[10:20] nothing against anyone who's already
[10:22] been on the commission. I think it's a
[10:24] very difficult position to be in. Um,
[10:28] but I would like to have someone who
[10:30] advocates for the historic district and
[10:33] actually challenges the status quo. We
[10:37] don't know how many houses are
[10:38] contributing at this time because we
[10:40] don't collect data. So, how can we move
[10:44] forward and move toward where we have a
[10:48] sense of place that actually we know
[10:50] we're enhancing the historic district
[10:53] rather than diminishing it.

[11:00] the commission are dedicated and they
[11:03] give their time freely and that I

[16:24] Cynthia Snee, your finance director, and
[16:26] I'm very happy to be here tonight and
[16:28] give you an update on the finance
[16:30] department. It's our our annual update.
[16:37] Okay. Finance divisions include a
[16:39] significant number of years of public
[16:42] and governmental service and we're very
[16:43] proud of that. And our five divisions uh
[16:46] in in the department are accounting,
[16:49] budget, purchase, purchasing, grants,
[16:51] risk management uh and contracts, real
[16:54] estate and utility billing.
[16:57] That's the same as it has been for a
[16:58] long time. That hasn't really changed.
[17:01] Okay. So, a little bit more about
[17:02] accounting. Um that includes accounts
[17:05] receivable where we bill out
[17:06] particularly the uh for airport leases
[17:08] and the and the land leases out in the
[17:10] valley. We've got about 230 accounts
[17:13] that we maintain with that accounts
[17:15] payables when where we pay our bills
[17:17] from from vendors uh invoicing and
[17:20] employee uh reimbursement expense
[17:22] reimbursements. And that totals about
[17:25] almost 8,500 invoices every year that
[17:28] that we're processing. So it's a lot. In
[17:32] general accounting, we reconcile and
[17:34] maintain over 8,000 general ledger
[17:36] accounts. And in that includes financial
[17:39] reporting. We have 20 standard reports
[17:42] that we put out. And I know you're
[17:43] familiar with with many of those.
[17:49] All right. In specific in accounting,
[17:51] we've got payroll, and we we pay about
[17:54] 320 employees every bi-weekly. That
[17:56] varies a little bit because we have a
[17:58] lot of part-time, seasonal employees. So
[18:00] it it kind of goes up and down. We
[18:02] process all the W2s for all the
[18:04] employees. Um all of the related
[18:07] payments and reporting that goes along
[18:09] with with processing payroll.
[18:13] The budget division
[18:15] budget develops the the both the
[18:17] operating budget and the capital
[18:19] improvement plan. Um they monitor the
[18:22] budget both of those budgets throughout
[18:23] the year and and provide some research
[18:26] and analysis. Um, largely I say,
[18:29] "Angela, I need you to look at this."
[18:31] And and there it is. Um, they also do
[18:35] the five-year capital improvement plan,
[18:36] which you'll hear from Angela in a
[18:38] little bit for the upcoming five-year
[18:40] plan. And we are responsible for
[18:43] monitoring and and complying with the
[18:45] regulations um state and federal
[18:48] regulations.
[18:51] Okay. A little bit more about the
[18:52] budget. Uh we pro last year we prepared
[18:55] the award-winning annual city budget.
[18:58] That's the same one same award that
[19:00] we've been receiving for the last many
[19:02] years. We're very proud of that. That's
[19:04] we'll talk a little bit more about that
[19:05] in a second. They prepared last year's
[19:08] CIP and we improved our budget process
[19:12] last year. We're trying looking for
[19:14] continuous improvement. Last year we had
[19:17] a little bit different process where uh
[19:19] we presented the draft budget to the
[19:20] directors and said help us to reduce
[19:25] because we knew we needed to come with
[19:26] an operating budget. That's part of your
[19:28] your mandate and uh we needed help from
[19:31] all the department directors to get
[19:32] there and and we did that and so very
[19:35] proud of that.
[19:39] the purchasing division.
[19:42] Um, this is, let me go back for a
[19:45] second. Angela, you all know Angela, but
[19:47] Angela's our budget manager, okay? And
[19:49] Paul is our purchasing division head,
[19:52] and it's includes so much more than just
[19:54] purchasing. Um, he works on expense
[19:57] contracts and risk management and
[19:59] insurance claims and grants and grant
[20:02] coordination. So, he definitely gets the
[20:04] prize for the most hats to wear in the
[20:07] the department.
[20:09] So, a little more detail about his
[20:11] workload. Um, he completed 25 formal
[20:14] solicitations, RFPs, which saved the
[20:17] city $2.6 million. Um, the the purpose
[20:21] of that is to get the best um not only
[20:24] the lowest price, but the best product
[20:26] for the price um for the city, what's in
[20:29] the best interest of the city. uh 266
[20:32] contracts that he wrote and uh
[20:35] administered and negotiated along with
[20:37] the city attorney on most of those.
[20:40] Completed a lot uh 17 claims and and
[20:42] nine subregation actions where we were
[20:44] able to recover money from from
[20:46] different um claims against the city
[20:50] and managed 19 different grant programs
[20:52] valued at 17 million. Want to go into a
[20:55] little more detail about that. Most of
[20:57] that, well, about half of it, um, over 9
[21:00] million is specific to the airport and
[21:03] FAA grants for a lot of the capital
[21:05] projects that are going on out there.
[21:08] And it's historic preservation
[21:10] grants, CDBG, the um,
[21:15] for lend a hand and and emergency aid,
[21:18] uh, Clark County emergency operations,
[21:20] our dark dark skies retrofitting with
[21:23] the the street lights.
[21:26] We've got some police grants joining
[21:29] forces was about 50,000 and a water
[21:33] smart grant which is uh about water
[21:36] meters um replacing with a radio reads
[21:39] which makes it more more accurate and
[21:41] more efficient for our meter meters to
[21:43] be out there. Um and another
[21:45] infrastructure upgrade for the water
[21:47] wastewater treatment plant. So there we
[21:51] go. Lots of lots of grant activity on
[21:53] top of everything else that that comes
[21:54] out of the purchasing division
[21:57] contracts and real estate. That's Brock
[22:00] back. Um he works with land sales, land
[22:03] leases, research and analysis, and he's
[22:06] my special projects guy and and he does
[22:09] all those beautiful brochures that you
[22:11] see with all the financial data bringing
[22:13] it down to a a more attractive document.
[22:17] So some special things that he has done
[22:19] this year. uh prepared an enhanced and
[22:22] expanded online budget summary. So
[22:24] that's one of those beautiful
[22:25] publications that we see at the budget
[22:27] and summary. Um he really uh beefed that
[22:31] one up so it's a lot lot nicer. Um not
[22:34] that it wasn't nice before Brock
[22:37] and he assists me with the financial
[22:39] forecasts and the other transparency
[22:41] improvements. We the software that we
[22:43] used to produce the budget book went
[22:45] through a major upgrade and he was part
[22:47] of that. he was part of the beta testing
[22:49] to to get that, you know, up and going
[22:51] and and so we'll greatly benefit from
[22:53] that. It'll be a much more attractive
[22:55] document in the future.

