[5:45]
is all about the goodness of

[21:46]
was on the Appropriations
[21:50]

[21:52]
things that we look at besides

[21:55]
agencies that do so many
[21:56]
important things is looking at
[22:00]
investing in community

parks has been around for a
[22:05]
100 years. And so we
[22:05]
celebrated our Centennial
[22:11]
anniversary in 2023. That is
[22:13]
not all that Texas with in
[22:13]
terms of the park's. We make
[22:16]
it a point to invest and those
[22:21]
resources that create spaces
[22:21]
that are inclusive for all
[22:24]
people. Our parks are places
[22:26]
that are welcoming that
[22:30]
provide the outdoor. Resources
[22:33]
and health benefits. They are
[22:36]
economic wounds to our
[22:37]
economy. They are a boon to
[22:41]
our economy. And they provide
[22:42]
safe spaces, fun places for
[22:44]
people in the community to
[22:45]
come together and what I love
[22:48]
about our parks is that
[22:51]
they're open to all people.
[22:55]
And so today I want to present
[22:56]
some funding that has been set
[22:58]
aside specifically for
[22:58]
sycamore Park which is in
[23:02]
house district 95. We have a
[23:14]
check for 1 million dollars.
[23:15]
We are presenting because we
[23:16]
know that the city or being a
[23:19]
good Vanna their day.
[23:20]
Understand the importance of
[23:23]
having safe spaces for all
[23:24]
people. And so I want to thank
[23:25]
you so much. I look forward to
[23:30]
working with you to create the
[23:30]
wonderful amenities and
[23:31]
hopefully the city can take
[23:32]
the money that you were going
[23:34]
to use for this and
[23:34]
reallocated for other
[23:37]
resources in in the city. But
[23:38]
hopefully this can lessen that
[23:42]
burden and be a benefit to all
[23:45]
the people in the city of
[23:45]
Thank you. Thank you.
[23:46]
Representative Collier. I know
[23:47]
several us MAY want to take a
[23:51]
picture of that would be okay.
[23:52]
>> And before I come down your
[23:53]
you work incredibly hard for
[23:54]
us in Austin. The also answer
[23:55]
any phone call, whether it's
[23:55]
from tj. He's often in your
[23:57]
office with different issues.
[23:58]
We have. I called you numerous
[24:01]
times the session. And for
[24:02]
those that don't know the
[24:03]
Appropriations Committee is a
[24:03]
great responsibility, but also
[24:06]
is a ton of work and you spend
[24:07]
countless hours and as a
[24:08]
result 4th for that. We're
[24:23]
incredibly thankful.
[26:00]
>> Mayor.
[26:03]
>> We're ready for a motion on
[26:03]
26 stash. I haven't COUNCILMAN
[26:06]
Adults have a floor. That's
[26:11]
right. And there, Chris.
[26:12]
>> Thank you. Day for having
[26:14]
things ready thank you,
[26:14]
Nicole, for represent us very
[26:16]
strong Austin tj as well. So I
[26:19]
move for approval.
[26:19]
>> Motion. A second Council,
[26:31]
please vote. She carries. Next
[26:31]
will be items to be continued
[26:36]
or withdrawn by staff. Oh,
[26:39]
yes, Sir.
[26:42]
>> We went we have one item to
[26:42]
to be withdrawn. That's in
[26:47]
Muncie. 25 dash 1, 0, a 2.
[26:52]
>> Their next will the can
[26:53]
consent agenda speakers. I
[26:54]
think we have 4. Thank you,
[26:54]
Jen at first as Bob Willoughby
[27:09]
followed by Chris wood.
[27:23]
>> If you get up or being see
[27:25]
it or not, it don't really
[27:25]
matter too much water. It is
[27:29]
part of our agenda here. It's
[27:30]
kind part on. There were talks
[27:30]
about the ccpd ponds match
[27:35]
requirements. Now. The problem
[27:36]
of the match requirements is
[27:37]
that you all just put that in
[27:38]
a few years ago people to
[27:38]
discuss that with the public
[27:43]
that we would said no.
[27:44]
>> No, free. Ken, what a
[27:45]
match. That means they get all
[27:46]
the money they wall as long as
[27:49]
someone matches it from these
[27:50]
charities that are not
[27:50]
trustworthy bet on commercial
[28:04]
funding. Was a fast men and a
[28:11]
half. The faa's you're only
[28:11]
$300,000, which was too much
[28:14]
to people. They gave it to.
[28:15]
And that way because I didn't
[28:17]
know what to do with We needed
[28:18]
audit on the ccpd funds. We
[28:19]
were to get an audit on the
[28:19]
sea city be funds. Millions of
[28:20]
dollars are given out. The cbs
[28:24]
might go on. This will be one
[28:24]
of the biggest scams in the
[28:25]
United States. Iran should be
[28:28]
a partner with them debit
[28:29]
Carlos, you're the chair.
[28:31]
You're laughing. But you ran
[28:31]
away. You won't take an open
[28:32]
question about this year. The
[28:34]
chair of it. Small. I've asked
[28:38]
you about this money. Actually
[28:39]
got over a million dollars.
[28:43]
Rodney next con a gang member.
[28:44]
Yeah. $800,000. I saw him
[28:45]
people's meeting. I got the
[28:48]
meeting. We came up and after
[28:49]
talking to him, I realize he's
[28:52]
not capable to have money.
[28:54]
There's not qualify. I've been
[28:55]
business on our for the Dallas
[28:57]
Cowboys 30 years. A no
[29:01]
business also had limits 96
[29:03]
and 25% of the Super Bowl work
[29:03]
business. He doesn't know you
[29:05]
can $800,000 the commission
[29:07]
and we don't know where it's
[29:11]
going. So to audit. So before
[29:14]
you given any more money. We
[29:15]
need clear transparent audits
[29:16]
show. We can see. And if we
[29:16]
were to get that, which we're
[29:17]
working on it. Bill source
[29:20]
right now to be a a it's not
[29:21]
answering. He's got an Der
[29:22]
Spiegel. Bevers was You know,
[29:23]
he he says I'm not gonna
[29:25]
spewed evidence of the
[29:26]
corruption. He says I'm just
[29:28]
not going to answer is what he
[29:35]
That's it. It is corrupt 100%.
[29:35]
>> Our next speaker is Chris
[29:36]
wood followed by Charlie
[29:50]
price.
[29:54]
Chris wood. I strongly
[29:58]
advocate for the acceptance of
[29:58]
funds to reimburse overtime
[30:00]
for the Fort Worth Police
[30:03]
Department. Fugitive units
[30:03]
participation in the U.S.
[30:04]
Marshal service violent
[30:07]
offender task force. This is
[30:10]
not just a budgetary decision.
[30:10]
It is a matter of public
[30:14]
safety and justice fugitives
[30:14]
at large threaten the safety
[30:18]
of every 4 or threads didn't.
[30:21]
Research shows that Strong's
[30:22]
task force deter fugitives
[30:23]
from committing violent
[30:25]
crimes. They want to remain
[30:26]
undetected and they don't want
[30:27]
the attention that vicious
[30:30]
crimes received. One captured
[30:31]
fugitive complained to his
[30:32]
apprehend ers.
[30:34]
>> How did you find me? I
[30:35]
haven't been going anywhere or
[30:39]
doing anything. This
[30:40]
demonstrates the effectiveness
[30:40]
of our efforts and the
[30:42]
importance of maintaining a
[30:42]
powerful.
[30:43]
>> Fugitive apprehension
[30:46]
program. Overtime is
[30:50]
unavoidable stake outs and
[30:50]
surveillance often extend
[30:55]
beyond regular working hours.
[30:56]
Reimbursement funds officers
[30:58]
to dedicate the needed time
[30:59]
and attention to safely
[30:59]
apprehend fugitives without
[31:04]
straining the city budget. Our
[31:05]
task force delivers real
[31:06]
results about one-third of all
[31:10]
fugitives are caught and
[31:10]
high-profile offenders are
[31:11]
even much more likely to be
[31:17]
apprehended. Every successful
[31:17]
capture brings justice for
[31:18]
victims and peace of mind for
[31:21]
families. Accepting funds for
[31:23]
overtime costs. Catching
[31:24]
fugitives helps keep Fort
[31:24]
Worth. It is unsafe. Thank
[31:29]
you.
[31:30]
>> Thank you. Our next speaker
[31:31]
is Charlie price followed by
[31:41]
Adrian Smith.
[31:42]
>> Council and Mayor city
[31:47]
attorney and j. Thank you for
[31:48]
that means. Talk today. I'm
[31:50]
talking about tax exemption on
[31:50]
Meridian apartments and
[31:54]
councilmember forces district
[31:54]
its an apartment complexes. Go
[31:57]
undergoing a major renovation
[32:03]
my board who 80% Fort Worth As
[32:03]
asked me to be really involved
[32:04]
with housing here in the city
[32:06]
of Fort Worth. So were
[32:10]
involved as a general partner.
[32:11]
So we're asking for a small
[32:12]
tax exemption on this piece of
[32:13]
property. The pay for security
[32:16]
upgrades. And it's an inherent
[32:18]
right for people to be secure.
[32:20]
I know that my house, I have
[32:22]
rain cameras everywhere.
[32:25]
Mostly have any. For low
[32:28]
income. Poor. And we're trying
[32:32]
to give them the same. The
[32:32]
same stuff that most people
[32:34]
get their own house. So we
[32:39]
have to pay for as a general
[32:40]
partner, these guys, these
[32:43]
developers are saying, hey,
[32:43]
you go out there and find
[32:44]
money for this. So we're
[32:46]
asking for Texas and do this.
[32:49]
And not money to put him in a
[32:49]
written initially. It's also
[32:50]
money to continually monitor
[32:58]
him. Also to upgrade them. You
[32:58]
want and we find a area that
[33:01]
we can't see on the cameras.
[33:02]
It's just an overall thing
[33:06]
that we believe because and
[33:07]
what we have done in other
[33:08]
apartment complexes. We have
[33:10]
cut down place called by doing
[33:11]
this. So we're asking for this
[33:14]
tax exemption and I hope you
[33:17]
can basically than I the m and
[33:19]
see this on the consent agenda
[33:20]
right now. I appreciate your
[33:23]
time. Thanks. Our next speaker
[33:26]
will be Adrian Smith. Adrian
[33:29]
Smith. And one with the
[33:44]
people.
[33:53]
>> You use your time. Adrian.
[33:54]
That's fine. You don't have
[33:58]
to. Council. That's the
[33:59]
conclusion of our consent
[34:04]
agenda speakers. Thank you.
[34:04]
Thank you. Got a motion and a
[34:05]
second. Any other discussion,
[34:19]
please vote. Motion carries.
[34:21]
>> Next will be upcoming in
[34:22]
recent advent recognition of
[34:23]
citizens and approval of
[34:26]
ceremonial travel if needed.
[34:27]
>> Thanks our first up is
[34:28]
customer Flores and the cuts
[34:39]
or sores.
[34:40]
>> We get the first line up on
[34:43]
there it is. Okay. Wonderful.
[34:44]
All right. The honor and
[34:44]
privilege recently introducing
[34:45]
Israeli ambassador to the
[34:48]
United States, Dr Michael
[34:51]
Leiter congregation. How about
[34:51]
Shalom presented his
[34:54]
Excellency with a special
[34:54]
recognition from the mayor's
[34:55]
office on behalf of Mayor
[34:58]
Parker. Next slide. Please.
[35:02]
Tended lulac. One. '02,
[35:05]
chapter 20 summit and
[35:06]
breakfast. We have these
[35:06]
alternate between Dallas and
[35:12]
Fort Worth. And like Council.
[35:13]
You sponsors these and at the
[35:17]
early on restaurant here in
[35:17]
district 2. It was a good form
[35:18]
for several speakers that are
[35:19]
seeking public office. Next
[35:24]
slide. Please. All right. I
[35:25]
think we need a backup sorry
[35:26]
was too quick on the slight
[35:30]
changes their own blow. Every
[35:31]
JANUARY Casselberry
[35:31]
Independent School District
[35:32]
honors community volunteers on
[35:36]
their school boards. The theme
[35:37]
for this year is our future is
[35:41]
Casselberry soy presented. Bc
[35:43]
isd board with the special
[35:44]
recognition for JANUARY as
[35:45]
school board recognition month
[35:48]
in Fort Worth. And in case
[35:49]
you're wondering why we're all
[35:52]
wearing some classes on one of
[35:55]
those bottom picks is that
[35:58]
they looted back to old 80
[35:59]
song. The future is bright so
[36:00]
bright. You gotta wear shades.
[36:02]
So. Their idea it was cool to
[36:06]
wear them. So you know, lots
[36:07]
of great stories from students
[36:09]
at are aspiring to go to
[36:10]
different places in their
[36:12]
college career. So
[36:13]
congratulations. See isd. Now
[36:17]
we have announcements. 136
[36:19]
years of legacy. And the herd
[36:23]
is still leading. So that's
[36:25]
something very impressive.
[36:26]
There are more than a bovine
[36:28]
ambassador for the city. They
[36:30]
are an emblem and and iconic
[36:31]
one at that from cattle,
[36:35]
drives and Callahan's Western
[36:37]
fashion. Rodeo traditions were
[36:38]
celebrating or stock show
[36:41]
rodeo. And this month. It just
[36:44]
camps set that we have the
[36:45]
herd. And so just wanted note
[36:47]
8 them. No tape. There. Many
[36:49]
years of legacy and
[36:52]
representing Fort Worth. So
[36:54]
from JANUARY 16th FEBRUARY
[36:56]
8th. Keep in mind this
[36:56]
anniversary and Western
[36:58]
fashion roundup. And that's
[37:01]
all happen. Thank you, Carlos
[37:16]
next up, counselor store.
[37:28]
A
[37:31]
follow-up with some of the
[37:33]
plans that we heard from from
[37:33]
the community. So please look,
[37:34]
come out, come out. Let us
[37:36]
know what you want so we can
[37:37]
talk about it in the but
[37:39]
that's it. Thank you, Charlie
[37:44]
counselor peoples.
[37:45]
>> Counsel. I'm gonna start by
[37:47]
highlighting. We had a very
[37:48]
busy end of the year and
[37:51]
started the year. But so the
[37:53]
reason put Pierre for those of
[37:57]
you talk a lot about economic
[37:58]
development. You go. Oh, she's
[37:58]
highlighting a chick-fil-a.
[38:03]
It's just not any chick-fil-a.
[38:05]
This chick-fil-a is owned and
[38:07]
operated by an amazing
[38:11]
extraordinary woman Moreno who
[38:14]
is an immigrant from South
[38:15]
America and started to work at
[38:19]
chick fillet many years ago as
[38:23]
a cook, she now owns 2 of
[38:24]
largest grossing chick-fil-a's
[38:29]
in the area and she her story
[38:30]
is extraordinary. And I wanted
[38:34]
to make sure that we
[38:35]
highlighted her to show what
[38:38]
Democrats can do for our
[38:39]
country. So it's fair off East
[38:43]
chase and 30 so stop by every
[38:44]
time I've been bad that
[38:45]
there's a line that out to the
[38:46]
streets. So good luck getting
[38:49]
some good food. So the next
[38:52]
slide I do is I want to talk
[38:52]
about the partnership between
[38:55]
church and community. The
[38:56]
potters House of Fort Worth
[39:01]
that resides in district 5
[39:04]
recently did a Christmas toy
[39:08]
giveaway for the children of
[39:10]
incarcerated residents of the
[39:11]
of the county and they did
[39:12]
this in conjunction with the
[39:16]
Cherokee County Sheriff's
[39:19]
office, cat mayor pro tem
[39:19]
carlos flores join me there at
[39:20]
mayor Parker, you were there
[39:24]
earlier. It is probably one of
[39:26]
the most meaningful and a
[39:30]
moving event said I've been to
[39:31]
this year and to see those
[39:34]
children get be able to pick
[39:36]
out toys. But to know that
[39:37]
many of them were picking out
[39:40]
toys for their siblings so
[39:41]
that to make sure that they
[39:43]
had a great Christmas. I want
[39:44]
thank the potters House and
[39:45]
the sheriff's Department. What
[39:49]
they did. Then keeping on the
[39:53]
next slide with the vendor.
[39:53]
Economic development there at
[40:00]
the corner of Oakland
[40:02]
Interstate 30 is Crittendon
[40:03]
Plaza and they recently opened
[40:04]
a vendor market for a lot of
[40:08]
small businesses in the area.
[40:09]
And so it was fun to be there.
[40:11]
And Santa was also they are I
[40:14]
got to tell him what I wanted
[40:18]
for Christmas. And in the next
[40:20]
slide so I want to thank the
[40:21]
rain water Foundation for
[40:21]
doing this, although it's a
[40:24]
picture of me and my sister.
[40:26]
The story Corey is a national
[40:30]
project that in pr does and
[40:32]
the rain water Foundation
[40:33]
reached out to the community
[40:37]
and they interviews such
[40:38]
amazing citizens as hopefully
[40:38]
and Jared Howard to talk about
[40:41]
the new juneteenth Museum. Bob
[40:45]
Ray Sanders and his amazing
[40:46]
means nace Brenda Sanders
[40:50]
wise. And so just a a great
[40:52]
group of people. The stories
[40:53]
are available for anyone to
[40:57]
listen to to hear about our
[40:58]
community and then next thing
[41:03]
I want to talk about is. I
[41:05]
want to thank the Fort Worth
[41:06]
police and specifically
[41:07]
commander antwan Williams for
[41:11]
working with me to put
[41:12]
together a community
[41:16]
conversation in response to a
[41:19]
a very incident that happened
[41:20]
in district. 5 over the
[41:23]
holidays. And what we did was
[41:26]
we were able to bring the
[41:27]
community together to talk
[41:32]
about how we address gun
[41:32]
violence among teens and
[41:35]
engage in solutions. It was
[41:39]
well attended. We had over a
[41:42]
107, a residents who signed up
[41:45]
and participated. I want to
[41:47]
thank assistant city manager
[41:48]
William Johnson for being
[41:52]
there. Chief Eddie Garcia for
[41:54]
being there Council Mayor pro
[41:57]
tem carlos flores being there.
[41:58]
Also COUNCILWOMAN Jeanette,
[41:59]
Martinez and her team there to
[42:03]
help. And there will be more
[42:04]
that comes out of it. But we
[42:08]
heard from many students
[42:09]
across the area and they want
[42:11]
their voices to be heard. So
[42:13]
we're going to look at putting
[42:14]
together a citywide teen
[42:16]
summit. So more on More on
[42:20]
that to come. And then the
[42:23]
final thing as a result, next
[42:26]
slide of that community
[42:27]
conversation. We'll be working
[42:28]
with the npo from that
[42:32]
district will be hosting a
[42:33]
community fellowship
[42:34]
breakfast. Many people were I
[42:36]
didn't know what the next
[42:37]

[42:51]
conversation of how we
[42:55]

