]
Okay.
[6:26]
Do you have any que why don't you describe what
[6:28]
you're trying to do?
[6:32]
Our company, has we already have a, this is gonna
[6:35]
be our second location.
[6:37]
And we have, we have a lot of contracts.
[6:41]
With a lot of customers and we just need a
[6:44]
place to restart the cars. That's gonna be.
[6:49]
We, I apologize. Haven't got the nervous. I'm sorry.
[6:54]
We we have a towing company.
[6:57]
And we
[7:00]
do the service of trespassing.
[7:02]
And we have contracts with the customers and we just
[7:05]
need the place to storage the cars.
[7:08]
So it's not, we are not gonna.
[7:11]
Work for the city or for the police department, just
[7:14]
for private contractors.
[7:18]
Cultural Dell solar first. Good evening.
[7:21]
How many cars are you gonna store once you told
[7:24]
them?
[7:25]
And how long they're gonna be there for.
[7:28]
Usually the, the length it's a day.
[7:31]
Two tops.
[7:34]
And the
[7:36]
the average of our contract.
[7:38]
Contracts by now. It's gonna be no more than, I
[7:41]
don't know. Usually the average between 20 cars at the
[7:45]
time.
[7:47]
And I'm just curious, is, is there a limit on
[7:49]
how many cars they can?
[7:50]
The fire department and building department will, will give them
[7:53]
a limit on how many vehicles are allowed.
[7:55]
On that line. Okay. Yeah, but that, that number is
[7:58]
just a, like it's around average.
[8:01]
Sometimes it's not gonna be all of the.
[8:04]
No a lot cars, you know? Right.
[8:07]
Well, my question is just only because if you say
[8:10]
you're gonna have 20 cars in the fight department.
[8:11]
Stage you've only allowed to have 10 in there.
[8:15]
Then, you know what I mean? Just see you're on
[8:17]
the same page. No, it's not something we have.
[8:20]
It's we go as, as we, we handle our contract.
[8:25]
You know, we depends on the demand of our customers.
[8:31]
But that's why I'm saying the average is between 15
[8:34]
to 20 and.
[8:36]
And that's
[8:37]
that's a number that we just guessing, you know? Okay.
[8:41]
I'll let.
[8:42]
But if you were not allowed to go over that,
[8:45]
of course we are not gonna go over the number
[8:47]
we are supposed to allow. Please make Mr. P we'll
[8:49]
just make sure that.
[8:50]
The business owners itself end.
[8:53]
The fire department, the police are on the same page
[8:55]
of.
[8:56]
This will call a committee any, we sent a committee
[8:59]
tonight for all the answers and questions. Okay. You know,
[9:01]
that's all the questions I have. Thank you. Yep.
[9:04]
Constable Matewsky and I'll kill you. Thank you.
[9:09]
Mr. President. You said you have.
[9:12]
Two locations. Where is the other one? Our main location.
[9:15]
Now it's in Groveland.
[9:17]
Groveland. Yes.
[9:20]
That's that's our main location.
[9:22]
But Luciano has a lot of customers.
[9:25]
And Summitville Cambridge area.
[9:29]
That's why the
[9:31]
we have a, the necessity of a second location close.
[9:35]
To serve our customers. We, what is on the location
[9:39]
right now?
[9:41]
In this lot.
[9:42]
On Everett? Yes. Is there another business there?
[9:46]
No, it's just a vacant lot.
[9:49]
Yes. You see the problem I have with this type
[9:52]
of a business.
[9:54]
Is a tow company on Robin street already, as you
[9:57]
probably know,
[10:00]
quail is towing has a lot there.
[10:03]
See, this neighborhood has been depressed.
[10:06]
And abused for many, many years with this type of.
[10:10]
These type of operations.
[10:12]
Okay. There was 22 auto body shops at one time.
[10:16]
Just in that neighborhood. Now, there may be five.
[10:21]
And a lot of people moved away or sold their
[10:25]
property. When the casino came in.
[10:27]
And there's a lot of new development going on.
[10:31]
In that area with hotels and.
[10:35]
Restaurants and so forth.
[10:37]
At least that's what we're anticipating.
[10:40]
But
[10:41]
as the chairman of the business and community development.
[10:47]
Committee
[10:48]
I, I I'd like to refer it there. Not only
[10:50]
is it my district.
[10:52]
But as I said,
[10:55]
and no offense to you, Luciano.
[10:58]
This type of business, the wild west days are over.
[11:02]
In Everett.
[11:05]
You know, as far as I'm concerned,
[11:07]
other people. Good luck to you.
[11:11]
We have two total companies in the city right now
[11:14]
that I know of.
[11:17]
But I wish, you know, we'll give you a hearing
[11:24]
at the business and community development meeting. Yeah. But Ia.
[11:24]
Apologize to interrupt. No, it's okay. But we no planning
[11:27]
to.
[11:27]
Talk for the city, the same as those companies, you're
[11:30]
saying to.
[11:31]
Yes, but the problem is, is.
[11:36]
Junk cars and no, there is no, no junk cars.
[11:39]
We just going to handle the cars that are in.
[11:42]
Accident, you told a vehicle for no.
[11:44]
Oh, no, no. Well, we'll just, it's a trespassing.
[11:48]
Oh, just trespassing, trespassing.
[11:50]
Well, you know, Ms.
[11:52]
Into the gentleman. I've heard all these.
[11:56]
You know, after so many years,
[11:58]
you, you know, you hear how nice it's gonna be.
[12:00]
You're gonna put a fence around it and all.
[12:03]
You're gonna have an office in there too.
[12:05]
Yes. Well, we, we can discuss this further at the
[12:10]
business. This should be, yes. We'll discuss this, you know?
[12:14]
Right now I'm opposed to it. I'll be honest with
[12:16]
you.
[12:17]
Because of all the changes, you know, there's a.
[12:20]
A $3 billion casino across the street in area, we are
[12:23]
putting the tow yacht in.
[12:24]
And we've gotta get our priority squared away in this
[12:28]
area.
[12:29]
Don't motion. He'll send us to discuss it at that
[12:33]
with the fight department.
[12:37]
But thank you for being here. And that meeting will
[12:41]
take place before the end of the year.
[12:43]
Okay. Ex excuse the petitioner's.
[12:48]
And then we'll hold up and then we'll continue the
[12:50]
public hearing. And we'll send this to the committee after
[12:52]
the public hearing.
[12:53]
Thank you for coming up, respecting the issue. Thank you.
[12:55]
Second. A motion. Yep.
[12:57]
Should I
[13:05]
motion to open public hearing.
[13:08]
Second.
[13:12]
Okay, Bo train second public Karen. At this time, we'll
[13:15]
be asking people.
[13:17]
Speak in favor or not in favor at this time,
[13:19]
I'd like to ask.
[13:20]
Anybody in favor, this petition.
[13:23]
Come over.
[13:26]
Should I speak right now?
[13:29]
Rock come up to identify yourself, please.
[13:35]
Either one, just press a green.
[13:38]
My name is Rockwell VI Garrido. I'm the owner of
[13:41]
the said property that we're talking about.
[13:44]
And I'm in favor of this petition. Okay. Thank you.
[13:48]
Thank you. We have anybody else.
[13:51]
Has anybody else in favor of this petition?
[13:59]
It's the sun. Okay.
[14:01]
Right. Well, do we have anybody else in favor of
[14:04]
this petition?
[14:06]
Seeing none. Do we have everybody opposed to this petition?
[14:11]
Anybody opposed to this petition.
[14:14]
Anybody opposed to this petition.
[14:16]
Seeing none, that part of the public hearing is over.
[14:20]
Motion to close public hearing. Second motion. Second to close
[14:23]
public hearing all in favor.
[14:25]
Votes it's before you
[14:29]
Mr president. I'd like to refer this item to the.
[14:33]
Business and community development committee.
[14:37]
It make the petition is in.
[14:39]
Any information, the city clerk can provide much made second
[14:43]
to second, first business and community development.
[14:46]
All in favor. Aye. Opposed.
[14:50]
They will get information. They will provide you information.
[14:54]
When the meeting is, and to come up before it.
[14:58]
And that's where they'll
[14:59]
discuss more with you. Okay.
[15:02]
Thank you. We got extra.
[15:09]
1817. No, we're back to the record. MOS refer back
[15:14]
to.
[15:14]
Arreola all in favor. Aye. Polls.
[15:24]
December 11 six o'clock
[15:27]
up here.
[15:31]
We now have public participation.
[15:34]
Before Mr. President.
[15:36]
Do we have a motion to open it?
[15:38]
To open it. Public participation, motion. Second public participation. All
[15:42]
in favor. Aye. All right. Polls collect. We have a.
[15:46]
We have a sign in sheet. Yep.
[15:49]
We have
[15:51]
nine names signed in.
[15:53]
Three out of the nine R duplicate name. So anybody
[15:57]
that is signed in on both sheets.
[15:58]
Please make sure that you come up and you'll have
[16:01]
the.
[16:02]
Two minutes for each part all at once.
[16:06]
Our first speaker will be.
[16:09]
Under the agenda items, Janice Locke.
[16:21]
Hello, I'm trying to understand item number one.
[16:25]
In order requesting approval to accept and expend a grant
[16:28]
from national grid.
[16:30]
And the amount of $40,000 to hire a part-time bilingual
[16:34]
outreach representative.
[16:36]
For utility support and it.
[16:38]
It and energy efficiency program.
[16:41]
Named during our discussion on this item.
[16:43]
Please explain to the people here and to the residence
[16:46]
washer watching why this makes sense.
[16:49]
Why can't national grid hire their own bilingual outreach representative.
[16:54]
It seems odd to me that national grid serving a
[16:57]
diverse clientele.
[16:58]
Does not already have such a person on board.
[17:02]
How much time does a part-time person have to work
[17:04]
to expend $40,000.
[17:07]
And when the $40,000 is gone, what then?
[17:10]
Does the city hire the person outright?
[17:13]
Does national grid grant the city more money to continue
[17:16]
the position.
[17:17]
Please make this make sense.
[17:20]
Thank you.
[17:23]
On another note. I wanna publicly thank my city council
[17:26]
member, Darren Costa, for his commitment in representing all of
[17:30]
the.
[17:31]
Residents of ward three, I for one will miss that
[17:34]
type of representation.
[17:36]
I appreciate you questioning.
[17:38]
Agenda items before you
[17:40]
before you and not just being a rubber stamp.
[17:43]
I appreciated that I could reach out to you with
[17:45]
an issue and you would most likely get it taken
[17:48]
care of or direct me to the appropriate per.
[17:51]
Personnel. I hope you continue to be a voice for
[17:54]
the residents of ward three, who may continue to reach
[17:57]
out to you for help and guidance.
[17:59]
You will be missed. Thank you.
[18:07]
Thank you. My next speaker is Peggy Sereno. Again, signed
[18:10]
in on.
[18:13]
Both both sheets.
[18:26]
I don't think enough information is given with each agenda
[18:29]
item.
[18:30]
Number three who's purchasing and putting in the trees.
[18:33]
Number four, where are these charging stations going to go?
[18:37]
Number five, provide what services, resources, and support for the
[18:42]
elderly.
[18:43]
A year ago, there was a meeting held to discuss
[18:45]
OPPA monies in the survey.
[18:47]
The elder elderly's biggest complaint was that there was no
[18:50]
transportation to the senior center.
[18:53]
They need a road runner.
[18:55]
Road runner is a small vs that can provide transportation.
[18:58]
That could help our elderly stay independent and socially involved.
[19:02]
Roadrunners could take the elderly to the senior center so
[19:05]
they could have morning coffee with friends.
[19:08]
Go to exercise classes and so forth.
[19:10]
Play cards have lunch with friends, so they don't have
[19:13]
to eat alone.
[19:14]
I think it's outrageous that the City of Everett doesn't
[19:16]
have a road runner.
[19:18]
It could take them grocery shopping one day and to
[19:21]
the dollar store, another.
[19:23]
The City of Everett doesn't have at least one road
[19:25]
runner.
[19:25]
Now, but the guy in the corner office got his
[19:27]
ambulance. Didn't he.
[19:29]
Six and seven
[19:31]
what do people need to do to get a bag
[19:33]
of food or a gift certificate?
[19:36]
When people are appointed to boards, why isn't the money
[19:39]
they get for serving on these boards listed?
[19:42]
Why are there so many reappointments.
[19:45]
Why aren't other residents given a chance to serve.
[19:48]
27 and 28.
[19:50]
We need more details about these zoning changes. Why aren't
[19:54]
the.
[19:54]
Included with the agenda item.
[20:02]
34.
[20:03]
A beautification project for small business. Sounds great.
[20:07]
But Pope John hasn't been res renovated.
[20:10]
And our children are still in overcrowded classes.
[20:13]
And our elderly still have a senior center with a
[20:15]
leaking roof.
[20:16]
Number 41 who gets a designated parking spot. The guy
[20:21]
in the corner office.
[20:22]
Number 38, an inventory of trees that needs trimming. I
[20:27]
have a tree in front of my yard that needs
[20:28]
trimming. Can you put me on the list?
[20:32]
And I'd also like to talk about.
[20:34]
Trying to prevent
[20:36]
a tragedy, something needs to be done about these motor
[20:40]
scooters.
[20:41]
I was going up Broadway towards Glendale square about a
[20:44]
week and a half ago.
[20:45]
Coming towards me.
[20:47]
Going down in the bike lane.
[20:50]
Was a woman on a motor scooter and she was
[20:52]
a small woman with a child.
[20:55]
Who could barely reach
[20:57]
the handles and hold on.
[20:59]
And all I could think of, they hit a bump.
[21:02]
Or a pothole they're dead. Let's be honest.
[21:07]
You know, the chances of survival.
[21:09]
Isn't great. I don't know who you'd have to talk
[21:12]
to.
[21:13]
What you'd have to do, but these motor scooters are
[21:17]
becoming a serious, serious problem in the city.
[21:20]
And there's one other issue.
[21:22]
The hen the hail school.
[21:24]
Pack. It's a pack for kids.
[21:28]
Who in their right minds put big boulders in a
[21:31]
pack.
[21:32]
For kids to climb on fall off and get her
[21:35]
it.
[21:35]
And these are tragedies that I think we can prevent
[21:38]
from happening.
[21:39]
Thank you.
[21:46]
Thank you.
[21:47]
Excuse me. Our next speaker is Paul ERDI. Again, signed
[21:50]
in on vote lists.
[22:08]
Good evening first regarding the Davis company, are you asking
[22:12]
why the, they backed off the ex Exxon property or
[22:15]
specif?
[22:16]
Specifically if they backed off because the city council voted
[22:19]
to ban all animal testing. I asked because if it's
[22:22]
regarding your vote impacting.
[22:24]
Biotech or life sciences coming to Everett.
[22:27]
Why not ask Councilor Smith who works at a biocompany
[22:30]
or asked Senator Sal Domenico be a strong ties to
[22:34]
Kendall square.
[22:35]
Companies and developers and ask them to come in and
[22:39]
speak on what they're looking for in a city.
[22:42]
If it's not is Dave, is the Davis company, the
[22:45]
only commercial developer Everett knows or wants to do business
[22:48]
with.