[23:06] utility billing. So that's reading the
[23:08] meters, generating the bills, sending
[23:10] the bills out, collecting the payments.

[23:15] for the for the city.
[23:18] And this graph is really just to show
[23:21] that how stable our utility accounts
[23:23] have been year-over-year. Um, not much
[23:26] has changed, but that's not surprising
[23:27] given the the uh growth control
[23:31] situation that we're in. Things are
[23:32] pretty pretty constant there, pretty
[23:34] consistent.
[23:37] And then for our financial reports, um,
[23:39] I had hoped to be able to bring to you
[23:41] the fiscal year 25 report, but um, we're
[23:44] not quite there yet. So we prepare that
[23:46] annual document that goes through the
[23:48] audit and that was um independently
[23:51] audited and for fiscal year 24 which you
[23:55] see the cover here that did win the the
[23:57] GFOA award again and we will be
[24:00] submitting the fiscal year 25 for that
[24:02] same award. So speaking of the GFOA
[24:05] awards, um this is the certificate of
[24:08] achievement is the one for the financial
[24:11] statements for the AER and we've uh been
[24:13] awarded that um for 33 years consecutive
[24:17] years. So we're very proud of that.

[25:14] report. We call that the paffer. um
[25:17] that's a basically a a regurgitation of
[25:19] what's in the big financial document but
[25:22] in a only a few pages and it's got some
[25:25] cute graphics and it's a lot easier um
[25:28] to digest that data. You don't have to
[25:30] be an accounting expert to to get to
[25:32] what what it's after. Um we've been
[25:35] producing that for a few years and we
[25:36] did in fact win that one award as well
[25:39] which does qualify us for the triple
[25:42] crown.
[25:43] Um we're very very very pleased to have
[25:46] to have won that again for all of our
[25:47] reports that we produced last year and
[25:50] we are submitting them as we prepare
[25:52] them this year and with the expectation
[25:54] that we'll meet all the criteria to to
[25:56] qualify for that again. And this one uh
[25:59] to your point mayor is only se several
[26:01] hundred governments in the entire nation
[26:04] that are awarded that one.
[26:08] Another award that we're happy to talk
[26:09] about is last year, this time last year,
[26:11] we submitted um a proposal application
[26:14] to the Cashman good governance award and
[26:17] we did uh win for we're in first place
[26:20] for the small city. They have different
[26:22] categories and for the small city we we
[26:25] did win that one which then qualified us
[26:27] to be a finalist for the the big overall
[26:29] award. We I guess we were runner up. We
[26:33] didn't did not get the overall award,
[26:34] but we did win the the small city one
[26:36] that and the the topic of that was the
[26:39] solar or the land leases and how that
[26:41] has been, you know, our our lifeline um
[26:45] since we don't have the other types of
[26:46] revenues that the other cities do.
[26:50] And we're very pleased that Paul um our
[26:53] mini hat man was elected chairman of the
[26:57] poolacted um organization. So he's he's
[27:02] a we have a a strong voice there. He
[27:05] does a great job

