[1:17] threeinut time limit has been given to the clerk within the appropriate time

[1:20] frame. When a citizen's name is recognized, they may come to the podium

[1:24] and must state their name with the proper spelling and address. The

[1:28] threeminut time frame needs to be respectfully followed. When more than

[1:32] one citizen is present to express opinions on the same subject matter, it

[1:36] is recommended that participants designate a spokesperson to represent

[1:39] the group. When an opposing opinion is present, then the same would be expected

[2:55] » Uh to start off uh on the streets uh patched a great deal of u potholes

[3:03] throughout the city. Um went over on Farm Road where we did that big job over

[3:10] there. We tore out a lot of asphalt over there that was humping up, piled it up

[3:16] alongside a farm road. We went over and cleaned that up so it looks presentable.

[3:21] Um, and resurfaced what stone we had down there. It looks pretty good again.

[3:29] Uh, ditches. We cleaned out the covert at 8 and

[3:34] Orchid and uh reworked the ditch at Bula.

[3:42] had a problem down on Bula where the rock where it was coming out of that

[3:45] tend horn there and it was pulling over towards the road Bula and we only had a

[3:54] foot of clearance between the ground and the road and we were a little worried

[4:00] about that getting over into the road creating more of an issue uh with that.

[4:06] So, what we did was we pulled the rock out of the middle. Made it made it more

[4:10] of a ditch and piled it up where now we've got

[4:15] probably two 2 and 1/2 ft road edge. Um, I thought to make it even better, we

[4:22] would use concrete um to pour over the top of it to seal

[4:28] that rock in where it wouldn't run out when next big rain we had. So, it it

[4:34] doesn't look bad. I'm pretty happy with the way it does look. The park Billy's

[4:40] been mowing over there. Um um we replaced the refrigerator at the

[4:47] community building, it went out, so we replaced it, pumped out the pool several

[4:53] times. Um water meter at the little shelter

[4:58] house um was removed because it was leaking.

[5:03] So, we went ahead and just just had it removed.

[5:08] Um, check lock or we changed the locks on the concession [clears throat] stand.

[5:13] The two bathrooms over there, the maintenance room and the concession

[5:17] stand all got rekeyed. [cough and clears throat]

[5:21] I think it was about time because it was in that lock box over there and God only

[5:27] knows how many people has that combination to that lock box. So, I

[5:32] thought it'd be in our best interest to go ahead and just re key it and move

[5:37] forward with that. >> Um,

[5:42] equipment maintenance. Uh, the lawnmower got new blades.

[5:48] Um, replaced two batteries in the dump truck. Not sure

[5:54] why they went bad, but we had to replace two batteries. We got new batteries and

[5:59] everything we own out of here now, I think. So,

[6:04] um, replace batteries in the miniacs. Um,

[6:10] and maintained barn uh burn tiles. We got some really big trunk tree trunks

[6:18] over there. And we I was real surprised how quick those things burn up. It burn

[6:23] all night, but it burn up. Um,

[6:28] sidewalk on fourth and fur. Mr. Vote, Dave Vote came down to us. Was

[6:35] that last week? >> Couple weeks ago.

[6:37] » Couple weeks ago. >> And he's selling the house over on fur

[6:42] and he says, uh, nothing's been done for six years on it. And apparently it was

[6:48] voted on six years ago. We Lori looked it up for us. It had been um a water

[6:54] tank had been replaced and they tore up the sidewalk and then we were supposed

[6:58] to replace it at that time and they didn't do it.

[7:03] » So we went ahead ordered some concrete and reformed it, staked it, poured it,

[7:11] um brushed it, threw dirt on the side of the sidewalk

[7:33] when we flipped the switch. Billy said, "Let's go ahead and replace that."

[26:03] on the agenda authorizing the demolition of the Garden City Aquatic Center prior

[26:08] to the public form, the absence of an engineer evaluation, the comparison of

[26:13] the cost of renovation versus demolition and removal of the debris with and

[26:18] without grants. And I know there's been an estimate, but I'm talking about a

[26:21] confirmed estimate as opposed to a general estimate. and perhaps any

[26:25] individual or any involvement or input by Patty Hover outdoor recreation grant

[26:30] planner with the land water conservation fund grant gives the appearance an

[26:35] unwanted appearance that the board is prepared to make a decision based on

[26:39] personal preference and not actual information. I would urge the board to