[22:49]
Next regarding the beautification and appreciating.
[22:52]
Can we start first stop by cleaning up the streets
[22:55]
and sidewalks.
[22:56]
If you walk around any street in the city.
[22:59]
Sidewalk of full of trash.
[23:01]
Especially with the tree walls. Are I fully support planting
[23:04]
more trees to bring shade, to help cool. The city's
[23:07]
temperature down, but if we can start.
[23:09]
With not cutting down mature, healthy trees. That would be
[23:13]
great.
[23:14]
Can you get the number of healthy trees? The city
[23:16]
has cut down.
[23:17]
And any other city mature trees would be protected even
[23:20]
during.
[23:21]
Sidewalk work, but here it looks like almost every tree
[23:24]
was cut down. When side was, when sidewalks were being
[23:27]
redone.
[23:28]
Even the newly re renovated parks helped him mature trees
[23:31]
removed. I know what the Swan street park, lots of
[23:34]
beautiful trees were removed.
[23:36]
Next we got on the board appointments. Do any of,
[23:39]
you know what these boards do?
[23:42]
How often do they meet?
[23:43]
If they meet, we are paying them with quite a
[23:46]
bit of money.
[23:47]
Annually in most cases to meet once a month.
[23:50]
Excluding the zoning planning and the election commission.
[23:54]
From from the meetings that from the minutes that do
[23:56]
exist, they're on the city's website, either the art meeting
[24:00]
or when they do meet, it's not very.
[24:02]
Long most last, less than an hour in some cases,
[24:05]
less than 30 minutes.
[24:07]
I bring this up because besides the annual pair there
[24:09]
you'll receive, they are also eligible for a pension.
[24:12]
The recent budget has allocated $20 million to cover past pension
[24:17]
liabilities.
[24:18]
My concern is what the future liabilities.
[24:20]
Because the city payroll has skyrocketed under the submit administration.
[24:25]
It may seem like a drop in the bucket for
[24:27]
the board members, but salaries, but, but the members' salaries,
[24:32]
there are a lot more, more of them. And.
[24:34]
And at this point, we have to address the city
[24:36]
spending.
[24:37]
Inside holding people accountable to do, to at least meet.
[24:41]
Look at all these boards important boards. And I question
[24:44]
some of the qualifications, for example, traffic parking and speeding
[24:47]
are discussed regularly here and.
[24:49]
Went across the city of the members of the traffic
[24:51]
commission's experts.
[24:53]
Then we have the zoning board, a critical board in
[24:55]
the city.
[24:56]
Who are the ex experts on this board? Don't get
[24:58]
me wrong. They're all very nice people. But we have
[25:01]
a school teacher, a real estate agent, a real estate
[25:04]
attorney.
[25:04]
Someone who works for the department of transportation.
[25:07]
And others. I have no idea what their credentials are.
[25:10]
These are people voting every month to approve variances for
[25:13]
big and small developments, all impacting the city and the
[25:16]
neighborhoods. So when you ask about.
[25:18]
The number of developments, 10 or more S on board
[25:21]
in the last three years, how many projects they've approved
[25:24]
and denied? Because during the time I.
[25:26]
Attended the Z awning board meeting, the majority got approved
[25:29]
even over the budders objections as you were present.
[25:33]
Next we got, we got speeding. Many of you during
[25:36]
the holiday drove on highways. Did you notice it or
[25:39]
encounter any speed bumps on route 93, 1.
[25:41]
28 on the mass pike. No, but what you probably
[25:44]
did see was a state trooper packed along the side
[25:47]
of the road to slow down traffic.
[25:48]
Councilor Lee mentioned a few years, a couple of years
[25:51]
ago using retired police cruises and parking them around the
[25:54]
city.
[25:55]
Maybe try that, maybe fly drones around and capture the
[25:59]
worst streets and get, get those streets enforced.
[26:02]
Speeding is a big problem, but it's not the only
[26:05]
one. The laws of the roads are being ignored. You
[26:07]
have people double packed. You have people going down one
[26:10]
way streets.
[26:11]
You have drivers ignoring lights and stop signs. Speed bumps
[26:14]
are not the answer.
[26:15]
Enforcement in, in closing, can the $110,000 for elderly be
[26:20]
targeted to provide transportation to the elderly.
[26:23]
Especially the people like Glendale tower, these people have been
[26:26]
neglected for years.
[26:27]
And deserve to be treated better.
[26:30]
In giving them the ability to shop at a supermarket
[26:32]
or go to the Conley center would be a bit.
[26:34]
Great. Start. Thank you so much. Thank you.
[26:40]
Our next speaker is Mary Forton.
[27:06]
Mary Fort and Cedar terrace.
[27:09]
Several things I want that I read through.
[27:12]
This list that I wanna talk about.
[27:15]
One is speed bumps.
[27:17]
If you stop putting speed down on every street.
[27:20]
Especially in the winter. No one's going anywhere.
[27:25]
Cuz you won't be able to plow the streets.
[27:26]
A street there. Some places it's necessary around the schools
[27:31]
with the kids' eyes to make sure people are slowing
[27:33]
down. So the kids across the street.
[27:35]
Well, you can't have 'em everywhere.
[27:37]
It's not, it doesn't make any sense.
[27:43]
I see that the elderly.
[27:45]
Senior citizen group is getting a lot of money to
[27:49]
function and they should.
[27:51]
But one of the, one of services that they given,
[27:54]
I know they fed lunch that they, they.
[27:57]
Apply for it, but what else goes on down there?
[28:00]
I've been down there for several different things.
[28:03]
And the building looks like an could use some help.
[28:08]
The veterans office is on the second floor. How many.
[28:12]
Disabled veterans can get there.
[28:16]
Question. So
[28:18]
we need some more information on what's going on.
[28:22]
Less, but not loosely.
[28:26]
Changing the bus stop.
[28:28]
On main street in front of polo.
[28:31]
Chicken. If you move it down a block.
[28:35]
Who you blocking in?
[28:37]
They won't have the spaces either.
[28:39]
So if you give it to one, you're taking it
[28:41]
from the other.
[28:43]
And if you move a bus stop.
[28:45]
All the people, depending on that bus stop.
[28:49]
Could find it difficult.
[28:51]
To relocate and
[28:53]
arrange a lot of consideration needs to give into the
[28:57]
residents.
[28:59]
They're here. They pay their bills.
[29:02]
They support the government.
[29:05]
We need the government to support us.
[29:08]
Lisa things that are very important.
[29:12]
Have a good evening.
[29:17]
Thank you. We now have.
[29:18]
Three additional speakers on the non-gender items. Our first one
[29:22]
is Maria bustle.
[29:39]
Thanks. Thanks.
[29:41]
Good evening. I would like to address a recent comment
[29:46]
that was put on Facebook.
[29:47]
Regarding the members who take part in public participation.
[29:51]
And I quote, God will take care of the haters
[29:55]
at public participation.
[29:57]
They don't have a life and they're getting paid by,
[30:00]
you know, who.
[30:01]
Let me break this down for you.
[30:03]
First we are by no means haters.
[30:06]
What we are, are constituents who care about our city.
[30:10]
We question what we don't understand or don't agree with,
[30:13]
but that is our right. And it doesn't mean that
[30:15]
we hate.
[30:17]
And just, how will God take care of us?
[30:19]
Just asking. I will most definitely have to disagree with
[30:23]
you that I don't have a life.
[30:25]
I've been married for 44 years, have three children and
[30:28]
a niece that I have raised.
[30:30]
I was just blessed with my eighth grandchild on the
[30:33]
18th.
[30:34]
And I work full-time. So how do, how does that
[30:37]
classify me as having no life?
[30:40]
I have also never been paid by anyone.
[30:43]
My opinion is my opinion.
[30:45]
To insinuate that someone is behind.
[30:48]
What I say is offensive.
[30:51]
I unlike the person that posted this.
[30:53]
Vote speak and do things of my own volition.
[30:58]
I owe no one, anything. And I speak what I
[31:01]
want.
[31:01]
Not what I'm told to by someone else.
[31:04]
Thank you. And I expect no retaliation or retribution due
[31:07]
to my comments. Thanks.
[31:15]
Thank you. My next speaker is Sandy Giuliano.
[31:28]
Good evening.
[31:30]
I don't have anything prepared tonight because I have a
[31:33]
life too, and I was real busy today.
[31:38]
I just
[31:40]
I just wanted to remind.
[31:41]
This particular board, these coming up in December, your last
[31:46]
two meetings.
[31:47]
There are many issues that we brought up over the
[31:49]
past two years.
[31:52]
And I
[31:53]
would hope that before you, some of you are no
[31:56]
longer here, we can resolve some of these.
[31:59]
One of them is the 180.
[32:01]
Thousand dollars longevity bonus that was paid.
[32:04]
Erroneously.
[32:07]
We could rarely use that money back.
[32:10]
The other one was the unredacted invoices.
[32:14]
That had to do with that. What was it? Title
[32:17]
VI seven or something.
[32:19]
Title 10. I forget the number we'd like to see
[32:22]
those. We'd like to know who's being protected.
[32:25]
What's the update on Corey test with all the units
[32:28]
across the board. We should have an answer on that.
[32:32]
You know, you
[32:33]
tonight at the special meeting.
[32:36]
You
[32:38]
it changed transferring $10 million.
[32:42]
To lessen the tax burden. That's great.
[32:44]
But, you know, we've been telling you the budget is
[32:47]
bloated.
[32:48]
When you look at the next fiscal budget.
[32:50]
You've gotta start cutting some con as we shouldn't have.
[32:53]
Free cash went from 12 to 20 million.
[32:56]
Dollars that shouldn't be, look at the budget.
[33:00]
Make sure you make cuts in the future.
[33:03]
And for those who won't be here.
[33:06]
Thank you. It was nice seeing you bye-bye.
[33:16]
Our last speaker's Margaret Cornelio.
[33:33]
Good evening counselors.
[33:35]
Nice to see you again. I have just a few
[33:38]
comments to make.
[33:40]
One of them is why.
[33:42]
Isn't the safety of our streets being addressed.
[33:47]
I came up here a few months ago.
[33:50]
I told you about how an am the fire truck
[33:53]
couldn't get down our street. My husband had a heart
[33:56]
attack months ago.
[33:58]
And it's the, it's the same.
[34:00]
They pack on both.
[34:02]
Traps of the street. You can't go down. We barely
[34:05]
can go down. It's a parking lot and it's just
[34:07]
not my street.
[34:09]
People have called me and I'm not even a, a
[34:12]
counsel.
[34:14]
And they're all complaining. What can we do? What can
[34:16]
we do? We, the, our streets of parking lot, everyone's
[34:19]
complaining about it. And I went to talk to some
[34:21]
people.
[34:22]
Something has to be done.
[34:24]
They come from a fight. I get it. There's no
[34:26]
parking and what all the buildings and what all.
[34:28]
I'll everything that's going up more apartments is gonna be
[34:32]
more of a cars. I know they said this is
[34:35]
not gonna be any cars.
[34:36]
But I doubt it. I don't say they're all gonna
[34:39]
have cars.
[34:40]
But some cars are gonna be there. Just like students
[34:43]
are increasing. Cars are gonna be increasing.
[34:47]
The rat problem hasn't stopped.
[34:50]
The discovering everywhere.
[34:53]
Shouldn't the developed the developers pay for that. They supposed
[34:57]
to, what do you call it? Trap.
[35:01]
Everybody's complaining about that. They call me, I go, I'm
[35:04]
not even in that. .
[35:06]
I go, you know, I'll bring it up, but I'm,
[35:08]
it's not my job.
[35:09]
I says I have the same complaints.
[35:12]
But it it's just crazy. And the streets you go
[35:15]
down, certain streets.
[35:17]
Houses and disappeared. You know, I gave out cards, my
[35:20]
campaign cards.
[35:22]
Some of them are still there from a month ago.
[35:24]
And the mailboxes are stuffed with.
[35:28]
Male that tells me there is the absentee that nobody
[35:31]
living in that hou the houses.
[35:33]
And nobody's looking at it, cuz you have mailboxes stuffed.
[35:37]
You can see it when you go down.
[35:39]
And the same things it's like from a month ago.
[35:42]
And I'm saying, I don't know, what's wrong with this
[35:44]
picture.
[35:45]
But it's quite a few houses. It's not one. So
[35:48]
maybe I SD should get involved. And.
[35:50]
Take a ride around the streets and see what's going
[35:53]
on in the neighborhoods. Cuz I think there's a lot
[35:56]
of absentee.
[35:57]
Buildings tenants.
[36:01]
Owners and they're not taking care of the property. Thank,
[36:04]
thank you. All right.
[36:05]
Thank you and have a good evening.
[36:12]
That was our final public participation speaker.
[36:17]
Second and second to.
[36:21]
Close the
[36:24]
public participation all in favor. Aye.
[36:26]
Aye. Opposed clerk read Mr. President. Sorry. I was I'm
[36:31]
sorry, can I make a motion to bring up the
[36:33]
appointees?
[36:35]
So I think the motion is to suspend the rules,
[36:38]
take items 8, 9, 10, 13, 14, 15, and 16 collectively. They're all. Reappointments.
[36:43]
And I believe at least one or two of the
[36:45]
Reapp appointees are here in the audience. One is here.
[36:48]
Nick take the items so mentioned by the, take the
[36:53]
motion to take items collectively. Yep.
[36:56]
And second. Okay.
[36:58]
Items 89.
[37:01]
10 13, 14, 15, and 16 are all.
[37:04]
Orders offered by counselor Michael Mackenzie as president. They are
[37:07]
all reappointments to.
[37:09]
Boards and commissions here in the City of Everett eight
[37:11]
in order requesting the confirmation of the reappointment of Ronald Cohen
[37:15]
to the board of assessors for a term of three
[37:17]
years.
[37:17]
Expiring November 30th, 2026.
[37:19]
Nine in order requesting the confirmation of the reappointment of
[37:22]
Macare to the library board of trustees for a term
[37:24]
of two years.
[37:25]
Expiring November 30th, 2025, 10 in order requesting the confirmation of the
[37:29]
reappointment of Patricia Ellis to the historical commission for a term
[37:33]
of three years.
[37:33]
Expiring November 30th, 2026.
[37:37]
13 an order requesting the confirmation of the reappointment of
[37:40]
Molly cadet to the youth commission for a chamber of
[37:42]
three is expiring November 30th, 2020.
[37:44]
Six 14, an order requesting confirmation of the reappointment of
[37:47]
Kyle Colson to the conservation commission for a term of
[37:49]
three years, expiring November 30th, 2026.
[37:52]
15, an order requesting confirmation of the Reapp appointment of.
[37:55]
Cheyenne Rangal to the planning board for item three years
[37:58]
expiring November 30th, 2026 and 16 in order requesting confirmation of the
[38:03]
reappointment.
[38:04]
Of Matilda Graciano to the youth commission for a term
[38:06]
of three years.
[38:07]
Expiring November, November 30th, 2026.
[38:10]
Should make a motion favorable action on all items. Second
[38:13]
motion. Read. Second favorable action. Roll call vote.
[38:19]
All right, this is on all items collectively.
[38:28]
Councilor Costa. Yes, council DelliSola.
