[3:32] $800,299.79,
[3:36] was $400,000 lower than the previous bid
[3:39] that we had. Initially, we bid out the
[3:42] project before we had a clear easement
[3:43] to build the lift station. So that the
[3:45] project had to be rebid because of the
[3:48] amount of time it took to get get the
[3:50] easement. It turns out that we will save
[3:52] around $400,000.
[3:54] This project is being funded by alone
[3:56] with the Texas Water Development Board.
[3:59] Uh if you recall, the legislature passed
[4:02] the bill that requires we have a
[4:03] wildfireification plan in place by
[4:06] January 2027.

[4:12] the information uh that the cost of the
[4:14] wildfire mitigation plan and utility
[4:17] pole inspection plan would both cost
[4:19] around $200,000 to have professional
[4:22] engineers write the plans for us. Javis
[4:25] Kirk Higgins uh met with a company to do
[4:28] the pole inspection for us and we'll be
[4:30] able to write a plan that should work.
[4:33] However, we con were concerned with the
[4:36] wirefire mitigation plan would be very
[4:39] difficult for us to figure out what the
[4:41] PUC wanted as a plan because they had
[4:44] not given anyone a template for what
[4:46] they wanted. Uh at the TPPA meeting last
[4:50] month, I let the head of the PUC know
[4:52] that smaller utilities like us were
[4:55] having problem financing the plant
[4:56] because we did not have the financial
[4:59] resources that larger utilities have.

[5:04] who work for Impact Engineering
[5:06] approached me and said that they could
[5:08] do a wildfireification
[5:10] plan at a reasonable cost. Two gentlemen

[5:20] plan together at a much lower cost than
[5:22] we initially thought. We should have a
[5:25] mitigation plan well before the date

[11:04] cameras or ALPRs, otherwise known as
[11:07] flock cameras in our town. In this day
[11:09] and age, we live in a uh constant
[11:11] surveillance state with our smartphones
[11:13] containing age verification, facial
[11:15] recognition, web cookies, ad tracking,
[11:17] and thumbrint scanning. It's no secret
[11:19] that online scr uh security should
[11:21] always be our priority. So, why are we
[11:23] not embracing further? So, why are we
[11:25] embracing a further breach of our
[11:27] privacy? A LPRs have been reported to
[11:29] identify your Bluetooth chips, uh, track
[11:32] your individual phone, not just your
[11:33] plate number, and have been reported to
[11:35] pick up residential conversations
[11:37] despite flocks claim that they are
[11:38] unable to do so. Some ALPR, such as the
[11:41] Flock Commodore, have been proven to
[11:42] physically track humans in their phone
[11:44] screens. The argument can be made that
[11:46] there is no expectation of privacy on
[11:48] public roadways but with devices like
[11:50] the flock drone and flock condor. How
[11:52] are we to feel safe in the fact that our
[11:53] residential privacy is not in jeopardy?
[11:55] In addition to this, there have been
[11:57] several reports of officers of the law
[11:59] misusing ALPRs for personal use or
[12:01] failing to use these tools for what they
[12:03] intended to do. The statistics for
[12:05] violent crimes being solved with ALPRs
[12:07] is shockingly low. and in an area with
[12:08] such a low crime rate, I failed to
[12:10] understand what our community would gain
[12:11] from the installation. Aside from an
[12:14] unnecessary infiltration of our daily
[12:16] lives, obviously, I'm not the only
[12:17] citizen concerned with this matter. I
[12:19] have lived in Buoie my entire life, and
[12:20] just like many of you, I contribute to
[12:22] the local economy, and my taxes benefit
[12:24] our local systems, just like many of
[12:26] you. The petition to have ALPR's banned
[12:28] in our city is nearing the required
[12:29] amount of signatures. And I implore you,
[12:31] my neighbors and friends, to consider
[12:32] adding your name to stand up for the
[12:34] privacy and safety of our people. Thank

[13:43] of arrests and anybody that's lived here

[14:38] home. I can understand how it's a very
[14:41] effective tool to help with the public.

[14:46] advocate, on the other side of the coin,

[14:55] always see that uh some officers have

[15:24] cameras being in town. I don't know if

[15:35] to Fort Worth and I get caught on a

[36:28] we show that we have spent uh 5.8
[36:31] million and plus dollars in capital
[36:34] expenditures within the city limits in
[36:36] the last five years with uh 2.2 million
[36:40] just last year. Um, that's for
[36:43] replacements, for repairs, for new new
[36:46] pipe in the ground, unfortunately, gas
[36:48] leaks that have to be, it's
[36:50] all-encompassing.
[36:51] So, um, and, um, we have 1,774
[36:56] customers that you are helping to save
[36:58] funding for. So, thank you for that. Um,
[37:01] we have roughly 22 employees that live
[37:04] within a radius of 30 miles of Buoie, if
[37:07] not within the city limits. So we we do
[37:10] that because we want our employees to be
[37:13] invested in the communities, not just as
[37:15] an employee, but as somebody who pays
[37:17] taxes and has their kids go to the
[37:19] school and eat in the restaurants. And
[37:21] so um the very last um piece of
[37:24] information that's important is in the
[37:27] past year, um Atmas has contributed
[37:30] $274,000
[37:31] in donations that have uh directly
[37:34] impacted Monte County in one way or
[37:37] another. Um 50% of that is for energy
[37:40] assistance though. So if you have a
[37:42] resident who is in need of services, you
