Delray Beach Community. Redevelopment Agency, budget presentation for fiscal year
[7:42]
26. 27. Thank you, Pete. Right. Thank you very much for agencies like to direct or so
[7:47]
we have it more detailed budget overview for you all that will go through and
[7:54]
you'll see our projects. Lot of it's the same a lot of these carry on from year to
[7:58]
year. But of course, if there's anything you'd like to add change or discuss.

>> Now is the time to do so. We're preparing to have everything ready to be adopted
[8:03]
in September. >> So we have our overall needs here. And these have
[8:09]
actually been updated to reflect our view. >> Updated committee revolving
[8:14]
plan so first, removal of some invite land-use development investment, housing,
[8:18]
infrastructure, mobility and public access and facilities. As a reminder, our sunset
[8:24]
date, we have 18 years left. So we had a lot to do. A seniors left. Yes. So keep
[8:31]
that in mind as we're planning. So here's an overview of the priorities
[8:38]
that we had for this fiscal year. And we made some notes and updated on information
[8:43]
that's completed. are some things out and just made notations throughout. We also
[8:46]
printed copy street if you'd like to take that with you look at it in more detail. we
[8:50]
basically broken down into short-term and long-term planning initiatives, which
[8:53]
most notably transformation plan was completed. We're well on our way to finishing are
[8:59]
Syrian plan, which is very exciting. So just want to start there with the planning
[9:04]
efforts. Also in that we have our maintenance of properties ongoing. Most notably all say
[9:09]
that we finished the 95 south West 5th Avenue project. That's the new construction
[9:15]
and we're have a tenant selection that's has been open for a while. We did receive
[9:19]
one application and were planning to bring that to you all next month to review. But
[9:21]
that's really exciting. Also, 90 northwest Avenue. We have 4 out of the 5 tenants that are
[9:26]
in operation right now. The last one we're hoping that they'll work out a few little
[9:31]
kinks. They haven't able to start construction soon. But thank you all for coming to
[9:36]
the ribbon cutting for the news tenants most recent couple weeks ago. We're also
[9:41]
the process of renovating the building across the street. So there's a lot that's going to
[9:44]
be happier that little corner 5th Avenue. The really excited about.
[9:49]
>> 3 and that really is directly across the street. >> So if you're it's the
[9:53]
lights, the yellow yet, right? There's a barbershop. 2 churches yet. So we're
[9:59]
renovating that. We paid 3 exterior replace the roof. So right now we're going through
[10:02]
the interior. We're also adding a parking lot onto the back. There's also alleyway.
[10:07]
They can be extended. That work with public works on. So that little corner was created
[10:12]
to look very different. Yes, beautiful. Really nice. ?

