[7:16] Detroit 12th Police precinct Detroit Department of Public Works, Wayne

[7:23] County Traffic Engineers, Wayne County Commissioner Angelique Peterson Mayberry, as

[7:27] well as Bishop John Scheer and his leadership team all

[7:31] discussed additional safety measures to make sure that congregants would

[7:34] be able to leave the church safely without getting run

[7:37] over or putting their lives in danger. Crossing Schaefer and

[7:42] Cambridge. Those in the community express concerns about cars driving

[7:46] way past the speed limit, putting pedestrians in danger. The

[7:50] Bishop mentioned somebody actually did get run over in the

[7:53] recent past who miraculously survived. I personally was very glad

[7:58] to see how productive this community meeting turned out. There

[8:02] were a lot of commitments made on the spot by

[8:05] DPD. And I think the bishop was pleased with what

[8:08] the City County and our council member would fill Calloway

[8:11] was able to accomplish by simply bringing the community together

[8:16] with those who have the authority to take actions. We

[8:20] actually walked down to the intersection of while standing there,

[8:23] our car came speeding by, breaching the yellow line in

[8:26] order to get around another vehicle and DPD immediately responded.

[8:31] So we got to see firsthand the dangers that's feeding

[8:34] cars can present to pedestrians. Finally, aye Denise Darnell Brown,

[8:39] I'm on the August 4th ballot here in Detroit's area,

[8:43] 8 mile woodwork for District 203, delegate to the County

[8:46] Convention and would appreciate considerations in votes. I am volunteering

[8:51] because I believe everybody can do something. Thank you, God

[9:53] lives there, you know, she's like in her eighties or

[9:56] nineties. And, you know, she frequently goes in and out,

[9:59] you know, in ambulance, the good service. You know, so

[10:03] I think a greater effort needs to be made to

[10:06] get this debris up, you know? And some of us

[10:10] pretty big, uh, from the gelather. Also, I think in

[10:15] general, the debris still out throughout the city, especially over

[10:20] here in District 7 that needs attention. You know, so

[10:23] if y'all could help to facilitate help to encourage the

[10:27] people that's supposed to be doing this, to do something,

[10:30] uh, also it appears like still, you know, I work

[10:34] for the water department for 34 years. I've been retired

[10:37] since 2012. But prior to the Detroit bankruptcy, we didn't

[10:43] have so many streets flooding. We didn't have so much

[10:47] problems with, you know, maintaining the streetlights and a number

[10:50] of things. So I, you know, some things have gotten

[10:53] better since the bankruptcy was some things have gotten worse.

