[10:23] Okay, perfect. Sorry. Um,
[10:26] thank uh, first of all, thank you all so
[10:28] much. My name is Katie Joe Burkshire
[10:29] Kpatrick with the Northern Kentucky Area
[10:31] Development District and we are here
[10:33] today to talk about two different
[10:35] funding sources for Eons Park. As you
[10:38] all know, that's a big development. you
[10:39] are doing um up by the old movies um
[10:44] movie site. And so um we are doing two
[10:47] grants and we'll start with the land and
[10:49] water conservation. So that is a um we
[10:52] can request um $500,000 with that. And
[10:56] um it is to redo to do a park a
[10:59] playground where on the top half of
[11:03] where the concrete um place was for lack
[11:06] of a better terminology. So hopefully
[11:08] you all know um where we're describing
[11:09] and so um it will be an um equipment,
[11:14] park equipment, play equipment um some
[11:16] parking and then the um road to go up to
[11:19] that second tier. So um that is the one
[11:22] project uh land of water conservation
[11:25] and um fortunately you all um applied
[11:28] for a grant program grant grant um with
[11:31] the state of Kentucky which will pay a
[11:33] huge portion of that um funding and so
[11:36] again that will cut down on the costs
[11:38] that the city has to do. And so that's
[11:40] the first one. Um that grant grant was
[11:42] for $250,000 and so that will help with
[11:45] the matching on that. The second grant
[11:47] is um rail uh rail control trail um
[11:52] program which is through the highway
[11:54] transportation um authority authority.
[11:56] Um again there are a lot of
[11:58] abbreviations and I will do my best not
[12:00] to um use those but um the trail one is
[12:04] looking at multi- modal there on either
[12:08] road or um Sigmal tree lane. They are
[12:10] both um they those names are used
[12:13] interchangeable. I did notice that you
[12:14] are uh we're cutting um shutting that
[12:16] road down um back in end of May. And so
[12:20] um this is to take that and add
[12:23] additional um footage to one of the
[12:26] sides to make it um really accessible
[12:29] not uh and expand this accessibility for
[12:31] walking and bicycling and all that
[12:33] stuff.
[12:36] Do you all have any questions?
[12:39] And again, also you got a grant grant
[12:41] for um the trail record trail grant
[12:44] also. Um Mark did a wonderful job of
[12:46] securing that funding for you all. And
[12:48] so um these are just some small phrases
[12:51] of your much larger project in Eons's
[12:53] Adventure Park.
[12:58] Any questions? Perfect. Thank you.
[13:22] The grant is due um the end of this
[13:24] week, beginning of next week, and then
[13:27] we will see how long it takes the state
[13:29] to approve that. And then uh you'll and
[13:33] historically you get a big check from
[13:35] the state and then the work really
[13:37] starts to where we work with the
[13:39] National Park Service or the um highway
[13:41] transportation authority to get
[13:43] everything that they need on the federal
[13:45] level and then you get the the little
[13:46] check that you can deposit. So it can be
[13:51] two years less.
[13:54] I honestly I can't tell you right now
[13:56] because it's been it's been a it's
[13:59] flexing because there's some stuff going
[14:01] um some staffing on the state level and
[14:02] then um just what's going to happen on
[14:05] the federal level. I can't can't predict
[14:23] Okay. So, we're all we're all set.
[14:26] Here's that
[14:28] um
[14:30] sign in sheet, guys. Did you sign in?
[14:34] Okay.
[15:06] great. Thank you so much.
[15:09] Is that it? Okay.
[17:00] We'll come back at 6:45 for our special
[17:02] meeting.
[17:09] So, while we're waiting, it is Renee
[17:12] Wilson's birthday.
[17:15] Should we sing happy birthday?
[17:18] Okay. And then there's also cupcakes in
[17:21] the back for her birthday. And it's a
[17:23] big one. Are we allowed to say
[17:27] it's a big one? She's 70 today.
[17:33] All right.
[17:37] And many more to come. Yes. All right.
