Uh, the bid came in on the rock and

alternative bids. All came in at
[2:50]
a,ion300,000

uh and change. The lowest bidder was

wall contractor LLC from Denton. They're
[2:58]
highly recommended company. We look

forward to working with them. As you

would will recall, we are self-funding

this project with Surface Funds. This is
[3:07]
uh the project that we're doing uh the
[3:09]
resolution

for financing. If we'd need to borrow

money for this project, I don't think we

will, but better safe than sorry. And
[3:20]
this was recommended by Governor
[3:22]
Capital, our financial advisors. The low
[3:25]
bidder for the Glenn Hills Lift Station,
[3:27]
which you're voting on tonight, is Venus
[3:29]
Construction Company. Their bid was of
[3:32]
$800,299.79,
[3:36]
was $400,000 lower than the previous bid
[3:39]
that we had. Initially, we bid out the
[3:42]
project before we had a clear easement
[3:43]
to build the lift station. So that the
[3:45]
project had to be rebid because of the
[3:48]
amount of time it took to get get the
[3:50]
easement. It turns out that we will save
[3:52]
around $400,000.
[3:54]
This project is being funded by alone
[3:56]
with the Texas Water Development Board.
[3:59]
Uh if you recall, the legislature passed
[4:02]
the bill that requires we have a
[4:03]
wildfireification plan in place by
[4:06]
January 2027.
[4:10]
uh which is this coming January. We g
[4:12]
the information uh that the cost of the
[4:14]
wildfire mitigation plan and utility
[4:17]
pole inspection plan would both cost
[4:19]
around $200,000 to have professional
[4:22]
engineers write the plans for us. Javis
[4:25]
Kirk Higgins uh met with a company to do
[4:28]
the pole inspection for us and we'll be
[4:30]
able to write a plan that should work.
[4:33]
However, we con were concerned with the
[4:36]
wirefire mitigation plan would be very
[4:39]
difficult for us to figure out what the
[4:41]
PUC wanted as a plan because they had
[4:44]
not given anyone a template for what
[4:46]
they wanted. Uh at the TPPA meeting last
[4:50]
month, I let the head of the PUC know
[4:52]
that smaller utilities like us were
[4:55]
having problem financing the plant
[4:56]
because we did not have the financial
[4:59]
resources that larger utilities have.

Right. After I spoke, a couple of people
[5:04]
who work for Impact Engineering
[5:06]
approached me and said that they could
[5:08]
do a wildfireification
[5:10]
plan at a reasonable cost. Two gentlemen
[5:13]
from Impact came week before last and
[5:17]
told us about their process and we've
[5:19]
decided to work with them to put the
[5:20]
plan together at a much lower cost than
[5:22]
we initially thought. We should have a
[5:25]
mitigation plan well before the date
[5:27]
will outline in January.

I'd like to publicly oppose the idea of
[11:02]
having automatic license plate reader
[11:04]
cameras or ALPRs, otherwise known as
[11:07]
flock cameras in our town. In this day
[11:09]
and age, we live in a uh constant
[11:11]
surveillance state with our smartphones
[11:13]
containing age verification, facial
[11:15]
recognition, web cookies, ad tracking,
[11:17]
and thumbrint scanning. It's no secret
[11:19]
that online scr uh security should
[11:21]
always be our priority. So, why are we
[11:23]
not embracing further? So, why are we
[11:25]
embracing a further breach of our
[11:27]
privacy? A LPRs have been reported to
[11:29]
identify your Bluetooth chips, uh, track
[11:32]
your individual phone, not just your
[11:33]
plate number, and have been reported to
[11:35]
pick up residential conversations
[11:37]
despite flocks claim that they are
[11:38]
unable to do so. Some ALPR, such as the
[11:41]
Flock Commodore, have been proven to
[11:42]
physically track humans in their phone
[11:44]
screens. The argument can be made that
[11:46]
there is no expectation of privacy on
[11:48]
public roadways but with devices like
[11:50]
the flock drone and flock condor. How
[11:52]
are we to feel safe in the fact that our
[11:53]
residential privacy is not in jeopardy?
[11:55]
In addition to this, there have been
[11:57]
several reports of officers of the law
[11:59]
misusing ALPRs for personal use or
[12:01]
failing to use these tools for what they
[12:03]
intended to do. The statistics for
[12:05]
violent crimes being solved with ALPRs
[12:07]
is shockingly low. and in an area with
[12:08]
such a low crime rate, I failed to
[12:10]
understand what our community would gain
[12:11]
from the installation. Aside from an
[12:14]
unnecessary infiltration of our daily
[12:16]
lives, obviously, I'm not the only
[12:17]
citizen concerned with this matter. I
[12:19]
have lived in Buoie my entire life, and
[12:20]
just like many of you, I contribute to
[12:22]
the local economy, and my taxes benefit
[12:24]
our local systems, just like many of
[12:26]
you. The petition to have ALPR's banned
[12:28]
in our city is nearing the required
[12:29]
amount of signatures. And I implore you,
[12:31]
my neighbors and friends, to consider
[12:32]
adding your name to stand up for the
[12:34]
privacy and safety of our people. Thank
[12:36]

do agree with the young man. The

residential privacy, especially in a
[13:10]
town like this, is very important to a
[13:12]
lot of us. That's why we've moved here.

That's why we like living in a small
[13:14]
town like this. Everybody knows
[13:16]
everybody. It's kind of a secure place.