Next. We have. Next. Is Syria property development? So obviously the biggest thing or
[10:25]
the West Atlantic Avenue, which will talk more about our next board meeting. And we
[10:30]
also have demolitions of for future for double housing development. We've been
[10:35]
working on a structure that's over on Northwest 11th Avenue. That's a dilapidated structure
[10:39]
hoping to start demolition in the coming months and then be able to work behind making
[10:43]
that available for affordable housing. We're also the process of looking at
[10:49]
structure that we are the property of a person to 35 South East Second Avenue
[10:51]
that's in Osceola Park. Just about demolition. That structure as well. And then on
[11:00]
going into the city initiatives to get a lot of these 3 P year to year. But
[11:05]
notably we're marking off a couple things here. Crest Theatre Preservation are part
[11:08]
of it is complete. Mary part chain structure, our foot part is also complete and also
[11:14]
we're able to work with the city to complete accessory dwelling unit study this year
[11:18]
and the rest of the projects are ongoing. They say most notably Pompey Park. And they
[11:23]
had the shovel painting today and the groundbreaking will be happening very soon. And also
[11:28]
Northwest neighborhood Infrastructure Project is also in the works as well. We'll
[11:32]
talk more about that as first funding coming up very soon. And I also like to truly never
[11:35]
like forget Southwest neighborhood infrastructure is also on tap. Once we get
[11:40]
started up with Northwest. Let's also we just keep that in mind that Southwest is
[11:42]
still in need of it. Infrastructure improvements. these are just a few
[11:49]
additional details were related to maintenance of Siri property. So we're working on
[11:53]
a project to improve the Syrian office space is painting a exterior
[11:58]
improvements to the building really is historic preservation because it is
[12:01]
historic structure. We're still working on the arts warehouse maintenance project
[12:04]
to be finished. The interior flooring and now we're working on replacing the AC units and
[12:08]
also. The roof repairs and replacement that's needed. And lastly, are these security
[12:15]
cameras that were working with the PD Department police department to integrate into
[12:19]
the real time crime center. So we want to make sure purchasing what the city is
[12:23]
purchasing because we are city agencies. So we want to make sure all linked in with what
[12:28]
they're doing to have been working with them on that. He's just a few highlights.
[12:30]
There's a lot going on with. These are just a few high points. We want to call out.
[12:36]
And then this is a list of the overall ongoing activities. Here's a list that put
[12:45]
together show this last year. But these are all the properties that are we're
[12:48]
working for affordable workforce, housing development. They are largely
[12:53]
single-family lots. The one that is multi you'll see is the Roosevelt Avenue. Holmes
[12:57]
is. So that's the way kind of church parcel that we purchased. We just trying read
[13:02]
a biggest Roosevelt Avenue because this the homes will be facing Rosehill Avenue. So we
[13:06]
are pulling out the Roseville Avenue, workforce approval, housing development. And also
[13:12]
you'll see there another multifamily would be the North was 600 block. Those excessive
[13:17]
yearly units the town houses that were working on that. You have an item on the agenda
[13:19]
today to talk about that and the rest are single-family homes in various stages of
[13:22]
development. We have plenty of it. 3 darts warehouse ongoing initiative largely staying the
[13:32]
same. And Haitian outreach are residents are as resident program activations rentals.
[13:40]
We're still continue on there. And then we recently added the 98, the workspace in 98. So
[13:47]
that's also still in the works. anyone has meetings who's here otherwise relate to
[13:53]
come by police appliance. we have discounts for Delray Beach residents. Very
[13:58]
affordable. Really nice pace. And we've been having a little more. traffic coming in, which
[14:00]
is really nice to see. ? And the green market. So. Free
[14:10]
market dates for next. This coming winter season would be October 24th through May 22nd
[14:17]
2027. I wanted to actually discuss summer market and potentially making some
[14:22]
adjustments to that schedule or maybe not having it at all. It's a shorter season. It's
[14:27]
smaller. It's really high. So we wanted to maybe have a discussion and see if there's
[14:35]
interests are few all are open to getting some feedback about maybe extending those some of
[14:37]
the winter season. A little bit more and not doing summer market. We originally had it
[14:44]
in the tennis center. Think it was a way to activate the west. After COVID we moved
[14:48]
into old school square because of social distancing and that's where it's been. So
[14:52]
just kind of doing a pulse check its hasn't been here as long as the winter market.
[14:57]
We've had that for probably over. Think about 30 years. This summer has been, I think,
[15:02]
like 17 or 15 to 17 years. So it's a it was a newer concept. But we just wanted to take a
[15:07]
look at it since we've had now in all school square for 6 years. Would you like us to
[15:13]
now? Yeah. If you don't mind that would be ask a question. I I go to both. And clearly
[15:19]
the winter market is busier. My great, many more booth, et cetera. But I think there are
[15:23]
people in the summer market who enjoy and rely on it. >> As their source of income.