[38:31]
Solar. Yes. Council Hanlon. Yes. Councilor Lattanzi. Yes, counselor.
[38:36]
Matewsky. Yes. Counseline yes. Councilor Smith. Yes. And president Mark Casey.
[38:41]
Yes. Eight yay. Zero nays. You have.
[38:43]
So appointed reappointed, all of the members.
[38:46]
Congratulations, any of yous in the audience and anytime after
[38:49]
Wednesday afternoon, you'll be able to come in and get
[38:52]
sworn in by me.
[38:56]
Can we make a motion to take item? I think.
[38:59]
35 is that they're here, right? National grid? Yes. They're.
[39:04]
Second item number 35 law in favor. Aye votes. Aye.
[39:14]
Council Smith.
[39:19]
No item number 35, Mr. President.
[39:23]
Is a, was a public hearing that we held.
[39:26]
At the last meeting off of my Councilor, Michael as
[39:29]
president a petition from national grids seeking permission to install
[39:31]
approximately 400 feet of eight inch plastic.
[39:34]
Gas main on Boston street between Rivera beach Parkway and
[39:38]
veil street. It was requested at the last meeting that
[39:40]
miss Cudi come before the, the council.
[39:43]
To give us some further information and she is here
[39:45]
before us. Ms. Kelly, how are you tonight? Bush Meda,
[39:48]
Ms. Kelly, come before us.
[39:50]
Second. All in favor. Aye. Opposed Kelly, how are you
[39:54]
tonight? I'm fine. Thank you. How are you? Very good.
[39:57]
Okay. What we doing here? So I was here at
[40:00]
the last meeting and.
[40:03]
One of the council members asked me to look into
[40:06]
a public, a grand location, hearing that DeVere had come
[40:10]
on.
[40:10]
Behalf of national grid.
[40:12]
They actually were here for a different utility.
[40:16]
They are utility contractor. So they work with different utility.
[40:20]
Providers, public and private.
[40:23]
And so they were not here on our behalf. So
[40:26]
I just wanted to mention that.
[40:30]
And answer any other questions.
[40:32]
Do you have any questions?
[40:34]
Ms. Kelly, Mr. Counsel DelliSola is this only.
[40:41]
Is this piece only about.
[40:46]
The piece that's on it. Nothing about.
[40:48]
The other issue we had, correct? Correct.
[40:51]
So it's only on
[40:53]
getting permission to install for defeated agents, plastic main.
[40:56]
Nothing to do with the Broadway trench? No, correct. No.
[40:59]
Okay.
[41:00]
Alright, council Hamman. Thank you.
[41:03]
Thank you for coming back.
[41:05]
Yeah, I still having a problem with Broadway.
[41:08]
And I had asked
[41:10]
that any time that national grid or anyone that wants
[41:14]
to take off the streets.
[41:15]
They appear with their contractor.
[41:18]
And sometimes you say, well, we haven't hired a contract
[41:20]
yet. Well, then we could hold it until that contractor
[41:23]
comes here.
[41:25]
I wanna see a contractor.
[41:26]
I want Broadway to be fixed. I don't want this
[41:29]
street to wind up turning up like Broadway.
[41:31]
That's what I'm interested in. Everybody says, no, we're gonna
[41:33]
do a fine job to contractor comes. That's a job
[41:35]
and takes off.
[41:37]
And what does that leave us? Leave us the bumpy
[41:38]
street, holes, whatever, you know,
[41:41]
and I'm not happy with it. And I don't, and
[41:43]
I have a lot of people that are not happy
[41:45]
with it. So.
[41:47]
I'm I don't, I don't mean to yell at you
[41:49]
cause I know you have nothing to do with it,
[41:50]
you know, but I'm just angry that the fact that
[41:52]
no one is looking at that problem on Broadway and
[41:54]
it's terrible.
[41:56]
And I'm only looking for the first snowstorm to come
[41:58]
and see what's gonna happen there. It's gonna be a
[42:00]
disaster.
[42:01]
Traffic won't get outta Boston. It'll be so bad.
[42:04]
And I don't want the same thing to happen to
[42:05]
this street. So you tell me what I would do.
[42:08]
Would you approve it? If you were me?
[42:10]
So for this particular job on Austin street, this is
[42:14]
a customer request. The customer is paying for the work.
[42:17]
The work will also be done.
[42:18]
By Devaro. We have a dedicated supervisor, oversees the work
[42:22]
in Everett. I spoke to him about Broadway.
[42:25]
And he referred me to the city engineer, Julius of
[42:29]
fury, who I spoke to as well. And.
[42:32]
From what I understand that particular job is very.
[42:36]
Complex because Julius had selected where the main would go
[42:40]
and to install that we have to dig up concrete.
[42:43]
Cobbles some.
[42:44]
Train tracks that are, you know, very old trolley car
[42:47]
tracks.
[42:48]
And some stuff that's
[42:50]
attached to those. So it's slow going. So they plated
[42:54]
it, they dig it at night, they played it and
[42:56]
then they come back the next night and put in
[42:58]
the main. So they're kind.
[42:59]
Of like leapfrogging the whole job.
[43:01]
So Julius said he's more than happy to explain this
[43:04]
particular job, if you would like.
[43:07]
Him to come because he he's.
[43:10]
He's a directed us to do it this way. And
[43:13]
he's, he's happy with how it's progressing. So we're gonna,
[43:16]
Jim play the city employee, right.
[43:18]
Well, I'm not he offered. I know, but that's
[43:21]
what, that's what it sounds like, you know? And.
[43:25]
To me, it just doesn't make any sense that national
[43:27]
grid wants to do something right for the City of
[43:29]
Everett. Cuz so far, as far as I'm concerned, national
[43:32]
grid is.
[43:32]
Running zero. And I'm not gonna vote for anything that
[43:35]
comes forward from about, I mean, I like you, a
[43:38]
nice person, everything you've done, be some favors and everything,
[43:40]
but I just can't.
[43:41]
Vote for anything for national grid, because they will not
[43:43]
come back here and answer that question and they can
[43:46]
blame it on Julius. If they want to, they can
[43:47]
blame it on me or they can blame it on
[43:49]
anybody.
[43:49]
But national grid is responsible for that job.
[43:52]
And they're not taking care of it. Right. And so
[43:54]
Julius, and again, I'm not please. I'm not yelling at
[43:56]
you. That's okay. .
[43:59]
Julia said he's more than happy to come and explain
[44:01]
it, but he's happy with how it's going. And he
[44:03]
said also that when the job is finally finished, they
[44:06]
will come back and do.
[44:07]
A better job with the final paving.
[44:11]
Okay. Yeah. Thank you. You're welcome.
[44:14]

[46:00]
or no? Yes. Can we take items?
[46:02]
1, 2, 3, 4, 5, and 11, collectively as they're all grants.
[46:09]
1, 2, 3, 4, 5, and 11 collectively.
[46:12]
Yes. Is that what it was? Council Smith. Yeah. Yes,
[46:15]
please.
[46:15]
Motion me to take items. 1, 2, 3, 4, and five and 11

[46:22]

[48:02]
The city could we have attorney Lattanzi before us, please?
[48:06]
Excuse me. Do we have attorney a Tanzi Lattanzi before
[48:09]
us, please wish she made have second a motion, Mr.
[48:12]
Lattanzi before us all in favor.
[48:14]
Aye oppos council Smith.
[48:17]
Matt McKenzie, director of planning and development. Thank you. I
[48:19]
just have a few questions on some of the grants.
[48:22]
So the first one on the 40,000 to hire a
[48:25]
part-time bilingual outreach representative.
[48:28]
Have we hired that person yet? We have not. Okay.
[48:31]
And is this something that we expect to see continuously?
[48:35]
Meaning that once the grant runs out, we would expect
[48:38]
to be hiring them. Part-time in the budget going forward.
[48:41]
That is not the intention. No, we.
[48:43]
Have a full-time position that is budgeted. It is a
[48:47]
two year grant funded by national grid for the community
[48:50]
first partnership. So that is.
[48:52]
Very much aligned with the, the mission of this part-time
[48:54]
employee.
[48:55]
That grant, like I said is two years. It is
[48:58]
50% subsidized by national grid and 50% in the.
[49:01]
In the budget that was reflective on the FY 24
[49:04]
budget. And we'll remain reflective in the FY 25 budget.
[49:07]
This position $40,000.
[49:10]
Is for a part-time bilingual advocate to assist with that
[49:14]
community first partnership employee.
[49:15]
Who we are still in the hiring process for we're
[49:18]
in the second round interviews for quite a few folks.
[49:21]
This again, and this is going to relate to the
[49:24]
second item, which is.
[49:26]
Additional monies from, I, I think it's EEA.
[49:29]
A regarding very similar work. So I'll get into the
[49:33]
details of that, but essentially.
[49:35]
The, the populations of people who very rarely actually.
[49:41]
Receive the incentives that are available.
[49:45]
The ones who are isolated the most are English as
[49:47]
a second language, low income.
[49:51]
People who have just migrated into the country.
[49:54]
Renters, non homeowners. They're the ones who don't really.
[49:57]
Actualize any of the benefits and the incentives that are
[50:00]
available? I, myself, I speak English as a first language.
[50:03]
I'm pretty good at navigating websites. And.
[50:06]
Internet. I find it very confusing myself to, to figure
[50:08]
out if I'm.
[50:10]
Eligible for a, a solar panel rebate, or if I
[50:13]
can.
[50:14]
Get some energy credits from a solar farm out in
[50:17]
Western Massachusetts. It's very tough to navigate it.
[50:20]
So this is to help bridge that gap a little
[50:22]
bit with our English as a second language population.
[50:25]
Okay. And then my second question is about the 270,000
[50:30]
for technical assistance.
[50:32]
So, is that someone that we're again, similar question. Are
[50:35]
we gonna hire someone for the technical assistance?
[50:38]
Is it going to evolve into a full-time job or
[50:41]
what are we using that 270,000.
[50:43]
To do so, none of that is a, a full-time
[50:46]
position, nor is it even an employee within the city.
[50:48]
Rather, it's a partnership with community organizations. If.
[50:51]
You wouldn't mind, I'm gonna read just a few sentences.
[50:53]
It's the narrative of the application that we sent in
[50:55]
and received this grant for.
[50:57]
So this project leverages trusted community based organizations or CBOs
[51:01]
as delivery venues to overcome linguistic and cultural barriers to
[51:04]
the elec to electr.
[51:05]
Electrification adoption in a frontline community.
[51:08]
This work will be done through the creation of a
[51:10]
team or cohort that will work to provide electrification measures
[51:14]
and utility bill assistance to create safe and healthy homes.
[51:16]
In community spaces, this partnership will assist CBOs who have
[51:20]
not traditionally engaged in electrification in resiliency programs, but have
[51:24]
already worked.
[51:25]
Diligently on community service and organizing.
[51:28]
This funding will be aimed at upgrading census tract 34 25,
[51:32]
the electrify Everett target area, which is home to people
[51:35]
who have histor.
[51:36]
Historically, not historically benefited from energy savings programs and incentives.
[51:41]
Those who are English, isolated language, isolated, low income rent.
[51:44]
Renters landlords with smaller two to four unit multifamily properties.
[51:49]
So, again, this is partnering with those community based organizations.
[51:53]
I believe in total, we've identified four or five.
[51:56]
LA Luma, Asian Everett, Haitian community center, and the Everett
[52:00]
community growers of the four that come to mind. There
[52:02]
may be a fifth. I'm unsure, but.
[52:04]
The that's where these monies would be expended.
[52:07]
And so we're going that 40,000 bilingual outreach card is
[52:10]
going to use that 270,000 to provide assistance. Is that
[52:14]
how I look at it? No, the.
[52:15]
The 40,000 is a standalone that is more focused on.
[52:20]
The city as a whole. Okay. So they are going
[52:22]
to be boots on the ground.
[52:24]
They're either going to be calling folks or just knocking
[52:27]
on doors.
[52:28]
They're really trying to, again, bridge that gap, but mainly.
[52:31]
Having to do with English as a second language individuals.
[52:35]
This other grant item number two.
[52:38]
Pertains to the community based organizations.
[52:42]
So that their membership is better informed about this and
[52:45]
that they could push out the messaging on our behalf.
[52:48]
Okay. So 270 is gonna be disseminated to those organizations.
[52:52]
Correct. Okay.
[52:55]
No further questions for me. I'll just be looking at
[52:57]
this in budget time to make sure that we are.
[53:01]
Actually hiring another $40,000 a person.
[53:04]
Part-time job. Thank you. You're welcome.
[53:09]
Councilor Costa. Thank you. Mr. President. Thank you, Mr. Lattanzi.
[53:13]
Just to expand a little bit on the benefit of.
[53:16]
Using a grant through national grid to hire internally a
[53:20]
bilingual outreach in lieu of having.
[53:23]
National grid, which was suggested tonight, let's say taking.
[53:26]
Taking on that responsibility through their full-time employment. Does that
[53:30]
put, you know, could the difference be that puts a
[53:32]
body here at city hall that.
[53:34]
Will there be additional outreach? Let's say.
[53:38]
Through the city hall programs, meaning, you know, not only
[53:42]
are we playing that intermediary, but then we're also proactively
[53:45]
looking for.
[53:46]
People that speak English as a second language at home,
[53:50]
precisely. Just that. Yeah. The, the rationale behind this being
[53:53]
a city hall.
[53:55]
Employee now, granted, this is a part-time employee. It does
[53:58]
not have the intention. Like I just responded to counselor
[54:01]
Smiths of being extended past.
[54:03]
Just the grant period, but the, the rationale behind having
[54:07]
an individual.
[54:08]
Actually placed in city hall is that people come here.
[54:11]
With questions with concerns, and we try to address them
[54:14]
as much as we can. In-house we don't like to
[54:16]
refer people.
[54:17]
To a phone number to call or a different agency
[54:20]
to reach out to. We really want to, to try
[54:23]
to solve as many issues as we can when somebody
[54:25]
walks in the.
[54:26]
Door and has a problem as opposed to telling them
[54:28]
to call.
[54:29]
Another number, and this is especially true for again, folks
[54:32]
who speak English as a second language, navigating through multiple
[54:37]
phone numbers.
[54:37]
Or websites that are very oftentimes just heard in English.
[54:41]
It's very difficult to do.
[54:42]
So there, again, having that, that individual placed in city
[54:46]
hall.
[54:47]
And to your point, too, of, you know, kind of
[54:50]
having the, the identity, I guess, of a city hall
[54:53]
employee.
[54:54]
It is more easily and more readily acceptable or accessible
[54:57]
rather to utilize city resources. If they are more aware
[55:01]
of those city.
[55:02]
Resources knowing how to push out messaging through social media,
[55:04]
through our mailing list that we already have established going
[55:07]
to the events tabling at events. It's just a lot
[55:10]
easier.
[55:10]
To corral that individual. If again, they are a city.
[55:13]
City hall employee, as opposed to a national grid employee.
[55:16]
Okay. In, in a lot of these programs go up
[55:19]
until like 20, 30 or later.
[55:21]
In this being a temporary program, obviously the need likely
[55:24]
won't disappear. So is that something that's gonna be funded
[55:28]
in the future?
