[10:04] My name is Elizabeth Gough, and I'm here tonight at the City Council meeting because I've been thinking a lot about last week's fire board meeting.

[10:11] I've been thinking about the ballot initiative that was presented and the lack of clear support from you who sit on both the City Council and the fire board.

[10:18] As I mentioned last week, I was approached to lead an American Canyon Firewise Community last March.

[10:23] I knew that Napa County Firewise was working with the city to develop the community wide protection plan or CWPP.

[10:30] And now, it needs to be in place before we begin building an American Canyon FireSafe community to develop projects for a prior prevention by your prevention.

[10:39] I also heard that this process was put on hold for some reason.

[10:44] Because this has been on my mind since that meeting, I emailed Lori Clip at FireWise today to find out what happened to the CWPP for American Canyon.

[10:52] She got back to me letting me know that, I quote,

[10:54] I was requested to hold on the process last April

[10:57] while American Canyon evaluated the calendaring of other initiatives.

[11:01] This made me wonder what other initiatives would take priority

[11:04] over fire protection and prevention in our community.

[11:07] This also reminded me of the June 25th email

[11:10] from our city manager, Jason Holly,

[11:12] which was sent to Valerie at the American Canyon Chamber of Commerce

[11:15] regarding the chamber support of the Napa County

[11:17] wild fire preparedness act of 2026.

[11:20] As requested in the email, Valerie shared this

[11:22] with the Chamber Board and the Government Affairs Committee, which is proper, on which I sit.

[11:28] In the email, Jason points out that American Canyon does not have a CWPP yet, and I quote,

[11:34] because our risk from fire danger is far lower than the heavily-witted areas of valley.

[11:39] Even if a CWPP is prepared later, the BC ratios are likely to be lower than other higher

[11:45] priorities areas already planned for BIFIOS Board.

[11:49] Of course, these comments completely ignore the connectivity of our community at Valley and is not really my point tonight.

[11:56] It is the if that concerns me.

[11:59] I'm here because, in line to the two recent fires at Wetlands Edge, I am wondering what the other initiatives are that could postpone work on the CWPP for your constituents.

[12:08] Fire season is here, and while I agree our risk is lower than at Valley, we certainly have risks.

[12:14] These include not only Wetlands Edge, which we saw two fires at recently,

[12:17] but no open space right next to neighborhoods and schools.

[12:22] If this process had been a priority,

[12:24] we would be in a much better place today than we are now.

[12:27] I would appreciate knowing the status of the CWPP

[12:31] and where this falls in the list of priorities.