So the question I think is. Are the people coming consistently coming or are
[15:35]
they the sense that they want to drop off? And also? Is there is the cause. Is it cost
[15:43]
prohibitive for the organization for 8 for the CRA to do it in the summer because
[15:47]
you're not getting enough applicants because I think. Is year-round resident. I this
[15:52]

think we were just looking at sometimes people don't show. I think there's a different
[16:02]
group that goes to the in the summer, more so than in the winter. And there are some
[16:06]
they're the core group that are there frequently. So that's what you want talk to

[16:14]
thoughts are because you hear something like 90 degrees because they're they have the
[16:18]
regulars that they see. Within the flip side, you have people that don't really do well
[16:20]

heard feedback obviously about wanting to be on the front lawn versus the centre ground.

works Friday and Saturday. The others just work on Saturday. So it's not like a huge cost

change probably not significantly by the numbers. Here are not the final. So

I'll have Gina, just kind of briefly go through this. But again, the number file. Right
[20:52]

slide here, I just wanted to highlight here. So far we've increased said from prior

years and promised 1.4 million for 26% increase. This is going to go With the upcoming

adjusted numbers. also want to highlight part of that that we did add couple of positions
[22:42]
here they add we added a lead, code enforcement officer position that we're finding in
[22:49]
100%. And then we. The city had proposed to us that we split up the litter prevention
[22:59]
officers. in the past have funded them at 100%. But as a separate line that I'm not
[23:04]
part of clean and safe, so 50% is going to be in clean and safe. And the other 50% be a
[23:14]
separate line item, which is the Northwest Southwest neighborhood. Before you move
[23:18]
on from this line, you have police officers going up $500,000 and then you have.
[23:26]
>> T 3 patrol police technology going up 550. $1000. How many police
[23:33]
officers are you adding for that increase? Not. How is that possible? That's just the
[23:41]
I believe that the contract rate and your benefits. And because we that's everything
[23:45]

one that is that is new. They're asking us to do this, but we are not required to do.

really will be taking with the city with some kind of bonding mechanism. So we have of this

about 12 million in here. However, it will change as we get the additional requests
[29:24]
from the city. This is the kind of the biggest pocket that we have. So we would look
[29:29]
to make any adjustments from Northwest neighborhood since we will be looking for bond
[29:33]
funds for this project. And we will be discussing that more. I think going to be talking
[29:38]
about that. The city manager with you all and then we will as well because the city will
[29:42]
probably have to issue debt for this. And for all with us as the backstop essentially.
[29:48]
And then was paying that debt over a certain period time. So we have been in discussions
[29:50]
with them, the city's minds, individuals about how that will look at ING them or
[29:54]
financial information by. I think that will probably start looking to ramp that up soon
[30:01]
because they are working on the guaranteed maximum price for that project. We want to
[30:03]
make sure once that's done that there's money in place to actually get started with
[30:06]
that. Thank you. And the cost estimates are about. 100 in. 12 million or 25 20 Million? I

think. It's a big project. huge. Yes. then here's a summary of our Syrian
[30:24]
projects. Again, we'll go through line by line because, again, they are mostly the
[30:27]
same. just want him to call out the Roosevelt Avenue. Affordable workforce, housing
[30:31]
designed. So that is the most notable new thing. I would I would say that we're going to
[30:37]
get started with and designing project. But everything else is carrying over from prior
[30:43]
years. And here's a few other things that we have going on. We have are typical zichri
[30:51]
funding assistance program speeds have been signage, project consultancy and Syria
[30:56]
site assistance are only available for Syria on properties. And then we also
[31:00]
have the Curb Appeal Program which administered through the city Delray Beach. And we have
[31:04]
in the process of revising the guidelines for the development, Infrastructure
[31:08]
assistance program and the Land Value Investment program. So those are more available
[31:12]
for our larger development. So we looked at We looked at the request for proposals for the
[31:15]
West and to Gavin Properties. So will bring those back to finalize. It was rain issue.
[31:19]
The RFP is we'll have those already for for everyone to to finalize and approve his And
[31:28]
we're also in the process of revising goals and objectives analysis. This was a new
[31:32]
statutory requirement from chapter one 89. So we created a document basically
[31:38]
explaining that we're evaluating how we're performing based on our budget
[31:40]
and our work plan. And we do a close that report to see how much was spent in the year to
[31:44]
assess how we did. So we're preparing this document also that will have ready for your
[31:49]
next month. And then we created update for the new Syria priorities for 2026
[31:56]
2027. Weekend looks the same. we are continuing on and finish up these important
[32:03]
projects that we have going on. And then here we have listed public Plaza for the
[32:15]
fire station. We will get more information about that. And then just last items for
[32:22]
discussion as the boy from the Northwest neighborhood a kind of mentioned parking
[32:26]
enhancements. So as you know, we have looked at the parking lot is over across from
[32:31]
bettors 3rd. So we have analysis for that. delving more into that. It looks like
[32:35]
there is a possibility, a centre. The report out. So we want to really look into that
[32:39]
a little bit more so we might need discuss adjusting the budget later on. Once we
[32:44]
actually get a little more information and analysis on that, could be really exciting
[32:48]
to help her community are exciting. Definitely when we were at meeting.