[55:29]
Through, I know you had mentioned EEA or is it
[55:31]
expected to be funded through.
[55:33]
The general budget. I don't believe that it would be
[55:36]
funded through the general budget.
[55:38]
There, there are a lot of grant opportunities out there
[55:41]
right now through E a through national grid, through a
[55:44]
litany of different sources.
[55:45]
It is not the intention of the planning department to,
[55:48]
to seek additional.
[55:50]
Full-time or even part-time salaries for any roles pertaining to.
[55:55]
This, so the old business to continue to see grants
[55:58]
come forward and likely this won't.
[56:00]
Become a regular item. Okay. Understood. And, and just wanted
[56:03]
to explain it is important, cuz it could, these, a
[56:06]
lot of these grants from the federal government continue on
[56:08]
to 2030.
[56:09]
On. And then on number three, when it comes to
[56:12]
the trees, I had another piece on, I know your
[56:14]
office has worked on a tree form, a Google form.
[56:17]
Which are then in the back end, connecting to a
[56:20]
three 11 constituent service, which creates a ticket for the
[56:22]
D P w.
[56:24]
Which I like one of the things I've noticed, and
[56:25]
this is walking throughout the whole city and I'll expand
[56:27]
on this later.
[56:28]
Is there doesn't seem to be a regular maintenance of
[56:32]
trees. A lot of trees have become overgrown and they're
[56:34]
grown.
[56:35]
So before we accept more trees into the city, which
[56:38]
is vital.
[56:40]
I know in the budget we had an arborist, has
[56:42]
that been hired? And do we have a plan today
[56:45]
in what it would take in terms of effort to.
[56:48]
Proactively start trimming trees in lieu of.
[56:51]
Kind of getting to where we are today, where some
[56:54]
of these trees are overgrown and they're in the wires
[56:56]
likely potential hazards. And then some are scooping down, maybe.
[57:00]
Weren't the right choice of trees that are getting in
[57:02]
the way of pedestrians walking. So.
[57:04]
Are we up to date with the labor? We'd need
[57:06]
to maintain all the trees in the city or do
[57:08]
we need a large one time expenditure to get all
[57:12]
the.
[57:12]
Trees to a better, a better place. Thank you.
[57:15]
So da daily or day-to-day maintenance of the trees that
[57:18]
falls within the purview of D P w. So I,
[57:21]
I don't want to sit here and represent D P.
[57:24]
W's needs or wants or whether or not.
[57:26]
They feel comfortable with the amount of manpower that they
[57:28]
have currently. I genuinely don't know.
[57:31]
As to the, the grant, the existing trees and whatnot.
[57:35]
Any, any of the trees that are planted under.
[57:38]
Either of the two programs that we have right now.
[57:42]
For free trees in the city, those would be planted
[57:45]
by.
[57:46]
A, a state arborist who then in addition to actually
[57:49]
doing the planting is responsible for maintaining for up to
[57:52]
two years. Each of those trees.
[57:54]
And they have a very good inventory as to, to
[57:56]
the locations of those. So maintenance of those trees.
[57:59]
While, understandably thinking the trees that are already overgrown or.
[58:04]
Need a lot of attention. This is not taking attention
[58:08]
away from those trees because it, it is not done
[58:11]
through city staff, but rather through.
[58:13]
A a state appointed.
[58:15]
Basically a consultant that we're utilizing.
[58:19]
And I apologize, the, any portions of the questions that
[58:22]
I didn't touch upon. So the arborist, I know there
[58:24]
was one in the budget. Has it been hired?
[58:25]
That position has been posted and we have an interview,
[58:29]
I believe.
[58:30]
This or next week for that position. Okay. And, and
[58:33]
Ms. President, the only reason I ask is, you know,
[58:35]
you walk around the city, there is a tree trimming
[58:37]
issue. One of the first things I ask.
[58:38]
When I arrived, is, is there an annual maintenance schedule
[58:41]
right in the response generally for this and other things
[58:44]
are, well, we take calls and we come out when
[58:46]
we receive the.
[58:46]
Calls problem is 70% or so here are renters. Generally.
[58:50]
They're not gonna call look around and you'll see any
[58:52]
street has issues two years. It's great to.
[58:55]
Have that period of free maintenance, but we know that
[58:57]
maintenance on trees, it comes far further than two years.
[59:01]
Not much is needed in the first two years. So.
[59:03]
Just as, as we continue to accept these donations, I
[59:06]
think they are important. We need to also look at
[59:08]
the budget and expand upon the services that we have
[59:11]
available.
[59:11]
For actually keeping them in good order. Cuz once they're
[59:14]
overgrown.
[59:14]
It's really tough to bring 'em back. Thank you.
[59:22]
Council Smith. Thank you. I just had a question on
[59:24]
number four and I didn't ask you this so apologize
[59:27]
if you don't know this answer, but.
[59:29]
The electric vehicle charging stations. Do you know where we're
[59:33]
gonna put them yet? Or you guys are still thinking
[59:34]
about it?
[59:35]
The excuse me, the plan has been submitted for locations.
[59:39]
I don't have 'em off the top of my head
[59:40]
from my discussions.
[59:42]
They include the Norwood street lot. Right next to city
[59:45]
hall. I don't believe that there is one sided at
[59:47]
the city hall parking lot. I could be wrong, but
[59:50]
I don't believe that.
[59:50]
There is a river green parking lot is another location
[59:53]
for them. I know that we were talking at one
[59:55]
point about a police station charging station.
[59:59]
But actually the, I believe it was the police who
[1:00:01]
pushed back a little bit on that, just because of
[1:00:04]
both security issues. These are supposed to be public mm-hmm
[1:00:07]
Publicly accessible charging stations and we don't.
[1:00:09]
Necessarily want people parking in back of the police station
[1:00:12]
for an hour or two. And then there was also
[1:00:14]
just an accessibility issue with like a swing of a
[1:00:17]
car.
[1:00:18]
I can get you those locations and definitively that's from
[1:00:22]
recollection. I haven't really looked at it in okay. Quite
[1:00:24]
some time. All right.
[1:00:26]
Thank you. No further questions. Move our customer. I mean,
[1:00:31]
I'll I just, I'm a guest. Okay.
[1:00:34]
I just have one question. Oh, sure. There was SK.
[1:00:37]
How long does it take for a.
[1:00:39]
10 to 15 foot tree to start cooling down.
[1:00:43]
Anything it's an investment. It takes some time, but if
[1:00:46]
we don't.
[1:00:47]
Start now, then it'll never happen. I know. See, so
[1:00:51]
mentioned earlier, he cut down a lot of healthy trees,
[1:00:53]
which.
[1:00:54]
Provide cooling because they're that big.
[1:00:57]
So, I don't know if I'll be around the most
[1:00:59]
people here by the time that.
[1:01:01]
Little 10 foot tree starts cooling anything. So I don't,
[1:01:05]
I mean, put the tree in my yard up, you
[1:01:07]
know, let my dog use it typically. Good government.
[1:01:09]
Plans for the future as opposed to present. So that's
[1:01:12]
what we're doing. All right. Thank you. We've excused.
[1:01:16]
Thank you, Mr. You're welcome time on the motion. Council
[1:01:20]
hill items, 1 12 3, 4, 5, and 11.

[1:01:26]
move favorable action on him. But at the same time,
[1:01:28]

[1:01:30]
That we get on each one of these from whoever
[1:01:32]
gets the funds.
[1:01:34]
A quarterly report on the amount of money that was
[1:01:37]
spent, what it was spent on how much is left
[1:01:39]
and when they expect to expend that, I'd like to
[1:01:41]
have that quarterly report on.
[1:01:42]
Each one of them come to the city council office.
[1:01:45]
Great idea. Second, how much made to take out?
[1:01:49]
Favorable act for one to five plus 11 to alter.
[1:01:52]
Request a quarterly on the expenditures of each one of
[1:01:56]

[1:03:45]
We are on to
[1:03:47]

[1:03:58]
17 and 2325, right.
[1:04:02]
That's correct? 20 through 25. Sorry. That's okay.
[1:04:11]
Motion to take April 17, 20 and 25 correctly. All
[1:04:14]
in favor.
[1:04:15]
Opposed clerk, read the petitions, please. Item 17.
[1:04:19]
And 20 through 25 are all renewal petitions.
[1:04:24]
Noted by our current petitioners item 17, all offered by
[1:04:27]
Councilor Michael Mike Casey, as president 17 and petitioner requesting renewal of
[1:04:30]
a lodging house license for the mob at.
[1:04:32]
51, Chelsea street, 20 a petition requesting the renewal of
[1:04:35]
a class two motor vehicle deal license for whites auto
[1:04:38]

[1:04:47]

[1:04:48]
For best cars, auto sales at three ever. I three
[1:04:51]
ever a 23 a petition requesting the renewal for a
[1:04:54]

[1:04:56]
Freightliner at two river green drive 24 petition requesting the

[1:05:27]
All seven items, collectively Councilor Costa? Yes. Consella Sola. Yes.
[1:05:31]
Council Hanlon. Yes. Councilor Lattanzi. Yes. Council ween. Yes.
[1:05:35]
Councilor Smith. Yes. President Mount Casey. Yes. Seven zero nays.
[1:05:38]
You have passed all seven petitions. So number nine is
[1:05:42]
not right. We.
[1:05:43]
Gotta do number 19, which is a new one. It's
[1:05:45]
a little different item. Number 19 is a petition offered
[1:05:48]
by Councilor Michael Micha as president and petition requesting a.
[1:05:51]
New mechanical auto body repair license for Toro mechanic at
[1:05:55]
39 God street, please note, there is existing licensee there.
[1:06:00]
The licensee is here and the new licensees are here
[1:06:02]
also. It is a.
[1:06:04]
In essence, a transfer of the licenses gonna be a
[1:06:06]
new operator of the license as we do with most
[1:06:10]
of our.
[1:06:12]
New.
[1:06:14]
Licensees. I request that this go to the community and
[1:06:18]
business development group so they can introduce themselves to the
[1:06:20]
committee.
[1:06:23]
believe that meeting is scheduled for December 11th, at 6:00 PM. Monday,
[1:06:27]
December 11th at six, correct. Say again, second to refer this.
[1:06:31]
To community development.
[1:06:37]
All right, clerk.
[1:06:39]
All those, all the fish, two of them, right.
[1:06:44]
Motion made, referred us to what's his name? Building in
[1:06:49]
business development. Yeah. Canadian.
[1:06:50]
Business development all in favor. Aye. Opposed.
[1:06:54]
Big fur to building development.
[1:06:57]
No just, yeah. 18 was already done. This is now.
[1:07:00]
Yeah. 18 and 19%.
[1:07:03]
Numbered. All right. Item number 26. We're now on committee
[1:07:06]
reports. Item 26 is an ordinance often by Councilor Michael
[1:07:10]
que as.
[1:07:10]
President in ordinance amending the zoning on, I appendix a
[1:07:13]
section 30 to allow kennels pet, pet daycare, veterinary, and
[1:07:17]
pet grooming establishments in the lower.
[1:07:19]
Broadway, residential, multi, multiple.
[1:07:20]
Family sub-district
[1:07:42]
yes, we have someone actually looking for this. There's there's
[1:07:44]
the reason this is.
[1:07:46]
What's come came before us. I believe it's the building
[1:07:48]
as you're going around the rotary.
[1:07:51]
I don't remember type of business that was there a
[1:07:53]
label company that was the company opposite. The tanks that
[1:07:56]
building there, it's kind of.
[1:07:58]
Right in front of the batch out almost like diagonal
[1:08:00]
in front.
[1:08:01]
Someone is looking to operate in that lodge brick building
[1:08:05]
at the corner.
[1:08:07]
I think that was called quick stick, quickly label something.
[1:08:10]
Yes. Quick labels. Yeah. What do they want to do
[1:08:12]
there?
[1:08:14]
I believe it's a Ms. Zi can answer better than
[1:08:16]
me, but pet grooming and daycare and things like that.
[1:08:19]
It's a kennel, it's technically a kennel license, which would.
[1:08:21]
Be issued through my office.
[1:08:27]
On that tonight.
[1:08:28]
Council Smith. I just wanna say that I'm voting against
[1:08:32]
this because I don't think we're doing the right thing.
[1:08:35]
By just
[1:08:38]
changing the lower Broadway.
[1:08:40]
Residential district to accept kennels anywhere in the residential. Multi-family
[1:08:46]
that's what we're changing this.
[1:08:47]
Today, I believe that someone has already bought the building.
[1:08:51]
So to me, even though it's, it's not spot zoning,
[1:08:54]
it's, we're literally saying.
[1:08:56]
Anyone that's in a residential multi-family can now have a
[1:08:58]
pet kennel. If they, if they want, they can apply
[1:09:00]
for a special permit.
[1:09:02]
I think the right thing to do is to rezone
[1:09:04]
it correctly, to.
[1:09:06]
Commercial or something else, but I just wanna say I'll
[1:09:09]
be voting against it for that reason. Not because I'm
[1:09:12]
against the pet kennel because I just want it to
[1:09:14]
be.
[1:09:14]
Zoned correctly, but the, the board can.
[1:09:17]
Decide to vote, how they walk.
[1:09:20]
Councilor Costa Ms. President, does it make sense to read
[1:09:23]
off at least one of the paragraphs here from the
[1:09:25]
committee report? I don't know if everyone had a chance
[1:09:27]
to.
[1:09:28]
It would be paragraph 1, 2, 3, 4, 5, 6, the big paragraph there.
[1:09:34]
Well, the, the committee referred this back with no recommendation.
[1:09:38]
Do you want me to read that paragraph is what
[1:09:40]
you're looking to do. The committee was informed that the
[1:09:42]
planning board.
[1:09:43]
Had approved the zoning change, Councilor Smith expressed a concern.
[1:09:46]
That the zoning area referenced in the proposal needed to
[1:09:49]
be fixed. Mr. Lattanzi explained that the city was currently
[1:09:51]
undergoing a zoning recodification.
[1:09:53]
And that this issue would be addressed.
[1:09:56]
He mentioned that approximately 14 parcels would've N.
[1:09:59]
Would have needed to be rezoned and moving forward with
[1:10:02]
the change now would create.
[1:10:03]
Far less unattended consequences. Council's costs are inquired. If a
[1:10:07]
business had requested the zoning change in Mr. Zi indicated
[1:10:11]
that it was one of the.
[1:10:12]
Reasons for the change. Councilor Costa asked if this particular
[1:10:15]
business plan to occupy a whole building for this purpose.
[1:10:17]
And Ms. Lattanzi responded that he believed that to be
[1:10:20]
the intent.
[1:10:20]
Referencing the bat you had residential complex that would be
[1:10:23]
nearby that had a lot of dog owners.
[1:10:25]
Council Costa expressed concern that a large pet daycare operation
[1:10:29]
would result in more vehicles from surrounding communities bringing their
[1:10:32]
pets to this daycare.
[1:10:33]
Impacting traffic in the city, Councilor Costa suggested setting a
[1:10:37]
limit on square footage. Zi suggested that the city council
[1:10:40]
may want to limit the amount of license.