[43:04]
>> Thank you. Councilmember
[43:10]
people's councilmember Hall.
[43:16]
Thank you, mayor.
[43:17]
>> All right. First up, I
[43:19]
wanted to say that I got the
[43:20]
pleasure of attending my very
[43:24]
first City Council retreat on
[43:25]
DECEMBER 19th. It was a great
[43:26]
opportunity to learn from my
[43:27]
fellow colleagues find a lot
[43:30]
about each other. Our work
[43:30]
styles and and I look forward
[43:32]
impact that that session will
[43:35]
have on our I guess dealings
[43:41]
here City Council next slide.
[43:43]
And on DECEMBER 20 seconds I
[43:44]
had the pleasure of working
[43:45]
with the ladies of the 6 with
[43:47]
the work on me nonprofit. They
[43:51]
hosted an annual toy drive
[43:51]
over in the Catholic
[43:55]
community. And so you see if
[43:56]
there handing out toys at toys
[43:58]
for all ages and it was a
[43:58]
great time in a great way to
[43:59]
give back during the holiday
[44:06]
season next lot. On JANUARY
[44:06]
7th. Had the pleasure of
[44:07]
meeting with Kevin Davies.
[44:08]
He's general manager for human
[44:11]
mall. Hugh in Mali on the been
[44:12]
struggling Hume. Also look
[44:16]
robot. For 2 discussed, the
[44:17]
opportunities that we have for
[44:17]
retail and commercial
[44:21]
development industry I look
[44:21]
forward and with the
[44:22]
conversation. I look forward
[44:22]
to the opportunities that we
[44:24]
have to partner collaborate.
[44:25]
And as we bring more
[44:26]
development to the 6 next
[44:33]
slide. On a JANUARY night. Had
[44:34]
the pleasure of working with a
[44:35]
meeting with Dr kept after
[44:38]
Rachel capital over at tall to
[44:39]
Fort Worth the official
[44:42]
University of District 6. I
[44:44]
love that we had a great time.
[44:44]
Just discussing the many
[44:48]
partnerships that halts and
[44:49]
has created at not only just
[44:50]
with Cali eyes. The with Fort
[44:52]
Worth isd the number of
[44:53]
students that are coming. How
[44:57]
campus is falling. Some of the
[44:57]
infrastructure challenges and
[44:58]
how we're gonna part
[45:00]
solutions, but just most
[45:02]
importantly households. And
[45:03]
it's one of the oldest
[45:04]
universities participating
[45:06]
here and for work and the
[45:07]
opportunity that we have to
[45:08]
partner and that the 6
[45:14]
community. And just a few
[45:15]
reminders. The Fort Worth
[45:16]
stock show and Rodeo that used
[45:17]
to be my life. The junior
[45:20]
league now is also my life to
[45:24]
City Council. It starts on and
[45:26]
the 16th and we'll go through
[45:27]
FEBRUARY 7th. The Saturday is
[45:28]
the all Western parade so
[45:30]
starts 11:00am down here
[45:30]
downtown. I will be there.
[45:35]
Have to see their client. Also
[45:37]
this weekend. And it's a busy
[45:38]
one of the rare for tomorrow.
[45:39]
The King jr holiday committee
[45:40]
presenting the parade at the
[45:44]
mlk day parade and rally. It
[45:45]
will be on Monday. JANUARY
[45:46]
19th at a 11:00am would love
[45:47]
to see there as well. Next
[45:53]
slide. And the district 6
[45:54]
office at will be
[45:56]
participating in the point in
[45:57]

[46:04]

[46:10]

[46:10]
still looking for volunteers.
[46:12]
So if you're interested, just
[46:13]
reach out, would lead to get
[46:19]
information about that. Also
[46:21]
this month is time for our
[46:21]
next quarterly town hall
[46:22]
meeting for district. 6 will
[46:26]
be hosting it at Tarleton
[46:26]

[46:48]
And that is it. Happy New
[46:49]

[46:50]
much for your time. Earned
[46:55]

[47:43]

[47:46]
museum in district. 8 and I
[47:47]
believe those my slots.
[48:09]
Councilmember back.
[48:09]
>> Lets
[48:10]
>> send young might as well
[48:12]
drag a dead horse into the
[48:12]
well right here because I am
[48:13]
never going to stop beating.
[48:17]
It sounds.
[48:18]
>> Just shout out to my friend
[48:18]
down there in the guys. Thank
[48:20]
you for your service.
[48:26]
Appreciate Next slide. First
[48:34]
>> yeah.
[48:35]
>> We go back to that slide.
[48:35]
Please. We'll just leave that
[48:36]
up my friends. Banks now just
[48:37]
going to see my pictures will
[48:37]
just look at Marine Corps. The
[48:42]
rest of the there are time,
[48:44]
ok, so we did dedicate a mural
[48:45]
on Logan Street. Actually one
[48:47]
side is district 9. The other
[48:48]
side's district 11. So I was
[48:48]
joined by Council in
[48:52]
Martinez's. We dedicated that
[48:54]
big thanks to the Parks
[48:54]
Department being having this
[48:58]
really great program and the
[49:00]
kids of I'm Terrell developed
[49:01]
this mural and painted it next
[49:06]
slide. Holidays in district. 9
[49:08]
were lots of fun. As you see,
[49:09]
we got meet with several
[49:11]
families across the Both
[49:11]
assured me that I was on the
[49:14]
nice list. So. I don't know.
[49:15]
That's what they said next
[49:19]
slide. Also have the I don't
[49:23]
know if I believe in, but they
[49:25]
did same day. We also have the
[49:26]
opportunity to speak be part
[49:27]
of the Red River at the Fred
[49:31]
Rouse Memorial. Ribbon cutting
[49:34]
and that was a really special
[49:36]
event. If you don't know,
[49:37]
there was a gentleman and a
[49:38]
forward that was tragically
[49:43]
lynched MISTER Fred Rouse his
[49:45]
family members and members of
[49:45]
the community have really
[49:46]
worked hard to make sure that
[49:49]
his leg, his name and legacy
[49:49]
lives on and that we do our
[49:52]
part to make sure we're
[49:52]
remembering and those parts of
[49:55]
our history that make us
[49:56]
uncomfortable. So really an
[49:57]
honor to get to be part of
[49:59]
that next slide will move
[50:00]
quickly because you've already
[50:01]
heard a lot of these. But this
[50:02]
weekend we do have the former
[50:05]
stock show parade starting at
[50:07]
11:00am there will be Street
[50:08]
closures downtown. They begin
[50:09]
at 9. So if you're looking to
[50:09]
get down there. Please be
[50:12]
aware of that next slide. The
[50:18]
19th at 11:00am. As mlk day
[50:18]

[50:19]
will be held in Sundance
[50:22]
Square next slide. As you
[50:25]
heard my colleague
[50:26]
councilmember Hall speak the
[50:26]
point in time. Count is coming
[50:30]
up. JANUARY 22nd check in
[50:33]
starts at 5. It says it goes
[50:35]
to midnight. I will every year
[50:36]
I've been done before then. So
[50:39]
don't let that late night
[50:41]
deter you they still are in
[50:43]
need of volunteers. If you
[50:43]
have never taken the
[50:44]
opportunity to volunteer for
[50:45]
this particular project. I
[50:47]
would highly encourage you to
[50:51]
do so and you go out with an
[50:54]
mpo and you quite literally
[50:54]
interact with and count
[50:55]
homeless members of our
[50:56]
community so that we can best
[50:59]
address the problem next.
[51:01]
Slide. Okay. No regrets with
[51:03]
eager. It's coming out in
[51:04]
district 9. So JANUARY 28 at
[51:07]
06:00pm at the Southwest
[51:10]
community center. We will
[51:11]

[51:12]

[51:16]

[51:23]

[51:43]

[51:50]
got. Councilmember Martinez.
[51:51]

[51:52]

all the local groups that come

cheer and joy to our children
[52:11]
and families next line. Okay.

Tell you.
[56:11]
>> You cut down to minutes,
[56:12]
you take all the time in a
[56:12]
row. You want this like us
[56:17]
this year. Celebrity show. Now
[56:17]
this is about it's not a
[56:22]
personal. And also we're
[56:22]
talking about you're talking
[56:23]
about putting back 2 minutes
[56:23]
putting back a 2 meetings for
[56:28]
the comment why? And here's
[56:28]
what happened when you were
[56:31]
placed in office, you were
[56:31]
trusted with the power that
[56:33]
comes with the officer's gun
[56:34]
to your head and you abused
[56:36]
that are that was interesting
[56:37]
to you before 2021 and you
[56:40]
Parker mayor Parker. The
[56:41]
citizens have 4 times a month
[56:44]
for free Council meeting c'est
[56:47]
you move it down 2 up. This
[56:48]
what you and you got away with
[56:51]
for years. Not much resistance
[56:52]
in Utah, woman that down to
[56:53]
one more is what we're doing
[56:54]
right this moment on that
[56:55]
right now you move down to one
[56:57]
and you've got resistant. So
[56:59]
now you're going cut back to
[57:00]
once what you're going vote
[57:00]
all they want. But you're
[57:04]
still even 2 out quit playing
[57:05]
games. But our cows agenda
[57:06]
back the way it was before you
[57:08]
sat in that seat. Mayor
[57:09]
Parker. But it all way back
[57:10]
like it was. And if you want
[57:12]
to try change it with the
[57:16]
people you're too conceded.
[57:17]
You chef to shoot up a virus
[57:19]
and we get here. We've got
[57:19]
much 5 minutes to slide shows
[57:21]
up on the spring. If I was a
[57:21]
council member, I would let
[57:22]
you put my picture for like
[57:25]
that. No way you people think
[57:25]
you're an industry was I've
[57:27]
asked you to move this to the
[57:28]
bottom your announcement to
[57:32]
the bottom so that we you get
[57:32]
out here early to put Houston
[57:34]
sure to watch it and let
[57:37]
people go home to her for
[57:38]
zoning cases. Got to go to
[57:39]