[10:57] Hopefully we could do more to help to improve the

[10:59] living standards for the charters. And hopefully we could do

[11:02] more to make sure our dollars are staying in the

[14:46] the proposal S, this is the members that will invest

[14:49] in our Detroit Public Schools community district. The old district

[14:54] is no more. The debt has been paid off. I'm

[14:57] not actually sure what happens with our old records and

[14:59] everything, but that's another story. Is the 18 mil tax,

[15:03] but it would not be levied on people on residents

[15:06] renew that live there, all the businesses as well. So,

[15:10] um, that's that case. Um, so people who own a

[15:13] Richter home will not be impacted by this, but are

[15:16] most important resonance in the city who cannot vote, cannot

[15:19] make decisions. Our children and they deserve consideration. So that's

[15:23] proposal. S. D. Wayne County Transit Knowledge also, all of

[15:28] us are Wayne County will decide on whether we have

[15:31] public transit across all 43 cities. And we know the

[15:34] reality that people that live in the city rely on

[15:37] the bus, 59 smart to get to where they need

[15:39] to go. Everything is not available in the city. And

[15:42] then people in the city outside of City want to

[15:44] come here as well. So be sure to vote. If

[15:46] we don't vote on this transit mileage, if it fails,

[15:49] there is no smart service. There is no county service

[47:34] how the program has been going so far. Um, I've

[47:37] heard success. And, um, where we are moving forward, um,

[47:44] given what we've learned about The Program. Absolutely. Thank you

[47:47] for the opportunity. Uh, so the Rise Program started in

[47:52] the beginning of April. And with the, um, opportunity for

[47:57] students to show their ID and Ride for free. Since

[48:01] then, uh, we've seen at least double the number of

[48:03] rides students are taking. Of course, this is available 24

[48:08] seven, 365. And it's something that we see even in

[48:12] the summer months, uh, student rides are continuing to track,

[48:16] um, significantly higher than they were before. So we're excited

[48:21] and energized by the results so far. And really looking

[48:25] for the six month pilot was, um, essentially the council's

[48:30] resolution that changed the fair to zero dollars temporarily. And

[48:36] in some analysis, kind of seeing how the program is

[48:38] working, consulting with the law department, kind of looking at

[48:41] opportunities for making the sustainable in the future. Uh, we

[48:45] actually believe that the best path forward to continue this

[48:48] is to allow the fair structure and ordinance to revert

[48:53] back to its original form, which officially has a student

[48:57] reduced fare, uh, for K - 12 students of 50

[49:00] cents per ride, 17 dollars a month and were prepared

[49:04] to, uh, implement a program that will actually help us

[49:09] track those rides. So the experience that students would experience,

[49:13] uh, that would students would have on the bus would

[49:16] remain unchanged. They're still not going to be paying for,

[49:19] uh, any of their rides. But with the fair structure

[49:22] in place and a way for us to track the

[49:25] rides that are taken, uh, were then basically accounting and

[49:28] accruing those. And then, uh, have opportunities to be able

[49:31] to, uh, seek reimbursement through a state federal grants or

[49:36] for through philanthropy. And in this case, the good news

[49:39] is that, um, a few weeks ago in the state's

[49:43] budget approval for 2027, there was a million dollars specifically

[49:47] set aside to support, uh, Detroit rides, uh, student rights

[49:52] to education. So we have a funding source that's available.

[49:55] We believe, uh, with law, we've got, uh, system to

[49:59] administer this program so that students can continue to use

[50:03] public transportation for free. And this is the, uh, kind

[50:08] of state rat right now and just excited for the

[50:11] continued support of the council. Thank you, Director. This is

[50:17] very exciting. Member waters are very happy to hear that

[50:22] we've got students on the buses, um, at double the

[50:25] rates. Um, and, uh, this resolution is to continue to

[50:29] support that, which I am incredibly happy to support. Um,

[50:39] see the people mover go free and just the impact

[50:42] that it's made on ridership now seeing free rides for

[50:45] students and a doubling ridership really just, I think emphasizes

[50:50] a need for us to make transit free in general.

[50:55] do. Um, but this makes me excited to think that

[50:58] maybe we can again, the idea of providing, uh, free

[51:03] rides in the summer when the heat is high when

[51:07] we have poor air quality. And if we're trying to

[51:10] reduce vehicles, um, to, to reduce the impacts of bad

[51:14] air quality, um, maybe we can get the states to

[51:17] find free, free buses in the summer as well. We'll

[1:06:01] construction services for Michigan Avenue Street Skate Projects. If you

[1:06:08] a 6 million dollar contract for Public Works. Uh, thank

[1:06:12] you, Madam Chair. And first, I just want to thank

[1:06:14] you for allowing us to be walked on for consideration.

[1:06:17] Uh, as you indicated, this is a 6 million dollar

[1:06:19] streetscape project that'll go along Michigan Avenue from campus Marshals,

[1:06:25] uh, to cast Avenue. Uh, that portion of Michigan Avenue

[1:06:29] is under the jurisdiction of the city. This will actually

[1:06:32] be paired with a separate M. D. project that'll occur

[1:06:36] in 2027, uh, from CAF all the way to, uh,

[1:06:41] I - 96 for an additional streetscape project. Uh, this

[1:06:44] particular street scape project, uh, will provide for, uh, new

[1:06:50] landscaping, uh, bus loading platforms, uh, improved pedestrian crossing. So

[1:06:55] we'll have protected bike lanes. As well as updating the

[1:06:59] traffic signals, uh, and reconstructing the road as part of

[1:07:02] the project. Uh, one of the reasons that we requested,

[1:07:06] uh, that this contract be considered before COFO goes on

[1:07:09] recess, uh, is because this footprint of Michigan Avenue between

[1:07:14] campus marxists and CAS. Of course, it's downtown, but it

[1:07:17] also is being includes the footprint of the Weston hotel,

[1:07:22] which is going to be the main headquarters, uh, next

[1:07:26] April, uh, for when the final four comes into town

[1:07:29] in 2027. So we're looking to get all of this

[1:07:32] construction work completed, uh, before the end of 2026. Okay.

[1:07:42] was for the new street scapes. I know there was

[1:07:45] a lot of engagements with MDOT for the portion and

[1:07:48] court town. Do you know if there was any kind

[1:07:54] particular because it is the streetscape project. We did have

[1:07:57] to go through the community outward shortness process. Uh, we

[1:08:00] did have two meetings, one in December of 2024 and

[1:08:04] then one in April on April 16th and 2025. Those

[1:08:08] were the two community outreached, uh, two community outreach meetings

[1:08:11] required by the ordinance. We've also had four additional community

[1:08:16] meetings. That occurred in 2024 and 25. They all went

[1:08:20] into the ultimate design of this particular bracket. Okay. Okay.