[1:10:41]
Licenses issued. Mr. Cornelio explained that in order to limit
[1:10:45]
licensing.
[1:10:46]
And ordinance would need to be created. Councilor Smith recommended
[1:10:49]
that the ordinance be amended by deleting the reference to
[1:10:51]
why and replace.
[1:10:53]
With SP for special permit, the committee voted favorable on
[1:10:56]
the amendment, but there was no recommendation when it came
[1:11:00]
out of committee.
[1:11:03]
Procedural question.
[1:11:04]
Do we, can we vote on the amendment first or
[1:11:08]
do we vote together? You should vote on the amendment
[1:11:11]
first. Okay. You can.
[1:11:13]
Technically do it both ways. Okay. But the proper way
[1:11:16]
is to do it. All right. So fear action on
[1:11:18]
the amendment. Say him, excuse me. What.
[1:11:21]
The amendment does the amendment changes it from a.
[1:11:24]
Yes to allow pet kennels for a special permit. So
[1:11:27]
you have to go up to the, I think the
[1:11:29]
planning board and request a permit to get a.
[1:11:33]
Does this limited any kind of zoning at all on
[1:11:36]
the, it doesn't do anything I believe. And we can
[1:11:38]
have Ms. Lattanzi come up to the zoning. It's just
[1:11:40]
changed it front. You.
[1:11:41]
Need a special permit. If you want a.
[1:11:44]
If forget pet kennel or there's two, two veterinary, there's
[1:11:47]
two things that we're changing.
[1:11:50]
So that just amends it from a yes to a
[1:11:51]
special permit.
[1:11:54]
And do we have council council Dell? So I'm sorry,
[1:11:58]
I just have a question. We, we pass all this,
[1:12:01]
but.
[1:12:02]
Has anybody from the mayor's office ISD gone down this.
[1:12:07]
See the plan, what they're gonna do or.
[1:12:09]
What build what they're building even looks like.
[1:12:11]
Didn't even want, because I think once we pass this.
[1:12:14]
It's they're in.
[1:12:17]
You can do whatever, take a put anywhere. That's not
[1:12:20]
it that's not fully correct. Right. Don't forget. There's a,
[1:12:23]
there's a licensing process that still comes before.
[1:12:25]
Me and our dog officer.
[1:12:28]
And, and again, you have the option to make stricter
[1:12:31]
ordinances, if you would like to regulate it that way,
[1:12:34]
which you may wanna do anyway.
[1:12:35]
So it's it, you know, approving this doesn't allow someone
[1:12:38]
automatically to, okay. You know, there is an, there are
[1:12:40]
other steps to this process, so I just wanna make
[1:12:43]
sure that was clear.
[1:12:44]
I just don't wanna pass it off sudden. They, you,
[1:12:47]
would you like Ms. Lattanzi to come up? You have
[1:12:49]
any question for.
[1:12:52]
No, has everybody I'm gonna say, I just you're all
[1:12:54]
said, okay. Thank you.
[1:12:57]
Yeah, Mr. Chairman counseling him, what we just said, it
[1:13:01]
would be, you know, we could do this for one
[1:13:02]
thing and, you know, get it done.
[1:13:05]
I think it leads to a step of.
[1:13:07]
Saying. Okay. We did it here.
[1:13:09]
We can do it someplace else.
[1:13:11]
And that, that, that reminds me of that old term
[1:13:14]
spot zoning. I dunno if that's what this actually would
[1:13:16]
be, or it turned out to be.
[1:13:18]
But the whole thing or nothing. I don't, I can't
[1:13:23]
see just allowing.
[1:13:25]
Sam, we can allow one person to come into a
[1:13:27]
zoning to do something. It's a big place. That's what
[1:13:30]
I'm saying. What's gonna be there. Yeah. Well, dog grooming
[1:13:32]
places.
[1:13:34]
Anyway, I can't speak. That's my thoughts on it.
[1:13:37]
What was just have Lattanzi come before us just to
[1:13:40]
speak. So make a motion. I invite Mr. Lattanzi second.
[1:13:44]
Remain second. I'm Ms. Lattanzi come before us.
[1:13:51]
Welcome Matt, Matt.
[1:13:53]
50 questions, whistle Tanzi. Good evening, Matt Lattanzi director of
[1:13:57]
planning and development.
[1:13:58]
Mr. Allen, anybody, I guess go, go ahead. My problem is.
[1:14:05]
My problem is that, you know, if we do something
[1:14:07]
like this here, does it lead to us doing it
[1:14:09]
all over the city?
[1:14:11]
You know, I mean, you wouldn't one place.
[1:14:13]
Why can't you do it in another place? That's what
[1:14:15]
I'm kind of concerned about. Sure. So just a, a
[1:14:18]
few things.
[1:14:19]
One is, and I brought the map with me, the
[1:14:22]
zoning map it's currently right next to Mr. Flood.
[1:14:26]
This pertains solely to lower Broadway economic development district, which
[1:14:30]
is a mouthful.
[1:14:31]
The residential multifamily subdistrict.
[1:14:33]
Which very difficult to see, but I'm just gonna stand
[1:14:36]
up very quickly and point 'em out.
[1:14:40]
He's six parcels here. Just these red ones here.
[1:14:44]
He's very small parcels across the street.
[1:14:47]
And these five or six parcels.
[1:14:50]
That is, those are the only parcels of land that
[1:14:53]
are designated as.
[1:14:55]
Lower Broadway, residential multi-family.
[1:14:58]
There are fewer than 20 parcels in total that are
[1:15:02]
zoned that way.
[1:15:03]
Now in, in terms of say spot zoning.
[1:15:06]
Had we just picked out the quick stick labels building
[1:15:09]
and said, well, there you can do.
[1:15:13]
Pet grooming or kenneling that would probably be spot zoning.
[1:15:16]
That's a single.
[1:15:17]
Parcel as opposed to taking the zoning designation of lower
[1:15:21]
Broadway, residential multifamily of which there are probably 20 ish
[1:15:24]
parcels.
[1:15:25]
And allowing them to through a special permit, which I
[1:15:29]
actually agree with Councilor Smith to not make it by.
[1:15:31]
Right. But rather through special permit.
[1:15:33]
To just make it an allowed use.
[1:15:36]
Important to note too, that simply because things are allowed
[1:15:39]
through zoning, it doesn't mean that they can just move
[1:15:42]
in.
[1:15:42]
And, and operate. They still do need approval processes. Be
[1:15:46]
it through the zone planning board through the city clerk's
[1:15:49]
office. If it's a license, is.
[1:15:51]
ISD still has to go and inspect.
[1:15:54]
So this would
[1:15:55]
in passing this, it would basically open the door and
[1:15:59]
allow a new operator to move in and make improvements
[1:16:01]
to the building and to have a business.
[1:16:04]
Actually operate on that site. As we know it's been
[1:16:06]
vacant and decrepit for quite some time now.
[1:16:08]
Under existing zoning, which is not too permissive. It's basically
[1:16:11]
you can do housing.
[1:16:13]
And, and very few other things.
[1:16:15]
I think we all recognize that lower Broadway has been
[1:16:18]
transforming quite rapidly and significantly, and that we do wanna
[1:16:21]
see.
[1:16:22]
Life down there. There, there are a lot of.
[1:16:25]
Existing uses right now, including the backyard, which is a
[1:16:28]
very large residential complex, the Charleston shoe lofts right behind
[1:16:31]
that Encore Boston Harbor.
[1:16:33]
They're across the street, east of Broadway, a lot of
[1:16:35]
employees that are going in there.
[1:16:37]
They've all expressed an interest in having.
[1:16:40]
A a place to, to leave their dogs or even
[1:16:42]
just for pet grooming.
[1:16:44]
So I, I totally understand counselor. Costa's concern about inviting.
[1:16:48]
Other municipalities or residents from other municipalities to travel in.
[1:16:53]
I mean, it's a possibility at the end of the
[1:16:55]
day, it is a business.
[1:16:56]
And we hope that all Everett businesses do thrive.
[1:16:59]
I, I can say that. I, I think they would
[1:17:01]
have a pretty good population of folks who live very
[1:17:04]
close by that wouldn't need to drive to actually.
[1:17:07]
Drop off their dog in that location.
[1:17:10]
And in terms of a fear of this spreading out.
[1:17:13]
You know, across many different parcels of land or other
[1:17:16]
areas of the city. Again, it's just focused on that
[1:17:19]
very small geographical area with.
[1:17:21]
Very few parcels and in conversations with our city clerk,
[1:17:25]
given the fact that this is a license that is
[1:17:27]
run through his department, we can.
[1:17:29]
Limit the number of licenses that are doled out for
[1:17:32]
these purposes.
[1:17:33]
So that if we say that there can only be
[1:17:36]
two kennels.
[1:17:37]
In the City of Everett or even one kennel.
[1:17:41]
Low in the lower Broadway area. Those are both things
[1:17:44]
that are possible in done through policy in the clerk's
[1:17:46]
office.
[1:17:48]
Okay, thank you. You're welcome. Council Smith.
[1:17:52]
When do you think we will get zoning?
[1:17:57]
Done for lower Broadway.
[1:17:58]
Correctly, like the codification, the recodification, which is the entirety
[1:18:02]
of the city, not just lower Broadway. We are. I
[1:18:06]
mean, we're going to present a.
[1:18:07]
Preliminary plan to the new.
[1:18:09]
Excuse me, the new session sometime in late January or
[1:18:13]
early February.
[1:18:14]
As to when it finalizes, that's both.
[1:18:18]
I guess that's anyone's guess in terms of it ultimately
[1:18:20]
has to pass this body. So if that takes one
[1:18:23]
meeting, it'll be a lot quicker. If there's a lot
[1:18:25]
of questions, which.
[1:18:26]
I anticipate that there will be, it could take many
[1:18:28]
meetings many months, but.
[1:18:30]
In 2024. Okay. Thank you.
[1:18:35]
Excuse.
[1:18:35]
Excused. Oh, excuse me.
[1:18:37]
One council Matewsky then I just wanted a quick question
[1:18:41]
from you. Thank you. Mr. President. I don't know if
[1:18:44]
you.
[1:18:45]
Were in the chamber earlier, but.
[1:18:48]
We were discussing on granting a.
[1:18:50]
License to a towing company.
[1:18:54]
Okay. I, I had
[1:18:56]
no idea who the land lot was at that time.
[1:18:59]
But I do now because he spoke in favor of
[1:19:02]
it. But.
[1:19:03]
Are we trying to eliminate this type of thing?
[1:19:06]
Near the casino. I mean, here you are, you know,
[1:19:09]
we're building.
[1:19:10]
Billion dollar projects down there.
[1:19:13]
When do you get involved?
[1:19:16]
Could you come to that meeting December 11th?
[1:19:20]
At 6:00 PM the business and community development gladly. And are,
[1:19:23]
are you making reference though to the, to the pet
[1:19:26]
daycare?
[1:19:27]
Establishment as a use that you wouldn't wanna see? No.
[1:19:29]
No, I don't have a problem with that. Okay. Because
[1:19:31]
I.
[1:19:31]
I actually reached out to the Charleston shoe people, the
[1:19:35]
casino people.
[1:19:36]
And their employees. Everybody has a job now.
[1:19:39]
Everett is one of the most dog friendly.
[1:19:42]
Cities in the state. I come we're in the top
[1:19:45]
three, just so you know.
[1:19:47]
But
[1:19:49]
but on line street, there was a tow company.
[1:19:53]
It's on the agenda here tonight.
[1:19:55]
A new token. I mean, a tone facility.
[1:19:59]
They wanted to open up on line street.
[1:20:01]
Aren't we trying to improve that whole area with restaurants
[1:20:05]
and Thompson. Can we stay on.
[1:20:08]
The the pet thing. Well, I want a man December 11th,
[1:20:11]
but I, I accept that invitation. All right. Cause you
[1:20:14]
could, you.
[1:20:15]
Be part of that conversation without a doubt, because I,
[1:20:18]
you know,
[1:20:19]
Mr president. We've gotta figure out where we're talking about
[1:20:22]
the line area.
[1:20:24]
You know, and I want to know what's going on
[1:20:26]
here.
[1:20:27]
Cuz this doesn't make too much sense.
[1:20:29]
But he said he'd be able to make that. And
[1:20:31]
that would be nice. Thank you.
[1:20:34]
That's why my questions for SLTs, if not, I just
[1:20:37]
have one.
[1:20:38]
Well, there'll be, I'm just saying this something is a
[1:20:41]
massive project.
[1:20:43]
Not that I can't, it doesn't, I don't live down
[1:20:44]
there. Well, there'll be noise.
[1:20:47]
And the exterior of their, that they walk the dogs
[1:20:49]
outside. Would it be 50 dogs?
[1:20:51]
Outside barking. That's all my concern is I don't live
[1:20:56]
there.
[1:20:56]
So I'm concerned all the people.
[1:20:59]
That rent the end of our condos there. And that
[1:21:01]
that's only my concern fully understood and full transparency to
[1:21:06]
everyone. Yeah. I have no idea.
[1:21:07]
Yes, sir. And the reason I say that is because
[1:21:09]
there is no project.
[1:21:10]
So this oftentimes does happen where it, it conflates two
[1:21:15]
issues of zoning and actual project.
[1:21:17]
There is no project. There's an idea for a project.
[1:21:21]
And that idea is a pet daycare and kenneling and
[1:21:24]
pet grooming establishment.
[1:21:26]
But they wouldn't actually put pen to paper and start
[1:21:28]
drawing out schematics of what this might look like and
[1:21:31]
running the numbers and penciling it out and getting lending.
[1:21:34]
Until they know that they could potentially do it.
[1:21:37]
So once if zoning does pass, that allows such a
[1:21:40]
use by special permit.
[1:21:42]
That would be the first step and it's really step
[1:21:45]
zero.
[1:21:45]
Step one then would be that they appear in front
[1:21:48]
of the planning board.
[1:21:49]
Go through a site plan review, because this will be
[1:21:51]
greater than 5,000 square feet of non-residential space. So they
[1:21:54]
would have to go through that process.
[1:21:55]
Potentially go through zoning board of appeals though. I doubt
[1:21:57]
it just because the dimensions of the building.
[1:22:00]
I, I don't think that they'll build in excess of
[1:22:02]
what's allowed down there, but there will be still a
[1:22:04]
public hearing process.
[1:22:06]
In any other boards and commissions that they may have
[1:22:08]
to go through, they would certainly have to go through
[1:22:10]
as well. But again, this is not it. If zoning
[1:22:13]
was changed,
[1:22:14]
today, there is no project being approved. No one would
[1:22:18]
be moving in anytime soon.
[1:22:20]
It would simply allow a proponent to put forth a
[1:22:24]
proposal.
[1:22:24]
For us to review and potentially approve.
[1:22:27]
Okay. I'm I'm I'm done.
[1:22:30]
Does anybody have any questions, Mr. Lattanzi.
[1:22:35]
Thank thank you. Excuse Mr. Hanzi. Thank you. Favorable action
[1:22:38]
on the amendment.
[1:22:39]
Second much made and second on the amendment.
[1:22:46]
Judge amendment, you can do.
[1:22:50]
Second. All in favor. Aye. Aye. Opposed.
