Mountain av llc for the parts

identified in the vote package

and the Dorchester neighborhood
[6:10]
of Boston.

Millage conducted a public

process that resulted in the
[6:15]
developer designation and this
[6:18]
conveyance full request a
[6:19]
community notification was
[6:22]
mailed in DECEMBER of 2025 to
[6:24]
inform of Major's intent to
[6:27]
issue an rfp for the parcel and
[6:29]
also met with Woodrow Allen
[6:31]
Neighborhood Association on
[6:33]
NOVEMBER 20th, 2025 to discuss
[6:34]
guidelines for an rfp.
[6:36]
A request for proposal was
[6:40]
issued on JANUARY 23rd, 2026
[6:42]
and advertised in the State
[6:43]
Central Register on FEBRUARY
[6:46]
21st, 2026, the Boston Herald
[6:50]
on FEBRUARY 19th, 2026 and
[6:51]
MARCH 2nd 2026 and the city
[6:53]
Record on FEBRUARY 13th, 2026

and MARCH 2nd 2026.

One proposal was received in

response to the rfp by the
[7:02]
MARCH 30th 2026 deadline and
[7:05]
met the eligibility criteria to

offer prices for 55,100 which

exceeds the appraised value

of $47,000.

Psc voted to approve the tenant

from the developer designation

of 8789 Mountain Avenue llc on

The designation was advertised

and 27th of 2026.

The whole package includes a

extension of the tentative

developer designation of the

People's Academy for the three
[9:45]
parcels located at 4436 Warren
[9:47]
Street, 79 Quincy Street and
[9:49]
2222 Glenburn Street in the
[9:51]
neighborhood of Roxbury and as
[9:53]
outlined in the vote package as
[9:54]
background Emily has conducted
[9:56]
a public process regarding the
[9:58]
disposition of these parcels,
[10:00]
including a community meeting
[10:03]
um which was held um in APRIL
[10:04]
2019 to discuss the development
[10:05]
of parcels.
[10:06]
A request for proposals was
[10:08]
issued on FEBRUARY 10th, 2020
[10:09]
and advertised pursuant to
[10:12]
chapter 30 b requirements uh
[10:15]
and the rfp was voted on MAY
[10:16]
22nd 2020.
[10:18]
There were four proposals and
[10:19]
one Brayton request submitted
[10:21]
after an initial review to
[10:23]
applicants, the People's
[10:24]
Academy can make sure
[10:25]
properties were invited to
[10:26]
present their plans
[10:28]
of development to neighborhood
[10:29]
residents in a virtual
[10:30]
community meeting which was
[10:31]
held on JUNE 21st, 2020.
[10:34]
Based on community feedback and
[10:36]
review of all eligible
[10:37]
applications against the rfp
[10:39]
evaluation criteria and which
[10:40]
recommended the ten year
[10:40]
developer designation of the
[10:41]
People's Academy.
[10:44]
As of SEPTEMBER 16th, 2020, pfc
[10:47]
meeting plc approved attended
[10:49]
developer designation of the
[10:50]
People's Academy on SEPTEMBER
[10:52]
16th, 2020 for a 24 month
[10:54]
period uh and approved an
[10:57]
extension for 12 months on
[10:59]
SEPTEMBER 14th 2022 uh another
[11:02]
extension for 12 months on
[11:03]
SEPTEMBER 20th 2023.
[11:04]
An additional 12 month
[11:07]
extension on AUGUST 28th, 2024
[11:08]
and another extension of 12
[11:11]
months on AUGUST 27th 2025.
[11:13]
The package includes a
[11:14]
comprehensive memo about the
[11:16]
project uh in the pfc vote
[11:18]
request uh in which is
[11:20]
requesting a six month
[11:21]
extension of the to the
[11:23]
developer designation to allow
[11:24]
the People's Academy to achieve
[11:26]
the following task continue
[11:28]
design development and work
[11:29]
towards finalizing design plans
[11:30]
that align with the people's
[11:32]
continuous visions and goals
[11:33]
for the project.
[11:35]
Advanced design plans for uh
[11:36]
Instructional Services
[11:38]
Department and other regulatory
[11:39]
approvals.
[11:41]
Identify and apply for funding
[11:42]
from local, regional and
[11:43]
national sources to support the
[11:44]
project.
[11:45]
Continue to implement a
[11:47]
fundraising initiative to raise
[11:48]
sufficient funds to support the
[11:50]
development of the project and
[11:53]
finalize commitments financing
[11:55]
commitments I have provided
[11:56]

vote requests which are

Uh the first provides a locus

existing conditions from the

Warren Street uh side of the

development building types.

Pfc approves the request.

The project will create the
[12:29]
following public benefits.
[12:31]
It would developed a mixed use
[12:33]
building consisting of a little
[12:35]
over 40,000ft2 of institutional
[12:36]
space which includes a
[12:38]
workshop, a machine shop,
[12:39]
classroom, break room and
[12:40]
office uh for the People's
[12:42]
Academy pre apprenticeship pre
[12:43]
apprentice construction
[12:45]
training program uh residential
[12:47]
units for students of the
[12:49]
program an approximate 2000ft2
[12:50]
of leasable commercial space.

do that with this extension.