[57:40]
payroll. You'd like watch her.
[57:43]
Watch your show wash. And you
[57:44]
can keep your show but and the
[57:46]
bottom like you had the public
[57:47]
possessions not on this agenda
[57:50]
that took it off completely
[57:52]
got in here. I asked her to
[57:53]
move it to the top like other
[57:55]
cities. She did. She made it
[57:55]
to the top right to the
[57:56]
written right out the
[57:57]
building. No free Council
[58:00]
meetings, but it back. That's
[58:01]
real simple that will do so
[58:03]
many times are putting things
[58:04]
back at 7 o'clock just are so
[58:05]
many things and one what she's
[58:06]
done is unreal. Thank you.
[58:13]
Conrad mayor.
[58:14]
>> You carry and followed by
[58:24]
William Winston.
[58:25]
>> All right, everyone. So I
[58:28]
know I've been coming pretty
[58:28]
fierce. Pretty ferocious and
[58:32]
intense to this Council. I
[58:34]
want you to know when that
[58:34]
started was my first ever
[58:35]
speaking at this Council was
[58:35]
after the racial gerrymander
[58:39]
vote when Tim o'hare silenced
[58:40]
10's of thousands of black and
[58:41]
brown voters of Fort Worth
[58:42]
where our boat matters less at
[58:46]
the county level. And so when
[58:47]
I was there in APRIL. What I
[58:49]
share with you guys. I said
[58:51]
that if Tara County is the
[58:52]
largest swing County in
[58:55]
America from a political
[58:56]
perspective with Fort Worth
[58:57]
being 47% of the county. We
[59:01]
are the front lot so your see
[59:02]
is the front lines of
[59:08]
democracy. And so this
[59:09]
intensity comes from seen that
[59:09]
and that's the importance of
[59:10]
how we need to move in this
[59:14]
role. And so I'm upset that
[59:15]
we're here talking about
[59:16]
public comments, the most
[59:17]
fundamental basics of
[59:19]
democracy when we should be
[59:20]
talking about ice and Magnolia
[59:24]
right now. Garcia be in saying
[59:28]
that because Minnesota didn't
[59:28]
work with the police didn't
[59:29]
work with ice is the reason
[59:34]
why Renee good. It's not here.
[59:36]
Things like You know, Pete
[59:36]
hegseth at Lockheed Martin and
[59:38]
us to have being a war
[59:40]
machine. These are the things
[59:41]
I would like to be talking to
[59:41]
you. But today I'm showing up
[59:43]
this. These people are showing
[59:46]
up to talk to you about public
[59:47]
comments. And so with public
[59:47]
comments of that's what we're
[59:50]
going to talk about at a
[59:51]
basics. We should get our 3
[59:54]
minutes every like to request
[59:55]
that. I would also like to
[59:55]
request that we get to be on
[59:59]
the on it. First and if we're
[1:00:01]
going to cut time. I thought
[1:00:02]
actually bubble of these idea
[1:00:02]
that you presentations get cut
[1:00:03]
to 2 minutes. I think that
[1:00:05]
would be a good idea. So that
[1:00:09]
we can have our 3 minutes and
[1:00:11]
you can hear from us we're not
[1:00:12]
here to listen to you. Also a
[1:00:15]
virtual option would be nice
[1:00:16]
as well. And I also think
[1:00:16]
these clapping some glad you
[1:00:19]
guys are allowing people
[1:00:20]
clapping and that's kind of
[1:00:21]
some of the basics of what we
[1:00:21]
should do to bring back
[1:00:26]
democracy. Thank you.
[1:00:27]
>> Our next speaker is William
[1:00:28]
Winston followed by Allison
[1:00:36]
Fitzgerald.
[1:00:40]
>> I am father. We Winston.
[1:00:40]
Thank you for bringing the
[1:00:42]
possibility of restoring
[1:00:45]
public comments. Your 2026
[1:00:46]
meetings stressed or we'll do
[1:00:46]
a lot to restore our faith in
[1:00:48]
your good will. I know the
[1:00:51]
prospect of more public
[1:00:52]
comments. It's more of an
[1:00:54]
active duty and the agenda
[1:00:55]
responsible. It's a tender
[1:00:57]
responsibilities of elected
[1:00:57]
officials and something any of
[1:01:01]
you would happily do. But the
[1:01:03]
restoration of more public
[1:01:04]
comments is important and
[1:01:04]
significant to the community
[1:01:07]
you serve. Throughout the
[1:01:08]
public comments over their son
[1:01:10]
Tripp a primary attention to
[1:01:11]
what is being said. Do
[1:01:13]
separate and distinct from who
[1:01:15]
is saying how their say and
[1:01:19]
what they look like. The heart
[1:01:20]
of these comments is in the
[1:01:21]
words if you pay attention to
[1:01:24]
the word escape a book feel
[1:01:25]
the emotions commitments and
[1:01:28]
hopes of the speakers as you
[1:01:29]
well know, each of us speakers
[1:01:30]
speaking on behalf of a lot of
[1:01:32]
other people in Fort Worth. We
[1:01:36]
are not year alone.
[1:01:40]
Consequently. We I have 2
[1:01:41]
specific requests first that
[1:01:42]
the allotted time increased to
[1:01:44]
3 minutes. Few people are
[1:01:45]
skilled enough to condense
[1:01:49]
their points motions and hopes
[1:01:50]
2 minutes. Second, that's a
[1:01:51]
public comment Smith. The
[1:01:53]
first part of the agenda. This
[1:01:54]
is important and the public
[1:01:56]
comments there will be some
[1:01:58]
points made. It will have a
[1:01:59]
direct impact on your
[1:02:00]
deliberations. Sometimes in
[1:02:02]
ways that you never expected
[1:02:03]
insight and perspective that
[1:02:06]
you have not considered. And
[1:02:07]
then if you don't have those
[1:02:09]
perspectives as part of your
[1:02:09]
deliberations. You MAY well
[1:02:13]
make avoidable mistakes that
[1:02:14]
will only play themselves out
[1:02:14]
and a lot of difficult
[1:02:18]
weights. As our City Council.
[1:02:21]
We look to you to calm our
[1:02:21]
fears and to consider our
[1:02:24]
disappointments. These are
[1:02:25]
some of the reasons we need to
[1:02:27]
speak up more often and feel
[1:02:34]
that you hear us.
[1:02:35]
>> I listened Fitzgerald will
[1:02:47]
be followed by Jeremy Pope.
[1:02:47]
>> Good evening. My name is
[1:02:48]
Allison Fitzgerald and I live
[1:02:51]
in district 3. I'm here to
[1:02:53]
encourage you to adopt the
[1:02:54]
revised calendar that allows
[1:02:54]
for more public speaking
[1:02:58]
opportunities. I was born and
[1:02:59]
raised in Fort Worth and I've
[1:03:03]
raised my family here. I love
[1:03:03]
my city. I volunteer at the
[1:03:07]
Fort Worth Public Library.
[1:03:08]
Visit our amazing local
[1:03:08]
theaters and museums
[1:03:11]
regularly. And I've worked in
[1:03:15]
several local school
[1:03:15]
districts. I believe that I
[1:03:18]
had value to the city. These
[1:03:25]
people add value to our city.
[1:03:25]
I've never wanted to live
[1:03:26]
anywhere else because Fort
[1:03:26]
Worth has always been all
[1:03:30]
that. I needed. I'm asking you
[1:03:31]
to return the 3 minute time
[1:03:34]
limit on public speaking, give
[1:03:36]
the citizens time to clearly
[1:03:39]
voice their thoughts and
[1:03:40]
opinions. I'm asking that you
[1:03:41]
put public comments at the
[1:03:44]
beginnings of the meeting.
[1:03:46]
Asking that you add back the
[1:03:47]
virtual option of being able
[1:03:51]
to speak at a meeting. I also
[1:03:51]
ask that you allow healthy
[1:03:55]
engagement at these meetings.
[1:03:56]
I have to be honest to each
[1:03:57]
City Council meeting that I
[1:03:58]
have attended you all look
[1:04:02]
pretty bored. And that's
[1:04:05]
pretty insulting. To We take
[1:04:06]
the time to craft our
[1:04:07]
comments. And we expect you to
[1:04:12]
be engaged with us. And I like
[1:04:13]
hearing from the people behind
[1:04:14]
me while I speak. It's
[1:04:17]
encouraging to me. We are here
[1:04:20]
to talk with you about our
[1:04:21]
city, the city that we love
[1:04:25]
and deeply invested But to be
[1:04:26]
told soon as the meeting
[1:04:30]
begins that we can be escorted
[1:04:31]
out arrested nearly for
[1:04:31]
showing our support clapping
[1:04:35]
for someone who was speaking.
[1:04:35]
That makes it seems like you
[1:04:36]
all really don't care what we
[1:04:38]
have to say makes us feel like
[1:04:40]
you don't want to hear from us
[1:04:41]
at all. And that's a dangerous
[1:04:49]
path for our leaders to take.
[1:04:50]
Jeremy pope will be followed
[1:05:00]
by a and say to.
[1:05:00]
>> Never realize how much you
[1:05:04]
can bald head coming down. My
[1:05:05]
name is Jeremy Pope and I'm a
[1:05:08]
resident District 5. I'm here
[1:05:09]
because you're most important
[1:05:10]
responsibility is to listen to
[1:05:13]
the people you serve the
[1:05:13]
ceremonies and photos MAY come
[1:05:16]
with the role that they are
[1:05:17]
secondary. You cannot
[1:05:18]
represent us if you're
[1:05:21]
unwilling to hear us
[1:05:21]
guaranteeing speakers 3
[1:05:24]
minutes no matter how many
[1:05:24]
sign up is not excessive. Do
[1:05:27]
it seems that was tonight. It
[1:05:30]
is the bare minimum. The Bexar
[1:05:31]
to the residents who entrusted
[1:05:34]
you with this responsibility
[1:05:36]
listening MAY not always feel
[1:05:37]
comfortable, but that
[1:05:37]
discomfort is part of
[1:05:41]
leadership. We're also asking
[1:05:42]
the public comment be placed
[1:05:44]
first on the agenda. Many
[1:05:47]
residents cannot sit here for
[1:05:49]
hours. They're balancing work
[1:05:49]
child care, health concerns
[1:05:51]
and transportation challenges.
[1:05:54]
Respect for your constituents
[1:05:54]
beings. Respecting the
[1:05:58]
realities of their lives.
[1:05:59]
Those who truly value
[1:06:00]
transparency should speak up
[1:06:00]
when efforts are made to limit
[1:06:03]
or silence public input. That
[1:06:04]
is not a moment for silence.
[1:06:06]
That is the moment for
[1:06:08]
courage. And we are watching
[1:06:09]
for it and you want to look
[1:06:11]
really bored. Peaceful
[1:06:15]
disagreement is not a threat.
[1:06:16]
A small sign or respectful
[1:06:17]
applause should not create
[1:06:20]
fear or intimidation. People
[1:06:21]
deserve to participate in
[1:06:22]
democracy without feeling
[1:06:25]
punished for it. Virtual
[1:06:27]
options must also be restored.
[1:06:29]
Many can't be here physically
[1:06:31]
many who can't be here
[1:06:33]
physically still deserve a
[1:06:34]
voice. Disappointing. We even
[1:06:36]
have to fight for something
[1:06:36]
this basic. But I'm hoping
[1:06:39]
you'll choose it integrity
[1:06:40]
accountability and respect for
[1:06:41]
the people of this city.
[1:06:43]
Please do the right thing. Our
[1:06:47]
community is engaged organized
[1:06:48]
and we will remember those who
[1:06:54]
honor voices. Thank you.
[1:06:55]
>> And Santa followed by Chris
[1:07:02]
wood. I signed up for 2 items.
[1:07:03]
I'm I going to get called up
[1:07:03]
for the second item or do I
[1:07:04]
need to cover both of them in
[1:07:06]
Okay. I'm gonna leave the
[1:07:10]
public comments that I had
[1:07:10]
because they've been well
[1:07:11]
stated by by others. And I'm
[1:07:12]
going to cut to the power
[1:07:17]
plant, historic designation on
[1:07:17]
behalf of the Board of
[1:07:18]
community designed Fort Worth.
[1:07:20]
I want to mention also that ai
[1:07:21]
a Fort Worth contributed. A
[1:07:22]
letter of support for this
[1:07:23]
action. We appreciate the city
[1:07:24]
from moving promptly to
[1:07:25]
designate the former power
[1:07:25]
plant on Panther Island as a
[1:07:29]
local historic landmark. The
[1:07:30]
building currently owned by
[1:07:31]
Tarrant County College and
[1:07:32]
offered for sale as an
[1:07:35]
important civic and industrial
[1:07:35]
artifact that merits
[1:07:37]
protection. Now as Cantor
[1:07:37]
islands. Redevelopment can
[1:07:38]
include thoughtful public
[1:07:39]
oriented reuse rather than or
[1:07:42]
for worse about demolition.
[1:07:46]
Historic designation can be
[1:07:48]
recognized as a positive and a
[1:07:49]
helpful thing and we should
[1:07:51]
encourage people to be
[1:07:53]
educated and informed about
[1:07:54]
the invaluable opportunities
[1:07:55]
of anchoring the riverfront.
[1:07:58]
What this public service of
[1:07:59]
reuse designation does not
[1:08:00]
preclude redevelopment. It
[1:08:01]
creates conditions of adaptive
[1:08:03]
reuse that retains character.
[1:08:03]
Well, attracting investment in
[1:08:04]
programs that will serve
[1:08:07]
residents and visitors a clear
[1:08:08]
protected future for the
[1:08:10]
building. Will enhance Panther
[1:08:11]
Island's identity strengthen
[1:08:13]
its continuity between past
[1:08:14]
and future and expand the
[1:08:15]
range of opportunities. I sent
[1:08:18]
a letter to all of you from
[1:08:18]
the board of community design
[1:08:19]
Fort Worth and I appreciate
[1:08:22]
those of you who acknowledge
[1:08:24]
that the receipt of that
[1:08:24]
letter. And I really
[1:08:25]
appreciate that. You have this
[1:08:26]
on the agenda for this evening
[1:08:26]
and hope that you will favor
[1:08:31]
of it. Thank you very much.
[1:08:32]
Our next speaker is Chris wood
[1:08:32]
followed by Monday at
[1:08:47]
Whittier.
[1:08:51]
I'm Kris would
[1:08:52]
support the revised schedule
[1:08:57]
for 2026 City Council
[1:08:57]
meetings.
[1:08:57]
>> The schedule includes a
[1:08:58]
public comment section on each
[1:09:01]
regularly scheduled business
[1:09:01]
meeting and eliminates the
[1:09:02]
current stand-alone public
[1:09:05]
comment meetings. This revised
[1:09:06]
schedule aligns with the First
[1:09:10]
Amendment of the U.S.
[1:09:11]
Constitution where the
[1:09:12]
Founding Fathers established
[1:09:12]
the right for citizens to
[1:09:13]
petition the government for a
[1:09:17]
redress of grievances. This
[1:09:18]
means citizens have the right
[1:09:19]
to communicate government
[1:09:20]
officials and expressed
[1:09:22]
concerns to them. This is
[1:09:23]
considered a fundamental right
[1:09:26]
to free speech and is a key
[1:09:30]
aspect of a democratic system.
[1:09:31]
Because council members have
[1:09:33]
been more likely to 10
[1:09:34]
business meetings and less
[1:09:34]
likely to attend stand-alone
[1:09:37]
public comment meetings this
[1:09:39]
plant improves, the likelihood
[1:09:40]
citizens can directly address
[1:09:44]
specific council members. Also
[1:09:44]
I have never seen a business
[1:09:47]
Council meeting canceled. I
[1:09:47]
have seen stand-alone comment
[1:09:51]
meetings called off at one
[1:09:52]
point 3 straight months there
[1:09:53]
were no comment meetings due
[1:09:56]
to either cancellation are not
[1:09:59]
even being scheduled. So this
[1:10:01]
enhanced schedule will help
[1:10:02]
ensure that another gap like
[1:10:02]
this does not occur in the
[1:10:06]
future. In conclusion. The
[1:10:07]
revised schedule aligns with
[1:10:09]
the U.S. Constitution and give
[1:10:12]
citizens ample opportunity to
[1:10:13]
consistently bring issues to
[1:10:17]
City Council. If this
[1:10:17]
resolution passes. I'm not
[1:10:20]
giving City Council a letter
[1:10:21]
grade. If I received a letter
[1:10:24]
grade for every diet that I
[1:10:24]
messed up. I have a report
[1:10:27]
card, a mile long full of s
[1:10:31]
instead, if this passes. I
[1:10:34]
give the council a gold star.
[1:10:34]
This star and $3 will get you
[1:10:40]
cup of coffee. India, Whittier
[1:10:55]
followed by Andrew Tory.
[1:10:55]
There
[1:10:55]
are 2 reasons I support
[1:10:59]
amending Council's meeting
[1:11:01]
schedule by separating public
[1:11:02]
comment and to stand alone
[1:11:02]
meetings were no meaningful
[1:11:04]
votes are taken council
[1:11:05]
members could avoid
[1:11:05]
accountability without missing
[1:11:09]
official city business.
[1:11:09]
>> This structure has provided
[1:11:11]
cover for attendance to be
[1:11:11]
optional. Some of you took
[1:11:15]
full advantage of that. The
[1:11:16]
revised schedule at least
[1:11:17]
restores a more reasonable
[1:11:17]
number of opportunities for
[1:11:20]
the public to provide comment.
[1:11:22]
And I'm calling on you to do
[1:11:23]
even better. The current
[1:11:23]
schedule was just approved in
[1:11:27]
OCTOBER. Why the sudden change
[1:11:28]
of heart. It's because of
[1:11:30]
another proposal which rose in
[1:11:30]
DECEMBER for a charter
[1:11:31]
amendment so council members
[1:11:34]
can receive a pay increase.
[1:11:35]
Those of you who voted for the
[1:11:37]
restrictive public comment
[1:11:38]
schedule in OCTOBER didn't
[1:11:38]
change course because it's the
[1:11:41]
right thing to do. You
[1:11:42]
capitulated because it's the
[1:11:43]
politically expedient thing to
[1:11:45]
do, having grossly restricted
[1:11:46]
public engagement threatens
[1:11:47]
your campaign this year secure
[1:11:49]
votes for a pay increase. So
[1:11:50]
I'm calling on you to do the
[1:11:53]
right thing in the first
[1:11:54]
place. I'm also calling on you
[1:11:56]
to codify strict parameters
[1:11:57]
under which speaking time can
[1:12:00]
be reduced below 3 minutes.
[1:12:00]
They should only be done when
[1:12:01]
all other methods have been
[1:12:04]
exhausted to facilitate public
[1:12:05]
comment such as extending
[1:12:06]
meeting times adding comment
[1:12:09]
periods or scheduling special
[1:12:10]
public hearings. Not for photo
[1:12:12]
ops like Christmas tree
[1:12:13]
lighting ceremonies.
[1:12:14]
Additionally the presiding
[1:12:16]
officer should not
[1:12:17]
unilaterally reduce speaking
[1:12:18]
time below the established
[1:12:19]
minimum it should be approved
[1:12:20]
by a majority vote of the
[1:12:24]
council. Only under emergency
[1:12:24]
conditions and accompanied by
[1:12:25]
a written justification
[1:12:28]
entered into the public record
[1:12:29]
restoring comment to more
[1:12:31]
meetings is a step in the
[1:12:32]
right direction. But 2 minute
[1:12:33]
limits imposed at the
[1:12:33]
discretion of the mayor are
[1:12:37]
still a barrier and I will say
[1:12:39]
I agree with Bob Willoughby.
[1:12:40]
Put your presentations limited
[1:12:40]
to 2 minutes at the bottom of
[1:12:45]
the agenda.
[1:12:45]
>> Andrew Tory followed by
[1:12:57]
Wesley Kirk. Good evening. My
[1:12:58]
name is Andrew Tory. I'm a
[1:13:01]
resident of Council district
[1:13:02]
5. I'm here today to speak in
[1:13:03]
favor of Council proposal.
[1:13:03]
3.35 brought forth by
[1:13:05]
COUNCILMAN Nettles and crane.
[1:13:10]
To you. COUNCILMAN Nettles. In
[1:13:11]
your statement to the Fort
[1:13:13]
Worth for part in an article
[1:13:14]
published on JANUARY 8th. You
[1:13:14]
stated what you've seen is
[1:13:15]
people came out here basically
[1:13:19]
using their time to say us are
[1:13:20]
right back. I'd like to say I
[1:13:21]
agree with your usage of the
[1:13:24]
word right. In that statement
[1:13:25]
as I tried to articulate last
[1:13:26]
week when I spoke, I argue
[1:13:27]
that public comments are a
[1:13:29]
form of petitioning wants
[1:13:29]
local government, which is a
[1:13:30]
First Amendment right. And the
[1:13:32]
vote to reduce public comments
[1:13:33]
last fall was an infringement
[1:13:36]
on that right. Well, I'm
[1:13:37]
pleased to know this proposal
[1:13:38]
has bipartisan support and I
[1:13:38]
believe it's a good step in
[1:13:41]
the right direction. More
[1:13:42]
progress must be made
[1:13:43]
specifically on the matter of
[1:13:44]
time. Allotment and for in a
[1:13:48]
virtual option. You know, it
[1:13:49]
takes effort for citizens of
[1:13:51]
this city to show up to
[1:13:51]
council meetings here in
[1:13:52]
downtown Fort Worth on a
[1:13:53]
Tuesday evening and recite
[1:13:56]
their prepared remarks and
[1:13:57]
every citizen that does put in
[1:13:57]
the effort should know that
[1:13:59]
the council is going to
[1:13:59]
respect that. And guarantee 3
[1:14:03]
minutes to speak, cutting
[1:14:04]
down. Everybody's time.
[1:14:05]
Allotment last-minute is just
[1:14:07]
a slap in the face. Each of us
[1:14:07]
and denigrates the concerns
[1:14:08]
that citizens speak on at
[1:14:11]
these meetings. Issues. I've
[1:14:12]
heard addressed here such as
[1:14:13]
gun violence, police brutality
[1:14:16]
and soil contamination really
[1:14:16]
do deserve at minimum 3
[1:14:19]
minutes to speak on. Also, I'd
[1:14:22]
like to see citizens be able
[1:14:23]
to call in to these meetings
[1:14:23]
and address the council
[1:14:27]
virtually. Working class
[1:14:28]
families. Those with
[1:14:29]
disabilities or those with
[1:14:29]
unreliable means of
[1:14:32]
transportation in the city
[1:14:32]
should have ample means of
[1:14:35]
petitioning their local
[1:14:35]
government if council members
[1:14:38]
have an opportunity to attend
[1:14:39]
meetings virtually. And so
[1:14:40]
should citizens have the
[1:14:41]
opportunity to address the
[1:14:42]
council virtually it should be
[1:14:46]
a two-way Street. No double
[1:14:47]
standards. Let's be better and
[1:14:49]
do better in 2026 and let's
[1:14:50]
start by passing Council
[1:14:56]
proposal. 3.35, thank you.
[1:14:56]
>> Our next speaker is Wesley
[1:15:04]
Kirk followed by cherry Tracy.
[1:15:05]
>> I want to thank Chris
[1:15:05]
Nettles for leading the charge
[1:15:06]
to fix public comment. And
[1:15:07]
Michael Crain for bring the
[1:15:08]
issue back into all the
[1:15:09]
council members who are about
[1:15:10]
to vote in favor of restoring
[1:15:10]
public comments back to what
[1:15:12]
it should be an opportunity to
[1:15:16]
hear from your constituents.
[1:15:17]
It feels like some of you have
[1:15:19]
looked down on the very idea
[1:15:20]
of public comment as a waste
[1:15:21]
of time as merely a chance for
[1:15:21]
the rabble-rouser is to air
[1:15:24]
their later latest grievances.
[1:15:24]
But I trust, you know, in your
[1:15:27]
hearts that it is far more
[1:15:29]
than that. It is a right and
[1:15:30]
and democracy to address our
[1:15:31]
government. It is a chance for
[1:15:31]
us as residents to bring
[1:15:34]
problems to light and as
[1:15:36]
chance for us to offer
[1:15:38]
solutions which is what I
[1:15:40]
would like to help do today
[1:15:41]
during the pandemic. It was
[1:15:42]
finally possible to address
[1:15:44]
the City Council virtually
[1:15:45]
which opened up opportunities
[1:15:45]
for many who have often been
[1:15:48]
left out of the conversation
[1:15:50]
such as working families
[1:15:50]
caregivers. Those of
[1:15:53]
transportation barriers, those
[1:15:54]
with disabilities. When you
[1:15:55]
took away the virtual option,
[1:15:57]
you took away their access.
[1:15:58]
Some of the most vulnerable
[1:15:59]
and hardworking a moment among
[1:16:01]
us whose voices desperately
[1:16:02]
matter. I urge you to bring
[1:16:03]
back the public option so
[1:16:06]
their voices can be heard
[1:16:07]
again, another recent very or
[1:16:07]
has been the sudden and
[1:16:09]
arbitrary limits to people's
[1:16:11]
time for as long as I've been
[1:16:12]
attending City Council
[1:16:12]
meetings. People have always
[1:16:16]
had 3 minutes to speak. Many
[1:16:17]
spent hours reading their
[1:16:17]
speeches rehearsing them,
[1:16:18]
rewriting them to fit within
[1:16:21]
the time limit. They take off
[1:16:23]
work arrange childcare drive
[1:16:23]
long distances and patiently
[1:16:24]
wait for their turn to speak
[1:16:26]
to each of you to those here
[1:16:28]
in this room and to those
[1:16:30]
watching online. When you cut
[1:16:30]
that time, especially with
[1:16:33]
little to no notice. You are
[1:16:33]
telling the residents of Fort
[1:16:35]
Worth that you don't care what
[1:16:35]
they have to say. You don't
[1:16:36]
care what sacrifices they made
[1:16:39]
to be here that they don't
[1:16:40]
matter and you don't respect
[1:16:41]
them. I urge you to guarantee
[1:16:41]
3 minutes for every individual
[1:16:45]
speaker Council meetings
[1:16:46]
putting public comment back at
[1:16:46]
every regular Council meeting
[1:16:47]
is a great step towards
[1:16:49]
allowing residents to address
[1:16:51]
concerns. And I commend you
[1:16:51]
all for that. But it still
[1:16:53]
doesn't fix what's broken
[1:16:53]
right now is a golden
[1:16:55]
opportunity for use a counsel
[1:16:55]
to make clear the fact that
[1:16:58]
you respect your constituents
[1:16:59]
that you want us to be
[1:17:01]
included. You want to hear. We
[1:17:02]
have to say and make sure that
[1:17:03]
no one takes away that right.
[1:17:03]
Again, I'm looking forward to
[1:17:07]
see how each of vote.