[1:22:54]
Now on the piece itself.
[1:22:57]
A council.
[1:22:58]
Councilor Costa, just on the piece. I, I, I, it
[1:23:02]
came up as part of the discussion in committee, but
[1:23:05]
let's just not, you know, lose.
[1:23:07]
Sight of that area and, you know, recent findings when
[1:23:10]
it comes to the casino expansion.
[1:23:13]
Does draw a need for significant.
[1:23:15]
Mitigation around traffic issues in that area. And when we're
[1:23:19]
starting, you know, it's been a year and a half
[1:23:21]
that I've sat here hoping for any update on, on.
[1:23:23]
On zoning of any type, right. Gone to the meetings.
[1:23:26]
It's a third of the planning board's job is to
[1:23:29]
understand the master plan of a city. And we're just
[1:23:30]
picking one at a time without.
[1:23:32]
Understanding the impact on traffic in that area. So I
[1:23:34]
just want to make it clear to this body that.
[1:23:37]
Th this could, this could affect a critical area of
[1:23:40]
flow through for our wellbeing.
[1:23:42]
And on the other side at the gateway center, we
[1:23:45]
also live through two to three months of absolute.
[1:23:49]
Bumper to bumper traffic and, and it affects all of
[1:23:51]
us here in the City of Everett.
[1:23:56]
Motion before you
[1:23:59]
action.
[1:24:01]
Motion made for favorable action. Can we have a second
[1:24:03]
motion made second for favorable action.
[1:24:06]
We'll second that
[1:24:08]
Al all in favor. Aye.
[1:24:11]
Nope. Welcome. Yeah, I need, I need a roll call.
[1:24:14]
Vote on this. It, it requires a two-thirds vote of
[1:24:16]
the members.
[1:24:19]
Members total means you need eight votes to pass the
[1:24:22]
zoning amendment zoning a.
[1:24:23]
Ordinance Councilor Costa. No.
[1:24:26]
Council DelliSola yes. Councilor Halen.
[1:24:29]
Hamlin. Yes. Councilor Lattanzi. Yes.
[1:24:32]
Council Matewsky. Yes.
[1:24:34]
Councilor ween? Yes. Councilor Smith. No. And president M Casey.
[1:24:38]
Yes.
[1:24:39]
That would be 62 nays.
[1:24:42]
The zoning ordinance amendment has failed.
[1:24:48]
Item number 27.
[1:24:51]
Is an on and suffered by Councilor Michael Mike Casey, as president
[1:24:53]
an ordinance amending the zoning ordinance by deleting appendix a
[1:24:56]
section 34 short-term records. Mr. Ms.
[1:24:58]
Mr president, can we take 27 and 28 collectively?
[1:25:02]
Because they both are to do with the short term
[1:25:05]
rentals made to take 27, 28 collectively all in favor. Aye.
[1:25:09]
Opposed clerk Lee.
[1:25:10]
27 and 28. Oh, I read trial 27. Now 28
[1:25:14]
is an ordinance offered by Councilor Michael Maia as president
[1:25:17]
in ordinance amending.
[1:25:19]
3 0 0 3 6 5 dash 19 regulation. Short-term rental licenses.
[1:25:25]
Council Smith. Can we have Mr. Flood in front of
[1:25:28]
us, please? .
[1:25:31]
Much the flood before it's all in favor. Aye. Opposed?
[1:25:46]
While Mr. Flood's coming up here. Can the clerk just
[1:25:49]
read the recommendation from the committee for these items?
[1:25:52]
Item number 27.
[1:25:54]
The recommendation was
[1:25:57]
the city council with a recommendation for favorable action.
[1:26:00]
And 28.
[1:26:03]
Was report back to the city council, excuse me. Recommendation
[1:26:09]
of favorable action with the proposed changes.
[1:26:11]
And amendments. Thank you.
[1:26:16]
Mr flood David flood.
[1:26:18]
Legislative research system specialist. I wrote it down this time,
[1:26:21]
so I know what it looks .
[1:26:24]
Thank you, Mr. FUD, I think that you had some
[1:26:27]
additional amendments you would like us to make first off.
[1:26:30]
I'd like to thank the committee on legislative.
[1:26:32]
Affairs and elections for
[1:26:35]
trying to process my email that I sent, but I
[1:26:38]
work for these people who make me take all my
[1:26:40]
vacation time in the year that it's accrued. So I
[1:26:42]
couldn't be there.
[1:26:43]
Last Monday night. So thank thank you, especially council Smith.
[1:26:47]
Little discrepancy in what I read in Mr. Burley's report,
[1:26:50]
which said all my amendments were accepted in.
[1:26:54]
The verbiage I heard during the meeting that most of
[1:26:57]
my changes were accepted.
[1:26:59]
Counsel Smith did leave me a copy.
[1:27:03]
And I took all the changes highlighted in green and
[1:27:05]
applied them to the ordinance.
[1:27:06]
There's a few left in yellow that I want to
[1:27:08]
wanna speak about tonight.
[1:27:10]
On page one 30 of your packet.
[1:27:16]
At the bottom of the page.
[1:27:18]
Originally, it said article 14 was being amended.
[1:27:22]
Both the clerk. And I agree that that's not enough
[1:27:25]
verbiage there to say what's being amended. It's actually chapter
[1:27:28]
12.
[1:27:29]
Article 14 division two of the advisor ordinance, City of
[1:27:32]
Everett, hereby amended by replacing the existing version of the
[1:27:35]
division in its entirety with the following new version of
[1:27:37]
the division.
[1:27:38]
I don't think anybody's gonna have any problem with that.
[1:27:40]
Better, better to be more because it took me a
[1:27:42]
long time to find it. Well, I know council, that
[1:27:44]
was very confused by the language that.
[1:27:46]
Was this. So I thought, I thought we, that was
[1:27:49]
okay to change.
[1:27:51]
On page 1 33.
[1:27:54]
About halfway down the page.
[1:27:57]
You guys did discuss this a little bit.
[1:28:00]
I changed the director of inspection services.
[1:28:04]
To the building commissioner.
[1:28:06]
And that's because that's the term that's being used in
[1:28:08]
this chapter. It's the, it's a defined term.
[1:28:10]
Which also includes a designee and it just makes the,
[1:28:13]
makes the entire document consistent.
[1:28:16]
Okay. And then the last one I have.
[1:28:21]
On page 1 35.
[1:28:24]
Close to the bottom. The committee discussed this as well.
[1:28:31]
It is talks about it's a second occurrence of.
[1:28:35]
Information about the operator being local and not having to
[1:28:38]
have information on file.
[1:28:40]
This again, the way this is written.
[1:28:43]
It's copying some of the.
[1:28:45]
Information from the other local contact.
[1:28:48]
Section that's in here and I don't want to get
[1:28:51]
into a situation.
[1:28:52]
Like we like, we're gonna have, like, we're trying to
[1:28:54]
correct tonight in the driveway ordinance.
[1:28:56]
So basically what I want to change that I agree
[1:28:59]
with Mr. Lattanzi, that that can stay.
[1:29:01]
But I wanted to read in accordance with section 12.
[1:29:06]
10 14.
[1:29:08]
Can't read my chicken scratches, but whatever the he operated
[1:29:11]
must have local contact. The operator must have local contact
[1:29:14]
information on file with the city.
[1:29:16]
And we'll just leave.
[1:29:18]
Leave that to be defined in, in the other section.
[1:29:20]
So we don't have any duplication because if you have
[1:29:22]
a, if you ever said you wanted to cut it
[1:29:24]
down to an hour,
[1:29:25]
and you didn't find one and the other.
[1:29:28]
So basically
[1:29:30]
you do have a new copy, a new version of
[1:29:32]
the.
[1:29:33]
Ordinance in your packet with all of these, with the
[1:29:35]
changes of council Smith left me, plus these.
[1:29:38]
I'm hoping that you'll take favorable action on this tonight.
[1:29:41]
Thank you very much.
[1:29:43]
If I may, let's put this in a nutshell, what
[1:29:46]
did we actually do?
[1:29:49]
All the difficult we clean, we cleaned up some stuff,
[1:29:51]
we cleaned it up. And so.
[1:29:53]
It it's going to be under the who's going to.
[1:29:56]
Supervise special inspection services. Would that be a person designated?
[1:30:00]
I don't think it's a person designated. It's the, it's
[1:30:03]
the building commissioner.
[1:30:04]
Which is Mr. FOMO top, and I'm sure anybody in
[1:30:08]
the department can work on it. Now, these short-term rentals
[1:30:11]
have to be registered in the city.
[1:30:12]
Of Everett. That's what we're trying to accomplish here now.
[1:30:15]
How do we.
[1:30:17]
If somebody's doing it without being.
[1:30:19]
Registered, how do we do they can have, have a
[1:30:21]
cease Des system court against them. So that'll okay. So
[1:30:25]
it'll be.
[1:30:25]
Substantial enough if they're not registered. Attorney attorney Slattery was
[1:30:30]
the, was the main author of this. I just did
[1:30:32]
some cleanup on it.
[1:30:35]
If it's, if it's good by him, then say he
[1:30:36]
is got enough authority to do it. I.
[1:30:38]
I, I take his word for it. We still have
[1:30:41]
that the person should live. The person designated the manager
[1:30:44]
of the property. There's different. There's different versions of it.
[1:30:47]
And I'll answer a question for Mr. Hamlin. That was.
[1:30:49]
Wasn't answered the last time somebody whose primary residence, as
[1:30:53]
long as they live there, six months a year.
[1:30:56]
They can rent that out as a short term rental
[1:30:57]
for the other six months of the year.
[1:30:59]
Without living there. You have to live there for six
[1:31:02]
months of the year.
[1:31:03]
But the other six months they'll have to live there.
[1:31:05]
No, no.
[1:31:07]
No, the deny.
[1:31:09]
That's the witness. That's the way the definition is written.
[1:31:14]
In section 12 dash 10 13.
[1:31:19]
What if the tenants can't get the tenants holiday as
[1:31:21]
short term.
[1:31:25]
Hello, be honest with you.
[1:31:29]
The police come get an order and get 'em, you
[1:31:32]
know,
[1:31:34]
good luck there, but they're only, I mean,
[1:31:37]
the residence is only supposed to be for 31 days.
[1:31:39]
Anyway, it's maximum.
[1:31:40]
Short term rental, and this will be for one of
[1:31:42]
these professional rental place. Like.
[1:31:45]
Airbnb or something like that could be someone could do
[1:31:47]
it come. Someone could theirselves, someone could just do it
[1:31:50]
themselves. They could register with the.
[1:31:52]
Booking agent that books, these.
[1:31:55]
In the property be designated as how.
[1:31:58]
We'll be a three family. We'll be designated as.
[1:32:01]
What I think it's designated, whatever its normal zoning would
[1:32:05]
be.
[1:32:06]
So an essential letting people open up boarding house.
[1:32:10]
Essentially. Yeah.
[1:32:12]
No, but it's only, it's supposed to be for no.
[1:32:15]
No more than 31 days.
[1:32:18]
At a time.
[1:32:21]
I wouldn't say per person, council water.
[1:32:27]
Councilor Lattanzi. How, how do you monitor that?
[1:32:31]
Is there, you have to keep, you have to keep,
[1:32:33]
you have to keep records and you know, it.
[1:32:36]
ISD can come in at any time and review your
[1:32:38]
records. I think, I think the police can too.
[1:32:42]
I mean, this idea isn't new, which is, this is,
[1:32:45]
this is a, basically our third attempt at this. So.
[1:32:52]
A lot.
[1:32:58]
Council no, no.
[1:33:03]
Question Mr. Flood.
[1:33:05]
Excuse for the customary. Thanks.
[1:33:07]
Excuse me, as far as the physical being of the
[1:33:09]
buildings have to be sprinkled.
[1:33:13]
It's what it's, whatever the, the requirement requirements are and
[1:33:17]
I'm, and I'm what sprinkled.
[1:33:20]
I'm done. I'm not sure that it would be sprinkled
[1:33:22]
if it's a, if it's a residential home.
[1:33:28]
Matters before you any more questions Mr. Flood?
[1:33:31]
Excuse the customer. Thanks. Thank you, Mr. Flood, and, and
[1:33:34]
thank and thank you for.
[1:33:36]
Allowing me to speak tonight.
[1:33:39]
Favorable action on the amendments.
[1:33:43]
Second, do we have to do these separately?
[1:33:45]
Right. I, I
[1:33:47]
yes. I think these should be separate because one zoning
[1:33:49]
once general on.
[1:33:51]
Audience, I would, I would also.
[1:33:55]
Accept the amendments that came outta the committee.
[1:33:57]
And then accept the further amended this evening.
[1:34:00]
Okay, but item 27 has not the first one favorable
[1:34:04]
action because just deleting that's that's back on.
[1:34:08]
Second PEM 27 clerk read, call vote. It's a roll
[1:34:13]
call. This is to delete the zoning portion of the
[1:34:15]
audit.
[1:34:15]
Audience council Costa. Yes.
[1:34:18]
Consella solar. Yes. Cons Hillman. Yes. Councilor Lattanzi yeah. Yes.
[1:34:22]
Counselor. Matewsky. Yes.
[1:34:24]
Council Wayne? Yes. Councilor Smith. Yes. President Mike Casey. No.
[1:34:30]
71.
[1:34:31]
The zoning deletion is failed.
[1:34:34]
Item wait moment. I think is failed. Zoning requires I'd
[1:34:40]
like to change my vote. You have to reconsider it,
[1:34:42]
Mr.
[1:34:42]
President, no motion. Someone bring it up. No, you do.
[1:34:45]
You should be the prevailing side. Reconsider.
[1:34:49]
Yeah, anyone can second.
[1:34:51]
Reconsider my fault. Second, second, second.
[1:34:54]
All in favor, roll co vote. And now we're gonna
[1:34:57]
do a roll co vote for the recon for the.
[1:35:00]
Motion. So now I need a favorable action again.
[1:35:02]
Is what driver he rescinded it. Second. It brings it
[1:35:05]
back before you to take another what's you made favorable
[1:35:07]
action. Did didn't you just.
[1:35:11]
DNA. We disapproved that. Yeah, that's fine. So most Hayden
[1:35:15]
secretary favorable action. Second.
[1:35:17]
Thank you, Smith and Hanlon were.
[1:35:21]
So
[1:35:23]
sorry reconsider it.
[1:35:26]
Now, this is a role called vote again before you
[1:35:29]
council Costa. Yes. Council DelliSola. Yes. Council Hamlin. Yes. Councilor
[1:35:32]
Lattanzi. Yes. Council mat.
[1:35:33]
Hence Matewsky yes. Penns AEN yes. Councilor Smith. Yes. President
[1:35:36]
Mike Casey. Yes. Eight.
[1:35:38]
Is zero nays. You have so.
[1:35:42]
Enrolled zoning audiences, an item 28 do show.
[1:35:47]
What a procedure, should we accept the amendments and then
[1:35:50]
accept the second amendment and then do favorable action. Do
[1:35:53]
we have to do two acceptances? You, you can.
[1:35:58]
So you have amendments from.
[1:36:00]
The committee and then amendments this evening, right? Yes. So
[1:36:03]
that's how I, I would do it committee amendments first.