[17:40] So, let's let's sing. Okay.
[17:43] Happy birthday to you.
[17:47] Happy
[18:03] [Applause]
[18:05] [Laughter]
[18:07] Make sure you get a cupcake. Yes, that's
[18:10] the one thing that went viral. 2.6
[18:13] million people.
[18:14] [Laughter]
[24:47] All right, guys. It is 6:45. I now call
[24:50] the June 10th, 2025 special meeting of
[24:53] the city council to order. Miss Hoffman,
[24:56] if you can please take role, please.
[25:00] Present. Far here. Miss Fields here.
[25:12] Present
[25:14] here.
[25:17] Wilson here.
[25:19] All right. Thank you. All right, Jack.
[25:23] All right. We have uh quite a bit of
[25:24] legislation tonight. First, we have an
[25:26] ordinance to the city of Erlanger and
[25:27] Kenton County, Kentucky, adopting a
[25:28] budget for the city of Erlanger for the
[25:30] fiscal year beginning on July 1, 2025
[25:33] and providing that no money shall be
[25:34] expended by or on behalf of the city of
[25:36] Erlanger except in accordance with that
[25:37] adopted budget. You can see attached to
[25:40] the ordinance is the uh spreadsheet
[25:43] which is a summary budget which shows
[25:46] the uh revenue and expenditures of the
[25:49] general fund, the employee health plan
[25:50] fund, the capital asset fund, the police
[25:52] forfeite fund, the park fund, the tiff
[25:53] fund and the combined totals. Uh and you
[25:56] will uh see that this budget does create
[25:59] an excess of revenues.
[26:03] All right, it's a second reading. So, do
[26:05] I entertain a motion that we adopt as
[26:06] presented? Mr. Armor, Miss Reckers. Any
[26:09] discussion?
[26:11] All right. Roll call vote, please.
[26:14] Mr. Cahill. Yes, ma'am. Miss Skidmore.
[26:18] Yes, ma'am. Mr. Farmer? Yes, ma'am. Miss
[26:21] Jasper Lucas. Yes, ma'am. Miss Wilson?
[26:25] Yes, ma'am. Miss Nicely? Yes, ma'am.
[26:28] Miss Rackers? Yes, ma'am. Miss Fields?
[26:32] Yes, ma'am. All right. Motion carried.
[26:35] Next, we have an ordinance to the city
[26:36] of Erlinger and Kent County, Kentucky,
[26:37] establishing a personnel pay and
[26:39] classification plan for all Erlanger
[26:41] employees and non-elected city
[26:42] officials. Uh, this again is somewhat of
[26:44] a housekeeping ordinance that we pass
[26:46] each year. You can see the underlined
[26:49] positions are the ones that we are
[26:51] moving bands on. Uh, the numbers that
[26:54] are struck through are the old numbers
[26:56] and then the numbers below that are the
[26:58] new numbers for the minimum and maximum
[26:59] at each pay band. All right. Do I
[27:02] entertain a motion that we adopt this m
[27:04] this
[27:07] ordinance as read? Miss Nicely, Miss
[27:10] Wilson. Any discussion?
[27:12] All in favor? Oh, roll call vote.
[27:16] Miss Fields.
[27:17] Yes, ma'am. Miss Rackers? Yes, ma'am.
[27:21] Miss Nicely. Yes, ma'am. Miss Wilson?
[27:24] Yes. Miss Jasper Lucas? Yes, ma'am. Mr.
[27:28] Farmer? Yes, ma'am. Miss Skidmore? Yes,
[27:32] ma'am. Mr. K Hill. Yes, ma'am.
[27:35] All right. Motion carried.
[27:38] All right. Next, we have an ordinance
[27:39] amending section 3307 of the Erlanger
[27:42] code of ordinances adding the position
[27:43] of director of public safety. Uh the
[27:46] city has identified several non-elected
[27:49] positions pursuant to KS 83A80.
