[15:36] so quickly, business groups and some businesses weren't too happy and they would have preferred
[15:42] more time to gather information and that's very well received.
[15:47] So I spoke personally to the Chamber of DBA this week and to discuss a feedback, the business
[15:53] leaders in those meetings know we and the Council are trying to help them and they've offered
[15:59] some solutions that are in this report.
[16:01] I also want to point out we received a related report today, a survey of almost 200 local
[16:08] businesses and 15% of them said they risked closing permanently in the next four to
[16:15] six months.
[16:16] That's almost 30 local businesses already stating that they've had to close in the coming
[16:21] months.
[16:22] That's one in six.
[16:22] So the conclusion for me is that we're in an economic emergency right now and this request
[16:29] for this report is meant to help to deal with that.
[16:34] I think we've done a pretty good job at mitigating the medical emergency in this region.
[16:39] There's no Dr. Paul for the economy.
[16:42] And so we as counselors, we make motions, we ask for reports.
[16:47] We're in a pandemic, so speed and not perfection for mantra.
[16:52] So if I ask you for a report this way, we're able to get some feedback from the businesses
[16:57] as well as the community, the BIAs, the Chamber, the Police, Farmwall Transit, Economic
[17:04] Development Planning, Engineering.
[17:06] We reviewed the encroachment process and quite a few ideas have come forward.
[17:13] I think it's important to remember that as a council, we also have to factor in public safety
[17:18] when we make decisions.
[17:20] I see other cities setting up economic recovery teams and that's one of the items of the feedback that we've received here from the Chamber and the BIA.
[17:31] It's something I fully support and that it would allow us maybe an avenue for talking about ideas in a different way.
[17:39] The report says the businesses don't want third to second clothes.

[20:40] And it's really intended not just for pit street, but for the downtown Anlo Villache.
[20:46] It speaks to encroachments onto the city's right of way.
[20:51] Hopefully in most situations on to, for example, the brick work, the pedestrian space on Pitt Street, and in fact also allows in a more complicated way, though, the use of parking spaces for that same thing, I can speak further to that, but to answer your question, there was no uptake since the date.
[21:19] So, the history that we have, of course, is we have one or two or three actually, we
[21:25] in fact have three current, sorry, two current encroachment agreements for
[21:30] restaurants. There is one that we used to have with Gemini Cafe and unfortunately,
[21:39] of course, that restaurant is no longer there, so there are currently two
[21:42] restaurants, schnitzels and truffles, truffles into the side yard and as written in my report
[21:52] I really highly recommend that more businesses and I think there will be some businesses
[21:59] that come forward, not just restaurants but perhaps even retail, who will come forward
[22:04] to take advantage.
[22:06] I know that there has been some concern raised in some of the correspondence of that system being a bit convoluted.
[22:18] I think there are some good reasons why the process involves as many different departments.
[22:25] For example, if you're talking about a parking space, you're talking about that's the city's right of way.
[22:32] and somebody is now using it for sales or restaurant.
[22:36] There are liability issues there.
[22:38] You want to make sure that people are in a very safe situation.
[22:43] So while I would agree that we would want to simplify the process, we can't simplify it to the point where it's not following permission from whether it'd be the police or the transportation department or
[23:00] or the municipal works, et cetera.
[23:03] So we wanna make sure that people can make use of that space.
[23:06] That's why it was designed that way.
[23:10] And we would encourage people
[23:11] and we'd be happy to work with them to make that happen.