[1:17:36]
>> Historic Fort Worth has
[1:17:39]
banned more concern about the
[1:17:41]
future of our 1911 beaux-arts
[1:17:45]
style, power plant. That was
[1:17:47]
the year the smokestacks were
[1:17:48]
demolished for fear that they
[1:17:54]
were dangerous. We sought the
[1:17:55]
advice of a power plant
[1:17:58]
specialist in the Northeast or
[1:17:59]
our country. It was willing to
[1:18:00]
come down and it just didn't
[1:18:03]
make any sense at that time to
[1:18:04]
do people who owned it and
[1:18:09]
ownership has changed chance.
[1:18:10]
We look back again in 2012 and
[1:18:11]
appreciate the efforts of
[1:18:14]

[1:19:24]
>> Our next speaker is Mindy

tackett followed peers
[1:19:32]
Whiteside. Good evening,
[1:19:32]
everybody. I want to say thank
[1:19:33]
you to those on this Council
[1:19:36]
who have listened to the
[1:19:36]
public and are taking action
[1:19:40]
to reinstate public comment. I
[1:19:42]
hope you will continue and
[1:19:43]
that spirit by ensuring that
[1:19:44]
every resident has afforded
[1:19:44]
full 3 minutes to address the
[1:19:48]
spotty. There are many
[1:19:48]
important issues that
[1:19:49]
residents look forward to
[1:19:53]
engaging with you on through
[1:19:54]
public comment. One such issue
[1:19:56]
is the need to increase
[1:19:56]
increased compensation for
[1:19:59]
council members to a fair
[1:20:01]
living wage that reflects the
[1:20:02]
responsibilities of this role
[1:20:03]
and allows a broader range of
[1:20:06]
people to serve actually do
[1:20:07]
support that because I think
[1:20:09]
more people shouldn't, you
[1:20:12]
know, pay should be a
[1:20:12]
hindrance and it's much harder
[1:20:14]
for any of us to publicly
[1:20:17]
present ideas like that. If
[1:20:21]
our opportunities to do so are
[1:20:21]
cut and topics like that can
[1:20:25]
take a full 3 minutes and and
[1:20:29]
tonight had to choose, I guess
[1:20:30]
between her, her 2 things that
[1:20:30]
she wanted to speak on because
[1:20:33]
she only had 2 minutes and
[1:20:34]
that that makes no sense to
[1:20:39]
me. But thank you all for your
[1:20:42]
time. Your consideration. I
[1:20:43]
urge the council to follow
[1:20:44]
through on its commitment to
[1:20:47]
transparency in public
[1:20:48]
engagement by returning to a
[1:20:51]
broad public comment schedule
[1:20:51]
that serves all residents.
[1:20:55]
Thank you guys. Pierce
[1:20:55]
Whiteside will be followed by
[1:21:03]
Steven Bryant.
[1:21:04]
>> evening, everyone. District
[1:21:09]
9.
[1:21:10]
>> First and foremost. I want
[1:21:11]
to say thank you for having us
[1:21:12]
here this evening to express
[1:21:12]
our First Amendment rights.
[1:21:13]
I'm honored to be a part of
[1:21:13]
this democratic process here
[1:21:17]
in my city. Lived in for my
[1:21:18]
entire life, which is exactly
[1:21:19]
why I'm here today to express
[1:21:22]
the importance of public
[1:21:22]
comments. We're a nation of
[1:21:23]
equals and I believe that is
[1:21:24]
something our institutions and
[1:21:25]
leaders y'all have seemingly
[1:21:29]
lost sight of and these past
[1:21:30]
tumultuous years. The position
[1:21:31]
that all of the sudden are
[1:21:33]
elected by us which we are
[1:21:35]
thankful for your public
[1:21:35]
servants who are meant to
[1:21:37]
listen to your constituents
[1:21:38]
and make informed decisions
[1:21:39]
about their wants needs. And
[1:21:41]
in order to pass laws and
[1:21:42]
emboldened the freedoms we are
[1:21:44]
privileged to here in the
[1:21:44]
United States. And most of
[1:21:45]
those regions as equal
[1:21:47]
representation and freedom of
[1:21:48]
speech. Citizens of this great
[1:21:49]
nation the right to express
[1:21:52]
our thoughts and concerns on
[1:21:55]
decisions that are being made
[1:21:56]
that will directly affect us
[1:21:56]
because of the freedom to
[1:21:57]
question criticize
[1:21:58]
congratulate the laws that are
[1:22:01]
being passed or proposed
[1:22:02]
people should be able to
[1:22:04]
express their disagreements.
[1:22:04]
There b#
[1:22:05]
their names
[1:22:06]
without being threatened to be
[1:22:07]
pulled away for arrest by an
[1:22:08]
officer. Not only is this a
[1:22:10]
common sense decision. But it
[1:22:14]
is constitutionally protected.
[1:22:15]
Furthermore, as a good friend
[1:22:17]
pointed out to me, the act of
[1:22:17]
housing, the amount of times
[1:22:18]
that citizens of Fort Worth
[1:22:21]
are allowed to attend public
[1:22:22]
comments is like ignoring have
[1:22:24]
to phone calls. You get from
[1:22:25]
your boss, your landlord or
[1:22:29]
your mother jokes aside, we
[1:22:30]
put you here. We voted for you
[1:22:31]
here. And once again are
[1:22:32]
thankful. We have an important
[1:22:34]
job to do and has to represent
[1:22:35]
us. I'm asking for 3 minutes.
[1:22:38]
No more, no less. I feel it is
[1:22:40]
only fair if you listen to the
[1:22:41]
comments of the people.
[1:22:42]
Individually for 3 minutes at
[1:22:44]
the beginning each session
[1:22:44]
will take time out of our days
[1:22:45]
to be serve and to us not
[1:22:49]
royalty. We're not here to
[1:22:50]
argue with you all. We are
[1:22:52]
here to have a discussion
[1:22:53]
we're contending in order to
[1:22:53]
create a bigger and better
[1:22:54]
Fort Worth everyone. I mean,
[1:22:57]
everyone in this room knows
[1:22:58]
the city is going places. So
[1:22:59]
let's work together Council to
[1:22:59]
make this a better and more
[1:23:04]
free American city. Thank
[1:23:05]
>> Steven Bryant followed by
[1:23:12]
Skyler thought.
[1:23:13]
>> Good evening. I'm Steven
[1:23:18]
Bryant. Want to personally
[1:23:19]
thank COUNCILMAN Nettles and
[1:23:19]
COUNCILMAN Crane for
[1:23:20]
championing the restoration of
[1:23:22]
public comments. And the other
[1:23:23]
council members also signed
[1:23:27]
on. Having looked over the
[1:23:29]
document. It a few
[1:23:30]
adjustments. I'm proposing at
[1:23:31]
the same guidelines of
[1:23:31]
enhancing efficiency, public
[1:23:35]
engagement, responsible growth
[1:23:36]
every speaker has the full and
[1:23:37]
dedicated 3 minutes to speak,
[1:23:38]
no matter how many people are
[1:23:41]
signed up to speak. These
[1:23:42]
people made the choice to be
[1:23:44]
here before the council person
[1:23:45]
and giving them the whole a
[1:23:46]
lot of time shows respect for
[1:23:48]
not only their opinion but
[1:23:49]
also shows that the council
[1:23:50]
genuinely cares about what
[1:23:51]
their constituents have to
[1:23:52]
say. Even if it is nothing
[1:23:55]
more than a complaint. Bring
[1:23:58]
back the virtual option,
[1:23:59]
public comment unfolding,
[1:24:00]
responsible growth by bringing
[1:24:01]
back the option to share
[1:24:01]
public comments. Virtually not
[1:24:04]
only saves the speaker time.
[1:24:05]
It also makes speaking before
[1:24:08]
the council more accessible as
[1:24:10]
the 11th soon to be the 10
[1:24:11]
largest city in the nation. It
[1:24:11]
would be a disservice not to
[1:24:15]
give constituents and online
[1:24:15]
option, especially in a
[1:24:17]
digital world where work
[1:24:19]
meetings are held online and
[1:24:19]
councilmembers himself have
[1:24:20]
been seen attending via video
[1:24:20]
and the could not be
[1:24:23]
physically present. Bring
[1:24:24]
couple public comments to the
[1:24:26]
front of the agenda instead of
[1:24:28]
the back in the spirit of
[1:24:29]
enhancing public engagement.
[1:24:31]
More people would be open to
[1:24:32]
willing to speak to the
[1:24:34]
council if they knew that
[1:24:34]
they'd have long wait times.
[1:24:37]
Didn't have a long wait times
[1:24:39]
just for the 3 minutes. I
[1:24:40]
invite you to let them speak
[1:24:40]
first and then stick around
[1:24:41]
for the meeting if they would
[1:24:44]
like to. And number 4, if for
[1:24:46]
whatever reason it is
[1:24:47]
necessary to cut time for the
[1:24:48]
speakers. Have it be a vote
[1:24:49]
based decision by the
[1:24:51]
attending council members to
[1:24:51]
include the mayor at the
[1:24:55]
beginning of the meeting, this
[1:24:55]
delegates power to all the
[1:24:56]
council members and doing it
[1:24:58]
in front of us gives
[1:24:59]
reasoning. That is it is
[1:25:02]
indeed necessary and not
[1:25:03]
arbitrary in closing and using
[1:25:05]
the same guidelines of the
[1:25:07]
original document. There would
[1:25:09]
be no additional fiscal cost
[1:25:09]
to do these things. It is
[1:25:10]
legal and within the authority
[1:25:12]
of the City Council and it
[1:25:13]
would help the city stay more
[1:25:13]
connected to the
[1:25:14]
representatives, which is what
[1:25:14]
we all want. At the end of the
[1:25:14]
day.
[1:25:23]
>> Thank you.
[1:25:23]
>> Steven Bryant followed by
[1:25:24]
scarlet that was Steven
[1:25:24]
apology skylift yacht followed
[1:25:32]
by Sabrina ball.
[1:25:34]
>> I'm scared, too. You know,
[1:25:39]
it's French. I totally
[1:25:40]
understand. I have spent 20
[1:25:41]
years my life living in Plano,
[1:25:41]
Texas than 10 years of my life
[1:25:42]
living in Dallas, Texas
[1:25:43]
tonight now. But in Fort Worth
[1:25:46]
for one year and in the year
[1:25:47]
that I've been here. I felt
[1:25:50]
more civic pride. For Fort
[1:25:50]
Worth and I ever did for
[1:25:55]
dollar Plano and I. I actually
[1:25:56]
never went to City Council
[1:25:57]
meeting in Dallas and I only
[1:25:58]
went to a city Council meeting
[1:26:01]
in Plano to get my says such a
[1:26:02]
ship in the nation merit badge
[1:26:06]
for my Eagle scout. But I'm
[1:26:06]
here today because I love the
[1:26:07]
city already. And I've met
[1:26:10]
some amazing people are very
[1:26:11]
interested in making the city
[1:26:13]
as great can be. And if I
[1:26:14]
didn't care about it, I
[1:26:15]
would've come. And I think
[1:26:19]
it's important that. Says of
[1:26:19]
the city can have the chance
[1:26:21]
to come here and speak at the
[1:26:23]
start of the meeting. I think
[1:26:26]
when you put comment at the
[1:26:27]
end it serves to make it seem
[1:26:31]
less important. I think that
[1:26:31]
it's also important to ensure
[1:26:32]
that people have the right for
[1:26:35]
the full 3 minutes. If there
[1:26:35]
is a reason why that doesn't
[1:26:36]
happen. I think that that
[1:26:38]
should voted on and made
[1:26:39]
explicit. I think a virtual
[1:26:41]
option makes sense for the
[1:26:44]
entire says the ship. A lot of
[1:26:45]
us have a lot of opportunities
[1:26:49]
to the mobile and to make it
[1:26:50]
here tonight. But many don't
[1:26:52]
think's important those same
[1:26:53]
people had the opportunity
[1:26:54]
come here as well. And so I
[1:26:55]
thank you for what each of you
[1:26:59]
do on the individual human
[1:26:59]
level. I'm very proud to be
[1:27:01]
from district 2 as well.
[1:27:02]
>> But I also think that
[1:27:03]
because of that, there's more
[1:27:06]
we can and that.
[1:27:10]
>> We make the city even
[1:27:12]
better for my daughter who
[1:27:12]
loves us as well and hopefully
[1:27:13]
be up here some day as well.
[1:27:18]
Thank you.
[1:27:19]
>> Sabrina ball followed by
[1:27:34]
David Rodriguez.
[1:27:34]
>> We've been accused of doing
[1:27:38]
this for sound bites. When you
[1:27:39]
force people to compress their
[1:27:39]
concerns into short phrases.
[1:27:43]
That's what you're going to
[1:27:43]
get. Last week I had to cut a
[1:27:44]
lot of nuance out of my
[1:27:45]
comments to hit 2 minutes and
[1:27:48]
I failed probably going to do
[1:27:49]
it again. It's frustrating.
[1:27:51]
It's a waste of everyone's
[1:27:52]
time. The concerns we bring
[1:27:55]
here is for families are
[1:27:55]
warranted and there are facts
[1:27:56]
I couldn't share simply
[1:27:59]
because of time. I know
[1:28:01]
exactly what happens when
[1:28:01]
public comment is constrained
[1:28:04]
because I lived it at Fort
[1:28:05]
Worth isd. I started making
[1:28:09]
public comment at school board
[1:28:09]
meetings to advocate for a
[1:28:10]
very specific needs that
[1:28:13]
directly affected students and
[1:28:14]
families winter. Speaking time
[1:28:15]
was cut meaningful advocacy
[1:28:18]
became impossible. This is
[1:28:19]
already hard. Public comment
[1:28:22]
should not be intimidating by
[1:28:23]
design. I learned from the
[1:28:25]
most practiced public
[1:28:26]
commenters your friend or
[1:28:29]
culture church and groups like
[1:28:30]
Patriot mobile while families
[1:28:32]
were trying to advocate for
[1:28:34]
classroom needs those groups
[1:28:34]
flooded the boardroom to fight
[1:28:36]
culture wars like opposing
[1:28:39]
sex. Ed. Result was
[1:28:39]
predictable. The voices of
[1:28:40]
actual students, educators and
[1:28:41]
families were drowned out and
[1:28:43]
we saw what happened there.
[1:28:46]
That's the lesson I'm bringing
[1:28:48]
here. When you restrict public
[1:28:50]
comment, you don't elevate
[1:28:51]
civility privilege. The
[1:28:53]
loudest, most organized
[1:28:53]
interests. And yes, I know
[1:28:58]
that can be This should be a
[1:28:59]
place regular families can
[1:28:59]
hear from one another about
[1:29:03]
what's happening in our city
[1:29:04]
and where they can participate
[1:29:06]
easily a full 3 minutes
[1:29:08]
virtual participation and
[1:29:09]
putting public comment first
[1:29:09]
on the agenda. Ensures that
[1:29:10]
public square actually
[1:29:13]
functions as one. Some of the
[1:29:13]
issues I care about. I
[1:29:14]
wouldn't know about if I
[1:29:17]
didn't hear it here. That
[1:29:17]
doesn't happen in private
[1:29:18]
appointments. It happens in
[1:29:21]
public at the end of the day,
[1:29:22]
we don't want to sound bites
[1:29:24]
either. We want to the
[1:29:26]
community space that values
[1:29:27]
Fort Worth residents. You MAY
[1:29:28]
not always be comfortable with
[1:29:29]
what bring here. It makes the
[1:29:32]
city more informed, more
[1:29:32]
inclusive and more
[1:29:39]
accountable. It's worth it.
[1:29:39]
David Rodriguez will be
[1:29:51]
followed by Denise cordon.
[1:29:52]
>> There are guests like to
[1:29:54]
give a quick. Thank you. Says
[1:29:54]
4 worst for being vocal in
[1:29:55]
undertaking. This work to
[1:29:57]
allow the people to have their
[1:30:01]
voice be heard here at City
[1:30:01]
Council. And of course I can
[1:30:03]
give props. So and that's I'm
[1:30:04]
going crazy based on this
[1:30:06]
paper. We have 6 members who
[1:30:10]
signed that they would
[1:30:12]
advocate for bringing back
[1:30:13]
these public comments. Those
[1:30:13]
are councilmembers Chris
[1:30:15]
Nettles, Michael Crain,
[1:30:16]
Deborah peoples, Florida
[1:30:16]
docked in the hall. And of
[1:30:19]
course, mayor, many Parker.
[1:30:19]
>> However, I would like to
[1:30:24]
have a comment fed by Malcolm
[1:30:24]
x.
[1:30:25]
>> If you stick a knife in my
[1:30:26]
back. 9 inches and only pull 6
[1:30:26]
inches out. That's not
[1:30:31]
progress. Even if you
[1:30:32]
completely pull the knife out.
[1:30:33]
That's still not progress.
[1:30:34]
Progress is making sure that
[1:30:37]
the wound is healed. So then
[1:30:38]
and even then some of you want
[1:30:39]
to admit that the knife is
[1:30:40]
there. So then what does
[1:30:44]
progress look like. So I know
[1:30:47]
I was door has said when last
[1:30:48]
meeting when this was voted on
[1:30:52]
that only hears his complaint
[1:30:52]
and no solutions. But I've
[1:30:53]
heard plenty of solutions, not
[1:30:54]
just going to reiterate them
[1:30:56]
again. Everyone should get
[1:30:59]
their 3 minutes. Teachers
[1:30:59]
don't get to decide to kick
[1:31:01]
students out of their
[1:31:03]
classroom when they have are
[1:31:04]
over capacity or they can't
[1:31:07]
cut back classroom time.
[1:31:08]
Firefighters can't stop taking
[1:31:10]
calls at one to 3 in the
[1:31:10]
morning whenever they've been
[1:31:15]
running all day. To watch it
[1:31:16]
elected officials. Who is your
[1:31:17]
job to listen to us. You get
[1:31:17]
to decide that you don't want
[1:31:22]
to work.
[1:31:23]
>> So and of course, for those
[1:31:24]
who can't attend the meetings
[1:31:25]
in person. Please bring back
[1:31:28]
the virtual meeting and allows
[1:31:31]
everybody for those who have
[1:31:32]
visibilities are able to come
[1:31:32]
out scheduling things like
[1:31:36]
that. My time is cutting
[1:31:37]
short. So for those of you for
[1:31:39]
the 5 who chose to not find
[1:31:43]
out for this. My question to
[1:31:43]
you is why you pretending that
[1:31:50]
the knife doesn't exist.
[1:31:51]
>> Our next speaker is Denise
[1:31:51]
Gordon followed by James
[1:32:08]
Smith. Good evening. My name
[1:32:08]
Denise cordon.
[1:32:11]
>> But if I want to go my full
[1:32:12]
name. It would be doctor
[1:32:15]
Denise Gorham
[1:32:16]
>> Which means second
[1:32:21]
represent several world. I did
[1:32:21]
not come with notes. I will
[1:32:22]
not take off 2 minutes even
[1:32:25]
though it should be brought
[1:32:26]
back from constituents that
[1:32:28]
are behind me and I really
[1:32:31]
would appreciate having the
[1:32:37]
comments first. I just really
[1:32:38]
I just it's it's my first time
[1:32:41]
I came to a city Council
[1:32:42]
meeting. It was during the
[1:32:44]
day. But now that it's night.
[1:32:45]
I'm totally Nightline. So I
[1:32:45]
kind of try real slow back to
[1:32:50]
my house. The. The questions
[1:32:52]
that have been product in the
[1:32:55]
comments. I have enjoyed
[1:32:56]
thoroughly to see the passion
[1:32:57]
that these people, whether
[1:33:01]
they're angry or they're
[1:33:01]
quiet. It's just extremely
[1:33:05]
enjoyable to see the people of
[1:33:06]
this community. But then when
[1:33:06]
I look at your faces, some of
[1:33:08]
you are not being off and up
[1:33:11]
and you don't seem to be and
[1:33:12]
tend to what the community has
[1:33:16]
to say. That's I. Appreciate
[1:33:20]
your listening that for the
[1:33:21]
people behind me. I think you
[1:33:22]
really need to listen to each
[1:33:24]
one of their comments Think
[1:33:32]
again what they had to say.
[1:33:33]
Our next speaker is James
[1:33:33]
Smith followed by Charlie
[1:33:41]
price.
[1:33:41]
>> Good afternoon Council.
[1:33:44]
Name is Jim Smith. As up
[1:33:45]
again. My 7th year coming to
[1:33:46]
address you.
[1:33:49]
>> I want to advise you to
[1:33:54]
revise. Council meeting for
[1:33:57]
the citizens. I believe it was
[1:34:00]
because City Council.
[1:34:01]
Listening to the citizens of
[1:34:04]
forward. There was justice
[1:34:08]
talking I applaud those
[1:34:12]
minutes, citizens of Fort
[1:34:12]
Worth.
[1:34:13]
>> That came here in the
[1:34:14]
hundreds to speak to you on
[1:34:18]
behalf of the top Jeffs.
[1:34:19]
>> You ought to listen to the
[1:34:22]
citizens of forward. Take heed
[1:34:23]
to what the citizens of
[1:34:25]
forward telling you. And take
[1:34:26]
actions and what you hear when
[1:34:30]
you hear. I'd like you did to
[1:34:31]
revise the 3 minute speaking
[1:34:36]
time. My friend John in his 80
[1:34:37]
years old. He comes out speak
[1:34:40]
to you got He calls me and for
[1:34:41]
her since his speech to the
[1:34:46]
minute. And then watch him
[1:34:46]
last week come here and you
[1:34:48]
give them 2 minutes. He was
[1:34:52]
just just come Barkley. He
[1:34:53]
couldn't do it because
[1:34:53]
practiced what he was going to
[1:34:57]
say when it came back.
[1:34:59]
Speaking with George Stiles.
[1:35:00]
He's 80 years old. You're of
[1:35:01]
the bus to these meetings. So
[1:35:03]
it would be good if you put
[1:35:04]
the citizens in the front of
[1:35:04]
the meeting. So he will MISS
[1:35:07]
Its bus going back home. Fort
[1:35:10]
Worth a great city. I wouldn't
[1:35:11]
coming down for 7 straight
[1:35:16]
years. Champion. Transparency
[1:35:17]
and justice for talking didn't
[1:35:18]
I didn't think the city the
[1:35:19]
capability of being the great
[1:35:23]
city that you say you are. 3
[1:35:29]
minutes. Give us a 3 minutes.
[1:35:30]
If you have to take something
[1:35:31]
off engine that to the next
[1:35:32]
meeting. Do that give the
[1:35:34]
citizens that do justice. Just
[1:35:36]
want talk Justin and vote in
[1:35:48]
favor of.
[1:35:48]
>> Charlie price will followed
[1:35:58]
by Jesse l Henderson.
[1:35:59]
>> I think it might be a
[1:36:00]
little bit country is I'm here
[1:36:00]
to talk about him and see 25
[1:36:05]
dash 1124 the tax exemption
[1:36:06]
for cobblestone manner East
[1:36:09]
Fort Worth elderly property
[1:36:10]
that we are the general
[1:36:12]
partner on where their owner.
[1:36:13]
I will tell you that today I
[1:36:16]
got a call from councilmember
[1:36:16]
people's office about an issue
[1:36:17]
at the proper apartment
[1:36:20]
project. That's what I did to
[1:36:25]
care. I'm your local look,
[1:36:25]
you're now. We're here to ask
[1:36:28]
for small tax exemption to pay
[1:36:28]
for security upgrades at that
[1:36:31]
property to. There's something
[1:36:33]
about aar corporation. We
[1:36:34]
believe in high-level security
[1:36:36]
and all of our properties so
[1:36:37]
everybody can feel safe
[1:36:40]
because we know the low income
[1:36:41]
elderly folks if they get
[1:36:43]
robbed, if something happens
[1:36:47]
to him proportionally them out
[1:36:48]
and come they will be spending
[1:36:48]
to replace things or do
[1:36:50]
things. It's a lot anybody
[1:36:54]
else. When it comes up here in
[1:36:55]
a little bit. I appreciate you
[1:37:02]