[1:09:46] the E. West Public Alley bounded by Grat Shed Broadway

[1:09:49] and Grand River. Uh, in Randolph Street. This particular project

[1:09:56] is part of multiple, uh, improvements and placemaking enhancements. That

[1:10:02] the Paradise Valley Conservancy is making in that area. The

[1:10:07] enhancedness include not only improvements in public spaces in this

[1:10:11] particular alley, but also be a Christopher Park, Degradship Plaza,

[1:10:16] uh, and again, the alley that we just talked about.

[1:10:18] One of the reasons that we're requesting, we requested that

[1:10:22] this particular resolution should be moved, uh, be added on,

[1:10:26] uh, before Council goes on recess, uh, is because the

[1:10:31] paradise value association of conservacy did receive brand funding for

[1:10:35] the placemaking improvements that they're making to this particular alley,

[1:10:40] uh, and they have a requirement for this particular for

[1:10:42] these grand funds, uh, they have the funds, all of

[1:10:46] the word completed. Uh, before the end of August. So

[1:10:49] we wanted to work with them. They're doing great work.

[1:10:52] I am Paradise Valley. And if the opportunity at all

[1:10:55] for this encroachment permit to be approved, uh, it would

[1:10:58] certainly be appreciated. We did get out there approvals from

[1:11:01] all of the City Departments and any impact of utilities.

[1:11:06] No one employed any objection to this particular inculture permit

[1:11:16] request for encroachments. Uh, no. The Director Coverting pretty well.

[1:11:32] they place into the alley as part of the encroachments.

[1:12:27] done in the impact to our neighborhoods. Recently saw a

[1:12:32] video of, I forget which city now. They built on

[1:12:35] top of their freeway. I know that we have, the

[1:12:38] discussion around I 375. Where are we in that discussion?

[1:12:41] Is it still happening? Because I know, uh, we did

[1:12:45] discuss about reimagining that freeway. Um, but it seems like

[1:12:48] some other cities have built over their freeways. Is there,

[1:12:52] is this still being discussed. Uh, there might be better

[1:12:57] prepared to provide a more detail response than I can.

[1:13:01] And Rick, if you want to tackle this, if not,

[1:13:04] uh, I think I can respond to some degree. I

[1:13:09] can certainly try. I know, uh, the 375 project, uh,

[1:13:14] from Gresh. It's south to the river to remove the

[1:13:20] below grade freeway and bring a boulevard up to street

[1:13:23] level that that efforts well underway. We're doing plan reviews

[1:13:28] with, uh, with M. to ensure that, uh, as that

[1:13:31] Boulevard comes through, how it interacts with our streets, uh,

[1:13:36] you know, we're able to weigh in and make sure

[1:13:38] that there's good consideration for, uh, accessibility, uh, the ability

[1:13:44] to cross, obviously with that work, there will be some

[1:13:48] land that will be developable out of the excess land

[1:13:51] from the freeway. So that's, uh, all part of that

[1:13:55] effort, but it is a downsized project. Like I said,

[1:13:57] it is from crash. It's south. So the final phase,

[1:14:02] uh, Crescia North to where 75 curves, uh, west across

[1:14:09] downtown, uh, that second phase still needs to be, uh,

[1:14:13] finalized. And I know downtown Detroit partnership is working with

[1:14:19] M. on an effort to, uh, bridge across 75 at

[1:14:24] several points with more of a streetscape style, bridges and

[1:14:30] that, uh, to, uh, to improve connectivity from basically large

[1:14:37] freeway all the way to, uh, 75, 375 interchange. So

[1:14:43] I know the public input into those efforts as well.

[1:15:01] that project first and foremost. Then the state has not

[1:15:06] done what they have been totally disrespectful of this, of

[1:15:10] this body. In fact, they've been making all of these

[1:15:14] plans. The community is not engaged enough. I live right

[1:15:18] there myself. You would think that somebody would care about

[1:15:23] what I thought. Since I have to vote on this

[1:15:25] project. So I'm thinking people who don't live in that

[1:15:29] neighborhood and making all of these plans, all of these

[1:15:32] decisions. And they're not keeping us in the loop. Well,

[1:15:35] I just, I just resented. So if you guys could

[1:15:38] just let them know, um, I mean, I take issue

[1:15:40] with it. In fact, I love being able to get

[1:15:44] on and off the freeway real fast. So to tell

[1:15:47] you the truth. So I'm not a fan of the

[1:15:50] project. Somebody's going to have to show me something a

[1:15:53] little bit different, you know, and I need the community

[1:15:55] to be excited about it. And I don't see that

[1:15:57] yet either. So that's my two cents worth, Madam Chair

[1:16:02] and, you know, you just had to get me worked

[1:17:08] don't live in that community, I mean, I have a

[1:17:12] problem with that. I just believe that we should engage
