[8:45] I have the honor of introducing and
[8:47] recognizing a young Trail Blazer in
[8:51] glendell uh Talia hpan is 11 years old
[8:56] who is um here with her parents Anie and
[9:01] shahnur uh she plays leftwing with
[9:04] California Bears Youth Hockey Club and
[9:07] coached by former National Hockey League
[9:10] player Alexander
[9:12] frolov uh Talia is the only female
[9:15] player on the boys travel team and has
[9:18] participated in tournaments throughout
[9:20] the United States um she has a very long
[9:24] resume um but I do want to note that um
[9:27] in July 2023 three um she was uh one of
[9:33] two of her achievements included uh
[9:35] number one in tournament goals scored 14
[9:39] and 18 points and she was named player
[9:42] of the game
[9:44] award um and then in the regular season
[9:49] um she helped the team play second in
[9:52] California um if we can give her a round
[9:55] of
[9:58] applause

[10:04] commodation and it reads presented to

[15:29] I would say um with your your experience
[15:32] at work and also the fact that you have
[15:34] done this before um and um I believe had
[15:39] to step down from the commission because
[15:42] uh of a family new child who's now which
[15:46] which one two of them oh two of them
[15:49] okay but now you're back with us and
[15:51] we're very very excited to have you here
[15:53] um so congratulations and if there's
[15:56] something you would like to say uh
[15:58] please uh feel fre thank you Mr bran
[16:01] thank you glenell city council for uh
[16:04] giving me this pleasure to serve the
[16:05] city once again um it is a true honor to
[16:09] be a commissioner I brought my family
[16:11] along just as an example of you know
[16:14] what glendel produces they are a product
[16:16] of glendell Unified School District uh
[16:19] my youngest one attends Mark keple uh my
[16:22] oldest one is at toll and my middle one
[16:25] is still at Mark keple also as a matter
[16:27] of fact my old this one was the treasure
[16:29] for marle and I just found out that we
[16:32] also have additional toll students here
[16:35] also uh so that's why I brought my
[16:37] family along just as a representation of
[16:39] glendell so I do want to thank you for
[16:42] this opportunity and I look forward to
[16:43] serving the city thank you very much

[17:02] a little bit last last week when we
[17:04] nominated you but absolutely it be my
[17:06] pleasure so I work for LA County um I
[17:11] started in LA county at the DA's office
[17:13] when I was attending Law School uh I
[17:15] worked in their PR prelim unit uh after
[17:18] that point on I went into the
[17:20] disciplinary section of the sheriff's
[17:21] apartment uh where I worked for 14 years
[17:25] uh administrating law enforcement
[17:27] discipline
[17:29] uh and now I'm with the Department of
[17:30] Mental Health I am their manager over
[17:33] their health and safety and employee
[17:36] relations unit uh and right now we are
[17:39] facing many different challenges uh at
[17:41] the Department of Mental Health mainly
[17:43] being homelessness the homelessness
[17:45] crisis uh and so we are actively
[17:47] involved with that and obviously prior
[17:50] to that I was on the commission on the
[17:52] Civil Service Commission uh outside of
[17:54] the commission and working for LA County
[17:57] I was also Al a teacher uh I've been
[18:00] teaching as an adjunct faculty for
[18:04] colleges in this area uh I've published
[18:07] a book on employment law um so I have a
[18:10] little bit of background on employment
[18:11] law and the government sector my
[18:14] beautiful wife she also works in the
[18:16] government sector she works for County
[18:18] Council she's an attorney for their
[18:19] dependency unit that deals with the
[18:21] foster care system of children uh so we
[18:25] pride ourselves on serving the community
[18:28] and um especially the you know the jeel
[18:30] city as much as we can thank you thank
[18:33] you thank you we're very very happy to
[18:35] to have you and um you know free Talent
[18:40] it's uh pretty
[18:41] incredible we'll talk about that

[20:05] uh will be holding a sub subcontractor
[20:09] Community information session they are
[20:12] looking for local community uh
[20:15] businesses uh to take part in the
[20:18] building the construction of the new
[20:21] airport they are holding this um
[20:23] information session on September the
[20:26] 12th uh at the uh Courtyard by Marriott
[20:30] um by the airport in Burbank from 10:00
[20:33] a. until noon they will be um hosting
[20:36] this regarding construction
[20:38] opportunities for this replacement
[20:40] terminal they are seriously looking for
[20:44] local business women's businesses
[20:48] minorities and local businesses
[20:51] contractors and
[20:53] dbe um we are going to be posting the uh
[20:57] invitation the information on uh our
[21:00] website they're going to provide
[21:02] critical information for project
[21:05] participation they will have schedule
[21:07] and trade package information in-person
[21:09] connection with jvt members and
[21:12] in-person connection with possible trade
[21:14] Partners they are also and this is
[21:16] interesting they're also going to be
[21:18] working with our high schools uh for
[21:21] apprenticeships and Workforce
[21:23] opportunities uh if you're interested in
[21:25] this uh session if you are a contractor
[21:28] a businesswoman uh a minority who was
[21:31] interested in working on this airport
[21:33] project again it will be on September
[21:35] the 12th at Courtyard by Marriott at
[21:39] 2100 Empire Drive in Burbank from 10:00
[21:43] a.m. until noon it's a terrific
[21:45] opportunity so I hope uh uh many of you
[21:49] will will um uh try to get information
[21:52] on this and be there uh there is a

[22:12] uh working on Outreach for quite a while

[22:17] advis uh us to wait until the Santa
[22:19] Monica case against districting was
[22:22] resolved well Santa Monica was
[22:25] successful in their case so my question
[22:28] now is should we keep moving and rushing
[22:30] forward or should we pause the decision
[22:33] by the courts bodess well for Glendale
[22:36] not being forced into districting and an
[22:38] elected mayor again I ask should we
[22:41] pause on this action this is a
[22:42] rhetorical question and I'm only telling
[22:45] this so that our residents know the
[22:46] outcome of that case thank you thank you
[22:49] mayor thank you and when we're finish
[22:52] this Council comments I will ask the
[22:54] City attorney to say a word because um
[22:57] depending depending on what you read
[22:58] I've I've read that Santa Monica lost
[23:01] I've read that Santa Monica won and I've
[23:03] read things in between so I'm not sure
[23:05] we know yet um but um let me turn to my
[23:11] colleagues any comments council member
[23:14] of Satan um I actually have a couple of
[23:16] things um one is I noticed that we have
[23:19] a counseling your neighborhood uh coming
[23:22] up um I think one of the recommendations
[23:24] I had made to staff uh after the last
[23:26] one was for us to do um Outreach whether
[23:30] it's flyers in that neighborhood or
[23:33] using data that we have to reach our
[23:35] residents within that neighborhood um to
[23:38] get folks to actually come to these uh
[23:41] counseling your neighborhoods I think
[23:42] the one that we had in the Rancher was
[23:44] very successful uh the one that we had
[23:47] in um at the Pacific uh Park not so much
[23:52] and so um I think it would be important
[23:54] if we are doing these um for the
[23:57] community to be made aware and that it's
[23:59] not just an agenda item that's placed um
[24:03] on Sunday U mayor bman and I uh attended
[24:07] the grand reopening of the montro uh
[24:10] Bowl um they have done a fantastic job
[24:14] at uh uh keeping the 1940s theme and
[24:18] Lanes uh got to throw some bowling balls
[24:23] uh down that lane um and they've
[24:25] Incorporated an all vegan and all kosher
[24:29] kitchen uh I have to say they you know I
[24:31] was skeptical as I always am um about
[24:34] something being called chicken but it's
[24:36] not um it was possibly the best hot
[24:38] chicken sandwich I've had um I know that
[24:41] they're going to be doing a community
[24:43] event um uh as their part of their
[24:46] opening and so I look forward to sharing
[24:49] that um or have staff share that when we
[24:51] get it um this last week I also had
[24:55] scheduled a meeting with our staff and
[24:58] La County's um Economic Development
[25:02] Department and procurement uh office um
[25:05] for us to take a look at um how we can
[25:08] move forward with the locally owned
[25:10] minority and and women-owned uh test
[25:13] that we have as part of the work plan um
[25:16] one of the things that we learned
[25:17] through that process is that the LA
[25:19] county is currently going through a
[25:22] revamp of their own procurement process
[25:25] and kind of building out um different
[25:28] methods of communication and uh
[25:31] databases and so forth one of the things
[25:33] I did mention was the opportunity for us
[25:36] to obtain the information that they have
[25:40] um and for that data sharing to be uh
[25:43] something that's automatic and it's not
[25:45] something that we're requesting through
[25:46] our different departments um I know that
[25:49] they're putting together a task force
[25:51] for some reason glendel is not part of
[25:52] that so one of my requests was also to
[25:56] uh invite glendell to the table and for
[25:58] us to have input um in that process that
[26:01] they have um and then lastly um last
[26:07] week we um you know recognized women's
[26:11] equality day and talked about
[26:13] programming and this morning I saw that
[26:16] we are having a webinar tomorrow
[26:19] um uh and recognition of women's
[26:22] equality day uh you can join this
[26:25] webinar to learn uh how women owned
[26:28] minority uh owned business certification
[26:31] can help you gain government utility and
[26:34] private sector contracts um uh you can
[26:38] register uh at bitly backpac webinar uh
[26:43] all this information is available at CH
[26:46] glendel and the webinar is going to take
[26:48] place tomorrow August 30th um 10 a.m. to
[26:52] 12:00 p.m. so I encourage all of our
[26:54] small business owners um who own you
[26:57] know local minority or women owned um to
[27:00] join in I think that very well ties in
[27:02] with um the opportunities that council
[27:05] member Divine was talking

[27:29] own City website which says City
[27:31] statement on California Supreme Court
[27:33] opinion on CV case says the city is
[27:36] reviewing the Supreme Court's opinion
[27:38] and working to assess the path forward
[27:41] and there's a number of others as well
[27:43] that uh here's another
[27:46] headline um that

[27:50] says well I'll tell you none of them say
[27:53] what I think a council member Divine so
[27:56] strongly feels it said so um I would
[28:00] also like to understand whether this
[28:02] somehow puts Glendale in the clear or is
[28:05] a uh sweeping decision that that is that
[28:09] some are trying to make the public
[28:11] believe it
[28:13] is um other than that I honestly don't
[28:16] have any other comments okay thank you

[28:27] we clarify on I know we passed a consent
[28:30] but just on the agenda itself it's at
[28:33] maruni in Armenia um and it needed to be
[28:36] maruni in art just want to make sure
[28:38] that in the docs it's all corrected that
[28:41] the resolution was corrected to reflect
[28:43] out okay thank you okay thank you um
[28:47] okay so a couple things last Wednesday
[28:52] um council member kasaki and I attended
[28:55] a uh press conference confence uh in
[28:58] front of the uh
[29:00] aeri uh
[29:02] consulate um in Los Angeles it was put
[29:06] on by the panarmenian Council of the
[29:08] western United States and the intention
[29:11] was to um speak on the human
[29:15] humanitarian crisis that's unfolding in
[29:17] artso with the
[29:19] blockade uh now going on for over seven
[29:22] months preventing food medicine and
[29:25] other uh urgently needed supplies uh
[29:28] from entering the country um there were
[29:32] a number of uh prominent uh people who
[29:35] spoke including uh our congressman Adam
[29:38] Schiff uh Congressman Brad
[29:41] Sherman uh LA City Council president
[29:43] Paul korian was there along with uh at
[29:46] least two of his colleagues from the LA
[29:48] City Council uh and a number of other uh
[29:51] individuals um uh members of the clergy
[29:55] and um council member kasaki and I both
[29:58] uh both spoke uh he spoke a lot more
[30:01] eloquently than me as is usually the
[30:03] case um but we we did both speak and
[30:07] um and you know I uh and many others
[30:10] talked about uh the fact that there are
[30:13] 120,000 innocent people now trapped uh
[30:17] without access to uh the basic needs uh
[30:22] of of human beings um and that includes
[30:25] 30,000 children 20,000 elderly and
[30:29] almost 10,000 disabled people on the
[30:33] verge of
[30:34] starvation um and uh at this press
[30:38] conference uh we uh all jointly and
[30:42] individually called on the US government
[30:45] to take uh immediate and aggressive
[30:48] steps to address this issue including
[30:51] and I'll just name some of the things
[30:53] that were um that were discussed uh one
[30:58] introduce a un Security Council
[31:00] resolution which would require azerbajan
[31:02] to adhere to a February 2023 order by
[31:06] the international court of justice to
[31:09] open the Locking carridor which is how
[31:12] uh materials can enter the Republic of
[31:14] artak um halt all US military assistance
[31:17] to azerbijan it is quite uh shocking
[31:22] that the United States still is
[31:24] providing military assistance to aeran
[31:27] uh impose sanctions on members of the
[31:30] alv regime under the magnitsky act for
[31:34] war crimes crimes against humanity
[31:37] deliver humanitarian assistance to artso
[31:39] through the carer uh at the scale needed
[31:42] to address the humanitarian catastrophe
[31:45] and last but not least introduce a un
[31:48] Security Council resolution establishing
[31:51] a peacekeeping mission in artach to
[31:54] protect the um the the safety of um the
[31:59] population there over time um one thing
[32:03] that was mentioned um which uh doesn't
[32:06] necessarily uh do anything to resolve
[32:09] the situation but um it does bring
[32:11] attention to it the LA City Council uh
[32:15] named the intersection in front of the
[32:17] aeri consulate which is uh Wilshire and
[32:19] Granville Avenue Republic of artso
[32:23] square uh so signs will be going up
[32:25] maybe they've already gone up
[32:28] um at that location right in front of
[32:30] the aeran consulate um and uh for what
[32:36] it's worth I think that's uh that's
[32:38] something that does uh does uh send a
[32:42] strong symbolic message um so I just
[32:45] wanted to share that um that we were
[32:47] there and that we we support these
[32:51] um
[32:53] uh these actions that were calling on
[32:56] the Biden admin Administration the US
[32:57] state department to uh undertake okay so
[33:01] that was one um changing subjects
[33:03] entirely I attended um the first edible
[33:07] food recovery stakeholder meeting um as
[33:12] many of you may know um under Senate
[33:14] Bill
[33:15] 1383 in addition to sorting organic
[33:18] waste um there are requirements uh
[33:21] involving recovery of edible food that
[33:24] would otherwise get thrown away so um
[33:27] uh this was a uh one of I think several
[33:30] meetings uh that will be taking place
[33:33] this one for um organizations that are
[33:37] collecting edible food from the
[33:39] generators of edible food um to
[33:42] distribute either directly to people in
[33:44] need or to other food banks um and they
[33:48] got together they discussed the
[33:49] challenges that that they have it it is
[33:51] actually very
[33:53] complex um and uh and the the the idea
[33:57] was to identify resources share uh share
[34:00] experiences and start the conversation
[34:03] um future meetings uh will include some
[34:06] of the large um producers of um edible
[34:11] food that would otherwise go to waste
[34:13] like supermarkets and and
[34:15] restaurants uh
[34:16] hotels uh conference facilities that
[34:19] kind of thing um so they had there were
[34:22] a number of people at this event um YWCA
[34:25] Salvation Army Glend College Catholic
[34:28] Charities uh The Armenian Relief Society
[34:31] Porto uh Betty Porto was there uh the
[34:33] City of Burbank was there the First
[34:35] Baptist Church and a number of others uh
[34:37] it was uh it was interesting and I look
[34:40] forward to seeing us continue to um make

[36:02] thing I I um I know that we're now um
[36:06] we've now established these um panels to
[36:09] select members of our boards and
[36:11] commissions and one thing we haven't
[36:13] discussed and I was hoping we could try
[36:15] to clarify is our process for um uh
[36:20] notifying the public that there's an
[36:22] opportunity on a border commission uh uh
[36:25] soliciting applications and then doing
[36:28] interviews and so I would I would
[36:31] suggest that we look at some kind of a
[36:34] system for example um once we notice uh
[36:39] the public that this position is
[36:40] available we have a 30-day period uh for
[36:43] people to put in applications we wait
[36:46] the 30 days we collect them we interview
[36:48] the applicants um and we make our
[36:51] selection and I would also ask us to
[36:54] consider making the all all the
[36:56] applications public they are public
[36:58] record anyway but it would be good for
[37:01] the public to understand who we've
[37:02] selected and who we haven't selected um
[37:06] The Only Exception I would say perhaps
[37:09] is if we are extending or renominating
[37:12] reappointing somebody I should say who
[37:14] is already an incumbent on a border
[37:16] commission for a second term I think if
[37:18] we have somebody that we want to
[37:20] renominate we probably don't need to go
[37:22] through this 30-day period but anyway um

[38:07] for which I believe it was Joan Crawford
[38:09] who won an Academy Award uh I think her
[38:11] only Academy Award I learned and then it
[38:13] was recently remade um uh as a film
[38:16] starring Kate Winslet but it's all about
[38:19] a woman who rises from nothing to uh
[38:22] become a very successful businesswoman
[38:25] all right from here in Glendale in the
[38:27] original black and white film um there
[38:30] are scenes that were filmed here in
[38:31] Glendale it was my first time seeing it
[38:33] I thought it was great and more
[38:34] importantly I thought that um lawn area
[38:37] using the city's uh LED screen was a
[38:40] great great um uh combination of
[38:44] organizations working together um having
[38:47] an outdoor movie night hopefully they'll
[38:48] do more of those so mayor who does thank
[38:52] you council member Divine and if I want
[38:54] if I may I want to piggyback on what the
[38:56] mayor was saying about the uh
[38:57] commissions and there is an opening on
[39:00] the historic preservation commission if
[39:03] anyone out there is interested we didn't
[39:05] we don't have any applications and so
[39:07] I'd like to encourage anyone out there
[39:09] that like is interested in uh historic
[39:12] preservation to please please apply

[39:27] were analyzing the opinion but as you
[39:29] noted the has been noted the California
[39:32] Supreme Court did Issue its long awaited
[39:33] a ruling in uh the case of Pico
[39:36] neighborhood association versus city of
[39:37] Santa Monica regarding the scope of the
[39:40] California Voting Rights Act and whether
[39:42] or not vote voter vote dilution which is
[39:45] a a term of art meaning a process that
[39:48] where an election system dilutes the
[39:49] votes of pro protected class or minority
[39:52] group and so one of the questions in
[39:55] that case was whether or not that was a
[39:56] required element uh in a voter uh
[39:59] California Voting Rights Act case and
[40:01] then if so what's the test well how do
[40:02] you how do you prove vote vote dilution
[40:04] so um the Supreme Court you know I I I
[40:09] hesitate to say there was a Victor and a
[40:10] loser because although it did reverse
[40:12] the decision the court of appeal it did
[40:14] remand it back to the court of appeal
[40:16] for further analysis and uh essentially
[40:20] what it said is you had to prove vote
[40:21] dilution in in making such a claim and
[40:24] that to show that uh vote Dil
[40:26] established when under some lawful
[40:28] alternative election system the minority
[40:30] group would have the potential on its
[40:32] own or with the help of crossover voters
[40:34] to elect its preferred candidate and
[40:36] that this can be shown through
[40:37] evaluation of the facts and
[40:38] circumstances of the jurisdiction
[40:40] including the local agency circumstances
[40:42] its election history and the design and
[40:44] impact of the current system as well as
[40:47] an alternative system so that's a that's
[40:49] a lot there that's a mouthful um a lot
[40:51] of lawyers are still looking at this and
[40:53] seeing what it means we are going to
[40:54] look at it our team is going to look at
[40:56] at it and obviously because it involves
[40:58] legal risk the assessment of legal risk
[41:01] it will be a discussion for you know
[41:03] close session uh but we will provide
[41:05] that information to you you'll have it
[41:07] before we get into the next round of
[41:08] public hearings uh on our districting
[41:11] process okay but would you say just just
[41:15] I I always like to simplify things I
[41:17] know you can't simplify things like this
[41:19] but it was not a victory an outright
[41:22] victory for either party for Santa
[41:24] Monica or for
[41:26] that's a fair assessment
[41:28] correct okay and it's it's still then
[41:31] the waters are still kind of murky as
[41:33] far as yes what it takes to bring these
[41:37] types of cases what it takes to defend
[41:39] against these types of cases right what
[41:41] it what it takes to prove that various
[41:42] elements of a voting rights case
[41:43] especially vote dilution and I'll note
[41:45] you know uh the plaintiffs won in the
[41:48] trial court Santa Monica won in the
[41:50] court of appeal and you're right the
[41:52] court of appeal although reversed the
[41:54] the victory that Santa mon Santa Monica
[41:56] got in the in the court of appeal
[41:57] decision it it remanded it for further
[41:59] analysis so there's no there's no
[42:01] conclusion to that case they're still
[42:02] either going to have to litigate that or
[42:04] or decide to settle okay thank you uh