2. Approve. It another were
[1:37:02]
basically turn down this
[1:37:03]
resolution has submitted by
[1:37:04]
staff and approve the tax
[1:37:07]
exemption. I did put another
[1:37:10]
card in for something. It was
[1:37:12]
about the appointment of and
[1:37:15]
will speak about that right
[1:37:16]
now, too. Basically it has to
[1:37:17]
do with basically housing
[1:37:18]
solution. You got 3 board
[1:37:20]
members, your reappointing all
[1:37:21]
the housing and basically
[1:37:25]
right now. They're costing
[1:37:26]
little bit over 11 million
[1:37:27]
dollars in tax revenue. That's
[1:37:32]
just your portion. That's a
[1:37:33]
lot of money. That's basically
[1:37:34]
was nearly your budget
[1:37:38]
shortfall. And in essence, you
[1:37:40]
probably need to postpone that
[1:37:41]
and really have are honest
[1:37:42]
discussion with them about
[1:37:45]
them taking off properties
[1:37:48]
just in the 4th reports last
[1:37:49]
2, 3, weeks. They talked about
[1:37:50]
taking a 65 million dollar
[1:37:52]
property off the tax rolls.
[1:37:52]
Probably gonna cost you
[1:37:55]
$300,000. And that's ready. Ya
[1:37:56]
could be used for something
[1:38:02]
else. Our next speaker is
[1:38:03]
Giselle Anderson, followed by
[1:38:11]
Chris tackett. Thank Chris
[1:38:22]
tackett fall by Patrice Jones.
[1:38:24]
Councilmember Lauer You did
[1:38:24]
say you never see solutions
[1:38:25]
come out of public comments.
[1:38:29]
>> And. This proposal is a
[1:38:34]
solution that came from public
[1:38:34]
comments.
[1:38:35]
>> You're not on the letter
[1:38:36]
hopeful. I hope you vote for
[1:38:40]
this resolution tonight.
[1:38:42]
>> But it makes a lot of sense
[1:38:42]
right bringing back public
[1:38:43]
comments and every single one
[1:38:49]
of our meetings makes sense.
[1:38:50]
Councilmember Flores. You you
[1:38:50]
spoke when we talked about
[1:38:55]
public comments the first time
[1:38:55]
about how people waiting until
[1:38:56]
the end of the meeting was
[1:38:57]
problematic right when it used
[1:39:01]
to be part of every meeting.
[1:39:02]
The other piece of what I
[1:39:05]
proposed in OCTOBER of that.
[1:39:05]
Fits that the bulk of what
[1:39:06]
we're talking about today was
[1:39:09]
that public comments should be
[1:39:09]
at the beginning of the
[1:39:16]
meeting. Lets people plan for
[1:39:16]
what's coming. Know what
[1:39:17]
they're doing and work through
[1:39:22]
it. And in that spirit. The
[1:39:24]
idea that when you sign up for
[1:39:24]
public comments. You should
[1:39:25]
have some sense of where you
[1:39:29]
are in the queue.
[1:39:30]
>> And if you're the first
[1:39:32]
one, the 15th one, the 35th
[1:39:33]
one, whatever it is me when I
[1:39:35]
go to buy tickets
[1:39:36]
Ticketmaster. It'll tell me
[1:39:39]
I'm number 4,321 in and it
[1:39:40]
will continue to reduce it to
[1:39:44]
like it, to go tickets. The
[1:39:46]
idea that when you sign up for
[1:39:47]
comments. I know our
[1:39:50]
information is going into a
[1:39:51]
form. We've got some really
[1:39:52]
smart it. People in the city
[1:39:53]
of Fort Worth to be able in
[1:39:53]
your confirmation to let you
[1:40:00]
know. This is your 24th. So
[1:40:01]
that people have it the idea
[1:40:02]
and the ability to know when
[1:40:04]
they need to show up at the
[1:40:05]
beginning of the meeting for
[1:40:05]
their public comments and they
[1:40:09]
know where they'll fall inside
[1:40:09]
that I'm fully in favor of
[1:40:11]
this resolution. I would love
[1:40:13]
to see a unanimous vote for
[1:40:14]
this. But regardless, I'm glad
[1:40:14]
people are getting their
[1:40:22]
voices back. Thank you.
[1:40:22]
>> Next, speaker is Patrice
[1:40:23]
Jones followed by Jessica
[1:40:37]
Irvine.
[1:40:40]
>> Well, that and write a
[1:40:40]
speech today because I didn't
[1:40:41]
know if I would have 3 minutes
[1:40:46]
or 90 seconds or. 2 minutes or
[1:40:47]
whatever. Mayor Parker decided
[1:40:48]
she would allow her with the
[1:40:49]
half. That was 2 minutes like
[1:40:51]
for things to cover. First
[1:40:58]
thing. Thank you all for
[1:40:59]
bringing public comments back
[1:41:00]
up to the resort. Think it's
[1:41:00]
sad that we have to thank you
[1:41:06]
for doing your jobs. But we do
[1:41:07]
appreciate it. Also really
[1:41:08]
want to thank the community
[1:41:08]
for mobilizing around
[1:41:11]
restoring put the comments
[1:41:12]
because we know that it was
[1:41:15]
us. The community really make
[1:41:19]
this happen. So shout out to
[1:41:19]
the community. I've been
[1:41:21]
working with the family of
[1:41:22]
Kenneth Saal. Thank you,
[1:41:23]
Michael crane and Elizabeth
[1:41:23]
back for responding to the
[1:41:27]
e-mail Austin on their behalf
[1:41:27]
today. Kennesaw his twin baby.
[1:41:33]
Some are yes. Also was.
[1:41:33]
Mysteriously she mysteriously
[1:41:34]
died at the hospital Cup like
[1:41:37]
a month after being born and
[1:41:38]
they're not getting any
[1:41:40]
answers from 6 is health
[1:41:41]
Methodist hospital. So they
[1:41:42]
have organized a protest that
[1:41:43]
will take place this Saturday
[1:41:45]
at the hospital at 12
[1:41:49]
community. Please come out to
[1:41:51]
support MISTER Saws is
[1:41:52]
actually going to come in
[1:41:53]
tonight. So I will be happy
[1:41:53]
introduce you Michael
[1:41:54]
Elizabeth. If you want to meet
[1:41:57]
him today. He'll be here in a
[1:41:58]
second. Then real next 40
[1:42:00]
seconds for Carlos Carlos. I
[1:42:05]
cannot believe you had the
[1:42:06]
audacity come to the community
[1:42:06]
conversation addressing the
[1:42:10]
rejection of gun violence, not
[1:42:11]
just come in but for getting
[1:42:13]
on the Mike using the
[1:42:13]
platform. You didn't deserve
[1:42:16]
to speak about not throwing
[1:42:16]
money at the problem which was
[1:42:18]
funding organizations doing
[1:42:19]
the work of prevention reduce
[1:42:23]
gun violence. Yeah. It's you
[1:42:26]
guys continue to pour money
[1:42:27]
policing. You talked about
[1:42:28]
accountability. We don't hold
[1:42:28]
the Fort Worth Police
[1:42:31]
Department accountable. So you
[1:42:32]
mean tell me you have more
[1:42:32]
energy for holding the
[1:42:34]
community. Organizations
[1:42:37]
accountable versus the police.
[1:42:38]
Let's defund the police a
[1:42:38]
refund, the community and find
[1:42:44]
real solutions. Jessica Irvine
[1:42:54]
followed by Stephen cake.
[1:42:56]
>> I'm Jessica Irvine from
[1:42:57]
district 5. First of all, I'd
[1:42:58]
like to thank you all for
[1:43:01]
considering to bring back the
[1:43:02]
public comments. But without
[1:43:04]
doubt it's frustrating have to
[1:43:06]
fight and vote for ice that we
[1:43:08]
just had last I wish this time
[1:43:09]
energy could have been used to
[1:43:10]
help move our city forward and
[1:43:10]
address time sensitive needs
[1:43:15]
in our city and in addition to
[1:43:17]
increasing the amount public
[1:43:18]
comments I just urge you to
[1:43:21]
bring back the virtual
[1:43:22]
participation option. It's
[1:43:23]
working. Parent of 2 young
[1:43:24]
kids. It's extremely difficult
[1:43:24]
for me to make it to these
[1:43:28]
meetings in person. And that
[1:43:30]
is even with many privileges
[1:43:31]
like a vehicle, a flexible
[1:43:32]
work schedule and local family
[1:43:36]
that can help with childcare.
[1:43:37]
As most of us know childcare
[1:43:38]
options are usually around $20
[1:43:42]
an hour. Many families cannot
[1:43:44]
just drop $6090 on child care
[1:43:45]
for the evening, not knowing
[1:43:46]
when they're going to speak.
[1:43:49]
How much time is going to take
[1:43:51]
just to make their voice
[1:43:52]
heard. If we want to make sure
[1:43:54]
all voices are being heard in
[1:43:55]
our community. We should be
[1:43:56]
sure to provide virtual
[1:43:57]
speaking options for working
[1:43:58]
families, caregivers
[1:44:02]
individuals with disabilities.
[1:44:04]
Those the transit barriers or
[1:44:05]
just they cannot make it for
[1:44:05]
the evening. It's going to
[1:44:08]
have their voice heard
[1:44:09]
residents who can't attend in
[1:44:10]
person still deserve access to
[1:44:16]
democracy, too.
[1:44:17]
>> Stephen Kite followed by
[1:44:31]
Adrian Smith. Lo and Steven
[1:44:31]
Katz. And so I was supposed to
[1:44:35]
end pregnancies is going to
[1:44:35]
say how to pronounce it. And I
[1:44:36]
meant to do it last time is
[1:44:40]
needed at this time. So I
[1:44:41]
wasn't or anything. I was just
[1:44:42]
going to kind of talk off the
[1:44:44]
dome here because I to the
[1:44:44]
fact that I'm just looking at
[1:44:48]
my phone instead of looking at
[1:44:49]
you guys. You guys are, you
[1:44:50]
know, here to hear us all
[1:44:51]
talking on us. A look at our
[1:44:52]
phones. Are out here too. So
[1:44:53]
you guys look at your phones
[1:44:59]
either. I'm in favor of this.
[1:44:59]
I don't want to take up the
[1:45:03]
whole time. I think Chris
[1:45:05]
Leslie, Jessica, they can
[1:45:06]
articulate my position better
[1:45:07]
than I probably can articulate
[1:45:08]
my position on why we should
[1:45:11]
adopt this revised calendar. I
[1:45:12]
spoke last OCTOBER, NOVEMBER
[1:45:13]
when this came up for a
[1:45:15]
conversation, a public
[1:45:17]
comment. How hard it is a
[1:45:18]
working parent and that last
[1:45:18]
year it kind this new Year's
[1:45:23]
resolution to. Be more
[1:45:23]
involved in city government to
[1:45:24]
kind of stretch my wings a
[1:45:25]
little bit as a father of a
[1:45:28]
young daughter, too. Make some
[1:45:30]
sacrifices a little bit away
[1:45:31]
from home and be more engaged
[1:45:33]
with the city and make sure
[1:45:34]
this is a place that I am
[1:45:34]
proud to raise a daughter in
[1:45:39]
and future kids. And sometimes
[1:45:40]
I feel proud sometimes I
[1:45:42]
there's a little bit more than
[1:45:42]
kind of waiting on from the
[1:45:44]
city and from others at that,
[1:45:45]
I know there's a lot of people
[1:45:46]
here are trying to make it a
[1:45:49]
better place. There's a lot of
[1:45:50]
sacrifices. You guys make a
[1:45:53]
lot of sacrifices if it comes
[1:45:54]
up for a vote the council more
[1:45:55]
I am 100% in favor of that. I
[1:45:59]
don't care if I. Definitely
[1:45:59]
disagree with some of the
[1:46:02]
positions or were a 100%
[1:46:03]
aligned. You guys deserve to
[1:46:04]
be paid more no matter what
[1:46:05]
your position is on any given
[1:46:10]
topic. But I please ask you
[1:46:11]
guys to some sort of virtual
[1:46:12]
option as working parents.
[1:46:14]
It's hard to engage the city
[1:46:15]
all use the last 15 seconds to
[1:46:19]
just shout out my COUNCILWOMAN
[1:46:20]
Elizabeth back-office every
[1:46:21]
time I've emailed Anthony. He
[1:46:24]
is super quick to respond. So
[1:46:24]
he deserves a shout out my
[1:46:25]
COUNCILMAN Deserves a
[1:46:25]
shout-out. Thank you guys very
[1:46:32]
much. Appreciate it.
[1:46:33]
>> mr Smith will be followed
[1:46:35]
by Alexander Montalvo. So to
[1:46:36]
council members Holland
[1:46:36]
people's thank You oughta to
[1:46:41]
know is. Council members that
[1:46:42]
only diets. And I want to say
[1:46:42]
thank you all because feel
[1:46:43]
like you all get it. Well, I
[1:46:48]
don't think because guess
[1:46:49]
what.
[1:46:49]
>> We shouldn't even be here
[1:46:50]
as she never had been a change
[1:46:52]
to how we do think. City Hall.
[1:46:53]
So 2 of the 4. You don't get
[1:46:56]
no thanks for me and for the
[1:46:56]
last good sign off on Shame on
[1:47:01]
you. Remote speaking something
[1:47:03]
that I have been advocating
[1:47:05]
fall for months upon months.
[1:47:09]
Store remote speaking. We
[1:47:10]
sought 333 million dollars
[1:47:11]
taxpayer money since it is
[1:47:15]
project. So at least you can
[1:47:18]
do is give people more suspect
[1:47:19]
who cannot a teen who can't
[1:47:20]
come to this 233 million
[1:47:26]
dollar facility. Agenda items
[1:47:27]
public comment. Is the
[1:47:28]
commissioners court and you
[1:47:29]
know, the difference in the
[1:47:30]
commissioners court again in
[1:47:34]
the council's agenda. You can
[1:47:35]
sign up to speak. All high
[1:47:36]
would mean agenda items you
[1:47:37]
choose given 3 minutes read
[1:47:41]
you forget. I find a full
[1:47:42]
spots on about today. Spoke on
[1:47:46]
off, including public comment
[1:47:47]
used to be able to do that.
[1:47:48]
But since you took near
[1:47:50]
apopka, it doesn't exist
[1:47:52]
anymore. We need to pay it
[1:47:55]
option to the people, to the
[1:47:56]
collective voices don't just
[1:47:58]
limit yourself to public
[1:48:00]
comments. All Jen the items a
[1:48:01]
items. Well, taxpayer dollars
[1:48:03]
are being spent those think
[1:48:07]
they don't want to speak all.
[1:48:08]
You think it up on another
[1:48:10]
bond election because money is
[1:48:15]
being wasted. By way of a
[1:48:16]
vote. No discussion just vote.
[1:48:20]
Vote. Vote. Show of applause.
[1:48:20]
How signed up with the man's
[1:48:26]
pocket. And in closing in the
[1:48:27]
words of the late Thomas
[1:48:28]
tholen casi where David,
[1:48:35]
you're a Goliath.
[1:48:36]
>> Alexander month, although
[1:48:46]
followed by David Martinez. So
[1:48:47]
this is what a full Dyess
[1:48:52]
looks like. Look at all these
[1:48:52]
faces. I got to see a person
[1:48:53]
in every single one of these
[1:48:57]
chairs. So I want to thank.
[1:49:00]
>> The people of Fort Worth.
[1:49:02]
Because they have been working
[1:49:06]
organizing talking. And
[1:49:09]
fighting for a better City
[1:49:10]
Council. And one of those
[1:49:13]
goals is bringing public
[1:49:13]
comments back so round of
[1:49:14]
applause to the city of Fort
[1:49:15]
Worth and the people that have
[1:49:23]
been fighting for this. Now
[1:49:24]
people mention this is a good
[1:49:24]
step forward. But this isn't
[1:49:29]
everything. We need to make
[1:49:30]
sure that we can speak on
[1:49:32]
every single agenda item so
[1:49:33]
that we can articulate our
[1:49:33]
perspectives. Our thoughts are
[1:49:37]
concerns ideas. For that
[1:49:41]
particular item and we need
[1:49:42]
public comments to be at the
[1:49:43]
beginning of the meeting. So
[1:49:44]
we have general comments to
[1:49:44]
talk about things that MAY or
[1:49:47]
MAY not be on the agenda. So
[1:49:48]
that we can push for
[1:49:52]
solutions. Because we got to
[1:49:52]
talk a lot about public
[1:49:53]
comments and the general
[1:49:56]
public comment space because
[1:49:56]
it's not until today. It was
[1:49:59]
on the agenda. So we need both
[1:50:00]
of those things available to
[1:50:02]
us so that we can do good work
[1:50:05]
and the city on behalf of the
[1:50:05]
communities that we are here
[1:50:10]
to fight and represent. Now to
[1:50:12]
be great if the majority of
[1:50:13]
y'all were on board with this
[1:50:16]
work that is being done.
[1:50:16]
>> But it's clear that so many
[1:50:17]
of you all are still
[1:50:19]
struggling.
[1:50:22]
>> It's 2026 Fort Worth. We've
[1:50:27]
got more public comments.
[1:50:27]
We're going to keep showing
[1:50:28]
up. We're going to keep
[1:50:29]
leveraging the people's voice
[1:50:30]
because the people is where
[1:50:35]
the power is and 2027 we're
[1:50:35]
going to be working in
[1:50:38]
partnership with the City
[1:50:39]
Council that actually wants us
[1:50:39]
all things for the people of
[1:50:43]
Worth. So this is a good step
[1:50:45]
in 2026 for all of us to feel
[1:50:46]
good about.
[1:50:46]
>> You. Also the new better,
[1:50:49]
the sea which decide.
[1:51:04]
>> David Martinez.
[1:51:08]
>> Good evening. First of all,
[1:51:08]
I want apologize for last 2
[1:51:10]
times knees and profanity. I
[1:51:14]
do apologize. It's very
[1:51:15]
important because I am the
[1:51:15]
only Native American voice
[1:51:20]
that comes here to speak. So I
[1:51:21]
guess it all on my shoulders
[1:51:21]
to represent American
[1:51:25]
community and forth. So and I
[1:51:26]
do apologize for that. I would
[1:51:30]
not be used pay. So like that
[1:51:31]
But can also tell you
[1:51:36]
something. I You mean the the
[1:51:36]
person that comes up here to
[1:51:38]
defend the council. It seems
[1:51:41]
like everybody comes taxes. It
[1:51:42]
should just because we get our
[1:51:43]
if we get our minutes back,
[1:51:46]
this shouldn't become free for
[1:51:47]
all. I mean, because you're
[1:51:48]
elected officials addition.
[1:51:52]
Take it and says I'm a girl
[1:51:53]
that I when you offend some of
[1:51:56]
the few mill councilmembers. I
[1:51:57]
get aggressive conduct because
[1:52:01]
I see it a really it's not
[1:52:02]
right. Don't care who you are
[1:52:02]
used not be treating women
[1:52:04]
like that in you come at the
[1:52:05]
mayor light that I'm going to
[1:52:11]
be like will write in so that
[1:52:13]
right there, still need to
[1:52:14]
conduct ourselves and
[1:52:14]
represent our communities that
[1:52:17]
we're going to be other
[1:52:17]
speaking its mission up to us
[1:52:21]
to check ourselves. And for,
[1:52:23]
you know, for the community.
[1:52:24]
The ones that cannot make it
[1:52:25]
with. Remember that we
[1:52:26]
represent in the fuel. We are
[1:52:29]
neighbors. They can't come
[1:52:29]
here. So that's one of the
[1:52:31]
things I want to bring about
[1:52:35]
but a lighter note.
[1:52:35]
>> Was that on Tuesday, Taco
[1:52:36]
Tuesdays Tuesday. We could
[1:52:40]
have it on.
[1:52:41]
>> The low Monday. I go Louise
[1:52:42]
as Milo. They run out by
[1:52:45]
Theresa gone out of there. But
[1:52:46]
you know, things like You
[1:52:46]
know, I don't know. I mean
[1:52:53]
that. Because I like tacos the
[1:52:55]
like. Tacos. But anyways as I
[1:52:56]
the the van at a good note of
[1:53:02]
less, everybody. Thank you.
[1:53:03]
>> Council. That's the
[1:53:07]
conclusion of our speakers.
[1:53:10]
>> gets Council to cp dash 3,
[1:53:11]
3, 5, before we have a motion
[1:53:13]
mayor. I want to read one
[1:53:14]
quick correction into the
[1:53:19]
record on the resolution. The
[1:53:20]
date of the DECEMBER work
[1:53:21]
session should be DECEMBER. 12
[1:53:21]
are DECEMBER 1st, not
[1:53:27]
DECEMBER. 3rd. Jeanette.
[1:53:28]
>> Council. This time it's a
[1:53:30]
reminder in order to take up
[1:53:30]
this item tonight. We actually
[1:53:31]
have to do a motion to suspend
[1:53:32]
Council rules of procedure
[1:53:35]
section 5 to one in order to
[1:53:36]
take up the cpa believe
[1:53:36]
councilmember crane want to
[1:53:41]
make a motion.
[1:53:42]
>> Thanks, Mer. I make a
[1:53:43]
motion to suspend Council
[1:53:46]
rules of procedure section
[1:53:47]
2005.1 to allow the cp to be
[1:53:49]
acted at this meeting. And a
[1:53:50]
motion. A second Council, any
[1:53:58]
other discussion. Please vote.
[1:53:59]
Motion to suspend the rules
[1:54:05]
passes. At this time. I can
[1:54:05]
entertain a discussion or
[1:54:06]
additional motions on cp 3, 3,
[1:54:15]
5, Council medals.
[1:54:16]
>> Yes, I just have a comments
[1:54:20]
and discussions. Want again,
[1:54:24]
thank the citizens of those of
[1:54:25]
you who have come out speak
[1:54:25]
about public engagement. I
[1:54:30]
think it's very important.
[1:54:30]
Because we need to hear
[1:54:31]
citizens every issue that we
[1:54:35]
have come across this dias and
[1:54:38]
so it's important to me that
[1:54:38]
we put public comment back in
[1:54:40]
the voting meeting when all
[1:54:45]
Council is here. I think that
[1:54:45]
wills Riley important. I
[1:54:46]
mention this. This was the
[1:54:48]
idea that we had one. Told
[1:54:51]
when it was voted down that we
[1:54:54]
put public comment back in the
[1:54:56]
meetings. I do remember the
[1:54:57]
days when public comment was
[1:55:00]
part of every meeting, every
[1:55:01]
Tuesday. I remember the day
[1:55:01]
sit-in on the floor the s p
[1:55:03]
for a vote. 2 1 o'clock in the
[1:55:06]
morning. I remember those days
[1:55:09]
in those days were when the
[1:55:11]
community came out to speak
[1:55:12]
speak. The voices for this
[1:55:14]
Council to hear. And I
[1:55:18]
strongly believe that we all
[1:55:19]
signed up to do this. We
[1:55:20]
signed up to listen to the
[1:55:23]
voices of the people and to
[1:55:24]
represent you and the only way
[1:55:25]
that we can represent the
[1:55:27]
people is by hearing from the
[1:55:28]
people and so again, I want
[1:55:34]
to. I appreciate also at Chris
[1:55:35]
Hackett for laying out a
[1:55:37]
platform of ideas. Public
[1:55:44]
comment. Also working with
[1:55:46]
COUNCILMAN Crying. And so I
[1:55:48]
have I've listened to a lot of
[1:55:50]
the concerns tonight and I
[1:55:53]
will tell you this, that. I
[1:55:54]
know it's hard to articulate
[1:55:55]
certain things when you're
[1:55:56]
just trying to. Get one piece
[1:55:59]
of the pot that and that piece
[1:56:01]
of the pie that was too
[1:56:03]
increase. The public comment
[1:56:08]
that to twice a month. And so.
[1:56:08]
Prior to tonight and prior to
[1:56:11]
last week. I didn't hear. But
[1:56:15]
Chris, talk about. Put in the
[1:56:17]
public comment at the top of
[1:56:19]
the agenda. So that's why you
[1:56:22]
don't see this in this sleepy.
[1:56:24]
As well as historically it has
[1:56:27]
never been at the top of the
[1:56:28]
agenda. That is something I'm
[1:56:29]
willing to explore as we
[1:56:32]
continue to move forward
[1:56:35]
discussion over next couple of
[1:56:36]
months. The second thing that