[27:52] And we are adding to that the director
[27:54] of public safety as item G with a short
[27:58] description of what that director of
[27:59] public safety position is which will
[28:01] provide for the overall management and
[28:03] strategic direction of both the police
[28:04] and fire and EMS departments. We also
[28:08] are um taking this opportunity to uh
[28:12] amend the director of finance position
[28:14] which has really the last few years been
[28:16] the director of finance position for the
[28:19] city.
[28:20] All right. All right. Do I entertain a
[28:21] motion we adopt this ordinance as read?
[28:23] Miss Jasper Lucas, Miss Ruckers. Any
[28:26] discussion?
[28:28] All right. Roll call vote, please.
[28:30] Miss Skidmore. Yes, ma'am. Mr. Farmer.
[28:34] Yes, ma'am. Miss Jasper Lucas. Yes,
[28:37] ma'am. Miss Wilson? Yes, ma'am. Miss
[28:40] Nicely. Yes, ma'am. Miss Recker? Yes,
[28:44] ma'am. Miss Fields? Yes, ma'am. Mr.
[28:47] Cahill. Yes, ma'am.
[28:51] Motion carried. All right. Next, we have
[28:52] an ordinance amending the zoning map of
[28:54] the city of Erlinger, County of Kenton
[28:55] area of approximately 1.94 acres on the
[28:58] southwest side of Cave Run Drive between
[28:59] Dixie Highway to the southeast and
[29:01] Barkley Drive to the northwest,
[29:02] approximately 415 ft northwest of Dixie
[29:05] Highway and Erlanger from RM, which is
[29:07] residential mix zone to neighborhood
[29:09] commercial NC. Uh there was a uh public
[29:13] hearing that was held on May 1st, 2025.
[29:16] PDS staff reviewed the application and
[29:18] recommended the proposed map amendment.
[29:19] And at the Kenton County Planning
[29:21] Commission, they voted to recommend the
[29:23] zone change. Um the uh zone change is uh
[29:28] being recommended generally based on the
[29:31] proposed map amendment is in agreement
[29:33] with the adopted comprehensive plan. The
[29:35] submitted concept development plan meets
[29:37] the minimum requirements of the Erlanger
[29:38] zoning ordinance. Um and there are a
[29:41] couple conditions. Uh if you remember
[29:43] when Andy was here last week that we uh
[29:47] are recommending approval of this
[29:49] ordinance based um on complying with the 22 footwide
[29:55] requirement for drive aisles uh for to
[29:58] make sure it's consistent with two-way
[30:00] traffic and that a sidewalk would be
[30:02] required along Cave Run Drive adjacent
[30:04] to the subject lot.
[30:07] All right. Do I entertain a motion that
[30:09] we adopt this ordinance as read? Miss
[30:10] Ruckers, Mr. Farmer. Any discussion?
[30:14] All right. Roll call vote, please.
[30:18] Miss Rackers. Yes, ma'am. Miss Fields?
[30:22] Yes, ma'am. Mr. Cahill? Yes, ma'am. Miss
[30:26] Skidmore? Yes, ma'am. Mr. Farmer? Yes,
[30:29] ma'am. Miss Jasper Lucas. Yes, ma'am.
[30:33] Miss Wilson? Yes, ma'am. Miss Nicely.
[30:36] Yes, ma'am. All right. Motion carried.
[30:39] All right. Next, we have an ordinance to
[30:40] the city of Erlanger uh in Kenton
[30:42] County, Kentucky, approving and adopting
[30:44] a supplement to the code of ordinances
[30:45] of the city. Uh this is a supplementing
[30:48] uh through ordinance 2575. And as was
[30:51] discussed last week, uh this is our
[30:53] annual supplement to the code of
[30:55] ordinances so that all ordinances passed
[30:58] um in the past year uh get rolled into
[31:02] the code of ordinances, which is then
[31:04] online through American Legal.
[31:07] All right. Do I entertain a motion that
[31:09] we adopt this ordinance as read? Miss
[31:11] Fields, Mr. Farmer. Any discussion?