[44:44] beautification Project Alternatives one
[44:46] motion accepting staff's recommendation
[44:48] to proceed with the design and
[44:50] implementation of alternative 2A for the
[44:52] San Fernando r Road beautification
[44:55] Project
[44:56] thank you Mr gamia yes mayor bman member
[44:59] city council um this this council's
[45:02] direction U few months ago to improve
[45:05] and beautify San Fernando Road Corridor
[45:08] along the MTA railroad tracks and uh in
[45:12] response to that direction staff applied
[45:14] for and was successful in obtaining $5
[45:17] million uh in in Grant monies from the
[45:20] state of
[45:21] California uh to to help uh in that
[45:24] endeavor the project includes a number
[45:27] of improvements including uh not only
[45:30] enhanced Landscaping but also sidewalks
[45:33] crosswalks as well as bicycle facilities
[45:37] um staff and our consultant have uh
[45:39] conducted a uh feasibility analysis and
[45:43] took the recommendation to uh
[45:45] transportation and parking commission
[45:47] recently and that commission provided a
[45:50] recommendation to city council as one of
[45:53] the Alternatives that was in the staff
[45:55] report with that I'll turn it to Mr
[45:57] amrani our director of Public Works to
[45:59] introduce our consultant Who present
[46:01] this item for your
[46:03] consideration good evening Mr Mayor
[46:05] members of city council um as was
[46:08] mentioned uh this is a uh long awaited
[46:12] project for us to uh to help uh improve
[46:16] the condition of San Fernando Road and
[46:19] as such we've uh engaged the services of
[46:22] Mark Thomas uh who's a consultant to uh
[46:27] do this study for us and analyze all the
[46:29] different
[46:30] Alternatives uh and we have uh Mr Pat
[46:33] Summerville of Mark Thomas who's going
[46:35] to go through a short presentation thank
[46:38] you yes good evening mayor council
[46:40] members Pat sumerville project manager
[46:42] for the Mark Thomas
[46:46] team a little bit about the about the
[46:48] project introduction uh first and
[46:50] foremost this project is intended to
[46:53] beautify and improve the public areas
[46:56] along San Fernando Road through the
[46:58] implementation of new raised landscape
[47:00] meeting Islands Parkway and Parkway
[47:03] planting to help mitigate the urban heat
[47:05] island
[47:06] effect it will also include multimodal
[47:09] improvements for all users including new
[47:12] and improved bus stops with shelters
[47:14] where they don't exist today and high
[47:16] visibility crosswalks to improve
[47:23] safety the project is funded through
[47:25] three different sources measure W from
[47:27] the county state gas tax funds and the
[47:30] grant that was mentioned previously from
[47:32] calr the clean Calfornia Grant of nearly
[47:35] $5
[47:36] million the important item to to
[47:39] understand regarding that Grant is it
[47:41] has a deadline to have the project
[47:43] constructed by June end of June 2024 so
[47:47] that deadline plays into uh the
[47:49] decisions being made in terms of being
[47:51] able to have this project built and the
[47:53] grant funds expended by that date
[47:58] so a little bit about the existing
[47:59] conditions along San Fernando Road this
[48:02] is a major Arterial Highway four lanes
[48:04] in each Direction along a commercial
[48:07] Corridor with businesses and on street
[48:09] parking on the east side and the metr
[48:12] Link rail Corridor on the west side so
[48:15] this constrains our Corridor we're
[48:17] looking at a 62t width curb to curb to
[48:20] fit the elements out there today and any
[48:23] additional elements we want to add is
[48:26] competing for that real estate within
[48:28] the street so this is the constrained
[48:31] canvas that we have to work with as we
[48:32] develop the
[48:35] project we're also looking at the
[48:38] facilities that exist out there today
[48:40] that were either planned or implemented
[48:42] um starting with the 2012 bicycle master
[48:45] plan uh this did include a class one
[48:48] facility along San Fernando Road located
[48:52] inside the railroad ride of way
[48:55] unfortunately this Metro owned Corridor
[48:57] with Metro Link and the future
[48:58] High-Speed Rail that is no longer an
[49:00] option to locate this inside the
[49:02] railroad R of way there was also as part
[49:05] of that plan a number of east west
[49:07] connections to San Fernando Road from
[49:11] Glendale since then there has been
[49:13] improvements implemented through the
[49:15] corridor uh primarily the Glend Del
[49:18] Naros River Walk uh north of the
[49:20] 134 along Fairmont where the uh Phase 1
[49:24] and phase two pathway in Confluence Park
[49:27] has been
[49:28] completed phase three is the bridge that
[49:30] would extend from Flower Street over to
[49:33] the LA side at zoo drive and that is
[49:36] currently in the design phase that
[49:38] project has been funded through another
[49:40] Grant uh believe the prop 68 grant for
[49:43] that so that item is moving
[49:46] forward additionally LA Metro has
[49:50] funding and is currently planning and
[49:53] designing additional active transport
[49:55] ation improvements in this vicinity that
[49:58] include a new bridge that would span
[50:00] over San Fernando Road and the metr link
[50:02] Corridor at Dorn Street once that
[50:05] Crossing is closed this would be the
[50:08] measure to be able to get pedestrians
[50:09] and cyclists over San Fernando Road and
[50:11] the rail corridor from Dorne Street that
[50:14] path would extend down to the end of the
[50:17] uh Dorne Street at the culdesac then
[50:20] continue North with a new bridge that
[50:22] would span over the verdigo wash and
[50:25] connect to your Glendale Narrows
[50:27] Riverwalk project so that would provide
[50:30] continuity to the north and south of the
[50:33] 134 in the Vero wash and it also opens
[50:36] up the opportunity for future expansion
[50:39] of the bike path along the east Bank of
[50:41] the LA River it's a quter that would run
[50:43] parallel to San Fernando
[50:48] Road as we started the project with the
[50:51] understanding of the importance of
[50:52] community engagement uh the team
[50:56] uh implemented a a robust outreach
[50:58] program that included eblasts door
[51:01] hangers postcards social media um all
[51:05] notifications were in three languages
[51:08] for the
[51:10] community we also initiated the initial
[51:13] survey and the this survey is a fact-f
[51:15] finding survey finding out what the
[51:17] community's challenges are through the
[51:19] corridor but also what their desired
[51:21] improvements are through the
[51:24] corridor the top four challenges are all
[51:27] traffic operations related not
[51:30] surprisingly the top desired
[51:31] improvements were also roadway and
[51:33] traffic related followed by Corridor
[51:36] beautification and pedestrian
[51:39] improvements so from this feedback the
[51:42] team developed three Alternatives that
[51:44] were brought
[51:47] forward in all of the Alternatives have
[51:50] common features involved through each of
[51:53] them uh this includes Parkway planting
[51:56] both along the rail Corridor to help
[51:58] beautify that side of the street as well
[52:00] as the East Side along the
[52:03] businesses pavment resurfacing
[52:05] throughout from Elk Avenue up to Grand
[52:08] View upgraded bus stops making them ADA
[52:12] Compliant and installing bus shelters
[52:14] where they don't exist
[52:16] today creative crosswalks to improve
[52:19] visibility and
[52:21] safety curb extensions at almost every
[52:24] intersection to help shorten the path of
[52:26] travel for the pedestrians crossing the
[52:29] street and the the raised landscaped
[52:33] medians that will be
[52:35] included regarding the
[52:38] medians there are 11 medians planned
[52:41] throughout the corridor it is not a
[52:43] continuous median from in to in along
[52:46] the corridor in part because we're
[52:48] maintaining left turn at the cross
[52:51] streets where it exists today as well as
[52:54] the higher volume volume driveways for
[52:56] the businesses along the
[53:01] corridor so alternative one is
[53:05] effectively the existing condition with
[53:07] the addition of the planting and the
[53:09] raised meiting Islands this would
[53:11] function as a class three bike way
[53:13] through the corridor with no change in
[53:15] the roadway Lane configuration it
[53:17] maintains all the on and it maintains
[53:19] all of the on street
[53:23] parking Alterna ative 2
[53:26] implements striped class two bike
[53:29] Lanes along San Fernando Road and in
[53:32] order to fit the two bike Lanes one in
[53:35] each Direction This alternative would
[53:38] remove the on street parking which is a
[53:40] loss of approximately 141 parking spaces
[53:43] from Elk up to Grand View because of the
[53:46] constraints of the roadway um there is
[53:49] no buffer or protection for this bike
[53:51] lane it would be just purely a class two
[53:53] striped bike lane
[53:58] alternative three is what's referred to
[54:00] as a class 4 protected bike boy this is
[54:03] one lane in each Direction with a buffer
[54:05] and a vertical element separating the
[54:07] bikes from the vehicles in order to
[54:10] accomodate this in the width that that
[54:13] class 4 needs this would remove one lane
[54:16] of traffic in each Direction on San
[54:18] Fernando Road it also reduces parking by
[54:22] about 30% uh because of the road
[54:25] configuration and the ability to restrip
[54:28] for
[54:29] parking there is a VMT reduction along
[54:31] the corridor however because of the
[54:33] reduction in the lanes it does nearly
[54:37] double the travel time in the afternoon
[54:39] peak hours both Northbound and
[54:42] southbound and it also uh as we heard
[54:45] from the Glendale Fire Department uh
[54:48] because it Narrows the roadway it makes
[54:50] it more difficult and challenging for
[54:52] the fire apparatus to be able to
[54:55] navigate around raise median and parked
[54:58] or cars or the vertical elements within
[55:00] the bike lane uh as they are going to a
[55:06] call we also looked at the traffic
[55:09] safety through the
[55:11] corridor we collected all the Collision
[55:13] data from 2012 to 2022 through the
[55:16] corridor again from Elk Avenue up to
[55:19] Grand View Avenue there were 18
[55:22] incidents on file eight of which were
[55:25] involved pedestrians 10 of which
[55:27] involved bicycles so we're aware of
[55:30] those incidents their locations uh
[55:33] there's two locations in particular that
[55:35] had a cluster of accidents one of
[55:37] California the other
[55:39] Colorado also with the implementation of
[55:42] the project and the features through the
[55:44] calr local roadway safety manual um they
[55:49] document that installing raised medians
[55:51] can reduce collisions by up to
[55:54] 25% providing bike Lanes can also reduce
[55:57] bicycle related accidents by up to
[56:03] 35% we also evaluated the parking along
[56:06] the
[56:07] corridor uh there's currently 78 on
[56:10] street parking stalls north of the
[56:13] 134 and 63 South of the
[56:17] 134 we did we twice went out to look at
[56:20] the utilization during the day from 6:00
[56:23] AM to 7 pm
[56:25] uh the corridor is very highly utilized
[56:28] throughout additionally we looked at
[56:30] each of the cross streets at about 250
[56:33] feet back from San Fernando Road to see
[56:35] what the utilization is like on the side
[56:37] streets to see in particular is if we
[56:40] removed parking on San Fernando Road is
[56:42] there sufficient parking on street on
[56:45] the side streets to accommodate that uh
[56:48] those side streets are also very highly
[56:51] utilized so there is not sufficient on
[56:54] street parking replacement parking if it
[56:56] was removed on San Fernando
[57:00] Road so we took the three options along
[57:04] with the information gathered on the
[57:05] traffic and the parking uh we held a
[57:08] community uh Outreach meeting in March
[57:10] at the glendell Fire Protection Bureau
[57:12] we had 40 community members come through
[57:15] able to walk them through each of the
[57:17] boards the exhibits um and what is
[57:19] planned in each of the three
[57:20] Alternatives hear feedback provide input
[57:24] as to concerns that they might have
[57:28] had we also did an online
[57:31] survey uh this was referred to a survey
[57:34] number two where we were getting input
[57:36] on the Alternatives and Concepts that
[57:38] were presented at the Outreach
[57:41] meeting we want to indicate that the the
[57:44] participant profile 38% identified as an
[57:47] active cyclist um there were 11% that
[57:51] either worked along San Fernando or
[57:52] owned a business along San Fernando Road
[57:55] the result of this online survey uh
[57:58] alternative three the class 4 cycle
[58:01] track or or class 4 bike Lanes uh ranked
[58:04] the highest at 42% followed by
[58:06] alternative two and then alternative
[58:10] one subsequent to that we did a
[58:13] door-to-door canvasing of the corridor
[58:16] both businesses and adjacent
[58:19] residents the common theme through the
[58:22] discussion with the businesses was the
[58:25] parking they are heavily reliant on it
[58:28] and in their eyes that was a non-starter
[58:30] to remove it uh that resulted in the
[58:33] clear 93% approval of alternative
[58:38] one with the residents the key concern
[58:41] for them was any cut through traffic
[58:43] which should have been tied to
[58:43] Alternative three and so again we're
[58:47] seeing a a very heavy approval rating
[58:49] for alternative one by the residents
[58:51] followed by alternative
[58:53] two so with this information and the
[58:56] discussions with the community feedback
[58:59] from both the online survey and the
[59:00] community meetings the team went back
[59:03] and looked at variations what else might
[59:05] we be able to
[59:07] do and this is where alternative
[59:10] 2A came about and what this does IT
[59:14] addresses the business's concerns about
[59:17] parking because we're maintaining it
[59:19] along San Fernando
[59:20] Road it may IT addresses the residential
[59:24] community concerns because we've
[59:26] maintained the four lanes of traffic on
[59:28] the
[59:29] road but what we what we have been able
[59:31] to provide on this one is a single Class
[59:33] 2 southbound bike
[59:35] lane along the west side of San Fernando
[59:39] Road and we've accomplish that by
[59:41] skinning up all of the lanes in the
[59:44] median Island through here to 10-ft
[59:46] Lanes 9ft median 7 foot parking
[59:50] Lane that allows us to provide just
[59:52] enough space to put that class to bike
[59:55] lane
[59:56] in now you also notice that there is no
[59:58] protection or buffer for this bike lane
[1:00:01] and question is what's the challenges
[1:00:03] why can't we well the challenges the the
[1:00:08] characteristics of the
[1:00:09] corridor the need when
[1:00:13] we to be able to provide a buffer we
[1:00:15] have to narrow something else that
[1:00:17] something else would be the the
[1:00:19] median we have raised median but we also
[1:00:22] have striped medians that Prov provides
[1:00:24] two-way left turn access to driveways
[1:00:27] along San Fernando
[1:00:28] Road so to accomplish a buffer adjacent
[1:00:32] to the bike lane we would need to narrow
[1:00:34] the median which means we shift traffic
[1:00:36] over 3 ft to shift traffic we need
[1:00:40] distance to transition and taper them
[1:00:42] over we also need transitions in and out
[1:00:45] of of the uh left turn pockets all told
[1:00:50] it takes about 300 feet of length to
[1:00:53] make the transitions work on each end
[1:00:56] plus the left turn
[1:00:59] pocket you add all this up and
[1:01:02] unfortunately through the corridor the
[1:01:05] blocks are so
[1:01:07] short that out of roughly 17 blocks
[1:01:11] there's only four that would actually
[1:01:14] have enough length to them that this we
[1:01:17] could achieve any form of
[1:01:19] buffer and within those four three of
[1:01:22] them would also then prohibit left turn
[1:01:25] access in and out of additional
[1:01:27] driveways that was not intended
[1:01:28] originally which leaves one remaining
[1:01:32] opportunity to to do that and let me
[1:01:34] give you a little bit of a look of how
[1:01:36] that looks and what I'm referring to
[1:01:39] here this is a block between Grange and
[1:01:41] Highland
[1:01:43] Avenue um this shows a the class 2 bike
[1:01:46] lane along the railroad Corridor at the
[1:01:50] intersections we need a 9ft median width
[1:01:52] for the left turn Pockets it cannot be
[1:01:54] any anything less than
[1:01:56] that if you're heading southbound and
[1:01:58] you cross Highland Avenue you would you
[1:02:01] would start to transition over that's
[1:02:03] the 100 foot transition that's the
[1:02:04] minimum required by the
[1:02:07] city at that point the median island is
[1:02:11] now down to 6 feet which then would
[1:02:14] prohibit the ability for left turn
[1:02:16] movements because the car cannot move
[1:02:18] into a two-way left turn lane in in the
[1:02:20] raised median so that would effectively
[1:02:23] eliminate left turn move ments in and
[1:02:24] out of two driveways on this one
[1:02:27] block and then you have to taper back
[1:02:30] out ahead of the 60ft taper that goes
[1:02:33] into the left turn pocket and then the
[1:02:35] length of the left turn pocket which
[1:02:36] varies throughout the corridor depending
[1:02:38] on traffic volumes so there's very
[1:02:41] limited ability to provide a buffer
[1:02:44] along this
[1:02:47] Corridor and lastly alternative
[1:02:51] 3A uh was a a look at a class 4
[1:02:55] protected two-way cycle track and what
[1:02:57] we did different on this one is we
[1:02:59] combined the uh two directions of for
[1:03:03] the class 4 bike lane along the west
[1:03:05] side adjacent to the rail
[1:03:09] Corridor we restored the parking on the
[1:03:12] on for on Street on the east side of San
[1:03:14] Fernando Road as well as two Northbound
[1:03:16] Lanes so this addresses the parking
[1:03:19] concern this addresses the traffic
[1:03:21] concern for Northbound however the
[1:03:24] southbound direction of travel still is
[1:03:26] only one lane and it is a narrowed
[1:03:28] section uh so we still would have a
[1:03:31] southbound uh impact of traffic during
[1:03:34] the PM peak hours as well as the
[1:03:37] concerns from the glendell fire
[1:03:38] department because of the narrowed
[1:03:41] Street width this option also would
[1:03:43] require traffic signal modifications
[1:03:46] because of the two-way cycle track at
[1:03:48] each of the crossings of the
[1:03:51] railroad what this means is we now have
[1:03:53] to engage the California Public
[1:03:55] Utilities Commission LA Metro and
[1:03:57] Metrolink for the modifications in the
[1:03:59] process of this which
[1:04:01] is um would not fit within the timeline
[1:04:05] for this project to deliver and build it
[1:04:07] by the end of June
[1:04:14] 2024 So based on the feedback uh staff
[1:04:17] went to the TBC last week um
[1:04:20] recommending alternative one
[1:04:22] particularly because it did meet the
[1:04:23] grant project
[1:04:25] goals it also addressed the business and
[1:04:28] residents concerns regarding parking and
[1:04:29] traffic the configuration was consistent
[1:04:32] with the the challenges and the
[1:04:34] constraints of the corridor and the
[1:04:35] characteristics of of the street but
[1:04:38] also understanding the potential for
[1:04:41] additional connectivity in the future
[1:04:43] for for bicycles not only with the
[1:04:46] metroactive transportation improvements
[1:04:48] that are being uh designed right now by
[1:04:51] LA Metro that connect to the Riverwalk
[1:04:53] but but also through the city's own
[1:04:55] updating of your bike transportation
[1:04:58] plan that could explore the extension of
[1:05:02] that bike path along the east Bank of
[1:05:03] the LA River to provide a high higher
[1:05:06] quality bicycle facility for all users
[1:05:09] that parallel San Fernando Road so it's
[1:05:11] an option that would be out
[1:05:14] there so at the meeting alternative two
[1:05:16] was recommended for the following
[1:05:19] reasons in part because it also
[1:05:21] addressed the business and residents
[1:05:24] concerns but it also provided a bicycle
[1:05:27] Improvement along the corridor by
[1:05:28] providing that southbound Class 2 bike
[1:05:31] lane um it is an alternative that could
[1:05:33] be realized without impacting the
[1:05:34] project budget and schedule and hence
[1:05:37] the staff is recommending alternative 2A
[1:05:40] for your consideration tonight and with
[1:05:42] that that concludes my
[1:05:45] presentation thank you very much um do