[1:56:38]
it was disheartening to have a
[1:56:43]
time. Could. I believe I was
[1:56:44]
not aware that that was part
[1:56:48]
of the resolution and the less
[1:56:51]
as the sun we vote on the
[1:56:52]
council meeting. I vote
[1:56:52]
against all things that didn't
[1:56:55]
matter at all. But it was part
[1:56:58]
of the process and procedures
[1:56:59]
and so the minute I have a
[1:57:01]
question fully. And according
[1:57:02]
to that. But one that vote
[1:57:05]
when we voted when the council
[1:57:06]
voted to adopt to the council
[1:57:12]
meetings. Gave the right that
[1:57:13]
if there's hour of speakers is
[1:57:14]
that the time automatically be
[1:57:18]
limited. I do MISS. I don't
[1:57:19]
agree with it. I think that we
[1:57:22]
also 3 minutes. I. Have been
[1:57:26]
on the other side working on
[1:57:28]
speaking to this Council. And
[1:57:32]
anytime you speak publicly
[1:57:33]
your nerves at a wacky. Not
[1:57:34]
sure what to say, but you want
[1:57:36]
to get your point across. So
[1:57:38]
always and will always support
[1:57:43]
having 3 minutes to speak.
[1:57:45]
Again, that's not on this this
[1:57:45]
cp. But I'm asked the question
[1:57:47]
to land about the process and
[1:57:52]
procedures on that. I also I
[1:57:54]
support if that's remains I do
[1:57:58]
support. Taking of all, I
[1:57:59]
don't know. We can I don't
[1:57:59]
know The we can do on the
[1:58:00]
agenda because the agenda, the
[1:58:03]
rules have been changed the
[1:58:09]
gym has to be set. Weeks in
[1:58:09]
advance and so that's not the
[1:58:12]
question I happily. And you
[1:58:13]
asked that one thing I think
[1:58:14]
is important is we can have
[1:58:16]
ideas, but we technically not
[1:58:17]
do that. I want to know that
[1:58:21]
that's something that we
[1:58:21]
cannot do. And so I'm gonna
[1:58:22]
leave a full open before I
[1:58:24]
make motion. But I have a
[1:58:29]
question filling in that. The
[1:58:35]
reduced of time.
[1:58:35]
>> Was a part of the last
[1:58:36]
resolution as a whole was that
[1:58:37]
all was it a separate vote.
[1:58:39]
>> It was part of the vote for
[1:58:43]
to set the schedule for the
[1:58:44]
chair.
[1:58:45]
>> Okay. So if that was part
[1:58:45]
of that boat and taken clean.
[1:58:48]
We are replace and that
[1:58:49]
today's vote. What that
[1:58:52]
replace that as well.
[1:58:54]
>> It was a specific change to
[1:58:56]
the rules of procedure for the
[1:58:57]
council. And so it actually
[1:58:58]
changed those and nothing and
[1:59:02]
this resolutions that are the
[1:59:02]
cp today would take that away
[1:59:03]
or change it so it will stay
[1:59:08]
in place.
[1:59:15]
>> Those They had another
[1:59:15]
question fully.
[1:59:16]
>> I just let me just repeat
[1:59:16]
because that I think a lot of
[1:59:17]
people are. What I said was
[1:59:21]
nothing in the cp today will
[1:59:23]
change the The part of the
[1:59:25]
rules of procedure for Council
[1:59:27]
that were amended at the last
[1:59:27]
vote so that that is not
[1:59:29]
addressed in this cp. It is
[1:59:34]
just the schedule portion.
[1:59:34]
>> I want the council to have
[1:59:38]
a discussion about that. I
[1:59:43]
think we support Before we had
[1:59:44]
that. I think we have the
[1:59:47]
option of having a if we
[1:59:48]
thought was the most calm. And
[1:59:51]
I think we've done that
[1:59:52]
effectively over the years. So
[1:59:52]
I think that's something we
[1:59:55]
can revisit Ian, but I want to
[1:59:56]
hear from the other cows
[2:00:01]
before do that. But again, I
[2:00:02]
want to thank my colleagues
[2:00:06]
and also address we were at
[2:00:07]
time cross comeback from the
[2:00:08]
holidays and sell. Some
[2:00:10]
members did not see the email
[2:00:11]
of the cp. So I think you have
[2:00:12]
a lot of people on dias who
[2:00:13]
actually support the sleepy
[2:00:16]
but was not able to sign it
[2:00:17]
for some of the remarks that
[2:00:20]
stated. On at the monitor
[2:00:21]
today. So those are my initial
[2:00:24]
comments. Thank you. Council
[2:00:28]
Martinez.
[2:00:29]
>> And just also want to
[2:00:31]
reiterate. Thank you for you
[2:00:33]
came and spoke today. I do
[2:00:34]
understand the important
[2:00:34]
public comment because we are
[2:00:38]
made aware of issues in our
[2:00:39]
communities that, you know,
[2:00:39]
people don't reach out via
[2:00:42]
email or phone call and so
[2:00:42]
that this is another
[2:00:45]
opportunity for those that are
[2:00:46]
to wear of how to communicate
[2:00:49]
with us. But can look at the
[2:00:50]
schedule. But like everybody
[2:00:51]
else. I want to thank my
[2:00:53]
colleagues Council nettles and
[2:00:54]
COUNCILMAN Crane working on
[2:00:57]
this epa in collaboration with
[2:00:58]
interested council members.
[2:00:59]
And I really do appreciate the
[2:01:04]
dialogue and opportunity to
[2:01:04]
contribute towards a
[2:01:05]
consensus. And let me just say
[2:01:06]
I will be supporting tonight's
[2:01:08]
vote. Council. Our store.
[2:01:10]
Thank you, mayor. Chris,
[2:01:14]
you're absolutely right. I did
[2:01:15]
say I do hear a lot of
[2:01:15]
solutions. I have heard some
[2:01:18]
solutions. I think for for
[2:01:21]
those of us who are we're here
[2:01:22]
and we see some some new faces
[2:01:25]
every now and then. I think we
[2:01:26]
can all agree that sometimes
[2:01:26]
we do hear some pretty bad. It
[2:01:29]
is there some pretty
[2:01:29]
outlandish comments or even
[2:01:33]
root a derogatory comments.
[2:01:34]
And I think sometimes it's
[2:01:35]
good ideas, get lost. And
[2:01:35]
they're so right. There are
[2:01:38]
some good solutions out there.
[2:01:39]
And I think it's also
[2:01:40]
important note that whenever
[2:01:42]
people do come forward with
[2:01:42]
solutions or ideas or their
[2:01:44]
vision of moving forth Ford.
[2:01:45]
It's a port to remember that
[2:01:48]
not all not everyone agrees
[2:01:49]
with dosing visions. But I
[2:01:49]
think it's important that when
[2:01:52]
we can discuss them. I don't
[2:01:52]
know whatever happened to
[2:01:56]
being able to agree to
[2:01:57]
disagree. Do it simply it just
[2:02:00]
be kind about it. So I hope
[2:02:02]
regardless of what happens
[2:02:02]
tonight that as we move
[2:02:03]
forward, we can get back to
[2:02:05]
handling city business things
[2:02:06]
that we actually have the
[2:02:09]
ability to effect here at the
[2:02:09]
city level and leave the state
[2:02:10]
and national level issues for
[2:02:13]
them. For the for those who
[2:02:15]
thought we looked board up
[2:02:16]
here. I certainly apologize. I
[2:02:17]
mean, I know. I'm certainly
[2:02:20]
not board. Actually. Enjoy my
[2:02:25]
time up here and tonight, a
[2:02:25]
had to MISS My wife's
[2:02:26]
radiation check of your. But I
[2:02:27]
wanted to be here because this
[2:02:30]
is important. And so if
[2:02:30]
somebody nodding often,
[2:02:34]
that's. We want now and I do
[2:02:35]
like the idea about talker
[2:02:38]
Tuesday talk about that more
[2:02:39]
so MISTER Martinez, thank you.
[2:02:43]
I think that's great idea. But
[2:02:45]
I did not. I did get this
[2:02:46]
e-mail full transparency. I
[2:02:47]
got this, you know, very early
[2:02:48]
on before other signed up for
[2:02:52]
and at first I was not. It's
[2:02:52]
because I thought we made a
[2:02:53]
decision. Let's just, you
[2:02:53]
know, stick to it. Move
[2:02:57]
forward. And then I think
[2:02:57]
about you know, forth
[2:03:01]
residents like Barbara Brewer,
[2:03:01]
you know, Wesley Clark last
[2:03:02]
time he brought up some really
[2:03:06]
about points about art. So
[2:03:06]
then it gets this might is
[2:03:07]
running on what we can do
[2:03:07]
specifically in district 4 to
[2:03:11]
address some of those
[2:03:13]
concerns. And so I'm sure
[2:03:14]
we'll have this goes forward.
[2:03:14]
There will still be those
[2:03:15]
public comments that are kind
[2:03:16]
of kind of out there. But
[2:03:17]
again, absolutely, everyone's
[2:03:19]
right for those. But I'm
[2:03:20]
looking forward to hearing
[2:03:21]
those those great issues that
[2:03:24]
we can affect here together as
[2:03:24]
a team. So appreciate it.
[2:03:30]
Thank you. Customer Hill.
[2:03:31]
>> Well, first of all, I want
[2:03:32]
to publicly state. I support
[2:03:32]
hearing from the public. That
[2:03:35]
is our job is to listen to
[2:03:36]
you. And it is essential to
[2:03:39]
accountable non-partisan
[2:03:40]
government. And I want to
[2:03:41]
highlight a couple data points
[2:03:41]
because did ask the city
[2:03:44]
secretary for a list of and
[2:03:45]
those that came to public
[2:03:46]
comment of the last 12 months
[2:03:50]
we had a 10502 speaker signup.
[2:03:51]
It's 14 hours and 30 minutes
[2:03:56]
if we can average out time
[2:03:58]
speakers if you look at the
[2:03:59]
numbers, only 20 of those
[2:04:00]
right. 20's of those speakers
[2:04:01]
took up 7 hours at this time
[2:04:02]
we're hearing from a very,
[2:04:07]
very small percentage. The 4th
[2:04:08]
population we have over a
[2:04:09]
million people that's like 0,
[2:04:09]
0, 5%, that actually come to
[2:04:16]
public comment meetings. We
[2:04:17]
get more people here. I think
[2:04:18]
it's important for more voices
[2:04:19]
to be heard. We're
[2:04:20]
perpetuating a cycle that
[2:04:22]
serves a very tiny fraction of
[2:04:23]
our community at the expense
[2:04:24]
of tax payer time and the
[2:04:27]
broader public good. My
[2:04:28]
concern is the discussion
[2:04:30]
should be more about
[2:04:30]
responsible governance and
[2:04:31]
ensuring more Fort Worth
[2:04:31]
residents have a real
[2:04:35]
opportunity to be heard. Our
[2:04:36]
next speaker is counselor
[2:04:41]
Flores.
[2:04:41]
>> First, I want to start off
[2:04:42]
with saying thank you all of
[2:04:45]
you. Too. Share your opinions
[2:04:48]
from Citians on this. Tonight.
[2:04:50]
We heard a range of comments
[2:04:55]
both not so constructive.
[2:04:55]
Illustrates part of the
[2:04:56]
challenge of communicating
[2:04:59]
with one another. Don't
[2:05:02]
communicate the same way and
[2:05:02]
we don't go by the same
[2:05:07]
baseline. I get that. Like
[2:05:07]
colleague MAY see, I also
[2:05:09]
spoke to our city For me. My
[2:05:11]
overriding concern was getting
[2:05:14]
city business. There's
[2:05:15]
something lost in the data
[2:05:19]
that's available. In the past
[2:05:19]
few years Council has been
[2:05:22]
able to achieve and complete
[2:05:26]
more Council work. As we our
[2:05:29]
counsel calendars every year.
[2:05:30]
We're able to realize that
[2:05:31]
because the business of the
[2:05:34]
city. Is what our charge is
[2:05:36]
and that does include public
[2:05:36]
comment. We still have to get
[2:05:40]
business top. So according to
[2:05:41]
city secretary, we thought
[2:05:43]
that this cp could still
[2:05:47]
achieve that. So that earned.
[2:05:51]
A big level of support for me.
[2:05:51]
I think that the cp is
[2:05:53]
reasonable and it goes towards
[2:05:54]
creating or opportunities for
[2:05:58]
public comment. Rules
[2:05:59]
procedures. Do cover the
[2:06:00]
management of time and that is
[2:06:02]
the purview of our mayor sits
[2:06:05]
at that center seat. Cp does
[2:06:09]
double the now a public
[2:06:10]
comment that's I think that's
[2:06:13]
great opportunity. And I want
[2:06:16]
everyone to consider this.
[2:06:16]
Okay. As I look out at you, I
[2:06:19]
can see some of the reactions.
[2:06:19]
That's all we're having. And
[2:06:20]
so they're very again. We're
[2:06:25]
all different people. Remember
[2:06:25]
this effective discourse
[2:06:26]
furthers that goal of
[2:06:26]
communication and
[2:06:28]
understanding. I appreciate
[2:06:29]
those who take the time make
[2:06:31]
the effort coming here to
[2:06:33]
speak at our Council meetings.
[2:06:36]
And so just remember. You
[2:06:38]
know, we can all be, you know,
[2:06:42]
driven by passion. We can all
[2:06:42]
be, you know, settled. We can
[2:06:43]
be angry at times. But it's
[2:06:47]
important to get. You know,
[2:06:50]
our thoughts and ideas across.
[2:06:51]
You know, endeavor to do that
[2:06:53]
in the most effective way. You
[2:06:54]
know, attacking one another, a
[2:06:56]
personal level. Doesn't
[2:06:57]
achieve that goal in my humble
[2:06:59]
opinion. As my comments.
[2:07:04]
That's why we're back.
[2:07:07]
>> My first questions to land.
[2:07:08]
I just want to go back and
[2:07:10]
visit the council rules of
[2:07:10]
procedure versus before us
[2:07:16]
today on the cp. So the the
[2:07:17]
automatic reduction in the
[2:07:17]
number of minutes. For
[2:07:21]
speakers was adopted, separate
[2:07:21]
and apart from our calendar,
[2:07:26]
correct. It was all on the
[2:07:27]
same resolution. But yeah, I
[2:07:30]
was 2 different pieces
[2:07:30]
differences. So would it be
[2:07:32]
appropriate today if we wanted
[2:07:36]
to also change that rule of
[2:07:37]
procedure to require one. Can
[2:07:40]
we require a vote on the
[2:07:41]
reduction of minutes is that
[2:07:45]
allowed by law without it
[2:07:46]
being on the agenda like is
[2:07:47]
there a procedural way that we
[2:07:48]
can do. I think you make a
[2:07:53]
motion to add that night.
[2:07:53]
>> Okay. That change, then I
[2:07:54]
will add a motion. I'm have.
[2:08:00]
They an amended motion.
[2:08:04]
>> amend cp 3, 3, 5, to
[2:08:06]
include that any reduction of
[2:08:11]
the 3 minute time limit. Only
[2:08:11]
allowed by a majority vote of
[2:08:17]
Council.
[2:08:20]
>> I I do appreciate. The
[2:08:25]
constructive comments tonight.
[2:08:26]
I think it's a reason why
[2:08:29]
public comment is important.
[2:08:30]
The one thing that I heard
[2:08:30]
consistently was and what
[2:08:36]
really struck a chord with me
[2:08:37]
not knowing how much time you
[2:08:38]
have to speak and that
[2:08:38]
volatility and what that means
[2:08:40]
to your remarks. I can speak
[2:08:45]
for 60 seconds. 3 minutes, 10
[2:08:45]
minutes. If you give me a
[2:08:46]
professional. So most people
[2:08:48]
up here on this diocese. So I
[2:08:53]
can see how. Suddenly having a
[2:08:54]
What you have prepared and
[2:08:56]
many people. I know I have a.
[2:09:01]
Know many people who. Are very
[2:09:02]
uncomfortable about public
[2:09:03]
speaking. They prepare. They
[2:09:04]
write the remarks they
[2:09:05]
rehearse them. They know that
[2:09:08]
they have exactly 2 minutes
[2:09:09]
and 58 seconds and they can't
[2:09:10]
say that one word to longer.
[2:09:12]
They're going to mess up. And
[2:09:13]
I think that we owe it to
[2:09:14]
those people to have some more
[2:09:19]
consistency. Skews and if
[2:09:20]
we're going to reduce that
[2:09:24]
time limit. We a reason and
[2:09:26]
shouldn't be just automatic.
[2:09:27]
So I ask that all of my
[2:09:31]
council members here. Join me
[2:09:32]
in that amendment to this
[2:09:35]
motion so that we can have
[2:09:35]
more transparency in the
[2:09:45]
process of reducing that time.
[2:09:46]
All right. I I want to say
[2:09:47]
that I think tonight's vote is
[2:09:51]
about growth. And it's about
[2:09:51]
growth for this Council has
[2:09:55]
about growth for the city. I
[2:09:55]
don't always get everything
[2:09:59]
right the first time. Those
[2:10:00]
sitting to my left and right
[2:10:01]
don't always get right things
[2:10:02]
right the first time, whether
[2:10:04]
that's a vote we take you on
[2:10:04]
Council a conversation we have
[2:10:08]
with the constituent, the
[2:10:08]
things we do at home with our
[2:10:09]
family. You know, the things
[2:10:10]
we say or do with our family
[2:10:15]
and our friends. Makes growth
[2:10:17]
is admitting when you got it
[2:10:17]
wrong and doing the work to
[2:10:20]
get it right. And so tonight
[2:10:23]
what you see here with this
[2:10:24]
vote is our growth as a
[2:10:25]
council realizing that we
[2:10:27]
didn't get it right listening
[2:10:29]
to the voices of the people
[2:10:30]
and doing our best to try to
[2:10:34]
make that right. And so for
[2:10:35]
that reason, I'd ask for a
[2:10:39]
second for my amendment the
[2:10:39]
from my colleagues to join me
[2:10:45]
in voting particular cp. So
[2:10:45]
got a motion and a second on
[2:10:46]
the alternative motion for cp
[2:10:49]
3, 3, 5, Before you vote or
[2:10:49]
any other discussion or
[2:11:03]
commentary from the council.
[2:11:17]
Motion carries.
[2:11:18]
>> Mayor, we should now take
[2:11:19]
unless there's another
[2:11:23]
amendment take a motion on the
[2:11:23]
main motion from Nettles as
[2:11:28]
amended. He never made a
[2:11:30]
motion. Okay. So what do you
[2:11:31]
need for me to be
[2:11:36]
procedurally. Then we motion
[2:11:38]
to I think mine approved an
[2:11:38]
amended should hers is
[2:11:43]
approved and we're going land.
[2:11:44]
>> Yeah. Absence Nettles that
[2:11:45]
make the motion only back made
[2:11:49]
a motion. So her stance. Yeah.
[2:11:49]
It approves the cp with the
[2:12:00]
amendment. Councilmember for
[2:12:02]
us.
[2:12:05]
>> Some clarity here because.
[2:12:08]
My vote was predicated on a
[2:12:10]
proper vote. The council took.
[2:12:11]
>> Specific to rules and
[2:12:14]
procedures. Maybe I'm not
[2:12:16]
fully understanding. You know
[2:12:18]
what just happened. That. Can
[2:12:19]
you articulate it little more
[2:12:23]
clear to me.
[2:12:24]
>> So there is no motion on
[2:12:26]
the floor. So the only emotion
[2:12:27]
on the floor was from
[2:12:30]
councilmember back who was
[2:12:31]
motioning to approved the cp
[2:12:35]
with the amendment.
[2:12:37]
>> To have the one-hour time
[2:12:38]
deal only be by Council up in
[2:12:39]
the full Council approval. So
[2:12:46]
that was it. Council k.
[2:12:46]
>> I think there is confusion
[2:12:47]
on what we're voting on. So I
[2:12:52]
think since week. We do have
[2:12:53]
the ability to rescind that
[2:12:53]
vote with a vote. Right. And
[2:12:55]
then re vote again on MAY be 2
[2:13:02]
motions.
[2:13:03]
>> Yeah, it'll still be one
[2:13:05]
that mean people don't want to
[2:13:05]
do, that's fine. But I just
[2:13:07]
want make sure Bay that wanted
[2:13:08]
to certainly got to vote a
[2:13:09]
certain way. And what I'm here
[2:13:10]
from Carlos, as you thought he
[2:13:13]
was confused.
[2:13:14]
>> And so those are to my
[2:13:16]
confusion right there because
[2:13:17]
when his defense, if you saw
[2:13:19]
there was a motion on the
[2:13:19]
floor. I already from
[2:13:20]
COUNCILMAN Nettles that
[2:13:20]
procedurally would have been
[2:13:21]
confusing. I can see that.
[2:13:21]
Yeah.
[2:13:22]
>> Councilmember halted, you
[2:13:39]
have something. I am fine. So.
[2:13:41]
Yeah, it screen out what their
[2:13:41]
go because I wasn't cookies
[2:13:42]
and that now maybe confuse,
[2:13:45]
what are we moving forward
[2:13:45]
>> because I just did. And
[2:13:46]
then heard you repeat it and
[2:13:50]
then we voted.
[2:13:53]
>> So a regional cp that was
[2:13:54]
presented to Council, not
[2:13:54]
confused about that cookies
[2:13:55]
about part b, which is what
[2:14:01]
we're doing now. Right. Well.
[2:14:02]
Discussing because think there
[2:14:02]
was some confusion by council
[2:14:03]
members as to what they were
[2:14:04]
actually voting upon. And what
[2:14:08]
was voted upon and past was
[2:14:09]
the original cp was presented
[2:14:10]
with an additional amendment
[2:14:11]
Council are back that pertains
[2:14:15]
the rules of procedure which
[2:14:15]
changes back to the way we
[2:14:17]
change amount of time allotted
[2:14:20]
as a council and speakers are
[2:14:24]
beyond one hour.
[2:14:26]
>> Are we amending rules and
[2:14:26]
procedures or we amending the
[2:14:27]
cp.
[2:14:36]
>> Of 5. That's a two-part.
[2:14:36]
When we voted for it the same
[2:14:37]
way look at last and for
[2:14:42]
clarity.
[2:14:42]
>> Right. So it just like when
[2:14:44]
we did the resolution that
[2:14:46]
adopted the schedule for the
[2:14:48]
year and amended the rules of
[2:14:48]
procedure. The amendment
[2:14:49]
essentially did the same thing
[2:14:50]
with this pp, which has a
[2:14:51]
resolution attached. This
[2:14:54]
resolutions the same way with
[2:14:56]
the amendment changes the
[2:14:56]
schedule and changes the rules
[2:14:57]
of procedure. Just as the
[2:15:00]
first resolution did. Does
[2:15:00]
that make clear to me now.
[2:15:07]
Thank you. Now as counselor
[2:15:08]
crane stated.
[2:15:08]
>> We can rescind the original
[2:15:09]
vote. If there's any confusion
[2:15:10]
on the dice about how you
[2:15:10]
wanted to vote and we can
[2:15:11]
revoke that is not a problem.
[2:15:14]
Carlos. So what we do that we
[2:15:18]
re send original vote. We're
[2:15:18]
now have more clarity, any
[2:15:19]
other questions from
[2:15:19]
councilmembers allows them to
[2:15:20]
vote as they like to that hurt
[2:15:27]
anything. What do you need to
[2:15:31]
net.
[2:15:34]
>> So should recess need
[2:15:35]
somebody too remakes emotion
[2:15:35]
as councilmember about her
[2:15:36]
back. Please. You know, thank
[2:15:39]
you.
[2:15:39]
>> My motion is to approve c
[2:15:44]
p. 3, 3, 5, But the following
[2:15:47]
amendment to strike the
[2:15:51]
portion of the rules and
[2:15:52]
procedure that require an
[2:15:53]
automatic reduction of time to
[2:15:54]
2 minutes when speakers are
[2:15:58]
over one hour and time to
[2:15:58]
require a council vote before
[2:16:02]
that change can be made.
[2:16:05]
Motion a second, any other
[2:16:05]