[28:52] actually mail a physical bill to. Um and
[28:55] so those either come back in the mail or
[28:57] you know might come back in person to to
[29:00] pay those.

[34:43] bargaining unit to negotiate a new
[34:45] collective bargaining agreement. Their
[34:47] previous agreement expired on June 30th,

[34:52] Um the city and the unit and the union
[34:54] have tenatively agreed on a proposal to
[34:56] extend their uh agreement for three
[34:59] years with increases in the city's
[35:01] contribution toward healthcare insurance
[35:03] and wages. Um under NRS288.153,
[35:08] any new extended or modified uh
[35:10] bargaining agreement between the local
[35:12] government as employer and the union
[35:14] must be approved uh by this public in a
[35:17] public hearing. That's why we're here
[35:18] tonight and um provide you with a quick
[35:20] report. The total fiscal impact of this
[35:22] agreement would be an increase over the
[35:24] three years of 1.145
[35:30] 584.21.
[35:31] So a little a little over 1.145
[35:34] million. Uh there would be wage
[35:37] increases of approximately $229,000
[35:40] in the first year including the medical
[35:43] insurance contributions. In um fiscal
[35:47] year 23, they would total up to 38 an
[35:50] additional an increase um of 384 just
[35:54] over 384,000
[35:56] uh with benefits and then in fiscal year
[35:59] 28 a little over $532,000.

[39:15] used. And so to clarify that language,
[39:18] the city and the union held uh
[39:20] additional discussions to settle the
[39:21] agree disagreement. and we uh happily we
[39:25] agreed to modify the language as set
[39:26] forth in the amended and restated
[39:28] collective bargain agreement that's
[39:30] before you tonight. So there's no fiscal
[39:32] impact with this change. It's just a
[39:34] clarification of the language that was
[39:36] there. And uh so NRS requires that this
[39:40] type of a modified agreement come back