[1:05:56] a few question uh on when when in notes
[1:06:00] on in the presentation you mentioned
[1:06:01] that um with uh bike Lanes uh accidents
[1:06:07] are reduced by 35% is there a specific
[1:06:10] type of bike lane that uh constitutes
[1:06:13] that percentage of a reduction that
[1:06:16] would be for a striped Class 2 bike lane
[1:06:18] of class two because the first ones
[1:06:21] which are just sharrows along the road I
[1:06:24] don't think would result if anything
[1:06:26] they give I think bicyclists a false
[1:06:29] sense of security um and how many left
[1:06:33] left turns would be affected by uh the
[1:06:35] implementation of 2A into uh businesses
[1:06:39] do you did you mention that for in to
[1:06:43] put a buffer be able to put a buffer
[1:06:45] adjacent yeah
[1:06:47] so I believe it's a total of six
[1:06:50] driveways or five driveways add in three
[1:06:53] different segments
[1:06:54] ments five driveways in each
[1:06:57] segment five driveways total five okay

[1:07:15] would result in loss of 141
[1:07:19] spaces uh parking spaces or

[1:07:28] total parking stalls south of the 134
[1:07:30] freeway and that's been uh that count
[1:07:33] was conducted by Mark Thomas staff as
[1:07:36] well as um our consultant that did the
[1:07:38] parking
[1:07:39] analysis so it's been confirmed okay

[1:07:48] parking and uh we I suppose we all got
[1:07:51] an email today and I don't know if the
[1:07:53] the lady is here that was uh that sent
[1:07:55] us the information but she mentioned
[1:07:58] that there are hundreds of parking
[1:07:59] spaces including a garage and lots off
[1:08:03] Street in that area that could be used
[1:08:06] and it wouldn't matter if we uh you know
[1:08:08] got rid of the
[1:08:10] 144 on street parking or the 41 I think
[1:08:13] it's 41 this in the
[1:08:16] 2A can you comment on that you said you
[1:08:19] you looked at off street parking and we
[1:08:23] we looked at the on street parking
[1:08:24] demands the public
[1:08:26] parking the offsite off street parking
[1:08:29] was not considered as part of our
[1:08:32] analysis uh particularly because it is
[1:08:34] privately owned and it's it requires a
[1:08:37] little more investigation as to its
[1:08:38] needs um there's also businesses that
[1:08:41] may still not from the time they were
[1:08:43] built have off-site parking but it's
[1:08:46] also takes additional analysis to
[1:08:49] understand the on-site parking or
[1:08:51] off-site parking needs of each of the
[1:08:53] businesses is um and uses along the
[1:08:56] corridor to determine if it is meeting
[1:09:00] current zoning requirements or
[1:09:01] grandfathered zoning
[1:09:03] requirements um it's difficult to say
[1:09:07] whether or not would still be adequate
[1:09:09] to absorb the parking if it was removed
[1:09:11] from San Fernando Road and council
[1:09:13] member dine um I didn't see a copy of
[1:09:17] the email but we do not own we don't
[1:09:19] have a parking structure along San
[1:09:21] Fernando public parking structure right
[1:09:23] I don't think she mentioned it that they
[1:09:25] were public she said um garages and then
[1:09:28] she had buildings and lots and oh yeah
[1:09:30] privately owned yeah yeah
[1:09:33] yeah um yeah and we'll get a
[1:09:36] presentation that's um yeah one of our
[1:09:39] one of our speaker cards she'll be
[1:09:40] giving a

[1:09:59] alternative three would double the
[1:10:00] travel time can you put that in in

[1:10:05] where so the travel time is from Elk
[1:10:09] Avenue on the south end to Grand View
[1:10:11] Avenue on the North
[1:10:13] End in today's conditions that's
[1:10:15] estimated in either direction to be a
[1:10:19] 10-minute travel time both Northbound
[1:10:21] and southbound during Peak hour PM peak
[1:10:24] hour cuz that's that's the governing one
[1:10:26] that's the higher has the higher volume
[1:10:28] it with alternative three with the class
[1:10:32] 4 protected bike Lanes reducing the lane
[1:10:35] of travel in each
[1:10:38] Direction the number increases to 18
[1:10:41] minutes and I believe the southbound
[1:10:43] Direction 20 minutes in the Northbound
[1:10:45] Direction so near it nearly doubled both
[1:10:49] directions in the PM peak hour by
[1:10:51] reducing and eliminating the one lane
[1:10:55] okay um and then my other question is uh
[1:11:00] see page 20 I think I know the answer to
[1:11:03] this but I just want to make sure so uh
[1:11:06] on page
[1:11:08] 20 I don't know if you want to pull it
[1:11:10] up for now but anyway the here I'll I'll
[1:11:12] back up for you yeah just that the the
[1:11:16] the rightmost travel Lane there 11 ft I
[1:11:19] assume that's because of the parked cars
[1:11:21] but is that is that a requirement when
[1:11:23] we have a travel Lane against Park cars
[1:11:25] our minimum is 11 ft the the typical
[1:11:29] minimum Lane is 11
[1:11:32] and the typical parking Lane is also
[1:11:35] eight um so we've reduced the parking
[1:11:38] Lane to
[1:11:39] seven um because of the having the
[1:11:43] travel Lane adjacent to the parking Lane
[1:11:46] um having 18 ft total was preferable
[1:11:49] whether it was a 10-ft lane and an 8ft
[1:11:51] parking lane or vice versa but but
[1:11:53] having the 18 ft was preferable to have
[1:11:55] a little bit of separation between the
[1:11:58] two so so if you cut a foot off of that
[1:12:01] you that would be a a safety issue I
[1:12:05] would say it would be yes my
[1:12:08] opinion because I'm just thinking if you
[1:12:11] how much how how much uh uh space would
[1:12:15] you need for to buffer that bike lane
[1:12:18] would it be a foot or would it be less
[1:12:19] than a foot the typical buffer for a
[1:12:22] bike lane is 3 Fe oh 3 ft just for the
[1:12:25] buffer that's the typical buffer for a
[1:12:28] bike lane it it could be made less could
[1:12:30] be yeah but the the preferred is 3
[1:12:35] feet okay and the 10ft travel Lane is
[1:12:38] our is our
[1:12:40] minimum
[1:12:42] yes did any jurisdictions go narrower
[1:12:45] than that on through
[1:12:47] Lanes not that I have seen I know the
[1:12:50] city of La has been tightening things up
[1:12:53] but they've been using 10ft throughs and

[1:13:34] Boulevard and we're dealing with uh code
[1:13:37] enforcement is after dining spaces that
[1:13:40] have taken over but even with that if
[1:13:43] they have they have a permit from the
[1:13:45] city it meets the minimum requirement
[1:13:48] for
[1:13:50] accessibility okay and and if I could
[1:13:53] add the the parkway on that side it's
[1:13:55] 10t wide the intent of this is to remove
[1:13:58] the front four feet for
[1:14:00] planting maintain the back five or six
[1:14:04] feet depending on segment but making it
[1:14:06] a continuous without Meandering that

[1:14:58] 3A um I have a stti in the matter as I
[1:15:02] have cycled through San Fernando Road
[1:15:05] many times from Glenn Oaks Boulevard to
[1:15:08] Chevy Chase um where I make a ride and
[1:15:12] head to the LA River bike path at at
[1:15:14] Water bellage um for a time this was the
[1:15:19] first part of my commute to get to
[1:15:20] downtown Los Angeles uh as I became more
[1:15:24] familiar with the roads in
[1:15:25] Glendale uh I stopped using San Fernando
[1:15:29] as often mostly because due to the lack
[1:15:33] of bike lanes and angry speeding
[1:15:35] cars um the fact is that San Fernando
[1:15:39] Road is a dangerous road for all users
[1:15:43] on top of a few a handful of pedestrian
[1:15:47] injuries there have been a handful of
[1:15:50] bicycle collisions within the last
[1:15:52] decade um I would also like to mention
[1:15:56] one notable incident in on the San
[1:15:59] Fernando Road during the open Community
[1:16:02] open house event on March 23rd of this
[1:16:06] year two cars jumped on a curb and
[1:16:09] landed on a few tables of a restaurant
[1:16:12] at the intersection of San Fernando and
[1:16:14] Chevy Chase uh now I understand that
[1:16:18] it's a little bit South beyond the
[1:16:21] current project but that doesn't change
[1:16:24] the fact that it happened you know um
[1:16:27] think about think about this in an
[1:16:30] alternative timeline or Universe where
[1:16:33] the city council chose alternative run
[1:16:36] one and was implemented and that crash
[1:16:39] or worse crash occurred within that
[1:16:42] scope of the project it would not look
[1:16:45] good for the city of Glendale to say the
[1:16:49] least this is why we have projects to
[1:16:51] extend sidewalks to add bike lanes and
[1:16:54] sometimes bus lanes uh it's to prevent
[1:16:57] incidents like this from
[1:16:59] occurring and you have the power to
[1:17:02] prevent these such
[1:17:06] incidents uh please support option 3 3A
[1:17:10] or at the fair leas option two I yield

[1:17:31] alternative 2A is the best we can go
[1:17:33] with right now um I was at the meeting
[1:17:35] for the transportation parking
[1:17:36] commission when this came up and really
[1:17:38] what this project is all about is
[1:17:40] compromise um when obviously I want
[1:17:43] three um but that's not the reality that
[1:17:45] we live in um I we had the fire chief or
[1:17:48] sorry fire department staff come up and
[1:17:50] say that if we only had one single Lane
[1:17:52] that was 10 10 ft or even 12T that's not
[1:17:55] good enough in case of an emergency
[1:17:56] because cars can't like go to the right
[1:17:58] or left side of the street which makes
[1:18:00] sense and so to come up with a
[1:18:02] compromise to allow a bike lane
[1:18:03] southbound bike lane and still have uh
[1:18:05] emergency vehicles go uh in event of
[1:18:08] emergency uh we have two lanes that are
[1:18:10] now 10 ft uh additionally now this
[1:18:13] project will follow the timeline and
[1:18:15] follow the costs with a clean uh air
[1:18:17] Grand program I do want to mention that
[1:18:19] I'm a bit bummed that there was no room
[1:18:22] for a buffer for the bike lane so in my
[1:18:26] understanding a protected bike lane is
[1:18:28] about 3 to 5T but a buffer can be
[1:18:30] whatever size you want although I don't
[1:18:33] know if there's a legal minimum to
[1:18:36] enforce like the safe of a buffer versus
[1:18:40] a protected bike like Arrow not Lane
[1:18:43] sorry a protected bike buffer like
[1:18:46] there's buffer and there there's
[1:18:47] protected bike lane those are two
[1:18:48] different things um and you can see that
[1:18:50] in the picture even so if you go back to
[1:18:52] to Alternative 3A you can see there's a
[1:18:55] green right there's red uh sorry there's
[1:18:58] a stripes and then there's green poles
[1:19:00] those are plastic ballards that's a
[1:19:02] protected bike lane a buffer would just
[1:19:04] be a thicker stripe I believe on the
[1:19:07] lane and so I was confused why we
[1:19:09] couldn't have like at least a foot um I
[1:19:11] understand there's a minimum median
[1:19:12] requirement especially for turning left
[1:19:14] and the median will have dry Wells or
[1:19:17] water collection facilities so that
[1:19:19] might affect the actual buffer or how
[1:19:22] wide meeting is and the buffer this that
[1:19:24] you could add to the bike lane um but
[1:19:27] all in all I support alternative 2A and
[1:19:29] I hope we you know Al least got one bike
[1:19:32] lane versus zero which is what we're
[1:19:34] currently at right now thank you thank

[1:19:45] Durham mayor brotman members of the
[1:19:48] council I'm Alan Durham uh I agree with
[1:19:51] Mike borisoff I'm here to support the
[1:19:54] staff's
[1:19:55] recommendation to uh go with alternative
[1:19:58] 2A it's not a perfect world
[1:20:00] unfortunately compromise is needed uh 2A
[1:20:04] manages to add at least one dedicated
[1:20:07] bike lane on a street that has none in
[1:20:10] addition to maintaining on street
[1:20:12] parking and all four traffic
[1:20:15] Lanes unfortunately adding two bank
[1:20:17] Lanes would result in the loss of all
[1:20:21] the on street parking or the loss of one
[1:20:23] or two traffic Lanes this portion of San
[1:20:27] Fernando Road is under I'm sorry it's
[1:20:29] mostly older commercial buildings which
[1:20:32] have no dedicated parking they rely on
[1:20:35] the street
[1:20:36] parking uh and any parking structures
[1:20:40] that are in this portion of San Fernando
[1:20:43] or private property they're not public
[1:20:45] Lots where you can pay to
[1:20:47] park um and I think having no street
[1:20:51] parking would hurt these businesses
[1:20:54] economically and also Force parking onto
[1:20:57] residential streets rather than San
[1:20:59] Fernando Road eliminating one or two
[1:21:02] traffic Lanes to put two bike Lanes in
[1:21:06] is extremely problematic it's a heavily
[1:21:09] traveled
[1:21:11] thoroughfare and it will at least double
[1:21:14] the travel times during the rush hour
[1:21:16] and it's already really congested during
[1:21:18] those times traffic backs up there are a
[1:21:21] bunch of railroad crossings the signals
[1:21:23] last a very long
[1:21:25] time and I think reducing it to three or
[1:21:30] two lanes will
[1:21:32] divert uh traffic from San Fernando onto
[1:21:35] nearby residential streets will get that
[1:21:37] effect of people cutting through
[1:21:39] residential streets to avoid San
[1:21:41] Fernando Road and even if the traffic
[1:21:44] goes up to Glen Oaks Boulevard we're
[1:21:47] going to be losing two lanes on Glen
[1:21:49] Oaks in the future when the rapid
[1:21:51] transit uh North Hollywood bus project
[1:21:55] is implemented so Glen o is going to be
[1:21:58] going from six Lanes down to four if San
[1:22:01] Fernando goes from 4 to 3 or two it's
[1:22:05] just
[1:22:06] problematic uh for the neighborhoods
[1:22:08] because I think traffic will go up into
[1:22:10] the residential neighborhoods and the
[1:22:13] Glendale Fire Department has stated that
[1:22:17] this is going to be a threat to Public
[1:22:19] Safety due to delays in response time so
[1:22:23] I don't think you can really ignore that
[1:22:25] so please don't delay approving
[1:22:28] alternative
[1:22:29] 2A there's only 10 months to go to get
[1:22:33] this project rolling completed in order
[1:22:35] not to lose the grant money thank you

[1:22:55] Glendale um I did have a
[1:23:00] presentation um first I just want to say
[1:23:03] I'm not sure why it matters that all of
[1:23:04] the parking south of the 134 is private
[1:23:06] when it's 100% private businesses uh
[1:23:09] there's no Public Schools public parks
[1:23:15] residences um if you go to the first
[1:23:17] slide please thanks or the second
[1:23:21] slide thanks
[1:23:23] um so the staff report failed to look at
[1:23:24] the bigger picture of glendale's bike
[1:23:26] Network San Fernando intersects with
[1:23:28] five bike Lanes one future bike lane and
[1:23:30] the future Verdugo wash which is by far
[1:23:32] the most of any roadway in Glendale next
[1:23:35] slide that many connections to bike
[1:23:38] Lanes guarantees that San Fernando will
[1:23:40] be and is currently used by lots of
[1:23:41] cyclists in the past 10 years there were
[1:23:43] 28 cyclist hit on the portion of San
[1:23:45] Fernando within Glendale and two of
[1:23:47] those crashes resulted in the highest
[1:23:49] injury severity level other than death
[1:23:51] next slide
[1:23:53] over onethird of the crashes occurred
[1:23:55] within the project study area next
[1:23:58] slide my parking analysis shows that
[1:24:00] unlike the northern portion there's very
[1:24:02] little need for curb parking south of
[1:24:03] the 134 which is also where bike Lan is
[1:24:05] most needed next
[1:24:08] slide so in this first portion there are
[1:24:11] 44 off street parking spaces um and
[1:24:13] there's not a single curb parking
[1:24:16] space next
[1:24:19] slide uh this section is going to re be
[1:24:21] redeveloped with a project that includes
[1:24:23] a 385 space parking garage 121 surface
[1:24:26] spaces and an off Street loading zone uh
[1:24:29] there's no retail or any need for
[1:24:31] customer parking uh and there's only 14
[1:24:33] curb spaces anyways next
[1:24:35] slide here we
[1:24:37] have off street parking spaces and 12
[1:24:40] curb spaces over two blocks uh and it's
[1:24:43] mostly a junk lot if you couldn't tell
[1:24:45] um so here you can see that these two
[1:24:49] blocks for years now have just been used
[1:24:51] as junk truck storage which they're not
[1:24:52] customer parking next
[1:24:57] slide um again here's another block
[1:25:00] showing that this is just junk truck
[1:25:01] storage not customer
[1:25:05] parking so here we have 135 off street
[1:25:08] parking spaces and 10 curb spaces 50% of
[1:25:11] which are limited to 30 minutes uh so
[1:25:13] the also I wanted to point out the
[1:25:14] restaurant on the corner has 11 spaces
[1:25:16] of their own and a 14 space parking lot
[1:25:18] next door next
[1:25:20] slide um so here in front of moonlight
[1:25:22] rollerway we can see that this has been
[1:25:24] used for junk truck storage since at
[1:25:26] least 2015 next slide there's not a
[1:25:29] single curb parking space available on
[1:25:31] this final stretch of San Fernando but
[1:25:32] there are 539 off- street parking spaces
[1:25:36] which means this whole section is
[1:25:37] essentially just a giant parking lot
[1:25:38] next
[1:25:39] slide so all in all only 2% of the
[1:25:42] available parking within one block is on
[1:25:44] the curb and that's not even counting
[1:25:46] the curb parking available on side
[1:25:47] streets next
[1:25:49] slide my alternative proposal is north
[1:25:52] of 134 alternative 2A and south of 134

[1:26:16] they need parking up there and I don't
[1:26:18] want to take that away from them and it
[1:26:20] also that portion accounts for over % of
[1:26:22] the curb parking in the total project
[1:26:24] area despite being only a third of the
[1:26:26] length um and almost 100% of the retail
[1:26:28] parking okay and this would also connect
[1:26:30] to the verduga wash Highland Bike Lane
[1:26:32] and nearly to the rivil bike lane and uh
[1:26:34] I believe the bridge that the um that
[1:26:37] was talked about earlier okay thank you

[1:27:39] summarizing uh the arguments in favor of
[1:27:42] 2A as well as um option two south of the
[1:27:46] 134 I think reducing a few um spots of
[1:27:50] parking that's on this Corridor south of
[1:27:52] of the 134 is really um not much when
[1:27:56] you consider the uh safety that comes
[1:27:59] with having that dedicated bike lane so
[1:28:02] please consider that when you're
[1:28:03] thinking about this um reducing like
[1:28:06] they the staff presented you know the
[1:28:08] reduction in 35% of uh uh I believe it
[1:28:12] was 35% less bike accidents that might
[1:28:15] result of this would be uh I think a
[1:28:17] huge gain so again please please I
[1:28:20] support 2A uh
[1:28:22] for the portion uh north of 134 and two
[1:28:26] South thank