[26:43] table council bill 2026 105756 until all the above listed information

[26:51] was available and had been considered. I would urge the board to invite Miss

[26:55] Hubard to meet with the board and the public. Her willingness to meet at the

[26:59] pool on July 21st, 2025 with myself, Alvin, city clerk Lorie Oaks, Alderman

[27:04] John Gibson, and former alderman Steve Clayburn would indicate her willingness

[27:08] to meet with all the board members and the public. The July 21st, 2025 meeting

[27:13] was arranged by Alvin and myself as private citizens. So surely she would be

[27:17] receptive to an invitation from actual elected members. I shared Miss

[27:23] direct phone number with the board in my email. Once again, it is my hope the

[27:27] board will not take any action on council bill 2026 1056 or make any

[27:33] decision regarding the aquatic center without accessing and consideration of

[27:38] all the information and that would include remarks made tonight by two

[27:41] citizens. When making your decision, the board should remember a vanity school as

[27:46] these development. Please don't make a decision that moves our committee

[27:50] backward and does not reflect your commitment to the city's development as

[27:53] expressed by all of you when campaigning for the office that you hold. And I

[27:58] would also just like to refer to this overview as well. Um once again, we have

[28:03] a general uh figure for demolition and debris removal. It would be helpful, I

[28:09] think, to the public everyone if there was a confirmed estimate on that. And

[28:14] then also regarding the state audit, um Alan and I attended the meeting

[28:19] facilitated by the representative the auditor's office and uh I must say the

[28:24] majority of people that signed that audit petition audit were not there. So

[28:28] draw any of their conclusions from that but they did not want to show up. It was

[28:32] determined that there was nothing wrong with what the city did in building the

[28:36] pool. They were not apprehended as honest and proper in any way, shape or

[28:40] form. and the individual who initiated the initial petition audit himself said

[28:46] that he had not voted and uh didn't think it would pass and that's why he

[28:52] didn't bother to vote. So this would appear to be this audit product not of

[28:55] real concern but a sour break. So, I think we need to put that into uh into

[29:00] context. And then also because it was a citizen

[29:04] originated petition audit, it did cost, it's my understanding, somewhere between

[29:08] 15,000 25,000 city. >> Thank you so much.

[31:34] years. I think they've been there for going on two years. It's not just the

[31:40] animal issues. I mean, the the dog that you have in custody right now hasn't

[31:44] even been the big problem. It's the other two dogs that are loose all the

[31:47] time. I walk my dog every day, twice a day, and I have to carry a dog with me

[31:52] because those dogs are running those all the time. One of them has chased me

[31:57] twice. And there used to be several ladies at

[32:01] Senior Citizens Housing that used to walk their little dogs around the block

[32:05] and they don't even do that anymore because those dogs are running loose all

[32:08] the time. Um, I know for a fact that they were not

[32:13] feeding them for long periods of time or watering them. One of them was tied

[32:17] around the tree and wrapped around it for days at a time with no food or

[32:22] water. The people behind them were feeding and watering them up until all

[32:27] of that came down where they all got into a big fight over the the one dog

[32:31] biting their dog. Um, so that

[32:37] I have a problem with that dog coming back getting any animal back. I have a

[32:42] big problem with it because they don't take care of them. They the only time

[32:46] they go out in the yard and even look at those dogs is to yell at them for

[32:49] barking. And I don't blame them for barking because nobody's taking care of

[32:53] them. They never get loose. They never get exercised unless they break loose.

[32:58] Um, they have had they had a goat in that

[33:03] trailer a couple of weeks ago out in the front yard that was making all kinds of

[33:07] racket. They had rabbits running loose all over the neighborhood. Their feed

[33:12] sacks, they blow all over the neighborhood and get caught up in my

[33:16] fence. Their trash is all over my yard all the time. They've only mowed their

[33:20] yard like three times this year. And the noise. Oh my gosh. They never speak in a

[33:27] normal tone of voice. All you hear over there is screaming and fussing nonstop

[33:33] 24/7. It's just

[33:38] It's like living across the street from the circus. It's ridiculous. It really

[33:42] is. It's ridiculous. And something's got to be done about it.

[34:43] They have like three trash cans that are just piled up and overflowing and it

[34:47] blows over into my ditch. over up against my fence line. They

[34:56] screaming because I've walked out my front door before and just yelled at him

[35:01] to shut up because I'm so tired of hearing. I'm sure