[41:44] for fiscal years 27 through 31.
[41:52] Hello, Angela Manin, budget manager. So
[41:56] today we're looking for tenative
[41:57] approval on the 5-year CIP plan. And the
[42:00] reason we look for tenative approval for
[42:02] the CIP is we're about to go into the
[42:05] operating budget. And so having
[42:08] a starting point, knowing what we're
[42:10] going to do with CIB really helps that
[42:12] process. And also occasionally um some
[42:15] capital projects have operating costs.
[42:17] So to know about those costs before we
[42:18] go into the operating budget.
[42:23] So
[42:24] our 5-year plan has 54 projects with a
[42:27] combined cost of $134.5 million. Fiscal
[42:31] year 27 has 35 projects with a combined
[42:35] cost of $35.1 million.
[42:39] This chart is showing the funding
[42:41] sources for our 5-year plan. It's a
[42:44] total of $134.5 million.
[42:47] Um 40% of this is coming from the
[42:49] enterprise funds which is $53.7 million.
[42:53] That's $3 million coming from our
[42:54] airport. 26.6 million coming from our
[42:57] electric fund. 14 million coming from
[43:00] wastewater and 10 million coming from
[43:02] our water fund. Outside funding is 24%
[43:05] or $32.8 million. And that's 27.2
[43:09] million coming from the FAA to support
[43:11] our airport and also 5.6 million coming
[43:13] from RTC to support our streets. The
[43:16] government fund is 19% or 25 million and
[43:20] this includes 8.6 million coming from
[43:22] our acquisitions and improvements fund,
[43:24] 12.5 million coming from our pool fund,
[43:27] and 3.8 8 million coming from our
[43:29] redevelopment fund. The voter approved
[43:33] is 17% or $22.5 million and that's $3.5
[43:38] million of the annual approved um
[43:39] spending from that fund and also $18.9
[43:43] million from the sale of Track 350, also
[43:45] known as Liberty Rich. And then our golf
[43:48] course search charge funds is less than
[43:49] 1% at $415,000 for equipment at our golf
[43:54] courses.
[43:57] This ne next chart is just uh funding
[43:59] sources for fiscal year 27. It's a total
[44:02] of $35.1 million.
[44:05] So the largest portion is governmental
[44:08] at 44% or $15.5 million. This includes
[44:12] $1.8 million coming from acquisitions
[44:14] and improvements, 11.8 from our pool
[44:17] fund, and $1.9 million from our
[44:19] redevelopment fund. This is unusual for
[44:22] our CIP graph where our funding sources
[44:24] are for government to be so high and
[44:26] it's because we have that really large
[44:28] pool project coming up in 27. And so if
[44:31] we were to take out the pool project, it
[44:32] would be 25% for the government funds.
[44:36] The next one is voter approved is 27% or
[44:39] 9.5 million and that's the $1 million
[44:42] that is approved annually to spend and
[44:44] also 8.5 million from the sale of track
[44:46] 350.
[44:48] And then the enterprise funds is 20% or
[44:51] $6.9 million which is $140,000 coming
[44:55] from our airport. 5 million coming from
[44:57] our electric fund, $400,000 coming from
[45:00] our wastewater fund and 1.4 million
[45:03] coming from our water fund. Outside
[45:05] funding is $2.6 million or 8% and that
[45:10] is 1.2 million coming from FA to support
[45:12] our airport and 1.4 coming from RTC to
[45:15] support our streets. And again, this is
[45:18] very unique because of our very large
[45:19] pool project. And so our breakdown is
[45:21] not typical. If we were to take out the
[45:23] pool project, uh maybe 25% governmental,
[45:27] 7% voter approved, 47% enterprise fund,
[45:31] and 18% outside funding. And that'd be
[45:33] more in the norm on spending.
[45:39] So, our fun our governmental funding
[45:41] sources for fiscal year 27 include um a
[45:44] transfer from the general fund to
[45:45] acquisitions to improvements of up to $
[45:47] 1.5 million. Also, the swimming pool
[45:50] fund resources of $20.3 million include
[45:53] 11.8 million in fund balance from
[45:56] donations, voter approved funding, and
[45:57] investment revenue. It also has that
[45:59] additional 8.5 in voter approved um
[46:03] spending from the sale of track 350. The
[46:06] redevelopment fund is will use the
[46:08] resources of $ 1.9 million to promote
[46:11] businesses in the RDA district.
[46:15] So again, so voter approved um spending
[46:17] in fiscal year 27 will be $9.5 million.
[46:21] And so with the sale of track 350, also
[46:25] known as Liberty Ridge, it was approved
[46:27] by the voters voters. That 90% will go
[46:29] to the pool and 10% will go to public
[46:31] safety. So in fiscal year 27, $8.5
[46:34] million will go to the pool from that
[46:36] sale. And then also for fiscal year 27,
[46:39] we have that annual spending of $1
[46:41] million. So that spending of voter
[46:44] approved funding of $1 million is for
[46:46] governmental projects, so it's not to be
[46:48] used for utilities or airport. Um it was
[46:51] approved back in 2015.
[46:53] This year, fiscal year 26, our lease
[46:55] revenue going into voter approved
[46:56] funding or voter approved fund is 4.6
[46:59] million. So we're only allowed to spend
[47:01] 1 million. So that fund grows at about
[47:03] $3.6 million annually. So at the end of
[47:06] fiscal year 26, it'll have a fund
[47:08] balance of about $11 million.
[47:13] So another funding source for CIP for
[47:16] fiscal year 27 is our golf course search
[47:18] charges. So these funds come from a
[47:21] percentage of the green piece. Both
[47:23] Boulder Creek and New Golf Course both
[47:25] have a search charge fund and they grow
[47:27] at about $150,000 annually. So, Boulder
[47:30] Creek will use this money for about
[47:32] $126,000 to purchase equipment and MUN
[47:35] golf course will use $290,000 to
[47:38] purchase equipment.
[47:42] So, our proposed enterprise fund
[47:44] spending for fiscal year 27 hasn't
[47:46] changed since we met back in December.
[47:48] The airport fund will be $140,000.
[47:51] The electric fund will be $5 million.
[47:53] The wastewater fund will be $400,000.
[47:56] And the water fund will be 1.4 million.
[48:01] So, our outside funding for fiscal year
[48:03] 27 um includes the regional
[48:06] transportation commission of $1.4
[48:08] million and again this supports our
[48:09] roads and also the federal aviation
[48:11] administration of 1.2 which supports our
[48:15] airport.
[48:18] So, there's only been one change since
[48:19] we met in December with the CIP, and
[48:23] that includes adding the project of the
[48:25] pavilion at the Boulder Creek Golf
[48:26] Course of converting the 7,400 ft²
[48:30] canvas pavilion into a 10,000 ft²
[48:33] permanent building that would include
[48:35] restrooms, a warming kitchen, and bars.
[48:39] So, this cost this project would cost
[48:41] $8.5 million. It would be 100% funded
[48:44] with the redevelopment district funding.
[48:47] So, we would use the current funding of
[48:49] $5 million that's in the RDA and then um
[48:52] 2027 it'd be an additional $1.7 million
[48:55] and then in 287 $750,000 and then in
[48:58] fiscal year 29 when the RDA sunsets
[49:00] there'd be an additional million
[49:01] dollars. So for a total project cost of
[49:04] 8.5 million
[49:07] and the 10,000 footprint
[49:10] um we used
[49:13] the Clark County not oh my gosh Boulder
[49:16] the Boulder Dam Credit Union Gala which
[49:18] is about 400 people and so that's how we
[49:20] um determined that 10,000 square
[49:21] footprint to make sure it could host
[49:23] something like that.