[1:29:05] community that's right they are impacted
[1:29:07] by uh traffic on San Fernando Road um in
[1:29:12] fact my house was just a little bit off
[1:29:14] one of those slides that we saw earlier
[1:29:16] um mostly speaking to north of the 134
[1:29:19] and at the 134 which is the bane of my
[1:29:23] existence right about there who else
[1:29:26] knows about this uh council member
[1:29:28] kassakian also knows about this
[1:29:30] experience of driving on San Fernando at
[1:29:33] the
[1:29:34] 134 so I wanted to say staff did a
[1:29:38] really good job of reaching out to the
[1:29:40] public I really appreciated that they
[1:29:43] not only made sure that people had uh
[1:29:46] visibility into what was happening when
[1:29:48] I reached out to them they were very
[1:29:50] responsive I really appreciated that uh
[1:29:53] the consultant also was really good at
[1:29:55] the open house and even beforehand there
[1:29:57] were problems with the survey at first I
[1:29:59] reached out to them to point out that it
[1:30:01] was requiring people to give an answer
[1:30:04] one two and three like minimum of three
[1:30:06] answers so um I'm not sure if those
[1:30:09] answers were taken away from the survey
[1:30:11] results that you saw at the beginning
[1:30:13] you couldn't say I have no problem with
[1:30:15] this road the way it is you couldn't say
[1:30:18] I don't want any of these um Solutions
[1:30:22] so I let them know that and they changed
[1:30:24] it I really appreciated that um I did
[1:30:27] want to highlight the results of the
[1:30:29] doorto door canvasing obviously not many
[1:30:32] residents came out tonight but you saw
[1:30:34] um in the staff report that um a large
[1:30:37] majority of people like things the way
[1:30:39] they are they recognize that there could
[1:30:42] be a lot of impacts from reducing
[1:30:44] traffic Lanes in particular also the off
[1:30:46] Street the parking I think more of an
[1:30:48] issue north of the
[1:30:50] 134 so
[1:30:54] so I'm strongly opposed to any
[1:30:57] alternatives that eliminate a traffic
[1:30:59] lane it's just a nightmare there already
[1:31:02] I really want to support 2A I want to
[1:31:05] ask a question I know that staff doesn't
[1:31:08] need to answer me I hope one of you will
[1:31:10] ask this question what happens on
[1:31:13] southbound San Fernando at the
[1:31:16] 134 where there are two tra excuse me
[1:31:20] that go to the left
[1:31:22] two traffic Lanes go through I was just
[1:31:24] there I can't see how you fit a bicycle
[1:31:26] lane there are they going to use sherrow
[1:31:28] right in that spot and if not how are
[1:31:30] they going to fit that bicycle lane
[1:31:32] without reducing two lanes of traffic
[1:31:34] plus those two lanes that turn left it
[1:31:37] gets backed up really badly everybody

[1:36:54] is traveling on that road I'm calling
[1:36:57] today to voice my support for
[1:36:58] alternative 2A while I believe that the
[1:37:01] best option is alternative three and
[1:37:02] it's alternative but with the concerns
[1:37:05] of the First Responders I can understand
[1:37:06] why I cannot be completed as currently
[1:37:08] designed I believe that there are
[1:37:10] options that can create a protected bik
[1:37:11] Lane in both directions such as the
[1:37:13] enforcement of parking rules reducing
[1:37:15] the number of abandoned cars client cars
[1:37:17] from adjacent body auto body shops junk
[1:37:19] hauling trucks crashed vehicles Etc
[1:37:22] maybe widen the media and put the bike
[1:37:23] Lanes in the middle of that to protect
[1:37:24] cyclist or road diet I'm positive that
[1:37:27] design team can come up with an
[1:37:28] alternative that promote Mobility safety
[1:37:31] and
[1:37:32] equality the installation of a bike lane
[1:37:34] would create a bike network of bike
[1:37:35] lanes that would promote a community of
[1:37:37] Wellness Glendale is a great city with
[1:37:39] the network of drivers being a dark
[1:37:41] cloud hovering over the heads of its
[1:37:42] citizens we have a wonderful opportunity
[1:37:44] here to continue to separate ourselves
[1:37:46] from Los Angeles city with a priori
[1:37:49] prioritization well big word on the
[1:37:51] citizens of the juel city we're a
[1:37:53] society of people and the implementation
[1:37:55] of 2A would be a step towards taking the
[1:37:56] road back for pedestrians and cyclists
[1:37:58] and reducing our dependency on cars
[1:38:00] thank

[1:38:41] Fernando Road that's south of the 134
[1:38:44] that would be eliminated by doing
[1:38:46] alternative 2 South of the 134 freeway
[1:38:49] how many 63
[1:38:52] 63 okay and the other question is um the
[1:38:57] median is right now designed at 9 ft
[1:39:00] correct correct is it possible to make
[1:39:03] it narrower so that you know we were um
[1:39:06] the mayor was asking about the buffer or
[1:39:09] about a it would take three feet uh to
[1:39:12] put um another bike path I get a bike
[1:39:15] lane on the other side uh could you
[1:39:18] decrease the median and then give us a
[1:39:22] give us parking and a bike path bike
[1:39:24] lane I'm sorry bike lane on the east
[1:39:28] side the 9 ft is the absolute minimum
[1:39:32] width for the left turn movements that
[1:39:34] are required at each of the
[1:39:35] intersections along sanfernando Road
[1:39:38] it's also the minimum required if we
[1:39:40] stripe it as a
[1:39:42] two-way left turn
[1:39:44] lane for um access in and out of
[1:39:48] driveways along the corridor that's
[1:39:50] currently been
[1:39:51] designed into the project so anything
[1:39:54] less than nine in all of the left term
[1:39:57] movements would go away or again it's
[1:40:00] it's the matter of having to transition
[1:40:01] in and out as we go and the length it
[1:40:04] takes to actually make those transitions
[1:40:07] work with very short spacing
[1:40:11] intersection to intersection to
[1:40:12] intersection it's it's say the 14 out of
[1:40:17] the 17 blocks you're unable to actually
[1:40:19] Implement any form of buffer at 3T
[1:40:22] because of the length you need to make
[1:40:23] the transitions
[1:40:25] work thank

[1:40:35] question about um the ability to put
[1:40:38] bike Lanes um by the
[1:40:42] 134 yes it is she's not wrong it is very

[1:40:51] required in the southbound um we have
[1:40:53] narrowed the lanes through there in
[1:40:55] order to fit the one southbound bike
[1:40:58] lane in there an alternative
[1:41:04] 2A um follow up on that one yeah of
[1:41:06] course so so that so you've worked out
[1:41:09] so is there is there a need for any
[1:41:11] special signal there for because I I
[1:41:14] can't picture it I'm sorry but but a
[1:41:16] bike traversing cars getting onto the
[1:41:18] freeway how does the signaling work
[1:41:20] there
[1:41:21] the um southbound the class 2 bike lane
[1:41:24] in the southbound direction is running
[1:41:26] along that Westerly curb so it's running
[1:41:28] right along the railroad Corridor so the
[1:41:31] bikes themselves are not in conflict
[1:41:34] with those making the left turn to go
[1:41:36] onto Dorne Street to go to the freeway
[1:41:38] they're runting parallel to the
[1:41:39] southbound movement of
[1:41:41] cars okay okay did you have another
[1:41:46] question
[1:41:48] um no I just have comments so I'll
[1:41:52] wait okay Council Riv kasak I asked all
[1:41:55] my questions thanks okay um I don't have
[1:41:59] much but
[1:42:01] um I did want to see if you could
[1:42:05] respond to two questions that uh one of
[1:42:08] the speakers raised one was why couldn't
[1:42:10] we do more of San Fernando and the other
[1:42:13] was about uh two-way bike lane um if you
[1:42:18] could just explain I know those were in
[1:42:19] your pres well second one was in your
[1:42:21] presentation but maybe you could just
[1:42:23] run through it again for for everyone's
[1:42:25] sake I'll let me take that one first and
[1:42:27] I'll hand it to staff about the limit of
[1:42:30] the project um on that side of it um but
[1:42:33] yes the alternative 3A was effectively
[1:42:36] that alternative that provided a two-way
[1:42:40] cycle track on the west side of San
[1:42:44] Fernando Road the space required for
[1:42:48] that still necessitates the need to
[1:42:52] remove one lane of traffic on the street
[1:42:55] there's just not enough room curb to
[1:42:56] curb to fit that facility in um
[1:43:00] additionally um that alternative because
[1:43:04] now we have two-way bike traffic on the
[1:43:07] west side we have cyclists that are
[1:43:09] going against traffic that requires
[1:43:13] traffic signal modifications each one of
[1:43:15] those
[1:43:16] intersections and the those
[1:43:17] intersections that include the rail
[1:43:19] Corridor is what triggers the need to
[1:43:21] involve the Public Utilities Commission
[1:43:24] and metr Link and that's a 12 to 18month
[1:43:26] process to get through that's what the
[1:43:29] detriment to that
[1:43:31] alternative okay and the first
[1:43:36] question uh Mr Mayor the the limits of
[1:43:39] the uh project were based on the
[1:43:42] application you know the the Grant
[1:43:44] application I believe that we had
[1:43:45] submitted so that's those are that's the
[1:43:48] extent that we have funding for okay all
[1:43:52] right um may have one more question you
[1:43:55] have another question I yes um the
[1:43:59] images that were shown with the uh junk
[1:44:04] trucks um along San Fernando I know this
[1:44:08] is an issue that I've had conversations
[1:44:11] with staff about previously um how do
[1:44:15] they get to just park there cuz I know
[1:44:17] we had that same issue that I had
[1:44:19] brought up on col
[1:44:21] where one of the mechanic shops was just
[1:44:23] putting out all the cars um and not
[1:44:27] allowing others to park there um it's
[1:44:30] not just taking away parking um but it's
[1:44:33] also uh just makes the street look
[1:44:35] really ugly and you know I see San
[1:44:37] Fernando also has a connector um Street
[1:44:41] um when you're trying to go from Las VES
[1:44:43] to the to glendell and then obviously
[1:44:45] from glendell to Burbank so um what
[1:44:48] rules do we have in place that can
[1:44:53] help get rid of that um what are some
[1:44:56] measures that we could put in place cuz
[1:44:59] that seems to be an ongoing problem
[1:45:01] council member saan I I believe the
[1:45:04] pictures that the speaker was sharing
[1:45:06] with you and showing were pictures of
[1:45:08] trucks that haul away junk per se they
[1:45:12] were not junk cars and I'm not sure if
[1:45:16] there's a business on San Fernando or a
[1:45:17] couple of businesses that are engaged in
[1:45:19] that kind of business business and those
[1:45:21] are the trucks they use for their
[1:45:23] operation and and businesses as far as
[1:45:26] the auto body shops that you're
[1:45:27] referring to our code enforcement has
[1:45:30] been out there our parking enforcement
[1:45:32] been out there and they site them and uh
[1:45:35] that's pretty much uh what we can
[1:45:38] do so they remove them as we site
[1:45:43] them okay and they they can keep them
[1:45:46] there for like 3 days out of 10 72 hours
[1:45:48] per the California vehicle code
[1:45:51] and if it's even if it's the same
[1:45:52] vehicle or they just rotate the cars
[1:45:54] that they
[1:45:56] have well
[1:45:58] okay um and then if if we did go with 2A
[1:46:04] um on the North side and then just two
[1:46:07] on the south would this delay the
[1:46:09] project
[1:46:12] implementation if we moved forward with
[1:46:15] 2A to the north two to the South um the
[1:46:18] removal of the parking would
[1:46:21] our recommendation the staff would be to
[1:46:24] it'd be another round of Outreach to
[1:46:25] those businesses specifically to
[1:46:27] understand what the impact is to them to
[1:46:30] have lost the on street parking and we
[1:46:32] have gone door too through the corridor
[1:46:35] we've heard from many of those
[1:46:36] businesses and the the uniform message
[1:46:41] was don't touch the parking they need it
[1:46:44] so there was going to if we move forward
[1:46:47] with that
[1:46:49] solution the engagement with the
[1:46:51] businesses is going to be a critical
[1:46:53] step actually if I may um council member
[1:46:56] Satan uh we don't have the time to do
[1:46:59] any additional Outreach we're looking at
[1:47:02] 10 months to get this project designed
[1:47:04] and advertised and constructed so you
[1:47:06] would have to rely on you know the
[1:47:08] feedback that we got the first time
[1:47:11] about the uh impact of removing
[1:47:15] parking that's all the questions I have
[1:47:17] I want to hear from my colleagues um
[1:47:21] well I'll just wait when I make comments
[1:47:23] so okay do you have comments we can I
[1:47:26] think we can wrap it up okay well I
[1:47:30] think the project is H is a good one um
[1:47:32] revitalizing this Corridor is a good
[1:47:34] idea and we've got the the funding for
[1:47:36] it uh one thing I noticed uh in the uh
[1:47:40] the staff report is the fact that if we
[1:47:41] go with 2A there is still a possibility
[1:47:44] in the future that we could add a bike
[1:47:46] lane uh on the other side on the east
[1:47:49] side so uh giving uh that inform given
[1:47:53] that information um I think the median
[1:47:55] the bump outs the C oh that reminds me
[1:47:58] the crosswalks I don't see that maroon
[1:48:00] and yellow do I on the oh good okay
[1:48:03] great I just wanted to make sure that
[1:48:05] wasn't going to happen down there um but
[1:48:08] uh I think it's a again a good uh
[1:48:11] compromise um I and U so I'm going to go
[1:48:14] along with uh with that recommendation
[1:48:17] that we use alternative 2A 2A okay
[1:48:23] colleagues yeah so
[1:48:25] um I I look very close to this
[1:48:29] uh these proposed improvements and I can
[1:48:32] tell you that I'm uh familiar with some
[1:48:35] of the issues that um Miss hunger
[1:48:37] pointed out and others have uh I I think
[1:48:41] that there's not going to necessarily be
[1:48:43] an ideal solution for anyone because
[1:48:46] people are very used to um doing things
[1:48:48] in in a certain way the business
[1:48:50] businesses are accustomed to uh feeling
[1:48:53] a sense some businesses not all but some
[1:48:55] of the businesses have a sense of
[1:48:56] entitlement to the parking of the public
[1:48:58] parking that's available there um there
[1:49:01] isn't necessarily um adherence to the
[1:49:06] the rules of the road and to the speed
[1:49:09] limit um at various times it does get
[1:49:11] congested around um Rush Hour especially
[1:49:14] as people are either trying to get onto
[1:49:16] the 134 freeway or get off of it but do
[1:49:20] believe that one of the things that we
[1:49:22] continuously hear about and this is
[1:49:25] being um presented in the in
[1:49:28] the uh frame of we have to do this for
[1:49:32] bicyclists or we have to do this for
[1:49:35] pedestrians uh I'm not necessarily sure
[1:49:38] if we build it they will come uh but the
[1:49:40] ones who do use it I suppose will feel a
[1:49:42] little bit safer if we have uh bike
[1:49:45] Lanes I personally believe uh protected
[1:49:47] bike lanes are the best but given a
[1:49:50] number of considerations that we're
[1:49:51] trying to balance including the access
[1:49:54] um of uh first responder vehicles uh
[1:49:57] whether it's police or fire I think that
[1:50:00] um alternative 2A is the best compromise
[1:50:03] we can come up with I would also I also
[1:50:07] believe that whatever changes we make
[1:50:09] may have present some challenges
[1:50:11] initially but people will adapt they
[1:50:14] will figure out ways around
[1:50:16] it as far as San Fernando Road is
[1:50:19] concerned and I've said before in these
[1:50:21] Chambers and I'll say it again I have a
[1:50:22] lot of Burbank Envy one of the few
[1:50:25] things I envy about Burbank um is uh how
[1:50:28] nice their section of San Fernando Road
[1:50:30] looks in comparison to ours in
[1:50:33] comparison to what we have in our
[1:50:34] medians the the trees the shade um the

[1:50:44] our section of San Fernando is not like
[1:50:46] burbank's section of San Fernando theirs
[1:50:48] leads immediately into into a very
[1:50:50] vibrant downtown area it's more
[1:50:52] commercial there's some residential
[1:50:53] whereas ours goes through a much uh more
[1:50:57] Industrial Area um it is a lot of
[1:51:00] businesses a lot of shops um a lot of
[1:51:03] mechanic uh shops and other other
[1:51:06] different uses light industrial
[1:51:09] nevertheless that shouldn't be an excuse
[1:51:10] for it to look the way it does so I
[1:51:13] think that we need to do some
[1:51:15] improvements and I think 2A um hopefully
[1:51:18] with some very creative
[1:51:21] um Nice Landscaping with some more
[1:51:23] mature trees will make it a more
[1:51:25] inviting and nicer uh drive for people
[1:51:28] to enjoy as they slow down with these
[1:51:31] new changes thank you counc
[1:51:35] verat um I think what we have in front
[1:51:37] of is a beautification project and I
[1:51:39] think that's what we need to be
[1:51:41] concentrating on with understanding that
[1:51:43] it's also an opportunity for us to um
[1:51:47] use it to enhance it um I'm in agreement
[1:51:50] with the 2A um I do have a couple of
[1:51:52] comments with respect to I think as
[1:51:54] we're thinking down the road and the
[1:51:56] opportunities that are there um for the
[1:51:59] future um to be mindful of the type of
[1:52:02] green um that we're installing on the
[1:52:04] railroad side um and making sure that
[1:52:08] we're actually on the opposite side
[1:52:10] where the sidewalk is for us to actually
[1:52:12] have a lot more shade um and shaded
[1:52:15] trees that um allow for pedestrians to
[1:52:18] have a better experience
[1:52:20] um I do want to commend the staff um and
[1:52:23] the consultant on your community
[1:52:26] outreach um I was very impressed to see
[1:52:28] the door knocking numbers um and the
[1:52:32] different
[1:52:33] languages um in which you communicated
[1:52:35] in and keep it the good work
[1:52:38] thanks thanks and um for me I um I think
[1:52:43] 2A is a good compromise I mean I would
[1:52:46] you know if everything else were equal I
[1:52:48] would just go for three or
[1:52:50] too but um I just think this roadway
[1:52:53] it's it's it's just too problematic um
[1:52:56] not the right time but maybe something
[1:52:59] we could come back to in the future uh
[1:53:01] if uh Transportation patterns evolve so
[1:53:05] I'm good with TOA I I I am intrigued by
[1:53:08] this idea of two to the south of the 134
[1:53:10] I think um I think the speaker made it
[1:53:14] you know a very convincing case that the
[1:53:16] businesses that are there have their own
[1:53:19] parking and people are not pulling up
[1:53:21] and parking on the street to engage with
[1:53:24] those
[1:53:25] businesses um and a lot of it is red
[1:53:28] curbs we're not losing that much parking
[1:53:30] in that area so um and I don't know you
[1:53:33] say you'd have to go back out and do
[1:53:35] more Outreach but we've done the
[1:53:37] Outreach we know the opinions um it's a
[1:53:39] matter of us making a policy decision so
[1:53:43] um if my colleagues were were amable I
[1:53:46] would certainly support to to the the
[1:53:50] south of the 134 and 2 a to the north um
[1:53:54] but I'll leave it I'll leave it to the
[1:53:55] rest of them on that the only other
[1:53:57] thing I I I do want to bring up kind of
[1:53:59] a smaller point which is on slide
[1:54:02] 10 um this was brought to my attention
[1:54:06] if you could pull up slide 10 there
[1:54:09] um I think you're building in a slip
[1:54:13] lane right is that that's not there now
[1:54:16] right that where it says that slip lane
[1:54:19] it says enhanced cross rock yeah current
[1:54:22] currently it is a freeer turn movement
[1:54:25] there this is the lane that heads on
[1:54:27] Colorado to the freeway ramp um
[1:54:32] the crosswalk today goes from Curb
[1:54:36] return to curb return and there's a
[1:54:37] painted Island out there today right um
[1:54:41] this is looking we're looking at
[1:54:43] alternatives for this um because we do
[1:54:45] know the challenges of having the
[1:54:47] interface of a free right turn movement
[1:54:49] versus pedestrians and
[1:54:50] cyclist um for Solutions this is one of
[1:54:54] them that we're looking at with a raised
[1:54:56] Island um it does shorten the the paths
[1:54:59] of travel it moves The Pedestrian
[1:55:02] crosswalk across that right turn linee
[1:55:05] into an area more visible as opposed to
[1:55:08] being further around the curb return
[1:55:09] where it's at today um so there's
[1:55:13] several Alternatives being evaluated
[1:55:15] there is no final decision yet on what
[1:55:18] this configuration is going to look like
[1:55:20] yeah that that I mean we've talked about
[1:55:22] slip Lanes before and how slip Lanes do
[1:55:24] encourage uh speeding through an
[1:55:27] intersection um obviously makes it
[1:55:29] pretty easy and people are oriented
[1:55:31] towards getting on the freeway so
[1:55:32] they've got that that highspeed
[1:55:34] mentality so they're going to be
[1:55:35] whipping around that um anybody Crossing
[1:55:38] that is probably um at some
[1:55:41] risk uh and um you could you could just
[1:55:46] have a a sharp turn radius there you
[1:55:48] could just build it out right um where
[1:55:50] you have it painted now you could build
[1:55:52] it out uh I don't know what you would
[1:55:54] put there but but I would personally I
[1:55:57] would like to see us look at ways that
[1:55:59] we can avoid uh creating um a a you know
[1:56:04] a passageway there that's going to
[1:56:05] really you know encourage people to
[1:56:08] speed through it and potentially have
[1:56:09] conflict with pedestrians so I would
[1:56:11] just put that out but um I will um take
[1:56:15] a motion in a second if unless anybody
[1:56:17] has any more comments is there let me
[1:56:20] just ask is there support for the no two
[1:56:23] below the
[1:56:25] 134 I would be open to it no I would not
[1:56:29] I think that parking is very important
[1:56:30] to the business owners and um I think