[1:36:06]
Further amendments this evening, then vote favorable. Okay. So that's
[1:36:10]
the cleanest favorable action on the amendments from the.
[1:36:12]
Legislative affairs committee. Second means second for the amendments. All
[1:36:17]
favor.
[1:36:19]
Hi. Nope, it's just the boy's phone on the minutes.
[1:36:23]
If you want.
[1:36:28]
Aye motion made.
[1:36:30]
To accept the amendments tonight. Favorable action. Second amendment again.
[1:36:34]
Okay. Second to accept the amendments tonight.
[1:36:37]
All favor. Aye. Aye.
[1:36:38]
Right. Favorable action as amended second.
[1:36:43]
Second, no roll call Mr. President.
[1:36:50]
That's all right.
[1:36:53]
All right.
[1:36:55]
This was
[1:36:59]
table action as.
[1:37:02]
As further amended, right.
[1:37:05]
I'll say it that way.
[1:37:07]
And Councilor Smith. You made that motion. I'm sorry.
[1:37:11]
Thank you. Okay. This is a roll call. Vote for
[1:37:14]
enrollment Councilor Costa. Yes. Council DelliSola. Yes. Counsel Hamlin. Yes.
[1:37:18]
That's in Hiland. Yes. Councilor Lattanzi. Yes. Councilor Matewsky.
[1:37:22]
Yes. Councilor Wayne. Yes. Councilor Smith. Yes. Present my Casey.
[1:37:26]
Yes. Eight zero nays. You have so enrolled.
[1:37:28]
The audiences, both the audiences have been enrolled and will
[1:37:31]
be at our next meeting.
[1:37:37]
Okay. Item number.
[1:37:43]
29.
[1:37:47]
There's another committee report. It's an ordinance offer by Councilor
[1:37:49]
Michael mark as president an ordinance amending section 33 commercial
[1:37:53]
triangle of the city of.
[1:37:54]
Everett zoning ordinances.
[1:37:57]
Favorable action. Second first, can clerk read the committee report?
[1:38:05]
Sorry. I was there so I know what happened. That's
[1:38:07]
okay. No one else. Does the committee reported back to
[1:38:10]
the city council? Whatever recommendation of favorable action.
[1:38:14]
Favorable action.
[1:38:16]
Second second.
[1:38:18]
Council. Thank you very much. Does that map indicate with,
[1:38:24]
with the commercial triangle is.
[1:38:25]
Matt, I believe so, but Mr. Lattanzi would know better
[1:38:28]
than me. Yes. Yes. It's like, damn, come before us.
[1:38:32]
What you made there, Mr. Lattanzi come before us all
[1:38:34]
in favor. Aye. All opposes. Welcome Mr. Lattanzi.
[1:38:40]
director of planning and development.
[1:38:42]
Does does the, your map indicate where the commercial triangle
[1:38:45]
is? Yes. Can we, can we show that because a
[1:38:47]
lot of people ask me where absolutely. And I couldn't
[1:38:50]
really.
[1:38:50]
Describe where it was. So if we can see it,
[1:38:52]
that's all I'm. Yeah. So I, we can show it
[1:38:55]
to you quite easily. Is there a, a direction it
[1:38:58]
should.
[1:38:58]
Be faced for members of the public to be able
[1:39:00]
to see it best.
[1:39:02]
We can do half and half. You want like, hold
[1:39:04]
it up. Believe that camera is the one on you.
[1:39:06]
Okay.
[1:39:12]
Good zoom feature.
[1:39:15]
Let's see.
[1:39:18]
If I'm doing it right? Yeah. That's good. I just
[1:39:20]
hope.
[1:39:24]
I can even move the mic, this yellow area that
[1:39:26]
is in the shape, roughly of a triangle is the
[1:39:28]
commercial triangle. Oh, the camera's gonna get that. I hope.
[1:39:34]
I am not sure. Hold.
[1:39:42]
I know where it's. Okay. I mean, we've.
[1:39:45]
Done it for the public, if that's that. Okay.
[1:39:49]
Well it's. If anybody calls, I'm gonna send them up
[1:39:52]
to your office show, please do that's from his office.
[1:39:55]
Yeah, it is from my office. he brought it
[1:39:57]
down and, and just very quickly to note, this is
[1:40:01]
this zoning amendment.
[1:40:02]
Is necessary through the M B T a communities act
[1:40:06]
or.
[1:40:07]
Chapter 40.
[1:40:09]
Section three a. So while of course, anything before this
[1:40:13]
body is always discretionary and up to the approval of
[1:40:16]
the body, it is an Absolut.
[1:40:17]
Absolute requirement by the state in order to continue receiving
[1:40:21]
multiple tranches of state funding.
[1:40:24]
And of note two.
[1:40:26]
We are in a very peculiar position in the City
[1:40:28]
of Everett. Unlike a lot of these municipalities that you
[1:40:30]
may have been reading about that are.
[1:40:32]
Strongly fighting the upzoning effort.
[1:40:35]
That are that's necessitated through this amendment. Rather, we are
[1:40:39]
actually down zoning quite significantly in order to comply our
[1:40:43]
existing zoning in.
[1:40:43]
The commercial triangle allows for mixed use by right.
[1:40:47]
Which unfortunately does not comply with the state law. The
[1:40:49]
state law requires residential by right.
[1:40:52]
And does not credit us for our mixed use housing
[1:40:54]
production of which we've well exceeded pretty much any other
[1:40:57]
municipality in producing housing, but it's through mixed use.
[1:41:01]
So what this does is it retains the exact same
[1:41:03]
allowances, seven story by right building for mixed use.
[1:41:07]
Development, because we do still strongly prefer.
[1:41:11]
Mixed use. We wanna see commercial on the ground floor,
[1:41:13]
activated streetscape.
[1:41:15]
This would allow for strictly residential. So no commercial mixed
[1:41:19]
use, but just residential up to three stories by right.
[1:41:22]
Doing that is our.
[1:41:23]
Absolute minimum.
[1:41:26]
That still complies with the law.
[1:41:27]
While at the same time, essentially incentivizes to the point
[1:41:31]
of dissuading, somebody from doing a residential, purely residential by
[1:41:35]
right. And instead.
[1:41:36]
Incentivizing them to do a mixed use by right by
[1:41:38]
giving them a much higher.
[1:41:40]
Excuse me, height allowance. Okay.
[1:41:42]
Thank you. You're welcome.
[1:41:45]
If they finish their meeting up there, .
[1:41:48]
I just question for you, Matt.
[1:41:52]
How do we
[1:41:53]
do we have to go to like our state delegation
[1:41:55]
to like, get them to change the M B T
[1:41:57]
a to ask them.
[1:41:58]
To put mixed use and cause what's the best use,
[1:42:01]
because again, this is.
[1:42:03]
We're down zoning, like you said, but yes.
[1:42:06]
Should be multi I, I, 100% agree with you.
[1:42:09]
Unfortunately, this is a, a very broad sweeping law that
[1:42:13]
applies to all 351 municipalities, as opposed to just the
[1:42:16]
City of Everett.
[1:42:18]
I I've been conversing with the state and our consultants
[1:42:21]
at M a P C to.
[1:42:24]
Basically, instead of trying to penalize us and force us
[1:42:26]
to do additional work, to comply with the law.
[1:42:29]
They should be rewarding us and patting us on the
[1:42:31]
back for actually accomplishing the goals that they're setting forth
[1:42:34]
of housing production.
[1:42:35]
Unfortunately, the Excel spreadsheet that they utilized to actually see
[1:42:39]
if compliance works.
[1:42:41]
When they plugged in all of our numbers, our income,
[1:42:44]
our land area.
[1:42:46]
It proved on their Excel spreadsheet that we can't ever
[1:42:48]
produce housing.
[1:42:49]
With our current zoning, which as we know is not
[1:42:52]
true.
[1:42:54]
But that's what the Excel spreadsheet says. So we have
[1:42:56]
to abide by it. Who do we talk to? Just
[1:42:58]
to get.
[1:43:00]
It's a, is it the Senator? Did I just ask
[1:43:02]
them like, can we what's the best way? Cause I
[1:43:04]
know that like we're doing it and now we're changing
[1:43:07]
this.
[1:43:08]
But how do we nicely ask them to.
[1:43:11]
Put this multi-use in.
[1:43:14]
Yeah, I thi this was something that was brought up
[1:43:16]
by a few different municipalities. I had actually submitted a
[1:43:19]
letter on behalf of the city.
[1:43:21]
To the state to address this issue, particularly where once
[1:43:24]
again, it's.
[1:43:26]
It's just better for a community to have mixed use
[1:43:28]
as opposed to residential. I very oftentimes say.
[1:43:31]
You know, walking around the city, driving around the city
[1:43:32]
point to any residential building.
[1:43:35]
It's not a community asset. Mm-hmm I don't go
[1:43:37]
inside of it unless a friend lives there or I
[1:43:39]
live there.
[1:43:40]
A mixed use apartment complex or area.
[1:43:43]
And I very often I said it at our last
[1:43:45]
committee meeting.
[1:43:47]
One of the biggest housing developments.
[1:43:49]
In our area in the greater Boston area is assembly
[1:43:52]
row people don't really.
[1:43:54]
Associate assembly with a ton of housing because people don't
[1:43:57]
go there for housing. They go there for the ground
[1:43:59]
floor retail.
[1:44:01]
So that that's just a way to create a good
[1:44:03]
community is having engaging, mixed use spaces on the ground
[1:44:06]
floor.
[1:44:07]
Again, they, they wouldn't credit us for it.
[1:44:10]
They, they pushed adamantly against it. Their rationale for that
[1:44:14]
is that in a lot of places. And you may
[1:44:16]
have heard in a planning board meeting.
[1:44:18]
That oftentimes commercial is a loss leader.
[1:44:22]
And it's subsidized through residential.
[1:44:25]
So if you allow for mixed use to be a
[1:44:27]
compliance mechanism,
[1:44:28]
then municipalities who don't want to produce housing.
[1:44:31]
Would require mixed use knowing that it's not marketable, marketable
[1:44:35]
in their area and essentially.
[1:44:36]
Complying with the law by passing a law that makes
[1:44:40]
no housing actually be produced. We're on the flip side
[1:44:43]
of that, where we're actually producing housing, but our law.
[1:44:45]
Does not conform fully to the letter.
[1:44:48]
Of the new past law. So that's the rationale behind
[1:44:51]
it, but I totally agree. It's it's upsetting.
[1:44:53]
Okay, thank you.
[1:44:55]
Sure I have. I have a quick question.
[1:44:58]
So we're stop and shop his. Is that mixed use?
[1:45:01]
Yes. And 16 is yes. Okay. Thank you.
[1:45:05]
I think they had 20,000 retail there.
[1:45:09]
And excuse Ms. Lattanzi with the customer. Thanks.
[1:45:12]
Thank you, Mr. Sometimes. You're welcome. Excuse, take my poster
[1:45:15]
matters before you.
[1:45:16]
Favorable action. Second motion. Much. Second for favorable action.
[1:45:22]
Roll call vote.
[1:45:24]
Yes, Councilor Costa.
[1:45:26]
Yes. Council DelliSola yes. Council Hamlin. Yes. And so Tanzi.
[1:45:30]
Yes. Got Matewsky. Yes. Kaine. Yes. Councilor Smith.
[1:45:33]
Yes. Present in my Casey. Yes. Eight yay. Zero nays.
[1:45:36]
You have so enrolled.
[1:45:38]
The
[1:45:41]
clerk freedom. Number 30.
[1:45:44]
Adam number 30, this is under unfinished business.
[1:45:47]
Is a resolution offered by Councilor Vivian ween that the
[1:45:49]
administration can sit of funding, a study for the transportation
[1:45:52]
planning division.
[1:45:53]
To examine the public transportation needs of community members who
[1:45:57]
are not adequately addressed by current services.
[1:46:00]
Counsel Wayne. Thank you. Mr. President. I'd just like to
[1:46:03]
make a motion to refer this item to the administration.
[1:46:06]
For an update within two weeks via written communication.
[1:46:11]
Motion made the furthest to the administration for an update
[1:46:13]
in two weeks. All in favor. Aye. Oppos.
[1:46:18]
Look to the next one.
[1:46:20]
Item number 31. This president is a resolution of by
[1:46:23]
Councilor Jimmy Lee.
[1:46:24]
That the city implements, citywide speed bumps.
[1:46:29]
Make a motion. We refers to committee on speed bumps.
[1:46:33]
Just the diet refer back to sponsor.
[1:46:39]
She said I would go on my motion. I mean,
[1:46:42]
we can do traffic if you want. I mean, I'm,
[1:46:44]
we're a tracker of traffic then you'll look at two
[1:46:47]
weeks left. Second of traffic.
[1:46:48]
Two meetings left. Secondly, further traffic engineering.
[1:46:54]
Commission.
[1:46:55]
What's your made. And second I Senate the traffic commission
[1:46:58]
all in favor. Aye. Aye. I opposed.
[1:47:01]
Clerk read.
[1:47:03]
Item number 92. Is it Mr. President item 32? Yes.
[1:47:07]
Is anyone on top of my Councilor? Michael Makia is
[1:47:09]
president. No, one's correcting the.
[1:47:11]
Usage of the loud and unnecessary noise ordinance in the
[1:47:14]
driveway construction ordinance.
[1:47:17]
This is, this is a pre Damon tonight. It is,
[1:47:19]
it was enrolled already. It's already enrolled already. It's a
[1:47:22]
for Damon.
[1:47:23]
Council Smith. Would you like to.
[1:47:27]
Raise up to date on this.
[1:47:29]
Piece. Oh, sure. So this ordinance.
[1:47:33]
Do you wanna tap on it or, yeah. Okay. This
[1:47:36]
ordinance is basically correcting the there's two conflicting times.
[1:47:41]
In the driveway construction ordinance that conflicts with the loud
[1:47:46]
and necessary.
[1:47:47]
Noise ordinance. So we're just bringing that into both to
[1:47:50]
be the same. I believe it's starting seven, a 7:00 PM
[1:47:53]
to 7:00 AM. So we're bringing it down.
[1:47:55]
From 9:00 PM and then we're also making sure that there's
[1:47:58]
no work done on Sundays.
[1:48:00]
So it's just kind of brings both ordinances to say
[1:48:02]
the same thing.
[1:48:04]
Favorable action. Second council. Matewsky.
[1:48:08]
Thank you. Mr. President is this include.
[1:48:12]
Cars that allowed? Yes.
[1:48:15]
Everything, everything peace.
[1:48:18]
Seven o'clock construction. Oh, I'm in favor.
[1:48:21]
Thank you much made in second. No call vote.
[1:48:25]
Council Costa? Yes. Council DelliSola Sola. Yes. Council Hanlon. Yes.
[1:48:28]
Councilor Lattanzi. Yes. Council Matewsky. Yes. Council Wayne. Yes. Councilor
[1:48:32]
Smith. Yes.
[1:48:33]
President Mike Casey. Yes. Eight day zero. Nays. You have so
[1:48:36]
ordained.