[56:46] prosecutor services. Since 2005, the
[56:49] city has contracted with private law
[56:51] firms to provide the prosecution
[56:52] services.
[56:54] Mr. Gary Booker was our uh prosecutor
[56:57] for 18 years and retired in 2023. Our
[57:01] current prosecutor is Thomas Moscll who
[57:03] has served in this role since June of 23
[57:06] and he was a chief deputy district
[57:08] attorney for Clark County from August 23
[57:11] 2014 through 2021.
[57:15] In August of 2025, Mr. Moscow began
[57:18] working with Justin Wilson of Cox and
[57:20] Wilson Law. And as an aside, Mr. Wilson
[57:22] and his partner Shane Cox are here today
[57:24] if there's any questions for them. Um,
[57:27] and they subcontracted with Mr. Moscow
[57:30] to provide prosecution services. Um, Mr.
[57:33] Moscow does wish to terminate his
[57:34] contract to pursue other endeavors. Um,
[57:37] since the city has been working with Mr.
[57:38] Wilson, who is also an experienced
[57:40] criminal attorney with, um, over 5 years
[57:43] of criminal experience. Uh, he also
[57:45] worked for the Clark County DA's office
[57:46] early in his career, and his resume is
[57:49] provided as a handout tonight. Um he
[57:52] over the past few months has worked uh
[57:54] providing our prosecution services and
[57:56] in that time has processed uh 88 cases
[57:59] resulting in 70 convictions for the
[58:01] city. Uh Mr. Wilson is comfortable in a
[58:04] courtroom and wellversed in criminal
[58:05] procedure investigation, substantive
[58:08] criminal law and roles of evidence. Mr.
[58:10] Wilson's partner Shane Cox is also
[58:12] available to serve in Mr. Wilson'sstead
[58:14] should he be unavailable. Uh Mr. Cox is
[58:17] also an experienced criminal attorney
[58:18] and it will benefit the city to have the
[58:20] additional support of a law firm uh to
[58:23] provide these services. The term of the
[58:25] agreement is two years and additional
[58:27] two additional one-year renewal periods.