[1:56:37] was she showed how the business owners
[1:56:39] don't use that parking because they have
[1:56:42] large parking lots for their businesses
[1:56:44] that's where I'm I'm kind of that's what
[1:56:47] was intriguing about that is if they
[1:56:48] have their own parking people visiting
[1:56:51] those businesses are not parking on the
[1:56:53] street I don't know who is parking on
[1:56:55] the street if I may Mr Mayor I'd like to
[1:56:57] ask Mr Somerville to kind of talk a
[1:56:59] little bit more about that Outreach and
[1:57:01] what they found south of the uh the
[1:57:03] freeway yeah and it goes back to the
[1:57:06] door-to-door canvasing of the businesses
[1:57:08] through the corridor as a whole and I
[1:57:10] say unilaterally each of the businesses
[1:57:13] we're very concerned about losing
[1:57:15] parking um not every business has
[1:57:19] off-site parking for themselves um it
[1:57:24] the parking that was shown offsite are
[1:57:27] all private lots for
[1:57:29] businesses it's not public parking as
[1:57:31] was mentioned previously um so like one
[1:57:35] can one user can use another parking lot
[1:57:38] if parking is eliminated they don't have
[1:57:40] the right to be using the parking lot if
[1:57:42] it's not their business so it's a it's a
[1:57:45] little bigger picture view that would
[1:57:48] have to be looked at about is it is
[1:57:50] there really sufficient parking out
[1:57:52] there today but again what we've heard
[1:57:56] throughout the Outreach efforts
[1:57:58] was the businesses are relying on the
[1:58:00] parking for whether it's employees
[1:58:02] whether it's
[1:58:05] customers okay may I'm gonna I'm I'm

[2:00:43] council meeting one motion to approve

[2:00:46] suggestions on the rental rights program
[2:00:49] with the intention of revisiting these
[2:00:50] suggestions in a Redline version of the
[2:00:52] ordinance at a subsequent Council meet
[2:00:55] session two motion to approve rental
[2:00:58] rights marketing strategy three motion
[2:01:00] to provide Direction on the desire to
[2:01:02] establish a dispute resolution mediation
[2:01:08] program mayor bman and mayor protm dine
[2:01:11] asked that uh because of the importance
[2:01:14] of this item and the absence of council
[2:01:17] member Naran we postponed this to the
[2:01:19] next council meeting on September 12th
[2:01:22] when we'll have a full Council and
[2:01:24] you'll be able to call in as you had
[2:01:28] noted uh and and your other two
[2:01:31] colleagues uh agreed with that suggest I
[2:01:35] I agreed on it based on the assumption
[2:01:36] that that the mayor had said that
[2:01:40] yeah we may have to postpone it till
[2:01:43] till October in that
[2:01:48] case
[2:01:50] I mean had you not confirmed that no I
[2:01:52] mean I'm on a trip to Europe you know um
[2:01:55] to get up in the middle of the night to
[2:01:57] make a vote on something that we talked

[2:03:58] received a report regarding the landlord
[2:04:00] tenant ad hoc committee update on their
[2:04:03] work plan um they had um primarily three
[2:04:06] main tasks that included the rental
[2:04:09] rights uh program
[2:04:11] ordinance uh developing education and
[2:04:13] marketing strategies and evaluating a
[2:04:16] voluntary uh dispute resolution program
[2:04:19] at the last meeting um uh Mr zadorian
[2:04:23] presented the first item the first task
[2:04:26] and received Direction and suggestions
[2:04:29] from Council and Council decided to
[2:04:31] continue the other two items to this
[2:04:33] evening uh that will be related to
[2:04:36] marketing strategies and again uh
[2:04:38] voluntary dispe resolution program that
[2:04:41] Mr zorian will walk you
[2:04:43] through good afternoon mayor city
[2:04:45] council uh as Mr Ganan said I'm going to
[2:04:48] to be continuing the discussion on the
[2:04:51] ad out committee's work plan we're going
[2:04:53] to start with the marketing aspect and
[2:04:54] then later on the mediation so the
[2:04:58] council tasked with the committee with
[2:05:00] uh looking into the marketing and
[2:05:02] Outreach strategy of the uh rental
[2:05:04] rights program uh staff took a couple of
[2:05:07] reports to the committee the committee
[2:05:09] discussed strategies and staff took
[2:05:12] their insights and came up with this uh
[2:05:14] report that we're presenting today um so
[2:05:20] the committee had three goals in mind
[2:05:22] when they discuss the strategy uh
[2:05:25] including increasing awareness promoting
[2:05:27] engagement and providing education and
[2:05:29] resources uh so for the increased
[2:05:32] awareness obviously we want to be uh we
[2:05:34] want the community to know that we exist
[2:05:36] uh they're aware of us want to get the
[2:05:38] word out on the rental rights program so
[2:05:39] tenants and landlords are aware of the
[2:05:41] program and can utilize um the services
[2:05:44] and the protections to promote
[2:05:46] engagement we want the commune Community
[2:05:49] to be able to come to us engage with our
[2:05:52] content so we understand what their
[2:05:54] needs are and we can better address
[2:05:56] those needs and third uh provide
[2:05:58] education and out uh resources obviously
[2:06:00] we want to be able to have resources
[2:06:02] available to provide to them when they
[2:06:04] come to us when they visit our websites
[2:06:06] when they see us on social media
[2:06:11] and so the first part of
[2:06:15] that well I have a slide missing here
[2:06:17] but the first part of that was creating
[2:06:19] a website uh that would serve as a hub
[2:06:22] for the rental rights program our
[2:06:24] current website is a little funky uh
[2:06:26] it's hard to navigate so the goal was to
[2:06:28] create a website that is user friendly
[2:06:31] easy to navigate uh it serves as a
[2:06:33] central hub for landlords and tenants to
[2:06:35] access information uh guides find out
[2:06:38] when events are coming up
[2:06:41] uh frequently ask questions and an easy
[2:06:44] place for for them to access have a
[2:06:47] quick video here of the website what it
[2:06:49] might look like uh so the main page
[2:06:51] would include perent information uh easy
[2:06:56] access guides contact information down
[2:06:59] there and then up here you'd have uh
[2:07:02] different links that lead to guides
[2:07:04] again uh for fair housing ab1 1482 our
[2:07:08] main brenal rights program just CA you
[2:07:11] location ass distance and each of those
[2:07:13] will have a detailed guide on what those
[2:07:17] sections entail and then uh again more
[2:07:22] guides and up there we go soon as events
[2:07:26] you'll be able
[2:07:27] to or resources I'm sorry so this page
[2:07:31] will have a video guide in multiple
[2:07:34] languages I forgot to mention that the
[2:07:36] website will be available in multiple
[2:07:37] languages including Armenian Spanish uh
[2:07:40] tagalag and Korean at the very least uh
[2:07:43] again events page you'll be able to go
[2:07:45] and see what our future upcoming events
[2:07:47] on FAQ for any question questions that
[2:07:49] landlords or tenants have and a contact
[2:07:52] page it just has our contact information
[2:07:56] so the other aspect of our marketing is
[2:07:58] social media something that we need to
[2:08:00] improve on and the committee noticed
[2:08:02] that and with as far as social media is
[2:08:05] concerned um we're going to create new
[2:08:08] content hopefully use the city's U
[2:08:11] already existing social media platforms
[2:08:14] to reach an a specific audience
[2:08:16] considering social media we can Target
[2:08:17] specific audiences that we want to get
[2:08:20] the information that glendell residents
[2:08:22] renters
[2:08:23] homeowners um social media is going to
[2:08:27] be targeting a younger audience versus
[2:08:29] our traditional medium where we target
[2:08:32] an older audience uh the good thing
[2:08:34] about social media is that it's organic
[2:08:37] sharing uh um the organic sharing allows
[2:08:40] it to reach a wider audience so we might
[2:08:43] create content for specific audience but
[2:08:45] through the medium it gets shared with
[2:08:48] but an audience that we weren't
[2:08:49] expecting to share with so the reach is
[2:08:52] much wider um we create again compelling
[2:08:56] content
[2:08:57] infograph um staff describing the
[2:09:03] program so our traditional marketing
[2:09:05] will continue uh with print material we
[2:09:08] plan on sending targeted mailers uh
[2:09:10] we've done this in the past where we
[2:09:12] target uh majority of residents in
[2:09:14] glendell and landlords in and outside of
[2:09:17] glendell uh we will be uh sending flyers
[2:09:20] and brur in the gwp mailers and uh we
[2:09:25] also plan on sending BR to any new
[2:09:27] properties that are purchased in
[2:09:28] glendell so the landlords are aware of
[2:09:29] our rules and reg regulations we also
[2:09:33] plan on having inserts in what used to
[2:09:35] be called the thirds day folders for
[2:09:36] gusd I'm not sure what that process is
[2:09:39] now but they do send out packets to
[2:09:41] students so we plan on doing that as
[2:09:45] well and another new part of of what the
[2:09:49] committee uh recommended was creating
[2:09:51] Partnerships in the community with
[2:09:53] existing
[2:09:54] organizations uh we want to build
[2:09:56] relationships with management companies
[2:09:58] tenant organizations landlord
[2:09:59] organizations so we're aware of the
[2:10:01] problems before they become much bigger
[2:10:03] problems so we can address them quicker
[2:10:05] uh so we can leverage resource resources
[2:10:08] and expertise uh so we can train their
[2:10:10] staff if they need training so we can
[2:10:12] understand what their needs are as uh
[2:10:14] landlords and
[2:10:17] tenants
[2:10:19] and then we will continue community
[2:10:21] outreach uh our plan is to go into each
[2:10:24] neighborhood of glendell have small
[2:10:26] intimate meetings we used to have much
[2:10:28] larger meetings but it U we found that
[2:10:30] it wasn't effective not a lot of people
[2:10:32] were showing up but our smaller intimate
[2:10:34] meetings in specific neighborhoods we
[2:10:37] were getting a lot of traction so we're
[2:10:38] going to continue that uh we'll make
[2:10:40] sure to cover uh all areas of glendell
[2:10:43] multiple languages uh each month we will
[2:10:46] be at a different neighborhood in GL
[2:10:48] lendel just to make sure that we cover
[2:10:49] cover our
[2:10:52] bases and then yearly we will evaluate
[2:10:54] the uh effectiveness of the Outreach So
[2:10:59] based on how uh how how many people are
[2:11:02] showing up at our meetings uh social
[2:11:05] media analytics website reach um and we
[2:11:09] will refine and optimize based on that
[2:11:11] data to create a better program moving
[2:11:13] forward create a better Outreach and see
[2:11:15] where we're being effective and where
[2:11:16] we're not uh this is the timeline of how
[2:11:20] we plan on doing things so we'll
[2:11:21] launched the website we'll conduct
[2:11:23] surveys in the beginning so we can have
[2:11:25] something to test against uh later on in
[2:11:28] the months we'll develop print materials
[2:11:30] in the second month launch the website
[2:11:33] uh create
[2:11:35] newsletters start booking venues for the
[2:11:38] events and then on to the third and
[2:11:41] fourth month start social media
[2:11:43] advertising Distributing the print
[2:11:46] materials five uh month five and six gwp
[2:11:50] mailers uh Community workshops more
[2:11:53] targeted social media advertising and
[2:11:56] then the rest of it is basically repeat
[2:11:58] until uh 910 where we analyze the
[2:12:02] results and either come back to council
[2:12:05] with a new plan or continue if it's an
[2:12:07] effective uh marketing
[2:12:09] strategy uh that concludes the first
[2:12:11] part as far as
[2:12:16] advertising um you want to just move on
[2:12:19] and we'll do the second part and then
[2:12:20] well why don't we just comment on this
[2:12:22] have any comments well I just wanted to
[2:12:23] say it seems like very comprehensive
[2:12:25] marketing strategy uh you're hitting all
[2:12:28] you know every neighborhood every trying
[2:12:31] to get every person in the gwp mailing
[2:12:34] list every language is being considered
[2:12:37] you you've um simplified I think uh I'll
[2:12:40] have to try it myself then I'll know uh
[2:12:43] the uh the website so um thank you for
[2:12:46] for all of this and uh um I hopefully
[2:12:49] that uh you know we we can get the word
[2:12:51] out using all of your your new
[2:12:53] strategies thank

[2:13:23] try and um create efficiencies I
[2:13:27] personally am a little oldfashioned and
[2:13:29] I like to actually speak to a living
[2:13:31] human being right so uh our hotline we
[2:13:34] have a hotline it's on all on on all our
[2:13:36] brur it's
[2:13:46] 8185483280 and rent glendaleca.gov if
[2:13:50] anyone wants to email
[2:13:52] us both again myself and Andra need
[2:13:55] respond and so this is a number through
[2:13:57] which we received uh what was it about
[2:14:00] 600 or 800 calls or uh the 600 calls
[2:14:04] would be this year but it's already 800
[2:14:06] since uh I believe the report was
[2:14:08] released but 800 calls that's the number
[2:14:10] that uh people are calling that's how
[2:14:14] how we're getting that figure so um
[2:14:16] after someone calls that number and
[2:14:18] we've spoken to them do we ask a
[2:14:21] question how did you hear about this
[2:14:22] number no we have not been asking that
[2:14:24] question okay um I would like to see us
[2:14:27] ask that question because that is going
[2:14:29] to help us understand where and how
[2:14:31] people are getting information they
[2:14:33] obviously found the number it would be
[2:14:34] good to know which of the methods of
[2:14:36] getting the information out there is
[2:14:37] most effective maybe people are using an
[2:14:40] online search engine to come across it
[2:14:41] or you know they're Meandering through
[2:14:44] the Maze of a municipal website find it
[2:14:46] um also a bus ads are we going to be
[2:14:49] utilizing bus shelter ads or our own um
[2:14:52] beine buses to promote this program that
[2:14:55] has been a thought but we haven't really
[2:14:57] looked into it we can look into doing
[2:14:59] that we thought about it but nothing
[2:15:01] serious but we
[2:15:03] can well I I I would certainly support
[2:15:06] the idea of using bus um our bus system
[2:15:09] to get the information out there in fact
[2:15:11] the more we can do the better but uh I
[2:15:14] also would like us to know how people
[2:15:15] are hearing about us and then also if
[2:15:18] there is the possibility I don't want to