[2:16:22]
can vote. Motion carries.

[2:19:53]
>> Mayor. He has crew. And if
[2:19:55]
they are present.
[2:19:56]
>> They are presently please
[2:20:04]
stand up. Thank you being
[2:20:05]
here. So I'm here to speak for
[2:20:07]
the community. I Polly itself
[2:20:10]
neighborhood Association's
[2:20:11]
vice PRESIDENT. I'm not And
[2:20:14]
here we are talking about
[2:20:15]
proposing a mobile food court
[2:20:20]
on East Berry. I presented a
[2:20:20]
presentation with some 3 d
[2:20:22]
images. I'm not sure. But
[2:20:23]
does. I think that's the best
[2:20:24]
one you can get. So this is
[2:20:26]
essentially a food court that
[2:20:31]
would benefit for us because
[2:20:32]
on this side of area where we
[2:20:32]
stay. There's really early for
[2:20:36]
any food options until you
[2:20:37]
cross to 87 down on these very
[2:20:43]
torch Mitchell apart. We feel
[2:20:46]
that this would bring a lot
[2:20:46]
value to the east Side
[2:20:49]
community making upbringing.
[2:20:50]
Will be a price for our
[2:20:53]
community. And I think.
[2:20:54]
Something valuable for our
[2:20:56]
community to start you know,
[2:20:57]
fundraisers kind of which I
[2:20:58]
did in your presentations that
[2:21:02]
start have a place for people
[2:21:05]
to come enjoy some good food.
[2:21:06]
But also get back to the
[2:21:06]
community and many different
[2:21:10]
race. I'm hoping this project
[2:21:14]
gets approved not just for my
[2:21:17]
sake but my family's sake the
[2:21:18]
whole community and for the
[2:21:20]
city of Fort Worth. So I can
[2:21:20]
see some growth and
[2:21:21]
development. Finally, that
[2:21:23]
side of Mary and continue to
[2:21:26]
grow and develop into
[2:21:26]
something more valuable, more
[2:21:31]
prestigious. And it will also
[2:21:32]
The something great. I think
[2:21:36]
for local schools, local
[2:21:36]
businesses there so they can
[2:21:37]
come eat lunch and not always
[2:21:40]
be in a rush. It would offer
[2:21:41]
several different cultural
[2:21:47]
foods. So. It's a great idea
[2:21:50]
and I hope you guys to 2 and.
[2:21:54]
>> Michigan or you're up
[2:21:55]
there. Can you speak to the
[2:21:56]
days and hours of operation
[2:21:59]
that this mobile phone.
[2:22:00]
>> food court. I'm playing. I
[2:22:01]
have it open Monday through
[2:22:02]
Sunday because of people who
[2:22:06]
work. They need a place to eat
[2:22:10]
lunch quickly place to get
[2:22:10]
food and Sunday Saturday,
[2:22:11]
Sunday for people who like to
[2:22:15]
go out in the, you know, enjoy
[2:22:16]
the day and the hours of
[2:22:17]
operation probably be from
[2:22:22]
10:00am to 08:00pm. Will there
[2:22:22]
be music. No, there won't be
[2:22:27]
live music. We will keep
[2:22:27]
respectful to the
[2:22:27]
neighborhood. Other people
[2:22:29]
that showed up. They live
[2:22:31]
around that area. They are
[2:22:35]
sure they surround that area
[2:22:36]
actually they live in the back
[2:22:37]
Street from Perry Street very
[2:22:40]
fully. Have the support of
[2:22:41]
this project have. There's a
[2:22:43]
part of the project, but they
[2:22:44]
have my respect to respect
[2:22:47]
their time and the
[2:22:47]
neighborhood. So I want to
[2:22:50]
keep this place safe, secure.
[2:22:51]
And has respect for the people
[2:22:55]
around there as possible.
[2:22:56]
>> Well, first, congrats on
[2:22:57]
your election to South
[2:23:01]
neighbors Association board
[2:23:02]
executive board. And so those
[2:23:02]
who are present here today.
[2:23:05]
Our neighbors that live around
[2:23:06]
the property where this
[2:23:12]
development will take place.
[2:23:12]
>> Thank you. That's it Is
[2:23:13]
there anybody here from
[2:23:15]
zoning. I know that this is
[2:23:16]
recommended for denial. And I
[2:23:27]
just want to hear why. Good
[2:23:31]
evening council member.
[2:23:32]
>> So there are several
[2:23:33]
waivers at this particular
[2:23:35]
development was requesting.
[2:23:39]
And so that is what led to
[2:23:40]
stats recommendation for
[2:23:43]
denial. And that was also in
[2:23:43]
addition to being so close to
[2:23:47]
single family neighborhoods.
[2:23:49]
>> what waivers were there
[2:23:50]
iced the concern, though, some
[2:23:50]
of the waivers that were
[2:23:57]
requested. Was that it was
[2:23:58]
going to be within 500 feet of
[2:23:58]
the single-family residential
[2:24:02]
development.
[2:24:02]
>> they were requesting a
[2:24:06]
waiver of the fencing
[2:24:07]
requirement and also right
[2:24:09]
away parking. Fencing on the
[2:24:12]
back end or. Yes, the site.
[2:24:16]
Anything in the rear and so
[2:24:17]
waiver for parking. So there
[2:24:22]
will be. Yeah. So they wanting
[2:24:24]
to have parking in the
[2:24:25]
supplemental set back in
[2:24:25]
parking is not allowed in the
[2:24:32]
supplemental without a waiver.
[2:24:32]
Can confirm how many letters
[2:24:37]
of support they received.
[2:24:38]
Letters of support see if we
[2:24:39]
have state here are listed
[2:24:54]
property owners.
[2:24:57]
>> So I have to pull that up
[2:25:12]
on another home.
[2:25:14]
>> mr gone. If you know, off
[2:25:14]
the top your head but numbers
[2:25:18]
up.
[2:25:19]
>> Stays support petition. We
[2:25:37]
have a support petition here.
[2:25:37]
>> I
[2:25:38]
>> think I have all I need.
[2:25:42]
Thank you so much. So, you
[2:25:42]
know, I'm just really excited
[2:25:45]