[58:32] I'm available for any questions and

[1:13:00] findings and recommendations and
[1:13:02] associated fiscal impacts related to the
[1:13:05] collective bargaining agreement or
[1:13:06] collective bargaining negotiations and
[1:13:09] then impass between the city and the
[1:13:11] international association of
[1:13:12] firefighters local 5073. Uh this report
[1:13:16] to you is required under NRS 20 uh
[1:13:19] 288.2000
[1:13:22] subsection 8. Um as noted in the staff
[1:13:25] report uh just a little bit of
[1:13:26] background the collective bargaining
[1:13:28] agreement between the city and IAFF
[1:13:31] local 5073 expired on June 30th 2025.
[1:13:35] The parties unfortunately were unable to
[1:13:37] negotiate a successor agreement and uh
[1:13:40] we mutually agreed to go to non-binding
[1:13:42] factf finding to seek third an
[1:13:44] independent review and third party input
[1:13:47] on resolving the areas of disagreement
[1:13:50] and we received this factfinders report
[1:13:52] on December 23rd 2025 under NRSU uh 288.
[1:13:58] uh the city council must hold a um there
[1:14:01] must hold a public meeting and for the
[1:14:04] within 45 days of receiving that report.
[1:14:06] So we're here before you tonight to
[1:14:08] present the report and that would
[1:14:10] include a discussion of three different
[1:14:12] items. First item is uh what are the
[1:14:15] issues uh of disagreement and uh between
[1:14:19] the two parties. The second item is a
[1:14:21] report of the findings and the
[1:14:23] recommendations of the factfinder. And
[1:14:25] then third uh the overall fiscal impact
[1:14:28] of the findings and the recommendation.
[1:14:30] But in in talking about those uh the
[1:14:33] fiscal impact the council uh the statute
[1:14:36] does not allow the council to dis
[1:14:38] discuss additional details about the
[1:14:40] report in relation to fiscal. It's a
[1:14:42] little bit confusing but essentially I'm
[1:14:45] here to provide you with this is these
[1:14:46] were the issues that we talked about.
[1:14:49] This these are the recommendations and
[1:14:50] findings of the factfinder and these are
[1:14:52] the fiscal impacts. So I'll go through
[1:14:54] each one of those in just a little bit
[1:14:56] of detail. So first the first first item
[1:14:58] the the issues submitted to the
[1:15:00] arbitrator. Uh first one is regarding
[1:15:03] wage increases. The second one was
[1:15:05] related to pay for what is called a
[1:15:07] preceptor or mentor pay. This is when
[1:15:09] one of our full-time firefighters steps
[1:15:11] in or is given an additional assignment
[1:15:13] to mentor one of the the junior or cadet
[1:15:16] uh firefighters. I don't know if that's
[1:15:18] the exactly the correct term. And then
[1:15:21] third uh what type of revolved around
[1:15:24] incentive pay for both hazmat additional
[1:15:26] certifications that the firefighters
[1:15:28] receive for uh hazardous materials
[1:15:30] training as well as what is called a
[1:15:32] technical rescue training certification
[1:15:35] and I'll I'll talk about each of those
[1:15:37] in just a moment. So those were the
[1:15:39] three issues. uh and now I'll the next
[1:15:42] part I'll tell you about the findings
[1:15:44] and the recommendation of the factfinder
[1:15:49] under wage increases uh in addition to
[1:15:52] the wage itself there were some issues
[1:15:55] around the term of the agreement how
[1:15:57] many years would the agreement be and
[1:15:59] also retroactivity so we're past the
[1:16:02] time when the the old uh collective
[1:16:04] bargaining agreement expired we're into
[1:16:06] the new one but we haven't reached an
[1:16:08] agreement so um what uh when do the new
[1:16:11] when will the new terms start? So um on
[1:16:14] that regard uh the factfinder found that
[1:16:17] there a term of 3 years as proposed by
[1:16:20] the city would be appropriate. So uh
[1:16:23] factfinder's recommendation that we um
[1:16:25] consider a non-binding uh factf finding
[1:16:28] but we would consider 3 years the uh the
[1:16:32] new agreement then would be effective
[1:16:34] from July 31st 2025 through June 30th
[1:16:37] 2028.
[1:16:38] On the next item related to wages
[1:16:40] themselves, uh in year 1 there would be
[1:16:43] a wage increase of 4.375%.
[1:16:47] In year two and in year three, the w any
[1:16:50] wage increase would be based upon the
[1:16:52] consumer price index or CPI. And uh but
[1:16:56] we would uh the proposal included both a
[1:16:59] floor and a ceiling or a minimum uh cola
[1:17:03] and a maximum cola and uh minimum would
[1:17:07] be 2.25. 25%. So if it happen if it
[1:17:10] happened that we had a very low CPI that
[1:17:13] year it was only 1.6 they would be
[1:17:15] guaranteed at least 2.25%.
[1:17:17] Likewise like in the in the past year if
[1:17:20] there was a very large increase in the
[1:17:22] CPI uh it would be capped at 3.25%.
[1:17:27] And that would be for year two and
[1:17:28] three. So there would be a wage increase
[1:17:30] in both of those but this gives us the
[1:17:33] uh boundaries of in which that increase
[1:17:36] would fall.
[1:17:38] Uh with regard to retroactivity, the
[1:17:40] factfinder recommended as proposed by
[1:17:44] the IAFF that it be retroactive to July
[1:17:47] 30, July 1st, 2025. So the beginning of
[1:17:50] the contract, the the new contract
[1:17:52] retroactivity. And then with regard to
[1:17:55] preceptor and mentor compensation, uh it
[1:17:59] the factfinder recommended it to be $50
[1:18:02] per shift for the duration of the
[1:18:04] assignment. And again, that would be
[1:18:06] effective during the term of this
[1:18:08] agreement. So, $50 per shift if you're
[1:18:11] serving as a mentor. And then, uh,
[1:18:13] finally, with regard to the incentive
[1:18:16] pay that I mentioned related to
[1:18:17] hazardous
[1:18:20] additional certifications, uh, for
[1:18:22] handling or addressing, uh, emergencies
[1:18:24] related to hazardous materials and
[1:18:26] technical rescue training. Um it uh
[1:18:30] FactFinder recommended that the
[1:18:32] employees who have obtained and
[1:18:34] maintained certification in hazardous
[1:18:36] material technician and so there uh you
[1:18:39] had to do these together uh a technical
[1:18:42] rescue certification uh related to
[1:18:45] vehicle and machinery um technician that
[1:18:48] would be paid an additional 2% above
[1:18:51] their um hourly rate. And then in
[1:18:55] addition to that there are other type
[1:18:57] there three other types of technical
[1:18:59] rescue uh certification. Those are
[1:19:03] swiftwater rescue, high low angle rope
[1:19:06] rescue and wilderness rescue. All of
[1:19:08] those uh which are appropriate to our
[1:19:11] geography here and the special needs of
[1:19:14] Boulder City. And so if uh the the
[1:19:17] factfinder recommended that if the
[1:19:19] employees receive those any of those
[1:19:21] additional certifications that in
[1:19:24] addition to the 2% for hazmat and
[1:19:26] vehicle machinery rescue they would
[1:19:28] receive one an additional 1% for up to
[1:19:31] three other uh three other TRT or
[1:19:35] technical rescue certifications for a
[1:19:37] total of 5%.
[1:19:41] A potential uh total of 5%. And then
[1:19:43] finally, the third item in the fiscal
[1:19:45] impact of this um for the overall
[1:19:48] three-year contract would be 1 point uh
[1:19:51] well, excuse me, 1,483,84349.
[1:19:56] That would be total in both wages and
[1:19:59] benefits based on the conditions that I
[1:20:02] just described to you with regard to
[1:20:04] wage increases and hazmat and and the
[1:20:08] other special compensations for
[1:20:09] mentoring or or preceptor pay.
[1:20:13] So uh again un uh my report and the
[1:20:17] structure of that information I've
[1:20:18] shared with you is outlined or given in
[1:20:21] the NRS. Um I'm happy and so this is
[1:20:24] more of an information for the council
[1:20:26] of um how the factfinder uh factf
[1:20:29] finding process worked what the results
[1:20:32] were and I'm happy to answer any
[1:20:33] questions. However, no action is needed
[1:20:35] on this item.