[27:07] for how thorough this report is and it does provide some really good historical information

[27:21] My understanding is that people want to make sure that their businesses are not impacted by any kind of activity that is going to reduce access to the downtown.
[27:39] However, in my conversations with business owners, there's a real difference between how
[27:47] restaurants feel about this and how stores feel about it.
[27:52] And so, that might merit further conversation.
[27:56] I am part of the Eastern Ontario Mayor's Caucus, and I know that in other cities in Eastern
[28:02] Ontario, including Kingston, they are looking at doing a temporary type of lane reduction
[28:10] and or periodic closure of part of their downtown to accommodate particularly restaurants.
[28:18] The City of Kingston also references the province becoming involved to make things easier
[28:24] for restaurants who want to enlarge their patios as well.
[28:31] So we know that there's a lot of discussion going on, but I do want to thank administration
[28:36] for getting ahead of this.
[28:38] You in fact started to talk to business owners ahead of the last council meeting because
[28:43] you were dealing with curbside.
[28:46] And so you were already canvassing the DBA and the Chamber of Commerce.
[28:53] So I do appreciate that.
[28:55] The comment about the economic recovery or task force is a good one.
[29:00] Again, at the Eastern Ontario Mayor's caucus and the CAO was present, and the CAO in fact
[29:06] has been talking to other CAOs and has been talking about an economic recovery or task

[29:21] last few weeks.
[29:23] So I might ask the CAO to speak of her understanding of an economic recovery task force, her experience
[29:29] with other municipalities.

[29:41] was put together would have a composition of many different types of businesses, different
[29:48] sectors, some staff, some elected officials, really with a focus of brainstorming if there

I have not seen terms or reference for some of these tasks for us yet, but I might be able to obtain some. And then I think depending on the municipality, there might be a slightly different approach. I know that in Prince Edward County, part of their approach really is about safe tourism as well because I think they're anticipating an influx of
[30:29] of tourists still into their region.
[30:32] So it depends a little bit, I think, on the area,
[30:35] but it's something that I think certainly could be put together.

[30:44] are very willing to share all of their best practices.

[53:22] I spoke about the Regional Emergency Response Council and the delivery of hampers, groceries
[53:30] to seniors or vulnerable people. That did take place over the last two weeks and I just wanted
[53:35] to take a moment to thank the City of Cornwall and all of its staff members who stepped up
[53:41] to support us. Without the city's support, we could not have accomplished such a large
[53:49] project from the staff at the Benson Centre. We basically just moved in for two weeks
[53:54] and they were really great to transit who provided us with buses to do deliveries to the
[54:02] by-law staff who did deliveries as well. We also had municipal work staff and I think they
[54:09] We might still be picking up boxes at grocery stores for us to pack these groceries in.
[54:14] And finally, I really want to thank the staff from Rachelia Daycare that were basically
[54:19] redeployed to us for the two-week period.
[54:22] And they were absolutely amazing.
[54:26] And without them, I don't think we could have accomplished what we did.
[54:29] They worked harder than I could have ever asked for and did it with a smile.
[54:37] And I think we enjoyed every moment of it and I of course would really hope that they can get back to work as soon as possible, but if we do this project again, I'm hoping they can hold off and help us because they were really amazing and I want to just shout out to all of them to the seven ladies who are with us this whole time.
[54:56] They were absolutely amazing and we set all week that, you know, we only hired the best with the City of Cornell and this was proof, they were fantastic.

[1:38:37] There's light up on here that has a 2B determined date on it, but it may be very relevant to what we're going through with our downtown Lavalaj areas, which is the place making, which was kind of an idea that was designed to get people into our downtown, our Lavalaj areas.
[1:38:52] I would think that the BIAs would probably be interested in this as well, so I know you have a lot on your plate, and I know you're doing a lot of things, but I just want to make sure that this is an idea that might help us in attracting people back to our downtowns,
[1:39:07] and things started to loosen up a little bit, and I just didn't want it to get lost in the new business listing because of everything else we're dealing with, which is a lot, but I think this is something that would stand out that may be a big help to both those areas.