It's safe for all of us. Um, the flock
[13:21]
cameras being in town, I am
[13:25]
somewhat opposed to that. However, on
[13:28]
the other side of that coin, I would
[13:30]
like to point out that down in
[13:31]
Jacksboro, they've got a lot of flock
[13:33]
cameras set up at the city limits and
[13:36]
they have really cleaned up Jacksboro.

They really have. Um, they've gotten a
[13:41]
lot of drug busts. They've gotten a lot
[13:43]
of arrests and anybody that's lived here
[13:45]
in this town knows,
[13:46]

excuse me, knows that we have had a lot
[13:50]
of problems with drugs in this town. I
[13:53]
for one have been a victim of that in
[13:55]
the 90s. Admittedly, if they had had
[13:58]
flock cameras back then, I'm sure I

would have gotten in a lot more trouble.

And it's hard for me to admit that in
[14:03]
front of everybody, but I'm 50. I guess
[14:05]
it's time. But
[14:08]
I would feel remiss if I saw flock
[14:11]
cameras right downtown.

admittedly it is a major intersection

where the highways come through, but I
[14:20]
feel like if we had the perimeter like
[14:22]
they do in Jacksboro and have the flock
[14:25]
cameras set up. If somebody left town,

say one of your family members left

town, they would be able to know, well,
[14:31]
they left Buoie at such a time they got
[14:33]
through Decada, they got through Fort
[14:35]
Worth, they left Fort Worth, they got
[14:36]
through Decada, but they haven't made it
[14:38]
home. I can understand how it's a very
[14:41]
effective tool to help with the public.

But again, as I'm trying to play devil's
[14:46]
advocate, on the other side of the coin,
[14:48]
there are have been several internet
[14:51]
reports, nothing that I've seen
[14:53]
personally, but you always read and you
[14:55]
always see that uh some officers have
[14:58]
used the flock cameras uh incorrectly.

And I'm not saying that our police
[15:03]
would. I'm saying that maybe a license
[15:06]
plate reader might read a license plate
[15:07]
number wrong or things like that. But
[15:10]
these are the things that
[15:13]
we as the public and we as the world are
[15:15]
having to deal with now with the way
[15:16]
technology is.

want to let you guys know that I
[15:22]
somewhat I I I really oppose the flock
[15:24]
cameras being in town. I don't know if
[15:26]
we really need them. You know,

I don't know if I need to get flocked
[15:32]
running to Brook showers to grab a

bottle of milk or not. But if I'm going
[15:35]
to Fort Worth and I get caught on a
[15:37]
flock camera and I don't make it back

home, that flock camera might help to

protect me. It's a slippery slope and I

like to advise the city council and the

public, all of us, to look at this with

an open mind and try

our budget, which is an expenditure

budget. First page, all the line items

you'll see are very close to last year's

amounts. There's been very little

changes. Um, the insurance is,
[18:04]
as Bert was saying, we don't know for
[18:06]
sure what ours is going to be either.
[18:08]
So, we've just plugged in a flat fee,
[18:12]
but other than that, it's very close to
[18:15]
what our expenses run. And again, with
[18:19]
very little change over last year. On
[18:22]
page two, you'll see that our
[18:23]
expenditures are 2.2 million. Sounds
[18:27]
like a lot of money,

inform the public that because uh your

city council has chosen to be a part of

the ACSC coalition. Um the rate for
[35:57]
their attorney is rolled into the rate
[35:59]
that's passed on and that rate is still
[36:01]
much lower than what your rate would be
[36:04]
if they weren't a member. So they're
[36:06]
very conscientious about trying to do
[36:08]
what's best for the community, all the
[36:10]
residents and commercial customers and
[36:12]
of Atmas Energy. So I just wanted to
[36:15]
inform them. um on this. I I know that
[36:19]
Mayor Burus has one, but um I just
[36:21]
wanted to give you all an update of the
[36:23]
city profile of how uh Atmas has
[36:25]
partnered with the city of Buouie. Um we
[36:28]
we show that we have spent uh 5.8
[36:31]
million and plus dollars in capital
[36:34]
expenditures within the city limits in
[36:36]
the last five years with uh 2.2 million
[36:40]
just last year. Um, that's for
[36:43]
replacements, for repairs, for new new
[36:46]
pipe in the ground, unfortunately, gas
[36:48]
leaks that have to be, it's
[36:50]
all-encompassing.
[36:51]
So, um, and, um, we have 1,774
[36:56]
customers that you are helping to save
[36:58]
funding for. So, thank you for that. Um,
[37:01]
we have roughly 22 employees that live
[37:04]
within a radius of 30 miles of Buoie, if
[37:07]
not within the city limits. So we we do
[37:10]
that because we want our employees to be
[37:13]
invested in the communities, not just as
[37:15]
an employee, but as somebody who pays
[37:17]
taxes and has their kids go to the
[37:19]
school and eat in the restaurants. And
[37:21]
so um the very last um piece of
[37:24]
information that's important is in the
[37:27]
past year, um Atmas has contributed
[37:30]
$274,000
[37:31]
in donations that have uh directly
[37:34]
impacted Monte County in one way or
[37:37]
another. Um 50% of that is for energy
[37:40]
assistance though. So if you have a
[37:42]
resident who is in need of services, you
[37:45]
know, they have a leak on their side of
[37:47]
the meter and they've lived in that
[37:48]
house for 50 years and they just don't
[37:50]
have it in their budget to pay for it.
[37:52]
Um that money goes to helping citizens
[37:55]
like that and I have my contact
[37:57]
information on the bottom because people
[37:59]
just don't want my card anymore. So, if
