There are some existing
[2:03]
wetlands also on this side
[2:05]
of the brook close
[2:06]
to the home.
[2:08]
And it's located in the
[2:14]
Paternarum Brook Watershed.
[2:19]
Existing or proposed activity
[2:21]
includes the demolition
[2:23]
of an existing
[2:24]
above ground pool, the removal
[2:27]
of an existing terrace,
[2:30]
removal of an existing shed,
[2:32]
and the relocation of a septic
[2:33]
pump and septic tank.
[2:39]
Proposed mitigation measures
[2:40]
include holding an average
[2:42]
of a 10 to 15 foot buffer
[2:45]
from the wetland line
[2:47]
on this side of the brook.
[2:50]
The demarcation is utilizing
[2:54]
the pool enclosure fence.
[2:56]
And beyond that, where needed,
[2:58]
it is demarcated
[3:00]
through boulders.
[3:01]
And then beyond that, between
[3:03]
the demarcation line and the
[3:05]
brook would be no mow,
[3:07]
fine fescue.
[3:11]
Some erosion has occurred along
[3:13]
the bank alongside the brook.
[3:16]
At critical areas,
[3:17]
we are proposing boulders set
[3:19]
in grade
[3:20]
with native planting.
[3:22]
And certain more critical
[3:24]
areas, we're proposing a
[3:26]
fieldstone wall.
[3:29]
There's an existing footbridge
[3:31]
that we are proposing
[3:32]
to rehabilitate
[3:33]
with added concrete footings.
[3:37]
And we're just holding a mown
[3:39]
lawn footpath
[3:41]
to that bridge.
[3:49]
Oh, so the proposed barn is a
[3:51]
20 by 20 with an added lean-to
[3:54]
on the rear.
[3:55]
And that is held in the same
[3:57]
location as the existing shed.
[3:58]
No tree removal
[4:06]
in the wetlands is occurring.
[4:08]
There's one small ornamental
[4:10]
tree located
[4:11]
between the terrace, the
[4:13]
existing terrace and the house
[4:14]
that's to be removed.
[4:16]
And I think that's it.

Yes, as a matter of fact, I was

the sanitarian that was working
[4:31]
on the 100% replacement area.
[4:34]
So I did the test holes
[4:35]
with the engineering company,
[4:37]
which is far enough removed as
[4:38]
it is because they're a
[4:40]
swimming pool and it needs
[4:41]
to be a B100.
[4:42]
And the B100 is,
[4:44]
they're asking for permission
[4:46]
for us
[4:47]
to accept that as well.
[4:48]
The site,
[4:49]
like the applicant has stated,
[4:51]
the site is seven and a half
[4:52]
acres and they're really
[4:53]
primarily just working
[4:55]
on everything that's in the
[4:56]
front and the areas that have
[4:57]
already been an active,
[5:01]
the active part
[5:02]
of the home site.
[5:03]
The stabilization of the stream
[5:06]
bank was something that we
[5:07]
discussed when we walked,
[5:09]
saying that there are some
[5:10]
definite erosion measures and
[5:12]
they actually located them and
[5:14]
they're showing what needs to
[5:16]
be done.
[5:17]
I know that we can go
[5:20]
out there.
[5:21]
We should go out there and take
[5:22]
a look because even though
[5:24]
there may be snow cover,
[5:26]
it's very fairly evident of
[5:27]
where everything is going so
[5:29]
that we can see it.
[5:31]
I know that it's been brought
[5:35]
to my attention by one of the
[5:37]
commissioners that the invasive
[5:39]
species removal that's
[5:40]
on there, that all invasive
[5:42]
species should be bagged and
[5:43]
removed from the site, not
[5:45]
stockpiled or placed anyplace
[5:47]
else so that we don't spread
[5:49]
them around.
[5:50]
It's just put it in
[5:51]
with the trash, thank you.

As well as there's a lot of
[5:54]
down debris that you're
[5:57]

We need to maintain some

critter habitat, please, so we

in significant impacts
[12:20]
to wetlands or waterways.

Our team is generally agreeable
[12:25]
with the conditions, but we'd
[12:27]
like to make one request
[12:29]
for a modification.

And our team would like
[12:32]
to see the modification
[12:34]
from five years to three years
[12:36]
with respect
[12:38]
to condition four.

And that would be so that our
[12:40]
monitoring and our
[12:42]
documentation requirements are

are limiting their invasive

removal to the area where

they're doing work and not the
[16:24]
entirety of the wetland, and
[16:28]
it's inevitable that that area
[16:29]
is going
[16:30]
to revert back.
[16:31]
I'm trying to make it, the five
[16:33]
years is that if we have it and
[16:34]
they maintain it, but again,
[16:37]
this is not my decision,
[16:39]
it's your decision, and if the
[16:40]
agency thinks that marrying
[16:42]
with what Southeast does is
[16:44]
appropriate,
[16:45]
then so be it.

I'm on, okay, I think I'm
[16:56]
personally uncomfortable just
[16:58]
marrying it because that's what
[16:59]
Southeast does, but

from your perspective, five
[17:03]
years is a more robust and

that they have a seedbed just

outside the area,

which is still going

maintenance program is going
[17:50]
to be that they're going
[17:51]
to maintain the driving range,

once the driving range is
[17:55]
complete,

I'm really not that concerned

about the driving range,

I'm concerned about the
[17:59]
periphery and the wetlands
[18:01]
on the outskirts
[18:02]
of the driving range, and so,
[18:04]
you know, it's going to be,
[18:05]
it's also utilized
[18:08]
for good scientific research as
[18:11]
to what we see, what we
[18:12]
monitor, what we saw
[18:13]
from the beginning,
[18:15]
and I might be able
[18:16]
to write a paper about that,
[18:17]
about, you know, golf course
[18:19]
improvements,
[18:20]
which is what we talked
[18:21]
about when we were out there,
[18:22]
you know,
[18:23]
so the golf course is just
[18:26]
another,
[18:27]
it's just a technical term
[18:28]
for turf management,
[18:31]
that's what they do, they
[18:32]
manage the turf and they manage
[18:34]
the environment,
[18:36]
I'm just trying
[18:37]
to set some parameters, again,
[18:39]
I have no objection to three,
[18:41]
and you know, if necessary,
[18:43]
you know, if it comes in, you
[18:45]
know, they're not going
[18:46]
to get their bond release until
[18:50]
everything is taken care of,
[18:52]
and the plantings that they do,
[18:55]
it's got
[18:56]
to be an 80% success rate
[18:59]
after five years, three years,

whichever way that,

whichever number you guys agree

to, so that's the way that that