[2:15:24] uh getting a survey answered uh or a few
[2:15:28] questions that can ascertain what their
[2:15:31] impression of of the service that they
[2:15:34] received or the answers they received
[2:15:35] was was it helpful was it not helpful
[2:15:38] Etc thank
[2:15:41] you um you went through the website
[2:15:44] really quickly um I didn't catch um is
[2:15:48] there an option um for translation of
[2:15:51] the website materials yes uh we're going
[2:15:53] to have it available in again Spanish
[2:15:56] Armenian Korean talag and every other
[2:15:59] language that we have access to with
[2:16:01] through the translator okay um I think
[2:16:04] the two other I mean this is really um
[2:16:07] impressive and extensive um I would
[2:16:10] definitely add um ethnic
[2:16:14] media um to your list for outreach um I
[2:16:17] think whether it's the um Latino
[2:16:20] Community the Filipino and Korean or the
[2:16:24] Armenian um the demographic tends to
[2:16:27] also the most vulnerable tend to also
[2:16:29] turn to you know even like the Army and
[2:16:32] TV stations um for their information and
[2:16:36] whether it's through interviews or
[2:16:38] through an ad that we can we can place
[2:16:42] and then I think with the Partnerships
[2:16:45] um one of the names or one of the
[2:16:47] categories that I think is missing is
[2:16:48] the senior buildings and the senior
[2:16:51] housing buildings I think you know
[2:16:53] making sure that this information is
[2:16:55] also reaching the
[2:16:57] seniors would be critical that's
[2:17:00] it thank you and yeah I I'll just say I
[2:17:04] I think this is really strong uh
[2:17:07] comprehensive plan and uh I'm excited to
[2:17:10] see us execute it um on the on the
[2:17:15] rotating workshops I I I like I like
[2:17:18] that and and hope that um and I think
[2:17:20] the intent is is to be reaching out to
[2:17:22] both tenants and landlords and making
[2:17:24] sure that um the community on you know
[2:17:27] both both of these groups understand
[2:17:29] what the rules of the road are um
[2:17:32] because um as I've spoken to some people
[2:17:36] about I think part of the problem is
[2:17:37] people just don't necessarily know what
[2:17:40] the obligations are of a landlord what
[2:17:42] the what the obligations are of a tenant
[2:17:43] and the rights and and all that so um so
[2:17:47] it's great
[2:17:48] yeah okay let's move on then to the next
[2:17:53] piece
[2:17:58] so no we're not done we're not done the
[2:18:01] agenda yeah we'll move on to the second
[2:18:03] part so the third U act action or the
[2:18:08] third item that the committee was uh uh
[2:18:11] signed to review was a mediation program
[2:18:13] and the possibility of implementing one
[2:18:16] in glendel um I'm going to present the
[2:18:19] a PowerPoint similar to what was
[2:18:22] presented to the committee and then we
[2:18:24] can discuss their uh s suggestions on a
[2:18:27] mediation program so as you all are
[2:18:30] aware a mediation program is uh designed
[2:18:32] to basically bring two parties together
[2:18:34] to come to a conclu uh or work things
[2:18:37] out as simple as that uh two parties
[2:18:40] that have an issue uh it's designed to
[2:18:42] put them in a room together so they can
[2:18:44] come to a conclusion that's beneficial
[2:18:46] for both parties or find find some
[2:18:47] common
[2:18:48] ground um if the council decides that
[2:18:51] they want to move forward with a
[2:18:53] mediation program there are going to be
[2:18:54] a few points decision points uh we'll
[2:18:58] have to decide whether it's a voluntary
[2:18:59] program or mediation or mandatory
[2:19:01] program so that would mean whether the
[2:19:04] landlords or tenants are required to
[2:19:06] participate or their participation is
[2:19:09] voluntary we would have to figure out
[2:19:11] what type of disputes the program
[2:19:12] addresses rent increases security
[2:19:14] deposits evictions um what who operates
[2:19:17] the program whether it's a professional
[2:19:19] staff that we hire or outside uh
[2:19:23] consultant or commission or board um
[2:19:26] outcome type binding or non-binding uh
[2:19:28] technically this would have to be
[2:19:30] non-binding otherwise it would fall into
[2:19:32] the CATE category of arbitration and
[2:19:34] we're looking at mediation so this would
[2:19:36] have to be non-binding and then
[2:19:38] exemptions what type of properties are
[2:19:39] exempt who's exempt is a duplex of
[2:19:41] single fames in included in the program
[2:19:44] uh hearing type is it a formal process
[2:19:46] is it going to be be informal just a
[2:19:48] phone call have people discuss it over
[2:19:50] the phone on Zoom um and then is will
[2:19:54] there be an ability to appeal the
[2:19:55] decision if a decision is
[2:19:58] made so when staff looked into programs
[2:20:01] we looked at other municipalities that
[2:20:03] had similar mediation programs we
[2:20:06] focused on the City of Burbank County of
[2:20:08] marine and Santa Monica city of Santa
[2:20:11] Monica uh they all have varying programs
[2:20:13] that's why we decided to go with these
[2:20:15] three and they were the only ones that
[2:20:17] respond to our emails uh City of Burbank
[2:20:20] has a program U that's ran through its
[2:20:23] commission the commission is similar to
[2:20:25] our committee it's made up of landlords
[2:20:27] and tenants that are U assigned by their
[2:20:30] city council it's a non-mandatory
[2:20:32] non-binding program uh they address rent
[2:20:36] increases evictions relocations
[2:20:37] basically all tenant and landlord
[2:20:39] related issues in 2022 they had about 87
[2:20:44] uh individuals or families in uh
[2:20:47] ask for mediation from the committee is
[2:20:50] submitted to the city for review so the
[2:20:52] way their process works is uh if someone
[2:20:55] calls into their City of Burbank they
[2:20:57] say I'm having a problem with my landl
[2:20:59] I'm having a problem with my tenant the
[2:21:01] staff offers mediation through their
[2:21:03] commission uh form is filled out it's
[2:21:06] given to the commission the individual
[2:21:08] either goes in front of the commission
[2:21:10] or if it's a it's something that the
[2:21:11] staff can handle they give them uh their
[2:21:14] Solutions I have a little exerpt from
[2:21:15] one of their meetings so someone um went
[2:21:18] to the commission for mediation and
[2:21:21] basically it's very basic all they did
[2:21:23] was provide information to the tenant so
[2:21:26] that their program is bare none it's
[2:21:29] very informal it's just information they
[2:21:31] don't really get in a room together with
[2:21:34] a tenant and landlord and try to discuss
[2:21:36] their issue so it's very B basic Just
[2:21:38] for information I I have a question yeah
[2:21:40] I thought the Burbank had a three-person
[2:21:42] committee that handled these and it was
[2:21:44] mostly education Outreach it wasn't I
[2:21:47] didn't think it was the commission that
[2:21:49] handled these cases so I believe the
[2:21:52] commission assigns their members to
[2:21:54] handle them so they might have signed
[2:21:57] three individuals to handle these type
[2:21:59] of cases but each time I think uh
[2:22:01] commission members are assigned
[2:22:03] depending on what type of problems the
[2:22:06] public go I know they had they had at
[2:22:07] least one resident on the on the on that
[2:22:10] committee Susie Jacobs was one of them
[2:22:13] and um she she resigned so um I don't
[2:22:16] even know how what what they're doing
[2:22:18] right now but uh it was mostly Outreach
[2:22:20] and education like you said those are
[2:22:22] really mediation yeah that's the uh
[2:22:25] commissioner job is um education and
[2:22:27] Outreach but they they also mediate or
[2:22:30] what they call
[2:22:31] mediation um so we spoke to the staff
[2:22:34] regarding funding they said because it's
[2:22:37] part of their bigger housing program
[2:22:38] they couldn't identify exactly how much
[2:22:40] it cost but they did say it's about
[2:22:42] 100,000 to administer program um they
[2:22:45] have dedicated staff just for the
[2:22:47] program or one mediator I should
[2:22:50] say and then Marine county is a
[2:22:53] mandatory non-binding program with
[2:22:55] Marine County the only portion of it
[2:22:56] that's mandatory is when the rent is
[2:22:58] increased over 5% so if a landlord
[2:23:00] increases ATT tenants rent over 5% and
[2:23:03] that tenant wants mediation they can
[2:23:06] request it and the landlord is required
[2:23:08] to participate if they want the rents
[2:23:10] increased uh tenant can agree with the
[2:23:13] increase doesn't have to request
[2:23:15] mediation uh but if they do landlord is
[2:23:17] required to participate all other
[2:23:20] disputes secure deposit evictions
[2:23:22] they're not mandatory so the the
[2:23:24] landlord does not have to
[2:23:26] participate uh they had 118 cases were
[2:23:30] mediated 287 were
[2:23:32] requested
[2:23:34] um the process I forgot to mention
[2:23:36] Burbank it takes about a month to
[2:23:38] mediate the process and for Marines
[2:23:40] County case it's 8 to 12
[2:23:42] weeks and their budget again it was part
[2:23:45] of their bigger program they weren't
[2:23:48] able to narrow anything down with Marine
[2:23:50] County they actually work with uh a
[2:23:52] couple of other cities to administer the
[2:23:54] program and they also have dedicated
[2:23:58] staff and last Santa Monica it's a n non
[2:24:02] man uh non-mandatory non-binding program
[2:24:05] it's part of their bigger rent control
[2:24:06] program uh they cover all tenant
[2:24:09] landlord disputes but again it's not
[2:24:11] mandatory to participate they had 111
[2:24:14] rent decrease cases 11 Construction
[2:24:17] decrease cases and 16 excessive rent
[2:24:20] cases um they take about 180 days to
[2:24:24] respond but currently it takes much
[2:24:26] longer according to staff and uh their
[2:24:29] total budget is 5 million and they again
[2:24:31] couldn't pinpoint how much of that is
[2:24:33] spent on mediation 5 million is for
[2:24:35] their entire rent control budget and
[2:24:37] they have uh multiple staff that
[2:24:39] administers one hearing officer uh oh
[2:24:42] sorry three hearing officers one
[2:24:44] mediator so they got a a big staff and
[2:24:47] they cover all their run control units
[2:24:48] so it's a much much bigger
[2:24:51] program before we move on to potential
[2:24:54] costs I do want to mention that glendell
[2:24:56] had a program about in 2002 it lasted
[2:25:00] all of six months I believe it was a
[2:25:02] voluntary program uh no one participated
[2:25:04] so it was discontinued um just wanted to
[2:25:08] mention that we did attempt this about
[2:25:10] 20 years ago again it was
[2:25:13] voluntary 6 months I believe it lasted
[2:25:15] before it was discontinued
[2:25:17] um so potential cost again we couldn't
[2:25:19] get anything specific from the other
[2:25:21] cities but staff was able to put
[2:25:23] something together based on how much it
[2:25:24] would cost to hire a mediator or
[2:25:27] professionals that do mediation or an
[2:25:29] agency that would perform those services
[2:25:31] or something that's more formal uh for a
[2:25:34] formal process is upwards of
[2:25:36] 300,000 uh for mediation with a
[2:25:39] commission similar to burbank's we
[2:25:41] estimated around 990,000 most uh for an
[2:25:44] informal voluntary participation again
[2:25:47] uh similar
[2:25:49] to the one we had earlier we think if we
[2:25:52] hire a professional it would be upwards
[2:25:54] of 200,000 and then if we
[2:25:57] Outsource uh could cost anywhere from 20
[2:25:59] to 100,000 depending on how many cases
[2:26:01] we're referring to them and uh how we
[2:26:04] set up the
[2:26:06] programs so the adoc committee discussed
[2:26:09] everything uh they recommended that the
[2:26:12] city at least try for a few months a
[2:26:15] mediation program voluntary mediation
[2:26:18] program a
[2:26:19] non-binding uh to cover most every
[2:26:22] Everything a tenant or landlord could
[2:26:24] have a dispute about rent increases
[2:26:26] secur deposit evictions habitability
[2:26:28] relocation and other relevant issues uh
[2:26:32] they uh suggested a hybrid model with a
[2:26:35] board and commission similar to Burbank
[2:26:37] and dedicated staff so a mediator plus a
[2:26:41] board um again they discussed that the
[2:26:44] mediate should mediator should have
[2:26:48] uh the proper qualifications and
[2:26:50] training to
[2:26:52] mediate uh they felt that a formal
[2:26:55] process would be best so nothing
[2:26:57] informal they want both tenant and
[2:26:59] landlord in a room together to discuss
[2:27:01] their issues with a mediator prison
[2:27:03] instead of maybe a staff member calling
[2:27:05] the landlord and tenant trying to
[2:27:07] mediate the situation for them they want
[2:27:09] a formal process
[2:27:12] um I have I think that concludes my
[2:27:15] presentation so ultimately the med the
[2:27:18] committee's suggestion was to have a
[2:27:20] program um and a trial run and then
[2:27:24] ultimately see how that works before we
[2:27:27] commit to
[2:27:28] anything okay thank you let's uh see if
[2:27:31] we have questions before we go to the
[2:27:33] callers are there
[2:27:35] questions questions I just have one um
[2:27:39] have we looked to see if LA county has
[2:27:42] anything CU I'm looking you know one of
[2:27:44] these options that you laid out in front
[2:27:46] of us is
[2:27:47] so LA county has a mediation program
[2:27:50] through their consumer and business
[2:27:52] Affairs Department I believe uhhuh um I
[2:27:56] it works similar tenants landlords
[2:27:58] request
[2:27:59] mediation uh they con contact them
[2:28:02] schedule a date it's it's voluntary so
[2:28:04] neither party has to participate I'm not
[2:28:08] 100% sure I I contacted them to see how
[2:28:10] many uh cases they've had within glendel
[2:28:13] I haven't heard back uh but that is an
[2:28:16] option but Marine counties is mandatory
[2:28:19] Marine county is mandatory only when the
[2:28:21] increas is above 5% a rent increases
[2:28:23] above 5% the other issues they're not
[2:28:26] mandatory so if the lieutenant and
[2:28:28] landlord are having a problem with uh
[2:28:31] the laundry facility not working that
[2:28:34] they're not going to dispute that those
[2:28:35] types of situations oh so Maring
[2:28:37] counties is uh required if it's sorry
[2:28:40] council member end it's required for
[2:28:42] five more than 5% how does that um so
[2:28:46] work with the state uh
[2:28:49] rules caps so the state cap is
[2:28:53] 8.8% um I would assume that if an
[2:28:56] increase is above
[2:28:58] 5% they require that mediation to take
[2:29:01] place so their increase can't be above
[2:29:03] 8% at no any time um but if it's above
[2:29:06] 5% and the Tenant wants the mediation
[2:29:09] the landlord is required to
[2:29:12] participat div and uh also in Marine C
[2:29:16] oh sorry that's Santa Monica they have
[2:29:18] fees that are attached to their
[2:29:20] mediation right their fees are I think
[2:29:23] mostly related to their rent control
[2:29:25] program that cuz it's a much different
[2:29:27] animal of Santa Monica but we want to
[2:29:29] include it just so there's a variety uh
[2:29:32] because a lot of these mediation
[2:29:34] programs are attached to rent control
[2:29:36] programs throughout California at
[2:29:39] least okay thank you more um do you need
[2:29:44] anything about um us working with
[2:29:46] neighborhood Legal Services right uh
[2:29:48] neighbor Legal Services we do refer in
[2:29:51] people there but they only handle
[2:29:53] evictions and at the point of where
[2:29:55] they're at unlawful detainers so if the
[2:29:58] landlord issues an eviction they won't
[2:30:00] take it on until that tenant has
[2:30:02] officially been evicted through unlawful
[2:30:04] detainer through the courts uh they
[2:30:07] they're just inundated so they don't
[2:30:09] have time to take on every case and do
[2:30:12] we know of any other community resources
[2:30:15] that are available that don't have that
[2:30:17] load uh we refer to housing rights
[2:30:20] Center as well Armenia Bar Association
[2:30:23] but everybody's pretty pretty busy
[2:30:27] okay okay let's um let's hear from our

[2:30:47] not all 11 meetings of the tenant
[2:30:49] landlord committee I spoke once or twice
[2:30:51] but mostly I listened with a lot of
[2:30:52] Parental Pride as Mr Peter Zak noted the
[2:30:55] medior was released after a couple of
[2:30:57] meetings because they were not needed Mr
[2:31:00] zovak and Mr zadorian did a fine job of
[2:31:03] mediating the discussions themselves by
[2:31:05] the way that's a genuine compliment from
[2:31:06] me to the city I don't make them often
[2:31:08] please enjoy it while it
[2:31:10] lasts if the five of you have not
[2:31:12] watched any of these committee meetings
[2:31:14] I highly recommend that you do so
[2:31:16] because they are unlike the discussions
[2:31:18] held by any other City border commission
[2:31:21] I suggest that you watch the meeting
[2:31:22] from February 22 2023 where two tenants
[2:31:26] came to talk about the serious
[2:31:27] electrical problem they had for months
[2:31:29] in an apartment they rented from one of
[2:31:31] the landlord members of the tenant
[2:31:33] landord committee that particular
[2:31:35] landlord had spent months bragging about
[2:31:38] what a great landlord he was and how his
[2:31:40] tenants had no complaints about him well
[2:31:43] after that more of his tenants came
[2:31:45] forth to complain about the their
[2:31:46] Apartments this is why it's critical to
[2:31:48] hear from tants directly instead of
[2:31:51] relying on the word of landlords if you
[2:31:53] see any other landlords who come to City
[2:31:55] Hall bragging about what great landlords
[2:31:57] they are I suggest that you take their
[2:31:59] claims with a bucket of salt and ask to
[2:32:01] hear what their tenants think the
[2:32:03] committee members staff and public
[2:32:05] engaged in Lively discussions to reach
[2:32:07] the recommendations that you're
[2:32:08] considering today the gentleman in the
[2:32:10] neutral seat on the committee is
[2:32:12] actually a landlord so if anything the
[2:32:14] committee's conclusions represent the
[2:32:16] use of landlords more than that of
[2:32:18] tenants Mr neutral landlord judge was
[2:32:21] part of the legal team that wrote
[2:32:22] glendale's just cause eviction ordinance
[2:32:24] about 20 years ago and he was the first
[2:32:27] to say that the ordinance needs to be
[2:32:28] clarified and
[2:32:29] updated I love it when committee members
[2:32:32] in City staff cover all the points that
[2:32:33] need to be covered so that I don't need
[2:32:35] to say anything I have one suggestion
[2:32:38] however from my unique Vantage Point
[2:32:40] most of the committee members do not
[2:32:42] watch City Council meetings and correct
[2:32:44] me if I'm wrong but not none of you have
[2:32:46] watched any tendent llord committee
[2:32:48] meetings this makes it hard for the
[2:32:50] committee to understand how they can
[2:32:52] advise the council and it also makes it
[2:32:54] hard for the council to know what the
[2:32:55] committee can do this Gap can be bridged
[2:32:58] by assigning a council of the aison to
[2:33:00] each City commission or board like my
[2:33:02] former City of Salem
[2:33:04] Massachusetts Salem has over n over 40
[2:33:07] City commissions and 11 council members
[2:33:09] so that works out to about four
[2:33:11] commissions per council member Glendo
[2:33:13] has 13 City commissions so that would be
[2:33:15] two or three commissions per council
[2:33:17] member this would improve the flow of
[2:33:19] information between commissions and the
[2:33:20] City Council in both directions while
[2:33:22] also lifting pressure from City staff
[2:33:25] this is why I have no problem increasing
[2:33:26] council member salaries because I plan
[2:33:28] to make you all work for it also yes
[2:33:31] committee should act as a body for
[2:33:33] mediation or arbitration I spent many
[2:33:35] many hours in this chamber listening to
[2:33:37] design review board cases which mostly
[2:33:40] boil down to private disputes between
[2:33:42] homeowners tenant landlord issues
[2:33:44] deserve at least as much a time
[2:33:46] considering that we're the majority of
[2:33:48] the city thank you thank you Herbert
[2:34:01] Milano uh mayor bran members of the city
[2:34:04] council and staff my name is Herbert
[2:34:06] mulano I took the liberty of writing up
[2:34:09] some of the topics that I wanted to
[2:34:10] address today the
[2:34:13] um the city has had a resource that is
[2:34:17] quite valuable I think and that resource
[2:34:20] is the Cog of all of the tenant and
[2:34:25] landlord questions and complaints that
[2:34:28] uh have been prevalent in the past few
[2:34:31] years so apparently this year we've had
[2:34:33] about 800 of these particular
[2:34:35] calls
[2:34:37] and I am concerned that that particular
[2:34:41] log was not included as part of the
[2:34:43] dialogue that was presented to the
[2:34:46] committee if we are if we really want to
[2:34:49] address the issues that are relevant and
[2:34:52] present to a lot of people those call
[2:34:54] logs should have been parsed categorized
[2:34:58] presented in summary evaluated and say
[2:35:01] here are the most Salient problems that
[2:35:03] we have in glenvill these are the most
[2:35:06] common questions that people have and
[2:35:08] they become a guide for you to Define
[2:35:11] how should you do the Outreach how
[2:35:13] should you advertise it who really needs
[2:35:16] the information who absolutely needs to
[2:35:18] have
[2:35:19] it so if there is a purchase of a new
[2:35:23] building and the prior landlord wants to
[2:35:26] increase
[2:35:28] rents those tenants need to have that
[2:35:30] information right away as to what are
[2:35:32] their
[2:35:34] rights if a new landlord thinks that the
[2:35:37] law allows him to do certain things and
[2:35:40] the law doesn't he needs to be clear on
[2:35:42] what those questions are if a tenant is
[2:35:45] being given an increase that is beyond
[2:35:47] what the law allows they should have
[2:35:49] that information so any type of Outreach
[2:35:51] needs to address that
[2:35:54] data how many are there what are the
[2:35:57] number of problems that this other
[2:35:59] services provide if Neighborhood Legal
[2:36:02] Services is collecting the data and
[2:36:04] servicing people shouldn't you have that
[2:36:06] data as well so my point is that proper
[2:36:10] data collection proper data analysis
[2:36:12] gives you the guidelines as to what
[2:36:16] policies to implement and how to
[2:36:17] implement
[2:36:19] them I'm of the belief that a periodic
[2:36:23] evaluation of those results how many
[2:36:26] calls you're
[2:36:27] getting um how many compl do you have
[2:36:30] relative to from one year to the next
[2:36:32] gives you an evaluation of whether the
[2:36:34] ordinance is working or not and whether
[2:36:36] the Outreach is working or not and if it
[2:36:38] is I'm assuming that the cost will be
[2:36:41] reduced by the following year right the
[2:36:43] fewer contentious problems you have and
[2:36:45] any information that an utsman would
[2:36:47] actually execute would also need to be
[2:36:49] analyzed so my recommendation is that it
[2:36:51] be brought back to the ARA committee for
[2:36:54] evaluation as to how to establish proper
[2:36:57] ways of evaluating the data and periodic
[2:36:59] reviews thank you thank
[2:37:03] you um Mr
[2:37:14] mohill good evening council members my
[2:37:17] name is Mike mohill I'd like to First
[2:37:19] acknowledge Mr Herbert Milano and Karen
[2:37:22] qua for the research and the time they
[2:37:24] spent on this issue I know one person is
[2:37:27] a landlord and the other person is a
[2:37:29] tenant great
[2:37:31] team I'm neither
[2:37:35] okay but what caught my eye was when the
[2:37:37] mayor says we need more Outreach there's
[2:37:40] people don't have any knowledge what's
[2:37:41] going on in the city on these
[2:37:44] issues survey one survey said they had
[2:37:47] 600 people filled out the other one her
[2:37:49] survey was 800 I think and you said wow
[2:37:52] that's a lot of
[2:37:53] people
[2:37:55] really think about it in my last
[2:37:59] Community newsletter I put an
[2:38:01] announcement that keep our kids home on
[2:38:03] August the
[2:38:04] 25th and it went to about
[2:38:07] 25,000 inboxes for people to read with
[2:38:11] about 50% viewership
[2:38:14] minimum now that's an
[2:38:18] Outreach you saw on the TV thousands of
[2:38:21] people were out there protesting keeping
[2:38:24] their kids home and so
[2:38:27] forth your uh Rock Haven sanitarium here
[2:38:31] locally has put an ad in my newsletter
[2:38:33] announcement I put it in no charge the
[2:38:37] American Legion has put announcements in
[2:38:39] my newsletter no
[2:38:43] charge and fentel crisis
[2:38:47] a woman contacted me about a meeting and
[2:38:49] I put it in your Glendo Community
[2:38:53] newsletter your Glenda Community
[2:38:55] newsletter folks is free it cost the