the, you know, the complexity of parking in that area known park. And now there's a new

outlined Blue. There just a little reminder of what we hope this area will look like

in the future. You'll see an aerial view of the 12 townhome units with the 80's in the
[38:22]
back. And and the commercial unit on the alleyway in the not actors building on
[38:30]
buildings on North West 6th Avenue. And there's also going to be infrastructure and
[38:35]
streetscape improvements with the North. What's infrastructure project, too?

So this whole area we'll be getting a lot of work. So. Again, townhomes with 80 use
[38:45]
just a brief overview. We are planning for that streets there. And I'll get into it.

So it's part of site plan approval, which we are going through with the city right

now. We do need to enter into some city agreements, including landscape,
[39:01]
maintenance agreement. Opposition is out easement agreements they would need to
[39:05]
be agreed to between the entity that would oversee the management and maintenance of
[39:11]
those communal spaces and that and see what either be a homeowners association where a
[39:16]
condominium association. We are still in the process of working out. What is the
[39:20]
appropriate type for our future development here? So the homeowners and condominium
[39:28]
association with the to be created and established as part of that and not
[39:31]
for-profit corporation with the state of Florida would need to be established. And
[39:35]
with that goes the drafting the filing of the articles of Gration recording on necessary
[39:40]
governing documents appointing an initial board of directors and a registered agent and
[39:44]
establishing a bank account for the association. And with that, we are here today asking
[39:50]
you to authorize the creation and establishment of the Northwest 7th Avenue.

Homeowners were condominium association not-for-profit corporation with the state of
[40:00]
Florida for the Affordable Workforce, Housing Townhomes and accessory dwelling unit
[40:04]
within the Northwest 600 block to authorize hearing staff to open bank account for the
[40:09]
Northwest 7. Avenue homeowners Association. So we can pay those fees associated with
[40:16]
establishing the association and then appointing the initial board of directors for
[40:20]
the Northwest 7th Homeowners Association for Condominium Association. With this year,
[40:24]
executive director serving your president Syria assist and director serving as the
[40:29]
board Secretary Syrian finance and operations director serving us for treasure and
[40:33]
the legal adviser for the Syria as the registered agent, members of the board.

get a lot of community outreach and more in play on this. And we're working with

Palm Beach County. They have a grant program that does Comey like this type of planning

efforts. So there's still be opportunities to engage in this particular structure. The

one person who resigned actually lived in Osceola Park and she sold her house and
[50:54]
move so, but I think the others would still be engaged regardless because this is
[50:58]
still a great to develop this. But we still have a lot of steps to actually get to the
[51:02]
demolition. Then we need to talk about what we're going to be doing with it. So maybe at
[51:07]
that point, really more into the into the weeds of it. But right now it's just very
[51:11]
preliminary. And I'm not sure what other things we have to discuss in our pipeline right