[31:15] Right. Roll call vote, please.
[31:17] Mr. Farmer? Yes, ma'am. Miss Jasper
[31:20] Lucas. Yes, ma'am. Miss Wilson? Yes,
[31:24] ma'am. Miss Nicely. Yes, ma'am. Miss
[31:28] Rackers? Yes, ma'am. Miss Fields? Yes,
[31:32] ma'am. Mr. Cahill. Yes, ma'am. Miss
[31:35] Skidmore. Yes, ma'am. All
[31:39] right, motion carried.
[31:41] Uh, next we have two resolutions related
[31:43] to the public hearing we had. First is a
[31:46] resolution of the city of Erlinger,
[31:47] Kenton County, Kentucky. Uh, where we
[31:50] are applying for a application the
[31:52] department of local government for
[31:53] assistance under the land and water
[31:55] conservation fund act. That the land
[31:57] water conservation fund is limited to
[31:59] funding a maximum of 50% of the proposed
[32:01] project costs estimated at $1 million.
[32:04] and that the city of Erlinger will hold
[32:06] in reserve 50% of the proposed project
[32:08] cost for the purpose of matching the
[32:10] land and water conservation fund
[32:11] assistance. Uh and that this would allow
[32:14] um the city of understand the city of
[32:16] Erlanganger would be able to uh comply
[32:19] with all uh federal and state laws
[32:22] especially title
[32:26] uh six of the civil rights and sections
[32:28] 504 of the 1973 rehabilitation act. Do
[32:30] you want to add anything to this Mark?
[32:32] All right.
[32:34] Do I entertain a motion that
[32:36] we adopt this resolution as read? Miss
[32:38] Nicely, Miss Wilson. Any discussion? All
[32:41] in favor say I. I. Opposed?
[32:44] Motion carried. The final resolution is
[32:47] similar. It's a resolution making
[32:48] application to the Department for local
[32:50] government for assistance under the
[32:51] recreational trails program. Uh they're
[32:53] limiting the funding to a maximum of 80%
[32:55] of the proposed project cost estimated
[32:57] at $250,000
[32:59] and that the city would hold and reserve
[33:00] 20% of the proposed project cost for
[33:02] purpose of matching the recreational
[33:04] trails program assistance. And also with
[33:06] this grant, the city of Erlinger would
[33:08] um comply with all applicable federal
[33:10] and state laws, rules, and regulations.
[33:12] All right. Do I entertain entertain a
[33:14] motion that we adopt this resolution as
[33:15] read, Miss Rackers, Miss Jasper Lucas?
[33:18] Any discussion?
[33:20] All in favor say I. I opposed.
[33:24] All right. Motion carried.
[33:29] All right. Do I entertain a motion that
[33:30] we adjourn the special meeting? Mr.
[33:31] Reckers, Miss Jasper Lucas. Any
[33:34] discussion?
[33:36] All in favor say I. Opposed. All right.
[33:40] Motion carried. We will go ahead and
[33:42] adjourn
[33:44] our meeting. And then do we have to open
[33:47] up the caucus? Well, we noticed it as a
[33:50] special caucus meeting. So, my my
[33:52] thought would be is I think uh you and I
[33:54] probably need to at least stick around
[33:55] at 7 o'clock and open it to close it,
[33:57] but I don't think we need everyone else
[33:59] to stick around unless they just want
[34:00] to. All right, guys.
[34:03] Do we need I mean, we could if you all
[34:06] want to stick around for five minutes.
[34:08] It's probably cleanest meeting.
[34:11] All right. It's a caucus meeting. We'll
[34:13] be back in six minutes. There's cupcakes
[34:15] in the back.
[39:31] All right, guys. It's 7 o'clock, so
[39:32] we'll go ahead and open up the city
[39:34] council caucus meeting.
[39:37] And do I entertain a motion that we
[39:38] adjourn?
[39:40] Mr. Cahill, Mr. Ruckers. Any discussion?
[39:45] All in favor say I. Opposed.