[1:24:01] made up of at least 50% uh voting

[1:24:12] incredible um asset to the historic
[1:24:16] district um living at the fringe and in
[1:24:18] a very historic home. Um I I I still
[1:24:22] feel like we're really falling short on
[1:24:24] representing your constituents that
[1:24:25] actually make up the historic district
[1:24:29] um in in such a capacity and that their
[1:24:32] voices are heard. I mean, the the
[1:24:34] committee and and this council um
[1:24:37] continue to um
[1:24:39] form obviously opinions and um
[1:24:43] designations and and and plans for what
[1:24:47] the historic district is and should be
[1:24:49] and how to preserve it. Um and yet there
[1:24:52] still isn't uh uh two voting members on
[1:24:55] the committee that um
[1:24:58] that are part of that decision making.

[1:27:48] um the renovations turned out fantastic
[1:27:51] and high marks from attendees
[1:27:54] and it really uh continues to place Las
[1:27:58] Vegas as a premier destination for
[1:28:01] leisure sports and conventions. And of
[1:28:06] course CES uh was here recently and very
[1:28:09] successful. Uh that's all I have there.
[1:28:12] And then as far as the uh water
[1:28:14] authority report um by mid
[1:28:19] February the states
[1:28:22] are supposed to get together and come up
[1:28:24] with a new plan the basin states and
[1:28:26] that there's really not been any
[1:28:29] reported progress in that. So, uh the uh
[1:28:33] federal government has said if if you
[1:28:35] don't come to an agreement, now they
[1:28:37] have pushed off the time frame for that
[1:28:40] a couple of times already. We don't know
[1:28:42] if they'll hold to this middle of
[1:28:44] February firmly or loosely, but um in
[1:28:48] any case, we expect there will likely be
[1:28:51] uh requests for additional cuts amongst
[1:28:55] all of the basin states.
[1:28:58] Uh Nevada receives roughly 2% of the
[1:29:03] entire allocation of the Colorado River
[1:29:06] flow.
[1:29:07] Um and of our 2%
[1:29:11] I'm going to switch to a fraction now.
[1:29:13] We consumed or are expecting to consume
[1:29:17] 2/3 of our allocation. So we have a
[1:29:20] cushion. It's not a large cushion, but
[1:29:23] um we expect to be able to um continue
[1:29:28] to uh survive and thrive if uh if and
[1:29:31] when additional cuts might be made to
[1:29:33] the larger picture. Um, we are part of
[1:29:38] the lower basin states. Um, and Arizona
[1:29:42] and Mexico, not a basin state, but a
[1:29:46] certainly a part a participant and a
[1:29:48] partner in the Colorado River decisions.
[1:29:51] Um, between their cuts and our cuts,
[1:29:55] there's going to be 600 roughly 630,000
[1:29:59] acre feet. Now, that's double of what
[1:30:02] our entire allocation is. So that
[1:30:05] indicates Arizona and Mexico are going
[1:30:08] to cut a whole lot more than we already
[1:30:10] are, which is 21,000 acre feet off of
[1:30:13] our 300,000. So anyway, um the bottom
[1:30:16] line is we're um we're still um
[1:30:20] operating with high return flow credits,
[1:30:23] which allows us to draw out more than
[1:30:26] our actual allocation. But since we're
[1:30:28] returning it, we can continue to keep
[1:30:30] that closed loop cycle and our actual
[1:30:33] consumption is still only about
[1:30:35] twothirds of our allocation. So that's