[1:39:31] So we have moved this list around in dates quite a bit, trying to, I think, try and prioritize items with respect to things that need to kind of get going sooner and also understanding council's priorities.
[1:39:46] With respect to that item, I believe that prior to the pandemic following that presentation a council, I believe that there have been some discussions and administration has been
[1:40:00] And looking at opportunities for that, I do think that there's an opportunity for a report to come back to council relatively soon, but I'm going to hand it over to Mr.
[1:40:12] Buello to see if he wanted to add any comments.
[1:40:16] So Mr. Buello, just to recap, we were looking at the unfinished business list and Councillor Bennett brought up the place making item.
[1:40:25] and maybe asking about whether that could inform some of the work that's being done now for a downtown.
[1:40:34] So through you, Madam Mayor, the place making I believe is very much in line with what we're talking about today,
[1:40:45] especially with respect to the pedestrian space that we have in the downtown and making better use of it.
[1:40:53] But I think the request that came to us was looking at things like activity within parking spaces,
[1:41:03] activity perhaps on pedestrian surfaces within the courtyards.
[1:41:08] And I really think that that's one of the things that we're fortunate to have in the downtown.
[1:41:14] Not only do we have what we have in the right of way, but
[1:41:20] But we also, in fact, also in each of the blocks, have courtyard space that I think is very useful.
[1:41:26] So I recall as well, there was a conversation in the place making request, which was to look at our intersections and
[1:41:34] what we may be able to do in that respect.
[1:41:37] So this is really a sort of a concerted effort between infrastructure as well as our area.
[1:41:46] to look at how we can make better use of the space that we have.
[1:41:51] We have a unique downtown, and I think we can, you know, as I said in the report,
[1:41:58] we can do a better job of trying to get people to realize that they can make better use of the outdoor space.
[1:42:06] We're in an unusual time right now where, you know, if you have a thousand square feet,
[1:42:12] and really, quite honestly, if you have a thousand square feet, you probably only have about three, four, five hundred square feet of net space, and that is, you take all the shelving away.
[1:42:23] So, a lot of the retailers downtown, I think, as much as we think the restaurants want to make use of this space, I think retail is going to not have enough space.
[1:42:33] So, I think it's also the retail that needs to look at opportunities in the outdoors.
[1:42:40] We're starting to get some inquiries for that, but I do want the businesses out there
[1:42:48] to know that we're happy to work with them.
[1:42:51] And if it's the $370 application fee, we'll bring a report to council to say that apparently
[1:42:59] that's an obstacle. And if it's a little bit more assistance with how to get through the application and all of that, we're happy to do that. I would like to, I was involved with in 91 with the creation of how that happened together, of course, I was a young planner back in the day, but we had expectations that people would make very good use of that space.
[1:43:23] I would say that, you know, again, if you look at the report, it's unfortunate in some cases that the nature of the use that is adjacent to open space, it doesn't match always.
[1:43:37] And you can't figure that out when you're trying to design a road and imagine what may occur next to a larger bump out.
[1:43:48] So anyway, so I just, in conclusion, I think we're happy to bring more information about
[1:43:56] place making, both from our department as well as municipal works and infrastructure.

[1:45:04] I would like to thank the clerk and CAO and Mr. Lavalle. I'm told did some incredible technical
[1:45:17] work setting up all of this intense physical distancing space. We are grateful for all of
[1:45:28] the work and we know that there's a lot of work that went into this setup.
[1:45:31] It was also submitted to Dr. Paul Rameleotis and he reviewed the pictures and the setup
[1:45:37] and formally indicated to myself and Ms. Adams that this meets the physical distancing rules
[1:45:43] and all of the regulations.
[1:45:45] As you know, I've communicated with all of you because I need your feedback on video conferencing
[1:45:51] so we're going to continue to investigate that.
[1:45:53] We may have committee meetings through using that service, so that's something that we're
[1:45:58] going to continue.
[1:46:00] So it's an ongoing conversation that's not put to bed, that continues, and I am seeking
[1:46:06] consensus on that issue, so that we can come to a place where all of us are comfortable
[1:46:12] with the way that we proceed around council meetings and any and all other meetings during
[1:46:18] this pandemic and beyond.