[2:40:05] from you want colle I have a couple
[2:40:08] questions um uh what are the most common
[2:40:12] issues that we receive phone calls
[2:40:15] concern
[2:40:16] I actually have the numbers I'll put
[2:40:17] them on screen
[2:40:22] presentation well it depends on the year
[2:40:25] so in 2019 when the program first
[2:40:27] started MH most of our calls were about
[2:40:30] the program what what is it what's going
[2:40:32] to happen how is this going to impact my
[2:40:34] property how is this going to impact my
[2:40:36] rental um let's get there here we go
[2:40:40] good so 2019 92% of those calls were
[2:40:43] General general rental rights related
[2:40:45] and and then towards the end ab1 1482
[2:40:47] passed so we had a couple of questions
[2:40:49] about that 1% and we had some eviction
[2:40:51] calls about evictions moving into 2020
[2:40:55] the pandemic hit and 85% of our calls
[2:40:58] were just coid related so that's all we
[2:41:00] were handling Co related and then here
[2:41:02] and there ab-1482 evictions and then in
[2:41:07] 2021 again still pandemic 77 77% of the
[2:41:11] calls were coid related but we started
[2:41:14] getting more a148 2 as you know pandemic
[2:41:17] rules were starting to expire 2022
[2:41:19] finally when most of the rules expired
[2:41:23] uh we still had a lot of calls related
[2:41:24] to co about
[2:41:26] 28% uh and then uh there was a big jump
[2:41:29] in ab1 1482 obviously because none of
[2:41:32] the co protections were there anymore so
[2:41:34] tenants were looking for ab-1482
[2:41:36] protections landlord were asking how
[2:41:38] much we can increase R uh there was a
[2:41:40] little bit of a jump in eviction calls
[2:41:43] and other types of calls most recently
[2:41:45] ly and this is based on the 600 number
[2:41:48] so a number from a couple weeks ago
[2:41:50] we're receiving calls about general
[2:41:52] rental rights program uh rent
[2:41:54] increases banking relocation things like
[2:41:57] that Co calls have almost disappeared
[2:42:00] cuz all the protections are gone no
[2:42:02] one's calling about that anymore a1482
[2:42:05] we still get some calls on but I think
[2:42:07] people understand the ordinance now so
[2:42:09] they don't they don't call us as much
[2:42:11] about that 18% of calls have been
[2:42:13] eviction related so we've seen a bump
[2:42:15] that and then 34% in another category
[2:42:19] the other category basically covers
[2:42:21] things like you call complain about mold
[2:42:23] security
[2:42:25] deposits
[2:42:26] um my landlord doesn't let me have a dog
[2:42:30] so all kinds of other subjects but these
[2:42:33] are the types of calls we've been
[2:42:35] getting
[2:42:37] U there you and what's the last line the
[2:42:39] last line is the last line is just uh
[2:42:41] total so basically we've had 29% of
[2:42:44] total calls have been uh general rental
[2:42:47] rights related 47% of calls have been Co
[2:42:50] related 10% AB 1482 this is total ohal
[2:42:53] you averaged you averaged I I got you
[2:42:55] total from uh for that topic so
[2:42:58] basically 47% of all calls we've
[2:43:01] received have been Co related which is a
[2:43:03] big chunk So Co had a big impact on the
[2:43:05] program as it did the rest of the world
[2:43:09] but but these numbers are are um the
[2:43:12] program that we have right now in place
[2:43:15] the Ral rights program right it's based
[2:43:17] on our call log so originally call log
[2:43:19] was just designed to for internal use
[2:43:22] for staff to be able to track calls and
[2:43:24] make sure that we returned calls if
[2:43:27] somebody calls back and says I called a
[2:43:28] week ago we can see that we responded to
[2:43:31] them whatnot uh as time went on and as
[2:43:34] more and more people wanted access to
[2:43:36] the data we started collecting more
[2:43:38] information just to be able to extract
[2:43:41] something from it and I think this year
[2:43:43] is where we have the most information
[2:43:45] information previous years we weren't
[2:43:47] collecting detailed information so
[2:43:49] eviction says 18% and you're just seeing
[2:43:52] evictions but we're also collecting
[2:43:54] information on evictions that are
[2:43:55] related to Major rehab evictions that
[2:43:57] are related to um owner moveing and we
[2:44:00] just started so we don't have a lot of
[2:44:01] numbers on that but as the year
[2:44:03] continues we will uh we actually our it
[2:44:07] Guy created a new program uh to log
[2:44:11] everything in we were using Excel before
[2:44:13] and so we weren't able to collect a lot
[2:44:15] of information and how often does the
[2:44:17] city attorney's office get involved in
[2:44:19] these phone calls and questions um I'd
[2:44:22] say we go to Lucy maybe once a week Lucy
[2:44:24] varigon the City attorney and then I go
[2:44:26] to her once a week no I'm
[2:44:29] kidding that's just a clarify our
[2:44:32] understanding of things or if there's a
[2:44:33] we get some complex situations sometimes
[2:44:36] and we just want a professional attorney
[2:44:38] opinion before we tell anyone anything
[2:44:41] okay thank you that's um let me
[2:44:44] see are the calls have the calls
[2:44:46] lessened since uh I guess 2019 Les calls
[2:44:50] so the number of calls these are the
[2:44:52] number of calls again pandemic obviously
[2:44:55] we had a lot of calls the calls haven't
[2:44:58] exactly lessened I'd say the pandemic
[2:45:00] was just uh more in for 2020 than we've
[2:45:05] ever had but I'd say
[2:45:08] we're um we're set to hit about 1,200
[2:45:12] we're at 800 right now so a couple of
[2:45:15] months we should probably be at 1,200 if
[2:45:18] not more and we're able and we're able
[2:45:21] to handle all those calls we're you're
[2:45:23] you seem to be yeah and I'm sorry these
[2:45:25] aren't just calls they're emails as well
[2:45:27] oh emails and okay thank you that's okay
[2:45:31] any general comments on Direction on on
[2:45:33] on the mediation on yeah um well let's
[2:45:36] see uh let me but you know this there's
[2:45:39] see seems to be with all of the
[2:45:41] different um cities being mentioned
[2:45:44] there's plethora of challenges that go
[2:45:46] along with this more bureaucracy more
[2:45:49] staff more
[2:45:50] funding um landlords you know if it's
[2:45:54] voluntary you know you get a you have an
[2:45:56] issue if it's involuntary some landlords
[2:45:59] won't want to come they don't want to
[2:46:00] engage and um you know and I I
[2:46:04] interesting it says the success depends
[2:46:07] on the cooperation and good faith of
[2:46:09] landlords and tenants and that's that
[2:46:12] sometimes I think can be um you know uh
[2:46:14] uh an issue um the landlords seem to
[2:46:18] hold the power tenants may feel
[2:46:21] intimidated and then of course you have
[2:46:23] the fairness is compromised so um I have
[2:46:26] my feeling is and I I'll just make this
[2:46:29] very brief um I also like the um the
[2:46:32] proposition The Proposal of increased
[2:46:35] penalties except for the one about legal
[2:46:37] support because that's just way too
[2:46:40] expensive but increase penalties um so
[2:46:43] that if a landlord is called on the car
[2:46:45] carpet for doing so that's a pun but um
[2:46:48] for you know not complying um or in have
[2:46:53] inspections so that those folks that
[2:46:55] that have problems in their in their
[2:46:57] Apartments um uh those are taken care of
[2:47:01] that we have um you know uh the ability
[2:47:04] to conduct inspections and then if
[2:47:07] nothing happens then impose penalties um
[2:47:10] but uh I think staff is handling this
[2:47:13] beautifully the rental rights program
[2:47:15] you're providing assistance you're
[2:47:17] providing counseling you're providing
[2:47:19] legal um Aid and I I just think that
[2:47:23] that's the way to go I know that Burbank
[2:47:25] is strictly Outreach and education so
[2:47:28] they're not very effective um the other
[2:47:31] ones uh you know Santa Monica is just
[2:47:33] like way out of way out of you know our
[2:47:37] financial um category and it's just uh
[2:47:41] spending a lot of money um so um I I
[2:47:45] just feel like we really don't need a
[2:47:47] Medi a mediation a commission a
[2:47:50] committee you know you get all involved
[2:47:52] in that bureaucracy and and uh then
[2:47:54] we're in we get into more trouble so I I
[2:47:57] would be uh against the mediation I
[2:47:59] think i' go with staff's uh um
[2:48:02] continuing this program I think it's
[2:48:05] very effective I think you're doing a
[2:48:06] great job I know whenever um I have get
[2:48:09] an email from a resident with a question
[2:48:12] with a problem I immediately
[2:48:15] emailed staff and the problem is taken
[2:48:18] care of almost immediately so um I think
[2:48:21] that this is uh the best way for us to
[2:48:23] handle it okay thank you counc
[2:48:31] batra so um my understanding is from
[2:48:34] from the last meeting that you are going
[2:48:35] to go back to the
[2:48:37] committee um with the items that we
[2:48:39] discussed from last meeting right I
[2:48:43] believe the plan was to come back with a
[2:48:45] Redline version uh we were going to go
[2:48:47] back to stakeholders um see what their
[2:48:49] opinions are and then bring it back to
[2:48:51] the committee I mean I'm sorry the
[2:48:52] council okay cuz I I my understanding
[2:48:55] from last meeting was that we had an
[2:48:58] opportunity for there to be one meet and
[2:49:00] for us to get a better sense of where
[2:49:02] the committee stood because there was no
[2:49:04] like there wasn't closing that Gap with
[2:49:06] the committee members when I look at
[2:49:08] this list it it kind of feels the same
[2:49:10] where like the recommendations are kind
[2:49:13] of all over the place where it's
[2:49:15] recommending a hybrid and it's
[2:49:16] recommending non-mandatory and the whole
[2:49:19] nine yards so I would like to get a
[2:49:21] little more clarity from from the
[2:49:23] committee on that um I would note that
[2:49:27] um I know you mentioned that we had a
[2:49:29] program that didn't work for a couple of
[2:49:31] months I I have an issue with any
[2:49:34] program that operates for a couple of
[2:49:36] months because that's not sufficient
[2:49:37] time for the public to to learn about
[2:49:41] the programs um availability so if
[2:49:43] you're going to say you know we'll open
[2:49:45] this up for six months and see if it's
[2:49:47] working you know by the time like people
[2:49:50] actually find out about it it's probably
[2:49:51] more than six months and so um from the
[2:49:54] GetGo I feel like that kind of a
[2:49:57] shortlived um pilot is just setting up
[2:50:01] the program to fail um I would like to
[2:50:05] for us to see if we can explore some
[2:50:07] options with with the county um for a
[2:50:10] more for formal program I know that uh
[2:50:14] while our staff has done an incredible
[2:50:16] job in guiding uh residents um I know
[2:50:19] that there's been so many occasions
[2:50:21] where we provide the information and um
[2:50:25] a lot of these times there's been people
[2:50:27] with language barriers where I myself
[2:50:30] feel like I'm just giving you know being
[2:50:31] given the runaround because the services
[2:50:33] are just not available for the um
[2:50:37] renters um and so I I actually hate
[2:50:39] giving that those phone numbers out
[2:50:41] knowing that at their probably most
[2:50:43] stressful time
[2:50:45] I'm adding additional stress because
[2:50:47] it's it's hope with possibly no no
[2:50:50] resolution and support and that's
[2:50:52] usually for renters right that um also
[2:50:55] have an issue with getting resources to
[2:50:57] begin with and so I would be interested
[2:51:00] in something a little more formal um
[2:51:03] that helps with that portion um not just
[2:51:06] the education and the guidance that
[2:51:09] we're providing now and then just a
[2:51:11] better feedback from um from the
[2:51:13] committee members and the stakeholders
[2:51:18] ERS well I think uh one of the benefits
[2:51:21] of what we did through the ad hoc
[2:51:23] committee exercise was bringing
[2:51:25] landlords and um residents tenants uh
[2:51:29] together to be able to have these
[2:51:31] discussions um I didn't watch all the
[2:51:33] meetings I did watch um a couple of them
[2:51:36] just parts of it because of time
[2:51:38] allowances but um I Echo what was said
[2:51:42] in terms of uh how they were run uh how
[2:51:46] people interacted and I think that
[2:51:48] there's something to be said about that
[2:51:50] process that I think we need to
[2:51:53] encourage further um I would like to see
[2:51:58] uh the committee um whether it's the
[2:52:01] current committee or different
[2:52:03] iterations of it continue to meet um I
[2:52:06] don't know if my colleagues have any
[2:52:07] interest in in making it a more formal
[2:52:10] committee but I I think that one of the
[2:52:12] things that's come from it is as you've
[2:52:14] mentioned that people have a place that
[2:52:16] they can go to to petition to raise
[2:52:19] issues to bring ideas forth and for
[2:52:23] those to be flushed out and discussed um
[2:52:25] hearing from all
[2:52:28] sides I think that within this report uh
[2:52:32] I would have liked to have seen some of
[2:52:34] the more specifics like the percentages
[2:52:36] that you gave was good in terms of
[2:52:38] inquiries I would like to know like how
[2:52:40] many of those were calls how many of
[2:52:41] them were emails and you may have that
[2:52:43] and you can provide that but
[2:52:45] um there is something to be said for
[2:52:47] what someone uh who spoke this evening
[2:52:49] from the audience uh raised which is uh
[2:52:53] that the information as to what people
[2:52:55] are bringing up is the issues that we
[2:52:58] should be addressing now there may be
[2:52:59] some things that fall through the cracks
[2:53:01] and hopefully with better advertising
[2:53:03] people are aware that there is a
[2:53:05] resource available to them that they can
[2:53:06] get answers and they'll be able to um
[2:53:10] contact uh whatever group agency City
[2:53:14] official to get
[2:53:16] answers in addition to that there has
[2:53:18] been uh talk from at least one of the uh
[2:53:22] committee members and something that
[2:53:25] I've I've really liked I've I've talked
[2:53:27] about before the idea of someone who is
[2:53:29] an ombudsman type role someone who can
[2:53:31] troubleshoot who can point people to the
[2:53:33] right resources be they whether in our
[2:53:36] city can point them to the right
[2:53:38] sections of the law and uh direct
[2:53:42] whether it's the landlord or the tenant
[2:53:43] to where they can get um the best
[2:53:46] information and looking at the costs of
[2:53:49] what uh different committees do I think
[2:53:52] that if you were to just pay one person
[2:53:54] even if it was someone who could do it
[2:53:56] part-time um even if they were an hourly
[2:53:58] if it wasn't a fully loaded full-time
[2:54:00] employee of the city at first to see how
[2:54:02] it would work I think that we would reap
[2:54:05] the benefits of it as well as the
[2:54:07] residents and the business owners and uh
[2:54:10] landlords and tenants so um those are my
[2:54:13] general thoughts on it um I would like
[2:54:17] us to see more advertising multilingual
[2:54:20] advertising using all the um methods
[2:54:23] that were already stated available to us
[2:54:26] and also there is uh something I think
[2:54:28] to be said to see if glendel can adopt
[2:54:31] uh and modify um ab1
[2:54:34] 1482 uh with special features I think
[2:54:37] that's important the more we can
[2:54:38] simplify things I think the better it is
[2:54:40] for all parties involved so those are my
[2:54:43] general thought thank you thank you
[2:54:45] thank you so um I'll start off with uh
[2:54:48] you know thanking the landlord tenant
[2:54:50] commission and I see there's one member
[2:54:52] of the landlord tenant commission there
[2:54:53] in the back te Marshon who I understand
[2:54:56] was one of the most active and and uh
[2:54:59] productive members of the commission so
[2:55:02] um so thank you and thanks to all the
[2:55:05] members of the commission um if they're
[2:55:07] listening or not and to staff because
[2:55:10] this has been this is complicated and um
[2:55:14] you've done a great job I think in
[2:55:15] summarizing the work that came out of
[2:55:17] that so hats off to you um on this
[2:55:21] particular topic um I'm also not in
[2:55:25] favor of setting up a formal mediation
[2:55:30] body um I think it it is kind of
[2:55:33] unnecessary bureaucracy and I think it
[2:55:35] could just lead to um uh overly lengthy
[2:55:40] resolution times um when when issues
[2:55:43] come forward I would much rather rather
[2:55:44] see us uh and I'm and I'm glad to see
[2:55:47] that Mr Milano had it on the sheet that
[2:55:48] he handed out I think he's right um beef
[2:55:52] up the um the hotline um maybe we need
[2:55:59] uh maybe we need some some help there
[2:56:02] and maybe we we we link it to this idea
[2:56:05] of an ombudsman because that's another
[2:56:07] idea that I really think is great so I
[2:56:08] think the idea is like instead of having
[2:56:11] you know this formal commission uh that
[2:56:13] that kind of mediates disputes have um a
[2:56:18] connection between the hotline and
[2:56:21] somebody an ombudsman or maybe we have a
[2:56:24] panel of ombudsmen that that can handle
[2:56:27] cases depending on when they're
[2:56:28] available but have them go and um and
[2:56:32] make calls just an informal process but
[2:56:35] um as Mr Milano explained to me in a
[2:56:37] meeting yesterday um you know lots of
[2:56:40] times they're just misunderstandings you
[2:56:42] know the um and and um if you could just
[2:56:46] talk to both sides you know you can if
[2:56:49] you have the right person doing it you
[2:56:50] could talk sense and resolve some of
[2:56:52] these issues maybe about something
[2:56:53] that's needs to be repaired or what
[2:56:56] whatever it might be right so I I I
[2:56:59] would like to see something like that
[2:57:01] the other thing I would like to see us
[2:57:02] do is um consider funding some more
[2:57:08] dedicated legal services for both
[2:57:10] tenants and landlords because we know
[2:57:12] you know Neighborhood Legal Services is
[2:57:14] backed up housing rights Center is
[2:57:15] backed up Armenian Bar Association I
[2:57:18] don't know as much about how their you
[2:57:20] know what their workload looks like but
[2:57:22] especially if you're going to be doing
[2:57:23] all this marketing and people are going
[2:57:25] to learn more about the program they're
[2:57:26] going to learn more about the hotline
[2:57:28] and they're going to start calling in we
[2:57:29] want to be able to send them somewhere
[2:57:31] you know we've got an if we have like an
[2:57:34] ombudsman that's great but I think that
[2:57:37] udman also needs um to be able to refer
[2:57:41] something to you know somebody who can
[2:57:43] provide more serious legal advice so
[2:57:45] I've heard of cities doing this I forget
[2:57:47] the city but they've basically financed
[2:57:50] you know like a like a dedicated person
[2:57:52] or a certain number of hours from one of
[2:57:54] these legal service organizations to be
[2:57:57] like even sitting at a city facility
[2:58:00] like available to come in and and get
[2:58:03] those services so that we can make sure
[2:58:05] that anybody that needs you know free or
[2:58:08] lowcost legal service gets it right so
[2:58:12] that's that's kind of where where I'd
[2:58:14] like to see us end up um and before I
[2:58:17] conclude I I I do want to go back um
[2:58:19] because we've probably all been getting
[2:58:21] these emails but I know I've gotten a
[2:58:22] bunch of emails about you know why is
[2:58:25] Council doing this why is Council doing
[2:58:27] that and I and or why is Staff
[2:58:29] recommending XYZ and I I just kind of
[2:58:31] want to clear it um staff and is not
[2:58:35] recommending a vacancy tax and Council
[2:58:39] does not seem as far as I can tell
[2:58:41] interested in pursuing a vacancy tax
[2:58:44] staff is not recommending a rent
[2:58:46] registry and although yes I brought it
[2:58:48] up years ago um but at the moment I mean
[2:58:52] I don't think there's anybody here on
[2:58:53] this Das that's recommending a rent
[2:58:55] registry uh and I've also heard people
[2:58:57] say well we don't need more rent control
[2:58:58] I don't think anybody here is talking
[2:59:00] about more rent control what we're
[2:59:02] talking about is streamlining the
[2:59:04] program that we have in light of what
[2:59:06] we've learned over the years and in
[2:59:08] light of ab1
[2:59:09] 1482 which has its own provisions and we
[2:59:12] when we should do a better job of
[2:59:14] um you know dovetailing our rental
[2:59:17] rights program with ab-1482 and just
[2:59:19] simplifying things as um council member
[2:59:21] kasak I think said and I heard it
[2:59:23] elsewhere just simplify simplify
[2:59:25] simplify so um you know especially on
[2:59:29] that to you know um the formula that we
[2:59:32] have for relocation assistance if
[2:59:33] somebody raises rent more than 7% you
[2:59:36] know really simplify that maybe just a
[2:59:38] flat amount irregardless of the type of
[2:59:41] property the income of the person the
[2:59:43] length of the just just keep it really
[2:59:45] simple so that people understand what
[2:59:48] this program is about that's really what
[2:59:51] what we want to do and and uh I just
[2:59:53] want to kind of make sure people
[2:59:55] understand that that's our intent um so
[2:59:58] that's basically what I have to say I
[3:00:01] actually like you know based on your
[3:00:03] comments um and council member kakin
[3:00:08] um i' I felt like the uh the city staff
[3:00:12] already kind of Tak takes that role on
[3:00:15] of both guiding and providing resources
[3:00:19] so if if I'm misunderstanding what the
[3:00:22] role of that additional person would be
[3:00:24] if you if you may explain it to so I
[3:00:26] think that there are issues that are
[3:00:28] sometimes more complicated outside the
[3:00:30] scope of what the housing staff alone
[3:00:32] can do you'll have um landlords who you
[3:00:36] know are longtime landlords have had a
[3:00:38] property for a while all of a sudden
[3:00:41] they have to um do something that uh
[3:00:45] state law mandates or something that the
[3:00:48] city requires or just provide something
[3:00:50] for a tenant they don't know where to go
[3:00:53] right they don't know which department
[3:00:55] in the city to apply to I'm not a
[3:00:57] landlord but I can tell you uh when we
[3:00:59] had to replace our dishwasher I learned
[3:01:02] that in the city of Glendale if you want
[3:01:03] to replace a dishwasher you need a
[3:01:05] permit and there's a whole permit
[3:01:07] process that requires you to go online
[3:01:09] and if you're not computer savvy you're
[3:01:11] an older senior person or perhaps
[3:01:14] challenged in the tech world you know
[3:01:16] good luck uh navigating It For the First
[3:01:18] Time The Answer Ombudsman you can have a
[3:01:21] tenant as uh I've had who has a special
[3:01:24] needs uh child um all of a sudden they
[3:01:28] are uh falling behind on either rent or
[3:01:31] they're in between jobs or something
[3:01:33] happens in regards to a child whose
[3:01:35] special needs they may not need a tenant
[3:01:38] landlord mediation or questions that the
[3:01:40] housing staff can provide but an nsman
[3:01:42] can connect them to different different
[3:01:43] Social Service organizations and
[3:01:46] nonprofits that can help them uh make it
[3:01:49] from point A to point B from one month
[3:01:51] to the next with minimal impact on on
[3:01:53] their lives and stress answer is
[3:01:55] Ombudsman so I think that when we say an
[3:01:58] ombudsman it's I think of it a little
[3:02:00] bit like the I've always said the James
[3:02:01] Garner character in that movie The Great
[3:02:03] Escape the guy who could get you
[3:02:05] anything the guy who could get you
[3:02:07] chocolate or could get you a whiskey in
[3:02:09] a in a World War II p camp someone who
[3:02:11] knows where to go to get the answers um
[3:02:15] because a lot of times when you're
[3:02:17] stressed as you stated and you're
[3:02:19] looking for answers um you're confused
[3:02:21] as to where to go but someone who's
[3:02:23] trained or understands the city and the
[3:02:25] different organizations can help point
[3:02:27] you in the right direction yeah and I
[3:02:29] would I would just like to add to that
[3:02:31] that you know this idea of an ombudsman
[3:02:33] it is similar to what staff is doing
[3:02:35] right now but I think that