>> That's where people a few
[2:30:43]
speakers on this item for says
[2:30:44]
Joe tranquil followed by Dan
[2:30:53]
Hayes. Good evening, mayor and
[2:30:56]
City Council. Thank you for
[2:30:57]
the time tonight. Enjoy this
[2:31:00]
session so far in the love
[2:31:00]
your city, especially the
[2:31:01]
economic development. By the
[2:31:05]
way, I love the the time to
[2:31:05]
just been celebrating the
[2:31:06]
success of your city in the
[2:31:06]
beginning. I enjoyed that very
[2:31:10]
much. Thank you for that. Of
[2:31:12]
that rig or a company that
[2:31:14]
does industrial development
[2:31:14]
and something working on
[2:31:15]
retail and we've done other
[2:31:18]
projects around the country.
[2:31:19]
We're here to request your
[2:31:20]
positive decision to return
[2:31:22]
the subject property to its
[2:31:25]
former industrial zoning so
[2:31:27]
that we can invest 80 million
[2:31:28]
dollars of new economic
[2:31:29]
development. 80 million
[2:31:30]
dollars. That's probably 40 or
[2:31:34]
so chick-fil-a's with a lot. A
[2:31:35]
higher paying jobs and frankly
[2:31:37]
a lot less traffic in the
[2:31:39]
area. So there 6 reasons why I
[2:31:40]
want to share with you. I
[2:31:42]
think you should look for this
[2:31:48]
rezoning one is the current
[2:31:49]
residential slightly economic
[2:31:53]
viable economically viable as
[2:31:53]
demonstrated low. It is on it
[2:31:54]
demonstrated the pitch for
[2:31:55]
years while he's on the lake.
[2:31:56]
It also comes with the fact
[2:31:58]
right the loop I 20 which is
[2:32:02]
undergoing massive
[2:32:02]
reconstruction right now,
[2:32:03]
which frankly invites more
[2:32:06]
industry use frankly, I'm kind
[2:32:11]
of deters residential
[2:32:13]
development. The second is the
[2:32:14]
industrial really is the
[2:32:15]
highest and best use, which is
[2:32:15]
economically viable for this
[2:32:20]
district. The 3rd is we're
[2:32:20]
actually going to reduce truck
[2:32:21]
traffic because what's there
[2:32:23]
now is of a lot of tractor
[2:32:24]
trailers to come off. You go
[2:32:28]
down. Well, burger Street in
[2:32:28]
Park. And we're going to put
[2:32:29]
buildings there and we're
[2:32:34]
going to increase the the
[2:32:35]
detection And so we're going
[2:32:36]
to prove martyr Street. We're
[2:32:37]
gonna make it safer. We're
[2:32:38]
going lay up. We're going make
[2:32:39]
more landscaping the neighbors
[2:32:43]
to just or North almost
[2:32:45]
unanimously support us. And of
[2:32:46]
course you can hear from a lot
[2:32:46]
of vocal objectors who are
[2:32:47]
from different parts of the
[2:32:48]
community very lastly, this
[2:32:50]
project will bring
[2:32:53]
approximately 20 to 25 million
[2:32:54]
dollars of tax revenue over
[2:32:55]
the next decade, most of which
[2:32:56]
will go to the school
[2:32:57]
district. Thank you. Our next
[2:32:57]
Carter is Dan Hayes followed
[2:33:08]
by Angela Norwood.
[2:33:09]
>> Good evening. My name is
[2:33:10]
Stan Hays of district 11. I
[2:33:13]
opposed zoning change for this
[2:33:15]
property. The scope of the
[2:33:15]
zoning case affects every one
[2:33:16]
of these 4 words who would
[2:33:19]
enjoy and lakeside view. Yes,
[2:33:20]
Fort Worth is blessed to
[2:33:23]
include the Western shoreline
[2:33:24]
Lake Arlington. The lake is an
[2:33:24]
important asset for water
[2:33:27]
supply and recreation. The
[2:33:28]
Arlington side of the lake
[2:33:31]
show cases this well, with the
[2:33:33]
golf course. 2 city parks
[2:33:34]
large homes on heavily wooded.
[2:33:34]
Lots with private docks down
[2:33:38]
to the water by contrast. Much
[2:33:41]
of the Fort Worth side of the
[2:33:42]
lake includes a power plant, 6
[2:33:45]
gas Wells warehouses, vehicle
[2:33:48]
yards and a small park with a
[2:33:49]
few amenities. The city of
[2:33:51]
Fort Worth has recognized the
[2:33:51]
disrespect for our side of the
[2:33:54]
wake from past short-sighted
[2:33:55]
decisions and has made efforts
[2:33:56]
to claw back some of the land
[2:33:58]
that's become available. If
[2:33:59]
you look at slide there,
[2:34:02]
you'll see that over a 175
[2:34:05]
acres have been purchased in
[2:34:06]
recent years to begin to patch
[2:34:07]
together something resembling
[2:34:10]
a proper shoreline. Meanwhile,
[2:34:11]
we have the Sony case which
[2:34:12]
runs completely counter to
[2:34:13]
those efforts to enhance our
[2:34:17]
side of the late as late as
[2:34:18]
2016. Most of the property in
[2:34:21]
this case was heavily wooded.
[2:34:22]
It was the new did for truck
[2:34:25]
parking creating the dusty
[2:34:25]
situation that now is being
[2:34:30]
supposedly remedy by rezoning
[2:34:30]
for light industrial and
[2:34:31]
essentially paving it over
[2:34:32]
with buildings and a parking
[2:34:35]
lot. Surely there are better
[2:34:38]
places to put a light
[2:34:39]
manufacturing facility, then
[2:34:39]
right on the lake on the shore
[2:34:41]
of the lake. I can't think of
[2:34:44]
a clear example of an improper
[2:34:48]
land use for lakeside
[2:34:49]
properties. Lakes are to be
[2:34:50]
treasured in any community and
[2:34:51]
that includes the only large
[2:34:52]
Lake and use for worse. Police
[2:34:59]
deny this with prejudice.
[2:34:59]
>> Our next speaker is Angela
[2:35:00]
Norwood followed Leticia
[2:35:10]
Wilbur.
[2:35:10]
>> Amen. I was and one on what
[2:35:11]
I am the PRESIDENT Of the car.
[2:35:15]
The high seas. I'm here
[2:35:16]
because I'm very passionate
[2:35:16]
about this area. I grew up in
[2:35:21]
this area.
[2:35:22]
>> And as they said as just
[2:35:22]
urban difference between the
[2:35:26]
footwork lakeside Inn lake
[2:35:26]
side.
[2:35:28]
>> On the phone or side. There
[2:35:30]
are 6 gas Wells electrical
[2:35:30]
plants and a lot me up and and
[2:35:36]
ash just sites. As the Niners
[2:35:36]
is obvious to me from several
[2:35:37]
research is that another and
[2:35:41]
Esther site. To Apple motion
[2:35:41]
and what can that
[2:35:42]
contamination of the
[2:35:46]
community. The gas creates
[2:35:51]
significant help community.
[2:35:51]
They add to the environment
[2:35:52]
pollution and the and to
[2:35:55]
reduce property value.
[2:35:56]
electrical plant. And I know
[2:35:57]
that for a fact because I live
[2:36:01]
on some and dry. It is very
[2:36:02]
noisy. It pollutes the it
[2:36:06]
petition. Vase happens to that
[2:36:07]
half such as asthma. Other
[2:36:10]
respiratory disease and heart
[2:36:11]
issues. It also reduces the
[2:36:15]
hollow that use as an
[2:36:15]
optimist. I would love to see
[2:36:17]
parks walk community. I would
[2:36:20]
love to see better of
[2:36:24]
amenities by the community.
[2:36:26]
Things that would have to
[2:36:26]
increase the home values over
[2:36:27]
there and reduce the air
[2:36:31]
pollution and the. That water
[2:36:31]
conditions over there. And for
[2:36:36]
these reasons. I. Opposing the
[2:36:36]
industrial site.
[2:36:41]
>> Thank you.
[2:36:42]
>> Our next speaker is Wilburn
[2:36:43]
fall that to meet Rick, a
[2:36:51]
Williams.
[2:36:53]
>> I good evening that he to
[2:36:54]
World War. And with echo high
[2:36:56]
step 6, 5, men to Coalition
[2:36:57]
and Fort Worth environment. A
[2:37:00]
coalition of communities and
[2:37:01]
we're going to ask you to be
[2:37:04]
not this prey to these. I did
[2:37:07]
go out look at the location in
[2:37:10]
this massive it takes up the
[2:37:11]
whole block and across the
[2:37:13]
street on one side, there's
[2:37:13]
residential properties and on
[2:37:18]
the backside. There's all into
[2:37:20]
the lake. And I know the
[2:37:22]
gentleman that spoke. He spoke
[2:37:26]
up the construction on 20 with
[2:37:27]
at this and given the to
[2:37:27]
continue to invest realize
[2:37:32]
area it is our unity open. The
[2:37:34]
industrialized. This is not
[2:37:38]
the opportunity. If the city
[2:37:38]
can take to post something
[2:37:40]
pass it to East forward. I
[2:37:43]
looked at him out all of the
[2:37:44]
good things in Fort Worth eat
[2:37:49]
the to the west, to the north.
[2:37:50]
There nothing in East Fort
[2:37:54]
Worth and it's There's nothing
[2:37:57]
that you can show to bring
[2:37:57]
people to the east forward and
[2:37:59]
say, hey, look at what we have
[2:38:03]
here because it's not invest
[2:38:04]
realized. So this is she out
[2:38:04]
opportunity to not his
[2:38:06]
footprint. It is. It's a post
[2:38:09]
something good the community.
[2:38:13]
There. It is a striking
[2:38:14]
difference between on it
[2:38:14]
inside info worked side. And
[2:38:15]
if you go to the all aside and
[2:38:19]
you look across the water. You
[2:38:20]
can actually look and see all
[2:38:21]
the trucks apparently they're
[2:38:23]
not to mention the pollution
[2:38:27]
and it does for station causes
[2:38:29]
and for me, I have a trucking
[2:38:32]
company behind my home. So I
[2:38:34]
am well aware of the
[2:38:36]
consistent in Kasten know it's
[2:38:36]
24 hours a day and they always
[2:38:40]
great the rooms once the
[2:38:41]
company. So there they make
[2:38:41]
their all rooms and then they
[2:38:44]
ask for more and more and more
[2:38:47]
and not just asking too,
[2:38:48]
behalf of both coalitions to
[2:38:49]
deny with free to do Thank
[2:38:51]
you.
[2:39:03]
To meet Rico Williams.
[2:39:08]
>> mayor and Council. My name
[2:39:08]
is the Williams and I'm an
[2:39:11]
investment property owner of
[2:39:12]
19 years and a business owner.
[2:39:15]
All power, all parcels
[2:39:15]
actually within a mile of
[2:39:21]
this. That property. Location.
[2:39:22]
I respectfully urge all of you
[2:39:23]
City Council to deny the
[2:39:26]
request zoning change.
[2:39:27]
Industrial buildings are often
[2:39:29]
placed in or near minority and
[2:39:31]
low income communities
[2:39:35]
companies such as this come
[2:39:37]
in. These areas due to lower
[2:39:37]
land costs in assumption that
[2:39:38]
these communities are willing
[2:39:40]
to accept the negative impacts
[2:39:41]
that come with industrial
[2:39:44]
activities. Continually making
[2:39:45]
a-listers are of a place to
[2:39:47]
live and play and limiting
[2:39:49]
upward growth and mobility.
[2:39:51]
The quality of life and
[2:39:55]
neighborhood character.
[2:39:56]
Industrial activity brings
[2:39:59]
round the clock impact
[2:40:00]
trucking industry traffic and
[2:40:01]
industrial operation activity.
[2:40:03]
This is not consistent with
[2:40:03]
residential Lake front
[2:40:09]
community. That's a lakefront.
[2:40:10]
Industrial developments like
[2:40:13]
this near or on Lake but
[2:40:15]
property of this scale raises
[2:40:18]
real questions of potential in
[2:40:18]
uncertain risk involving storm
[2:40:21]
water run off air pollution
[2:40:22]
and large long-term risk of
[2:40:24]
Lake water quality uncertainty
[2:40:29]
around. Air quality water
[2:40:30]
contamination also
[2:40:34]
contamination impacts. On a
[2:40:35]
more personal note, this
[2:40:36]
zoning change can depress
[2:40:39]
property values that are home
[2:40:42]
investment and future limit
[2:40:43]
upward mobility in a
[2:40:44]
neighborhood that deserves
[2:40:48]
reinvestment and respect. I
[2:40:50]
asked Council to consider this
[2:40:50]
compare this side Arlington
[2:40:52]
Lake to the other side and
[2:40:55]
they're start. There's a stark
[2:40:57]
difference. 3,000 to 8,000
[2:40:58]
square-foot homes with Botox
[2:41:00]
in beautiful Lake views owning
[2:41:02]
a little under 22 acres.
[2:41:08]
Myself purses.
[2:41:09]
>> I'm Thank you. Thank you,
[2:41:09]
councilmember people say is
[2:41:10]
the conclusion of our speakers
[2:41:16]
this evening on this item.
[2:41:17]
>> To speak tonight. Whether
[2:41:20]
you for or against and so
[2:41:23]
mayor and Council. My office
[2:41:27]
heard from many long-term
[2:41:29]
residents to recently moved
[2:41:29]
families and small business
[2:41:31]
owners to posted this
[2:41:35]
development. The e-mail
[2:41:37]
telephone and at community
[2:41:38]
events I attended including
[2:41:38]
churches through the holidays
[2:41:43]
today. Many of these residents
[2:41:44]
could not attend in person,
[2:41:45]
but more than 50 reached out
[2:41:50]
to my team and the district 5
[2:41:51]
office. Some personal comments
[2:41:55]
for our residents range from
[2:41:55]
police take measures to mimic
[2:41:56]
Arlington's approach to the
[2:41:59]
lake instead. Stop degrading
[2:42:03]
the natural area with
[2:42:04]
industrial uses like
[2:42:06]
warehouses vehicle, yards and
[2:42:07]
gas Wales and stop duck being
[2:42:11]
and I neighborhood. But no one
[2:42:14]
was more persistent are
[2:42:18]
passionate are impactful. Then
[2:42:20]
an amazing resident who lives
[2:42:24]
across from that site. Joe
[2:42:28]
Allen Matthews who came
[2:42:28]
tonight with her service dog
[2:42:28]
s#
[2:42:34]
. To tell us that she
[2:42:38]
said. I live here and I don't
[2:42:44]
want to Joe Allen. It is your
[2:42:48]
passion and your persistence
[2:42:49]
that and the fact that you
[2:42:50]
live right across from that
[2:42:55]
site. That leads me to agree
[2:42:58]
with zoning commissions denial
[2:43:04]
of this project and reject
[2:43:04]
industrial proposals that
[2:43:08]
threaten a lake Arlington. I
[2:43:09]
support high quality of life.
[2:43:13]
For all residents and I want
[2:43:13]
you and s#
[2:43:17]
to know that the
[2:43:18]
40 something years stead you
[2:43:23]
have lived in that site Mahar
[2:43:26]
to me add her to the rest of
[2:43:27]
the residents. So mayor, I
[2:43:29]
move to approve that we
[2:43:31]
approve the denial of this
[2:43:35]
site.
[2:43:36]
>> Ocean tonight. And a second
[2:43:37]
Council. Any other discussion.
[2:43:43]
Please vote. Motion carries.
[2:43:49]
Thank you.
[2:43:51]
>> Next will be zc dash 2, 5,
[2:43:52]
dash 1, 9, to councilmember
[2:43:55]
back. And a motion. A second
[2:44:04]
Council, please vote. Motion
[2:44:05]
carries next is in Muncie. 25
[2:44:07]
dash 1 one to 4 member
[2:44:13]
peoples. So
[2:44:14]
>> On this. We moved it from
[2:44:18]
the last time because I wanted
[2:44:19]
it I wanted to give me a
[2:44:19]
chance to visit with
[2:44:26]
everybody. And so. I want to
[2:44:27]
move to approve 50% tax
[2:44:31]
exemption requested and so
[2:44:32]
mayor and Council, I support
[2:44:36]
this because it maintains and
[2:44:37]
rehabilitates critical
[2:44:41]
affordable housing stock in
[2:44:43]
district 5, I believe that
[2:44:44]
supporting such projects is
[2:44:46]
essential for the city's
[2:44:47]
long-term Hill and work for
[2:44:51]
stability. I have personally
[2:44:55]
visited this community and the
[2:44:55]
developer has stated they will
[2:44:59]
work on major improvements
[2:45:00]
that are needed to increase
[2:45:03]
the quality of life for the
[2:45:04]
residents. It's in a great
[2:45:06]
location with access to bus
[2:45:10]
routes for ease of
[2:45:10]
transportation is ada
[2:45:14]
compliant and has great access
[2:45:15]
to schools. It's a quality
[2:45:17]
property with a great location
[2:45:18]
it has access to freeways in
[2:45:20]
the ability to travel to jobs
[2:45:25]
in the Metroplex. I believe
[2:45:25]
it's beneficial to the
[2:45:28]
district and the city of Fort
[2:45:30]
Worth and ask that you support
[2:45:32]
it. Because the housing stock
[2:45:35]
is needed. I supported this
[2:45:38]
year and vote is only for one
[2:45:38]
year. They have to come back
[2:45:43]
again next year. Therefore I
[2:45:45]
move to approve the 50% tax
[2:45:45]
exemption as you read, as
[2:45:51]
requested.
[2:45:55]
>> Move to approve. To deny
[2:46:01]
the denial. You're moving to
[2:46:01]
denied the denial which
[2:46:05]
ultimately will approve.
[2:46:05]
>> Don't get 2511 25 Mayor, I
[2:46:11]
hope will to. Approve to deny
[2:46:11]
that denial which would
[2:46:17]
approve the 50%.
[2:46:18]
>> Hughley and you tell just
[2:46:21]
stop. Know, she's gotten
[2:46:23]
issues Jeannette will stand up
[2:46:26]
to 50% tax exception as
[2:46:27]
request. We're good, we're for
[2:46:29]
okay. Item. Okay. Got a motion
[2:46:29]
in a second Council. Thank
[2:46:31]
you. Councilmember Hall.
[2:46:32]
Please vote accounts will be
[2:46:32]

That was funny. But I do want
[2:51:26]
to take a pause second. Is
[2:51:27]
important. We are closing the
[2:51:27]
meeting tonight in honor of
[2:51:34]
Frank last senior. Of course,
[2:51:34]
councilmember Frank Maas,
[2:51:35]
senior truly leaves a legacy
[2:51:39]
of deep commitment, not just
[2:51:40]
to district 5 but importantly
[2:51:42]
to the entire city of for our
[2:51:43]
residents. An incredible
[2:51:46]
career of impactful service
[2:51:46]
that built a stronger future
[2:51:50]
for our entire city. As I
[2:51:51]
joked at his beautiful
[2:51:54]
service. He was a glutton for
[2:51:55]
punishment because he served
[2:51:58]
on this Dyess twice. He served
[2:51:59]
in 1998 to 2004 and again from
[2:52:02]
2007 to 2013 he called he went
[2:52:03]
when someone called him for
[2:52:06]
service, he answered during
[2:52:07]
his time as a councilmember,
[2:52:09]
he had so many different
[2:52:10]
accomplishments. But
[2:52:11]
importantly, he championed
[2:52:11]
neighborhood redevelopment
[2:52:12]
revitalization and public
[2:52:17]
safety. Many in the stream and
[2:52:18]
on this Dyess, we're blessed
[2:52:21]
to call mr Moss a friend and a
[2:52:21]
mentor. His impact has truly
[2:52:25]
reached far and wide and forth
[2:52:26]
is better because of MISTER
[2:52:29]
Frank Moss, senior and to my
[2:52:30]
council members, we will
[2:52:32]
invite the family to come and
[2:52:33]
be recognized an appropriate
[2:52:35]
time this work with Council
[2:52:36]
are people's office to
[2:52:36]
organize that. But I thought
[2:52:37]
this was important not to
[2:52:38]
close mean his honor of
[2:52:53]
course, meeting is adjourned.