[1:31:47] today to the Supreme Court hearing um
[1:31:50] which is the highest court in the land.
[1:31:52] And I'd like to point out that the same
[1:31:54] integrity and desire for right to be
[1:31:56] done, I believe, is is on its dis. Uh we
[1:32:00] can't compare obviously to the Supreme
[1:32:02] Court, but we try to strive for the
[1:32:04] truth in what we do and to get a a fair
[1:32:08] um and equitable decision and everything
[1:32:10] that we do. And I I know I speak for
[1:32:12] myself and the other four members. Um
[1:32:14] it's always my honor to serve in any
[1:32:16] capacity that I find myself in,
[1:32:18] especially here in Boulder City. Um, but
[1:32:21] specifically, I I want to thank uh
[1:32:23] everyone for selecting me as the um
[1:32:26] Southern Nevada uh Council of Government
[1:32:28] Representative for Boulder City. I I I
[1:32:32] think that's really important. I'm also
[1:32:34] on the uh civilian military council
[1:32:36] executive committee and this year
[1:32:38] Boulder City, we are the elected chairs
[1:32:42] for that committee. We meet quarterly
[1:32:44] and uh we talk about different issues
[1:32:46] with the military and military families.
[1:32:49] Um I'm also on the Nevada Legal Cities
[1:32:52] and so these are three um boards that
[1:32:56] have a lot of input and a lot of say. So
[1:32:58] even though we're small, we give our
[1:33:00] input from Boulder City and we have a
[1:33:02] seat at the table to make a difference
[1:33:04] in Southern Nevada, all of Nevada, I
[1:33:06] would say. So I just want to thank you
[1:33:08] again for electing me uh for the uh COG
[1:33:12] and I look forward always uh with the
[1:33:14] military council. Um it's it's it's my
[1:33:17] goal to lean into current and future
[1:33:21] pressing issues, issues that will be
[1:33:22] addressed with the military civil and
[1:33:24] civilian communities. Um like attaining
[1:33:28] housing uh attainable housing, drone
[1:33:31] incursions. The military uh has a
[1:33:34] somewhat of a cclick fix like we have
[1:33:36] see something, say something. They have
[1:33:38] a lot of drone in uh incursions. Those
[1:33:41] are um the drones are mostly the
[1:33:43] recreational ones that people use, but
[1:33:46] they're asking our uh help for that.
[1:33:48] Obviously, we know AI and data centers
[1:33:50] are on the docket of everyone in
[1:33:53] government across the nation. So, we'll
[1:33:55] be talking about things like that. And
[1:33:58] um if there's any questions or issues on
[1:34:00] these boards or any local issues, please
[1:34:03] uh reach out to me. I'm available. I

[1:34:08] talk about historic preservation that

[1:35:33] 15th, uh 3:00 start mingling and 4:00 uh
[1:35:38] have the actual state of the city
[1:35:40] happen. Uh, in as much as we have a
[1:35:43] theme of the of a team, which is what we
[1:35:46] are, uh, I thought, so how do you
[1:35:49] identify yourself as a team, uh,
[1:35:52] Councilwoman Booth refuses to wear a
[1:35:55] t-shirt, so we'll have to do it with
[1:35:57] hats, but she refuses that, too. So,
[1:36:00] she's part of the team no matter what.
[1:36:04] Beautiful things that she wears. Uh, but
[1:36:07] I would be curious of how many people
[1:36:09] are going to come to the state of the
[1:36:11] city with their favorite team hat. Um,