[1:48:37]
The ordinance clerk read that number 33, item number 33,
[1:48:41]
Mr. President, as a resolution offered my counselors, Stephanie mountains
[1:48:44]
and Vivian ween.
[1:48:46]
That the licensing commission provide an update on, on scheduling
[1:48:49]
a public hearing on the alcohol nip ban ordinance.
[1:48:53]
Counsel Wayne. Thank you. Mr. President. We're still waiting on
[1:48:56]
additional information for this item. So I'd like to make
[1:48:59]
a motion to postpone this item to the next meeting.
[1:49:02]
Motion to postpone piece. The next meeting all in favor.
[1:49:07]
Should we have a letter sent anywhere.
[1:49:10]
No. Okay.
[1:49:13]
All in favor.
[1:49:15]
I oppose this was sent to the postpone next meeting.
[1:49:20]
And number 30 former president is a resolution offered by
[1:49:22]
Councilor Darren Costa, a resolution requesting consideration of a beautification
[1:49:26]
program for small businesses council.
[1:49:28]
Consta. Thank you. Mr. President. W w where was this
[1:49:30]
referred to when it was a new business?
[1:49:32]
It was referred to the administration and planning for a
[1:49:35]
response at the second meeting in November. Any response.
[1:49:40]
No.
[1:49:40]
Okay. It was referred to the planning board planning department.
[1:49:45]
Sorry. There was no response attached to you. So I
[1:49:48]
means we didn't receive one department.
[1:49:54]
Oh, that's what it is. Okay.
[1:49:57]
Council Costa. So make a motion to return response place
[1:49:59]
on file, please.
[1:50:00]
Motion made to refer to a sponsor place on file.
[1:50:03]
All in favor. Aye.
[1:50:05]
Opposed.
[1:50:09]
We're in the new business now.
[1:50:14]
Yep. 1 36 36 on the new business. So Mr. President is
[1:50:19]
a resolution offered my Councilor, Darren Costa request.
[1:50:21]
That the traffic and parking departments consider expanding overnight parking
[1:50:24]
enforcement. Alright, council Costa. Thank you first. I just want
[1:50:27]
to motion an amendment to add counsel.
[1:50:29]
Counselors Stephanie Smith to this item.
[1:50:34]
Which made
[1:50:35]
to add, add council Smith to this amendment.
[1:50:38]
All in favor. Aye. Oppos.
[1:50:41]
So the, you know, here at the city, there's kind
[1:50:44]
of a matrix approach to, to parking enforcement, the managing
[1:50:48]
the police budget.
[1:50:49]
The director of constituent services really plays kind of the
[1:50:53]
role where, you know, I'm putting in tickets to.
[1:50:56]
Ticket hot zones now.
[1:50:58]
I, I just, I, I wanna make it really simple.
[1:51:00]
It's.
[1:51:01]
12 at $25 tickets, which our tickets are too low
[1:51:05]
way too low, but you know, a common ticket is
[1:51:06]
$25. I mean, that is not gonna obstruct. Someone's.
[1:51:09]
Behavior the next day. They're just gonna park there again,
[1:51:11]
but that's only 12 tickets a day or less.
[1:51:15]
For a parking enforcement officer overnight, I ward three abuts,
[1:51:18]
three cities in all of those cities, there are issues
[1:51:21]
with commercial vehicles coming into Everett leav.
[1:51:23]
Leaving their cars taking their personal vehicles home overnight. It
[1:51:26]
happens on the Chelsea line. It happens on the Malden
[1:51:28]
line and it's not it's it's commercial vehicle.
[1:51:31]
Vehicles it's big commercial vehicles that are taking one to
[1:51:34]
two spaces, not just one space.
[1:51:36]
So I, I want to send it with the note
[1:51:39]
again.
[1:51:40]
Number one. If we got our tickets to parody with
[1:51:43]
surrounding cities that also have issues with parking, like we
[1:51:46]
do.
[1:51:47]
We would have $50 tickets at minimum. I'm not saying
[1:51:49]
don't give warnings to our residents, let them know.
[1:51:52]
But people who are coming in from out of, out
[1:51:54]
of our city.
[1:51:55]
Parking commercial vehicles on our streets overnight. It's unacceptable and
[1:51:59]
it's happening way too often. So I want.
[1:52:00]
To refer this to the traffic commission in the hope
[1:52:03]
that they.
[1:52:05]
Expand their revenue plan. Cuz we talked a lot during
[1:52:08]
the budgeting period about revenue plans and we really just
[1:52:11]
straight line.
[1:52:12]
Parking enforcement and collections. Well, guess what? Now we have
[1:52:15]
new collections when it comes to meters, which means we're
[1:52:17]
also enforcing parking on the meters.
[1:52:19]
So there should be a look at revenue.
[1:52:22]
Coming in from both parking enforcement and.
[1:52:24]
Collections. And if we can consider adding additional resources at
[1:52:29]
night,
[1:52:31]
to create better.
[1:52:33]
Visibility for the city in.
[1:52:36]
Really solving the issues that we have here with parking
[1:52:39]
in the City of Everett.
[1:52:42]
Do we have any, anything else?
[1:52:45]
second to
[1:52:47]
send us to the trafficker park and department site.
[1:52:49]
I, I agree. 100% that our.
[1:52:52]
Parking fees are way too low. They should create a
[1:52:55]
more revenue stream and hire more people.
[1:52:58]
With the revenue stream, they have.
[1:53:01]
Me. I'm a resident.
[1:53:02]
Risen parking eye seven days a week. So that's how
[1:53:05]
I feel about it all in favor. Aye. Opposed.
[1:53:10]
This referred to traffic commission.
[1:53:15]
38, no 30.
[1:53:18]
7 37. Mr. President is a resolution off of my Councilor,
[1:53:21]
Darren Costa.
[1:53:22]
Request that the traffic commission consider making Clarence street a
[1:53:25]
one-way B.
[1:53:25]
Passage between Woodland street and Dartmouth street.
[1:53:29]
Council Costa. So, but especially between birth street and Dartmouth,
[1:53:33]
there is no space sometimes for even one car to
[1:53:36]
get through.
[1:53:37]
What's happening and what's been happening for, for a long
[1:53:40]
time, but what I've just made notice too, that's gonna
[1:53:42]
become an ongoing issue is now the car is more
[1:53:45]
and.
[1:53:45]
More parking on the sidewalks, the sidewalks weren't made to
[1:53:48]
hold cars. So now the sidewalks are starting to dip.
[1:53:51]
Right. So it, it already, it looks terrible. Clarence street
[1:53:54]
between Birch and Dartmouth looks terrible and it's looked like
[1:53:57]
that for a while. It's one way down, past Woodlawn.
[1:54:00]
On the other side between Woodlawn and Birch. It's not
[1:54:02]
too bad, but all it takes is one.
[1:54:04]
One house buying an F two 50.
[1:54:07]
And, and then we're having multiple sides, swipe cars on
[1:54:10]
a weekly basis. So I I'd like to send this
[1:54:13]
to the traffic commission. I know they've looked at this
[1:54:15]
before.
[1:54:16]
But I think with the advent of larger cars and
[1:54:18]
the discussion, and please add this as a note that
[1:54:21]
we take a look at the syncing.
[1:54:24]
Sidewalk and that there's some consideration to make Clarence street
[1:54:27]
a one way between.
[1:54:29]
Woodlawn street and Dartmouth street refer this piece to the
[1:54:35]
traffic commissioner considering clown street.
[1:54:37]
A one-way pass to Woodlawn in Thomas street. And I
[1:54:40]
believe.
[1:54:41]
Council costs would like to see a three month.
[1:54:45]
Experiment on it before we do anything permanent.
[1:54:48]
Absolutely. Yeah, no, the, the testing, these things out is
[1:54:52]
important and I'm sure they've already done some diligence there,
[1:54:54]
but I think the problem's gotten worser as cars get
[1:54:56]
wider.
[1:54:59]
All in favor.
[1:55:00]
Aye. It's motion. You made.
[1:55:02]
For favorable action item number 38, Mr. President.
[1:55:06]
His resolution offered by Councilor Darren Costa.
[1:55:09]
Requested the plaintiff department provided an inventory of trees that
[1:55:11]
require trimming.
[1:55:13]
Councilor Costa. Yeah. As I mentioned earlier, there hasn't this
[1:55:17]
in sewage. I was very surprised there isn't an annual.
[1:55:19]
Budget an annual cycle of when things are done. Like
[1:55:22]
every year we go to in front of 1 43 Elm
[1:55:25]
stream, we clean out that sewer it's done on demand.
[1:55:28]
There are a lot of public safety issues with these
[1:55:29]
trees growing within the power lines. And then as we're
[1:55:33]
adding more trees, I wanna make sure that there is
[1:55:35]
a rigid.
[1:55:36]
Annual forecast for actually cutting those trees and making sure
[1:55:39]
that we can afford them cuz we're adding trees at
[1:55:41]
a very quick clip. So if I can send this
[1:55:43]
to the.
[1:55:44]
Planning department and getting feedback on their Google form.
[1:55:49]
For the request to trim trees to see how many
[1:55:53]
people have actually used.
[1:55:55]
That that program.
[1:55:57]
And what they believe to be the total inventory of
[1:56:00]
trees that require trimming in Everett.
[1:56:06]
Yeah, but the planning department has, so what they've done
[1:56:08]
is create a ticket system through a Google form.
[1:56:11]
Where you go through the planning department and this is
[1:56:14]
classic.
[1:56:14]
Rather than it going through the constituent service software, they're
[1:56:17]
doing it through a Google form. I'm guessing just to
[1:56:19]
be able to get it done.
[1:56:21]
What they do then on the back end is connect
[1:56:23]
through some unique identifier, integer.
[1:56:25]
The two databases between the constituent service ticketing system in
[1:56:29]
this Google form. And then I'm sure create an, even
[1:56:32]
another third ticket at D P.
[1:56:34]
W. So it's more about the process.
[1:56:36]
That's in place, cuz all the new trees are coming
[1:56:38]
through the planning department. The arborist is under the planning
[1:56:41]
department. So although the D P w man person strength
[1:56:44]
is there.
[1:56:45]
Really the strategic planning ticketing system.
[1:56:48]
Ongoing accountability and planning and scheduling.
[1:56:51]
Going forward, right? Because it's like, if you're trimming them
[1:56:53]
today and you put it through a Google form, I'd
[1:56:56]
assume you're not gonna trim it again in six months.
[1:57:00]
To refer this to how to play an department.
[1:57:03]
On favor. I opposed.
[1:57:06]
Clerk refer to, to the clean department.
[1:57:12]
Is a Mr. A resolution offered by Councilor Darren Costa,
[1:57:16]
a resolution requesting that the D P w in engineering
[1:57:18]
paved Grover SDS Miller.
[1:57:20]
And Meadowview streets, including disciples, Councilor Costa. So you just
[1:57:24]
want Toran send this to D P w this is
[1:57:27]
an area that has been fully.
[1:57:28]
Done for a while when it comes to the water
[1:57:31]
lead replacement lines.
[1:57:33]
You know, the city had told us they get 1.5 million,
[1:57:35]
zero interest loans that they've done a lot of work
[1:57:38]
coming down. Well, they started in this area.
[1:57:40]
Every house has a
[1:57:42]
asphalt square in front of it over as many years
[1:57:46]
as it's been, it's starting to cause some failures where
[1:57:49]
areas are dinking.
[1:57:50]
And dunking, which are creating issues with people.
[1:57:54]
Walking around. So I'd like to send this to D
[1:57:55]
P w.
[1:57:56]
To get an update on when this area will be
[1:57:59]
redone for streets and sidewalks.
[1:58:04]
To refer us to the DP double engineer.
[1:58:06]
With some kind of scheduling for when they will be
[1:58:09]
done.
[1:58:10]
All in favor. Aye. Opposed.
[1:58:13]
Item number 40. Mr. President is a.
[1:58:17]
Resolution of a counselor's Stephanie mountains.
[1:58:20]
And Vivian Winton that the traffic commission M BTA consider
[1:58:24]
moving the bus stop a mainstream in front of PO
[1:58:26]
polo Royale to the next block, to.
[1:58:28]
Free up parking spaces for local businesses.
[1:58:30]
Council Wayne. Thank you. So it's to my understanding that
[1:58:34]
this request was made by a local businesses on main
[1:58:37]
street, on the ward five side.
[1:58:39]
Two Councilor Martins. And they're asking if the traffic commission
[1:58:42]
and the M B T a could look into whether.
[1:58:45]
It's possible to move the bus stop on main street
[1:58:47]
in front of polio Royale because the bus stop currently
[1:58:50]
blocks.
[1:58:51]
Access to these businesses and that potential customer parking spaces
[1:58:55]
are currently dedicated to the bus stop.
[1:58:58]
I'd like to make a motion. I refer this item
[1:59:00]
to the traffic commission and the MBTA.
[1:59:03]
For written communication from the traffic commission.
[1:59:06]
And the MBT within the next two weeks, we're an
[1:59:08]
update.
[1:59:10]
Second, send this piece to the.
[1:59:12]
Traffic commission, M B T M B T a.
[1:59:15]
On favor I oppose. And just so a word on
[1:59:19]
that. I've always thought that.
[1:59:21]
There was a lot of unused space on there. There
[1:59:23]
was too many.
[1:59:24]
There should be consolidate some of the.
[1:59:26]
Bus stops. And a lot of bus stops. If you
[1:59:29]
can put 'em around the place where there's a.
[1:59:32]
What fire hydrant, a accommodates two things. It's dead space
[1:59:36]
anyhow, and provides more parking because it's a very busy.
[1:59:39]
Area down there on sixth on main street.
[1:59:43]
Clerk 41. Yep. I final item this evening, Mr. President
[1:59:47]
is a resolution of my Councilor, Vivian ween, that engineering
[1:59:50]
consent painting design.
[1:59:51]
Designated parking spots on Lyndon street council. We.
[1:59:54]
Thank you. So this request was made by six different
[1:59:57]
households on Lyndon street who have street parking on their
[2:00:00]
side of the street. And all of these residents have
[2:00:02]
had to call.
[2:00:03]
The police several times whenever their driveways are blocked.
[2:00:06]
And they experience unsafe circumstances coming out of their driveway.
[2:00:10]
I've had the opportunity to experience what my fellow Lyndon
[2:00:13]
street neighbors go through when backing out of their driveways.
[2:00:16]
And it's dangerous with the blind spots and not being
[2:00:19]
able to see.
[2:00:20]
The cars driving out as you're backing out. So.
[2:00:25]
I would like to make a motion to refer this
[2:00:27]
item to engineering.
[2:00:29]
And for written communication within the next two weeks from
[2:00:32]
Eric Swanson about whether engineering can paint.
[2:00:35]
Designated parking spots on Linden street, just like they have
[2:00:38]
on Webster street and Swan street.
[2:00:42]
Mo motion.
[2:00:44]
And second to refer this engineer and also have Mr.
[2:00:47]
Swanson come up two weeks written response, excuse me, written
[2:00:50]
response written response in two.
[2:00:52]
Weeks for Mr. Swanson. All in favor. Aye. Aye. I
[2:00:55]
opposed. Second motion. You mean second to adjourned? All in
[2:01:00]
favor. Aye. Aye.Aye.