[3:03:17] some help but I think she was referred
[3:03:19] to you know you know I don't know LA
[3:03:22] County sanitation or she was referred
[3:03:25] here and there but her English was not
[3:03:27] good she didn't have the wherewithal to
[3:03:29] figure this out she really needs
[3:03:30] somebody who can do more than what staff
[3:03:32] can do can really hold her hand and take
[3:03:35] office yeah but they're not going to do
[3:03:36] that they don't have the resources to
[3:03:38] really hold somebody's hand through all
[3:03:41] the phone calls that have to be made all
[3:03:42] the followup that has to be made so I I
[3:03:44] do think having somebody from the
[3:03:46] outside just enhances that service and I
[3:03:49] don't think it's that expensive to do so
[3:03:52] that's I think that's what that's at
[3:03:54] least what's on my mind so I would well
[3:03:56] my question is what kind of training
[3:03:58] would they need what do we have to train
[3:04:00] them or do they have to learn our yeah

[3:04:12] so staff does their best to connect any

[3:04:22] organization we're not going to go hunt
[3:04:24] down an individual that they need to
[3:04:25] speak to we'll refer them to the or
[3:04:27] organization but if it needs to be that
[3:04:29] detailed where you're holding the hand
[3:04:31] walking them to that agency making sure
[3:04:33] they get the need the help they need I I
[3:04:35] we don't do that at the moment but we do
[3:04:38] the best within the city yeah that's
[3:04:40] good
[3:04:41] idea say something more yeah uh so I
[3:04:44] would be open to that um I would also
[3:04:48] like to see kind of the structure we
[3:04:51] could work with the city attorney's
[3:04:53] office uh on this where there is a
[3:04:57] specific
[3:04:58] designated attorney um that the public
[3:05:01] knows about it's not that they're
[3:05:03] calling you and then you're internally
[3:05:05] or we're rerouting that um I think
[3:05:08] looking at the city attorney's office
[3:05:10] and like how we've kind of built up
[3:05:12] capacity over the years uh there might
[3:05:14] be room for that as well in there yeah
[3:05:16] if I could I could address that I think
[3:05:18] so one of the challenges uh with our
[3:05:21] office is we we cannot provide legal
[3:05:23] advice to third parties we we can we
[3:05:25] obviously provide um interpret you know
[3:05:28] we will interpret our own code for
[3:05:30] public when when there's a dispute for
[3:05:32] example um we also obviously were
[3:05:35] involved in the enforcement of the law
[3:05:36] but a lot of these disputes are a a
[3:05:38] private dispute between a landlord and
[3:05:40] tenant so we cannot be we can't advise
[3:05:42] them on landlord tenant law um and and
[3:05:45] that's really not the even the goal of
[3:05:46] the rental rights program is to provide
[3:05:48] the resources explain how our rental
[3:05:50] rights program works to the public how
[3:05:52] the what the interaction is with 1482
[3:05:54] because there is so much interaction but
[3:05:56] at the end of the day we we always have
[3:05:58] to advise them to to seek another
[3:06:00] resource if they still have questions so
[3:06:02] that's sort of the challenge with um I
[3:06:04] mean we certainly work with the staff if
[3:06:06] there's if there's a desire to have this
[3:06:07] un buds un buds person to kind of work
[3:06:10] with the staff on figure out how
[3:06:11] mechanically it works but our our role
[3:06:13] has to be limited we are limited by the
[3:06:15] charter to not providing advice to to
[3:06:17] members of the public or providing them
[3:06:18] legal assistance on private disputes
[3:06:21] which in large regard that's what
[3:06:23] landlord tenant is right it's it's a
[3:06:25] dispute between two parties in in a
[3:06:27] business transaction I I I I would say
[3:06:29] that I'm not looking for the the private
[3:06:32] disputes um I think if more folks in our
[3:06:36] community knew that they could turn to
[3:06:38] the city to to get clarification on the
[3:06:41] law and that the city attorney's office

[3:06:47] is part of the role right absolutely

[3:10:44] some false accusations in court filed by
[3:10:47] the city attorney's office one of those
[3:10:49] departments even being the police
[3:10:51] department where I made a police report
[3:10:53] thinking I had rights because it does
[3:10:55] involve a crime police closed it without
[3:10:58] ever reaching out and ignored the entire
[3:11:00] probably half an hour report I made and
[3:11:02] all the documents I submitted so my only
[3:11:05] other option was to come here and bring
[3:11:07] it to your attention for it to be looked
[3:11:09] into
[3:11:11] respectfully I don't think I did a good
[3:11:13] enough job last time because it never
[3:11:16] was since August 8th so I'm here to try
[3:11:19] again you have an employee named mahik
[3:11:22] safarian who decided to call the police
[3:11:25] making false accusations against me when
[3:11:27] I came to the city towards the end of
[3:11:29] 2022 about a fraudulent lease issue
[3:11:32] since 2005 for the property I live on he
[3:11:36] then somehow convinced the city
[3:11:37] attorney's office with those same
[3:11:39] accusations into filing a restraining
[3:11:42] order on on his behalf for free i'
[3:11:44] assume one which was denied for lack of
[3:11:47] evidence the restraining order does
[3:11:49] actually mention how mahik is possibly
[3:11:52] applying for it behalf of other
[3:11:54] employees as well but none are mentioned
[3:11:57] I would have absolutely no problem and I
[3:11:59] really do mean this no problem with his
[3:12:02] poor lies even his restraining order
[3:12:05] that was denied resulting in my favor if
[3:12:07] it didn't lead to the third lawsuit for
[3:12:10] my family one day after that is not the
[3:12:12] first time law I
[3:12:14] was that's not the first time I was
[3:12:16] served with a lawsuit because of a city
[3:12:18] employee I'm not making any specific
[3:12:21] accusations here but with respectfully
[3:12:23] asking the city to once again look into
[3:12:27] this matter because it is all being used
[3:12:29] against me in courts it doesn't matter
[3:12:31] if I don't have it doesn't matter if I
[3:12:33] have a lawyer or not I ask the words
[3:12:35] filed in court by the city attorney's
[3:12:37] office to be discussed was but was
[3:12:40] turned away there's no shame in the
[3:12:42] applying for something and having it the
[3:12:44] night there's no resolution for me on
[3:12:46] his lies so I made a police report about
[3:12:49] a possible felony charge under the
[3:12:51] penalty of perjury and how that
[3:12:53] unfortunately has to do with the third
[3:12:55] lawsuit I was served in 8 months I was
[3:12:57] turned away again last time I said 9
[3:13:00] months but I was wrong it's actually
[3:13:02] three lawsuits I've been served in 8
[3:13:04] months and 9 days that is actually
[3:13:06] prohibited prohibited according to
[3:13:08] chapter 9 of the municipal code I
[3:13:11] wouldn't be here today if the city and
[3:13:13] the appropriate departments did their
[3:13:15] jobs and this is coming from a former
[3:13:17] employee of almost 7 years please look
[3:13:20] into this

[3:13:56] Milano I want to bring up some comments
[3:13:58] that I brought in the past uh but I'll
[3:14:00] start it with a um with a comment that
[3:14:04] is very common at least in the circles
[3:14:06] that I'm in and is that people tend to
[3:14:09] see the world from the steeple of their
[3:14:11] Village Church
[3:14:14] and when I look at the problems that I'm
[3:14:16] generally facing Glendale or the issues
[3:14:18] that have come aware of I see it from
[3:14:21] the point of view of a systems analyst
[3:14:23] and my Decades of work in dealing with
[3:14:27] providing information to organizations
[3:14:30] organizations that often times were over
[3:14:32] a billion dollars a
[3:14:34] year and for many years I have been
[3:14:37] promoting the idea that the city should
[3:14:40] collect information analyze the
[3:14:42] information
[3:14:43] create strategic plans and work towards
[3:14:45] a strategic
[3:14:46] plan and today was in some of the issues
[3:14:49] that we had earlier it's precisely the
[3:14:52] type of issues that would be much easier
[3:14:54] to solve if you had the data analyz
[3:14:59] collected and
[3:15:01] evaluated with a continual recurrence of
[3:15:04] an evaluation that takes place on an
[3:15:06] annual
[3:15:08] basis every time you get a software
[3:15:10] update what you're really getting is the
[3:15:13] series of problems that have been
[3:15:14] corrected through
[3:15:17] experience and you know at the local
[3:15:20] level county level state level often
[3:15:22] times ordinances are passed and then
[3:15:25] they just left to basically have an
[3:15:28] impact for a very long time until the
[3:15:30] problems get to be so severe that you
[3:15:32] begin to have the protest and the people
[3:15:34] complaining and you get the impact of
[3:15:36] that but if the ordinances and the laws
[3:15:40] that are being considered are evaluated
[3:15:42] and the data collected and updated and
[3:15:45] adjusted to meet what the data is
[3:15:47] telling you I would imagine that we
[3:15:50] would have a much easier time with
[3:15:52] running a city and living in a city the
[3:15:55] data that I usually brought back in the
[3:15:56] past that is really really simple has to
[3:15:59] do with road
[3:16:01] conditions a road on average in the
[3:16:04] United
[3:16:06] States has about a 20-year
[3:16:09] life so if you take the 360 miles of
[3:16:12] roadway of London divided by 20 you have
[3:16:15] already an idea of how much you should
[3:16:16] be re reconstructing on a yearly basis
[3:16:20] simple and then you count basically how
[3:16:22] many miles of roads were actually
[3:16:24] reconstructed every
[3:16:27] year the other issues that I find that
[3:16:30] need data collection if the city were to
[3:16:33] collect it in a systematic way and if
[3:16:35] the city council were to have some type
[3:16:38] of retreat where you consider where is
[3:16:40] it that we're going where are we now
[3:16:43] what did we accomplish allows you to
[3:16:45] gauge the efficacy of the city manager
[3:16:48] or the efficacy of the City attorney the
[3:16:50] efficacy of the rest of the commissions
[3:16:52] that you have before you it's an appeal
[3:16:55] for this that I think that the problems
[3:16:58] that we generally face are solvable
[3:17:00] they're not that
[3:17:02] insurmountable especially when we have
[3:17:04] the data that is telling us not
[3:17:07] anecdotes not the Impressions not the
[3:17:10] hearsay not the rumors
[3:17:12] because we as humans are very faulty in
[3:17:16] regard to the way we think about issues
[3:17:18] if we put somebody in a committee and
[3:17:21] all they come to you are The Impressions
[3:17:23] that they have from Friends the things
[3:17:25] that they can remember we have a
[3:17:27] significant list of biases that prevent
[3:17:31] us from thinking
[3:17:32] clearly and the one thing we can depend
[3:17:35] on is the data if I tell someone you
[3:17:38] know that the data tells us that if you
[3:17:40] smoke on a regular basis or two packs a
[3:17:43] day your chances of dying is X by the
[3:17:45] age of 60 but if he tells me well my
[3:17:49] grandmother lived into 102 and she was
[3:17:52] this two pack smoker and gives you an
[3:17:55] anecdote and that's what carries the day
[3:17:58] an anecdote carries a significant amount
[3:18:00] of weight when it comes to all kinds of
[3:18:03] decision making but then we have to rely
[3:18:05] on the data to basically set us straight
[3:18:08] and that's what I'm asking the city
[3:18:09] council to do collect the dat
[3:18:12] analyze it set policy on it because when
[3:18:16] people come to you with their
[3:18:17] Impressions and their feelings and their
[3:18:19] emotions and what they can recall and
[3:18:21] they're here say you may wind up
[3:18:24] creating bad policy and that's really
[3:18:27] really bad for all of us I would
[3:18:29] appreciate that thanks thank you Mike

[3:18:38] I'm going to be talking uh talking on
[3:18:40] the topic of housing um I believe I
[3:18:42] emailed all of you about a few weeks ago
[3:18:44] on this issue but I'm just here to talk
[3:18:46] about it in person today some of these
[3:18:48] policies do need environmental review
[3:18:50] some of them don't some have been
[3:18:52] instituted by cities like San Diego or
[3:18:55] uh some cities in the east coast um but
[3:18:59] this is just a rundown of our Arena
[3:19:01] goals uh we have still thousands more
[3:19:04] housing units to accomplish uh to
[3:19:06] complete by the end of the decade and at
[3:19:09] current Pace we're kind of decent but
[3:19:11] we're not very and we could also make
[3:19:13] extra money uh with a new housing policy
[3:19:16] so these are just some policy positions
[3:19:18] that you could advocate for to City
[3:19:19] staff or just research so the first one
[3:19:21] is reducing or Banning parking minimums
[3:19:24] the second one is increasing the far
[3:19:25] which is floor area ratio of
[3:19:27] construction allow our greater lot size
[3:19:29] usage allow greater discretionary
[3:19:31] density bonus units reone glendle to
[3:19:34] allow to Transit oriented development
[3:19:36] specifically along Transit corridors of
[3:19:38] bus lines with a frequency of 50 minutes
[3:19:39] or better and around train stations
[3:19:42] upzone Glen corridors and regions to
[3:19:44] r1250 and
[3:19:45] r2250 which is medium to high density
[3:19:48] and just high density and allow more
[3:19:50] mixed huse development on residential
[3:19:52] only zones and allow residential zones
[3:19:54] and Commercial only zones so essentially
[3:19:56] when cities Implement these policies you
[3:19:58] increase social cohesion walkability all
[3:20:00] that good stuff that we need to reduce
[3:20:01] our vehicle miles traveled to reduce our
[3:20:03] emissions but we also increase the
[3:20:05] housing stock we cool the housing market
[3:20:07] we also create good money for the city
[3:20:09] uh there's a lot of research on this uh
[3:20:11] when we build trans oriented development
[3:20:12] when we build mixed use development when
[3:20:14] we build high with density more people
[3:20:16] come into the city they provide
[3:20:18] businesses provide more uh services and
[3:20:21] vice versa sales tax goes up more people
[3:20:23] spending money in the city is just good
[3:20:25] for everyone and so if you want to get
[3:20:26] ahead of our Arena goals and even
[3:20:28] surpass them to be known as a city that
[3:20:31] pass its housing goals with affordable
[3:20:33] housing especially we could achieve that
[3:20:36] in the city of glendle cuz we're already
[3:20:37] kind of walkable I don't own a car I
[3:20:40] take the bus usually I wish I could buy
[3:20:42] every I don't know how to bike yet but
[3:20:43] when we build more housing on corridors
[3:20:46] we promote things like walkability and
[3:20:49] having more Transit oriented development
[3:20:51] and having more businesses be on the
[3:20:53] first floor so people can see their
[3:20:55] businesses and walk into the businesses
[3:20:56] rather than zooming past them 50 mil per
[3:20:58] hour so those are just some options on
[3:21:01] how we can solve the housing crisis that
[3:21:02] we currently have and I'll forward this
[3:21:04] email to you guys again so you have like
[3:21:05] the list of policies thank you thank you

[3:21:11] did share with M with Mr Calbert and I
[3:21:14] did respond to you right yes you and

[3:21:27] are going to learn how to ride a bike

[3:22:11] that it's their right to um treat
[3:22:14] tenants like little um little toys or
[3:22:19] dots to be moved around in other words
[3:22:22] if you look at the grace the grace and
[3:22:24] management company that is in charge of
[3:22:27] the onx you will see that they have
[3:22:30] raised the rents a lot this year um only
[3:22:35] up to the amount of course that they
[3:22:37] were legally um able to do that but they
[3:22:40] are forcing those tenants in the onx to
[3:22:43] move out just like Mom and Pops in
[3:22:47] Glendale are forcing people to move out
[3:22:50] it's people want to stay in Glendale
[3:22:53] they want to keep their home and they
[3:22:56] can't
[3:22:58] so that's an ongoing
[3:23:01] problem
[3:23:03] um here uh I do I wanted to say thank
[3:23:07] you very much for working um and
[3:23:10] considering the um ad hoc um tenant
[3:23:13] landord committee the idea of an udman
[3:23:15] is a good one I think um we need a
[3:23:18] community leas on who uh somebody who
[3:23:22] can have boots on the ground and really
[3:23:26] get out and um be one with the people
[3:23:30] and and help people I know that because
[3:23:33] those are some of the things that I do
[3:23:35] in the Glendale tenis Union I know we we
[3:23:38] spend hundreds of Y hours working with
[3:23:40] people
[3:23:42] you know um getting um every imagin
[3:23:46] imaginary thing you can think of that a
[3:23:49] tenant has to go through when they are
[3:23:51] being forced to move or when they want
[3:23:53] to fight the move they do call the city
[3:23:56] sometimes sometimes they don't sometimes
[3:23:58] they just call us but they call the city
[3:24:00] and a and and a phone call isn't going
[3:24:03] to get them where they need to be so
[3:24:05] they need more than that we know that
[3:24:07] that's why we end up spending hundreds
[3:24:09] of hours working with them um one idea
[3:24:13] that I that Mr Milano had that I
[3:24:16] appreciate and is that he said you know
[3:24:20] um get the facts whatever but um I say
[3:24:24] on top of that is go to the city um
[3:24:27] agencies who are dealing with those
[3:24:29] people who are having hardships and meet
[3:24:32] with them regularly or have them report
[3:24:34] to you regularly when I call the
[3:24:36] Armenian Relief Society they tell me the
[3:24:39] same thing I'm telling them r are too
[3:24:42] high our people are struggling it's
[3:24:44] crazy so this isn't new this is and you
[3:24:48] are not new this is not new to Glendale
[3:24:51] every Community around the US is dealing
[3:24:53] with this so I this is going to stay on
[3:24:58] the burner you're going to keep thinking
[3:25:00] about it but hopefully you know we'll be
[3:25:03] able to make some
[3:25:04] progress these little steps we're taking
